Firm starts $1B casino project in Pagcor area

MANILA, Philippines—Gaming company Bloomberry Resorts and Hotels Inc., owned by businessman Enrique Razon Jr., has started the construction of its $1 billion casino at the Philippine Amusement and Gaming Corp.’s (Pagcor) Bagong Nayong Pilipino Entertainment City Manila in Parañaque City.
In a statement, the company, formerly Bloombury Investment Holdings Inc., said it had its first concrete pouring for the new facility, which will be built by infrastructure giant DM Consunji Inc.
The Entertainment City project features an integrated resort facility including a five-star, 500-room hotel covering an area of 8.3 hectares. It will also feature a state-of-the-art meeting and convention and ballroom venues, restaurants as well as health and wellness facilities.
Gracing the event were Senate President Juan Ponce Enrile, Parañaque City Mayor Florencio Bernabe, Parañaque City Vice Mayor Gustavo Tambunting, Pagcor director Eugene Manalastas and Banco de Oro chairperson Teresita Sy.
The facility is expected to generate 4,000 new jobs once it starts operations by the third or fourth quarter of 2012.
The Bagong Nayong Pilipino Entertainment City Manila is a multibillion-dollar project of Pagcor covering 120 hectares of prime reclaimed land at the southeastern portion of the Manila Bay in Parañaque City.
It is also a registered economic zone under the Philippine Economic Zone Authority.
Razon, who runs port giant International Container Terminal Services Inc., acquired a controlling stake in Bloombury Investments Holdings Inc. from businessman Jose Alvarez.
Despite being a newly formed company without any proven track record in the industry, Bloomberry in 2008 was among four companies awarded the right to develop parts of the Manila Bay reclamation area into a world-class gambling complex.

Bloomberry starts structural work on $1-billion Entertainment City project

MANILA, Philippines - Bloomberry Resorts and Hotels Inc. (BRHI) recently announced the successful first concrete pouring for its $1-billion Entertainment City project at the Philippine Amusement and Gaming Corp.’s (Pagcor) Bagong Nayong Pilipino – Entertainment City Manila in Parañaque City, signaling the start of structural works by contractor D.M. Consunji Inc. (DMCI).
Leading the concrete pouring ceremony was Enrique K. Razon Jr., chairman of property developer Sureste Properties, Inc. (SPI) and hotel and resorts owner BRHI, a subsidiary of SPI. Razon said he has high hopes that the project will help boost tourism in the country by providing a world-class, state of the art resort and entertainment facility.
Gracing the event were Senate President Juan Ponce Enrile, Parañaque City Mayor Florencio Bernabe, Parañaque City Vice Mayor Gustavo Tambunting, Pagcor director Eugene Manalastas, Teresita Sy, chairperson of Banco de Oro, and senior officers from the DMCI Group.
Enrile lauded Razon for using mostly Filipino expertise and tapping local partners for the project: from concept, design, and construction to project financing. He predicted that with the project, Parañaque City would soon be home to the leading hotel complex in the country and in the region.
Bernabe thanked Razon for the project, which is expected to generate some 4,000 jobs once it starts operations by the third or fourth quarter of 2012.

The waterway is still there. The photo was taken at an angle that hid the waterway from view. The road seen in the picture should be the one parallel a block away the waterway. Take a look at the render of Solemare. The wide open land before the green fence should be the Aseana Marie complex, if we are to base it on the render. The one with the green fence should be Solaire, and Aruze would most probably be at the block after that.. Hope this helps..

RAZON-LED Bloomberry Resorts Corp. is in talks with the government to secure more land at a planned 120-hectare entertainment complex for its casino hotel, a disclosure released yesterday showed.
“Additional lease of adjacent land is being negotiated with PAGCOR (Philippine Amusement Gaming Corp.) to allow for the expansion of hotel space for the project,” Active Alliance, Inc., the listed parent firm behind the projects’ developers Bloomberry and Sureste Properties, Inc., told the local bourse.
This, as Belle Corp. of the SM Group, which is also building its own project within Entertainment City, had similarly sought more land in the area, reporting last week it filed paperwork to acquire a vacant 10-hectare lot.
Together with Andrew L. Tan-owned Travellers International Hotel Group, Inc., the SM consortium, and Tiger Resorts Leisure and Entertainment, Inc., Bloombery Resorts and Hotels is one of the four groups authorized to build in the area.
The first phase of Bloomberry’s 14-storey, five-star building will feature an 11-storey hotel atop a three-level podium, as well as a 10-storey parking building.
It is currently expected to occupy 83,084 square meters (sq. m.) of reclaimed land near Manila Bay.
Solaire Manila’s casino and gaming area alone is expected to occupy approximately 22,268 sq. m., the disclosure stated.
Bloomberry Resorts, however, was not immediately available for comment on the planned expansion.
Construction of the Solaire Manila has significantly progressed, the disclosure added.
“The project commenced with pile-driving at the site last year.
Construction has reached the 12th floor as of the second week of February 2012. Phase I of the project is targeted to be completed before the end of this year 2012,” Active Alliance said.
A major universal bank has provided funding for the project, Active Alliance said without elaborating.
Further, Active Alliance shares, suspended since Feb. 7 as per Philippine Stock Exchange (PSE )backdoor listing rules, will resume trading today following the firm’s release of a comprehensive corporate disclosure.
Last week, Active Alliance shareholders approved changes to the company’s incorporation articles to implement a name change, a shift in the primary purpose to a holding company from a manufacturing firm, and a hike in authorized capital stock to P15 billion from P120 million.
Further, stockholders had also endorsed the future listing of shares to be used for the capital hike.
Active Alliance, incorporated in 1999, was previously owned by businessman Bienvenido Tan III was originally engaged in the manufacture of electronic devices.
Enrique K. Razon, Jr.’s Prime Metroline Transit Corp. bought a 75% stake in Active Alliance last year for P200 million, Active Alliance shares were last traded on Feb. 6 at P49.50 apiece.

LAS VEGAS-LIKE A scale model of the rising Entertainment City Manila, simply known as Pagcor City, a Las Vegas-like gaming and entertainment complex.
In April 2008, Philippine Amusement and Gaming Corp. (Pagcor) resurrected a plan to put up a “Las Vegas-style” casino and tourism complex on Manila Bay. Originally unveiled in 2007, it was initially called “Pagcor Entertainment City.”
Once completed, the project is expected to boost tourist arrivals and generate new jobs, according to Pagcor. The complex will feature “six-star hotels, gaming facilities, malls, museums, cultural centers, sports arenas, residential villages and theme parks.”
Now dubbed “Entertainment City Manila,” the project would have interconnected facilities which will feature shopping, dining, concerts, exhibits and gaming, according to Pagcor.
The four companies granted licenses to build, own and operate integrated resorts in Entertainment City Manila are Travellers International Hotel Group (which owns Resorts World Manila), an SM consortium, Tiger Resorts Leisure and Entertainment Inc. and Bloomberry Resorts and Hotels Inc.
Pagcor guidelines require a minimum $1-billion investment in each integrated resort. Each licensee is also required to build a minimum of 250,000 square meters of floor area and complete 800 hotel rooms with an average room area of 40 sq m. Everything must be in order before the casino inside the complex opens.
Pagcor said Entertainment City Manila “is projected to capture at least a 10-percent share in the total global gaming market, which is estimated at $115 billion annually.”
It is also expected to generate “1 million jobs and 1 million tourists in the next few years,” Pagcor said.
Bloomberry’s planned Solaire Manila Project, an integrated resort complex, includes a five-star, 500-room hotel covering some 165,000 sq m of floor area, while Tiger Resorts’ $2-billion Manila Bay Resorts is expected to “contribute significantly to the 400,000 jobs” to Pagcor’s 1-million target.
Resorts World Bayshore City, on the other hand, is expected to feature the Grand Opera House, a performing arts venue which is expected to seat 2,500. Inquirer Research

LISTED DEVELOPER Bloomberry Resorts Corp. has begun expansion work on the first phase of its hotel and casino project in a state-planned Parañaque entertainment complex, a disclosure to the local bourse showed yesterday.
This comes as the company said it has already completed major infrastructure works on the $1-billion, five-star Solaire Manila, culminating in a recent topping-off ceremony attended by public and private sector officials.
“Simultaneous with the topping-off ceremony, Bloomberry Resorts also began structural works on the extension of Phase 1, which will see the expansion of the retail outlets, a boutique hotel, a live performance theater and a bigger garage building,” the disclosure read.
Last month, Bloomberry Resorts said it was in talks with state-run Philippine Amusement and Gaming Corp. (Pagcor) to lease additional land adjacent to Solaire Manila.
Belle Corp., which is also building its own project within the so-called Entertainment City, had similarly confirmed its interest in expansion by filing paperwork to acquire a vacant 10-hectare lot within Entertainment City.
Prior to the announcement of its expansion plans, the first phase of Solaire Manila was said to feature an 11-storey hotel atop a three-level podium, as well as a parking building.
The casino and gaming area is expected to occupy approximately 22,268 square meters, earlier reports said.
Moving forward, Solaire Manila’s first phase, estimated to cost $650 million, is expected to be completed by the end of 2012.

