The Police Component of the African Union Mission in Somalia (AMISOM) in partnership with the Somali Police Force has launched a capacity building and leadership-training programme in the form of a refresher course tenable at the Brigadier General Kahiye Police Academy in Mogadishu on January 19th 2012.

The training programme is earmarked to develop and enhance knowledge of Ninety-seven (97) Middle management Police Commanders (Lieutenants) including five female Officers which is organized and funded by the Somali Police Force.
The Training and Development Unit of AMISOM Police Component will provide training in the areas of Police Leadership, Public Order Management, Gender, Crime Prevention, Beat and Patrol Management, Use of Force, VIP Protection and Escorts, Human Rights, Community Policing and Discipline reflecting the courses identified by the Somali Police.
Similarly, Somali Police Trainers will also facilitate training on Somali Penal Code, Common Law and general legal obligations amongst others.

Dr Benjamin, Training and Development Coordinator stated that “the course was launched at the right time, after priority areas for 2012 were determined at a consultative meeting on 7th January 2012 between AMISOM Police and Somali Police Force leaders”.
He continued to say that, “We were eager to contribute to the recently launched SPF training because it is in line with our mandate to build the capacity of Somali Police Force to international policing standards, to enable them deliver services to the people“.
He further stressed that “Our contribution to the SPF training will equip Somali police commanders with the skills and knowledge to effectively perform their duties as Police Station Commanders in newly liberated areas of Somalia”.
The Commandant of the General Kahiye Police Academy, Brigadier General Ahmed Dayib Ahmed, who presided over the launching ceremony, commented that; “The SPF has a critical task to protect civilians and maintain law and order across the country. It is against this background that, we would like to further develop our Police Commanders with the pre-requisite management skills to ensure that our Police Force will fill the vacuum in the new liberated areas of Somalia”.

Somalia police getting ready for post war service

In Somalia 97 junior police officers are undergoing a refresher training programme in Mogadishu in an effort to buttress law and order after peace is secured in the country.



Emma Tinka, head of the Ugandan government's public affairs, announced that the police component of the African Union Mission for Somalia (AMISOM) has launched a capacity building and leadership-training, contributing to an ongoing Somali Police Force (SPF) training of the officers.



Both Ugandan and Burundian governments deployed troops to Somalia shortly after the creation of AMISOM in 2007. Kenya also recently sent soldiers to Somalia after Al-Shabaab militias allegedly crossed the Kenyan border, abducted holiday makers and made demands for a huge ransom.



Tinka stated that: "The training which is currently underway at Brigadier General Kahiye Police Academy in Mogadishu has been organised and funded by the Somali police force."



"The 12-week training course, now a week old, will equip junior police commanders selected from various police stations across Mogadishu with skills and knowledge to perform their duties in newly liberated areas of Mogadishu."



Earlier this month, AMISOM forces pushed Al-Shabaab out and secured a large portion of Mogadishu, the Somali capital.



It was also reported that Ethiopian troops - deployed to Somalia after an appeal from the Intergovernmental Authority on Development (IGAD), a regional body - had captured the strategic Somali town of Baladweyne from Al-Shabaab.



Somalia police official, Ahmed Ali said that the "timely training" comes after a consultative meeting held on 7 January between AMISOM police and the SPF to help maintain law and order after peace is finally secured in the country.



And according to Brigadier General Ahmed Dayib Ahmed of the Somali Police Force "the...force has a critical task to protect civilians and maintain law and order across the country. In this light we would like to encourage and train police commanders with the appropriate skills and knowledge."



"Our force is still new. The training will help much in building capacity of Somali police force especially in delivering services" Ali said

.

Over 300 Somali soldiers have been trained in Uganda over the past few years.

AMISOM works with Somali Police Force to monitor and vet former officers


Mogadishu-March 17th, 2012; For the past two weeks, the AMISOM Police component has been working with the Somali Police Force (SPF) to facilitate the screening and re-recruitment of former Somali Police Officers who had been displaced from their official positions since the conflict erupted in Somalia over twenty one years ago.

