if kalibo becomes a city, it will have an identity of its own, it does not have to be like other cities in our country. it has its own character, its people has its own set of attitude. why would we have to follow a "makati type" of lifestyle? tell that to other cities then..

I agree. I used to work for Capiz & Aklan for more than a year. Kalibo has progressed a lot.

ga participate man gyapon ang ants sa ati-atihan exploreaklan? i consider kalibo as my second home... my mom was assigned in the judiciary branch of kalibo back then. so summer is usually spent in kalibo or boracay.

and i love ati-atihan... ka sadya. especially sa magsaysay park. :cheers:

hehe, daw wala na nong. best friend na ni erpat ang gakapot sang una.. gamay nalang ang sa modern subong nga year.. :)

Hmm amo gle hehehe.

So far any updates here in Aklan Province...

From what heard from fellow medreps before... may ara an kuno whitesand beaches sa Ibajay (?) kag falls mga mayo kadtuan. Totally unspoilt.

Anybody has pics or idea about this? The area is still undeveloped though.

ANTS nga iya sang Royal Supermart? Bag-o na ila nga ngalan.. daw Niños na.. kag ang MERISI ara man sa guihapon. :)

"Aklan Is A Billionaire, we are now first class" is the description of Gov. Carlito S. Marquez of the Province of Aklan in his State of the Province Address (SOPA).

The SOPA was held during the 4th Regular Session of the Sangguniang Panlalawigan of Aklan on Thursday morning, January 28.

According to Marquez, Aklan is first on the following:

1. Province to sign a Memorandum of Understanding for Phihealth coverage;
2.Successfully complete a project, the Caticlan Jetty Port Passenger Terminal through bond floatation;
3. Establish a very successful EED program;
4. To computerize real property tax administration;
5. To operate a PPA port;
6. To engage in joint venture with the ASU in the establishment of a nursing college;
7. To implement universal program for Philhealth; 8. To implement bridge financing with LBP for its Hybrid rice program.

During his delivery, he was highly applauded. The SOPA was covered live by both cable TV and radio stations in Aklan.

Anybody has pics or idea about this? The area is still undeveloped though.

may plan ko nong nga makadto sa Vivo falls i think ngalan ya. hoping sa summer ko maubra. seveal hours daw ang trek pakadto pabalik. hehe. nabas areas lang bal-an ko nga may white sand pro north of jawili beach may ara pagd daw kuno. sa dalum xa sang campoverde. ill try nga makwaan pics kung makapuli ko. damo ko gling backlog posts, haha basi madugayan pa.

im not exactly sure if ants belongs to royal supermart... but years ago, it's always a top contender among the other groups.

The Philippines’ premier tourism destination Boracay Island is experiencing a much-needed “makeover” with the on-going comprehensive infrastructure program which will to provide 100 percent water supply and sewerage coverage to the entire community, a press release from the Department of Tourism said.

Increased water efficiency will make a significant difference to the island, ensuring the availability of safe, potable water, and addressing the concern of water pollution, a concern in Boracay for sometime, the DOT said.

The project is led by the Boracay Island Water Company Inc., a joint venture company between Manila Water Company, Inc. and the Philippine Tourism Authority.

Established through a MOA signed in April 2009 with DOT Secretary Ace Durano and Manila Water Chairman Fernando Zobel de Ayala as key witnesses, the JV company will develop and operate the existing Boracay Water Supply and Sewerage System in Malay, Aklan.

Durano said the public- private sector partnership can be likened to a “grand slam win,” noting four key factors such as “support infrastructure as an integral component of sustainable tourism development, and the elimination of the water and sewerage constraint.

It will also benefit both existing and new investments in the island, protect and conserve the natural beauty of Boracay, and create new jobs for locals, he said.

He added that, in 2009, there were 4,000 additional rooms in Boracay alone.

More flights are also available, and while this signals a vibrant market, the DOT wants to ensure that the island can cope with the increasing demand from tourists, more so now that the global economy is on a gradual upswing, he also said.

At present, there are 3,500 water connections, 700 of which are owned by commercial establishments in Boracay.

Under the joint venture, the authorized capital stock of the JV Company shall be P300 million whereby Manila Water’s equity contribution shall be 80 percent while PTA’s equity contribution shall be 20 percent.

Durano also mentioned that the JV Company shall design, build, operate and upgrade the water and sewerage facilities of Boracay.

The signed agreement creating the JV company is in accordance with the terms and requirements of the 2008 NEDA Joint Venture Guidelines for Government Corporations and the Private Sector, the DOT press release said.*

Many residential areas in Boracay these days do not have 24h water supply. Bolabog for example often has only about 8h of water a day, water comes some time in the morning and is being cut off in the afternoon. This is quite annoying but actually just one of the smallest water problems that Boracay has. What is much worse, is the water that leaves the island, the poorly treated sewage that is being pumped into Bolabog lagoon and the spillage of highly polluted ground water into all beaches around the Balabag lowlands.

Yes, that includes our "pristine" White Beach, our main tourist attraction, where we can see the algae bloom in every peak season. The algae is a good indicator for the poor water quality. In the monsoon season (Habagat) the algae is washed away, due to water dilution from the rougher waters. But every high season the algae and its foul smell reappears.

At closer look, the seemingly harmless moss-like substance that has grown on the shores of the island looks like small underwater seaweeds. But once held in ones hand and rubbed on the palms, the slippery fuzzy grime-like substance solidified into mass once it was squeezed-drain of seawater.

DOT, recognizing the importance of maintaining water quality in Boracay for the viability of the tourism industry, has obtained funding from the Government of Japan’s Overseas Development Assistance Program for building a safe water supply for residents (who now use polluted groundwater wells) and a sewage collection and treatment system. Construction is due to start next year. We met with the sewage design team, and found them to highly knowledgeable and competent. Unfortunately though, the plans now being used are inadequate to reduce nutrients to safe levels for the reef. This is not the fault of the design team, who are fully aware of the problems, but due to inadequate funds for a complete system which treats the sewage to a level which allows the waste effluents to be reused on land and the nutrients to be absorbed by land vegetation (biological tertiary treatment) and prevented from reaching the sea where they over fertilize the reefs and seagrasses. The sewage design team were aware or the need for further treatment, and wished to see the effluents re-used to fertilize land plants in either managed or natural wetlands or on the golf course. Due to their terms of reference they are unable to recommend application to watering the golf course greens, even though this would both absorb nutrients which must be prevented from entering the sea, while at the same time avoiding the need for importing expensive chemical fertilizers which are likely to leach into the nearshore zone through the limestone. Due to lack of funding and inadequate areas of natural wetlands, the designers were instead forced to compromise with an ocean outfall design. The consequence of the present design is that while this system will greatly improve the bacterial water quality on the beach side, it will have the effect of concentrating all the island’s nutrients on the already impacted eastern reefs, and accentuate ecological stress on that side especially during the calm season.

President Gloria Macapagal-Arroyo led the burying of the time capsule and inauguration of the country’s first Biomass Plant located at the boundary of barangays Agbanawan and Venturanza, Banga, Aklan on December 7, 2009.

Witness to the event were Governor Carlito S. Marquez, Congressman Florencio T. Miraflores, Vice Governor Gabrielle C. Quimpo, Sangguniang Panlalawigan Members, Banga LGU officials led by Acting Mayor Melanio Rentillo, ASEA One Power Corporation (AOPC) executives, barangay constituents and the media.

The 12-megawatt renewable biomass plant project is a $30,000,000 (P1.44 billion) investment of ASEA One Power Corporation. According to its president and chief executive officer Paul Rodriguez, the plant will be constructed on an "embedded or distributed system," which means it will be built close to and integrated with sub-stations of Aklan Electric Cooperative (AKELCO) and will prevent total blackout. A lower electric rate is also expected by as much as P1.51 per kilowatthour because of the removal of transmission or wheeling charges. It also has a 12% VAT exempt Status on Power Generation being Renewable Energy resulting to a lower cost of power.

Governor Marquez said the establishment of the ASEA One Power Corporation biomass project, will not only generate a reliable supply of cheap electricity, but will also provide additional income for farmers and suppliers of the farm waste for the power plant.

After the inauguration of the Biomass Plant at Banga, President Arroyo proceeded to Dumaguit, New Washington, Aklan where she is welcomed by Mayor Edgar Peralta for the launching of a new route of the roll-on, roll-off (Ro-Ro) nautical highway from Dumaguit Port in Aklan to Batangas in southern Luzon via Odiongan, Romblon.

The new route, which is under the national government’s Strong Republic Nautical Highway Project (SRNH), will be serviced by the Super Ro-Ro II, a 1,769-gross registered ton vessel of the Asian Marine Shipping Lines that can accommodate 354 passengers and big vehicles. The Super Ro-Ro II will leave Dumaguit port every Tuesday, Thursday and Sunday at noon bound for Batangas. On the other hand, the trip back from Batangas port is scheduled on Monday, Wednesday and Friday. Fare is relatively cheap, costing passengers P600.00 up to Batangas and P450.00 if disembarking at Odiongan, Romblon.

Governor Carlito S. Marquez stated the new route, bridging Aklan and Batangas ports, is ‘one more big step’ in the economic development efforts of the Provincial Government of Aklan.

Aklan to pursue modernization of agriculture industry


AKLAN Gov. Carlito Marquez disclosed to pursue programs that will modernize the agriculture industry to help local farmers and take advantage of the continuing demand in Boracay Island.

In his State of the Province Address (SOPA) recently, Marquez reported that the agriculture industry in the province could be modernized with 54 percent of its 181,816 hectares or 97,563 hectares of it is devoted to the modernization and or agricultural development.

“Thus our continued implementation of our national programs for agriculture such as rice (hybrid, inbred, commercial), high-valued commercial crops (mango, corn other fruits and vegetables), integrated pest management, abaca production, rapid composting and fisheries will continue,” he said.

In 2009, the Department of Agriculture provided the province farm inputs and equipment worth P29.7 million and another P10-million grant for farm-to-market road and was used for concreting instead of just conducting gravelling in some roads for stability.

Because of this, the rice production in the province rose to 14.62 percent from 129,319 metric tons of rice in 2008 to 148,222 metric tons last year.

The National Agriculture and Fisheries Council also extended P503,000 financial assistance to the local farmers for their livelihood programs.

Currently, Aklan stands at 117.8 percent sufficiency level and while residents only consume 63,313.61 metric tons of rice of a total production of 95,841.08 metric tons in 2009, the province is still considered as a rice-exporting province.

CEB flies back to Caticlan March 1
To fly most number of airline seats to Boracay starting March 28


The Philippine’s number one domestic airline, Cebu Pacific (CEB) resumes Caticlan operations starting March 1, 2010, after an almost 7-month hiatus from flying to the Godofredo P. Ramos Airport, the gateway to Boracay.

CEB suspended its flights to Caticlan last July 10, 2009, following the advice of the Civil Aviation Authority of the Philippines (CAAP) regarding the airport’s runway length and one-way runway rule.

According to a CAAP memo dated January 25, 2010 however, CEB aircraft can now take off both ways in the Godofredo Ramos Airport runway. In the event of unavoidable airport conditions, flights to Caticlan may still be diverted to Kalibo.

Starting March 1, 2010, CEB will gradually reintroduce its Caticlan flights into service, beginning with the transfer of four Manila-Kalibo and one Cebu-Kalibo flights to Caticlan. This transition is meticulously paced to give time for the retraining of CEB’s ATR pilots on the Caticlan route.

The airline expects to resume full Caticlan operations by March 28, 2010, with 11 Manila-Caticlan-Manila flights and 1 Cebu-Caticlan-Cebu flight daily. This gives CEB the most number of airline seats to and from Caticlan.

“CEB is pursuing this gradual transition to Caticlan to make sure our ATR pilots are properly re-certified to operate the route. In as much as we would like to resume our full Caticlan schedule immediately, our main priority will always be the safety of our passengers,” said CEB VP for Marketing and Distribution Candice Iyog.

“We hope passengers on our March 1-27 flights can support us in this transition period. We are very happy we can once again open our Caticlan route to our Boracay-bound passengers, and offer the same great value fares we offer to our 31 other domestic destinations,” she added.

She requested passengers on the following Kalibo flights to please call the CEB reservation hotline (02) 7020-888 or (032) 230-888 for updates on their flight schedules:
• March 1-27- passengers on 5J 351/352, 333/334, 335/336, 341/342 and 416/417
• March 8-27- passengers on 5J 331/332, 337/338, 353/354

CEB started its Caticlan operations in February 2008, and has carried more than 340,000 passengers in and out of Caticlan without incident. It uses its brand-new ATR 72-500 aircraft, which is part of the youngest fleet in the Philippines.

Virgin Mary’s statue on Willy’s Rock removed


The statue of the Virgin Mary which adorned the picturesque Willy’s Rock was removed on Thursday last week, commissioned by the owner herself, Socorro Ruchanie “Bebot” Gadon, who also owns Willy’s Beach Resort.

Gadon, who got converted in 1992 to Born Again Christian faith, believes she did the right thing. “It was not even my religion who prompted me to do it. It was what I read from the Bible. We must focus our attention to Jesus, it is to him we should pray,” she said.

In an interview with Panay News, Gadon said she decided to remove the statue after her father told her so. Her family had converted to Born Again, which follow the Bible’s command not to worship idols but to look to Jesus Christ for guidance.

Gadon’s family placed the Virgin Mary statue at Willy’s Rock 20 years ago when they were still in the Catholic faith.

Instead of the statue, Gadon had a big stone tablet made with the inscription of what is written in Exodus 20:1-5: “1 Then God spoke all these words, saying, 2 I am the LORD your God, who brought you out of the land of Egypt, out of the house of slavery. 3 You shall have no other gods before Me. 4 You shall not make for yourself an idol, or any likeness of what is in heaven above or on the earth beneath or in the water under the earth. 5 You shall not worship them or serve them; for I, the LORD your God, am a jealous God, visiting the iniquity of the fathers on the children, on the third and the fourth generations of those who hate Me.”

