24 heures après avoir inauguré la Shoura Bank du célèbre holding égyptien "Shoura Group", le Président de la République, M. Ismail Omar Guelleh, a posé, hier à Ali-Sabieh, la première pierre de la cimenterie Shoura Djibouti.
Au pied du mont Arrey, l’industrie est roi. Le ciment surtout. Hier, lundi 21 juin 2010, restera une autre journée historique dans les annales de cette belle région qui est devenue aujourd’hui, sans aucun doute, la capitale industrielle du pays.
Hier, membres du gouvernement, élus du peuple et représentants du Corps diplomatique accrédité à Djibouti, tous étaient là au milieu d’une marée assajog en liesse pour applaudir devant l’Histoire et pour l’éternité...la pose de la première pierre du deuxième projet de cimenterie par le Président de la République, M. Ismail Omar Guelleh : la cimenterie privée "Shoura Djibouti", du géant égyptien "Shoura Group".
Le chef de l’Etat qui a prononcé une brève allocution a rappelé combien cette future cimenterie renforcera le processus national déjà mis en place dans le cadre de notre lutte permanente contre la pauvreté.
D’autre part, le Président Ismail Omar Guelleh a longuement interpellé la communauté d’affaires de Djibouti pour accompagner cette noble initiative en prenant part au capital de cette entreprise. Et ce, déjà, dans le coût de la construction de l’usine.
L’acceptation que d’autres puissent acquérir des parts de marché et des actions dans les différents projets qu’initie Shoura Group à Djibouti s’avère manifestement une des constantes de la politique de ce groupe financier. Ainsi, avait-il déjà fait part, hier encore, à l’occasion de l’inauguration de sa banque, de sa disponibilité d’intégrer des capitaux extérieurs aux siens, jusqu’à hauteur de 40%.
"La pose de la première pierre de la cimenterie Shoura de Djibouti, à Ali-Sabieh, renforcera la volonté de création d’un pôle industriel. Cette volonté s’inscrit parfaitement dans l’objectif globale de la politique industrielle du gouvernement qui favorise la mise en place d’un réseau industriel performant, capable de soutenir en amont et en aval le développement de l’agriculture et l’élevage, en valorisant les ressources naturelles", a déclaré le ministre du Commerce et de l’Industrie, M. Rifki Abdoulkader Bamakhrama, qui a précisé notamment que "ce projet permettra la création d’au moins 200 emplois sur le site même, et constituera par conséquent, une réponse certaine aux problèmes de chômage des jeunes, dont souffre la région".
Part ailleurs, faut-il rappeler que la nouvelle usine, dont le fonctionnement doit entrer en vigueur après les deux ans de constructions, s’étendra sur une superficie de 25 hectares. Elle ambitionne de produire 1,5 million de tonnes de ciment par an. Pour un investissement global d’environ 220 millions de dollars US.
C’est donc certain : l’importance de sa capacité de production mettra fin aux pénuries sans cesse fréquentes du marché local du ciment et aux spéculations des prix qui s’ensuivent. Toujours. Et cela, avec les deux tiers qui seraient prévus à l’exportation.
