The new city hall design is too modern,.. why not pattern it after the neo-classical design, favored by the sorrounding structures...

habagatcentral1 May 9th, 2007, 10:29 AM They should preserve Plaza Libertad and revitalize it as a tourism zone and build a new city hall complex elsewhere. They will also be negating their own local ordinance which declared Calle Real as a heritage zone if they continue.
There are ways to restore the current building to bring back its old charm if they consult the right people and not some pseudo-restoration architect. The testament to that is the Provincial Capitol of Pangasinan which underwent a three-year restoration under the care of restoration architect Jojo Mata.
It's sad that here in the Philippines, the "new town" concept of urban planning is rarely used and government officials opt to crowd already congested areas.

Just talked with Mr. Butch Peñalosa of the City Planning Office of Iloilo and he told me that City Engineers have already condemed the present city hall as cannot be used anymore (or something like that) due to threats of a collapse and needing more office space for the city government itself.
After elections, the City Hall will be vacated for the construction of a new building, which according to the city officials, is complying to the standards of the surrounding heritage buildings.

^^ That's right. It was condemned since more than 5 years ago, especially the Sanggunian Wing. I don't know why they are still in that building, considering the threat to their lives. :lol: :lol: :lol:

It looks to me that Isabela's is bigger but Iloilo's is a lil taller especially with that added dome and penthouse.

Well, not quite the ghost-story type, but the Manila City Hall is a horror in itself: there obviously is no clear master plan being followed on its upkeep. Like so much of our once-beautiful Manila, City Hall exemplifies haphazard, tasteless add-ons and cheap improvisations. Those unsightly added floors have disrupted any sense of vertical proportion; and then there are those individual air con units sticking out from each window like a series of pimples. Why couldn't the building have been gutted in increments and a cooling plant installed for central air?
Looks like the city admins prefer the sari-sari barong-barong look over "world class capital city". What a clear symbol of the urban ills that plague this "Pearl of the Orient" :ohno:

Three blocks north of the cathedral, bound by Gatuslao and Lacson Streets is the provincial capitol complex. This consists of the capitol building and an artificial lagoon in a spacious park, in front of it. The capitol was built from 1924-35, following the Beaux Art style favored by the city planner Daniel Burnham, who came to the Philippines early in the century upon the invitation of William Cameron Forbes, appointed as governor general in 1904. Burnham recommended William Parsons as consulting architect for the Philippine government. Parson arrived in 1905 and organized the architectural office of the Bureau of Public works in which were employed American and Filipino architects, including Tomas Bautista Mapua, Juan Nakpil, Juan de Guzman Arellano. The Bureau favored the Neoclassic style for government buildings setting a pattern for many provincial capitols.
Heritage features: The Bacolod Provincial is planned as an E. The central section is marked by a three story colonnade crowned by Corinthian capitals. From this central portion wings run parallel and come to a stop at wings built perpendicular to the central structure. Entrance to the capitol is through wide stairs equal in length to the colonnade. Three entrances lead to the central lobby. Directly in front twin staircases in tropical hardwood lead to the main session hall of the building on the second floor. Long corridors to either side of the lobby lead to the wings flanked by office spaces.
From the second floor secluded and narrow flights of stairs lead to an upper gallery (corresponding to the attic in the Neoclassical design) from which visitors could watch the proceedings of the provincial council.
Sculptures decorating the capitol and the adjacent lagoon are attributed to Guillermo Tolentino, national artist for sculpture.

He is the only known Filipino sculpture that made an Angel of Victory monument in the county. Its one of the most well known monument in Mexico City today.

At its base is a platform-like structure with figures depicting the causes of the Philippine Revolution. The pylon is composed of five parts which correspond to the five aspects of the Katipunan-Kataastaasan, Kagalanggalang na Katipunan ng mga Anak ng Bayan. The monument stands on a base in the shape of an octagon which symbolizes the first eight provinces placed under martial law for revolting against Spain and the eight rays in the Philippine flag. There are three steps leading to the monument which represent the three centuries of Spanish rule. A part of the monument is a reflecting pool which alludes to the power of water described by José Rizal in his novel El Filibusterismo:
“That water is mild and can be drunk but it drowns out the wine and beer, puts out the fire; heated, it becomes steam, and ruffled, it is the ocean; once it destroyed mankind and made the earth tremble to its foundation.”
The Bonifacio Monument was inaugurated on November 30, 1933.

