This list includes all existing or planned 20+ floors highrises known to me in Riga, as well as some other of the most interesting modern buildings over 35 meters.

1. Zunda, plot J-8, function not decided, up to 15 floors, 60 m. Unknown investor.
2. Zunda, plot J-9, function not decided, up to 22 floors, 88 m. Unknown investor.
3. Zunda, plot C-3, offices, up to 30 floors, 120 m. Approved. VP Market. Here planned two towers. Construction to be started in 2006. In 2005 electricity station constructed.

4. Zunda, plot J-6, function not decided, up to 20 floors, 80 m. Unknown investor (most likely VP-Market).
5. Zunda, plot C-1, offices, up to 12 floors, 48 m.
6. Slokas/Kalnciema Street corner, plot J-1, function not decided, up to 10 floors, 40 m. Unknown investor. Public hearings of the detailed plan on-going.
7. Kalnciema Street, plot J-2, function not decided. Up to 15 floors, 60 m. Unknown investor.
8. Kalnciema Street, plot J-5. Function not decided. Up to 25 floors, 100 m. Unmentioned investor has organised tender for architecture – the winning proposal from „F.L.Tadao” is considerably higher, discussions on-going.
Construction site partly prepared and fenced in October 2004, since then stands silent.
9. Balasta dambis 11. Residential. 20-24 floors, 80 m. Approved. Unmentioned investor has organised tender for architecture – have picture from website of „Arhis”.

10. Smaile???. Offices? 21 - 26 floors, 84 - 104 m. Around 2002 there was initial proposal – 16 floors. Detailed plan for area under preparation.
11. Azenes 22 Student dormitories, 12 floors, height unknown. Built around 1987. Ugly and rundown.
12. Azenes 20 Student dormitories, 12 floors, height unkown. Built around 1992. Ugly and rundown.
- - -One or two more 20+ highrises to the north-east from dormitories - public hearing on-going, most likely would be rejected.
13. Unknown. One or several buildings. Height - 40 - 45 floors, 160-180 m. Although no concrete plans revealed, here are on-going preparations to build one or several highrise buildings. The large bloc of printing house to the east would be removed in coming years. Detailed plan for area under preparation.
14. Da Vinci. High-end apartments, told to be very expensive and complicated project. 25-28 floors, height 95 m. Construction – 2005-2007.

15. DAM Property building. Apartments, 25 floors, height unknown. Approved, detailed design on-going.
16. Preses nams. Offices for mass-media. 22 floors, 77 m. Built in 1977. Detailed plan envisages demolition of the building to build the street.

18. Kliversala, plot J-9. Function not decided. Up to 18 floors. Investor – „Pro Kapital”. Detailed plan currently is rejected, no information.
19. Kliversala, plot J-7. Function not decided. Up to 24 floors. Investor – „Pro Kapital”. Detailed plan currently is rejected, no information.
20. Kliversala, plot J-6. Function not decided. Up to 18 floors. Investor – „Pro Kapital”. Detailed plan currently is rejected, no information.

25. Ministry of Agriculture Offices, Ministry of Agriculture and others. 26 floors, 92 m. 1976. Future unclear – draft Riga City development plan declares that the height of the building should be decreased in order not to disturb view on Old City.

1 – 5. Solaris Apartments. 25 floors, height unknown. Construction of the first two – 2004 – 2005. The other three might be started in 2005, although this is not official.

6. Imanta railway Rumours about highrise office building near railway station, up to 25 floors.

7. – 10. Panorama Plaza Apartments. Two buildings at sides – 27 floors (25 habitable), in middle – 32 (30 habitable). Under construction. Height unknown. First 27 floors building – 2004 – 2006. Second (do not know which) will be started in 2005. Others should be ready until 2009.

11. – 13. New Administrative Centre, Tornakalns. Offices for Riga City Council. Number of floors and the height unknown. Preliminary draft design selected by Riga City Council in the end of December 2004. Current Riga CIty Council says - not gonna be built in nearest 4 years.

