Salceda and Transco are practically neighbors in Penafrancia, Daraga; it would have been a shame if power was not restored ASAP. Imagine the source in your backyard and you can't tap it!. We should be weaned from the Luzon Greed (er, Grid) and determine our own pace of development... Basyang, like Milenyo in September 2006, once again highlighted that can tap Tiwi or Manito directly without power brought to Manila first and back to us at anomalous rates!

LEGAZPI CITY – Consistent with Bicol’s spicy food culture, a restaurant in the city serves spicy ice cream. How cool or hot is that?

Flavored with “siling labuyo” (chili), every scoop of the ice cream has tamed spiciness that blends well with cold creamy sweetness. And that can only be found at the 1st Colonial Grill, a homegrown restaurant that has built a name of its own.

But sili ice cream is just their dessert along with other innovative flavors like pili, coffee, “tinutong na bagas” (toasted rice), malunggay, kalamansi, and melon.

The 1st Colonial Grill also serves native dishes that remind one of his grandmother’s cooking, say restaurant owners Elmer Boy and Rowena Aspe.

The thriving restaurant, which now has a branch in a mall in this city, a newly opened one in Daraga, Albay, and a food court outlet in a mall in Naga City, was built on April 25, 2004.

No competition

Since then, for a homegrown restaurant, it has been competing well with national industry players and fast food giants.

Or it has not actually been competing at all. The 1st Colonial Grill stands securely in line with fast foods and big-named restaurants.

Elmer Boy says they never intended to compete with what had been there.

He says the 1st Colonial Grill has its own niche – people who want healthy comfort food with a twist served in a homey ambiance.

“Whenever our family had visitors from other places, we realized there were few choice restaurants we could bring them to. So we decided to put up the 1st Colonial Grill,” recalls Elmer Boy.

The 1st Colonial Grill is an offshoot of the Aspe family’s 60-branch pawnshop business in the Bicol region.

It is named such because its first branch was located in an old building built in the 1930s during the American Colonial Period.

Elmer Boy says they found it wiser not to compete but to offer something new, “If you compete with the fast food chains, the quality and the price will be sacrificed.”

Critics

With their three children as their critics, the Aspe couple know that the food they serve is of supreme quality and delectable taste.

“Before adding a new dish in the menu, we first have our children taste it. If they like it, then we offer it to our customers,” says Rowena.

The restaurant uses local ingredients from local sources, she says. They have once been offered cheaper and processed imported meat but they refused. While it could have saved them money, it would be very unhealthy.

Rowena says they also use vegetable oil to significantly reduce cholesterol levels in their dishes.

“We put health on top priority, because we and our children eat the food ourselves,” she adds.

Good food

The 1st Colonial Grill caters to all A, B, and C markets. “Everyone wants good food,” Elmer says.

The 1st Colonial Grill’s best sellers are Bicol Express (chilies cooked in gata); the Colonial Fried Chicken served in whole or half, which is an original family recipe; and the five-spice grilled chicken, which is marinated in five special spices.

Another best seller is vegetable kare-kare. The vegetables are supplied locally while the sauce and shrimp paste (bagoong) are homemade.

One can also have a taste of deep-fried vegetarian spring rolls, which are stuffed with mushroom, cabbage, carrots, vermicelli, bean sprouts, peanuts, and coriander served with a special sauce.

The restaurant also offers chop suey with a twist, that is, chop suey cooked in coconut milk with buko meat.

If there is Bikol Express, there can never be without “Tin-nu-to” (laing). This is dried gabi (taro) leaves cooked in coconut cream.

One cannot just say no to the restaurant’s Baby Back Ribs, a primal cut of pork meat cooked to be relatively tender, rubbed with spices and grilled.

All these main course dishes perfectly match with the unique “tinapa” (smoked fish) fried rice served in a “kawali.”

Service with love

Rowena says the entire family knows the ins and outs of the business, “We know how to do everything, from washing the dishes to cleaning the restroom.”

This is important if they want to pass on a culture of quality service on to their staff, she adds.
“We train the staff members ourselves. All we look for as qualifications are dedication and trainability,” says Elmer.

He claims most of their employees have been with them for a long time and they have seen how the business has grown over the years. This loyalty has bred in them a sense of ownership.

And the secret to a thriving business?

“To give real service, you must add something which cannot be bought or measured with money, and that is sincerity and integrity,” Elmer says.

‘Heavyweights’ Line Up to be ‘Giants-No-More’ at the Biggest Loser Pinoy Edition Auditions

Kapamilya heavyweights trooped to the PBB Eviction Hall recently for the chance to be a contestant in ABS-CBN’s latest reality show.

The “biggie-sized” Pinoys faced their first challenge as they lined up and waited in the hope of finally achieving their dreams by getting their ideal weight through the “Biggest Loser Pinoy Edition” (BLPE).

BLPE director Jon Raymond Moll said the huge turnout was a sign of the big things coming in the show. “With the variety of the people who auditioned, we can expect a very good first season,” said Moll, who was one of the executive producers of the hit reality show “PBB Double Up.”

There were applicants who were just a few pounds over the 250lbs minimum for men and 200lbs minimum for women while there were those whose weight went beyond the capacity of the weighing scales.

In the interviews, the applicants shared their colorful stories and even embarrassing experiences like when they were called “elephants” or “giants” by other people. Some also mentioned their over-the-top eating habits like finishing a whole chocolate mousse cake by himself or munching up food every 30 minutes.

Asked what they would do when they get fit, a hopeful said she would run and hang-out with friends while another joked that she will post her picture in a dating website.

