BANK Negara Malaysia may spend as much as RM250 million to build a financial services resource centre along Jalan Dato' Onn in Kuala Lumpur, sources said yesterday.

Mail Money was told the central bank has appointed Hijjas Kasturi Associates Sdn Bhd as the main architect of the entire project. The bank, however, hasn't appointed a main contractor for the structural works.

The appointment of the contractor might be made by as early as February next year, Mail Money was told.

The structural works job is part of the second phase of the project.

"So far, only stage one has been awarded. Basic groundwork is in progress and construction is expected to be completed by 2006," said the source, adding that WCT Engineering Bhd was one of the first stage contractors.

The proposed resource centre will comprise a learning centre, a knowledge management centre, a museum and art gallery, an archive, office space, conference halls, meeting rooms and an auditorium to facilitate high-level discussions.

The centre will also house two international entities such as the Islamic Financial Services Board, (IFSB), which supports Malaysia in its leadership role in the global development of Islamic finance, and the South-East Asian Central Banks (Seacen) research and training centre.

For the past 30 years, the bank's human resource development centre, which also conducts programmes on central banking for foreign participants under the sponsorship of the Government technical co-operation programme, has been sharing its premises in Petaling Jaya with the Seacen centre. Bank Negara was established in 1959.

, acts as the banker for currency issues, keeper of international reserves and safeguarding the value of the ringgit, banker and financial adviser to the government, agency responsible for monetary policy and management of the financial system and banker to the banks.

AS MANY as four public listed companies (PLCs) have submitted invited bids to build a financial services resource centre for Bank Negara Malaysia, people familiar with the matter said yesterday.

It is believed that the four PLCs had submitted their bids last month, and the central bank may likely make a decision by the middle of next month. The centre will be housed near Jalan Dato? Onn in Kuala Lumpur.

The four who had made representations for the job, which could cost anywhere between RM250 million and RM350 million, are Ranhill Bhd, PECD Bhd, the UEM group, and Ahmad Zaki Resources Bhd.

Mail Money was told that, based on the initial feedback, Ranhill, the country?s largest engineering company, and PECD, which is about six per cent owned by an investment fund controlled by the Government of the United Arab Emirates, are the early favourites to win the job.

The two companies is believed to have made the lowest bid for the job. Last year, Bank Negara had appointed Hijjas Kasturi Associates Sdn Bhd as the lead architect for the entire project.

The construction of the Financial Services Resource Centre (FSRC) has commenced with effect 15 November 2005. It represents Malaysia's investment in a knowledge centre with learning and research facilities to support the development of a high performance culture for the banking and financial sector.

The FSRC will house the international Islamic Financial Services Board (IFSB) and the regional South-East Asian Central Bank Research and Training Centre (SEACEN). It is part of Malaysia's effort to support global development of Islamic finance. The SEACEN Research and Training Centre, represents the nation's commitment to training in areas including central banking, banking supervision, Islamic finance, executive learning as well as research and development in the regional and international arena. Malaysia is host to both these international and regional institutions.

In addition to this, the FSRC provides state-of-the-art training facilities that will also be used to conduct programmes on central banking for foreign participants under the sponsorship of the Malaysian Technical Co-operation Programme. It includes conference halls, offices, as well as a Knowledge Management Centre to be shared by these entities. Bank Negara Malaysia's Financial Museum and Art Centre currently housed in its building will be moved to the FSRC upon its completion and will continue to be open to the public.

With a total built-up area of 1.09 million sq.ft., the FSRC will be located at Lot 43, Jalan Dato' Onn, Kuala Lumpur. Following the tender process that had evaluated all submissions based on criteria that included quality, technical and commercial capabilities of the team assembled to complete the project, the selected contractor has now commenced works and construction will be completed within two years.

I have read somewhere that they also do a condo for delegates.
However, RM320 Mio is quiet a nice sum, but don't expect anything like Putrajaya Convention Centre which cost RM800 Mio.

6 storey aje, but what a spectacular 6 story building!! Its beautiful!! I have mixed feelings about Hijjas Kasturi designs, but this one is amazing!!

Really really hope the materials chosen for the facade are suitable! Menara Telekom and Putrajaya Convention center look dirty many times :(

^^menara telekom uses meterials which need to be cleaned regularly. it seems hijjas kasturi is not good on building material selection...

Could be the poor maintenance. Not so many buildings shine like petronas.

i was in UM for 2 years...means i saw that building almost everyday...after they polish/clean the blue panels...it becomes shiny..but then after one month or two...it begun to fade...serious!
