anong nangyari? capitolyo pa rin hanggang ngayon. Cebu Provincial Capitol yan. ang nakikita mo sa larawan na yan ay walang pinagbago sa hitsura ng capitolyo ngayon. yun nga lang, mas maganda na ngayon kasi may landscape na. :okay:

^^ Minus legislative building sa likod, hehe! But I dunno, I sometimes like the landscape surrounding the Capitol before...it gives a majestic feeling for the Capitol unlike today wherein the buildings in upper Jones Avenue somehow distract the view.
But anyway, despite the changes, it has still maintained its majestic charm till today. Another legacy of the "City Beautiful" movement of urban planners during the American Colonial Era.
Which brings me to this question...what if the Japanese Imperial forces haven't invaded the Philippines in the first place? Will the urban plans of the City Beautiful movement push through until the agreed "independence?"

Seems the capitol needs a fresh coat of paint.
as you can see in the first picture there are men working on painting the front of the Capitol and the Provincial seal. ;)

Old Iloilo City Hall (UP Visayas Iloilo City) - the future site of the UP Visayas - Center for West Visayan Studies and Museum.
Just declared as a national historical treasure by the National Historical Institute, the old city hall, constructed in 1930's became the seat of governance of Iloilo City from 1936 to 1950's. It was donated to UP in the 1950's. Designed by the urban planner Juan Arellano and statues by the Italian artist Francesco Monti.
It will become the Center for West Visayan Studies and Museum as part of UP's legacy plan to the society of Western Visayas.

anyway @berns, as I was saying in the other thread, it would be nice to have a single Government building where all civil services are already available. Perhaps each floor would be a client satellite service office for every agency. Hindi ba there is already such serving Metro Manila? Cotabato pa lang ba ang meron nyan?

^^ Dunno if others have those but most of the time, the government agencies are scattered all over the city in most regional capitals. Even Manila itself, its government offices are scattered but mostly found within vicinty of Quezon City at least.

Donated to UP since it was post-war and money was kinda scarce those days...so in order to attract UP to have its regional campus, the city government donated the City Hall and grounds for the said educational institutions.

It's likely that the provincial capitol of Batanes is the the oldest capitol still in use today. It was built in 1855 and was the province's Casa Real. It was burned in 1856 and later rebuilt. All other Spanish-period Casas Reales have been replaced during the American and post-independence eras.

^^ is the Provicial Capitol of Dinagat Island newly constructed?
The one depicted in the picture may be an already-existing building temporarily serving as the capitol, or an incomplete capitol building still under construction. The provincial website contained an article dated December 8, 2008 stating that the target for the capitol's completion was the end of 2008, so I'm guessing DI's capitol is now complete. Whether it is the green building seen in the picture or some other newly-constructed one, I'm still not sure.

Looks like it was built during the American Era. It looks similar to Mandaue's 'Presidencia,' (http://www.panoramio.com/photo/1496483) which was built in the 1930s.
The posted image is of the old city hall, by the way. The new one has been finished recently, and the old city hall has been converted to a museum. Here's a pic of the new city hall when it was still under construction:

the late governor marañon, for me, is excluded from the "illness plague" of the Provincial Capitol. His cancer was diagnosed a little a year before he died. And those board members got sick coincidentally.......but I wont disagree that something haunts the capitol building. A surgical illness is far from superstition but it would be mysteriouslly believable if the illnesses were unknown and would happen in patterns...he he he he he......my opinions only hwe he he he hehe :bash::bash::bash:

Question: What are the largest city and provincial halls in terms of floor area?
I measured the dimensions of the buildings using Google Earth and multiplied it by the number of floors, and these are the numbers I came up with:
Provincial capitols:
-Iloilo's capitol seems to have the largest floor space, with over 14,000 sq. meters. In comparison, Cebu's capitol gross floor area is around 6700 sq. meters.
City halls:
-For city halls, Makati's city hall has a total floor area of around 30,000 sq. meters (my own estimate), while Quezon City's is 17,920 sq. meters (according to the QC Public Library website).

