Total population of Teslić municipality is 48.000 (www.rzs.rs.ba), and I agree with you when you say it has potential. For example Kardial hotel:

It's big tourist attraction, many come there over summer (or winter) to releax, they have...hmm...healthy water? We call it banje, and many go there during the summer or winter. That's their future I think, tourism.
