MANILA, Philippines—All 19 regional consular offices (RCOs) of the Department of Foreign Affairs have been issuing electronic passports (ePassports) since April 28, Foreign Affairs Secretary Alberto Romulo said.
“This way, our kababayans (countrymen) living in the provinces and overseas need not come to Manila to get a passport. They just have to go to an RCO nearest them and avail of the same fast and efficient services,” ne added.
The same day that the RCOs shifted from the machine-readable passport (MRP) to the ePassport, the Philippine consulate general in Hong Kong also rolled out the ePassports, the DFA-Office of Consular Affairs (OCA) said.
Other embassies and consulates general will soon follow suit, it said.
In the coming months, the DFA-OCA plans to accommodate more people as it will ramp up the system to accept more appointments—from 2,800 a day to around 3,300 a day, and even more in the near future. It is also aiming for a shorter queuing and turnaround time from receipt of application to the issuance of the passports. Earlier, Romulo said ePassport applications could last no more than 30 minutes from start to end.

Take a tricycle from Legazpi centro to Puro Elementary School. The tricycle line is along F. Imperial St. near the Puericulture Center and Dunkin Donuts, in front of Allied Bank. Just ask the driver to drop you off at the Elementary school. You'll find your way to the boulevard from there because the sea is visible from the street. Hope this helps!

Ang alam ko pa they're planning to transfer the regional center site sa Villahermosa. I think mas naguurbanize na ang Anislag kesa sa Villahermosa with all the resettlements being done there. I think ang Anislag ang maiging bagong centro kan daraga.

Legazpi City (17 May) -- The Provincial Government of Albay is mulling to utilize the customized SimCLIM software, a computer model system for examining the effects of climate variability and change over time and space, according to the chief of the Center for Initiative and Research Center for climate Adaptation (CIRCA).
CIRCA Executive Director Nhong Rangasa averred Albay would be the first local government unit (LGU) in the country to use the SimCLIM in the province's program on climate change adaptation and mitigation, disaster risk management and other development applications. Rangasa explained that SimCLIM is an open framework modeling system which allows user to customize the model for geographical area and spatial resolution and to attach models.
The software has the capacity to assess baseline climate and current variability and extremes, present and future risks, investigate present and future adaptation, create scenarios of climate and sea level change, conduct sensitivity analyses, impact and others. CIRCA in Albay is proposing to the national government to create a customized SimCLIM software modeling system for the Philippines. Rangasa said that it could be applied in the work programs of several agencies in the country.
Albay is the only province in the country using the SimCLIM software for revisiting the Comprehensive Land Use Plan. A version of SimCLIM customized for the Philippines will include the statistical downscaled Global Climate Monitoring (GCM) patterns, rather than directly bilinear interpolated GCM patterns in that characterized earlier version of the software.
Rangasa further said that SimCLIM outputs are multifaceted and applicable to a wide range of planning and sustainable development application and sustainable development applications. "It is perhaps the first and foremost a tool for creating possible scenarios of climate change that are then linked with various sectors, such as coastal, agriculture, water, health and the planning required to reduce the risk borne by societies and environments as a result in shifts in climate," he noted.
Rangasa said Albay is moving advance in terms of climate change adaptation response.
Albay is the first province in the country to institutionalize CIRCA and declared as Global LGU model for Climate Change Adaptation by United Nation International Strategy Disaster Reduction Report 2008 and World Bank.
The province, through CIRCA, develops climate change integration in curriculum in all learning area, hosted two separate national conferences that resulted to the Manila Declaration as a tool for the early passage of disaster management bill and creation of the Climate Change Commission. Pwedeng pwede na maging city. Kaya lang di nya pa naabot su P100M na internally sourced income na minumum requirement sa pagiging city. Pero madali na yan. Pagnagka BIA na.

ALBAY Province — Incumbent Albay Governor Jose Ma Clemente Salceda (LP) has retained his post garnering and overwhelming 466,605 votes trouncing aspiring Maria Linda O. Montayre of LKKK, with 17,638, Marcelino C. Gallardo of PGRP, with only 5,397.
The BOC proclaimed Salceda Wednesday (May 12) as the duly elected governor of the province.

Salceda’s running mate Harold Imperial got 185,330 votes edging Jesus Calisin of NP, with 142,287; Raul Borejon, with 116,122; and, Gil Goyena, with 11,757, in the vice gubernatorial race.
Incumbent Rep. Edcel Lagman (LAKAS KAMPI CMD), running for his third term in Albay first congressional seat, has defeated Wilfredo Brizuela (LP).
Rep. Al Francis Bichara (NP) holds on to his post in the second congressional district by winning a big margin against Amelia Bonita Apin (LP), Ricardo Ayala (Ind.)
Former Albay Governor Fernando B. Gonzales (LP) topped the congressional seat in the third district claiming the seat from incumbent Representative Reno Lim (NPC) and Brando Sael (NP), Armando Redillas (Ind.)
In Legazpi City, the Commission on Elections (Comelec) also proclaimed Wednesday (May 12) the newly elected set of local officials.
Atty. Jasmin Banzuela, city election officer here, proclaimed Geraldine Rosal and Vitorio Roces (Lakas-Kampi-CMD)as newly elected mayor and vice mayor, respectively.
Geraldine Rosal, wife of outgoing Mayor Noel Rosal of Lakas-Kampi-CMD, got a total of 56,930 votes as against her opponent Lorna Cristobal with 31,909 vote casts.
Incumbent Mayors Krisel Lagman Luistro (Lakas-Kampi-CMD) has retained her post in Tabaco City and Linda Gonzalez (LP) in Ligao City.
Meanwhile, other winning candidates are re-elected town executives Carlos Irwin Baldo Jr. (Lakas-Kampi-CMD) of Camalig, Juan Miguel Garcia (Lakas-Kampi-CMD) of Guinobatan, Agnes Pacencia Dycoco (Lakas-Kampi-CMD) of Libon, Avelino Ceriola (Lakas-Kampi-CMD) of Malinao, Caesar Daep (NP) of Manito, Gregorio Ricarte (Lakas-Kampi-CMD) of Oas, Dante Arandia (Lakas-Kampi-CMD) of Pioduran, Jaime Villanueva (Lakas-Kampi-CMD) of Tiwi

The Bacon-Manito (BACMAN) Geothermal Power Plant in Albay is capable of providing electricity to an area eight times the size of Albay province, according to its Public Information Officer Gerry B. Buna. The BACMAN GPP is holder of seven International Standard Organization (ISO) certificates for quality management systems and safety as well as environmental care and compliance to internationally recognized standards. The geothermal field also houses a newly-opened wildlife park with its butterfly garden and other animals. Imperial St. near the Puericulture Center and Dunkin Donuts, in front of Allied Bank. Just ask the driver to drop you off at the Elementary school. You'll find your way to the boulevard from there because the sea is visible from the street. Hope this helps!

You're welcome! Yup, you can drive on it already. I guess by now the entire road has stretched all the way to Lamba, a good 2-3 kilometers away from Legazpi. I just hope the bridge near Embarcadero will be finished soon so that the new Boulevard will be easily accessible from Legazpi centro without going through Buraguis.