This was when we made aesthetically pleasing statues and monuments. Back then, even the materials used where much better. Unlike now, where statues or monuments are less than visually desirable and made from fiber glass and then colored bronze.
Was Tolentino the one who designed the monument in Mexico?

^^The proposed design of the New City Hall, they will start construction 2nd quarter this year (after the elections),
They will tear down the current dilapidated and dangerous one to make way for this new structure. It faces Plaza Libertad (Plaza Alfonso XVII ).

i really think that I'm going to hate this building after its completion... it will take the historic ambiance of plaza libertad... grrr.. stupid architectural thinggy!

4. Bulacan - Art Nouveau works well here
5. Surigao del Norte/Misamis Occidental - I love the detailing behind the columns!

7. Quezon - Art Deco galore!
8. Batangas - a little repair and this magnificent capitol can shine again
9. Basilan - the sharp edges of the dome, corners and arches are a wonderful variation on Islamic architecture
10. Mountain Province - has American features but retains a hint of the Cordilleras
Apart from Basilan (and probably Sulu and Palawan too), all of my choices were pre-WWII capitols, all built during the American colonial period. I guess none of the more modern capitols really impress me.

1. Surigao del Norte- The detailing behind the columns seem to reflect the lush greenery surrounding it. It's very stately.
2. Bohol- It has an Old World feel.
3. Cebu- Has a grand dome that has become emblematic of the city and province.
4. Palawan- It has a unique design among the capitols. Is this what we call "brutalist" architecture?
5. Batangas- It is elegant and well-appointed. A fresh coat of paint will make it shine out once more.
6. Negros Occidental- Its setting gives it a very imposing presence.
7. Lanao del Norte- The Asian contemporary design looks fresh and seems to convey a feeling of dynamism and transparency.
8. Nueva Ecija- It's got a classic but contemporary look. I like the clean lines.
9. Ilocos Norte/Ilocos Sur/Pangasinan- They are well-kept and elegant.
10. Capiz- The Spanish influence in its make-up is charming.

"The Authority of Government Emanates From the People"
Next is Pangasinan:
With the enscription, "By the Governent For Administration Of A Civil State Promoting Life Liberty and the Pursuit Of Happiness"
but Mati, Davao Oriental beats them all with the words "In God We Trust"
If only every Filipino would trust in God and every government official fears God..... this would spell salvation for our dear beloved nation.

Three blocks north of the cathedral, bound by Gatuslao and Lacson Streets is the provincial capitol complex. This consists of the capitol building and an artificial lagoon in a spacious park, in front of it. The capitol was built from 1924-35, following the Beaux Art style favored by the city planner Daniel Burnham, who came to the Philippines early in the century upon the invitation of William Cameron Forbes, appointed as governor general in 1904. Burnham recommended William Parsons as consulting architect for the Philippine government. Parson arrived in 1905 and organized the architectural office of the Bureau of Public works in which were employed American and Filipino architects, including Tomas Bautista Mapua, Juan Nakpil, Juan de Guzman Arellano. The Bureau favored the Neoclassic style for government buildings setting a pattern for many provincial capitols.
Heritage features: The Bacolod Provincial is planned as an E. The central section is marked by a three story colonnade crowned by Corinthian capitals. From this central portion wings run parallel and come to a stop at wings built perpendicular to the central structure. Entrance to the capitol is through wide stairs equal in length to the colonnade. Three entrances lead to the central lobby. Directly in front twin staircases in tropical hardwood lead to the main session hall of the building on the second floor. Long corridors to either side of the lobby lead to the wings flanked by office spaces.
From the second floor secluded and narrow flights of stairs lead to an upper gallery (corresponding to the attic in the Neoclassical design) from which visitors could watch the proceedings of the provincial council.
Sculptures decorating the capitol and the adjacent lagoon are attributed to Guillermo Tolentino, national artist for sculpture.

