MUDA puts out draft Master Plan 2031, bets on peripheral ring road

The emerging metro is sporting a Peripheral Ring Road (PRR) cutting the need for vertical growth of the Mysore even as it readies the city to double its population in two decades.

The Master Plan 2031 released on Monday by the Mysore Urban Development Authority pegs its hopes on the PRR, which is proposed to be built some 7 kms away from the existing Outer Ring Road (ORR). The PRR will be built some three kms away from the Mysore Airport and proposed film city and convention centre so that the area is developed to take the load.

The Master Plan also has put in place a mechanism to conserve heritage environs of Mysore even as the city skylines see a change. An empowered panel is sought to be constituted to take care of heritage monuments. A special regulation is also proposed to conserve greenery and buffer zone of the Chamundi Hills.

The leading Tier-II city is looking at doubling its population in 2031 from 13 lakh as of now. The draft proposals, which have been approved by the urban development department on August 1, are now published by MUDA allotting 60 days time for the stakeholders to file suggestions and objections. According to district minister S A Ramdas, who released the document, the government will implement the Master Plan 2031 within 90 days. "There are violations like the floor area ration (FAR) and change of land use. The Master Plan 2031 will put an end to it. We'll be strict in implementing it like how they do at Chandigarh," he said.

The conurbation area, which was 92.21 sq km in 1981, has now enlarged to 509 sq kms comprising 117 villages. Mysore taluk's 84 villages, Nanjangud's 19 and Srirangapatna's 14 are proposed to be part of Mysore Nanjangud Local Planning Area. MUDA is aiming to develop Nanjangud as twin city.

The PRR is proposed near the airport and the convention centre so that the visitors can have easy access, sources told The Times of India.

"It will cut down traffic density in the city too. The film city is proposed to be developed near the airport too so that tourists can access it without much fuss," they stated. The PRR will be developed using the road network that exists now and connecting the missing links. Top priority is accorded to conserving ecological balance at the Chamundi Hills which is under stress now. Special regulations will be put in place so that its beauty is not marred. There will also be special focus on conservation of heritage environs. Building regulations will be imposed in the vicinity of the monuments, they stated.

MUDA has identified tanks in the conurbation area, which will come under stress given rapid urbanization. CITY'S DRAFT "MASTER PLAN-2031" ON DISPLAY AT N.B. CHOULTRY

The blueprint of the draft proposal of "Circulation Pattern for Mysore-Nanjangud Planning Area-2031" approved by the Government of Karnataka on Aug. 1 has been put on display by Mysore Urban Development Authority (MUDA) at Nanjaraja Bahadur Choultry on Vinoba Road in city from today.

This follows the District Administration inviting objections on inclusion and seclusion in the proposed Draft Master Plan within 60 days of its publication from industrialists, builders, citizens and social organisations before being sent to the government for final approval.

The draft proposal prepared under Section 13 of the Karnataka Urban and Rural Development Act-1961 also includes details of construction of Ring Roads, Inner Ring Roads and Peripheral Roads to be built under the proposed project. The satellite images of the areas to be covered under the project prepared by Sai Consultants of Hyderabad are also on display. Yagnendra, an engineer in the Planning Department of MUDA, is providing details of the images to those enquiring about the project.

The coverage area which was 7568.77 hectares in 1997 had risen to 29390.26 hectares in 2012 and is expected to be 31171.31 hectares in 2031.

In all, 117 new villages — 84 in MCC limits, 19 in Nanjangud taluk and 14 in Srirangapatna taluk — will be included for development in the proposed project.

The project also envisages development of a film city and an international convention centre in the vicinity of Mysore Airport to ensure development of tourism. Impetus on preservation of natural features like lakes is also laid in the project besides providing land to improve parking facilities in the heart of the city which is a matter of grave concern.

The project also stresses upon construction of several terminals on the outskirts of the city for the free movement of heavy vehicles besides shifting central prisons to the outskirts. It also states that the population of the city which is 13 lakhs on date will rise to 21 lakhs by 2031.

At present, 8.57% of the 50,983.99 hectares as in 2009 is being used for residential purposes, 1% for commercial purpose, 3.54% for industrial purposes, 3.22% for urban and semi-urban purposes, 1.51% for parks and playgrounds, 0.29% for public utility, 8.14% for traffic and transportation, 4.90% for agriculture, 1.91% for water bodies and 6.91% of the land are vacant. http://www.starofmysore.com

Peripheral Ring Road to be growth engine of Mysore

Move over the Outer Ring Road. The mini-metro will have a Peripheral Ring Road (PRR) that will help in stretching the boundaries of the city netting additional space for people to house in.

Projected as the next destination after Bangalore, the tourist hub will sport the next version of the expressway once the draft proposals in Master Plan 2031 are accorded a go-ahead. The PRR is planned to be developed 7 kms away from the Outer Ring Road, which will extend the city limits by over three times.

Sources told The Times of India that the PRR forms the pivotal project of the Master Plan 2031 submitted by the Mysore Urban Development Authority. "The proposed expressway will be built 7 kms away from the ORR, which will help us bring into the city area the rural areas surrounding Mysore," they stated. The city's development agenda cab be chalked out better given the availability of land.