A seven member committee was established on 28th February 2012, and tasked to collect data and screen a target of 600 former Somali police personnel. The AMISOM police component will monitor the screening process and vet the final selection of ex?SPF personal. Currently, 460 former SPF personnel, including 50 females and 410 male, were successfully screened.

Dr. Charles Makono, AMISOM Police Commissioner said;” The former Somali policemen will play a vital role to strengthen the current Police force by transferring their skills and wealth of knowledge to recent recruits. In the spirit of our mandate we will work diligently with the Somali Police Force to ensure that a standardized and vigorous vetting process is in place."

The lack of a central government and protracted conflict in Somalia created a state of lawlessness across the country but following the liberation of Mogadishu from Al?Shabaab terrorists, the Transitional Federal Government has been able to rebuild structures of law and order and re?establish security within the capital.

The AMISOM Police component continues to expand its activities to build the capacity of the Somali Police Force (SPF). Yesterday, AMISOM Police began to monitor the payment of stipends for SPF with donor funds from UNDP, UNPOS and the Japanese government’s donations. Currently, AMISOM Police is also training ninety?seven SPF station commanders at Brigadier General Kahiye Police Academy in Mogadishu.

So far, training for the Somalia Police has been an international effort. Their training was sponsored by the European Union and their salaries paid for by the United Nations Development Program (UNDP). Japan donated $10 USD million to boost the police operations and capabilities.

Meanwhile 1,300 police officers are undergoing training at the General Kahiye police training base and hundreds others are undergoing wider training in Ethiopia, Uganda and Djibouti.

Somalia's Transitional Federal Government (TFG) police normally receive their salaries in a unsystematic and sporadic manner. They are not paid on a monthly basis but receive money after four, seven, or even nine months that ranges from $500 to $1200 USD which is slightly higher than the TFG military which receives $100 USD per month.

The Darawish unit was originally formed by former president General Mohamed Siad Barre in the early 1970s as a national military police force; it ceased operations during the civil war and ensuing conflicts of the past two decades.
Reconstruction and maintenance of the old base in the Agadhiig neighbourhood were recently completed, and it officially re-opened on July 26th.
Somali President Sheikh Sharif Sheikh Ahmed, Minister of State for the Ministry of Interior and National Security Abdi Ahmed Ali, Commissioner of the Somali Police Force Sharif Sheikhuna Maye, as well as police commanders, the national musical band and members of the Darawish attended the opening ceremony.
Speaking to members of the Darawish, the president said, "Your job is to provide security, to protect of officials and fight terrorism. You have to play a big role in the areas liberated from al-Shabaab and provide services for the local residents."
"The police have to take control of this unit as they are responsible for overseeing security instructions and making sure they are implemented according to the rules and regulations," Ahmed said.
Ali said his ministry was prepared to raise the level of the Darawish through training from developed countries. He said the re-opening of the Darawish base will play an important role in the success of the joint operations between the police and intelligence services.
Defence strategist Farhia Faarah Iidle said former al-Shabaab members defected from the group and joined the Darawish to help the intelligence services hunt down remnants of the al-Qaeda-affiliated group and foreign fighters in Somalia.
Iidle said the Darawish are on a mission to target terrorist hideouts and their supply centres with the aim of inflicting heavy losses among the ranks of al-Shabaab remaining in the central and southern of Somalia.
The new Darawish force is also comprised of members of the former Islamic Courts Union who have been rehabilitated and integrated into the police after completing training courses in Kenya, Uganda, Djibouti and Turkey, according to Mogadishu-based political analyst Mohamed Aadan.
Aadan told Sabahi that the transitional government provided social rehabilitation for former Islamic Courts members, as well as military training intended to integrate them into the Darawish section of the police force. He said these former militiamen have firsthand knowledge about al-Shabaab members and their sympathisers.
"The new Darawish force is better informed than the other forces when it comes to identifying the faces and uncovering facts about the al-Shabaab fighters," he said.
Police Commissioner Maye said that re-opening the base after 21 years is a source of great joy for members of the Darawish unit, who had previously been based in temporary lodgings in damaged buildings.
He said the Darawish operations will be co-ordinated to achieve on-the-ground progress and put an end to the violence and terrorism ignited by the al-Qaeda-linked al-Shabaab group.
"Five years ago, I was a militant for the Islamic Courts militias, but I voluntarily joined the local police force in April 2009 until the re-establishment of the Darawish was announced," Abdiqadir Haji Hassan, a soldier in the Darawish police unit, told Sabahi. He confirmed that former militia members in the Darawish force have been rehabilitated by allied nations.
"I man a key checkpoint in Mogadishu, the X Control Afgoye, which inspects all cars, trucks and even individuals in an attempt to secure the capital," Hassan said. "With God's grace, we have been successful."

