Lao set to open new resort

Lao hospitality is set to take-on a worldwide standard of comfort as it prepares to launch its first Resort to target the high-end market in Vang Vieng.

Opening its doors in April this year, The Riverside Boutique Resort will host up to 34 rooms and suites that feature ethnic drawings that promote the region’s cultural and natural diversity.

Located on the banks of Nam Song River, mid-way between Luang Prabang and Vientiane, each room will be designed to offer a views over the limestone mountains as well as sit central around the swimming pool.

“While many visitors to Laos are initially attracted by the UNESCO heritage city of Luang Prabang, Vang Vieng captures best the natural beauty of the country,” the hotel said release on PR.com.

“With its breath-taking views of rock and limestone mountains, caves and rock outcrops overhanging the Nam Song River, it offers unique sceneries and a range of outdoor activities.”

Thais accused of dam deceit

The Thai government is defying a regional decision-making process by proceeding with the implementation of a controversial US$3.8 billion hydropower dam project in northern Laos, an environmental group said yesterday.

“Recent oversight hearings by the Thai Senate and the National Human Rights Commission confirm that the government has joined Laos in concluding that the regional process is complete, thereby allowing Thai developer Ch. Karnchang to proceed with construction,” International Rivers said in a statement.

In April, at a meeting of the Mekong River Commission, Cambodia, Thailand and Vietnam raised concerns about the potential trans-boundary impact of the proposed dam.

At an MRC council meeting in Siem Reap in December, the four countries agreed “in principle” to seek support from the Japanese government and other partners for further impact studies of hydropower projects on the Mekong mainstream.

The International Rivers statement said the Thais were flouting that informal pact.

An investigation International Rivers conducted last week had revealed “preliminary construction” on the dam was continuing, the statement said.

It also said the Thai Energy Minister had informed a Senate committee in a letter dated January 30 that “the Ministry of Natural Resources confirms that the [MRC] Prior Consultation process has completed” and that the Electricity Generating Authority of Thailand had signed a power-purchasing agreement with the project developer in October.

Thai government representatives and MRC communications officer Surasak Glahan were not available for comment late yesterday.

Asked about the letter quoted in the statement, Te Navuth, secretary-general of the Cambodia National Mekong Committee, said it was “internal” and did not represent the four countries.

He said the Lao delegation to the December meeting had told development partners that action had been taken to “prepare the [dam] site”, but construction would not proceed unless member countries reached an agreement.

Lao government representatives could not be reached.

Vientiane City Pillar shrine nears completion

Construction of the Vientiane City Pillar is expected to be completed soon after casting of the top finial gable began on Monday.

Deputy Prime Minister Asang Laoly, former Prime Minister and Honorary President of the Vientiane City Pillar Construction Project Bouasone Bouphavanh, Project President Mounkeo Oraboun, and Deputy Minister of Information, Culture and Tourism Baungeun Xaphouvong attended the casting ceremony.

Casting of the 370kg finial gable, which is 6.28 metres in height, will take about 20 days to complete. It is expected to be hoisted into position on April 23.

The 15 billion kip project, financed solely by government and public funds, started in February 2010.

“The main features of the shrine are about 70 percent complete,” said the ministry's Planning and Finance Department Director General Khoun Phouthonsy, who is also a member of the committee responsible for the project.

The construction of the shrine, of which the Ministry of Information, Culture and Tourism is the project owner, has been delayed for some time because some aspects of the design were not appropriate in practice. This meant improvements had to be made, which required approval from the higher authorities.

The project is located on Setthathirath Road in Phiavath village, Sisattanak district and includes both a pavillion and a shrine. It is being built on the spot where the old city pillar and other artefacts from the 4th to 5th centuries were unearthed.

The City Pillar Shrine has four facades, each facing a different direction. The structure is 25m x 25m in width and 30m high.

The building of the pavilion aims to preserve the nation's cultural heritage, encourage patriotism, and strengthen Lao customs and solidarity.

According to officials responsible for the project, construction will be completed in July and the opening ceremony will take place in September.

Champassak University expansion set to begin

The construction of campus buildings at Champassak University in the southern province is set to begin and will take a year and half to complete.

The Ministry of Education and Sport's Higher Education Department and the contractor Luangpraseuth Construction Co., Ltd. recently signed an agreement on the terms of the project.

The buildings to be constructed include a four-storey administration building, a one-storey auditorium, a two-storey IT building, a two-storey library, 2 two-storey and 2 three-storey classroom and faculty blocks, 2 one-storey single teacher houses, 2 one-storey family teacher houses, public toilets, and toilets with showers for dormitories.

The Asian Development Bank has provided a US$5.1 million loan for the project, while the contractor is responsible for carrying out the construction.

Champassak University opened in 2003 to cater to students from the southern provinces, and is currently operating at Pakxe Technical and Vocational Schools. It has a 1,900-hectare site to develop as a campus, but lacks the necessary funding. The local authorities have built three dormitories, a guesthouse, and around 50 classrooms.

The university has about 3,000 students attending five faculties, with 700 to 800 enrolments per year.

Absolute to open hotel and spa in Laos

Management Company Absolute Hotel Services is set to operate a spa hotel in Luang Prabeng, Laos.

Due to open in 2014, the hotel will be operated under Absolute’s U-brand and is located on a peninsula of the Mekong River. U Luang Prabeng will be marketed as a boutique property and will feature 50 guestrooms.

Exact details of the facilities are to be confirmed but the resort will house a spa and fitness centre.

Other facilities will include restaurants, a swimming pool, a library and a river terrace.

Jonathan Wigley, CEO of Absolute Hotel Services Group said: "We are delighted to announce our first U property in Laos and especially located in the iconic town of Luang Prabang, a UNESCO site.
