No offense guys but our "classical architecture" including those of Arellano still pales in comparison with the ones in USA or Europe (i.e. material of the building, carvings, over-all architecture, etc.).

Could it be that we lack talents here?

Kung ganiton nalang, it's better if we develop our own Filipino architecture instead..
I think many of the ones built during the American colonial period really captured the essence and inspiration of Greco-Roman/Western architecture in general. Be it with Bulacan's Art Nouveau, Quezon's Art Deco, Batanes'/Bohol's/Capiz' Hispanic influences or the Neoclassical dozen or so other capitols, there was integrity and confidence that went into the design and construction of these capitols. The ones in Surigao del Norte and Misamis Occidental even adapted to the tropical setting and incorporated plant motifs, and it worked because it was executed perfectly. The architects and designers back then simply knew what they were doing.

Many others from the late '60s and early '70s pale in comparison (what comes to mind are the 'box' type capitols of Nueva Vizcaya, Zamboanga del Sur, Antique (new), Aklan, etc.). And some just look very outdated because there's just no air of them as being designs that can stand the changes in public taste and architectural design in general. Catanduanes', Cavite's, Eastern & Northern Samar's, Guimaras' and Isabela's look boring and visually unappealing (in my opinion), and clearly you can tell that they were built in a specific design era.

There are some that tried to capture the spirit of Greco-Roman/Neoclassical design but failed because the inspiration just isn't there. Zamboanga del Norte's and Abra's come to mind for me here. The newly-finished capitol of Davao Oriental ("In God We Trust" looks ghastly and is butting heads with the principle of secularism in government) and the design for Rizal's new capitol for me do not look promising either. Sarangani's capitol may be imposing and grand, but those big letters just distract and do not share the same inspiration with Greco-Roman/Neoclassical design (which was what the designers were obviously after), that's why for me it fails to give an authentic impression. To me, there just isn't enough appreciation and study of Western architecture in our country to make truly inspired and authentic designs. Our designers and architects need to get out of the country and learn and share with other communities, because that's the only way they can get honest and constructive feedback on their works. Because let's face it, many (if not most) of the new buildings that sprout all over our country that were solely built by Filipino architects are very derivative and uninspired. They may look okay, fine or pleasant, but they never really are in the category of spectacular, original or innovative.

Among the non-Greco-Roman/Neoclassical-themed capitols, I thought that Basilan's, Mountain Province's, Lanao del Norte's and Palawan's stand out for being original. Deviating from the grand and imposing yet still retaining very recognizable characters of their own, these capitols represent a blend of creativity, originality and local flavour. But even so, some capitols still fail in incorporating local flavour into their designs. Ifugao's and Tawi-Tawi's do not exactly pass with flying colours in my books. Even Sultan Kudarat's celebrated new capitol for me still lacks substance; and Lanao del Sur's capitol, while sincere in its Maranao design, can still be improved in my opinion. For me, among the most attractive public buildings in the country that incorporates indigenous design is Cotabato City's new city hall, which is not only visually stunning, but was also executed with integrity and sincerity in its graceful blending of Maguindanao and Neoclassical designs.

I think the reason for the lack of more exemplary unpretentious and authentic indigenous-inspired capitols and public buildings is again lack of proper study, research and sincere appreciation for authentic indigenous architecture and design among the architectural and design community here in the country. I also agree with habagatcentral1's observation that practicality trumps substance when it comes to public buildings in the Philippines, which is unfortunate but true. If it looks decent and it serves its function, we stick with it. But then again maybe that's why not more Filipinos are striving for better design and architecture in our public spaces?

The 14th Congress will open its second regular session on Monday with a spit-polished image, amid massive renovation efforts for the Marcos-era Batasang Pambansa building, home to the House of Representatives.

Largely cosmetic, the frenzied makeover has secured an initial funding of P200 million from President Gloria Macapagal Arroyo, but once completed will cost taxpayers almost a billion pesos.

About 400 laborers worked round the clock in the last six weeks to rush the prettified House for Arroyo's eighth state of the nation address on Monday.

To be sure, there is no specific funding in the 2008 budget for the House renovation project launched by Davao City Rep. Prospero Nograles, a rabid Arroyo ally and House Speaker of just six months.

The reconstruction binge started with just the need to repair the canopy of the South Wing lobby that was damaged by a powerful bomb blast in November 2007. The initial bill: P9.7 million sourced from funds of the House in February 2008.