I honestly wonder, why can't Somalia gain access to better weaponry when places like Afghanistan or Iraq can.

I think very few countries can legally import firearms. Somalia has been so for the past decade or so and now Syria has joined that list.

I think when the new recognised government is formed this Aug, Somalia will be off that list and we should see few decent equipment for our boys.

I honestly hope the new government don't use Russia Like Said Barre did as their main supplier of arms.

As far as I know, the arms embargo was lifted by U.S at Dec, 2006.

I don't know if they put back in again.

No, the sanctions still stand, and they are a UN action, not US. But many believe that the US is covertly violating the sanctions and arming Somali militias anyway.

If Somalia ever wants to become a normal country that can beef up it's military, it needs to have these sanctions lifted.

I know that, but the 5 members with a neto power (china, U.S, Britain, France and Russia) all voted in favour of removal of the arms embargo in 2006 secretly.

Guess who introduced the draft at U.N?

UN arms embargo on Somalia
In January 1992 the UNSC imposed an open ended arms embargo on Somalia. In February 2007 the embargo was amended to allow arms supplies to Somali Government Forces.

In January 1992 Security Council resolution 733 (PDF) established an arms embargo on Somalia. In June 2001 Security Council resolution 1356 allowed for exemptions to the embargo for supplies of non-lethal military equipment for use in humanitarian operations.

In July 2002 Security Council resolution 1425 (PDF) clarified the scope of the arms embargo, making clear that it prohibited the financing of arms acquisitions as well as the direct or indirect sale or supply of technical advice or military training.

In December 2006 Security Council resolution 1725 (PDF) partially lifted the UN arms embargo on Somalia. The resolution authorized the Intergovernmental Authority for Development (IGAD) and African Union member States to deploy a regional intervention force to protect Somalia's Transitional Federal Government (TFG) and to arm and train the TFG security forces. The resolution maintains the existing embargo but states that its provisions do not apply to transfers of military equipment, technical training and assistance intended for the regional intervention force.

Security Council Resolution 1744 (PDF) of February 2007 limited the embargo to non-state actors. It allows the supply of weapons and military equipment intended solely for the purpose of helping develop Somali security sector institutions. The sanctions committee on Somalia must be notified in advance of such supplies and has the possibility to halt them.

In November 2008 Security Council Resolution 1844 (PDF) amended the arms embargo to target entities that have violated the arms embargo or obstructed the delivery of humanitarian assistance to or in Somalia.

Two years after training 500 Somali police officers, the Djiboutian police force has begun training 200 more.

The Somali police officers, who arrived in Djibouti on January 18th, are enrolled at the Idriss Farah Abaneh Police School, where they are learning how to maintain order and improve security. The new batch of officers includes 16 women, and the training will last about three months.

"The Somali policemen and policewomen will face the onerous task of establishing security and stability after two decades of chaos," said Somali Consul to Djibouti Abdirahman Mohamed Hirabe.

