JTC Corporation has been appointed the master tenant of Chip Bee Gardens with effect from 1 July 2002. Chip Bee Gardens is a landed housing development strategically located just opposite the vibrant Holland Village. The one-north vision is to develop a vibrant environment where the leading creative minds in biomedical sciences, Infocomm Technology (ICT) and media can come together in a creative melting pot, that will boast of the top facilities and infrastructure, as well as top talent.

The one-north zone is a Jurong Town Corporation (JTC) site in central Singapore that has been slated for phased development over the next 15 to 20 years. Based on the work-live-play-learn concept, the 200-ha zone in Buona Vista is intended to become the future home of these growing clusters. one-north will provide a stimulating environment that integrates sophisticated offices, homes, retail outlets, sports and recreational facilities with heritage sites and green spaces.

Among the various developments in this zone is the mediapolis @ one-north. Developing this state-of-the-art Media City is one of the Media 21 recommendations, which is aimed at re-branding Singapore’s media industry. It is intended for the mediapolis @ one-north to grow and become the icon that represents Singapore as a Global Media City.

Great mini city, indeed. they are building almost the same one place in Oslo, Norway, which is a residential city, a bit smaller that yours mini city. But here in Norway its called "Norway's Manhatten", and all thinks its to large to be in Oslo. All buildings is also under 12 floors, mostly on 11 floors.

JTC goes for best, with private sector

It invites private sector to take part in new projects, such as for a hotel and condominium in one-north research hub

DEVELOPERS had reason to cheer yesterday when industrial landlord JTC Corporation rolled out plans for six projects for private developers to take part in.

They include a hotel and condominium to be built in one-north, the 200-ha new economy hub in Buona Vista. JTC will hold 'beauty contests' instead of open tenders to choose suitable developers.

These projects will make one-north, which houses the Fusionpolis and Biopolis, one of the first of its business parks to adopt the work-live-play-learn concept. JTC hopes to extend this to all its industrial estates.

At JTC's annual report briefing yesterday, its chief executive, Mr Chong Lit Cheong, said: 'In the past, once the demand for a property has been identified, JTC would have proceeded to design and build the development, lease it to the end-users and then manage the property.

'But moving ahead, we believe more can be achieved if we tap the capabilities of the private sector developers rather than rely entirely on JTC's expertise.'

So, applying this private-sector-first approach, it invited proposals earlier this year for a print media hub project in its industrial park in Paya Lebar, to house print and print-related business under one roof. It has appointed a private developer.

Mr Chong said one-north was 'about experimentation, trying to understand the future needs of the new economy workers'. The developers of the hotel and condo projects will need to have the same vision, he added.

Both projects are expected to have high-tech features. For example, the hotel could have a system that allowed a visitor to know his room number when he arrived at the airport. The condo, meanwhile, should be 'fenceless', in keeping with one-north's open concept, he said.

The hotel, on a 3,900 sq m site within walking distance of the Buona Vista MRT station, is expected to have up to 350 rooms. Chesterton International analyst Nicholas Mak said it could cost between $100 million and $130 million to develop, including the land cost.

The 450-unit condo, a 99-year leasehold property, will sit on a 1.6 ha site near the Education Ministry building.

If the plot ratio is 3.5, it could cost between $250 million and $280 million to develop, added Mr Mak.

JTC has not yet firmed up specifications for either, nor determined how the developers will be chosen. Business proposals will be invited for the hotel in September; and for the condo, early next year.

Some analysts and developers think a 'fenceless' condo might put off buyers worried about security.

The managing director of property consultancy Colliers International, Mr Dennis Yeo, doesn't think this a big problem. 'Just because you don't have a fence doesn't mean you don't have security. You can have high-tech security,' he said.

For the financial year that ended in March, JTC turned in a net surplus of $210 million, 19 per cent lower than the previous year's $258 million, which excludes an exceptional gain of $160 million from properties it sold to Ascendas Real Estate Investment Trust.

But its operating income increased by $83 million to $1.4 billion.

JTC is also getting private developers involved in the second phase of Biopolis in Buona Vista, a biomedical research centre with many tenants; and two other projects it will build and lease out.

Mr Donald Han, the managing director of Property consultancy Cushman & Wakefield, said: 'The private sector has been waiting for this for quite a while... Any kind of participation into a public project like the one JTC is offering augurs well for contractors and developers.'

S'pore plans to double biomedical output by 2014

SINGAPORE - Singapore plans to double output from its fledgling but fast-growing biomedical industry to $24 billion a year within a decade, a minister said on Friday.

The announcement came as Pfizer Inc, the world's largest pharmaceuticals company, opened a $600 million plant in the republic to produce compounds for drugs to treat epilepsy and pain.

Deputy Prime Minister Tony Tan said employment in the biomedical industry would also double in the next 10 years to 15,000.

Singapore is 'encouraged by the progress we have made in the last four years', Dr Tan said, adding that employment has risen 35 per cent during the period.

Singapore is trying to maintain its manufacturing base by encouraging multinational companies to invest in high value-added projects, as labour-intensive operations are increasingly sited in lower-cost China and India.

Pfizer rivals Novartis and GlaxoSmithKline have also opened new plants in the Southeast Asian country in recent weeks.

Manufacturing, mostly of chemicals and electronics goods, accounts for about a quarter of Singapore's trade-dependent economy, and provides one in five jobs. But the city has targeted the fledgling biomedicine industry as an area of future growth.

Since 2001, the government has plowed $500 million into a biomedical research centre in hopes that local and foreign scientists will develop cutting edge - and potentially lucrative - medicines.

Dr Tan said 90 per cent of the space at the centre, called Biopolis, had been taken up and that construction of the second phase of the project would probably begin next year.

Henry McKinnell, Pfizer's chairman and chief executive, said the company was considering building another facility alongside the existing one.

'We would be quite happy to expand,' Mr McKinnell told reporters.

JTC plans giant Buona Vista project

A MULTI-MILLION-DOLLAR mixed development with homes, shops and a hotel could spring up next to Buona Vista MRT station in the next few years, now that JTC Corporation has made such plans available.

The statutory board, Singapore's largest industrial landlord, will choose developers based on building proposals. JTC launched this request for a hotel project and a 0.8ha biotechnology hub development yesterday. Construction is slated for next year. The projects are located within JTC's 200ha New Economy hub One-North.

Requests-for-proposals will close in November for Biopolis Phase II and in December for the hotel.

But consultants believe developers will have their eyes fixed on the hotel project as it carries with it a substantial 95,000 sq ft white site that could contain 600 homes. This is if it is used as a pure condominium plot, which JTC is not expected to allow, given its intention for a mixed-use site. JTC is also planning to launch a condo site nearby soon. A white site can be developed with a combination of residential, commercial, retail, or hotel components. The hotel site measures some 45,000 sq ft.

An analyst said it is a good incentive as hotel yields in Singapore are not as attractive to developers. Its attractiveness stems especially from the fact that there isn't a similar sizeable project in the western part where Buona Vista is located. Retail space is currently the most lucrative real estate with average yields of 7-8 per cent, compared with as low as 3 per cent for hotels.

While the hotel site is difficult to gauge, due to a lack of a stable set of historical transactional statistics, consultants believe the white site could cost between $220 psf and $300 psf of potential gross floor area (GFA). This translates into an investment of over $125 million. The plot has a GFA of more than 570,000 sqft, said JTC.

The hotel site, which can accommodate up to 350 rooms, has a GFA of over 200,000 sq ft. Both plots have tenures of up to 99 years, depending on developers' proposals.

Knight Frank executive director Tay Kah Poh said: 'A shopping centre and residential tower will be used by developers to fund the hotel, which is not everybody's cup of tea. But the fact that JTC is doing this is good: the project has the best location in terms of being next to the MRT. That will attract interest.'

Cushman & Wakefield Singapore managing director Donald Han agreed. 'Using the white site for a mix of retail and serviced residence would be good, given that long-term stayers can use the apartments while others can use the hotel,' he said.

'Also, JTC may not want to lose control if part of the white site is to be sold as strata-titled homes.'

Vista Xchange at one-north to take off soon

The JTC has invited both foreign and local developers to submit development proposals for two integrated sites in Vista Xchange, to kick-start the development of this section of one-north. Vista Xchange is designated the business hub of as well as the gateway to one-north, housing a vibrant cluster of business, retail and residential communities. Covering 18.4 hectares, it is strategically located next to Buona Vista MRT, which is also a station for the future Circle Line, and is bounded by North Buona Vista Road, Commonwealth Ave and Dover Close East Road.

The two sites are a hotel site and a white site adjacent to it. The hotel site could yield up to 350 rooms with some retail outlets. The other is a 0.89-hectare white site called South Park Quadrant (SPQ). These two sites were offered jointly for an integrated development as JTC felt that this would allow the developer to have “the benefit of orchestrating synergistic developments that could grow on each other”.

