Vibrant Gujarat 2013 to be 'bigger, better' (http://www.dnaindia.com/india/report_vibrant-gujarat-2013-to-be-bigger-better_1704559)

The low translation of investments committed at successive Vibrant Gujarat Summits into actual investments notwithstanding, the Narendra Modi government is going all out to promote the upcoming Vibrant Gujarat Summit, scheduled for January 2013.

The five Vibrant Gujarat Summits, starting from 2003 to the last one in 2011, lasted two days each. However, Vibrant Gujarat Summit 2013 will take place over three days. Instead of starting on January 12 and culminating the next day, as has been the case all these years, the 2013 Summit will start on January 11 and conclude on January 13.

“Vibrant Gujarat Summit is now a brand in itself. The coming edition will be bigger and better than the previous editions in all ways,” said state industries minister Saurabh Patel.

According to officials, the Vibrant Gujarat Summit exhibition will be spread over 1,00,000 sq m, as against 35,000 sq m in 2011. Like in 2011, the event would take place at Mahatma Mandir in Gandhinagar. The total number of events in the 2011 Summit was 65, which would go up to 115 this time around.

While Japan and Canada will again be the partner countries for the investment Summit, Russia’s Astrakhan and Australia’s South Australia are expected to join as partner provinces.

“The focus of previous Vibrant Gujarat Summits was on attracting investments. For the upcoming Summit, this is being expanded and will also comprise innovation, sustainability, skill development and knowledge creation,” Patel, who also heads advisory committee of Vibrant Gujarat Summit, said.

The committee, which also comprises government officials and business leaders, met on Monday and took stock of preparations for the event. The committee also finalised a host of events that would take place in the run-up to and during the mega investment Summit.

In tune with the theme on knowledge creation, the upcoming Summit would see a host of discussion forums, panel discussions, conventions, round-table events, conclaves, among others.

The focus will be on sectors such as pharma, green-energy, manufacturing, ports, environmental technology, and automobiles, SIRs, among others.

Already, more than two dozen events, including seminars, conventions, lectures, B2B meets and exhibitions, have been organised in the run-up to the Summit in January. The coming months will see more such events.

In run-up to Vibrant Gujarat Global Investors' Summit (VGGIS) 2013, a high-level delegation of government officials and business leaders from Gujarat visited Shanghai-based large corporate having diversified interests.

A two-day visit of a fifteen-member delegation from Gujarat was a part of the road show for the VGGIS, scheduled to be held in January next year.

The visit comes in the wake of rapidly growing business and cultural ties between China and Gujarat, which got a major boost after state chief minister Narendra Modi led a delegation to People’s Republic of China in November, 2011.

The delegation, led by Bharat Lal, principal resident commissioner, government of Gujarat, showcased investment opportunities in Gujarat. The delegation discussed investment possibilities in upcoming large projects and big-ticket investment projects including Dholera Special Investment Region (D-SIR) along the Delhi Mumbai Industrial Corridor (DMIC) and also a multi services Special Economic Zone (SEZ) Gujarat International Finance Tech (GIFT) City, which focuses on financial services and technology.

"The delegation along with Confederation of Indian Industry (CII) representatives also met members of China Council for Promotion of International Trade (CCPIT), the Government agency responsible for promotion of investment and business to promote partnership between China and Gujarat," a statement from the state government informed.

Gujarat delegation explores business ops in Hong Kong

A business delegation from Gujarat explored trade and investment possibilities with leading Hong Kong based companies in power, construction, and urban transport.

The 12-member business delegation that toured different Chinese cities -- the last being Hong Kong -- to scout for investment opportunities, held a series of meetings with top corporate groups and business organisations in the country.

At a seminar organised by the India & Hong Kong Chamber of Commerce, the delegation showcased the progress made by Gujarat and the opportunities the state offers, said a statement.

In view of huge opportunities available in Gujarat these companies are keen to invest in the state and develop large infrastructure through public private partnerships, it said.
Investors, it said, displayed keen interest and inquired about investing in the State's financial and infrastructure sectors.

The delegation also briefed the audience in Hong Kong about the state-sponsored private equity investment company - Gujarat Venture Finance Limited as well as about its operations and funds where Hong Kong based investors could make investments.

The delegation met leading companies including those having interest in power, construction, and urban transport along with major financial institutions based in Hong Kong.

Projects like urban transport, Dholera Special Investment Region, Gujarat International Finance Tech-City city project, industrial parks among others attracted serious interest, statement said.

The Consulate of India in Hong Kong had a detailed briefing of the delegation and plans to actively work with apex organisations and associations to facilitate participation of their members in Vibrant Gujarat 2013 Summit.

The delegation during its visit to China and Hong Kong explored trade and business opportunities, following up on the last year's visit of Gujarat Chief Minister Narendra Modi to China.