LEGAZPI CITY, May 18 (PNA) -- Call it women power, a coincidence or whatever, but comes July 1, when the new sets of local officials that won the May 10 elections assume the stewardship of their respective local government units, the province of Albay will see each of its three cities under the administration of lady chief executives.
Geraldine Barrameda-Rosal will take the reign of Legazpi City from her husband Noel, who occupied the mayoral seat for nine years. Krisel Lagman-Luistro and Linda Gonzalez were reelected city mayors of Tabaco and Ligao, respectively. All three ran under the administration’s Lakas-Kampi-NUCD coalition party.
These three Albay cities are situated at the foot of the active, 7,943-foot high Mayon Volcano. Tabaco is at its western foot; Tabaco at the northeastern section and this city at the southeast. Although lying at the high-risk areas during Mt. Mayon eruptions, these cities are considered the centers of development, trade, commerce, education and tourism of the province.
Tabaco is considered the jumping board between the island province of Catanduanes and the Bicol mainland while Ligao caters to the trade and commerce of the third district of the province up to the municipality of Pioduran, the main link between the island of Burias, Masbate and Albay.
Legazpi, now on its 51 years as a city is the government’s regional center for Bicol and site of massive industrialization and commercialization with all the big investments like the P900-million Embarcadero de Legazpi, the P300-million Grand Public Transport Terminal and the Ligñon Hill Mayon View Deck.
As a wife to the city mayor, Geraldine or Gie as she is fondly called, 37, is a community worker who strongly advocates women empowerment, good health, proper nutrition, gender development and responsible parenthood. She was cited as 2009’s Most Outstanding Community Development Program Chairperson in Southern Luzon for her Gender Equity Program.
She becomes the second lady mayor of the city next to the late Imelda Roces, who died while serving as commissioner of the National Police Commission (Napolcom) several years back. Noel Rosal became mayor in 2001 immediately after Roces completed her nine-year term.
“Whatever my husband and I have started, I will pursue when I assume the city’s chief executive’s seat,” she told the Philippine News Agency Tuesday. She was proclaimed winner in the May 10 elections last May 12 after routing her rival with an over 25,000 vote-margin.
Also proclaimed were her running mate vice-mayor-elect Bitorio “Bitoy” Roces and the would-be 10 members of the city legislative council.
Rosal’s opponent was Lorna Cristobal, who ran under the Liberal Party and a wealthy restaurateur who sits as an ex-officio member of the city legislative council being president of the city’s Association of Barangay Councils (ABC). She is married to Engr. Oscar Cristobal, the assistant regional director of the Department of Public Works and Highways for Bicol.
Noel Rosal’s nine-year as mayor as a no-nonsense administration as the once sleepy City of Legazpi (now a first class city) suddenly became a booming city with investments pouring in due to his aggressive infrastructure development, massive tourism development and effective peace and order programs.
Luistro, the daughter of Albay first district congressman Edcel Lagman, was reelected into her second term while Mrs. Gonzalez, the wife of former Albay governor and now congressman-elect for the 3rd district Fernando Gonzalez won her third term. Both Tabaco and Ligao were elevated into cities in March 24, 2001.
The first city mayors of Ligao and Tabaco were Fernando Gonzalez (2001-2004) and Alex Burce (2001-2007),. Luistro’s uncle, respectively. They were replaced by the two currently reigning lady mayors.

Yup, me too. Maski naglaog su Metro Gaisano na competitive man ang prices, meaning hababa man, dai lamang nagluya ang LCC Legazpi. Nagparadakol pa lugod gari mushroom hehe. I don't think LCC will be threatened by Savemore.

Downtown Legazpi Port really needs a thorough make-over. Medyo luma na talaga an mga structures. How I wish this will be included in Mayor-elect Gie Rosal's development plans. A good portion of the city's income is derived from tourism so it is just apt to redevelop our downtown.

I remember back in the late 80s dai pa yan aircon na LCC. Ang aircon lang jan is the boutique sa 3rd floor. Pirmi ako yaon duman maski mga pambabayi an mga barakalon. Hahaha.

The oval should be converted into tartan tracks and a new grandstand should be built. Pirang bagyo na baga an inagihan kaiyan na grandstand na iyan since 1951? The first one was the super Typhoon Trix in 1951 and then Typhoons Olive in 61, then Sening, Yoling, Reming. Baka maulag na lang iyan bigla. :ohno:

I agree. Quirino Stadium palan ang ngaran kaiyan? We've always known it as BU Oval. Although dakol na bagong facilities ang iba-ibang colleges na naga comprise kang BU, kaipuhan na talaga ki new facilities kang BU Main, like a new grandstand, auditorium (to replace the BU Little Theater), track oval and more. I'd like to see a new covered arena for BU, para dai na sinda magrent sa Albay Astrodome during graduations.
[dx] May 19th, 2010, 09:29 AM BTW, we now have two important business hubs where electrical wiring is buried underground: Landco Business Park (also called Legazpi Commercial Park) and LKY Metro. :okay: Along the seawall boulevard and within Embarcadero complex there are no electric posts, but there are electric posts along the road near Kapuntukan Hill.
I hope electric wires along Legazpi Boulevard will also be underground. I'll try to check on that next month.

How I wish this will be included in Mayor-elect Gie Rosal's development plans. A good portion of the city's income is derived from tourism so it is just apt to redevelop our downtown.

May dagdag lang po ako. Bichara Mall was opened i think in November, 1998. Before moving to Pacific Mall, these was the home of Rusty Lopez and Penshoppe. I think mas magagayon and masdakula an sinhan ninda kaysa sa Pacific Mall. Tinatawo pa man sya lalo na su sinehan and Bar 101.

If I'm not mistaken, the first film shown at the Bichara Silverscreens was 'The Mask of Zorro'. I can remember the building was a gorgeous sight during the evening because it was ablaze with lights. Gari kasarabay nya pa su pag renovate kang Plaza Rizal with its new fountain and deco lamps. Kaya guminayonon iyan na part kang Legazpi. BTW, Off-white pa ang kulay nya dati, ngunyan light green na hehe.

A good portion of passengers using Legazpi airport are bound for CWC and Donsol. This means that any surge in tourist arrivals in the Bicol area will most likely benefit the neighboring provinces.

Yup, air travel became very affordable for most of us when Cebu Pacific entered the market. Before CEB, traveling via plane was a luxury. lol. Still, despite the boom of air travel to and from Legazpi, gari dai man nagluya ang bus companies. Pag balik mi Manila after election, 7 buses yata su Cagsawa surunudan. :lol:

Actually there were some questions ngani from some quarters as to how DOT was able to quantify the number of tourists as they have included domestic tourists in the numbers. Before kasi ( and as the standard practice in almost all countries), the Tourist agencies only count the foreign tourist arrivals in a particular place and the expected tourist expenditures that went into that travel. To jack up yata the figures or as Gloria wants to meet the goal of 5 million tourists for the year, Secretary Durano of DOT began this rather unusual computation of including domestic tourists who may just be returning students or locals aside from the foreign tourists. For 2009, I think the Philippines was only able to attract a little more than 3 million foreign tourists (with 200k or so going to Bicol) which is one of the lowest in Southeast Asia - Vietnam attracts more tourists and Cambodia is fast catching up!
Anyway, I am seeing a further increase in the passenger volume for this year as the two major airlines might increase their frequencies further or add other points of destination besides Manila or Cebu. Sana so ZestAir man ay uro-aldaw na dapat so flights ninda.
I am in Legaspi City palan munyan and I hope the following projects will be implemented by the local government :
* new industrial zones or redevelop the existing zones with an offer for investors of the lowest electricity rates in the country courtesy of the new grid in the Bacon-Manito geothermal exclusive to Albay.
* The development of the one "eye sore" in the Legaspi centro which is the old Public Market. Maybe they can turn it into a park or expedite kung ano man so kaso na igwa ito.
* Promotion of the city as a BPO haven - with low electricity rates din and tax perks for BPO locators.
* Greening and beautification of the city. As observed in this forum, there are some parts of the centro i.e. Quezon avenue na kaipuhan talagang pagayunun na.
* Improvement of the Legaspi port - should have warehousing facilities and upgrade its standard to an international status para iyo na ini ang gagamiton para magexport ang mga maput-up sa industrial zones.
* Build socialized/low cost housing for the locals para mabawasan ang squatter problems - they should consult Naga City on this as to how they have licked the illegal settlers problem.
I saw pala PLDT cables na piglulubong sa dalan pasiring sa Taysan. Sabi ninda para sa Bicol International Airport daa ito kaipuhan kang bagong airport ang superb telecommunications lines & facilities. Maogma man ako na so ICR and Mayon International Hotel - to be renamed Ivory Classic Hotel will cease to be eye sores anymore. Excited naman ako sa mga maabot pang developments at sana dakul na naman akong mailing na bago sa sunod kong paguli :)

1. Not unless we are able to develop the intended area for an EPZ, we should not expect this thing to happen. I understand the intended area is in Banquerohan. We need to build the infrastructures in the zone to support the operations like, roads, alternative power, telephone lines, etc., so we can entice investors to come in. Sabihin nila, pakita mo muna. There are so many existing developed industrial parks now all over the country which are hardly filled up. I have yet to see a comprehensive development plan prepared by the city for this project.
2. The public market in Old Albay I was told, is now being renovated into a two storey building, so the current vendors are presently selling their wares outside. Our old house is somewhere there along Rosario St. Maybe the main public market in Legazpi Port is also in the drawing board now.
3. The entire centro especially the intersection of Penaranda and Rizal Sts needs to be redeveloped. That portion of Legazpi Port looks so old and tired, it has to be rejuvenated like Bugis Junction in Singapore.

