* A 5 per cent ebate on water bills had been proposed
The Mangalore City Corporation in its 2011-2012 budget had proposed to implement a scheme to enable domestic water consumers to pay bills at one-time in advance.
But the scheme so far has not become a reality even as the corporation has just a few days left to present another budget for 2012-13.
The 2011-12 budget had proposed to grant a 5 per cent rebate on water bills of domestic connections if Rs. 780 was paid in advance as one-time payment for the financial year. The amount had been calculated on the basis of Rs. 65 as monthly minimum tariff fixed for each residential connection.
It was not the lone promise which the Bharatiya Janata Party (BJP), holding the reins of the corporation, failed to implement. There were some more.
Speaking to The Hindu on Wednesday, Sharat Kumar, Chairman of the Standing Committee on Taxation, Finance, and Appeals at the corporation, who had presented the budget on April 5, 2011, admitted that the civic body did not implement many proposals. Mr. Kumar said that the water bill proposal was not discussed later.
It had proposed to develop Radio Gudde Park at Urwa Stores, Kings Park Layout near Surathkal, and Yeyyadi-Gundalike Road. It had proposed to implement development projects at Scheduled Castes Colony at Jyothi Nagara in Kunjathbail.
MULTI-LEVEL CAR PARK
The budget had proposed to build a multi-level car parking-cum-commercial complex at Hampankatta within two years (by the end of 2012-13). The building to be built in association with the Mangalore Urban Development Authority would have a parking facility for 600 cars. Mr. Kumar said that none of these projects had been implemented. He attributed the proposals remaining a mirage for lack of funds and follow-up action to pursue them. Mr. Kumar said that building a car parking facility requires huge amount.
The then Corporation Commissioner K.N. Vijay Prakash had gone on record for the first time saying that the civic body had reserved Rs. 15 lakh to evaluate the strength and weaknesses in implementing government-sponsored schemes such as Kuteera Jyothi, Kuteera Bhagya, Tali Bhagya, and so on. Well-known management institutes would evaluate the schemes. Mr. Vijay Prakash had said that the civic body for the first time had earmarked Rs. 15 lakh to provide professional training to students from below the poverty line families. Experts would train them.
However, Mr. Kumar said, the corporation had not taken them up. The chairman said that as promised in the budget, Rs. 3 crore had been released for building a railway underpass at Jeppu Kudpady. Under the Government's 18 Per Cent Scheme, grants for women beneficiaries of Tali Bhagya had been increased from Rs. 15,000 to Rs. 20,000.

Its very sad that the pavement work has not started till now. What happened to our MCC. Monsoon is nearing. The last two years is wasted without any work very sad.
Even this news report does not talk about footpath. More importance is given to Multi-level parking facility then footpath.

Farmers apprehensive over scheme, say prefer rubber to oil palm
The Central and State government is all set to introduce oil palm cultivation in Dakshina Kannada and Udupi districts as an alternate to areca crops which are hit with yellow leaf and root grub diseases. However, the farmers in the districts do not seem to be keen in adopting oil palm cultivation in spite of the generous packages offered by the government.
Under the Rashtriya Krishi Vikas Yojana Oil Palm cultivation scheme 2011-12, around 250 hectares of land will be identified in the undivided DK district to cultivate oil palm.
The farmers opting to grow this crop will be given financial aid of Rs 70 per sapling up to six hectares of land and aid to buy fertilisers. In the first year of cultivation, the government will give Rs 6,000 per hectare.
The Government shall also allot funds for drip irrigation, machinery required to cultivate oil palm, Rs 10,000 per hectare for inter-crop cultivation in the first three years, fund for vermin-compost, pesticides, solar fencing, water pump-lines, diesel and electric pump sets and digging bore-wells. The farmers will be trained and taken on tours to have better understanding of the crop under his scheme.
Speaking to Deccan Herald, DK Department of Horticulture Deputy Director Dr S Nanda says that the government will give 50 per cent subsidy and the other 50 per cent will be looked after by the farmer.
At present, Godrej Agrovet Limited is surveying and identifying land. “We hope to start cultivating in 50 hectares of land by March end,” she says and adds that the crop will start yielding in the fourth year of its cultivation and the tree has a good life span of 35 to 50 years.
“We provide technical guidance to the farmers free of cost, take up the responsibility of marking the land and also give seedlings provided by the government which are nurtured in our nurseries in Belgaum,” says Godrej Agrovet Limited (Belgaum) District Development Executive M N Narasimha.
Survey on
At present, the survey process has started in Sullia, Puttur, Bantwal, Mangalore, Moodbidre and survey shall soon start in Udupi. Godrej Agrovet Limited will also buy the oil palm fruit from the farmers at the rate fixed by the price fixation committee.
“Unlike areca, farmers need not bother about processing and grading. Oil palm will yield in four years whereas areca takes seven. Every tree would give at-least 250 kgs of fruit. At present, one tonne of oil palm fruit would cost Rs 7,000,” says Narasimha and adds that the company will only identify the land but the option of growing the crop is left to the farmers.
Skeptic farmers
“Arecanut in spite of all its drawbacks is a good crop,” says All India Arecanut Association President Manchi Srinivas Achar.
Explaining reasons on the apprehension of the farmers in growing oil palm, he says, the present rate of new arecanut is Rs 125 to Rs 150 per kg and Rs 180 kg for old arecanut. For one acre of areca crops, farmers can expect Rs 1 to Rs 1.44 lakh annual turnover. However, oil palm may fetch only Rs 50,000 to Rs 60,000 per acre.
Secondly, people would prefer to grow rubber than oil palm as rubber requires less water compared to oil palm. The subsidy given by the government will be limited and farmers have to bear the additional costs. The fluctuating nature of the oil price, difficulty in extraction of palm oil, lack of buyers in the general market could be some of the reasons, says Achar and adds “arecanut being a traditional crop has been more widely accepted and it takes time for farmers to accept a totally new crop.”
The yellow leaf disease has severely hit Sampaje and some portions of Sullia. Hence, oil palm would be a good option in these places, says Achar.
Huge demand
“There is a demand of 120-130 lakh tonne of crude oil in the country. However, only 50 to 60 lakh tonne is produced forcing India to import 70 lakh tonne of crude oil from other nations which will cost approximately Rs 30,000 crores,” says Dakshina Kannada Zilla Panchayat CEO Dr K N Vijaypraksh.
“We can be self-dependent in case we grow this crop in our country. We can expect four to five tonne of crude oil per hectare,” he says.
In Karnataka, 11,750 hectares have been cultivated with oil palm of which 2,800 hectares is bearing fruit of 9,000 to 10,000 metric tonne per year,” he says.

I also remember there was a showroom in Mangalore by name Solar Motors-Maruthi car dealers.
I used to see the Trailer Trucks of Solar Motors in Upper Bendore area.
Solar Motors showrooms were there in Bangalore and Mangalore.
I doubt this showroom is closed now.

Standard hyundai is not there now. But ow we have 2 hyundai showrooms. Advaith hyundai and kanchana hyundai.

standard hyundai was the earlier dealers for hyundai in mangalore. but dont know what happened to them either they lost their dealership or closed down. but they still have their workshop at yeyyadi industrial estate.
when i was small i used to see maruti cars with stickers at the back which read solar automobiles-mangalore-bangalore and mandovi motors mangalore-bangalore. they wer the first maruti dealers in karnataka both frm mangalore ,with only 2 branches in mangalore and bangalore. unfortunately solar closed down . their last showroonm was at falnir below athena hospital. their workshop at kulur had been taken over by some dealer of mitsubishi motors

premier motors this is their second launch of their small suv after their first attempt did not hav much success. there was a dealer at nanthoor padav but i dont know now where they are operating frm. force has got it heavy vehicle showroom at kottara chowki

I don't think Sultan Battery Suspension Bridge works have started. Wondering about height of the hovercrafts to be located in Tanneerbavi. If Tanneerbavi is a base for coast guards then are they placing coast guard ships also there? In that case proposed height of suspension bridge about 15 feet may not be adequate.

This accident could have happened to anyone but it would be sensible to erect barriers. The builder should do it. I would take trhis incident seriously. What would have happened if a pedestrian,adult or child was walking in the area .

Speaking at the sidelines of the programme, Karnataka Urban Water Supply and Drainage Board (KUWSDB) Executive Engineer L N Anand said that the new vented dam, which is under construction at Thumbe is likely to be completed by December 2013.
The height of the new vented dam will be 12 metres. The cost of the vented dam has almost double from the original estimated cost of Rs 40 crores. Now it is expected to cost Rs 79.5 crores.
“The cost has been revised because the height of the dam has been increased. Further increase in the grade of concrete mixture from lean mix to rich grade and in the tender premium too have contributed to the cost hike. The new vented dam is coming up on the downstream of the existing dam at Thumbe,” he said.
He said that owing to shortage of labourers, the work is getting delayed. Materials for the construction of the dam are ready.
Once the new vented dam is complete, then even if there was zero inflow in the river water stored in the dam in a given year, there would be enough water for supply for five months to the city.
“The existing dam can store water for three months with zero inflow. The storage capacity of the new vented dam is 14.75 million cubic metre. The capacity of the existing dam is 4.89 million cubic metre.
It will have automatic sluice gates and will regulate water at optimum level even during rainy season. There are 134 piers in the existing dam while the new dam will have 31 piers.
He said that the Geologist from Karnataka Power Corporation Ltd will certify the foundation of the dam. The third party inspection on the quality of the dam will be carried out by the Indian Register of Shipping.
The State Government has released Rs eight crore for the vented dam so far.
The Mangalore City Corporation will release Rs three crore for the vented dam next week.
Speaking after offering Ganga pooja, Deputy Mayor Geetha Nayak said that worshipping nature is integral part of Indian culture. There is a need to create awareness on conservation of water among students.
Opposition Leader Lancelot Pinto, former mayor Shashidhar Hegde and others spoke. MCC Commissioner Dr Harish, Joint Commissioner Shrikant Rao and others were present.

With Vijay Mallya finding it difficult to raise money for his flagship cash-strapped Kingfisher Airlines, the focus is on the smaller businesses in his UB Group empire.
According to two independent sources, Mallya has been approached by two Indian companies to buy him out of Mangalore Chemicals & Fertilisers (MCF), a 36-year-old company owned by the group. These sources said leading agro chemicals players Zuari Industries and Chambal Fertilisers & Chemicals have had preliminary dialogue with the group brass, with buyout proposals, and have even submitted initial term sheets.
Both Zuari and Chambal are part of the K K Birla Group of Companies but have always been kept separate listed companies. The two had also joined hands to successfully buy out the government in Paradeep Phosphates in 2002. Even today, it is an operational JV.
K K Birla Group flagship, Zuari Industries own 14.18 per cent of Chambal Fertilisers.
MCF is the leading manufacturer of chemical fertilisers in Karnataka. Last December, UB Group companies had 30.4 in MCF, and 99.76 per cent of those holdings have been pledged. But it’s widely held with non-institutional investors, owning 65.5 per cent and bodies corporate another 16.8 per cent. Indian and foreign institutions own 3.97 per cent of the company. Though the company’s current market cap is Rs 477 crore, it has total land assets of 190 acres. A significant portion of this can be monetised. The company has debt of Rs 200 crore. Additionally, the company has a pending inflow of Rs 500 crore from the Centre in terms of subsidy.
The talks for a possible promoter selloff in MCF are believed to be preliminary and may not even get translated into a deal closure. But with Kingfisher’s lenders pressurising Mallya to infuse fresh funds before any new lending, many feel the possibility of a transaction could be real.
Yes Bank is believed to be an advisor.
The UB Group management said, “MCF will be monetised as and when we get a good value. But with the flux in the National Fertiliser Policy, we doubt that we will get a good price for MCF now.” The initial offers, said sources, have come in the range of Rs 55–60/share, at 24-36 per cent premium to CMP.
Senior officials of MCF told Business Standard talks about UB Group exiting has been cropping up , and they do not feel the company will be sold any time soon.
However, a portfolio management services company — Guardian Advisors on behalf of their clients, has been building up its position in MCF.
During the past 18 months, Guardian Advisors has built up a 9.25 per cent holding in MCF, and as industry analysts indicate, it is building its position as it feels to get a good value buy. “Even if Mallya raises Rs 550-600 crore by selling MCF, it will not bridge the gap that is required for Kingfisher, at best, it will be a temporary relief,” said an aviation analyst.
Incidentally, when Mallya had acquired MCF, he out-bidded Tata Chemicals, RCF and Murugappa Group. So, many expect these players to once again join the race for MCF.
A Zuari Group spokesperson said, “We have not been approached by MCFL for buying the company, and as of date, we have no shares in MCFL." Chambal Fertilisers and Chemicals spokesperson did not want to comment on market speculation. With its factory located on the outskirts of Mangalore, MCF manufactures a wide range of phosphatic fertilisers and nutrients. It has a licence to produce 340,000 metric tonnes of urea and 138,000 metric tonnes of DAP. It also has a capacity to produce 217,000 metric tonnes of ammonia, an intermediate in the manufacture of urea. Over 70 per cent of Karnataka’s requirement is met by this company and MCF also caters to Tamil Nadu, Andhra and Kerala.
MCF during last fiscal reported a topline of Rs 2520 crore and a net loss of Rs 5.20 crore for the December quarter, against a net profit of Rs 20.7 crore in the corresponding quarter. Sales for the quarter were at Rs 1,049.7 crore, growth of 71.7 per cent over the same period last year. Analysts feel for players like Chambal Fertilisers, and Zuari, MCF gives them geographical spread and opportunities to scale up via consolidation. It has two urea manufacturing units in Gadepan in Rajasthan. The combined capacity of these plants is around 2 million tonnes per annum. It also has a joint venture in Morocco for manufacturing phosphoric acid. Chambal recently announced the setting up of two Single Super Phosphate plants in Rajasthan and Gujarat, with an investment of Rs 150 crore. In FY11, Chambal had cash of Rs 616 crore and debt of Rs 2,580 crore and a revenue of Rs 4,681 crore.
Zuari Fertiliser is an arm of Zuari Industries with manufacturing units in Zuari Nagar in Goa. Zuari produces urea, di-ammonium phosphate and other NPK complex fertilisers. Its urea manufacturing capacity is at 398,000 tonnes. For FY 10-11, Zuari Industries has a cash balance of Rs 677 crore, debt of Rs 1,600 crore and Rs 5,562 crore of revenue.

This accident could have happened to anyone but it would be sensible to erect barriers. The builder should do it. I would take trhis incident seriously. What would have happened if a pedestrian,adult or child was walking in the area .
MCC engineers who have approved such buildings should be suspended immediately. All such builders, who compromise safety to virtually kill pedestrians or customers, should be fined & jailed. Also the driver's driving license should be cancelled and should be banned from driving for atleast five years.

According to Southern Railway, a draft inception report is under process for dealing with the proposal for developing the station into WCS. The present status is that the Southern Railway has nominated Senior Administrative Grade-level multi-disciplinary project team, a monitoring committee of heads of departments (HoDs), and another one of principal HoDs for dealing with the proposal.
A proposal of Rs 16.50 crore for construction of additional island platforms to decongest the existing terminal has been included in the 2012-13 budget.
There is also a proposal for developing the exit on Attavar side.This reply came about after an RTI application was filed by Anil Hegde from Attavar here. The WCS concept, introduced in 2009-10 budget, intends to offer better service to passengers, smooth and safe road traffic flow to and from the station, adequate parking facilities, security of high standards including CCTV surveillance, multi-functional complexes, food courts, shopping facilities, etc.Hegde said that even though additional island platforms are developed at Mangalore Central, Kerala-bound trains cannot reach there, as entering central station entails engine reversal."There are solutions for this problem, which the railways is not interested in. I'm consulting experts to find out an acceptable solution,'' says Hegde.

The National Institute of Technology - Karnataka, Surathkal, is the lead institute in the Government of India's ambitious project to set up virtual laboratories.
NIT-K Director Sandeep Sancheti told presspersons here on Friday that the virtual laboratories project was launched in New Delhi on Thursday by Union Human Resource Minister Kapil Sibal.
The project is a collection of several virtual laboratories containing hundreds of experiments in nine disciplines of science and engineering, according to a government release. Aimed at providing high quality education in India, the virtual laboratories enable graduate and undergraduate students to perform required laboratory experiments using the world wide web, a computer, and an internet connection. It allows sharing of expensive equipment for the benefit of students even in rural areas. Nearly 85 virtual laboratories had been developed, the release added.
The release said the virtual labs site (vlab.co.in) has had 2,33,570 visits and 10.34 lakh page visits in six months from India, the United States, Malaysia, Philippines, the United Kingdom, Australia, Canada, Germany and Pakistan.
Prof. Sancheti said with the partnering of his institution with the project six virtual laboratories would come up. He hoped that the process would in the end lead to establishment of virtual universities.
NIT-K was collaborating with NPTEL – National Programme on Technology-enhanced Learning. NPTEL provides e-learning through online web and video courses in engineering, science, and humanities streams. The mission of NPTEL, according to its website, is to enhance the quality of engineering education in the country by providing free online courseware.
A key meeting regarding NPTEL will be hosted by NIT-K in March, Prof. Sancheti said. NIT-K was also contributing to evolving the single examination scheme for entrance to engineering admission combining the tests such as JEE and AIEEE at the national level.
MoU signed
He said his institution and the US-based AMD Inc. signed a MoU on Friday. The MoU would support education and research in heterogeneous computing and OpenCL – a programme language.
Mrityumjay Hiremath and Anath Kinnal, Directors, AMD, Bangalore, said AMD would extend support to students and faculty of NIT-K wanting to work in the domain of AMD expertise.
Prof. Sancheti said the institute had secured a patent in metallurgy in 2001. It had applied for five patents in all and four others were still pending. The research activity had increased considerably on the campus with funding for research amounting Rs. 32 crore.

