JAPAN’s Mitsubishi Electric Corp. is said to be interested in buying Manila Seedling Bank Foundation Inc.’s seven-hectare property on Edsa and Quezon Avenue in Quezon City for P100,000 a square meter to put up the second tallest tower in the world.
City administrator Victor Endriga says Mitsubishi’s representatives met with him and Mayor Herbert Bautista to discuss their plan to build the tower that will house telecommunications companies, radio and television networks , commercial establishments and restaurants.
“If things get going, the tower offer will be the world’s second tallest next to Tokyo’s [634-meter] Sky Tree,” Endriga told the Manila Standard.
He said Mitsubishi showed Bautista a blueprint of its plan to transform the Manila Seedling Bank property into an eco-tourism hub under a public-private partnership.
“The mayor was overwhelmed,” Endriga said. Apart from theP7 billion in projected income from the sale of Manila Seedling Bank, Endriga said, the city was anticipating a bigger business tax collection once the telecommunications tower started operations.
“We will not spend a single centavo,” he said.
City officials were surprised when the Mitsubishi executives arranged an appointment with them, Endriga said.
“It came to their knowledge that the nursery and seedling bank was auctioned off to the city in 2010 and on July 6, 2011,” he said.
“Manila Seedling owed the city government P42 million in real-property taxes,” he said.

I just wish it was somewhere that could benefit and enhance an already existing skyline like Makati's or BGC's. A tower would also look good in Manila's bay skyline (not necessarily in the height restricted PAGCOR city).

How can Mitsubishi, a Japanese company, BUY said property let alone BUILD a tower when Philippine Law prohibits this? The usual "lets jump the gun and make the announcement before ink is even put to paper" notwithstanding, I feel these government officials may be in for a huge disappointment.
I've just remembered a height restriction on the Metro that we've forgot.. hope that our officials don't bother this.. :lol:

I think, that is not always the case. They allow 100% foreign investments in some industries like mining. I think they also allow 100% foreign ownership in PEZA areas.

Bakit di pa kasi ilipat ang NAIA? How about sa Talim Island or Sangley Point? Current location of NAIA can be the best place for MRT and BRT grand terminal.

Those japs conglomerates are looking for projects as construction business in Japan is bad.

Mitsubishi of course would want Tokyo Sky Tree to be the tallest and the tallest in the world to be in Japan and not in other countries. Well, just a thought.

Hmm, JPEPA allows Japanese ownership of land through its clause that states Japanese investors should be treated as national investors? It seems to violate the 1986 constitution, but it is a step forward (I think? I'm not sure) to Philippine market liberalization, and all the more makes this project more plausible.

Because of its proposed remote location, tourists won't bother going there just to enjoy the view of the whole Mega Manila area. The most suitable location is the Manila Seedling. It is a central location. Just make the proposed observation and communication tower higher than Canton Tower and lower than Tokyo Sky Tree to make it the 2nd tallest tower in the world. If it does get that height, lalakas ang signal ng radio stations and TV stations

Really? Blueprint of its plan? Wouldn't saying "details of its plan" or... ah never mind.
Anyway, as a resident of the city, I do hope that this one pushes through. I'm sure it's going to contribute a lot to the city's progress. But then again, the traffic problem in that area could worsen because of it unless they do something about it right away.

