Parks galore in M’lore
Five parks have been developed in City and another 17 parks will be developed in near future, writes Ronald Anil Fernandes

Just a few years ago, ‘park’ in Mangalore meant ‘Kadri Park’ (also known as ‘Deer Park’) or Tagore Park (in Light House Hill). But things have changed drastically and several parks have come up in various parts of the Port City.
Be it Mahatma Gandhi Park at Mannagudda, Children’s Park near Hamilton Circle, Mallikatte Park near Mallikatte Junction S L Mathias Park near Melina Mogeru in Attavar, Bhararth Maidan Park near Jeppu Market or the Derebail park (also known as Radio Gudda park), several parks have come up or developed in recent months and many more are yet to come up.
22 parks
Speaking to City Herald, Mangalore City Corporation Commissioner Dr K N Vijayprakash said that a total of 22 parks will be developed in City, out of which 5 parks have been developed in the I phase under the Chief Minister’s Rs 100 crore grant and five more parks will be developed in the II phase.
The parks developed in Phase I are: Hampankatta children’s park (Rs 7.7 lakh); Rajaji Park near Town Hall (Rs 5.49 lakh); Jeppu Market Park (Rs 4.45 lakh); S L Mathias Park (Rs 7.33 lakh); and Valencia Park (Rs 3.97).
The parks to be developed in Phase II are: A park near Bondel govt quarters; at Nethravathi Nagar; at Abbakka Nagar; Dr Shivram Karanth Nagar; and at Karnad Sadashiv Nagar. A sum of Rs 20 lakh has been earmarked for each park. Tenders have already been invited and work has to be entrusted, said the Commissioner.
In addition, two more parks would be developed at Maruthinagar (Rs 18 lakh) and Krishnapura 7th Block (Rs 19 lakh), both in Surathkal.
Besides, in an effort of its kind, an exclusive park for physically challenged is being developed in Mannagudda.
Poor maintenance
Though the parks are being developed at a rapid pace, there are not many people to maintain them, according to sources. Take for example, the park near Jeppu Market. The 56-year-old park, renovated and re-opened about 7 months ago, has a unique facility which other parks do not have, that is, the Radio.
Everyday between 5 pm and 8.30 pm, people in the park and surrounding area can listen to Radio being played in Sri Ramappa Radio Pavilion located in the park. The Pavilion inaugurated by K S N Adiga, the then chairman of Municipal Council of Mangalore in 1955, has been a source of entertainment for the localites.
An anganwadi is also being run in the premises for the last few months.
Sharing his views with City Herald, Raja, one of the residents said that more than 300 people visit the park on some days in the evenings, but there are only 5 benches. Many sit on the ground while many more return. The little play area has only one roller slide and two swings for which more than two dozen kids wait in a queue. The park also lacks toilet facility.
Another citizen complained that there is a leakage in the fountain in the park. At the same time, the plastic knobs of the fountain and bulbs in the water have been already damaged. Lack of water (and the staff) poses a threat to the lawn in the park.
On the contrary, the Commissioner opines that more than lack of staff, there is lack of professionalism in maintaining the park. “Own Your Park concept introduced by the MCC, would go a long way in maintaining and increasing the beauty of City,” he opined.

A regional science centre for City soon
The proposed Regional Science Centre which is coming up at Pilikula is likely to be ready by next January, writes Naina J A

Institutions like the Regional Science Centres (RSC) functioning in different parts of the country under the National Council of Science Museums, Government of India, have been making an effort to make learning science interesting to the children as well as the adults.
A person from Mangalore would have had to go to Calicut or Mumbai to have a look at Regional Science Centre. With the National Council for Science Museums giving its nod for the construction of a Regional Science Centre at Pilikula, Mangaloreans need not travel to other parts of the country to have a look at the working of science centres and wonders of science through models.
Once the centre comes up, it will become a perfect destination for school children to explore during the summer vacation. The centre will provide a perfect ambience for exploring science through hands-on expositions and experiments. It also facilitates a wide range of activities aimed at inculcating a scientific attitude and temperament, said Pilikula Science Centre Director Dr K V Rao, speaking to City Herald.
The theme
The theme for the Regional Science Centre is biodiversity and emerging technologies in science.
He said the science centre will provide a fascinating place where one can experience and explore a range of scientific things by playing with swings, pulleys, see-saws and many more. It also has moving models. It will have interactive exhibits explaining the scientific principles of mirror optics. Here the visitors can float in air, see their image vanishing, peep into a tunnel of infinite depth and more. The centre will have working exhibits to explain various theorems and phenomena in physics, chemistry, astronomy and environmental science. It will also have a small planetarium and telescope.
Dr Rao says the centre will have audtitorium, training hall, exhibition hall, and so on. The Department of Culture of the Union government has released Rs 4.25 crore. The State has released a sum of Rs 4.25 crore for the project. National Council for Science Museums will be the implementing agency for the Regional Science Centre. The operating agency will be Pilikula Nisargadhama Society.
Dr Rao said that curator and technical staff have already been appointed to the Regional Science Centre based on the guidelines of National Council of Science Museums. In case of necessity, the staff will get training at National Council of Science Museums, Kolkata.
Pilikula Nisargadhama Society Executive Director J R Lobo said that the work on the Regional Science Centre is likely to be completed by next January or February. The civil works are almost getting completed. The models for the Centre are getting ready at Vishweshwariah Industrial and Technological Museum in Bangalore, Delhi and at Kolkata.

Mangalore, May 17: Mangalore is the best example for a city in which private bus operators break almost every rule under the sun, hardly bothered about the safety of their passengers. However, the apathetic attitude of the authorities concerned, including Transport Minister R. Ashoka, is more shocking. Although private buses are owned by individuals who invested in them, it is the drivers and conductors who run the show on a contract basis, paying the owner a pre-determined sum of money everyday.
Expressing his concerns regarding the above-mentioned “arrangement,” Hanumanth Kamath, the president of the Nagarika Hitarakshana Vedike, said that the contract is detrimental to the safety of not only commuters, but also pedestrians and other motorists. The drivers and the conductors, along with a handful of “cleaners,” run the buses in a bid to make a huge collection without bothering about the safety of the commuters, he added.
According to the traffic police statistics, nearly 120 people die because of rash driving in Mangalore every year, yet the government is taking its own sweet time to introduce KSRTC city bus services, said Mr. Kamath.
Stating that the situation stinks of corruption, he said that private operators have served the public for the past 75 years, but ever since the entry of individual bus owners into the picture, the competition has become fierce, putting the lives of ordinary commuters and pedestrians into risk.
Urging that the Lokayukta ought to investigate this case and find out why the government is hesitating to introduce KSRTC city bus services, PUCL President P. B. D’Sa said that, although Transport Minister Ashok speaks about introducing KSRTC city bus services, he keeps quiet when he visits Mangalore.
Unfortunately, even the traffic police look the other way when complaints of erring bus owners and drivers are brought before them. The RTO does not bother about the plight of passengers who are treated rudely by conductors, drivers, and cleaners, who gang up whenever passengers protest.
KSRTC unions have also condemned the transport minister’s apathy toward the subject of permitting the KSRTC to launch city bus services in Mangalore, Udupi, DK, and Uttara Kannada. Social activist Nagaraja said that the DK unit of KSRTC Workers’ Union suspects that Transport Minister Ashok has joined hands with the private bus lobby in Mangalore, especially because the transport minister was all praise for private bus operators during his recent visit to Puttur.

If you are following Hubli-Dharwad thread you can see that NWKRTC has approached world bank and got green signal for BRTS,Procurement of Hi tech buses and revamping Bus terminals in the city.
Mysore on the other hand developed 6 IMTCs which are top class and got fantastic ultra SLFs and Volvos sanctioned.KSRTC has been very sincere in implementing projects sanctioned under JNNURM.Plans for BRTS are also there.

(Note that no other city in India has this ITS project apart from Mysore and Pune, whileMysore has made a significant headway in this regard)
Mangalore which is exploding in every sector, seriously takes a back seat when it comes to modern Transport facilities. It has nothing extraordinary to boast about apart from the frequency of buses I guess.
It is left to people to decide what kind of transport they want.Politicians are malleable easily if the public unite and demand for a change.Just that public is a mute spectator in India.

Things won’t be the same for the savvy Mangaloreans when it comes to beauty treatment. Fringge, an enterprise opened in Canara Club at Kadri Mallikatta has a wide range of beauty and health services in an altogether different kind of Ethnic ambiance blended with modern state of the art equipments and interiors.
Jeethesh and Shrutha, young couple from Mangalore are the owners of Fringge Ethnic Unisex Salon. Jeethesh, an MBA graduate from SDM Institute of Management Mysore, has 4 years experience in this line. His exclusive L’Oreal franchise Fringge Spa opened on January 10th, 2007 in West Gate Building, Kadri Nanthoor with the blessings of Dr. D. Veerendra Heggade, Dharmadhikari of Sri Kshetra Dharmasthala has been a runaway success.
The exclusive and ethnic new setup in Canara Club is unique in many ways. Here, brick red terracotta pattern has been designed on the walls with white borders and terracotta designer tiles on the floor, antique furniture and old type electric switches, door and drawer knobs can be seen. The ceiling has modern look blended with ethnic murals and bright lights. Wall lamps are old style and so are the shelves that display beauty products. Windows have wooden frames, stained glass ventilators and venetian blinds that give the interiors an overall Goan kind of homeliness. Cool a/c maintains constant temperature all through the year.

Akash,
Since Mangalore is not under JNNRUM, I dont think Mangalore has the luxury to buy volvos for city travel as of now. However, it is the onus of the government to provide that facility. Of course it does not come free. People need to get on to roads.

Krishnamoorthy K May 18th, 2011, 07:36 AM MANGALORE May 16, 2011: The illegal sand mining which had been rampant in the coastal areas particularly Mangalore has gone to the next stage. The Sand is not only unavailable but also went up in value by three folds in the last two months. If the transfer of former DC of Mangalore Mr. Subodh Yadav is of any relevance, the sand mining lobby in the district has made all arrangements to block and hoard sand stock.
Office bearers of the district Sand miners association Mr. Dayananda Malli told Mangalorean.com that the sand rates have shot up from Rs. 1800 to Rs. 4,600 in a span of just three months and it might go further up to reach an all time high of Rs. 6000 in next one month. The reason he cited was that the large scale builders in the city who have started their building operations in the city after a lull of six months. This was due to the legal hurdles that were there to extract sand from the river bed. But now the government has considerably brought down the level of restrictions following the appeals from various builders associations and their allied bodies. This has opened up a new way of procuring sand and hoarding it at their cost.
According to sources in the association the sand miners have started to supply sand to the large scale builders at the former costs while for the small individual builders the going rate has been fluctuating between Rs. 4000- 4800. As a result the individual builders are finding it difficult to construct, in addition the sand prices hike has also affected the cost of other building materials like red laterite stones, cement, steel and wood. Due to this rising cost of construction material even the labour was becoming extremely difficult to come by. Many small time contractors have given up for this season.
Mr. Jagannath Bhat who has built hundreds of individual houses in Mangalore says he had never seen such escalation of prices of construction material in just a short span of time. The big time builders were trying to discourage small house construction and were promoting vertical growth of the city of Mangalore. In the melee to push their agenda they have also brought pressure on the government to bring in all sorts of rules and laws that discourage individual house construction.
The Mangalore City Corporation and Mangalore Urban Development Authority have been asked by the government to discourage giving licences to individual house construction through strict licence norms and high cost of fees.

Who will appraoach world bank ?The Private operators.
It is difficult in Mangalore as the govt does not have a specific plan regarding implementation of KSRTC buses. World bank will give money to organisation but will never give money to Private operators.
Unless we have a strong policy nothing will happen and the govt is not at all interested in starting KSRTC bus services in Mangalore as per various statements made by ministers.
Hubli ,Mysore etc do not have that problem
About JNNURM ,there have been conflicting news articles regards Mangalor's inclusion
Is it definite that Mangalore has not been incliuded or is the City waiting in the sidelines or has Mangalore been included in the provisional list?
engineer.akash May 18th, 2011, 08:44 AM Yes Ajay, I meant KSRTC mangalore division can approach the world bank along with MCC to create better transport facilities like bus terminals/IMTC as we call in Mysore and Bangalore.
Mangalore citizen groups must come out in open and talk to politicians. They must black mail these MLAs and MPs and I am sure these leaders will heed to the public's demand fearing vote loss.

ajay ramchandran May 18th, 2011, 09:59 PM Mangalore: 24x7 Water Supply Plan in Pipeline for MCC
24x7 Water Supply Plan in Pipeline for MCC
Mangalore, May 19 (DHNS): The Crisil Infrastructure Advisory Ltd presented report on the preliminary study on the implementation of 24X7 water supply in MCC limits at MCC hall here on Wednesday. Presenting the report, the official from the Crisil Infrastructure said that the 24X7 water supply project may cost Rs 137.42 crore.
To implement 24X7 water supply, the operator will have to provide new connection in the new area, replace the existing meters, create assets for 24x7 water supply, create a geo technical data based of the city and regularise the illegal water connections in the city limits.
Options
Giving out the options for project funding, he said under Viability Gap Funding scheme (VGF), the centre may give 20 per cent of the project cost, while the remaining must be borne by the MCC and the private operator.
In the second option, he said the MCC will have to bear Rs 22 crore and the rest by the operator. However, the MCC will have to give operational grant of Rs two crore every year. In the third option, there will be neither funding from the MCC nor from the Centre.
It will be funded by the private operator.
Tariff
According to an estimate of the report, the domestic tariff for the urban BPL families who consume 0-8 kilo litre water will be only Rs 48 per month as against the present tariff of Rs 64.5.
The tariff for those who consume 8 kl to 25 kl will be Rs 116 per month whereas at present the tariff is Rs 64.5. The persons who utilise more than 40 kl, will have to shell out Rs 806. To implement 24X7 water supply, the MCC should have metering policy, public stand post policy, the report said.
During the presentation, former mayor Shanker Bhat said “it is better to outsource the water supply system. If we wait for the fund from the central government, the project will be delayed. However, while outsourcing, the tariff fixation right should be in the hands of the MCC.”
Engineer Maninarayana said “with the 24X7 water supply, the operator will maintain the existing assets of the MCC. However, tender documentation should be prepared carefully by the MCC.”
Commissioner Dr K N Vijayaprakash said that a core committee with technical experts, consultants, executive engineers will be formed to finalise the tender document. This is only a preliminary study report. Earlier, the Commissioner said that 160 MLD water is being pumped daily from Thumbay.
The MCC limits has 2,500 km water pipeline. Under ADB project 650 km additional pipelines has been laid in the city. Still many parts of the city does not get water round the clock.