Tanauan, Leyte (13 March) -- This town, which is widely known for having been twice awarded as the country's Most Business Friendly Municipality, is once again catching the attention of many.
Since its inauguration on August 8, 2008, visitors from the 54 barangays of the municipality and from the different places of the Philippine Archipelago, have been singing praises about the new Municipal Hall of Tanauan.
Just recently, Tanauan received the "Best Municipal Hall Award" from Lakbayin ang Magandang Pilipinas, an Anak TV recognized television program over NBN 4.
What is all about the Tanauan Municipal Hall that is getting good raves and making people including architecture students trooping in?
Patterned after the town's old Spanish period Presidencia, the Tanauan Municipal Hall prominently stands with its 42-square meter veranda overlooking the town's main street and the spacious patio on both sides and rendering an aura of elegant royalty reminiscent of the bygone colonial dynasty, a very good venue for presentations, announcements and occasions which call for a bigger audience.
Entering the Municipal Hall, the guest is welcomed by the friendly receptionists at the Information Desk. The receptionists see to it that the guest is led to the right office he intends to visit.
Walking into the lobby, the guest is greeted by a homely ambiance - a frame-like built-in dais that serves as a mini stage, a wide screened state of the art television, a built it multimedia projector which flashes announcements and welcomes important visitors, tables and chairs, a big lounge area for visitors and clients while waiting for their transactions to be completed.
Since the entire area of the Municipal Hall is a WI-FI zone, the clients could bring in their laptops and do their internet jobs in the lounge area.
Talking about maximum functionality, the lobby doubles as a venue for important programs and meetings which call for smaller audience.
Looking at his right, the visitor will find glass walled numbered offices, the number 1 among which greets every visitor with the signage "Dayon, Ayaw Pag-alang" (Please come in, Don't Hesitate). This is the Office of the Mayor, Atty. Roque Tiu, who, because of his desire to be more accessible to the constituents, broke traditions and decided to hold office in the ground floor.
Also housed in the 1,126 square meter Ground Floor, are the most frequented offices of the Local Government Unit, the Municipal Treasurer, Licensing, Assessor, Budget, Agriculture, Social Welfare and Human Resource offices.
The frontline service offices have been so-designed in such a way that wide windows allow face-to-face communications, not the usual glass-in holed ones where transactions are limited to just a peep-hole communication.
This design has been found effective in expediting business transactions. Thus while doing business in other localities usually takes days or even months, the same will only take a few minutes as Red Tape is not a home-word in Tanauan.
Raising up his gaze, the visitor will find himself staring at a giant improvised chandelier made of local materials, silver balusters and more offices, and he will continue to wonder at the simple and at the same time awesome elegance his new Municipal Hall exudes. What more! The visitor, just by standing at the lobby, is able to know where each office is in the second floor, the Vice Mayor's, Sangguniang Bayan, BIR, Comelec, Accountant, Planning, Engineering, Register of Deeds.
A paging system and audio facility, a suggestion box, well-publicized cell phone numbers of the Mayor, other key officials and department heads, are all expressions of the town leadership's desire for a sustained accessibility and effective two-way communication system between the people and the government officials.
Not forgetting the employees, Mayor Tiu saw to it that there is air-conditioner unit and piped-in music in every office to set an inspiring, refreshing, stress-free work environment.
Tanauan has the rare privilege of having a chief executive with a vision that stretches far beyond the borders of tomorrow, and a commitment and enthusiasm to continue giving the best for his constituents even at the last stretch of his term of office.
A paragon of a self-less quintessential leader, Mayor Roque Tiu always had the molding of the future leaders of the municipality foremost in his mind. Within one year upon assumption into office, he was able to make more than 100% the number of Day Care Centers for the pre-school children. He initiated the diversified and specialized fields in each of the public high schools in the municipality and the APEX system of high school education, is now one of the show windows of such system of education not only in the country but even in the neighboring ASEAN countries.

CSCST main campus is in Cebu City, it has also several campuses in Cebu Province. Im not sure though if their main campus is solely funded by the City Government.
For the City Residents who want to take up nursing, they will be prioritized to enroll at Cebu City Medical Center College of Nursing.

cnu, cscst is part of the state university and colleges (suc) system under ched which is separate from the up system. the funding comes from the department of education.
the cebu city medical center school of nursing is owned by the city. they can expand its course offering to cater to the poor but deserving students who cant afford to pay a full tuition in our private colleges and universities or at a disadvantage to apply for the few slots at upcc, cnu or cscst. im not sure how competitive is cscst in getting admitted compared to cnu and upcc.
great cities of the world do operate their own city college or university such new york city. i think talisay just converted their old municipal building into a community college if they pursued their plan after cityhood.