"President Hassan Sheikh Mohamud's government has laid the foundations of a police force capable of keeping Somalis safe effectively," he told Sabahi. He thanked Djibouti, Italy and the African Union Mission in Somalia (AMISOM) for supporting his country in this training effort.

"The police officers being trained by our allies will protect the safety of Somalis and arrest criminals and gangsters by conducting police investigations just like any other police force in the world," Hirabe said.

He said the officers will be deployed in areas liberated from al-Shabaab by Somali and AMISOM forces.

"Somalis and Djiboutians share the same language, the same culture and the same religion," he said, adding that it is easier for Somali forces to be trained in Somali.

Somali police are trained in Djibouti under an agreement between Djibouti and the African Union signed in January 2012.

Adaweh Abdi, a legal advisor at the Djiboutian Ministry of the Interior, said, "The training provided to the 200 Somali police officers covers basic police duties, investigation techniques, crime prevention and judicial inquiry procedures."

"Once they have acquired this basic knowledge, the Somali police officers trained here will be able to protect their fellow citizens," he told Sabahi. "The aim is to do a thorough job. In order to do that, it is crucial for this kind of training to be repeated; that is how we will achieve satisfactory results in the short term."

Mohamed Dabaleh, a manager at the department of bilateral relations within the Djiboutian Ministry of Foreign Affairs, said, "Djibouti, like every country that has contributed troops to AMISOM, as well as the international community need to do everything in their power to bring peace, security and stability back to Somalia."

"We will continue to help Somalia because it is a brother country and what happens there affects us one way or another," he told Sabahi.

Where did you hear These police officers were trained by the Italians? Maybe pre-war, but it seems like the Italians didn't deal with Somalia since then, which is quit good.

The government plans to deploy the 1,000-strong unit by the end of April, comprising troops from various branches of the armed forces and security services, according to Mohamud Ahmed Hirsi, a manager in the military supply and logistics department of Somalia's Ministry of Defence.

The unit will dismantle and disarm terrorist cells and hideouts, root out their operatives and defuse bombs, in an effort to restore peace and order in the capital.

"These units are charged with hunting down terrorists and those accused of being involved in assassination operations against peace activists, journalists, police and army officers," Hirsi told Sabahi. "Among its goals are to attack terrorist groups that commit murder, robberies and stealing remittances, as well as infringing upon private property, service institutions and restaurants."

Some troops from the new unit will patrol pockets of the city where rebels have been known to hide out, enforcing tight security measures, Hirsi said. Other troops will mount roadside security checkpoints elsewhere in the capital, requiring motorists to show identification and submit their vehicles to security inspections.

Al-Shabaab claimed responsibility for a spate of deadly suicide bombings and car bomb attacks in Mogadishu in recent weeks. The militant group has also been tied to a number of assassination attempts, including one on April 8th when Sheikh Bashir Ahmed Salad, chairman of the Somali Islamic Scholars Council, survived after a bomb exploded in his car.

Somali President Hassan Sheikh Mohamud on April 18th paid a visit to the Jazeera Training Camp near Mogadishu, where members of the new unit are training.

The unit's presence in Mogadishu will strengthen the Somali federal government in combatting threats from al-Qaeda and its affiliated groups, as well as bring peace and prosperity to Somalia, Mohamud said.

"It gives me great pride to see your faces," he told the special unit's members. "You are the future of Somalia because you have attended this training due to your high ethics, as you have distanced yourselves from chewing khat, smoking cigarettes, taking drugs or drinking alcohol."

"Our valued army, we are with you. You have carried your weapons, defending your country against the terrorist enemy," Mohamud said. "I urge you to be united so we can bring back stability and tranquillity to the capital."

The Ministry of Defence has yet to allocate a budget for this special unit, Hirsi said. In order for the government to launch any urban offensive against al-Shabaab in Mogadishu, money is needed to buy uniforms, helicopters, marine equipment, speedboats, military vehicles and advanced weaponry, he said.

"Somalia is expecting a more active role from the international community in order to build its forces and make it more efficient in protecting its land and shores as well as combating terrorist operations and facing off piracy and all other surprises in the field," Hirsi said.