Chairman warns action against officers responsible for delay
Mangalore Urban Development Authority (MUDA) Chairman Ramesh S informed that all the pending files related to the single site plan will be approved and cleared within15 days.
Speaking to media persons on Saturday, he said that MUDA has taken serious note of the grievance of the public about delay in the single site approval process, hence it has decided to clear the applications in 15 days starting from March 1.
“After a few rounds of meetings, we have planned and directed the officers and staff to approve all the pending applications within the deadline, failing which action would be taken against the officers concerned. The applicants can directly approach the MUDA authorities and file complaint in case their applications are not approved within specific time,” he said.
Ramesh informed that MUDA has been receiving on an average 600 applications for single site approval and zonal certificates in a month. Though the MUDA has been disposing the files by speeding up the approval process in last few months, several applications are yet to be approved, he said.
Car parking lot
Speaking about the long pending multi- level car parking project in Hampankatta, the chairman said that the MUDA will begin the work of parking project within six months.
“The multi-level car parking will be built in 2.2 acres of land in Hampankatta and it will have three storeys with the capacity to park 1,000 cars. A commercial complex too will be built in the area. It will be a joint venture by the MUDA and the Mangalore City Corporation,” he said, adding that the MUDA also has plans to build small scale car parking areas in five to six places in the city.
In order to solve the problem of site-less citizens in the city, MUDA will distribute 3000 sites to the siteless at a low cost in Surathkal. The sites will be formed in 200 acres of land and MUDA has already purchased 72 acres of land for the purpose. The distribution work will commence by July, 2012, he said.
Clearing the apprehension of people who are willing to construct houses in small piece of land, the Chairman said that according to the revised Master Plan II, the city dweller with a small site of two or three cents could build a house provided there is minimum area for the road construction.

They are planning for a bigger area than what I have proposed. They have plan to shift out entire railway quarters there I think. So, my diagrams are not valid now.
Basic requirement is city bus facility. And easy wlakways with subways to reach bus platforms & railway platforms.
What we need is transparency. They should publish there plan for public review and public can pass there comments.

Though some of the cities have already implemented the cities' names in Kannada, there was no compulsion from the government to follow the rule. According to reliable sources, the legal hurdles to go ahead with the proposal is almost cleared now and within a month 12 major cities of Karnataka will be renamed according to their Kannada roots.
This means, Bangalore will be renamed as 'Bengaluru', and Mangalore as 'Mangaluru'.
The Karnataka government is finalising the process, and the official gazette is awaited.
S V Ranganath, chief secretary of Karnataka government said that legal hurdles related to renaming 12 cities have been cleared, and only the opinion from Surveyor of India is awaited. The committee headed by S V Ranganath has submitted the report to Surveyor of India in order to make necessary changes in the map and survey documents.
It may be recalled that when the proposal was made in 2005 there had been opposition from a few corners, specially to changing the name of 'Bengaluru' and 'Belagavi'. Public Interest Litigations were filed in the high court to put a stay on announcing the change of names. But both applications were rejected by the high court in 2008. Later, even the central government approved the change of names, but the implementation was not possible due to technical reasons.
The old and new names of twelve cities are as follows:

However, he maintained that people could call up MUDA officials for a patient answer on the status of their files.
The MUDA Chairman said tenants and owners of buildings on the periphery of the open space used earlier as bus-stand at Hampanakatta Circle presently being used as a vehicle parking zone had agreed to part with their land and buildings for the proposed multi-level car parking facility.
Mr. Ramesh said tenders would be invited for a public-private-partnership project aimed at accommodating around 1,000 cars. The project implementation would begin within six months. The tenants and owners of buildings would be given space in the building to resume their business, he said.
He said more car parking zones were being planned at Kankanady, Surathkal, and Urwa Store.
He said MUDA was acquiring 200 acres of land at Surathkal to develop 3,000 residential sites. The layout development would begin by August and completed in four months thereafter.
Mr. Ramesh said MUDA was clearing layouts in single sites up to 1,600 sq ft even if they had small approaches to the nearest road.
He had heard that the Mangalore City Corporation was not approving buildings on such land and was insisting on wider roads.
He would take it up with the corporation authorities to ensure that the provisions of the Master Plan 2021, which was under implementation now, prevailed. Sites bigger than 1,600 sq ft should have 20 ft approach roads, he said.

Mangalore, Feb 25: "Construction of houses and other buildings was allowed under the Comprehensive Development Plan (CDP) that was in force from 1992 to October 1, 2009. From October 2009, a revised Master Plan II was introduced under which, anybody who owns two cents of land is permitted to construct a house along with 3-mtr wide path," said Mangalore Urban Development Authority (MUDA) president Ramesh S.
Addressing a press meet here on Saturday February 25, he made the above statement in the wake of allegations from some quarters that the poor are not being allowed to construct houses in the city. Ramesh clarified that there are many land owners under MUDA limits who are eligible to contruct their own houses, and reiterated that in case of any confusion, one should approach the MUDA office in Urva Stores, Ashoknagar, directly and get the necessary details and permits.
He said that MUDA was not a profit making concern, and that on December 5, 2011, the Authority completed 25 years. The state government then appointed Ramesh S as its president, along with four other members Sharatchandra Shetty, advocate M Sudhakar Joshi, technical expert Suresh Rao, advocate Kasturi Panja, and advocate M Surekha. "It was for the first time that a technical expert was appointed to the team," added Ramesh. All the members were present at the press meet.
The MUDA president further said, "Nearly 75 percent of the files have been cleared in two-and-a-half months after I took up as president. Application received by the MUDA are mostly single-site applications, and steps will be taken from March 1 to clear the pending files within 15 days under the single site housing project.
Elaborating the Master Plan II, he said that it was formed keeping the future in view. "The current population of Mangalore is 6 lac-odd, and in 2021, it is expected to be 10.71 lac. The Master Plan II has been designed in such a way as to meet the demands of the growing population," he said.
He also said that no construction work will be allowed at the cost of the city's beauty or by damaging the surroundings. Citing the example of the fish market at State Bank, he said that it was set up by the people considering accessibility and economy, however, it has no legal permission and will soon be shifted. "That is not how markets should be constructed, and MUDA will take steps to shift it in the near future," he said.
On a query about the increasing number of high-rise buildings in the city, he said that Mangalore City Corporation (MCC) is the licensing authority and not MUDA. "The licences were given by MCC under CDP. MUDA is concerned only with development plans. However, under Master Plan II, illegal high-rises will not be allowed, and we will not hesistate to demolish such structures," he asserted.
He also said that the work on the proposed multi-level car parking project in Hampankatta, Suratkal, Kavoor, Urva Stores, Pumpwell, and Kankanady would be initiated within six months.
The MUDA will also direct the MCC to construct 3-mtr wide footpaths in the main roads of the city, he said. Also, the development of colonies will be encouraged. Already many colonies have been built.
On problems arising out of partition of ancestral land among family members, he said that families must ensure that the partition is done according to the norms of National Building Code (NBC) so it does not interfere with MUDA's plans of development. He added that before dividing the land, the family members should meet and take suggestions from MUDA officials, so that no problems arise later while undertaking development works.
On a query if MUDA would be under citizens charter which will be introduced soon, Ramesh said that it will not be so for the time being, but may be in the future.

One of news paper has reported that NH-66 width in Mangaluru core city limits is only 35 meters. I think it should atleast be 45 meters.
Demolition of a few of commercial and office complexes along Kuloor stretch of highway is a neccessity. Along with it MUDA/MCC should see that sufficient land is available at Nantoor circle for the construction of a big traffic circle. A new building under construction near the circle may not be good thing for this. At Nantoor we can have just a flyover for NH-66 & a big circle below it for other traffic considering the fact that main traffic towards NH-75 is from Kadri market side and not from NH-66. (This statement is against my drawing with underpass and overpass posted with heading Roads of Mangala Corniche Enclosure.)(NH-66 is old NH-17, NH-75 is old NH-48 but NH-13 along Nantoor-Bikarnakatte stretch.)

As the role of forensic medicine has been increasing, the Regional Forensic Science Laboratory in Mangalore which is functioning under two divisions will add one more specialised section soon.
The State government has approved for the functioning of Forensic Psychology division in Mangalore Forensic Lab, thus allowing the lab to widen its area of operation.
The Regional Forensic Lab that receives over 100 cases per month from four districts under the Western Range is at present having two divisions namely Toxicology and Biology. If the Toxicology division undertakes the extraction, analysis of various poisons and drugs from visceral samples, the Biology division deals with analysis of various exhibits including blood, saliva, hair, tissues etc. With the opening of Psychology division, the lab will be able to conduct polygraph, brain mapping, narco analysis and other psychological tests to elicit crime related information from individuals connected to crime.
Speaking to Deccan Herald, Regional Forensic Science Laboratory Deputy Director Dr T S Kenchappa said that the lab has been supplied with necessary equipment to start Forensic Psychology division. However they could not start functioning as the required personnel are not yet recruited. “The division requires two staff i.e a scientific officer and a scientific assistant for the operation. We are waiting for the government to fill the posts so that we can at least begin with the initial work,” he said.
Two proposalsHe also informed that they have sent two more proposals to the State government requesting to open Fire Arms division and Chemical division in the lab. The Fire Arms branch will help in examining the cases pertaining to weapons, fire arms, guns etc where as the Chemical division deals with chemical analysis of food adulteration and the like.
“The lab is waiting for the government to approve the two proposals and once they are approved the lab will be a full-fledged one. With this the lab will have the potential to handle more number of cases,” he said.
Currently the lab receives over 100 cases every month. The Toxicology division receives 80-100 cases on an average in a month and the Biology division receives 15 to 20 cases. The government has also approved for the expansion of the lab building. Dr Kenchappa said that a new floor will be constructed and the work will begin soon.
According to Dr Kenchappa most of the cases that are handled by the lab are related to unnatural death and drunk and drive cases. Along with it they also receive the cases of murder, attempt to murder, rape and assault.
Staff shortageDespite the lab receiving green signal for expansion plans, the shortage of staff is the matter of concern at the moment. The lab which has 28 sanctioned posts out of which 13 posts are of technical staff, is struggling to handle the cases as 60 percent of the technical staff posts are lying vacant.
Dr Kenchappa said that though there are no pending cases in Biology division, handling of cases under Toxicology division has been difficult. With eight posts lying vacant, there has been a month’s delay in solving the cases, he said.

the new railway station should be integrated with TTMC bus stand and multi story car parking and building.

I have always thought Wenlock was in a wrong location ,then I thought I was wrong because poor patients can come by bus and get down in front of the Hospital.Shift wenlock to Pumpwell? It will be a very difficult decision politically as well . There have been lots of improvements in Wenlock like the apediatric intensive care etc....What will happen to these . So practically I think this is difficult. I would welcome Moorthy's comment.If one has to avoid controversies (which is bound to cause delays) the railway station has to be expanded towards Town Hall and RTO side..that will be the cheapest and most cost effective option. May be they can improve the road from wenlock to Railway station ...a proper four lane road with pavements ....and a arch near wenlock side.

In fact, the gold business in Mangalore has reached a new height with more and more jewelry showrooms coming up in the city as gold has turned out to be a hot and profitable business.
According to experts, more than 100 kilogram of gold is being sold in Mangalore every month, a trend started about 10 years ago, after multinational jewelers opened shops in Mangalore. The arrival of different firms, increased the competition as well, which in a way benefited the customers. At the same time, the jewelers too were forced to maintain the quality.
Quite interestingly, almost all the leading jewellery showrooms have purity analyzer and the customers can check the quality using the machine in the showroom. “People in Mangalore are always fond of traditional ornaments. The youth like trendy and accordingly, the jewellery shops too are having a collection of both traditional as well as modern ornaments which have a cosmopolitan look,” opines Jos Alukkas Show Room Manager Glinto Johny.
There is another interesting aspect. Though women are the traditional customers of gold, the number of males visiting the showrooms too is on the rise. Most of the men opt for Punjabi Kada, bracelet and chains. Youth are more interested in diamonds and platinum ornaments which look simple, say jewelers.
Gold as an investment
Apart from the jewellery, gold has also turned out to be a safe investment in which one can convert it in to currency at any given point of time. Probably this fact must have persuading the people to buy more gold nowadays, opines Euro Gold Director Sajjad and adds that the banks too always prefer gold deposit for loan.
Customer is the king
In olden days, only the rich people used to go for purchase with confidence. On the other hand, those planning to buy a small quantity of gold were reluctant to go to big showrooms. But the scene has changed. Now, the customer is the king. In this scenario, many jewelers are giving training to their showroom employees on how to behave with the customers. One of the jewelry groups even started a training college for their employees wherein they are undergoing training on hospitality.
“The customer may be coming to buy one kilogram or one gram of gold. We are treating them equally. All are our guests,” opines Malabar Gold Managing Director Subair.
“A small change on our face might make the customer unhappy. So, we have to handle the things very carefully,” he adds.
Trust and transparency is the new slogan of jewelers and the customers too are giving importance to this factor. “People do not rush to any shop where gold is available for cheaper price. The foremost aspect a customer looks for is quality and value for the money,” opined a customer and added that the customers now have knowledge of gold and its market.

Having some of the rarest collections, which is not to be found elsewhere, the museum has been enlightening students for over seven decades.
Located in an artistic balcony of A Subbarao Pai Memorial Hall in the school premises, this museum is named after Mahatma Gandhi after the great leader himself granted permission to the school authorities for this.
Speaking to City Herald, Canara High School Principal Umesh Mallya says, that the former School Headmaster Padmanabhaiya’s contribution was responsible for the existence of the museum.
Looking through school records, Mallya says that the existence of the museum was first mentioned in 1916, which simply says “The Museum is being built up”. In the year 1917, a district exhibition which had half-cured skins of animals and forest produce from the Canara region was put up. The school records mention that, this entire collection was donated to the school by the exhibition authorities. The records further state, that the school alumni have also been responsible for contributing several exhibits, of which a collection of African exhibits, was considered as the key attraction.
The entire collection is said to be built up by M Madhava Rao. The school records also mention the great efforts put up by Curator P N Manicka Pai who was also a Natural Science Graduate. However, his early demise was a great loss to the school.
The foundation stone for the museum building was laid by one of the Senior Directors of Canara Bank, Nagar Narasimaiah. The building was constructed in 1934.
The museum was inaugurated by the Governor of Fort St George (Madras) Lord Erskine in 1935.
Lord Erskine inaugurates
A letter written to Lord Erskine by the school authorities dated October 15, 1935 inviting him to inaugurate the Library and Museum building gives several details. An excerpt of the letter says, “The ground floor of the building accommodates the library of the school and the upper floor houses the school museum, in which owing to the generosity of Old Boys and sympathisers, we have been able to assemble non-Indian specimens not available in any other Museum in Presidency. We hope that the Museum will be a fertile stimulus to the intellectual curiosity of 1,400 pupils that yearly seek instruction in this High School and the Girls’ Higher Elementary School lying just across the road and working under the same management.”
The letter also reveals that the hall on the ground floor is 2,400 square feet, while the balcony on the upper floor is 1520 square feet. The building has been built at the cost of Rs 10,000.
Gandhi’s letter
On June 11, 1939, the School Management requested Mahatma Gandhi’s permission to name the Museum after him and the permission was promptly given. Gandhiji’s Secretary Mahadev Desai replies in a letter dated June 20, 1939 saying, “Gandhiji has your letter of 11th instant. He has no objection to your naming the Canara High School Museum after him, though he does not know its value or usefulness.”
Mallya reveals that the exhibits in the Museum were re-arranged and labeled during 1971 with the assistance of School alumni M Mukunda Prabhu, who is an expert in setting museums.
Exhibits
The museum has a wide collection of antlers of different kinds of deer, an elephant foot, stuffed animals, skeletons of animals, a whale skeleton, turtle shells, ostrich eggs, a huge collection of shells, corals, animal teeth, claws, fetus of a baby and animals stored in formalin solution. Two huge coconuts which are three times the size of the coconuts available today can surprise anyone. One of the walls of the museum is adorned with glass paintings, which have been presented by alumni M N Prabhu.
Collection of rocks, currency, statues, utensils, antique gadgets, a old radio, typewriter, Vedic inscriptions written on palm leaves, dolls, books are some among the several exhibits of the museum.
Today, this treasure trove at Canara High School is not open for public viewing. Many of the artifacts have not been maintained. However, Principal Mallya reveals that the Canara High School Association has plans to renovate the museum and re-open it for public viewing soon.

I thik Wenlock's current location is fine if along with railway connection atleast city bus connection is provided. It can serve people of city & people coming through railway. We can have another hospital at Pumpwell Bus Terminus for patients coming via service buses. As such every Taluk headquarters should have a multispeciality hospital. Pumpwell Hospital should have far better services to so that it can serve the entire region for specialized requirements.
Our MP should hold a comined meeting of railway officials, MUDA officials, traffic police officials, fire service officials for finalizing the design of World Class Railway Station Design. Mangaluru MP is doing a good job by holding regular meetings of state and national level road development officials & railway development officials. Even in Puttur & other places Adharsh class design should be finalized. Every Railway Station should have feeder bus services.
Anyway having fire service station at a very close distance is an advantage for the safety of the station. But, fire service officials may be worried with the speed with which they can move to other places of Mangaluru. For this, fire service station road should be widened enough for easy movement of fire service engines along with vehicular movements to/from railway station. I think this is already planned.

