Such location will certainly be a path of growth, a favorable growth outlook and a direction of future growth. I see Daraga as the only one with that size of real estate. The area near Legazpi Blvd. will be a good location for this or somewhere in Taysan or Estanza. Villahermosa will also be a good location. But my number one choice is Legazpi Blvd. Old airport. MANILA, Philippines - By the time Albay Governor Joey Salceda walked the ramp at the Albay Astrodome, I’d already lost count of the number of gowns and barong Tagalogs that were presented during the evening. The event was the Pinukpok Fashion Show, organized by the office of the governor to increase the profile of Albay’s newest industry, which is pinukpok fabric weaving. A back story on the pinukpok industry’s beginnings: the 1992 eruption of Mayon Volcano left many families that were living on the now-recognized six-kilometer danger zone homeless,thus they were relocated to a permanent residence in Sitio Caridad, Banquerohan, Legazpi City. A new home didn’t immediately mean a new livelihood, however, and Sitio Caridad was soon teeming with homeless farmers whose land and animals were buried underneath the lava flow. To address the problem of the residents’ joblessness, the local government with the help of NGOs made a survey of the prevalent skills among the settlers to determine the kind of industry that might thrive in Banquerohan. Weaving was found to be one of the main skills, and tied in with the fact that the Bicol region is the highest producer of abaca in the world (as of 2009, according to Dr. Marissa Estrella, dean of the Bicol University College of Agriculture and Forestry, Bicol produced 14,140 metric tons of abaca fiber), weaving an abaca-based fabric made perfect sense. Abaca has long been in demand for its variety of uses. Its fiber is indispensable to different industries, from mechanical, electrical and automotive (wire insulators, cable and automotive components) to decorative (handmade paper, stationery, decor, baskets, curtains, carpets, etc.). Recently, handwoven fabrics made out of the same abaca fiber have also garnered a position in the high-end fashion market with sinamay, T’nalak, and dagmay. Pinukpok is the latest handwoven incarnation of the abaca fiber. Softer and smoother than the other abaca-based fabrics, pinukpok’s production was introduced in Bicol only in the early 2000s, when the Department of Science and Technology presented new technologies to make the fiber easier to weave and process, such as the use of jack-type handlooms and rotary presses as well as soaking the fiber in a solution to make it softer. The Banquerohan resettlement site was then selected by the Bicol Small Businesses Institute Foundation, Inc. as the pilot area to be trained for pinukpok weaving. The good news came from Dr. Mario Baquilod, head of the Infectious Diseases Office of the Department of Health-attached Center for Disease Prevention and Control. “Yes, we’re winning the war. Malaria cases have been going down during the past couple of years. From more than 76,200 infections (with over 900 deaths) in 1990, malaria cases were down to 18,781 (and only 20 deaths) last year,” Baquilod has told the Inquirer. From a 1.5 percent (per 100,000 population) in 1990, the country’s malaria mortality rate is now a low 0.02 percent, said the World Health Organization. Baquilod also expressed confidence “we’re on track meeting the country’s Millennium Development Goal of becoming malaria-free by 2020.” More good news. Pilipinas Shell Foundation, Inc. Albay Governor Joey Salceda said in a press conference said that from January to June, a total of 364 of Dengue H-fever cases were reported. “Out of 364 persons affected by dengue fever, one of them died.” A 9.6 percent (from 35 cases to 364) increase was noted compared to the same period last year. In 2009, there were four casualties due to dengue. Report from the provincial health office of Albay revealed that 17 municipalities and cities are affected this year compared to nine municipalities and cities last year. “This indicates that almost all towns and cities are at risk and the occurrence of the disease is alarming,” Salceda said. According to him, 80 percent of 364 persons affected by dengue fever were treated in public hospitals. Rosemarie Rey, president of the Albay ICT Association (AICTA), said the group is aiming to grow its membership this year, as they anticipate the influx of investments from the BPO industry to Legazpi City. Among the telecommunications companies that have agreed to provide services to the IT park are the Philippine Long Distance Telephone Company, Bayantel, Digitel, Globe and PT&T, the group said in a statement. \ "We helped in the realization of this project because this will lead to more jobs," said Rey who is also president and CEO of Southern Luzon Technological College Foundation, an IT school located in Legaspi City. Dr. Marissa N. Estrella, dean of Bicol University College of Agriculture and Forestry bared that abaca is one of the top dollar earners in the country, in terms of exportation. She