“Simultaneous with the topping out ceremony, Bloomberry also began structural works on the extension of Phase 1, which will see the expansion of the retail outlets, a boutique hotel, a live performance theater and a bigger garage building,” BRHI said in a disclosure through its listed vehicle, Bloomberry Resorts Corp.
Estimated investment for the first phase, BRHI said, is $650 million for the hotel tower, convention facilities, gaming areas, restaurants, retail shops, and health and wellness facilities. Long term, the total cost could reach $1.2 billion.

In a statement, the firm said it has topped off the integrated resort’s hotel facility, Solaire Manila.
“It is getting more exciting as we shift to higher gear towards inaugurating our integrated resort. We are doubly proud because Solaire Manila will be the first resort to be built and operational here in Entertainment City,” said Bloomberry chairman Enrique Razon Jr.

Citi Group tagged the Philippines as the "market to watch," reporting that upon the completion of the integrated resorts at the Entertainment City, the total revenue that can be derived from gaming activities would most likely approximate the earnings capacity of Singapore’s integrated resorts.

BRHI is one of four groups that have been granted licenses to build hotels and casinos in the area. The three other licensees are Belle Corp. of the Sy family; Travellers International Hotel Group Inc., a joint venture between Alliance Global Group Inc. and Genting Hong Kong; and Universal Entertainment. Razon recently completed the backdoor listing of his hotel and casino development through dormant firm Active Alliance Inc., now named Bloomberry Resorts Corp.
The company’s shares closed at P35 each on Tuesday, down P4 or 10.26 percent from its previous close of P39 apiece.

MANILA, Philippines – Bloomberry Resorts & Hotels Inc. said yesterday it has completed major infrastructure works at its $1.2-billion resort and gaming complex within the 120-hectare Entertainment City along Roxas Blvd.
“Only a year ago, this same spot where we are was but barren, unproductive land. But today, you see massive structures and a bustling commune with a 5,000-strong labor force who work 24/7 to complete our integrated resort complex. It is getting more exciting as we shift to higher gear towards inaugurating our integrated resort,” Bloomberry chairman and CEO Enrique K. Razon Jr. said.
He said the integrated resort complex, Solaire Manila, will be the first resort to be built and operational in Entertainment City and is expected to significantly boost tourism in the country.
“Once open, I have high hopes that Solaire will immediately contribute to furthering tourism in the country, and the economy in general,” Razon pointed out.
Phase 1 of the project, estimated to cost $650 million, covers 180,000 square meters of floor area, which includes a hotel tower, three levels of podium that has the ballroom/convention facilities, gaming areas, restaurants, retail shops, and health and wellness facilities. A 10-story parking building will also be constructed.
The company has tapped BDO Unibank to help fund the project.
Aside from attracting local and foreign visitors, the complex is expected to generate over 4,600 jobs as well as boost the country’s ancillary service sectors.
Philippine Amusement & Gaming Corp. (Pagcor) chairman Cristino Naguiat Jr. said the state-run gaming agency is committed to seeing through this project to full completion, noting the double-digit growth in the tourism sector on the back of an upbeat economy and improving business confidence.
“This topping off ceremony comes at an exciting time for the Philippines. We have an upbeat economy and vastly improved business confidence. Our tourism sector is experiencing double-digit growth rates. Infrastructure development in key sectors and sensible fiscal management provide a solid and sustainable growth platform. Looking around us now, I have no doubt that Solaire will be successful. Pagcor is committed to seeing through this project to full completion,” Naguit said.
Bloomberry has also started structural works on the extension of Phase 1, which will see the expansion of the retail outlets, a boutique hotel, a live performance theater and a bigger parking building.
Entertainment City Manila is a multi-billion dollar project of Pagcor, covering 120 hectares of prime reclaimed land at the western portion of the Manila Bay in Parañaque City. It is also a special economic zone.
The Philippine government’s tourism blueprint, the National Tourism Development Plan, seeks to achieve 10 million tourist arrivals by 2016. Entertainment City’s 3,200 hotel rooms, which will have an annual capacity of one million tourists, will be among the key drivers to achieve the target.
Aside from tourist arrivals, Entertainment City is expected to generate over 20,000 jobs.
US-based financial giant Citi Group has named the Philippines as the “market to watch” upon the completion of the integrated casino resorts in Entertainment City, as total revenues that can be derived from gaming activities are believed to most likely approximate the earnings capacity of Singapore’s integrated resorts.

“Simultaneous with the topping out ceremony, Bloomberry also began structural works on the extension of Phase 1, which will see the expansion of the retail outlets, a boutique hotel, a live performance theater and a bigger garage building,” BRHI said in a disclosure through its listed vehicle, Bloomberry Resorts Corp.
Estimated investment for the first phase, BRHI said, is $650 million for the hotel tower, convention facilities, gaming areas, restaurants, retail shops, and health and wellness facilities. Long term, the total cost could reach $1.2 billion.

MANILA, Philippines - The government has widened its NAIA Expressway project to stretch all the way to Pagcor City, and Pagcor's controversial investor, Kazuo Okada, again comes up as among its financiers.
Originally, the elevated expressway will run from NAIA’s sales interchange that's linked up to the Skyway to Roxas Boulevard.
But Public Works Secretary Rogelio Singson said Pagcor’s chairman Cristino Naguiat and the four investors in its so-called Entertainment City want the expressway to be extended to Diosdado Macapagal Avenue.
The NAIA Expressway project is one of the government's large-scale public-private partnership projects, contracts for which, President Aquino wants to be clean.
Singson sees no problem in having Okada on board.
“That's the concern of Pagcor. Whether it's Okada or some other investors coming from the Pagcor City, that's for them to agree on. But we met with the representative of that group and they have no problem,” he said.
Okada's Universal Entertainment is one of Pagcor City's licensees. Others are Andrew Tan's Alliance Global, which tied up with Genting Hong Kong, Henry Sy’s Belle Corp. and Enrique Razon's Bloomberry Investments.
Okada is embroiled in a corporate and legal battle with American casino billionaire Steve Wynn, who alleged Okada bribed Pagcor officials to get the license.
Singson said Pagcor's investors will fund half of the P12-billion NAIA expressway project. The rest will be shouldered by whoever wins a bidding slated for September.
“We're winding up our meetings and just agreeing on the investment that we expected.”
“Originally there was government subsidy, we're taking out that government subsidy and the locators are the ones providing that component so we will still go for bidding in terms of who will be the operator, who will construct the project, but with the assurance that there will be investment coming from the locators,” Singson added.
This early, Manuel Pangilinan's Metro Pacific Investments Group said it's interested in joining the bidding.
“All of those projects in the high-standard highways plan are of interest to us. In particular, the Cala and NAIA expressway are of interest to us,” said MPIC president Jose Ma. Lim.
Singson said apart from Metro Pacific, the Citra group and Ramon Ang's San Miguel have expressed interest in investing in the project.