Executive Producer Reily Santiago assessed that the applicants where after self-improvement and really joined to improve themselves and not for the cash and prize package. “We hope that those who won’t advance to the next level of auditions will still pursue and achieve the change they hope for,” he said.

Catch the “Biggest Loser Pinoy Edition” auditions on July 16 at Metro Town, Tarlac, July 30 at Park Mall Cebu, August 6 at Embarcadero de Legaspi, Legaspi City, and on August 13 at SM City Iloilo. Men weighing 250lbs. up and women 200lbs. up, both in good health and aged 18-40 years old may tryout by simply bringing a valid ID and close up and whole body photos.

Kapamilya abroad may also audition. Watch out for announcements on the global auditions on ABS-CBN.

PHILRICE, Nueva Ecija—The chief of the country’s lead agency in rice research and development based here is optimistic that the country will soon become self-sufficient in rice despite a backslide in agricultural production brought by the recent onslaught of El Niño.

Ronilo Beronio, PhilRice executive director, released the 2010 dry-season results of the government’s location specific technology development (LSTD) program in 22 provinces across the country, revealing the impact of the institute’s banner project to farmers’ yield.

“The results support the Aquino administration’s main agenda of becoming rice sufficient by 2013 as recently announced by Agriculture Secretary Proceso J. Alcala,” Beronio said.

Based on a regular survey monitoring the progress of the project, PhilRice’s LSTD program contributed an average yield increase of 3 percent during the dry season of 2010.

The farmer-tailored project originally benefiting about 100,000 rice tillers created more significant impact in Abra, Cagayan and Albay, where yield increase ranges from 25 percent to 36 percent.

LSTD project sites in Cagayan, which was declared in a state of calamity during the El Niño phenomenon, gained an increase of about 1 ton per hectare (t/ha).

Meanwhile, sites in other drought-stricken areas such as Bulacan and Nueva Ecija attained yield increases of 12 percent and 14 percent, respectively.

“The data shows that PhilRice is fulfilling its part in helping the country become rice self-sufficient. Of the targeted annual rice-production increase of 7 percent, PhilRice can deliver about 3 percent,” said Beronio.

The remaining 4 percent needed to increase the country’s rice production will be derived from support infrastructure such as irrigation, farm-to-market roads and transportation.

“Other agencies attached to the Department of Agriculture will address other factors leading to the production increase. But for our part, the increase we contributed to farmers’ yield is attributed to appropriate technology and effective extension services,” Beronio said.

He added that the LSTD program, primarily implemented by rice-sufficiency officers, assists farmers in developing and packaging technologies and new farm practices suited in their areas.

Farmers in the project sites, Beronio noted, also augmented their income through the use of certified seeds and cost-saving technologies such as minus-one element technique (MOET) and leaf-color chart (LCC).

Using certified seeds, seed germination rate is improved and uneven rice plant growth is minimized, resulting in an increased income of about P9,000 per cropping season. This increase, according to the authors of the Philippine Rice Masterplan for 2009-13, is “mainly attributed to the increase in yield and savings from reduced cost owing to seed subsidy.”

Meanwhile, farmers can test their paddy soil for deficiency of six nutrient elements for only P175 using MOET—reliable, low-cost and easy alternative technique for diagnosing soil nutrient status. With laboratory analysis, farmers will pay P300 for every nutrient element.

LCC or the four-stripped plastic “ruler” used in assessing nitrogen status of rice plant can generate savings of up to P2,000 per hectare in nitrogen fertilizer use.

“As PhilRice realizes the Rice Science for Development, workers in rice science and development will try to address not just farmers’ low yield, but all other equally important facets of their lives,” Beronio said.

A LAWYER and old timer in the Philippine Ports Authority is scheduled to take his oath of office before President Aquino today as general manager of the PPA.

Juan C. Sta. Ana will replace Oscar M. Sevilla, who resigned on June 30 from the post which he held for the past six years.

Sta. Ana formerly worked for FF Cruz and Co. one of the country’s largest construction firms and one of the PPA’s contractors in many of its projects, including its main office building in Manila and several other ports.

Sta. Ana is not new to the PPA, one of the government’s profitable agencies, having worked with the Authority for 21 years, starting out with its legal department in 1977 and becoming manager of the Port Operations and Services Department from 1983 to 1998.

He was later appointed to the Port District of Manila (now Port District Office of Manila/Northern Luzon), between 1988 and 1995. In between those years, he was designated assistant general manager for operations, the second-most powerful man in the agency.

But Sta. Ana really began his government career as project officer and project coordinator of the Human Settlements Regulatory Commission from 1976 to 1977, after being chosen by the Office of the Secretary on Ports and Shipping to become its technical assistant.

He finished his law studies in 1976 at the Ateneo de Manila and passed the bar examinations on the same year.

Sta. Ana’s main task will be to link the countryside with the city centers through the construction of more ports and make their operations profitable for the PPA.

During the time of Sevilla, the government secured a €170-million loan from the French bank BNP Paribas for the construction of modular ports in the country.

The idea to set up such ports was hatched during the visit of President Arroyo to Spain in 2007.

The ports will be established in Isabela, Aurora, Pangasinan, Quezon, Romblon, Mindoro, Cavite, Palawan, Masbate, Albay, Eastern Samar, Surigao del Norte, Davao and Cotabato.

Most modular ports are made of steel and the ramps are adjustable. Depending on the size, it takes a month or two to construct a modular port; each facility costs between P50 million and P150 million and can last from 30 to 50 years.

Scott Kelby’s Worldwide Photo Walk is the world’s largest global social photography event in the history of photography itself. Anyone can participate too. All you need is a camera. It doesn’t even matter what kind of camera either. People have showed up with disposables in the past, had a blast, and left with a new appreciation for photography.

