So... this is place where I could inflate some rumours about Riga highrises ;)
May be after three years when everything would fail in Riga, you would laugh about this thread!
Riga, 11th December
Under construction:
1. Panorama Plaza I, 25 habitable floors (wow, this means some 26 - 27 floors in total?). Something like pile driving started around 8th December 2004. But they did not make the pit in the ground although the project promises to have underground floors? May be Turkish projects make underground floors in some different way? Press also said that the construction company would be selected in middle December only. Anyway - the place is very active, we can consider that the construction has started. To be completed in 2006.

2. Solaris I, 25 floors. 9th floor u/c. To be completed in 2005

6. Centra nams, 9 floors but the cheating spire makes it 68 m high. The roof is 44 m high, the upper part of the 9th floor - 34 m high. Roof is built. To be completed in 2005.

7. Duntes Ozoli, 17 floors. Pile driving on-going. No picture to justify it? But I saw, I saw it!!!!
8. Anninmuizas 7. Weird commieblock from brick. Officially - 12 floors, but one source says - 15 floors. Lets see what they will make at the end.

1. Latvian National Library, 66 meters, 12 floors. Jeez, that thing is approved since I do not know when. Now the government is taking the decree ordering to sell the properties here on market price. Otherwise the owners ask much more. To be started in end of 2005, to be completed in November 2008.
2. Panorama Plaza II, 30 habitable floors. To be built over the next five years, but I hope – earlier. Should be approved, otherwise they would not push the soil around there and brag about this project.

5. Da Vinci highrise. 25 – 28 floors, not clear how many exactly. Technical design near to the end, they promise to start the works latest in May 2005 and to complete in the end of 2006.

6. Solaris III – 25 floors. Developer says that in total 5 „ Solaris” would be built, but only after the completion of the first two ones. So... could be built in 2005 – 2008 approximately.

9. Highrise apartment in Juglas krastmala 1, 25 habitable floors. Public hearing about the detailed plan ended in November without any bad news. Riga City announces that Jugla will have highrise „gates”. I assume that this project is approved. No more information.
- 14 to 20 more commieblocks under 20 floors approved to my information. Some four even had to start around this time, but I do not see them yet.
Proposed – again, no commieblocks.
1. Lucavsala office – apartment building, 26 floors. Soil in project area is pushed there and back. I do not know, may be these are early preparations. But they are going to build there many other things as well. Officially the construction of this building will not start earlier than in 2006. It is well possible that this one is approved already.

2. Mixed office-apartment building in Mezciems, Hipokrata Street. 15 floors, 56 m high, glass curtain walls promised. Seems, detailed plan is approved... but may be not?
3. 20-floor apartment building in Kipsala, Balasta dambis 11. Appears on architects homepage... this means that there is investor and he is rather sure to do something. I know to whom belongs the land there, he likes highrises very much. Building complies with the main rules in this area. Could go through one day.

4. and 5. „Akropolis” office towers, 30 floors each. I am absolutely not sure if this still is valid. But that’ s what their official announced some months ago. Now more likely is construction of five towers. Approvals are nearly over. This thing should be ready rather soon, over the next three years I think. In image – the tower to the right:

11. Savibalts apartment building, Jugla, Brivibas gatve. 24 habitable floors. Detailed planning in this area on-going. Damn expensive (32 mio EUR), should be fine looking one.
12. DAM Property building – 25 habitable floors. Desperate attempt to squeeze this highrise between „Saules akmens” and „da Vinci” turning Balasta dambis street into something like 5th avenue. Developers are serious about this, but the building might be moved to the other side of street.
13. Purvciems office tower, 24 floors. Public hearings on-going, am sure this will be approved.

14. Some round, curved building in Kipsala, not far from Preses nams. Most likely – in place of „Stavie darzi” project. Very high, 160 – 180 meters. 50 – 60 floors should fit inside this height. The height of the building may be overrated. Currently the draft project is revised in Riga Building Inspection. Could be published in coming weeks.