Being Student of Canara High school Mangalore, it’s the proud moment for me to see this article that my school had all this things. More than that this also brings me the old memory alive. I never had been to school after I left that after finishing my 10th standard. Some 20 years back. But this library was very special to me since I was very much interested in History. This place always appealed me. As a student I along with friends used to go there to clean the library prior to annual day period. That is the only time it is opened to anyone. But the things kept there were so amazing that I used think why these are not maintained and put for general public use. There used to be huge Whale vertebral (Back bone of Whale) the entire set of some 40-50 back bone pieces were there from head to tail. There were lot of old books covered with binding of Gold, Menu scripts and coins. There were few coins known as Ramtanga the coin from the period of Lord Ram, some are from Maurya period. These coins were made of gold and silver castings. Some of my friends used steal these coins for their gain. I used feels very bad for that. There were many statues of Mahavir and Buddha with beautiful carvings. which school authority got during building excavation one century back.
More than that the building interior itself used to give me lot positive vibration. The interior are built with Anglo- Canara architecture, with full of wooden floor, Mangalore tile, old Lamps, old table with built in cub boards, Long pole fan, almery etc.
It is good that school Authorities have woke up now to renovate it and give entrance to general public.
Friend’s one last point,
Don’t you think we need a Huge Museum to show case our heritage: which I feel we don’t do in hurry we will not find in future.

this is what we were discussing few days back about the number of jewellery shops. And i had posted an article that mangalore ranks ninth in excise tax collection also. Money is over flowing everywhere in Mangalore. But the best thing in Mangalore is number of beggars on street is very less. Which is another reason to proud.
Retail, real estate likely many private organisation have made all Mangaloreans proud. But only our Govt gas let us down. Why cant they start modernisation of facilities for public like busstands, hospitals, library, residential areas, parks, layouts, roads etc

2. camera Museum
2. Mirajkar Museum, bejai
3. HASTA SHILPA HERITAGE VILLAGE , Manipal - A brainchild of Vijaynath Shenoy, a retired banker who converted his own home into the Hasta Shilpa Museum, the Village is managed by the Hasta Shilpa Trust. Over the last decade, the Trust has relocated through the process of restoration 26 structures of immense architectural merit and fine craftsmanship. It is, indeed, a veritable treasure trove!
4. Aloyseum (St Aloysius College Museum) is a small museum with a large eclectic collection which includes mounted skeletons of wild animals (tiger, panther, antelope and wild boar).
5. Canara high school museum.
But these are very small museum except one which is there in manipal. does not reflect totally some culture heritage.

3. Manual chakki - Atta making mechine. this i have seen during my child hood. then dis appeared
4. The chowka mahal hose - few remain in mangalore region
5. Panch mahal house - few remainin mangalore region
6. Guddali
similarly House fronts, shops like Banda shala will become extinct in few years due to retail boom. Saroto- horse cart - my father talks about it , i never seen one. safe locker etc
similarly if you touch upon fisher man, koraga community, bunt community, billava community, jain community, konkani community, vishwakarma community, muslim community, christian community etc. many more exciting things might come out.
I suggest government should allocate a large land for this and keep all this things there, also there shall be evening traditional folk lore which people can visit and see.

DC issues permits to run buses on 5 new routes at RTA meet
Announcing a good news for the railway passengers who arrive at Kankanady Junction and face hardship bargaining with the autorickshaw drivers, Deputy Commissioner Dr N S Channappa Gowda informed that the Regional Transport Office of Mangalore will open the pre-paid auto service centre in Kankanady Junction in April.
Speaking to media persons on the sidelines of Regional Transport Authority meet at Deputy Commissioner’s office on Saturday, the DC said that the new pre-paid auto service kiosks will be opened and operated on the similar lines of the existing system in the Mangalore Central railway station and at the KSRTC bus stand. “There is huge demand from the passengers for starting the prepaid auto service in Kankanady junction and their demands will be materialised soon,” he said. Speaking about the status of already existing pre-paid kiosks in the city, he said the system is functioning well with stable response from the public in the Central railway station while it is not the same in the KSRTC bus stand.
Regional Transport Officer C Mallikarjuna informed that the RTO has the necessary fund and equipment to open the new pre-paid auto service counter. “We would work on it immediately and try to introduce the system within this month. If not in March, the system would be certainly introduced in April,” he said.
5 permits given
Earlier, in the RTA meet presided over by RTA Chairman and Deputy Commissioner Dr N S Channappa Gowda, permissions were granted for plying new buses on five different routes to connect the interior places. The DC granted permission to the private bus owners to ply buses on Dharmanagara-Kottarachowki, Guruvayanakaere-Gerukatte, Tenkamajaru-Moodbidri, Benjamajaru -Moodbidri and Arkula-Kinnigoli routes. Though the applicant had sought permission to ply from Dharmanagara to Baikampady Industrial area, the DC rejected the plea due to heavy traffic on Kuloor-Baikamapadi road and only granted permission to ply between Dharmanagara and Kottarachowki via Konaje, Deralakatte, Pumpwell, Kuntikana.
With regard to the request to ply on Arkula to Kinnigoli, the Deputy Commissioner said that two permissions were granted in the past but the parties are not plying the bus on the route. Therefore, notices will be served to the parties and if they are unwilling to ply buses on the said route, then permission will be granted to the new applicant.
Out of 114 applications that were submitted, majority of them faced objections. For the applications, objections came in the form of prior High Court judgement which said fresh permission for the applicants should be given according to the formulated rules of the State government.

Karnataka Pradesha Congress Committee Secretary Ivan D’Souza has criticised the MUDA Chairman for his recent statements pertaining to the Master Plan-II and has called the statements of the Chairman as ‘misleading’.
Speaking to media persons on Saturday, he said that the MUDA Chairman’s recent statement to the press where he has told that the Master Plan-II makes provision to build houses even in two cents of land could not be practically implemented. “We have met the Chairman personally and he has clarified that nowhere in the CDP or Master Plan any clause is added or amendments have been made to make provision for building houses in two cents land. The Master Plan-II has made regulations for constructing 20 ft road in the residential areas. If a person already owns two cents of land with three feet road space, then should he leave the major part of his land for road space and set back purpose? Is it practically viable?” he asked and said that the new Master Plan policies should not be implemented in the places which have been already developed.
The list of action plans of MUDA for the city development are pending since five years which reflects the lethargic attitude of the BJP government, he flayed.
Meanwhile, he also said that the Congress is confident of winning the forthcoming Udupi-Chikmagalur by-poll. “The people of both the districts are fed up with the BJP government and they are showing all signs of favouring the Congress. Congress candidate Jayaprakash Hegde will emerge victorious with majority votes,” he said.

Speaking about the new art centre at a press conference, Madhusudhan Kumar, Koti Prasad Alva, and Dr. Pramila Salian said that the facility sprawls over 2000sq.ft. and will be devoted to the promotion of art. A section of the centre will be devoted for art exhibitions.
The inauguration ceremony will include an exhibition of sculpture, traditional paintings, photographs, and ceramic works. Besides, a cultural show will also be presented.
Francis Newton, the founder of Progressive Artists’ Group, an internationally renowned group, will display traditional oil paintings of Mohenjodaro. Popular artists of the forties, S. Bakri, K. H. Ara, and S. H. Rajah, will also display their works. Seventies’ artists such as A. A. Raiba, K. K. Hebbar, Kishori Kaul, Ambadas, Rekha Rao, and others will also display their works, and present day artists such as P. S. Punchithaya, Ramesh Rao, Dr. Pramila Salian, Ganesh Somayaji, and Jagath Ammunje will also display their works.
The centre will also conduct training classes to train and encourage young artists and will serve as a forum to hone extra curricular skills among school children. People of coastal Karnataka are keeping their fingers crossed as their long-standing railway demands have remained unfulfilled over the years.
However, they are hopeful of fulfilment of their demands in the forthcoming railway budget. The organisations which have been fighting for amenities in Dakshina Kannada and Udupi said that there is a need to develop Subrahmanya Road station.
If the station is developed to provide secondary maintenance facilities for long distance trains, the train service can be started from Subrahmanya station as originating point.
If the facilities are provided, the train service can be started to Mumbai, Delhi, Hubli, etc. The cost of the project is less than Rs 10 crore, as per the information received from Mysore division by Railway Yathri Sangha, Puttur.
Railway Yathri Sangha Technical Advisor Anil Hegde said that there is a need to attach Mangalore and surrounding stations to Mysore division of South Western Railways. If the proposal is materialised, then Mangalore would become starting point of Mysore division and facilitate SWR to introduce new train service from Mangalore station.
The public of the region have been demanding night train service to Karwar from Bangalore via Mangalore. The Railways clarified earlier that it is not possible to introduce new train between Hassan and Mangalore section due to operational constraints in Ghat section.
However, the South Western Railways had proposed partial extension of Bangaglore-Kannur train to Karwar after bifurcating 10 compartments to Karwar and seven compartments to Kannur from Mangalore Central, two years ago. But, due to lack of political will and bureaucratic apathy, the proposal failed to get approval from Railway ministry, he added.
The new trains which the people of the region demand include Bijapura-Mangalore (via Hubli-Londa-Madgaon), Vasco-Mangalore Passenger , Bhatkala-Mangalore-Subrahmanya DMU service, Mangalore-New Delhi Express on Konkan Railway route, Subrahmanya Road-Mangalore-Madgaon-Varanasi Express, Mangalore-Madgaon-Ahmedabad, Mangalore-Madgaon-Londa-Vishakapatnam-Howra, Vasco-Mangalore-Thirupathi-Chenna, Hubli-Subrahamnya Road.
The frequency of Yesvantpur-Karwar Express should be increased and made a daily train service, he added.

Railway commuters' organisations from coastal districts have sought introduction of nine new trains for the region.
In memorandums submitted to South Western Railway, Southern Railway, Konkan Railway and Infrastructure Development Department of Karnataka, the organisations under the banner of West Coast Rail Yathri Development Committee have also sought extension of a few trains and doubling of tracks. The committee has also sought creation of a bulb-line at Mangalore Central Station so that the trains that pass through Mangalore Junction (erstwhile Kankanady) Station are routed through it.
The committee has sought introduction of Bijapur-Mangalore (via Hubli-Londa-Madgaon), Vasco-Mangalore Passenger, Bhatkal-Mangalore-Subrahmanya Road DMU service, Mangalore-New Delhi Express on Konkan Railway route, Subrahmanya Road-Mangalore-Madgaon-Varanasi Express, Mangalore-Madgaon-Ahmedabad, Mangalore-Madgaon-Londa-Vishakapatnam-Howra, Vasco-Mangalore-Thirupati-Chennai, and Hubli-Subrahamnya Road trains.
It has sought partial extension of night service of Yeshwnthpur-Mangalore-Kannur Express to Karwar by bifurcating it in Mangalore, and Mumbai CSTM-Mangalore Junction Express to Subrahmanya Road. The committee wants increase in the frequency of Yeshwanthpur-Karwar Express (day train) from tri-weekly to daily.
The new projects expected for the region are doubling of Konkan Railway line with additional allocations for Mangalore –Panambur line doubling and doubling of Hassan-Mangalore line so that more passenger trains can be operated between Mangalore and Bangalore. The committee has stressed the need to develop Subramanya Road station.
Convener of the committee Anil Hegde said the bulb-line at Central Railway Station would ensure that trains could pass through it without having to reverse as was the case now. When that was done, trains that passed only through Mangalore junction could be diverted via Mangalore Central Station. He said when Mangalore Central would be developed as a world class station as announced in 2009 Railway budget, it would emerge as a hub of activity. To construct a bulb-line, there was no need for significant acquisition of land.
Without a bulb-line, most Mangaloreans were forced to use Mangalore Junction as a majority of important in transit trains arrived and departed from only that station, he said.
Udupi Railway Yatri Sangha president R.L. Dias has sought a halt at Udupi for Kochuveli-Amritsar, Kochuveli-Dehradun, and the recently introduced Pune-Panvel-Mangalore-Ernakulam train. He wants addition of three coaches to Mangalore-Verna-Mangalore train during the festival season from November 1 to June 10.
On its part, the committee observed that the Railways did not show interest in starting train service from this station towards northern destinations from the coastal region.
It added that the costal people's dream to travel from Konkan area to south interior Karnataka had not yet been realised.
The committee reiterated the demand for attaching Mangalore to Mysore Division of South Western Railway. It is now part of Palakkad division of Southern Railway.

There was an article regarding this. But then they have to acquire land and transport / connectivity to CBD might be a problem.Acquiring private land is a headache and could delay the project . In Mangalore Central that should not be a problem. It is a pity that Mangalore junction is not being developed to a reasonable standard.The connectivity from Junction to the highway is pathetic. There should build a proper fourlane road from the highway. No need to concrete it to keep costs low and have regular bus service in a circular route in both clock wise and anticlockwise direction...Mangalore ,Padil,Mangalore junction.Jeppinamoguru,Pumpwell. Or Mangalore junction to city every half an hour.So many options are possible.

Congress workers staged a protest in front of the office of Mangalore Urban Development Authority here on Monday alleging that the former minister and Mangalore North MLA J. Krishna Palemar was misusing his powers.
Addressing the protesters, the former MLA K. Vijaya Kumar Shetty accused Mr. Palemar of misusing his powers to save the land to be acquired for a road. The land belonged to Vikas Education Trust which owned a college at Padavu on Sir M. Visvesvaraya Road (airport road), he said.
In a memorandum addressed to the Governor, Mr. Shetty and the former Mayor K. Ashraf said the trust owned 3.85 acres of land at Padvau.
The MUDA in the Master Plan II for Mangalore Local Planning Area and in its circulation map had proposed to widen a narrow road which deviated from the airport road at Mary Hill and joined the airport road at Padavinangady to 24 mts. The narrow road (with its width ranging from 6.50 mts to 10 mts) is on the west of the site owned by the trust and passed abutting the site. The college, through an application to the MUDA, had appealed not to widen the road and retain it as it was. Following the appeal, the MUDA through an advertisement on February 24 had invited objections if any for dropping the proposal of widening the road. Now, MUDA had proposed to widen this road to 12 metres instead of 24 metres only to save the land of the trust. The Congress was opposed to it.
The Congress leaders appealed to the Governor to direct the State Government not to drop the proposal of widening the road to 24 metres.

The memorandum said the airport road which was to the east of the site had already been widened to 24 metres as proposed in the Master Plan II.
Mr. Shetty said the National Highways Authority of India (NHAI) recently had demolished the house in which Jnanpith Award winner late Kota Shivarama Karanth lived at Kota for widening the NH 66. The late Karanth's family members did not oppose it and gave away the land as it was for a development project. Likewise, the authorities of a church at Kuloor had parted with the land for the highway project.
He questioned why Mr. Palemar was not parting with the land of the trust for a development project.

What is the real reason for this protest? How many politicians or their kith & kins have pourchased the land on this road after it was identified for widening in the earlier version of Master Plan? Who will gain by widening this road? How many buildings are planned on this road? If what I have written is not the reason for demand for widening then what are other reasons for this road to be expanded?
My request to MUDA is to widen airport road atleast by 45 meters with service roads on both the sides. And also a underpass for connecting Gurunagara with Maryhill. In future we may also have to accomodate metro line on airport road. The college belonging to MLA any how has to loose the land for this.
The Airport road will be a freeway.
The buses running on the road under discussion above can run either on main carriageways of airport road or service road as options. They can use interchange near underpass for taking deviation towards Mary Hill - Kavoor or Gurunagara.
As I posted earlier Airport Road should not be commercialized. For this reason, if the government develops a parallel road to airport atleast 50 meters away I don't have any problem.
I don't know why media is giving more importance to this type of fighting between political parties for the gains of them instead of giving importance to struggles of common men like the one faught by PUCL (People's Union for Civil Liberation) at Bendorewell for a busstop and a dustbin. Here also, I don't want the dustbin to be kept on road. Instead, the government should acquire half cents of builder's land for using it as a small waste shed. On positive side media is giving enough publicity to Hanumanth Nayak's Nagareeka Hita Rakshana Vedike.

As I have said already they have diverted all funds for construction of smooth interior roads so that corporators and their kins cars can move without jerks. They collected garbage tax along with property tax but never used it for cleaning footpath of garbage or removing dustbins on footpath by constructing garbage sheds.
As I said earlier the government should increase road tax and should not divert other funds for resurfacing of roads.

Currently the construction of 8th or 9th floor is going on for the court complex U/C on Bavutagudde. Initially it was planned as a 6 floor building I think.
In Attavara, I am not sure whether Mohtisham Amity is planned in the land in front of Presidency Skycourt. The land looks like a thick forest. May be a last green place around Attavara circle. I think if the building coming up there preserve many trees like Bearys Valencia it will be a fantastic endeavour. Attached to this land another small site of about half an acre is development on Sturrock Road. Another site is in front of Chakrapani temple about 40 meters inside from NG Road. I am not sure whether this one is of Shakti Durga or some Rajeev or Rajesh Jain.
Chilimbi site of about 3 acres on Lady Hill Road, which I mentioned in highrises thread, is also full of many trees but small ones.
11th floor work is going on for Mohtisham Coral at Emmekere near Mangaladevi. Emmekere (lake) works seems to be stuck up.

He told the Academic Council meeting on Friday that the stadium with the track and pavilion would be ready by March 2013.
Prof. Murthy said that an eight-member committee had been constituted to supervise the construction work.
The committee was headed by a retired Superintending Engineer.

This coastal city will have to wait for nine more years to receive funds under the Jawaharalal Nehru National Urban Reconstruction Mission (JNNURM).
The eligibility for a city to get the funds is to have a population of 10 lakh. Mangalore will have this population only in 2021.
The mission’s funds are available only to two cities in the state, Bangalore and Mysore. The population reached 10 lakh in Mysore in 2005 and this enabled the city to receive the funds from 2006-07.
In the case of Mangalore, the Mangalore Urban Development Authority (MUDA) and Mangalore City Corporation (MCC) appear to be sticking to the population census figures and they have not applied to the government to get funds from the mission.
“According to the census figures of 2011, the population coming under the jurisdiction of MUDA was 648,434. The area under this jurisdiction extends from the Kerala-Karnataka border to Mulky, covering 30,800 hectares. Of this, only 24,255 hectares was reserved for urban development. In our estimation, Mangalore is a sparsely populated city and the central government will not accede to our appeals for bringing Mangalore into the mission’s map,” said Ramesh S, chairman of MUDA.
The MCC, however, has a different point of view.
Mangalore mayor Praveen Kumar said it is possible for the Union government to waive the population parameters if it wanted to include Mangalore under funding scheme.
“They should start looking at Mangalore as a city that has potential to grow faster than Mysore and other tier-II cities in the state. The criterion should not be population but investment in industry, service and other sectors and, most importantly, the need for urban reconstruction in anticipation of growth in population,” Kumar said.
Officials in the state urban development ministry said that Mangalore qualifies in all respects except population.
The JNNURM committee has indicated that liberalisation policies adopted by the Centre are expected to increase the share of urban population to 40% of total population by 2021.
It was estimated that by 2011, urban areas would contribute about 65% of gross domestic product.
However, this higher productivity is contingent upon the availability and quality of infrastructure services which has not happened in
Mangalore.