DCRJ March 23rd, 2012, 02:59 AM yes, both the expressway and a monorail should be put in place. there's not a huge percentage of high gamblers and they are overshadowed by the bulk of tourist or 'low' gamblers that will be visiting the area...and they comprise groups of families. a monorail system would be nice for that particular demographics... a monorail is a novelty attraction and could attract a lot of tourist as well as the locals. the expressway would be efficient for those insanely high rollers as well as for those corrup...er i mean high leveled politicians hehe

Senate President Juan Ponce Enrile hailed the developments in the Entertainment City project after one of its major proponents, the Bloomberry Resorts and Hotels, Inc., recently held the ceremonial topping-off of its Solaire Manila at the Entertainment City complex.
Enrile, who was one of the lawmakers present during the event, said Solaire Manila and the Entertainment City in general are handiwork of Filipino talent. “This is an indication that Filipinos can accomplish something big. Darating din sa ating bansa ang progreso na inaantay ng ating mga kababayan.”
Vision without action, according to the Senate President, is only a dream and action without vision is a passing time. “With vision and action put together, you can change the world. I am elated that in the twilight years of my lifetime, I witnessed the looming progress of this country,” the lawmaker said.
Enrile explained that gaming has been one of the biggest revenue sources of progressive nations worldwide. “The gaming industry, which is tied up with tourism, is a very big source of employment and other opportunities so I think we should foster it. Otherwise, we will retard our efforts to give our people a better life,” he explained.
The Senate President pointed out that during the time of President Ferdinand Marcos, a strategy was adopted to further attract tourism in the country through the creation of the Philippine Amusement and Gaming Corporation (PAGCOR). “PAGCOR has initially enhanced the creation of hotels in Manila and the start of the gaming industry. Today it has grown that we are now competing with the gaming centers of the world like Las Vegas, Macau and other areas,” he explained.
Enrile cited that the major catalyst of economic growth in his small town in Cagayan is gaming and tourism. “The used to be sleepy town has become a vibrant town, with an estimated generated employment of around 10,000,” he said.
The Senate President meantime, expressed his opinion pertaining to the bill recently passed by the House of Representatives seeking to revert back to Congress the authority to grant franchises and licenses to gaming entities. “The bill which seeks to return the franchising of gaming to Congress is counterproductive. We should let PAGCOR do its job. I support PAGCOR and resist any effort to retard the gaming industry in the country,” Enrile pointed out.
According to the Senate President, there are a lot of oppositionists in the Philippines but those who are first to oppose do not give alternatives on how to make the economic life of the people better.
“They just oppose and oppose. We cannot go on like this. We have to make decisions and we have to take risks. The fate of this country should not lie in the hands of those who can afford to eat three meals a day and hardly care about those who could not even eat a single meal a day,” he noted.
Meanwhile, PAGCOR Chairman Cristino L. Naguiat, Jr. said the exciting developments in the Entertainment City once again open a window of opportunity for the Philippines to stand out. “The world has taken notice of our efforts to contribute to global tourism. We forget that our country’s unique beauty and our ability to pamper guests with the unique Filipino hospitality are the things that will catapult our country in the leisure and entertainment industry. PAGCOR is committed to seeing through the completion of the Entertainment City,” he said.
Naguiat also cited the Citi group report which tags the Philippines as a market to watch. “Upon the completion of the Entertainment City, the total revenue that may be derived from gaming activities will approximate that of Singapore’s integrated resorts. For 2012, Singapore is projected to generate $US 6.9 billion from the gaming component of its two integrated resorts. I believe that the Entertainment City can generate higher revenues than Singapore.”
House Committee on Games and Amusement Chair Amado Bagatsing also had high hopes about the Entertainment City project. “I believe that the Entertainment City will provide jobs to many Filipinos. The estimated direct and indirect hire for Bloomberry alone may reach 15,000. This excludes the revenues that the government will be able to generate in the form of taxes,” he said.
Bloomberry Resorts and Hotels, Inc. is the first Entertainment City investor that completed the structural foundation for the first construction phase of their approved concept. The 16-hectare integrated resorts project, which will be built in phases similar to other proponents, will be completed in 2016. The first phase of the project, however, is expected to be operational by 2013.

MANILA, Philippines — Bloomberry Resorts Corporation, through its hotel and gaming subsidiaries, have signed a management services agreement with Global Gaming Philippines LLC (GGAM) for a five years plus five years term.
The firm’s wholly owned unit Sureste Properties Inc. owns the hotel component of the $1 billion Solaire Manila project in the PAGCOR Entertainment City while Sureste’s 100 percent subsidiary Bloomberry Resorts and Hotels Inc. owns the casino component.
Under the agreement, GGAM will provide management services through a management team nominated by GGAM and approved by Bloomberry as well as other department heads and officers and personnel.
GGAM will be compensated based on certain percentage (2-6 percent) of the EBITDA generated by the Solaire Manila facilities including the EBITDA generated by local high roller table games.
There is also an incentive fee which will entitle GGAM to an additional graduated fee (6-40 percent) for achieving certain EBITDA thresholds with respect to the EBITDA generated by foreign high roller tables and foreign juncket players for each fiscal year.
The three principals of GGAM are William Weidner (former president of Las Vegas Sands), Bradley Stone (former president of Global Operations and Construction of Las Vegas Sands), and Garry Saunders (former chief operating officer of Melco Crown).
Bloomberry said the three have extensive experience in the construction, fit-out and operation of large scale and world class casino resorts.
Prime Metroline Transit Corporation, the controlling shareholder of Bloomberry, has agreend to grant GGAM an option to buy 10 percent of PMTC’s shareholdings in Bloomberry for $15 million plus 10 percent of PMTC’s cost of investment in the Solaire Manila project, exercisable before start of commercial operations of Solaire Manila.
As part of its strategy, Bloomberry intends to leverage on GGAM’s direct customer relationships as well as existing relationships with regional junket operators.
It will also leverage GGAM’s global network to identify new gaming trends. It will ensure Solaire Manila has current and relevant gaming facilities to offer a globally comparable experience.

In a disclosure to the stock exchange, Bloomberry said construction of phase 1 of Solaire Manila is expected to be completed by the fourth quarter of 2012.
Bloomberry, a property company led by ports magnate Enrique Razon, owns Solaire Manila through its subsidiary Sureste Properties Inc.
Phase 1 of Solaire Manila will consist of 27,700 square meters of gaming area. The casino will have 1,200 slot machines and 300 gaming tables. It will have a hotel with 500 rooms, several restaurants, multilevel parking building with 3,000 parking slots, as well as a grand ballroom, spa and bayview promenade.
Bloomberry said Solaire Manila will provide a first-glass gaming experience to customers, from mass market to VIPs. The company aims to provide VIP gaming experience at par with international casinos.
Solaire Manila has hired former casino executives from Macau and Las Vegas to be part of its management team. Michael French a, former senior vice-president of City of Dreams Macau, was named chief operating officer. Xingyu (Ed) Chen, ex-financial controller of Wynn Resort Macau, was named chief financial officer.

Bloomberry Resorts Corp., the casino venture of port magnate Enrique Razon Jr., said it will consider various options to comply with the 10-percent minimum public ownership rule set by the Philippine Stock Exchange.
“Bloomberry is committed to satisfy the 10-percent minimum public ownership before the end of 2012,” the company said in a disclosure to the stock exchange.
The company said it was studying share sales, private placements, stock rights offering, stock incentive plan or a combination of these options to meet the requirement.

The group of port operations tycoon Enrique Razon Jr. now plans to open its casino and hotel project in Entertainment City by the first quarter of 2013, with the initial phase of the project to be completed by the last quarter of this year.
Through Bloomberry Resorts Corp., Razon made the announcement in a Philippine Stock Exchange filing detailing the current status of the $1.2-billion casino complex being built within the 120-hectare Entertainment City in reclaimed Manila Bay.
The company was earlier targeting to launch the project, dubbed Solaire Manila, by the second half of 2012.
The first phase will have 500 hotel rooms, restaurants, a 1,000-seat grand ballroom, 3,000 parking slots and a fitness center and spa anchored by a 27,700- square-meter gaming area containing 1,200 slot machines and 300 gaming tables, the disclosure showed.

MANILA, Philippines - The first phase of Solaire Manila, a new resort and gaming complex in Pagcor's Entertainment City, is expected to open by the first quarter of 2013, according to Bloomberry Resorts Corp.
In a disclosure to the stock exchange, Bloomberry said construction of phase 1 of Solaire Manila is expected to be completed by the fourth quarter of 2012.
Bloomberry, a property company led by ports magnate Enrique Razon, owns Solaire Manila through its subsidiary Sureste Properties Inc.
Phase 1 of Solaire Manila will consist of 27,700 square meters of gaming area. The casino will have 1,200 slot machines and 300 gaming tables. It will have a hotel with 500 rooms, several restaurants, multilevel parking building with 3,000 parking slots, as well as a grand ballroom, spa and bayview promenade.