Its from April 1 actually.
Quote - "“The whole familiarisation process with the new NH numbering system will take longer. The exercise to renumber, replace all highway signage and familiarise the general public could take up to five years,” said an official. "

With all the heat of the summer and the humidity, I think we Mangalorians are a lucky lot! Mangalore is a beautiful place with a perfect blend of tradition and a modern touch thrown in.
http://www.deccanherald.com/images/editor_images1/2011/05/13/cartoon-weather-of-mang-250.jpg
Mangalore can well be described as a perfect fusion structured to suite the taste of the young and old. What attracts one is the proximity to various places of commercial interest. Right from an entertainment center to a restaurant of your choice or a dance academy for your child, it is all a stone’s throw away and yet with all those new buildings mushrooming another side of Mangalore houses well planned pretty houses amidst shady old trees which seem to house endless tales from years on end.
Mangalore is indeed an urban planners paradise and a foresight into planning the green, sustainable way! Of course, with the burgeoning population, many high rise apartments have made a foray. Staying in high rise, multi-storey apartments, has become a way of life and a gateway to convenience. To some, this may seem a bit of a transformation into a concrete jungle. But a building can be beautified in a number of ways, beginning with adding on a bit of green here and there. Throw in your creative side and presto you can experiment on growing a garden of your own right in your own apartment on your balconies, landings or may be a little area in your living room which has some sunlight filtering in. For some who haven’t tried their hand at gardening, this could also be a beginning of a new hobby. Still better, if your kitchen can accommodate a pot or two, you can take pride in growing your own herbs those soups and gourmet dishes taste so yummy with. This can be an educative exercise for you and your family as well.
* Being plant friendly adds beauty to the house.
* These plants have a cooling effect in the summer.
* The advantage of having a garden on your balcony is the easy maintenance it would require.
* Choose suitable plants. For a variety, choose seasonal plants or trees.
* Plants not only add on a soothing touch to the eye but also tone down noise and dust pollution considerably.
* To beautify the place even more, little plastic pots which look like terracotta ones can be hung.
* Choose plastic pots instead of real terracotta to reduce the weight on your balcony.
* Available too are little flower baskets and wrought iron stands.
* Take care not to place pots at precarious positions especially on railings and narrow walls on the balcony.
* If there are little children in the house take care that pots kept along the railing don’t become stepping stools for a better view down below.
* Begin with making a little sketch of your balcony, marking out the location of the doors and windows leading into the balcony.
* Second, check out the sunlight factor and climate.
* Direction the balcony faces
* Note how much sun the area receives and for how long.
* If the balcony is recessed, does direct sunlight reach it at all?
* If it is at the receiving end of strong sun and wind.
It is important to scrutinise all these factors before investing your time and money in this project. For example, begonias make a splendid, colorful array, growing best with only the early morning sun filtering in and then shade taking over. On the other hand, Bougainvillea thrives in the sunlight. For those wanting to experiment with seasonal flowers marigolds and poppies make a colorful display and require plenty of sunlight. Anthuriums last the whole year, and also coming in handy for flower arrangements for an evening dinner or a relaxed lunch. They remain fresh for a long time in water. A jasmine creeper close to a window would lend an everlasting fragrance when it begins to flower.
Asparagus make nice fillers.
* Layering a flower pot is very important.
* First of all, choose the same size of pots for uniformity and space and saucers to fit their base to keep them on so that excess water draining out will be contained within and not overflow staining the floor.
* Begin with layering the flower pot, first with little pebbles, then some compost and the top with sand. This acts as an automatic filter. If you want the base of the plant to look pretty, sprinkle a few chips of wood, shavings or moss. Moss sticks too look ethnic when growing tall creepers. Cactus gives any place an exotic touch. In one little section cacti in various sized pots amidst a little rockery can give you that rustic look.
A balcony garden makes a perfect oasis for a meal or a perfect place to drown in a book. A piece of wood fashioned out in a desired shape can be used as a dining table or a writing desk. This piece can be screwed into the wall and taken down whenever desired. The corner of a balcony can have a little grotto too.
Another little adventure you can indulge in is a kitchen garden. It will end up being the pride of your life. Start off with cilantro, mint, basil and thyme. Mustard and garlic plants look pretty as table arrangements too. Tomatoes grow easily and when ripe can be stored in the freezer for the whole year. Ginger grows even with newspaper as a base.
Stuff some damp newspaper in a pot and plant a ginger sprout. See it grow. These plants look decorative too. Don’t throw away those egg shells, crush them, scoop out the top layer of soil and put the egg shells in and cover them with soil. If you are a little adventurous, you can try growing pineapples. I’ve grown them on my balcony and we enjoyed the lovely pineapples. Watering your garden everyday is a must, especially in the summer. If water is a problem in your area in summer, bring out the sustainable person in you by conserving water. For example, keep a fairly large container in your sink when rinsing out dishes and water used to wash your veggies. This water can be used for your plants.
Your little garden will further attract little birds in spring to build nests! What do we do if we are vacationing? Keep little Ziploc bags filled with water in the pot with a small hole at the base of the bag. The water keeps draining out slowly keeping the pot moist.
Begin now...
Let your creative side of you run riot and watch your dream garden take root. Make Mangalore bloom.
DHNS (http://www.deccanherald.com/content/161082/towards-green-mangalore.html)
Multi-storeyed buildings create concrete jungles in a limited space. But, independent houses create concrete jungle in much more space. One can check the independent houses' townships which have come up in Mangaluru to check this statement.

mangalore mania May 19th, 2011, 08:33 PM MANGALORE: The Air India management is not keen on reconstructing the vandalized memorial, erected in memory of the victims of Air India Boeing IX812 of May 22 at Ground Zero. Instead, the management is actively pursuing the idea of donating infrastructure in the form of a community hall or a reading room, for the panchayat to further the memory of the victims of the crash, to Kenjaru Village under Malavoor gram panchayat.
The memorial erected by Air India was vandalized on October 4 last year and still remains so. Vandals had destroyed the granite tablets on which the names of the deceased had been inscribed.
A top Air India official on condition of anonymity said that memorials are basically a western concept and do not gel well the Indian culture or concept. "I have put up a proposal before the management and it has been accepted. When we visit Ground Zero on May 22, we will put up this proposal before the panchayat and will go ahead if they accept it," said the official. "A stand alone memorial will not serve the purpose. Hence we want memorial which will serve public purpose," the official added.
Malavoor gram panchayat official Narayana Bodi told TOI that he would gladly accept the proposal from the management. "However, I will put it before the members during the panchayat general body meeting to be held on May 25 for approval, after I receive a formal proposal from the AI officials," Bodi said.
The Air India source said that they may decide to hand over a lump sum amount to the panchayat and execute the project under the supervision of AI.
Meanwhile, the bare bone steel skeleton which housed the granite tablet at Ground Zero is serving as a grim reminder of the incident. The police also does have much headway into the incident. Police had also informed AI that they will not be able to provide security in case they reconstruct the memorial, as it was in a place less frequented by public.

A bird's eye view: The Mulky-Padubidri stretch of the National Highway
MANGALORE: National Highways Authority of India (NHAI) has come up with three options each before district administrations of Dakshina Kannada and Udupi to resolve an issue over widening the National Highway No. 66 (formerly NH 17) at Mulky and Padubidri towns.
It has mooted the options after local people opposed the construction of bypass at Mulky (Dakshina Kannada district) and Padubidri (Udupi district) while widening the highway under phase III of National Highways Development Project (NHDP).
Comparison statement
NHAI has kept its option of constructing bypasses at both towns open with the design speed of 100 km an hour. In addition, it has proposed to widen the existing alignment of the highway either to 60 metres width or 45 metres with the design speed of 80 km an hour.
Sources told The Hindu on Thursday that the NHAI wrote to Deputy Commissioners of both the districts on March 11, 2011 to this effect. It had sent a report for all the three options with drawings and a comparison statement to each of them. The Deputy Commissioners had been requested to intimate the option acceptable to the State government at the earliest to enable the NHAI to proceed further. The NHAI was yet to receive response, sources said.
Issues discussed
The NHAI's letters was sent following a meeting its officials had with the Chief Secretary on February 3, 2011, in Bangalore to discuss issues pertaining to widening the highway stretch between Kundapur–Surathkal-Nanthoor Junction and Talapady on NH 66 under the NHDP.
Sources said the NHAI still stood for constructing bypasses at both the places as it was most suitable from technical, social, and financial parameters. But a section of local people had been opposing it.
Mulky options
Constructing a 1.9-km 60-metre wide bypass at Mulky – the first option – requires acquisition of 11.4 hectares of private land. It would lead to demolishing 26 buildings. The project cost had been estimated at Rs. 27.24 crore.
Second option provided for widening existing 1.7-km stretch of the highway to 60 metres width requires 5.73 hectares of land. Around 30 buildings would have to be demolished. The estimated project cost was Rs. 41.28 crore, sources said. If the same stretch had been widened to 45 metres under the third option, it required acquisition of 3.32 hectares of land and 21 buildings would have to be demolished. The project cost was estimated to be Rs. 30.93 crore.
Padubidri
The first option would be to got for a 1.9-km 60-metre width bypass at Padubidri, which would cost Rs. 28.18 crore. It requires 20.4 hectares of land and 16 buildings would have to be demolished.Second option would be to widen the existing 1.9-km. stretch at Padubidri to 60 metres at a cost of Rs. 67.06 crore.
It would require 6.39 hectares of land and 96 buildings would be demolished.
If the same stretch was to be widened to 45 metres under the third option, it would cost Rs. 58.16 crore. It required 2.38 hectares of land and 72 buildings to be demolished, sources said.

Hyderabad, May 19:
The Indian petrochemical capacity growth rate — which has been three to four per cent over the past five years — is expected to increase four times and range between 12-15 per cent in the next five to seven years besides generating millions of new jobs, the Associated Chambers of Commerce and Industry of India (Assocham) said today.
In recent years, the global chemical and petrochemical industries have moved eastward towards West Asia and Asia with major hubs being set up in these regions. India can take advantage of this shift and attract large funds from investors.
Seminar
Assocham has organised a seminar tomorrow on Development of PCPIR (Petroleum, Chemicals and Petrochemicals Investment Region) in Andhra Pradesh in collaboration with the Union Ministry of Chemicals and Fertilisers along with the Andhra Pradesh State Government.
The size of the Indian chemical industry is about $40 billion (or three per cent of the GDP) and employs one million people directly and indirectly. It currently has investments of $60 billion.
The Government has, so far, notified four PCPIRs — Dahej in Gujarat, Haldia in West Bengal, Paradeep in Orissa and Vishakhapatnam in Andhra Pradesh. The proposal of the Tamil Nadu Government for a PCPIR at Cuddalore has been approved by the Cabinet Secretariat and forwarded to the Cabinet Committee on Economic Affairs.
Another project at Mangalore in Karnataka is at planning stage.
The notified areas of PCPIR in Andhra Pradesh is 603 square km. There are five special economic zones (SEZs) including two multi-product SEZs, two pharma SEZs and one apparel SEZ.
Among major players who have expressed interest in setting up units here are: Hindustan Petroleum, LG Polymers, Coromandel Fertilisers, Andhra Petrochemicals, Rain Commodities, Pharma City with Pharma SEZ, Hetero Pharma SEZ, Godavari Fertilisers and Chemicals and Nagarjuna Fertilisers and Chemicals.

mangalore mania May 20th, 2011, 08:07 PM Though Mangalore has produced international athletes, the demand for having a synthetic track at Mangala stadium has remained a distant dream even after laying foundation to it by Chief Minister B S Yeddyurappa, writes Naina J A
http://www.deccanherald.com/images/editor_images1/2011/05/20/synthetic.jpg
Although Mangalore has contributed a considerable number of sports talents to the nation, lack of interest on part of administration was a major hindrance to the overall development in the field of sports here. In spite of producing sports talents, the city does not have a synthetic track to train the talents in the international standard.
The call for a synthetic running track in the Mangala Stadium reached a crescendo the moment the city-based athlete M R Poovamma returned from the Beijing Olympics. The State government which approved the proposal for the synthetic running track. When Chief Minister B S Yeddyurapa laid foundation for the track, all the sports talents in the district had a hope that they can utilise the track at the earliest. However, even after nine months, the work on the track is yet to commence.
The district stadium situated in 19.5 acre land includes a 400 metre cinder track. The authorities want to convert the cinder track into eight lane 400 metre synthetic track.
While the stadium came into existence is 1978, the track available at the Mangala stadium is made of cinder which was laid in 2001. The cinder track has more disadvantages when compared to synthetic track.
The athlete can suffer from bone or ankle ligament pain if he regularly practices on the
cinder track.
Moreover, the cinder gets vanished from the track because of rains in monsoon and in the form of dust during other seasons. Moreover, the cinder tracks no longer recommended by sports technicians. When tender was called for laying synthetic track at Mangala stadium recently, three companies had come forward to lay the track. Mando of Italy and Jubilee Sports Technology (I) Pvt Ltd had reached the finals. The Jubilee Sports had quoted lowest bid of Rs 3.12 crore to lay the synthetic track.
However, this company’s contracts in relation to the Commonwealth Games have come under the scanner of the high-level V K Shunglu Committee, the previous Deputy Commissioner Subodh Yadav who chairs stadium committee decided to cancel the tender.
In fact, Mando Company is an international company which had laid synthetic tracks at Seoul Olympics in 1988. However, it had quoted Rs 40 lakh more than Jubilee Sports for laying drainage. Moreover, it had also asked for exemption of tax for the import of materials for laying the track.
In the backdrop of Jubilee Sports Technology’s connection with Commonwealth Games, the previous DC had asked the Joint Director of Youth Service and Sports department to call for a fresh tender, said department of Youth and Sports service in-charge Assistant Director Parshwanath, to City Herald.
He said the government has already released Rs 3 crore for laying the synthetic track. “If the SR rate quoted by the bidders is more, then we will seek additional funds from the government for laying the track.” If the tender is invited now, then the work may commence only after the monsoon, which will still delay the work on the synthetic track.
Amidst all these confusion, will synthetic track be a reality in Mangalore is a million

ananda.padebettu May 21st, 2011, 04:11 AM No need to obtain MUDA approval to build a house on inherited land
The government has revised the fee payable to MUDA on the registration value of sites
For a site measuring above 12.35 cents, 15 per cent fee over its registration value must be paid
MANGALORE: The revised zonal regulations of Master Plan II for Mangalore Local Planning Area, which were notified by the State government on May 5, have come into effect from Friday, according to M.K. Gadkar, Commissioner, Mangalore Urban Development Authority (MUDA).
Accordingly, areas under Mangalore Local Planning Area, which had been listed under residential zone category in the Master Plan I (old master plan), will continue to be under the same category under the revised regulations of Master Plan II, he told The Hindu on Friday. Some areas listed under residential zone category in the Master Plan I had been listed under agriculture zone, public and semi-public zone, park and open space zone categories in the Master Plan II when the latter came into effect from October 1, 2009.
Now those areas will no longer be under the categories listed in the Master Plan II earlier.
They are now under residential zone category, he said.
Mr. Gadkar said that according to the revised regulations, a person who inherits property (land) from his or her family or gets it through family partition need not obtain approval from the MUDA for building a house on that piece of land.
Such a person need not pay 15 per cent fee over the registration value of land to the MUDA as required earlier.
Meanwhile, a public notification issued by Madhav Bhandary, Chairman, MUDA, on May 13 said that while revising the zonal regulations the government has revised the fee (people here commonly refer the fee as penalty) payable to MUDA on the registration value of sites. For sites measuring above 12.35 cents, 15 per cent fee over the registration value of the site should be paid to the MUDA.
No fee should be paid to the MUDA for sites measuring below 3.08 cents.
For sites measuring between 3.08 cents and 6.17 cents, a person should pay 7.5 per cent fee over the registration value of sites.
The fee payable to MUDA for sites measuring between 6.17 cents and 12.35 cents will be 12.5 per cent of the registration value of sites, the notification said.
Mr. Gadkar said that MUDA began applying the revised regulations from Friday.
It may be mentioned here that councillors had been opposing certain provisions in the zonal regulations of Master Plan II when they came into effect later in 2009.
They had demanded the government to revise some of them.

Ajay, The runway has to be extended either forward or backward. In any case one has to extend the tabletop. If it is extended to 12,000 ft., by all probabilities largest aircrafts like Airbus A380 can land in Mangalore.
Looks like a Good dream and it may not happen in immediate future.

May be Akash, you are right. However, it was launched in a bigway in Mangalore signifies how big the car market is. Mangaloreans own high end cars like Rolls Royce, Jaguar etc. which is not common among its peers.

Mangalore, May 20: Russian artist Elena Fedosenko’s art exhibition titled ‘Bharathanatyam’ was inaugurated at Orchid Gallery, Balmatta here on Friday May 20.
After lighting the lamp to mark an auspicious start, Corporation Bank general manager B R Shetty said that it was commendable that a Russian artist should be impressed by Indian culture. She has even expressed her love for Indian culture through the medium of art, and brought alive the emotions and expressions of Bharathanatyam in myriad colours.
Artist Deviprasad Rao from Goa who guided her said that Elena has done an exhaustive study of Bharathanatyam, even by interviewing Bharathanatya artistes. That is how she could manifest the varied facets of the dance form onto canvas, he said.
From Mangalore the exhibition will move to Goa, Bangalore, Chennai, Mumbai, Delhi and will culminate in Moscow after about a year. In each place the exhibition will be open for 10 to 15 days.
On her art, Elena says, "I love and live with colours. I express my emotions and feelings through them. They set my path and move me in different directions. Right from my childhood I was attracted to Indian dances and the colourful atmosphere of Indian movies which are were easily available in communist Russia, India being our close friend. As a young girl I always wished to visit India."