Whether Mangaluru can run metro trains on the same HSRL track to Udupi with stations at Kuloor, Surathkal, Mulki, Padubidri, Kapu, etc. If HSRL runs on median of NH-66 then only this could be useful for the time being. Otherwise one has to wait for cities to develop along current train track if HSRL is planned along that route.
I think, the state government should spend its money on doubling Mangaluru-Bengaluru route than HSRL for the time being. After another ten years when the financial position becomes sound the state can think of HSRL connection to Kerala. The state government can contribute immediately for the construction of catch siding at Edakumeri.
Note that metro lines I had proposed in earlier posts for Mangaluru are targeted for around year 2040 or 2050.

MANGALORE: Come June, the first cricket academy in this part of the state will become a reality on three acres of land belonging to Sahyadri Institute of Technology and Management ( SITAM) at Adyar on the outskirts of the city.
The work of laying six turf wickets has already been completed and the cricket academy, managed by Dakshina Kannada Cricket Association (DKCA) in association with Karnataka State Cricket Association (KSCA), will be functional once the grass sowing process is completed. Srikanth Rai, president, DKCA told STOI that the training for the first batch would commence at Nehru Maidan in the city in April.
"The full-fledged cricket academy will be made functional at Adyar once the works of turf wickets and other facilities are completed," he said.The cricket academy would boost the spirit of cricketers in Dakshina Kannada and Udupi districts, he said. "We would choose only those youths, who have cricketing talent in them and have the capacity to build a noteworthy future in cricket. There will be separate batches for under-14, 16, 19 and 25 age-group categories.
The selection of candidates for training will be purely based on their performance and they will be given best training to shape them into best cricketers. Coaches from Bangalore will be invited to train cricketers in our academy," he said adding that lack of a full-fledged academy should not hurt the prospects of talented youngsters in the region.Earlier, KSCA secretary Javagal Srinath during his visit to the city last year had assured DKCA that the parent body would provide all support to organize cricket coaching camps for the youngsters here. At present, the nearest available turf wicket in the region is at Manipal in Udupi district, and is managed by a private university.

As NH-66 is planned to have only 35 meters width within core city limits 'Desirable Road Width' is not satisfied in this case also.
Am I helping highrise builders by asking for 45 meters for airport road? But, I have also put a condition that expressways like national highways and airport road should not allow more commercial buildings, highrise buildings and also religious and community halls so that highways are free for intercity travellers.
Still, my overall preference is for highrises over independent houses. This is to ensure food security by having enough farmland & conservation of green and forest lands by occupying less land for human settlements. To have both we may need more 30 to 45 meters width road.
Note that if we don't allow for highrises than land within city may become unaffordable for poor as rich have only left with option of lowrises and independent houses and there is a possibility that rich may consume all land in city themselves.
As a compromise, I will opt only not to have commercial buildings, religious and community halls along highways but allow for residential highrises.
So, the twin tower proposed near Natoor circle should not have any commercial parts.
Further, assume that people travel intercity only through trains or buses then highways could be used for other things also.
Request all to express contradictory views so that we can get more light on the subject.

Our beloved Union Minister M V Moily has told that declaring Mangaluru as an international airport is just an technical issue. If it is just a small technical issue and just the aviation minister signing on some papers then why it is taking so much time? Anyone know a better technique to solve this technical issue?
Karnataka government was supposed to approve a plan for fourlane road to airport in the last cabinet meeting. But, there was no news on this later.
We should also discuss about interchange needed at airport junction connecting SH-67 (along with Sir M Vishweshwarayya Road) and Kotekarbeeri-Deralakatte-Kenjar-Jokatte-Surathkal road so that movements are smooth towards proposed fourlane road.

Krishnamoorthy K March 14th, 2012, 07:42 AM MANGALORE: While plans to transform Mangalore Central Railway Station to a world class station announced by then Union railway minister Mamata Banerjee, is on a slow track, TOI has identified five major gaps that needs to be addressed in the immediate and in the interim.
The present station is congested with only three platforms at its disposal. A proposal of Rs 16.50 crore for the construction of two island platforms to decongest the existing terminal is included in the 2012-13 budget.
As many as 26 trains originate/ terminate at this station, of which 20 are daily trains catering to a passenger traffic of more than 19,000 per day with an earning of Rs 9.8 lakh per day. Railway sources say that if the platform inadequacy is addressed, railways can announce few more trains originating from Mangalore.
Another major glare is the unfriendly nature of the station to senior citizens and physically handicapped. The platforms 2 and 3 have to be approached using a steep foot over bridge. ""The station should immediately make provision for escalators or lifts which will help elderly as well physically challenged,'' says Lata Kini, president, Kanara Chamber of Commerce and Industry (KCCI).
The approach for platform 2 and 3 from Attavar side exit is poor. The lack of urinals on the Platform 2 and 3 is another sore point at the station. ""When railways give spaces for building tea stalls why cannot they have a toilet,'' questions Hanumanth Kamath, president of Paschima Karavali Railway Abhivarddhi Samithi.
The station has only two counters for issuing tickets as well as dispensing platform tickets. A platform ticket vending machine would be a boon to visitors. In the absence of such a machine, the railways are losing revenue as majority of visitors get inside the station without buying a ticket. Railway officials say that vending machines installed in the station broke down due to rough handling by passengers. Tendering exact change for machines is another problem.
Another bug which needs to be rectified is the communication issued at reservation counters and inquiry sections. ""They do not respond in the local language. They either speak in Malayalam or broken English. This won't do,'' say both Lata Kini and Kamath.
As far as cleanliness goes, in the past three years this aspect has seen a sea change. Now railway staff from Palghat and Calicut takes care of the cleanliness needs of the station. The retiring rooms, the toilets and the platforms are maintained cleanly. But cleanliness in coaches with bed bugs, rodents and roaches give passengers the nightmares.

Krishnamoorthy K March 14th, 2012, 07:44 AM MANGALORE: When budgetary announcements and proposals for the region are considered, Mangalore has been lucky as most of them have been implemented. However, insofar as the aspirations, the budgets have not addressed them adequately.
The announcements in last year's budget regarding introduction and extension of trains, they have already been done like the weekly Mangalore Central - Santragachi Super Fast Vivek Express (which also connects Tirupati); Mangalore - Palakkad Intercity Express (22609); Mangalore-Mumbai CSTM from tri-weekly service to daily and extension of tri-weekly Yesvantpur-Mangalore (16516) day train to Karwar.
But one major announcement has gone amiss - developing the Mangalore Central Railway Station to a world class station. Southern Railways officials have recently initiated the process, three years after the announcement made by then Union railway minister Mamata Banerjee.
Paschima Karavali Railway Abhivruddhi Samithi member Anil Hegde says that the local demands like bifurcation of the Yesvantpur-Mangalore (16518) night train to Karwar and Kannur has not been given any priority and was extended only up to Kannur. ""The South Western Railways had sent proposal of bifurcating the train; 10 coaches to Karwar and seven to Kannur, but has not been taken up. We wanted a train to Bijapur via Hubli-Gadag, Dharwad, Londa, Madgoan, Karwar and Udupi which would link the region to North Karnataka - that too has not been taken up,'' he said.
Regarding the Mangalore Central - Santragachi Super Fast Vivek Express, he said the train would have been more beneficial to the region if it was via Madgoan, Londa Thorangallu and Vizag to Palakkad.
The one major announcement done when Lalu Prasad was railway minister about a direct train to Shravanabelagola from Mangalore in 2004 has not materialized as yet, due to land acquisition problems.

The final meeting of the District Level Review Committee and District Consultative Committee for the financial year 2011-2012 approved a credit plan of Rs 4900 crore for the district for the next financial year.
The meeting chaired by Dakshina Kannada Zilla Panchayat Chief Executive Officer Dr K N Vijayaprakash allocated Rs 1957 crore for the agriculture sector. Small and Micro enterprises will be getting Rs 398 crore and other priority sectors will have Rs 1522 crore. Under farm sector, special allocation of Rs 125 crore has been made on allied activities (dairy, poultry, goat rearing), rural godowns to encourage income generating activities and creation of storage infrastructure in rural areas. Education and housing sectors will get an allocation of Rs 216 and Rs 630 crore respectively.
Reviewing the progress of banking sector, the ZP CEO observed that despite good growth under credit and credit disbursement, credit deposit ratio has dipped. “Liquidity is a major problem for bankers. But the bankers had achieved good business,” he said. The CEO informed that banks have already sanctioned 251 loans under the ‘Namma Mane Scheme’ and will achieve the target by March 20.
The banking sector has achieved business level of over Rs 29000 crore at the end of third quarter of 2011-12 consisting of Rs 19000 crore deposits and Rs 10500 crore advances. Under lending to women, minorities, weaker section, agriculture and priority sector, the banks have surpassed bench mark levels prescribed by RBI.
The meeting observed that the milk production in the district requires attention.
Currently the district is facing a shortage of one lakh litre of milk per day. To increase the production of milk in order to attain self sufficiency, there is a need to put more effort, said CEO Dr K N Vijayaprakash. He said that the credit market potential for dairy alone in the district is about Rs 100 crore. For achieving self sufficiency in goat rearing, CEO opined that such projects for the development of goat rearing should start in a micro level choosing any village under pilot basis, and after observing the progress, should allocate more funds accordingly.
Syndicate Bank Deputy General Manager J S Shenoy, NABARD Assistant General Manager Prasad Rao, M S Hasan from Reserve Bank of India, DRDA Project Director Seethamma and others were present during the review meet.

hakindian1984 March 14th, 2012, 12:52 PM Mangalore, Mar 14: Exactly a month ago, on February 14, Daijiworld.com had published a special report on the issue of traffic violation at the Airport entry point, stating that there was need for a sentry at the spot.
This report stressed on the violation of one way traffic rules and the danger it posed considering that the road is quite gradient and meandering and many passengers and motorists had complained about the danger posed by this so called violation of one way traffic rules. Many motorists believe it is a one-way road and very often they are in a hurry to the airport to catch the flight which enhances the risk factor of danger.
One may remember that till recently the passengers coming to the airport from Sri Devi College Road were strictly following one-way traffic rule which was enforced by the Airport authorities for convenience and all motorists used to adhere to this rule.

The exit was from the Deccan Park side and hence there was free flow of traffic in these routes without causing any hindrance to others. This was done to ensure the safety of passengers and motorists. But in the last few months it has been noticed that taxis, autos, motorists and cars took the easy and nearest route back to their destination from the same entry point after dropping their families, relatives, friends and passengers at the toll-free-entry at the airport entrance.
When the report published in Daijiworld drew the attention of Airport Director M R Vasudeva, he immediatley wrote to the Bajpe police about the inconvenience caused to the passengers, urging them to take a decision and ensure safety of the public.
"Basically a law and order problem and comes under the supervision of the police department, the road is actually meant for two-way traffic and for convenience sake we had followed the system of one-way traffic rule”. He said
When contacted, Police Inspector of Bajpe Police station Dinakar Shetty said that though the problem is genuine action cannot be taken against erring passengers or motorists as there is no official notification to this effect of making it completely one-way traffic road. Shockingly enough he said it is the airport staff itself that take this easy way out from the entry road to come to Mangalore rather than use the exit road.
“When it comes to VIP’s we use the entry road for exit also but most of the time it is the airport staff who take the shortcut way throwing all norms of rules and regulations of their own department. Needless to say other taxis and passenger vehicles take a cue from them thinking it is free for all”, he pointed out.
Dinakar Shetty acknowledged that he has received a letter from the Airport Director but says that his department cannot spare his officials as there has been no sanction of police for the Airport. “We have severe shortage of police personnel in this station. We don’t have so many policemen to spare at the entry point though we have police posted on the main road leading to the airport. Hence we have written to the Airport Director that he should get the posts sanctioned from the government rather than shift the responsibility on us”, Dinakar Shetty declared.
The Police Inspector added that in most other airports it is the airport authorities who maintain the roads of entry and exit to the airport. “They have all the facilities at their disposal as they give the parking lot for maintenance for private parties for which they charge them quite a large amount. Maintaining the entry-exit point is not a big task for them”
Airport Director M R Vasudeva also stated that the Airport is now making use of the Zilla Panchayat Road to avoid any untoward incident that might arise out of the present impasse. Vasudeva also stated that a new multilane road towards Mangalore-Udupi is being sanctioned by the state government from the Deccan Park side at a cost of 7.5 crores.
One can only expect a few more years for the road to get completed considering the swiftness at which such works of the state government are executed. But till then what is the solution – is the question which the concerned passengers and even the motorists might be asking.
As reported, Mangalore Airport is the first airport in the entire South India to secure OHSAS: 18001-2000 certification accorded by the Giant Accreditation Board of Australia and New Zealand. This recognition is given for the Airport’s Occupational Health and Safety Management System. Incidentally this scope of safety management covered air traffic services at the airport, facilities at the terminal building and support services for passengers. Mangalore Airport is the first to get this recognition in entire South India.
No doubt it is a laudable and worthy achievement and credit should go to the Mangalore International Airport staff for this admirable accomplishment. Instead of passing the responsibility on the police, who are already overburdened, one can only expect the Airport management to go a step forward and ensure this safety net to the passengers and the motorists too and show that really care.
It is nearing two years since the new terminal of Mangalore Airport became operational at Kenjar which was welcomed by Mangaloreans with glee. Though Mangalore is yet to get the promised status of ‘an international airport’ union minister Veerappa Moily’s umpteen promises notwithstanding, accolades have come on its way time and again for the good work the Airport has been doing.
While this decision of according ‘international status’ is awaited at the highest level it is really noisome to note that the Airport Management and the police pettifog over the issue of maintenance and violence of traffic rules at the entry point of the road to the airport. This issue calls for a decision at the local level which should be taken either by the airport authorities or by the police keeping the safety of passengers in mind. But as of now there seems to be no solution at sight as either side thinks that the ball is in the other’s court and the other party has to find a solution.
While trying to be objective as a mass media, it is not right on our part to be judgmental. At the same time asking for a solution keeping in mind the safety factor of the passengers and motorists is not too much to ask for, when we say the two parties should find an amicable solution to provide respite to the general public.

The ‘Civic Tiger ‘operation launched by the Mangalore City Corporation to evict street vendors, will have a resurrection as the City Corporation decided to evict the illegal street vendors from the State Bank area soon.

MCC has already constituted City Vending Committee to carry out eviction of the unauthorised street vendors as per the direction of the Supreme Court.
The committee had its first meeting recently and has decided to rehabilitate the street vendors as soon as possible. The City Vending Committee will have a meeting soon to finalise the eligible vendors and to discuss the rehabilitation process.The committee which includes Sub Revenue Officer, Police Officer, Revenue Inspector, health inspector,engineer, two representatives of street vendors and one citizen’s representative will give a list of the street vendors to the Corporation.
License will be given to the street vendors. The license will have a photograph of the vendor.
The MCC has already identified a place near tempo stand in State Bank to rehabilitate the street vendors.
If the number of street vendors is more, then we will find out few more places, said Corporation Revenue Officer Meghna.
Supreme Court direction
The Supreme Court direction on street vending says that the street vending should not obstruct movement of vehicles and pedestrians. Access to shops and residences should not be blocked and the hawkers cannot put up any stalls or place any tables and should not use handcarts.
They should not create any noise or play any instrument to attract customers and can sell only cooked food, fruit juice and the like.
Supreme Court also directed that the hawking must be only between 7 am -10 pm. Not more than one member of the family must be given a license to carry out business and vending costly items like electric appliances, phones etc to be prohibited. Any such violation came in to notice of the Corporation, the license must be cancelled.

As per the Supreme Court order "the street vending should not obstruct movement of vehicles and pedestrians". Supermarket like Easy Day, More for you, etc are obstructing movement of pedestrians by encroaching land for parking? When they will be evacuated by the tiger?
What is the difference between authorized and unauthorized street vendor? How much difficult it is to become authorized street vendor for new entrant? If you take people having shops in Nehru Maidan they are all unauthorized to do business there but, made authorized by MCC. They are the main people objecting to new entrants.
When the licenses of authorized vendors selling beedi, cigarette and other narcotic substances near schools will be cancelled?
Is thisdone for only State Bank? Will it be done on roads like KSRTC-Kuntikana where many canteens are running on footpath itself and shops are keeping their items on road itself. Almost every road has this problem.
Please also dispose of vehicles parked illegally on the sides of roads like Vaslane, Karagalapady-Bejai Church Road - Coehlo road, etc. Which are creating enough problems for pedestrians & vehicular movements.
My advice is take action first on educated encroachers like car owners parking on footpath & shop keepers occupying footpath. The we can educateilliterates on how not to infringe pedestrians and vehicular movements.

I think too many trains have been introduced over the past two years compromising on quality. I would rather improve the existing services in terms of cleaniness,punctuality and safety.At some point let us hope Mangalore comes under SWR.

State Bank area is undoubtedly the commercial hub of the city. Always bustling with activities even the smallest of the vendor comes to this area to eke out a living. Though these hawkers have become an eyesore and have been removed frequently by the corporation authorities, the civic body only finds them returning in a few days time.
Earlier the vendors used to sit on the edges of the road, causing inconvenience to pedestrians and vehicle users but now the bus stops in State Bank area have become a safe abode for these vendors.
The three bus stops in a row near the Lady Goschen Hospital area is providing free shelter to the street vendors from scorching heat. While the vendors make their brisk business under the shelter, the public waiting for the buses have to sweat under the red hot sun.
“The vendors are causing lot of nuisance. They persuade people standing on the roadside to purchase those metal ornaments etc. This is very irritating. Further, since the hawkers have encroached the bus stops, we the public have to wait outside the bus stops for buses. The crowd here makes it difficult for both people boarding the bus and those alighting from the bus,” says Roopa, a bank employee. She adds that the situation has specifically put the elderly into trouble.
Speaking to Deccan Herald Central Market Merchants’ Association President Hameed Kandak said that the street vendors should be evicted from the busy street as soon as possible. “The illegal vendors have been strangling the city and have also been marring the beauty of the area. This is a big blow on the business of those vendors who have been legally running the show,” he said.
Drug peddling
Kandak said that drug peddling is becoming very common in State Bank area, despite the police patrolling the area.
“Selling of ganja and other intoxicating materials are common here during peak hours of the day.” he said.
When asked about the same, the Mangalore City Police Commissioner Seemanth Kumar Singh said that the police are conducting regular raids and drug peddling is not a major menace. However, Singh said that if locals can always complaint to the police about the same so that action can be initiated.However, when the bus stops’ encroachment issue was brought to the notice of the Mangalore City Corporation officials, they said that they will initiate action at the earliest.One has to wait and watch as to when the bus stops will be freed from the clutches of illegal street vendors.