Sureste and BRHI (the "Owners") have signed a Management Services Agreement ("MSA") with Global Gaming Philippines LLC. ("GGAM") for a 5 years plus 5 years term. Bloomberry Resorts Corp. of tycoon Enrique “Ricky” Razon Jr. will soon embark on a $200-million equity offering to fund the development of his hotel-casino project at Pagcor City.
Bloomberry mandated UBS and CLSA to arrange a re-initial public offering (IPO) after its backdoor listing on the local stock exchange, industry sources told the Inquirer.
The re-IPO will be done through a “top-up” offering, which means Razon’s group will first “lend” some secondary shares for a quicker equity deal but the proceeds will flow into the company as the group will later purchase the same number of primary shares that will be issued at a later date.
Proceeds will help fund the completion of Bloomberry’s $1-billion hotel-casino project, Solaire Manila, the first gaming complex to open at Pagcor City toward the end of this year.

For the first two months of the year, Bloomberry realized a net loss of P98.95 million, higher than the P17.51 million net loss recorded in the same period in 2011, on the back of a quadrupling total expenses to P111.60 million.
Of this, costs ballooned by 571.92% to P66.05 million from a mere P9.83 million in the same period last year with funds funneled mostly to pre-opening expenses for its flagship casino-resort project.
Foreign exchange losses, meanwhile, stood at P45.55 million, more than triple of year-ago levels.
Nevertheless, Bloomberry managed to grow its revenues by double-digits to P12.03 million, up 12.03%.
On Monday, the company announced plans for a so-called “top-up” equity placement where controlling shareholder Prime Metroline Holdings, Inc., will issue and subscribe to a number of shares in order to raise more funds for the casino developer.
Bloomberry yesterday said it has set the offer price at a range of P6.55 to P8.25 per share, well below the company’s closing share price of P11.80, which was already down by 9.79% from Monday.
“However, the price offering and the issue size (and therefore the total proceeds) have not yet been determined since the road show and book-building process are currently ongoing,” Bloomberry said in its disclosure.
Bloomberry, which debuted on the local bourse early this year via a backdoor listing, is currently building the $1-billion, five-star Solaire Manila hotel and casino complex in the Bagong Nayong Pilipino Entertainment City along Manila Bay.
As of end-March, major infrastructure work were already completed on Solaire Manila, with completion slated late this year ahead of a 2013 opening.

MANILA, Philippines - Razon-led Bloomberry Resorts Corp. has approved the sale of 1.179 billion shares to Nevada-based casino operator Global Gaming Philippines LLC to raise as much as P9.73 billion.
In a disclosure to the Philippine Stock Exchange yesterday, Bloomberry said the offered shares, representing 11.25 percent of its outstanding capital, would be sold at a price ranging from P6.55 to P8.25 apiece.
The price would be set on May 3 and the shares would start trading on May 4.
Bloomberry shares closed at P11.64 yesterday, 34 percent higher from P11.60 Wednesday.
GGAM is an investor, developer and manager of casino resort properties based in Las Vegas. Its three principals each have decades of integrated tourism resort and gaming industry experience, a substantial portion of which was in senior management positions with Las Vegas Sands in the US and Macau.
GGAM was tapped by Bloomberry to provide management services to Solaire Manila, a $1.2-billion resort and gaming complex it is building along Roxas Boulevard.
To align the interest of GGAM with those of the owners of Solaire Manila, the foreign-based casino developer was granted the right to purchase up to 921.18 million shares, equivalent to 9.91 percent of outstanding shares of Boomberry (prior to any issuance of shares pursuant to the subscription), from Razon’s Prime Metroline at P1 per share plus $15 million assuming full exercise of the option or failing which, adjusted pro-rata. – Zinnia dela Peña
“This right of GGAM to purchase shares of the company from Prime Metroline will expire if it is not exercised by the date commercial operations of Solaire Manila commences,” Bloomberry said.
Construction of the first phase of Solaire Manila, the first casino complex to rise in Pagcor’s Entertainment City, is targeted for completion in the fourth quarter this year.
Phase 1 of the project, estimated to cost $650 million, covers 180,000 square meters of floor area, which includes a hotel tower, three levels of podium that has the ballroom/convention facilities, gaming areas, restaurants, retail shops, and health and wellness facilities. A 10-storey parking building shall also be constructed.
The complex is targeted for a grand opening in the first quarter of 2013.

BLOOMBERRY Resorts Corp., the listed casino and hotel venture of businessman Enrique Razon Jr., fell sharply on Wednesday after selling its shares in an offshore equity deal at a steep discount.
Bloomberry priced its shares at P7.50 each, near the middle of an indicative range of P6.55 per share to P8.25 per share, to raise P8.85 billion to finance construction activities at its Manila Bay development Solaire Manila.
Shares of Bloomberry dipped as low as 29 percent before ending the session at P9.01 per share, down 25 percent.
The share sale, jointly managed by UBS AG and CLSA Ltd., was marketed to institutional investors overseas and was met with strong demand, with the offer reportedly several times overbooked.
But for local investors, there remains a lack of understanding about Bloomberry’s prospects given its status as the first of four Philippine Amusement and Gaming Corp. licensees to open in the 120-hectare Entertainment City, analysts said.
Bloomberry expects to start full operations at Solaire Manila by the first quarter of 2013, ahead of a similar project by Henry Sy-controlled Belle Corp., which may start later that year.
“People don’t fully understand Bloomberry at this point and the company hasn’t gone out and marketed its projects [locally]. It’s really a greenfield project,” Jose Lacson, Head of Research at stockbrokerage firm Campos Lanuza and Co., said in an interview on Wednesday.
“There is interest in Bloomberry but there are many questions that have yet to be answered,” he said.
Bloomberry, through controlling shareholder Prime Metroline Holdings Inc., recently completed an equity placement involving 1.179 billion shares, or 11.25 percent of its outstanding capital stock. Prime Metroline will then subscribe to the same number of new shares at the same price to complete the top-up offering.
The deal involves an overallotment option for another 117.996 million shares, exercisable within 30 days.
Bloomberry also has an equity option agreement with Global Gaming Philippines Inc., its management partner at the gaming complex, giving the latter the right to purchase up to 921.18 million secondary shares at P1 each plus $15 million, assuming the full exercise of the option, a previous filing showed.

BLOOMBERRY Resorts Corp., the listed Manila Bay casino and hotel venture of businessman Enrique Razon Jr., raised another P885 million following the exercise of the greenshoe option of a recently concluded equity offering.
In a filing to the Philippine Stock Exchange on Tuesday, Bloomberry said its stabilizing agent CLSA Ltd. exercised the an option to sell another 117.97 million shares at P7.50 each, increasing the original deal size valued at P8.85 billion by 10 percent.
A greenshoe or overallotment option is a common tool used by companies that have held an initial public offering or a follow-on share sale to keep share prices stable or to cover excess demand for a certain period post offering.
Bloomberry shares rose 3.29 percent to P8.78 each on Tuesday, giving it a market value of P91.9 billion.
Underwriters earlier reported that the share placement, mainly marketed to offshore investors, was several times overbooked. UBS AG and CLSA jointly managed the share sale, which raised funds to partly finance the ongoing construction of Bloomberry’s casino project while allowing the company to meet the minimum 10 percent public float rule of the PSE.
Bloomberry holds one of four Philippine Amusement and Gaming Corp.-issued licenses to operate casinos within the 120-hectare Entertainment City in the Manila Bay reclamation area.
Other licensees are Travellers International Hotel Group Inc., a joint venture between businessman Andrew Tan and Malaysia’s Genting Group, and Universal Entertainment Corp., led by Japanese businessman Kazuo Okada.
Bloomberry earlier said it plans to start full operations at Solaire Manila by the first quarter of 2013. The first phase of the project will have 500 hotel rooms, restaurants, a 1,000-seat grand ballroom, 3,000 parking slots and a fitness center and spa anchored by a 27,700 square meter gaming area containing 1,200 slot machines and 300 gaming tables, a previous disclosure showed.