In May, Nograles requested and days later secured “assistance from PGMA" in the amount of P200 million to cover the repair, repainting, upgrade, and landscaping of the main and North Wing buildings of the House.

No SARO?

Where Arroyo sourced the money, even the leaders of the House are not sure. Whether the amount is covered by a Special Allocation Release Order (SARO), as it should be under the procurement law, is not clear.

A senior budget official says the agency had not issued a SARO for the House, but House officials said the P200 million is covered by a SARO although they do not know its funding source.

Artemio Adasa Jr., deputy secretary general for operations and chair of the House Bids and Awards Committee, says the beautification project has two messages: the Nograles House enjoys Arroyo's full support and represents “new leadership, new face, new radiance."

“The decision to renovate was done in February... but we anticipated na kung may pera mag-extend, nagkataon, at may target tayong SONA. Instead of gloomy because of the bombing, now we have a vibrant Congress," Adasa adds.

More, more, more

Already the House had disbursed P99.7 million for the the initial structural repair work but wants to spend more this year, even without full appropriations cover:

[/LIST]The House engineering department is already finalizing the general services request for Phase 2 of the project that will cost P110 million.[/LIST]

[/LIST]A new four-storey South Wing annex building will rise at a cost of P300 million, courtesy of the Department of Public Works and Highways. (The project was started under Pangasinan Rep. Jose de Venecia Jr, Nograles's predecessor.)[/LIST]

Two units of airconditioned buses with 55-seat capacity acquired in April 2008 at P5.8 million each, or P11.6 million in all.

Eight laptop units will be awarded in August at a cost of P1.2 million, or for a curiously expensive price of P151,950 per unit.

About 30 public comfort rooms worth up to P700,000 each, or at least P200 million in all had been reconstructed.

A total of 135 units of fire extinguishers, including 100 units with 20-pound capacity worth P20,720 each, inclusive of 12 percent value-added tax, or over P2 million had been purchased.

A P15-million biometric electronic voting system for members of the House to be supported by the “e-government fund" being managed by the Commission on Information and Communications Technology (CICT) under the Office of the President.

On drawing board

No absolute amounts have yet been disclosed by the House for other supplies and services already bidded out or on the drawing board, notably:

The recent purchase of two ambulance units for the House medical clinic.

The hiring of 60 private security guards for six months (July to December 2008) to complement the civilian Legislative Security Bureau (LSB) personnel under the House, and a contingent of the Special Action Forces (SAF) of the Philippine National Police.

The construction of a new building near the Batasan flagpole to house the library and archives, and museum of Congress.

The full replacement of the dilapidated condenser pipes of the main building's centralized airconditioning system.

Electrical rewiring and sewerage repair of the the Batasan complex.

The replacement of four service elevator units, or two units each in the North and South Wings.

The acquisition of more closed-circuit television surveillance cameras and other security equipment to further secure the complex.

Form, not substance?

It was during the 2007 Christmas break of Congress, that Nograles took up the challenge to oust five-time Speaker Jose de Venecia Jr.

Backed by lawmakers loyal to Arroyo, Nograles, ex-majority leader of De Venecia, on February 5 took control and pledged to pursue long-overdue reforms for the House of Representatives that has proved consistent in one thing – scoring low in its public approval rating.

Six months on the job, Nograles is showing that more than the substance of reforms, he is given to form and big spending.

Apart from his reconstruction efforts, Nograles also recently disbursed additional monetary benefits for about 3,000 House employees, and promised further to raise their salaries and benefits at par with employees of the Senate.

Speech pitches

Ironically amid the grandeur of his renovation project, Nograles will convene the second regular session of the House on Monday with a strong pitch for the values of hard work, simple living, transparency, and integrity in use of public funds.

An advanced copy of Nograles's speech obtained by the PCIJ enrolls these words of the Speaker: “Let us give back to the government and to our people every minute of the hours paid for by our salaries and other compensation in hard work and the performance of our mandated tasks."

“The worst form of thievery and waste of government resources," according to Nograles's speech, “is being paid for not having worked."

Nograles's speech continues: “Let us use resources of government judiciously and wisely. Every centavo must count. Funds must be spent where they are most needed and where they can bring the most benefit to the greater number of our citizens."

“Let us ensure that public funds are used only for public purposes. Let their use be transparent and those allowed to use them, as well as those who authorize their use, be fully accountable to the people."

Compromised

Why the Nograles House launched a massive reconstruction program without firm and full appropriations support raises a lot of questions, according to University of the Philippines Prof. Leonor Briones.