Finally, operations at the Bacolod New Government Center (NGC) went full blast after the official switch-on ceremony, March 24, 2009. Despite the issues hounding the city government regarding the electrification of the NGC, the Central Negros Electric Cooperative (CENECO) has finally installed the electric meter and main panel board to fully energize the whole facility.
With the new development, the City Government headed by Mayor Evelio “Bing” Leonardia looks forward to providing better and improved government service to Bacolodnons as the NGC opens its doors to more local and international investors and visitors.
The NGC, considered one of the main attractions in the city, is another pride for Bacolodnons as it stands tall and majestic in the heart of a highly-urbanized city, the city of smiles - Bacolod.
The P394 million edifice in a 50,000 square meters land area donated by the Gonzaga Family has become one of the famous structures for local and international tourists to tour and visit in the city.
MANA architecture and interior design Architect Orlando Mateo describes the Contemporary Classical Renaissance design of the NGC as a resurgence of classical Greco-Roman Architecture.
The Esplanade with a round tempting lagoon and fountain in the center serves as a spot for people and tourists as well as employees to go for a walk and stroll along the wide open space.
As the sun sets, the Esplanade becomes one of the best places to relieve stress from a busy and hard day of work with the relaxing sight of a fountain and its water sprouting magnificently in a play of colors from 52 colored lights.
The excitement of people for the much-awaited inauguration of the edifice is validated by the famous groups and personalities who first visited the structure such as the Japanese Ambassador, the Papal Nuncio, Boxing Champ Manny Pacquiao, the officials and delegates of Keelung City - Taiwan, Republic of China, Jaycees International, Victorias City Council, the regional directors of the Bureau of Local Government and Finance under the Department of Finance, several mayors from the League of Cities in the Philippines and the Metropolitan and City Judges Association of the Philippines, to name a few.

Press Secretary Cerge Remonde this morning said that the Philippines is now recognized as one of the best performing economies of Asia, thanks to President Arroyo's economic and fiscal policies.
In an interview with Radyo ng Bayan, Remonde cited Business World's report, showing "the peso has outperformed most of the emerging market currencies so far this year and is likely to prove a strong value in 2009 as the Philippine economy is least vulnerable to the factors of hammering markets elsewhere."
Remonde added that "the Philippines will likely be the only nation in Southeast Asia to post a sharp pick-up on its balance of payment surplus in 2009, partly, the result of loans and privatized proceeds. So, talagang dapat din nating malaman na kinikilala talaga ang ating bansa ngayon bilang the best performing economy in Southeast Asia despite the global crisis."
Reports said the U.S. is now showing signs of improvement and recovery from the crisis, which Remonde said will augur well for the Philippines and the rest of the world. "As you know, may kasabihan nga na that when America is sick, the rest of the world catches a cold. And it is precisely that reason na noong nagkaroon ng pag-collapse iyong mga financial houses ng Amerika ang buong mundo ngayon ay naharap itong global economic crisis."
"Buti na lamang dahil sa vision at determination ng ating Pangulo, we are not as badly affected as the rest of the world," Remonde said.
Besides, he said, under President Arroyo the Philippines diversified its export market and now "medyo iyong percentage ng ating international trade with the US has already gone down a bit compared to the previous years. So, we have become less dependent on the US for trade though the US remains our major trading partner and a world political and economic leader."
Remonde repeated that President Arroyo has her plate full, attending to her economic programs, creating jobs and addressing poverty and hunger rather than political issues like charter change.
"As I have already pointed out, si Pangulong Gloria Macapagal-Arroyo ay wala ng panahon diyan sa mga pulitikang usapin. Dahil siya po ay nakatutok po sa ating ekonomiya at sa paglikha ng trabaho," Remonde stressed anew.
"By continuing investment in hunger mitigation programs, the President seemed to have succeeded in this area as borne by the Social Weather Station's February survey, showing hunger incidence dipping to only 15.5 percent," Remonde said.
"Ang sinabi nga ng Pangulo sa kanyang talumpati kahapon na patuloy ang investment ng ating gobyerno sa mga food for work programs, food for school programs, livelihood programs at ipagpatuloy at i-eexpand po ang pakikipagtulungan ng ating gobyerno sa simbahan at iba pang mga faith-based organizations na magkakaroon ng mga joint projects like feeding programs and livelihood programs po diyan."
Finally, he said that the Department of Public Works and Highways is now rushing its construction of a major road project that will link Surigao with Davao. This biggest road project for Mindanao was discussed in the Cabinet meeting in Misamis Oriental where the President tasked DPWH to work 24/7 to ensure its completion.
He added that the President will inaugurate today the P218 million provincial government complex in Maguindanao which will house the provincial Capitol, sports and social centers and other government offices. Of the P215 million, P25 million came from the President's Social Fund. She will lead the ribbon cutting to be assisted by ARMM Regional Governor Datu Zaldy Ampatuan, the Maguindanao Governor, and Cabinet Officer for Regional Development of ARMM, Department of Agrarian Reform Secretary Nasser Pangandaman, and other top local officials