“This part of the Bible’s message unites everyone,” Gadon said.

She disclosed that 20 Born Again young men helped to remove the statue is made of stone and weighs around 200 kilos. They started taking out the statue at around 12:20 midnight and finished by 3 a.m.

“It was the holy spirit making us all courageous. We did a lot of praying prior to finally taking it down,” she said.

She, however, refused to tell what she did to the statue.

This aroused the curiosity of many, especially from Catholic devotees. Some speculated that Gadon pulverized it, others said it was burned.

On Saturday morning, Gadon faced her expected “persecution” after taking the statue when she attended a meeting of the Department of Environment and Natural Resources at the Boracay Parish Church with other resort owners.

Upon seeing her, Rev. Fr. Magliore Placer exclaimed: “This meeting will not start unless this woman goes out!”

Gadon said that she went out after explaining her side calmly.

“I don’t feel bad for doing what I believed to be right. The holy spirit flows within me so abundantly I don’t get mad. My life took a 360 degrees turnaround after I became a Christian,” she said.

“Let them be. As long as I am doing God’s will, God will protect and provide for me abundantly,” Gadon added.

Same here .. The statue at Willy`s Rock was very popular and I guess every Boracay visitor walked along the Beach to see Willy`s Rock .. and most of them were also posing on the rock to take a snapshot. A loss for Boracay and an attraction less ...

BORACAY ISLAND, Aklan, Feb. 9 (PNA)-- Angelito Banayo, former head of the Philippine Tourism Authority (PTA) echoed the desire of businessmen here that this resort island should be placed under a tourism special zone.

In a recent interview, Banayo said that he has long been asking Aklan Congressman Florencio Miraflores to file a bill in the house declaring Boracay as a special zone.

"Under the proposed tourism bill, Boracay Island, in order to be sustained will be managed by a national government agency in coordination with the local government unit,” Banayo said.

The local government is opposing the measure since it extends autonomy to the local government unit.

Banayo, however, said that the local government has more interests in getting more revenues from permits and other regulatory fees.

The role of the local government in collecting local taxes is perceived to complicate the sustenance of industries in Boracay Island.

The proposal for Boracay Island to be under the tourism special zone was also separately discussed in several meetings of local entrepreneurs in the province.

Banayo also said that he is supporting the plan of the Aklan provincial government to extend the tourism industry of Boracay to neighboring towns in the province.

Hospital to acquire MRF

KALIBO, Aklan - The Dr. Rafael S. Tumbokon Memorial Hospital (DRSTMH) plans to acquire a Materials Recovery Facility (MRF) to efficiently deliver health services to Aklanons.

Engr. Roger Esto, provincial planning and development officer, once the hospital has an MRF, it will attain a secondary class status.

Currently, it has a third class status classified by the Department of Health.

“The MRF will focus on the waste management of toxic materials from the operations of the hospital, medicines and other paraphernalia,” Esto said.

The MRF will be supervised by a trained personnel under the monitoring of the Department of Environment and Natural Resources./PN

The 12-megawatt renewable biomass plant project is a $30,000,000 (P1.44 billion) investment of ASEA One Power Corporation. According to its president and chief executive officer Paul Rodriguez, the plant will be constructed on an "embedded or distributed system," which means it will be built close to and integrated with sub-stations of Aklan Electric Cooperative (AKELCO) and will prevent total blackout. A lower electric rate is also expected by as much as P1.51 per kilowatthour because of the removal of transmission or wheeling charges. It also has a 12% VAT exempt Status on Power Generation being Renewable Energy resulting to a lower cost of power.

Governor Marquez said the establishment of the ASEA One Power Corporation biomass project, will not only generate a reliable supply of cheap electricity, but will also provide additional income for farmers and suppliers of the farm waste for the power plant.

DOT installs new Virgin Mary statue at Willy’s Rock



The Department of Tourism (DOT) installed a new grotto and image of the Virgin Mary at Willy’s Rock on Thursday afternoon due to the clamor of residents and tourists to restore it.

The original image was removed by the owner of Willy’s Beach Resort after her family converted to the Born Again faith. The rock protruding along the wide expanse of the white sand beach was named Willy’s Rock since the owner reportedly rented it from the Malay local government.

In an earlier interview with Panay News, Socorro Ruchanie “Bebot” Gadon said she will replace the image with a tablet with the inscription of Exodus 20:1-5.

Gadon’s move gained the ire of the Catholic Church here that vowed to restore the image of Virgin Mary at the rock.

The Malay Sangguniang Bayan declared the rock as government property. This paved the way for the reconstruction of the grotto and the installation of a new image of the Virgin Mary.

Malay Vice Mayor John Yap carried the image since he donated it.

Around 3,500 Catholic faithful, residents and tourists witnessed the ceremonial re-enthronement of the two foot statue.

The rock was also renamed into Boracay Rock.

DOT officials vowed to promote it and its new name around the world.

Boracay parish priest Fr. Maglore Placer said tourists could now again take pictures of the rock with the Virgin Mary’s grotto.

The rock is considered a landmark the Boracay and is the most photographed scene.

The commercial building in Brgy. Laguinbanwa, Numancia, Aklan sits on a 30-square meter lot and has 17 available units. Each unit costs P900,000 to P1.2 million depending on its location.

Last year, Pocydon Holdings Corp. conducted a groundbreaking of its subdivision in the area.

According to Pocydon Holdings Corp., their feasibility study revealed that the area is considered as the new growth center since it is along the Strong Republic Nautical Highway.

It noted that everyday, more than 30,0000 vehicles pass by the said area.

Tourists from the Kalibo International Airport bound for Boracay Island also pass the area./PN

I am not a religious but that statue have been a Boracay landmark and icon. Kinda sad for it to go away.

Same here .. The statue at Willy`s Rock was very popular and I guess every Boracay visitor walked along the Beach to see Willy`s Rock .. and most of them were also posing on the rock to take a snapshot. A loss for Boracay and an attraction less ...

Governor Marquez said this is so because the province has attained and sustained an income of more than P350 million for the last four consecutive years.

“In the 2009 annual evaluation of LGUs in Region 6 conducted by the said department called Excel or Excellence in local governance awards, Aklan was first runner-up in administrative governance second only to Iloilo, first runner-up in environmental management, second only to Negros Occidental and 2nd runner-up in best performing province.

Marquez also cited the other firsts Aklan has attained : it is among the first provinces to sign a Memorandum of Understanding for Philhealth coverage becoming a pilot province; first province in the Philippines to successfully complete a project – the Caticlan Jetty Port Passenger Terminal through bond flotation, listed in a book on LGU Best Practices in fiscal administration; among the first provinces to establish a very successful economic enterprise development; the first province in Region 6 to have its Provincial Hospital computerized;

First province in Region 6 to computerize its real property tax administration; the first to have been given the privilege of creating a PPA (Philippine Ports Authority) Port, the Caticlan Port; first province to engage in a joint venture with a university (ASU) for the establishment of a nursing college; first province to implement a universal program for Philhealth; and the first province to implement a Bridge Financing with Land Bank for its Hybrid Rice Production Program.

Philippine photos in Hamburg exhibit

IMANILA, Philippines—The country is featured in a photo exhibit at the Bezirksamt (district office), Wandsbek City in Hamburg, Germany, urging Germans to “visit the Philippines, revel in the archipelago’s warm hospitality and unique mix of cultures and faiths,” the Department of Foreign Affairs said.

The 60 photographs of the Philippines, 24 of them of the Ati-Atihan festival in Panay, were among the 5,000 taken by German photographer Hans-Jürgen Odrowski, who was in the country last January.

At the opening night,. Odrowski said that if Rio and New Orleans have Mardi Gras then Kalibo has its spectacular Ati-Atihan festival with the attendant round-the-clock feasting, dancing to hypnotic drumbeats, and procession of fantastic masked costumes.

Third Secretary Anna Marie P. de Vera attended the photo exhibit opening last 3 February.

Many of the visitors became enthusiastic in visiting the Philippines and helped themselves with the tourism materials on display, the DFA said.

The photo exhibit will remain open until 26 February.

Grade-schooler shines in Japan-based art contest


KALIBO, Aklan – A pupil from an elementary school here was one of the awardees in the recent illustrated diary-making contest sponsored by the Japan-based Mitsubishi Asian Children’s Enikki Festa.

Rocky Inawasan of Malinao Elementary School in Aklan was one of the contestants identified to receive commemorative gifts.

The Grand Prix winner was also from the Philippines – Grade VI pupil Vance Galvin Tangcueco of St. Jude Catholic School in Manila. He received $2,000 as prize, a medal and a plaque.

Department of Education (DepEd) Secretary Jesli Lapus, who personally awarded the winners recently, said that the entire department was proud of the pupils’ accomplishments.

“This latest award shows that Filipino students are all-around performers who can compete head to-head with other world talents,” added Lapus.

With the theme, “Here is My Life,” the art contest offered Asian children the opportunity to make friends through “Enikki” (or illustrated diaries).

Participants in this contest were public and private elementary school children aged 6-12. They showed other children in Asia how they enjoyed their daily life by means of a five-day illustrated diary.

The Festa featured the illustrated diaries of children from 24 countries throughout Asia.

The National Screening Committee in each participating country sent selected entries to Japan where an International Screening Committee selected the final winners from each country.

Lapus called on the young children to continue developing their art skills.

“Education should be holistic. Students should be multi-talented, versatile and complete,” said Lapus. (PNA)

Regional director Edwin Trompeta said the number of Russian tourists should be increasing as a result of successful familiarization trips to Boracay Island of the major tour operators from Russia and the ongoing negotiation for direct flights to Manila.
Boracay is the preferred destination of traditional Russian tourists who wants to escape the winter season in their country. The island’s white sand beaches, dive sites and the natural friendliness of the inhabitants persuaded the Russian tourists to spend their holiday in Boracay Island, the Dot said.
In 2009, 3,202 Russian tourists visited the island, although the Koreans are the top tourism market with 69,438 arrivals or 36 percent of the total foreigners who enter Boracay Island.
Last year, Caticlan airport, the main jump-off point to Boracay Island, registered 17,988 flights and 550,084 passengers, of which 96,585 of the incoming passengers are foreigners and 145,505 domestic passengers. Kalibo International Airport also serviced 5,203 domestic flights and 360 regional flights from Korea, Taiwan and mainland China.
The provincial government is targeting to achieve one million tourists by 2013 with the expected operations of the new international passenger terminal building in the capital town of Kalibo this year and the completion of Caticlan airport in the next 7 years.

Commuting by bus from Kalibo to Caticlan is around 45-55 pesos (I think) and its a 1.5-2 hour ride.

Who are this year’s outstanding Aklanons?



KALIBO, Aklan -- The search is on for the 2010 Outstanding Aklanons. The awards will be given during the province’s 54th anniversary celebration.

The yearly search recognizes Aklanons who have done the province proud, said Dr. Reinalda Magdaluyo, chairperson of the Committee on Outstanding Aklanons.

Anybody can nominate.

To qualify, nominees must have been born with either Aklanon parents or have lived and served Aklan for not less than 25 years, and the impact of his or her achievements must have benefited a great number of people for a long period of time.

The nominee must also have a consistent demonstration of exemplary conduct, morality and ethical behavior, and must recognize and acknowledge himself or herself as an Aklanon.

The nominee must submit his/her biodata, picture and other supporting documents. The deadline for submission of nomination forms is on or before March 15, 2010.

Once selected, the awardee must continuously uphold the criteria for consistent demonstration of exemplary conduct, to avoid the recall of the award.

The province of Aklan became a separate province from Capiz on April 25, 1956, when then President Ramon Magsaysay signed Republic Act 1414.

The separation from Capiz of Aklan as a province was realized through a bill filed by then Cong. Godofredo P. Ramos, which earned him the title “Father of Aklan.”

When the province turned 50 in 2006, President Gloria Macapagal-Arroyo, who was the guest speaker in the commemorative program, called Aklan “the golden province” for helping propel the country’s economic growth through its thriving tourism industry brought by the world-famous Boracay Island as well as by other attractions and local industries. Women empowered thru entrepreneurship

KALIBO, Aklan-- The Aklan Gender and Development Commission (AGADC) chaired by Gov. Carlito S. Marquez started the ball rolling in empowering some skilled but determined Aklanon women bent in overcoming the "binding ropes" of poverty by providing them seed capital for their various entrepreneurial ventures.

The seed capital, amounting to P100,000, was an offshoot last year when the province celebrated the Women's Month with the theme centered on "Go Negosyo."

"Go Negosyo" is one of the programs of the national government to encourage Filipinos, especially women, to venture into the world of business to improve not only their quality of life but those of their children’s.

One of the province’s activities last year included a skills training on food processing initiated by the Technical Education and Skills Development Authority (TESDA) attended by women from various towns calling themselves the "Empowered Women of Aklan" (EWA).

To support the women after their skills training, the AGADC provided them with P100,000 seed capital, which was divided among EWA’s 20 members, providing each with P5,000.

Marquez assured women that the fund to start their respective businesses will be interest-free. However, they will pay back through a roll-over scheme, so others will also benefit from the program. They were also assured that once they have paid in full, they could again borrow, but the amount will be higher, thus increasing capital for their business.

EWA is assisted by the Department of Trade and Industry, TESDA and other related agencies in their business as to packaging, preservation and other important business details.

Bernadette Honiggman, one of the group members, said each has her own business venture according to skills. The women are engaged in food processing like tocino-making and longganiza.

Honiggman, for her part, engages in baking cakes, cookies, carrot muffins, strawberry muffins and oatmeal muffins. She sells her products at the Provincial Capitol canteen and other outlets.

“My products are always a sell-out and I'm lucky because I also get inputs from the Provincial Cooperative Office on how to manage my business. We are really grateful to the provincial government for giving us this opportunity to empower us women and improve our quality of life,” Honiggman said.