Busstops are for bus passagers. As many of the busstops along with footpaths in other parts of city are demolished or encroached by builders for parking vehicles public are forced to wait for buses on road itself. Please raise your voice against these builders also.
The authorities should focus on big encroachers. First builders and then the street vendors occupying more than 3 x 3 square feet for keeping gadgets can be evacuated on priority. And for others please identify hawking zones and then relocate them.
Let us not forget all those shop owners, talking here against street vendors, are using footpath for parking theirs and customer's vehicles. They use supposed footpath space all along State Bank busstop for parking vehicles.
Hi All, considering the local government's keenness in rehabilitating footpath vendors by providing authorized hawking zones with facility to keep a bucket at a cost of Rs. 5 per day I am suggesting the government to extend the same facility to vehicle owners also by providing one bucket area to park vehicles at a cost of Rs. 5. Poor pollutant vehicle owners paying now only nominal road tax (the roads of coastal area with heavy rains can not be repaired with that nominal tax forget about widening or developing new roads.) may not be in a position to take this extra burden? :lol: Request Tata Nano to come up with a car having size of one bucket area. :lol:

Swimming coaches say that swimming is an art and sport as well as a life saving skill. Mangaloreans have made name in swimming at the national and international level. However, Mangalore do not boast of having more than one public swimming pool.
Swimming is an activity that lets one acquire or maintain a slim physique or keep cool as the mercury soars. It is also a life saving skill when you are in water. Unfortunately, Mangalore has only one public swimming pool to help the people learn the art. Mangala swimming pool with its six tracks was built in Lady Hill 25 years ago is the only source of learning for the general public. In a single swimming pool, men, women, kids have been engaged in swimming by adjusting their timings. Hence, the coaches feel that they are finding it very difficult to train the talents.
At present, eight batches swim in the swimming pool. The timings are 6 am to 7.15 am- general public; 7.30 am to 8.15 am - sports talents; 8.30 am to 9.15 am; 9.30 am to 10.15 am for general public; 3.45 pm to 5 pm - women; 5.15 pm to 6.15 pm – sports talents; 6.30 pm to 7.30 pm – for public and 7.30 pm to 9.30 pm - for sports talents.
The swimming coaches have already submitted memorandums to the Mangalore City Corporation to build a separate swimming pool for training the talented swimmers of Mangalore in the past. In fact, about three swimming clubs are training their swimmers in the Mangala swimming pool. More than 300 children are learning swimming in the same pool apart from the general public who use the swimming pool.
“Everyone should try to learn swimming at some point in life. And it is advisable that one should jump into the pool when young, as youngsters pick up the art early,” says Shashikumar Mendon Bengre whose three children are acclaimed and national-level swimmers.
He says “Mangalore requires a minimum of three more swimming pools. At the same time, every school should have a swimming pool to train the children in the art of life saving. In fact, girl children should be taught swimming at young age, as when they grow up, they would find it difficult to go for swimming due to various reasons.”
The swimming talents in rural areas should also be given opportunity, he says. In fact, he had a proposal to build a swimming pool in Pragathi Maidan in Bengre. He says “we had invested Rs 25 lakh to Rs 30 lakh for it. If government helps us in giving the funds, then we can take up the work. As swimming pool of international standard requires minimum of Rs one crore.”
In the past, the MCC had identified land at Emmekere, near KPT, Urwa Store for the swimming pool. However, the idea was materialised. In fact, a proposal to build a 25-metre, six-lane swimming pool at Emmekere has been pending approval for the last 12 years.
In a meeting organised to discuss on the need for swimming pool in Mangalore in April 2009, the members of Karnataka Swimming Association had said that there was a need for at least two more swimming pools in the city to promote the sport. Though the officials had responded positively to the demand, two years have gone by and nothing has been materialised so far.
Demand
Sources in Mangalore City Corporation said that the MCC had inspected the available land near Women’s Park in Lady Hill and Gujjarakere. “We are also identifying few other available land for the swimming pool. A swimming pool requires Rs one crore.”
Sources also said that the MCC has placed a demand before the district administration to give priority to building a swimming pool, in the available funds which were saved from the National Youth Festival. Lets wait and see whether Mangalore will get atleast one more swimming pool from the available funds.

The High Court on Thursday ordered the Union and State governments to maintain status quo over projects worth Rs 60 crore related to the proposed third stage extension of the Old Mangalore Port at Hoige Baazar in Bolar.
The division bench comprising Justice K Sreedhar Rao and Suri Appa Rao ordered this status quo following a PIL by Octavia Albuquerque, and several other residents of Hoige Bazaar questioning the extension mainly on the ground that it violates their very ‘right to life’ guaranteed under Article 21 of the Constitution.
The petitioners contend that the proposed action is against an amendment to the Karnataka Ports Act adding that port land at Hoige Bazaar was an ecologically sensitive wet land within the coastal regulation zone, 2011.
Stating that the extension would result in all kinds of pollution and argue that it should be extended to Bengre as it is located right opposite to old port at Bunder instead to port land in Hoige Baazar in Bolar. Counsels for the petitioners B M Arun and Andy Lobo in their submissions stated that the port extension is affecting the natural creek and there is either no proper permission obtained for the extension work or there has been no permission granted.
“The project as per the old plan should have been conceived on the opposite side at Bengre sand pits, but this is happening at the confluence of Nethravathi and Gurupur rivers,” they submitted.
They further contended that the Hoige Bazar being mainly a residential area, the construction debris which is being dumped is causing severe pollution, whereas Bunder is mostly used by fishermen. “The decision to extend the port near residential areas would lead to health hazards,” the counsels submitted.
Earlier, the court had issued notices to the central and state governments, department of animal husbandry and fisheries, Central Institute of Coastal Engineering for Fishery, ministry of environment and forests and department of forests, environment and ecology. They contended that the proposal would violate the local residents, they said.
When the government counsel said that there will be no closure of the creek as claimed by the petitioners and contended that the extension programme is aimed at just desilting the existing port so that it can house small boats and help the fishing community, the petitioners said that the creek has already been closed. The division bench ordered status quo.

They should have gone for a new port some where in outskirts and slowly they should to try shift the present port to out of city, Just like they did for APMC, Once the port is built in outskirts and develop sites or colonies for fishers and try to provide deep sea mechanised boats for, Fishers will come there for because majority of Fish is exported and they can process and pack them there itself by building new modern facilities.
I want this whole old port or Bunder to revamp.

Supervisory field staff are empowered to ensure compliance and made liable for lapses in meeting safety requirements.To cut down delay in procurement of the safety equipments, managing director of Mescom Vijayanarasimha decentralized the process authorizing chief engineers and superintending engineers to buy them.
"Otherwise, the whole process will have to be dealt at the corporate office levels by inviting tenders and this will have added to the delay," Vijayanarasimha told TOI.Jayasurya M, superintending engineer, Mangalore circle of Mescom, said that adequate number of high voltage detectors had been supplied to section offices to be used by linemen in the field.
"These detectors send out continuous beep sounds if power supply of 80 volts and more is detected in power line," Jayasurya said, adding it would remove slightest chance of linemen accidentally touching a live wire which could prove fatal to them while on duty.Admitting that there had been slight lowering of guard with regard to the use of safety equipments by linemen in the recent past, he said the company had taken up a concerted awareness drive to convey the point that safety comes first. "The support given by union leaders on the issue is heart warming. They had assured the company that the union would not stand up for any colleague disciplined for violating safety guidelines of the company," he said. Mescom has jurisdiction over Dakshina Kannada, Udupi, Chikmagalur and Shimoga districts and safety equipments have been provided to linemen working in the above circles. "We have also directed all the senior staff to ensure compliance whenever they are out on inspections," the MD added.

Motorcyclists from Bangalore dominated the finals of the Gulf Dirt Track National Championship held at the Fisheries College Grounds here on Sunday.
The Bangalore Motorcyclists bagged the first three places in five categories, besides securing first two places in two races. Mangalore motorcyclists made a mark in the championship, which had 14 categories in all. Sajeesh K. topped in the Novice Class Group C up to 165 cc and the Mangalore Class up to 165 cc race. Dean Mascarenhas stood second in Local Class Group C and Mangalore Class race while third in the Novice Class Group C race. Siddhanth Nayak, who represented TVS Racing team from Bangalore, stood sixth in the Foreign Motorcycles up to 250 CC race. People had gathered in good numbers to watch the event organised jointly by Sportscraft Mumbai in association with Mangalore Motor Sports Association. “Compared to other venues, this track is short. But we have made best use of the available space,” Srikant Karani, president of Sportscraft, told The Hindu.
It was a challenge for motorists to perform in the sunny and humid conditions. Motorcyclists were seen dabbing water on them before the race to keep them cool. “It takes a lot to perform here. Unless you have warmed up its difficult to perform in these conditions,” said Madhu S. from Bangalore.
Mr. Madhu topped in the Indian Expert Motorcycle upto 260 cc race 1, while coming second and third in the Local Class race and the Indian Expert Motorcycle upto 260 cc race 2 respectively.

With Mangalore emerging as one of the fast progressing cities in the country resulting in a drastic change in life style, the need to remain healthy has become the need of the hour. With fitness centers mushrooming in the city, Mangaloreans are now tightening the laces of their gym shoes keeping fitness in mind.
At present, Mangalore has over 30 gyms and and over 10,000 people who visit them on daily basis. Many of the traditional gyms are replaced with the modern equipped ones. The notion of going to gym only to build a bulky body has changed. With music playing on high decibels, Mangaloreans are seen sweating it out to lose the few extra kilos.
Speaking about the changing trend, Lavie Fitness Centre Manager and body builder Afran says that earlier people used to go to gyms to build bulky bodies for competitions but today people of all age groups and even ladies visit gyms.
We have people who want to lose weight, gain weight, people with health problems, people who want to remain fit and so on.
“We opened in November 2011 and over 400 people have enrolled over the last five months.
Majority of the people who visit us are the middle age group who want to remain fit. Among ladies, many come with an aim to lose the extra fat near the abdominal and thigh area,” says Afran.
He also points out that many visit gyms to be slim and toned. “The men look forward to achieve a six pack and ladies want to maintain a slim figure,” he says.
Personal Trainer of Lavie Fitness Sandra Menezes says that the present youth are very conscious about their looks. “We have kids who are aged 13 who visit the gyms. Television and cinema has clearly left an impact on the youth as many want to look like their reel heroes,” she says.
Dietician of Gold Gym Navya Kiran blames the sedentary life style lead by the people to be a major cause of health problems. Odd work timings, junk food, inactive lifestyle and climate change are causes for the majority of the health problems faced today. Obesity is increasing and also the diseases caused due to it, she says.
Many who join the gym to keep fit want to get immediate results so they take up crash dieting and over exercise. Though they may achieve results, it is temporary, she says and adds that their weight will double up once they stop the crash diet and exercise. It is ideal to maintain a balanced diet and eat six meals with a limited quantity in every three hours, she says.
“Today with the city being concretized, the space has been limited. Pollution is also on rise hence many prefer coming to gyms than going out for walks. Secondly, we have diet as well as exercise patterns. We also have equipment which is meant to tone up various parts of the body,” says Talwalkar branch Manager Girdihar Shetty who adds that at least 300 people visit the gym on daily basis.
Mr World 1990, Raymond D’Souza and also the proprietor of Raymond Gym says that the awareness of exercise and health has increased in Mangalore. Though there are many who visit gyms today, the number of people participating in body building competitions and sports has reduced, he points out. The actual sports people do not like to work in air conditioned gyms. “You really need to sweat out while you work out. These gyms are more of business centers and people come here for networking. Secondly, they are very costly and a common man cannot afford their packages,” says Raymond and adds that many go to gyms for fashion.
In reality, it is the traditional gyms that help one more, he says. Rajesh Alva who owns the Alva’s chain of gyms says that over 2000 people visit his gymnasiums. “There are more and more people enrolling day by day. Mangalore has become truly health conscious,” he says.
Along with heavy workouts at gyms, aerobics has also caught up in the fitness trend in Mangalore. “Aerobics is a very good cardio exercise. You can burn up to 600 calories. Aerobics is quite popular among ladies and one feels motivated to do it as it is a group exercise,” says Fitness Health Club Aerobic Trainer Fouzia. “I am conducting three batches of aerobics which has over 40 ladies,” she says.
Gym users speak
“After I was married, I completely stopped taking care of myself. I was so busy with responsibilities of family and home, I never realised how a few extra pounds turned into kgs. I was 78 kgs when I joined the fitness center. Today after four months I have lost 13 kgs. I feel confident, beautiful and I am happy that I can fit into my old dresses. Hitting the gym is a good break, especially for a home maker who does not get time-out,” says a home maker Ranjeeth Kar.
Rhea, who is 15, hits the gym after school hours. “I am a bit on the bulkier side, when most of my peers are in a good shape. I thought that instead of brooding over my weight, the best thing I could do is to work out. Hitting the gym gives me good break from studies. I feel healthy and exercise makes me feel fresh, giving me a better mood to study,” she adds.
Illyas on the other hand is hitting the gym to gain weight. “I am tall and skinny. I decided to join the gym to tone my body. I don’t want to be bulky, however, I want to give my body a good shape. I take anabolic free protein shakes as a supplement. I am working hard to achieve six pack abs,” he adds.
“I work in a BPO. Odd sleep timings, craving for junk food, countless cups of coffee has taken a toll on my health. Most of us who follow this life style have a family pack than six pack abs,” laughs Mohit. “I joined the fitness center with a main aim of being fit. I hardly get time to exercise. With the flexible gym timings, I make it a point to work-out for an hour six days a week. I hope my cholesterol levels have decreased. I mostly do cardio exercises like running, cycling, spinning, walking and others,” he adds.

mangalore mania March 20th, 2012, 11:27 AM MANGALORE: Deputy commissioner N S Channappa Gowda on Monday said that two (supervisory and technical) committees had been set up to ensure that the ongoing work of laying synthetic track at Mangala stadium here is completed within the stipulated time frame.
Taking stock of the progress achieved in this regard on Monday, DC said it was decided to complete the work by April and to inaugurate the facility in May.It was decided at the meeting to include Raju Velu of Bhadravathi as a member of the committee set up to supervise the work. DC said the district administration would release the funds to the contractor only after the Indian Amateur Athletics Federation approves the quality of work. At present, civil works in preparation for laying the track like laying an asphalt base is on.
The state government has released Rs 3.09 crore for the project, the tendered cost of which is Rs 3.15 crore. The department of youth affairs and sports has sought an additional Rs 45 lakh for incorporating additional facilities requested by local sportspersons' fraternity. N Yogish Bhat, deputy speaker of the state assembly said talks were on with the directorate of youth affairs and sports to provide the additional facilities suggested by the sportspersons.Yogish Bhat also broached the idea of a second public swimming pool for the city. Noting that Yemmekere area of the city was developing rapidly, he said it would provide the idyllic setting for setting up a swimming pool there.
"The local environment there too is conducive for promoting this proposal," he added.DC directed the department to submit a proposal for setting up a sports hostel near ITI, Kadri Hill and indoor stadium in Shaktinagar.Ajit Kumar Hegde, commissioner, Mangalore Urban Development Authority ( MUDA) said the authority would examine the proposal of developing a ground for sports at Bangra Kuloor and submit a report. When the issue of an informal agreement with Corporation Bank on meeting stadium maintenance expenses was brought to the attention of the DC, Channappa Gowda said he would take it up with Ajai Kumar, chairman and managing director of the bank.

"The work will have to be completed by end of April in order to set the inaugural of the synthetic track in the first week of May," added Dr Gowda. It was decided to include Rajuvelu of Bhadravati in the committee to inspect the works.
"Funds will be released to the contractor only after certification by the International Athletic Federation," he added.
He also suggested that a technical report be submitted in order to construct a sports hostel on a plot located near ITI, Kadri, and to construct an indoor stadium on a 1.5 acre plot located in Shaktinagar.
The youth services and sports department assistant director Parshwanat informed that Rs 3.09 crore has been released to lay synthetic track and the work is in progress, said Parshwanat.
The state legislative assembly deputy speaker MLA N Yogish Bhat chaired the meeting and held extended discussions on integral development of Mangala Stadium. He also suggested improving Yemmekere to be developed as a swimming pool in its natural surroundings. "Discussions are underway with the directorate of youth services and sports to develop the tracks into 2D," added Bhat.
MUDA commissioner Ajit Kumar Hegde said that a feasibility report will be made to develop a sports ground at Kuloor.
Technical executive engineer Manjunath informed that the Corporation Bank is interested in signing an MoU to manage the stadium and asked DC Dr Gowda to discuss this issue with the Bank chairman to call for tenders. It was also decided to erect gates to Karavali Utsava grounds and to construct toilets.

Tender has been invited and measure will be taken to build the stadium.
The meeting also decided to install gate for Karavali Utsav Maidan and to construct toilets in the utsav maidan.

The swimming pool will have 'idyllic setting' only if the travellers can have a view of the lake from the road. The land in front of Yemmekere is used as playground by children. I would prefer the land usage to remain so. But, if children prefer swimming pool I don't have objection.

The coastal districts got a veterinary college, a hotel management institute, and a district cooperative bank in the State Budget .
Presenting the Budget on Wednesday, Mr D.V. Sadananda Gowda, Chief Minister, announced a new veterinary college for Dakshina Kannada district in Puttur taluk.
Other new veterinary colleges are planned in Athani and Gadag in Karnataka.
To bridge the gap in demand and supply of skilled manpower in hospitality sector, two institutes of hotel management would be setup at Bellary and Mangalore, he said.
The Budget also announced the intention to start a district central cooperative bank for Udupi district during 2012-13.
He said that request will be made to the Union Government and GIZ-IS (a German Government agency) to approve and part finance high-tech multi-skill development centres at Mangalore and Belgaum.
Mr Gowda said that Rs 50 crore will be provided in coastal districts during the year to construct vented dams across rivers and streams wherever necessary.
The Budget also made a proposal to take up ‘Soubhagya Sanjeevini' scheme to link west-flowing rivers in Dakshina Kannada and Udupi districts. The Budget also said that the current intermittent water supply system in Mangalore will be converted into 24X7 supply system, through PPP mode, at a cost of Rs 146 crore.