Kelby credits the success and popularity of the event to the social aspect of photography the world over. “Photography is usually viewed as a solitary activity, but the truth of the matter is that people love to shoot together, compare notes and just have fun with photography,” said Kelby. “The Worldwide Photo Walk is a social phenomenon. I’ve had group leaders contact me to tell me that they’ve turned their walk into a monthly event. Other people tell me that they’ve made friends at the very first Photo Walk that they’ve kept to this day. It’s the joy of shooting with friends, new and old that makes this event so special.”

The social aspect of this event has also transcended into the online world of social networks as well. Participants in the Worldwide Photo Walk post updates to Twitter before, during and after the event under the #WWPW hash tag, they share their pictures on Flickr (view pictures from last year’s Flickr group), and get updates from NAPP via its Facebook page.

hello po sa lahat... nag-book kami ng friends ko ng 9 am flight to legazpi sa nov 6, sat... first-timers kami lahat, gusto lang namin gumala
at napili namin ang legazpi... kaso wala na promo ng sunday pabalik ng manila so antay2 pa muna kami ng bagong promo... would you
suggest na mag-bus na lang kami para kahit sunday ng late pm na kami bumalik ng manila at diretso work na lang ng mon am? :) kasi kung
mag-plane ulit kami, 1 pm ang flight ng sun, mabibitin kami... thanks sa mga magreply... :)

This sight would have been more exotic than the present mall. The experience seeing this for the first time would have been more exhilarating! Reminds me of the feeling of disappointment when I first visited the Giza pyramids in Egypt – the fact that you can drive thru the pyramids diminished the excitement of seeing it personally!

BTW, whatever happened to the folks who owned these stilts? Where they resettled somewhere? Just curious.

Ligao, Masbate, and Sorsogon Cities don't have universities. Daraga has Bicol University Daraga Campus, so that makes it more than qualified.

Cebu Pacific (CEB) offers a P320 ‘Go Lite’ seat sale to all its domestic destinations from July 16-19, 2010, for travel from November 1-30, 2010. CEB flies to a total of 33 domestic destinations, forming the most extensive network in the Philippines. It flies to 30 destinations from Manila, 18 from Cebu, 1 from Clark, and 5 from Davao. These direct flights boost easy connectivity to the airline’s 16 international destinations.

Included in the seat sale are flights to Boracay (Caticlan), Cebu, Dumaguete, Naga, Legazpi, Bacolod, Iloilo, Palawan (Puerto Princesa), Coron (Busuanga) and Bohol (Tagbilaran). The seat sale to any domestic destination slashes as much as 84% off the lowest year-round ‘Go Lite’ fare flights from Manila to Davao, Surigao and Cagayan de Oro, among others.

The sale highlights the expected delivery of three more brand-new Airbus A320 aircraft in the last quarter of 2010, and 19 more from 2011 until 2014. CEB operates the country’s youngest fleet, composed 10 Airbus A319, 11 Airbus A320 and 8 ATR 72-500 aircraft.

Those with check-in luggage just need to add P100 upon booking. Aside from the domestic sale, CEB also announces P2,999 ‘Go’ seats for Manila-Osaka and Osaka-Manila flights. This is for travel from September 1 to October 31, 2010.

LEGAZPI CITY, Philippines - The "back-to-shore" policy and a number of disaster preparedness schemes of Albay being implemented whenever bad weather poses a real danger to both fishermen and sea travellers once again prevented loss of lives when tropical storm Basyang placed the province under signal No. 1 five days ago.

As Basyang's weather alert started to be raised, disaster management officials here immediately released through local radio and television stations advisories against potential lahar flows from Mayon Volcano; landslides at the hilly areas; floodings in the low-lying portions; no-sea-travel to inter-island vessels; preventive local evacuation in perennially flooded villages; and, the latest scheme: back-to-shore order to those who are already at sea.

The result was zero casualty, an objective that Albay officials have promised to achieve after super typhoon Reming, in 2006, battered the province and left at least 1,500 people either dead or missing. Henceforth, Albay Gov. Joey Salceda has ordered the institutionalization of the preventive evacuation policy, or the moving of the residents out of the danger-prone areas even before a disaster actually hits the province.

Henceforth, there’ll be a news blackout on the forthcoming visit of Leonardo DiCaprio not to promote his movie Inception (currently showing nationwide) but for his pro-environment advocacy.

DiCaprio’s US reps have instructed the publicist and project director of the project to keep all things under wraps and keep details of his visit confidential. This is “so the actor will not be disturbed during his holiday at an ultra-luxurious island resort” (in Albay) by a possible media circus.

According to the publicist, DiCaprio’s trip, originally set for next month, has been moved by a few months because his reps were alarmed by the recent typhoon (Basyang) that hit Luzon.

More tidbits courtesy of the publicist:

• The actor is interested to purchase his own personal estate at the island (complete with his own beach and villa) so he can do a private visit often away from the prying eyes of the paparazzi that hounds him in other commercial vacation spots.

• The project director is now working with the tycoon-owner of the island in developing a cluster of villas that will be owned exclusively by Hollywood celebrities as well as launching the actor’s environmental foundation when he arrives.

P-Noy: Don't just get mad, do something

So President Noynoy Aquino expressed some critical observations on the weather bureau’s quality of work. It is not important if he really got mad or just verbalized the people’s frustrations. It was, after all, not the first time this sort of thing happened.

In fact, the weather bureau or as we know it here, Pagasa, was prepared with an excuse: they don’t have the right facilities to make good predictions. Then they added another one: they don’t have enough brains to interpret in a timely manner whatever data they do manage to gather from whatever facilities they currently have. This is because they have a brain drain problem.