I visited this in 2007 coming from Alaminos, Pangasinan on the way to Baguio. I really love its architecture and interiors. It's the best capitol building so far that I've been to. :okay:
Sadly, the pics I took were lost when one of my HDDs crashed last year. :(

Not really. If they help draw the tourists in and give "fuerza moral" to the citizenry, then they have an economic value. Alaminos is already drawing tourists with the Hundred Islands. This edifice could be another tourist attraction. It also gives pride to the people and confidence in the capability of their government.

I'm not from Palawan, but when I first saw a picture of the capitol, what immediately came to my mind was that it resembled a spiral shell:

this is a pretty cool looking building! one of the best ones ive seen here. i wonder what the old Lanao Norte capitol in Iligan looked like.. didnt Tubod replace Iligan as the capital just recently? wish they added more philippine cultural elements tho like capiz windows (?) cos this one kinda looks like a Malaysian building already. but still good :)

anyway now that somebody mentioned it's like a hotel/resort, it does look like those stilted chalets in Dos Palmas Palawan. wonder if it's the same architect that did it..

As a landmark to the province, the Capitol Building of Lanao del Norte is the personification of the Muslim Architecture adapted to the general Philippine setting. It uses both native and Muslim influences to develop an image that is unique to the province and to the region.

LDN capitol building is really nice,. it reminisce the Malayan architecture,.
what i really love in LdN Capitol Building is, the fountain fronting it,. its really so massive in looks, its not like the fountain in Glorieta de Dapitan,. but its really the same with the one i saw in Madred, Spain,. when i was to young,.
it also shares the bloom of muslim communities in the province,.

Thanks for the info! Were changes made to the old Casa Real since 1953? It looks to me that the second-floor balcony is now gone, with the wall brought closer to the front columns - or is it still there?

Thanks for the info! Were changes made to the old Casa Real since 1953? It looks to me that the second-floor balcony is now gone, with the wall brought closer to the front columns - or is it still there?
The capitol library has occupied the balcony and have it enclosed for more space. Before the old Capitolio behind was burned, the offices needed more space in the once Casa Real therefore occupying also the balconaje.

this is a pretty cool looking building! one of the best ones ive seen here. i wonder what the old Lanao Norte capitol in Iligan looked like.. didnt Tubod replace Iligan as the capital just recently? wish they added more philippine cultural elements tho like capiz windows (?) cos this one kinda looks like a Malaysian building already. but still good :)
No. They don't have to. It reflects of culture in Lanao del Note. Not to mention that this provice has a good number of Muslims.
By the way, old Lanao del Norte Capitol is now Iligan City Hall of Justice. It sports a neoclassical look.

The Casa Real behind Fuente Arroyo
Just a heads up, the old Casa Real or Old Iloilo Provincial Capitol is still being used by the Provincial capitol library and archives, Provincial Tourism and Cultural office and several provincial government offices. The rest transferred to the new capitolio just behind it.
IMO, Iloilo should have chosen a more neoclassical look for its new capitolyo. It's okay to juxtapose old and new as in the case of Canberra's Parliamentary buildings but it's also too huge it robs the old one of its glory rather than complement it. It also faces a different direction relegating the old one to play second fiddle role. Just my 2 mamera...