This comes amidst upgradation of the ORR to six-lane highway at a cost of Rs 347 crore. The six-lane expressway will be ready by July helping Mysore to in development agenda even as it cuts down traffic inside the city areas. The ORR project assisted the civic bodies to extend the boundaries in 2000 when major part of it was completed. The ORR stretching 22 meters and connecting major roads spurred realty. While the Mysore City Corporation is planned to be upgraded to Brauth Mysore City Corporation adding 41 villages in its surrounding, the MUDA has broader vision for the city. The proposal to upgrade the MCC has run into trouble with the Mysore MP H Vishwanath opposing it.

When it started to work on comprehensive development plan (CDP), the urban body focused on attending to the increased demand for land around Mysore for housing and non-housing purposes. The PRR is not part of the plan to extend the limits of the MCC. The Master Plan 2031 is essentially to ensure that Mysore retains its brand value as a planned city, the sources stated. The plan is to attract investment to Mysore on IT/BT and service sectors. "We can control the land use pattern by way of regulations in the areas that form part of Master Plan 2031 and keep Mysore's growth on the track," they explained.

The Master Plan 2031 aims to go in for satellite model of growth and planning to include 117 villages in Mysore, Nanjangud and Srirangapatna taluks. Draft Master Plan 2031 drawing curious visitors

By 2031, when the population of the city is expected to touch 23 lakh, according to the draft master plan (revision 2), the residential area (urbanisation) would have touched 16,289.67 hectare.

Compared with land use pattern of the year 2009 on display along with the draft and related information at Nanjaraj Bahadur Choultry in the city, the current green-rich areas would become residential areas. Apart from Mysore taluk, neighbouring Nanjangud and Srirangapatna taluks are also included.


Take for example Hunsur road, where Huyilalu, Kumaravalli, Haniyanapura, K Hemmanahalli, Nagawala and other villages are located on the outskirts. In the year 2009, they were fertile land. In the next 19 years, Huyilalu and Nagawala among them will metamorphose into urban areas. Similarly on T Narsipura road, Chornahally, Yandahalli, Vajamangala among others will see newer extensions.


When Deccan Herald made a reality check at the choultry, agriculturists, senior citizens, site owners and last but not the least real estate agents formed the chunk of curious visitors.

An elderly person, who has invested in a villa site on Hunsur road, wanted to know whether the area will fall under the limits of Mysore City Corporation (MCC) in the coming years.


When he got to know that the extent of MCC will reach up to a village located near to the site, he was on cloud nine. Another reason was the fortune it will fetch, if sold at a higher price.


Two elderly persons were shocked to know that a particular area where many realtors have bought plots to develop layouts showed green on the chart. Another, in a rather sarcastic tone, said all this green patch will go one day and show only cream (refering to the patches of colour denoting residential areas marked in the map). A resident of Vivekananda Nagar was inquisitive whether a particular stretch of the road remains commercially active or will extend further.


Most of them were disappointed to know that the information in the form of compact discs (CD) was yet to be made available.


MUDA employees, deputed at the spot, had a ready answer: “It will be available in a day or two, but at a price.”


As a result, some were jotting down, some others capturing the pictures on their cellphone cameras. However, there were dedicated staff with two computers to reply to visitors’ queries.

There were also complaints about spelling mistakes. For Ayrahalli, it’s mentioned ‘Ay yarahalli’, for Yelwala, Elwala, and Balamuri and Balmari both are printed, leaving it to the choice of the visitors to decide the correct word. MYSORE: The Mysore Urban Development Authority (Muda) on Friday set October 10 as deadline for the stakeholders in Mysore's growth to suggest changes and file objections to the draft proposals in the Master Plan 2031.

The draft Master Plan 2031 was published in the Karnataka Gazette on Thursday. Now the document and maps will be made available to the public at the Nanjaraj Bahadur Choultry.

Muda commissioner CG Betsurmath said the Master Plan 2031 has also been uploaded on Muda website www.mudamysore.gov.in

He has asked the public and organizations for feedback and also to file objections within 60 days. The objections can be filed either in person at the Muda or through registered post, he stated.

MASTER PLAN -2031: MUDA SEEKS SUGGESTIONS, OBJECTIONS

Mysore, Aug. 11- The government had given its approval for Mysore Master Plan (Revision-1) valid till 2011 on May 16, 1997. Observing the growth of city and as per the guidelines of the government, the tender to prepare the report for Mysore Master Plan-2031 (Revision 2) was offered to Sai Consulting Engineers Pvt. Ltd., Ahmedabad for a whopping Rs. 2.41 crore.

The draft project report was approved tentatively by the government on Aug. 1 which was published in the State Gazette on Aug. 9. The report and plans of the project have been uploaded on the MUDA website www. mudamysore.gov.in.

The draft plans and report have been put on display for the public at Nanjaraja Bahadur Choultry on Vinoba Road till Oct. 8.

Members of organisations and public can submit opinions, suggestions and objection in writing with supporting documents and plans before Oct. 8 to the Commissioner, Mysore Urban Development Authority, JLB Road, Mysore-570 005 either in person or through registered post, according to a press release from the MUDA Commissioner. http://www.starofmysore.com

Mysore Urban Development Authority for regulation of heritage sites

In a major boost to conserve and preserve the city's heritage and sustain local economy through heritage tourism, the Mysore Urban Development Authority has proposed to regulate development around the monuments dotting the city. Unlike earlier when the urban body recognized merely 10 monuments around which regulations were placed, the draft proposals contained in the Master Plan 2031 has a list that stretches to 198.

