Gogoi throws his weight behind FDI in retail


GUWAHATI/NEW DELHI, June 6: Throwing his weight behind Foreign Direct Investment (FDI) in the retail sector, Chief Minister Tarun Gogoi on Wednesday asked Prime Minister Manmohan Singh to implement the decision to allow foreign investments in the multi-brand retail sector.

Following strong opposition from its key allies like Trinamool Congress (TMC), the UPA government had put on hold the decision to allow 51 per cent foreign direct investment (FDI) in the multi-brand retail segment.

“I urge the Prime Minister for early implementation of this policy,” Gogoi told mediapersons in New Delhi. After meeting Commerce and Industry Minister Anand Sharma, Gogoi said the move would help to bring in foreign investment, technologies and efficiencies. “This decision holds significance in unlocking the true potential of our agrarian economy as in absence of adequate logistics and infrastructure, a larger part of farm produce never reaches the market,” said Gogoi.

He said that the decision to open the stores should be left to State Governments. “Some States are opposing this, let them oppose. Those States who want, should not be deprived of this decision as it will help in improving agri economy. We hope that the government will take early decision on this,” Gogoi said.

He said due to inadequate infrastructure in the farm sector “farmers are at the mercy of middlemen and do not get true price for produces”. He added that consumers too end up paying many times more than the price secured by the farmer.

The UPA government has renewed efforts for a consensus on on the politically-sensitive issue of FDI in retail, estimated to be a about USD 550 billion market.

we need some dedicated members to take care of rest of NE states. lots of things are going on in other states too. there could be a separate thread for each small states under NE regional sub forum. but again conditions apply .

Taj Vivanta construction is yet to start. There's another 5 star coming up just beside the janta bhavan gold gym. City center mall's construction has been stopped for the time being following some useless legal issue. Roodraksh mall has been coming up nicely though. Will get some pics if i go there before leaving....and couldn't find the Hyatt site.

Add one more to that list- Sarovar...although i don't know if that's gonna be a 5 star one. They are also making one in Tezpur. As much as I would want improved hospitality standards in GHy, I fear the social cost might be too much, for eg, it's really sad to see that beautiful hill in Khanapara carved up like that..always thought the grass there was the prettiest in Ghy. Similarly, the Vivanta project might diminish the green cover in and around the Vet College signififcantly :(

June 8: Dispur is pushing for a uniform building policy to check unregulated growth on the outskirts of the capital.

Chief minister Tarun Gogoi has issued directions for the policy during a meeting with representatives of agencies entrusted with planning and development of the city, which has seen its population swell to around 9.6 lakh according to the 2011 census from 8.1 lakh in 2001. Unofficially, the population is over 14 lakh, including the floating population of three lakh.

Officials from Guwahati development, panchayat and rural development and urban development departments and Guwahati Metropolitan Development Authority (GMDA) as well as deputy commissioners of Kamrup and Kamrup (metro) have been asked to come up with a uniform building policy at the meeting last month.

The step has been necessitated following complaints about the haphazard growth outside city limits, especially in areas like Palashbari, Azara, Chaygaon, Mirza, Sonapur and Jorabat. Since these areas do not fall under Guwahati Municipal Corporation or GMDA, construction in these areas are controlled by panchayat bodies, which do not have the expertise to deal with a rapidly developing city.

“Since the city is spreading fast, there has been a lot of unchecked development by builders and individuals exploiting the lax guidelines. Therefore, there is a need for a uniform policy before it is too late. The building bylaws will be made applicable to areas outside the city, irrespective of whoever issues the order. Panchayat bodies, too, should follow similar guidelines,” an official said.

Sources said officials had even mooted expansion of city area to at least 1,000 square km from the present 264 square km for structured growth. “We need a master plan with new areas and more satellite towns with proper planning and facilities. There cannot be ad-hoc steps,” another official said.

The move for uniform bylaws follows an inspection trip by Gogoi along with GMDA chairperson Robin Bordoloi, to take stock of construction in the city.

Gogoi, who is also the Guwahati development department (GDD) minister, had publicly expressed his displeasure over unscientific construction on hilltops, even leading to the arrest of a construction firm official, who has since been released.

i think sarovar is not a five star hotel. it is a 3 star hotel.

there are few four star hotels coming up in guwahati.

i too think that construction activities should be stopped in hill areas. but the place where mariott is coming up will give it added advantage over other five star hotels because of its location as it will allow vistors to have a panaromic view of guwahati.

but except for one or two leisure spots in hills, rest all hapazard construction buildings should be stopped immediately and i hope govt. has started taking corrective action on this regard.

Sarovar Hotels and Resorts, one of the leaders in the mid-market hotel segment in the country, is all set to venture into North-East with its plans to open two properties in Guwahati and Tezpur, in Assam.

The one in Guwahati would be under its ‘Hometel’ brand and would be a no-frill economy hotel with 70 rooms. The one in Tezpur would be under its ‘Portico’ brand and would be a mid-market 3 star hotel with 50 rooms.


Anil Madhok, managing director of Sarovar Hotels and Resorts, told Business Standard that the company had acquired land for both the properties and was waiting for “approvals to come to start work.”

“North-East is a growing market and is witnessing an escalating demand for quality accommodation. Sarovar Hotels and Resorts aims to fill this gap and offers hospitality at various price points that provide unmatched services and premium accommodation for both business and leisure travellers,” said Madhok.

He said the company was coming up with a 120-room 5-star hotel in Bhubneswar and is scheduled to be completed by December 2012.

The two hotels in Guwahati and Tezpur would be commissioned by January 2011 and May 2011 respectively. Though Madhok did not give any break-up of the investments, he said the total investment in the two hotels would be Rs 75 crore.

Recently, the foundation stone of the first 5-star Taj Hotel by Tatas was laid by Assam chief minister Tarun Gogoi in the presence of Ratan Tata, chairman of Tata Sons. Now, the decision of Sarovar Group to invest in Assam would further cheer up the tourism sector of the state and the region.

Apart from 42 operational hotels, another 30 Sarovar hotels are at various stages of development. "By end-2010, Sarovar targets to be a 50-hotel chain and by 2020, aims to achieve a 100-hotel portfolio," said Madhok. The company is building assets by way of company-owned hotels and is venturing into serviced apartments.

“After a sombre 2009, industry is now picking strength and showing positive signs. The mid-market segment continues to grow in India with maximum growth in the budget and no-frill segment across metros, non-metros and smaller cities,” said Madhok.

MUMBAI: Apeejay Surrendra Park Hotels Ltd will expand its management portfolio with the launch of a four-star brand by middle of this year.

Under this proposed brand, the group will take hotels on management contracts.

On the sidelines of the Graduation Day of the Apeejay Institute of Hospitality, Navi Mumbai’ s 2011-12 batch, Vijay Dewan, MD, Apeejay Surrendra Park Hotels said, “We plan to introduce a new four-star brand for the properties being managed by our group. The new brand will be launched by Priya Paul, our Chairperson, by mid-2012.”

The group is looking at the average room inventory between 75 to 100 for this brand. In addition, the group will also be open to existing operational hotels which fit into the brand standards.

A step towards its plans, the group has already started scouting for properties in cities like Guwahati, Chandigarh, etc.

It seems after high rise apartments boom and shopping mall boom, it is time for the gateway of the NE to witness a boom in hospitality sector. Guwahati, a city which did not have five star hotel till last few years, now boast of atleast six five star hotels under various phases of construction. while construction of hotel radisson, mariott hotel and HYATT regency are going on at full swing, taj vivanta and hotel holiday INN's construction are likely to srart soon.
another propsed five star hotel will come up near propsed IT park.

besides this, there are couple of four star hotels coming up in and around guwahati.

hoping to see other brands like lemon tree, novotel, le meridian in guwahati soon..

LOOK EAST policy, if implemented properly will benefit guwahati immensely and it shall become a tourism hub in international tourism map.

North-Eastern states are on the hotel industry radar. With real estate development speeding up, hotel companies are cashing in on the boom.

More than six hotel chains are looking at either building properties or expanding their presence in these states.

ITC’s WelcomHeritage brand, for instance, is scouting for properties in Nagaland and Kaziranga, Assam. The hotel, however, is already there in Arunachal Pradesh, Assam and Meghalaya.

Sarovar Hotels, which has its three-star Portico brand in Tezpur (Assam), is also looking at having two new properties in Guwahati and Shillong. Roots Corporation’s Ginger Hotels too has a presence in Guwahati and Agartala, and is now looking at expanding its chain in the region.

While many international hospitality players are studying the market in this region, few companies such as Wyndham Hotels, Berggruen Hotels and Choice Hotels have decided to make a foray.

According to Sunil Mathur, director, Wyndham Hotels, “North-East is on our list. We see a good business potential in that region and would pursue the same.”

Wyndham Hotel, a subsidiary of Wyndham Worldwide Corporation, recently tied up with engineering and construction company Gammon India to launch Wyndham’s mid-market brands — Super 8 and Days Inn — in India.

Since integrated townships, retail and a lot of development is taking place on the real estate front in Guwahati and Shillong, hoteliers consider these cities as the best bet.

“Lack of proper infrastructure had kept potential investors away from this states. Now the situation is improving, hotel companies along with other corporate investors are looking at these destinations. Few big brands are looking at establishing resorts and wildlife lodges,” says an analyst.

North-East has an untapped tourism market. Since new-age travellers prefer adventurous destinations, these states hold a good potential.

Rakesh Mathur, president, WelcomHeritage hotels, says, “We consider North-East a lucrative option, as this part of the country has remained largely untapped by hoteliers. Besides, tourists don’t have large exposure to this part which assures a good crowd in these areas.”

With other local hotels doing brisk business in the region and charging rates equivalent to that of five-star, a lot of hoteliers have decided to move in.

