History

Cebu has a rich, colorful history, and was an important strategic center for both traders from Southern China and later Spaniards who colonized the country. In the pre-Spanish era, Zubu, as Cebu was then called, was already an important trading center serving merchants from as far away as Arabia, China, Siam, Borneo and the Molucca Islands.

The Portuguese explorer, Ferdinand Magellan, reached Cebu in 1521 and was killed on nearby Island during a battle. The surviving crew members returned to Spain and became the first sailors to circumnavigate the globe. Spanish explorer, Legaspi, returned to Cebu some 30 years later and made the city his capital for the new Spanish colony.

On July 30, 1886 under Spanish colonial rule, the Port of Cebu was declared open to world trade with such significant exports as spices, abaca, sugar, corn, copra, tobacco, lumber, pearls, and native textiles, passing through its port.

The succeeding American colonial era saw Cebu continuing its significance as a major Philippine seaport with chief exports of hemp, coconut oil, copra, sugar, maguey, lumber and tobacco handled through the port.

Formerly a component of the Philippine Ports Authority since 1975, Cebu and all ports within the Cebu City and province were turned over to the Cebu Port Authority from 1992 to 1995. By 1996, Cebu Port Authority was then fully operationalized until today.

Purposes and Objectives

To integrate and coordinate the planning development, construction and operations of ports and port facilities within its territorial jurisdiction, consistent with the needs and requirements of the region;

To enhance the flow of international and domestic commerce passing through or utilizing the regional ports; and

To promote regional development by providing support services to sustain the growth of export and other priority industries in the region.

Jurisdiction

The territorial jurisdiction of the Authority shall include all ports, seas, lakes, rivers and all other navigable inland waterways within the province of Cebu, the City of Cebu, and all other highly urbanized cities which may be created after the enactment of R.A. 7621.

CEBU HARBOR INFORMATION

Location

Situated at the city frontage between Cebu and Mactan Island, the port comprises 4,528.47 m. of quayside (from international to domestic zones).

The international zone has a length of 495 meters and the domestic zone has 3,838.47 meters.
Location

Aside from the main port of Cebu, there are 12 other private terminals within the Cebu Harbor. These are:

Port Limits

Cebu Harbor as that part of the Strait between Mactan Island and the Island of Cebu within the following boundaries: an imaginary line extending from Pangulan Point, Mactan Island, Bagacay Point, Island of Cebu; and an imaginary line extending from Lawis Ledge, Mactan Island, to Lipata Point, Island of Cebu.

Maximum Size


Cebu International Port (Berths 1-7) has a draft of minus 8.5 m. at MLLW
Cebu Domestic Zone (Berths 8-28) has a draft of minus 6.5 m. at MLLW
Ludo and Luym Private Port has a draft of 12.19 m.


Restrictions

1. Foreign Ships are not allowed to pass the North Channel, due to the bridge between Mandaue and Opon. However, ships of 24.38 m. vertical height from MLW and length of 91.44m. may pass with utmost care.

2. Draft limitation of 12.19 m. for Cebu Channel while port established berthing spaces vary from 3.05-9.14 m.

3. Ballast and oil are prohibited to be discharged within the Cebu Harbor and Philippine waters.

Bridges

The Mandaue-Mactan Bridge and the Marcelo Fernan Bridge crossing the North Channel are open to traffic with a clearance of 76 ft. at HW and 80 ft. at LW.

Berthing

Cebu Baseport has 30 berths including three finger piers.

Cebu International Port is a container terminal covering a total area of 14 hectares with a back-up area of 10 hectares. It has 495 meters berthing space with a controlling draft of -8.5 at MLLW.

Management Office (MO) 2 is a general cargo berth, characterized by a long marginal berth 1,265 m. long.

Ludo Port is a port reverted to CPA and belongs to Management Office 4. Berthing of vessels engaged in foreign trade at Ludo Port are moored to concrete dolphins running northeast or southwest of the Ludo Pier. Draft limitation is 12.19 meters.