Amid rising oil and commodity prices, depressed wages and joblessness, “at this point in time, every financial outlay matters, and calls for transparency and accountability grow stronger," says Briones, who heads the civil society groups SocialWatch Philippines and Alternative Budget Initiative.

“In the final analysis, it is not how beautiful Congress is but how committed and efficient it is in being a co-equal branch, in its fiscalizing role," Briones adds. That Nograles got P200 million from President Arroyo to co-finance the renovation project does not speak well of the House.

Briones adds: “There's so much money under the control of the President, about 70 percent of the budget. Congress should be held to account for allowing the Executive to go overboard with its prerogatives."

All appropriations, tax and tariff should emanate from the House, which is designated in law to exercise “the power of the purse." Given this role, Briones says, “ang papel ng Congress dapat distant. Will its customary independence be compromised with all these 'loving' activities going on?"

Speaker Nograles says the long years of disrepair of the Batasan complex have made the renovation project necessary.

“After 31 years we have to do repairs... approved last February but implemented only during long break now," explains Nograles in a text message to PCIJ.

“We can’t schedule/predict storm or crisis but repairs (were) long overdue and long-scheduled for (the congressional) recess," he says in response to criticisms that the renovation was ill-timed as thousands of people suffer from the heavy damage of typhoon Frank, including hundreds who lost their relatives in the sinking of Sulpicio Lines’ Princess of the Stars in Romblon.

Muntinlupa City Rep. Rufino Rozzano Biazon says he does not question the need to repair the leaking roof and the damaged South Wing entrance canopy, but at this time of austerity and economic difficulties, renovation of such magnitude does not seem to be practical.

“Okay ‘yung renovation pero sana more basic lang. ‘Yung hip designs and color, in five years outdated na ‘yan," says the congressman who toured the US Congress in June for the first time.

“Kung gagastos din lang ang Congress, it should be on an expense that will add up to the productivity of the members like office equipment. ‘Yun sana ang unahin," he asserts, citing that congressmen’s individual offices had been issued only one or two computer units with programs that are becoming obsolete.

“I wish the expense were (made) on something more practical that will directly contribute to the productivity of the House," Biazon says, noting how the US Congress has kept the simple design of Capitol Hill and the American lawmakers’ offices.

Former House Secretary General Roberto Nazareno, who dropped by his old office at the basement of the main building that had undergone renovation, says in jest that the staff should now become more productive because of the modern design that is “conducive to hard labor."

House deputy secretary general Artemio Adasa Jr. assures that the changes under the Nograles leadership would certainly go beyond aesthetics.

Critics, he says, need not worry about pressing economic problems that need funding because these are being attended to by appropriate agencies.

The physical restructuring of the House, he adds, would lead to higher productivity as already shown in the first six months of Nograles’ leadership.

Since February this year, the House has churned out 287 bills, of which nine had become law, including the P1.2-trillion budget for 2008, the cheaper medicines law, and the measure granting tax relief to individual taxpayers, all under the Nograles speakership.

No answers

What remains unanswered are questions about the source of funds for the renovation project.
“We don’t really know where is the source, but it came from the Office of the President, and the very purpose is to renovate the House which has not been repaired since 30 years ago," Adasa says.

Under Republic Act No. 9184 or the Government Procurement Reform Act Congress passed in 2003, no bidding of any government project or contract may be started, without the procuring agency first securing a SARO from the Department of Budget and Management (DBM) that should certify the availability and source of funds.

As well, the project bidding and awards process seem flawed.

The P9.7-million contract to renovate the South Wing canopy and lobby supported by House funds was bidded out in February.

In March, a supplemental bid bulletin was posted on the House website stating that two covered activities “will be undertaken by the House" but were reflected in the contractor's budget -- P189,000 for the “provision of new plants and re-landscaping of the existing plant boxes at the SW (South Wing) entrance area," and P657,160 for the “re-landscaping of the SW Rotonda (sic)."

The bid bulletin directed the contractors to specify these amounts in their contract price.

Repair work sked

Phase 1 of the renovation covered repair and repainting of the roof of the main building, repair of gutters and waterproofing, replacement of downspouts and rehabilitation of drainage systems.

The main building exterior lobby was also retiled, enhanced and repainted. The press working area at the basement adjacent to the plenary hall was improved.