Tirthankar Banerjee, general manager, Retail, JLL-Meghraj, says, “For hotels its a matter of profitability. When the local hotels charge tariff as high as any five-star hotel, they prefer in bringing their brand and cash in on the same. Other then, they also want to have the first mover advantage.”

He also added that budget hotels are the most suitable for these destinations.

Post Bureau, Guwahati (June 13): Krishak Mukti Sangram Samiti (KMSS) leader, Akhil Gogoi on Wednesday accused the state government of selling the state’s resources to corporate house s putting the lives of indigenous people at stake. Gogoi accused the government of double standards after it evicted indigenous people from forest lands, hills and wetlands in and around the city only to write over the lands to corporate houses keen to open their businesses in the state.

“The chief minister is a hopeless person who has sold himself to the corporate sector. Most ministers in the state h ave shares in the numerous upcoming housing projects in the city. The CM cannot take any action against such projects even if he wants to,” said Gogoi.

Discussing the detailed project report (DPR) for restoration and development of three water bodies in Guwahati — Deepor Beel, Sarusala Beel and the Silsako Beel — Gogoi said the DPR was prepared by a New Delhi-based firm, Prem Chaudhury and Associates recommending establishment of eco-tourism parks, resorts and site development in public-private-partnership mode.

Should this happen, Gogoi warned, the three wetlands will cease to be reservoirs of d rainage water and turn into m ere money-making enterprises. He said that large tracts of wetland is already under encroachment not only by private parties but also by government agencies and the present government is leaving no stone unturned to exploit the remaining area for their personal gain.

The KMSS general secretary alleged that Ginger Hotel located at Chachal has been constructed on 15 bighas of the Silsako beel, while a housing complex, Royal Heritage was constructed nearby after evicting some families who had resided in that areas for several years. “The government has also allotted land to various other organisations, many from outside the state to construct apartments and other buildings there. These includes Mumbai-based Hamza Properties Private Limited which has been given more than 30 bighas, the Purbanchal Griha Nirman Samiti which also got 30 bighas and city-based Maria Public school, which got three bighas of land on the River Bahini,” he said.

Besides, the Doordarshan Colony, land for Bhupen Hazarika Memorial Trust, Omeo Kumar Das Institute of Social Change and Development (OKDISCD), the tennis association, are also located on wetlands while plots of land have already been allotted for construction of the Assam Cultural University, a film institute and a 17-storied building being constructed by Himatsingka Group. The peasant leader alleged that in spite of the huge problem of water logging in the city, there is no proposal in the DPR to drain the excess water into the Bahini river which flows through the Silsako Beel. He also alleged that several powerful ministers, MLAs and top police officials are involved in grabbing land from the people residing near the wetlands for years. On the issue of construction of big dams, Gogoi said the KMSS will resume the protest if the state government or N HPC decides to resume work on the LSHEP.

Fleur Hotels looks to develop 35 Lemon Tree hotels in India in 4 yrs


Lemon Tree has entered into a strategic partnership with the Dutch pension fund asset manager APG to develop a portfolio of 35 mid-market hotels in India in four years. APG has taken six per cent stake in Lemon Tree Hotels and formed a joint venture to set up a hotel development cum owning joint venture company Fleur Hotels. All the proposed hotels in this joint venture will be branded as Lemon Tree Hotels, Lemon Tree Premier or Red Fox Hotels. Confirming the developments to Express Hospitality, Saurabh Nandi, chief marketing officer, Lemon Tree said, “We are looking to build inventory further in the National Capital Region, Mumbai, Bengaluru, Chennai, Hyderabad, Kolkata. Additionally, Srinagar, Goa, Nasik, Guwahati, Raipur, Ranchi, Bhubaneshwar, Puri, Vishakapatnam, Vadodara, Surat, Gwalior, Mysore, Patna, Jamshedpur, Madurai, Puducherry, Lucknow and Amritsar.” These will be full service hotels and will offer 24x7 services, a range of food and beverage outlets including a 24x7 coffee shop, recreational bar, specialty restaurants, business facilities including WiFi, meeting rooms and recreational facilities including fitness centre, swimming pool and health spas.

APG manages about 299 billion Euros ($393 billion) on behalf of Dutch pension funds. Fleur Hotels will invest over Rs 2,000 crore to develop and own 4,500 rooms by end of 2016. It holds 47 per cent shareholding in the joint venture-Fleur Hotels, while Lemon Tree holds the balance 53 per cent. APG’s combined investment in the joint venture and Lemon Tree Hotels is Rs 650 crore.

“The hotel industry in India is not comprehensively segmented yet and is in the process of evolution. The non-five star/deluxe market is now seeing a number of brands entering the space and is getting further segmented into upper upscale, upscale, midscale and budget/economy. We see significant unmet demand in the upscale and upper upscale segment and supply being added in these segments will lead growth for the entire hotel industry. On completion of these proposed hotels, Lemon Tree will be a dominant player in the mid-market hotel segment,” added Nandi. Global private equity group Warburg Pincus also has a 25 per cent shareholding in the company, but Nandi informed that Warburg Pincus will continue to be invested in Lemon Tree.

The Assam Tourism Development Corporation (ATDC) has plans to build a convention centre in Guwahati, Assam with a seating capacity of 2,000 pax. Speaking exclusively to Express Hospitality, Anurag Sinha, managing director, ATDC informed, “Once the land is finalised, the much awaited project is expected to roll out in this financial year, maybe in the next two months. Guwahati has long felt the need for a state-of-the-art convention centre especially to tap the MICE market.” Recently many MICE events have been held in Guwahati like the North East Food Processing Expo at NEDFi haat at Ambari in January organised by Neramac (North Eastern Regional Agricultural Marketing Corporation), an initiative of the Centre.

Singh added, “We have lot of MICE events lined up this year. First the Eco Tourism Society of India's (ESOI) workshop in March, followed by the Adventure Tour Operators Association of India's (ATOAI) 10th annual convention from October 28 -31 and then the North East Travel Mart to be held for the first time in Guwahati in November.”

Presently, the city's convention needs are met by the Guwahati Medical College Convention Centre (which can accommodate upto 800 pax) and the ITA Machkhowa Complex (500 pax). As for rooms, Guwahati has a hotel room supply of around 500 rooms in privately owned hotels and 100+ rooms in ATDC's 49 properties, some of which are owned and some leased out for three years to private parties through open bids.

Golden Tulip to introduce Campanile and Premiere Class brands in India



The Golden Tulip Hospitality Group and Louvre Hotels plans to introduce its other budget and economic brands, such as 'Campanile' and 'Premiere Class' in India. Plans are afoot to introduce a Campanile brand in northern India in the next six months. They also plan to add eight to nine new hotels in the country over the next year or so.

“These hotels will be joint ventures with private owners where we will provide management services and in some we could also pick up stakes. We are planning to operate 20 hotels by 2012-end across the luxury to budget segments,” said V J Singh, managing director, Louvre Hotels and Golden Tulip South Asia in Kolkata. He, however, said the company was yet to decide on the size of the stake. By 2015, the company aims to have 50 hotels with an inventory of 15,000 rooms.

Singh was in Kolkata recently for the formal launch of 'Tulip Inn', a 46-keys business hotel and the first venture of the Group in the Eastern region. Shiraz Hotels has developed the property at a cost of Rs 50 crore. “While the restaurant will be run by us, the Tulip Group will manage the property,” said Ishtiaque Ahmad, managing director, Shiraz Hotels.

Besides, the newly-launched hotel in Kolkata, the Group manages properties in Amritsar, Delhi, Jaipur, Panchkula, Bhilai, Lucknow, Mandwa (Rajasthan), Ranchi and Hyderabad. Over the next one year, it plans to manage a second property in Jaipur, apart from Navi Mumbai, Kufri (Himachal Pradesh), Bengaluru, Khajuraho (Madhya Pradesh), Mussourie, Ahmedabad and Vadodara. The proposed properties will be a mix of its premiere brands – 'Royal Tulip' and 'Golden Tulip' and also its budget brand 'Tulip Inn'.

The group is also focusing on the Eastern region in a big way and is scouting for land in places like Bhubaneswar, Guwahati, Durgapur, Asansol, Darjeeling and Kolkata.

Singh said discussions were on with private developers for setting up hotels in these places. The company is planning to set up a second hotel in Kolkata at New Town, Rajarhat. Most of these hotels are expected to be budget and mid-scale hotels.

Meanwhile, Shiraz Hotels plans to extend their partnership with the Golden Tulip Group. "We are planning to have another tie-up with the Tulip Group in Darjeeling. The land is with us and the structure is ready. The 30-keys property will take another one-and-a half years to be operational,” said Ahmed.

Golden Tulip Hospitality Group forayed into India in 2007 with its Golden Tulip brand of hotels. It entered into a joint venture with the US-based Leyland Group and set up Golden Tulip Southern Asia. However, in 2009, the Golden Tulip chain was acquired by the US-based Starwood Capital Group (SCG).

It seems Hospitality industry in assam, guwahati in particular is booming like never before. till last couple of years i never thought of such a dramatic change in hospitality sector. with international luxury brands entering in guwahati like never before, it is time for assam to get its long awaited due in the global map of tourism.

i still remember that, during my college days when i used to come to guwahati for vacation by train, i used to have a feel of entering into tourism hub as i make entry to assam via siliguri, often called as india's chicken neck. it is green green and green everywhere. and it still gives me immense pleasure when i see green clad mountains and rivers flowing beside it.

Real estate company Brahmaputra Infrastructure (BIL) will launch projects in the four and five-star category under its hotel brand Brahmaputra Castle through its new hotel division - Meghalaya Infratech - that will look after all its hotel development plans.

The hotel arm will also manage all its upcoming properties. Initially BIL had intended to partner with an international brand for the management of its forthcoming hotel projects. Rakesh Kadam, president of the hotel company, said, "We have now decided to go solo and will manage our own hotels that will be branded as Brahmaputra Castle. We wanted to partner with international management companies but were not getting a fair deal."