Apparently, the bureau is undermanned. In the last 10 years, the country has lost 24 forecasters who have left to work in Singapore, Canada, the Middle East and Australia. Not only are there very few people taking up meteorology as their college course but the few eventually end up working abroad where people with those skills are compensated a lot better. It is entirely possible that only those who are not good enough to get foreign offers are left behind.

Remember that forecaster Nathaniel Cruz who was all over television in the past warning us of impending typhoons? He has migrated to Australia. He has gone on leave but they don’t think he is coming back. He can easily double or even triple his income by moving overseas.

So that while much has been said of Pagasa’s problems with inadequate equipment, it is the depleted ranks of professionals due to brain drain that’s really at the heart of Pagasa’s woes. As Albay Gov. Joey Salceda observed, “its current manning level engaged in both field and analytical work simply means overworked personnel during the spike of activities triggered by a weather disturbance.”

How do we increase the brain pool of potential weather forecasters for Pagasa?

Unfortunately, there is no quick way of responding to this problem. Training good meteorologists take time. The most that can be done about this now is support the institutions that provide the training and encourage some of our young people to take the course.

To make meteorology attractive, P-Noy will have to make it worthwhile. He can start by upgrading the salary and benefits of weather forecasters. Of course because of government pay scale limitations, this is the first problem that P-Noy must confront.

This problem with pay scales is not just for meteorologists but also for other technical experts government is trying to hire. It is the same problem with government’s inability to hire the jumbo jet check pilots, one of the reasons cited for the downgrading of the Philippines by the US FAA and European aviation authorities.

In our era of global warming and fast changes in weather patterns, there should be other more interesting options for the really good meteorologists than government service. Many private firms and academic institutions will probably start looking for people who have a good understanding of what’s going on as part of their risk mitigation efforts. Media companies
may also start hiring their own meteorologists the way CNN now has a number of them on staff.

But where does one go to become a weatherman? Right now, I understand only the state university is offering the meteorology course. Gov. Salceda said that Bicol University is ready to offer a B.S. Meteorology course. He is working with Agham (represented by Cong. Angelo Palmones), Pagasa and of course, Bicol University to make this happen. He is just following the approval of the new course curriculum by CHED and work further with PRC for its recognition as a profession and consequently its licensing procedures.

P-Noy should also prioritize the equipment requirements of Pagasa, those VSAT automatic and periodic relay of meteorological data from its field stations and radar installations. Gov. Salceda pointed out that this should allow Pagasa to more accurately capture the ongoing behavior of weather events (particularly course corrections as in the case of Basyang which was moving so fast at 22kph that its change from NW to Westerly as it crossed the Cordillera leading to a direct hit on MM).

These are simple action plans that P-Noy must do something about quickly enough. He only gets a free pass this time. The next time the weather bureau fails to provide timely warning about a typhoon, P-Noy will not longer able to get out of it blameless.

Or maybe, Gov. Salceda suggested in jest, we can hire Paul the Octopus… just do something quickly. Because if something like Basyang happens again, P-Noy can only get mad at himself for not having used the powers and resources of the presidency to ensure that the weather bureau can be relied upon.

As Gov. Salceda puts it: “The last thing you need during a disaster is a general public that does not trust or even just uncertain about the competence of its principal warning agency on severe weather. Or worse, when we ourselves foster such distrust weakening the unity of command and shredding the fabric of commitment so imperative in managing the response to a disaster.”

That's right. These celebrities need time away from the hustle and bustle and I think Misibis is just right. That's part of the allure of Misibis: it's quiet, exclusive and seemingly isolated from the rest of the world but never lacking in luxurious amenities. The perfect getaway for busy people such as these celebrities. I think the people behind this project are doing a very good job in promoting Albay. First, a major Asian reality show, then this. That's great! Sana masunod naman ang inner city streets just like here in Pasig City where even the narrowest city streets in the Bayan (centro) have good asphalt overlay.

MANILA, Philippines - Mention Albay and immediately abaca comes to mind, in addition to the picturesque perfect-cone Mayon Volcano, the iconic tourist attraction in this charming province in the Bicol region. An indigenous plant that thrives in tropical climate and rich volcanic soil, abaca is one of the most versatile and sturdiest fibers in the world which can last up to a century.

Abaca can be made into cordage, handbags, baskets, storage containers, lighting fixtures, home furnishings and novelty items, and its versatility accounts for its high market demand. With an 84-percent share of the world’s abaca fiber production, the Philippines is considered the international abaca capital since the Spanish era, with Albay as center of the trade.

In 2009, Bicol is the country’s highest abaca producer with 14,140 metric tons, topping Eastern Visayas and Davao regions. About 43,000 hectares in the region are planted with abaca, with an average yield of 383 kilograms per hectare. Also known as “Manila hemp”, abaca fiber, in the form of woven cloth known as “sinamay” has been long used as clothing in many parts of the country.

However, calamities such as pest infestation, typhoons and volcanic eruptions, and lack of government support over the years, have dampened the once vibrant abaca industry. This age-old craft saw another glimmer of hope with the holding of the recent Abaca Pinukpok Fashion Show organized by Albay Governor Joey Salceda to relive the glory of the once proud fiber.

Taking center stage is the breakthrough “pinukpok” fiber as modeled by the province’s local officials from various political affiliations in a unique display of unity and commitment. Also doing the catwalk were provincial department heads, regional officers of key government agencies, and commanders of the police and Armed Forces in Bicol.

So-called because of the process of hammering the fiber to soften it, pinukpok is blended with cotton, silk, piña or polyester to produce high-end fabrics. It is then woven manually and fed to a rotary press machine to make it a fine and seamless cloth. Local designer Dan Clint “Klang Klang” Arispe took on the enormous task of designing more than 200 pinukpok evening gowns and barongs for local officials, Miss Polangui beauty pageant candidates, and the Magayon Dancers dance troupe to bring out the natural elegance of Albay’s pride.