also stated that in 2009, the Bicol region was noted for being the highest producer of Manila hemp followed only by Eastern Visayas and Davao. The reason behind the high demand for abaca, here and abroad, is its flexibility as a raw material for handbags, baskets, and storage containers. The making of abaca fiber or pinukpok in the form of woven cloth as sinamay has been existent hundreds of years ago. “It was only in 2001 when pinukpok came into large production in Albay. The victims of the Mayon volcano eruption in 1992 were the first beneficiaries of the abaca making in Sitio Banquerohan, Legazpi City. They were provided with abaca silk technology as a regular source of livelihood,” says Myrna Pereyra, coordinator of Bicol University Tobacco Campus Extension Service Center. Aside from their skills in weaving, Albay residents also underwent a series of trainings for handloom weaving, dyeing, and processing to upgrade their skills in the production of high-value exportable abaca textile products, under the guidance of Bicol University and Department of Science and Technology. With assistance from the Department of Labor and Employment through the Bicol Small Business Institute Foundation, Inc. (BSBI), the weavers were provided 20 units of steel handloom, one mechanized steel fiber rotary press, a plastic press being introduced by the Philippine Textile and Research Institute, as well as tools and materials for the mass production of pinukpok. Since then, pinukpok has evolved into a fine high-end fabric. Albay Governor Joey Salceda has expressed optimism that local designers would produce high-quality barongs and fashion gowns for the continuous promotion and demand of abaca in the province. But sili ice cream is just their dessert along with other innovative flavors like pili, coffee, “tinutong na bagas” (toasted rice), malunggay, kalamansi, and melon. The 1st Colonial Grill also serves native dishes that remind one of his grandmother’s cooking, say restaurant owners Elmer Boy and Rowena Aspe. The thriving restaurant, which now has a branch in a mall in this city, a newly opened one in Daraga, Albay, and a food court outlet in a mall in Naga City, was built on April 25, 2004. No competition Since then, for a homegrown restaurant, it has been competing well with national industry players and fast food giants. Or it has not actually been competing at all. The 1st Colonial Grill stands securely in line with fast foods and big-named restaurants. Elmer Boy says they never intended to compete with what had been there. He says the 1st Colonial Grill has its own niche – people who want healthy comfort food with a twist served in a homey ambiance. “Whenever our family had visitors from other places, we realized there were few choice restaurants we could bring them to. So we decided to put up the 1st Colonial Grill,” recalls Elmer Boy. The 1st Colonial Grill is an offshoot of the Aspe family’s 60-branch pawnshop business in the Bicol region. It is named such because its first branch was located in an old building built in the 1930s during the American Colonial Period. Elmer Boy says they found it wiser not to compete but to offer something new, “If you compete with the fast food chains, the quality and the price will be sacrificed.” Critics With their three children as their critics, the Aspe couple know that the food they serve is of supreme quality and delectable taste. “Before adding a new dish in the menu, we first have our children taste it. If they like it, then we offer it to our customers,” says Rowena. The restaurant uses local ingredients from local sources, she says. They have once been offered cheaper and processed imported meat but they refused. While it could have saved them money, it would be very unhealthy. Rowena says they also use vegetable oil to significantly reduce cholesterol levels in their dishes. “We put health on top priority, because we and our children eat the food ourselves,” she adds. I hope the old PNR building on Legazpi would be preserved and restored they way it is several decades ago. This would provide a contrast to the sleek and modern LKY Bus terminal, the upcoming BIA. Some of the old stone walls and posts in several train stations in CamSur were painted different multi- pastel colors making them look like colored marshmallows. I'm happy that Legazpi is turning out into a well planned city and on it's way to becoming a scenic resort town like Tagaytay or even a tropical version of Denver, Colorado the way it is meant to be. Daza MAJESTIC MOUNT MAYON is the landmark. Its nearly perfect cone, as enchanting as it is surreal, has no equal in the world. That must have been why Zaldy Co decided to build a resort within its footprint – to allow tourists to view the volcano without breaching the 6 km danger zone, to enjoy a few or several scenic and serene days under a clear blue sky (no smog!), a sky that serves as a wide wide canvas to paint pretty clouds and dramatic cloudscapes, a sky that is the perfect foil for the deep green waters of Albay Gulf, a sky that provides stars as a canopy for cookouts on