Repairs also included putting aluminum cladding at the main building’s front and rear entrances and parapets, as well as the North and South Wing exteriors, stone finishing of the front and rear facades and sidings of the main building.

The damaged South Wing entrance canopy was reconstructed, cleared and repainted, as well as the North Wing lobby. The kitchen of the South lounge, where legislators take their meals, was also renovated.

Exterior electrical fixtures were repaired and flood lights installed around the building. The rear car park was widened, and the helipad was repaired and repainted.

“First priority (are the) hallways, comfort rooms and roof leaks down spout, etc.," Nograles says.

There were metal cladding installed at the façade and the walls to strengthen the building and keep construction debris from falling, according to House secretary general Marilyn Barua-Yap.

P700,000 per toilet

About 30 public comfort rooms with three to five cubicles each on the ground and second floor lobbies were reconstructed, with glossy tiles and modern bowls and sinks, making these comparable to hotel facilities.

Each toilet supposedly cost as much P700, 000.

Asked about the costing, Adasa says some comfort rooms indeed cost that much because damaged toilet bowls and sinks were replaced, and the floor and walls were tiled. Other toilets now have a “washing area" for Muslim visitors and House members.

The walls leading to the main lobby that serves as a gallery for photographs of House speakers were painted neon green and the other side leading to the side entrances to the plenary hall now sport an orange coat.

The lighting system for the building was replaced with energy-saving fluorescent bulbs.

The improvised storage room for ballot boxes in the allegedly rigged 2004 elections was removed from the South Wing lobby and returned to the Commission on Elections upon an order from the Presidential Electoral Tribunal, Adasa says.

The area had been cleared, re-tiled and enclosed with glass panels to serve as a social hall for parties, photo or product exhibits and other events, according to Yap.

The medical/dental clinic and legislative research office that used to be located at the North Wing lobby were temporarily moved to meeting rooms at the Mitra building next to the North Wing. These will soon be housed permanently at the covered multi-purpose building near the food court, Yap says.

She notes that since 1977, the Batasang Pambansa building had only one minor renovation in 1999.

“Except for the retiling of the interior lobby of the main building and refurbishing of the session hall during the incumbency of then Speaker Manuel Villar Jr., there has not been any major repair and rehabilitation of the building and its facilities for the past 30 years," she says.

The massive renovation project under Nograles puts to question the priorities of the House, especially as the people await Arroyo's SONA. According to Prof. Briones: “the SONA is not only about the President but also about Congress. There is a question of transparency here. Where does the funding come from?"

“Is it coming from the President's Special Purpose Funds? Or are they going to transfer or postpone scheduled projects to accommodate the need to beautify Congress?" she asks. - PCIJ, 2008

Both administration and opposition lawmakers were unanimous in their approval of the newly renovated House of Representatives, which has a fresh, new look after 31 years, although some want this to redound to increased legislative “productivity.”

Veteran and senior congressmen surveyed by The STAR said that the more spacious look of the main building, along with the north and south wings, and the brighter lights in the session hall inspire them to work harder.

“Mas reassuring ang security measures ngayon. Also, the facelift makes us more ganado (inspired) to work. Our constituents will also have a more comfortable time,” said Palawan Rep. Abraham Mitra, chairman of the House committee on agriculture.

For the first time in history, X-ray machines like those in the domestic and international airports have been installed at the three entry points leading to the main gallery — the main lobby and the north and south wings, which makes the entry of guns and bombs more difficult.

K-9 dogs have also been roaming around the sprawling 16-hectare Batasan complex.

“Masarap at maluwang ang pakiramdam. Malinis tingnan. Maganda ang ambiance. In terms of security, we feel more secure now. Dati magulo ang loob at kung sino-sino lang ang puwede tumambay sa lobby,” observed Anak Mindanao Rep. Mujiv Hataman, a member of the opposition.

His colleague in the minority bloc, Laguna Rep. Justin Chipeco, agreed, but added security needs to be beefed up more. “The building is okay. It’s presentable and organized. The security needs improve-ment but it’s better than before.”

Isabela Rep. Giorgiddi Aggabao, a returning congressman, said, “You get a bubbly and cheerful feeling as you enter the north wing lobby. There is now abundant sunlight and air. The dark and tacky ambiance is gone. Compared to the old look, the House now looks spanking and more alive, especially the session hall.”

As for security, he found it “tight but probably more comforting.”

Makati Rep. Teodoro Locsin, chairman of the House committee on electoral reforms, simply said, “Hindi na mapanghi at madumi (It’s doesn’t stink of urine anymore).”