About the Building
Constructed in 1925 after American architect Daniel Burnham's neo-classical design, the Negros Museum was the former Provincial Capitol building where the past governors of Negros Occidental held office until the early 1970's. For a time it housed the Hall of Justice until it was finally abandonned and fell into a state of disrepair. In 1992 during the term of Gov. Daniel L. Lacson, it was turned over to the Negros Cultural Foundation. This building was considered by the late National Artist for Architecture, Leandro V. Locsin, as the most beautiful capitol building in the Philippines because of it's fine symmetry and proportion.

The provincial government I believe still uses the Cabanatuan capitol, but has moved most (if not all) offices to the capitol in Palayan. The odd thing was that the capitol was only recently finished, despite Palayan having been designated as Nueva Ecija's capital since 1965!

I like them both but my comment is referring to the one in Palayan City. There's much to be desired when it comes to landscaping though. IMO, what makes these civic structures stand out even more is not just the buildings themselves but also also how they are set in the city grid, the landscaping and their relationship to other structures in the area.

Yung Palayan capitol 2002 natapos at pinagawa ni Eduardo Joson if not mistaken (please correct if I'm mistaken at mula 1965 hanggang 2002 sa damuhan sila nagse-session dahil wala pang kapitolyo noon sa Palayan City) at kahit sabihin mong luma ang nasa Cabanatuan City, maganda naman ang CR nila, yun nga lang wala minsan tubig at saka under renovation ang buong Cabanatuan City capitol.

What I meant by the last sentence of my previous post was that I find it odd that even though Palayan City was designated as the capital (punong bayan/kabisera) of Nueva Ecija since 1965, the new capitol there (bahay-pamahalaan/kapitolyo) was only recently finished. Better late than never! Because in the case of Cavite, the capitol still remains in Trece Martires (the seat of the provincial government) while the capital since the 1970s, I think, has been Imus. The provincial government never bothered to relocate the seat of government to Imus, because Trece Martires is already in the geographic centre of the province, and doing so will be costly - Cavite has already moved its capital once (from Cavite City to TMC). Meanwhile it may take many years before Agusan del Norte or Rizal relocate their capitol inside their province.

For Cavite, I think Trece Martires remains the capital town although it would seem as if it is Imus because it is the business hub.

Yung Palayan capitol 2002 natapos at pinagawa ni Eduardo Joson if not mistaken (please correct if I'm mistaken at mula 1965 hanggang 2002 sa damuhan sila nagse-session dahil wala pang kapitolyo noon sa Palayan City) at kahit sabihin mong luma ang nasa Cabanatuan City, maganda naman ang CR nila, yun nga lang wala minsan tubig at saka under renovation ang buong Cabanatuan City capitol.

Come to think of it, they'd look great together! The lines of the new capitol echo those of its predecessor. The old one is smaller but not less grand while the new one complements the majesty of the former. How I wish they had constructed the old and new together the way the OZs did with the old and new Parliamentary buildings for Canberra.
barrera_marquez April 11th, 2008, 10:01 AM I took the picture of the Cabanatuan capitol only this Monday kaya bago iyan. Sayang at hindi ko nakunan yung renovation sa loob! Nakakalat nga yung mga tiles sa may gilid sa likuran. Siguro pipinturahan na rin iyon kaya magiging maganda na rin iyon. Imposible namang kuhahaan ang kapitolyong iyon gaya ng sa Palayan dahil may monumento sa harapan noon at maraming puno, harang lang.
Sa totoo lang, yung sa Cabanatuan at Palayan pareho nang capacity dahil pareho silang two-story.

I strongly feel the Mandaluyong City Hall complex lacks architectural unity. The Executive Building is so out of place. I guess it is a product of a yearning to emulate Makati's whose modern City Hall rises from across the Pasig River.