The Indian hospitality industry is all set to evolve to the next stage of maturity, driven by the growth story of the mid market segment and the emergence of the tier II and tier III cities as the new development hubs. The opportunities in the market has made both international hotel companies and Indian chains strategise their plans for long-term business opportunities. From an international behemoth like Starwood Hotels and Resorts that is looking at atleast 25 cities outside the metros to develop hotels in the future, to a newbie Indian brand like Peppermint, all are bullish about this market segment.


Industrial development coupled with increased air connectivity, particularly low cost carriers are the strong drivers for growth. Besides, many of the tier II and tier III cities boast of international air connectivity. The corporate sector that is exploring rural and unexplored markets, are bringing in hospitality business to these cities that are the hubs for hinterlands in each state. Cities like Ahmedabad, Pune, Kochi, Jaipur, Lucknow, Gurgaon, Noida and even an (unexpected) Guwahati, are the scenes of a lot of hospitality activity. After the metros, cities like Hyderabad and Bengaluru had long emerged as important markets almost a decade ago when they established themselves as IT hubs. “Due to a somewhat limited hotel inventory, coupled with favourable factors of production, tier II and tier III cities are now emerging as hospitality growth areas around the country. The Kolkata-based Hotel Hindustan International (HHI) Group has entered into Pune hospitality market by setting up a five star property in Viman nagar area. The group has invested over Rs 85 crore in this hotel and plans to develop few more budget hotels in tier-II cities like Jaipur, Patna, Raipur, Indore and Guwahati. Also, it has acquired land to set up another five star hotel in Goa.

GUWAHATI, June 16 – The CPM Kamrup (Metro) district committee has expressed serious concern over the State administration’s act of notifying a draft master plan for Sonapur covering 41 villages with a population of over 46,000, keeping the people, political parties and other social organisations in the dark.

Though the gazette notification for the purpose was issued on December 9, 2010, there is not a single attempt on the part of the authorities to know as to how the people accept this draft master plan. Except five of the villages, the entire area under the proposed master plan falls under tribal belt and block.

The development and the land-use pattern envisaged under the master plan are sure to put in disarray the tribal belt and block system in Sonapur area. The master plan has not proposed any measure to protect the tribal belt and block, alleged the party.

The master plan has proposed to reduce the size of land used for agricultural purposes from the existing 43.19 per cent to 20.78 per cent, despite the fact that most of the people of the area being covered by the master plan are dependent on agriculture.

Under the master plan more than 43 per cent of land of Sonapur area would be used for real estate business, commercial, industrial, recreational, transport and similar purposes. This is going to massively displace the people of the area, said the party and urged the Government not to proceed with the proposed master plan, adding that it is for inclusive development, which can improve life of the common people.

GUWAHATI, June 18 – Chief Minister Tarun Gogoi on Monday assured a plot of land for the Guwahati Press Club (GPC). Tarun Gogoi who was the Guest of the Month at GPC here, expressed his goodwill for the journalist fraternity and promised that he would do the needful for GPC.

On the occasion, a power point presentation was made in front of Gogoi, where a number of pictorial slides of the proposed press club were shown. The proposed press club is a state-of-the-art building complex that would stand out as a landmark of Guwahati. The building will have all the modern facilities with provisions of high tech modern IT gadgets and instruments along with V-sets for instant access to and from all over the globe.

The building is planned and designed with total application of green concepts such as use of green construction materials, energy efficient, environment friendly, efficient management for use of natural light, natural air and solar energy to minimize electricity consumption, healthy indoor ambience, proper drainage and garbage disposal facilities, rain water harvesting etc, it was explained.

Other important features of the proposed five-storied press club building will be earthquake resistant design, pre- engineered multi level building complex with steel frame structure for better structural responses, high quality fire fighting arrangements, car parking, underground water reservoir, etc.

A memorandum with the print-outs of the presentation was handed over to the Chief Minister by Nava Thakuria, secretary of GPC.

It needs to be mentioned here that the GPC hall was officially converted into an air-conditioning auditorium from today. Three AC machines presented by Satyam Foundation were activated in the presence of the Chief Minister.

GUWAHATI, June 18 – Asking the State Government to rationalise the taxation on immovable property, the Assam Real Estate and Infrastructure Developers Association (AREIDA) has said that due to heavy burden of taxes and high registration fees, real estate developers of Assam are facing many problems.

Addressing the media here, association president PK Sharma said that the stamp duty in Guwahati is 8 per cent and the registration charge is 8.5 per cent, which is highest in India. Moreover, same rates are charged for completed apartment and vacant land, whereas the state governments across the country have accepted the fact that rates of stamp duty and registration cannot be same for land sales and apartment sales.

In a memorandum to Chief Minister Tarun Gogoi, the association members have appealed that the rate of registration fee should be maximum Rs 500 per sale deed and combined burden of all taxes for sale deeds be kept within 5 per cent of the cost of property.

Also expressing its displeasure at the process of statutory approval, it said that measures should be taken to protect the honest applicants from the onslaught of unscrupulous officials and a fixed time should be set for granting or rejecting the statutory approvals.

“The present procedure is cumbersome and extremely harassing for the applicants,” said Sharma adding that the Guwahati Municipal Corporation (GMC) has withheld hundreds of applications for over a year without citing any legitimate reason.

On the recent drives of the Corporation against the buildings which failed to furnish occupancy certificates, the AREIDA said that, though the provision of occupancy certificates is there in the building byelaws, yet there had been no system of issuing occupancy certificates in practice, in the past. “If the authorities make it a rule to obtain occupancy certificates for new buildings, everyone would comply, but one cannot furnish a certificate, which was never given to him or her,” Sharma added.

The AREIDA also said that most of the available land in suburbs is agricultural land and its conversion to residential/commercial/industrial use is not being allowed. “At a time when the government insisting that builders should move to the rural suburbs, clear-cut policies relating to land acquisition should be formed by the government,” Sharma added.

Emirates Holidays, the leisure travel division of Emirates Airline, is keen to expand its market reach in India to important Tier-II cities, especially in the northern and western regions. This was disclosed by Mohammed Nadeem Ulde, Business Development Manager – India, Emirates Holidays, while launching their ‘A World of Choice’ brochure for 2012-2013 recently in Delhi and Mumbai. He said that Emirates Holidays has been focusing on metros in India since commencing its promotions in 2006, and a major chunk of their business comes from Mumbai and Delhi.

“We are keen to tap Tier-II cities in northern India, especially cities in the Punjab-belt like Jalandhar, Ludhiana, Chandigarh and Jaipur, as we see huge demand and potential for outbound travel here,” stated Ulde. While Emirates Holidays has a good network of partner agents in southern India, he said that the company would also look at cities like Nagpur in central India and Guwahati in the East.

The Assam Tourism Development Corporation (ATDC) will develop tourism infrastructure in Guwahati to give a boost to inbound visitor numbers. The plans include a golf course and resort in Guwahati, two cruise circuits on the Brahmaputra River, and a convention center. ATDC also plans to develop Dighalipukhuri, a rectangular artificial pond in Guwahati, at a cost of Rs 25 crore to attract tourists and has invited expressions of interest from consultancy firms for the project.

According to Anurag Singh, Managing Director, Assam Tourism Development Corporation, ATDC will maintain Dighalipukhuri and set up recreation facilities and lightings at the water body. Singh added that ATDC aims to position Dighalipukhuri as an iconic structure in Assam.

i think it will take some time before they start construction of the new integrated terminal building. proposal for construction of hangers was declared around 1 year ago. only now it is taking shape. like that construction of integrated terminal will take some time, may be by first half of 2013, as it involves land acquisition, clearance and lots of formalities.

yeah like sunny said, they are supposed to start by next year mid. every thing (formailities, confirmations, etc) is given and acknowledged. but there are three main problems:
1. they just upgraded the airport and everything around it (highways, access roads, flyovers, real estate) is getting developed, so this is in queue..

2. a genuine problem of AAI, the prediction for number of flights in the next 10 years is not accurately possible specifically for guwahati. this is due to the fact that the city is booming like hell, and no one, even our own hard core guwahatians, came close to even imagining how the city would grow.. this was supposed to be the quiet city that would someday soon mature into a metro. but one fine day we all wake up to see that the number of towers exceeds the number of people needing them, and its now being compared to the next hydrabad, or even :( the next dubai.. so after the look east policy, if it really kicks off, and the new rail networks, plus the trans asian highway, guwahati's growth is literally, unpredictable. if it doesn't (dear God, please no), well, then shit, we just get empty buildings.. (thats why GMDA is halfhearted about the master plan, its just to damn difficult to assume facts for this city)

3. its the northeast. 1 yr == 5 yrs here.. (sad but true fact :( )

VIPUL SOLANKI, Mumbai-based advertising executive, visited Guwahati last week after 12 years. “It used to be a dull, barren, deathly quiet town that went to sleep criminally early,” he recalls. “But now it has changed beyond imagination,” he adds.

In fact, the change is still more recent. It is only in the last five years that Guwahati has been transformed from a city to be avoided, ultras still target it to make an explosive statement to one of India’s most happening destinations. Shopping malls, art galleries, luxury clubs, slimming centres, even a couple of sprawling ayurveda centres, Kerala-style: the city today has all this and more.

Guwahati may be one of India’s oldest surviving cities, there are references to Pragjyotishpur, as it was then known, from the 4th century AD but it came into its own only in 1972 after it was named Assam’s capital. (Dispur, Assam’s ‘official’ capital, is but a babu enclave appended to Guwahati).

But soon after, came agitations (the anti-foreigner movement from 1979) and in-surgency (the rise of the United Liberation Front of Assam [ULFA] in the late 1980s) which severely curtailed its growth.

“Being the gateway to the North*east, Guwahati has reaped the benefits of the decline in militancy. People who were buying property elsewhere in the country, began investing here,” says city-based professor Dipankar Banerjee. Real estate developers in Kolkata, for instance, generate 33 per cent of their earnings from the Northeast, says a recent study by the Guwahati Development Department (GDD).