Not likely anymore but someday I thought that it is damn serious
1. Smaile or Olimpija, 15 floors, office building. Southern part of Kipsala. The oldest of Kipsala projects, not heard anything over the last years. I think that something more ambitious planned now.
2, 3, 4. „Stavie darzi” complex with 37, 27 and 17 floors. Interesting concept to place vertical gardens in these enormous boxes. Building boxy highrise in Riga nowadays would be such exotics – everything here is round and wawy nowadays ;)

5. „Smilsu pulkstenis”, 35 floors, 125 meters. Developer „Valdo” announced this project some 15 months ago. Then once more said that the idea is not dead in May this year. But seems that the authorities did not like this weirdo.

6. Skanstes Street „the high one” - 40 floors, 145 m. This was only proposal of architect to have one vertical accent here. Seems, there is no real background for this building currently. The public did not like it either. It had to be built in place of small gardens, and the owners are ready to shoot anyone entering their area. ;)

Model of both buildings. The round ones in other side of Skanstes Street area around 20 floors too – but there is built something else now, I think.

1. One more 24-floor building in Kliversala. One day the representative from developer „Prokurs” in interview said – „ two 24-floor towers...”
2. „ Aizkraukles banka” has purchased land near Skanstes Street to build their office. This is announced as highrise area. Bah, this is large and ambitious bank, they should make highrise building!!!
3, 4, 5. Three more „ Akropolis” buildings at Zunda Channel with some 20 – 30 floors each. That’ s what I saw in journal „Latvijas architektura” with my own eyes ;) Three towers in the left side

7. Rumbula (southern part of Riga), one or two apartment buildings over 20 floors. In spring one newspaper wrote about it. Now Riga development plan envisages „vertical accent” in this place.
8. „Vertical accent” near Dreilini, eaastern part of the city. Just mentioned in Riga development plan.
9. Hotel over 20 floors near Ice Hockey hall, to be started in 2005 or 2006.
10. 24 and more floors office+ apartment building in Imanta, not far from railway station. Detailed planning there on-going now, such idea existed already year ago. The land together with the draft design was sold from one company to another.
11. „Smaile” project may be dead... but there is planned another one in Kipsala – 24 or 26 floors office tower. Nothing clear yet.
12. Vilnius Department Store owns land in Kliversala (former building of bankrupt Tirdzniecibas banka). Last week they announced that they have very ambitious plans in this place. Land parcel is small – so they can not build something large and flat.
The only way – to build something high? More to be announced in spring next year.
13. Riga City in these days organises first design tender for future building of City Council, 1000 employees. Most possible site – near Tornakalns railway station, some 1,5 km from Kipsala highrise district. The cheapest option would be to stack these people in high building. Can not imagine how this building could be lover than 20 floors.
14. Started international tender on development of large parcel of land on Lucavsala. The place is near the centrum, with wide roads around. In September three local developers announce that they have very ambitious plans.
And then there are rumours that besides these buildings there are many more planned. And then there are rumours that besides the rumoured buildings are even more...
My estimates about the No of 20+ floors buildings in Riga:
Pessimistic:
End of 2004: 6 (Academy of Science, Preses nams, Minisry of Agriculture, Hotel Latvia, TV building, Saules akmens)
2005: 8 (Solaris I and Solaris II)
2006: 10 (Panorama Plaza I, Da Vinci)
2007: 11 (Akropolis I)
2008: 19 (Akropolis II, Panorama Plaza IV, Solaris III, IV, Lucavsala building, Jugla highrise, Kliversala aparment, Purvciems office)
2010: 25 (Panorama Plaza II, III, Solaris V, DAM property highrise, supertall building, Savibalts apartment)

Greatest cluster would be Kipsala+Kliversala. Around 2010 it should have at least 12 buildings over 20 floors and 9 additionally over 12 floors. But here could be even 30 highrise buildings over 12 floors.
