Currently only this is done: central library and structures of the faculties of Computing, Physics, Mathematics and Chemistry.

Under construction: the headquarters of the principal's office and the student's union, restaurants, residential complex, a gymnasium, teaching and research laboratories, auditorium, a museum of geology, sports complex, conference centre and engineering workshop, university hospital and also an high-school.

Faculties by the end of the project:

Economics
Engineering
Law
Architecture
Natural Science (Physics, Chemistry, Mathematics, Bio-Chemsitry, Geology) + Social Science (Sociology, Psychology and Philosophy)

Oh, that would be a really hard question to ask. In terms of public universities I know that similar projects like this from Luanda is u/c in Cabinda and Huambo. And some smaller universities are being built in Lubango and Benguela. But there are way too much private projects under development, so I can't give you are a exact answer..