The GDD estimates construction in Guwahati has grown by 42 per cent in the past three years, one of the highest growth rates in the country. In concrete terms, this has meant 320 new housing complexes, 15 shopping malls, 80 niche restaurants and lounge bars and two multiplexes, besides gaming zones.

Major luxury brands have also opened their outlets and found people ready to splurge. “Why let some militants prevent us from enjoying life?” asks Mangi Singh, a Manipuri studying in Guwahati.

The likes of Mangi have played a significant role in Guwahati’s growth. A number of quality schools, colleges and institutions such as an Indian Institute of Technology (IIT) and the Central Institute of Plastics Engineering and Technology (CIPET) make Guwahati an educational destination for the rest of Assam and the entire Northeast.

With some of the region’s best hospitals around, the city is a “localised” health destination too for Northeast dwellers. The absence of development and persisting unrest in other states of the Northeast have also led many of the wealthy in these places to invest in a “piece of property” in Guwahati.

Realty prices have risen seven-fold since 2004. Take the National Games Village built for the 33rd National Games. More than half the 700-odd housing units built have been bought by people from the other Northeastern states, says an official of the Guwahati Metropolitan Development Authority (GMDA).

Earlier people in Guwahati balked at flaunting their wealth, fearing extortion demands from the militants, or worse, being kidnapped for ransom. Ironically, the first to break the taboo were the ex-militants, the much maligned Sulfa or Surrendered Ulfa cadres who were often given lucrative contracts by the state to keep them in the mainstream.

As a result, they soon acquired plenty of disposable income. There are many ex-rebels behind the real estate boom, while some thriving commercial establishments, police claim, are also fronts for the Ulfa and its sympathisers.

Private players, both indigenous and foreign, are powering the growth of Guwahati too, for it is an entry point to the entire Northeast market. “This seven-state region is too large a market to ignore, and the volume of business in this hitherto untapped area justifies a base in Guwahati for most firms,” says Kishore Nath, an investment banker.

All this growth, however, is telling on the city. The civic problems of rubbish disposal, water logging and drinking water scarcity have grown. There have been ecological complications too.

Encroachment on the hills and wetlands surrounding the city has been a major area of concern. “The government has to draw the line somewhere for sustainable development of the city,” says Dhiren Baruah, head of NGO Save Guwahati, Build Guwahati.

one major issue i noticed, in the name of lane development and widening, our footpaths and walkways are (literally) going down the drain.. for a city that tells everyone it places importance in development and infrastructure for tourists and retail, this issue will definately bite us later if not taken care of now.. :(

and most probably this will be the tallest project in guwahati. i expect this project to have atleast 25 floors if not 30 floors.

after Kolkata, Guwahati can easily take pride of becoming the 2nd best destination for different kind of activities. in some caes it can be even better than Kolkata.
Bhubaneshwar is ahead of guwahati When it comes to IT sector. but when it comes to life style, i would say, it is again guwahati. there are more number of Malls and multiplexes in guwahati than bhubaneshwar. although very large mall is still not present in guwahati. but it will have them soon as approx four malls having 4,00,000 lac+ sq.ft area are coming up in guwahati. one being 8,00,000 lac sq. ft . in tourism sector again, guwhati is the no. 1 destination in east india. Development will be much more faster i would say in next couple of years as GMDA is planning to increase its area to 1000 Sq. Km.

BTW real estate boom is happening only in kolkata, guwhati and bhubaneshwar accrding to some leading surveys in eatern part of india.

here again my intension is not to hurt any one's sentiment by projecting guwhati's plus points. would love to see whole east INDIA rising along with rest of india.

GUWAHATI: There is bad news for those planning to build their dream home in Guwahati as the Guwahati Metropolitan Development Authority (GMDA) and the Guwahati Municipal Corporation (GMC) will not entertain any fresh application seeking permission to build buildings in the city and its outskirts till the existing byelaw for the city is amended.

Many applicants are returning disheartened from the offices of GMDA and GMC as they are yet to know when the process of receiving fresh applications will begin. The process came to a halt on June 11.

"GMDA will not accept any fresh application for building permission. We are not entertaining applications of those who applied on or after June 11. Soon after the amendment of the existing building byelaw for Guwahati, fresh applications for building permission will be accepted again," said town planner of GMDA L Owarie.

He added that the GMDA will be stricter while granting permission to construct apartments and buildings above ground + 2 level after the existing building byelaw for Guwahati gets amended.

The GMDA has carried out a study on "carrying capacity" of various areas in Guwahati metropolitan area and various provisions for issuing permission for housing and commercial establishments. The new building byelaws shall be based on the "carrying capacity" of a particular area as per the report prepared by Center for Environmental Planning and Technology (CEPT).

"The new building byelaws will have stricter norms for parking, in line with the National Building Code. Besides, building permissions for households shall be issued by the agencies concerned only after ascertaining the provisions for adequate parking for residents and visitors," said a GMDA official.

Associate planner of the GMC, Deepak Bezbaruah, said till further instructions from the Guwahati Development Department (GDD), no fresh application for building permission will be accepted.

Friends, i would like to take a moment here..

Please bear with me on this..

Below you can see the monumental level of failure of our kind and honorable GMC/GDMA/God-knows-whichever-godamn-agency. As you can see, a portion of the following images are pixellated. This is because those parts were of dustbins and 'naalas' so filthy, i was half afraid the filth would spill out and pollute this site. And mind you, this was near GMC, THE GODDAMN MAIN HOSPITAL OF THIS ENTRIE CITY.
Take some time to imagine how f*****g callous these guys are that its come to the point where a message board member, who only does this stuff voluntarily, has to actually make the effort of opening photoshop, selecting areas, and pixellating them before uploading them. that just says a lot man.. :( :(

if its okay with everyone, i'd like to take a few moments of solitude alongwith all other forum members to say a prayer for all the families and innocents displaced due to the recent floods..
i always grew up hearing from elders that the bramhaputra takes as much as it gives, but i never thought it could be so serious on this.. :(

for every father struggling to find a home or feed his children, and for every building in guwahati with a room empty for only those who can afford it, i offer my sincerest prayers to our gods to balance this equation..

New Delhi: India-based real estate developer Infinity Infotech Parks Ltd plans to inject about Rs 10 billion in Assam over the next 3-4 years to augment its presence in the office and residential complex markets, the Press Trust of India reported, citing Chairman Ravindra Chamaria.

"We are looking at investing around Rs 1,000 crore (Rs 10 billion) in Assam for various projects over next 3-4 years. Though we are now concentrated in Guwahati only, we are also exploring possibilities of expanding our business to other cities and also other states in the North East," he told the news agency.

The Kolkata-based firm, which builds office spaces for information technology (IT) firms, further said that tier II cities such as Guwahati offer huge opportunities in the real estate sector due to expanding economy and growing affluence among middle class population.

The firm has plans to launch Guwahati's first IT Park at Madhgharia locality over the next few months, which will have an area of 2 million square feet, with a food court, office space and residential space, among others, he added.

The company designs and service infrastructure primarily for corporate houses and companies operating in the IT and IT-enabled services (ITeS) space.

as far as i know, gateway was already constructed before this building was completed.. this was then laying the foundations..

if your answere is YES, then i think this is not HYATT hotel. Proposed Hyatt is located near Guwahati tea auction center. that is very much beautiful dude. around 10+ storied tall. and this is going to be grand.

another Hotel called Renaissance is coming up just infront of Assam Secreteriat. do have any info on this. in guwahaticity.com many people are talking about some buildings near khanapara. are they talking about Vivanta by Taj.

anyway many many thanks to you for all these beautiful updates. i will try my best when i am there in guwahati, if everything goes according to the plan.

If this is before Lokhra Chariali (from the airport side to Khanapar), then it should be Subham Greens. If it is after Lokhra, then it could be Uttarayan Greens (architecture also seems to suggest UG as it is closer to the render)

It is not Subham Green as it is still under construction. i think it is meghmakar heights, if i am not wrong. many apartments have come up along this road.

another location may be near bhangagarh flyover on BIG BAZAR site. if you see any big construction nearby that area, then it is HYATT. A big parcel of mill land is available near that area. it is between RAJIV BHAWAN and Bhangagarh flyover.

Now I'm a little confused as the area surrounding GTAC is sceretariat land (on 2 sides) and right next to GTAC is the petrol pump..so where is the space for constructing Hyatt? I used to think Hyatt was coming up in front of GTAC on the other side of GS Road but that project obviously is Rennaissance Hotel, as u pointed out. Just wondering where the exact location of Hyatt is?

i think behind that petrol bunk there is a bif parcel of land being occupied by some sick industry. there may be possibility that HYATT might have purchaged that land.

GUWAHATI, July 11: Over the years Guwahati has grown into a concrete jungle with apartments coming up everywhere. Buying an apartment in the capital city is a dream cherished by almost everyone who has settled here and for people from other parts of the State as well as the Northeast who are selling off their properties to buy apartments here. However, the high price of property in Guwahati pushes it out of the affordable limits of most people. Fingers point towards the State Government for the skyrocketing price of property in the State.

As compared to other States in the country, the registration fee and other taxes on immovable property is highest in Assam. In Guwahati, the registration fee on property is 8.5 per cent while in other cities like Mumbai, Bangalore, West Bengal and Goa, the maximum registration fee is 2 per cent. In fact, in Delhi, it is only Rs 200!

If a person desires to buy an apartment in Guwahati, he will have to pay stamp duty with surcharge at 8 per cent, registration fee at 8.5 per cent, sale permission fee at 1 per cent, 2.5 per cent service tax, 1 per cent VAT, 1 per cent workers’ welfare cess and other taxes. Thus, he will have to pay 35 per cent tax on the total property cost! But according to the National Habitat Policy, the combined burden of all taxes on housing should be kept within 10 per cent.