Time is of the essence
The government should not wait too long to deploy its new anti-terrorism unit because terrorist activity scares off investors and hinders economic development, according to economist Mustafa Hassan Afrah.

After losing its main sources of funding, al-Shabaab has relied on remittances and staging armed robberies of jewellery shops to finance its terrorist activities, Afrah told Sabahi.

That is why it is important to send troops into Mogadishu quickly and detain militants before they can carry out suicide attacks on banks and government buildings, he said.

Minister of Information and Telecommunications Abdullahi Ilmoge Hirsi said the government would not stand by idly and allow terrorists to kill innocent people, vandalise commercial buildings or steal people's money.

Bombings in crowded civilian areas aim to bring about chaos and terrorise foreign visitors and Somalis who have returned home from abroad, he said.

"I cannot give a specific date as to when this threat from al-Shabaab will be over but I expect it to soon end," Hirsi told Sabahi.

"We will be discussing several issues to reinforce security and national dialogue so we can thwart car bomb attacks," he said, adding that one of this unit's objectives will be to locate and dismantle the safe houses al-Shabaab uses to plan and carry out attacks. "We will monitor the situation before the explosives are sourced and prepared, and will be on the look-out for conspiracies and attacks from this group."

"[Al-Shabaab's] presence has dwindled, its sun has set and its star has died," Hirsi said. "We will prove ourselves worthy on the battlefield as our forces achieve even more victories."

The Benadir administration has launched a neighbourhood watch programme that is enlisting the help of citizens to prevent terrorist attacks and other criminal activities.

The watch, dubbed the Fostering Neighbourhood and Social Integration Programme, is underway in the Hamar Weyne, Hamar Jajab, Waberi, Dherkenley, Bondhere, Wadajir, Huriwa and Howlwadag districts of the Somali capital, Benadir administration spokesman Mohamed Yusuf said.

"We are planning to expand the project to all districts so that security is strengthened," he told Sabahi.

Under the programme, each district is divided into blocks of 50 houses and assigned a block leader who is responsible for passing along any suspicious activity reported by neighbours to the police. In addition, block leaders will hold weekly meetings with residents to discuss security issues and promote a sense of communal responsibility for the neighbourhood's security.

District commissioners who spoke to Sabahi welcomed the programme, saying it is helping Mogadishu's residents take ownership of their own safety.

Hamar Weyne District Commissioner Abdullahi Sahal Gardhub said the new programme is helping authorities gather better intelligence.

"We are now aware of the activities of district residents because they have been asked to report when new people move here," he told Sabahi. "This will help us prevent any activities that threaten security."

Last November, tips from citizens helped authorities crack down on suspected al-Shabaab operatives who were living in the Yaqshid area on the north side of Mogadishu. On November 22nd, police, tipped off by a landlord, killed al-Shabaab commander Abdinur Gardhub and arrested 16 other suspected militants. Another tip led to the November 24th arrest of 21 suspected al-Shabaab militants and the seizure of a cache of weapons.

Hamar Jajab District Commissioner Mohamed Ali Ahmed said dividing his district in four blocks has made it easier to detect and monitor suspicious activity. "We know a lot about the residents of our district and have asked the public to report anyone who is making trouble or creating instability to security officers such as the police," Ahmed told Sabahi.

Yasin Abikar, a 45-year-old business owner in the Waberi District, told Sabahi that locals have felt safer since the administration implemented the programme in his district. The public now can go about its business and daily activities without any trouble, he said.

"As the residents of Waberi district, we welcome this programme created by Benadir region officials," he said. "Security is very good, and even though incidents can still happen, we operate our businesses till 10 pm."

Bondhere resident Luley Osman, 37, said this programme has the potential of having a great impact on city's security. She said that if accompanied with a better prepared police force, the neighbourhood watch can help prevent explosions such as the court complex bombing on April 14th by providing useful intelligence to authorities.