The Quezon City government on Tuesday took control of the Manila Seedling Bank Foundation on Edsa and Quezon Avenue after the one-year redemption period for auctioned properties expired on July 6.
Aldrin Cuña, Mayor Herbert Bautista’s chief of staff, said Elmo San Diego, Department of Public Order and Safety head, and QC Police chief Mario de la Vega, along with 100 officers, served the notice of forfeiture on the management of Manila Seedling over its failure to settle its unpaid real-estate tax of P57.208 million in the past 10 years.
He said Lucio Bertol, the foundation’s president, was given the chance to redeem the property sold to the city government on July 6, 2011 until July 6 this year, to no avail.
The National Housing Authority owns the 6.9-hectare prime property being leased to the Manila Seedling since 1977, Cuna said.
Bertol and other foundation officials could not be reached for comment.
Mayor Herbert Bautista said the foundation was not exempt from tax payment since the privilege has been withdrawn when the 1991 Local Government Code took effect.
In August 2010, the Supreme Court first division ruled for the city, denying the petition for review on certiorari filed by the foundation.
The high court resolved “to deny the petition for failure of petitioner (Manila Seedling) to sufficiently show that the Regional Trial Court committed any reversible error in the challenged decision and order as to warrant the exercise of this court’s discretionary appellate jurisdiction.”
The property was out on the auction block on July 6 last year over its non-payment of P57.08 million in tax arrears from 2001 to 2011.
Cuña said the property will be absorbed by the P22-billion joint venture of NHA and Ayala Land Inc. to develop the 29.1-hectare property in North Triangle into a central business district.
“A high-rise convention center will be put up in the area facing Edsa,” he told Manila Standard.
City administrator Victor Endriga earlier said Japan’s Mitsubishi Electric Corp. wanted to buy the seven-hectare property for P100,000 per square meter to put up the second tallest tower in the world, next to Tokyo’s 634-meter Sky Tree.
The MSBFI is a botanical tourist attraction in Quezon City with more than 70 botanical nurseries of different plants, including rare and exotic varieties.
A member of the International Society of Arboriculture, it is a non-governmental organization founded in 1977 initially as a seedling producer.

IMO this is just a news article created to make some noise for mitsubishi and other entities for some reason or another. Its just too far fetch. It made no mention on how mitsubishi woule be able to recover the cost of construction at all.

Earlier this week, the Quezon City government took over the seven-hectare Manila Seedling Bank Foundation compound along EDSA corner Quezon Avenue, allegedly due to the former’s failure to settle unpaid real estate tax obligations. According to the QC government, the lot will eventually be used for a high-rise commercial center facing EDSA, which developers claim will be the “second tallest tower in the world.”
Kalikasan Partylist decries this move by the QC government to eliminate another of the city’s few remaining green spaces. For decades, this seedling bank has given urban residents access to seedlings of native or fruit-bearing trees, vegetables, herbs and ornamental plants. It is located right beside the 20-hectare Ninoy Aquino Parks and Wildlife Center, which is a sanctuary to many floral and faunal species (including native plants), a place for families and citizens to enjoy nature in the heart of the city, and a source of many other ecosystem services. Together, these two places are a pair of “green lungs” in the middle of the congested city space.
We oppose the plan to convert the remaining green areas in Quezon City into commercial business districts (CBDs). This pursuit of profit has already resulted in the unjust displacement and attempted demolition of urban poor communities in order to make way for giant malls. Already, these commercial complexes cause heavy traffic, especially along choke points such as EDSA, Quezon and Mindanao Avenues. Now, government and private developers want to convert our precious remaining green spaces into similar areas.
What will be next? Pushing for the transfer of government offices (such as the Philippine Science High School, the Philippine Children’s Medical Center and the Office of the Ombudsman) to make way for even more commercial expansion? Promoting more development for the primary benefit of foreign investors, at the expense of communities and nature?
The government and the residents of Quezon City should exert efforts to preserve these urban green spaces. We urge the city government to rethink its development plan. It should integrate the need for green spaces and the housing and economic well-being of its poor residents before diving headfirst into commercial expansion. We don’t want to be surrounded by more high-rise buildings, rising poverty, demolitions, and lifeless concrete jungles. Let these areas for trees remain: save the space for seedlings, and not buildings.

I think eto ang pinaka-concern nung group na ito kaya ayaw nila iredevelop yung place...
I agree...if we want to keep the Manila Seedling Bank... well.. we need an investor to take over it and maybe relocate it within the green areas planned in the CBD plan...

There are still a lot of green areas in QC. It's high time that this space be put into better use. Some people really are not vissionaries. They are a people of veted interests.