To avoid this heavy burden of taxes, many people are now taking possession of apartments without any sale deeds. This is undoubtedly an undesirable trend. But the high taxes and registration fee on immovable property has hardly left people with much of an option. With more and more people refraining from signing sale deeds, the government also is losing out on revenue.

Meanwhile, in the name of amending building byelaws, the Guwahati Metropolitan Development Authority (GMDA) and the Guwahati Municipal Corporation (GMC) have put a halt on the process of receiving fresh applications for building permission. Hundreds of earlier applications which had been approved, are now gathering dust in the GMC and GMDA offices and it is the people who are facing the brunt as many people had taken home loans for building their dream home. Some people had also broken down their old houses for construction of new houses. With no building permission, their stay in rented houses is expected to be longer than they had thought. However, the GMDA Citizens’ Charter mentions that a fixed time period must be set for accepting or rejecting applications for building permission. But this has not been implemented.

The value of apartments is fixed by the office of the Deputy Commissioner for the purpose of calculation of stamp duty and registration fee. This value is found to be arbitrary, and in many cases much higher than the actual market price of the apartment, said sources. To make matters worse, in Assam the prices of building materials like cement and iron rods, is higher than in other States.

As per a survey, in Guwahati 55 per cent housing need is in the low income category, 35 per cent in the middle income category and 10 per cent in the affluent class. Thus, it is eventually the middle-class people who have to bear the heavy burden of taxes while buying apartments. The government can, of course, ease this burden if it reduces the taxes on property.

Sources said that it was also unfair on the part of the government to increase the zonal circle rates or the government value of land in Guwahati. The new government value of a plot of land in the city is usually much higher than the actual market value of that particular land, sources added.

For instance, in interior areas like Gorchuk, Betkuchi and Lokhra in the city, the actual land value in these areas is around Rs 20 lakh to Rs 30 lakh per bigha and the earlier circle rate was Rs 6.5 lakh per bigha. But the government has enhanced the value of land in these areas to Rs 75 lakh per bigha.

Unless the government makes a move of reducing the high registration fee and other taxes on housing, the dream of owning an apartment will remain a dream for most people.

i think sangrila tower is waiting for environmental clearance. they have updated the website and since it is a joint venture project between GMDA and simplex infrastructure, i hope its construction will start i next couple of months. i would like to know if anyone has any updates on it.

i do not know what happened to city center mall. :ohno:.. that is one of the biggest mall in guwahati.

CITY CENTER is right in front of my home, and i know for a fact that they cant just give up on it judging by the scope of construction i have seen till now..

But sometime before i returned to guwahati, they sealed of the site with high enclosures, so i can't give an idea about the work completed till now. i can however say for sure, they are very serious about it and its not a publicity stunt.

i read in some news report or something that sanghri la guys got their clearances. hopefully its true.
for the city center project, i dont know about the clearance, but i do know, before the site was enclosed, they were working in full force (see above post)

all news related to developments took back seat because of the incident. slowly news related to developments are pouring in.

hope culprit will be caught and punished soon.

and that channel should improve the news content. i was against that channel right from the beginning for showing dirty news. they never showed any news related to major projects like gas craker project, bogibeel project .. always show husband beating wife, mob beating girl, torching vehicle etc etc

hope NEWS CONTENT will improve after this incident across all channels in Assam.
same is the case with national media. leave alone hindi channels, even times now, NDTV are not behind. there should be complete overhaul of the media industry.

The Guwahati Metropolitan Development Authority (GMDA) is planning to approach financial institutions for help in buying land to develop satellite townships on the outskirts, in a bid to end decongestion in the heart of the city.

“We will approach institutions like LIC and Hudco for finance to buy land for developing townships,” a senior GMDA official said. He said the land would be bought at market rates.

The official also said they are on the lookout for suitable land to develop residential land development scheme townships and other infrastructure projects on the outskirts preferably in North Guwahati and on the western side up to Azara and Palasbari and on the eastern side around Chandrapur, with an aim to create affordable world-class housing and decongest the core area.

Another key issue is under what terms and conditions will the loan be made available by financial institutions, as the process requires careful negotiation.

According to the masterplan, the total population of Guwahati will be 21 lakh in 2025 and efforts have to be made to create suitable townships for residential accommodation.

Of the total projected population, 17.74 lakh will be accommodated within the present area of the city and the plan is to provide housing for the remaining population in the new townships.

The townships will have houses for the lower income, middle income and high-income households and provide essential facilities.

“Offers from interested land owners/firm/attorney holders of land are being invited with details of credentials of partners submitting offers, total area of land with its particulars and location in revenue maps, terms and conditions, the land price proposed and key plan of the area” the official said.

The land required is a minimum of 100 bighas or more in one block and offers should be submitted by August 17. Selected parties will be called for negotiation by the GMDA.

“This will take time but proper efforts are being made now so the infrastructure comes up soon,” the official said. Offers made for land which were submitted earlier will not be considered,” the official said and added the GMDA has the right to accept or cancel all offers.

The Aeropolis project at Azara by the Brahmaputra Group is one such instance....however, one should ponder as to what the objective of the so-called townships should be...are they going to provide affordable housing for those who can't afford in the main town area..or are they just going to be weekend breaks for the rich and (in)famous of Ghy a la the Chattarpur and Bijwasan areas of NCR? I would presume the former as that would serve the purpose of de-congesting but looking at some of the projects announced, don't think they are affordable at all!

I'd heard somewhere that TATA Housing was planning to launch an affordable mass housing project? Any idea if the Bijoy Nagar one is the same? Sahara too had its eyes on Ghy but haven't heard much from them.

Yes TATA housing signed MoU with GMDA to develop world class commercial and retail space in guwahati. i think they will atke up this project once Taj Vivanta is completed. I would be happy if finalelement could post some updates on Taj Vivanta.

and sahara township is very much in pipeline. their coimbatore township and jaipur township are under final phase of construction. i think they will launch it in next couple of years. it is planned near deepor beel, if i am not mistaken.
they have launched it in bhubaneshwar very recently.

a year back i hardly saw any tower cranes here, and frankly it hurt me seeing as how banglore and chennai always had one you could see from any street..
and now when you go to any main road here there's always one or two in yr sight every few mins..
apparently JCB requests here exceed expectations every month even after readjustment on projections.. :banana:

but i am scared this massive housing infra would lead to a bubble burst if not kept under check, just like in america.. its scary to even think of the consequences..
fortunately the services sector and recently emerging realty sector is strongly holding up, but i think we really need those 6 lane raods for logistics if guwahati wants to support this boom..

I'm positive the project you showed before Regent's Paradise is Uttarayan Greens..looks very similar to its render and is located just opposite the hockey stadium, so definitely in your path from Lokhra. Yes, I agree we need better logistics...we actually need to create logistics and warehousing hubs...if I turn wealthy overnight (:lol:), I'd definitely set up a couple of cold storages...sorely needed in Assam as so much of perishables actually perish and go to waste. Btw, did u get any pics of the Roodraksh Mall or the Renaissance Hotel (which is the one in front of Janata Bhawan)?

lots of big realty projects are mushrooming up in guwhati.

in coming years there will be much bigger and better projects as GMDA is going to implement its master plan in PPP mode. already they are scouting for land measuring 100 bighas or more per block. and GMDA is looking forward to develop hundreds of such blocks into world class townships.:banana::banana::banana::banana:

yes, u heard it correct. it should come up by 2013. you can spot some of the most expensive cars now in guwahati including Rolls Royce, which whopping cost 4.5 crores. besides u can spot ferrari, BMW, Audi, Mercedez, porsche.. u will find everything there. there is a facebook group for that too

Have u seen any pics? Are there any construction updates available? The problem is these projects are mostly the first projects of some local builders, so they don't have proper websites running. Subham Group, at present, seems to be one of the more professional groups around in Ghy..nice updates there.

The centre has started the safety audit drive according to the guidelines of the National Building Code of the Bureau of Indian Standard (BIS).

“We have opened the helplines keeping in mind the confusion prevailing among the individual building owners, builders and construction firms regarding safety audit of existing buildings. Recently, we issued a public notice asking them to come forward for safety audit and if they have any questions on the drive, they can use the helplines for free counselling,” a GMDA source said today.

The engineers will carry out tests of the structure in different stages using various non-destructive test equipment. The tests will comprise compressive strength of the concrete, workability condition, bending and carbonisation to find out the durability of the buildings. If required, the experts will also conduct sand and cement tests.

Later, the data will be sorted and analysed for proper identification of weakest points and safety level of the buildings and those requiring retrofitting (a technology for modification of the existing structure) and other remedial measures to ensure safety would be identified.

“The drive is being carried out in phases. Initially, we are conducting technical audit of under-construction apartments and in the second phase, we will conduct the audit of all the existing buildings (both private and government). But all buildings may not require the technical audit and people can use the helplines to call up the evaluation centre’s staff who will visit the buildings and do the initial testing and see if they require the safety audit or not. The building owners will have to pay only Rs 1,000 for the preliminary tests,” the official said.

An official of the GMDA said even as the city was witnessing real estate boom, it has been found that more than 50 per cent of the construction was not properly following the provisions of the BIS’s National Building Code and, hence, require technical safety audit. “We should keep in mind that earthquake does not kill but unsafe buildings do. We urge the builders to do the safety audit and acquire the technical safety certificate from the GMDA and those planning to buy a new flat should also check the certificate before spending money for housing,” the official said.

Post Bureau, Guwahati (Aug 8): The Assam government on Wednesday said that it is working for a new building bylaw for Guwahati. The government expects that the bylaw will be ready soon. The Guwahati Metropolitan Development Authority (GMDA), in the early this year, stopped giving new permissions for buildings, and said that fresh permissions would be given only after preparations of a new building bylaw.