Aurora Rep. Edgardo Angara, who now belongs to the administration coalition, said: “The new entrances felt brighter and more expansive.

Being 30 years old, the House of Representatives building probably needs a facelift,” he said.

An Waray party-list Rep. Florencio Noel said the facelift — which the Philippine Center for Investigative Journalism pegged at a staggering P1 billion, a figure Speaker Prospero Nograles said is bloated — inspired them to work harder.

“Mapagmamalaki mo sa tao at ibang bansa. Long overdue na itong repair at renovation. If we want the internal image of the House to improve, the external image should also be improved,” he said, adding that the old one was “dilapidated and dangerous.”

Muntinlupa Rep. Ruffy Biazon, who belongs to the opposition faction of the Liberal Party, said there was nothing new when he returned to work after the month-long congressional break.

“The feeling is just the same. I wish that we will be able to live up to the people’s expectations and that history will be kind to us. The building isn’t as relevant as the work that is going to be done inside the building,” he said.

“Hopefully, the renovation will translate to more productivity. The security is just right,” the congressman-son of Sen. Rodolfo Biazon said.

Citizens Battle Against Corruption Rep. Joel Villanueva acknowledged that the House is “indeed beautiful.”

“But as I have always said, it would take more than a shallow facelift to re-establish the badly damaged institutional dignity and independence of Congress,” he said.

“More than the structural beauti-fication of the House, I look forward and hope for a stronger, independent, pro-people and anti-corrupt Congress as the new Speaker promises. We’re expecting a better Congress,” he added.

Militant Rep. Teddy Casiño of Bayan Muna couldn’t help but criticize the facelift amid the crisis. “We walked the red carpet before going to the rally. It felt very soft and extravagant, a proper symbol for the Congress of the rich, powerful and corrupt.”

Nueva Ecija Rep. Edno Joson, an independent lawmaker, also praised the new look, saying it felt like a “senior citizen” with new clothes and a makeover to “cover up that feeling of a decaying institution.”

they're now working on some finishing touches. its almost completely done in time for the september inauguration. they're also putting some greens on the fountain area fronting this magnificent building that every bacoldnons can be truly proud of. go go bacolod.:banana::banana::banana:

The initial design of the Bacolod City Hall back then, was reminiscent of typical two-storey edifices common during the Spanish colonial period.

The lower half of the building was principally made of cut stories, commonly used prior to the advent of hollow blocks.

The upper portion had a protruding part that jutted out towards Araneta Street, supported with five hardwood columns and infused with shaded, cemented walks beneath it.

Donated by the family to the province which became the Casa Provincial up to 1932 and later became the Municipal Building of Bacolod and then in 1938 became the City Hall. Demolished in the middle '60s to give way for the new city hall.

From the creation of the new Iloilo City (1938) towards the 50's, this was the City Hall of once the Queen City. It was designed by Juan Arellano and the statues of Francesco Monti guarding the main portal of the city hall. It was designed to have a reflective pool extending from the apron of the City Hall towards the sea, as envisioned in the 1930's plan of Arellano.

It became a Japanese garrisson during World War II.

In the 1950's, in order to create a college of the University of the Philippines in Iloilo, the city government gave up the city hall and now houses the UP Visayas' Iloilo City main library, resarch offices, NGO offices and the Center for West Visayan Studies.

The plan by 2010, it will be converted into a museum and library dedicated for the study of the history and culture of Western Visayas.

I agree. The dome lost its significance because of its low profile as compared to the heavy massing of the facade.

I think it's with the color of the building as well. Most neo-classical buildings that we have seen have light colors, but this one is very opposite. And I agree with the dome. It is too small for the building and the design is so plain, it seems it's not part of a neo-classical building.

Yeah, those must be it. The facade is too heavy and pretentious. In contrast, Bacolod's Government Center is more solid, has simpler lines, and therefore succeeds in achieving a graceful look.

Another thing is that it is adjacent to another huge building, the Ynares Center. They didn't even think about making the two civic structures blend in harmoniously.

The dome of Rizal's capitol in antipolo is now starting to become prominent. (at a certain angle). the Dome is prominent when comming from Ortigas Extension, however trees from the Hamaka park is blocking the view of the whole capitol. Only the dome can be seen.

the Marikina City Hall is now a WiFi Free Zone!

So now, you can bring your laptops and fidget with your computers while waiting for your transactions to finish.