Going by the number of passengers, there is an increase in the passenger flow when compared to last year. “While 7.75 lakh passengers travelled by air last year, the number of passengers has gone up to 8.25 lakh passengers this year,” he said adding that there is a steep increase in the number of air passengers travelling from Mangalore.
Giving the break up, he said while 71,234 passengers travelled in January 2010, 72,231 passengers travelled in 2011. Similarly, 59,559 passengers and 62,905 passengers travelled in February and March 2010 respectively while the number of passengers in the corresponding month in 2011 was 61,144 and 65,520, which indicates that there is steady increase in the number of air passengers travelling from Mangalore.
Order being implemented
Stating that the directive by Court of Inquiry to strengthen RESA (Runway End Safety Area) is being implemented, Vasudeva said the work has been awarded and is being implemented at a cost of Rs 3.5 crore. “Though the work is scheduled to be completed by August 31, it may get over two months ahead of schedule,” he said.
The CoI’s another directive to erect ‘go markers’ too is being implemented, he said.
To a query on the proposal of Union Civil Aviation former minister Praful Patel to extend the runway to 9,500 feet from the existing 8,038 feet, Vasudeva said that so far there is no move from the authorities concerned. To another query, he said that it may require about Rs 300 crore to extend the runway, that is, to fill the valley on either side, which is at an average depth of 45 metres.

A fan of the printed word:N. Yogish Bhat, Deputy Speaker of the Legislative Assembly, at the Konkani book fair in Mangalore on Sunday
MANGALORE: A Konkani website has enabled sale of Konkani books to Indian customers via Ebay. Called “Konkani Shoppe” it is the online shop of the World Konkani Centre on its website www.vishwakonkani.org.
N. Yogish Bhat, Deputy Speaker of the Legislative Assembly, inaugurated the book fair at Sahitya Kendra, in the city on Sunday.
Website
The website was inaugurated as part of a one-day fair on Konkani books.
The online shop has sold books estimated at Rs. 700 in two days and would be upgraded in a month's time to enable readers abroad to buy Konkani books, said Venkatesh N. Baliga, secretary, World Konkani Centre, Mangalore, and editor, Kodial Khaber, a Konkani fortnightly. “This is the first time that a separate book fair is being organised,” said Mr. Baliga.
He said the fair had 350 Konkani titles in Kannada, Devnagari, and English had been published over the last two-and-a-half years along with Rakno, a 60-year-old Konkani weekly.
Sale
He said that sales of books in Konkani could not be compared with the sale of books in other languages.
“They do get sold. One thousand copies are printed of each title with books on Konkani history and cuisine selling more copies,” he said.
Range
About the exhibited range of books at the fair, Gautham Pai, a class 10 student at Canara High School, said, “this collection of books is nice but I was expecting more.”
Devnagari script
He said he reads Konkani books in the Devnagari script as he wanted to improve his Hindi. About 35 people visited the one-day fair, which had Konkani books in three scripts — Kannada, Devanagari, and English.

As per records, nowhere in the world have black cobras laid eggs in a reproduction centre. Pilikula has thus set a world record by succeeding in an experiment that has been going on for the past seven years.
Pilikula has already got the tag of being one of the biggest ‘black cobra’ parks in the world, with 12 cobras among which five are female and seven male.

Pulling out Mangalore or Mysore or any other city away from KA forum wont help.
As many here from other KA cities get a chance to browse Mangalore and Mysore threads at one place.By moving away from KA forum it hurts all...KA subforum suffers a bit,Mysore and Mangalore forums will feel a bit alienated.
Options: Stick within KA forum or go for separate blocks as shown in the layout.
I personally would love to see KA forum chug along with Mysore and Mangalore threads, but change is inevitable...
Just want to know the opinion of mangalore posters.I am neutral,I will go with what you guys say.....

No not possible Ananda :ohno:
I need to even ask Mysore posters whether they wish to stay in KA forum or have a separate link.
Three options for KA division
Option1: Mangalore can get listed under South subforum directly (Sanju's format) (http://www.skyscrapercity.com/showpost.php?p=78290090&postcount=643)
Option2: Mysore and Mangalore forums created under karnataka forum(IU's format) (http://www.skyscrapercity.com/showpost.php?p=78287514&postcount=8081)
Option3: Mysore ducks in KA itself and (Mangalore alone goes out of KA) with Option 1 implemented
Option4: Mangalore and Mysore duck in KA forum demanding for no change at all.
Option2 and Option3 are the ones I AM LOOKING FOR. Need to ask Mangalore posters on this.
Option2 says Mangalore and Mysore will stay in touch with KA somewhat
Mysore can duck in KA forum,it is not huge as of now to be honest

The new integrated terminal building at Mangalore airport.
Mangalore witnessed two major aviation-related developments in May 2010. The first was the inauguration of the Rs 180-crore integrated terminal building at the airport on May 15, and the second was the crash of Dubai-Mangalore flight IX-812 — exactly a week after the inauguration — on May 22. As many as 158 persons were killed and eight survived.
Many promises were made on both the occasions by ministers and officials. Among the promises were extending the runway length by 1,000 ft so as to handle bigger aircraft and getting international status for Mangalore airport. Currently, Mangalore has the status of a Customs aerodrome, with permission to operate flights to international destinations in West Asia. The current length of the runway is 8,037 ft.
The then Civil Aviation Minister, Mr Praful Patel, had promised the extension of runway at the time of the inauguration of the terminal. He reiterated this point on the day of crash at the airport. However, that promise is yet to materialise. The problem with the extension is the acquisition of 250 acres and filling up of a valley to an average height of 45 metres. Rough estimates suggest that at least Rs 200 crore is required for this purpose.
Special purpose vehicle
Keeping this need in mind, the Kuwait-based United Associations of Karnataka (an NRI forum) had suggested the floating of a special purpose vehicle with involvement of all stakeholders. According to that forum, such a move will help develop airport infrastructure, and will also help develop tourism and industry in and around the region.
A decision on this matter is yet to be taken.Though the Karnataka Budget for 2011-12 has sanctioned Rs 15 crore for the runway extension work, people in the civil aviation sector say that this amount is too meagre for the project.
The Chairman of Airports Authority of India, Mr V.P. Agarwal, who was in Mangalore at the time of the inauguration of the terminal, had said that AAI was planning investments in a parallel taxiway, and the new air traffic control-cum-technical block at the airport. It is learnt that the short listing of contractors has been done for the construction of the technical block at a cost of Rs 26 crore, and a final bid will be called in this regard soon.
CARGO COMPLEX
The Mangalore-based Kanara Chamber of Commerce and Industry had mooted a proposal to put the old terminal at Bajpe into effective use, and had sought the establishment of an air cargo complex there. The President of KCCI, Mr Mohandas Prabhu, had said at that time that the infrastructure at the old terminal building is lying idle after the commissioning of the new integrated terminal building in Mangalore.
The argument of KCCI is that an air cargo complex will help explore export and import potential of commodities such as vegetables and fruits, processed food, chilled items, machineries and garments from Mangalore.
After submitting proposals to the authorities concerned in this regard, the trade and industry are waiting for a response in this matter.
With regard to infrastructure improvement inside the airport, the report of the Court of Inquiry (CoI) — headed by Air Marshal B.N. Gokhale, former Vice-Chief of Air Staff — to look into the cause of accident had noticed that there was a downward slope from the end of runway towards the boundary fence. After overshooting, the ill-fated aircraft had continued in runway-end safety area.
Levelling slopes
Taking note of this, the CoI had recommended that such slopes be brought to the same level of the runway surface. “This needs to be ensured at all the table-top airports in the country,” the report had said.
The Airports Authority of India (AAI) has started implementing this recommendation by investing around Rs 3.5 crore in the project. It is expected to be completed in five months.
The AAI has also implemented the recommendation of the CoI to install distance-to-go-markers (DTGM) on runway shoulders at a cost of Rs 10.5 lakh. The DTGMs are a visual reference for the pilots to ascertain the remaining distance of the runway.
The accident in May 2010 brought another fact to the fore — that the road outside the periphery of the airport needs widening. The huge sophisticated fire-fighting vehicles of the airport faced problems negotiating the narrow roads on the periphery of the airport on that day.
Keeping this in mind, the CoI report stated that the access roads should be broad enough to accommodate such vehicles, which is not the case around Mangalore airport. The 13-km stretch of the road around the airport comes under the jurisdiction of the district administration. Swift action by the Karnataka Government can help solve this problem.
People from trade and industry say that it is now time for the authorities concerned to take a serious look at the infrastructure issues in and around Mangalore airport and prioritise taking action on them.
It is very important to upgrade the runway and upgrade the old terminal for Cargo purposes to keep the proress going. Else ...:ohno:

This is the question I posted on page 103,post 2041
what happened to this project?
--------------------------------------------------------------------------------
Mangalore, Feb 9: World famous banking entity, the 30-billion-euro Deutsche Bank (DB) which first made its presence felt on the Indian soil way back in 1980, has since then blossomed into a full-fledged financial services entity providing clients here with a complete range of products and services, spreading across the areas of global banking, global markets, retail banking, private wealth management and asset management.
Presently, the bank has 10 branches spread all over India including Bangalore. According to the bank's India fact-sheet its operations have a total balance sheet size of US $ 4.2 billion, with the group employing more than 5,000 employees. The bank is understood to be keen on doubling its headcount of 5,000 in the next two years. Its Bangalore and Mumbai branches in-fact provide world class operating infrastructure to Deutsche Bank's global businesses.
With regard to investment in Indian market, India, among the European investors, is believed to be a good investment despite political uncertainty, bureaucratic hassles, shortages of power and infrastructural deficiencies. Not just the major cities in the country like Bangalore and Mumbai even the two-tier cities today has huge potential for overseas investment and there is active encouragement for the entrance of foreign players into the market.
Against this background, its no wonder that the DB management is understood to be in talks with Karnataka government to purchase 100 acres of prime land in Mangalore city to set up its world's largest IT infrastructure support facility. The proposed facility will comprise the bank's largest data centre, disaster recovery centre, global network support centre and back-end support centre, and is expected to support Deutsche Bank's global operations and branch networks spread across 76 countries, according to informed sources in the state government.
Moreover, according to the same source the Bank has concrete plans on the anvil to set up a state-of-the-art technology facility that will drive its global businesses in Karnataka. High ranking officials of DB are understood to have approached the government. And accordingly they have been shown some prime industrial land in the city. Government has assured the global bank of all help in completing the formalities and giving due clearance, added the source.
Moreover, the bank officials have already visited the city and are understood to be very happy with the plots of land shown to them. Although DB would like to finalize the land deal in Karnataka, at the same time it is also exploring similar deals in other states. Within the Bank itself, sources inform that the bank has set aside around Rs 500 crore towards buying land in India, but on the topic of land acquisition they preferred to be keeping all cards close to their chest and did not give out any details.

MANGALORE: The city's aesthetics could get a shot in the arm with Mangalore Electricity Supply Company (Mescom) Ltd trying out pre-stressed concrete poles for drawing distribution lines in Mangalore and surrounding areas. Mescom after due tender process placed order for 1,000 such poles on trial basis and company has already received half the quantity from a local manufacturer. Mescom hitherto was using reinforced concrete poles for this purpose.
These poles, S Sumanth, outgoing MD of Mescom told TOI here on Monday are safe for the environment and require no maintenance. The poles are 18% cheaper compared to reinforced concrete poles and 50% more strong. Advantage of using these poles, he said are they do not require painting, do not rust, are impervious to sunlight, chemicals, animals and insects and do not require ground line treating. Use of such poles could become the norm, he said.
Sumanth, who took over as MD of Mescom in 2004 said the company has successfully brought down transmission and distribution losses from 17.5% to 11.92% as of last year. Describing this as an industry benchmark in terms of curtailing losses, Sumanth said Mescom also become first power utility in India to use auto-reclosure units. Mescom has installed more than 160 auto-reclosure units in the four districts under its jurisdiction, he said.
A move to switch over to three-star transformers has seen number of transformers in Mescom jump up from 16,000 in 2004 to around 35,000 transformers now. The automatic meter reading of transformer centres is yet another novelty tried out by Mescom, he said adding such centres in around 25 towns and cities enable engineers to get data from 5,200-odd transformers directly at Attavar. This helps in planning peak hour load, he explained.
The high voltage distribution system has also helped Mescom bring down losses and ensure reliable voltage supply. It has been six years since the company stopped purchasing 250-kVA transformers and instead now solely relies on transformers of 100-kVA, 63-kVA and 25-kVA to service its customers. Even in the case of a transformer failure, which was 16% in 2004 and currently down at 9%, the number of affected consumers would be less, he said.
The smart grid project initiated by Mescom as a micro project, another first in the state would be extended to the city over the next 18-months. The company has set aside Rs 5 crore for the project, he said adding that the company now has 26 round the clock service centres compared to just four when he took charge. The company has also attracted 2000-odd customers to its ECS scheme. Vijayanarasimha, MD, KAVIKA took over from Sumanth.

MANGALORE: Finding a suitable place to park vehicles is indeed a herculean task for Mangaloreans as there are more `no parking zones' than parking lots in the city. Neither the Mangalore City Corporation (MCC) nor the police has taken any initiative to provide more parking lots even as vehicle density keeps increasing by the day.
Mangalore RTO N M Balavalli told TOI that 34,517 vehicles have been added in the last financial year ending on March 31, 2011, taking the total number of vehicles to 3,25,105. As on March 31, 2010, the total number of vehicles registered under the Mangalore RTO was 2,90,588.
MCC, which is spending crores to widen roads in the city, has not come out with a comprehensive proposal to solve the parking issue. Moreover, the city corporation looks the other way when high-rise commercial complexes and apartments violate rules and use their parking lots for other purposes. Irony is that the MCC, which is the competent authority to take action against erring builders, itself does not have sufficient place for parking in its office building premises.
Those who have two-wheelers and cars find it difficult to bring their vehicles to the city as most buildings do not have parking facility. A total of 77,053 two-wheelers were added taking the total number to 2,61,053 as on March 31, 2011. Similarly, 5,533 more cars are registered taking the total number to 63,240.
All these vehicles will have to be parked on the roadside, footpaths or other places, which are `no parking zones.' If caught by traffic cops, then the vehicle user will have to pay Rs 100 as penalty. The amount of penalty will increase to Rs 300, if the traffic police use the towing machine to remove the vehicle.
Nagarika Hitharakshana Vedike president Hanumanth Kamath said the MCC and police increase the burden of people by relaxing rules for the builders. There is a lack of co-ordination between police and MCC. They should convene meetings involving NGOs to discuss the issue. Problems would not have cropped up, had the MCC taken action against violations in all buildings in the initial stage of construction itself, he added.

Krishnamoorthy K May 24th, 2011, 08:32 AM MANGALORE: Footpath vendors, who have been finding it difficult to carry out their business after the introduction of Tiger vehicles, staged a protest here on Monday.
Nearly 200 members of the Mangalore Footpath Vendors Association (affiliated to CITU) shouted slogans in front of the chamber of commissioner K N Vijayaprakash when the MCC cancelled the meet of footpath vendors scheduled for the day without notice.
CITU district general secretary Vasanth Achary said MCC officials had invited leaders of the association for a meeting at 11am. However, when the meeting was not conducted as promised, footpath vendors were forced to hold protest. The National Policy on Urban Street Vendors was adopted in 2009. However, the MCC has banned footpath vending in the name of city beautification ignoring the national policy which is prevalent in all the city corporations in India, he charged.
The personnel on board the Tiger vehicles seize goods kept for sale by the vendors, but officials had no answer when asked as to what happened to the stuff seized from the vendors.
Association honorary president Sunil Kumar Bajal said the MCC should not ignore a fact that footpath vendors provide quality goods to people at lowest price.