Addressing a press conference at Dispur on Wednesday, newly appointed Guwahati Development Department (GDD) minister Ajanta Neog said that the Assam government has formed a committee for examining the pending building permissions with the GMDA and the Guwahati Municipal Corporation (GMC).

“The first meeting of the committee held on July 19 this year made several recommendations for giving building permissions within Guwahati,” said Neog. The minister also said that as per the recommendations of the committee, permissions may be given up to ground + 2 floors purely for residential buildings.

“However, building permissions will be restricted in hill areas, eco-sensitive and green belt areas, all existing water bodies, 15 metres from river bank, and 10 metres from existing natural drains,” said the minister. The minister also said that the committee is examining building permissions for commercial and high-rise buildings, and will submit their report on this soon.

“The report of the committee is awaited. Once it is ready, action will be taken as per the decisions and recommendations,” said the minister. The minister also said that Guwahati has seen abnormal growth in the past 100 years, and the charge of the GDD department is a very challenging job.

“I am new to the department, and I am trying to understand the problems in the city. The city has several problems. It is a big challenge for me,” said the minister.

Aug. 10: The stink, slush and snarls that torment people at Uzan Bazar vegetable market will soon be a thing of the past, with the Guwahati Municipal Corporation planning to convert the haat-like area into a state-of-the-art multi-storeyed complex.

The complex will house a parking lot for 50 vehicles, 120 shops, offices, conference rooms and adequate number of toilets.

“A blueprint of the project has been prepared, which will be sent to the state government for approval,” a GMC official told The Telegraph.

The landmark market, where residents throng for their essentials particularly fish and vegetables, is plagued by the stench of urine, in a corner of the market beneath the GMC office and puddles of water, which appear soon after a shower.

The market, at present, has just one toilet to cater to 100-odd traders. “The stench and dirt obviously turn off people. The irony is that people urinate in the open, just a couple of metres away from my shop,” Kanak Sarma, a trader said.

Dispur had sanctioned Rs 10 crore during the last budget for “development of the market”.

“Once the project is approved, we plan to use about Rs 8 crore from the amount sanctioned to set up a G-3 (ground floor-plus-three storeys) complex by April 2013. Tenders will be floated and firms invited for construction of the complex,” he said.

Another problem is the haphazard parking of vehicles on the two roads adjacent to the market — Sati Radhika Shanti Road and Bhuban Road — causing congestion in the area.

“Once the parking lot is set up, the congestion on the two roads should be taken care of. There is a natural slope from the western side of the market, which will make it convenient for constructing the parking lot in the basement,” the corporation official said.

The civic body, however, has done away with the idea of developing the markets in the city under PPP (public-private partnership) model.

“Various hurdles, such as land issues and opposition by traders and pressure groups, has made us do away with the idea of developing markets, be it Ganeshguri or Lakhtokia, under the PPP model. Hence, we have decided to develop markets in a phased manner on our own,” the official said.

The Uzan Bazar traders’ committee, however, had taken up the matter of the market’s uplift since the past five years. “It has been five years now since discussions with GMC on the market’s development started. As a matter of fact, prior to Assembly elections last year, the civic body had given us a written assurance that a new complex would come up in 18 months but to no avail,” Dhiren Baruah, president of Uzanbazar Byabxayi Samiti, told The Telegraph.

“About four months back, we even submitted a list of 180 traders to the then GMC commissioner Puru Gupta and asked the corporation to set up the complex in two years.,” Baruah said.

Aug. 24: City-based consulting engineer Jyotirindra Narayan Khataniar feels that construction process in a city cannot be advised to stop for an indefinite period.

Khataniar today told The Telegraph that the city should be allowed to grow further, but slowly, till improvement of drainage and sewerage system, attainment of sufficiency of potable water and electricity according to the demand is available.

“Construction of the major high-rise building complex having above ground plus six floors should be restricted till the time of availability of sufficient electricity and development of proper water supply arrangement along with improvement of carrying capacity of the roads and drainage networks within the city. Small and medium construction projects should be encouraged instead of big projects, as a solution to the present crisis,” Khataniar said.

Khataniar’s observations have come following Guwahati development department’s decision to stop receiving fresh applications to build houses from June 11 onwards, for an indefinite period.

However, it was decided on July 25 that permission might be given up to G+2 floors for residential buildings.

His emphasis on sufficiency of electricity and proper water supply arrangement was voiced, as he observed the city does not have common sewage system and the Assam State Electricity Board’s (ASEB) acute power shortage.

“ASEB is in a position to supply only about 20 per cent of the total demand in peak hours,” he said.

Khataniar said the introduction of the bylaw-2006, admitted loopholes in the bylaw-1998.

So, to prevent loopholes in the present bylaw, which is being prepared, there should be a long-term vision taking into account all the actual ground realities.

The current building bylaws-2006 is under revision and the new bylaw shall be based on the carrying capacity of a particular area according to a report prepared by Ahmedabad-based Centre for Environmental Planning and Technology (CEPT).

The carrying capacity of a particular area represents basically the “road-carrying capacity, infrastructure availability and land suitability” of that area.

“Before the CEPT study, no proper research was carried out on the carrying capacity of the drainage networks along with the reducing water-carrying capacity of the city’s wetland areas. As of now, no scientific study has been carried out on feasibility of common sewerage disposal system, availability of underground water for domestic uses and ASEB’s electrical load carrying capacity as against city’s demand, which should be done in proper way,” he said.

Khataniar said the revised 2006 building bylaws was an improved version of 1998 bylaws, which gives a lot of importance to the structural safety aspects of the buildings, based on recommendations of National Building Code, 2005, and National Disaster Management Division under the ministry of home affairs.

Besides, the bylaws-2006 give importance to the construction rules and regulations related to the construction of single-storied buildings to the high-rise buildings.

This includes apartments, commercial complexes, and other type of public buildings along with certificates from the consultants, structural engineers and builders or owners of the property.

Khataniar said as the city does not have common sewerage disposal system, there should be a study to explore the feasibility of building one.

He added that evaluation of the quantity of groundwater available in the entire city with respect to the present demand and demands for the future expansion needs to be studied carefully for preparation of necessary water supply schemes.

He suggested liasing with the ASEB to solve the problem of power scarcity in the city.

Yeah porsche carrera and cayenne can be seen sometimes, but no ferrari's. And also no RR phantom, its a RR ghost.. Merce , audi , bmw are almost common here. And regarding bikes u can spot a few harley's and suzuki gsxr1000, r1 , hayabusa and hyosung's(there's a showroom in paltanbazar). Ninza's and cbr's are quite common now a days.

Sept. 2: The city development plan for Guwahati is being revised and appropriate strategies are being formulated with help from World Bank keeping in mind the changing scenario in the city.

Official sources said this was being done under the World Bank-funded Capacity Building for Urban Development Project to provide a comprehensive framework for long-term capacity building requirements of the city and to incorporate urgent priorities identified by the Centre.

Sources said the idea behind revision of the city development plan was to help local municipal bodies identify gaps in service delivery and to help manage the urban space, which, in turn, would help ensure that the plans were in line with current situations and constraints and were participatory in nature.

Sources said the city development plan under the JNNURM would now serve as a “city vision document” based on systematic, realistic and strategic data sources and would help the city prioritise the sectors to be taken up. The plan would also identify funding sources for implementation of the project over a period of 10 years.

The Centre is now finalising consultants for the job so that the work for the revision of the plan gets under way.

Though the first city development plan, which was approved in 2006, had proposed Rs 3,200 crore worth of projects, only Rs 500 crore was approved.

“The revision process will also help the bodies identify areas where they need assistance in urban management and to help build capacities,” the source said.

The revision is required as the existing area of the city is unable to accommodate the rising population and added to it is the need for further expansion.

The source said the departments involved with the preparation of the city development plan would soon hold discussions to tell the Centre their requirements.

One of the important recommendations made by Grant Thornton, a consulting firm, while doing the appraisal of the JNNURM was asking the states to furnish the reforms which they would like to undertake and were in a position to implement within an acceptable timeframe. “The top down approach of the Centre of first deciding on the reforms and then holding consultations with the state does not bring the kind of involvement and ownership necessary for implementing the reforms,” it said.

A government official said many of the mandatory reforms could not be implemented as many problems were encountered.

The source said the Guwahati Municipal Corporation was not fully involved by Dispur in preparing the first city development plan, as pointed by the National Institute of Urban Affairs. The institute, which appraised the development plan, had gone on record saying not a single official from the corporation was present during the process of seeking clarifications about the plan.

GUWAHATI: Global retail giant Walmart is set to establish its first retail outlet in the northeast in Guwahati. The decision was taken even before the Union cabinet on Friday approved foreign direct investment (FDI) in multi-brand retail.:banana::banana::banana::banana:

The Indian venture, Bharti Walmart, has already entered into an agreement with a local land owner to set up the outlet in a 50,000 sqft area. "The setting up of Bharti Walmart in Guwahati has been agreed in principle. The final agreement is yet to be signed. The terms have been mutually agreed upon," a source said.

Chief minister Tarun Gogoi described the decision of the Union cabinet as "bold". Extending his support to the Centre, he said the government should not reverse this decision under any circumstance. He said states, which are opposed to the decision, should not try to discourage other willing states from implementing it.

"I welcome the decision of 51 per cent FDI in multi-brand retail. It will benefit the small, medium enterprises and cottage industries. It will help farmers and other consumers and boost the overall rural economy," Gogoi said.

After Guwahati, the next stop for the global retail giant will be Shillong. In the eastern sector, Walmart outlets will be opened in Kolkata, Asansol and Siliguri, the source added. The city already has a number of domestic retail chains here, which have also expanded into other places of the state.

Even as citizens welcomed FDI in the retail sector, the Assam Chamber of Commerce opposed the decision of the government. According to the trader's body, people will benefit from the FDI only for a short period.

"Eighty per cent of India's traders are involved in retail business. The entry of these big global names will leave the domestic traders high and dry within a short period," Assam Chamber of Commerce president Rupam Goswami said.