With the rousing success of the fashion show, conceived only two weeks before, Salceda expressed optimism in staging a bigger event in Manila this year to sustain the momentum. The fiber has been showcased in previous trade fairs and fashion shows, the most notable of which was Rampago Pinukpok spearheaded by Bicol’s Regional Development Council, which featured the couture collection of top Bicolano designers, with the special participation of noted designer Renee Salud.

With the provincial top honcho as leading fashion model, Salceda is confident that Albay’s fashionable “golden fiber” will tickle the fancy of the country’s top designers and exporters to take the abaca industry to greater heights.

MANILA, Philippines—Three more party-list groups were proclaimed winners in the May 10 polls by the Commission on Elections (Comelec) Monday but their first nominees still can’t take their seats when Congress opens on Monday.

Proclaimed were 1-United Transport Koalisyon (1-UTAK); Advocacy for Teacher Empowerment through Action, Cooperation and Harmony toward Educational Reforms (A Teacher), and Butil Farmers Party.

The three groups were among the 11 winners of the party-list race whose proclamations were deferred due to questions about their registration.

However, the first nominees of these groups still can’t take their seats because of pending cases regarding their qualifications to represent their sectors.

The first nominees of 1-UTAK and A Teacher, former Energy Secretary Angelo Reyes and Mariano Piamonte, respectively, will not be able to take their seats in Congress until their cases are resolved.

Militant transport groups questioned Reyes’ qualification to represent marginalized members of the transport sector.

The Comelec said the groups’ second nominees may initially assume the organizations’ House seats when the legislative session opens.

In the case of Butil, it has two rival sets of nominees.

“The issue of disqualification of party-list nominees does not pertain to the qualification of an organization to participate in the party-list system of representation and should, therefore, not affect the entitlement of the party-list organization to guaranteed additional seats,” said the Comelec, acting as the National Board of Canvassers (NBC).

According to the NBC tally, A-Teacher received 614,725 votes; Butil, 506,703 votes; and 1-UTAK, 220,002 votes.

The three groups are thus entitled to one seat each in the House of Representatives.

With the resolution of the cases of the three groups, 36 of the 57 seats allotted for party-list groups in the House have been filled.

On May 31, the NBC proclaimed 28 party-list groups, allotting them 33 seats.

The top-ranked groups were entitled to more than one seat.

Meanwhile, eight other party-list organizations have pending petitions to cancel their registrations. These are: Ako Bicol Political Party, Buhay Hayaan Yumabong, First Consumers Alliance for Rural Energy, Citizen’s Battle Against Corruption, LPG Marketers Association Inc., Ang Asosasyon Sang Mangunguma Nga Bisaya-Owa Mangunguma Inc., Association of Philippine Electric Cooperatives, and Alliance for Nationalism and Democracy.

This means their nominees, even if they are qualified, cannot take their seats in the House until the petitions are resolved.

YVETTE Marie Santiago, a 17-year-old BS Accountancy student of Bicol University, will be the Philippines’ representative to the World Miss University 2010 to be held in Seoul, South Korea on August 8, 2010. This will be the 22nd edition of World Miss University.

Yvette Santiago, a statuesque beauty at 5’8″, was already a beauty titlist when she was selected by Lamberto Ricalde of Mega Star Production, local franchise-holder of World Miss University, from the files of winners of Bb. & Ginoong Pamantasan 2010 of CHED to vie for the World Miss University 2010 beauty title.

Yvette Santiago’s collection of titles includes Miss Bicol University, Bb. Pamantasan 2nd runner-up and 2009 Mutya ng Magayon 1st Princess.

A total of 59 contestants from around the world are expected to converge in Seoul for the World Miss University Pageant that was initiated in 1986 by the International Association of University Presidents in order to spread its message of peace around the world through smart and beautiful women.

Last year’s edition, also scheduled in Seoul, was cancelled because of the H1N1 flu that hit many Asian countries.

No Filipina has ever made it to the winning circle of the World Miss University Pageant so Yvette Santiago is hoping to be the first. She says,

I will do my best to represent our country and be the first Filipina and Bicolana to win the coveted title!

The grand coronation night of World Miss University 2010 is scheduled at the Sheraton Walker Hill Theater in Seoul on August 8, 2010.

hehe thanks...sa 10 attractions na yan..solve na ang mga tourista nyan...

Imagine...may 6 natural attractions (mt mayon, albay gulf, twin falls, black sands, lignon hill,locals)...tapos 4 man na manmade attractions(legazpi boulevard, embarcadero, pinangat buda pinukpok)..hehehe...bihira lang ang ang cities sa pilipinas na may arog kaining kadakol na attractions...hehe

like for example sa baguio ano ba mga natural attractions duman? basically ang number one ay ang cool climate...then ano na? siguro mountain views with pine trees...then all others ay manmade na...

How about ang metro manila? halos lahat manmade na ang attractions kasi ang manila bay hindi na rin maganda eh...

Ang puerto princesa siguro ang may pinaka maraming natural attractions like the subterranean river, white beaches, beautiful island formations, forest reserves and vibrant underwater ecosystem...

but still hindi pahuhuli ang Legazpi City...hehehe

Chevron Geothermal Philippines Holdings, Inc. (CGPHI) will expand the use and development of renewable energy resources in the Philippines through the integration of geothermal energy concepts in the curriculum of public elementary and secondary schools in Albay, Aquinas University of Legaspi and Aquinas University Foundation.