A Senate panel wants the Philippine Amusement and Gaming Corporation (PAGCOR) abolished and replaced with the Philippine Amusement and Gaming Commission (PAGCOM).
Three Senate committees–on games and amusement, on finance and on government corporations and public enterprises–heard on Thursday Senate bill 3178.
"Ang essence hindi na mag-ooperate ng casino ang [PAGCOR],” said Sen. Koko Pimentel, chair of the Senate committee on games, after Thursday's hearing on SB 3178.
“I agree with Sen. Recto, that is an anomaly. It should be out of operating casinos or allowing operating gambling facilities, but–instead–regulate the gambling facilities," Pimentel added.
Time is ripe to start the transition from PAGCOR to PAGCOM, because of the impending construction of "Entertainment City Manila," a multibillion-dollar tourism and casino complex, Pimentel noted.
"Entertainment City will be operational February next year", he said. “So I think the bill to abolish PAGCOR is timely given this development."
SB 3178 would privatize casino operations, with PAGCOM just regulating and collecting fees from casinos, Pimentel noted.
The measure specifies that PAGCOM will collect 5 percent as gross revenue tax and 50 percent of aggregate gross earnings of casino operators.
PAGCOM will allot 37.5 percent of its collection to the Department of Education basic education program, 2.5 percent to priority projects of local government units hosting the gaming facility, and 5 percent to create a trust fund with Department of Social Welfare and Development.
The trust fund will be used to build rehabilitation centers for different types of addictions.
Concerns of PAGCOR employees
PAGCOR president Jorge Sarmiento, however, is concerned that these new fees may "put Filipino operators at a disadvantage."
Sen. Ralph Recto, the bill’s author and chair of the Senate government corporations committee, said the goal is to attract more tourists and foreign investors.
"We have to look at it with a wider perspective,” Recto said during the hearing. “We're open to your suggestions and amendments." Pero ‘wag naman ninyo sabihin na ‘wag kaagad.
“Maybe we can pass this early on and [make it] applicable in 2015 or 2016."
Sarmiento also aired the concerns of PAGCOR employees with their jobs once PAGCOR is abolished.
Recto said he has no problem with improving the benefits of PAGCOR employees as stated in the bill.
"Lahat naman… [ng abolition of agencies] nadaanan before ng gobyerno," Pimentel added.
Under the measure, PAGCOR officials and employees opting not to be absorbed by PAGCOM will receive a severance package with the following rates:
Two months of basic monthly pay for every year of service up to 20 years.
Three months of basic monthly pay for every year of service in excess of 20 years.
The package will be given on top of separation and retirement benefits officials and employees will receive from PAGCOR. Those who will accept the package will no longer be eligible for employment under PAGCOM–five years from their separation or retirement.
Officials and employees who will stay with PAGCOM will get a regular plantilla position and enjoy a compensation package not subject to the Salary Standardization Law.

"We intend to be a major destination in Manila... We think that the gaming market is quite good in Manila. Supply builds demand instead of demand building supply," he said. French welcomed the entry of more gaming operators in the Philippines, saying it will be better for the industry as a whole. He noted the success of Resorts World in Newport City, saying "it has not taken away revenues form existing Pagcor casinos."
Bloomberry is completing the building of 700 hotel rooms in time for the casino's opening. The hotel will be under the group's own Solaire brand, which will cater to the high-end market. French said Bloomberry is looking to expand its hotel operations beyond the minimum requirements, and it has already started the groundwork for expansion. The company expects to add 300 more guest rooms and retail space at Solaire Manila, a year after its opening.

The company is currently working to open the first phase of its Solaire Resort and Casino project by the first quarter of 2013. In a chance interview with reporters on Monday, Bloomberry president and chief operating officer Michael French said the company has already started to work on the foundation of a new phase which will mainly provide non-gaming facilities.
“It will be ready in one year from the opening. By the first quarter of 2014,” French said at the sidelines of a forum organized by The Asset and Financial Executives Institute of the Philippines. French said the expansion includes an additional 300 hotel rooms, retail spaces, a theater and a night club.
The first phase of Solaire will have 500 hotel rooms, restaurants, a 1000-seat grand ballroom, 3,000 parking slots and a fitness center and spa anchored by a 27,70- square meter gaming area that features 1,200 slot machines and 300 gaming tables, an earlier disclosure showed.

“We think the gaming market is quite good in Manila. In gaming, supply builds demand,” Fench added. He further noted the success of Resorts World Manila, the country's first integrated casino complex, which is being operated by Andrew Tan’s Alliance Global Group Inc. and Malaysia’s Genting Group.
“Resorts World has done a tremendous job. Everyone has grown, without taking money away from Pagcor-run casinos,” he said. Bloomberry recently raised P9.7 billion from shares sold mainly to offshore investors to finance the construction of Solaire.

Bloomberry Resorts and Hotels, Inc. is the first Entertainment City investor that completed the structural foundation for the first construction phase of their approved concept. The 16-hectare integrated resorts project, which will be built in phases similar to other proponents, will be completed in 2016. The first phase of the project, however, is expected to be operational by 2013.
Upon completion, Solaire Manila will showcase two hotel towers connected by a multi-level podium, an indoor garden which will display a variety of blooms in season, an indoor water facility that will rival the best in Asia, retail shops, a theater and a multi-purpose hall with a 5,500 seating capacity.

Bloomberry begins work on hotel in casino complex
BLOOMBERRY RESORTS Corp. has begun work on a 300-room hotel attached to its flagship Solaire Manila casino-resort near Manila Bay after the company clinched additional space from the government, a ranking official yesterday said.
“Right now, we have an additional eight hectares that we can expand into in the future. As a matter of fact, we have already started work on the foundation of our first expansion that will open one year from the opening date [of Solaire Manila], around the first quarter of 2014, ” Michael French, Bloomberry chief operating officer, told reporters in a chance interview.
“The expansion would have some 300 guest rooms, some retail [units], a theater, a night club, and more gaming space, ” Mr. French added.
The five-star Solaire Manila complex is set to rise in the Bagong Nayong Pilipino Entertainment City in Parañaque City.
According to earlier reports, the first phase of the 14-storey Solaire Manila will feature an 11-storey hotel atop a three-level podium, as well as a 10-storey parking building, with the casino and gaming area alone expecting to occupy some 22, 268 square meters.
“We are on track in our construction for opening in the first quarter next year, with a little over 80% already completed. While we haven’t set the metrics yet on [human] traffic flow, we intend to be a major destination in Metro Manila and in the Philippines, ” Mr. French said.
“We think the gaming market is quite good. We’re bullish and positive about the local gaming market. Bloomberry president and chief operating officer Michael French told reporters at the sidelines of Monday’s forum organized by The Asset Magazine and the Financial Executives of the Philippines that Solaire Manila would open full blast. In terms of construction, French described the project as “a little over 80 percent” completed.
“We intend to be a major destination in Manila,” French said.
“We think that the gaming market is quite good in Manila. Supply builds demand instead of demand building supply,” he said.
Like in the case of Macau where he was based before moving to the Philippines to head Bloomberry, French said the more players in the market, the better it would be for the whole gaming industry.
“A good example is to look at the success of the Resorts World (in Newport City). It has not taken away revenues from existing Pagcor casinos,” he said.
Asked about a bill in Congress proposing to increase casino taxes and impose a P1,000 entrance fee, French said the proposed law would cover only the existing state-owned casinos operated by Pagcor. “To my understanding, it doesn’t affect Solaire,” he said.
In line with requirements, Bloomberry will complete the building of 700 hotel rooms in time for the opening of its casino. The hotel will be under the group’s own brand Solaire, which will offer bigger guest rooms that will be around 43.5 square meters and catering to the high-end market, according to French.
Bloomberry has been keen on expanding its hotel operations beyond the minimum requirement, French said, noting that the group had started the foundation work for expansion. One year after the opening of the gaming complex, he said, Solaire Manila would offer 300 more guest rooms and some retail space.
The gaming firm recently completed a $210-million fund-raising from the place-out of shares to new investors, and will use the proceeds to develop the first phase of its complex in Pagcor City.