Vibrant Gujarat Summit not about MOUs alone (http://www.dnaindia.com/india/report_vibrant-gujarat-global-investors-summit-not-about-mous-alone_1712635)

Principal secretary of industries & mines department, Maheshwar Sahu is a busy man. In the country’s most ambitious industrial state, Gujarat, he is also the key person for the Vibrant Gujarat Global Investors’ Summit since 2010.

For him, a usual day in office starts with meetings and most end pretty much similarly. His main job is to meet corporate bigwigs from India and elsewhere to sell Gujarat as an investment destination.

The next milestone ofcourse is the VGGIS 2013. After almost a week and a few visits to his office, DNA manages to catch up with Sahu as he agreed to spare a ‘maximum’ of 10 minutes. Refusing to give an interview, he agrees to answer a few questions about the countdown to VGGIS 2013 in the shadow of state Assembly elections.

VGGIS over the years

The idea behind the very first Vibrant Gujarat Summit in 2003 was to attract investments in Gujarat, but 'this is not the case any more'.

“Gujarat has changed over the years, and so has Vibrant Gujarat Summit. From being a preferred investment destination, Gujarat became the growth engine of India before reaching its current position of a global business hub. This is exactly how the Vibrant Gujarat Summit has also evolved,” he says.

I ask him to tell us more about the Vibrant Gujarat Summit 2013, scheduled in Gandhinagar from January 11 to 13, just a few weeks after the state elections are over.

“We successfully projected Gujarat as a global business hub through Vibrant Gujarat Summit in 2011. This can be gauged from the fact that many countries and other states used the platform as an opportunity to woo investors. We plan to take this further ahead in 2013,” he says.

He further says that Vibrant Summit 2013 would focus on innovation, sustainable development, skill enhancement and knowledge creation.

“There will also be a lot of exchange on green energy, environment technology and other such topics,” he says. He gives me figures about the events to be organised before and during Vibrant Gujarat, and the size of the exhibition to stress on the scale of the upcoming Summit.

I ask him whether focus would also be on signing MoUs. He shirks, before saying “The Vibrant Gujarat Summit is not about MoUs alone. The MoUs are just incidental – to show that the government is willing to support business houses if they decide to invest in the state.”

Sahu reminds me that my ten minutes are up. I tend not to hear it, and ask him about the low translation rate of Vibrant Gujarat MoUs into investment. He denies that translation rate is low. “The overall success rate of MoUs signed at Vibrant Gujarat Summits is an impressive 53%. This is in spite of the fact that large projects have gestation period of 5 to 7 years, and it would not be fair to take MoUs signed in 2009 and 2011 into consideration,” he claims.

He senses that I am not impressed or satisfied with the answer. He hands over a paper to me showing ‘The Real Story’ of Vibrant Gujarat MoUs, which gives a detailed breakup of investments proposed and investments realized.

“We are focusing on SME sector. They are the ones that create large number of jobs, and also play an important role in attracting big industries,” he says further.

I ask him about the prevailing uncertainty and fears of economic slowdown and its potential impact on Vibrant Gujarat Summit in 2013.

“We do not see the slowdown having a substantial impact on Vibrant Gujarat Summit. Large business houses do not take decisions keeping immediate future in mind. They always look at the long term. There is a slowdown today, but it doesn’t stop a businessman from making plans or taking any decisions,” he explains.

“We have received excellent response for the Vibrant Summit 2013. We are expecting wider and much bigger participation. This shows that there is hunger for Gujarat,” he says further.

Sahu has to attend a meeting and says no more questions. As I am winding up, he calls for tea. I sense an opportunity for another question.

I ask him how Gujarat plans to differentiate Vibrant Gujarat Summits from the ones being organised by other states, most recently by Karnataka. “You cannot compare apples with oranges,” he chides me.

“What other states are doing now, we were doing in way back 2003 and 2005. Their objective is to attract investment. We are aiming much higher and projecting Gujarat as a business hub,” he adds before leaving.

xposting re prev VGGIS figures:

Of course, not every project will come into reality, but the important thing to remember is to look at the bigger picture. Before the land-bank policy came into play, there was always a delay due to land acquisition and even now, environmental and other central clearances have to be factored in. Besides that, projects in certain sectors, esp Energy, Ports, Construction, usually tend to have seperate phases within them, so all things considered, its not really that surprising if vast amounts of the money isnt seen straight away.

http://img827.imageshack.us/img827/2236/table41.jpg

The amount implented and under implementation is pretty massive. Were talking over Rs 10 lakh crore, so no matter how hard ppl try, these cannot be ignored as "paper projects" or "hype".

Now that few years have passed, the early summits are all at 60-70% of proposed investments implemented/under implementation.