Mandaue Subportis a port 8 km north of Cebu City. Berthing of vessels engaged in foreign trade are not allowed in Mandaue. Draft limitation is 3.66 meters.

Port of Mactan is 15 km east of Cebu City. Berthing of vessels engaged in foreign trade is allowed at private port of General Milling Corporation and Shell Island Depot Private Wharf.

Muelle Osmena is a ferry port on Lapu-Lapu City, also known as Opon Pier, berth length is 31.9 meters with a depth of approximately 5 meters. This port facility is only used for motorized bancas of 21.55-40 GRT.

For 2012, the Port of Cebu has positioned itself as the trailblazer as far as Philippines ports sector is concerned, with highly impressive year-on-year (y-o-y) tonnage throughput growth of 24.43% forecast. This increase would see the Port of Cebu retain its place as the country's number one port in terms of tonnage throughput, ahead of the Manila International Container Terminal (MICT), which we predict will enjoy healthy y-o-y growth of 7.40% in 2012.

BMI believes that the Philippines is set for strong, healthy economic growth over the long-term, and could be one of the best-performing markets in Asia over the coming decade. A low overall loan-to-deposit ratio of 62%, a high Tier 1 capital ratio of 14.2%, and moderating non-performing loans, combined with the country's positive demographics story, all point to healthy growth potential. Over the long term, we also see strong potential in the Philippines' demographics. With the archipelago set to add almost 14mn to its population by the end of the decade, and per capita GDP to more than double, vast opportunity lies in the shipping sector.

Several Asian states, including the Philippines, have until now successfully balanced strong trade ties with China and security pacts with the US. The question is whether this will continue to be the case, or whether these countries will eventually have to align their security policies with China. For the foreseeable future, we believe that Asia's major states will not have to make such a decision. Neither China nor the US is exerting pressure on countries to choose sides for the time being. Should this change then the Philippines could find itself between a rock and a hard place.

- 2012 tonnage throughput at MICT forecast to grow 7.40% to 20.08mn tonnes.

LILOAN, Cebu, Philippines – Authorities are revisiting a plan that had been shelved in 2002 to build a P20.4-billion offshore international port between the towns of Consolacion and Liloan, in northern Cebu.

The Cebu Ports Authority (CPA) is the proponent of the P20.4-billion offshore international port. According to officials of the CPA, funding for the project could be sourced from either a loan or through an investment as a result of public-private sector partnership.

The CPA has presented plans for the proposed port to be constructed in Maya, Daanbantayan as well as for the improvement of the Hagnaya port in San Remigio. The latter project is being supported by Cebu (fourth district) Representative Benhur Salimbangon.

Representatives of the Japan International Cooperation Agency (JICA) and the Department of Transportation and Communications (DoTC) met in Cebu Monday to take another look at the study of the proposed international container port.

Pero based on the law quoted above, Balamban shipyard falls under CPA, right? Or was the law modified?

there several ships mooring at the THI bringing some supplies for the company and others for repair.

i think the last pic is at phase 4 because the building dock has water beneath. It is designed like a canal and once the ship is completely built pasudlan dayon na ug tubig dagat aron mulutaw ang barko ug ready na for launching.

the first pic is an old one since the whole complex has two slipway or building dock and lahi siya ug design, ipaslide lang ang barko ngadto sa dagat.

Again, I do not know exactly the status of those ports but if we base it on CPA's jurisdiction and I quote, "The territorial jurisdiction of the Authority shall include all ports, seas, lakes, rivers and all other navigable inland waterways within the province of Cebu, the City of Cebu, and all other highly urbanized cities which may be created after the enactment of R.A. 7621." so therefore, whichever port, wharf, pier, river, etc. in Cebu for that matter is under CPA.