the sand. In short, the resort is Misibis Bay, in the barangay of Cagraray, an hour’s drive from Legazpi City. The most awful thing a resort can do is pack the place with a million people. Luckily for me and other crowd-and-noise avoiders for now, not many people have heard of Misibis since it opened last October, but a foreign publication has included it in its list of the most luxurious little hotels in the world. (My daughter made her reservation on a whim, as a birthday treat for three of us June-borns.) Misibis Bay’s relative obscurity may not last as Mr. Co’s expansion plans are about to bear fruit. He bought a barge to cross the channel that divides one islet from another, so construction supplies for the new villas and other facilities under construction can be ferried quickly. He’s building a bridge to cut short the distance between Legazpi City and his island, to ease the delivery of food and other supplies to the hotel. Hotel may not be a precise term, if hotel conjures up images of a big building with elevators and several floors of rooms. Instead, what Misibis offers is a sprawl of land occupied by one-story cottages separated by gardens and walkways. The best ones face the water; those that do not face the water surround the swimming pools. The color of Misibis is the color of water. Jade-green in the gulf, where jet-skiers flash in a splash. Aquamarine in the pools. A clear blue firmament by day, slowly turning to teal (blue-green) in the early hours of night. And white, white as transparent as light, glass and clean water, when the sun shines. The temperature is about two degrees cooler than in Manila. The warmth of the service is much higher, as in almost royal, just ask F-and-B chief Rex and Marvin, who keeps things moving with his radio. Legend goes that when a visitor catches a view of the tip of Mayon in its beautiful, fearful symmetry of triangular perfection without clouds obscuring or veiling its summit, he or she will be blessed with luck throughout the year. No wonder Zaldy Co loves the place and wants to share it with friends and strangers. Narito LEGAZPI CITY – The Provincial Government of Albay and the National Disaster Coordinating Council (NDCC) will sponsor the 1st national Rescue and Disaster Response Competition to be held on May 24-29, 2010 at Mayon Riviera, Lidong, Sto. Domingo, Albay. Romualdo Elvira Jr., the provincial coordinator, said in an interview that some 20-30 teams composed of 15 persons per team are expected to participate in the nationwide skills competition. He said the competition is open to rescue teams and firefighters from the government and private sector, except rescue teams from the Provincial Government of Albay. The team that wins the championship round will receive P300,000 cash prize plus a trophy; the prize winning team will get P200,000 plus trophy while the third prize winning team gets P100,000 plus a trophy. The participants are expected to participate in any of the three events: water rescue, collapsed building scenario, earthquake and fire scenario. The participating teams are advised to carry their equipment such as inflatable rubber boats with outboard motors and six paddles stretchers, life jackets, breathing apparatus tents, etc. A registration fee of P20, 000 will be charged each team. (SCFI) has adopted 24 public elementary schools and daycare centers in the provinces of Albay and Catanduanes as beneficiaries of its Adopt a School Program (ASP). The SCFI, a corporate social foundation of the Sunwest Group of Companies (SGC) owned by Elizaldy S. Co, has at least 6,465 elementary school pupils as direct beneficiaries of the program. Under ASP, the foundation provides the adopted schools and the pupils with educational materials, equipment and construction or of school premises. The ASP is SCFI corporate social responsibility program aimed at adopting educational institutions by giving assistance to the less fortunate children enrolled in public elementary schools. The foundation also seeks to extend assistance to villages where a corporate entity of the Sunwest Group of Companies operates. As this developed, the foundation on Monday signed an agreement with the public elementary schools of Puro, Lamba, Victory village and Legazpi Port, formalizing the adoption of the program. Anelyn Sumanga, SCFI managing director and Zorayda Revelo, Legazpi Port Elementary School principal, signed the agreement, which adopts 1,560 school children currently enrolled at the school as direct beneficiary of the ASP. The elementary school is located in the area where St. Ellis Hotel operates. Ellis belongs to the chain of hotels owned by the SGC , which include Misibis Island Hotel Resort in Bacacay, Albay; Venezia Hotel and the Embarcadero mall. Sumanga said that a number of Memorandum of Agreement (MOA) would be formalize on July 22, this year with five public elementary schools in Virac, Catanduanes, to benefit some 1,465 elementary school children. She said about 10 public elementary school in Legazpi City and towns of Bacacay and Malinao, Albay would benefit under the program.