A lot of the projects announced in 09 summit and especially 11 summit were focussed on the DMIC, hopefully as that project inches itself closer to reality, we will see more of the projects get moving.

That said, 13% implemented/under implentation of the proposed investments from 2011 summit is pretty good, (considering the count was done only 10months after the event itself)

A 47-member business delegation from Thailand led by their Ambassador Mr. Pisan Manawapat today called on Gujarat Chief Minister Mr. Narendra Modi at Gandhinagar to strengthen economic and cultural relations between the two regions.

The delegation was overwhelmed by the warm welcome and response accorded to them in the state. Mr. Manawapat said there is a huge scope for increasing partnership between the two on a large scale.

It is by far the biggest delegation of industrialists and businessmen from Thailand to India. It reflects Gujarat’s rising image under the leadership of Mr. Modi.

They discussed the possibility of starting a direct flight between Ahmedabad and Bangkok, developing places of tourist interest and festivals like Rann Utsav in Kutch, building infrastructure in and around GIFT and port cities along Gujarat’s coastline, building houses with prefab technology for urban development, setting up cattle feed and poultry farming in the state.

The Chief Minister accepted Thailand’s wish to set up a stall depicting mini Thailand at the Theme Pavilion during the next edition of Vibrant Gujarat Global Investors’ Summit (VGGIS) in 2013. He expressed the desire to hold an international competition among heritage pavilions during the event.

Those present on the occasion included Principal Industries Secretary Maheshwar Sahu, Gujarat Infrastructure Development Board Managing Director A. K. Sharma and Industries Commissioner Kamal Dayani.

State govt delegation woos Russian investors to Gujarat (http://www.business-standard.com/india/news/state-govt-delegation-woos-russian-investors-to-gujarat/488165/)

While Gujarat is yet to have any significant big-ticket investment from Russia and neighbouring countries, a state-level delegation visited the Central European countries to woo investors for the upcoming Vibrant Gujarat Global Investors Summit (VGGIS) in January 2013. In a poll-bound Gujarat, the state government is going all out to promote its flagship investment meet.

A delegation led by Gujarat Industrial Development Corporation (GIDC) vice chairman and managing director BB Swain visited Russia, Poland, Czech Republic, Hungary and Kazakhstan recently.

While Japan and Canada will be the partner countries for the 2013 edition of VGGIS, Russia's Astrakhan province and Australia's South Australia province are likely to be partner provinces.

A senior government official who went as a part of the delegation said that the focus sectors this time on were oil & gas, information and communications technology (ICT), pharmaceuticals, automobiles and engineering. "Auto ancillary units in these Central European countries have shown interest in coming to Gujarat", the official said.

Gujarat and Russia are likely to explore investment opportunities in the areas of oil and gas, shipbuilding, food industries, pharmaceuticals, fisheries, diamond cutting and polishing among others.

Apart from Russia, Poland has shown interest to invest in the renewable energy sector in the state. The delegation has signed a memorandum of understanding (MoU) with the Indo-Polish Chamber of Commerce and Industry (IPCCI). And as per the MoU, IPPCI would be the sole representative to promote Gujarat in Poland.

Already around seven to eight delegations have visited several countries across the globe to promote the VGGIS event, including one led by chief minister Narendra Modi himself to Japan.

Article is slightly incorrect at the start about no Russian investments in Gujarat as petro giants SIBUR have already invested $450mn in a jv with Reliance for the worlds 4th largest butyl rubber plant at RILs Jamnagar refinery complex.

The Chief Minister invited Kenya to participate in the 2013 Vibrant Gujarat Global Investors Summit.

Kenya will be electing a new President in March 2013 and Mr. Odinga is one of the candidates running for the Presidency.

Other aspects that were discussed include increasing skill development among the youth, LNG Terminal and power energy industry.

The Kenyan Prime Minister said that through IT Network Kenya could initiate a Telemedicine Superspeciality Project with Gujarat and the way Gujarat has been using specialized universities to enhance human resource development by joining hands with universities from all over the world, Kenya and Gujarat could strengthen cooperation in the education sector.

Those present during the interaction included Principal Secretary (Industry) Mr. Maheshwar Sahu, Additional Chief Secretary Mr. K Kailashnathan, Additional Principal Secretary Mr. GC Murmu, Secretary to Chief Minister Mr. AK Sharma among other officials.

Global trade show to set new record

It will be the largest-ever exhibition under a temporary structure in the country and is likely to make it to the Limca Book of Records

Source (http://www.ahmedabadmirror.com/article/3/201301072013010700542081b472d534/Global-trade-show-to-set-new-record.html)

The global trade show, being organised as part of Vibrant Gujarat Summit 2013, is expected to set a new record in terms of expanse, say top government official. The six-day trade show, starting January 8, would be spread over an area of 1,00,000 sq m and will have participation of over 1,000 companies from 14 countries.