Simply put, the growth around some of the architectural jewels are proposed to be regulated so that the heritage environs in its vicinity is preserved. Sample this: Structures in the surroundings of the Mysore Palace will not be allowed to be altered even slightly without permission. 'No developments or redevelopments, renovation, repairs including the painting of buildings or replacement of special features shall be permitted except with the prior permission of the competent authority under these regulations. Before granting any such permission the authority shall consult the heritage conservation committee constituted under these regulations,' reads the regulation proposed to govern structures within Group A, which is necessarily area surrounding the palace.

The urban body has divided monuments as Group A, B, C, D and E and specified regulations for each of them based on their needs. This follows a brief from the government to the urban body to conserve the essence of Mysore. It has a reason. When celebrated novelist R K Narayan's bungalow was being demolished, the urban body had to invoke special provision to stop it and declare it as a heritage monument. "The government referring to it asked us to focus on heritage conservation," sources told The Sunday Times of India. We are told to conserve private building that have heritage value. We've consulted the heritage department too, they stated.

A Special Heritage committee headed by the DC is proposed to be constituted to impose the regulations. According to the draft proposal, three thoroughfares that are dotted with vintage structures-Dasara procession route, Krishnaraja Boulevard and Narasimharaja Boulevard- will be regulated specially too.

It is a welcome step in conservation. Owing to lack of regulations, the city centre was subject to unregulated growth. Though it is declared as Heritage City, there are no regulations to conserve the heritage buildings, N S Rangaraju, member of the heritage committee constituted by the department of heritage, said. "We've been fighting for this since six years. At least now they are putting it into place. The big challenge is to implement them," he told STOI.

A conservationist, who wished not to be named, said it is a welcome step but said it could lead to complications. "It might turn the whole city into a museum," he said looking at the list of 198 monuments around which regulations will be imposed. "And what about private buildings whose owners have no wherewithal to manage them? Will the government help? These issues need to be made clear," he stressed.

The Master Plan 2031 aims to conserve scenic beauty of the Chamundi Hills given its visual value in the Royal City. A separate regulation 'Natural Features of Scenic Beauty (Conservation of Visual Value)' forms a separate part in the document. I am eager to know the alignment of peripheral ring road.Anybody visited the bhavan where details are on display for public? I think if the alignment has not been disclosed we can file a reply seeking information regarding the same.

A formidable challenge for MUDA

The challenge of urban planning confronting the Mysore Urban Development Authority (MUDA) is formidable. For, it has to match the reputation earned by the erstwhile Maharajas, notably Nalwadi Krishnaraja Wadiyar, and the visionary Dewans Seshadri Iyer, Sir M.Visvesvaraya and Sir Mirza Ismail who laid the foundation for modern Mysore which came to be known as a model city.

The City Improvement Trust Board (CITB) was conceived by the Maharaja in 1904 and is reckoned to be one of the first urban or town planning bodies to be constituted in India. From an overgrown village with little or no characteristic features of an urban settlement, Mysore emerged as a planned city with buildings that lent a royal aura and grandeur to the visitors.

There was very little of the present city when the capital of the erstwhile Mysore Kingdom shifted from Srirangapatna to Mysore after the fall of Tipu Sultan in 1799.

There are official records and diaries left behind by the British administrators disparaging Mysore as a provincial settlement or a modest town with not a single proper building to conduct the coronation of the new king. But things changed from 1890s onwards and the city at present has nearly 200 buildings identified for their heritage value and aesthetic beauty.

The present document, Mysore Master Plan 2031, has a vision horizon of 20 years and the local town planning area will be around 509.33 sq km.

The planning area comprises 117 villages including villages in Mysore, 19 villages of Nanjangud taluk and 14 villages of Srirangapatna taluk. It is expected to cater to the projected population of 23 lakh by 2031 in the planning area. Preliminary information on the land use pattern indicates that 32 per cent of the available land will be for residential areas while open parks and spaces within the city limits will comprise about five per cent of the total area.

Stakeholders will have 60 days’ time to file objections and give their suggestions to the MUDA before the draft notification of the Master Plan 2031 is finally notified in three months’ time.

ಈ ಮಹಾಯೋಜನೆಯಡಿಯಲ್ಲಿ ಮೈಸೂರು ವಿಮಾನ ನಿಲ್ದಾಣದ ಬಳಿ ಪ್ರವಾಸೋದ್ಯಮ ಅಭಿವೃದ್ಧಿಗೆ ಹೆಚ್ಚಿನ ಒತ್ತು ನೀಡುವ ಗುರಿಹೊಂದಲಾಗಿದೆ. ಫಿಲಂಸಿಟಿ ಮತ್ತು ಅಂತಾರಾಷ್ಟ್ರೀಯ ಕನ್ವೇಂಷನ್ ಕೇಂದ್ರ ಪ್ರಾರಂಭಿಸಲು ಅಗತ್ಯವಿರುವ ಜಾಗವನ್ನು ಈ ಉದ್ದೇಶಕ್ಕಾಗಿಯೇ ಮುಡಾ (muda ) ಕಾಯ್ದಿರಿಸಿದೆ. ಅಂದಾಜು ತಲಾ 200 ಎಕರೆ ಪ್ರದೇಶವನ್ನು ಇದಕ್ಕಾಗಿ ಹೊಂದಲು ಉದ್ದೇಶಿಸಿದ್ದು, ಇಲ್ಲಿ ಪ್ರವಾಸೋದ್ಯಮಕ್ಕೆ ಹೆಚ್ಚು ಒತ್ತು ನೀಡುವ ಯೋಜನೆ ಜಾರಿಗೊಳಿಸಲಿದೆ.