When I read the news on forming a special task force for removing illegal structures on footpath and road I was happy thinking that illegally parked vehicles, electrical transformers, staircases, ramps, etc on footpath will be removed. But alas, as soon as the local government got "Tiger Van" it has started to destroying the microeconomy of the city itself.
The petty shop owners' business is not as hazardious as moving vehicles on footpath. The vehicles coming with full speed for parking honking on pedestrians on footpath is much more dangerous. Car parking fees is about Rs. 5 or 10. If a street vendor is ready to pay the same amount will he be allowed to continue his business? The builders are earning money illegally renting out basements for shops resulting in vehicles parked on government land. The same space in the building is used for earning in thousands. But, street vendors are not allowed to park their park their cart. Why double standard?
The earning capacity of a area used for parking a car is Rs.30,000 per month. That is Rs. 3,60,000 per year. In Mangalore around 1,00,000 cars are parked illegally. Imagine the loss. For air accidents, people ask for different type of compensation than road or rail accidents. They argue that the compensation should be based on 'lifestyle'. Why not fine for illegal parking be based on lifestyle? More for a posh car owner and less for a poor street hawker's cart? The vehicles moving on footpath not only puts pedestrians in peril but also, damages the concrete slabs on footpath as they are constructed not to the weight of these vehicles. The weight of one bag of vegetables is not a big burden on footpath.
Just a few weeks back there used to be 'Push Carts' with vegetables moving around the city. Housewives used to get vegetables at their door steps. But these carts have disappeared suddenly. Now the housewives is forced to go to a market for purchasing vegetables. What a wastage of time and money. And extra travel needs extra petrtol damaging environment further. Who is behind this? The vegetable shop and the supermarket owners who want to sell more vegetable at a higher cost? Or Arab Shakes who want to sell more petrol at a higher cost? Why do we discourage street hawkers who deliver goods at a much more environmentally friendly way?
One thing I wonder what alternative is there for these street sellers to earn their meals. Return back to farming and then die of hunger? Or become maoists and kill innocent poors like them by bombing buses and trains?
Now moving away from street vendors, A few years back I had seen a lady from lower middle class arguing with a autoriksha driver for riding auto on footpath Kankanady. I had not seen many doing this. I was wondering how many of the pedestrians are aware of their rights on footpath? Generally as soon as pedestrians hear some vehicle honking on them on footpath they walk to a side of the footpath or halt. So this time I decided to a few of pedestrians.
I met a pedestrian in front of City Center mall and talked about the problems created by moving autos on footpath and other vehicles parked on footpath adjacent SCDCC bank building. He told to move a few steps further and find out myself what happened to the busstop in Navabharath circle. I have already posted here regarding the usage of busstop for car parking in front of The Ocean Pearl. He also told that unless pedestrians have a strong union to fight against this type of atrocities the government will not act.
The man walking on PVS junction told "Vehicles parked on footpath force pedestrians to footpath. This may result in accidents. So, the man who parked vehicle on footpath should get punishment for culpable homicide."
Next, I found a huge posh car parked on the footpath near Besant junction. I asked the policeman who is doing his duty there regarding this. He showed his book and told that he has already written a fine for him. He also told that they are not allowed to tow the vehicles as the commissioner has told them it will damage the vehicle. A passerby who was listening to our conversation made a remark "Which is more costly? Vehicle or humanlife?"
Next, I saw a person sitting in the MG Road busstop comfortably and smoking. Inspite of many benches being empty in the busstop a few ladies were standing far away understandably to avoid smoke. The person started to talk about other things. I was hearing with all difficulty as three or four electrical generators of the conventional hall placed on the footpath were making tremendous noise. The smoker told about how a minor boy was pardened by the court inspite of killing two people in an accident. The boy was driving a car though he was not licensed to do it. The court had not even send the boy to a remand home. He also told about another case in which the police were hesitating to arrest a minor boy who had taken some photographs of a woman peeking into bathroom. He asked me why there are two types of justice systems? One for rich spoiled babies and another for poors? The noise generated by the generators was also telling me the same thing. A few rich inside the hall might have been enjoying some sweet music while pedestrains were tolerating the noise of the generators on the footpath. I don't think the "Tiger Van" will ever act on these generators.
Next, after crossing the gutter, I saw a truck parked on footpath in front of Essel building there. Many two wheelers and cars where also parked on footpath in the surrounding region. I dragged one of the pedestrians there into a conversation. He told "In Bengaluru they have started towing away illegally parked vehicles on footpath. But here, the police officials are busy riding on newly supplied posh jeeps." Yes, police officials life is more comfortable now and they have forgotten totally the comfort and safety of pedestrains. The police also park their vehicles comfortably on footpath itself. I had seen many times police bikes parked on footpath near Lalbagh junction while doing spot inspection on vehicles. I had never understood why people are not using parking area in front of Dharmasthala Eye Hospital instead of the footpath?
Away from MG Road, at Milagres junction a autorikshaw was coming out of gate in full speed not caring for pedestrians waiting for bus there. I talked to another auto driver, who was waiting for passengers, regarding this. He told that the speed of auto is nothing compared to one car owner drives at a much more dangerous speed through the gate. I asked him what about constructing a shelter there for bus passengers to ensure their safety. He told that that is not the official busstop. The bus route is through Falnir Road and Sturrock Road. A few residents of Sturrock Road had brought stay from the court for bus running through that road. Started wondering whether courts also discourage environmental friendly mass transportation system. We already know about the unjust order passed by magistrate in favour of individual vehicle owners discouraging more routes for public transportation via State Bank.
Moving further I saw that the footpath space infront of Fortune Tower is comfortably converted to a car parking space.
That is all this time.

Black spots:The beach at Hosabettu, near Mangalore, on Monday.
MANGALORE: There is a new wave on Hosabettu beach: black coloured tar balls appear to have been washed ashore overnight, leaving a wave-like design on the otherwise light beige-coloured sand.
When The Hindu visited the Hosabettu beach in Monday, black tar balls – small black sticky lumps – had formed a wave-like pattern across the sand for about a kilometre. Local fishermen said that they noticed the tar balls beginning to accumulate on the sand on Sunday afternoon. The black oily substance resembles bitumen in appearance when it is used in road construction.
Forming small pools in some places, the bulk of the tar balls were washed ashore in the night or early morning, when the tide rose. Late on Monday morning, the water was several feet away from the oily substance, giving a clear view of the blackened coastline.
Karnataka State Pollution Control Board's Deputy Environment Officer for the district Rajashekhar Puranik said the oily substance was called a tar ball. Around the same time last year, tar balls had accumulated on the beach between Panambur and Surathkal.
According to the fishermen, it is not a new phenomenon. They blame it on the discharge of industrial effluents into the sea at Chitrapura. Ruling out the ships that called New Mangalore Port, they claimed that the substance only started appearing on the beach after the pipeline became operational.
Blame game
However, Mr. Puranik ruled out industrial discharge as the cause for the tar balls, he said none of the companies discharged any bituminous substance. He said it was likely that the ships which called the NMP were the source of the tar balls. He said the ships used furnace oil as fuel and dumped the sludge portion of it into the sea. This was carried by the currents and washed ashore.
Harbour Master and Deputy Conservator in-charge at the New Mangalore Port Captain Pradeep Mohanty said it was “not possible” that ships were dumping furnace oil into the sea.

Mangalore, May 24: MLA Abhayachandra Jain and District-in-charge Minister Krishna J. Palemar visited the multi-village drinking water project site at Malavoor on May 24, Tuesday and declared that supply of drinking water will commence in March 2012. This project was visualized nearly 10 years back.
The project aims to supply drinking water to 11 villages coming under the jurisdiction of 7 Gram Panchayats—Bala, Padushedde, Malavoor, Bajpe, Kenjar, Tenka Ekkar, Moodushedde, Permude, Badagu Ekkar, Jokatte, and Kalavaar—by constructing a dam over River Gurupura at Malavoor.
Palemar told reporters that a vented dam will be constructed in the first phase of the project and that a jackwell with treatment plants and pipelines to supply water will be constructed during the second phase. Right now, the floor level work has been completed and the pillars are being raised. He expressed confidence that the work will be completed by Jan 2012 and water will be supplied from March 2012. He said that the dam can store 26 cubic meter of water per house, adding that this is a permanent source of water for the people of these villages. He also said that the government has released Rs. 10.5 crore for this project under CRZ rules.
Speaking about the project, Abhayachandra Jain said that the project was conceptualized in 2002 under the Rajiv Gandhi Drinking Water Project. He said that Rs. 96 lakh was raised from concerned GPs and that NGOs also contributed funds.
Mudrodi Constructions of Kavoor are handling this project.
:nuts:I really do not know if CRZ regulations are boon or bane. If we strictly follow it, lot of industries and buildings would not have come up.

mangalore mania May 24th, 2011, 09:35 PM A massive infusion of funds by the state government to the Mangalore City Corporation for improvement of its basic infrastructure saw the city get broad concrete roads in its central business district areas. However, ever-growing influx of vehicles in the city has forced motorists to park vehicles along these widened roads leaving motorists with the usual smaller as ever before passage and pedestrians to contend with, while traversing on the roads.
Good example of this can be seen on the road leading from Ballalbagh to Mannagudda where vehicles are parked on the left side of the road from Ballalbagh junction up to state warehousing corporation junction. Pedestrians walk on the road on this stretch as absence of footpath puts them at a disadvantage. This is the case near Urwa Stores, Car Street, road leading to Circuit House via Kadri where widened concrete roads double as impromptu parking lots.
A singular major problem as far as parking in the city is concerned, notes Rajath Rao, a college student, is lack of dedicated parking lots for two and four-wheelers. It is common to find cars parked in areas usually earmarked for motorcycles and vice-versa, he notes. This, observes, Sandesh Shetty, a travel agent has led to a situation where motorists have to struggle to find parking space and widened concrete roads come in handy for many.
Mangalore City Corporation commissioner K N Vijayprakash admits that vehicles parked on widened city roads is indeed a major problem. There is lot of resistance from locals when we try to introduce alternate day parking on one side of the widened stretch of road, he told TOI pointing to the case of Car Street where vehicles are parked on both sides. This denies people benefit of enjoying the whole effort put in to widening the roads, Vijayprakash points.
Former DC V Ponnuraj had noted that on-street parking was affecting free flow of traffic. Ponnuraj had issued a notification regulating parking and no-parking areas in the central business district of the city that was to be strictly enforced to ensure free flow of traffic and directed the traffic police to act accordingly. But this determination exhibited by Ponnuraj to curb on street parking is on the wane.
Expert opinion
Mangalore city police can crack down on on-street parking once MCC puts in place a system of drainages and footpaths. The civic body has expressed its intent to address these lacunae that cropped up while widening and concreting roads utilising the first tranche of special funds released to it by
the state government. Once the system of footpaths is in place, motorists will not be allowed to indulge in on-street parking. Manjunath Shetty, Traffic Police Inspector, Mangalore City Police.

mangalore mania May 24th, 2011, 09:42 PM Mangalore, May 24: District-in-charge minister Krishna J Palemar has assured that the much vaunted water supply from ambitious Malavoor multi-village drinking water scheme at Malavoor along the River Gurupur would commence by 2013 as the construction work is expected to be completed by January 2012.
Palemar, who along with Mulky-Moodbidri MLA Abhaychandra Jain visited the dam construction site on Tuesday, told media persons that after the completion of vented dam construction work, jack well would be constructed along with the treatment plant and pipelines for water supply.
The project was conceived under the Rajiv Gandhi National Drinking Water Mission almost a decade ago in 2001.
With the completion of the 206.50-metre vented dam as part of the scheme, eleven villages under seven Gram Panchayats namely Bala, Malavoor, Padushedde, Kenjar, Bajpe, Moodushedde, Tenka Ekkar, Badagu Ekkar, Permude, Kalavaar and Jokatte will receive water shttp://www.skyscrapercity.com/showthread.php?t=162411&page=396upply during 2012-13 season.
The construction work is taken up by Mudrodi Constructions, Kavoor. As of now the work is completed till floor level. The dam is expected to store 26 cubic meter of water per hour.

Krishnamoorthy K May 26th, 2011, 07:40 AM Eviction:The city corporation officials and the police officers removing vegetable bags kept on a passage in Central Market in Mangalore on Tuesday.
MANGALORE: A team of officials from the Mangalore City Corporation, along with policemen, on Tuesday carried out a drive to evict street vendors near State Bank Circle and in the Central Market.
The corporation officials had anticipated a possible resistance to the eviction drive on Tuesday. “We got to know the possibility of resistance and hence took help of the police,” said Revenue Officer Meghana, who was leading the team of corporation officials.
It was around 11 a.m. the officials started the drive. The vehicle of the officials followed the newly launched “Civic Tiger” vehicle and the police van.
They stopped near the fish market and walked towards the place where the express buses stopped. Not finding any vendor, they moved to the Central Market area.
Vendors
As the vehicles of the officials and the police van arrived at the Central Market area, the vendors in the locality started packing articles displayed on pavements.
The officials went to places where wholesale vendors had stocked loads of vegetables and fruits outside their allotted space.
“They have to do their business within the allotted space and not outside,” said Assistant Revenue Officer Praveen Kasker.
As the officials arrived, vendors started to remove the vegetables and fruits. The officials seized a few loads of mangoes, some empty wooden cartons, and loaded it into the “Civic Tiger” vehicle. The first round of operation was over around noon. For the vendors, this drive by the corporation officials was a routine exercise. “They do this once in three months. We have got used to it,” said a wholesale vendor as he was placing the vegetables back to the original place after the officials left the place.

Krishnamoorthy K May 26th, 2011, 07:55 AM A programme to rejuvenate lakes by desilting them as announced by CM in this year's budget will finally take off only after the monsoon. The initial idea was to desilt all major tanks and ponds before onset of monsoon so that water retention capacity in the water bodies could be increased. Changes in scope of the scheme, inclusion of tanks in urban local bodies and delay in inviting tenders have meant not much progress has taken place.
In Dakshina Kannada, the zilla panchayat engineering division had indentified 122 tanks in seven assembly constituency under the scheme to rejuvenate tanks during 2011-12 at an estimated cost of Rs 30.63 crore. However, the engineering division has been able to complete tender process with regard to 50 tanks and work on seven tanks has actually started. This number does not include the 23 tanks under minor irrigation department and MCC.
Palemar admitted that with monsoon around the corner, it will not be possible to take up the work of desilting all the 122 tanks as envisaged in the budget announcement made by the CM. Under this scheme initially it was envisaged that a sum of Rs 5 crore would be provided to each non-urban assembly constituency. Scope of the scheme has now been extended to tanks/water bodies in urban assembly constituencies.
K Abhayachandra Jain, Mulki-Moodbidri MLA said elected representatives face pulls and pressures to get any sort of development fund for their constituencies and hence it is natural that the scope of the scheme changes from what it was when initially envisaged. Citing the example of Kadalakere Nisargadhama in his own constituency, Abhayachandra said this was tank spread over nearly 18-acres was not covered under the rejuvenation scheme initially.
Now, even this tank can be taken up for rejuvenation by desilting it, Abhayachandra added. Palemar said the work on desilting the remaining tanks will be taken up post-monsoon. The tender process and other formalities will be completed by then, he said. S L Sathyanarayana, executive engineer, ZP engineering division said it is now possible to take up rejuvenation of tanks under the jurisdiction of urban local bodies as well as minor irrigation department.

Krishnamoorthy K May 26th, 2011, 08:00 AM Mangalore, May 25: MP, Nalin Kumar Kateel, said that the Palghat division of the railways will take up construction of the railway over-bridge at Bykampady, where traffic snarls are often experienced, after the monsoon season.
He was speaking after inspecting the highway widening work between Kottara and Suratkal on Tuesday. He also instructed the officials of the highways department to ensure that artificial floods do not create problems for the people during the upcoming rainy season.
He promised the people that emergency works for allowing free flow of rain water will be taken up before the beginning of the monsoon, and that permanent works will be executed after the monsoon months. When the officials told him that delay of fly over work near Nataraj Talkies in Suratkal was caused by problems relating to land acquisition, he promised to bring the issue to the notice of the district deputy commissioner and find a solution. He instructed the officials to take steps to extend the service road, laying of which has been stopped near Poorva Arcade in Suratkal.
On behalf of residents near Kambala in Suratkal, Pundalik Anchan said that the residents of the area had been battling artificial floods caused by the improper laying of drainage pipes of the highway, and requested the MP to save them from the monsoon woes. Kateel said that the city corporation is expected to tackle the issue of artificial floods, and also of rebuilding of the bus stand and street lights that were destroyed during highway widening operation.
Former mayors, Rajani Duganna and Ganesh Hosabettu, corporator, Sudhir Shetty Kannur, and officials of the consultant firm executing the highway work, were present.