The maiden budget presented by Chief Minister D V Sadananda Gowda received mixed response from a cross section of the people in coastal district.
Some termed it as a pro-farmer budget while a few others termed it as a populist budget.
KCCI President Latha Kini said that the rationalisation and simplification measures of taxes and reduction in VAT on some products is a welcome move. The introduction of 5 per cent VAT on beedis is the last nail on the coffin of the already dying industry. The proposal of converting the current intermittent water supply in Mangalore city into a 24x7 step through PPP model augurs very well for citizens of Mangalore.
The reduction in diesel tax rate by 1.25 per cent which was a long standing demand from KCCI is also a welcome move. However, addressing the problem of connectivity through Shirady Ghat in real earnestness has not happened which will be a constant deterrent to the economic development of the entire coastal region. Thus the maximum utilization of the well equipped major port NMPT also remains a distant dream. The request for a Maritime Board to be set up and also the fishing harbour at Kulai has not materialised. On the whole, it is a populist budget, she said.
Commendable
Professor in the department of economics, Justice K S Hegde Institute of Management, Nitte, and Member of Karnataka State Planning Board Prof G V Joshi lauded the Chief Minister for making an effort to check inflation by reducing the sales tax.
The government has shown its commitment to increase the agriculture production in the State.
In fact, State Planning Committee which met in Bangalore recently had urged the State government to think of ways and means of increasing the non tax revenues. Though no measure has been taken in this regard, he urged the Chief Minister to constitute a committee to study the ways and means to increase the non tax revenues, so that it would be helpful in the future, he added.
Assembly Deputy Speaker Yogish Bhat has congratulated Chief Ministers for announcing Jain Vidya peeta at Mangalore University, Veterinary College at Puttur, Oceanarium in Pilikula, ‘Janapada loka’ at Pilikula, financial assistance for Kambala utsav, Rani Abbakka Bhavan and many other projects for Dakshina Kannada in general and Mangalore in particular.
Welcome move
Achal Industries Proprietor and KCCI former president Giridhar Prabhu said that the budget has made life time tax at 15 per cent instead of existing quarterly tax, to be levied on motor cabs costing more than Rs 10 lakhs. Though it is a steep hike, we hope that that the money goes for the development of roads in the State. Reduction on stamp duty is a welcome move considering the increase in the land value. The CM has made a new landmark by presenting a budget size of Rs 1,02,742 crore.
Pro farmer
Campco President Konkody Padmanabha has welcomed the budget and said that the budget is pro-farmer.
The budget has earmarked funds for finding solution to yellow leaf disease affecting arecanut, zero interest loan for small term agricultural loans obtained through Co-operative institutions upto Rs lakh, fund for research, subsidy for dairy farming and so on.
Opposed
Nagarika Seva Trust President Somanath Nayk said that he is opposed to linking of rivers and diversion of rivers—be it Soubhagya Sanjeevini or Yetthinahole project.
“Without diverting the rivers or linking the rivers, water can be conserved in those districts which had severe shortage of water. Through rainwater harvesting, water can conserved,” he said.
Jain Vidya Peeta
On Jain Vidya Peeta for Mangalore University, Vice-Chancellor Prof T C Shivashankaramurthy said that once the university gets intimation on the same, a statute will be prepared and after getting approval from the Syndicate and Academic Council, it will be sent to the government for approval, before starting any work on the Jain Vidya Peeta.

25 lakh for roads

All the wards in MCC limits have been given Rs 25 lakh to take up work on interior roads.
The work in 21 wards have been completed. The total cost was Rs 5.25 crore, said Assembly Deputy Speaker N Yogish Bhat.
He was speaking after chairing a review meeting to discuss on the work carried out from Rs 100 crore released by the Chief Minister. The work worth Rs 10 crore has been carried out in 39 wards. Of the five electrification programmes, three have been completed at the cost of Rs 68 lakh.

This particular oceanarium will be running deep into sea like the one in Singapore (as reported in one of kannada daily news paper) supported by cables so that visitors can have actual submerged view of the sea.
I was expecting money for Pumpwell Transportation Hub and Airport Runway Extension. Runway can wait but Mangaluru & surrounding region people need a Transportation Hub badly.
Krishnamoorthy K March 22nd, 2012, 01:12 PM MANGALORE: Chief Minister D V Sadananda Gowda's maiden budget, has failed to match the expectations of his native Dakshina Kannada district.
Though the CM had set aside over Rs 276.60 crore for a dozen initiatives in the undivided D-K district, it is the government's silence in key areas which has left many disappointed. Most importantly, the proposals in the vision document 2020 drafted by Dakshina Kannada zilla panchayat at the behest of CM had been ignored.
Four laning of state highways and development of existing roads also found no mention in the budget. Expectations had soared when Gowda at a press meet in Mangalore had promised to compensate arecanut farmers who had suffered due to yellow leaf disease. In extending the subsidy of Rs 5.7 crore under areca rejuvenation programme, the budget has dampened farmer’s expectations.
Deputy Speaker in Legislative Assembly N Yogish Bhat’s proposal to upgrade the planetarium into international standard by releasing an additional Rs 11 crore also found no mention in the budget. The proposed Oceanarium at Pilikula Nisargadhama in Mangalore had no impact on residents who have been hearing for years proposals like aqua marine park, marine biotech park among others.
The demands for higher allocation of funds for SC/ST and emphasis for youth has not been realised.

Mangalore, Mar 21: Reacting to the state budget presented on Wednesday March 21, the Kanara chamber of Commerce & Industry (KCCI) says that the rationalization and simplification measures of taxes and reduction in VAT on some products are welcome. The introduction of 5% VAT on 'beedis' is the last nail on the coffin of the already dying Industry. Though the growth rates of agriculture, industry and services in nominal terms are expected to be 9.1%, 11.5% & 18.5% respectively, in real terms these are likely to be minus 2.9%, 3.6% and 10.6% with overall growth of 6.4%.
The proposal of converting the current intermittent water supply in the city in to a 24x7 step through PPP model augurs very well for citizens of Mangalore. The reduction in diesel tax rate by 1.25% is also a welcome move.

Budget receives thumbs down from small industries

MANGALORE: The Kanara Small Industries Association ( KSIA) has trashed the union budget saying that the union finance minister completely ignored the MSME sector's demand for increasing Excise exemption limit in view of the inflation in cost of goods and services. BA Nazeer, president of the association said the burden of additional 2% hike in Excise duty will add to the input cost of raw material and other inputs.
Increase in Service tax by 2% for all services will fuel the cost of essential services like transport, telecommunication, Power and infrastructure. This will be a burden on SSI sector and ultimately common man. Setting up of Rs 5,000 crore Venture fund with SIDBI is a welcome step but too meagre compared to the contribution of MSME'S which is more that 40% to the economy, he said adding the allocation to infrastructure is not at all sufficient to improve the infrastructure.
He observed that the Public Procurement Policy 2011 making mandatory for PSU's to procure 20% from MSME sector should be made Statutory for the effective implementation of the Policy. The announcement of implementation of DTC by August 2012 is welcome which MSME's are ready for implementation. Income tax exemption should have been increased to Rs 3 lakh, he said. ``Overall the increase in Excise duty and service tax will add to the inflation and hence harmful to MSME sector and burden to common man,'' he added.

Also there should have been some allocation of funds for Extension of Runway.
These are the projects which will play a vital role for further development of Mangalore.
Mangalore should have been alloted some 500 crores for its infrastructure improvement.
I dont know when these governments will come out of Bangalore centric development and realize the potential of tier 2 cities:bash:
But this doesn't mean that Bangalore should not allowed funds.
Bangalore requires huge funds for its infrastructure improvement as it has grown haphazardly.
Time is to look towards Tier 2 cities and realize thier potential at the earliest.
I feel Mangalore is the front runner in this concept compared to other tier 2 cities.
Mangalore should be developed as an alternate city to Bangalore:cheers:

It is right in the backyard of ‘Mangalore International Airport’ but that does not give Adyapady village any mileage or advantage.
The only road that leads to Adyapady is full of dust and is in a pathetic condition.Meet the villagers of Adyapady Padau settlement, most of whom have given their lands for the purpose of airport and later extension of the airport, at shoe string cost.
Despite never ending problems, now the villagers have stopped complaining about problems.
Instead they only mock at the situation that they have left with.
“There are 15 flights flying over our heads everyday, but there are only two buses for us to travel,” says Giriyappa, an elderly living in the colony.
There are absolutely no roads in this village. Dust, grit stones and pebbles cover the roads here and since most of the youth have two-wheelers, obnoxious accidents are a frequent scene. After the death of a youth recently who came under the wheels of a lorry, broken hands, fractured legs and bandaged heads do not scare the villagers any more.
It was about 60 years ago that large number of families gave their land for the cause of the airport. Out of the bunch of project displaced families, many were rehabilitated at Adyapady Padau. Situation only got worse with the extension of the airport which took place eight years ago. Since then, life has not changed for the residents. Over 400 families have been living in a virtual island with nobody to listen to their woes.
There is an anganwadi, a primary school, a PHC in the village, which are functional in a paralysed state. This compels the villagers to depend on Mangalore largely for education and medical care. However, the sorry state of affairs here do not make reaching Mangalore so easy.
Till recently, when the Adyapady Padu-Bajpe route was functional, Bajpe was just 5 kms away. This vital route was eaten away by the Airport Authority of India and as a result, the single road, now abruptly ends at the compound wall around the runway leaving the residents with one option- Kenjaru-Bajpe road, which has increased the distance to 12 kms.
Since laterite quarrying is the main business in the region (the region feeds laterite to Mangalore city), the frequent plying of heavy vehicles has taken toll on the roads. When the Adyapady-Bajpe road was closed and no other alternate was provided by the authorities, five out of seven buses which were plying on the route stopped plying. Today there are only two buses plying on this route.
Rs 350 per cent
The residents, say that they had given their land for airport and as compensation they were paid Rs 350 per cent. “Though the land was acquired decades ago, when they evicted us, the old rate was given and not the revised rate. We came and settled down because we thought the airport would do good to the region.
Unfortunately, this is what we get in return. Not even one official has turned this side, neither from the district administration nor from the Airport Authority of India,” says Anwar, a resident.
He says that though they had staged a protest some months ago demanding better roads, the then district-in-charge minister Krishna Palemar had said that Rs 12.5 crore has been sanctioned for the area. “Since then, we have been reading about this Rs 12.5 crore only in newspapers but nothing has materialised.
As of now, the villagers continue to live amidst booming sound of aircraft, rubber smell that follows the landing and take off of a flight and dust trail that the scheduled buses leave behind.

The flight - AIX 802 - will take off from Mangalore at 10.25 am and arrive in Mumbai at 12.10 pm.
The flight will then depart from Mumbai at 1.10 pm and touch down in Mangalore at 2.55 pm.
The flight operation in Mumbai airport will be handled in its international terminal, which will also help other passengers in taking a connecting flight.

These are the projects which will play a vital role for further development of Mangalore.
Mangalore should have been alloted some 500 crores for its infrastructure improvement.
I dont know when these governments will come out of Bangalore centric development and realize the potential of tier 2 cities:bash:
But this doesn't mean that Bangalore should not allowed funds.
Bangalore requires huge funds for its infrastructure improvement as it has grown haphazardly.
Time is to look towards Tier 2 cities and realize thier potential at the earliest.
I feel Mangalore is the front runner in this concept compared to other tier 2 cities.

Come up with a few fish markets and fisheries roads. And preliminary land acquisition works for SH-67. They should start work from Kenjar itself towards north. I think Mangala Corniche requires a lot of money for 1st phase land acquisition & not possible to do much with Rs. 25 crores.

Aquamarine is not as close to the river as it appears . in an recent ad they have stated they followed the required crz norms . Because CRZ was mentioned in the ad . the best thing is to enquire with the builder.

The urban development authority is taking up a range of projects including housing layouts and related infrastructure.
Housing layout formation, playgrounds, vehicle parking facilities are on the agenda of Mangalore Urban Development Authority (MUDA) for development. It isn't that Mangalore doesn't have facilities, but they aren't adequate, with the current growth in the city.
MUDA has jurisdiction on 60 wards of Mangalore City Corporation limits, two town panchayats (Ullal and Mulki), and 20 village panchayats. In fact, all these areas are seeing a lot of developments by private developers. Numerous multi-storeyed building, plaza, and commercial area development is on by private developers.
Quoting 2011 census figures, Mr Ramesh S, Chairman of the Authority, said around 6.46 lakh people live in the authority's planning area. MUDA expects this number to reach around 10.70 lakh people by 2021.
HOUSE SITES
Housing is the priority area for MUDA, which is planning to develop 3,000 housing sites on a 200-acre piece of land at Surathkal near Mangalore city. More than 75 acres of land have been acquired and registered for this purpose. The remaining land is in various stages of acquisition.
After acquiring the land, MUDA will begin the process of developing sites there at least by August. This should provide a significant supply of housing sites in that area, he said.
It may be mentioned here that areas on the outskirts of Mangalore, such as Surathkal, have seen rapid growth in the past few years. Many of the private real estate players are setting up their residential properties in that area.
Since its inception in 1988, MUDA was able to come out with 12 housing layouts, with 1,100 sites in its planning area. These days, more and more private developers are concentrating on the vertical growth of the city, with a few focussing on layout development.
With land being scarce in the city, even private developers are focusing on the city outskirts for layout development.
CAR PARKING
The rapid growth in construction activities in Mangalore during the past few years has put pressure on parking facilities in the area. Sometimes, people find it difficult to park their vehicles when they visit central business district — Hampankatta — in the city.
Though Mangalore City Corporation is planning to set up a multi-level car parking facility at Hampankatta, it is yet to take off.
Now, MUDA is planning to collaborate with the city administration in this matter.
Mr Ramesh said that the proposed multi-level car parking facility at Hampankatta is likely to accommodate around 1,000 cars.
Talks are on with a few building owners at Hampankatta to acquire land for constructing the facility. After acquiring the land, tenders will be floated for the construction of the facility at Hampankatta.
Added to this, plans are there to set up such facilities in some other growth areas of the city such as Pumpwell, Kankanady and Urwa Store areas, and also Surathkal and Kavoor on the outskirts of Mangalore city.
Mr Ramesh said MUDA is also contemplating seeking private participation for the construction and development of markets, swimming pools, libraries and toilets under its jurisdiction.
PLAYGROUNDS
At present, the people are mainly dependent on playgrounds such as Nehru Maidan and Mangala Stadium in the heart of the city. Though Nehru Maidan is meant for playing cricket, football and some other games, many a times it is used for social gatherings and some other purposes.
Considering the need for playgrounds in the region, Mr Ramesh said MUDA is planning to develop new playgrounds at Surathkal, Kavoor, Vamanjoor, Kadri, Adyar and Thokkottu areas in its area of jurisdiction.
Stressing the need for improving greenery in the city, he said that MUDA, in association with the Forest Department and Horticulture Department, is planning to develop parks in some areas under its jurisdiction.
The plan is to develop them in areas such as Kuloor, Surathkal, Kankanady, Attavara, Thokkottu, Bajal, Kulshekhara, Sultan Bathery, and Ullal or Deralakatte, he added.

Krishnamoorthy K March 25th, 2012, 02:00 PM MANGALORE: It was a perfect Ugadi gift to the people of Surathkal. MLA J Krishna Palemar on Friday inaugurated the new police station built adjacent to Govindadasa College at Iddya along NH 66 here at a cost of Rs 48 lakh.
The police station at Suratkal started functioning on June 2, 1993, in a building rented out from the City Corporation near its sub-office. Palemar laid the foundation stone for the new building constructed by the Karnataka State Police Housing Corporation on February 13, 2011.
Mangalore City Police have already submitted a proposal to the government for setting up two additional traffic police stations - Mangalore North and South and equal number of regular police stations at Kaikamba and Jeppu, he said. Stating that these proposals will be cleared soon, Palemar said.
The move to set up Maritime Board too has been taken keeping in mind the need to perk up security along the state's coast, he said.
Admitting that there was delay on part of the state government in sending the proposal, he said clearance from the Centre is expected shortly.
"Once (the proposal is) approved, the Central Industrial Security Force will man all the 10 ports dotting the state's coast and this will enhance security there," he said.
City police chief Seemanth Kumar Singh said the proposed police station at Jeppu will be carved out of areas coming under Mangalore South, East and Rural police stations, and at Kaikamba from areas coming under Mangalore Rural, Kavoor and Bajpe police stations. The two traffic police stations at Surathkal and Thokkottu will reduce traffic related workload on regular police stations, especially along the busy NH 66, Seemanth added.

The 16th cruise vessel to call at New Mangalore Port Trust (NMPT) during the current financial year arrived on Monday, said a press release.
The 238 m cruise vessel, m.v. Amsterdam, with 918 cruise passengers and 668 crew on board, came to NMPT as her first port of call from Colombo and sailed to Goa the same evening. Around 600 passengers opted for the ground tour and 49 passengers opted to fly to Agra for sightseeing and will join the vessel in Mumbai.

Foundation stone for them was laid recently, a release said. Two apartments with 260 flats would come up in 3.09 acres on the side of the National Highway 48. It was close to Mangalore Junction Railway Station. It would have a swimming pool with canopy and fully equipped Gym indoor games facility. There would be children's play area with play equipment and jogging track around the building with landscaped gardens.

MANGALORE, MARCH 26:
The 16th cruise vessel of the current financial year, m.v. Amsterdam, called at New Mangalore Port on Monday.
A press release by Mr S. Gopalakrishna, Traffic Manager of New Mangalore Port Trust (NMPT), said that a majority of 918 passengers in the vessel were from the US.
There were 668 crew members on board the vessel.
Around 600 passengers opted for ground tour in and around Mangalore.
As many as 49 passengers opted for air travel to Agra. They will join back the vessel at Mumbai, the release said.
Quoting Dr P. Tamilvanan, Chairman of NMPT, the release said that the port has got good feedback from the captains and tour operators of the various cruise vessels called at the port during the current cruise season.