Bloomberry Resorts Corp. will add a 300-room hotel in the Solaire Resort and Casino project at the gaming and tourism complex, Pagcor Entertainment |City.
The hotel will open in 2014, a year after the scheduled opening of the gaming complex.
Michael French, Bloomberry chief operating officer, said the first phase of Solaire will open in the first quarter of next year. The first phase of development will have a 700 room-hotel, three levels of podium that will host ballroom/convention facilities, gaming areas, restaurants, retail shops, and health and wellness facilities.
Investment for the first phase of the development is estimated at $650 million. Bloomberry expects its total investment in the area to reach $1.2 billion.
French said construction is on track with “a little over 80 percent” completed.
“Our Solaire guest room will be the biggest in Manila, about 43.5 sqm, and larger than any hotel room. It will be a luxury hotel operation, with the standards of Peninsula and Shangri-La,” said French.
“We think the gaming market is quite good in Manila. In gaming, supply builds demand. So we have found in every market that the more casino products introduced, the more business grows. We are bullish and positive in the local market and international market, which is virtually intact with Manila. We will do more marketing to bring in high roller gamers from overseas,” he said.
The Entertainment City Manila is a multibillion-dollar project of PAGCOR, covering 120 hectares of prime reclaimed land at the western portion of the Manila Bay in Parañaque City. It is also a special economic zone.
The Philippine government’s tourism blueprint, the National Tourism Development Plan, seeks to achieve 10 million tourist arrivals by 2016. Entertainment City’s 3,200 hotel rooms, which will have an annual capacity of one million tourists, will be among the key drivers to achieve the target.
Aside from tourist arrivals, Entertainment City is expected to generate over 20,000 jobs.
The Philippines is high on the radar screen of the global leisure and entertainment industry, Bloomberry noted.
Citigroup has tagged the Philippines as the “market to watch,” reporting that upon the completion of the integrated resorts at the Entertainment City, the total revenue that can be derived from gaming activities would most likely approximate the earnings capacity of Singapore’s integrated resorts.
Bloomberry’s complex is expected to generate over 4,600 jobs as well as boost the country’s ancillary service sectors.

A NEW resort and gaming complex in Pagcor’s Entertainment City in Manila is inviting Cebuano workers as it becomes operational early next year.
Opening in 2013, the Phase 1 development of Solaire Resort & Casino (Solaire Manila) is expected to hire 4,600 full-time employees.

Top company officials were in Cebu yesterday to kick-off the two-day recruitment caravan at the Radisson Blu Hotel Cebu.
“The Cebuanos’ talent, competency and positive work ethic make Cebu an obvious choice,” the company said.
Some 313 positions for gaming and hotel operations are available, including entry-level positions for fresh graduates.
“We will find the best staff here to give life to our project in Manila,” Solaire Manila chief operating officer Michael French said during the press conference.
Skilled workers
He is optimistic the company will hire the needed workers, saying the country is home to “hardworking, highly-skilled and competent people.”
Solaire Manila is a $1 billion integrated destination resort being developed by Bloomberry Resorts Corp., a property company led by ports magnate Enrique Razon.
Razon, , whom Forbes listed as third richest man in the Philippines, is chairman and chief executive officer of the publicly-listed company International Container Terminal Services, Inc. (ICTSI).
Gaming experience
The Phase 1 development of Solaire Manila covers the 8.3 hectare site adjacent to the Manila Bay. Upon completion, this will be the first integrated resort to open in Pagcor’s Entertainment City.
Officials said Solaire Manila “will provide a first-class gaming experience to customers” from all demographics. The resort will have 500 rooms, suites and bayside villas; an 18,500 square-meter gaming space; 300 gaming tables; 1,200 slot machines; a number of restaurants, cafes, bars and lounges and a multi-level car park.
Those hired will go through four months of training. The company will also conduct recruitment caravans to places like Baguio and Manila and even abroad such as in Macau.
“One of the goals of this project is to generate employment among Filipinos. We intend to bring back the talents who have gone abroad and give them career opportunities here,” said Renato Gonzales, Solaire Manila’s vice-president for human resource and administration.
Gonzales said they received 18,000 job applications. He said, however, that they are having hard time looking for qualified talents because of job mismatch.
“Of the 18,000 applicants only 6,000 are qualified,” he said. Gonzales noted that the Department of Labor and Employment (Dole) needs to work out programs that would address the mismatch between available human resources and the kinds of jobs required by industries.
To fill the gap, Solaire Manila will train applicants who have been hired.
“Apart from competency, we are putting premium on behavior and attitude aspects,” Gonzales said.
The upcoming Phase 2 and 3 development of the project is expected to generate 6,000 to 8,000 jobs.
Solaire Manila currently has a hundred employees.

During the company’s annual stockholders’ meeting earlier this week the Chairman of Bloomberry Resorts, Enrique Razon, said that its first integrated resort and casino in Manila Bay, the Solaire Manila, should be open by the first quarter of 2013.
With over 18,000 square metres of gaming floor the Solaire Manila is expected to be opened early next year.
Razon said that 70% of the Phase 1 construction is now complete and the rest should be finished by December. According to Razon the casino at the new resort will be operated by Las Vegas based Global Baming Asset Management. At the same time Bloomberry will be developing its own hotel brand in order to prepare for overseas expansion.
The first phase of the Solaire Manila complex has a gaming floor area of 18,500 square metres which includes a 6,000 square metres of exclusive VIP gaming rooms, 1,200 slot machines and 300 gaming tables. The complex will also include 500 hotel rooms, suites and bayside villas as well as a number of restaurants and bars. There will also be a 1,000 seat ballroom, a spa and fitness centre and a bay-view promenade.
Once Phase 1 is complete Razon has said that Solaire will add a further 300 luxury suites to the hotel, after this work will begin on Phase 2 which also includes developing a 1,000 room tower club.
Also during the meeting Razon said that the company is now looking for more local and overseas expansion opportunities for the gaming-hotel business. The company is planning on developing the brand ‘Solaire’ as a “class of its own.” Razon told reporters that it could be a home-grown Filipino brand that is then brought to other locations.
However, Razon insisted that Solaire must be running before any expansion takes place. He said that in order to move to other areas it is essential to have one brand, “a home-grown Filipino brand like ICTSI.”

The four big casino complexes rising along the scenic Manila Bay in the Philippines haven’t opened their doors yet, four years after the government awarded the exclusive licenses as part of the country’s ambitious plan to cash in on Asia’s gambling and tourism boom.
But that has not stopped Enrique Razon Jr, the 52-year old chief executive of the country’s biggest port operator, from almost doubling his net worth in just a matter of months after a public offering of shares in his Bloomberry Resorts and Hotels, a holder of one of the lucrative, limited-edition permits.
Forbes magazine, which just released its 2012 list of the world’s richest people, describes Razon as the Philippines’ biggest gainer this year, and ranks him the country’s third-richest person, worth $3.6bn. He joined the country’s highly exclusive club of dollar billionaires just last year with $1.6bn. “Much of the $2bn jump in his wealth this year is from his stake in Bloomberry Resorts, which had a public offering in May,” according to Forbes.
Until March this year, Forbes estimated Razon’s wealth at $1.9bn, an increase in just $300m from June last year. But the public offering in May, which valued Bloomberry at around $1.9bn, boosted his estimated wealth to $3.6bn in just two months. The country’s richest man, retail and property magnate Henry Sy, worth $9.1bn, increased his wealth by similar amount: $1.9bn, according to Forbes.
To be sure, all of these are just paper gains, not cash. Still, Razon’s amazing jump in net worth reflects the current bullishness among Filipino investors for the casino boom that is expected to boost the country’s tourism and gaming revenues. The head of the state gaming monopoly that issues casino licenses, Pagcor, has predicted the country’s gaming revenue will surge from just $2bn last year to $10bn by 2016 when the four new casino resorts start full operations. That compares to Singapore’s $6-7bn last year, according to Pagcor.
Before getting the casino license in 2009, Razon spent close to two decades building his family’s port operations business, International Container Terminal Services, into the country’s biggest, expanding in Asia, Latin America, Europe and the Middle East. He also ventured into the energy business, acquiring stakes in the national transmission company and an oil-and-gas exploration venture. These businesses, which help provide the infrastructure backbone for sustained economic growth, are doing quite well – but it took Razon four years to double his net worth, from $820m in 2007 to $1.6bn by 2011, according to Forbes’ estimates.

The logo has the 1960s retro feel, even the architectural design is 1960s retro just like the designs seen in Las Vegas of the 1960s (see Elvis Presley's Viva Las Vegas movie) and it's a good thing. The interiors are simply BREATHTAKING !

That small tower with the logo and picture alone would eat up a lot of the road. That's ok by me since it looks like a dead end anyway, ewan ko lang kung itutuloy pa rin nila yan. Bitin kung hindi. I'll be very disappointed if they don't go through with it because it really enhances the overall look and ambiance of the frontage.