He said the global retail chains will monopolize not only the selling of their products but also control the market, where farmers have to sell their produce at prices set by the retail chain. "FDI will hijack the country's economy and we vehemently oppose this decision of the government," said Goswami.

Gogoi also welcomed the cabinet's decision to allow 49 per cent FDI by foreign airlines in Indian air carriers.

Sept. 25: The Guwahati development department has decided to issue no-objection certificates against all pending applications to construct buildings up to G+8 floors provided they are not in the hills, eco-sensitive and green belt areas or near waterbodies.

The department has also stipulated that the buildings should be 15 metres from the riverbank and 10 metres from existing natural drains.

In a direction (no. GDD.54/97/743) issued recently, the department said it would be the responsibility of the chief executive officer of Guwahati Metropolitan Development Authority and the municipal commissioner to personally ensure that no permission is granted to construct buildings in these areas.

On September 13, the state government constituted a seven-member committee to look into the applications to set up buildings in these areas.

In the case of issuing NOCs to buildings above nine storeys, the department has pushed the matter to the government.

“All applications for issue of NOCs for building above G+8 floors shall be referred to the government according to the existing instructions,” the notification said.

The department had earlier decided to take fresh building applications from June 11 for an indefinite period. But on July 25, it issued an order giving permission to erect only G+2 floors buildings for residential purposes.

On the other hand, for accepting fresh applications, the department said applications for construction of G+2 floors for residential buildings may be accepted by the corporation and GMDA, till notifications of the new building bylaws, which are likely to come out soon.

The new provisions shall govern all applications for building permission after notification of the new bylaws.

A GMDA official said a “common technical committee” meeting would be held on September 27 to discuss some issues related to building permissions.

“I welcome the recent decision for the issue of NOC for permission to construct up to nine-storeyed buildings in Guwahati, considering the existing construction byelaws of 2006. This will help the local landowners and builders to continue the construction process smoothly,” said Jyotirindra Narayan Khataniar, a city-based consultant engineer.

“The existing construction bylaws of 2006 should not be revised whimsically and based on actual ground realities. The new applications for permission to construct all types of buildings up to nine floors should be accepted soon, after clearing the backlog of pending applications,” he added.

The current building bylaws 2006 is under revision and the new bylaw shall be based on the “carrying capacity” of a particular area according to a report prepared by Ahmedabad-based Centre for Environmental Planning and Technology (CEPT).

The “carrying capacity” of a particular area basically includes the “road-carrying capacity, infrastructure availability and land suitability”.

Oct. 1: The Assam Real Estate and Infrastructure Developers’ Association has urged Guwahati development department to tighten the procedural aspects of its building bylaws.

The association’s president, P.K. Sharma, met Guwahati’s urban development minister Ajanta Neog on Saturday in this regard.

“While the technical part of the bylaws is above question, glaring loopholes have been left in the procedural part. This is leaving scope for malpractice by unscrupulous officials and giving undue advantage to unscrupulous applicants,” Sharma said.

“We have been informed by a former GMC commissioner that the current building bylaws are being amended, based the recommendations by the Ahmedabad-based Centre for Environmental Planning and Technology. This body does not have the same standing as the statutory organisations and expert committees, which framed the current bylaws. So, it may not have the technical and practical competence to supersede the recommendations of highly competent authorities, which could spell doom for the city,” he said.

The current bylaws were finalised after an elaborate process, which started in 2002, where advice from various technical bodies was taken into consideration, Sharma said.

Clause 11 states that the site shall be inspected within 10 days after receipt of application for building permission but it does not define the consequence of default. “On the ground, most often, the engineer has to be bribed to inspect the site and file the report. Else, he simply refuses to move and puts off the inspection for an indefinite period.”

Similarly, Clause 14 defines the time limit for sanction or refusal to within 60 days for normal buildings and 90 days for buildings that require scrutiny by the highrise committee.

Sharma said this clause has been abused wantonly because no penal provisions are attached to it and unscrupulous officials have held applicants to ransom by keeping their applications pending for years.

“There must be a provision stating that after the said statutory period, the application will be deemed granted. There should also be deterrents, which spell out the penal consequences of such violation of bylaws,” he said.

Clause 18(d) states that no correspondence regarding building permission and land sale will be sent to applicant’s premises, but will be made available at the reception counter.

“This is indeed one of the biggest loopholes. While all other correspondence is made through proper acceptable forms of communication, the most vital issue of permission is left at the mercy of certain officials. The counter staff can go on denying the existence of any communication for a long time and make the applicant run from pillar to post,” Sharma said.:ohno::ohno::ohno:

Sharma said the entire process should be made online with strict penal provisions for offending officials.

I travelled to two different cities in two different states last fortnight — Indore and Guwahati. I came back with images identified by common distinctions: piles of garbage and glitzy new shopping malls. Is this our vision of urban development? There is no question that cities are imploding; growth is happening faster than we ever imagined. Construction is booming and expansion is gobbling agricultural land.

But the quality of life is no better. In most parts there is traffic, dust, air pollution and most of all the chaos of unplanned growth. Road expansion is eating up lines of shady trees — in Guwahati I saw the most majestic trees hacked down mercilessly. The city’s lungs are going, and so are its sponges, as water bodies are making way for buildings.:cripes::cripes: In Indore its residents will tell you that the names of the colonies are the names of the lakes they are built on. In Guwahati, the airport has been built by killing the grand Deepor beel. First a road was built (obviously without culverts to channelise the water), then, as the water body died, it was filled to undertake new construction. This year, as always, Guwahati airport was flooded and air traffic disrupted.

The two cities are different ecosystems, so they should have had different water and waste issues. One is located in the relatively dry Malwa plateau and the other in the high-rainfall region on the banks of the mighty Brahmaputra. But both cities have acute water stress, even as rain leads to swamping of cities, disrupting life and destroying property. Both cities have no water culture. Both are drowning in their waste.

Indore, because of its location, had a rich tradition of lakes. Rainwater was harvested and stored in structures, which recharged groundwater. Then, in 1977, the city brought Narmada water from some 110 km to the city. Indore should have had enough to drink and to swim. But 35 years later, the water has still not reached all distribution pipelines. Over 50 per cent of the 172 million litres per day of water it sources is lost in distribution, which means there are far more costs but far less water to supply. The city water utility has no money to repair and extend its water system. It spends all it has and more just on the electricity costs of bringing the water in. Politicians are vying with each other to bring in water from the Maheshwar dam. The recent jal samadhi by the Maheshwar dam-displaced has met with enormous anger from Indore’s power elite. They say they need the dam’s water at all costs. They do not care if the people whose land has been submerged by the dam have received compensation or been resettled.

The same power elite never demand systems to deal with the sewage they flush out of their homes. In Indore, the sewage system was constructed in 1936 at the time of the Holkars. Independent Indore has added to it insignificantly. The bulk of the sewage pours into its rivers, Khan and Saraswati, and Piliyakhal Nullah, untreated. It forgets that the Khan pollutes the Kshipra; the main water source of its neighbour, Ujjain.

This is when both cities have options to do things differently. They are yet to build all their homes, roads and water and sewage systems. They can execute a plan, which allows them to modernise but with quality of life intact and even better. This requires not to want to grow in the way Delhi, Mumbai or any other “old-growth” city has.

For instance, they should not repeat the mistake of allowing fleets of cars to take over their roads. Indore was enlightened in planning for a bus-based future. Some years ago it invested in new buses, rationalised routes, created systems for efficient operation and put GPS in place to track and inform customers. Now the cost of bus fuel is up, fares have not been revised and buses are losers. Still the majority of the city population rides or walks, even though the city’s footpaths are long gone. Indore is now building a bus rapid transit (BRT) corridor. It has many foreign and Indian consultants to design the system, but the people of Indore have no idea what is being proposed and why BRT is important. So they already hate it.

Guwahati’s footpaths are gone as well, taken over by mounds of garbage. The city has taken the route of its bigger cousins. It has put the task of garbage disposal out to a concessionaire, who, it hopes, will sweep the city clean. It does not. Instead, Guwahati could collect, segregate and compost garbage at the household level. It could reserve areas in colonies for environmental services. This way it would not have to first collect and then transport the waste. It would not have to live in filth.

In the end Indore and Guwahati will be the creations of their people. The only question is whether they will be dreams or nightmares.

Villages in assam are really beautiful and full of greenery. we can replicate the same in guwahati. people should be fined for making steets dirty ,once well networked waste disposable system is in place. although Ramky is carrying out the waste disposal system, but its staff and equipments are not adequate. recently they have requested CM to allocate more funds and equipments to cover greater guwahati area. hope Govt. will take care regarding this. besides this, many NGOs are involved in raising their voice for keeping guwahati clean and green.

All that is fine but as long as cleanliness is not cultivated among our people, it will all be worth nothing. The fact that littering is a bad practice should come naturally to us or at least, parents should cultivate such habits among children from a very young age. The most common excuse I find literate/ educated people providing for littering is "Oh, I could not find any dustbin nearby". Well, if that is the case, then you should put it in your pocket and carry it till you find one! And y're right about fining- shopkeepers are most often the guilty party in Ghy.

Oct. 28: The Guwahati Metropolitan Development Authority will move to a computerised building permission system in order to reduce the hassles of the manual system.

The new system is expected to make the whole process of building permission more transparent and user-friendly.

“We get a lot of complaints from the present manual building permission system and want to make it totally error-free,” GMDA chief executive officer M. Angamuthu told The Telegraph.

The new system will be a computer-aided design-based computerised solution for automatic building permission scrutiny. CAD is used to assist in the creation, modification, analysis, or optimisation of a design and many private organisations use it in varied applications.

The move comes in the wake of the recent meeting between Assam Real Estate and Infrastructure Developers Association president P.K. Sharma and Guwahati development department minister Ajanta Neog, where Sharma requested the entire process be made online with strict penal provisions for offending officials.