Being the first and only hotel development in the western region, the hotel is aimed at providing accommodation to overseas visitors of one-north, the science parks, the National University Hospital, institutions including NUS and INSEAD, and the companies in the Jurong and Tuas area. The SPQ parcel, with a permissible GFA of more than half a million square feet, is open to many possibilities in terms of development mix to complement the hotel development and provide support to the rest of one-north.

With the vision of one-north as a place to work, live and play, the SPQ could be built into a residential-cum-retail development. Using the typical 40:60 combination, it could have a retail podium similar to mid-size shopping malls like Bukit Panjang Plaza, Hougang Mall or Novena Square. The shopping centre would be a key retail facility to support the residents and workers in one-north.

The remaining 60% of the GFA could be developed into residential blocks with some 280 units averaging 1,100 sq ft. This will provide those who work at one-north the option of also living within the high-tech hub, envisioned as a “city-within-a city” in Singapore. With the first phase of Biopolis in operation and Fusionpolis on the way, there should be a ready demand for housing from one-north. In addition, limited supply of 99-year leasehold sites in Holland area could also mean demand from the wider residential market. The last leasehold site offered in the area through the government land sales programme was at Mount Sinai, which drew seven bidders and was awarded to Wing Tai for $269.03 psf/plot ratio in 2001. The SPQ site is therefore likely to draw keen interest from developers.

Another attractive option would be to transform the SPQ into a serviced apartment-cum-commercial project, similar to existing developments such as UE Square. The serviced apartment could provide accommodation to frequent visitors while the adjacent hotel would fulfill the needs of the short-term travellers.

For the two sites, JTC has launched a Request-For-Proposal instead of a land tender. This is part of its move to get more private sector involvement and to tap on the creativity and market acumen of private developers. The strategic locations and potential of the sites should draw keen interest from developers. However, as this will be an integrated mixed-use development, the likely players may be limited to those who have expertise in building and managing such developments. Still, for those who do not have the appetite or resources for a project of this size, they could take the partnership avenue or form a consortium.

Though the sites are not being sold by the usual tender system based on land price, they are in effect the first land sale in one-north and will set the tone for the rest of the one-north developments. If the response to these two sites is encouraging, we might see more parcels within one-north being offered to the market by JTC in the next few years.

JTC to request for proposals on one-north project in January

SINGAPORE : JTC Corp says property developers have expressed interest in a condominium project at one-north, Buona Vista.

JTC, Singapore's largest industrial landlord, has held a workshop for some 20 industry players on the project, and in January next year it will request for proposals from developers.

It expects to announce the successful proposal in June.

JTC Corp will use a "two envelop" system: first evaluating the proposals on design, technology and development considerations, followed by a second evaluation focusing on price.

The condo project at one-north is touted as the first of its kind in Singapore.

Part of JTC Corp's "work-live-play-learn" concept, it is targetted at researchers, media and IT professionals.

Sitting on 15,800 square metres of 99-year leasehold land, the 350 unit project will be IT-savvy, with no boundary fence and minimum facilities, to encourage social interaction at common places.

It will also house retail shops, which will be open to the public.

JTC chief executive Chong Lit Cheong said, "The condo is not the typical condo you find in Singapore. It exemplifies the spirit of one-north, which is about experimentation. There will be minimal facilities because we want people to use facilities nearby; again, to promote interaction."

JTC says the units will be priced somewhere between low-end private property and executive condominiums.

Property consultant Knight Frank surveyed 300 people, mainly those working at one-north and tertiary students.

It found that 74 percent of the respondents were not interested in buying the units there, because of financial reasons.

But Knight Frank isn't daunted.

Said Tay Kah Poh, executive director at Knight Frank, "It's a reflection of market condition at the time the survey was done, three months back. Back then, the mood in the housing market was not as strong as it is today. I believe the housing market has bottomed out, and I believe many people believe that is the case."

Amid signs that the property market is seen improving, Knight Frank expects demand to have have picked up by 2008, just when the project is completed. - CNA

'No-frills' condo at one-north

CONDOMINIUM units at an upcoming fenceless development at one-north, the new economy hub in Buona Vista, will come with minimal facilities and be priced competitively.

One-north master planner JTC Corporation said yesterday that the lack of facilities was to encourage residents to interact with people living and working in the 200ha hub.

Instead of a swimming pool in the compound, for instance, condominium dwellers can use club facilities at the nearby info-communications and media centre Fusionpolis as well as Buona Vista Park, both within one-north.

As a result, the high-tech apartments - residents may be able to monitor their homes via their cellphones - should cost only slightly more than executive condominium units, said JTC chief executive Chong Lit Cheong.

Executive condominium units are going for $380 per sq ft; those on the other end of the 99-year leasehold condominium scale can go for more than $900 psf.

The one-north condominium will be sited on a 1.6ha plot, near Buona Vista MRT station, that can accommodate between 350 and 400 units. It is expected to be completed by 2008.

The development will incorporate two buildings that were once British army barracks. A part of the development, about 32,000 sq ft, will be retail space accessible to the public.

In a recent poll of 300 people working in the biomedical, IT and media sector, and around the Buona Vista area, only 26 per cent said they were interested in buying a unit at the condominium.

But Mr Tay Kah Poh, executive director of property consultancy Knight Frank, which conducted the survey in the middle of this year, expects more interest now as economic sentiments have improved.

In any case, the JTC is confident there is enough demand for housing at one-north. When the whole hub is fully developed in 15 to 20 years, 120,000 people will be working there.

The JTC will ask for proposals for the condominium plot next month, and award the site in June. It will consider only bids from developers whose proposals fit its criteria.

Property analyst Nicholas Mak from Chesterton International expects it to fetch between $85 million and $115 million.

Meanwhile, 27 parties have expressed interest in a nearby business hotel development at one-north, though no proposals have been received. The submission period ends on Jan 12.

JTC unveils masterplan for Central Xchange, requests for condo proposals

SINGAPORE : Industrial developer JTC Corporation has unveiled its masterplan for Central Xchange - one of the three districts in One-North.

Central Xchange is slated to be the infocomms and media hub of the huge project at Buona Vista.


JTC has also officially requested for proposals for its first condominium project there.

JTC first launched One-North back in 2001 with a masterplan to develop three Xchanges or districts.

These include the Life Xchange for the biomedical industry, Vista Xchange for business centres and Central Xchange for the infocomm and media industries.

Four years on, JTC is finally ready to unveil its plan for the third district - Central Xchange.

It will have a total gross floor area of around 800 thousand square metres, more than half of which will be used for work-related activities.

"Central Xchange is going to be a 24 by 7 space. It will be targeted at creative industries like the media, animation and the infocomm sector. So we are going to have a lot of vibrant, talented people working and living there. There will be a lot of busy streets, pubs and alfresco dining. The park space will be used for outdoor activities and the apartments will be work-live type of apartments. So the area is going to be very vibrant," said Chong Lit Cheong, CEO of JTC Corporation.

Construction is already underway for the first development in this district.

Occupying a land area of 120 thousand square metres, Fusionpolis will cater to infocomm and media research labs, including production studios and media companies.

Even though Fusionpolis will only be completed by the first quarter of 2007, JTC is confident that its two buildings there will be fully taken up when they are ready.

The developer says it has already received very strong interest from both private and public companies. But it assures that rental rates will be market-driven.

Besides work-related activities, Central Xchange will also house education providers such as INSEAD and the NTU City Campus.

JTC's first condominium project in One-North will also be located there.

It is now seeking proposals for a 99-year leasehold condo which will have 350 to 400 homes of about 1,200 square feet each.

This is the third project in One-North that JTC has invited private sector participation.

The developer recently awarded the phase two development of Biopolis to Ascendas, because it understands the requirements of scientists and research labs.

As for its business hotel, two local developers - Pontiac Land and UE Development - are now in the race to clinch this project.

JTC says it is evaluating their proposals and hopes to ground break the hotel development by the middle of this year.

PONTIAC Land Group and United Engineers Development are in the running to develop a hotel planned for one-north, the mixed development site of a hotel, offices, homes and shops near Buona Vista MRT.

This was disclosed at JTC Corporation's launch of the invitation for private sector participation to build, own and run a condominium - the first residential development - at one-north.

The 99-year-lease condominium will form part of the district called Central Xchange, an integrated work, learn, live and play area. JTC envisions it to be a vibrant area with lively public spaces, busy street life and work-live apartments. To integrate the condominium seamlessly with the community, it will be fenceless but will employ high-tech features for security. JTC also said it is unlikely to have standard condominium facilities such as a swimming pool.

The condominium site occupies 1.6 hectares of land, with a gross floor area of 39,655 square metres to fit in 350 to 400 units. The winning developer will have to integrate two colonial buildings, Slim Barracks, into their design. Bids for the condominium close on April 15.

As for the hotel development, JTC chief executive officer Chong Lit Cheong said that the bids are still under evaluation. But he reiterated that the hotel will be a business hotel, with prices at the three to four star range.