ಮೈಸೂರು ವಿಮಾನ ನಿಲ್ದಾಣ ಸಮೀಪದ ಕಳವಾಡಿ, ಉದ್ಭೂರು ಸಮೀಪ 200 ಎಕರೆ ಜಾಗವನ್ನು ಗುರಿಸಲಾಗಿದೆ. ಈ ಪ್ರದೇಶದಲ್ಲಿ ಫಿಲಂಸಿಟಿ (Film city ) ನಿರ್ಮಾಣಮಾಡಲು ಉದ್ದೇಶಿಸಲಾಗಿದೆ. ಇದೇ ರೀತಿ ಕಡಕೊಳ ಮತ್ತು ದೇವಲಾಪುರ ಸಮೀಪ 200 ಎಕರೆ ಪ್ರದೇಶ ಗುರುತಿಸಲಾಗಿದ್ದು ಅಲ್ಲಿ ಅಂತರಾಷ್ಟ್ರೀಯ ಕನ್ವೆಂಷನ್ ಸೆಂಟರ್ ( international convention centre )ಆರಂಭಿಸಲಾಗುತ್ತದೆ. ಈ ಕೇಂದ್ರದಲ್ಲಿ ರೆಸಾರ್ಟ್, ಸ್ಪೋರ್ಟ್ ಅಂಡ್ ರೇಸ್ ಕೋರ್ಸ್ , ಯೋಗ ಕೇಂದ್ರ , ಗಾಲ್ಫ್ಮೈದಾನ (golf court )ಗಳನ್ನು ನಿರ್ಮಿಸಲು ಯೋಜನೆ ಸಿದ್ಧಪಡಿಸಲಾಗಿದೆ. ಈ ಪ್ರತಿಯೊಂದು ಕೇಂದ್ರಕ್ಕೂ ಕನಿಷ್ಠ ಎರಡು ಎಕರೆ ಜಾಗವನ್ನು ನೀಡಲು ಉದ್ದೇಶಿಸಲಾಗಿದೆ. ಇದೇ ಮಾದರಿಯಲ್ಲಿ ಫಿಲಂಸಿಟಿಯನ್ನು ಸಹ ಅಭಿವೃದ್ಧಿಪಡಿಸಲಾಗುತ್ತದೆ ಎಂದು ಮುಡಾಆಯುಕ್ತ ಡಾ. ಬಿ.ಜಿ. ಬೆಟ್ಟಸೂರ್ ಮಠ್ ಮಹಾಯೋಜನೆ ವಿವರ ನೀಡಿದರು.

ಮಹಾಯೋಜನೆ ವಿವರ ಇಲ್ಲಿದೆ…….. *

ನಗರ ಮತ್ತು ಗ್ರಾಮಗಳ ಯೋಜನಾ ಬದ್ಧ ಬೆಳವಣಿಗೆ ಪ್ರತಿಯೊಂದು ನಾಗರೀಕ ಸಮಾಜದ ಮೂಲ ಅವಶ್ಯಕತೆಯಾಗಿರುತ್ತದೆ. ಮೈಸೂರು ನಗರದ ಯೋಜನಾ ಬದ್ಧ ಬೆಳವಣಿಗೆಗೆ ಅಂದಿನ ಮಹಾರಾಜ ಶ್ರೀ ನಾಲ್ವಡಿ ಕೃಷ್ಣರಾಜ ಒಡೆಯರ್ ದೂರ ದೃಷ್ಠಿ ಕಾರಣವಾಗಿದೆ. ಈ ದಿಸೆಯಲ್ಲಿ 1904 ರಲ್ಲಿ ಮೈಸೂರು ನಗರ ವಿಶ್ವಸ್ಥ ಮಂಡಳಿ ಸ್ಥಾಪಿಸಿದರು. ನಗರದ ನೈರ್ಮಲ್ಯ, ಉತ್ತಮ ಬಡಾವಣೆ, ರಸ್ತೆ ನಿರ್ಮಾಣ , ಒಳಚರಂಡಿ ವ್ಯವಸ್ಥೆ ಪ್ರಮುಖ ಕಾರ್ಯವಾಗಿತ್ತು.ಆದ್ರೆ ಮೈಸೂರು ನಗರ ಬೆಳವಣಿಗೆಯಾದಂತೆ ಈ ಯೋಜನೆಯ ಕಾರ್ಯ ಶೈಲಿಯೂ ಬದಲಾಗಬೇಕಾದ ಅವಶ್ಯಕತೆ ಇದೆ. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ `ಮಹಾ ಯೋಜನೆ 2031’ ಸಿದ್ಧಪಡಿಸಲಾಗಿದೆ.