The EWA has its own set of officers and the group meets regularly for updates on their individual ventures.

The AGADC is hopeful that the membership of EWA will grow so that more Aklanon women will be empowered, thus being true to this year's Women's Month celebration, “Babae, tagumpay ka ng Bayan.”(PIA/PN)

KALIBO, Aklan -- The province of Aklan will mark this year's celebration of the Women's Month on March 10 with various activities with the emphasis on the Aklanon women's welfare and empowerment.

The celebration is pursuant to Presidential Proclamation No. 224 and 227 and Republic Act 6949 which provide for the yearly observance of March as National Women's Month.

This year's theme, according to the Civil Service Commission (CSC) in its Memorandum Circular No. 1 sent to all heads of constitutional bodies, departments, bureaus and agencies of the national government, local government units, government-owned companies and corporations with original charters, and state universities and colleges, is “Babae, tagumpay ka ng Bayan!”

This is to highlight women's achievement in paving the way for women's advancement and empowerment amidst major challenges. It also celebrates the success of women's commitment to pursue equality which resulted in the enactment of the Magna Carta of Women.

The Magna Carta of Women is a comprehensive women's human rights law signed by President Gloria Macapagal-Arroyo on August 14, 2009.

The theme also celebrates the achievements in the implementation of the Beijing Platform for Action including those related to the Millennium Development Goals.

This year's celebration, according to the memorandum circular, aims to inspire and increase understanding of microentrepreneurs, partners from government agencies, non-government organizations,, academe and the private sector on microenterprise development, government programs and services that responds to the issues and concerns of the Filipino women, including but not limited to women's rights, environment, family and work life balance as well as to inculcate knowledge among partner-government agencies and the private sector on the Implementing Rules and Regulations of the Magna Carta of Women.

The celebration also aims to increase awareness of the general public on the platforms of the presidentiables and other elective officials to advance the status of women.

In response to this, the Aklan Gender Commission (AGADC) chaired by Gov. Carlito Marquez, will be setting a candidates' forum in the province to serve as a venue for provincial and municipal candidates in the province to present their platforms of government for the welfare, benefit and advancement of Aklanon women.

Among the activities that will be held are the Thanksgiving Mass on March 10 at the Kalibo Cathedral, a motorcade around Kalibo and a program at the Aklan Comprehensive Center for Women; livelihood trainings and jobs fair for call center agents through Provincial Employment Services Office (PESO) and Department of Labor and Employment, and training on Violence Against Women and Children Laws by Men Opposed to Violence Against Women Everywhere/AGADC; pap smear, blood typing, fasting blood sugar and blood pressure check-up by the Philippine National Red Cross and the Department of Health; medical mission by Overseas Workers Welfare Administration, PESO and Globe; and vegetable seeds distribution, orientation on Magna Carta for Women and Department of Agriculture (DAR) Ladies' Association Forum.(PIA/PN)

Commuting by bus from Kalibo to Caticlan is around 45-55 pesos (I think) and its a 1.5-2 hour ride.

KALIBO, Aklan, Feb. 25 (PNA) - Party-list AGHAM is recommending the use of 500 rainwater storage tanks that were built in Capiz under an arrangement between the Philippine and Canadian Governments.

“The use the storage tanks is timely in order to cushion off the impact of El Niño phenomenon on farm irrigations so that these 500 tanks would not go to waste,” said AGHAM president Angelo Palmones.

The rainwater harvesting program was done in 1989 in Capiz Province with the assistance of the Canadian International Development Research Centre (IDRC).

The 500 rainwater storage units were made of wire-framed ferro-cement, with capacities varying from 2 to 10 m3. The manufacture of the tanks involved building a frame of steel reinforcing bars and wire mesh on a sturdy reinforced concrete foundation.

The tanks were then plastered both inside and outside, so that it will lessen their susceptibility to corrosion relative to metal storage tanks.

The program was implemented coupled with a viable profit-generating scheme. Under this arrangement, loans were provided to finance the capital cost of the tanks, estimated about US$ 200, payable over a three-year period.

The amount covered not only the cost of the tank but also one or more income generating projects such as the purchase and rearing of pigs costing around US$ 25 each. Thus, it provided an opportunity and made available sufficient income to repay the loan. (PNA)

Many residential areas in Boracay these days do not have 24h water supply. Bolabog for example often has only about 8h of water a day, water comes some time in the morning and is being cut off in the afternoon. This is quite annoying but actually just one of the smallest water problems that Boracay has. What is much worse, is the water that leaves the island, the poorly treated sewage that is being pumped into Bolabog lagoon and the spillage of highly polluted ground water into all beaches around the Balabag lowlands.

Yes, that includes our "pristine" White Beach, our main tourist attraction, where we can see the algae bloom in every peak season. The algae is a good indicator for the poor water quality. In the monsoon season (Habagat) the algae is washed away, due to water dilution from the rougher waters. But every high season the algae and its foul smell reappears.

At closer look, the seemingly harmless moss-like substance that has grown on the shores of the island looks like small underwater seaweeds. But once held in ones hand and rubbed on the palms, the slippery fuzzy grime-like substance solidified into mass once it was squeezed-drain of seawater.

DOT, recognizing the importance of maintaining water quality in Boracay for the viability of the tourism industry, has obtained funding from the Government of Japan’s Overseas Development Assistance Program for building a safe water supply for residents (who now use polluted groundwater wells) and a sewage collection and treatment system. Construction is due to start next year. We met with the sewage design team, and found them to highly knowledgeable and competent. Unfortunately though, the plans now being used are inadequate to reduce nutrients to safe levels for the reef. This is not the fault of the design team, who are fully aware of the problems, but due to inadequate funds for a complete system which treats the sewage to a level which allows the waste effluents to be reused on land and the nutrients to be absorbed by land vegetation (biological tertiary treatment) and prevented from reaching the sea where they over fertilize the reefs and seagrasses. The sewage design team were aware or the need for further treatment, and wished to see the effluents re-used to fertilize land plants in either managed or natural wetlands or on the golf course. Due to their terms of reference they are unable to recommend application to watering the golf course greens, even though this would both absorb nutrients which must be prevented from entering the sea, while at the same time avoiding the need for importing expensive chemical fertilizers which are likely to leach into the nearshore zone through the limestone. Due to lack of funding and inadequate areas of natural wetlands, the designers were instead forced to compromise with an ocean outfall design. The consequence of the present design is that while this system will greatly improve the bacterial water quality on the beach side, it will have the effect of concentrating all the island’s nutrients on the already impacted eastern reefs, and accentuate ecological stress on that side especially during the calm season.

Another problem is the quarrying of the sand on the island. A few years ago during my stay on the island people constructing Nami Villas on Diniwid Beach were taking the sand from the beach and bringing it up to the construction site. :ohno: Locals just look the other way because they are being employed in the construction of the said villas.

KALIBO, Aklan - Provincial Engineer Victory Fernandez said the construction of the newly-refurbished sports complex in Barangay Calangcang, Makato, Aklan complete with rubberized track and oval and main grandstand are undergoing.

The 2010 Western Visayas Regional Athletic Association (WVRAA) meet will be held in Aklan Calangcang Sports Complex, the main venue where Aklan's top track and field athletes pit skills with some of the region's finest on March 14 to 19.

The province of Aklan plays host to the regional meet after it last hosted the sporting events for Western Visayas athletes in 1995.

The education department said the preparations have been finalized for the WVRAA, including the venues of other events and the renovations to some of the billeting accommodations in the capital town of Kalibo are being made for the regional games.

The multi-million Olympic standard swimming pool and other sports facilities in Barangay Calangcang, located north of this capital town, will also be unveiled with the best athletes in the region competing for supremacy in major sports discipline to be disputed in the elementary and secondary divisions.

The one-week sportfest is expected to attract more than 2,500 athletes, coaches and officials from the region and tens of thousands of spectators and visitors to flock the multi-sporting event.

The six participating provincial delegations of Capiz, Antique, Negros Occidental, Guimaras, Iloilo and host Aklan are also billeted in private and public elementary schools assigned by the Department of Education (DepEd).
Gold medals for the sport events of basketball, softball, volleyball, sepak takraw, chess, taekwondo, swimming, sipa, arnis, tennis, badminton, athletics, boxing, football and softball are at stake.

Meanwhile, Aklan Governor Carlito Marquez has taken major bold steps to position Aklan as the premier sports destination last year by signing a Memorandum of Agreement (MOA) for the construction and improvement of the sports complex in the sprawling 6.5-hectare property of Aklan State University.

The hosting of the regional athletic meet in the new landmark in Makato, Aklan will put the province of Aklan in the tourism and economic map and help boost the growth of municipalities in the area, he said.

Caticlan airport prepares for influx of tourists

BORACAY - The Civil Aviations Authority of the Philippines (CAAP) at the Caticlan Airport in Malay, Caticlan is now preparing for the possible influx of tourists this summer, especially on Holy Week.

Recently, CAAP officials and airport stakeholders met to discuss security measures, including animal hazards.

It can be recalled that last year, the management of the Caticlan airport was criticized for allegedly allowing animals to roam at the runway which poses risks to incoming and outgoing airplanes.

Major airline companies such as Cebu Pacific and the Southeast Asian Airlines (SEAIR) have now resumed their flights at the Caticlan airport after the Department of Transportation and Communications (DOTC) gave the go-signal.

The Caticlan airport was closed down for about eight months to give way to expansion works due to heavy traffic at the airport.

The DOTC had named Caticlan airport in 2008 as the third busiest airport outside Metro Manila.

According to the Department of Tourism, Boracay Island, although considered as one of the top ten best beaches in the world, ranks sixth among the top tourism destinations in the country.

The 2009 report showed that Boracay was visited by more than 600,000 foreign and local tourists

KALIBO, Aklan, March 1 (PNA) - The Men Opposed to Violence Everywhere (MOVE)-Aklan, together with the Aklan Provincial Health Office (APHO) and the Provincial Gender and Development Council are urging Aklan residents to donate blood this March as the country celebrates Women's Month.

Engr. Lou Sta. Maria of APHO and also vice president of MOVE-Aklan said that the province needs more blood and that they are appealing for every sector to donate blood to the Philippine National Red Cross (PNRC).

"We might associate blood donations as reserve for accident-related emergencies. However, in our experience women who are pregnant and will be undergoing certain medical and surgical procedures also need blood. This women's month, one of the proper way to show our love for women and for our mother is through blood donation," Sta. Maria said.

According to PNRC's records, the usual units available are 500 units as compared to the actual need of the province of at least 5,000 units.

Blood donation activities will be part of the planned celebration of Women’s Month in the province.

Supt. Anthony Maghari, deputy provincial director of the Aklan Provincial Police Office, has already pledged a minimum of 50 police personnel to donate blood this month. (PNA)

KALIBO, Aklan -- Five graduating student writers of this province are included in this year’s roster of IWAG awardees in Western Visayas.

The IWAG Award is an incentive scheme conceptualized by the Philippine Information Agency 6 to give due recognition to campus paper writers who excelled in the field of development communication.

This year’s IWAG awardees are three high school and two college graduating students.
The high school IWAG awardees all come from government schools, while the two college awardees are from private schools.

Kalibo, Aklan – Employees of the Kalibo municipal government lauded the passing of Ordinance No. 2010-001 creating the Municipal Economic Enterprise Development Office (MEEDO) as the Salary Standardization Law 3 may be finally implemented.

The Sangguniang Panlalawigan (SP) during its 7th Regular Session on January 25 approved Municipal Ordinance No. 2010-001 titled “An Ordinance Strengthening The Organizational Structure And The Operation Of Economic Enterprise, Integrating Thereto The Position And Division To One Department To Be Known As The Municipal Economic Enterprise Development Office And Further Granting Authority To The Local Chief Executive Future Expansion Of Service And To Enter Into And Sign Any Agreement Thereat” and Resolution No. 2010-015 ratifying the said ordinance.

Before the session started, municipal employees walked from the Kalibo Municipal Building to the SP Session Hall wearing black shirts led by Market Supervisor Abel Policarpio and Private Secretary II Randy Rebaldo. They met with Mayor Raymar Rebaldo and Sangguniang Bayan Members Gregorio Malapad Jr. and Lillian Tirol.

KALIBO, Aklan -- Eight mango-producing towns will soon be provided with bags of flower inducers as part of the government’s El Niño mitigating measures through the Department of Agriculture’s Office of the Provincial Agriculturist (OPA) and local government units.

Mango trees are said to be more fruitful during the hot weather, thus the OPA will distribute flower inducers.

The towns that will get the flower inducers are Buruanga with three bags, Malay - two, Nabas -two, Ibajay - three, Tangalan - three, Makato - three, Numancia - three and Kalibo - two.

The OPA will also provide vegetable seeds to 17 municipalities.

For fisheries, a total of 125,000 milkfish (bangus) fingerlings will be provided by the Bureau of Aquatic and Fisheries Resources (BFAR) to 25 beneficiaries.

BFAR has earlier identified 25 hectares of fishponds threatened by El Niño.

The BFAR and the OPA will also be giving support to oyster and mussel (tahong) raisers.

Kalibo, Aklan (2 March) -- The National Food Authority (NFA) here is urging Aklanons to sell their palay produce to the food agency, which is now actively going around Aklan for its palay procurement activities.

According to Ramon Villariza of NFA-Aklan, NFA's current procurement result is way below target as they go around the province.

"Right now, we can only procure at least 300 bags per day. Please tell your friends and relatives to sell their palay to us. We have sufficient procurement funds," Villariza said to fellow members of the Local Price Coordinating Council (LPCC) during its first quarterly meeting at the Conference Hall of the GRQG Memorial Building here.

The NFA is now buying palay at P17.20 per kilo if procured in the field, and P17.40 if delivered in the grains center by the farmers themselves.