It does not include the privately owned ports such as the Atlas Fertilizer port in Toledo City, the Naga City port of the APOCEMCO, San Fernando Port of the Taeiheyo Cement, the ALCOY Port of the PSMMC, the Port in Mandue by the Golden Gate Shipping, the private port of GMC in Lapu-Lapu City, Ouano Wharf in Mandaue and another one owned by the Worldwide Steel in Looc, Mandaue.. etc..

well, Im not quite familiar with those ports in Bogo because its been a long time since I went there and I remember, when we strolled around town to look for a place to hangout, we headed towards a karaoke joint in the pantalan and if I were to base it from your reference, then that should be Pulambato Port. I dunno where the other port in Bogo is.

@hugodiekonig walang cebu sa binigay mo na link kasi hindi kasapi ang cebu sa PPA management. All ports public and private, international and domestic in cebu (including the group of islands of bantayan, camotes, and mactan) are under the CEBU PORT AUTHORITY.

uy I know this is kinda OT but speaking of Titanic, this year marks the commemoration of its 100th anniversary after it sank in the depths of the Atlantic on April 15, 1912. It would have been lovely if she could have successfully made it to New York and have postcard photos with her and the statue of liberty!

MANILA, Philippines — The House of Representatives has approved on second reading a bill seeking to strengthen the the operational, functional and administrative capabilities of the Cebu Port Authority.

House Bill 5666, which seeks to amend Republic Act 7621, otherwise known as the Charter of the Cebu Port Authority, shall expand the power of the authority, which include police powers, pilotage and the conduct of pilots, Cebu Rep. Rachel Marguerite Del Mar, one of the principal authors said.

“With these amendments, it is believed that the Cebu Port Authority will be more than able to keep pace with the demand of local and foreign trade and commerce and fully attain the purposes and objectives for which it was created,” she said.

The House Committee on Government Enterprises and Privatization headed by Zamboanga Rep. Erico Basilio Fabian endorsed the bill's plenary approval.

Cebu Rep. Pablo Garcia, another principal author, lamented that under the current law, the local government units which have jurisdiction over the port facilities have not been given seats in the authority's governing body.

RA 7621 created the Cebu Port Authority to manage, administer, operate, maintain, improve, develop, coordinate and govern the activities of all the ports in all seas, lakes, rivers and all other navigable inland waterways within the Province of Cebu, including the City of Cebu and other highly urbanized cities.

Garcia said their measure seeks to increase the members of the governing body from five to seven to include the governor of the province and mayor of the city where majority of the port facilities are located.

“There is a need to correct the unbalanced situation by ensuring local government representation in the Authority. The bill if enacted into law, will further improve coordination between local government units and the Authority in terms of, among others, ensuring public health, safety and convenience, infrastructure development and support, legislative support for policies and programs and revenue-generating activities for their mutual benefit,” Garcia said.

The principal authors said the new sections are added on the mode of granting contracts and permits, with a proposal that only the Supreme Court may issue a TRO, writ of preliminary injunction or any injunctive writ to ensure that implementation of projects are not unduly disrupted.

Among those who co-authored the bill are Representatives Eduardo Gullas (1st District, Cebu), Pablo John Garcia (3rd District, Cebu), Augusto Boboy Sijuco (2nd District, Iloilo), Erico Basilio Fabian (2nd District, Zamboanga City), Roger Mercado (Lone District, Southern Leyte) and Mel Senen Sarmiento (1st District, Western Samar).

maybe because the terminal buildings are located at pier1 and pier 3. And there is the third cpa terminal unahan sa supercat terminal.

From the recent months, there have been improvements on the Ports (esp. Pier 4-3)
they have been converted to RORO capable ramps but sadly, some of the users of these
ports are cargo ships like Gothong Southern's ships and Escano Lines' ships. Recently,
Pier 3 docking berths are also renovated as well as the terminal building..

of course naa'y harbor pilots ang CPA bai because its a busy port. Its under the Port Services and Facilities Department.