Mr Chong called Pontiac Land's bid 'quite interesting'. 'As part of their proposal, they also have a retail and residential type of land next to the hotel site, a bit of mixed use,' he revealed.

Pontiac Land is no stranger to the hotel business. Its hotel properties in Singapore include The Ritz-Carlton, Millenia Singapore, and The Conrad Centennial. The group is also jointly developing a resort on Sentosa with Thai developer City Realty.

The other bidder, UE Development, told BT that besides the hotel, the development might include service apartments and F&B components, such as restaurants.

UE Development is tying up with local architects to come up with a futuristic design that would also be ecologically harmonious with the site's green surroundings. Its group managing director, Jackson Yap, said there are plans for the hotel to be an 'intelligent building'.

'Being an engineering company, we are able to incorporate some of the latest technology in terms of IT, telecommunications. We will also try to do some of the building control systems,' said Mr Yap, who is also chief executive officer.

If its bid succeeds, it will be UE's first foray into hotel operation although the company runs service apartments UE Square and Park Avenue Suites. Mr Yap said the hotel is likely to operate under the Park Avenue Suites brand name.

The winning bid will be revealed by mid-April, while JTC targets a ground-breaking of the hotel by the middle of this year.

PRIVATE developers have been invited to submit their ideas for the first residential project at the one-north research and development park.

Master planner JTC Corporation calls the 99-year leasehold condominium near Buona Vista MRT station with about 350 to 400 units, a 'first of its kind new economy development'.

The 200ha one-north development is a 'work-live-play-learn' area for the biomedical, infocomm technology and media industries.

The high-tech condo, to be located in Central Xchange, one-north's infocomm and media hub, will introduce a new 'fenceless' concept designed to increase social interaction between residents and create a community atmosphere.

It will not have many facilities, as JTC hopes residents will use one-north's existing amenities.

'It caters to a lifestyle where personal activities in living spaces are blended with the outdoors,' said JTC's CEO Chong Lit Cheong.

'The condo will appeal to the younger set, to the people who work in one-north,' said United Engineers' group managing director & CEO Jackson Yap, who attended the launch.

JTC is accepting submissions until April 15 and the results will be announced in June. Construction is scheduled to start early next year.

JTC envisions the 800,000 sq m Central Xchange to be a 24-hour urban centre with lively public spaces and work-live apartments, restaurants, pubs, retail and leisure activities.

Of its eight land sites, one has already been taken up by Fusionpolis, to be up in 2007.

JTC said it will re-adapt 16 bungalows in the Xchange - which already counts graduate school Insead and the Nanyang Technological University's city campus and alumni club as tenants - for use by specialised schools, training centres and university satellite campuses.

The company is in talks with the Economic Development Board and the Media Development Authority to bring in foreign companies.

Meanwhile, it has awarded Biopolis' Phase Two development to Ascendas and is considering proposals for one-north's three- to four-star business hotel from two local developers, Pontiac Land and UE Development. A decision will be made in April and construction will start by June.

The few underground levels seems to take ages to finish ever since the accident...... Insead building expansion seems to near completion(5 storey extension) but in contrast Fusionpolis which started around the same time is not even reach level 1 construction yet.

This station is on Circle Line - Phase 4 - "One North" Station after Buona Vista Interchange on Circle Line. After this station is NUH Station which is now being constructed next to NUH.:) This line will lead to Phase 5 (final destination is HarbourFront)

BTW for yr info, the construction of HarbourFront Circle Line station is now in advanced stage because of construction of Vivo City at same time.

One-north master planner to rent out work-live spaces in 'new economy' hub

WORKING from home will be the norm for tenants of converted colonial-era homes at Wessex Estate in one-north, the $15 billion 'new economy' hub where the mantra is work, play, learn and live.

At least, this is what one-north's master planner, JTC Corporation, hopes to see.

JTC has almost completed the conversion of 12 walk-up apartments into work lofts at the Buona Vista complex. If they prove popular, more will be offered.

However, only people working in the creative industries such as design, architecture and the arts need apply to rent the units. This is part of JTC's plan to turn Wessex Estate into a creative village.

It has 214 black-and-white colonial homes, 156 of which are walk-up apartments and 58 semi-detached houses. Although just 12 units have been turned into work lofts, all the others at Wessex Estate are work-live spaces, where tenants can work from home, said JTC.

JTC took over the estate's master tenancy from the Singapore Land Authority late last year. It is now about 58 per cent occupied and tenants include teachers, actors, consultants and a sculptor.

To convert a regular 116 sq m unit into a work loft, JTC tore down walls to create a bigger living area, installed air-conditioning and water heaters, and renovated the toilets.

Rentals are an average $1,800 a month, higher than the $1,200 to $1,500 for a regular unit, depending on location and condition.

Painter and sculptor Gee Michaud said it was the area's greenery and reasonable rent that attracted her to Wessex Estate. She is the first loft tenant and will set up her studio and exhibition space this month.

'With the greenery, you would think that you're in the countryside. It's far from the hustle and bustle of the city,' she said.

An associate director at property consultancy Jones Lang LaSalle, Ms Jacqueline Wong, said the area's colonial apartments would appeal to those who appreciate their character.

The rentals are comparable to conventional apartments, she said. Similar-size apartments in prime areas cost about $1,500 to $1,800 a month, while those in outlying areas such as Upper Bukit Timah may rent for slightly less, she said.

Wessex Estate is one of three heritage areas in one-north that JTC is preserving. The other two are Nepal Hill, which has 16 black-and-white bungalows and Rochester Park, which has 40.

JTC is now refurbishing 11 bungalows at Rochester Park for commercial and lifestyle retail use, including alfresco restaurants, wine bars, health spas and art galleries.

Nepal Hill is planned as an education cluster, so its bungalows are likely to be used for schools and training centres.

BIOPOLIS: Singapore's $500 million experiment

AS YOU drive past the Biopolis along North Buona Vista Road, it just grabs you. You know you are looking at an iconic structure with a difference, but you do not quite know what.

Turn in, drive around and take in the Biopolis' heptad of buildings. Named Helios, Nanos, Proteos, Genome, Matrix, Centros and Chromos, they are interlinked by skybridges that zig-zag across the sky with eccentric irregularity.

Architect Seah Chee Kien, who worked with the JTC on the design of the Biopolis, said: 'The buildings are unique, yet they echo each other - just like the bouncing of ideas between the researchers who inhabit these buildings.'

Indeed, the brief for the team of architects was to find ways to bring about chance encounters anywhere in the Biopolis, which the Agency for Science, Technology and Research (A*Star) runs.

Part of the new economy hub named 'one-north' - the lowercase used in the name is deliberate - the research park was up and running in under two years after the plan was hatched.

Among those now at Biopolis is British scientist Alan Colman who, in 1996, delivered Dolly the sheep, the world's first cloned mammal.

'Our industry relies a lot on lateral interaction, so this place provides much 'external stimuli' for that to happen,' he said. 'There is a more vibrant atmosphere, and I have met a lot more scientists since moving here.'

His company, ES Cell International (ESI), is located at the Helios. 'As you walk around, there are many opportunities to meet many people,' he said.

The seamless infrastructure, hassle-free funding and frequent collaborations comprise the Biopolis' biggest asset, said researchers drawn to work there.

Other scientific luminaries include Professors David Lane from Britain, Edison Liu from America, Yoshiaki Ito from Japan and Axel Ullrich from Germany.

A swift influx of foreign talent has helped the Biopolis get off and running in the shortest time. Foreigners make up the bulk of the 1,200 researchers there.

German stem cell researcher Gerald Udolf, for instance, works at the Centre for Molecular Medicine. Asked why he came to Singapore, he said he was drawn by the critical mass of scientists and institutes clustered at the Biopolis.

'Modern science is collaborative in nature,' he said.

Dr Udolf, who has worked in London and Dusseldorf, is looking at the use of adult stem cells to treat Parkinson's disease. For this work, he needs the genetic information in stem cells analysed, something the Genome Institute of Singapore (GIS) can help him with. But first, he needs the cells grown, which can be done at the Bioprocessing Technology Institute.

Hence the clustering of research institutes.

Then there is hassle-free funding from A*Star. As Polish researcher Wieslaw Nowinski, who heads the Biomedical Imaging Laboratory, put it: 'In the US, scientists spend 80 to 90 per cent of their time writing to apply for research funds. Here, with ample funding, we are left to do our research.'

Facilities, funding and the opportunities for academics to try their hand at drug discovery - something left strictly to the pharmaceutical industry overseas - are the other magnets, said Prof Lane.

The head of the Institute of Molecular and Cell Biology (IMCB) discovered the p53 gene that is believed to cause cancer.

He sees the tide of talent flowing in as ample proof that 'the Biopolis has crossed a critical credibility barrier'.

'We are getting applications from well-known scientists from leading US institutes,' he said.