He had cited clause 18 (d) of the current building bylaws which states that no correspondence regarding building permission and land sale with the applicant will be served in their premises but made available at the reception counter.

He said this was one of the biggest loopholes as all other correspondence was through proper form of communication. This left the most vital issue of permission to the mercy of certain officials and led to staff at the counters allegedly deny the existence of any communication and deliberately make the applicant run from pillar to post, according to Sharma.

The development authority has initiated the process to look for experienced and reputed consultants/firms experienced in this field to submit their proposals by November 15 and already issued its terms and conditions in its Request for Proposal (RFP) document.

The selected party would have to study the existing system for approval of building plan proposals in GMDA, including the method, software and formats being used currently for sanctioning plans. “The firm will have to devise a system to incorporate best methods and practices,” an official said.

The rules state that the approved latest building bylaws and regulations of the authority will be incorporated in the software, which would be deployed in a centralised data centre. “If the proposals in the drawings are not according to permissible rules and regulations, the software will indicate the errors and give a report of failed entities,” the official said.

The system has to be foolproof and have proper user authentication and access control mechanisms to ensure that only authorised users can access a particular piece of information.

The bidder should have implemented at least one similar software solution for building plan approval in any municipal corporation/development authority in the country and the proposed software should be running for more than two years in at least one urban local body. The bidder will have to provide one-year warranty after the deployment of software.

Nov. 1: The Assam Real Estate and Infrastructure Developers’ Association has urged the revenue department to make the government value of land reasonable in the larger public interest.

The association had recently met revenue minister Prithibi Majhi and expressed concern over the exorbitant increase in the government value of land or zonal circle rate without any notification or basis of calculation.

The zonal circle rate has increased to eight to 12 times from the prevailing rate and in most cases it is higher than the actual market value.

“The fact that the process of law has not been followed in arriving at these figures has been brought to light by RTI queries wherein the deputy commissioner’s office failed to give any basis for such calculation. There has also been no notification issued for such increase in the rates,” P.K. Sharma, president of the association said at a news conference today.

While giving examples of answers given by the government under RTI, Sharma said in some places like Gorchuk, Betkuchi, Lokhra, the government value of land was Rs 75 lakh per bigha, which is almost eight times the market value.

The GMDA was also charging an additional 1 per cent for the no-objection certificate for sale permission, which brought the total duties for sale deed to 17.5 per cent.

“People are finding it impossible to pay such huge amounts and it appears that they are being forced to take possession of their homes without sale deeds which is an undesirable trend,” Sharma said.

He said buying and selling of land is being done in those places where there is vacant land and there are not many plots in the core areas. In fact, the stamp duty in Guwahati is 8 per cent and registration charge 8.5 percent, which adds up to a whopping 16.5 percent.

The total charges payable on land purchase is the highest in the country and the same rate is being charged for completed apartments and vacant land.

“Governments across the country have accepted the fact that rates of stamp duty and registration fees cannot be same for land sales and apartment sales,” Sharma said.

This is because duties payable on purchase of land and subsequent construction attract duty only on the value of land whereas in case of apartments, the combined value of land and building is taken under consideration.

The association demanded that the rate of registration fees be fixed to a maximum of Rs 500 per sale deed in tune with rates in other states and the combined taxes for sale deeds be kept within 5 per cent of the cost of property.

Sharma said the combined burden of all taxes on housing be kept within 10 per cent (including VAT, service tax, stamp duty, registration and other fees) in tune with the National Habitat Policy.

Nov. 4: The Guwahati Metropolitan Development Authority has asked Ahmedabad-based Centre for Environmental Planning and Technology (CEPT) University to prepare a new masterplan to help give shape to the GMDA’s expansion plans.

A total of 13 firms had participated in the bidding process after which CEPT was awarded the work. The institute became a university under the Gujarat State Legislature Act, 2005, with effect from April 12, 2005.

The jurisdiction of GMDA extends originally over an area of 262 square km and the 2025 comprehensive masterplan had stated that the total area would be 328 square km, with the addition of three new towns. The city is likely to witness rapid population growth and reach 2.3 million by 2025.

The GMDA area now covers the Guwahati Municipal Corporation area, North Guwahati Town Committee area and some revenue villages of Silasundari Ghopa mouza, Pub Barsar, Dakhin Rani, Ramcharani and Beltola mouzas.

Unplanned growth has already put severe stress on the infrastructure, resulting in the growth of illegal construction by all income groups, congestion and rising pollution levels. GMDA chief executive officer M. Angamuthu said the new masterplan would be a development and perspective plan.

“The new plan will be completely digitised. The development in areas outside the city has been haphazard and needs to be regulated,” he said.

The GMDA plan will keep in mind the future expansion and growth in reference to the growing population and economic base, develop adequate infrastructure to cover the existing as well as future expansion needs. The plan will also aim to achieve coordinated growth with different sectors for bringing about sustainable and holistic development.

The official said they were keen to usher in an era of planned development with an integrated masterplan for the metropolitan area, which will ensure compliance through strict enforcement, stringent punitive measures and provision of adequate amenities.

Facilities in the new areas will allow the population to disperse from high-density areas, thereby relieving the existing urban agglomeration from stress on infrastructure, amenities, housing, industry and traffic. The plan will project the physical and social infrastructure needs for the growing population with a horizon of next 20 years and lay down a road map to generate resources to meet these needs.

In addition, the plan will suggest an implementation framework detailing the role of both public and private organisations for the new metropolitan area.

“The work is expected to be completed in one year and the inception report has been submitted. There will, however, be public consultation before finalising of the draft plan and after publication, so that the views of all sections of the public can be considered before the final plan,” Angamuthu said.

Guwahati, Nov. 6: The Guwahati Metropolitan Development Authority (GMDA) is trying to work out the best financial model and get the best skills to develop the sprawling 64 bigha district jail campus at Fancy Bazar.:):)

Earlier this year, the home department had shifted the district jail from Fancy Bazar to the Sarusajai area of the city and handed back the plot to the revenue department.

The Guwahati development department then conceived an idea to develop the entire land in a planned manner.

The GMDA has floated a global tender to figure out a masterplan to carry out the development.

“We are looking for the best expertise available in the world to make the masterplan. It is a very ambitious project,” said GMDA CEO M. Angamuthu.

The proposed masterplan will specify ways to create an underground parking space for 3,000 cars, a joggers’ track, open sitting arrangements for visitors, landscaping with natural turf and making a waterbody.:cheers::cheers::cheers::cheers:

The plan will be drawn up keeping in mind provisions for widening the existing road and plan for traffic signalling. Provision for a police outpost, public toilets and drivers’ restroom will also be kept. A source said the project would cost at least Rs 500 crore.:)

A number of meetings have been held in the past to discuss the idea of developing the jail land.

The basic idea was to develop the land into a “green lung” for Fancy Bazar, which is a concrete jungle. Being the main commercial hub of the city, Fancy Bazar and its adjoining areas remain chock-a-block with vehicles for most part of the day.

In the last decades, the city has experienced phenomenal growth in terms of population, trading, building structure have resulted shortage of open space, which demanded decongestion in case of a disaster.

The project proposal inviting tenders to submit the materplan states that the consultant will prepare a report on techno-economic feasibility, which will inform the authorities about the viability of the project. The consultant will work out the approximate projected cost based on the masterplan. The consultant will also explore the funding pattern to take up the project either through government funding pattern or in the form of public-private partnership model.

The bidder shall be a design consultancy firm. Any entity, which has earlier been barred by the state government from participating in its projects, will not be eligible to submit a proposal. The bidder should have experience in the preparation of at least one masterplan/development plan and related services (environmental and infrastructure planning) project value not less than Rs 100 crore during the last five years, the proposal document said.

Abhijit Deb, Guwahati (Nov 8): Facing slowdown in the disbursal of retail loans especially home loans, leading private and public sector banks are now pushing their attractive schemes through loan melas.

Despite banks showering prospective home buyers with attractive loan offers there are very few takers at present as the soaring prices of residential properties in the city has practically taken the ‘dream home’ beyond the reach of the common man.

Country’s leading public sector bank, State Bank of India, have decided to hold a loan mela for car and home loans in the city to woo prospective home and car buyers. Many prospective buyers, mostly in the middle income group, are holding back their decision to buy homes due to escalating prices.

According to Reserve Bank of India’s house price index released in September, home prices rose by 24 % in the past year. This is higher than the annual 20 % price rise in previous two years.

In fact, according to an estimate in Guwahati, real estate prices saw one of the sharpest increases by more than 30 %. The increase in rates is fueled by lofty registration costs, which is the highest in the country.

Astoundingly, the rates of apartment in major developing areas of the city range between Rs 30 lakhs to 45 lakhs which completely defies the logic of affordable housing.

“Realtors are sitting with huge unsold inventory of flats, many planned projects have been postponed, we are also witnessing a major drop in the inquiry of home loans,” said a senior official of SBI.

From early August, lenders like SBI had cut interest rates on home loans by 1 % after Reserve Bank of India cut cash reserve requirements.

Private banks such as ICICI, HDFC also followed suit with attractive schemes. Many public sector banks have waived processing fees and announced combo offers on car and home loans.

According to a survey conducted on the residential real estate market in the state by Assam Real Estate and Infrastructure Developers Association, 60 % of housing demand comes from lower income groups, whereas 30 % is from middle income group and the rest 10 % buyers is from affluent classes.

As a result of a supply demand mismatch there is currently a glut in the realty market and the impact of it is being felt by the small and big realtors in the city.

“High registration rates, l and prices are pushing the prices up. Realtors are not ready to negotiate the prices which is resulting in slowdown in the market,” said PK Sharma, President of AREIDA.

The stamp duty in Guwahati is 8 % and the registration charge is 8.5 % totaling to 16.5 %, which is the highest in the country and is charged at the same rate for completed apartment and vacant land plots.