One of the most robust institutions of our Philippine Republic is the SSS (Social Security System). Membership in the system has been a rite of passage for millions of Filipinos entering the work world. I remember that filling out an SSS form was one of the first things I did when I started employment as an architectural apprentice in the 1970s.
For millions of employees and agricultural workers, over the last 50 years of its existence, the SSS has always been there to help out in times of need. The cycles of the Philippine economy being what they are, a social safety net for those faced with its repercussions has always been a necessity. Although I never had to resort to a loan, many of my fellow employees, with burdens greater than mine, could always count on an SSS loan to see them through.
The SSS was conceived and brought to reality over the first decade of our newly independent country. From concept to working agency, it got the attention of Presidents Roxas, Quirino, Magsaysay and Garcia, who, on September 1, 1957, established the SSS we know today.
The fascinating history of the institution is thoroughly laid out in an elegant book, The SSS Legacy: A Golden Heritage as Friend, Ally and Partner of the Filipino People, recently published by the SSS.

The book, just like the institution, also took a while to see completion. The project was started as part of the SSS’s 50th-anniversary celebrations under the tenure of Corazon S. de la Paz-Bernardo; it was completed under the present president and CEO, Romulo L. Neri, and chairman Thelmo Y. Cunanan. Key executives responsible for the book were led by Horacio T. Templo, chief actuary and SSS vice president.
A powerhouse team was assembled by book mavens Joe Orosa (who sadly passed away recently) and Marily Orosa of Studio 5. The main author of the book is multi-awarded writer Felice Prudente Sta. Maria, whose body of work covers culture, history, and the culinary arts.
Sections of the book were written by another good friend, Jeremy Barnes. The suave Jeremy is currently director of the Malacañan Museum. When he is not trying to restore the palace to its former architectural glory, he writes history. We worked together with Manolo Quezon III on the official illustrated history of Malacañan Palace.
I was called to contribute the chapter on the iconic SSS Building on East Avenue. I jumped at the chance also because they gave me the opportunity to tour the building and all its nooks and crannies, and to photograph what was Juan Nakpil’s last major work.
I had always wanted to document the SSS Building. It had been an inspiration to me as a student of architecture. I often passed by the statuesque structure on the way to school in the ’70s and always admired its clean lines, balanced massing, distinctive sunscreens, and even its understated tropical landscape design.
I would find out later that it was the work of National Artist for Architecture Juan Nakpil and that it also had one of the country’s best auditoriums built into its podium structure, much like the United Nations complex in New York City.

The SSS was first housed in central Manila. It transferred from the old Moserco Building to the squat but modern Phoenix Building in Intramuros in the late 1950s. The government’s planned move to Quezon City, then still the designated capital of the Philippines, led to the planning of a large new complex on East Avenue. Nakpil, at the height of his career at the time, was chosen for the job. I had written about the building in an article for “City Sense” (you can search the STAR’s wonderful archives online for it). Let me just excerpt my conclusion for the book:
“The SSS building stands as an icon of modern Filipino architecture. It is a heritage of our immediate past made also more valuable as it is the creation of a National Artist Juan F. Nakpil. It is also notable as an example of proper design, planning, and construction excellence. Many other government buildings built after the SSS have deteriorated or have been altered beyond recognition. The SSS Building should, because of all of these reasons, be recognized as a national landmark. It is a concrete example of a solid government institution that keeps itself modern, is a source of pride for those who work in it, and a welcome facility for the general public it serves.”
Over 40 years later, the SSS building stands out from others by its strength, practicality, and the flawlessness of its modernist design. We don’t build government buildings like we used to, and little of what I see today can match this last work of Nakpil. The building also reflects the robustness of the institution itself — already more than 50 years in the service of its millions of members. I wish it and the building another 50 years of strength.

The old capitol structure was retained minus the roof. They added the sculpture pediment, square columns, balcony and hallway on the ground floor leading to an annex that now covers the old arched windows/doors. YOu can clearly see the 2nd floor structure and its details. The old lamp post are still there, one in each side of the capitol front.