If their palay stored in the warehouse gets milled and converted to rice, Villariza said there would be a total of 71,857 bags of rice at NFA-Aklan, which could last for 175 days. (PIA)

Kalibo, Aklan (2 March) -- The Commission on Elections (Comelec) will be holding a Precinct Count Optical Scanner (PCOS) machine roadshow demonstration in the municipality of Kalibo.

Lorena Tumbagahan, Comelec-Kalibo Municipal Election Officer said the activity, the first to be held in the province, will be spearheaded by the Comelec in coordination with the local government unit of Kalibo headed by Mayor Raymar A. Rebaldo.

The PCOS is the machine which will be used for voting on the May 10, 2010 national and local elections in the country's first-ever automated elections.

The demonstration is slated on March 4, which is expected to be attended by various sectors in the community - government employees, residents, local officials and the media.

"Everybody will be allowed to attend the demonstrations, so they could see for themselves how the machine works," Tumbagahan said.

After the PCOS demonstration in Kalibo, the Comelec will be going to other municipalities to conduct the same activity to the constituents.

After the demos in the municipalities, Tumbagahan said the Comelec will be holding trainings for the Board of Election Inspectors (BEIs).

Meanwhile, Comelec-Kalibo will be conducting "Operation Kakas" of election posters and other materials of candidates for national positions on March 5.

The team, to be led by the Comelec with the support of the Philippine National Police and assisted by the Department of Public Works and Highways (DPWH), will go around Kalibo to peel off campaign posters and other materials which were not placed at designated common poster areas.

The DPWH, Tumbagahan said, is deputized to help the COMELEC in its "Operation Kakas" activities.

In Kalibo, each barangay has one designated common poster area, while in Poblacion Kalibo, there are three common poster areas.

Tumbagahan said said these are situated in front of the Kalibo Cathedral, the Dr. Rafael S. Tumbokon Memorial Hospital and at Roxas Avenue near the Kalibo Pilot Elementary School. (PIA)

KALIBO, Aklan, March 3 (PNA) - The commemoration of the 19 martyrs of Aklan on March 23 will have a new concept that will be introduced by the Archbishop Gabriel M. Reyes Memorial Foundation (AGMRMF).

The AGMRMF is the non-government organization that was tasked by the Kalibo local government to spearhead a series of activities for the commemoration of the 19th martyrs.

Sumra Dela Cruz Rojo of the AGMRMF said they will introduce this year the history trail where children will be immersed in the course of history hoping that they could feel the martyrdom of the 19th martyrs.

The 19 martyrs served local revolutionaries during the Spanish occupation in the province.

"This will be the first time that we are introducing the history trail at the Pastrana Park. We are hoping that the children will appreciate and inculcate in them the spirit of patriotism and love of country," Rojo said as the town of Kalibo celebrates the local martyrdom month.

Aside from the history trail, other usual activities include a commemoration at the 19th martyrs monument, several contests such as on-the-spot painting.

The commemoration on March 23 was also declared as a local holiday in Kalibo. (PNA)

KALIBO, Aklan - The Department of Education (DepEd) here is planning to treat the delegates for the Western Visayas Regional Athletic Association Meet (WVRAAM) on March 14-19as tourists.

Dr. Mary Ann Lopez, WVRAAM sports coordinator, said they are preparing everything to make the delegates feel they are guests in the province. Around 3,000 athletes are expected to arrive in the province for the sports meet.

“For their accommodation, we are preparing at least a hundred beddings for each group delegation. We are also ensuring a sufficient amount of nutritious foods for the delegates,” Lopez said.

The 100 bedding preparation is 50 percent higher compared to the 50 beds for each group delegation preparation of other provinces which hosted the WVRAAM.

Lopez disclosed that as part of their food preparations, they will be strictly monitoring the serving of food to the delegates since they have experienced missing food items because some teachers give food to those that are not members of the athletic teams.

“The DepEd has already reprimanded those erring personnel, and we do not want to experience it again,” she said.

In-charge for food preparation are Home Economics teachers to ensure that only nutritious foods are being served to the athletes.

Lopez said they will also be monitoring the health of the athletes since some of them are not allowed to eat more as part of their physical and mental preparations and discipline for their chosen sports.

She stressed though that there will be sufficient food for everyone.

The DepEd, in cooperation with the Aklan provincial government, is utilizing local school board funds to finance the WVRAAM./PN

DPWH completes construction of P168-M road projects in Boracay Island (http://www.pna.gov.ph/index.php?idn=2&sid=&nid=2&rid=263239)

ILOILO CITY, March 9 (PNA) – Traveling in Boracay Island is now more convenient with the completion of some P168-million worth of road projects undertaken by the Department of Public Works and Highways (DPWH).

DPWH regional director Rolando Asis recently disclosed the completion of about 10.271 kilometer construction and asphalt overlay projects on the island’s main access road amounting to some P111.8 million.

Further, the agency has completed the concreting of the 1.086-kilometer Bolabog to Lapus-Lapus road section to the tune of P15 million and the 2.053-km Lapus-Lapus Fairway section amounting to P30 million.

There is also an ongoing construction of the P50-million circumferential road that covers the stretch of Bolabog and Talubihan section with a length of about 2.4 kilometers.

To further support the development in Boracay, the DPWH is also proposing for another 2.4-kilometer road opening in the island.

The various road networks in the island of Boracay have been included under the high impact projects of President Gloria Macapagal-Arroyo which are expected to enhance the development of areas. (PNA)

KALIBO, Aklan, March 10 (PNA) -- The Bangko Sentral ng Pilipinas - Kalibo Branch (BSP-Kalibo) is appealing to the public to spend coins in their daily cash transactions to keep the lower denominated instrument in circulation and eventually address the perceived coin “shortage."

“As of 2009, the BSP has circulated 15.6 billion coins worth P16.9 billion. But sad to say, these coins slowly disappear from circulation. They are either kept in the piggy banks, or in containers left at home. Others find it inconvenient to bring along coins for their regular shopping,” Leonora Templonuevo, deputy director of BSP-Kalibo branch said.

“By doing so, coins become scarce that resulted to inexact change received from transport facilities (tricycle, bus, jeep, etc.) or candies given in lieu of coins from groceries, pharmacies & stores. If we round-off the prices of all items to P5’s or P10’s, we will be paying more for the basic commodities usually priced with centavos like the fuel, groceries & medicines,” she added.

The BSP-Kalibo is not discouraging the public from saving coins though.

Rather, it encouraged depositing accumulated coins with any bank.

Donation of coins to the “Tulong-Barya Para Sa Eskwela” (TBPSE) which is a coin recirculation project of BSP and the Department of Education (DepE) for the benefit of school children is also encouraged.

However, these donated coins should be regularly retrieved and deposited to the TBPSE account with any bank which will form part of the bank’s resources in servicing their clients’ needs for coins.

“Start unloading those saved coins from your storage containers and makes it a habit of paying coins part of daily expenses. This will help facilitate the regular circulation of coins nationwide. If successful, we will reap the benefit of receiving exact change or for our transactions; the business sector, particularly, retail outlets, will have sufficient coin supply to serve their customers; and the government will generate substantial savings in terms of lower coin production,” Templonuevo said.(PNA)

I saw it on tv once, there is still no build permit issued but mayor cawaling has done no actions about it either. they know its request is still pending. money talks walk the walk. its also argued that they built those thinggies on limestone, but local experts say that its illegal. and the also managed to dump concrete on some areas that has coral on it, thats what i saw on an edition of born to be wild, one of the hosts is really an advocate of protecting the island....

Atienza OKs Boracay resort deal

The Department of Environment and Natural Resources (DENR) has entered into a 25-year land-lease agreement for the continued operation of a controversial resort in Boracay accused of committing environmental and other violations.
Environment Secretary Jose Atienza said the DENR and Boracay Island West Cove Management Philippines Inc. signed a Forest Land Use Agreement for Tourism Purposes (FLAGT) several weeks ago.
A FLAGT, under DENR Administrative Order No. 2004-59, allows the use, occupation and development of any forest land for tourism purposes for 25 years and renewable for the same period.
The agreement covers forest land to be used for bathing, campsites, ecotourism destinations, hotel sites and other tourism purposes.

I dont see anything nice in a resort destroying the environment. This resort should not be patronized, demolished brick by brick at the expense of the resort owner. The owner should be jailed and fined heavily for being such an idiot.

You know those darks spots on the water? That's a coral and cementing islets is a clear violation of environmental laws.

I haven't seen it myself but of the corals were indeed covered with concrete, I'd say that's horrible! If they can't find any other space to build their resort on, then go look for another island! There are so many other islands in the Philippines like Boracay.

BTW, I can't seem to understand the concept of the resort. It doesn't look right..albeit it might not be done yet.

KALIBO, Aklan, March 15 (PNA) -- A warm reception was afforded to Lakas Kampi presidential bet Gilberto Teodoro as he set foot in Aklan for their campaign sortie Monday.

Teodoro arrived today at the Aklan Sports Complex in Makato, Aklan for opening of the Western Visayas Regional Athletic Association Meet (WVRAAM).

Teodoro was invited by Aklan governor Carlito Miraflores to serve as keynote speaker during today’s opening of the regional sports meet.

Miraflores said this year's theme of the WVRAAM is "Amazing: Aklan" where tourism attractions are expected to amazed the 3,000 delegates that have arrived for the WVRAA.

After his speech Teodoro will proceed to Kalibo where he will meet with the different stakeholders in the province. There he will be joined by his vice-presidentiable Edu Manzano and senatorial candidate Rey Langit.

In the later part of the afternoon, Teodoro and Manzano are expected to join rapper Andrew E in a concert at the ABL Sports Complex.

The concert is sponsored by the Kasangga Party list led by businessman Teodoro Hareshco. (PNA)

KALIBO, Aklan, March 15 (PNA) - Incumbent elected officials in the province of Aklan have expressed their total support to Lakas-KAMPI candidate Gilbert 'Gibo' Teodoro.

Aklan Congressman Florencio Miraflores, provincial chairman of LAKAS-Kampi CMD, said that they could deliver votes for Teodoro being him as unopposed candidate in the congressional seat.

Gibo is also being supported by Governor Carlito Marquez and the majority of the incumbent local chief executive in the province.

The towns of Nabas and New Washington in Aklan have unopposed candidates. They are under the LAKAS-CMD party.

"We consider Teodoro as the hope of the country. His bio data could prove of his credibility and integrity as the next president of the republic," said Marquez.

Teodoro said he was confident and would do everything to win the election since he had the support of the local government leaders. He expects that his rating will go up once the local campaign for local candidates starts on March 26. (PNA)

San Miguel eyes Caticlan airport project
Firm to buy 51% stake of George Yang’s group

MANILA, Philippines--San Miguel Corp. has gained a foothold into a pioneering airport development business by taking a majority stake in the modernization of the Caticlan airport, the gateway to the country’s world-famous beach spot Boracay Island.

Inquirer sources said San Miguel had agreed to come in as a strategic partner of the consortium led by Chinese-Filipino businessman George Yang that bagged the right to modernize the Caticlan airport under a 25-year concession arrangement with the government.

San Miguel is expected to sign an agreement to buy a 51-percent interest in Yang-led Caticlan International Airport Development Corp. (CIADC) anytime this week, a source familiar with the matter told the Inquirer. The conglomerate was invited to participate in the much-awaited project by Yang himself and the partnership deal had been in the works for many months now.

CIADC’s Caticlan project is touted as the first ever privatization of an airport terminal in the Philippines. At the same time, it is in line with San Miguel’s diversification into the infrastructure business and recent foray into leisure estate development in Boracay.

The modernization of the Caticlan airport alone is worth around P2.5 billion, based on the framework approved by the National Economic and Development Authority. But the project also has a commercial component that entails the development of a 16-hectare property beside the airport. This peripheral project is estimated to cost P10 billion.

The upgrading involves the construction of a bigger airport passenger terminal, extension of the existing runway from 950 meters to 2,100 meters to accommodate bigger aircraft, improvement of the road network, and upgrading of airport facilities and air traffic control aids. The proponents have also committed to build other support utilities, install fire-fighting equipment and construct a diversion road.

The project is based on a build-rehabilitate-operate-transfer agreement. CIADC has up to seven years to build and expand the airport and 25 years to operate the facilities. All revenues will go to CIADC except for earnings from the operation and maintenance of navigation systems, which would go to the Department of Transportation and Communication.

The modernization work on the Caticlan airport started last January. Once finished, CIADC expects fares to be more competitive for passengers since airlines can use aircraft with more seating capacity than the turbo-propellers that are mostly being used today. A modernized Caticlan airport is also targeted to serve as an international gateway not only to Boracay but also to the rest of the Visayas.

Yang, who holds the master franchise for American fast-food giant McDonald’s in the Philippines, also has some real estate investments in Boracay.

San Miguel, through its property arm San Miguel Properties Inc., is also breaking into Boracay’s booming tourism after recently acquiring a 28-hectare property targeted for leisure development.

SMPI’s Boracay property is adjacent to the plush Shangri-La hotel and is now being planned for development into a residential condominium complex.

Boracay SKYATHON slated in April

The first beach and surf run on the paradise island of Boracay in Aklan is set to take place next month with 10-kilometer and 5-kilometer race categories.

The SKYATHON Bora Beach and Surf Run:
Run for the clean-up of Boracay will be held on April 24, 2010, Saturday, from 6 a.m. to 9 a.m.

Participants can race barefoot or in aqua socks when they run from Station 1 to Station 3.

The start and finish points will be at the Guilly's Island beachfront at Station 1.

Moreover, net proceeds from the race will help fund the cleanup programs of the Philippine Coast Guard Auxiliary and Kiwanis Club of Boracay.

The SkyCable event is organized by by Keep Me Posted Inc. (KMP) and officiated by the Triathlon Association of the Philippines (TRAP).

Entry fees are P500 for 10K and P300 for 5K (March 1 to April 4), P700 for 10K and P500 for 5K (April 5 to 20) and P900 for 10K and P700 for 5K (April 21 to 23).