ಹಾಲಿ ಜಾರಿಯಲ್ಲಿರುವ ಮಹಾಯೋಜನೆ 1997 ರಲ್ಲಿ ಅನುಮೋದನೆ ನೀಡಿದ್ದು, ಇದರ ಯೋಜನಾ ಅವಧಿ 2011. ಸದರಿ ಮಹಾಯೋಜನೆಯಲ್ಲಿ ಸ್ಥಳೀಯ ಯೋಜನಾ ಪ್ರದೇಶ ವಿಸ್ತೀರ್ಣ 495 ಚ.ಕೀ. ಆಗಿದ್ದು, ಮೈಸೂರು ನಗರ ಸೇರಿದಂತೆ ಇಲ್ಲಿನ ಜನಸಂಖ್ಯೆ 13 ಲಕ್ಷ ಇದೆ. ಆದರೆ ಇಂದಿನ ಸ್ಥಳೀಯ ಯೋಜನಾ ಪ್ರದೇಶದ ವಿಸ್ತೀರ್ಣ 509 ಚ.ಕಿ.ಮೀ. ಇಲ್ಲಿ ಜನಸಂಖ್ಯೆ 2031ಕ್ಕೆ 23 ಲಕ್ಷ ದಾಟುಬಹುದೆಂದು ಅಂದಾಜಿಸಲಾಗಿದೆ. ಈ ಎಲ್ಲಾ ಅಭಿವೃದ್ಧಿ ಕಾರಣಗಳಿಗೆ ಈಗಾಗಲೇ ನಿರ್ಮಿಸಿರುವ ರಿಂಗ್ ರೋಡ್ ಜತೆಗೆ ಪಿರೆಫೆರಲ್ ರಿಂಗ್ ರೋಡ್ ನಿರ್ಮಾಣ ಮಾಡುವ ಪ್ರಸ್ತಾವನೆ ಸಹ ಮಾಡಲಾಗಿದೆ.

Master plan: MUDA calls for objections

Gazette notification was issued on August 9

The Mysore-Nanjangud Local Planning Area 2031 has been gazetted, and the Mysore Urban Development Authority has called for objections and suggestions from the people within 60 days of the gazette notification.

C.G. Betsurmath, MUDA Commissioner, told presspersons on Thursday that the gazette notification was issued on August 9. To a question, Dr. Betsurmath said that details of the master plan had been put up on the MUDA website www.mudamysore.gov.in. For those who did not have Internet facility, meetings would be organised. The MUDA was in the process of releasing CDs that would have details of the master plan, Dr. Betsurmath said. The CD would cost Rs. 4,000.

The Mysore Master Plan 2031 has a vision horizon of 20 years, and the local planning area will be around 509.33 sq km.

The planning area comprises 117 villages, including 84 in Mysore, 19 in Nanjangud taluk and 14 in Srirangapatna taluk.

It is expected to cater to a projected population of 23 lakh by 2031. * 1997ರ ಮಹಾಯೋಜನೆಯಂತೆ ಪ್ರಸ್ತಾವಿತ ಭೂ ಉಪಯೋಗ 15,669.49 ಹೆಕ್ಟೇರ್ ಇದ್ದು, 2012ರ ಮಹಾ ಯೋಜನೆ ಯಂತೆ 31,171.31 ಹೆಕ್ಟೇರ್ ಪ್ರದೇಶಕ್ಕೆ ಹೆಚ್ಚಿಸಲಾಗಿದೆ.

* ನಗರದ ಜನಸಂಖ್ಯೆ ಸದ್ಯ 13 ಲಕ್ಷ ಇದ್ದು, 2031ರಲ್ಲಿ 23 ಲಕ್ಷಕ್ಕೆ ಏರಿಕೆ ಆಗಬಹುದು ಎಂದು ಅಂದಾಜಿಸಲಾಗಿದೆ. ನಂಜನಗೂಡು ಪಟ್ಟಣಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ 2011ರಲ್ಲಿ 67 ಸಾವಿರ ಜನಸಂಖ್ಯೆ ಇದ್ದು, 2031ಕ್ಕೆ 1.10 ಲಕ್ಷ ಆಗಬಹುದು ಎಂದು ಅಂದಾಜಿಸಿ ಭೂ ಉಪಯೋಗವನ್ನು ಗುರುತಿಸಲಾಗಿದೆ.

* ನಗರ ಹೊರವಲಯದಲ್ಲಿ ಮತ್ತೊಂದು ಹೊರ ವರ್ತುಲ ರಸ್ತೆ (ಪೆರಿಫೆರಲ್ ರಿಂಗ್ ರೋಡ್) ಮಾಡಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ.

* ಪಾರಂಪರಿಕ ಕಟ್ಟಡಗಳನ್ನು ಉಳಿಸುವ ದೃಷ್ಟಿಯಿಂದ ನಿಯಂತ್ರಣ ನಿಯಮಗಳನ್ನು ಅಳವಡಿಸಲಾಗಿದೆ.
ಚಾಮುಂಡಿಬೆಟ್ಟ ಹಾಗೂ ಸುತ್ತಮುತ್ತಲಿನ ಅರಣ್ಯ ಪ್ರದೇಶದ ರಮಣೀಯ ದೃಶ್ಯವನ್ನು ಕಾಪಾಡುವ ನಿಟ್ಟಿನಲ್ಲಿ ವಿಶೇಷ ನಿಯಮಗಳ ಪ್ರಸ್ತಾವನೆ ಮಾಡಲಾಗಿದೆ.