Krishnamoorthy K May 26th, 2011, 08:19 AM * It is yet to become functional because of the dispute between traders and APMC
Mangalore: President of the Mangalore Agriculture Produce Marketing Committee K. Krishnaraj Hegde has urged traders to make use of the facilities of the yard set up in Baikampady.
Participating in a felicitation and interaction programme here on Wednesday, Mr. Hegde said traders should make use of the facilities created by the APMC at a cost of Rs. 30 crore. It was yet to become functional as many of the godowns and sites were vacant. Traders should forget the differences they had with the AMPC and make the Baikampady yard functional, he added.
The programme was organised by the Kanara Chamber of Commerce and Industry (KCCI).
Mr. Hegde said 88 acres of land was acquired in 1978 at Baikampady for the yard. In April 2007, the State government notified the Baikampady yard as the main yard. Following the directions of the High Court, the APMC took a loan of Rs. 30 crore to create facilities at Baikampady. Only 120 traders had opted for the facilities, he said. “The facilities have remained unused for long,” he added.
The criminal cases filed by the APMC against traders operating outside the Baikampady yard were as per the law. “These cases were filed during the period between notification of Baikampady as the yard and de-notification of the same a few years later. We had no other choice than file cases. It was the decision of the APMC,” he said.
Traders have questioned the action of the APMC before the High Court. Mr. Hegde said the APMC and traders should work together for the benefit of farmers. “I am ready to work towards resolving the differences we have,” he added.
Mr. Hegde said the new-elected body of the APMC was ready to discuss with traders about the ways to withdraw the criminal cases without attracting the contempt of court proceedings.
During interaction, Nityananda Pai, manager of James Mackintosh and Company Pvt. Ltd, brought to the notice of Mr. Hegde the problems faced in export of maize from the New Mangalore Port. Mr. Pai said the APMC had a time consuming process to grant licence to export the sensitive maize cargo. This had forced many exporters to take the cargo to ports such as Tuticorin, Kakinada and Vishakapatnam. “Karnataka is the largest producer of maize. You need to relax the process and enable export from NMPT. This is the only port in Karnataka,” he said.
President of KCCI G.G. Mohandas Prabhu said the KCCI was hosting on May 31 a discussion related to the State government's proposed Global Agricultural Business and Food Processing meet.

ananda.padebettu May 27th, 2011, 04:20 PM Mangalore, May 27: State transport minister R Ashok has given the green signal for the establishment of a KSRTC administrative unit at Puttur, to tackle the problems arising due to the increase in KSRTC buses in the district.
A respresentation to this effect was made by MLA Mallika Prasad on Thursday May 26, following which the minister gave appropriate orders to implement the move.
Currently, the KSRTC Mangalore division alone handles the heavy traffic of its buses, from Kundapur to Sullia.
The proposed division at Puttur is aimed at facilitating smoother administration of these buses, by taking over the responsibility of depots at Dharmasthala, B C Road and Puttur.
Will it make any impact on service and frequency???

ananda.padebettu May 28th, 2011, 04:25 AM MANGALORE: Price of white arecanut (chali) is on upward trend in Dakshina Kannada after more than a decade. Price of ‘hale adike' (old stocks) scaled up to Rs. 156 a kg and ‘hosa adike' (new arrivals) to Rs. 138 a kg on Friday.
The prices, after consolidating between Rs.125 a kg and Rs. 141 a kg for a month from April 20, have again started soaring.
Some farmers familiar with arecanut market told The Hindu that prices were constantly soaring for the past ten days.
Manchi Srinivasa Achar, president, All India Areca Growers' Association based at Puttur, told The Hindu that earlier the highest price which the chali fetched was Rs. 180 a kg in late 1999. It crashed to Rs. 40 a kg after a few months.
Patte Venugopal of Kavu, a grower and keen observer of arecanut market, said that not many farmers have old stocks.
Hence jump in its price will not help many. But soaring price for old stocks have helped farmers indirectly as price of ‘hosa adike' was also on the rise. As arecanut harvest season has just been over farmers have stocked ‘hosa adike'.
They are getting better price for new stocks now after more than a decade.
Ramesh Kaintaje, a member of the committee which revised the production cost of arecanut for the government recently, said that price of old stocks consolidated between Rs. 137 a kg and Rs. 141 a kg for a month from April 22.
The price of new arrivals consolidated between Rs. 125 a kg and Rs. 130 a kg during the same period.
“It has resulted in pushing up the base price of the commodity. Its base price never went up more than Rs. 100 a kg in the last decade. Now base price itself has consolidated between Rs. 100 and Rs. 120 a kg,'' Mr. Kaintage said.
Mr. Achar said that prices of many agriculture commodities this year were on upward trend.
Attributing the upward trend in arecanut market to demand and supply theory the Managing Director of Central Arecanut and Cocoa Marketing and Processing Cooperative Limited (CAMPCO) A. S. Bhat said that prices keep changing in a cycle.

Mindblowing view of Sampaje.
Madikeri, May 28: The Sampaje ghat road, connecting this hill town and the coastal districts, will re-open with access to all traffic on June 1, 2011, the Karnataka Road Development Corporation Ltd. (KRDCL) officials have informed the media.
The Madikeri-Mani stretch is being widened and upgraded as a dual carriageway and the KRDCL has been entrusted with this work.
The deputy commissioner of Kodagu had issued orders in December 2010 banning all heavy traffic on this road. Currently, public transport vehicles from Mangalore have been plying only up to Sampaje. Passengers on their way to Madikeri and Mysore have to change the bus at Sampaje and vice versa as of now. Private vehicles are allowed to use the road between here and Sampaje only after obtaining a special pass from the deputy commissioner, Madikeri.
The work on the 28-km stretch between Sampaje and Madikeri should have been ready by May 31 in accordance with the original schedule. But the off-season rains have affected the progress of work. Yet, out of this distance, a stretch of 17 kms is ready. On the rest of 11 kms, bridges, culverts and safety enbankments have been completed, but only the widening and bitumenization is yet to be done.
However, for the regular commuters, restaurant and shop owners and residents who have suffered a lot during the past six months, the joy is only short-lived. The project being incomplete, said the officials, the work on the remaining part could be taken up only after the monsoons and the ghat road might have to be closed yet again for some time from November 2011. Yet they are hopeful to complete that job in a month's time.
Can anybody tell, is it a four lane or wide 2 lane? What is the meaning of Dual Crriageway? I think it could be wide 2lane road.

Krishnamoorthy K May 28th, 2011, 06:55 AM Though lack of parking space is a major concern across the city, the only measure which Mangalore City Corporation (MCC) has taken so far is to identify eight spots as parking lots and hand them over to private contractors.
The designated paid parking slots in front of Pabbas at Lalbagh, near Pereira Hotel at Hampankatta, KCCI premises at Bunder and old bus stand have been handed over to K M Ashraf of Karavali Enterprises. Contract for the parking lot near Roopa Hotel has been handed over to contractor S Muthappa while places at Hamilton Circle Rao and Rao Circle and Hamilton Circle Bunder Road have been given to Dhananjaya. However, MCC has failed to address the safety aspect of vehicles.
For instance, people parking their vehicles at any one of the above places, except at old bus stand, have to do so by the side of the road, at their own risk.

The situation of car owners are pathetic, their pet cars are forcefully parked on footpath like a orphan waiting for salvation. Any donor is there to construct a home called parking complex for these poor cars on charity? Please note that these poor car owners can pay only Rs. 5 to 10 per day as parking charges. Warning to donors: Many of these cars are so much adjusted to footpath life and their owners have become lazy to walk from parking complex to shops hence they may not like to move to parking complex. So, there are chances of charity going to drain.
Near Pabbas at Lalbagh the local government ruling that time had given more priority to parking hence footpath continuity is missing there.

No activity: After a blast at the under-construction petroleum reserve near Mangalore on Thursday, machinery and trucks are lying idle. Three persons were killed and four were injured in the blast.
Mangalore: The site of the Government of India's under-construction petroleum reserve project near here looks deserted and activities there have come to a halt following the blast at the site on Thursday in which three persons were killed and four persons sustained injuries.
The facility is being created by Indian Strategic Petroleum Reserve Limited (ISPRL) so that crude oil can be stored to meet the petroleum requirements during emergencies.
During a visit to the site, The Hindu on Friday found only a few workers confined to their make-shift quarters while all the machinery and heavy duty trucks had come to a complete halt. There was no guard even for the fairly large make-shift cement godown close to the mouth of the underground channel and the vans meant to carry explosive material were left unattended.
When asked about the halting of the work, an ISPRL official said, “Police investigation is going on. There is also the problem of public intervention.” He said that ISPRL officials met Mangalore Police Commissioner Seemant Kumar Singh on Friday. Rajan Pillai, CEO, ISPRL, who is based in Delhi, also visited the site on Friday, he added.
A few labourers told The Hindu that usually the work is carried out between 8 a.m. and 8 p.m. on all days of the week. The work was stopped immediately after the explosion on Thursday, they said.
Labourers, who live about 100 metres away from the blast site, expressed concern over the incident after initial inhibition. “When a co-worker dies, who will not be worried?” asked one of them. He said that the reasons for the blast were not known to them. Around 80 labourers from places such as Orissa and Assam live at the quarters near the blast site.
Many labourers said they did not hear the blast as they were working inside the tunnel. On Thursday evening, the labourers were asked by the ISPRL officials to stop work as there was a problem outside. “It's only when we came to the quarters that we understood the enormity of the blast,” he said. Sources in ISPRL said they will have to speak to the injured persons to get a correct picture as to what exactly happened.
On Friday, entry of people to the site of blast was restricted. “We are acting as per the instructions of the police,” said a security guard at the site. A few police vehicles were seen frequenting the location of the blast.
The cavern near Kalavar village in Mangalore is one of the three reserves to store crude oil required to provide supplies for 15 days during emergencies. Sources said that Engineers India Limited (EIL) is the project management consultant. “It (EIL) is the third party, appointed by the Government of India, and is responsible for design, supervision, construction management, quality norms,” the ISPRL official said.

The reasons for delay in getting passport are
Raise in demand for passports.
Small states like Kerala have about 5 passport offices. Karnataka has only one passport office at Bangaluru. All ot6her service centers including Mangaluru service center are only receiving passport applications and forwarding them to Bengaluru passport office.
Complex procedures of red tapism.
The government has less hold on these centers as they are privatized now. Hence public has lost the power of questioning.
Post offices have stopped receiving passport applications.

Mayor Praveen Kumar and Mangalore City Corporation Commissioner K.N. Vijayaprakash at the corporation council meeting in Mangalore on Saturda
MANGALORE: Councillors on Saturday opposed amendments to the Master Plan 2 for the Mangalore Local Planning Area, which they alleged had devalued the certificates of Transfer of Development Rights (TDR) and feared the changes would benefit builders than those who had parted with their property.
TDR certificates are issued as compensation to those parting with property for a government project commensurate with the measurement of the land sacrificed. The certificates can be sold at a price to anybody who wants to construct bigger buildings than otherwise allowed by law. Alternatively certificate holders could build bigger buildings using the certificates.
This issue figured prominently at a meeting of the Mangalore City Corporation Council here.
Raising the issue, Shashidar Hegde referred to a clause in the revised zonal regulations that removes the need for a builder to compulsorily purchase TDR when he seeks permission to far bigger building than allowed by law. The floor area ration (FAR) norms impose restriction on the height and size of the buildings depending on the measurements of the sites.
Mr. Hegde said realtors taking up high-rise buildings had to opt for premium FAR by paying a fixed amount to the government and buying TDRs for half the site's measurement.
The amendment had taken away the need for purchase of TDRs in such cases. This would take away the value of the TDR certificates held by people as the demand for them would come down. Nobody would come forward to give up their land for development in future, he said. This amendment would only help the builders, he added.
Town Planning Committee member of the Mangalore Urban Development Authority Harsha B.K. said the State government approved the revised zonal regulations on May 11 and they were being enforced from May 20.
Naveen D'Souza said such an amendment would hurt those who had obtained TDRs by giving their portion of property in places such as Valencia, Mangaladevi temple area and Car Street.
Sudhir Shetty asked Commissioner K.N. Vijayaprakash to conduct an inquiry into the allegations of corporation officials involvement in trading of TDRs.
He asked Mr. Vijayaprakash to set up a separate cell in the town planning section that dealt with TDRs.
Mayor Praveen said a meeting of the councillors would be held on Tuesday to discuss issues related to TDRs.
Mr. Vijayaprakash said a separate TDR cell would be shortly opened.
A special meeting of councillors would be convened to take their suggestions on road-widening in different areas.
Mr. Praveen said a meeting would be held on June 2 with street vendors to discuss the problems owing to the drive to evict them.

MANGALORE: The Mangalore City Corporation officials on Saturday commenced work on clearing encroachments along the drain near Kottara Chowki.
The work started around 9 a.m. with a team of officials led by Commissioner K.N. Vijayaprakash coming to the area with an excavator to clear the clogged drain. Mr. Vijayaprakash said encroachments led to frequent water logging at Kottara Chowki and surrounding areas. The corporation was spending about Rs. 1.1 crore to develop the drain.

Mangalore, May 28: After continued initiatives by the traffic police to decongest the traffic at several major locations in city, chaos caused by traffic congestion at PVS and Bendorewell circle continues to annoy commuters on a daily basis.
Very recently the PVS circle was concretized and set free for vehicle users. But as the traffic lights have not been placed to the roads connecting the circle, it has resulted in chaos.
As almost all the roads in city are getting concretized, PVS road was closed and concretization was taken up last December. It took three months and the work was completed in the month of March. Traffic was allowed, but the installation of traffic light which was supposed to be carried out hand-in-hand with the road construction works is still not taken up.
After Hampanakatta, Jyothi, PVS circle is one of the busy traffic junctions. Main roads like M G Road, K S Rao Road and Kudmal Rangarao Roads culminates at this circle.
In present situation, this circle is free from traffic signal and vehicle users and pedestrians are facing problems. During peak time the road block is become a common phenomenon. Police also are finding it difficult to control the traffic here as most of the buses enter the city or bus stand through the circle.
Even the story of Bendorewell circle is not different, The most hit by this traffic problem are pedestrians. They are forced to take self decisions on roads as there is no instruction for them. Some are seen holding their hands with their family members or friends and crossing the roads. If they delay even a fraction of second, they will be awaiting there for the next few minutes. If signal was systematically placed, it is equally useful for pedestrians as there will be signal jam for few minutes with the object to comfort pedestrians. But here at PVS and Bendorewell it has become a common scene to witness children and elderly struggling to cross the roads.
When contacted Mangalore City Corporation Dr K N Vijayprakash, he said that the MCC has reserved Rs 5 crore for the management of traffic in city. The places where signal are to be placed have already been earmarked. But when asked about the date of initiating of the work, he said that the work has to be undertaken with joint efforts by the MCC and police department. He said the problem will be sorted out soon for public convenience.

GRAND SEND OFF:The students of Timor-leste, rendering songs at farewell party at St. Joseph's Engineering College, Vamanjoor, in Mangalore on Sunday.
MANGALORE: Twenty-four students spent 10 months in Mangalore learning English to communicate among themselves in two languages not their mother-tongues. Like India, one of them, is a legacy of their colonial history.
Welcome to the Class of 2011. Hailing from different parts of Timor-Leste, the world's youngest democracy, they were sent here to learn English. Educated in neighbouring Indonesia, these engineers each speak five languages: Tetum (a language spoken throughout the tiny country), Portuguese (Timor-Leste was a Portuguese colony for more than 400 years), Bahasa Indonesia (courtesy a 24 year violent occupation by Indonesia), their respective mother-tongues (Timor has around 30 separate languages), and recently English.
During the farewell held in an engineering college here on Sunday, a constant refrain among the students was to return home and work for the country's development. The future course of action depends on how well they do in the IELTS examination. All of them, however, appeared to feel that knowledge of English was important for them to get jobs.

With www.virtualmangalore.com a virtual tourism portal designed by Sequoya Software Solutions, one can access Mangalore from any part of the world and experience the beautiful port city in space and time without actually being there.
Speaking to City Herald, Sequoya Software Solutions CEO Aravind Prabhu revealed that virtualmangalore.com is the first virtual tourism portal in India for an entire city. The website provides a rich sightseeing experience where locations can be accessed in a complete 360 degree view. One can navigate around the place with direction guides and also zoom in to have a closer view. The buzz of the place can be felt with the natural sound effects, he adds.
“Mangalore always had a high potential for tourism though it has not been promoted in the right direction. Once when I was searching information about a destination in Mangalore, I found inadequate details. It was then I decided to design a simple website which gives information about the port city. However, after some research, I came across the concept of virtual tourism and that lead to the establishment of the portal,” says Aravind and adds that a team of 5 people started working on the portal since October 2010.