Science successes aplenty?

THERE have been no major breakthroughs coming out of the Biopolis so far, but there are encouraging signs.

Just last month, scientists at the IMCB made public their dramatic finding that a human protein previously thought to kill cancer cells actually helps them thrive.

Around the same time, another team over at the GIS identified a human protein that may be one day be used to control the Hepatitis B virus.

Other GIS scientists are now part of an elite group tasked with unravelling the mysteries of the human genome.

As part of the Encyclopaedia of DNA Elements (Encode) project set up in 2003 by the US authorities, the GIS team led by Dr Wei Chia Lin and Dr Ruan Yijun has developed a technology to help scientists read genetic information 30 times faster than previously possible.

This will help researchers quickly identify genes that cause diseases and develop new strategies for preventing and treating disease.

Meanwhile, ESI scientists have received funding from another US research foundation to develop human embryonic stem cells to treat diabetes.

Prof Lane is optimistic. 'I think you are going to see many big science stories emerging out of Biopolis next year,' he said.

The successes, admirers argue, prove that the Biopolis is a model of how science communities should be constructed.

For example, Prof Liu, GIS' executive director, said: 'Without the Biopolis, Singapore would not have distinguished itself in a field of wannabes. Unlike other countries where the buildings may have little content, Singapore has built the human capabilities and organisational structures necessary to drive the science.

'The Biopolis is an icon of the Government's unquestioned commitment to the science. It is not simply the buildings, but the thinking, organisation and personnel recruitment that give it content.'

But the personnel may well prove the Biopolis' Achilles heel, others counter.

For example, of the 35 principal investigators at the IMCB, only one is a Singaporean.

Prof Liu pointed out, however, that all good research environments have about 50 per cent foreign research staff.

'It should be no different here,' he said. 'Whenever research institutes are focused on keeping foreigners out, they ultimately die.'

Dr Colman, himself an import from Manchester, considers Singapore's foray into biomedical sciences 'a brave attempt', but said: 'I am not convinced it is not flawed. Singapore needs to breed its own researchers.'

Only straight-A scholars?

TO DO this very thing, A*Star launched a scholarship initiative in 2001 to develop a cadre of Singaporean researchers. To date, more than 550 Singaporeans and Singaporeans-to-be have been sent to be trained at some of the world's best centres up to doctorate level.

Each scholarship that spans the first degree to PhD - usually over an eight-year period - is worth about $900,000, while those scholarships that are exclusively for PhDs are worth about $400,000 each. Thus, A*Star has wagered all that money exclusively on individuals with impeccable academic records.

But straight-A students may not be the only ones with potential to become top researchers, some say.

'At the kind of age A*Star expects people to get straight As, I was still failing my Latin, Greek and English Literature! It was only from 17 that I started to do well,' said Dr Colman.

'There are many very famous Nobel prize scientists who wouldn't have secured A*Star scholarships either. The agency definitely needs more flexibility to include late developers.'

Some feel Singapore is too small to overlook every school-leaver who does not possess straight As.

Many who go to polytechnics and become lab technicians at the Biopolis may display learning, enthusiasm and a love for research. They can land running and deserve to be funded to PhD level as well.

The current A*Star leadership is, however, adamant that only students who can make it to 'MIT or Harvard', its stock phrase for the creme-de-la-creme in training, will be funded. It is a policy unlikely to change soon.

A*Star chairman Philip Yeo said raising world-class researchers is a priority, and he is aiming for 1,000 local PhD researchers within a decade.

For now, he is looking at top A-levels students who have the makings of passionate researchers.

He expects scholarship holders to keep up impeccable grades through their university years and return with their doctorates to work.

Polytechnic grads? Sure, he said, 'provided they get into the top schools'.

Branching out

ON ANOTHER front, the Biopolis has begun attracting investments to Singapore.

Dr Beh Swan Gin, head of the Economic Development Board's (EDB) biomedical sciences group, said: 'The co-location of academia and industry at Biopolis is attractive as it fosters inter-disciplinary collaborations and the exchange of ideas.'

While the Biopolis is an icon, Singapore's initiatives in biomedicine extend far beyond the Buona Vista park.

Considering only those 'companies with substantial operations in R&D, manufacturing and/or headquarter activities, there are over 50 pharmaceutical, medical technology and biotechnology multinational companies in Singapore', many clustered in areas such as the Science Park and Jurong, said Dr Beh.

Employment in biomedical manufacturing and R&D is also booming. As of last year, 9,000 people were employed in the industry. The EDB hopes to grow that figure to 15,000 by 2015.

Biomedical manufacturing output has also doubled in just four years so that its 2005 target of $12 billion was surpassed last year, a year ahead of schedule.

At the Biopolis itself, 20 companies have set up R&D facilities, including drug giant GlaxoSmithKline (GSK), which has established a pre-clinical research facility for neurodegenerative diseases, its first in the Asia-Pacific.

Many private biotech companies have also relocated from Science Park II, attracted by the Biopolis' 'plug and play' infrastructure and despite the higher rentals.

But if the aim is to turn the Biopolis into an economic zone, more needs to happen, some argue.

'If you ask me where the Biopolis is lagging behind, I will have to say it is in entrepreneurship,' said Taiwan-born researcher Dr Wei, who worked for an American biotech company before coming to GIS.

Other researchers agree that while the collaborative science has begun to bear fruit, companies that can help bring that science to market appear to be in short supply.

Prof Nowinski, who himself has already put 10 imaging products on the market, pointed out: 'In US clusters, with an abundance of companies, it is easier to commercialise products.'

And companies competing against one another will look for ways to be more efficient and to commercialise, manufacture and market products at the lowest cost.

Dr Anthony Soh, chief executive officer of Emerging Growth Capital Asia, a venture capitalist, concurred. While the Biopolis may have begun to attract top scientists, he said, it has not focused at all on attracting foreign business talent.

Yes, the EDB's Bio*One Capital fund has committed some $95 million in investments in 16 biomedical projects, including Attogenix's new dengue detecting biochip, which was launched this month, and Merlin Medical's coronary stent, which was awarded the European Union's CE Mark last year. But it must do more in terms of importing management talent, people who have the experience of running biotech companies and taking them public, Dr Soh said. Such individuals are most likely to be found in the US, Britain or Australia.

Dr Soh felt the authorities could help by co-paying the remuneration of such managers to lure them here to help local biotechs find their legs.

The reason public money should be spent on this is that the private sector piece of the puzzle must be firmly in place if the life sciences cluster is to become an economically productive zone.

Right now, there are some 200 small biotech start-ups in Singapore, but they cannot secure the venture capital they need to commercialise their products, even though there is a lot of venture money here.

For example, for lack of venture capital, Lynk Biotechnologies, one of Singapore's first biotech start-ups, decided in 2003 to market its baldness treatment called Biolyn Hair Serum through Chinese medicine shops and pharmacies without prescription.

Biolyn was never proven safe or effective in clinical trials, as Lynk had no funds to carry out expensive clinical trials.

Most biotech start-ups cannot secure private funding locally because they have no experienced managers on board, so venture capitalists are afraid to invest their money in them. Generally, the scientists who found such biotechs also double as their CEOs. While they might make good chief scientific officers, however, venture capitalists do not generally view them as good CEOs as well because their careers have almost always been exclusively scientific ones.

Dr Soh believes the authorities must pay equal attention to importing biotech management talent and funding it as extensively as they do the foreign scientific talent. A*Star is aware of the problem but said such management talent is in short supply the world over.

How long before success?

AS THE country waits for tangible returns, a question often asked is: How long will it take the Biopolis to become economically productive?

Ruffling some feathers while he was in town last month, management guru and Harvard don Michael Porter said he figured it would 'conceivably' take the Biopolis some 35 years to mature.

He led a huge study of US industry clusters that already put out nationally and globally competitive products and services.

It found that the biomedical clusters in San Diego and the Research Triangle in North Carolina took 35 years to mature - and they started from a more developed state of science than Singapore.

In the past, Prof Porter had also urged that the whole effort should no longer be driven by the Government.

'When you are trying to create an innovation-driven economy, when you are trying to attract and retain the world's most talented knowledge workers, when you are trying to build the kind of real, distinctive, unique niches, when you are trying to sprout local companies, it is no longer appropriate for the Government to be heavily involved,' he had said in 2001.

Instead, the private sector must play a bigger role.

Here is how. According to a 2002 report on the Research Triangle biomedical cluster put out by the Monitor Group, a global consultancy Prof Porter founded, a crucial factor that helps turn a cluster into an economic zone is the presence of anchor companies.

Thus far, two notable private sector heavyweights have set up shop at the Biopolis.

Swiss drug giant Novartis, in partnership with the EDB, set up the Novartis Institute of Tropical Diseases and began research on dengue and tuberculosis in July last year. It boasts a budget of US$122 million (S$200 million) to be spent over 10 years.