The 10K male age groups are 18-29, 30-39, 40-49, and 50 and above, while the 10K female age groups are 18-29, 30-39, and 40 and above.

the first time i visited boracay was way back 1997, where most of the establishments dont have running water in their shower and faucet..back then, you wont see advertisement posters and tarpoline monstrosities of shampoos, feminine hygene, mobile phone providers and what have you's..there were few boats along the shore that obtructed the view of the sea and the beach. there were no paved roads along its interior and some of the locals' houses were still candle-lit during the night. There were no sand castle builders and almost no vendors peddling imitation sunglasses and slippers.

and the best thing about boracay in those days..topless foreigner chicks (and a few locals) lying everywhere on the beach!

WVRAAM a kick off showcase for ‘Amazing Aklan’
KALIBO, Aklan, March 18 (PNA) - The ongoing Western Visayas Regional Athletic Association Meet (WVRAAM) being held in the province of Aklan is an opportunity for its people to showcase their theme "Amazing Aklan."

Aklan Vice Governor Gabrielle Calizo-Quimpo said since WVRAAM organizers have started introducing the said theme, it should be carried out as part of the province tourism campaign hoping to lure more tourists to come not only for its Boracay Island but also for its alternative beach and mangrove destination, including the best of its people.

During the opening ceremony of the WVRAA Monday, the Aklan province showcased several of its best such as the Kalibo Ati-Atihan and includes world champions in frisbee and rowing for international competitions.

The organizers also presented some of its international products such as pina and abaca fibers which are exported and sold by large multinational companies in Europe, Asian and American countries.

"May we use Amazing Aklan as our tag line in convincing people around the world to come to visit us and see what we have to offer," Quimpo said.

The WVRAAM attended by 3,000 delegates from all over the Western Visayas region started last March 14 and will end March 19. (PNA)

According to the organizer Boracay is one of the most establish kite locations in Asia with an already well established world reputation for top class wind and kiting conditions.

pinakamura kung alam is 1200 with 3 Beds na yan tsaka CR(nasa Station 3)...

tapos parang peak season pa ngayon so it will be more expensive...:)

Ha?....naku sorry friend....pag papalapit na ang holy week the price triples, minimum na 1,500/night. Ang AFAIK even on lean months (July-September) the lowest accommodation rate for a non-beach front, station 3 is Php 750/night :ohno:^^

Well you know xxxrianianxxx di moko mapipigilan sa paghanga sa magandang tanawin na ito..kong mapagmamasdan mo ulit yung photos nang westcove..walang mashadong binago sa locasyon na kinatatayuan neto..

Ang mga tourist pots sa boracay ay malaki ang maiaambag sa mga taga kalibo aklan sa pag bibigay nang mga trabaho sa mga mamamayan nila..so why gigibain?kong meron naman sigurong nilalabag na batas patungkol jan ehh sasang ayun ako sa iyung komento o suhesyun..pero sa ngayun nakikita ko naman na wala namang mali sa tinutokoy mong lugar..

Tourists reminded to take care of belongings while on Boracay Island
BORACAY ISLAND, Aklan, March 23 (PNA) - The Boracay Special Tourism Police Office (BSTPO) is reminding foreign and local tourists coming to this resort island to be wary of the Salisi gang.

Police S/Inspt.Rolando Vilar, Boracay police chief said that some members of the Salisi gang are from Metro Manila while the others are locals.

"We are planning to place streamers in strategic locations of Boracay Island to remind tourists to take care of their personal belongings and be vigilant so that they will not be victimized by the syndicate," Vilar said.

It was learned that since November of last year, scores of tourists and even residents have been victimized by the series of robberies on Boracay Island.

Although some of the suspects were arrested, some of the victims were not interested in pursuing a case against them.

Boracay police warns of increasing sea traffic accidents in the island
BORACAY ISLAND, March 23 (PNA) – The Boracay Special Tourism Police Office (BSTPO) has warned of the increasing cases of sea traffic accidents in this resort island due to recklessness of some boat operators.

The warning was issued amid the increasing tourist arrivals in the island.

Latest victims of the traffic accidents were Melchor delos Reyes, 26 a bartender of a resort and Myrna Bautista, 51, a government employee of Leyte province.

A report said the two victims on separate occasions were swimming at the beach when they were accidentally bumped by a motorized banca.

Both sustained physical injuries and were brought to the hospital for treatment.

‘Boracay, not Bora, Please!’ campaign continues


BORACAY - Stakeholders here called on the public, tourists especially, to stop calling this resort island as “Bora.”

“Boracay, not Bora, Please!” campaign focal person Nenette Aguirre-Graf said cutting short the island’s name to “Bora” is a sign of disrespect.

“We cannot just change the name ‘Boracay’ to a nickname of ‘Bora’ as we do to people’s names,” she said.

Graf said she noticed Boracay being called “Bora” in 2000.

“Some tourists from Metro Manila started (using the name Bora). At that time, Boracay was just becoming a party place, and big party events are being held here,” she related.

Then even in national television, events and publicity materials, Boracay is called “Bora,” she added.

Graf explained that calling Boracay “Bora” may affect the tourism marketing of the island.

She said foreigners may confuse it for the Pacific island Bora Bora.

Since the campaign started, it has received support from various organizations.

Last year, the Malay local council passed a resolution that denies the giving of permits to events using the “Bora” name.

The campaign is also being supported by the Malay League of Barangay Captains, Boracay Foundation Incorporated, Boracay yuppies, and the media.

Currently, the campaign has garnered 4,000 members in its Facebook account.

Among the activities that the advocates have done for the campaign were joining the Goma Cup (Richard Gomez) Beach Clean Up last year during which they posted large “Boracay, not Bora, Please!” campaign streamers, guestings in several television shows and publishing the cause in blogs.

The advocates are also campaigning against the use of “Bora” by several resorts and establishments such as “Carne Bora,” “Bora Sky,” “Bora Dise,” and “Bora Transport.”

“We are still lobbying to the Malay council that they issue a resolution asking the Department of Trade and Industry to issue a notice upon the expiration of the contracts of establishments using the name ‘Bora’,” Graf said

Boracay Island is safer tourist destination, says De la Rosa
BORACAY ISLAND, Aklan, March 25 (PNA) - This resort island is safer compared with previous years, according to Undersecretary Rey Dela Rosa of the Emminent Persons Group (EPG).

"Our declaration of Boracay as a safer destination comes with our anticipation of the influx of tourists this Holy Week," Dela Rosa said during the recent launching of the Boracay Sun, a monthly newspaper published by Hongkong-based publisher Victor Jeffrey and Editor in chief Randy Urlanda

According to the Department of Tourism (DOT) Boracay Island receives more foreign and local tourists during the Holy Week because of longer holiday break.

Local police committed to deploy police personnel to eight strategic locations in the island to pre-empt possible crime elements of disrupting the safety of tourists.

Philippine Coast Guard Auxiliary chief Mike Labatiao said that the Coast Guard would also place a number of buoys and sinkers into the sea to prevent motorized banca from encroaching near the beach area.

"This is to avoid tourists from getting hurt from sea traffic accidents," Labatiao said

Meanwhile, Dela Rosa also presented a plaque of appreciation to outgoing Coast Guard station commander Godofredo Vagilidad for spearheading the successful lobby to Malacanang to allow boats to transport tourists during typhoon Signal Number 1.

Tourists in Boracay warned of loitering children
BORACAY ISLAND, Aklan, March 29 (PNA) - The Boracay Special Tourism Police Office (BTSPO) reminded tourists coming to this resort island to be wary of loitering children and not entrust them with their personal belongings.

According to a study undertaken by the BSTPO, most of the robbery and theft incidents recorded by the police that occurred in this resort island were perpetuated by children.

They were allegedly being used by the Salisi Gang syndicate to victimize tourists.

Earlier, the BSTPO issued a warning to tourists to beware of the Salisi Gang.

Most of the robbery incidents occurred in the front beach while some were reported in restaurants and bars.

Salisi gang members nabbed in Boracay

Beware of Salisi gang. Local police advised local and foreign tourists to be wary of the modus operandi of Salisi gang in the island of Boracay.

Six members of the Salisi Gang operating in Boracay Island were neutralized by operatives of Boracay Special Tourist Protection Office (BSTPO) on Maundy Thursday morning.
Inspector Renante Matillano, chief of investigation and intelligence, said BSTPO operatives collared the suspects identified as Ryan Capuno, 26, resident of Taguig, Bicutan City; Eddierick Bechayda, 28, of Caliraya Street, Quezon City and Rachelle Ann Recaña, 21; Juanito Villarico, 26 and Anita Esperanza, 22, all claimed to be residents of Makati City.
“The suspects had been placed under surveillance for three days. A police operative acted as their victim which led to the arrest of the suspects while they try to victimize him,” the police official said.
Matillano said plain clothes barangay tanods and BSTPO intelligence operatives apprehended the suspects at a popular resort near D’Mall D’Boracay in Barangay Balabag. A follow up operation of the police resulted to the arrest of their female companions at their boarding house located at Sitio Lugotan in Barangay Manoc-Manoc at around 3 a.m.
Another suspect Gener Manebo, 28, resident of Cawayanan Street, Makati City was arrested in separate police operation near the Caticlan jetty port but three alleged Salisi gang members eluded arrest and fled away towards the capital town of Kalibo.
Matillano said the police has intensified foot patrols and maximum visibility of force multipliers to secure tourists staying in the island from alleged members of Salisi gang and other criminals during the observance of Holy Week.
“They (salisi gang members) distracted their victims by asking the tourist to take pictures of them and once their cohorts get a chance, they would steal or pick the valuables left in the table, mostly cell phones and cameras. The culprits normally befriend their target victims before they steal whatever valuables,” he added.
PO2 Christopher Mendoza of the Police Community Relations (PCR) section said Kabayan Action Group-Boracay, Kabalikat Civicom 961-Boracay, Balabag and Manoc-Manoc barangay tanods and the Municipal Auxiliary Police-Boracay also assisted the BSTPO in the arrest of the suspects.
Authorities recovered several mobile phones, perfumes, cameras, sunglasses, bags and cash of various denominations believed were stolen from their victims.
The suspects are now under the custody of the BSTPO. The police urged the victims to come to BSTPO to positively identify the suspects and for the filing of appropriate criminal charges against them.
Meanwhile, four Salisi gang members from Metro Manila underwent inquest proceedings before the Aklan Prosecutor’s Office after they were arrested by BSTPO last week.

KIA receives direct chartered flight from Hong Kong

KALIBO, Aklan -- The provincial government, through the Aklan Provincial Tourism Office, welcomed some 152 passengers from Hong Kong yesterday, April 2, upon their arrival at the Kalibo International Airport.

The 152 visitors from Hong Kong, according to Supervising Tourism Operations Officer Roselle Q. Ruiz, arrived onboard a chartered direct flight from Hong Kong.

The visitors are now spending their Holy Week in Boracay Island and will be staying there until April 6.

Ruiz said the arrival of the visitors is one of the favorable results of the tourism promotion programs of the Department of Tourism, the Team Asia Pacific through Philippine Airlines and Hong Kong-based Travel Expert.

For Steven, a British national who visited Boracay for the first time, only few places in the world with white sand have captured his interest. On top of his list is Boracay, which has remained a top destination for domestic and foreign visitors, judging from the influx of tourists ferried to the island every year.

With apparent congestion posing as a threat to Boracay growth, an expansion project is taking shape in Caticlan, the takeoff point from mainland Panay. “The five-year master plan to establish a marina and hospital-resort type building to house malls, resorts, shops and other amenities aims to decongest Boracay,” explained Niven Maquirang, Caticlan port administrator.

The port administrator is optimistic that the expansion will further address concerns on increasing tourist arrivals, modernize the facilities and will also entice tourists to also patronize other destinations in the neighboring municipalities.

In 2009, Caticlan Jetty Port’s collection increased by 7.24 percent compared to 2008 with tourist swarming one of the world’s best beaches as early as October. While a few destinations are now taking their share of the tourist pie, Boracay has remained to excite visitors , particularly on water sports activities, beachside parties, accommodation and amenities, fun or simply a vacation spot for families and friends.

New hotels and restaurants, as well as high-end establishments, spas and entertainment centers, offer a wide range of treats to visitors.

Boracay once more sparkles for summer vacationers out to enjoy their splash through a variety of water sports and activities for all age, like fly fish, island hopping, snorkeling, scuba diving, speedboat, parasailing, tube ride, wake boarding, jet ski, reef walking, water ski, banana boat.

Romy Latap, a licensed tour coordinator of the Boracay Mabuhay Host Association, Inc., said one of the newest activities is called Zorbie – a giant inflatable sphere that brings adrenaline rush and nerve-wracking roll for the more adventurous.

It’s not only the fabled sunset that attracts crowds to the beach front. At night, Boracay transforms itself and becomes a haven for partygoers and bar hoppers.

As a visitor pointed out, Boracay night life offers wide choices – from bars, good food, or just the back-to-nature star gazing activity at the white-sand beach.

Negrenses who prefer a hassle-free travel to Boracay from Iloilo may take a 10-hour direct boat trip to Caticlan via Negros Navigation. MANILA, Philippines - The Department of Energy (DOE) has approved four new renewable energy service contracts of Oriental Energy and Power Generation Corp., bringing to five the company’s mini hydro power generation portfolio.

A sister company of publicly-listed Oriental Peninsula Resources Group, Oriental Energy is set to develop the five mini hydro projects with a combined generation capacity of 55 megawatts (MW).

These service contracts include the 15MW Culaman Run off River Hydro Electric power project worth P2.2 billion located in Manolo Fortich, boundary of Bukidnon and Cagayan de Oro; three service contracts for the upper, middle and lower cascades of the Odiongan River in Odiongan, Misamis Oriental with total expected output of 22MW valued at P3.1 billion.