Well target market for these casinos are rich mainland chinese, taiwanese who has money to burn. Japanese economy is about to burst anytime with their huge debt. We have no direct flghts to europe so count europeans out for now. Other asian players are familiar with chinese settings and so will feel right at home in this environment and will likely make them spend more. They must designed the place so as not to alienate the target market but designed them to make their stay comfortable and inviting.

Those ledges... exactly. I like too the way they are reflected on the glass. They give the glass curtain more character. Those would look even better when it's all cleaned up. It looks like the ledges have glass railing based on the construction update (balconies?). Not sure though.
I also like the curve on the hotel roof's backside. It's not your common ugly roof with all the air-conditioning stuff exposed. :colgate:
I'm wondering if that flat structure at the front top of the hotel is a helipad.

The company has already enticed more than 400 Philippine nationals from Macau and Singapore to work at its Solaire Manila Resort & Casino, which will target Chinese and local players, Chief Operating Officer Michael French said in a July 18 interview. Solaire needs as many as 4,500 workers and will open in the first quarter of 2013.

“The Philippines’ gain is Macau’s loss,” said Jonathan Ravelas, chief market strategist at BDO Unibank Inc., of Solaire’s push to draw more workers from Macau.
Talent shortage
The jobless rate in the former Portuguese colony of about 500,000 people is 2 percent, the lowest since Bloomberg began tracking the data in 2002, making it harder for local casino operators to find workers. By contrast, the Philippine unemployment rate was 6.9 percent in June.
Bloomberry holds one of four licenses the Philippines awarded to operate gambling and hotel complexes in the 110-hectare (272-acre) Entertainment City Manila. Japanese billionaire Kazuo Okada, Genting Hong Kong Ltd. and the SM Group of the Philippines’ richest man Henry Sy also have permits.
The company’s loss widened to P99 million in the first two months of 2012 from P17.51 million a year earlier as costs rose more than sixfold. Bloomberry rose 1.3 percent to P9.92 at the mid-day break in Manila, snapping two days of declines. The stock is down 65 percent this year amid plans to sell more shares to meet regulatory rules on the public ownership of companies.
Among Macau casino operators, Sands China Ltd. is up 8 percent, SJM Holdings Ltd. has gained 11 percent and MGM China Holdings Ltd. has added 10 percent.
Even split
Locals will make up a majority of Bloomberry’s patrons in the first year, and it will take two years to three years to increase the share of international gamblers, French said. His ideal client mix is an even split of local and foreign gamblers, who are mostly interested in high-stakes betting. Such high rollers can bet as much as $1 million per trip and at times, per hand in baccarat, he estimates.
Philippine casinos such as Bloomberry “won’t probably get the top high rollers,” said Richard Laneda, an analyst at Manila-based CitisecOnline. “But these can bring in the lower end of the VIP market in Macau or Singapore.”
Philippine billionaire Enrique Razon, Bloomberry’s chairman, said on June 25 that the company will compete with integrated casino resorts in Macau, Singapore and other developments in Asia. Entertainment City Manila can in a shorter period surpass the gains made by Singapore, where the gaming industry generated $6.5 billion in revenue in 2011, Razon said at that time.
Lower tax rate
A lower charge or levy for casino operators in the Philippines than in Macau and Singapore will help Bloomberry and other Manila casinos, French said in the interview. The Philippines collects a regulatory fee of 15 percent to 17 percent on revenue from so-called high rollers compared with Macau’s 40 percent and Singapore’s 25 percent, he estimates.
Manila is also more accessible than Macau, and improvements in infrastructure and rising investor confidence should bolster its allure, he said.
The Philippines estimates the Manila casino development will add 1 million tourists each year and employ 40,000. Bloomberry plans to hold one more job fair each in Macau and Singapore to fill the remaining 150 management positions in the group, targeting Filipinos who have gained experience working in casinos, hotels and luxury liners, French said.
Filipinos overseas
About 1.3 million citizens left the Philippines last year for jobs overseas, according to government data. Money Filipinos abroad sent home made up almost 10 percent of the economy that grew to $225 billion last year.
The country’s economy grew 6.4 percent in the first quarter, the fastest pace in Southeast Asia. Economic expansion in the three months ended June remained healthy, central bank Governor Amando Tetangco said on July 13.
Money sent home by more than 9.4 million Filipinos abroad is the Philippines’ largest source of foreign exchange after exports. Cash transfers climbed to a record $20.1 billion in 2011 and the central bank expects remittances to rise 5 percent this year.
Bloomberry is bringing in Filipinos with at least two years of experience and an understanding of the business, French said.
Solaire’s senior vice president for gaming operations is a returning Filipino who has worked for hotels in the Chinese city and Singapore, and its director for hotel services comes from Macau operator Galaxy Entertainment Group Ltd., French said. Its vice president for table games is a Filipina coming home after years overseas.
“This is not a case of a bunch of expatriates running the company,” French said. “We’re bringing in Filipinos who understand the business and these are world-class folk.” With Norman P. Aquino and Bloomberg

Bloomberry Resorts Corp. was formerly known as Active Alliance Inc., a Philippines-based holding company. The company was principally engaged in the manufacture of electronic devices like printed circuit boards (PCBs). It operated within the secured area of the Subic Bay Freeport Zone (SBFZ) from 2003 to 2011.
On February 6, 2012, Prime Metroline Transit Corporation (PMTC) sold 100% of its ownership interest in Sureste Properties, Inc. (Sureste), to Bloomberry. Enrique Razon, Bloomberry president said plans are already underway for Solaire’s expansion- another 300-room hotel, to be opened a year after the opening of the gaming complex .
Razon expressed confidence on the future of the Philippine gaming industry, estimated at $1.3 billion industry as of last year, and is said to have the potential to grow at an annual compounded rate of 24 percent in the next four years, hitting $3 billion by 2015, in a study by CLSA Asia Pacific Capital Markets.
Razon said the growth of the local gaming will be driven by foreign gamblers who will be pampered.
Following Solaire’s lead will be Belle Grande Manila of the Belle-Leisure and Resorts World-Melco consortium, which will put up a 250,000 square meter gaming complex, including approximately 20,000 square meters of gaming space with a capacity to hold 1,600 slot machines, 300-320 tables.
It will also have 6,000 sq. m. of VIP gaming areas, and six hotel towers with 1,000 rooms, divided into three brands.
Originally the first to put up its structure, the opening of Belle Grande Manila Bay has been moved because of the Philippine Amusement and Gaming Corp.’s (PAGCOR) requirement of first securing an 800-room hotel before a developers’ gaming complex can be opened.

MANILA, Philippines - The Solaire Resort & Casino in Entertainment City will open in March 2013, publicly-listed Bloomberry Resorts Corp. said on Wednesday.
The first phase of Solaire, which will open by the first quarter of 2013, will include 500 rooms, suites and villas, a world-class casino and 15restaurants.
The resort has been master planned and conceptually designed by distinguished world-renowned architect and designer Paul Steelman of Las Vegas-based Steelman Partners.
"Eclipse," the resort's entertainment lounge, will have live music performances throughout the day.
The resort will also have several restaurants such as Red Lantern, which will serve Cantonese cuisine; Yakumi with Japanese food; steakhouse Strip; and Italian restaurant Finestra. Casual dining establishment Fresh will offer an international buffet, while Lucky Noodles will serve Asian dishes 24/7.
Solaire will also have gaming tables featuring Baccarat, Blackjack, Casino War, Craps, Money Wheel, Pontoon and Roulette, as well as 1,200 slot machines. There are also no less than 6,000 square meters of premium VIP gaming salons.
"Our goal put simply is to raise the bar for entertainment offerings in Manila as it is our ambitious vision to be the ultimate gaming resort in the country. Both construction and hiring are progressing, in fact, as of today, the resort has hired or made offers to approximately 2,400 employees, 88% of our anticipated team members are locals with an addition of 8% of which are returning Filipinos who have worked overseas in places like Macau and Singapore," Michael French, Solaire's Chief Operating Officer, said.
Solaire will provide 4,600 new jobs for Filipinos.
Management service for Solaire is provided by Global Gaming Asset Management, which is composed of industry veterans.