Last September, British pharmaceutical giant GSK announced that it was setting up an R&D crucible at the Biopolis, the $62 million Cognition and Neurodegeneration Centre, to find a cure for debilitating diseases of the brain.

Up till then, only the US, Britain and Italy had any of the company's 'centres of excellence' that do cutting-edge, disease-focused research.

The Biopolis will need more such anchor companies that act as magnets for other major companies - both rival and allied firms. Because anchor companies buy goods and services, they also attract numerous companies in related and supporting industries, which help strengthen and mature the cluster.

When it does mature as a cluster, people and companies will choose to invent and commercialise at the Biopolis not because they are paid to but because the cluster environment is conducive to such work.

According to this argument, biomedical manufacturing output is less a measure of a biomedical cluster's success as drug manufacturing factories are not hard to set up if conditions such as taxes are favourable - as they are in Ireland, India and Brazil.

Instead, the crucial test is whether new companies will choose to operate in the Biopolis to develop novel therapies and new medical devices using scientific assets, especially people, based here. For this to occur, a long time frame seems realistic.

However, some dispute Prof Porter's prognosis.

Prof Liu, for one, believes that 'any projection these days is way off'. He said: 'My impression is that the timelines for development in Asia are very different, very much faster than ever before.'

A*Star chief Mr Yeo concurred. 'I think we can do it faster - times have changed, technology has changed - but we will still probably take half the time,' he said.

Okay, I will answer the first part. That is the NTU clubhouse mentioned earlier on in this thread. It is part of the One-North development (as in, it is one of the buildings in the area called One-North).

Secondly, I haven't been able to get any pictures of the CCL construction site. Nevertheless, that picture makes the site look "empty". There were many more construction machines there today. The bucket digger (the one with the two buckets that clamp on the soil) was at the place where the driller (the one with a long round pipe) is. the driller was being disembled already.

Its is just jam packed with a lot of machines.

A CONSORTIUM of United Overseas Land (UOL), Kheng Leong Company and Low Keng Huat has been selected to develop the first condominium at one-north, the research hub in Buona Vista.

JTC Corp, the master planner for the 200 ha hub, revealed the successful party at a signing ceremony yesterday.

Kheng Leong will take a 50 per cent stake in the consortium Vista Development, while UOL will own 30 per cent and Low Keng Huat, 20 per cent.

The consortium's bid was at $108.93 million, or $255 per sq ft (psf) of potential gross floor area, said UOL's group general manager, Mr Liam Wee Sin.

The high-tech condominium of 350 to 380 units is expected to be completed by end-2008 and could be launched in about six to nine months, he said. Industry sources said its break-even cost could work out to $490-$530 psf.

The project will be built on a site of about 170,737 sq ft, and have a gross floor area of 426,842 sq ft.

JTC, which wanted a novel design, awarded the 99-year leasehold project on style and price. Chief executive (CEO) Chong Lit Cheong said: 'This condo is not just another condo. It exhibits the vision of one-north. It is innovative and original in product concept...'

It is not branded a new economy condominium for nothing. It will have a 'fenceless' concept to promote ground-level vibrancy and a community atmosphere.

UOL president and CEO Gwee Lian Kheng said: 'This project captures the spirit of vibrant modern living in a global hub that embraces diversity, urbanism and technology.'

JTC received seven design proposals from four local developers for the condominium at one-north, being developed as a 'work-live-play-learn' hub for biomedical, info-communications technology and media industries.

The list was assessed on design, and narrowed to four proposals which were rated on price.

But the two-envelope system did not go down well with unsuccessful bidders. They had to first submit design concepts, which could be a costly process and one that gave them no guarantee of success as they had no idea if their price was above JTC's reserve price in the first place.

In this instance, none of the final four's bids were above JTC's reserve price so another tender round was called.

An industry source said those using the two-envelope system should reveal their reserve price if design was to be the deciding factor. Mr Chong said he is reviewing the system.

The other unsuccessful bidders were City Developments, Wing Tai and NTUC Choice Homes, and Centrepoint Properties.

The condominium will form just a small part of the 20,000 residential units expected to be built at one-north.

Mr Chong said the units will serve 60,000 people - out of an expected 130,000-strong workforce at one-north - who could live in the hub.

  经发局昨日在检讨生物医学业去年表现时指出,生物医学业接下来几年的发展,其中一方面就是要着重于使启汇资讯传媒园与附近的启奥生物医药园(Biopolis)紧密联系,因为许多生物医学的研发和应用,需要借用启汇资讯传媒园住户的工程和物理科学能力。

  经济发展局生物医学署署长马宣仁说,正如启奥生物医药园已成为我国生物医学业的标志,协助我国吸引国内外人才,启汇资讯传媒园的第一阶段在明年中落成后,也将发展为我国物理科学与工程行业的标志。

  启汇资讯传媒园第一阶段将有120万平方英尺楼面,估计将有上千人在那里工作,他们大多数将是大学专科及博士人才。

  新加坡科技研究局属下的科学工程研究理事会(SERC)、数据储存研究院(DSI)、新加坡制造技术研究院(SIMTech)、高性能计算研究院(IHPC)及其他相关的研究院,将迁入启汇资讯传媒园。

  坐落在欧洲工商管理学院(INSEAD)旁边的启汇资讯传媒园,是一个结合工作、学习、消闲和住宅的发展项目。园内设施包括共享会议室、礼堂、录音室、资讯科技及卫星接达设施等,也有服务公寓单位、零售和餐饮楼面。在其地下层的环线地铁站,预期将在2009/2010年通车。

yes slow indeed. This must have been caused by the worksite accident and other possible hiccups during construction.

But the future plan for it seems quite exciting. Also, there are other developments in the area to look forward to ;-)

UEL gets $270m loans for one-north devt

MAINBOARD-LISTED United Engineers Ltd (UEL) said yesterday it has secured loan facilities totalling $269.68 million from OCBC Bank and United Overseas Bank to finance its Vista Xchange development at research hub one-north.

The facilities, procured by UEL's new subsidiary UE One-North Developments Pte Ltd, will be used for land and construction costs for the 99-year-leasehold business hotel and mixed development.

UE One-North, which has paid-up capital of $20 million, was set up by UEL through its wholly owned subsidiary United Engineers Developments Pte Ltd.

Vista Xchange, which UEL announced last year, is the company's second Public Private Partnership (PPP) project with JTC Corp.

UEL said last year that the project will comprise a small to medium-sized business hotel and service-apartment building of up to 200 rooms each, a 300-unit residential apartment building and 100 small office home office units.

Construction is expected to start this year, with completion expected by mid-2009.

UE One-North hopes to launch the residential apartments around the end of this year.

UEL's shares closed unchanged at $1.94 yesterday.

Fusionpolis will house the media and digital agency of AStar. It has 3 towers and a irregular balloon shaped auditorium.

The construction has been delayed for 2 years. and the progress is slow due to the complexity of the superstructure.

It will have 2 layers of skin, the outer layer will protect the building from direct sunlights.

The one-north circle station will be situated underground next to fusionpolis with a provision for an extension of a LRT system for the whole one-north project.

For one-north, it is planned to have 50 blocks of offices, hotels, apartments, condominium. and so far, biopolis phase 1 and 2, fusionpolis and the NTU Bouna vista campus. its only 10percent completed. estimated time taken for the development is 15years.

JURONG Consultants was the project manager, principal consultant for Architecture, Civil & Structural Engineering, Mechanical & Electrical Engineering and also provided other ancillary services such as Laboratory Planning for the Biopolis development. Occupying an area of 185,600 sq m, the Biopolis is the first major development to be set up at the large-scale one-north development at North Buona Vista Road.

The Biopolis is an inter-linked seven-block facility that houses a full spectrum of biomedical sciences and research and development activities. It will consists of seven blocks of inter-connected buildings, custom-designed to suit the requirements of the main tenant, Agency for Science, Technology & Research (A-STAR) and its public research institutes. Ready-built facilities for two of the blocks are suited for biomedical companies and housed within the complexes are the Animal, Support and Commercial facilities.

Somehow I dont think that structure is permanent, it was there before I got here. I imagine it's temporary and will be replaced with a more substantial building once the MRT station is finished ... or at least I hope so, if not then it'll create a bad first impression when you first step out of the station and see a bunch of porta cabins with a curvy roof over them!

Thats what I find really cool about this project, is that despite all the modern buildings planned, large numbers of pre-WW2 colonial bungalows are also part of the future development...the juxtaposition of themes couldnt be more tasty!

  为更好地应付亚太区对药剂研究的强劲需求,科文斯位于国际商业园的中央实验室,面积增加三倍,从原本的150平方米增加到目前的600平方米。

  扩建后,这个实验室将是东南亚最大的药剂研究实验室,它主要从亚太区14个国家搜集样本进行化验,并为客户提供及时的实验室资料。

  她说,选择在新加坡发展业务,主要是这里是全球交通枢纽,能及时运送生物样本,同时公司也得到新加坡政府的全力支持。

  谭娜也说,除了实验室增大三倍,他们过去一年在新加坡处理的试验项目也增加了三倍,在新加坡聘请的员工也增加了三倍。

More pharmaceutical companies are moving to Singapore to take advantage of its world class scientific infrastructure and comprehensive range of research services.