"It would be the largest-ever exhibition under a temporary structure in the country. We expect footfall of 15 lakh," Principal Secretary (Industries) Maheshwar Sahu said. "It will have largest-ever facade of 3,000 sq m, 300 m in length and 10 m in height," he said.

"The show will have 30 domes, 14 exclusive pavilions, over 1,000 stalls and more than 25,000 products on display from 25 diverse sectors such as renewable energy, plastics, electrical, real estate, amongst others. "On demand, a special agri-business pavilion has been set up," Sahu said.

There will also be a model of solar village. "The trade show spread across 25,000 sq m at VGS 2011 had entered Limca Book of Records, and this exhibition would set another benchmark," Sahu claimed. The government expects the CM’s pavilion to draw a crowd as the plans for future cities of Sanand, Bahucharaji and Dholera will be displayed here.

PSUS TO INK MOUS

Public Sector Undertakings are likely to take up the cause of upgrading state government’s education and health facilities in coming years. During Vibrant Gujarat meet, various PSUs will sign MoUs with health and education department to set up greenfield schools/upgrade existing schools and open modern diagnostic health centres in next 2-3 years.

A total of 70 schools and 73 diagnostic centres will be set up. This was decided at a meeting held between principal secretary (education) and principal secretary (health) on one hand, along with PSUs and other stakeholders on December 31.

Principal Secretaries (Industries) Maheshwar Sahu said, “After industrialists, we are going to rope in PSUs/government boards for health and education sectors. Seven PSUs are going to ink these MoUs in education sector and nine (including industries) in health sector.”

Yeah, at least with GIFT there are 2 towers to show, Dholera is almost exactly as it was at the end of the last summit. The lack of progress on DMIC should be seen as a matter of national shame!

I reckon they should kill 2 birds with one stone by promoting Dholera for the new textile parks. To be honest, I've never really been convinced by this Sabeer Bhatia guy and his Nanocity even when it was proposed for Haryana. Modi has been talking about Dholera a bit lately, I hope that's a sign that there is already some investment/news lined up!

Dholera is a flood prone area. flood control studies are being done at present for dholera. All the automobile companies were shown dholera but they did not move there because of flooding problems.

Another solution is to move shift dholera 10km inland from the current position. this will make it move out of the flood zone area. For this another round of master plan will have to be made but that will be feasible.

Feel free to download and read the actual Dholera SIR development plan link (http://dholerasir.com/DraftDevelopmentPlan01.pdf) I'll warn you it's a 26MB document but it literally covers every single detail you could imagine, including flood risk both with and without the Kalpasar Dam.

The idea that flood risk is something that hasn't been looked at or planned for is just plain ridiculous. From day 1, they have always made it clear that of the land that will be acquired, approx 1/3 cannot be developed because of CRZ/flooding. Along with GIFT, there seems to be a major desperation for the project to be undermined by certain usual suspects the media.

There has never actually been any quote from any auto exec saying they are avoiding Dholera because of flooding, that it just the inference of biased journalists who are republishing all their old articles about Dholera in time for Vibrant Gujarat Summit. Auto majors were all shown locations at Dholera, Sanand, Halol, Mundra and Rajkot. Obv each project can only go to one location with all others being rejected. Dholera is still on paper now let alone when negotiations were going on with Ford and Maruti, surely that'd be a bigger factor than this "flood myth"?

If you look at the map, area to the rights of central spine road gets flooded. in the past 10 years three times area to the left of spine road has also got flooded. to overcome this problem WAPCOS has been engaged for the flood studies.

as for auto majors not coming to dHolera its a fact due to the flooding situation. It was not a imagination of the journalists. But thats a fact Most of journalist are biased in there reporting otherwise.

Vibrant Summit MoUs: 2905 projects commissioned, 1417 in implementation stage

Out of total 8380 MoUs signed in year 2011 Vibrant Gujarat Summit, 2905 projects have been commissioned, while 1417 projects are in implementation stage. Gujarat Industry Minister Shri Saurabh Patel today shared this detail in Gujarat assembly in reply to a question.

He said 18.40% projects announced in Vibrant Gujarat Summit – 2011 are dropped as per the details available on 31 December 2012. Other projects worth Rs 18,27,697 are under process of investment, the minister added.

Patel said, some projects don’t materialize due to various factors like unfavorable market conditions, change in business plan, shortage of finance and global slow down among others.

He said, while small projects take two-three years for execution after MoU, the bigger projects take five-seven years.

Patel said, there’s a provision of follow-up system, and Indext-B has been assigned that task in connection with the MoUs signed during the Vibrant Gujarat summits.