Legazpi City (20 May) -- Family households in Albay have been since Monday (May 17) subjected to a statistical survey by the National Statistic Office (NSO). NSO Albay officer-in-charge Cecil Brondial said Tuesday on PIA Aramon Ta Daw radio program that the census will take an inventory of the total population and housing units in the country and collect information about their characteristics.
She said that the collected data in the census will be useful in the formulation of policies, plans and programs of the government relative to the delivery of basic health and social services to target beneficiaries and the general public.
"It will also determine business opportunities and industry status, in research and development studies," she added.
The NSO provincial chief explained that data obtained from the census will provide reliable basis for redistricting and apportionment of congressional seats, allocation of resources and revenues, and creation of political and administrative units. Results of the 2010 Census of Population and Housing (CPH) will be presented to the President who will proclaim the population counts by barangay at the end of the year, she said.
In Sorsogon province, NSO chief Elvira O. Apogñol appeals to every household to spare a few minutes for the census. Apogñol said that some 545 enumerators, 110 team supervisors, 25 assistant area supervisors and 27 area supervisors are being tapped by NSO Sorsogon to carry out the census.
"Of the 707 census field workers in totality, three-fourths are personnel from the Department of Education and Culture (DepEd) and one-fourth are hired NSO personnel," she noted.
"They will be covering 541 barangays and some 596 enumeration areas in the province. All enumerators will be wearing an official 2010 CPH ID during their field work," she added. Latest census records of NSO dated August 1, 2007, show Sorsogon with a total population of 709,673. Apogñol explained that data to be gathered were all related to family membership including age, gender, educational attainment and number of household members as well as water sources and waste management, among others.
NSO assures the public that the information gathered will be held in strict confidence as stated in Section 4 of the Commonwealth Act 591 stating that "no information obtained be divulged to anyone except for bona fide NSO personnel".
Apogñol said that by virtue of the Presidential Proclamation No. 2028, the month of May this year was declared as National Census Month. The Census on Population and Housing (CPH), the biggest civilian operation in the country, started on May 17, 2010 with May 1, 2010, 12:01 a.m., as the reference time and will end on June 12, 2010," she said. Kaya lang I still cannot put into the equation the million or so tourists who went to CamSur and the seemingly low volume of passenger traffic in Pili airport. Actually there were some questions ngani from some quarters as to how DOT was able to quantify the number of tourists as they have included domestic tourists in the numbers. Before kasi ( and as the standard practice in almost all countries), the Tourist agencies only count the foreign tourist arrivals in a particular place and the expected tourist expenditures that went into that travel. To jack up yata the figures or as Gloria wants to meet the goal of 5 million tourists for the year, Secretary Durano of DOT began this rather unusual computation of including domestic tourists who may just be returning students or locals aside from the foreign tourists. For 2009, I think the Philippines was only able to attract a little more than 3 million foreign tourists (with 200k or so going to Bicol) which is one of the lowest in Southeast Asia - Vietnam attracts more tourists and Cambodia is fast catching up!
Anyway, I am seeing a further increase in the passenger volume for this year as the two major airlines might increase their frequencies further or add other points of destination besides Manila or Cebu. Sana so ZestAir man ay uro-aldaw na dapat so flights ninda.
I am in Legaspi City palan munyan and I hope the following projects will be implemented by the local government :
* new industrial zones or redevelop the existing zones with an offer for investors of the lowest electricity rates in the country courtesy of the new grid in the Bacon-Manito geothermal exclusive to Albay.
* The development of the one "eye sore" in the Legaspi centro which is the old Public Market. Maybe they can turn it into a park or expedite kung ano man so kaso na igwa ito.
* Promotion of the city as a BPO haven - with low electricity rates din and tax perks for BPO locators.
* Greening and beautification of the city. As observed in this forum, there are some parts of the centro i.e. Quezon avenue na kaipuhan talagang pagayunun na.
* Improvement of the Legaspi port - should have warehousing facilities and upgrade its standard to an international status para iyo na ini ang gagamiton para magexport ang mga maput-up sa industrial zones.
* Build socialized/low cost housing for the locals para mabawasan ang squatter problems - they should consult Naga City on this as to how they have licked the illegal settlers problem.
I saw pala PLDT cables na piglulubong sa dalan pasiring sa Taysan. Sabi ninda para sa Bicol International Airport daa ito kaipuhan kang bagong airport ang superb telecommunications lines & facilities. Maogma man ako na so ICR and Mayon International Hotel - to be renamed Ivory Classic Hotel will cease to be eye sores anymore. Excited naman ako sa mga maabot pang developments at sana dakul na naman akong mailing na bago sa sunod kong paguli :)

I read before in one article sa Philippine Star na so mga bus companies palan ay in cahoots in a negative way sa LTFRB with regards to the bus rates. I believe pano na baka masyadong overstated ang bus rates kang mga paBicol. Kung mapapansin nindo na maski magfluctuate ang gasoline prices ay iyo pa man giraray ang bus rates for many, many years now. Gas prices had gone down before pero wara ining corresponding downward effect sa rates pero pag nagtaas naman ang gas rates ay makaskasun na marhay ang pagtaas kang pamasahe. It is a good thing ngani na so mga airline companies are giving these bus companies something to think about with regards to being competitive and in surviving the onslaught of these comparatively cheaper fares. I do hope na marevive naman so railway transport tanganing mapagisip-isip na talaga ining bus cartel ta na babaan na talaga an saindang rates.
I was very impressed palan sa satuyang Grand Central terminal - malinigun na marhay and very orderly. I think this gives somehow a false impression na bako busy masyado ang satuyang terminal as compared to Naga Central terminal. With the presence pa of SM Savemore plus a slew of fastfood chains & stores, mas lalo ining magiging busy ta pigsiserve kaini directly ang Sorsogon, some parts of CamSur, the whole of Albay and indirectly ang Catanduanes & Masbate - a truly regional hub for a transport center. Also, the terminal is the most convenient stopover site for buses traveling the length of Visayas & Mindanao ta passengers can relax in its convenient lobby, dine and also shop sa SM Savemore.
I was in Naga three days ago and was impressed by the developments in its CBD area - new hotel, SM City Naga and the new Naga Coliseum. The debit side nga lang is the seemingly chaotic bus/jeepney terminal that they have which is like "Divisoria" to our terminal's "Greenbelt". Sabagay before the LKY Grand Central terminal development, the old terminal in Legaspi used to be very chaotic din at makasupog na marhay mas lalo na pag may bisita kamo ta iyo ini usually ang nagiging impression ninda sa sarong siyudad. The two terminals are strategically located sa mga new CBD districts which decongest somehow the old CBD centers of the two cities and this makes for a very good city planning :)

LEGAZPI CITY, May 10 (PNA) - The Mines and Geosciences Bureau (MGB) in Bicol and the three large scale mining firms operating in the region recently agreed to stage a joint information campaign on the state mining industry in Bicol.
MGB regional director Reynulfo A. Juan said the campaign will basically focus on the programs, projects, and related activities of the government mining regulatory office, on the other hand, of the three big mining firms to ensure environmental law compliance and sustainable development of the mining industry.
The information drive, according to Juan, will commence in June and end in December, this year, to utilize all forms of media in order to completely reach out to the target audience.
"The Rapu-Rapu Polymetallic Project in Rapu-rapu, Ibalong Resources and Development Corporation/Goodfound Cement Corporation in Camalig, both in Albay province, and the Filminera Resources Corporation in Aroroy, Masbate will be joining EMB in these worthwhile endeavor addressing several pressing issues in order to protect the environment," he said.
"The campaign is specifically targeting pre-selected audiences or covered communities in order for them to better know what our office and these three mining companies are doing," Juan further said.
He pointed out that the joint information campaign will also focus on the importance, benefits and contributions of mining in the local communities and to the country's economy; roles of MGB in regulating the mining industry and of enforcing mining laws against erring mining companies; responsible mining; mining and geosciences; the Social Development and Management Program; protection of the environment in every stage of mining operation; equitable sharing or economic benefits derived from mining among various units of the government as well as the affected communities - taxes paid; and nature and operations of mining project.
Juan also explained that this effort is carried out in lieu of the Philippine Mining Law of 1995 and its implementing rules and regulations which requires mining companies to inform the public about its operations and benefits through information and activity centers; information dissemination, consultation and media; research, scholarships and trainings; and other activities approved by the MGB chief. The present airport (runway, taxiway, terminal, parking area) occupies more or less 38 hectares. The BIA will reportedly be built on 140 hectares (http://wowlegazpi.com/2009/07/16/bicol-international-airport-to-rise-in-albay/) of land. Anyway, I'm excited to see what will become of the domestic airport once operations are transferred to the BIA. :okay:

LEGAZPI CITY, Philippines—After her long fight to get her crown back, dethroned Binibining Pilipinas Maria Venus Raj finally got her passport Friday morning, which means she will now be allowed to compete in this year’s Miss Universe pageant to be held in Las Vegas.
Securing a passport was the condition of Binibining Pilipinas Charities Inc. (BPCI) for Raj to be reinstated after she was stripped of her title last month due to inconsistencies in her birth records and her verbal account of birth.
The BPCI Inc. claimed “misrepresentation” as its ground for unseating Raj, a cum laude journalism graduate and native of Bato, Camarines Sur. The dethronement sparked public uproar in online forums. The Bicolana beauty being a “poor countryside farm girl yet determined to reach her dreams” got much support and sympathy from the people.
Last week, the Department of Foreign Affairs (DFA) declared that Raj is a Filipino citizen by virtue of the “jus saguinis” principle in the Philippine Constitution. The jus sanguinis (Latin for “right of blood”) principle means that a person acquires the nationality of his natural parents regardless of his place of birth.
Eduardo Malaya, DFA spokesperson, said that after evaluating the beauty queen’s birth certificate, documents, and passport application, the committee formed to look into Raj’s case recommended the issuance of a passport. Raj was born to a Filipino mother and an Indian father in Doha, Qatar, but they were not married. She was brought to the country a month after birth and was registered three years after.
Raj, in a phone interview, said she is happy and relieved that all her efforts and those of her supporters finally paid off. She said that when she woke up hearing the news about the release of her passport, she got up and rushed to the DFA to claim it. Raj said it had been a roller coaster ride for her. In as much as many people were there for her, there were also those who criticized her after the controversy.
“But I also thank those people because they have made me stronger and motivated me to push the fight,” Raj said. She said they would still be waiting for the official statement of the BPCI reinstating her, after which she expects that her name will finally be cleared.
Raj has been training for the Miss Universe along with other Binibining Pilipinas winners since April. In Barangay San Vicente in Bato town, Raj’s 59-year-old mother Ester Bayonito cried when she heard of the news.
“I cried out of joy and gratitude. I cannot thank those who helped my daughter enough. Thank God!” a jubilant Ester told the Inquirer in a phone interview. Ephraim Aguilar, Inquirer Southern Luzon

Yung Balay Santiago namin ginawang Museum. Yung mga bagong bahay sa amin, usually bahay ng mayayaman, yung mga ganyang style ang pinapatayo.:)

The present airport (runway, taxiway, terminal, parking area) occupies more or less 38 hectares. The BIA will reportedly be built on 140 hectares (http://wowlegazpi.com/2009/07/16/bicol-international-airport-to-rise-in-albay/) of land. Anyway, I'm excited to see what will become of the domestic airport once operations are transferred to the BIA. :okay:
This will become a prime real estate in this part of the City and may become a future BPO / commercial hub. I do not know if the rumor holds true about the local government offer to the SM group of this piece of land for its planned SM City Legaspi. Although as an SOP in the government, this should be bidded out to the biggest developers in the country. MANILA, Philippines - Leading party-list group Ako Bicol (AKB) yesterday vowed independence from pressure groups in the House of Representatives, including the ruling Lakas-Kampi party.
In a statement, lawyer Rodel Batocabe said his group would support the “best candidate for Speaker who can help advance the party’s agenda for the Bicol region.”
He said they are being wooed by various factions in the House “but we will not be forced into making a choice without first consulting our members.”
In the meantime, he said AKB “is preparing to push its legislative agenda and will not be distracted by negative propaganda peddled by disgruntled militant groups like Bayan.”
Batocabe denied Bayan’s claim that AKB is allied with President Arroyo, saying Mrs. Arroyo herself has made a similar denial.
He said it was unfair for militant groups to judge AKB even before it could take its seats in the House, participate in the legislative process and push for its agenda for the welfare of millions of Bicolanos.
He said the militant groups trained their guns on AKB after their party received more than 1.5 million votes, twice the number obtained by the militants.
According to officials of the Commission on Elections, AKB will most likely win the maximum three House seats allowed a party-list group.
Batocabe also denied that AKB chairman Elizaldy Co is an ally of Mrs. Arroyo.
He said Co, a well-known Bicolano businessman with interests in renewable energy, construction, real estate, and resort development, has helped AKB since 2006, particularly with its scholarship and livelihood programs that benefited thousands of poor Bicolanos.
“While our party is chaired by Zaldy Co, he is not the only benefactor of AKB. He is not even a party nominee in Congress. We also have thousands of AKB volunteers who contribute skills, time and meager resources to the organization because they believe we can help marginalized Bicolanos,” he said.

I just do not know if the below news article pertains to this new bottling plant in Ligao although the location specifies a generic "Bicol" as the location. Magayun ini for Ligao & Albay ta finally SMC has recognize the advantage of Albay as a central hub for its easy accessibility to other provinces in delivering this major product.

MANILA, Philippines - San Miguel Brewery Inc., the beer unit of conglomerate San Miguel Corp., is planning to set up 5 new bottling plants at a cost of P4 billion.
San Miguel Brewery chairman Ramon Ang said they would put up the plants in Sta. Rosa, Laguna, Bicol, Cagayan de Oro and Ilocos Norte to improve flexibility in terms of logistics. Completion is targeted over the next 5 years.
The bottling plant in Laguna, which will have a capacity of 22 million cases per year, will be operational by next year.
"With our growing volumes and efforts to expand the market, nine out of 10 Filipino beer drinkers consume San Miguel Beer brands. The demand for our products has been so great that in the next few months, we will be breaking ground for our satellite bottling plant in Sta. Rosa, Laguna," noted San Miguel Brewery president Robert Huang.
At present, San Miguel Brewery has bottling plants in Pampanga, Metro Manila, Bacolod, Davao and Cebu, which are also sites for the brewing plants. San Miguel currently has brewing capacity of 17 million hectoliters but consumption is only about 14-15 million hectoliters.
"This year, we will concentrate on programs to increase beer consumption and the visibility of our brands. These we will pursue through enhanced trade promotions, occasion-creating activities, merchandising initiatives and moderate pricing strategy, among others," Huang said.
During the first quarter of 2010, San Miguel Brewery's sales volume totaled 44.1 million cases, a growth of 2 % over last year with domestic sales revenues at P13.4 billion and net income at P2.7 billion.
Meanwhile, Ang said San Miguel Brewery may tap the debt market to partially fund its acquisition of its parent's stake in Ginebra San Miguel Inc.
The transaction is expected to be completed within the year.

IT MUST be the abaca that grows abundantly in the region, or the majestic Mayon Volcano that’s been the subject of many poems, paintings and photographs.
Whatever the reason, Bicol has become synonymous with intricately designed handicrafts – from meticulously handwoven bags to delicate, embroidered placemats and trend-setting accessories – that have long been making waves in the export market.
A number of these exporters participated in the 51st edition of Manila F.A.M.E. International, a major exhibition on the calendar of the Center for International Expositions and Missions (Citem), eager to show the world what they’ve developed in their workshops.
First Binhi Crafts Corp. and Globeasia Nature Industries Inc. of Legazpi City, Albay are showing their mettle in the housewares and home décor field, while Grass Art Collection of Pili, Camarines Sur is establishing a name in the gifts sector.
Kraftika Filipina of Daraga, Albay is expanding its line of fashion accessories, while Nero Handicrafts of Legazpi City, Albay is busy the whole year meeting orders for its Christmas and holiday décor.
Citem Executive Director Ma. Lourdes D. Mediran said loyal buyers from the United States, Japan, Europe, Australia, among others, came to the show and have expressed interest anew in products proudly made in Bicol.
According to Edgardo Lacson, president of the Philippine Chamber of Commerce and Industry, Bicol has established a strong presence in the local and global market for handicrafts because exports provide a major source of income for the region.
People there have no choice but to excel at it. Fortunately, Bicol is in a good position to do just that because it has all the natural materials needed for these export items, plus the Bicolanos’ natural creativity.
“The province is blessed with indigenous natural materials such as abaca and vines like nito and seagrass, which are in great demand in Europe and the United States as handicraft artwork,” Lacson noted. “Bicolano exporters have developed and perfected their expertise into shaping these materials into art pieces for store displays and home décor.”
He added: “The creativity of Filipino designers is boundless and the shapes, functions and utility of their artwork expressed through the use of these native materials will definitely help Bicolano exporters keep their niche markets.”
Sergio Ortiz-Luis, head of the Philippine Exporters Confederation Inc., shared Lacson’s views and added that Bicolano exporters have what it takes to compete with the best of them in the brutal world market.
And one of the best things about Bicol’s export sector is that it is composed primarily of micro, small and medium exporters. There is really not one player that dominates the scene, thus making creativity flourish.
“Their products are mostly handmade," added Ortiz-Luis. "The industry is labor-intensive, from the downstream of suppliers up to the allied services to complete the export cycle.”
And judging from the oohs and aahs expressed by buyers at the Manila F.A.M.E., that export cycle will just keep on turning. •