As a result, the take-up rate for its research complex at Biopolis has exceeded expectations with occupancy at well over 95 percent.

The director of Biopolis Shared Facilities, Ee-Chee Ren, revealed this at the Biotechnology Organisation's annual convention in Chicago.

Companies seeking to reduce costs and time-to-market for their R&D operations can tap on the shared facilities at Biopolis where they can access state-of-the-art scientific infrastructure and specialised services at highly competitive rates.

The facilities at the two million square feet purpose-built biomedical sciences research complex include a US$1 million Proteomics Laboratory for analysing proteins and peptides and a Microarray Centre to provide resources for printed and commercially-produced chips. - CNA/ch

New SMART Centre to be set up to drive R&D in Singapore

A new major research centre called SMART will be set up by next year in a collaboration between Singapore's National Research Foundation (NRF) and the US Massachusetts Institute of Technology, or MIT.

The centre is the first of several world class centres planned by NRF as part of its billion- dollar Campus for Research Excellence and Technological Enterprise programme.

The high-powered Research, Innovation Enterprise Council stressed that Singapore needs to build strong links with global centres of research.

So Singapore is kicking that off with this joint collaboration with MIT.

MIT has been in Singapore since 1998 but this will be its largest international endeavour.

Dr Tony Tan, Chairman, National Research Foundation, said: "Following the establishment of SMART Centre, we also look forward to other world class institutions from Europe and possibly from Israel setting up their own institutions here and our own universities NUS and NTU setting up complementary facilities so this will mark a major turn in uplifting R&D in Singapore."

The overall programme is meant to foster joint research programmes worldwide as well as recruit young talent who can become extraordinary scientists and whose discoveries could generate new growth engines for the country.

But will Singaporeans, traditionally wary of a career in research, bite?

Dr Susan Hockfield, President, MIT, said: "Opportunity is the most powerful motivator. As Singapore builds its entire innovation economy, continuing on with studies to get a PhD in science or engineering that allows them to be part of this innovation economy becomes increasingly attractive."

The centre, when fully established in a few years, is expected to have 300 to 400 researchers as well as collaborations with local centres. - CNA/ch

PHASE one of Fusionopolis, Singapore's iconic science facility, will be ready by October next year and will house the infocomms and media (ICM) cluster for a start, said Minister of Trade and Industry Lim Hng Kiang yesterday.

'It will host technical infrastructure to support incubation and test-bedding of the next generation infocomms and media applications, and provide a stimulating environment for companies to try out novel concepts, prototypes and business models,' he said.

The $500-$700 million complex is located next to the Insead Asia campus at Ayer Rajah and is positioned to be the physical sciences research icon, the way Biopolis is viewed as a hub for biomedical sciences research in Singapore.

The ICM community will be joined by the entry of organisations engaged in physical sciences research the following year, when phase two of Fusionopolis is expected to be completed.

These would include entities carrying out research in the semiconductor, data storage and nanoscience fields.

In addition, the six research institutes currently under A*Star's Science and Engineering Research Council will relocate to Fusionopolis over the two phases.

Having such inter-disciplinary research activities and the co-location of private and public institutions will accelerate innovation and new products, said Mr Lim.

He was speaking at the A*Star scholarship award ceremony yesterday, during which he presented 162 undergraduate and postgraduate scholarships.

Singapore is now building a pipeline of Singaporean researchers with PhDs.

Currently, about 1,000 researchers at A*Star's research institutes hold a PhD, and fewer than 200 of them are Singaporean by birth or have acquired Singapore citizenship.

It has not. If you go along North Buona Vista Road opposite the MOE building, you'll see red signs saying "Dbenhams Realeasing Soon" or something similar. This is just after the Circle Line station construction site. Hoarding is currently going up at the site. Its sandwiched between Buona Vista CCL stn and Rochester Park's fine dining restaurants.

Anyone notice the structure for the CCL One North station that's completed already? May be an exit, may be a vent.

Yeah, the hoarding is probably the hotel/condo site.

I think the tall building in the rendering is the MOE building though. Its situated next to the NTU complex whereas the hotel is opposite (across the rado from) the NTU complex.

Scientists may live in A*Star's new research complex

This is one suggestion by researchers slated to work there

WHEN research scientists start work at the new Fusionopolis in 2008, they may find themselves taking power naps in Japanese-style capsule beds, or living in high-tech apartments in the complex.

These ideas emerged as a result of the Agency for Science, Technology and Research (A*Star) canvassing 260 of its scholarship holders, who will be starting their research careers over the next three years.

Professor Chong Tow Chong, executive director of A*Star's Science and Engineering Research Council (Serc), said: 'It'll be their home when they come back, so we want to cultivate a sense of ownership.'

The JTC Corporation, which is developing the research complex, is listening to these ideas and is prepared to try them out.

The complex, sited in Buona Vista next to the Biopolis, will house A*Star's engineering and physical sciences research institutes when its first phase is ready in early 2008.

Phase 1, comprising two towers of 24 and 22 storeys and costing $570 million to build, will house some 500 researchers from four Serc outfits: the Institute for Infocomm Research (I2R), the Institute of High Performance Computing, the Data Storage Institute and the Singapore Institute of Manufacturing Technology (SIMTech).

Three foreign infocomm and media companies have also taken up a floor each.

A*Star's corporate offices will also move to Fusionopolis from their current location in the Biopolis, while the Media Development Authority will take three floors.

Phase 1 will also include five storeys of retail and food outlets and 50 units of service apartments to add to the tenant mix, said JTC Corp's deputy director Heah Soon Poh.

Already, 98 per cent of space under Phase 1 has been snapped up.

Serc's remaining institutes will move in under Phase 2, which will be completed in 2009, added Mr Heah. Together, the first two phases take up enough land for six football fields.

Still more land has been set aside for three additional phases in the future.

The integration of different areas of research expertise within Fusionopolis will be a big advantage, said Prof Chong, as 'such a concept is quite unique around the world'.

For instance, an electronics firm seeking to develop a new RFID - or Radio Frequency Identification - product can approach I2R within the complex to create the system, the Institute of Microelectronics to develop the circuitry, and SIMTech to come up with the best way to build it.

Mr Gary Ng, 34, an A*Star returned scholarship holder now on attachment with SIMTech, foresees Fusionopolis becoming 'a model city for the future, where the buildings, the roads, the shops - the whole place - will be a test bed for high-tech gadgets and new technologies'.

Said the mechanical engineering PhD graduate enthusiastically: 'This will be a dynamic place where locals and people from all over the world visit over and over again to catch the latest trends in technology.'

Actually, there are already new residential projects using keyless locking systems like Caribbean at Keppel Bay. Why is it that only a few of these service apartments are used?

The whole one north area is just going to feel so futuristic when it's completed! Walking through Biopolis already makes you feel like you're walking through the set of a sci-fi movie, imagine the whole area with that kind of feel! Awesome!

The basement has been dug already. They're working on the last few levels of the structures. The glass windows are going up on the lower floors of one tower. Its progressed quickly really. And I suppose that the MRT station is ready. I think I saw a ventilation shaft completed.

I hope so, that name is the only thing I don't like about this development. I've always felt it was stupid missing out the 'o' like that.
Fusionpolis is just too difficult to say and sounds silly. Whether it's technically correct or not, fusionopolis makes so much more sense (besides, that's what everyone's gonna call it irrespective of whether the official name has the extra 'o' or not)!! lol

Biopolis Phase II Soon Be Occupied

Business space provider, Ascendas, says it's confident of achieving 70 percent occupancy for Biopolis Phase II very shortly.

It marked the completion of the seven-storey complex this morning.

Ascendas said the Phase II complex comprises almost 400 thousand square feet of space to meet the demand for biomedical research and development.

The complex which was designed and constructed over 18 months, has drawn a strong pipeline of interest from biomedical companies.

Some of A*STAR’s research initiatives like the Singapore Immunology Network has committed taking up space to set up research laboratories.

Speaking at the ceremony, Chairman of A*Star, Philip Yeo, said the space available in Biopolis Phase II was crucial give the expected expansion of the industry R&D base.

He said more companies can be expected to undertake drug discovery and development activities in Singapore.

unfortunately it's not open to public, or maybe i'm there on the wrong date or time.

pretty nice views of the west from the bridge, but i could only peer that much from the building itself as the doors to the linkway are locked.

VITAMIN E isn't just good for reducing scars. To prove claims that it can also lower cholesterol and treat cancer, Davos Life Science has set up the world's first R&D centre to focus exclusively on it, at the Biopolis.