14. Smilsu Pulkstenis. Offices, hotel. 125 m high, 35 floors. Developer „Valdo” announced this project as near to start in end of 2003, but no action follows. Since June 2004 nothing heard.

15. Lucavsala offices. Offices. 26 floors. Developer „Merks”. The construction was not promised to start before 2006. Currently announced international tender for development of the Lucavsala island, not known whether this affects the project area. More highrises planned here.

In the beginning of March 2005 City Council rejected proposal for impressive highrise district on Lucavsala, as proposed by union of local cosntruction companies. This proposal would be reconsidered again after municipal elections, chances of support are high.

16. TV Building. Offices for state TV. 22 floors, height unknown. 1987. State TV may leave this building which is too large for them – but only after building another offices for TV.

17.-18. Rumbula „Gates”. Repeated news about pair of 20+ floors apartment buildings at Maskavas Street, such buildings envisaged also in draft development plan of Riga.

19. Purvciems offices. Offices. 24 floors, height unknown. Public discussion about the detailed design of the project area ends in 5th January 2005.

20 - 22. Skanstes Street residentials. 3 apartment buildings. Two will have 24 floors, one - 22 floors. Developer - "Merks". Architect - "Postform Projekts". In March 2005 draft design selected by "Merks", further work on-going. More highrise buildings expected around Skanstes Street.

23., 24. Riga Gates. Two apartment buildings. 25 floors, unmentioned developer, 24 floors, „Savibalts” (In February 2005 there are rumours that the last would be only 18 floors high). Both buildings planned as expensive, high-end design buildings. Detailed design of area on-going, preliminary public hearings have supported the idea.

In late 2004 union of local construction companies proposed 920 mio EUR worth project for nearly 100 ha large area of Lucavsala. Core part includes highrise district. The realisation of the project - until 2018.
Current City Council seems to be rejecting this idea.

17 March 2005 - 6 completed, 3 or 4 u/c (can not see what's happening in Panorama Plaza construction site), 8 or 9 approved, 17 or 18 proposed, 8 - 15 rumours

Nice one. I like Solaris Apartments and Smilsu Pulkstenis, but i'm not so big fan of Panorama Plaza, just something isn't right with this project ;)

Riga Gates... mmh.. copy-paste from Vilnius gates? :jk:

great map! Nice overwiev, good job..the plans and projects, not to even mention the renders are daunting... cant wait to see them come up.

Should do a map of my own of Tallinn, but i cant find a good enough base :(

Geex, btw. there were City Gates (24 floors) near current Panorama Plaza project planned around 2000 - seems this project is dead now, it does not appear here. Current "Riga Gates" officially do not have name, but journalists and now me as well are naming them "Riga Gates".
I agree that "Panorama Plaza"... that there something is wrong. They changed design recently but it does not look good anyway.
"Stavie darzi" (37 floors) were planned in place of 6, 7, 8. This concept did not win the design tender - that's why it is not here.

Hansabanka looks very good, but Panorama Plaza looks like commieblocks new style!

@wc_eend - "Sand clock" (Hourglass) project most likely is not realistic anymore. A bit sad - I would like to see some better renderings. This project at least is not boring.
Panorama Plaza design is mystery - they change their design frequently - but none is too good. In this picture they look a little better:

Btw. currently in Panorama Plaza construction site three large cranes installed. But still no constructions have rised above the ground.

Cool... Kipsala island could be Riga`s small-scale Manhattan.

This project looks really fine and interesting, because building in the right looks colourful and both buildings are built to "uncertain ground". Panorama
Plaza buildings and Da Vinci looks fine too, Solaris buildings look boring, but still good addition to city.

No @ch1le, no renders available, no investor revealed (althgough there is certain investor behind of this). Public and City even have not approved detailed plan - although most certainly will do.
Some days ago City Council announced that this place is not ready for highrises and there should be made investments in transportation and piping before construction.
Menawhile two new printing houses are built - one in Riga airport, and another - near Riga too. After those two would be ready, the existing printing house would be closed.
You see - there are needed at least three years before anything will start here.