SUNLIGHT hits Leizel Peñaverde’s face as she awakens after a 10-hour bus ride from Manila. She immediately grabs the camera from her bag and captures the magnificent view of Mayon Volcano from her bus window.
She is seeing the world-famous volcano for the first time. Natives believe that when a visitor like Peñaverde sees it naked or free of clouds, it is a welcoming sign of blessing.
Peñaverde, 27, of Malate, Manila has joined her husband’s company outing. The tourists aboard chartered buses drop by the famous Cagsawa Ruins in Daraga, Albay for a closer view of Mt. Mayon.
Peñaverde says she is amazed by the volcano’s beauty, which she only used to see in textbooks. But tourists like her might ask, is there more to an Albay trip than viewing the 2,462-meter volcano?
Legazpi City, the capital city and regional center of Bicol, is strategically located in the province’s second district, from which tourists can easily jump off to other destinations in Albay and adjacent provinces.
Considered as the gateway to Bicolandia, Legazpi City can be reached via a 45-minute plane ride or a 10-hour land trip from Manila.
If you’re staying in any of the hotels in the city, there are many interesting places you can visit and new experiences to enjoy. Here’s a shortlist:
1. Ligñon Hill
Just a five-minute drive from any point in Legazpi City is Ligñon Hill, which offers a panoramic view of Mt. Mayon and a 360-degree view of the city and the neighboring Daraga town. It also has a 40-meter-long and 7-foot-deep tunnel which the Japanese forces used as an arsenal during World War II.
On top of the hill is a 320-meter zipline from which tourists can soar through the chilly air, with the scenic Mt. Mayon in the background. There are photographers to capture the picture-perfect moment.
Dianne Recomono, 16, of Pasig City tried the zipline and could not hide the excitement in her face as she plummeted through the hill’s lush green contour.
“This is a unique and worthwhile experience. It’s definitely something I would recommend to my friends,” says Recomono, who was with her family for a four-day summer vacation.
The hill also hosts other summer adventures and extreme sports, such as hiking, biking, rappelling, paintball, and airsoft – all managed by Globe Quest Adventure. Zipping and rappelling are at P200 per person while paintball costs P300 for 50 bullets, mask, vest, and a paintball gun.
Another adventure sport is biking on dried up gullies at the foot of Mayon. The gullies serve as pathways of loose sand and volcanic rocks swept away by heavy rains from the volcano’s slopes. Four-wheel All-Terrain Vehicles (ATVs) are available for rent at P1,500.
2. Forest adventure
The Mayon Volcano Natural Park is a favorite destination for nature lovers. Its main entry point is in Barangay (village) Lidong in Sto. Domingo town.
The 5,486-hectare park surrounding Mt. Mayon is a protected area that covers eight Albay towns. Aside from its rich flora and fauna, the park has 18 rivers and creeks. The scattered fertile plains, rough and narrow ridges and deep ravines add up to a great adventure.
Local mountain guides are ready to assist neophyte hikers and campers. Camp 1 is 1,650 meters above sea level, says Aldwin Orendain, 18, the park’s gatekeeper.
An alternative entrance to the forest nearer the city is in Barangay Buyuan in Legazpi City, where the Mayon Outdoor Group Association assists hikers and campers.
Other ecotourism destinations in Albay within a two-hour drive from the city are the boiling lake in Manito town, the 91-meter Busay Falls in Malilipot town, the ice-cold Vera Falls in Malinao town, and the black sand beaches of Sto. Domingo town.
There is also a butterfly garden and fruit bat sanctuary at the Bacman Geothermal Fields at the border of Manito, Albay and Bacon, Sorsogon.
Sorsogon province is home to the whale sharks of Donsol and the placid Bulusan Lake ideal for kayaking.
3. Native souvenirs
There are many souvenir shops at the Cagsawa Ruins in Daraga town which offer Bicol’s native products like cutlery, refined clay jars, pili nut candy varieties, abaca bags and crafts. There are also P300 shirts hand-painted with Mt. Mayon.
At Alne’s Crafts and Souvenirs, prices of abaca bags range from P100 to P650 depending on materials and design. Abaca slippers, P25 to P65 each, are also available.
The Mayon Artstone shop in Cagsawa sells sculptures made of hardened Mayon rocks. Its 50-year-old artist-owner Vicente Ajero, also known as “Enteng Bato,” uses only a hammer and a large nail as chisel to form different images. He also fashions bracelets and necklaces from volcanic stones.
Other souvenir shops can be found at the Legazpi City Grand Terminal. Bargain hunters are assured that the native bags here are half the price of those displayed at the Metro Manila malls.
For even greater bargains on local crafts, plus a learning experience, tourists can go directly to the abaca-weaving villages in Malilipot town, just a 30-minute drive from Legazpi.
For food pasalubong, the 74-year-old Albay Pilinut Candy in the Old Albay District is just a few minutes away from the Legazpi City Domestic Airport. Some of its bestsellers are the crispy pili, toffee rolls, yemas de pili, pili butternuts, and salted pili.
Pili is one of Bicol’s distinct produce. Pili nut is known as the Philippine almond, which is at par with the macadamia nut. A classic favorite delicacy is the sweet bar-shaped mazapan (pili nuts mixed with milk, egg, and sugar).
4. Bicol food
For a unique food experience, there are local restaurants that offer fusion cuisines.
The Small Talk Café offers Pasta Mayon, which is made from triangular ravioli pasta garnished to resemble Mayon’s nearly perfect cone. It is topped with sizzling red sauce, reminiscent of flowing lava.
Other Small Talk favorites are the laing (taro leaves in coconut milk) pasta and pizza, and the Bicol Express pasta.
Have you ever eaten spicy ice cream? It can be weird but truly delectable. You can try it at the First Colonial Grill, which has two branches in the city. It offers “native Bicol food with a twist.”
They have the homemade Bikol’s Pride Ice Cream with various local flavors such as sili (chili pepper), pili, tinutong (toasted rice), malunggay and lemon.
Other Colonial Grill favorites are tinapa fried rice, buko chopsuey, vegetable kare-kare, five-spice chicken, tinuto (a local variety of laing), kilawing tuna, and Bikol Express.

LIVING in the shadow – and occasional fiery glow – of active volcanoes, in the path of Pacific storms and monsoon winds, Bicolanos are naturally blessed with a creative, defiant yet resilient spirit. This enables them to endure and thrive in the midst of some of nature’s most extreme mood swings.
From the greatest yields of their land – abaca and pili – Bicol natives have spun and woven, cooked, baked and created intricate crafts and interesting delicacies that for years have found their way to homes all over the world.
It is this same spirit that may yet save the very same abaca- and pili-based industries that are presently struggling to survive the onslaught of global trade challenges.
The past four years have been especially tough for abaca handicraft producers, reports Marlon Rebancos of the Fiber Industry Development Authority. As a result of the drastic plunge in the price of high grade abaca fiber used for export, from P78 to P38-P40, 28 of the 50 exporters registered with the Department of Trade and Industry (DTI) have been forced to close down their operations, he adds.
But ever in search of a bright spot in the midst of adversity, the Bicol folk may have found it in Starcrest Asia Corp., an abaca exporter from Daraga; J. M. Macandog, Inc., which produces handicrafts for the local market; and in the Albay Pilinut Candy.
Starcrest owners Carlos Erwin and Gloria Baldo are pioneers in the export of abaca bags, baskets, placemats and handicrafts in the entire Bicol Region. Starting with a P300 capital in the town of Camalig, Albay in 1982, the couple’s venture now posts an estimated P38 million annual gross income.
Starcrest found its niche serving the lucrative foreign markets in the US, Japan, Korea, China, Europe and Australia. “Filipinos really prefer to patronize what is foreign to them while the overseas markets yearn for indigenous merchandise,” Erwin says.
Seeking to expand these markets even more, the company is currently focusing on its latest innovation – cloth production blending abaca and sinamay threads, with design prints suitable for dresses and other woven materials.
“As far as I know, we are the only abaca corporation here that has the machine [for cloth production]. Our specially-printed products are really a hit among foreign buyers,” he said.
For Vicente and Josephine Macandog, the couple behind J.M. Macandog Inc., however, catering to the local market has proven to be just as rewarding, with the company generating an annual income of P4 million from the local sale of bags, baskets, and placemats made of fibercraft, as well as hampers and ropes fashioned from seagrass.
The Macandogs started their business in the 70s, when Josephine retired early as a schoolteacher and initially started producing placemats, doormats and other small abaca fiber products for Camalig and its neighboring towns in Albay.
In 1992, the couple re-launched their products with help from the DTI. Their eldest daughter Mira came in to manage the business. Mira says this time around, the raw materials are first brought for weaving to the communities in the towns of Tabaco, Manito, Bacacay, and Camalig, then delivered to the factory in Daraga for the final design work.
“We create our own bag designs that come with names such as tussle, heart, flower, hobo, polka dots and abaca shell bag,” she said. Prices range from P75 to P650. New designs are introduced each season to keep abreast with the latest trends. October to April are peak months for the business, she adds.
“What is unique with our business is that despite most abaca traders’ preference for the export market, we opt to make products for the Bicolanos, for the Filipinos,” Macandog says. The products are carried by Rustans, Crossings, selected SM Malls in Manila and the Gaisano Mall-Bicol showroom in Legazpi City.
For the Albay Pilinut Candy, a 74-year-old confectionery located in Old Albay District in Legazpi City, continued success in the export market stems from innovations introduced by its third-generation business owner. Already a byword not just in the Philippine market but in Japan, China, Hong Kong and the US as well, the pili nut sweets produced by Rosemarie Diaz-Battung stand out for their packaging – glossy foil pouch imprinted with a colored photograph of freshly-roasted pili nuts, which guarantee a shelf life of up to four months.
Battung has succeeded in creating avid followers for the company’s 16 variants of pili confections. The bestseller is the mazapan de pili, ground pili nuts mixed with milk, egg and sugar. Other favorites are yemas de pili, crispy pili and sesame coated nuts. Discriminating palates have a choice of varied preparations – salted, roasted, buttered or roasted sugar coated – of the pili, said to be at par with Australia’s macadamia nut.
Since introducing innovations in packaging in 1996, sales have jumped by a 100 percent, says Battung, who continues to concoct and try out pili recipes in old-fashioned ovens fired by cracked pili shells.
“It was both fun and toil,” she says of the legacy left behind by her grandfather, Don Antonio Regidor, a Spaniard devoted to improving his mother’s recipe when he first used Bicol’s abundant pili nut in his test kitchen. •