Historic viewing of two murals depicting the MacArthur Landing was unveiled on October 20, 1964 by President Diosdado Macapagal while the First Mass was unveiled on March 31, 1965 by Ambassador Fernando Lobao de Carvalho of Portugal and the Marquis de Aumon representing the Government of Spain.
Leaders
The first eighty years of Spanish colonization were years of conquest and prayer, blood compacts with chieftains expeditions and occupation. Then followed the long task of development and settlement of new-found islands. Government records for this period were even more rare. Politically, Leyte seems to have existed as early as 1622. The two provinces were politically separated in 1768. Late in the 19th century, Leyte was a third class province with 28 pueblos.
The capital site of Leyte changed several times before Tacloban, now a city, became the permanent capital. There are no definite records of provincial leaders before 1831. After that the following shows how political authority changed hands and titles:

Errr. Largest in terms of land area, maybe. Take a look at Makati City Hall. It's high-rise and the floor area would definitely exceed that of Tagum's. :)

The Iloilo Capitol does have an elevator and so does the future City Hall. I guess that's the trend if the building would be of multiple levels.

But anyway, although its modern but it is still historical...well, in political history of course because of the Capitol Siege that happened on 17 January 2007.

Helipad? Is it the helipad where helicopters land or helipad as a sort of abbreviation? Yes, it is high-tech (probably the most) and quite cool inside. However, they did pay a price to attain that - a whoping Php 2 Billion. The most expensive and tallest capitol in the country today. :)

Also, there are no court rooms in the capitol. They are in the neighboring Hall of Justice.

Some background info regarding Silay...
Founded in 1760, Silay evolved from being an old Spanish settlement. Migrant families from Iloilo gave vigor to Silay, making it an important commercial and agricultural settlement during the Spanish era. In 1846, cultivation of sugarcane led by Yves Leopold Germain Gaston made the town prosperous. November 5, 1898 played a significant role in Silay’s history. Sugarcane workers attacked the Spanish garrison and made the Spaniards surrender peacefully. It was a bloodless revolution. The Philippine flag was raised for the first time at the public plaza. Silay, famous for its artists and cultural shows, became the “Paris of Negros”.Kahirup Theater was the center of these activities. Jose “Pitong” Ledesma, a Silaynon pianist, conductor and philanthropist was one of those responsible for inviting operatta and zarzuela performers from Europe. Silay is the second town in Negros Occidental to become a city on June 12, 1957.
Silay is known as the “seat of arts, culture and ecotourism” and is recognized by the Department of Tourism as one of the top destinations in the Philippines.

I guess this is the old Capitol building which is infront of the cathedral. One thing I notice, and daming mga ibon dito kapag takim silim hanggang gabi.

