The Tel-Aviv local committee for planning and construction approved a change of plans for "1 Rothschild Boulevard" tower (http://www.emporis.com/en/wm/bu/?id=131205) (AKA "The Phoenix Tower" (http://www.telavivinf.com/prat/future/mig/fini/page.html)) which is currently on hold . the building will be converted to a residential building (instead of an office tower) and will be 36 floors high, only the first 3 floors will be used for offices .
This means that construction is about to be resumed :) .

Well, that's hardly a surprise. The office space market in Tel Aviv is in pain, bleeding from various stupid corporate centers on the outskirts of the city. Have you seen Cellcom's HQ? a giant 5 story building complex on the outskirts, taking lots of room, but not showing anything as far as height goes. That's why all of the commercial buildings are taking the piss. Meanwhile, appartment prices remain very high. It's the natural result of these consequences.