Davos — a unit of plantation-based group Kuala Lumpur Kepong, which also owns Crabtree & Evelyn worldwide — has set up the 15,000 m sq laboratory to manufacture small quantities of the pure compound, called tocotrienols, for pre-clinical work. The company also has a manufacturing plant in Tuas with the capacity to manufacture over 90 per cent of the world's supply of natural tocotrienols, which is extracted from palm oil. Worldwide, the market is worth US$30 million ($46.68 million).

All in, Davos has pumped in $35 million and will employ up to some 100 staff for its manufacturing, marketing and R&D operations over the next few months. It hopes to collaborate with local hospitals on human clinical trials in the future.

Tocotrienols is currently used in products from health supplements to cosmetics. But there is potential for it to be developed as an active ingredient in pharmaceutical items. — Tan Hui Leng

Fusionopolis' Phase 2A development kicks off

Singapore's planned focal point for the physical sciences and engineering, Fusionopolis, is embarking on its Phase 2A development.

Located at a 1.3 hectare site at Ayer Rajah Avenue, it will comprise a new science and engineering R & D complex, to be developed by JTC Corporation.

When completed by the end of 2009, the 250-million-dollar complex will have dry and wet laboratories, clean room facilities and ground floor retail units.

For a start, the science and engineering research council of A-STAR will move six of its research institutes there.

SINGAPORE : Singapore's planned physical sciences and engineering hub, Fusionopolis, is embarking on its Phase 2A development.

That includes building a new S$250 million research complex at Ayer Rajah Avenue.

The facility, which is being developed by JTC Corporation, is expected to be completed by the end of 2009.

A 1.3 hectare site near Biopolis will comprise a new science and engineering R&D complex.

With over 100,000 square metres of gross floor area, the new complex will have dry and wet laboratories, clean-room facilities and ground-floor retail units.

Lim Hng Kiang, Trade and Industry Minister, said, "Fusionopolis is Singapore's focal point for the physical sciences and engineering. Masterplanned and developed by JTC, it will be a place where the world's talent, international setups and the local technology community can come together to create new ideas, innovations and breakthroughs to create future industries, generate employment and help put Singapore on the world science map."

Its anchor tenant is Agency for Science, Technology and Research (A*STAR), which will move four research institutes over - the Institute of Microelectronics, the Institute of Materials Research and Engineering, the Data Storage Institute and the Institute of Manufacturing Technology.

And it will house some 1,200 A*STAR researchers, and over 260 A*STAR scholars.

Phase 2B will be launched next year, in tandem with a private developer.

Phase 2B will house private sector firms, and is being planned as a place where science meets business.

Philip Su, Assistant Chief Executive Officer, JTC Corporation, said, "(Phase) 2B is really for generic buildings where industry players can come in. But they don't have to come in and build their own labs. Because all the labs are already made available in 2A. So it's the same thing as we have in Biopolis, where there are a lot of shared facilities. And shared facilities lower your business costs. Because you don't use it all the time."

Industry players would be able to share state-of-the-art facilities, such as an R&D foundry for materials research, a Nanofabrication and Characterisation plant, and test beds for new technologies such as fuel cells and alternative energy.

THE groundbreaking ceremony was held only yesterday, but all the space in Fusionopolis' Phase 2A has already been snapped up.

Demand was so high, an additional two floors meant for overseas private research companies had to be incorporated into the design of the research and development complex.

Even Phase 1 had seen an oversubscription of 7 per cent.

JTC assistant CEO Philip Su said: 'We are faced with a real shortage of space...and we felt compelled to develop Phase 2 of the complex.'

The complex, which will cost between $500 million to $700 million, is situated next to Biopolis, the hub for biomedical sciences research.

Fusionopolis is set to be the next icon for physical sciences and engineering research in Singapore.

Phase 1, comprising two towers with more than 20 storeys each, has been taken up by several A*Star Science and Engineering Research Council (Serc) institutes, the Media Development Authority and private sector companies.

To be completed in early 2008, it will include five floors of retail and food outlets as well as 50 service apartments.

Phase 2A will house state- of-the-art dry and wet laboratories, clean-room facilities and retail outlets. The $250 million site spans more than 103,600 sq m of gross floor area. About 80 per cent of Phase 2A's space has been taken up by four Serc research institutes - The Institute of Microelectronics, the Institute of Materials Research and Engineering, the Data Storage Institute and the Singapore Institute of Manufacturing Technology.

The rest will be taken up by private companies.Private firms will be invited to develop Phase 2B of the complex. The whole of Phase 2 is slated to be completed by the end of 2009.

It will allow industry and research institutes access to facilities like testbeds for new technologies as well as equipment to investigate new material at the molecular and atomic levels.

The Fusionopolis masterplan has mapped out five phases for the 30ha complex, to be developed at a pace based on market demand.

It is part of the push to 'put Singapore on the world science map...where world-class talent, international setups and the local technology community can come together to create new ideas, innovations and breakthroughs', Minister for Trade and Industry Lim Hng Kiang said at yesterday's ceremony.

'These facilities will be available for companies to tap into, enabling them to springboard to a much higher level of R&D while reducing their need for heavy investment in equipment or facilities,' he said.

Professor Chong Tow Chong, Serc's executive director, said: 'The provision of a wide range of R&D capabilities will also enable the Serc research institutes to engage new industry partners, both local and foreign, through the joint development of innovative technologies and solutions.'

SINGAPORE'S science and technology powerhouse in the making, Fusionopolis, got a big boost today with the launch of its next phase, which will cost $250 million to develop.

When ready, Fusionopolis will provide integrated capabilities from the six research institutes (RIs) of A*STAR’s Science and Engineering Research Council or SERC for short.

Trade and Industry Minister Lim Hng Kiang said at Fusionopolis' Phase 2A ground-breaking ceremony at one-north in Ayer Rajah Avenue today that the new 103,600 sqm development, spread over 30 hectares, will house state-of-the-art interdisciplinary labs and facilities for A*STAR's science and engineering research institutes. It will have wet and dry laboratories clean-room facilities and ground-floor retail units.

The R&D complex is expected to be ready by end 2009.

SERC will move four more of its research institutes to Fusionopolis.

Highlighting the importance of Fusionopolis, Mr Lim said that it "is Singapore’s focal point for the Physical Sciences and Engineering.

"Masterplanned and developed by JTC, it will be a place where the world’s talent, international setups and the local technology community can come together to create new ideas, innovations and breakthroughs to create future industries, generate employment and help put Singapore on the world science map," he said.

Significantly, a key feature of Fusionopolis is the co-location of private and public sector research labs, allowing private industries and public research institutes to work together to foster innovation, experimentation and collaboration in a vibrant R&D environment.

When fully developed, Fusionopolis 2A industry and research institutes will be able to use SERC's state-of-the-art shared facilities such as:
an R&D foundry for research into silicon, ploymer and organics, and magnetic devices,
a SERC nanofabrication and characterisation (SNFC) facility capable of investigating new materials at molecular and atomic levels, and
testbeds for new technologies such as fuel cells and other alternative energy using a microgrid.

This strategy of co-location was first pioneered with much success in Biopolis, Mr Lim said.

Over the years, Biopolis has grown to become a vibrant cluster of nine state-of-the-art buildings and has attracted international scientists and biomedical companies to conduct cutting edge research in Singapore.

"Fusionopolis has met with a similar good response," Mr Lim said.

A*STAR, JTC, EDB, and MDA, with their parent ministries, MTI and MICA, had jointly developed the positioning and marketing of Fusionopolis.

"Fusionopolis phase 1, which is the development you see on your way in, is almost fully taken up. The strong demand for space even before Phase 1 has been completed has encouraged JTC to embark on phase 2A,'' said Mr Lim.

"The development of Fusionopolis phase 2B, which will be adjacent to phase 2A, will be earmarked for industry tenants. JTC will invite private developers to develop Fusionopolis Phase 2B.

"I understand that there have already been many enquiries from industry regarding about space availability in Fusionopolis," said Mr Lim.

The facilities of the state-of-the-art interdisciplinary labs and A*STAR’s Science and Engineering research institutes in the new development launched today will be available for companies to tap into, enabling them to springboard to a much higher level of R&D while reducing their need for heavy investment in equipment or facilities.

"There are many industry guests in our midst today. I strongly encourage you to leverage on the technology platforms and the integrated expertise available from across multiple research institutes," Mr Lim said.

He said Fusionopolis is being developed for Singapore’s future.

"To evolve Fusionopolis into a vibrant science city, JTC has plans to host many supporting services with retail outlets and serviced apartments.

"It will be home to industry researchers as well as some 1,200 SERC scientists, and more than 260 A*STAR SERC scholars who will return from their PhD studies. Fusionopolis will thus be a magnet for more talent, both local and foreign, to contribute to the physical sciences and engineering scene in Singapore," said Mr Lim.

He said he was confident that Fusionopolis will help to anchor high-value economic activities and contribute to the development of Singapore as a knowledge-intensive economy.

