Urdaneta City Hall is nice, I like how they modernised a classic design.

It's amazing how there's so much historical memory that institutional buildings should be patterned after greco-roman temples. While there was indeed a time when people actually made neo-greco-roman temples (like the provincial capitols built during the American colonial period), I wonder why they still insist on these neo-neo-classical designs for newer institutional architecture. Is it because we just expeect governmental structures to have a pediment and some columns? Is this like dressing up with a necktie to be taken seriously?

For me, I think for Urdaneta City Hall, they should have either gone totally neo-classical or totally modern. Not this in between. Kind of like that new building being built at DLSU in Manila.

Urdaneta City Hall is pretty impressive, im our govt could build something like that!:D but i have to agree with mike, they should either go with something totaly neo-classical or something really modern.

this is waaay OT, but... yeah... I couldn't find anywhere else to post it. haha...!

is that a painting behind GMA? or is that really a room? cuz the way the shot is taken, it's hard to tell. hahaha...! for me at least. caught my attention as I logged onto INQ7.net. hehe... surprisingly grand and luxurious - if that is in fact the real thing! wow...! never been to Malacanang before...

and oh... some of those provincial/municipal buildings look nice!! the Sarangani provincial capitol looks very stately indeed! and the Iloilo one looks quite new. are there any nice city halls in Metro Manila? nice to hear the Manila City Hall being spruced up. Belmonte should improve the QC City Hall as well as the adjacent Memorial Circle.

here's an update from Malaya National Newspaper Online ...

A P50 million ghost city hall

Coming from a two-day weekend vacation in Guimaras, we passed by the street in Iloilo City where the city hall is sitting. I told my friend who invited us to lunch that the city hall building looks antiquated to me.

He shot back and said there is an appropriation for P50 million made in the term of former Mayor Malabor. Up to now, construction of the new edifice has not started. Malabor who lost a congressional bid for the lone district of Iloilo City to the son of Justice Secretary Raul Gonzalez has not been heard from as far as the money and the new city hall is concerned.

The Ombudsman is not investigating either, as far as my friend knows.

We might add here that the contractor who was supposed to make the new building was brought in by the husband of a senator from Western Visayas.

I would not make the baseless charge that the money has been embezzled by somebody. But if the new city hall has not been constructed after more than two years, the residents of Iloilo City should be told where the money is.

The Provincial Capitol of Negros Occidental is the most beautiful if not grandiose provincial capitol in the Philippines. The complex was designed through the genius of Daniel Burnham.

If anyone asks how I arrived at this notion that the Provincial Capitol of Negros Occidental is the most beautiful if not grandiose provincial capitol in the Philippines, my answer is, "Hey don't ask me, ask Leandro V. Locsin, National Artist for Architecture. He said that."

Thanks kyle for your photos. Try posting pictures showing the details of the figures on the facade.

In typical Burnham fashion, a lagoon is situated in front of the capitol.

yes... it's confusing there's a new museum... oh btw... there's a mcCafe facing the capitol and lagoon park,.. one can sit drinking espresso while staring the day or night away at that sight.....

I particularly love eating breakfast there in the morning... watching the overweight individuals struggle to lose all those fats by jogging to the tune of whatever dance music the provincial govt. has whooped up

wow .. really improving, Kyle. I like the laggon park though. In the past, when my family will visit Bacolod, I used to sit there with my McDonalds burger in hand ... hehehe. Those were the days, my friend. The last time I went to Bacolod City was 1997 pa.

http://static.flickr.com/56/139691457_596044b6d3.jpg?v=0
There is no city in Batanes. Its population is concentrated in its biggest island, Batan, where its capital, the town of Basco, is. Known as Vasay before the Spaniards came, it was named after Don Jose Basco, the Governor General of the Philippines when the church and the civil government were permanently established in the province in 1783. Basco still retains its old capitol which is solidly romanesque in design.

He he he he he... regarding the recent city hall...nope because currently the city officials and city hall employees are scattered around the city. Some are working in Plaza Libertad, some in Central public market, others I am not sure. The city government was actually planning to rent certain space from different malls, to occupy as its office. I am not sure if this was pursued. The current city hall is already dilapidated and a lil earthquake can convert everything to rubbles.

However, the city government is already in the process of building a new city hall. You can check Iloilo's threads for the renditions and I believe one of teh ilonggo's posted the two architectural renditions of the proposed New Iloilo City Hall.

^I really love neo-classical buildings. I think that neoclassical designs are fit for government buildings. Because it gives the stucture some look of authority and strength. And sometimes you look them with awe because of their huge huge size.

[QUOTE=arnoldsa]This is the most attractive of all the Municipios in the entire country.

Is this a new structure? Or a an old renovated one?

I agree with you. That Magsingal Municipal Hall looks very Palladian but still very Filipino-bahay-na-bato. Wow.

Yeah, its nice to imagine to have all Barangay or Municipio's in the country to have a structure such as these. I love this because it reflects the evolution of Filipino stone structure from Nipa Huts.

It feels good to see that our country is very abundant in beautiful capitolios. It just shows how westernized the Filipino culture is. Even small towns have neat, palatial town halls. Dapat pinopromote rin ito sa Tourism. Our Asian neighbors don't even have things like these in a way na mas widespread ang colonial architecture dito.

Wow ang Iloilo Capitol! It should stand sa an example for other government buildings kasi yung newer buildings ng gobyerno pangit.