Initially launched in Cale Elementary School, Biyong Elementary School, and Naga National High School in Tiwi, Albay, the pilot Geothermal Education (GeoEd) project aims to educate and foster a deeper appreciation for clean energy sources among students.

The three-year GeoEd project applies the education concept of integrated curriculum webbing. Geothermal concepts like heat energy, steam production, geothermal process, health, safety, security, and environment have been integrated into basic education subjects like Math, Science, English, and Filipino.

Under the supervision of DepEd’s core curriculum writers, Aquinas University Education Department and CGPHI technical staff, GeoEd lesson exemplars were developed in a series of workshops in May 2010. The lesson exemplars will be evaluated and adjusted through a series of workshops by the third quarter of this year. Target date of roll-out in other schools in Tiwi town and Albay province is 2013.

Through the GeoEd curriculum, the project partners hope to instill energy efficiency and environmental consciousness among the Filipino youth.

As the country braces for the possible arrival of stronger typhoons this year, the Climate Change Commission (CCC) said adaptation is the “critical aspect" in the fight against climate change. CCC, the government arm tasked to promote climate change mitigation and adaptation, said it will forge an agreement with the Department of Interior and Local Government (DILG) to ensure that aggressive adaptation measures will be advocated in all levels of governance. CCC vice-chairman Secretary Heherson Alvarez said the CCC will sign this month a Memorandum of Understanding (MOU) with the DILG and the Centre for Initiatives and Research in Climate Change Adaptation (CIRCA) of Albay province.

The other party to the planned MOU will be the United Nations (UN) in the Philippines, through its Resident Coordinator Jacqueline Badcock, also the United Nations Development Programme Resident Representative. “The battle plan to address and confront the challenges of global warming and climate change in the Philippines, being highly-vulnerable to climate-related hazards, is a two-pronged approach," explained Alvarez. The chairman of the CCC is President Benigno Simeon “Noynoy" Aquino III himself.

According to Alvarez, the National Framework Strategy on Climate Change (NFSCC) recognizes the need for the country to take up mitigation efforts. It also highlights the need for adaptation measures which are critical in the fight against climate change. “The Philippine archipelago, with population of over 90 million people, now faces threats from more intense tropical cyclones, drastic changes in rainfall patterns, sea level rise, and increasing temperatures," he said.

"Climate-resilient"

To help all sectors become “climate-resilient," Alvarez said adaptation must be translated to all levels of governance starting from the national government.

“As our adaptation blueprint, the Albay experience will be replicated in all provinces. It exemplifies the effectiveness of local governance for addressing adaptation and disaster risk reduction needs brought on by natural hazards and climate change." Albay is locally and internationally recognized for addressing climate change through its “Capacity Development for Better Governance Approach," a program for climate change adaptation and disaster risk reduction.


“It is generally accepted that policies and response measures for climate change adaptation and disaster risk reduction are highly local and are, therefore, best shaped by local actors, especially local governments, which can, in turn, focus such on the most vulnerable social groups," Alvarez emphasized.

“Consequently, the pertinent actions for adaptation to climate change and disaster risk reduction need to be centered at the local level. We must prepare our communities against climate disasters as if we are preparing to go to war," he added. In the international arena, Alvarez said the Philippines has called for a “deep and early cut" in greenhouse gas emissions of industrialized nations as part of the mitigation strategy. At the same time, Alvarez said the Philippine government is seeking financial assistance in the global negotiation

Guinobatan is a spring resort town with Casa Basilisa, Sagurong, and Ooh La La Paradise Resort :okay:

LEGAZPI CITY—The Albay Engineering District under the Department of Public Works and Highways (DPWH) has constructed several bridges made of indigenous steel that are almost 50-percent cheaper and easier to maintain than bridges made of imported materials.

The bridges were described by Rafael Presbitero, head of the Albay DPHW construction section, as “very stable.” They were built from specifications designed by district engineer Manuel Azurin and supported by Albay First District Rep. Edcel Lagman when the proposal to build the bridges was introduced in 2008.

Construction of the bridges began in 2009, with four built in Albay’s First District. DPWH assistant regional director Oscar Cristobal said the project has been proven effective, saying steel-bridge maintenance is dependent on painting and any damage is easily replaced with local steel materials such as welding rods. The bridges are the only ones known to be built in the country made of indigenous steel. Lagman’s district is being hailed for having the best maintained road network with zero potholes among Bicol’s 15 engineering districts.

DPWH records identified the indigenous bridge projects as the P20-million, 24-meter-long Tagas-Divino Rostro Bridge and the P30-million, 48-meter-long Barangay Comon Bridge, both in Tabaco City; the P13-million, 36-meter-long Bayandong Bridge in Bacacay town; and the P20-million, 60-meter-long Calbayog Bridge in Malilipot town.

Except for the Tagas-Divino Rostro Bridge which has a double lane, the rest are one-lane bridges. Cesar Sanorjo and Willie Bigol who acted as project engineers for the four indigenous bridges said Lagman was appreciative of the project.

The project engineers said the usual steel-bridge projects being implemented nationwide is called Mabey, fabricated of imported components, and is more costly than the four Albay bridges. Presbitero said the double-lane, 24-meter-long Tagas-Divino Rostro bridge cost only P20 million, while the newly built Padang concrete bridge in Legazpi City cost P32 million. He said both have the same load capacity.

He cited the case of the concrete 80-meter-long Agos Bridge along the Maharlika Highway in Polangui, Albay, where a typewriter-size hole was uncovered in one of the bridge lanes in 2006. He said that as the hole grew bigger, the DPWH resorted to reconstructing the whole lane in one of the affected spans, budgeted at P5 million. If any of the four indigenous bridges sustained the same damage, repair would only cost P10,000, he said.