* ಭಾರಿ ವಾಹನಗಳ ನಿಯಂತ್ರಣಕ್ಕೆ ಕ್ರಮ ವಹಿಸಲಾಗಿದೆ.

* ನಗರದ ಬನ್ನಿಮಂಟಪದಲ್ಲಿರುವ ಕೇಂದ್ರ ಕಾರಾಗೃಹವನ್ನು ವಿಮಾನ ನಿಲ್ದಾಣ ಸಮೀಪ ಸ್ಥಳಾಂತರಿಸಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ.

Draft plan foresees housing shortage



Demand analysis for housing shows city will be short of 41,000 houses by 2031

The draft Master Plan 2031 for the Mysore-Nanjangud Local Planning Area envisages a housing shortage in the city in the ensuing years, based on the demand-supply analysis and projected population growth of the city.

The three-volume document has been uploaded by the Mysore Urban Development Authority (MUDA) on its website (www.mudamysore.gov.in), and the public may file objections or give suggestions till October 8, 2012.

The planning area comprises the entire area under the Mysore City Corporation (MCC) and Nanjangud Town Municipal Council limits, in addition to 117 villages in Mysore, Nanjangud and Srirangapatna taluks.

Population estimates

The draft plan has projected the population of the area coming under the jurisdiction of the Master Plan at 23.77 lakh by 2031, with the assumption that the historic growth rate of the previous decades would be surpassed due to improved connectivity, which will fuel population growth. Catalytic factors include the track doubling work between Mysore and Bangalore, improvement of the highways connecting Mysore, leading to greater interaction between the two cities, and higher commuter traffic. The tourism potential and investments in IT and BT sectors have also been factored into the population projections.

Housing shortage

Based on the projected population of the city and deducing the projected households from it, the Master Plan has made a demand analysis for housing in Mysore and concluded that the demand will exceed supply. There will be 32,100 houses in short supply by 2021 and 41,000 houses in short supply by 2031.

No scarcity of land

Nanjangud town is also expected to have a deficit as the demand will overshoot supply by a small margin, according to the draft master plan. However, it notes that there is no scarcity of land for residential development.

Noting people’s preference for purchasing land and constructing houses, the master plan has noted that properties in a few residential areas such as Vijayanagar, Kuvempunagar, Lakshmipuram, Jayalakshmipuram and Saraswatipuram have saturated. It has underlined the growing popularity of new areas for residential growth including Dattagalli, Ramakrishna Nagar, Vijayanagar 4th Stage, CFTRI Layout, Bogadi, Alanahalli, JSS Layout and Netaji Nagar, among others.

Taking note of the changing preference of consumers, it points out that there is a growing tendency among people to move into residential apartments, and this would provide opportunities for mixed use land development.

Adequate water supply

On the drinking water scenario, the supply-demand gap analysis shows that the Mysore-Nanjangud region had adequate supply, which was in excess of the projected demand for 2031, and hence was comfortably placed, provided infrastructure was ramped up to harness the resources.

Chamundi Hills

Attaching special importance to Chamundi Hills and its environment, the draft plan has declared the area an ‘Eco-Planning District’ and notes that certain developments on the hilltop were inconsistent and incompatible with the characteristics of the area.

It states that ecology marred by such development should be restored. Regulations proposed for Chamundi Hills include mandatory approval by the Forest Department and the Ministry of Environment and Forests for future development.

Afforestation

It also calls for afforestation on the eastern and southern side of the hill and proposes a 100-m buffer from the edge of the existing forest boundary.

The MUDA’s plan for developing a residential area on the south-western side and north of Uttanahalli has been described as undesirable, and would have to be scrapped as it would defeat the very purpose of the regulations suggested in the plan. Other key features include a special agricultural zone and a no-development zone around Chamundi Hills.

To cope with the parking problems, multi-level parking and an additional Floor Area Ratio has been provided to encourage development in old or core areas.

Regulations are in place for heritage conservation as well.

‘Mysore Master Plan 2031 needs more clarity’

A section of stakeholders have called for extending the last date for submission of objections to the Mysore Master Plan 2031 from October 8, 2012 to facilitate greater public participation.

At an interactive session held at the Institution of Engineers here on Tuesday, there was a broad consensus that there was very little public information on the Mysore-Nanjangud Local Planning Area 2031 and, hence, more time should be accorded for discussions and clarity on critical issues germane to the city.

The interactive session, organised by the Mysore chapter of the Institution of Engineers, was attended by more than 50 people.

M. Lakshman of the Association of Concerned and Informed Citizens of Mysore (ACICM) said the first public interaction being organised by the Mysore Urban Development Authority (MUDA) on the subject was slated for October 7 while the last date for filing objections was October 8. He said the master plan in its existing format was faulty as the population projections of nearly 2.1 million for Mysore by 2031 was an underestimation. Statistics pertaining to land-use pattern was also described as faulty.