The Sandiganbayan is a special court in the Philippines which was established under Presidential Decree No. 1606. Its rank is equivalent to the Court of Appeals. The court consists of 14 Associate Justices and 1 Presiding Justice. The Sandiganbayan building is located at Centennial Building, Commonwealth Ave., Batasan Road, Quezon City in Metro Manila.
History:
The creation of the Sandiganbayan was originally provided for by Article XIII of the 1973 Constitution of the Philippines:
"SEC. 5. The National Assembly shall create a special court, to be known as Sandiganbayan, which shall have jurisdiction over criminal and civil cases involving graft and corrupt practices and such other offenses committed by public officers and employees, including those in government-owned or controlled corporations, in relation to their office as may be determined by law."
In obedience to this mandate, the late President Ferdinand Marcos, exercising the emergency legislative power granted him under Amendment No. 6 of the 1976 Amendments to the 1973 Constitution, issued on June 11, 1978, Presidential Decree No. 1486 creating the Sandiganbayan and putting it on the same level as what were then known as the Courts of First Instance, now the Regional Trial Courts. Shortly thereafter, however, the Sandiganbayan was elevated to the level of the Court of Appeals by virtue of Presidential Decree No. 1606 issued on December 10, 1978.
At the start of its operation on February 12, 1979, the Sandiganbayan had only one Division, composed of the Presiding Justice, Hon. Manuel R. Pamaran, and two Associate Justices, Hon. Bernardo P. Fernandez and Hon. Romeo M. Escareal, and a skeleton force of fifteen (15). The start of the third year of the Court's operation in 1981 was marked by the activation of the Second Division. The appointment of three more Justices of the Third Division in August 4, 1982 completed the full membership of the Court.
The People Power Revolution of February 1986 signaled the beginning of a new dispensation, caused substantial changes in the entire government machinery, including the judiciary. However, both the “Freedom Constitution” and the new Constitution have seen fit to maintain the Sandiganbayan as one of the principal instruments of public accountability. In furtherance of this, its jurisdiction has been broadened to include the so-called “ill-gotten wealth” cases investigated by the Presidential Commission on Good Government (PCGG) through Executive Orders No. 14 and No. 14-A. In the reorganization program of the new government, the resignation of some of the members of the Court was accepted leading to the appointment of a new Presiding Justice in the person of Hon. Francis E. Garchitorena.
To further strengthen the functional and structural organization of the Sandiganbayan, several amendments have been introduced to the original law creating it, the latest of which are Republic Acts No. 7975 and No. 8249. Under these new laws, the jurisdiction of the Sandiganbayan is now confined to cases involving public officials occupying positions classified as salary grade “27” and higher. As restructured, the Sandiganbayan is presently composed of a Presiding Justice and fourteen (14) Associate Justices who sit in five (5) Divisions of three Justices each in the trial and determination of cases.

The Philippines' Philippine Coconut Authority (Filipino: Pangasiwaang Pilipino sa Niyog), abbreviated as PCA, is an agency of the Philippine government under the Department of Agriculture responsible for developing the coconut and other palm oil industry to its full potential in line with the new vision of a united, globally competitive and efficient industry.
History:
The Philippine Coconut Authority was created pursuant to Presidential Decree 232 on June 30, 1973. It absorbed and assumed the powers and functions of the then Coconut Coordinating Council (CCC), the Philippine Coconut Administration (PHILCOA) and the Philippine Coconut Research Institute (PHILCORIN).
Today, it is the sole government agency that is tasked to develop the industry to its full potential in line with the new vision of a united, globally competitive and efficient coconut industry.
In 1940, the National Coconut Corporation (NACOCO) was created to promote the growth and development of the industry. It was later renamed in 1954, as the Philippine Coconut Administration (PHILCOA) with the same function and responsibilities.
Ten years after, PHILCOA expanded its scope of operations and renamed as Philippine Coconut Research Institute (PHILCORIN) an agency created to monitor, evaluate and conduct researches on the coconut.
It was in 1971, at the height of the Period of Expansion when the Coconut Coordinating Council (CCC) was created in lieu of PHILCORIN and was tasked to supervise, coordinate and evaluate the implementation of the coconut self-sufficiency program of the government.
But these agencies lacked singleness in its purpose. The framework upon which they operated did not revolve around the total development of the coconut industry where coconut farmers stood at the focal point.
In view of this, the Government of the Philippines deemed it necessary to create an agency that would address that situation, thus, the Philippine Coconut Authority was created on June 30, 1973 by virtue of P.D. No. 232. It absorbed and assumed the powers and functions, including the personnel and assets of the then defunct CCC, PHILCOA, and the PHILCORIN.
Philippine Coconut Authority became an independent public corporation on July 14, 1976 pursuant to P.D. No. 961, reporting directly and supervised solely by the Office of the President. This Decree was the first codification of the laws dealing with the development of the coconut and other palm oil industry.
The Code was later revised on June 11, 1978 by P.D. No. 1468 ("Revised Coconut Industry Code") which eventually became the charter of PCA as a public corporation.
Finally, on January 30, 1987, pursuant to Executive Order No. 116, the Philippine Coconut Authority was officially declared as an attached Agency of the Department of Agriculture (DA). The declaration of transfer to DA from the Office of the President was enacted to provide overall coordination and monitoring of policies and programs of various sectors in agriculture. The attachment was confirmed and incorporated in the Administrative Code of 1987.