MANILA, Philippines—Sixteen Korean volunteers under the World Friends Korea program of the Korea International Cooperation Agency (Koica) have arrived in the Philippines to share their expertise in various fields to several partner organizations nationwide, Koica said in a news release. Korea Overseas Volunteers (KOV) Batch 40, composed of volunteers specializing in nursing, science education, tourism, medical technology, electronics, computer science and special education, is so far the largest batch of Korean volunteers sent to the Philippines since the program began in 1991, Koica said.

Their arrival brings the total number of KOVs in the country to 103. “Aside from making a positive difference in the communities they will serve, the KOVs also serve as living proof of Korea’s commitment to extend a helping hand to a country that stood by us when we faced a very difficult period in our nation’s history,” said Koica Resident Representative to the Philippines Mr. Kim Jinoh, referring to the Korean War during the 1950’s, when the Philippines sent over 7,000 troops to defend South Korea from the invading North.

KOV Batch 40 will be sent to partner organizations in Metro Manila, Iloilo, Cagayan de Oro, Albay, Calapan, Vigan, Surigao, Butuan, Aurora, Bontoc, and Urdaneta. They will not only provide assistance in their fields of expertise, but will also provide equipment to the host organizations. However, before their deployment to the partner organizations, they will have to undergo an eight-week “in-country training” to learn more about the customs, traditions, and language of the Philippines.

Koica is the second largest sender of volunteers to the Philippines next to the United States Peace Corps.

SUPPORTING the access of entrepreneurs to credit may help a city become more competitive, according to a study by the Asian Institute of Management Policy Center.

The level of lending activity and access to finance are among factors that propel the dynamism of a local economy, said Ma. Lourdes A. Sereno, AIM-PC executive director, who lamented on Monday that the low levels of these two factors usually become hurdles to a city’s competitiveness.

Sereno said these were some of the findings in the 6th round of the Philippine Cities Competitiveness Ranking project done every six years. Cebu City was the most competitive among 29 cities included in the study that measured the drivers of competitiveness from data taken from local governments and national government agencies, as well as from interviews with local businessmen.

The interviews were held for 15 weeks beginning mid-September last year up to the first week of January this year.

Davao, Cagayan de Oro, Dagupan, Tacloban, San Fernando in La Union, Ormoc, Bacolod, Zamboanga and Puerto Princesa followed Cebu on the list of the top 10 cities that garnered high scores in the “drivers” of competitiveness.

Among the drivers she mentioned were: dynamism of the local economy or the level of activity that entices business; responsiveness of the local government to business needs, or the degree to which the local government units facilitates or hinders doing business through its regulations, programs and plans; and infrastructure, or the availability and condition of road networks as well as reliability of utility services.

Others are the quality of life, cost of doing business, and human resources and training, or the quality and availability of local manpower and potential work force.

CEBU CITY has bested 28 other cities outside the National Capital Region (NCR) in a competitiveness listing drawn up by the Asian Institute of Management Policy Center (APC) to prod local governments to improve.

Davao, Cagayan de Oro, Dagupan, Tacloban, San Fernando in La Union, Ormoc, Bacolod, Zamboanga, and Puerto Princesa rounded out the top 10 list, which was released yesterday.

The ranking used indicators measuring a local economy’s dynamism, responsiveness to business needs, infrastructure, quality of life, cost of doing business and human resources, and was based on hard 2008 data and a survey of 60 entrepreneurs per city conducted in the last quarter of 2009.

The APC declined to provide a complete ranking of the 29 cities, highlighting instead development gaps among three brackets: emergent cities, growth and metropolitan growth centers.

The emergent cities had an average local government income of P600 million, the APC found, half of what growth centers enjoyed and a just a fifth compared to that of metropolitan growth centers.

Dagupan was the deemed most competitive among the emergent cities, which included San Fernando in La Union, Santiago, Tuguegarao, Angeles, Lucena, Puerto Princesa, Naga, Legaspi, Tacloban, Ormoc, Pagadian, Iligan, Tagum, Cotabato, Butuan and Surigao.

Cagayan de Oro, meanwhile, led the other growth centers Baguio, Olongapo, Batangas, Iloilo, Bacolod, Mandaue, Lapu-Lapu, Zamboanga, and General Santos.

Among the metropolitan growth centers, Cebu bested Davao.

Aside from the disparity in incomes among the three city brackets, the APC report highlighted a claimed inaccessibility of formal financing and business organizations to small enterprises, said to be prevalent among emergent cities.

This should allow policy-makers to get down to the nitty-gritty of barriers to competitiveness as it magnifies the problems down to the local level, APC Executive Director Lourdes A. Sereno said at the event.

"The reason why we usually don’t have specific action steps is because we tend to aggregate things on the national level," Ms. Sereno said.

"Patterns in the data suggest that information is lost when you aggregate. You will not be able to give due recognition to certain initiatives."

Metro Manila, Ms. Sereno said, was not included in the list as it was hard to differentiate the performance of its cities as they shared infrastructure and services.

"It might also obscure the dynamic conditions outside the capital," Ms. Sereno said.

Commenting on the report, Local Government Undersecretary Austere A. Panadero said it would be used in the department’s planning efforts, especially as the state agency is studying how to reward top performing cities.

"The attainment of development outcomes will determine the flexibility of authority and incentives [that will be granted to certain local governments]," Mr. Panadero said at the event.

Top local governments could be given more power to appoint officials for the school system or treasury, for instance, while funding rewards could also be allocated to model governments, Mr. Panadero later told reporters at the sidelines. A policy to lay down this merit system should be ready within the month, he said.