Oriental Energy earlier bagged the service contract to develop the P2.5-billion, 18MW Timbaban River mini hydro power plant in Madalag, Aklan. It has completed the feasibility study for the said project.

The Culaman Run off river hydro project will apply river flow diversion using a five-meter “weir” or intake structure that will have a height of five meters. 

This, according to Oriental Energy, is a beneficial move since the relatively low weir height of five meters will not cause submergence of lands in the surrounding community and environment.

Oriental Energy president Caroline Tanchay said the mini hydro power projects are in line with the Department of Energy’s efforts to address the country’s acute power supply problem without depending on expensive and pollutive fossil fuels.

She said the mini hydropower projects will contribute to the DoE’s goal of producing clean energy at the least cost. It will also help achieve power sufficiency especially in the Visayas and Mindanao power grid.

Last December, shareholders of Oriental Energy’s sister-firm — publicly-listed Oriental Peninsula Resources Group — approved the company’s plan to enter the power generation sector through a planned purchase of a 40 percent equity stake in Oriental Energy.

For this purpose, ORE shareholders approved the change in the firm’s primary purpose to include power generation and natural resources development.

Good thing they banned events with 'Bora' in it. 'Bora' is a media creation but mostly people from Manila - kids who can't speak nor spell correctly pretty much coined this term. I remember even ABS-CBN had a show called 'Bora' before (crappy show with bad scripts and bad acting too, no wonder it dint last long). I still bristle hearing people (esp the teenagers who think they finally made it big time) because they've been to 'Bora'. LOL :lol::lol:

Caticlan Jetty Port bares new improvements

BORACAY - The Caticlan Jetty Port in Barangay Caticlan, Malay, Aklan is on track to become a world class tourism facility with its new improvements.

The port now has Wi-Fi and boat transportation is available 24/7.

There are also three bay watchtowers in this resort island to secure the tourists who are swimming at sea.

Caticlan Jetty Port Administrator Niven Maquirang said these developments are part of their endeavor to elevate their firm to meet global standards such as providing tourists free access to the Internet.

“We have posted the Internet connection password on the tourism information center so everyone can have free access to the Internet,” he said.

Maquirang said the free access to the Internet helps tourists, who come to this resort island for business or pleasure, communicate with their families and relatives.

Meanwhile, the jetty port management considered a 24/7 availability of motor bancas in cooperation with the Boracay Transport Multi-Purpose Cooperative to ferry tourists in and out of Boracay Island any time of the day.

The Caticlan Jetty Port is the official entry and exit point of all tourists coming in and out of Boracay Island.

Maquirang disclosed that the Kalibo International Airport is now also considering 24/7 flights because of the continuous direct flights from Hong Kong, Korea, China and Taiwan.

“SMART communications has also approved our request of donating three bay watchtowers for Boracay Island. The tower will be used by our bay watch volunteers in cooperation with the Philippine Coast Guard Auxiliary and the Department of Tourism,” Maquirang said./PN

2010 nat’l inter-province chess starts in Aklan

THE 2010 National Inter-Province Chess Team Championship gets underway today, Sunday at the Cabagnot Cultural and Training Center in Old Buswang, Aklan.

More than 30 teams from Luzon, Visayas and Mindanao are vying for trophies and cash prizes in this tough, five-day tournament organized by the National Chess Federation of the Philippines (NCFP) under president/chairman Prospero “Butch” Pichay in cooperation with the Aklan provincial government, headed by Gov. Carlito S. Marquez.

A short but colorful opening ceremony scheduled at 2 pm will usher the event with Sen. Lito Lapid in attendance. Lapid is expected to make the ceremonial moves along with Pichay and Gov. Marquez.

Multi-titled Tagaytay, led by GM Darwin Laylo and the Local Water Utilities Administration-Quezon City, bannered by GM John Paul Gomez, topbill the list of teams expected to figure prominently in the hunt for the top prize of P100,000 and trophy.

Other teams to watch are Boracay, which will be spearheaded by comebacking IM Idelfonso Datu; Rizal of IM Oliver Barbosa and the all-Aklan junior team bannered by NM Alfred Acaling.

GM Rogelio Antonio, Jr. who is set to lead Palawan, withdrew from the tournament due to pressing matters.

The other notable teams are DAR-Lanao del Sur (FM Roderick Nava), Makati (FM David Elorta), LWUA-B (Alcon John Datu), Laguna (FM Emmanuel Senador), Bicol (Edmundo Gatus), Iloilo City (NM Cesar Mariano), Bacolod (NM Rolando Andador), La Paz-Iloilo (NM Rodrigo Atotubo), Capiz (NM Francis Jocson), and Misamis Oriental (NM Levi Mercado).

At stake in the nine-round tournament, which is open to all cities, provinces and municipalities, schools and clubs, are trophies and cash prizes amounting to more than P300,000.

Each team may field a minimum of four regular players or one alternate for a maximum of five players. However only one titled player (GM, IM, FM or NM) is allowed per team.

The champion squad will get P100,000, trophy and gold medals, the runner-up will receive P70,000, trophy and silver medals while the third placer will earn P50,000, trophy and bronze medals.

Cash prizes will also be given to the fourth up to the 10th finishers. /Correspondent MARLON BERNARDINO

SMC takes majority of Caticlan airport

San Miguel Holdings Corporation, a wholly-owned subsidiary of conglomerate San Miguel Corporation (SMC), has executed a share sale purchase agreement to initially acquire a majority interest in Caticlan International Airport Development Corporation (CIADC).

In a disclosure to the Philippine Stock Exchange Monday, SMC said the agreement was signed with the consortium of George T. Yang, Rafael P. Puno, Lino A. Barte, and RPRP Ventures Management and Development Corporation.

SMC has earlier disclosed that it was in talks with the consortium led by fastfood chain and property developer tycoon George Yang for the acquisition of up to a 51 percent equity interest in CIADC.

CIADC holds the exclusive rights, obligations and privileges to finance, design, construct, operate and maintain the Caticlan Airport by virtue of the Concession Agreement with the government through the Department of Transportation and Communications and the Civil Aviation Authority.

SMC said closing of the Agreement is subject to certain conditions and an appropriate disclosure shall be made upon satisfaction of such conditions.

CIADC has a 25-year concession for the P2.5-billion Caticlan project the first privatization of an airport terminal in the Philippines.

The project also has a commercial component that entails the development of a 16-hectare property beside the airport. This peripheral project is estimated to cost P10 billion.

The upgrading involves the construction of a bigger airport passenger terminal, extension of the existing runway from 950 meters to 2,100 meters to accommodate bigger aircraft, improvement of the road network, and upgrading of airport facilities and air traffic control aids.

The proponents have also committed to build other support utilities, install fire-fighting equipment and construct a diversion road.

The project is based on a build-rehabilitate-operate-transfer agreement. CIADC has up to seven years to build and expand the airport and 25 years to operate the facilities.

All revenues will go to CIADC except for earnings from the operation and maintenance of navigation systems, which would go to the DoTC.

Once finished, CIADC expects fares to be more competitive for passengers since airlines can use aircraft with more seating capacity than the turbo-propellers that are mostly being used today.

A modernized Caticlan airport is also targeted to serve as an international gateway not only to Boracay but also to the rest of the Visayas.

Boracay still a top pick for Internet users in RP


More Internet-using Filipinos are excited about getting away and beating the summer heat, particularly in Boracay.

Search queries for Boracay in the Internet grew the fastest last month compared to other local tourist destinations, data from Google Philippines' summer Zeitgeist list showed.

The island, popular for its white sand and crystal clear water, outpaced other popular beaches as well as Baguio City, a place known for its year-round cold weather.

"Interestingly, even though it's been the most popular beach in the country for a very long time now, Boracay still occupies the top spot, which means searches for it still grew faster than other beaches in 2010," Google Philippines said in a statement.

Aside from the actual beaches and destinations, Google Philippines said more searches have been made on popular hotels and inns.

Search queries for Baguio, for instance, are usually accompanied by Hotel Supreme and Hotel Veniz.

Below is the full list of Google Philippines' fastest rising local summer destinations for March 2010:

PTA chief to support upgrading of tourism facilities in Aklan
BORACAY ISLAND, Aklan, April 13 (PNA) - Philippine Tourism Authority (PTA) acting chief Mark Lapid has vowed to help further upgrade several tourism facilities in the province such as its hospital and jetty ports.

Aklan Rep. Florencio Miraflores said that Lapid has discussed with him how the PTA could help in the enhancement of the tourism industry in the province.

“Among those we have discussed is for the PTA to help upgrade the Dr. Rafael S. Tumbukon Memorial Hospital (DRSTMH) and the Caticlan Jetty Port. The port once upgraded would certainly boost our tourism industry,” Miraflores said.

The DRSTMH is under the Economic Enterprise Development Department of the province. One of its current functions is a school for nursing managed by the Aklan provincial government in cooperation with the Aklan State University.

Good thing they banned events with 'Bora' in it. 'Bora' is a media creation but mostly people from Manila - kids who can't speak nor spell correctly pretty much coined this term. I remember even ABS-CBN had a show called 'Bora' before (crappy show with bad scripts and bad acting too, no wonder it dint last long). I still bristle hearing people (esp the teenagers who think they finally made it big time) because they've been to 'Bora'. LOL :lol::lol:

The number of domestic and foreign tourists in Boracay Island up to March this year is 190,094. A total of 72,150 foreigners visited the island from January to March, owing to direct regional flights from the neighboring countries

BORACAY - Tourist arrivals for the first three months in the island of Boracay posted 190,094, records from the Malay Municipal Tourism Office revealed.Of the total figure, 72,150 were foreign visitors and domestic travelers posted 110,100.
The top market visitors are Koreans, Chinese and Taiwanese. Koreans numbered 22,578 or 31.29 percent of the total foreigners followed by Chinese with 11,172 and Taiwanese visitors totaled 8,949.

Other countries, namely, United States also posted 4,236 travelers, United Kingdom with 2,120 and Australia with 1,930 visitors.
Visitors from the East Asian neighbors - Hongkong, Japan, Taiwan, Korea and China accounted for 46,289 arrivals followed by North America countries of Mexico, Canada and Mexico with 5,819 and Northern Europe - United Kingdom, Norway, Ireland, Denmark, Finland and Sweden with 5,773 tourists.
Western Europe comprised of Austria, Netherlands, Belgium, France, Germany, Czech Republic and Switzerlands totaled 5,082 arrivals. A total of 7,844 overseas Filipinos also visited Boracay Island from January to March this year.
Last year, the Department of Tourism (DoT) registered January arrivals of 51,117 and February with 48,822 tourists compared to 54,461 travelers for January and 59,928 tourists this year.
The increase in foreign tourist arrivals is attributed to direct regional flights from mainland China, Korea and Taiwan to Kalibo International Airport and the intensive efforts of the provincial government to promote the beach destination.
Boracay, the anchor tourism destination of the province of Aklan, received 649,559 tourists last year, of which 29.70 percent or 192,873 were foreigners.

KALIBO, Aklan – The province of Aklan will soon have two airports with international standards.

This after the Department of Transportation and Communications (DOTC) approved the plan to respond to the growing tourism industry in the province.

Cong. Florencio Miraflores said these two airports are the Godofredo P. Ramos Airport in Caticlan, Malay, Aklan and the Kalibo International Airport (KIA).

He said these developments will help the province achieve its target of a million tourists for Boracay Island in 2013.

“But as agreed, direct flights from different countries will land at the KIA while the Caticlan airport will only be developed attuned to international standards,” Miraflores said.

Recently, San Miguel Corporation (SMC) bought a major stake for the modernization of the Caticlan airport. It signed a deal with a group of local businessmen to buy a majority stake in Caticlan airport using its San Miguel Holdings Corp. (SMHC) unit.

The SMC said it signed a share sale purchase agreement with the consortium of George T. Yang, Rafael P. Puno, Lino A. Barte, and RPRP Ventures Management and Development Corp.
The agreement provides for SMHC to initially acquire a majority interest in the Caticlan International Airport Development Corp. (CIADC).

CIADC holds the exclusive rights, obligations and privileges to finance, design, construct, operate and maintain the Caticlan airport, through a concession approved by the government in June last year.

The P2.5-billion project is based on a build-rehabilitate-operate-transfer agreement with CIADC having up to seven years to build and expand the airport and 25 years to operate it.

The initial phase will improve the existing terminal building, extend and widen the runway, build a new passenger terminal building, vehicular parking area and other facilities.

After the first phase, expected to take a year, the contractor will add another floor to the one-storey terminal building and flatten out an adjacent hill, which will involve moving 350,000 cubic meters of soil.

The CIADC will also build fences around the airport, upgrade the fire station and fit the facility with new navigational aids.

The next phase, expected to take two to four years, will further extend and widen the existing runway from 950 meters to 2,100 meters to accommodate bigger aircrafts, while a new two-storey terminal building will be built.

The final phase, which will take one or two more years, includes further extension and widening of the runway.

Well Filipino people knows Boracay whenever you gotta called it as boracay they know it..and everyone knows boracay..

Well when the tourist wants to go here in the philippines and have smome vacations..well i know that they know where they goin..for example there goin in boracay..boracay philippines..before they go in here boracay siguro nag reresearch din sila if where yung boracay right?and maybe me nag refer lang sa kanila para mag take a vacation sila sa boracay..


Kasi pag nagresearch sila nang Bora lang i know sa bora bora ang ibibigay na information sa kanila..

just came from bora ehem boracay.....whatever! hmmmm it's my first time. sorry but IMO boracay is too crowded already, you cant even see the thing they called paradise. I'm really disappointed most especially when i went to West Cove. I feel sorry about it's development or should i say distruction of it's natural beauty. however, if you're a party person then boracay is really for you dahil it's already complete and you dont have to travel just to find what you wanted for. everything is in boracay na from branded shops and hotels down to sari-sari store and ukay-ukay, everything is there except for one thing THE PARADISE, hindi ko sya nakikita doon.