Anyway, I'm excited to see what will become of the domestic airport once operations are transferred to the BIA. :okay:

PAL then had the monopoly of flight to/from Legazpi. As you know, beating PAL, Cebu Pacific deploys three flights daily Manila-Legazpi vv and 3xweekly Cebu-Legazpi vv.

SUNLIGHT hits Leizel Peñaverde’s face as she awakens after a 10-hour bus ride from Manila. She immediately grabs the camera from her bag and captures the magnificent view of Mayon Volcano from her bus window.
She is seeing the world-famous volcano for the first time. Natives believe that when a visitor like Peñaverde sees it naked or free of clouds, it is a welcoming sign of blessing.
Peñaverde, 27, of Malate, Manila has joined her husband’s company outing. The tourists aboard chartered buses drop by the famous Cagsawa Ruins in Daraga, Albay for a closer view of Mt. Mayon.
Peñaverde says she is amazed by the volcano’s beauty, which she only used to see in textbooks. But tourists like her might ask, is there more to an Albay trip than viewing the 2,462-meter volcano?
Legazpi City, the capital city and regional center of Bicol, is strategically located in the province’s second district, from which tourists can easily jump off to other destinations in Albay and adjacent provinces.
Considered as the gateway to Bicolandia, Legazpi City can be reached via a 45-minute plane ride or a 10-hour land trip from Manila.
If you’re staying in any of the hotels in the city, there are many interesting places you can visit and new experiences to enjoy. Here’s a shortlist:
1. Ligñon Hill
Just a five-minute drive from any point in Legazpi City is Ligñon Hill, which offers a panoramic view of Mt. Mayon and a 360-degree view of the city and the neighboring Daraga town. It also has a 40-meter-long and 7-foot-deep tunnel which the Japanese forces used as an arsenal during World War II.
On top of the hill is a 320-meter zipline from which tourists can soar through the chilly air, with the scenic Mt. Mayon in the background. There are photographers to capture the picture-perfect moment.
Dianne Recomono, 16, of Pasig City tried the zipline and could not hide the excitement in her face as she plummeted through the hill’s lush green contour.
“This is a unique and worthwhile experience. It’s definitely something I would recommend to my friends,” says Recomono, who was with her family for a four-day summer vacation.
The hill also hosts other summer adventures and extreme sports, such as hiking, biking, rappelling, paintball, and airsoft – all managed by Globe Quest Adventure. Zipping and rappelling are at P200 per person while paintball costs P300 for 50 bullets, mask, vest, and a paintball gun.
Another adventure sport is biking on dried up gullies at the foot of Mayon. The gullies serve as pathways of loose sand and volcanic rocks swept away by heavy rains from the volcano’s slopes. Four-wheel All-Terrain Vehicles (ATVs) are available for rent at P1,500.
2. Forest adventure
The Mayon Volcano Natural Park is a favorite destination for nature lovers. Its main entry point is in Barangay (village) Lidong in Sto. Domingo town.
The 5,486-hectare park surrounding Mt. Mayon is a protected area that covers eight Albay towns. Aside from its rich flora and fauna, the park has 18 rivers and creeks. The scattered fertile plains, rough and narrow ridges and deep ravines add up to a great adventure.
Local mountain guides are ready to assist neophyte hikers and campers. Camp 1 is 1,650 meters above sea level, says Aldwin Orendain, 18, the park’s gatekeeper.
An alternative entrance to the forest nearer the city is in Barangay Buyuan in Legazpi City, where the Mayon Outdoor Group Association assists hikers and campers.
Other ecotourism destinations in Albay within a two-hour drive from the city are the boiling lake in Manito town, the 91-meter Busay Falls in Malilipot town, the ice-cold Vera Falls in Malinao town, and the black sand beaches of Sto. Domingo town.
There is also a butterfly garden and fruit bat sanctuary at the Bacman Geothermal Fields at the border of Manito, Albay and Bacon, Sorsogon.
Sorsogon province is home to the whale sharks of Donsol and the placid Bulusan Lake ideal for kayaking.
3. Native souvenirs
There are many souvenir shops at the Cagsawa Ruins in Daraga town which offer Bicol’s native products like cutlery, refined clay jars, pili nut candy varieties, abaca bags and crafts. There are also P300 shirts hand-painted with Mt. Mayon.
At Alne’s Crafts and Souvenirs, prices of abaca bags range from P100 to P650 depending on materials and design. Abaca slippers, P25 to P65 each, are also available.
The Mayon Artstone shop in Cagsawa sells sculptures made of hardened Mayon rocks. Its 50-year-old artist-owner Vicente Ajero, also known as “Enteng Bato,” uses only a hammer and a large nail as chisel to form different images. He also fashions bracelets and necklaces from volcanic stones.
Other souvenir shops can be found at the Legazpi City Grand Terminal. Bargain hunters are assured that the native bags here are half the price of those displayed at the Metro Manila malls.
For even greater bargains on local crafts, plus a learning experience, tourists can go directly to the abaca-weaving villages in Malilipot town, just a 30-minute drive from Legazpi.
For food pasalubong, the 74-year-old Albay Pilinut Candy in the Old Albay District is just a few minutes away from the Legazpi City Domestic Airport. Some of its bestsellers are the crispy pili, toffee rolls, yemas de pili, pili butternuts, and salted pili.
Pili is one of Bicol’s distinct produce. Pili nut is known as the Philippine almond, which is at par with the macadamia nut. A classic favorite delicacy is the sweet bar-shaped mazapan (pili nuts mixed with milk, egg, and sugar).
4. Bicol food
For a unique food experience, there are local restaurants that offer fusion cuisines.
The Small Talk Café offers Pasta Mayon, which is made from triangular ravioli pasta garnished to resemble Mayon’s nearly perfect cone. It is topped with sizzling red sauce, reminiscent of flowing lava.
Other Small Talk favorites are the laing (taro leaves in coconut milk) pasta and pizza, and the Bicol Express pasta.
Have you ever eaten spicy ice cream? It can be weird but truly delectable. You can try it at the First Colonial Grill, which has two branches in the city. It offers “native Bicol food with a twist.”
They have the homemade Bikol’s Pride Ice Cream with various local flavors such as sili (chili pepper), pili, tinutong (toasted rice), malunggay and lemon.
Other Colonial Grill favorites are tinapa fried rice, buko chopsuey, vegetable kare-kare, five-spice chicken, tinuto (a local variety of laing), kilawing tuna, and Bikol Express.