The APC went on to recognize cities that did well in three of the six indicators and in other categories as well.

In terms of dynamism of the local economy, Cebu, Cagayan de Oro and Angeles topped their respective city brackets.

For infrastructure, the best performing cities per bracket were Cebu, General Santos, and Dagupan.

Davao was deemed as offering the best quality of life alongside Olongapo in the growth center grouping, with San Fernando and Butuan which were tied among the emergent cities.

Davao again bagged the top honors for a special award recognizing cities most supportive of micro, small and medium enterprises. It was joined by Batangas and San Fernando. -- Jessica Anne D. Hermosa

MANILA, Philippines--The cities of Cebu, Cagayan de Oro, and Dagupan have been named as the most competitive cities outside Metro Manila in the Philippine Cities Competitiveness Ranking Project 2009 (PCCRP) of the Asian Institute of Management Policy Center. The study, which was launched Monday in Pasay City, used six criteria in ranking the 29 cities: dynamism of local economy, responsiveness of the LGUs to business, infrastructure, quality of life, and cost of doing business and human resource and training.

It is based on official government data, perception survey among businessmen, and interviews with local chief executives and local business group’s representative The PCCRP also classified the cities into three groups: metropolitan growth centers, growth centers and emergent cities.

Cebu City bested Davao in the metro growth center category, which refers to cities with an average of P3.05 billion total income and average population of 1.08 million. Cagayan de Oro, meanwhile, topped in the growth centers category, which included the cities of General Santos, Baguio, Lapu-Lapu, Zamboanga, Olongapo, Batangas, Iloilo, Bacolod, and Mandaue. These cities have an average income of P1.2 billion and population 421,165.

Dagupan City is the most competitive among the emergent cities. It bested the cities of Angeles, Butuan, Cotabato, Lucena, Naga, Legaspi, Pagadian, Puerto Princesa, Ormoc, Iligan, Tagum, and San Fernando in La Union, Surigao, Tuguegarao, Tacloban and Santiago.

Ma. Lourdes Sereno Diokno, executive director of the AIM Policy Center, said that they decided to group the cities into three brackets because it would be unfair to compare the metropolitan and highly-urbanized cities like Cebu and Davao to new and emerging young cities.

“Cebu City and Davao City outpaced the rest in many indicators,” added Ana Maria Tabunda, chief research fellow at Pulse Asia and consultant for the PCCRP 2009. Roger Carlson, acting mission director of the USAID, one of the sponsors of the PCCRP, said that the findings of the study can guide the local officials in introducing policy changes in their localities.

How about it Governor, Camalig Mayor and Department of Tourism. Make it official! It is good for the province and our pilinut industry.

^^^Amazing! Another hidden gem within Albay! For such a small province, (less than 1/2 the size of Camarines Sur) Albay certainly has a lot to offer: The spectacular Sula Channel, Albay Gulf with its sunken galleons, black and white sand beaches, caves, lava fields, waterfalls, hot springs, even some whale sharks and dolphins plus our own version of Chocolate Hills and of course, Mayon.
Bohol +Mayon =Albay :)

LEGAZPI CITY, July 22 (PNA) - The Department of Interior and Local Government (DILG) in Bicol said it would review the legality and operation of the Meriedien Vista Gaming Corp. (MVGC), a franchise holder of the Small Town Lottery (STL) of the Philippine Charity Sweepstakes Office (PCSO) in the provinces of Albay, Sorsogon, Camarines Sur and Camarines Norte. The review was prompted by Interior and Local Government Secretary Jesse Robredo's marching order to stump out illegal gambling activities in the countryside specifically “jueteng”, an illegal numbers game that has been in operations for so many decades.

Blandino Maceda, DILG regional director, said his agency will look into the legal operation of the Meriedien following reports that the gaming outfit is operating as a jueteng front disguised as an STL gaming outlet. Maceda said the agency would enforce legal and administrative sanctions once it has proven that the MVGC is operating under the disguise of Jueteng and violating PCSO established policies and standards.

The DILG will recommend to PNP to use its power to put an end to this illegal numbers game, he said. Reports gathered that the Sangguniang Panalawigan of Albay, Camarines Sur and Norte and other cities, and towns have endorsed and approved the operation of Meriedien Vista Gaming Corp., an online jai-alai type betting game.

Meriedien registered and operates under the rules and regulations standards set by the Cagayan Economic Zone Authority (CEZA) and the Local Government Code of the Philippines including the PCSO. But reports said the CEZA has canceled the permit of MVGC after the Department of Justice issued an opinion against the gaming firm's operation.

CEZA, a government-owned and -controlled corporation established in 1995 is in charge of developing and managing the 54,000-hectare CSEZFP, an economic and tourism hub in Sta. Ana, Cagayan province. It has powers to grant licenses for casino and gaming operations within the economic zone. At a press conference yesterday, Dondy Bilason, president of the Philippine National Police (PNP) Press Corps Bicol, told the DILG that unlike the legitimate STL operation, it draws bet collection directly from their outlets but in the case of MVGC, it employs collectors popularly known as “cobrador” soliciting bets in the streets and going house to house.

Bilason said STL outlets issue bet receipts while MVGC collectors do not. He said that if indeed the game is legal, there is no need for bet collectors as the bettors will have to go to the betting stations since it is an online game. Reports said MVGC is raking in tens of millions in pesos in daily draws in Bicol while hundreds of thousands in dividends are given to each local chief executive in weekly payoff.

In Albay, members of the SP are moving for the cancellation of MVGC permit to operate for the firm's failure to comply with the remittance condition as stated in the agreement. MVGC had been operating in Albay, Camarines Sur and Camarines Norte for the past two years. (PNA)