Mangalore, May 30: The Indian coast guard announced the distribution of Distress Alert Transmitter (DAT) devices to fishing trawlers to ensure faster response in case of emergencies on Monday May 30.
The device, which uses Global Positioning System (GPS), was developed by the Indian Space Research Organisaton (ISRO).
Operations officer (search and rescue) of the coast guard, Col R K Sharma said that distribution of the device has already begun. He added that the highest number of problems at sea occurred during the monsoon season, and with the first showers expected in a few days, the coast guard was taking all safety measures possible.
The coast guard also conducted a demonstration on the use of the device and advised the fishermen on the placing of the device. They also encouraged the fishermen to conduct group fishing, with at least one boat in the group equipped with DAT. The device was distributed by the coast guard for free.
How does DAT work?
The DAT has one button each to indicate fire, medical emergency, man overboard and capsizing of the vessel. In case any of the aforementioned incidents occur, the crew has to press the appropriate button and the DAT emits a signal which is transmitted through a satellite to the coast guard which responds based on the type of emergency. The device gives the exact position of the ship every minute. The coast guard will send a helicopter, a boat or divert a nearby vessel in response to the signal.

MANGALORE: Economic ties between coastal Karnataka and West Asia date back to several centuries but the movement of people to West Asian countries or “the Gulf” is only as old as the dramatic rise in the prices of oil in the 1970s.
However, although migration for economic reasons is very old in the region, this sort of a “money-order economy” has not led to substantial permanent migration, because of legal restrictions.
According to retired Professor of History at Mangalore University B. Surendra Rao, the movement of people from coastal Karnataka and Kerala is a “money-order economy” that has been necessitated by the lack of economic opportunities in the region.
Migration
The search for work had led people from the region to Bombay first and later to West Asia. Coastal Karnataka and Kerala are narrow strips of land with high population density, he said. It was not possible for agriculture alone to enable the people to survive, resulting in the outward migration, he said.
Tracing the specific histories, trajectory, communities, of this conspicuous group of people are rather difficult because very little research has been done on the subject.
It appears that all three major religious groups in the region have a presence in West Asia but their proportions, economic background and castes are difficult to determine in the absence of a research.
According to an unpublished thesis titled “Migration of Catholics of South Kanara and its Socio-Economic Dimensions” submitted to Mangalore University in 2009 by Vishanz Pinto, Catholic men have been present in West Asia from the late 19th century.
At the time they were largely employed in the British government, and in the 1920s as cooks, waiters and clerks in oil companies. As migration peaked during the 1970s, Mr. Pinto records the presence of women as domestic help and nurses. Jobs in West Asia not only lifted the community, but also impacted the Catholics socio-culturally.
One effect was the notion of the superiority of English among the affluent Catholics.
Association with Europeans also made trousers a common dress among men around the 1920s.
By the 1950s it led to Catholic men adopting suits for wedding ceremonies.
Caste system
The caste system which was strong among Catholics, loosened its hold almost completely by the end of the 20th century, the study pointed out.
While Mr. Pinto found a huge amount of documentary material including two news publications for his research, such material does not appear to exist for other communities.
‘Bad influence'
According to multi-lingual writer Muhammed Baddoor, Keralites, followed by people from undivided Dakshina Kannada formed the largest chunk of Indians working there. He also says it had opened up numerous opportunities for cheating, fraud and trafficking of women.
While bringing material prosperity to Muslim families, the economic connection ushered in the “bad influence” of Wahhabism. “The boys who returned from there stopped believing in Darghas and giving respect to their elders. It is similar to a mafia. It is a bad religious influence on the people of this region,” claims Baddoor.

MANGALORE: “I don't think any of the Kannadigas in West Asia have any hope from the Non-Resident Indian Forum, Karnataka. It is more of a fancy forum with no real objectives and ambitions,” said A.A. Cariappa, a media consultant based in Muscat, Sultanate of Oman.
The B.S. Yeddyurappa government created the NRI Forum, Karnataka, as its website says: “To forge a symbiotic relationship between Karnataka and its Diaspora.” It further says: “The forum will provide information on socio-economic activities of Karnataka and its development and also coordinate investment in the State across all potential sectors…”
Referring to the forum, Mr. Cariappa said: “When the Karnataka government lacks stability, these forums have no meaning. Investment goes hand-in-hand with the business climate and political stability.”
He said: “This is more of a cosmetic thing the government has launched. There are influential businessmen in West Asia, but no one will risk pumping money when a weak government is in power in the State.”
Deputy Chairman of the forum Ganesh Karnik said: “The basic objective of setting up the forum is to have a network with global diaspora who have interest in Karnataka. It is to establish goodwill and contact. Its primary objective is not getting investment.”
But the second paragraph describing the NRI Forum, the website says: “… NRI forum has been formed to attract more investment to the State. The NRI Forum will facilitate investors among NRIs in setting up their ventures in the State.”Mr. Karnik said when he visited Dubai and Muscat, Kannadigas in West Asia made two particular demands. As Kannada was not being taught in Indian high schools there, NRI students found it difficult to pass Kannada language test while seeking admission to professional courses in the State through Karnataka Examinations Authority (KEA). Secondly, they wanted the State government to provide some funds to troupes from the State which staged cultural programmes in West Asia. The forum promised to look into them.
He said the forum had no powers to intervene directly in matters pertaining to confiscation of visa, passport, legal matters, salary, and other forms of exploitation. Such matters had to be dealt with by the Union Ministry of Overseas Affairs.
However, he said, the forum had planned to open migration facilitation centres near the human resource development centres in the State to help those going abroad. The former would educate such persons on dos and don'ts in those countries and provide basic information on visas, passports, and laws of that country.
Mr. Karnik said the forum was only about two years old and it was yet to set up a data base of NRIs. Embassies had been requested to provide data.He said due to the efforts of the Forum Gulf Karnataka Vedike, a federation consisting of 158 member associations in West Asia had been set up to coordinate easily with the NRI Forum. In addition, Karnataka Business Forum, Oman chapter, Muscat had been opened.
Rajesh Sequeira, coordinator, Karnataka NRI Forum, UAE, Dubai, said the Karnataka government should ensure that a person each from all West Asian States should be identified for coordinating.
:ohno:I think many NRIs are disappointed with the Railway facility in Mangalore along with the fact that despite into international services since 2006, Mangalore AP has still not got an international AP status.

Madikeri, Jun 2: Much to the relief of the commuters on the highway between Mysore and Mangalore, the Sampaje ghat road opened for heavy traffic on Wednesday, June 1, a few stretches here and there yet to be completed, though.
Karnataka Road Development Corporation Limited (KRDCL) executive engineer told our correspondent that the arterial road was thrown open to the public in the morning. Hundreds of vehicles, including oil tankers, KSRTC Volvo buses and private vehicles were seen plying on it right from the wee hours of the day.
The progress chart of the widening work on the Mani-Mysore highway, as on June 1, 2011, is as follows:
From 88.3 km to 117 km - work completed
From 117 km to 121 km (from Madikeri town to Bhagamandala first turn) - work not taken up
From 121 km to 137.5 km - work completed
From 137.5 km to 138.5 km - will be completed in another two days
From 138.5 km up to Sampaje - work will commence after the monsoons, expected to be completed by May 2012 (the question of closing the road during work does not arise here, as the topography is level and the sides are wide enough)
As safety precautions, eighteen signs have been installed all along. The contractors have been asked to fill and level all dug areas and make them fit for motoring, said the official.
On Tuesday evening, Kodagu deputy commissioner-in-charge Chandre Gowda inspected the work of road upgradation and issued spot instructions and suggestions for improvement.
kadri_007 June 2nd, 2011, 04:54 AM Now look at this... No drains nor footpaths.. how will people walk on road...
People walking on the edge of the road.. risking their lives...
https://lh6.googleusercontent.com/-7RffZLOhCCE/TeZlQrI1DjI/AAAAAAAAWno/D0a4MOOPZMc/s800/YK_174.JPG
But why are they risking their lives... See the side...
https://lh3.googleusercontent.com/--z8quviIr5w/TeZlSBOIcEI/AAAAAAAAWnw/8EWT0LO6cEc/s800/YK_175.JPG

https://lh5.googleusercontent.com/-HqBB5VHUmVE/TeZlUfQJ73I/AAAAAAAAWn4/gFNz1CO9PJM/s800/YK_176.JPG
So its better to walk in the road than walking in footpath. From almost nearly one and a half year or more after getting Concrete. This road is without a footpath. Authorities are still closing their eyes on it. Its a true recipe for disaster..
Just before rains only water is not flowing... And very soon the mud would become slushy...

MANGALORE: The Dakshina Kannada district administration has begun the process of acquiring 156 acres of land required for expansion of runway of the Mangalore Airport, said Deputy Commissioner N.S. Channappa Gowda.
Extending the runway from the present 8,000-odd metres by about 1,000 metres has been a pre-requisite for according the international tag . After the last year's air crash the Civil Aviation Ministry had announced plans to extend table top runway and accord international status to it.
Mr. Gowda told presspersons on Thursday that tahsildar would be asked to do a valuation of the land and submit a report. Based on this report, a proposal would be forwarded to the State Infrastructure Department, Mr. Gowda said.
Action was taken to acquire Dakkan Park, a private property that comes on the exit road of the Mangalore airport. About Rs. 5 crore had been set apart for this purpose, he said.
:banana2: Alas,,,,at last something is happening....

mangalore mania June 3rd, 2011, 04:43 PM The Dakshina Kannada district administration is in the process of submitting a proposal to the State Government on the need for acquiring 150 acres of land for the expansion of runway at Mangalore airport, according to Channappa Gowda, Deputy Commissioner of Dakshina Kannada district.
Addressing presspersons here on Thursday, he said the Revenue Department will conduct valuation of the land to be acquired for the process. Based on the valuation, the district administration will send a proposal to the Infrastructure Department on the expansion of runway at Mangalore airport.
(It may be mentioned here that the runway of the Mangalore airport has to be extended by another 1,000 ft for it to get the status of international airport and to handle bigger aircraft.
The current length of the runway is 8,037 ft.
The Karnataka Budget for 2011-12 had earmarked Rs 15 crore for the runway extension work.)
Ring road
On the proposed ring road project for Mangalore city (which has been named as Mangala Corniche), he said that Rs 2 crore has been earmarked for conducting a survey on the proposed project. The Mangalore Urban Development Authority (MUDA) will call for tenders for conducting the survey . The tender conditions were approved recently, Mr Gowda said.
Plastic-free beaches
Plans are there to make Panambur and Tannirbavi beaches in Mangalore as plastic-free zones from July 15.
Steps will be taken to collect solid waste from the doorsteps in urban local body jurisdictions in Dakshina Kannada district. After collecting them, they will be disposed off scientifically, he said. Nearly 75 per cent of solid waste in Mangalore City Corporation limits is being collected from the doorsteps of people, he added.

District prison to be shifted to Chelur: DC
Mangalore, June 2: Deputy Commissioner Dr N S Chennappa Gowda confirmed that the district prison would be shifted to Chelur in Bantwal taluk, as 59 acres out of 150 acres required land for the purpose, have already been acquired.
Addressing media persons at his office here on Thursday Mr Gowda said a proposal to acquire the remaining land has been sent to the state government. “The already constructed new jail building in Mangalore will be utilised for other productive purposes,” he said.
Mr Gowda said that the Mangalore Urban Development Authority would invite tender by next week to conduct a survey for the proposed Mangala Corniche road. At least Rs 2 crore is need for the survey and Mangalore City Corporation would bear this expense out of Rs 100 crore grant under state finance commission, he said.
The DC informed that out of Rs 100 crore SFC grant, works of Rs 90 crore have already been completed and Rs 86 crore have been paid for the concerned firms and contractors for accomplished works. Meanwhile, a Rs 7 crore Action Plan has been prepared and sent to the government for sanction, he said.
Mr Gowda also stressed that the importance would be given to the construction of foot-paths in the next stages of work.
He said that the MCC has achieved remarkable progress in solid waste management as nearly 75 % houses have already been covered under the door-to-door waste collection programme, and all the necessary measures are being taken to extend the programme to 100% houses by the end of the year.

EXQUISITE COLLECTION:Visitors at 'Shilpakala', a handicrafts exhibition, which began in Mangalore on Friday.
The Hindu
MANGALORE: People, especially youth, who like colourful accessories and sport trendy, matching jewellery, may like to visit “Shilpakala”, a 10-day handicrafts exhibition that began in the city on Friday.
Inaugurated by Mangalore Mayor Praveen, the exhibition has 60 stalls selling various accessories that can be used everyday. For instance, there are attractive key chains, starting at Rs. 20, they can also be used to attach to mobile phones to quickly identify phones, especially when it is kept amidst clutter. There are anklets and bracelets made of shells, mirrors, beads, brightly-coloured threads, and buttons. They all quickly add a dash of colour to any outfit or object. Three or four stalls are hawking several such objects.
Those who like to sport inexpensive jewellery that matches their clothes can try “customised jewellery”. Bobby, a craftsperson, says he can put together jewellery, on the spot, to match the colour combination of the customer's clothes.
There is a range of traditional jewellery with a contemporary touch. “Meenakari” appears in new colours and designs. A pair of earrings cost Rs. 200. Dori Lal, a craftsman from Uttar Pradesh, showed a foldable, wooden chessboard, which can store coins within, priced at Rs. 250.
The handmade textiles available at the exhibition included prints such as “bagru” and “baagh”. Apart from the hand block-printed textiles, there is Pochampalli from Andhra Pradesh, “Patiala salwars” from Punjab, and Bengali cotton fabrics.
Narottam Devangan, a craftsperson, says he has brought “tussore” raw silk from Champa, Bilaspur, and Chhatisgarh.
Other stalls include products such as brass items and silver jewellery to carpets and textiles. “There are no two stalls with the same craft,” says M.S. Farook, Founder and Secretary, Umeia Handicrafts Association, a Channapatna-based NGO, which promotes handicrafts from all over India and which has organised the exhibition.
“We are expecting a good crowd, especially on the weekends,” he says. The NGO organises workshops for artisans and implements crafts schemes from the Development Commissioner, Handicrafts.
For those who like to browse through exhibition, the event, at Moti Mahal hotel, may be an interesting visit.

Deputy Commissioner N.S. Channappa Gowda speaking at a meeting of officials in Mangalore on Friday.
MANGALORE: The consultants for the National Highways Authority of India (NHAI) have been directed to clean the storm water drains along the highways in Dakshina Kannada by June 10.
Presiding over a meeting to discuss preparedness to meet contingencies during monsoon, Deputy Commissioner N.S. Channappa Gowda directed an official representing the consulting firm for NHAI to take steps to keep the storm water drains along the national highways in the district clean.
When Mr. Gowda asked the officials concerned whether the storm water drains had been cleaned, the official said that they would do it “shortly”. When he failed to give a proper reply, Mr. Gowda directed him to begin the process by June 10.