*The fruit bats in Bacon-Manito geothermal nature preserve can be one major tourist draw just like what Subic does to its bats which became a must-see attraction in its Nature reserve. This is the first time I actually heard of its wildlife park in the geothermal site with the butterly garden as its centerpiece. I just hope that this should be incorporated into the tourism map of Albay.
* The boiling lake in Manito should be developed into a spa and natural baths destination just like what Iceland did to its boiling lakes. Bihiraon ang igwa kaini sa mundo and this is usually a hit to European, Japanese and Korean tourists ta may therapeutic claims daw ini. Igwa man sa may Pinatubo munyan who harness volcanic mud para sa Spa duman at balita ko na dakul daw na Korean tourists na pigduduman talaga ito.
*I have observed that it is Albay and not Sorsogon that is aggressively promoting Sorsogon's natural tourist attractions i.e. Butanding interaction. Sana Albay should also include kayaking in Bulusan Lake in its promotions para mas dakul ang choices kang mga tourists sa mga eco-destinations kang satuyang lugar.

I think the Sunwest Group has plans of developing the boiling lake in Manito into a spa.
The reason why Albay is promoting the whale shark is because there are still few accomodations in Donsol and many of the tourists that go there come from and are billeted in Legazpi hotels.

MANILA, Philippines - A vote and opinion survey expert said yesterday Albay delivered 62 percent of its votes to winning presidential bet Sen. Benigno “Noynoy” Aquino III in the recently concluded May 10 elections.
A Commission on Elections tally showed Albay closely tailing Tarlac which delivered 73 percent of its votes to Aquino.
In a forum, opinion survey expert Jay Carizo said Albay even edged Batangas which gave about 60 percent of its votes to Aquino.
“Had it not been for Catanduanes which went to Erap, Bicol would have delivered the largest vote shares for Aquino, among the regions,” Carizo noted.
Carizo worked with the Institute for Popular Democracy, and does political research work, most recently for a German organization.
“Albay is second to Tarlac in Noynoy’s vote share nationwide, largely due to the efforts of Gov. Joey Salceda. In 2004, Albay was second to Pampanga in helping President Gloria Macapagal Arroyo win Luzon, but nowhere near Cebu’s numbers,” he said.
Albay also virtually set the voting trend in Bicol, and even beat bigger and vote-rich Camarines Sur in votes delivered to Aquino.
Camarines Sur submitted 315,681 votes to Albay’s 340,571.
Bicol figured prominently in setting the voting trend for Aquino when Salceda went from the administration camp where he served as presidential economic adviser to President Arroyo to Liberal Party standard-bearer, Aquino, his classmate at the Ateneo de Manila University where they had Mrs. Arroyo as professor.
“It was actually, a ‘reconversion’ to ‘Yellow’ for Albay. Salceda supported Cory in 1986 when Bicol was the strongest opposition region in the country. Then he helped Ramos in 1992, Erap in 1998, GMA in 2004 and back to ‘Yellow’ with Noynoy in 2010,” Carizo pointed out.
Salceda’s switch to Aquino’s side was considered a vote bonanza for the LP which installed him as LP Bicol regional chairman.
He was expected to deliver the Bicol vote to Noynoy in just 28 days. Albay, in particular, was expected to match Tarlac, Aquino’s home province, in vote delivery.

TO PRESERVE THE OLD, start ’em young. That seems to be the philosophy behind Angat Kabataan, the unique heritage-conservation program by the Society of Ecclesiastical Archivists of the Philippines, Inc., the Catholic Bishops Conference of the Philippines’ Committee on Cultural Heritage, the Filipino Heritage Festival and the National Commission for Culture and the Arts. The summer camp for the youth is part of the National Heritage Month going on across the country. (The celebration is mandated by Presidential Proclamation 439.) Fittingly enough, the 2010 Heritage Month theme is “Preserving the Gift of Faith.”
Last year, Angat Kabataan brought youth delegates to Cebu via sea travel from Manila, then from Cebu to Bohol, by ferry: It was an inter-island heritage tour, if there was one. In the process, the youth delegates came to appreciate the fortresses of faith dotting the Philippine coastline—the centuries-old colonial stone churches built by the Spanish missionaries which embody the impregnable Christian faith of the Filipinos, as well as characterize their tropical Baroque spirit, their unique zest for life and celebration.
For this year, Angat Kabataan focused on the 33 churches declared either by the Unesco as World Heritage Sites (such as Santo Tomás de Villanueva in Miag-ao, Iloilo; San Agustín in Paoay, Ilocos Norte; Santa María de la Asunción in Sta. Maria, Ilocos Sur; and San Agustín in Intramuros, Manila), or by the National Museum.
Parish-based youth from the 33 churches were invited to Albay, Bicol. They attended a seminar-workshop where they themselves oriented other participants on the respective history of their churches and the efforts being undertaken to conserve them. The annual youth camp is the brainchild of Augustinian priest Fr. Harold Ll. Rentoria, NCCA commissioner for cultural heritage. Also this year’s chairman of the steering committee of the National Heritage Month celebration, Father Rentoria urged the youth to join in the Church’s effort to preserve the sacred cultural patrimony as a way of deepening and practicing one’s faith. He said the Church, an ancient institution, looks to the youth to safeguard and preserve the heritage of faith for the next generations of Christians
Inspired choice
The choice of Albay was inspired. The province holds two of the declared 33 National Cultural Treasures—the churches of Daraga and Tabaco. One frequently visited tourist site of the province is Cagsawa, site of the ruins of an old church buried by the eruption of Mayon Volcano in the early 19th century.
The Cagsawa Ruins are a testament to nature’s fury, its capacity to destroy and obliterate cultural landmarks. But Angat Kabataan seemed to say: More destructive is man’s ignorance, which may level veritable shrines of a people’s culture to the ground, depriving the next generations of their right to appreciate and enjoy them, all in one sweeping fillip of the ignorant mind!
But the heritage movement is making progress. It helps Angat Kabataan that the Diocese of Legazpi and the parish leadership of the Daraga and Tabaco churches are very conscious of the need to preserve the cultural patrimony of the Church.
In Daraga, Fr. Jose Victor Lobrigo, the parish priest, rolled out the red carpet for the youth delegates. It was Lobrigo who sought the assistance of local architect, Anna Lorilla, for the conservation of the church, the Nuestra Señora de la Porteria (Our Lady of the Gate).
Built in 1772, it is the oldest church in Albay, noted for its vibrant baroque façade with intricate designs carved from volcanic rocks.
Lorilla recalled that she cried when Lobrigo asked for her assistance, because she had all along wanted to contribute to the conservation of the old churches of Albay, but had felt reluctant to offer her help because church authorities were not perceived to be enthusiastic or knowledgeable about conservation. Happy to be of help, she assembled experts from around Albay and the committee that has been constituted has been doing the conservation phase by phase, with funding and technical assistance from the NHI, National Museum and NCCA.
In 2008, as a result of the extensive research and conservation work, the church of Daraga was declared by the National Museum as a National Cultural Treasure. (The declaration is governed by Republic Act 4846 as amended by Presidential Decree 374 and Republic Act 8492.) Specifically cited by the declaration were the Eastern and Western façades of the church, as well as the bell tower and baptistery.
The opening Mass was held in Daraga with Legazpi Bishop Joel Baylon and Fr. Lobrigo concelebrating. In his homily, the youthful-looking prelate said that the Christian community is animated by a sense of “mystery” in plumbing the meaning of the Christian revelation; as well “community” so that the riches of the faith could be shared with others. He indicated that sacred heritage must be conserved and shared with the next generations in the spirit of Christian community-building.
Tabaco church
Even earlier, in 2001, the church of Tabaco, Albay, had been included by the NCCA in the initial list of 26 churches as National Cultural Treasures that would receive state support for their conservation and preservation. The church was built in the 19th century by the secular clergy. Specifically cited in the declaration was the bell tower with rocaille (shell-like motifs) elements, which seems to stylistically date from an earlier time. The church has an unusual floor plan with compartments that remain inexplicable. The stones on the walls bear masons’ marks, something rarely seen in the country.
(The other 25 churches are: Bacong, Negros Oriental—Parish church of San Agustin, built in the second half of the 19th century by the Agustinian Recollects; Balayan, Batangas—Parish church of the Immaculate Conception, built in the early 19th century by the secular clergy, with later additions by the Augustinian Recollects; Betis, Pampanga—Parish church of Santiago Apostol, built in the 18th century by the Augustinians; Boljo-on, Cebu—Parish church of Patrocinio de Maria, built in the late 18th to the early 19th centuries under the direction of the Augustinians; Calasiao, Pangasinan—Parish church of Saints Peter and Paul, built from the 17th to the 19th centuries by the Dominicans; Dupax, Nueva Vizcaya—Parish church of San Vicente Ferrer, built in the second half of the 18th century by the Dominicans; Guiuan, Eastern Samar—Parish church of the Immaculate Conception, built by the Jesuits in the early 18th century and further decorated by the Franciscans in the 19th century; Jasa-an, Misamis Oriental—Parish church of the Immaculate Conception, built in the late 19th to the early 20th centuries by the Jesuits; Jimenez, Misamis Occidental—Parish church of San Juan Bautista, built in the second half of the 19th century by the Augustinian Recollects; Lazi, Siquijor—Parish church of San Isidro Labrador, built in the second half of the 19th century under the Augustinian Recollects; Loboc, Bohol—Parish Church of San Pedro and San Pablo, built in the 17th and 18th centuries by the Jesuits, enlarged in the 18th and 19th centuries by the Augustinian Recollects; Luna, La Union—Paris Church of Santa Catalina de Alejandria, built in the 18th-19th centuries by the Augustinians; Mahatao, Batanes—Parish church of San Carlos Borromeo, built in the 19th-century by the Dominicans; Magsingal, Ilocos Sur—Parish church of San Guillermo de Aquitania, built in the 18th-19th centuries by the Augustinians; Majayjay, Laguna—Parish church of San Gregorio Magno, built in the early 18th century by the Franciscans; Maragondon, Cavite—Parish church of the Assumption of Our Lady, built in the early 18th century by the Jesuits, with later additions by the Seculars and the Augustinian Recollects; Masinloc, Zambales—Parish church of San Andres, built in the 18th-19th centuries by the Augustinian Recollects; Pan-ay, Capiz—Parish church of Santa Monica, built in the 18th-19th centuries by the Augustinians; Romblon, Romblon—Cathedral of San José, built in the 18th-19th centuries by the Augustinian Recollects; Rizal (formerly Malaueg), Cagayan—Parish church of San Raymundo de Peñafort, built in the 1600s by the Dominicans in the foothills of the Cordilleras; San Joaquin, Iloilo—Parish church of San Joaquin, built in the 19th century by the Augustinians; Tanay, Rizal—Parish church of San Ildefonso, built in the second half of the 18th century by the Franciscans; Tayabas, Quezon—Basilica of Saint Michael, built in the 18th-19th centuries by the Franciscans; Tayum, Abra—Parish church of Santa Catalina de Alejandria, built in the 19th century by the secular clergy; and Tumauini, Isabela—Parish church of San Matias, built in the 1780s by the Dominicans.)
Beautiful legacy
It was at Tabaco church where Angat Kabataan held its closing ceremony, highlighted by a Mass officiated by Legazpi Bishop Emeritus Jose Sorra, who evoked the beauty of the faith as expressed in its iconography, churches and liturgy. The prelate urged the youth to help the “beautiful” legacy of the faith for future generations.
Bishop Sorra’s homily reminded many of the remarks of Cardinal Francesco Marchisano, the president of the Permanent Commission for Care of the Historical and Cultural Monuments of the Holy See, who came to the Philippines in 2004 and admired the Philippine Church’s efforts to preserve its cultural heritage: “A language that all understands is the language of beauty. And for this reason, I am convinced that, through beauty, we can have extraordinary means of evangelization.”
In the end, Angat Kabataan did not only celebrate the Church’s vast and priceless cultural patrimony; it also celebrated the Church’s capacity to embrace the future, to be ever green, ever young—through the energy of its young members.

