강북 미아동~성북 신설동 지하경전철 건설

만성적인 교통혼잡지역인 강북구 미아동과 성북구 신설동 구간에 오는 2011년까지 지하경전철이 건설된다.
강북구 미아동에서 성북구 신설동 10.7킬로미터 구간에 신교통수단인 지하경전철이 들어선다. 이 지역은 그동안 상습정체현상을 빚어온 데다 추가 도로건설마저 어려운 대중교통 취약 지역이었다. 서울시는 이런 문제를 해결할 수 있는 지하경전철 도입방침을 공식 발표했다. 이명박 시장은 "첨단유도장치를 갖춘 지하경전철로 건설되며 출퇴근시간대에 1-2분간격으로 운행해 빠른 시간내에 도심으로 진입할 수 있도록 할 예정"이라고 말했다.

이번에 도입될 지하경전철은 우이동 유원지에서 출발해 미아 삼양 그리고 정릉지역을 지나 신설동까지 운행되고 정거장은 13개로 평균 870미터 간격으로 설치될 계획이다.

또 지하철 4호선 성신여대역과 6호선 보문역, 1,2호선 신설동역에서 기존 지하철과 환승이 가능하게 된다. 서울시는 지하경전철이 도입되면 강북구 미아동 북한산시티 아파트에서 성북구 성신여대역까지 출퇴근 시간대에 35분 이상 걸리던 것이 8분 이내로 단축되고 승객 분산으로 지하철 4호선의 혼잡도도 크게 개선될 것으로 내다봤다.

이와함께 우이동 쌍문동 미아동 신설동 등에 역세권을 중심으로 개발이 활성화돼 지역경제 발전이 기대된다고 설명했다.

서울시는 이번 지하경전철 도입사업은 민자 유치를 통해 추진하고 올 하반기부터 민자사업자 선정작업을 시작으로 내년 하반기에 설계 시공과정을 거쳐 오는 2011년에 개통할 예정이다.

공중궤도를 움직이는 경전철 ‘모노레일’이 서울의 ‘발’로 등장할 수 있을까? 서울 강남구와 영등포구는 사업안 검토를 마치고 올해 첫 ‘액션’에 들어간다. 강남구는 지난해 말 모노레일 선진국 말레이시아 업체와 합작투자법인 협약을 맺었다. 영등포구도 상반기까지 사업계획서를 작성 중이다. 그러나 ‘돈줄’격인 서울시는 사업성 여부를 보고 판단하겠다고 밝혀 논란이 예상된다.


◆정시성에 경제성까지 겸비


모노레일이란 ‘하나’를 뜻하는 ‘모노(mono)’와 철도를 뜻하는 ‘레일(rail)’의 합성어. 지상에 박은 기둥을 가로질러 공중으로 연결된 하나의 선로를 따라 움직인다. 또 전기를 동력원으로 하기 때문에 공해도 없다. 최대 장점은 지하철의 정시성(定時性)과 버스의 경제성을 다 갖췄다는 것. 정해진 궤도를 움직이니 체증과는 거리가 멀다. 지하철 건설비의 30~70%로, 비용도 적게 든다. 때문에 버스를 늘리자니 체증과 공해가 걱정이고 지하철을 뚫자니 노선길이가 너무 짧을 때 적합한 교통수단이란 평이다.


만성적 교통체증에 시달리는 강남구가 가장 적극적으로 달려드는 이유도 여기에 있다. 강남구는 말레이시아 ‘앰트랜스사’와 합작법인 설립 협약을 체결하고 ‘강남모노레일 주식회사’ 사무소까지 열었다. ‘강남모노레일 주식회사’는 이달 중에 서울시에 사업제안서를 제출할 예정이다.


강남구 관계자는 “강남지역을 통과하고 있는 지하철노선(7·2·3호선, 분당선)이 모두 동서(東西)노선”이라며 “강북으로 진입하는 남북축 교통체증 해소가 시급하다”고 말했다.

영등포구는 교통분담 외에 관광 유발 효과를 내세우고 있다. 한강, 윤중로 벚꽃길 등 관광명소를 순환하는 노선이 관광객들의 발길을 잡을 것이란 계산이다.


영등포구 관계자는 “빌딩 완공시 약 5만명의 유동인구가 늘어날 것”으로 내다봤다.