The Bangko Sentral ng Pilipinas (BSP) is the central bank of the Republic of the Philippines. It was rechartered on July 3, 1993, pursuant to the provisions of the 1987 Philippine Constitution and the New Central Bank Act of 1993. The BSP was established on January 3, 1949, as the country’s central monetary authority.
History:
In 1900, the First Philippine Commission passed Act No. 52, which placed all banks under the Bureau of the Treasury and authorizing the Insular Treasurer to supervise and examine banks and all banking activity. In 1929, the Department of Finance, through the Bureau of Banking, took over bank supervision.
By 1933, a group of Filipinos had conceptualized a central bank for the Philippines. It came up with the rudiments of a bill for the establishment of a central bank after a careful study of the economic provisions of the Hare-Hawes-Cutting Act, which would grant Philippine independence after 12 years, but reserving military and naval bases for the United States and imposing tariffs and quotas on Philippine exports. However, the Hare-Hawes-Cutting Act would be rejected by the Senate of the Philippines at the urging of Manuel L. Quezon. This Senate then advocated a new bill that won President Franklin D. Roosevelt's support, this would be the Tydings-McDuffie Act, which would grant Philippine independence on July 4, 1946.
During the Commonwealth period, the discussion about a Philippine central bank that would promote price stability and economic growth, continued. The country’s monetary system then was administered by the Department of Finance and the National Treasury. The Philippines was on the exchange standard using the US dollar, which was backed by 100 percent gold reserve, as the standard currency.
In 1939, as required by the Tydings-McDuffie Act, the Philippine legislature passed a law establishing a central bank. As it was a monetary law, it required the approval of the United States president; Roosevelt did not give his. A second law was passed in 1944, during the Japanese occupation, but the arrival of the American liberation forces aborted its implementation.
Shortly after President Manuel Roxas assumed office in 1946, he instructed Finance Secretary Miguel Cuaderno, Sr. to draw up a charter for a central bank. The establishment of a monetary authority became imperative a year later as a result of the findings of the Joint Philippine-American Finance Commission chaired by Cuaderno. The Commission, which studied Philippine financial, monetary, and fiscal problems in 1947, recommended a shift from the dollar exchange standard to a managed currency system. A central bank was necessary to implement the proposed shift to the new system. Roxas then created the Central Bank Council to prepare the charter of a proposed monetary authority. It was submitted to Congress in February 1948. By June of the same year, the newly-proclaimed President Elpidio Quirino, who succeeded President Roxas, affixed his signature on Republic Act (RA) No. 265, the Central Bank Act of 1948. On January 3, 1949, the Central Bank of the Philippines was formall inaugurated with Miguel Cuaderno, Sr. as the first governor. The main duties and responsibilities of the Central Bank were to promote economic development and maintain internal and external monetary stability.
Over the years, changes were introduced to make the charter more responsive to the needs of the economy. On 29 November 1972, Ferdinand Marcos's Presidential Decree No. 72 amdended Republic Act No. 265, emphasizing the maintenance of domestic and international monetary stability as the primary objective of the Central Bank. The Bank's authority was also expanded to include regulation of the entire financial system of the Philippines and not just supervision of the banking system. In 1981, RA 265, as amended, was further improved to strengthen the financial system, among the changes was the increase in the capitalization of the Central Bank from Ps10 million to Ps10 billion.
In the 1973 Constitution, the Interim Batasang Pambansa (National Assembly) was mandated to establish an independent central monetary authority. Later, Presidential Decree No. 1801 designated the Central Bank of the Philippines as the central monetary authority (CMA). Years later, the 1987 Constitution adopted the CMA provisions from the 1973 Constitution that were aimed essentially at establishing an independent monetary authority through increased capitalization and greater private sector representation in the Monetary Board.
In accordance with a provision in the 1987 Constitution, President Fidel V. Ramos signed Republic Act No. 7653, otherwise known as the New Central Bank Act, into law on 14 June 1993. The law provides for the establishment of an independent monetary authority to be known as the Bangko Sentral ng Pilipinas, its primary objective being the maintenance of price stability. This objective was only implied in the old Central Bank charter. The law also gives the Bangko Sentral fiscal and administrative autonomy which the old Central Bank did not have. On 3 July 1993, the New Central Bank Act took effect. Within the complex of the Bangko Sentral ng Pilipinas, the nation's central monetary authority, resides a numismatist's haven - the Museo ng Bangko Sentral ng Pilipinas. Inaugurated on January 3, 1999, as part of the celebration of the 50 years of central banking in the Philippines, the Museo showcases the Bank's collection of currencies.
As repository and custodian of the country's numismatic heritage, the Museo collects, studies and preserves coins, paper notes, medals, artifacts and monetary items found in the Philippines during its different historical periods. These collections have been placed on permanent display at the Museo.
Designed to "walk" the visitor through a number of galleries, individually dedicated to a specific historical period of the country, the Museo visually narrates the development of the Philippine economy, parallel to the evolution of its currency. Complementary paintings from the BSP art collection, together with chosen artifacts, enhance each gallery.
A panoramic memorabilia of 50 years of central banking in the Philippines, showcases the strides made in bringing about price stability, to sustain economic growth in the country. The exhibition hall also carries the busts of the governors of the Central Bank/ Bangko Sentral.