For those without laptops, don’t despair, Marikina City Hall also have a kiosk with computers for free and public use. All you need to do is register with a landline number and your name and presto, you are already allowed to use free internet service for glorious twenty minutes.

MANILA, Philippines -- Transactions with the Marikina City Hall are now a breeze as the city government has completed its citywide wireless infrastructure that connects schools, village halls and health center to the City Hall via the Internet.

During Tuesday’s launch of the P12-million program, Marikina Mayor Marides Fernando explained that the wireless technology would connect 66 sites all over the city and enable users to access City Hall services through the Internet.

The project, dubbed “Marikina City’s Facility of Wireless Integrated Network Systems,” connected the 66 sites using mesh technology and will make the city the first fully interconnected local government unit in the country.

Fernando said the project would allow residents living far from the City Hall to inquire and apply for permits at the village level.

Employees can also use the system to share files and for videoconferencing. The project is also expected to enable the sharing of files among local government offices and the city’s public schools, health centers and 16 villages.

As such, students and city employees will have easy access to information on local services and learning portals. Councilor Donn Favis said the city government has been planning to finish a beefed-up education portal for students by December.

In the future, the city government hopes to include the Marikina City police in the system.

The Marikina City Wireless Infrastructure project is supported by software providers Mannasoft Technology Corporation and Triton Communication, Inc.

Ah oo nga no, masarap pa naman ang tupig, sa Victory Liner bus kasi kami nakasakay kaya walang stop-over sa "pasalubong centers" ng Villasis. Stop-over namin ay sa Tarlac City, Tarlac at sa Sison, Pangasinan.

As I know Malacnang has only two floors in almost all its buildings in the complex except for the admin offices near St.Jude Catholic school which stands 3 (or 4?) floors

pewo ganda ng exterior nya ..!! maxado kasing sikat ang Malacanang ...pewo Di naman kasama sa information nito un dami ng rooms, cr, elevator etc.. something like that ..!! unlike kasi ng whitehouse na lahat ng rooms may information ...!! i even think that Malacanang has more than a hundred rooms including the admin. and offices in the entire complex ..!!

Ung present design ng Palace along Pasig River, sino ba nagdesign nun ..!! hehehehe ..!!

Bacolod Mayor Evelio Leonardia yesterday said they will finalize the date of the transfer of the offices of the city to the Bacolod City Government Center once the furniture and fixtures are delivered by the winning bidder.
Leonardia said only the City Health Office will remain where it is.

Secretary to the Mayor Goldwyn Nifras said they expect Comfac Corporation to make an initial delivery of the P50 million worth of furniture and fixtures next week.

Leonardia said he would like, as much as possible, to have many parts of the present City Hall building become productive when asked if they would consider using it as classrooms of the Bacolod City College or convert it into a hospital.

He said they can have it leased to government or private offices at a price that is competitive or at the prevailing market price. “I prefer to have the City Hall become an income-generating asset,” he added.

City Administrator Roger Balo is coming back first week of December and he is expected to finalize his report on their plans for the old furniture and fixtures at City Hall, Leonardia said.

He said they will make an inventory of all the furniture at the present City Hall and decide whether to sell all of them, or donate them to other government agencies who need them. Some national offices have indicated that they need some of the furniture of the city, he added.

Leonardia said the Bacolod Traffic Authority has a pending communication with the Sangguniang Panlungsod regarding the rerouting of public utility jeepneys to the government center.

Among the options being considered is the rerouting of existing lines or opening additional franchises, he said. However, he said there are enough number of PUJ’s in Bacolod and opening more franchises will only further congest the city, he added.

Leonardia said they are also considering what the city did in SM City where only a certain percentage of the route was allowed to pass the mall.
Meanwhile, Leonardia said the City Mayor’s Office, which is the seat of power, will remain at the present City Hall although the new government center will have a Mayor’s Ceremonial Hall.*CGS

i heard that the White House in Clark in now an official residence (Presidential Resthouse) ..... !? i wonder how it look then ...!! wula naman kasi maxadong pictures na na-published ang White House Clark ,..!!

All i know was it'z a former residence of high ranking American Military officer ..!!? Tama ba?

The Malacañang Museum and Libarary was the Maharlika Hall during the Marcos years and Kalayaan Hall during Aquino's term. It serves as the reception area for the President's visitors. The actual residence of Pres. Arroyo is the adjacent building.