◆건설비용 마련이 문제


문제는 건설 비용이다. 강남구의 경우 1단계 노선 건설에 드는 돈은 약 2000억원. 강남구는 이 가운데 서울시가 800여억원을 부담하고 시 소유인 학여울역을 차량기지로 제공해 주기를 바라고 있다. 영등포구는 공사비 3000억원 중 2000억원 정도를 기대하고 있다. 이는 영등포구 한해 예산과 맞먹는 액수다. 이에 대해 사업승인권을 쥐고 있는 서울시는 이달 중 두 구에서 제출할 사업계획서를 보고 판단한다는 신중한 자세다. 사업성 여부가 아직 판가름나지 않았기 때문이다.

그러나 지난 2000년에도 서울시가 강남구·영등포구 등 5~6곳에 모노레일 도입을 추진했다 흐지부지된 적이 있어 현실화는 쉽지 않을 것으로 보인다. 강남구와 영등포구는 서울시가 예산 지원을 하지 않을 경우, 민자(民資)유치 방식으로 재원을 마련한다는 계획이다. 그러나 서울시가 사업성이 없다고 판단해 사업승인을 하지 않으면 사업추진은 불가능해 앞으로의 추이가 주목된다.


◆ 영등포는 여의도 순환형, 강남은 ‘ㄱ’자형

영등포구는 여의도 전체를 한바퀴 도는 순환형 모노레일을 추진 중이다. 구체적 노선은 국회의사당~신길역~63빌딩~여의나루역~국회의사당(12.23km)을 잇거나 당산역~윤중로 벚꽃길~여의도공원~여의나루역~63빌딩~신길역을 잇는 노선 등이 검토되고 있다. 반면 강남구는 2007년까지 1단계로 ㄱ자형 노선을 건설한다는 계획. 도산대로~영동대로를 잇는 신사역(지하철 3호선)~청담역(7호선)~삼성역(2호선)~학여울역(3호선)까지 6.6 ㎞구간이다.

강원도 속초시 설악동에 무인자동궤도차량〈상상도〉을 운영하는 방안이 추진되고 있다. 강원도는 13일 한국철도기술연구원과 차세대 신기술 교통망 개발 협약을 체결, ‘스카이 택시’로 불리는 중소형 무인자동궤도차량시스템의 실용화를 위해 공동 노력키로 했다.


스카이 택시는 전기로 움직이는 ‘소형 모노레일’로 가로 1ｍ·세로 1.5ｍ 크기의 4인승이 설치될 예정이다. 궤도는 폭이 레일 포함, 2ｍ로 지상 20ｍ 높이에 시설되는 방안이 검토되고 있다. 계획 노선은 설악동 상가단지에서 케이블카 탑승지인 소공원까지이다.


강원도는 올해 민간 자본을 유치, 부지를 마련하고 내년에 시험 트랙 3㎞를 설치한 뒤 2007년부터 정식 운영하겠다는 목표를 세워놓고 있다.


스카이 택시는 건설비가 1㎞당 100억원으로 모노레일(350억원), 경전철(500억원), 지하철(1000억원)에 비해 훨씬 저렴하다고 도는 밝혔다.


강원도는 2007년 스카이 택시를 운행해 본 후 청정환경 유지에 효과가 있다고 판단되면 도내 유명 관광지로 확대할 계획이다.


현재 미국 웨스트 버지니아주 모건대학에서는 무인궤도차량이 학교 구내에서 순회 중이며, 국내에도 포항공대에 40ｍ 길이의 시험 트랙이 설치되어 있다.

I don't like that monorail idea~

Seoul doesn't need one because it already has a very good transportation system- especially with the subway expansions. If it is constructed, I think it's main goal would be to be the first step towards a more greener and enviromental-friendly Seoul.

Kids, it's not a monorail, at least not an elevated theme-parkish one. This is a SMALLER UNDERGROUND SUBWAY TRAIN. They just decided to make it smaller to make it more energy efficient and economical to build.

Personally i think it's a great idea to communicate main subway stations. If I were Seoul's mayor, I would build a monorail for each bridge on the Han River to let people go from one side to the other without the need of a car or bus. That would aleviate traffic and pollution.

the bridge-monorail idea sounds very nice, but other areas in the city,, i dunno.
building all these stations and track for such a small amount of cars, i dislike it

extension work of Bundang line(selleung to wangsimni, 6.6Km, 4stations) is U/C now.

this work will be completed in 2008.. :)