A 325-meter long, tiled bay walk facing a small cove, similar to the one in Roxas Boulevard, along Manila Bay, is now being readied along the new 2.5-km road that will form the final connection to Boracay’s 5-km-long circumferential road. This would exit at Seraph in Bulabog and connect it with the existing road to Fairways & Bluewater Golf Resort complex to the north.
“The P100-million road project of the President is supposed to be finished on or before her term ends in June,” explains Project Engineer Aniceto Fernandez. “However, the SARO (sub-allotment advice release order) hasn’t been released yet, and we only got P4-million out of P100-million to start road-building.
The winding road starts at Tulubhan, in the southeastern part of the island, and passes at the edge of the island’s “dead forest,” a sprawling black swamp dotted with dead tree trunks hemmed by sparse mangroves. It continues to Bulabog beach on the East Coast, and was designed thrice before the fourth and final one was approved.
“A portion of the road near Kingfisher, a resort where the bay walk will be, gets submerged during high tide,” says Engineer Fernandez. “That’s why we have to raise it by 70 centimeters. Now, it’s way above the high tide water level.”
The 2.5-km road is the missing link in Boracay’s circumferential road that would help in alleviating heavy traffic along the main road on the West Coast, going to Boat Station 1 in Balabag, where most of the upscale resort hotels are located.
“We are supporting in any way we can this vital road network, which is the “baby” of President Gloria Macapagal-Arroyo, for it to be finished on time,” explains Eminent Persons Group (EPG) Group Secretary, Undersecretary Rey dela Rosa, whose office under the Office of the President is tasked to oversee the sustainable tourism development of the Philippines’ premier island destination, which last year, contributed P11-billion to the national coffers!
The main cause of the delay of the road project, aside from the budget deficiency, is a narrow portion that will pass through a densely populated neighborhood going to Bulabog. However, its residents have relented to have their fences and walls moved back to widen the road.

just came from bora ehem boracay.....whatever! hmmmm it's my first time. sorry but IMO boracay is too crowded already, you cant even see the thing they called paradise. I went twice there this summer despite of my constant arument that I'll never ever go back there ever. Crowded? right. Party Island? yep. Paradise? well it depends on which part of the island you spend your time with. Puca beach looks and feels like the old boracay. Sure, no bod can see bums and boobs there all the time but its damn close to the paradise i have been looking for. Plus there is no green stuff there. hehe. There's other areas besides the white beach worth to explore. hehe :)

Unified ticketing system soon in Caticlan, Cagban ports

The unified ticketing system in the Caticlan and Cagban jetty ports will be implemented within the year.
Jetty port administrator Nieven Maquirang said the new system is part of the government loan to enhance the facilities of the jetty ports.
The unified ticketing system costing P33-million is designed for the roll-on roll-off (roro) vessels, pumpboats and for passengers entering the Caticlan and Cagban jetty ports. The environmental, terminal fees and the boat fare, he said, are collected and integrated into one ticket for faster and efficient service for the visitors and residents of Boracay Island.
“For the past years, we received quite a lot of complaints from tourists, especially foreigners, of the present ticketing system. With the unified scheme, we are putting up an ‘all-in-one’ ticketing card to solve the predicament of tourists. At the same time, the share or income of the provincial and local governments, boat operators and fast crafts are directly credited to them within the day,” he said.
Maquirang also stressed the turnstile slots for the comprehensive ticket card and the x-ray machines with metal detector could now be set up this year.
Under the new system, passengers will go direct to swipe their ticketing card in the turnstile, which saves them the trouble to carry loose change for payment of the fees charged to them. Then, they have to wait in the holding area inside the jetty port prior to boarding the pump boats or roll-on roll-off vessels using the boarding pass.
Maquirang said the provincial government is also looking into the possibility to introduce the travel ticket cards for tourists entering the Kalibo International Airport in the capital town of Kalibo.
In the first four months this year, Boracay received 92,633 foreigners of the total 291,443 tourists, data of the Department of Tourism showed.

Aklan jetty ports posted P42-million terminal fees in Q1

Revenues from passenger terminal fees at the Caticlan and Cagban jetty ports increased by 8 percent in the first quarter of 2010.
Aklan Governor Carlito Marquez said the terminal fees posted a four-month collections of P42-million as compared to P38.978-million collections last year or an increase of more than P3-milion from January to April this year.


Terminal fees of P50 are charged to non-Aklanon tourists while entering the jetty ports in Caticlan and Cagban, both in Malay, Aklan.
"If we translate this tourism receipts on terminal fees through our social services programs, more indigents in Aklan will benefit in terms of health and education. The revenues generated from the economic enterprise department are also allocated to finance other programs and the operations of the provincial government," the governor said.
Caticlan and Cagban jetty ports and terminal are major components of Economic Enterprise Development Department (EEDD) created by the provincial government, including revenue-earning units like the Dr. Rafael S. Tumbokon Memorial Hospital. In 2009, the EEDD collected P185-million in revenues compared to P171-million in 2008.
Based on the comparative statistics of the Malay Municipal Tourism Office, Boracay arrivals improved to 16 percent to 291,443 tourists in the first quarter compared to 250,843 arrivals of the same period last year.
Foreigners increased almost 33 percent to 92,633 while domestic tourists jumped 9 percent to 198,810 during the period. Last year, Boracay tourists registered 649,559 or a two percent growth compared to 634,263 in the year 2008.
After gaining another three-year mandate, incumbent Marquez said the higher collection terminal fees has inspired him to deliver more services and programs to his constituents, especially the poor, through the help of department heads and the Sangguniang Panlalawigan members.

BORACAY’S BEACHES COULD DISAPPEAR; Airport project to endanger famous white sand – MGB

Constructing an airport long enough to accommodate international jetliners could led to the disappearance of beaches in this world-famous island resort, warned the Mines and Geosciences Bureau (MGB) of the Department of Environment and Natural Resources.

Boracay is the country’s top tourist destination. It attracts tourists from all over the world wanting to enjoy its white sand and blue sea, thereby generating for the country huge dollar revenues.

However, the difficulty of going to Boracay is preventing more tourists from coming in. At present, international jetliners carrying tourists first have to land at the Kalibo International Airport. From there, the passengers have to motor to Caticlan where they take small boats to Boracay. There is also a domestic airport in Caticlan accommodating planes.

A multinational company wants to solve this travel difficulty by constructing an international airport in Caticlan, the jump-off point to Boracay. But the plan is causing an uproar.

Columnist Neal Cruz of the Philippine Daily Inquirer warned in his column (As I See It, May 28, 2010) that the project “would be bad” for Boracay.

“It so happens that constructing a runway long enough to accommodate international jetliners will entail leveling a hill, Caticlan Hill,” Cruz warned.

Level the hill and Boracay’s white beaches will disappear, he wrote, quoting Dr. Ricarte Javelosa of the MGB.

Boracay’s attraction is its unique powdery white sand that does not burn one’s feet even at high noon. Javelosa explained that unlike other beaches which have sand made of silica, Boracay’s powdery sand comes from finely polished crushed corals eroded from the bedrocks of Caticlan and Boracay.

According to Cruz, Javelosa’s study revealed that the main drivers for replenishing Boracay’s beaches are the winds and the waves tempered by the hill at the end of Caticlan’s domestic airport’s runway.

Javelosa claimed that the hill acts as a barrier against strong winds of the habagat and amihan, converting them into gentle breezes that swirl around the areas of Caticlan and Boracay while carrying light sand that replenishes the beaches of its unique white sand.

Leveling the hill would unleash the full force of the monsoon winds and wreak havoc on Boracay’s so-called micro-climate, wrote Cruz, citing Javelosa’s study.

“Strong winds will carry heavier topsoil that will discolor the beaches, and will create bigger waves that will beat onto the beach, dragging its unique white sand back into the sea. These strong winds will also cause foreign object damage (FOD) to planes at the airport,” Cruz warned.

According to Javelosa, said Cruz, the hill acts as the climate barrier that drives the replenishment cycle of the unique beaches. Remove that and the beaches will eventually disappear as a result of the disturbed micro-climate, causing major erosion from the sea and ceasing the replenishing of fine and light white sand by the gentle breezes.

“Short-term greed outweighs long-term benefits for the greater good,” stressed Cruz.

Dr. Roger Birosel, secretary general of the Earthsavers Movement, has spearheaded opposition to the international project since September 2009.

According to Cruz, the Environment Compliance Certificate (ECC) issued by the DENR is supposed to help determine the existence and validity of such micro-climate theory. However, in this case, those opposing the project claim than an environmental impact assessment was not done for the project and that the ECC being used was the one issued in 2006 by then Environment Secretary Angelo Reyes for the previous project of the provincial government to rehabilitate the domestic airport.

“There was no mention of the hill being removed. Ironic that the ECC does not mention the very subject it should be protecting,” Cruz wrote.

He posed this challenge: “Let’s ask Environment Secretary Horacio C. Ramos to state categorically whether the ECC of the Caticlan International Airport Development Corp.
(CIADC) is valid and if the DENR issued it for that specific project and not for an earlier project to simply upgrade the domestic airport.”

Cruz wrote that there’s another problem to the international airport project.

“Caticlan airport cannot be an international airport because the International Civil Aviation Organization (ICAO) prohibits having an international airport within a 25-mile radius of one another because the crowded air traffic poses a danger to passengers,” he revealed.

Caticlan airport is within the prohibited radius on two counts. It is near Kalibo International Airport to the east and the Carabao Island International Airport to the north.

“Let us ask Director General Alfonso Cusi to comment on the ICAO rule on the 25-mile radius and, if validated, to rule that Caticlan can operate only as a domestic airport because of its proximity to Kalibo International Airport and to Carabao Island International Airport,” Cruz wrote.

Officials of CIADC like Lino Barte and Aklan Cong. Florencio Miraflores said that the project will only be for domestic operations. If so, Cruz asked, “why did it have the word “international” in its corporate name? Was it just to increase its perceived value to potential investors?”

“Is that also the reason why the proposed revenue stream of CIADC does not jibe and was questioned by Assistant Transportation Secretary Roberto Castañares and supervising air transport officer Felicisimo Pangilinan Jr. because of its primary reliance on terminal fees?” he further asked.

Castañares said the airport tariffs being proposed are above market rates or higher than the rates of the Ninoy Aquino International Airport. It will nullify the claimed savings in airfare and airport transfers, Cruz wrote.

In a project evaluation report, Pangilinan pointed out that the passenger terminal fees constitute the major revenue stream of the proposed airport at 66.5 percent to 74 percent after 20 years. He added: “Passenger terminal fees were approximately 90 percent of the projected income. This may mean that arriving passengers will also have to pay the terminal fee. In all airports of the country, only departing passengers are charged the said fee.”

Big issue yan sa aming mga taga-Aklan. Whether you like it or not, you respect the wishes of the residents. Even some people in Camarines Sur doesnt like the term Cam Sur.

Respetuhin mo ang lugar, brand wise, Boracay should be called as such as not to be mistaken by the other destination - Bora Bora. Create the brand and maintain it.

And spell Boracay correctly too. Things like that makes us think that people who can't spell and say the name correctly is just proof of laziness and illiteracy.

No stats to talk about. AFAIK, most tourist destinations have the same problem. Dito sa Pinas, marami din sa Cebu, Manila, Puerto Galera. I think I saw on TV that some of the habal habal drivers in Gen San (correct me if I am wrong) are turning to prostitution because habal habals are now banned.

Koreans, Chinese top list of Boracay foreign tourists
ILOILO CITY, June 3 (PNA) – Korean and Chinese nationals top the list of foreign tourist arrivals in Boracay Island, Aklan during the first four months of the year, record from the Department of Tourism (DOT) here showed.

The DOT recorded 29,379 Korean nationals since January but in April alone some 6,801 Koreans frolicked in the famous white sands of Boracay.

Meanwhile, some 14,382 tourist coming from mainland China flew directly from Beijing to Kalibo through the international airport in Kalibo, Aklan.

Of the number, at least 3,210 Chinese were recorded to have visited in Boracay in April.

DOT regional director Edwin Trompeta said Koreans are visiting Borcay in droves, mostly in scheduled tour especially by language schools that operate in Iloilo City and other places in the region.

Trompeta also that Koreans loved Boracay so much that most opted to visit the island once every month until they went back to Korea.

Meanwhile, Chinese, mostly those with family ties in the Philippines, visit Boracay before going home.

Aside from Koreans and Chinese, Europeans top that list of visitors in the island said the DOT.

Some 13,889 Europeans, including Germans, British, Swedish and French, were recorded to have visited Boracay Island.

DOT said the number of tourists that visited Boracay increased by 16.19 percent in the first quarter of the year.

RP to put best foot forward in hosting 2014 Asian Beach Games

The Philippines hopes to start its preparations for hosting the 2014 Asian Beach Games (ABG) in order to gain a foothold of winning in their bid of staging the 2015 Southeast Asian (SEA) Games.

Philippine Olympic Committee (POC) president Jose "Peping" Cojuangco Jr. said hosting the 2014 ABG, to be held on the island of Boracay, will be a prelude of what to expect if the country earns the hosting rights for the 2015 SEA Games.

The Philippines is planning to bid of hosting the 2015 SEA Games.

Cojuangco said the POC will make early evaluations to fully prepare in hosting the Asian Beach Games.

"I think for the next couple of months, we have to signify our full intention to host the Asian Beach Games. We’ll also plan on how to handle hosting the (ABG)," said Cojuangco.

The ABG is the brainchild of the Olympic Council of Asia (OCA) where beach sports are played.

Among the sports on the calendar are beach wrestling, surfing, windsurfing, sailing, swimming, beach basketball, beach volleyball, beach handball, beach soccer, woodball, waterpolo, triathlon, jet ski, and dragon boat racing.

Bali, Indonesia hosted the inaugural Beach Games while the second edition of the biennial event will be held in Muscat, Oman this year.