MANILA, Philippines - A vote and opinion survey expert said yesterday Albay delivered 62 percent of its votes to winning presidential bet Sen. Benigno “Noynoy” Aquino III in the recently concluded May 10 elections.
A Commission on Elections tally showed Albay closely tailing Tarlac which delivered 73 percent of its votes to Aquino.
In a forum, opinion survey expert Jay Carizo said Albay even edged Batangas which gave about 60 percent of its votes to Aquino.
“Had it not been for Catanduanes which went to Erap, Bicol would have delivered the largest vote shares for Aquino, among the regions,” Carizo noted.
Carizo worked with the Institute for Popular Democracy, and does political research work, most recently for a German organization.
“Albay is second to Tarlac in Noynoy’s vote share nationwide, largely due to the efforts of Gov. Joey Salceda. In 2004, Albay was second to Pampanga in helping President Gloria Macapagal Arroyo win Luzon, but nowhere near Cebu’s numbers,” he said.
Albay also virtually set the voting trend in Bicol, and even beat bigger and vote-rich Camarines Sur in votes delivered to Aquino.
Camarines Sur submitted 315,681 votes to Albay’s 340,571.
Bicol figured prominently in setting the voting trend for Aquino when Salceda went from the administration camp where he served as presidential economic adviser to President Arroyo to Liberal Party standard-bearer, Aquino, his classmate at the Ateneo de Manila University where they had Mrs. Arroyo as professor.
“It was actually, a ‘reconversion’ to ‘Yellow’ for Albay. Salceda supported Cory in 1986 when Bicol was the strongest opposition region in the country. Then he helped Ramos in 1992, Erap in 1998, GMA in 2004 and back to ‘Yellow’ with Noynoy in 2010,” Carizo pointed out.
Salceda’s switch to Aquino’s side was considered a vote bonanza for the LP which installed him as LP Bicol regional chairman.
He was expected to deliver the Bicol vote to Noynoy in just 28 days. Albay, in particular, was expected to match Tarlac, Aquino’s home province, in vote delivery.

[dx] May 24th, 2010, 09:24 AM ^74 hectares...I once handled a Technical Writing class in 2002 (or was it 2004?) and I assigned a couple of students to write a mock proposal to Cebu Pacific about the viability of deploying flights to Legazpi...They have to "convince" CEB officials that Legazpi Airport facilities and infra can handle medium haul twin jets (B737-400 and A320). PAL then had the monopoly of flight to/from Legazpi. As you know, beating PAL, Cebu Pacific deploys three flights daily Manila-Legazpi vv and 3xweekly Cebu-Legazpi vv.

In addition to the city's already world famous natural, cultural, and historic attractions, the rapid industrial developments have given rise to several first class boutique hotels such as Hotel Venezia and Hotel St. Ellis, a marina-inspired theme mall and entertainment venue called Embarcadero, a newly constructed convention center, an eco-park in nearby Cagraray Park, a new international airport at Daraga, and the construction of the first world class bayfront community center: a modern boulevard along Albay Gulf coastline that upon completion is envisioned to rival Macau in terms of amusement and gaming attractions.
Infrastructure projects already in place include the Legazpi Central Terminal, the first high-tech transport terminal in the country and the Lignon Hill Nature Park. There are also various rehabilitation improvements in areas damaged by lahar as well as new commercial and residential sites in the highlands, among them the Misibis Bay Resorts, Estates and Spa.

[dx] May 24th, 2010, 09:36 AM I have highlighted above some attractions of Albay & Sorsogon which are receiving very scant mention in its tourism brochures & promotions.
*The fruit bats in Bacon-Manito geothermal nature preserve can be one major tourist draw just like what Subic does to its bats which became a must-see attraction in its Nature reserve. This is the first time I actually heard of its wildlife park in the geothermal site with the butterly garden as its centerpiece. I just hope that this should be incorporated into the tourism map of Albay.
* The boiling lake in Manito should be developed into a spa and natural baths destination just like what Iceland did to its boiling lakes. Bihiraon ang igwa kaini sa mundo and this is usually a hit to European, Japanese and Korean tourists ta may therapeutic claims daw ini. Igwa man sa may Pinatubo munyan who harness volcanic mud para sa Spa duman at balita ko na dakul daw na Korean tourists na pigduduman talaga ito.
*I have observed that it is Albay and not Sorsogon that is aggressively promoting Sorsogon's natural tourist attractions i.e. Butanding interaction. Sana Albay should also include kayaking in Bulusan Lake in its promotions para mas dakul ang choices kang mga tourists sa mga eco-destinations kang satuyang lugar.
I remember before na dakul ang nagcocomment na so Albay daa only offers Mayon Volcano to tourists and nothing else. Mahay ta dakul na munyan ang pigdevelop at narediscover na magagayun na pasyaran sa satuyang lugar.
I think the Sunwest Group has plans of developing the boiling lake in Manito into a spa.
The reason why Albay is promoting the whale shark is because there are still few accomodations in Donsol and many of the tourists that go there come from and are billeted in Legazpi hotels.
You're right hindi na lang Mayon ngayon ang tourist attraction sa Albay and there's more to come!
^^That's right. Tourists visiting Donsol use Legazpi as their base since it's only an hour away. What I like about this is that Albay is helping out Sorsogon, which admittedly is not yet that aggressive in promoting its tourism sites. Yan ang Albayano, matinabang, bako mauri. Hehe