Bloomberry Resorts Corporation expects to easily exceed its committed $1 billion investment in its flagship project, Solaire Resort & Casino, which will open on March 2013 as the first of four resorts in the PAGCOR Entertainment City.
In a press briefing, Bloomberry President Bradley Stone said the first phase of the project costs about $750 million including the refundable license fee. The firm will then build Phase 1a in its 16-hectare lot and that investments “will exceed $1 billion nicely.”
Phase 1 will cover 8.3-hectares adjacent to the Manila Bay while Phase 1a, which will be completed in 17 to 18 months, will be developed on an 8 hectare lot, Stone said.
The resort will have about 500 rooms, suites, and bayside villas with the standard room averaging 43 to 55 square meters while the suites will range between 75 to 165 sqm. The bayside villas will range from 330 to 600 sqm.
It will have an entertainment lounge that can accommodate over 150 seats, a spa, a 1,200sqm grand ballroom for 1,000 dinner guests, and parking for 1,500 cars.

Solaire Resorts & Casino, the $1-billion integrated gaming and resort project of listed firm Bloomberry Resorts Corp., said Wednesday it is set to open in March next year.
Global Gaming Asset Management president Bradley Stone said in a press briefing held at the Peninsula Manila Hotel in Makati City Solaire was ready to open the first phase of the project, which includes a 500-room five-star hotel, 18,500 square meters of gaming space and high-end retail establishments.

Bloomberry bets big on gaming

The relatively limited number of gaming developments around Asia-Pacific is poised to make the Philippines’ entertainment city development one of the biggest gaming hubs in the region, according to officials of Bloomberry Resorts Corp.
“By 2016, the gaming market in the Philippines will be [worth] $3.3 billion [in annual revenues],” said Brad Stone, who is one of the heads of Global Gaming Philippines LLC, which will manage the flagship Solaire Resort and Casino.
The $1-billion Solaire project—owned by billionaire ports tycoon Enrique Razon Jr.—is slated to open by March 2013, making it the first gaming resort to open among the four groups granted licenses to operate on the sprawling Manila Bay reclamation site of Philippine Amusement and Gaming Corp.
Stone said in a briefing yesterday that while demand for new casino destinations was growing among Asians, especially the increasingly affluent Chinese population, there is a limited supply of gaming reports apart from the large ones in Macau and Singapore.
His statement echoes the view of Pagcor chair Cristino Naguiat Jr., who pointed out that the Philippines stands to benefit from casino patrons who continue to seek new gaming destinations instead of staying loyal to one location.

Just recently, there was already a call for the bidders for the interiors.
Last January pa na hold 'yong bidding sa interiors and then on-the-go na ngayon.
So it's going to be in full blast na again ang Belle Grande.
It would take 11mos to 1 year to finished all the interiors(approximately)
If then, magkatoto na ang opening that will be on the 1st Quarter of 2014.

MANILA, Philippines - Bloomberry Resorts Corp. aims to provide an unparralled luxury gaming experience when its planned $1.2 billion Solaire Casino & Resort opens its doors in March next year, positioning the Philippines as a major gambling destination for the most discriminating high-rollers.
“I envision Solaire to be an exceptional destination resort and gaming complex, the like of which has not been seen nor experienced in the Philippines. Our gaming complex is a master-planned, phased development, designed and developed to be at par with world-class industry standards. It is our expectation to match, and hopefully even surpass casino resorts in Macau, Singapore, Las Vegas, and Australia,” said Solaire chairman and president Enrique K. Razon.
Razon said Solaire will offer superior amenities and leisure options that will help put the Philippines firmly on the world tourism map.
“I personally wanted to get into the tourism industry because I know the Philippines has so much to offer, from beautiful sceneries to equally beautiful people, who speak English almost like it was their first tongue,” Razon said.
Razon said the country is expected to benefit from the growing casino market worldwide as the Philippines has a more favorable regulatory and tax environment, lower costs and a first-rate, quality workforce.
“Where gaming is concerned, there is a void that needs to be filled for the huge world gaming market, particularly by offering an alternative for the large and growing Southeast Asian market. With the Philippines steadily gaining a foothold in the global gaming industry, there arose the opportunity to fill up that void with a premium luxury resort,” Razon said.
Bradley Stone, president of Global Gaming & Management Corp., said they will make sure that no stone is left unturned with respect to servie and experience for each and every resort patron of Solaire.
Stone said the first phase of Solaire, comprising 500 spacious and exquisitely appointed rooms, suites and bay side villas, a world-class casino encompassing 18,500 square meters of space, and 15 impecabble dining options, will be completed in mid-March next year.
He said Solaire will have the largest standard rooms offered in the country averageing between 43 and 55 sqm.
Solaire, the first casino complex that will rise within the 120-hectare Pagcor Entertainment City along Roxas Boulevard, was master-planned and conceptually designed by world-renowned Nevada- based architect and designer Paul Steelman Partners.
The resort’s gaming space will stretch across 18,500 sqm, spread between two levels including 6,000 sqm of premium VIP salons. It will also feature an outdoor themed casino and entertainment bar.
The casino will have approximately 300 gaming tables and 1,200 slot machines comprising of the latest in games and advanaced technology.
“There will be nobody better than us.
We’re changing the quality and service level of gaming in the Philippines. It will be a real deal,” Stone said.
Stone said they are also preparing for the construction of phase 1-A, which will roll out the retail component, a 300-all-suite hotel which will offer 70 sqm of space, a showroom as well as 3,900 parking slots. This phase is targeted for completion in the first half of 2014.
Donalto Almeda, a director of Bloomberry, said the company has acquired an additional 8,000 sqm lot which it intends to develop within 18 months after the opening of phase 1-A.

“With $40 (P1,652) in you pocket, you can get a wonderful life experience. You’ll see a beautiful place, be in a waterfall environment, get good service and enjoy great games. Our air-conditioning is very sensitive; you get clean air. Even if you’re not playing, you’ll like the place because it’s smoke-free, tidy, and there are friendly people to take care of you.”
That was the pitch of Bradley Stone, president of Global Gaming Assets Management (GGAM) for Solaire Resort & Casino, which will open in March 2013 at the Pilipino Entertainment City in Parañaque. In a bid to make Manila at par with luxury casino resorts in Las Vegas and Macau, Bloomberry Resorts Corp. (BRC), the parent company, hired the veterans from the gaming and hospitality industries worldwide.
Enrique Razon Jr., one of the country’s richest men and owner of BRC, tapped Michael French as COO to hire the best talents and Stone to manage Solaire, which will consist of the casino and the lifestyle components.
“He didn’t want to do something cheap. His voice was to build a quality, lasting product,” said Stone. Designed by architect Paul Steelman, who has done luxury casinos such as MGM, Solaire is arguably the country’s first well-planned, integrated resort development.
Catering to the mass and premium markets, the first phase of development includes 18,500 sq m of games and slot machines, entertainment areas, international restaurants and 500 hotel rooms. Three-quarters of the area is dedicated to the public and mass customer, another section to VIPs.
Stone explained that unlike other casino-resorts where amenities are spread out, Solaire’s layout makes the casino and gaming area accessible to the parking, the noodle bar, food court and the bars. The VIP enjoys the privacy from the entrance to the lounge.
“You put all the amenities of one market together and the amenities of the other market in another area to make everything convenient for them. I can control the guest experience and not send them all over the place,” said Stone. “Many buildings are haphazard or they add stuff. This is a master-planned building, sensitive to the market segments we are going after. We have a lot of foreign-speaking hosts to look after the guests and have their little world.”
Asked how a luxury brand like Solaire would cater to the masses, Stone explained: “The general public wants good parking that’s accessible to casino floor, have the right slot product—ticket in, ticket out; cash out—which is very convenient. They want quick fast food as they are in for a couple of hours. There’s the noodle bar and the buffet which can compete with the Shang.”
Solaire will dangle incentives to “very good mass-market customers” such as having their own casino and amenities.
One of its special features is Club Solaire, which, said Stone, follows the management rule of 80-20. “Twenty percent of the people, who are really important, make up 80 percent of the revenue. We have a special place to attract that valuable market. The $5,000-customer isn’t going to be in the junket room upstairs. We have to create an environment for them where they get special treatment. They don’t have to stand in line with the $10-customer. If I want to get a snack or dim sum, it’s sitting there for me for free. I don’t have to go to a restaurant or drink at the bar. If I want to go to the restroom, I will have my own.”