Business district in North Triangle a bad idea

Here is the latest chapter in the fight over the nurseries of Manila Seedling Bank Foundation (MSBF) on Quezon Avenue, Quezon City.
Background: During the Marcos administration, a 7-hectare property owned by the National Housing Authority (NHA) was granted in usufruct to MSBF, so that the latter could grow seedlings for the government reforestation projects, with some to be sold to home gardeners. In December 2005, the Quezon City government sold the property at public auction—allegedly for MSBF’s failure to pay real estate taxes—wherein the QC government was the highest bidder. MSBF filed a case in court contesting the sale.
On Oct. 6, 2009, the QC Regional Trial Court nullified the sale for lack of due process. Early this year, City Hall tried again to grab the property, this time sending a contingent of city workers aided by 100 QC policemen. They padlocked the gates to prevent anyone from entering or leaving, claimed ownership of the property, and forced the gardener-tenants to pay rent to City Hall.
MSBF filed antigraft cases at the Office of the Ombudsman against city and police officials for the raid, and against the NHA manager for not taking sufficient steps to stop the City Hall takeover in spite of the fact that NHA, as owner, is by law exempt from the payment of real estate taxes.
In their reply, officials led by Mayor Herbert Bautista and City Administrator Victor Endriga said that they acted in good faith, that their actions had the “presumption of regularity,” and that they had sent MSBF notices of delinquency before the takeover. For his part, NHA manager Chito Cruz said he had sent City Hall letters stating that NHA is exempt by law from paying real estate taxes and that the sale of the 7-hectare property is illegal.
MSBF issued a reply-affidavit noting that NHA merely stopped there and “no longer sought other available legal remedies, such as … appropriate court action.” This “abstention … enabled [City Hall] to freely proceed with [its] illegal act,” it said.
MSBF also said City Hall’s notice of delinquency to the foundation, without a notice of assessment, did not fulfill the requirements of due process as enunciated by the Supreme Court.
The RTC agreed with this view and declared that the takeover was illegal and null and void.
In its decision, the RTC declared: “Inasmuch as no prior notice of assessment was served, there is no basis to collect any tax liability, no obligation arose on the part of the Plaintiff to pay the amount of real property taxes sought to be collected. Consequently, Plaintiff never became delinquent in the payment of said taxes to defendant Quezon City, and the latter never acquired any right to sell the subject property in a public auction.”
In spite of this decision, City Hall continues to exercise control over MSBF’s usufruct property and to force the tenant-gardeners to pay rent to it and not to the foundation.
But why is City Hall salivating over the property, to the extent of resorting to “unlawful, illegal and unconstitutional measures”?
It is because of its obsession to have the property absorbed by the P22-billion joint venture of NHA and Ayala Land Inc. to develop the 29-hectare property in North Triangle into a Central Business District where, according to Mayor Bautista’s chief of staff Aldrin Duna, “a high-rise convention center will be put up in the area facing EDSA.” (As I said in an earlier column, Ayala Land should be ashamed of its role in this illegal action.)
A newspaper report quoted Administrator Endriga as saying that “Japan’s Mitsubishi Electric Corp. wanted to buy the 7-hectare property for P100,000 per square meter to put up the second tallest tower in the world, next to Tokyo’s 634-meter Sky Tree.”
The greed is so strong that City Hall even wants to grab the Veterans Memorial Medical Center compound and the Ninoy Aquino Wildlife Center to make them a part of this Central Business District. QC officials are obviously envious of the cities of Makati and Taguig, which have high-rise commercial and residential buildings in their commercial districts.
Regarding this ambition of having a Central Business District in the North Triangle area, I strongly urge our officials to give it a second hard look, and for the residents in and around the area to strongly oppose it.
First, do you realize what will happen if this area is filled up with tall commercial buildings? The traffic will be terrible. It is terrible now because of the presence of three giant shopping malls there—Trinoma, SM North Edsa and The Block—but it will be many times more terrible if a business district is built there. It will be much, much worse than Edsa during rush hours. Imagine the tens of thousands of vehicles clogging Elliptical Road, Commonwealth Avenue, Quezon Avenue, North, South, East, and West Avenues, Luzon, Visayas and Mindanao Avenues, and all the other peripheral streets. Residents of Philamlife, Project 6, Tierra Pura, Miranila and other neighboring villages will find it difficult to drive to and from their homes because of the traffic.
And think of the water requirements of that Central Business District. Much of the water supply of neighboring villages will be sucked up by the district’s buildings.
Also think of the air quality in the area. The tens of thousands of vehicles and the hundreds of thousands of people doing business there will all pollute the air. Right now, the air there is clean because of the open spaces and greenery. That will change once the Central Business District—which Quezon City does not need—becomes a reality.
Junk that crazy idea.