MANGALORE: The Rs 138-crore proposal for a 24x7 uninterrupted water supply system mooted by the city corporation seems to be the only solace for judicious use of existing water resource in a city where pipelines are leaking like a sieve.
The proposal aims at supplying water round the clock, plus plugging the leak using sensors. The system will monitor the amount of water pumped from the Thumbay pumping station to the end user thereby eliminating wastage, after rehabilitating the pipelines.
When the Karnataka Urban Infrastructure Development and Finance Corporation (KUIDFC) commenced water pipeline work under the Asian Development Bank funded Karnataka Urban Development and Coastal Environment Management Project in the city in 2004, water leakage was estimated at 38%.
The project never went as planned as the fund component for water supply was reduced from Rs 135 crore to Rs 98 crore which excluded the rehabilitation of old pipelines in the city.
As old pipelines cannot withstand the force from the new pipeline, they started leaking. Most of the water is lost on the way to the city itself, thanks to the Port Connectivity Project of the National Highways Authority of India (NHAI).
Old water pipelines are buried under the road from Thumbay due to want of land and there are leaks all along.
"With the corporation not shifting water lines, we did not have any other option to complete the project,'' said an NHAI engineer. However, the corporation claimed that NHAI did not give land to lay the new pipeline.
In the city itself, there are major leaks at three places, two places at Bikkarnakatte and one at Nanthoor. City roads were concretized under the Rs 100 crore project, without shifting utilities, resulting in all the concrete roads being cut everyday after detecting leaks. Another Rs 100 crore may be needed to address this problem in the long run.
On Monday, thousands of gallons of water went waste as 18 MGD (million gallons per day) pipeline burst at Bendorewell flooding shops. The reason cited was weak pipeline. The cast iron pipeline was put in 1972 and has an estimated life of 50 years.

Konkan Railways is set to earn the highest ever revenues from its roll-on, roll-off (ro-ro) services in the current fiscal, as more and more trucks get on to trains, avoiding difficult roads for rail-roads.
In this service offered by Konkan Railways - trucks get on to flat-bed rail wagons and let the trains haul them on the 760 km rail link along the West Coast of Indian peninsula.
The trucks – looking to avoid the difficult terrain, and congested roads - move a variety of cargo between Rajasthan, Gujarat, Maharashtra (Mumbai, Navi Mumbai) to Mangalore, South Karnataka and Kerala.
Saving in fuel to the extent of 10 litres for every kilometre, engine oil, lubricants and wear and tear of trucks, are some of the benefits of the service listed by the Konkan spokesperson.
HIGHEST EARNINGS
Till February this fiscal, KRCL has moved close to 32,000 trucks and earned Rs 30 crore through its ro-ro service. In just the 11 months of current fiscal, the earnings have surpassed entire FY2011 earnings from ro-ro service, which were the highest ever. Also, the number of trucks taking to trains also reflect a 12 per cent improvement over that of entire FY2011.
Earnings from ro-ro services contribute about 8-9 per cent of total freight earnings of Konkan Railways, and 4-5 per cent of total traffic earnings of the public sector undertaking.
CARGO MIX-TILES TO FRUITS
“These trucks carry tiles, marble stones, and general merchandise towards Southern States, and in the return direction the trucks move rubber products, betel nut, plywood sheets, packaging material and fruits like pinapple,” the Konkan Railway spokesperson, Mr Siddheshwar Telugu, told Business Line.
Konkan Railway operates the rail link between Maharashtra, Goa and Karnataka – connecting Mumbai and Mangalore on a point-to-point basis.
RO-RO ROUTES
The routes on which ro-ro services are offered are Kolad-Verna, Verna-Surathkal, Kolad-Surathkal, Ankola-Surathkal.
In 13 years since Konkan Railways launched the service, about 2-2.5 lakh trucks have been transported on trains, generating some Rs 200 crore as revenue.

The city now has an “Aaykar Seva Kendra” (ASK), a one-stop-shop computerised facility providing all taxpayers services as described in the Department's “Citizen Charter”, B.S.N. Prasad, Commissioner of Income Tax, Mangalore, has said.
He was speaking after K. Satyanarayana, Chief Commissioner of Income Tax, Bangalore, and Cadre Controlling Authority, Karnataka and Goa, inaugurated the kendra here on Monday.
He said the kendra had a front office with trained IT personnel, an information kiosk and Internet. Taxpayers could fill and file IT returns and other applications, ascertain permanent account numbers (PAN), check credit status for tax deducted at source (TDS), and access it for redressal of grievances. Its aim was to promote voluntary tax compliance through improved taxpayer services. There were 60 kendras in the country. Mangalore was identified by Union Finance Minister in his 2011 budget speech as one of 17 centres for setting up a kendra in the current financial year, Mr Prasad said.
Ananthakrishna, Chairman of Karnataka Bank, said that it was now possible to make online payments of advance tax from the kendra.
Dilip Kumar, Chief Commissioner of Income Tax, Panaji, who presided over the function, said that the kendra was for those who paid their taxes and not for tax evaders. “Services we have for the tax-compliant. For tax evaders, we have regulated machinery to check tax evasion,” he said.
Mr. Kumar said that this year had been difficult for the department in collecting taxes. With rising interest rates putting pressure on margins, tax collections had been affected. While tax collections in the country had increased by 10 per cent, collections in the Bangalore region rose by 15 per cent. “But in Mangalore, we have been doing badly,” he said. In the personal IT collection from Mangalore, the department collected Rs.300 crore, paid Rs. 400 crore as refund, leaving Rs.100 crore as outstanding. With corporate income tax, the same happened last year too, he said. There were cashew, fishing, and education businesses which should reflect in the economy. “Collection is not up to the mark,” he said. He told presspersons later that the department would “catch people who don't show the income in their accounts”. While smaller taxpayers paid, large taxpayers found reasons not to pay their taxes.
He said the department would follow up on property dealers, who were not returning the due cash. “From where (is) the money is coming? Buildings are sold also so where is the profit going? Mangalore needs a lot of hard work,” he said.
He said that the beedi and jewellery industries paid their taxes. The city had 50 individuals who paid more than Rs.1 crore as tax, he said.
The department wanted to increase enforcement so that it was tough for tax evaders and provide facilities to small taxpayers.
“We know how to deal with tax evaders....we want our due taxes,” he said.
Mr. Satyanarayana said that the reason for the low corporate tax collection in Mangalore was that this year, some banks, especially public sector banks, had not paid their taxes. The overall decline of economy was another reason, he said.

Attributing the reasons for the less tax collection to the ban on mining of iron ore in Goa and realtors and builders evading tax payment in Mangalore, the Commissioner said the IT Department has witnessed negative growth in tax collection in both the cities.
Speaking to media persons on the sidelines of a programme in the city on Monday, he said though corporate taxes are paid quite promptly and there is good corporate tax collection in the city, there is a negative growth in the personal tax collection, incurring tax deficit. “As far as Goa is concerned, there is decline in the tax payment by the mining companies. The public sector company Sesa Goa which had paid Rs 900 crore tax last year has paid only Rs 600 crore this year due to the ban on mining. In Mangalore, there is good collection of tax from the beedi industries and jewellers, where as the realtors are the main tax evaders. The IT Department is concerned over these tax evaders and will ensure that steps are taken to search and survey the rich tax evaders,” he said.
He also informed that with the introduction of the Direct Tax Code, care will be taken to collect tax from the educational institutions in the city which are free now without paying the Income Tax. He said there are at least 20 individuals in Mangalore city who pay over Rs one crore income tax a year where as the number of corporate houses paying over Rs one crore tax is around 30.
IT Commissioner B S N Prasad informed that the tax refund in Mangalore in the year 2010-11 was Rs 945 crore, while the refund amount in 2011-12 was Rs 1138 crore. As far as the collection of corporate tax is concerned the amount is matching the last year’s collection, he said.
Cadre restructure
Chief Commissioner of Income Tax Bangalore Satyanarayana said that cadre restructure in the IT Department is round the corner. “A proposal has been sent to the Central government for the cadre restructure across the nation and once the proposal receives the cabinet approval there will be major upgradtion of posts in different levels,” informed the Commissioner.

In spite of direction from three chief ministers including H D Kumaraswamy, B S Yeddyurappa and D V Sadananda Gowda to the district administration to take all measures to lay a full-fledged playground for the residents of Bondel, the playground has remained a mirage even to this day.
Kavoor-Bondel-Padavinangady Nagarika Hitharakshana Vedike has been demanding the State government and the district administration to earmark 18.35 acre belonging to the PWD for playground to help the residents of Kavoor, Bondel, Padavinangady, Pacchanady, students of Women’s polytechnic, Mahatma Gandhi High School, Besant PG Centre, Physiotherapy colleges, KHB, KIOCL, KEB, MCF, MUDA, NABARD housing colonies and others. There was a playground behind the high school in the past.
However, the land was taken over by the private parties during land acquisition carried out by the Magalore City Corporation, inspite of stiff opposition from the locals. Though MCC had promised the residents of providing a playground in the empty space belonging to the PWD, it was never realised. The Nagarika Hitharakshana Vedike with Padmanabha Ullal decided to approach the State government.
Speaking to Deccan Herald, he said: “We met H D Kumaraswamy when he was the chief minister, who in turn had directed the district administration to take further action. When Yeddyurappa visited the area, the office-bearers of the Vedike submitted a memoradmum to B S Yeddyurappa who had come to lay foundation for Ranga Mandira. Yeddyurappa in turn had directed the Deputy Commissioner Ponnuraj to take immediate necessary action. The district administration had shown keen interest in the development of the playground and wrote to the Vedike on May 5, 2010 to form a non official committee to assist the district administration in the project.”
On the direction of the Deputy Commissioner, a committee was also formed with J S Noronha as president and Padmanabha Ullal as convenor and general secretary and other locals as the members and advisors. In fact, the Vedike had even prepared an action plan of Rs 30.80 lakh for the playground. As per the action plan, Rs 10 lakh would be required for levelling the ground and construction gallery on the eastern and northern side. A sum of Rs 10.80 lakh for construction of walking track around the playground, Rs 7.50 lakh for providing lighting arrangements, Rs 2.50 lakh for planting saplings, and gardening on the southern and western sides of playground, providing concrete benches, construction of entrance gate, and compound wall at the southern side. In the meantime, the DC had directed the assistant director of the department of youth service and sports to visit the spot and provide a detailed report on the land available.
Accordingly, on May 17, 2011, the assistant director had written to the DC which states that the land belongs to the PWD.
Ullal said the committee had even approached few industrialists who had promised of financial assistance if the proposal comes from proper channel, i.e., district administration.
When nothing worked out, the Vedike members had met District-in-Charge Minister Krishna Palemar, who in turn had written to the district administration on April 8, 2011 and November 17, 2011 to take immediate action and convene a meeting to discuss the issue. As the committee members could not see any progress, they appealed to the Union Minister for Sports when he visited Mangalore to take part in National Youth Festival.
Based on the memorandum, Ministry of Youth Affairs and Sports PYKKA Project Officer has written to the convenor of the Vedike on March 6, 2012 on scheme of assistance for creation of Urban sports infrastructure and requesting to forward the application through the Karnataka government (with their recommendation) in the format prescribed in the scheme along with the documents like plan, design, estimate prepared by the state PWD/PSU in accordance with the schedule of rates approved by the PWD. The ball is now in the district administration’s court.

MANGALORE: Though the city is placed comfortably as far as power is concerned, it may get uncomfortable on the water front if the Western Ghats do not get rains in the next couple of weeks.
The water level in the Thumbe Reservoir on Thursday 8.7 ft- one inch higher than the water level on Monday - following MRPL releasing water from its weir at Sarapady.
If the water is supplied continuously every day to the city, the water level almost dips by four inches a day making this level is sufficient for 20-22 days. Since the city corporation authorities were seized of the problem on Monday, water is being supplied to wards on alternate days and only for eight hours, which means the supply should last for nearly a month in the absence of rains and depending on the storage at MRPL weir.
Corporation Commissioner Harish Kumar said: if the crisis worsens we will take over MRPL weir. We will act according to the situation and depending on the water level at Thumbe. As of now the city is being supplied 24 millions gallons per day (MGD) as against 38 MGD.
The MRPL weir's capacity is 440 MGD at 3.7 mt height. As on Thursday the water level was at 2.5 mts. ``If we get rains in the first week of April, we will be in a comfortable position,'' Kumar said. On the power front, the city need not worry. There will be no load shedding like done in other parts of the state, thanks to a technical problem which has limited KPTC's ability to evacuate power generated by Udupi Power Corporation Limited (UPCL) via Varahi to Shimoga. Mescom source said both Dakshina Kannada and Udupi districts require 410 Mega Watts, which is the allotted load and it has not over shot that figure. Secondly, with no sufficient evacuation lines to evacuate power generated by UPCL, which is 520 MW, the districts are placed comfortably.

MANGALORE, MARCH 29:
A Mangalore-based private hospital has initiated the process of creating value from waste. Aimed at creating energy from kitchen waste, the pilot project is likely to help save around Rs 25,000 a month in fuel consumption.
Rotary Club of Mangalore, in association with Fr Muller Charitable Institutions, has set up biogas plant in the hospital premises of the institutions to covert 300 kg of biodegradable solid waste into biogas everyday.
Speaking on the sidelines of the launch of this project, Mr Prakash Kalbavi from Rotary Club, who co-ordinated the implementation of this project in Fr Muller Hospital premises, said the plant is established at a cost of Rs 5 lakh.
It has a capacity to convert 300 kg of kitchen waste into 14 kg of biogas (methane). This is used by the institute as an alternate source of energy for cooking in its canteen.
Biogas, which is tapped in a balloon with neoprene membrane, is compressed and connected to a burner in the kitchen.
At present, the canteen requires around four to five cylinders of LPG a day. The biogas plant will meet the requirements of around one-and-a-half cylinders, he said.
Asked about the calorific value of this gas, Mr Kalbavi said it is little less than the regular LPG. “This means the cooking may take slightly longer time, but the cost saving is enormous,” he said.
ECONOMIC VIABILITY
To a query on the economic viability of the plant, he said the commercial rate for 14 kg of this gas is around Rs 1,035. On an average, this works out to around Rs 31,000 a month.
The plant consumes around Rs 60 worth electricity every day, and requires about 200 litres of water to flush the garbage into bio-digester. One person is required to sort the garbage and load, and his cost is taken as Rs 4,000 a month.
Still there will be a saving of around Rs 25,000. The entire investment on the plant can be recovered in 20 months, he added.

World Konkani Centre president Basti Vaman Shenoy, secretary Pradeep G Pai, G Anandray Shenoy and MLA Krishna J Palemar met CM Sadananda Gowda in Bangalore on Wednesday March 28 and thanked the government for the grant.
Basti Vaman Shenoy said that the allotted fund of Rs 1.5 crore will be utilized for digitalization of old Konkani records and literature.
Also, Konkani language laboratory will be opened in the WKC and books in Konkani will be scanned at the rate of 500 pages per hour and will be uploaded to Wikipedia page for reference.
"There are 30 sub-castes with Konkani as their primary language. All literature and songs will be recorded in a scientific way," said Shenoy while speaking to Daijiworld.

Krishnamoorthy K March 31st, 2012, 01:19 PM Mangalore MP Nalin Kumar Kateel has asked for bifurcation of the Yeshwanthpur-Kannur night train at Mangalore and to extend a few coaches to Karwar thereby providing convenient rail connectivity to the State's capital.
Mr. Kateel, who raised the issue on the floor of the Lok Sabha, regretted that this demand had been pending for a long time.
In a press release, he said that the activists who demanded a night train from Yeshwanthpur to Karwar were left with no option but to continue their legal battle. He demanded a separate railway division for Mangalore with territory spanning from Kasargod-Goa and Mangalore-Sakleshpur lines. As an alternative, Mangalore Station should be merged with Mysore Division, he said.
The Mangalore railway station should be developed into a world-class station with international facilities, he said.
Trains sought
Mr. Kateel has asked for a daily train from Yeshwanthpur to Mangalore. He has sought for a train from Mangalore to Bijapur. The other services asked for are: passenger trains connecting Mangalore with Hubli, Delhi, and Howrah; push-pull trains between Sakleshpur and Subramanya Road and between Mangalore and Subramanya Road; and a secondary service facility in Subramanya Road which connects to the Subramanya Temple. Neither of the two commuter rail projects - one around Bangalore and one between Mangalore and Subramanya - had been sanctioned, he said.
The extension of Mangalore-Palakkad Express to Coimbatore and Mangalore-Thiruvananthapuram Express to Nagercoil would hardly benefit the commuters of coastal Karnataka, he said.
Panambur station
A railway station in Panambur would avoid delay of journey between Mangalore Junction and Surathkal railway stations because of the railway crossing, he said. He sought a speedy completion of the doubling of line between Mangalore Junction and Panambur.
Not a single tourist destination in coastal Karnataka figured in the Railway Timetable Book.
In the Railtel map, Mangalore had been replaced by Kochi.
The Hassan-Bangalore line should be completed at the earliest.
The line, when ready, would connect Chennai and Mangalore.
Mr. Kateel, however, expressed happiness over the announcement of a survey for electrification of Mysore-Hassan-Mangalore line and an increase in the frequency of Mangalore-Chennai train (12685/86) from six days to seven days a week.

MANGALORE: Mangalore city police officials came abreast with the latest knowledge in mobile and CCTV technology at an interactive lecture-demonstration session held at the office of police commissioner here on Monday. The two-hour session, a brain child of city police chief Seemanth Kumar Singh to create awareness on the latest technologies, was attended by as many as 75 police officers and men from the Mangalore Police Commissionerate.
The session was facilitated by Rajesh M, a system administrator from Dubai and an expert in integration of technology and CCTV installations. The programme was coordinated by the Centre for Integrated Learning, a Mangalore-based not-for-profit organization.The discussions highlighted grey areas where criminals have been misusing technology and get away with their criminal acts. Questions were raised regarding systems that need to be adopted by Mangalore police to investigate certain activities that criminals resort to using technology. Policemen were amazed to see smallest of chips encrypted with several gigabytes of information that could be carried without anyone's notice.
The presentation also included some video clips like the great heist in Dubai where the culprits where finally tracked down through the latest mobile technology. Rajesh, an alumni of St Aloysius College, is presently systems administrator at Dubai Electricity and Water Authority, a Dubai government-owned enterprise and has been implementing several major projects related to systems integration and CCTV installations and networking.