Population explosion

Mr. Lakshman said the recent trends indicated that the population was expected to gallop at a higher rate than what was projected and, so, the master plan would not serve the city till 2031. He also stressed the imperatives of seeking help from the Indian Remote Sensing Organisation and Indian Space Research Organisation to procure satellite imageries to study how the city had evolved in the last 25 years, and incorporate them into the plan.

This is imperative to ascertain the number of lakes and water bodies in Mysore which existed then, and to take measures to reclaim or conserve them for the city’s future, he said. It was pointed out during the session that most of the suggestions of the Revised Comprehensive Development Plan of Mysore, which was in vogue till 2011, were never implemented. When the city plans are not implemented by the authorities who take up development works that go contrary to the suggestions in the plan, why devise a master plan at all, asked Mr. Lakshman.

Vertical growth

The former chairman of the Institution of Engineer Bharadwaj called for promoting vertical growth at the periphery while freezing high-rise development in the core heritage areas and old areas of the city. He also called for declaration of a buffer zone around Chamundi Hills to conserve it for posterity.

It was opined that the master plan was not original in its concept and had no fresh ideas. The views of elected representatives, architects, engineers and other stakeholders had not been incorporated either.

CITY MAY GET RAPID TRANSPORT SYSTEM




Mysore, Oct. 7- In a bid to facilitate smooth flow of traffic all through the city, Mysoreans are likely to get a Rapid Transport System on the lines of the one in Ahmedabad in Gujarat.

A detailed presentation on the proposed system was given by Town Planning Joint Director Chowdegowda in the Council Hall of MCC during the meeting which was under way when we went to press.

The meeting chaired by Mayor Rajeshwari Puttaswamy, Deputy Mayor Mahadevappa, MCC Commissioner Dr. M.R. Ravi, MUDA Chairman L.Nagendra and other former Mayors and Deputy Mayors had been convened to provide detailed information about the Masterplan-2031 prepared by the MUDA.

Many of the Corporators who were present, opined that they required a minimum of three months to understand the details of the proposed project.

The meeting also resolved that aspiring builders of apartments should ensure solar lighting, heating systems and rain water harvesting facility at their buildings if they wanted licences for such structures.

Aspiring layout developers have also been directed to install these facilities in their layouts besides providing well-planned and safe underground drainage facilities.

BRTS for Mysore

If everything goes according to plan, the city will shortly have a Bus Rapid Transport System (BRTS) on the lines of Ahmedabad in Gujarat. After implementation of the programme, entry of two-wheelers and cars will be banned in the heart of the city, and public transport facilities will be developed in the city centre.
Plans have been made to shift the city bus stand to other places, and the place of the present bus stand will be developed as a historical place as it is adjacent to the Palace. The measures have been taken to keep the core area environment-friendly.
This decision was taken at a City Corporation Council meeting held in the city on Sunday, based on the Mysore Master Plan-2031.
City Town Planning director Chowdegowda explained the project in detail to Mayor M C Rajeshwari and Deputy Mayor Mahadevappa during the meeting. He further requested three to four months to make the project understood for the council members.
Apart from this, if the house owners have to obtain a completion report, they have to compulsorily equip their houses with solar power, rain water harvesting, and other environment-friendly measures. The move has been taken to protect the environment.

MUDA has published a draft Master Plan (revised) for Mysore Nanjangud Local Planning Area - 2031 (MPM) and invited comments from the public. Lot of people are very unhappy with the draft plan and one such is the Mysore Grahakra Parishat (MGP).

According to president of MGP Sreemathi Hariprasad when comments were invited by the members (Dr Bhamy V Shenoy, Maj Gen(Rtd.) S G Vombatkere, Prof R Chandra Prakash, Dr H A B Parpia, H R Bapu Satyanarayana, Prof. B S Shankara, B J Rao, Nitin Ningaiah, Usha Subramanian), they were surprised at the depth and breadth of their criticism of the MPM.

“We realised that the draft plan has major problems and cannot be repaired without undoing it (The fault lies not just with MUDA, but the system and MCC, KSRTC, etc). So MGP recommends that MUDA should get back to the drawing board with the implementing agencies and start all over again on a new MPM,” Hariprasad said in a press release.

It has no clear vision. It tries to be everything to everyone and ends up by being nothing. It has to choose between an old charm-heritage-tourist attraction future for Mysore or a development-like-Bangalore.

It seems to be based on several incorrect facts. Here are just a few examples. While the current production of solid waste is about 450 tons per day, the MPM assumes that it is only 330 tons per day. The air pollution levels in Mysore have fallen in the last 10 years. With the explosive increase in vehicle population, this is quite unlikely. Once again, according to MPM, Mysore's demand for water was 167 MLD in 2010 and the supply was 248 MLD. So we must have a huge surplus of water and the water crisis which the citizens of Mysore have been experiencing is just an illusion! If we had such a large surplus, where was the need to spend a huge amount on Kabini project for additional drinking water? Such obviously incorrect figures strain the credibility of the MPM.

The MPM is a single scenario plan. It plans for a city of 20 lakh population in 2031. If it is noticed in the next 5-10 years that the population is growing faster, we will be in a fix. We can not continue wasting money on MPM since we know it will be inadequate for larger population.