^^ cavite is a wealthy province, I think they'll have a bigger chance of building a more imposing provincial capitol , than a city or municipal hall, imposing city halls are often built by HUC's, (there are exceptions of course), and Cavite doesn't have an HUC whose income is independent from the province and larger than component cities...

The first town hall of Las Piñas is located along Padre Diego Cera Avenue, Barangay Ilaya (Real Street / Quirino Avenue) between Las Piñas Church and Plaza Quezon. It is a typical Hispanic structure wherein the first storey is made of adobe and bricks while the second storey is made of wood and has a large roof. It still exists upto this time and serves as a private residence.

Time passed by and Las Piñas transferred its municipal hall at the present site of Plaza Rizal and Bulwagang Ezekiel Moreno, just across Las Piñas Church. Under the administration of former Las Piñas Mayor, the late Dr. Filemon Aguilar (father of the incumbent mayor - Vergel Aguilar), Las Piñas transferred its municipal hall, eventually city hall, to its present site along Alabang - Zapote Road, Pamplona 3.

In speaking of escalators, only Las Piñas has overpasses equipped with two-way escalators :banana: not unlike with other cities that their underpass / overpass is only equipped with an escalator going up and you will use a staircase going down.

In fact too tall to be serviced by escalators only. But cool blue is referring to overpasses being serviced by two-way escalators. I guess, it's really a must... to entice the pedestrians to use them since the streets are narrower.

The escalators run everyday from 6:00AM - 8:00AM, 10:00AM-2:00PM and at 4:00PM to 9:00PM. There is at least one personnel who is designated at each overpass to ensure that the escalators are in proper condition.

With the Senate and Congress house in two different building one in Pasay and one in Quezon city. I think the Philippines needed a capitol building that will house both senate and congress in one place. A structure that is classical, elegant, ornate and modern in design with a dome and towers that will symbolize pride, union and govenment as a whole. If the U.S. has a Capitol and England has a Westminster The Philippines also need a building for our legislative that can be recognized world wide.

Bakit hindi nila uli ibalik yung dating set-up ng legislature nung panahon ng mga Amerikano. ang Congress ay sa Ayuntamiento, at ang Senate ay nasa Intendencia naman. Baka ito na ang magbalik sa dating glorya ng Intramuros. Gibain na rin nila ang Palacio del Gobernador at itayo uli ang orihinal na disenyo at dito na ilipat ang Judiciary. At siyempre, damay na sa pagdedevelop yung mga kalapit lugar, kaya dapat gibain na ang mga di nababagay na buildings gaya ng BF Condominium at iba pang katabing establisimiyento. magkakaroon pa ng security sa loob, at mapapaalis ang mga illegal settlers.

Naalala ko tuloy ang mga colonial buildings sa Colombo, Sri Lanka, talung-talo tayo nila dahil nagagamit pa rin nila ang mga ito hanggang ngayon.

Suggestion lang po ito.

Pero sa idea ng pagsasama ng Congress at Senate, maganda sigurong ilagay ito sa reclamation, yung kinatatayuan ng Manila Film Center pupuwede, gibain nila at duon nila itayo ito. gawing iconic talaga ang disenyo, Zaha Hadid o Calatrava ang kunin nilang arkitekto.

The Spanish Architect Santiago Calatrava will be a good candidates to design the new capitol but it will be nice if the plan goes to one of the best Filipino archictect in the Philippines who can also understand classical and traditional Filipino architecture.

It would be nice if it was located on the bank of the pasig river perhaps those old dilapidated fatories south of the Manila City hall to developed those place or perhaps domolished the Pandacan oil depot and built the capitol there instead.

MISSION/MANDATE and FUNCTIONS

Created by virtue of Executive Order No. 307, on November 1987 by then President Corazon C. Aquino, the OSHC is envisioned as the national authority for research and training on matters pertaining to safety and health at work. It provides the expertise and intervention mechanism to improve workplace conditions in the Philippines.

It has a dual mandate of protecting Filipino workers against accidents and illnesses and promoting workers' welfare through effective programs that enhance productivity, workers well-being and afford social protection to its client sector. The Center adopts a multisectoral strategy with its partners -- business, workers group, other Government and Non-Governmental Organizations and the Academe to fulfill its mandate.

The OSHC has been designated as the national CIS Center for the Philippines on July 1991 to become the focal agency which receives and dessiminates information matters from CIS Center in Geneva and the Asia-Pacific Regional Program on Occupational Safety and Health based in Bangkok which is under the International Labour Organization (ILO) to members of the inter-agency committee and other data users in the Philippines. This is consistent with its critical responsibility to provide access and improve the quality of Occupational Safety and Health information in the Philippine workplace.