An architectural landmark on its own, housing works of various Filipino master artists in painting and sculpture. The Philippine International Convention Center (PICC) made history as Asia's first international convention center, setting a trend that led other countries to build their own.
History:
Presidential Decree No. 520 authorized the Central Bank of the Philippines (now Bangko Sentral ng Pilipinas) to construct an international conference building, acquire a suitable area for that purpose, and organize a corporation to manage a conference center. Thus, the PICC was organized under the Corporation Code.
The construction of the state-of-the-art PICC Complex was undertaken in a short span of 23 months, from November 1974 to September 1976, with Leandro Locsin as architect, who was subsequently named a National Artist.
From its inception to the present, the PICC has also hosted the annual FAMAS Awards (Philippine equivalent of the Oscars, mostly on its Plenary Hall.
On September 5, 1976, the PICC, Asia's first international convention center was officially opened to the world when it hosted the 1976 IMF-World Bank Meeting.
Presidential Decree No. 995 created the Batasang Bayan to function as a legislative body before the Interim Batasang Pambansa convened in 1978. So on September 21, 1976 on the 4th Anniversary of the birth of the Bagong Lipunan (New Society) the Batasang Bayan held its inauguration at the PICC. For the first time, the PICC was used to house a legislative body from 1976 to 1978.
The PICC is dedicated to the task of bringing peoples and nations together and providing a place where they can meet and exchange ideas that may perhaps open doors to better world understanding and peace.
As a venue of meetings, conferences, exhibitions, and special events, it caters to organizers of international, regional Asia Pacific, and local events by providing highly advanced conferencing equipment and facilities and, most importantly, friendly, efficient, and professional service.

NOTE: Pictures for some provincial capitols are missing, they are very tough to find! Missing are: Agusan del Sur, Dinagat Islands (under construction?), Occidental Mindoro, Oriental Mindoro, Quirino, Shariff Kabunsuan (under construction? Since it's not a province anymore, maybe it will be abandoned); and also proper pictures of the capitols of Apayao, Maguindanao, Lanao del Norte and Davao del Sur. If anyone has pictures of these provincial capitols, feel free to post them in this thread!

Could it be that we lack talents here?
Kung ganiton nalang, it's better if we develop our own Filipino architecture instead..

We cannot copy the exact European and American imitations of state buildings perhaps, for one thing it has to adapt to its environment and of course our meager budget when it comes to constructing edifices done by the government. We should be distinct, albeit not imitators. Practicality surfaces before the "artsy-fartsy" thingy.
The question is, what's your take in having a "true Filipino architectural style?" Will it be like those of Mindanao's torogan of the Maranao's?