During the last few years, the government has commissioned several studies related to planning for the city such as, low carbon city planning by Atkins, a UK consulting firm, GIS mapping to streamline traffic by a French agency, fifty year plan by KUWSD, a plan for solid waste management, preserving heritage sites, etc. It is surprising that the Master Plan has not made use of these earlier studies. Why spend enormous amounts on studies if it find no place in city planning?

To obtain massive aid under the JNNURM project, Mysore city has promised to develop the city in a planned manner. It has developed a Comprehensive Development Plan and it has committed to follow this. The JNNURM CDP also plans for the year 2031. There is no reference to JNNURM CDP in the MPM. Will the city’s development follow CDP or MPM?

Mysore City Corporation moots bus rapid transit system in city

MYSORE: Mysore City Corporation (MCC) seems to be making an all-out effort to make the Heritage City pollution-free.

Even as the district administration's plan to ban traffic in the heart of the city during weekends failed to enthuse many, the corporation is now drafting a plan to ease traffic congestion and adopt Bus Rapid Transit System.

"To preserve the city, we are planning to have a master plan that will last for more than 30 years," MCC commissioner M R Ravi said.

Every day, many new vehicles are added to the city roads and with shrinking road space and increasing number of vehicles, traffic is often thrown out of gear. The plan is to find an eco-friendly solution and stop traffic congestion, he said.

According to the master plan, vehicular movement around the city would be banned. There are plans to shift the existing city bus stand in the heart of the city to a new avenue," he added.

The Bus Rapid Transit System, which was successful in Ahmedabad in Gujarat, will be implemented in the city area. "We are seeking suggestions from experts in this regard and the plan will be finalized soon," he said.

When asked about the possible opposition from citizens against the ban on vehicular movement, he said the plan is made for the benefit of all and it will be beneficial to the city in the long run.

There is a need for utmost coordination from the MCC, police and the transport department to make this move successful, he added.

He said a meeting to discuss the proposal has been scheduled before the commencement of Dasara. However, he did not divulge details on the project expenditure.

Earlier proposal The district administration's recent move to ban vehicle movement during weekends invited the wrath from many quarters.

There were arguments that restricting movement of vehicles other than bicycles and tongas is "unscientific" as all the prominent roads like Sayyaji Rao Road, Irwin Road, Ashoka Road, JLB Road and Devaraj Urs Road are interlinked.

Apart from causing inconvenience to tourists, the ban may affect poor patients who have to use Sayyaji Rao Road to reach the Krishna Rajendra Hospital, they pointed out.

A grandiose plan that only misleads: MGP

The Mysore Master Plan 2031 has drawn flak for its failure to draw from the best practices and similar plans of other cities.

At a recent meeting convened by the Mysore Grahakara Parishat (MGP) to discuss the plan with a cross-section of citizens, it was said that the Mysore Urban Development Authority (MUDA) and SAI Consultants, who prepared the plan, had failed to meet the basic objectives of the Country and Town Planning Act: to provide civic and social amenities, to prevent uncontrolled development of land driven by speculation and profiteering, and thus ensure environmental health.

Learning from others

Stakeholders wondered if the master plan incorporated lessons learnt from a well-planned city such as Chandigarh, or even Bangalore’s garbage issues.

The claims of the authorities that there was plenty of water to meet future needs of the city was hotly debated, given the acute water crisis in different parts of the city. Bhamy V. Shenoy of the MGP pointed out that neither the Education Department nor the University of Mysore, or the Karnataka State Open University offered their inputs to the master plan.

“It is obvious [that] our schools and colleges are crowded, and lack playgrounds and toilets. Yet, our planners still felt there was no need to reserve land for educational facilities,” Mr. Shenoy said.

Land conversion

However, the aspect of the plan that caused most concern pertained to the conversion of agricultural land for non-agricultural purposes. As of 2009, permission had been given for conversion of 12,168 hectares of agricultural land for development purposes. The MGP has decided to intensify its campaign against the plan. “The only purpose of the master plan was to develop a legal document that would allow the land mafia to monetise huge land holdings. All the bells and whistles, which give the impression of a grandiose plan was to mislead the government,” the MGP said.

Sai concultants ahmedabad are the consultants for this project,no idea if MUDA will get back to them to incoporate changes or they would be doing it themselves.

MGP opposes Master Plan 2031

The Mysore Grahakara Parishat has stated that the traffic problem at the city centre will worsen if the Master Plan 2031, recently approved by the government, comes into effect.

The plan permits apartments and service apartments in the central business district.

“Mysore is already facing traffic problems. The decline has been rapid in the last few years, especially in the city centre. Junctions such as the Medical College Circle have now become very difficult to negotiate. During rush hours (10 a.m. to 7 p.m.), there is a near-gridlock,” explained R. Chandra Prakash of MGP.

“With a view to encouraging redevelopment of the old areas”, the Master Plan also permitted additional floor area ratio (FAR), which meant more floors would be permitted. Needless to say, these developments would put pressure on road traffic (and other infrastructure such as solid waste management, electricity, water and fire services), Mr. Praskash said, in a release here.

‘No flyovers permitted’

As the plan also classified the city centre as a Heritage Zone, no flyovers would be permitted. There was no space available to widen the roads.