Services for Operations

• Berthing – CIP has 690m of berthing space for vessels involved in foreign trade and international cruises

• Anchorage – Vessels can anchor whenever berthing spaces are not yet available

• Storing / Storage – CIP has available container ground slots and reefer container plugs to accommodate storage of cargoes

• Cargo-Handling – CPA, through OPASCOR, provides both arrastre and stevedoring services for cargo handling needs

• Pilotage – Harbor Pilots are available to conduct vessels from the high seas into Cebu International Port. Usually, pilotage is conducted within a two-mile area offshore to an assigned berthing area and vice-versa.

Well. bai, sa una wala pa ang PPA ang pantalan area maoy tambayan, inoman ug strolling area (park ika nga), diving area pa, mamasul pwede!... sukad namugna ang PPA nawala tanan, may gate na ... nawala, mga carenderia (inuman), bawal na mgsuroysuroy sa sulod sa pantalan... muagi lang gani ka musakay any kind of boat/ships may bayad na pasulod pa lang plus terminal fee pa... :bash::ohno::bash::ohno::bash:

wala gyud hinuon ko ka personal ug experience sa bati sa pier kay sinugat man mi inig abot sa pier but what about those nga mga pasahero nga mangita pa ug sakyan unya naa pa gyud daghang karga morag lisod kaayo nga birabirahon sa mga kargador.

hinuon walay long distance boat trip didto sa sf mostly tour boats nga mo adto sa alcatraz island and go under the golden gate bridge. kung ila lang pud planohan ug park like promenade kay maka generate pud na siya ug businessess and trabaho and tourism. boat watching can be an awesome sight to many like me nga ma fascinate lang bisan dili molarga.

regarding boatwatching, srp has a covered strip that is good for it and for relaxation and its truly scenic.

Cokaliong buys 9th vessel, building 12-story hotel

Cokaliong Shipping Lines Inc. recently invested $2 million to acquire its ninth vessel from Japan in order to tap a demand for island transport in major ports of the Visayas and Mindanao.

The company is also building a 12-story business hotel, a first for the Cokaliong Group, in the North Reclamation Area of Cebu City.

Chester Cokaliong, founder and CEO of the company, said he wanted to tap a demand from passengers in major ports like Cagayan de Oro and Nasipit in Agusan del Norte.

The vessel with an estimated gross tonnage of 3,000 tons has a cruising speed of 15 knots and will be delivered to Cebu by the last week of November or first week of December.

“The vessel, which is named MV Ferry Nakagara, is actually a sister vessel of MV Filipinas Iligan, which we bought last year. It has the same features and exactly the same layout but is four years younger than MV Filipinas Iligan,” said Cokaliong in an interview this week.

The new vessel has four engines and three auxilliary engines with a capacity of about 850 passengers.

It will operate by end of February or the first week of March next year according to Cokaliong.

THE Hanbada training ship of Korea Maritime University recently docked in Cebu International Port, North Reclamation Area, Cebu City, along with their students, professors, ship captains and crew.

They were welcomed by the officers of Cebu Korean Association led by its president, Kunho “Ken” Choi.

For the crew of the USS Pearl Harbor, it will be a chance at rest and recreation as well as to replenish supplies. It is the first vessel to carry the name Pearl Harbor to commemorate the heroism of those who died in the attack of the Hawaiian island of Oahu in 1941. Although it carries no aircraft, it has two landing spots and has an estimated value of $258 million.

True, China's government is so secretive and hideous! I don't want China to be a global superpower! That shouldn't be a trait of an emerging global power! They don't deserve it at all! If they can bully a small country like the Philippines over disputed territories and not respecting international laws to which China is a party thereof, they can do it to other far lesser countries in the world using what they believe is right for them. Its time they think of their neighbors and respecting UN laws. Nagkahakog ng mga insik karon kay abi nagkadaku na ilang military strength and they will make sure their presence in the disputed waters will be deeply felt.