The good thing about Cebu's Capitol is that despite the presence of low to high rises along Jones Avenue...that road itself really gives the regal feeling of the capitolio...a big house for the ruler of the land at the end of the road...in this case, Ang Kastilyo ni Madam Gwen....:D
Jones Avenue (or now Osmeña Boulevard) and even Fuente Osmeña gives it an ideal backdrop despite some constructions surrounding it. :okay:

me too I'm afraid it will happen in the future if it won't be regulated. the fuente skyline is gaining height already and there are many upcoming projects and proposals in the circle alone but nonetheless, the building in itself is very much imposing, grand and majestic especially during the night. ;)

I got these from a book published in 1953. It's interesting to compare them to current capitols. If anyone has more info on the current status of these capitols, please share! (Note that not all of the capitols of provinces that existed by 1953 are available.)

I'm also not really sure if this is still the one used. Looking at the pic of Albay's capitol, I think the one being used right now is a new one. This building could be the current Bicol Regional Training and Teaching Hospital.
The CamSur capitol in this picture is the one in Naga City. The new one is in Pili, which looks very different. Today, a department store/supermarket stands on the that land.

you're right, height regulations must be set in place to prohibit highrise constructions at least within the immediate vicinity of the capitol in order to keep the magnificence of the building :okay: high rise developments such as the Crown Regency must be confined to the Fuente Osmena cluster and not allowed to creep up along Jones Ave closer to the capitol. (capitol looks just fine in the 2nd pic).

The CamSur capitol grounds is sprawling. It's entirety is at about 67 hectares. The CWC and Lago del Rey are both in the capitol grounds' premises so what you're saying is vice versa. Hehehe. ;)
And regarding the resorts, I don't see any resort near the capitol building itself. I dunno where you got that info. Hmm..

i was really enjoying while browsing this thread, provincial capitol buildings here in our country. good that this thread was made as this serves as an avenue to all of us here to have the chance in taking the glimpse of the different government centers throughout the country just in a click of the mouse, shall we say as not all of us has really the chance also to see this in person due to monetary constraints...thanks to all the concerned people who initiated this thread...and credits also to all the contributors...
hands down to bacolod government center really has a stunning beauty to flaunt and awesome to describe with...a salute to the architect as he really captivated the real beauty, this building was meant to be...
@ iloilo provincial capitol though its a good building as its spanking new...the dome of the building keep the feeling of oddness it should have given more emphasis as its really the one that projects the real beauty of the building...what do you think...same as the proposed city hall...if they do have the chance to revised the design it would be better...no offense meant...just a constructive critisism to deal with...

^^ The Capitol doesn't have any chance to have it revised since it has been established and given today's operations in government spending for such infrastructures and cosmetic revision in the new building would be almost impossible as of this moment.
Although the city hall still can....or probably...after all until today there is no such thing as city hall as of the moment...still under "works" maybe until the next administration comes.
But anyway, since the city council has decided to stay at Plaza Libertad instead of moving out, they have to adapt the architecture to the landmark heritage buildings surrounding the said area, especially that Calle Real is just a stone throw away.
Thanks for your views...although both city hall and capitol are designed by one architect: Cosuluella.

Walang sinabi ang Manila, QC at Makati City Hall sa City Hall ng Tagum. Pang national capital ang dating nitong city hall nila. :cheers:

Manila City Hall looks tired. There's no vitality. It would be better perhaps if they remodel it to something akin to the American Embassy in Berlin. It's right next to the Brandenburg Gate but doesn't feel out of place...

Well, it can't be more "classic" than the Reichstag, and yet redevelopment was allowed for its make-up. Most of its integral structures are intact. I don't think that modern dome diminishes its stature. On the contrary, it has become even more iconic and endearing.
I particularly dislike the airconditioners jutting out of the Manila City Hall's individual rooms. They look unsightly from outside. I wish they'd have a centralized airconditioning system to be more visually appealing. Manila also lacks public viewing decks from which tourists may take in the scenery. I think the City Hall would be a good vantage point to view the skylines of Intramuros, Binondo and Ermita.

Yup. But again, I'd like to point out the Reichstag again as an example of how the modern and the classic can blend in together. Personally, I think if one were to compare Manila City Hall to the rest of the neoclassical buildings around that area, it's the simplest and least pleasing aesthetically. If Manila City Hall were to be redeveloped, the Reichstag could be a model and if they would consider building an annex, then something akin to the Berlin US Embassy could be put up and joined by an elevated walkway.