Mr. Gowda threatened to file cases against him for damage to public property in such a scenario. Additional Deputy Commissioner S.A. Prabhakar Sharma directed the officials concerned to ensure that the control rooms for emergencies had staff for 24 hours. The toll free district control room number is 1077. Departments of Fisheries and Fire, and taluk-level authorities were directed to identify fishermen and hire boats for emergencies. This information should be available at the control room.
Mr. Gowda said that there was a need for the Public Works Department to procure wood cutting machines to cut trees that posed danger to the public.
He directed the PWD officials to coordinate with the Forest Department in this regard. Mescom and telecom departments were told to set up control rooms.
Two teams should be formed to ensure that traffic was not disrupted. The PWD had requested Mangalore Refinery and Petrochemicals Limited to provide a crane, officials of the department said.
Mr. Sharma said that officials should be prepared to meet any emergency. The Mangalore City Corporation control room numbers are 0824-222034, 2220396 and toll free number is 155913.

ananda.padebettu June 5th, 2011, 04:15 AM MANGALORE: With the onset of monsoon, encroachment of storm water drains was uppermost on the minds of many people who brought their problems to the “Janaspandana” programme here on Saturday.
Krishna from Kottara said that the size of a storm water drain had been significantly reduced in his locality, and recently a concrete slab was placed over it, causing problems.
Deputy Speaker N. Yogish Bhat, who presided over the programme, sought a clarification from the engineer concerned. The engineer from the Mangalore City Corporation acknowledged that the drain had become narrow owing to encroachments. He, however, said: “We are cleaning whatever is left of the drain.”
Residents of Ashoknagar and Jeppinamogaru also complained of encroachments on the drains in their areas. Vaman Shenoy, who has an office on 4 {+t} {+h} Cross off Maidan Road, said that his office building had a set back of 25 feet but the surrounding buildings were “almost on the road with not enough area for a bicycle parking stand. I want know who gave permission for these buildings, and how they were given permission despite the National Building Code,” Mr. Shenoy said. Town Planning Officer of Mangalore City Corporation Balakrishna Gowda said that the older buildings were given permission under old rules whereas new buildings were approved under new rules. Mr. Bhat directed Mr. Gowda to take action if it was found that the buildings in question were in violation of rules.
A group of people lead by Seetaram Shetigar sought payment of wages that were due to the workers of Canara Steel Company which closed down 15 years ago. Mr. Shettigar said that the company owed them Rs. 19 lakh, which had been deposited with the Deputy Labour Commissioner in Hassan a few years ago. However, the Deputy Labour Commissioner had not made the payment, Mr. Shettigar said.
The Deputy Speaker said that it was important to find out why the payment had been delayed for so many years.
Babuswamy of Nalke community said that five families from his community had been evicted and given government housing which had no water and electricity. Mr. Bhat told Mr. Babuswamy to meet the Assistant Commissioner on Monday and instructed the latter to take it up on priority.
Other issues discussed included delay in issuing ration cards, irregularities in the disbursal of widow pension and demand for Karnataka State Road Transport Corporation buses.:ohno:

Speaking through actions: A street play being staged to create awareness about environment protection at Surathkal on Sunday.
MANGALORE: Local organisations from Surathkal performed a street play at Surathkal bus-stand on the occasion of World Environment Day on Sunday.
The street play highlighted the problems related to unhygienic dumping of garbage. Using songs, masks, and witty one-liners, the actors of Sanket Mangalore listed the health risks associated with open garbage. Donning masks of birds and animals, the actors showed that the hazardous nature of plastic was a danger to animals that fed on the waste piled on dustbins and advocated that people should avoid use of plastic.
Jagan Pawar of Sanket directed the street play.
Earlier, the actors rendered a song about extinct animals and birds. “The butterflies flitting about the skies have taken leave from Ranganathittu, Where have they gone?” they sang. Another portion of the song spoke of the chirping of sparrows awakening people in front of alarm clocks. Balakedarara Hitarakshana Vedike Surathkal unit president Shriranga Hosabettu said: “We ourselves were responsible for polluting environment. It was as if development could take place only by destroying environment.” He was critical of the existence of atom bomb which “destroys everything. Do we need that?”
The vedike and Sanket along with Govind Dasa College, Mitra Mandali —Surathkal; Rotary Club, Surathkal; Honnakatte Friends Circle — Kulai; Jayakarnataka - Surathkal; Kadala Kaligala Kala Kendra - Surathkal were involved in the programme. The organisers have been performing street plays on Environment Day for the past six years now.
:applause: Good step towards preserving the surroundings.

Krishnamoorthy K June 6th, 2011, 09:10 AM MANGALORE: With the availability of modern mechanized fishing equipment and fishermen venturing beyond territorial waters, both the districts of Dakshina Kannada and Udupi have recorded an increase in their catch this year compared to last year.
Fish catch for this year (till March) fetched better value at Rs 153 crore in excess of last year. While the catch till March this year in DK was 1.34 lakh tonnes, valued at Rs 561 crore, the catch was at 90,345 tonnes valued at Rs 407.5 crore last year. Even in Udupi district, the catch was better this year at 1.17 lakh tonnes valued at Rs 471.5 crore, whereas it was 99,422 tonnes valued at Rs 357.2 crore last year. While export catch like shrimps/prawns topped the value chain with Rs 69.23 crore in DK district, cuttlefish valued at Rs 99 crore fetched the highest amount of revenue in Udupi district's catch.
Fisheries department deputy director Suresh Kumar told TOI the fish catch is valued at the landing price and not the market rates. "Not only fishermen have had a better catch this year, the prices were also remunerative," he said adding that with more boats in the business, catch was up almost 50%.
The increase in fish catch is due to fishermen venturing beyond 12 nautical miles of shallow waters up to 70 nautical miles. "Moreover, if earlier fishing was done up to 25 fathoms, now they go up to 50-60 fathoms due to availability of better fishing equipment," said Kumar.
Going beyond the shallow waters has also has its benefits with fishermen getting bumper harvest of export catch like shrimps, cuttlefish, pink perch, reef cord and red ring (a species of shrimp). As much as 20%-25% of the total catch in both the districts is exported.
Tonnage-wise, in DK district, sardines top the list with 13,255 tonnes with a value of Rs 15.12 crore. Value-wise, shrimps top the chart with Rs 69.31 crore with a catch of 7,721 tonnes in DK district. In Udupi district, mackerel top the tonnage value with 19,022 tonnes valued at Rs 87.36 crore. Value-wise cuttlefish fetched Rs 99.07 crore with 11,060 tonnes.

Mangaluru MLA Yogish Bhat has said that Rs. 29 lakhs project is ready for renovation of KS Rao Memorial Library at Bavutagudde. He adviced officials to construct aluminium sheets covering on top to avoid leaking.
One thing I want in every library is proper public toilet with signboards. Signboards are important as some people especially ladies may not like to ask staff for this. British library in Bengaluru is maintaing toilet nicely. Same quality should be exhibited by our public libraries also.
Does renovation means more membership fees? One question to forumers here, how many of you think public libraries should only allow members to avoid people getting into library for sleeping?

MANGALORE: "If you don't respect the environment, you don't deserve to be respected" - the maxim that Yathish Bykampady, 46-year-old chief executive officer of Panambur Beach Tourism Development Project, swears and lives by. It is this no-nonsense attitude towards environmental degradation which has ensured that visitors coming to Panambur beach, around 10 km away from here, gets to enjoy this gift of nature in its most pristine, unadulterated form.
When Yathish quit his job with the State Bank of India four years ago to start the project with his friend Issac Vaz, under the beach management concept mooted by then deputy commissioner M Maheshwar Rao, it raised quite a few eyebrows among his family and friends. But in his heart, Yathish knew that the connect that he had felt with the seashore each time he came to his grandmother's place at Bykampady as a child had to be re-established.
"When I was posted in Mangalore I did not have friends, and Panambur beach was my only companion," said Yathish to STOI. The beach, at the time the project took over its management, had become a dumping ground. "I could not tolerate filth. This spurred me to give a proposal to Maheshwar Rao to manage the beach privately," he said. This became a reality in September 2008 when the district administration handed over the beach on a 10-year contract period to the project with a condition of renewing it every five years based on performance.

Krishnamoorthy K June 6th, 2011, 09:40 AM MANGALORE:The Mangalore Bicycle Club, a new association formed to promote cycling in the city, will conduct a Green Ride on Sunday. The primary aim of the club is to make cycling accessible to everyone as a sport and to promote this activity which improves the health and overall well-being of an individual.
Ganesh Nayak, president of the club, told reporters here on Saturday that another aim of the club is to ensure zero pollution mobility in the city. On the importance of cycling as an activity, Ganesh said that it helps one to reduce weight along with many other health benefits. He added that in foreign countries, as in certain metropolitan cities in India, people opt to travel to their offices on bicycles. In doing so, they not only improve their fitness but also become healthy. He advised the public to use cycles to commute short distances as this in turn will also help save expensive fuel.
Dr Gopalkrishna Hebbar, a physician, sharing his experiences as a member of the club, said cycling makes one very energetic and enthusiastic. Stressing on the health benefits of cycling, Gopalkrishna said it improves the fitness and cardiovascular health of an individual. Cycling is also helpful for those with arthritis of the lower limbs and are hence unable to pursue sports that cause impact to the knees and other joints, he added.
The Club, a press handout issued by the bicycle club, intends to bring together the existing cyclists with the freshers and also encourage new cyclists. It also aims at encouraging the local youth to take up cycling as a sport. It would also promote associations and memberships in Mangalore by creating sub-committees in Surathkal, Ullal, Udupi, Kundapur, Manipal, Moodbidri and Karkala. The club intends to plan and organise cycling rallies, impart training and hold summer coaching camps among other activities.

Instead of carrying out eviction drive, MCC should identify places and demarcate it for footpath vendors. In addition, identity cards should be distributed to footpath vendors and MCC can also collect cess from them, she suggested.
The MCC should conduct a survey, form a town vending committee, declare vending zones in the city, demarcate vending places and fix the vending timings as per the National Policy on Urban Street Vendors, 2009, which will be enacted by the Parliament by the end of June, Rita added.

Krishnamoorthy K June 6th, 2011, 09:55 AM MANGALORE: In a first step towards imposing total ban on plastics in Dakshina Kannada, the district administration on Thursday announced plastics of even 40 microns would be banned from Panambur and Tannirbhavi beaches from July 15. At present, there is already a ban on the use plastics of less than 40 microns and Mangalore City Corporation is strictly enforcing the same by way of conducting periodical raids on shops and establishments.
Deputy commissioner N C Channappa Gowda who had initiated similar steps in his previous tenure as DC in Uttara Kannada and Chikmagalur districts said here that the ban on plastics of all varieties would then be extended to other parts of the city and then to the entire city. We will rid these two beaches completely of plastics (of even 40 microns) and then come to the city, he said, adding that this ban would be extended to the rest of the district.
Teams will be formed to implement this directive; DC said adding that stiff penalties would be levied on people violating the directive. The district administration will also take up the issue with business establishments and hotels and chalk out plans on how best the use of plastics can be avoided, he said. Noting that most plastic manufacturing units are functioning outside Dakshina Kannada, he said it is not possible to check their supply from source.
Mining of sand would be permitted as per the old system of payment of royalty to the mines and geology department up to June 15 as permitted by the state government. No one will be allowed to mine sand in the CRZ areas, he said, adding that strict action would be taken against people who use machines to mine sand along river beds. The regional environment officer would monitor case of sand mining in CRZ area and seize machines if used, he said.

TAKING STOCK:MP Nalin Kumar Kateel addressing a review meeting of the Centrally-sponsored schemes, in Mangalore on Monday. K.T. Shailaja Bhat (second from right), zilla panchayat president, is with him.
MANGALORE: Dakshina Kannada Zilla Panchayat requires 320 acres of land for building houses for the poor under various government housing schemes, said K. Shivarame Gowda, in-charge Chief Executive Officer of the panchayat.
At the district vigilance and monitoring committee meeting on Monday, he said the Revenue Department was yet to hand over land to the panchayat. Nalin Kumar Kateel, Member of Parliament, presided over the meeting.
Prabhulinga Kavalikatti, Assistant Commissioner, Mangalore sub-division, said the Revenue Department had reserved 185 acres of land under the jurisdiction of 58 gram panchayats in the district for the same.
The process of identifying land of the remaining 145 gram panchayats was under progress.
Mr. Gowda, Deputy Secretary of the panchayat, said the panchayat required 320 acres of land in addition to 185 acres of land reserved by the Revenue Department. He requested the revenue officials to hasten the process of handing over the land to the panchayat.
Joint Director of Agriculture A. Padmaiah Naik said there was shortage in supply of chemical fertilizer for the past four years. Krishna Naik, a member of the committee, pointed out that the department had been supplying paddy seeds of Bhadra variety against the demand from farmers for Jaya variety.
To this, Mr. Naik said the demand for the latter was more during rabi season and not during kharif. He said 32,428 hectares of land was under paddy cultivation in Dakshina Kannada district in the last kharif. The target for this kharif had been fixed at 36,000 hectares of land.
Mr. Kateel pointed out that some roads asphalted last summer by the Public Works Department and Mangalore division of the National Highways had been damaged in recent rains which indicated the quality of work.
He instructed officials of Mangalore Electricity Supply Company to make themselves available for 24 hours during rainy season as there would be frequent power cuts. The company should announce its contact numbers through media, he said.
President of the panchayat K. T. Shailaja Bhat was present.

visnaya June 7th, 2011, 10:16 AM India proposes $1.4bn railway investment
KOLKATA (miningweekly.com) - Government owned India Railways was planning a $1.4-billion investment during 2012-17 to construct a 1 744 km dedicated track network to augment the transportation capacity for mining produce, and to achieve efficient inter-connectivity between roads, ports and railways.
The new track way would cover 16 minerals projects in the country’s mining belts.
The Indian Railways has forecasted 993-million tons of freight traffic during 2011, of which 47% would be made up of coal transportation, 8% of iron-ore for exports and 8% by iron-ore for domestic steel making.
The investment plan by Indian Railways is part of a report prepared by Department of Mines titled Goals and Status Report for Mineral Sector for twelfth Plan, which reviews the performance of the Indian mineral sector during 2007-12, and outlined priority areas for projects to be implemented during 2012-17.
The report stated that that increasing mineral freight carrying capacity of Indian Railways was critical for development of the mining sector.
“Today our road transport is totally unorganised and there is no co-ordination between ports, roads and railways,” the report said.
“The most urgent need of the country is to develop an integrated transport system for the mining sector that will achieve inter-connectivity with each port including those at Kolkata, Vishakhapatnam, Chennai, Mangalore, Tuticorin, Goa, Paradip and Kandla,” the report said.

Wikipedians supporting the plea for site's inclusion in UNESCO'S world heritage site list.
MANGALORE: If you thought that a world heritage site is something ancient and should have a physical form, wikipedians think otherwise. They are out to seek a world heritage site tag to their website.
An on-going petition, called “Wikipedia for World Heritage,” has garnered the support of 12,600 people. It aims at getting Wikipedia, the free online encyclopaedia in over 270 languages, tagged as a potential “World Heritage Site” by the United Nations Educational, Scientific and Cultural Organisation (UNESCO). The petition is based on the view that Wikipedia is “predestined to become the first ever digital World Heritage Site as it is a pioneer project of the digital age, carrying the ancient idea of common and free knowledge into the third millennium.”
“It is a brilliant idea. Wikipedia is an Internet property that deserves nomination [to the heritage list],” says Arun Ramarathnam, Executive Committee member, Wikimedia India chapter.

Business as usual:Street vendors in the City Bus-Stand area in Mangalore on Tuesday.
MANGALORE: The tug-of-war between the Mangalore City Corporation (MCC) and street vendors continues with both parties sticking to their guns.
Mayor Praveen announced on Tuesday that the civic body would not allow street vendors to carry out business from the city bus-stand and Government Lady Goschen Hospital areas any more. Reacting to it, the association of street vendors, affiliated to the Centre of Indian Trade Unions (CITU), said that it would continue its agitation.
The Mayor told presspersons that the “civic tiger” (an eviction team of officials with a lorry) would resume its operation from Wednesday in these areas.
The corporation stopped eviction for six days from June 2 following a meeting the Mayor had with the representatives of the association on Friday. The Mayor had reserved his decision for announcement on Monday. But the decision was announced on Tuesday.
The Mayor said the civic body would allow the street vendors to carry out business from the space reserved for them inside the Central Market building. They had been provided 2,300 sq. ft. inside the building. About 60 vendors could operate from there. The corporation would collect Rs. 2 a basket a day from them. They could carry out business from 7 a.m. to 7 p.m. They should not stock goods after business hours.
Mr. Praveen said no vendor could reserve his or her area at the place reserved for them. He said the civic body would take “stern action” against those who encroached upon roads in front of their shops and other buildings based on complaints from the people.