Mission/Mandate

The protection of workers through the preventive approach of reducing/eliminating occupational accidents and illnesses.

The promotion of workers' welfare through the effective implementation of OSH programs that will enhance productivity and subsequently contribute to national economic development efforts.

Functions

* Undertake continuing studies and researches on occupational safety and health.
* Plan, develop and implement occupational safety and health training programs.
* Serve as clearing house for occupational safety and health information, methods, techniques, and approaches; and, institute an information dissemination mechanism.
* Monitor work environment and conduct medical examinations of workers.
* Serve as duly recognized agency for testing and setting standard specifications of Personal Protective Equipment and other safety devices.
* Assist other GO's in policy and standards formulation on occupational safety and health matters; issue technical guidelines for prevention of occupational disease and accidents.
* Enlist assistance of GO's and NGO's in achieving the objectives of the Center.
* Perform such other acts appropriate for attainment of the above functions and enforcement of the provisions of Executive Order 307.

uy, may bagong kapitolyo na raw ang Rizal ha. aalisin na yung sa pasig kasi masyado daw malayo. yung bagong kapitolyo e katabing katabi lang ng ynares gym sa antipolo city.

sana mag-stick na lang sila sa neoclassical. ampangit ng mga bagong pinatatayong kapitolyo ngayon e. yung iba, trying-hard ang dating. yung sa negros occidental lang talaga ang deserving na hangaan.

well i really admire bacolod's city hall. maganda talaga pagkagawa tapos simple lang yung design pero neat! Ang sa cebu naman, although I'm from cebu, kahit lumang luma na ang building at pintora na lang ang nagpapaganda nito is definitely one or should I say the best Provincial Capitol in its totality I've seen so far in the country...:)

I like neoclassical for its dignity and solidity but I like our towns and cities to have variety too. For towns where there are exisiting government buildings in the neoclassical style, it would be best to stick to the theme for newer government constructions. It would accentuate the visual impact of the skyline.

Quezon City was meant to be a modern city so I wish they stuck to the original international style architecture of the city hall. The adjacent buildings around the Eliptical Road should have been built in the same mold. It would have been like Brasilia with its federal buildings.

The capitol is currently being moved from Pasig to Antipolo. the new Capitol will be opened to the public within a few weeks.

The new Rizal capitol looks really nice, hope they keep the whitewash and not the horrendous maroon color from the image shown on the billboard from the construction site.

The provincial capitol in Antipolo is wierd.... the front of the building fronting the road is actually the back... and the back, facing Ynares Center is actually the front haha.

ciguro they intended the building to have 2 fronts, whether you are facing at the front or at the back. Looking at the building from the rear, its more grand since the dome is designed to be seen from the back. Especially at night when the dome is lighted.... i saw it lighted the other day....

The building in the background is the new Parliament House (with the gigantic flagpole). The white, classical looking structure in the middle is the Old Parliament House (now a convention center). The foreground is the ANZAC Parade (a memorial avenue).

What building are you referring that we should emulate?

although a lot better as opposed to other ill-designed classical-style buildings in the country (like Urdaneta city hall in Pangasinan), Rizal Capitol still lacks the proportions and the important elements of a classical building.
Mukhang may kailangang magre-take ng Arch History subject...

Ayos na sana pero yong mga bentana hinde angkop sa neoclassical na disenyo
kailagan pa ng moldura sa bentana na may mga desenyong pang neoclassical. Bakit kaya karamihan ng mga arkitecto ngayon sa pinas hinde masyadong nakakaintidi ng classical design hinde ba ito itinuturo sa mga colegio ng arkitectura diyan. Kailagan nila ng inspirasyon kagaya ng mga colonial houses and building sa intramuros at ibang lugar sa pilipinas.

I think its the time called the gloaming in English. When the setting sun casts a strange and beautiful color on things (Actually the sun has gone down the horizon but the sky is still aglow, so more like things are basking in this afterglow)). Try to pay more attention to this time when you can, it's like you are looking at a different place and everything looks beautiful for a moment, almost magical. Hehe.

ah yes magic hour... but theres also a better effect with the full moon with no other illumination around, the world looks surreal, and all white structures tends to look like they emit an eerie glow .... but that happens only if all other lights are off and the moon is in full bloom....