The budget has failed to heed to several demands of the district, says KPCC Secretary
KPCC Secretary Ivan D’Souza has urged the State government to earmark funds for major projects in Dakshina Kannada in the supplement budget.
Addressing a press meet here on Tuesday, he said though Chief Minister D V Sadananda Gowda had promised of making the roads pothole-free in Dakshina Kannada district, the budget presented by him did not earmark any funds for the development of roads in Dakshina Kannada. The budget has failed to heed to the demands of the district like sanctioning of Government Medical College, engineering college, PG centre in Udupi, Agriculture Research Centre in Udupi, funds for acquiring land for the extension of Mangalore airport.
“Assembly Deputy Speaker N Yogish Bhat was making promises of sky bus facility, monorail, Mangala corniche road, ropeway bridge to Kasaba Bengre. However, the budget did not mention of it. The budget was disappointing and the BJP MLAs from the district have failed to get big projects to the district,” he said and added that the internal fight within the BJP has hampered the development of coastal district.
He said though Chief Minister had announced separate budget for the youth during National Youth Festival, the budget has earmarked only Rs 20 crore for youth. With such a meagre amount, how can the government help youth, he asked.
No progress
Stating that the work on new vented dam has not seen any progress in the last four years, D’Souza said though the government had promised Rs 40 crore for the dam, in reality the government has released only Rs 8 crore so far. The estimated cost of the new vented dam has been escalated to Rs 79.5 crore from the original Rs 40 crore.
On the one hand, the BJP rule in the MCC has failed to make arrangement for storing water in Thumbe to supply water to the City. On the ther hand, the budget has announced 24X7 water supply on PPP mode. Without storing capacity, how will you supply water to the citizens, he asked.
Owing to the mistake committed by the BJP, Congress corporator Gulzar Banu was elected as the Mayor. It is the duty of the BJP corporators to support her in the development of city.

The flower show that began in Kadri Park on Friday is a reminder of the number of things, including flowers that we fail to notice around us in the every day bustle of life.
The flower show in Kadri Park had all sorts: round, ball-like yellow and white flowers, shaded flowers, white flowers with thin long petals bunched together, white flowers edged with a deep purple or pink and standing on long stalks, red roses, round little flowers the colour of pink school uniforms, and dozens of colours, textures and some times smells. All these flowers attracted a number of visitors from the city.
The flowers were grown in pots that were put all over across an enclosed portion of the park.
In a separate section, a food festival had been organised by inviting local hotels and restaurants to set up stalls . Visible in large transparent vessels resembling fish bowls, rasgullas were positioned to tempt passers by at the food festival. Snacks at the food fest included gobi Manchurian, dosa, burgers, oriental food, and chaat items.
An exhibition by Vidya Baglodi, resident of Yeyyadi and a member of the Dakhina Kannada District Philately and Numismatic Association had displayed over 200 coins from more than 100 countries depicting flora and fauna. She had a collection of miniature sheets which contained stamps.
A stamp depicting Indian and African elephants had been issued jointly at the second Africa-India Forum Summit in 2011. Ms. Baglodi had displayed the nets of birds which she said had built nests in her house. These included the nest of a weaver bird, a wild parakeet, and possibly a crow. “After they have left the nest, I varnish the nest and save it in the house,” Ms. Baglodi said. The flower show, organised by the district Horticulture Department, was inaugurated by the zilla panchayat president, K.T. Shailaja Bhat. Zilla panchayat Chief Executive Officer K.N. Vijay Prakash said the State Government had sanctioned Rs. 867 crore for the Horticulture Department. He said that schoolchildren would be taken on agricultural tours by Sarva Shiksha Abhiyan from next academic year.

It is important to have all busstops including express and interstate at the exact junction so that passangers are not forced to walk for changing buses. Many places like BC Road car lobby is trying to eliminate buses travelling on service roads. This will make passangers life horrible.

Penalty challans and carbon papers will soon be thing of past for city traffic police as Mangalore Police Commissionerate will soon receive new Blackberry devices that will issue penalty slips with just a press of button.
Blackberry assisted Traffic Rules Enforcement System, which was a successful project in Bangalore will be soon introduced in Mangalore.
The Blackberry devices will be on-line and will be connected to a central server. Just by entering the license number the traffic cops can access the database of the traffic offenders, their offence history and penalise habitual offenders accordingly.
Speaking to Deccan Herald, Mangalore City Police Commissioner Seemanth Kumar Singh said that these devices will bring in transparency in the system and will help cops win the trust of people.
“At present we use the spot challan machines, which are off-line. Blackberry devices being on-line will register the offence in the server and can be monitored by officials. We can get the offenders’ previous offence record on the spot and take action accordingly,” he said.
Each crime will be given a number code and when the cop presses the number in the machine the challan gets printed on the spot through a Bluetooth connected printer.
“One cannot tamper with the penalty amount as the penalty amount will be decided before hand and fed into the device based on the nature of violation,” Police Commissioner said.
The devices will be given to the Traffic Assistant Sub Inspectors, Police Inspectors and cops of higher cadre. “We are presently identifying the police personnel who will receive these devices.
We are expecting to receive 20 devices in the first phase. We shall train the cops on using these machines. We expect to implement the project in Mangalore soon,” added Seemanth Kumar Singh.
Traffic Signals
The annual maintenance contract of traffic signals has been given to Bharath Electricals. CCTV cameras have been installed at 30 places in City Commissionerate limits. There are plans to install more of these in the third phase.
“The CCTV cameras have been useful in keeping vigilance as well as cracking crime cases,” said Commissioner.

My suggestion is to construct an artistic heritage museum nearby the commissioner office and keep all unused stuff like truck with crane, wheel locks, etc. So much money is spent on these stuff atleast let the curious public have a look at them. I think Mangaluru can even claim for a Guinness record on most number of unused paraphernalia of a police force.

Realising that Mangalore Railway Station is facing several problems because of the apathy of the Palghat division, Member of Parliament Nalin Kumar has reiterated the voice of the majority of the people of forming a separate ‘Mangalore Railway Division’.

Long pending Padil-Bajal Railway Under Bridge (RUB) issue raked up heated discussions as the MCC and the Railway officials remained passing the buck at each other.
Despite holding several meetings in the past the issue has remained unresolved and on Monday as well, the MCC officials said that there were some confusions pertaining to the preparation of the estimation.
However clarifying the same, Palghat Divisional Senior Engineer Nallamuthu Manikyam said that since the initial proposal was to start the project on 50-50 stake between MCC and Railways, both the MCC and the Railway department have to make their own, separate estimates.
When the MP intervened, MCC Executive Engineer Rajashekar said that the MCC will prepare its estimate by Tuesday evening itself. Railways agreed to get the estimation ready in a week.
Jeppu-Mahakalipadpu
With regard to Jeppu-Mahakalipadpu under bridge, Rajashekar said that a sum of Rs 2.5 lakh was given to a surveying agency named ‘rights’ to conduct a survey and submit a report.
However, months have rolled down but the agency has not conducted the survey.
Responding to the same the MP said that a notice should be issued against the agency at the earliest and in case the agency fails to take up work within 15 days, then action should be initiated against the agency by the Municipal Commissioner.
Upperhand
Raising objection to the dominance of Malayalam, Nagarika Hitharakshana Vedike President Hanumanth Kamath said that though Mangalore is the last stop for Matsyagandha, the name board is written in English, Hindi and Malayalam.
There is no Kannada language. The train from Chatrapati Shivaji Terminal (Mumbai-Karwar) was extended till Mangalore and it was supposed to come to Mangalore Central. However in the IRTC Bhopal Meeting it was decided to take it to Mangalore Junction citing lack of space as the reason. Surprisingly, an inter-city train between Mangalore-Palakkad which also comes to Mangalore Central on the same schedule got space at Mangalore Central itself, showing how strong the Malayalam lobby is working in Mangalore.
Give us water
Water woes seem to have hit the Railways too. During the meeting officials urged the MCC to provide adequate water at Mangalore Central in specific because apart from being a station, the central railway station is used by the department to shunt the trains and to clean the wagons too.
“Though our station consumption is high we have asked for five lakh litres per day. There is acute shortage of water and we urge the MCC to give us the required quantity of water without any interuption,” the officials said.

Lawyers to hold convention on Apr 22, 23
Mangalore Bar Association along with Karnataka State Lawyers’ Council will be organising two-day zonal level lawyers’ convention on April 22 and 23 at Loyala Hall of St Aloysius College, said Mangalore Bar Association President S P Chengappa in a press meet.
Chief Minister D V Sadananda Gowda, Law Minister Suresh Kumar, Orissa High Court Justice Gopal Gowda, Judges of Karnataka High Court Nagamohandas , Abdul Nazeer , Indrakala, A S Boppanna and other eminent lawyers will participate in the conference.
About 2,000 lawyers from Kodagu, Udupi, North Karnataka, Shimoga and Hassan are expected to participate, he said.
Delay in construction
Mangalore District Court construction work has not been completed even six years after its commencement. After demolishing the old building more than six courts were shifted to the Mangalore City Corporation building and other places. Now the lawyers are made to run around. No funds are alloted for the construction work in this years budget, regretted Chengappa.
“The Chief Minister who is a lawyer himself hailing from the district should immediately release funds for the completion of court Complex. The courts which are in MCC and other buidlings should be shifted to the new court building by January 1,” said Chengappa and warned a protest if the demands are not fulfilled.

Ever since the Jawaharalal Nehru Urban Reconstruction Mission (JNNURM) was commissioned, civic bodies have done their best to make themselves eligible for funds under the mission. Now, the Centre is seeking ways to include more urban hubs under the scheme. Currently, cities with a population of over 10 lakh are eligible for the mission’s funds.
“The JNNURM’s steering committee was not happy that only 63 cities in the country have qualified in the A, B and C categories. The money is flowing to them while other urban local bodies (ULBs) have to go in for loans from international banking consortia for taking up urban development or even wait for the government funds under different heads. We don’t know if we can amend the rules to incorporate more cities under JNNURM,” said Union minister for corporate affairs M Veerappa Moily recently.
Sources in Union urban development ministry told DNA that the government was considering including one more criteria for eligibility.
Cities like Mangalore, which are facing a shortage of funds, are struggling to meet their citizens’ basic needs.
Pegged at 4.8 lakh population within the Mangalore City Corporation, the city had sought a loan of `306 crore from the Asian Development Bank, paying 9% interest to the urban development project, in 2001.
One of its projects was building a dam for its enhanced augmented water distribution system.
“Even today, we are struggling to get this project on its feet. It hardly costs `70 crore and even that we are struggling to muster,” said Mangalore mayor Gulzar Banu.
“I guess `70 crore is a small price to pay for the water security of 4.8 lakh people” she added.
Former mayor Shankar Bhat was more forthright. The JNNURM has left a wide gap in categorisation of the urban areas, he said.
There are just three categories — cities with more than 4 million population as per 2001 population, cities with more than 1 million population and selected cities with tourism and religious or historic significance.
No man’s land
Cities such as Mangalore, Hubli, Dharwad and Belgaum in Karnataka do not feature in any of these categories. In the case of Mangalore, the population will never reach 1 million in the next 10 years, Bhat added.
“Urban development cannot wait so long. The city is vibrant and has great potential for growth, especially after the liberalisation process. But who will come to invest in the city that cannot provide round the clock supply of drinking water? If cities like Mangalore want to attract investments, they have to achieve overall development in the next three years,” he said.
Another city that is crying for funding for urban development is Panaji in Goa.
Former chief minister Alemao Churchill, Panaji has all the requirements for an urgent urban development programme.It is important from commercial and tourism angle. The world heritage village Velha is just 15 km from
Panaji.

MANGALORE: The New Mangalore Port (NMP) has registered a growth of 4.42% in cargo handling in 2011-12. The port handled 32.94 million tonnes in the last financial year as against 31.55 million tonnes in 2010-11.
The growth is mainly due to increase in handling coal, petroleum, oil and lubricants (POL) crude, edible oil, timber, granite, containers.
The port has also seen an increase in number of vessels handled in 2011-12 to 1136 from 1,097 over the previous fiscal, NMPT chairman P Tamilvanan said here. Briefing reporters on the port's annual performance in 2011-12 on Tuesday, Tamilvanan said the port achieved the growth despite a big slump in handling of iron ore fines and iron pellets from KIOCL, which accounted for a negative growth of 22.20% and 18.60% respectively.
Even POL products handled for MRPL showed a negative growth of 1.49%, he said, adding that there was a steady and appreciable growth in other forms of cargo handled last fiscal.
While cargo imports accounted fosr 23.68 million tonnes (MT) of cargo handled during 2011-12, a growth of 12.43% compared to 2010-11 when the port handled 21.07 MT, exports in the last fiscal registered a negative growth of 11.70% with the port handling 9.26 MT compared to 10.48 MT handled in 2010-11. The port had handled 31.55 MT in 2010-11 as against 35.52 MT handled during 2009-10, to register a negative growth of 11.20%.
The bright spot in cargo handling last fiscal came when NMP emerged as the largest LPG handling port among major ports in India by handling a record quantity of 2.07 million tonnes, Tamilvanan said. Container traffic handled at the port consistently increased by 12.08% by handling a record number of 45009 TEUs as against 40158 TEUs in 2010-11. The port also registered newer highs in handling coffee, raw cashew, wax candles, edible oil, and project cargo.
Facilities provided by the port also impressed cruise line operators that saw port handle a record of 17 cruise vessels with 10,620 passengers in 2011-12 as against 14 vessels with 5,854 passengers in 2010-11.
All this has ensured that the port would cross Rs 300 crore revenue mark for fifth the consecutive year with net surplus that is expected to be more than Rs 100 crore. He added that the port had repaid government loan of Rs 40.26 crore.

Bangalore-based garment manufacturers will be able to export their produce to West Asia, especially Dubai, through the New Mangalore Port (NMP) instead of taking the circuitous route via ports on the eastern coast which increased costs, said NMP chairman P Tamilvanan.
The Container Corporation of India (Concor) agreed to bring container rakes to NMP regularly in association with the railways. The Federation of Karnataka Chambers of Commerce and Industry (FKCCI), too, agreed to carve out this new trade route, he said, adding that a meeting with manufacturers and FKCCI is on the cards.
Outlining the performance of the port in 2011-12, Tamilvanan said: “Due to the loss of export of iron ore (after the government banned ore extraction and export), the port’s core sector traffic, particularly ore exports, came down by 22%, they are going to slide further down in coming years.
But coal traffic is looking up as many coal-based projects are coming up in the hinterland of the port.
The main users of NMP’s coal-handling facility are Jindal Industries in Bellary and Udupi Power Corporation in Padubidri.
“Initially, we were afraid that the increased coal traffic would lead to pollution, but due to ingenuity of our engineers who came up with a special sprinkler system, there is negligible pollution around the port. Coal could prove to be an alternative to iron ore, but volumes are not great right now.”
The port also became one of the top LPG handlers in the country.
It handled 20.75 lakh tonnes of LPG in 2011-12 against 19.17 lakh tonnes the previous fiscal. Overall, the port handled 32.94 tonnes of cargo, compared with 31.55 lakh tonnes, registering a 4.42 per cent growth, Tamilvanan said.
Container and cruise ship traffic also increased. The port handled 45,009 twenty-foot equivalent units (TEUs) in 2011-12 against 40,158 TEUs, registering a 12.08 per cent growth. It also handled 17 cruise ships and 10,000 cruise ship passengers, he said.

Although the work commenced in 2003, it took off only in 2007
The State Government has extended the deadline till this year end for completing the laying of the 363-km sewer network and associated facilities under the Asian Development Bank (ADB) loan in the city.
Mangalore will have to wait longer to connect the sewer line of their houses to the network laid by the Government. The associated facilities comprise constructing sewage treatment plants, wet wells, manholes, and pump houses.
The works being implemented by the Karnataka Urban Infrastructure Development and Finance Corporation (KUIDFC) for the Mangalore City Corporation (MCC) under the scheme called Karnataka Urban Development and Coastal Environmental Management Project (KUDCEMP) should had been completed by March, 2012. Although works commenced in 2003, in reality it took off only in 2007 because of various issues. The Government terminated the contracts of five major contractors in 2006 as they failed to perform.
The Commissioner of Mangalore City Corporation Harish Kumar K. told The Hindu on Wednesday that an empowered committee of the Government headed by Additional Chief Secretary K. Jairaj has extended the deadline for completing all works till December, 2012.
He said that according to the KUIDFC, sewer network to 8.5-km length was yet to be completed in the city. To complete 2.5-km length sewer network, land was required, he said.
“We will address the land acquisition issue. The required land will be handed over to KUIDFC,” Mr. Kumar said.
Another senior official of KUIDFC, Mangalore, told The Hindu on Wednesday that the new sewage treatment plants (STPs) at Jeppinamogaru with 20 MLD (million litres per day) processing capacity and at Surathkal having 16.75 MLD processing capacity were in advanced stages of completion.
Of the 22 new wet wells, eight have been commissioned and the remaining were in various stages of completion.
He said that an issue relating to laying the network in the land belonging to Southern Railways at Kulshekara had not been addressed yet. The official said that once all the works were completed, the contractors would have a year as defect liability period for rectifying the faults.
Earlier while speaking to The Hindu K.T. Maninarayana, Superintending Engineer, KUIDFC, Mangalore, had gone on record that the new STP at Kavoor with 43 MLD capacity had been completed and handed over to the Mangalore City Corporation. Another new STP at Pachchanady and a tertiary treatment plant at Pilikula having 8.75 MLD capacity were being operated on a trial basis after giving connection to about 300 houses in Pachchanady area, he said.