Mangalore has a good domestic traffic. Most cities in the world have bus service to the Airport . Using public transport is good for reducing green house gases . So it is a good start if they atleast introduce City-Airport service. People who generally use taxis could use this service. The frequency etc can be worked out after they do a trial start.I am very optimistic and I stronly feel we should encourage public transport rather than one person travelling in one car.I have travelled to Heathrow by bus several times abandoning my car!
One should remember that Mangalore is the second largest job creator in India amongst cities of its size..Mangalore ,Mysore,, Kochi,Vizag etc.So there is a huge scope. If people's mind set is slightly altered it can succeed! No harm giving it a try. You never know.

s.yogendra June 8th, 2011, 09:25 PM Longest bridge under PMGSY in Hosangadi
Naina J A, Mangalore, June 7, DHNS: (http://www.deccanherald.com/content/167439/longest-bridge-pmgsy-hosangadi.html)
Villagers in about 10 villages between Panimeru and Padyarabettu-Hosangadi were having a tough time to reach the main road as there was no connecting road or bridge in the past. However, this monsoon they can travel easily with the completion of 112 metre bridge from Angarakaria to Padyarabettu.
http://www.deccanherald.com/images/editor_images1/2011/06/08/bridge-250.jpg
The bridge from Angarakaria to Padyarabettu is the largest bridge ever built under Pradhan Manthri Gram Sadak Yojane (PMGSY) in the entire country. The bridge is 112 metre long with 10 spans of 11.2 metre each. Normally, under PMGSY, the cut off length for constructing a bridge is 50 metres. If the bridge is more than 50 metres, then it will be given to PWD or National Highways. However, as the bridge was very essential for the villagers, the state technical advisors approved the proposal of the bridge and the central government sanctioned it.
The bridge is being constructed at the cost of Rs 2.75 crore. As many as eight slabs for the bridge have been completed. The remaining two spans are under constrution and the bridge will be ready for use within a month, said Executive Engineer H R Krishnamurthy, speaking to Deccan Herald. The total cost of the project with bridge and the road is Rs 4.75 crore.
Overflowing river
The Phalguni river which flows in Angarakaria was overflowing during monsoon and the villagers were depending on the ferry service to cross the river to reach the land. With the bridge, the people can be relieved from the headache of crossing the river. “The development of road and the bridge from Panimeru and Padyarabettu will benefit as many as 1,888 people in the villages. This include Panimeru (100), Itheru (100), Neerulpalle (100), Piligudde (100), Angarakaria (500), Kuteelu (221), Maliyapalke (294), Badyodi (253) and Padyarabettu (120),” said Assistant Engineer M R Hebbar.
With the completion of the bridge, the people of the region can have easy connectivity to Moodbidri. Padyarabettu is known for Kodamanithaya temple.
The 6.27 km road from Panimeru to Angarakaria has been completed. The road work which commenced on October 3, 2009 was delayed due to land problem and a resurvey had to be carried out with a redesign. The work on the bridge commenced on April 23, 2010. However, with the change in the design, it was delayed, said an official.
The mosque at Angarakaria has donated its land for the construction of the bridge.
Suresh, a resident of Panimeru said “the bridge was much needed for the residents of the region. We had to depend on ferry from Panimeru or Angarakaria to reach the main road. The road and the bridge also reduced the distance to Moodbidri by four kilometres.”
Mohammed Kunhi, another resident, said: “We have given 100 metre long 30 feet wide land in the middle of our plantation for the bridge and the road. Though we have lost about 12 coconut trees and few arecanut trees, we have given our land for the benefit of the village.”
The official said there is 3-tier system to check the quality of the work which is being undertaken under PMGSY. The first tier include Project implementation unit. After the state quality monitor completes inspecting, a representative from National quality monitor will visit and inspect the quality of work. S C Jadav from National quality monitor visited the region on May 18 for inspection and has given his quality report.

A land row has stalled Mangalore Refinery and Petrochemical's Rs 12,160 crore expansion and the project may miss the January 2012 deadline for completion.
Persons displaced by Mangalore Special Economic Zone Ltd (MSEZL) have blocked roads demanding better compensation, which has led to stalling of work at MRPL expansion projected even though the company is not part of the SEZ, company sources said.
MRPL is expanding refining capacity from 11.82 million tonne per annum to 15 million tonne by January 2012 but around 16,000-17,000 labourers are not been allowed to enter project site because of the road blockage.
"Work on the expansion project had come to a standstill since last week. The situation is grave. If the blockade is not lifted and agitation is not controlled we will miss the deadline of January 2012 for commissioning the expanded capacity," a source said.
"We have not been able to move the cargo (machines and equipment) to the site from port since last 14 days, many of 16,000-17,000 workers have started leaving the site," he said.
MRPL had planned to complete installation of majority of equipment before monsoon.
MRPL is not part of the SEZ project but since it has acquired 252 acres contiguous to the proposed 2,300 acres SEZ, it has been hit by the ongoing agitation.
MSEZL is a special purpose vehicle floated by Infrastructure Leasing and Financial Services Ltd (IF&LS) and Oil and Natural Gas Corp (ONGC). IF&LS holds 50 per cent stake in the SPV while ONGC has 26 per cent. The remaining stake is with the Karnataka government body.
MRPL is not part of the SEZ and had acquired 252 acres of land for the expansion project through Karnataka Industrial Area Development Board (KIADB). All displaced persons were given compensation as approved by the Karnataka government and there is no resentment among those displaced by MRPL project.
However, MSEZL displaced persons are not happy with the compensation given to them and have resorted to road blockage, disrupting work at MRPL expansion.

This lake, spanning around four acres, is second largest lake in Mangaluru after Pilikula lake. NMPT has already started work on developing this lake. Already the lake is cleaned, walkway in the middle (see picture) is constructed and more than thousand blossoming flower plants have been planted. White crane, cuckoo, peacock, kingfisher (minchuLLi), and other kinds of birds are taking shelter in trees surrounding the lake. In addition, numerous varieties of multi-coloured butterflies are flirting around floral cover over greenery and several species of fishes are dwelling in the lake.
The main problem is migratory labourers are using the area as toilet as there is no fence. Drunkards and smokers are throwing bottles and beedi or cigarette butts and many trees in the area are destroyed by the resultant fire.

The corporation had stopped the drive a week ago following opposition by the vendors. Mayor Praveen announced the decision to resume eviction of vendors from Wednesday.
On Wednesday, vendors in the city bus-stand area were back in business soon after the corporation officials left the area. Later, the officials came with the “Civic Tiger” vehicle and cleared the vendors.
“There were only a few street vendors today,” said Firoz, a vendor inside the Central Market.
The corporation team took away a box full of pineapple, a weighing machine, and a wooden table of the street vendors, he said.
Two blocks in the Central Market complex are yet to be ready. While one block has been closed for a long time, the other block has been occupied by wholesale traders. “It's only for the first few days a year ago that the street vendors operated from here. It has been closed for a long time,” said Zakir Hussain, a vendor in the Central Market. This block looks dingy and water seeps in through fibre sheet roof.
The vendors complained of leakage in the sanitary line which affected their vegetables. The fans here do not work. “How can you expect us to operate in such a block? It is difficult for people to locate us,” said Purushottama, a street vendor.
Assistant Revenue Officer at the corporation, Praveenchandra Karkera, said that action would be taken to prevent seepage of water.
The corporation would evict the wholesale traders occupying the area meant for street vendors inside the market building. However, street vendors were not showing interest to operate from here, he said.

Krishnamoorthy K June 9th, 2011, 03:29 PM MANGALORE: With Mangalore City Corporation (MCC) imposing complete ban on footpath vending near Hampankatta, Lady Goschen hospital, State Bank and surrounding areas, the day witnessed a hide-and-seek game between the civic `Tiger' vehicle of the corporation and the footpath vendors.
Many footpath vendors, who have the backing of Mangalore City Footpath Vendors Association (CITU), continued their business as usual. However, they were seen fleeing from the spot when the vehicle arrived in the city to evict them.
Mayor Praveen had asked footpath vendors on Tuesday to carry out business at the place demarcated for them inside the Central Market. However, the association members had categorically said that carrying out business inside the Central Market is not feasible.
Meanwhile, addressing a news conference here on Wednesday, CITU district general secretary Vasantha Achari said the MCC is implementing the hidden agenda of the BJP government by removing footpath vendors in the city. As per the National Policy on Urban Street Vendors 2009, Town Vending Committees should be constituted in all towns to protect the livelihood of street vendors. The MCC should have conducted a proper survey with the participation of association members before taking a stern decision of banning footpath vending completely.
Association honorary president Sunil Kumar Bajal said while there are about 250 footpath vendors in the city, the corporation is planning to make arrangements inside the Central Market only for 60 vendors. It is very difficult for footpath vendors to shift their business inside the Central Market as the place lacks infrastructure, he said.

ananda.padebettu June 9th, 2011, 06:41 PM Mangalore, June 9: Three days back, a crack was observed in the safety wall of the newly constructed flyover at BC Road. Vehicles were permitted to use the flyover for the past two months to prevent traffic snarls and facilitate smooth flow of traffic in front of the bus stand.
The flyover is still crude and requires some more work. The surface is uneven and the gaps between concrete slabs have not yet been filled. Media reports spurred on the authorities concerned to get some of the work done on Monday. On Wednesday, the disturbing crack was fixed, but the public were put through a lot of inconvenience.
When the work was going on, there was a huge traffic snarl and vehicles from Mangalore, Puttur, Belthangady, and other places, including Police Interceptor Vehicles, ambulances, and marriage parties, were unable to proceed.
Local traders are afraid that things will turn dangerous during the monsoon.

ananda.padebettu June 9th, 2011, 06:50 PM MANGALORE: Footpath vending will be banned near Hampankatta, Lady Goschen Hospital, State Bank and surrounding areas with immediate effect. The civic tiger vehicle will be in action from June 8 to vacate footpath vendors.
Mayor Praveen said that footpath vendors will be provided space to carry out business inside Central Market building on certain conditions. Places will be demarcated for vendors inside Central Market and vendors can carry out business from 7am to 7pm. There will be no reservation system so vendors can choose any place. However, they will not be allowed to store their goods inside the market after their daily business, he said adding that vendors should keep the premises clean.
There are about 60 stalls in 2,300 sq ft space in the market where the corporation would levy only a nominal rent of Rs 2 per basket from vendors. Hence, the corporation has warned vendors against carrying out business on the footpaths in the city.
The corporation has also decided to conduct a survey to identify suitable places to set up vending zones in the city. Such zones will be identified and declared within a month, Praveen said adding that footpath vendors can sell goods at the declared vending zones paying a nominal fee.
Footpath vendors have been holding a series of protests against the MCC for not allowing them to carry out business in the city and also against the use of civic tiger vehicle. At a meeting convened by the mayor on June 2, members of the Footpath Vendors Association had demanded that they should be allowed to carry out business at places near Hampankatta, Lady Goschen hospital, State Bank and surrounding areas. They also urged the corporation to issue identity cards to footpath vendors.

AWAITING PATRONS:The conductor of the toy train waiting for passengers at Kadri Park in Mangalore.
MANGALORE: For three days, the toy train in Kadri Park has not been on its rounds because of lack of passengers. The toy train, which had resumed running after repairs in February, is finding it difficult to get the minimum number of 15 passengers, required to run a trip.
“Especially after June 1, with schools reopening and rains starting the same day, the train hardly gets the minimum number to run a trip. We wait till 6.30 p.m. After that, we lock up and leave,” says Nagesh, who issues tickets.
Running the trip with less than 15 persons is uneconomical.
Even if the train is half-filled, we can run it. But even that number is not happening, he says.
The train has 17 seats that can seat 34 people (more if the passengers are children). Mr. Chandrashekhar says, “we have had zero trips on Monday, Tuesday and Wednesday”.
Mr. Nagesh says on Thursday also, it rained, which meant that the train may slip because of tracks being flooded.
Flooded
Unless the water is cleared, the train cannot run. At its peak, the train does eight trips a day. Now, it does five to six trips, like last Sunday, he says.
Three-year-old Theju was seen pretending to lock the seat of the toy train in Kadri Park on Thursday evening. “Hordona?” (shall we go?) he was asking Mr.Nagesh.
Theju was the sole occupant of the train.
The train was flagged off by Nalin Kumar Kateel, MP, following repairs worth Rs.3 lakh by Mangalore City Corporation in February.
The event had been attended by N. Yogish Bhat, Deputy Speaker, Legislative Assembly, and Sulochana, President, Bal Bhavan Society, Bangalore. A. Shakuntala, Deputy Director of the District Department of Women and Child Welfare, did not respond to questions on the issue.

Normally, the tracks are laid in a height with support of stones. I am just surprised to see the toy trail track is at par with the ground level and sinks when it rains heavy.

Mangalore, Jun 10: A portion of the retaining wall abutting Nethravati bridge connecting Ullal with Mangalore 12 kilometers from the city today collapsed following heavy rains in the area unleashing a series of reactions.
The 15 feet wall built out of concrete and granite blocks collapsed into a heap of rubble rendering the bridge vulnerable, as a result the traffic between Mangalore and Ullal on national highway 66 (formerly 17) restricted to one way. Luckily no damage was reported to the main plinth beams of the bridge and authorities have ruled out any danger to the main bridge.

Film-maker Parameshwara Guruswamy at a film-making workshop organised by Sahamatha Film Society.
MANGALORE: Sahamatha Film Society has been honoured with the John Abraham Award for the most active film society in southern region by the Federation of Film Societies of India for 2010-11.
The spirit of those who are behind the numerous activities of the society probably reflects a bit of the person after whom the award is named. A Malayali, film-maker John Abraham is considered to be a genius not only for the four films he made, but also for his efforts in starting the Odessa Collective, an attempt to make film production and distribution a collaborative effort with the public. Sahamatha Film Society will receive the award at a ceremony at Tenali in Andhra Pradesh on July 10.
With just 26 members in the general body, the society has managed to organise three film festivals, a filmmaking workshop and a film appreciation workshop since October 2009, and has set up film clubs in seven colleges in the city. Besides, its holds monthly film previews with an assured audience of around 30 people.
President of sahamatha H.M. Somashekarappa said that the society was a means to respond to the social, economic, cultural, and environmental realities and engage with these realities together with others through cinema. The intention was to show cinema that was “not just mainstream and not just about acting”. He said that Sahamatha was “trying to build up a base” to “take up issues” that had social relevance. All films shows by the society were followed by discussion.
Secretary of the society Ivan D'Silva said the society had screened films for the clubs at the Government Junior College in Bokkapatna, Govind Das College in Suratkal, Gokarnatha College in Mannagudda, Karnataka Polytechnic, Government Women's College in Balmatta, Madhav Pai Memorial College in Manipal, and Alva's Degree College in Moodbidri. Mr. D'Silva also shows films to students at National Service Scheme camps wherever they are held. During an NSS camp held at the Morarji Desai School in Manchi, Belthangady, the children of the school also watched the film “The Boy in the Striped Pajamas”.
It was an English film with English subtitles. The perception was that they would not understand, but they understood the film very well, he said. He said that they perfectly understood that violence was perpetrated in the name of race and class, when they saw a film about Nazi Germany.
After the screening of “Mathrubhoomi”, a film about a woman who is “shared” by five brothers because there are no other women in the village, Mr. D'Silva said the all-girl audience scolded him. “They told me that the film should have been shown to boys and that they knew the situation,” Mr. D'Silva said.

The e-waste collection box kept on the premises of the Kanara Small Industries Association at Baikampady in Mangalore on Friday.
MANGALORE: The inauguration of three e-waste collection centres on Friday brings the total number of e-waste bins in the city to 10. Member of the Karnataka State Pollution Control Board Vijaykumar inaugurated a collection bin by dumping some electronic waste during the World Environment Day celebrations organised by the Kanara Small Industries Association.
The bin would be kept at the pollution control board office premises at Baikampady to serve the Industrial Area. One each had been set up at Mangalore Chemicals and Fertilisers and Mangalore Refinery and Petrochemicals Limited, Mr. Vijaykumar said.
By June end, Mangalore would have 12 e-waste collection points for the safe disposal of calculators, batteries, computers, and mobile phones. After the inauguration of the e-waste bin, Senior Environmental Officer of the KSPCB C.D. Kumar said that the State generated around 8,000 tonnes of electronic waste. “But we don't know what happens to it or where it goes.”
He said that “uncontrolled growth” of technology led to a “culture of forced disposal” of electronic goods that were rendered outdated by technological advancement. The volume of waste had also created a business of import and export of such material.
Mr. Kumar expressed concern for the environment stating that “no amount of tree-planting and speeches will save the environment, if we do not learn to change our lifestyle.” During 2005-2009, agricultural growth declined from 5.7 per cent to a negative growth while mining and quarrying activity grew from 1.3 per cent to 8.7 per cent. “This is nothing but deforestation. If this continues, where will our food come from?” he said. Other e-waste centres are at Roshni Nilaya in Valencia, Bharath Mall in Bejai, Government First Grade College in Car Street, St. Agnes College in Bendoorwell, St. Aloysius College in Lighthouse Hill, University College in Hampankatta, and Sharada Degree College in Kodialbail.

ananda.padebettu June 11th, 2011, 04:16 AM MANGALORE: Mayor Praveen became a witness to the problems the people living at Marnamikatta are facing in approaching the concretised road from Babugudda link road when a senior citizen slipped and fell down during his visit on Friday.
He rushed to help the old woman. He said that the approach from the link road to the concretised road was difficult to negotiate. The Mayor with some officials of the city corporation arrived at the spot after people complained about the deep and dangerous gradient abutting the concretised road at Marnamikatta. The people demanded that the city corporation build a retaining wall there and later raise the height of the link road to the level of the concretised road. It was their long-pending demand since the road was concretised six months ago.
The Mayor promised them that action would be taken within a fortnight. He instructed the officials to remove the debris on the link road at the earliest.
Mr. Praveen said that the corporation had sanctioned Rs. 9 lakh for laying interlocks on the link road to make it an interlocked road.