The OCA selected Boracay as the host for 2014 but Cojuangco plans to spread the events in different beaches of the country to showcase the other scenic spots although he admits that logistics could be a problem.

"The Philippines has been known for having a lot of beautiful beaches, maybe it’s an opportunity to spread it around and show off our beaches to the rest of the world," Cojuangco said.

The last time the Philippines hosted an Asian multi-sport event was during the 1954 Asian Games at the Rizal Memorial Sports Complex.

Cojuangco came up with the idea of bidding to host the 2015 SEA Games after attending the SEA Games Federation (SEAGF) council meeting where the 2013 edition was given to Myanmanr.

The Philippines hosted the 1981, 1991 and 2005 SEA Games—with most of the events held at the historic Rizal Memorial Sports Complex.

More flights to Boracay via Caticlan, says Cebu Pacific

Budget carrier Cebu Pacific said it has received go signal from the Civil Aviation Authority of the Philippines (CAAP) to land on and take off from either end of the Caticlan airport's runway, minimizing the carrier's flight diversions to Kalibo.

Caticlan is the nearest jump-off point to tourist favorite Boracay Island. Kalibo airport, which is a bigger facility, is about a two-hour land trip away from Caticlan.

"We are delighted that as a result of our re-certification, CAAP has authorized Cebu Pacific to take-off and land in both directions for Caticlan," said Candice Iyog, vice president of Cebu Pacific.

"[This] should make flying to Boracay more convenient for our passengers. However, flights may still be diverted to Kalibo if the runway is wet," Iyog added.

The CAAP earlier designated Caticlan as a one-way airport, which essentially shortened the portion of the runway that could be used despite its actual length. This was done after a Zest Air flight overshot the runway a year ago.

The CAAP order resulted in airlines like Cebu Pacific shouldering land transfer costs from Kalibo to Caticlan for passengers who had original bookings for the latter.

Cebu Pacific operates 13 daily flights to Caticlan from Manila, and 11 weekly from Cebu using its ATR 72-500 aircraft.

ILOILO CITY, June 5 (PNA) –- The Department of Tourism (DOT) here said that tourism in Boracay has been very robust in the first four months of 2010. The island renowned for its white sand had a whopping revenue of P5.3 billion in just four months.

Likewise, Boracay has collected P1.86 billion (P1,863,139,206.60) worth of receipts from its tourism industry in for the month of April alone, according to the DOT. The tourism revenue has not fallen below the one billion mark and steadily increased since January.

DOT data showed that the number of tourists that visited Boracay increased by 16.19 percent in the first quarter of the year.

Around 291, 443 tourists both foreign and domestic tourists visited the island as of April this year when compared with 250, 843 last year.

DOT regional director Edwin Trompeta said that Koreans, Chinese and Europeans topped that list of foreign visitors in the island. In fact Boracay had an average 20 thousand foreign tourists every month since January.

This only shows that the country is still a favorite destination among foreign vacationers thanks to bullish tourism programs being promoted by the DOT abroad, he said.

Trompeta said that Boracay has been a consistent tourism powerhouse in the country. He hoped that the local government of Aklan would be able to use the amount in improving the schools and inroads within the island, as well as protect its environment and the Aeta community.

He said that Boracay has always been a favorite destination during summer . He cited the island’s world-class hotels and restaurants and reasonable tourism packages.

He also said that the positive support of the locales and the government’s innovation makes Boracay a formidable force in world tourism.(PNA)

Alphaland ramps up expansion with construction of 4 projects

[LEFT][CENTER][RIGHT]MANILA, Philippines - Ongpin-led-Alphaland Corp. is ramping up its expansion with the construction of at least four projects, which include its foray into sustainable tourism, as it aims to strengthen its position in the real estate industry.

On the sidelines of the company’s annual stockholders meeting yesterday, Alphaland chairman Roberto V. Ongpin said the property firm, which has a net asset value of P12.5 billion, will develop an upscale resort complex in Boracay and Balesin Island, Quezon. Plans are also underway for the construction of a self-contained mixed-use complex with a world-class marina and yacht club in a 32-hectare reclaimed land in Paranaque City.

The Boracay project, dubbed Alphaland Boracay Gateway, will be a masterplanned community geared as an eco-resort destination featuring residential, retail, hotel, sports and recreation areas. It will rise on a sprawling 500-hectare property in the northern tip of Nabas, Aklan on Panay Island. The project is in partnership with Akean Resorts Corp., an affiliate of the Prudentialife Group of Companies, headed by Amb. Francisco Alba.

The other resort, Balesin Island Club, will involve the development of six resort clusters, each with 12 residential villas. Located on a 380-hectare property in Pollillo, Quezon, Balesin Island Club will require an initial investment of $300 million to $400 million.

Aside from this, the company will start construction of Alphaland Makati Tower, a 35-story building that will serve as the corporate headquarters of Alphaland and British investment fund Ashmore Group in the Philippines. The property, with an appraised value of P1.23 billion, will rise on a 2,400-square meter lot.

Alphaland has budgeted between P3 billion and P5 billion for its capital expenditures this year, which include the construction of the retail center and the city club for The Alphaland Makati Place, which will consist of several high-end residential towers.

Ongpin said the Alphaland Bay City will have the ultra-modern marina yacht club as its centerpiece which will be large enough to accommodate over 70 large yachts and one super yacht.

Alphaland holds a 20 percent stake in Shangri-La at the Fort, a combination of a luxury hotel skyscraper and luxury residences in the Bonifacio Global City. Slated for opening in 2014, Shangri-La at the Fort will offer 500 rooms.

Its first project, Alphaland Southgate Tower, is a 20-story structure offering a total of 36,000 square meters of leasable space.:banana:

BORACAY ISLAND, Aklan – The provincial government of Aklan is set to establish a boulevard highway that will illuminate the entire stretch where tourists pass by during nighttime, according to the Department of Public Works and Highways (DPWH) here.

The installation of the boulevard highway is part of the local government’s efforts to strengthen security measures to protect tourists who are coming in to Boracay.

DPWH District Engineer Roberto Cabigas said that the Aklan provincial government already requested a P90-million allocation for the project that will start at the Kalibo International Airport (KIA) passing by the towns of Numancia, Makato, Tangalan, Ibajay, Nabas and will end in Caticlan Jetty Port in Malay, Aklan.

“The idea is we will be placing lighting poles lining up the national highway. If this will materialize this will boost the security of tourists bound for Boracay especially those who are traveling at night,” said Cabigas.

The KIA now is operating 24 hours catering to international direct flights such as China, Taiwan and Korea. Most of the tourists coming in are bound to this resort island.

Another security feature is the opening of the P10-million terminal building at the KIA.

Civil Aviations Authority of the Philippines (CAAP) officials said that they are only waiting for the x-ray machine, transformer sets and other facilities from Metro Manila that are needed for the operation of the new terminal building.

The terminal building was supposedly scheduled to open last April but was canceled due to the availability of the needed facility. :banana:

Why does the BSP management has to transfer its BSP branch office from Kalibo to Roxas City? Is the volume of business bigger in Capiz than in Aklan that the BSP branch office must transfer to Roxas City? What are the reasons of the transfer?

Last week, vice presidential candidate Bayani Fernando was scheduled to plane in Roxas City airport at 3:00 o’clock in the afternoon but was not able to because the airport was closed that time. There is only one or two planes which land in the Roxas City Airport daily. Bayani’s plane landed in Kalibo which airport is open even in the evening. Several planes land and take off in Kalibo Airport even at midnight. Moreover, there are smaller planes which land and take off in Caticlan Airport, Caticlan, Malay daily. This is a good indication of the booming tourism industry in Aklan province. Furthermore, hundreds of visitors visit Aklan everyday through the Republic Nautical Highway, by land, and by water transportations.

Why will BSP transfer to Roxas City which airport closes very early in the afternoon? This indicates very limited volume of business.

But not only in tourism, Aklan has surplus agricultural and marine products such as palay, coconuts, fish and seafoods for exports.

Many Aklanons perceived the BSP can be more functional in Aklan than transferring the office to Roxas City. The volume of business and the sum of money in circulation in Aklan on a daily basis is much larger than in Capiz.

The task to convince the BSP management to continue holding office in Kalibo is a great challenge to the present provincial leadership. This is a great challenge to the congressman, the provincial governor, vice governor, members of the SP Aklan, and mayor, vice mayor and SB members of Kalibo.

Is the present corps of BSP officials and employees in Kalibo glad that their office will transfer soon to Roxas City? If they are not happy to transfer to Roxas City, they must initiate their retention in Kalibo. If they are glad to transfer to Roxas City, then what is wrong among the Aklanons? I understand, majority of the employees of BSP Kalibo is Aklanons.

Boracay tourist arrivals, terminal fees collections went up from January to May

BORACAY – Aklan Governor Carlito Marquez has cited the positive growth in tourist arrivals in the island of Boracay and collections in roll-on roll-off vessels and terminal fees in Caticlan and Cagban jetty ports.
For the month of May alone, the two jetty ports posted P13.526-million collections while from January to May this year, the provincial government collected P55,765,276.00 compared to the collections last year of the same period of P46,427,625.00 or an increase of P9.337-million.
Marquez said the famed island of Boracay registered 378,694 tourists for the first five months over the same period one year before with 337,664 arrivals or 12.15 percent increase in tourist arrivals.


In 2008, Boracay tourists recorded at 320,994, of which 85,887 were foreigners from January to May. Last year, international travelers also accounted for 85,687 arrivals for the first five months.
“The increase in collections would mean additional revenues for the province, more projects in the communities and more jobs for our constituents,” Marquez said in his Governor’s Report to the People at DyRU Super Radyo Kalibo on Saturday morning.
To improve the services and security, the provincial government is embarking for a unified ticketing system and installation of x-ray machines in the jetty ports and terminals this year.
Jetty port administrator Niven Maquirang earlier said the procurement of x-ray machines is for enhanced security of all incoming and departing passengers for Boracay Island.
Caticlan jetty port also serves as jump-off point of the Strong Republic Nautical Highway project of the national government in Panay Island.
Meanwhile, the Aklan Provincial Tourism Council, co-chaired by Vicky Ramos-Antonino, and the Provincial Tourism Office held a two-day festival planning seminar workshop by encouraging stakeholders and local officials to develop potential tourism events and festivals in the province.

The truth about Caticlan Airport

Do you know that politicians have a favorite dance—the politician’s shuffle—which goes this way? Two steps forward, two steps backward, side-step, side- step and spin.
Try to look at our politicians on how they conduct themselves under any administration. Indeed they have mastered dancing the politician’s shuffle.
It’s no wonder they call politics the art of the possible.

It is now clear that all the noise generated against the development of the Caticlan Airport is nothing but a desperate attempt to save big-ticket investors in nearby Carabao Island.
Korean investors, I am told, have now realized that they placed the wrong bet on Carabao Island. They speculated that this island, a few kilometers from the island paradise of Boracay, would surpass the latter as a world-class tourist destination.
Let’s rewind a bit. Korean firm Euro Asia and Group Holding led by one Byoung-Youn Park had planned to put up a P5-billion international airport on Carabao Island and undertake a massive tourism package in the area. This would include, aside from an international airport, a marina, a 27-hole championship golf course, a 1,500-room luxury hotel and resort, a retirement village and recreational facilities.
Santa Banana, these Koreans must be dreaming if they can put up all that with P5 billion. It would probably cost them more than twice this amount.
The problem, however, is that Carabao Island faces an open sea. Travel to and from the island by boat, if tourists wish to island-hop, would be dangerous because of big waves at all times of the year. Also, building another airport in the area would violate aviation standards. Carabao Island is within the 25-kilometer radius of Caticlan, the allowable distance between international airports.

Here’s another point: The airport development of Carabao Island is also being opposed by the provincial government of nearby Aklan because the Korean project could divide the lucrative tourism industry in the area. The Aklan public does not see the need for another airport because the Department of Transportation and Communications has already approved the rehabilitation of Caticlan Airport, the gateway to Boracay island.
My sources tell me that the Koreans my have hit a dead-end and may now want out of the project. The Koreans immediately sent feelers to San Miguel after it bought 51 percent of the Caticlan project. But, my sources added, the Koreans inflated the value of Carabao Island—which they reportedly bought for only P50 per square meter.
My gulay, the food and beverage conglomerate which is now expanding and diversifying into energy, telecommunications, infrastructure, power and tourism didn’t bite and the Koreans are now stranded on Carabao Island!
I must give it to the Koreans for creating a lot of noise against San Miguel and the Caticlan airport development project. The truth, however, is now coming out. What the Koreans have been peddling in their media blitz are lies, after all.
The Koreans concocted threats and lies in the guise of environmental activism, claiming that San Miguel would level off the Caticlan Hill and that, as a result, black sand would replace the powdery white sand of Boracay. My gulay, the “Save Boracay” campaign suddenly became a hot topic among some opinion writers in major newspapers.

The Koreans failed to realize that their PR campaign could backfire on the modernization of Caticlan airport. Leveling off that hill was never in the agenda of San Miguel. And why should it be? San Miguel president and chief operating officer Ramon Ang would be foolhardy to destroy that controversial hill given that San Miguel would invest heavily on the airport project. My gulay, would San Miguel kill the goose that lays the golden eggs?
According to Ang, the Koreans’ accusations do not make sense.
Consider this: Geologist Guillermo Balce, a former energy undersecretary who was hired by the San Miguel conglomerate as a consultant, flatly denied that the 48-meter Boracay hill would be mothballed since the proposed expanded runway would cut through the hill. That’s a lot of baloney. The plan would instead extend the runway through slopes. “There is an engineering solution. We’ll rely on very detailed aerodynamics study. The project would definitely not cause the hill’s destruction,” he said.
The alternative includes ways to avoid any potential turbulence caused by wind shear—or the difference in wind speed and direction over a relatively short distance in the atmosphere. This would allow aircraft to land and take off the extended runway depending on the direction of the wind.