Professor Charles Zukoski, chairman of SERC and vice-chancellor for research at the University of Illinois in the US, said SERC is implementing its strategy of technology integration at Fusionopolis "with characteristic Singapore speed."

He said that this project opens up exciting research possibilities at the interface of multiple disciplines.

"Such a stimulating and challenging research environment in Fusionopolis is highly attractive to world-class research talent and bright young minds," he added.

Fusionopolis Phase 1, comprising a two-tower cum podium complex integrated with work-live service apartments, amenity clubhouse, technology showcase, media studio and retail outlets, is expected to be ready by early 2008.

'Lifestyle hub' planned for one-north
Developers invited to build iconic landmark in Buona Vista area

ROCHESTER Park is set to get more exciting, with plans to build an 'iconic' cultural and retail landmark on the site adjacent to the Buona Vista MRT station.

The complex on the 1.93ha site will house food and retail outlets as well as facilities like theatres or exhibition halls.

Yesterday, JTC Corporation invited developers to indicate their interest in developing the complex.

According to JTC documents, the complex is intended as a 'lifestyle hub' for the one-north area in Buona Vista.

The area cries out for an attraction that can draw people, promote vibrancy, and provide shops and gathering space, the documents note.

Another gap that a complex can fill is in providing space to host large-scale research conferences, seminars or musicals.

There is currently no central auditorium large enough to host events such as A*Star's biomedical conferences. The largest auditorium at the Biopolis seats only 480.

The complex is one of many developments planned to make one-north an 'intellectually vibrant' area where 'visionaries would be attracted to work, live, play and learn'.

The 182ha one-north is divided into three districts, called X-changes.

These are the Life Xchange, which houses biomedical sciences industries, the Central Xchange, the media hub, as well as Vista Xchange, the lifestyle and business area.

Besides the proposed cultural and retail complex, Vista Xchange would also have high-rise offices, a hotel and garden enclave with refurbished black-and-white bungalows.

The proposed complex will have a maximum gross floor area of 54,000 sq m, with about 44 per cent set aside for commercial use and the rest for facilities like theatres.

Ms Yenn Wong, co-owner of the Graze restaurant at Rochester Park, hopes the new complex will bring more publicity to the one-north area.

She said: 'At the moment, Rochester Park is the one that's gaining publicity. I hope there will be more crowds and cross-publicity between Rochester Park and the new development.'

But Ms Francesca Scarpa, director of the Da Paolo group, which has a restaurant at Rochester Park, was more concerned about the building's impact on green spaces in the area.

She said: 'I think the strength of Buona Vista is the greenery. It will be nice to see a complex which can make use of the greenery around it.'

I saw a rendering of the apartment before...it has 'stick' or 'stilt' like structures and was one of the selected designs used to showcase Singapore architecture overseas. However, I have not come across a large rendering. :)

THE first-ever residential development in science hub one-north, tentatively named One Rochester Park, will be launched around Chinese New Year - and the project is expected to benefit from the new-found buzz of the Rochester Park area.

The 368-unit development is right next door to the up-and-coming Rochester Park, a dining and retail enclave set against a rustic backdrop of undulating grounds and green canopies.

The project is developed by United Engineers (UE), which last year secured the public-private partnership (PPP) project to build a business hotel and mixed development in one-north from JTC Corporation.

Most of the apartments in the project will be 1,200 square feet two-bedroom and 1,500 sq ft three-bedroom units.

Separately, UE will also be building 250 hotel rooms and 120 serviced residence units.

The whole mixed development is designed by Tange & Associates, headed by the son of the late Kenzo Tange, who designed UE's flagship development UE Square about a decade ago.

Said UE: 'The design of one-north, of which the mixed development forms a part, is a self-contained concept - eat, live and play.

'It promotes the exchange of ideas and interflow of traffic, and as such does not promote boundaries between land use - and hence little or no use of fences.'

Market watchers said that it is hard to predict the launch price for the development as the concept is new.

UE has previously said that prices could start at about $550 per sq ft, but with the upward trend in property prices over the past few months, the launch price should be well above that when the time comes.

Prices will also be boosted by the area's new-found fame - it is fast becoming known for its F&B outlets housed in atmospheric colonial bungalows. UE gained two such bungalows when acquiring the site, which will soon be leased out to F&B tenants.

One Rochester Park is UE's first wholly owned residential project since the company successfully launched its apartments at UE Square a decade ago. Then, at the height of the property boom, units were sold out within a day, said the company.

Since then, while UE has taken stakes in other residential projects, it has focused on its core business of engineering and construction.

In a recent interview with BT, UE's chief executive Jackson Yap said that he was especially interested in working on more PPP projects with JTC.

UE's managing director David Liew said the company might also look into participating in the request for proposals (RFPs) to build Phase 2B of the cutting-edge science and engineering R&D hub Fusionopolis in one-north, after JTC said it will launch an RFP next year for private developers to build the project.

There are 2 condo in one-north.

One North Residences is developed by UOL Group. (+ a partner, i think)
One Rochester Park is developed by United Engineers.

The site that you can see from the Buona Vista MRT next to Rochester Park restuarants is the condo by United Engineers. One North Residences is located behind the NTU Alumni building.

Both fenceless? If that's what it sounds like it could be a very good thing for town planning in the area. I hate the exclusivity of gated communities and I think they've been too popular amongst private developers for too long. In my opinion they're really not needed in Singapore where crime rates are way lower than every country in the region and on a par with the safest places in the world. The only reason they exist where they are not needed is because they are a status symbol, a way for private residents to show the world that they've moved up the social ladder from HDB. Exclusivity by it's very definition is a form of social segregation which leads to social exclusion and inequality. Something not to be encouraged in my opinion and if these new residences in One North are without fences then it'll be a very good thing for integration.

JTC launches RFP for Civic, Cultural and Retail Complex at one-north

SINGAPORE: JTC Corporation has launched a Request-for-Proposal to develop and manage a Civic, Cultural and Retail Complex at one-north.

The complex will be located next to the Buona Vista MRT Station.

At 1.9 hectares, the site is the largest land parcel to be offered by JTC to date for private sector development at one-north.

The complex is expected to have the capacity to host large-scale events like seminars, conferences and cultural performances.

A Performing Arts Centre, Concert Hall or Auditorium is expected to be built on the site.

There may also be a mix of business support facilities, retail amenities, entertainment facilities as well as food and beverage outlets.

The site has a maximum permissible gross floor area of 54,000 square metres, of which 80 percent has to be developed.

Just under half of the site can be dedicated to commercial and retail activities.

Developers can choose to develop the site on either a 60-year or 99-year lease.

The project is expected to be completed by end 2012.

(SINGAPORE) The buzz for one-north is set to reach new heights - thanks to an impressive new complex that will showcase civic, cultural and shopping activities.


JTC Corp is seeking proposals for a prime 1.93 hectare site next to Buona Vista MRT station. The plot - the largest land parcel yet to be offered by JTC for private sector development at one-north - is to house a civic, cultural and retail complex (CCRC). More than half the gross floor area of 54,000 sq m has to be used for civic, cultural and/or institutional purposes. JTC says these could include a performing arts centre, concert hall or auditorium.

The remaining 24,000 sq m can be used for commercial purposes or for retailing. This could include uses for food and beverage, childcare and retail banks.

Jones Lang LaSalle regional director and head of investments Lui Seng Fatt believes that it will be the commercial/retail component that will interest developers. He estimates that this component could be priced at $500-600 per sq ft per plot ratio (psf ppr), with a break-even price of about $1,100 psf.

It is much more difficult to price the civic, cultural and institutional component. As Mr Lui notes, conventional theatres do not make money.

He estimates that it could still cost about $300 psf to construct this part of the complex. Eventual bids for the whole parcel of land could come in at between $120 million and $150 million, he reckons.

JTC says that the request for proposals is to be submitted using a two envelope system, with the design and concept of the proposed development separate from the proposed land premium. Design and concept will be assessed before the proposed land premiums are known.

JTC has provided parameters for the design and concept but it is still up to the developer to decide. As Mr Lui points out, the developer could propose office space for the commercial/retail component, especially as this might provide better rental yields.

Chesterton International head of research and consultancy Colin Tan does highlight that one-north is 'special'. 'It was designed to support the talent that is living there,' he said. As such, the planning parameters and expectations for the site could be different from the norm. And JTC will want to 'make it work'.

Knight Frank director (research and consultancy) Nicholas Mak also believes land premium may not be the key consideration in this search for proposals as JTC wants one-north to be a 'live, work, play and learn' environment. 'The CCRC will have to be 'destination',' he added.

JTC does say it wants the complex to be the 'landmark cultural focal point of the area'. In this way, it will serve as the civic and cultural nucleus of residents in one-north.

Upcoming residential launches include the 368-unit One Rochester Park by United Engineers and the 405-unit One North Residences by UOL and Kheng Leong.