Ei... I hope the corruption behind the building of this capitol won't be followed by other provincial government... according to rumors, there are some parts of the capitol that are beginning to crack already... it means substandard materials were used... Commision on Audit is still investigating the corruption behind this project... :)

Yep! A beautiful city with an ugly city hall, hehehe. Let's face reality. Sad but true!
By the way, here's a pic of Iloilo's former city hall now the library of UP-Visayas Iloilo City Campus. The site was donated to be able to establish a UP campus in Iloilo. This campus stirred up a controversy when Justice Secretary (then Iloilo City Congressman) Raul Gonzales, Sr. wanted the old city hall back to the city government because Iloilo has no decent city hall and besides UPV has a sprawling campus in Miag-ao, Iloilo. Well, I think he's got a point. :)

its because most of the people in yloilo are used to old architectures. mostly when it comes to government buildings. the new modern buildings with an old architecture blend are mostly appreciated. lalo na most of the buildings surrounding the city hall are old as well. kaya i would say also, pangit pangit talaga. buti pa iyong provincial capitol, kahit bago nagawang maganda at nagcocomplement ca mga lumang buildings.

yes, i agree, the old city hall is still the best. how i wish they would keep up to what it is like before they donated it to UP. well lets see...

I have to agree with this one. Everytime I see this building on my way to Ilocos, I cant help but cringe. The columns alone destroyed the building. Its seems like the architects/engineers who did this are not even aware that theres a right way/approach to construct classical columns. Sorry but Im very particular with how classic architectural elements are used today, using it for the sake of making your building look regal or classical is not the way to go. If they cant even do it the right way, they shouldnt use the style in the first place. They're insulting the foundations of architecture, IMO.

"A crucial part of the modeling of the classical column is its entasis, the subtle curvature that causes the column to swell at the bottom, as if to express the load that it is bearing. The lack of entasis on extruded aluminum “columns” is why they look so lifeless in place."

When the city government transferred to this city hall, this was once one of the modern buildings in the city. If you are going to check the architecture of the building, the whole stretch of the city hall, it was pretty modern during those times. Problem nga lang... the city government did not have much time to maintain the building...... because they have so much time to deal with so much politics in the city... :)

From the courtrooms, the prisoners can be taken directly to the dungeons beneath and held there. Notice in this pic, I encircled the dungeon windows:

Animo: Whenever I go home to Ilocos Norte, I always see Magsingal"s munisipio. I think its one of the most beatiful municipal halls in the country. I hope you can have some night shots of it. Ive seen it a few times at night, litted and it looks beautiful, not just the particular building but the whole area as well :okay:

I can't find night-shots. Maybe you can take it for us? :D

cotabato's hall is simply magnificent...kind of reminds me in a way of the sultan of brunei's palace...

Merging the aspects of the old city hall (now UPV library), the Aduana (Bureau of Customs) and the Masonic Temple of Iloilo.

The LGU decided that it'll be at the same place as the present city hall will this new city hall rise. Plaza Libertad.

Plaza Libertad is a national historical landmark. They will have to pick another place for a high-rise building. And does that mean they will demolish the old one? Isn't that a heritage structure? That one just needs restoration.

I'll check out with the city hall if indeed there is an approval from NHI or not. The only complaint from NHI that we've heard was the construction of the ABC Building inside the Plaza itself (in which thank goodness it hasn't pushed through yet).

Yes, they will demolish the old one and if you asked me if I go to the present city hall, you might think it will collapse because of so many people, over utilized and poor maintenance.

But anyway, the whole area itself has been declared a heritage zone.

the cebu provincial capitol was designed to look like a SEAT (chair). just imagine a giant sitting on that chair facing fuente osmena.

lingkuranan sya. and it is not true that filipinos have no chair before the spaniards came to the philippines. filipinos have the word "lingkuranan" (salumpwet, upuan). but only the royalty sits on them sometimes carried by servants or slaves. the word we borrowed from the spaniards was "la mesa" because early filipinos probably don't use table. we also have word for luwag (sandok) use for cooking meals but we borrowed the word spanish kutsara and tinidor kay magkinamot ra man mi sa una.

They should preserve Plaza Libertad and revitalize it as a tourism zone and build a new city hall complex elsewhere. They will also be negating their own local ordinance which declared Calle Real as a heritage zone if they continue.

There are ways to restore the current building to bring back its old charm if they consult the right people and not some pseudo-restoration architect. The testament to that is the Provincial Capitol of Pangasinan which underwent a three-year restoration under the care of restoration architect Jojo Mata.

It's sad that here in the Philippines, the "new town" concept of urban planning is rarely used and government officials opt to crowd already congested areas.

Yes, NHI approval is needed. Plaza Libertad is a National Historical Landmark and thus protected by PD1505. Any structure built on or around it needs approval. And in my opinion, the new building is too high-rise/large for the historical plaza. It will over-power the San Jose Church among other structures.

From Dr. Butch Zialcita:
What I object to is the design. It can't seem to make up its mind: Be modern or be traditional? Also, esthetics-wise: the facade doesn't quite match the tower. A modern design that is well done and is sensitive to the existing context would be best.

Regards,
Butch

Are there photos of the original structure there. Before UPV, I'm sure there was an older municipio across the church.

There was but I think it was destroyed during "The Liberation". Let me confirm where the Ayuntamiento was before the mid-1930's. I assume that it was already destroyed since the old pictures were showing that it was the classic antillan type of municipio and there are almost no traces of this establishment in the Calle Real area.

As far as we know, the Casa Real then is the site of the Provincial Capitol now.

Sir Ivan, if only I have a contact with the NHI-Manila to confirm if they have heard of the construction of the new city hall.
