I believe (if you look at the Guicadale Road Maps) this road is the end of the Estanza - Puro Road. As I suggested in the past, the City should start designating these hills as tourist spots. Possibly, light it up like the Legazpi Boulevard, name the highest peak of Estanza as Estanza Heights, and address the squatters problem in the business districts of the City. Then, we have a making of a California type of city within five years. It is going to be one heck of a city.

Legazpi City (23 July) -- The Philippine Navy Officers' Wives Association Inc. (PNOWA) spearheads a Seminar on Breast Cancer Prevention cum Medical Mission in Barangay Rawis here starting today (Friday, July 23), announce the Public Affairs Office of the Naval Forces Southern Luzon (Navforsol).
Commodore Joel Babas, commander of the Navforsol told PIA News Service that the activity is a parallel endeavor of the PNOWA to complement the continuing programs of the Philippine Navy across the country to uplift the morale and enhance the well-being not only of the Navy officers and personnel but also their family, relatives and dependents, much as the community the Navy serves.

Babas added that similar activities will also be conducted at the Navforsol Fleet-Marine Quarterdeck in Julahasan Arasain Headquarters in Barangay Rawis to be manned by the naval station's organic and Opcon units' personnel the next day starting at 9:00 am. PNOWA is an association of all wives of officers of the Navy, led by the wife of the Flag Officer in Command of the Philippine Navy.

PNOWA has tapped the Gift2Life (G2L), a non-government organization with health and medical fields of work, to provide for the doctors to hold lectures on breast cancer prevention, thereafter render clinical services to the community. One breast cancer survivor, a member of the contingent, will share testimonials on coping up and pursuing one's dreams and aspirations despite stricken by the disease.

Babas remarked that this initiative is indeed a great opportunity that should be taken advantage of every resident to learn as cancer is the third leading cause of death in the country following communicable diseases and cardiovascular diseases. He shared that breast cancer is second to lung cancer among the six leading causing-death cancers. In spite of the stark reality, there is at present a low cancer prevention consciousness in the entire country. Most Filipino cancer patients seek medical advice only when symptomatic or at advanced stage. As a result, for every two new cancer cases diagnosed annually, one dies within a year. (Ens. Legazpi City (23 July) -- Albay's Disaster Risk Reduction Management (DRRM) is an ideal model in building a resilient, safe community during times of disaster events, a research study said. In a research study by Oxfam, Bicol University and Albay province showed that Albay's DRRM model played a significant role in protecting lives of people and at the same time making communities strong and safe from and catastrophic event that may take place.

The research paper titled: Innovative Humanitarian Response within a Disaster Risk Reduction Approach: "Learning from the 2009 Mayon volcano Eruption, presented how Albay province attained a "Zero Casualty" target for one and half decade. The research paper was presented on Wednesday by the BU research team in cooperation with Oxfam, Albay province, APSEMO.

Donna Mitzi Lagdameo, Oxfam, Programme Manager for DRR, said the research paper would be out of the press next month while it is in the process of fine tuning, editing the document for publication in book form. The study reveal that with the institutionalization of the Albay Public Safety, Emergency and Management Office (APSEMO) the province has achieved the "Zero Casualty" goal during Mt. Mayon eruptions in 2001, 2006 and 2009.

The province DRRM had an effective and efficient system in monitoring and evaluation in implementing disaster operation, back up with adequate logistical and legislative policy support. The study also credited the APSEMO's DRM model for making the province become a landmark of and a voice in the international discourse of DRM.

With the DRRM the province was able to institutionalize disaster responses within the risk management framework designed to build a resilient and safe community towards sustainable development. Albay Gov. Joey Salceda said DRR model institutionalized by the province is an innovation where in stakeholders where put together working for a common cause.

Salceda likened the DRRM as an orchestra playing different tones that blends into one beautiful music. Snehal Soneji, Oxfam Country Director, has commended the BU research paper, in putting together the lessons learned, the good practices by various stakeholders during last years Mt. Mayon eruption.

Soneji was impressed of Albay's DRRM model saying "this is a unique model where you can see how partnership played a great role in disaster operation."
"I have seen other models but the uniqueness of Albay's DRRM is the partnership and innovation made in performing its respective task," Soneji said.

Cedric Daep, APSEMO director said the research study was a follow up of the first DRR study made and subsequently published last year entitled "Building a resilient DRR." The BU research study would reinforce and enhance the first document which would highlight the lessons learned and documentation process. (PNA Bicol)

New and aesthetically-pleasing changes in the workplace often evoke a sense of pride in the worker. With this in mind, the Bangko Sentral ng Pilipinas has incorporated new design elements in its new branch buildings. The first of the “new genre” of BSP branch buildings is the BSP’s new Tuguegarao Branch which was completed in 2009 on a 9,000-square meter lot within the regional government center north of Luzon.

BSP Architect Aimee Aquino explained that while echoing the architecture of the BSP Main Complex in Manila, with its box-type form and repeating windows, the new genre features the incorporation of curvilinear lines for a more “modern” look. Aquino added that the new branch building in Tuguegarao still carries the BSP Main Complex’s repeating square windows, steel fence, horizontal rectilinear form and classic gray color – elements which, as originally conceived by Gabriel Formoso and partners, signify stability and strength.

The new set of branch buildings infuses a circular element into a purely boxed design. “The harmonized and updated architectural form,” according to Aquino, “depicts adaptability to change while maintaining the link from past to present.” This superimposed circular element houses the lobby, Aquino said, adding that the lobby floor features a BSP seal that fits exactly into the circular glass and aluminum structure. “BSP Tuguegarao, being located in a hot area, also incorporates an interior courtyard — complete with a bamboo plant, various shrubs, polished black stones and beige pebbles,” Aquino said.

According to the Regional Monetary Affairs Sub-Sector (RMASS), the BSP’s Pampanga and Legazpi City branches are next to bear this exciting new genre.

BSP Pampanga will be inaugurated this June while the Legazpi City branch will be opened the following month, according to RMASS Deputy Director Ruben Banog. Banog said that future planned constructions include the BSP branches in Naga and Zamboanga. There are presently 18 BSP branches located all over the Philippines — from as far north as Ilocos Norte to as far south as Zamboanga Del Sur — in addition to the three regional offices in San Fernando City in La Union, Cebu City, and Davao City.

Regional offices perform cash operations, cash administration, bank supervision and gold-buying operations while the branches perform cash operations and administration, and in certain areas, gold- buying operations. Each of the BSP regional offices and branches also has an Economic and Financial Learning Center (EFLC) which allows students and researchers access to copies of BSP issuances, publications and other reference materials on money, credit, banking and related topics.

Based on Civil Aeronautics Board data, CEB overtook Philippine Airline’s passenger numbers in the first quarter of 2010, making it the Philippine’s largest airline. CEB is slated to begin flying to Brunei on August 21, and to Beijing on September 5, 2010.

LEGAZPI CITY: Despite of claiming to be as the center of business and economic hub in Bicol region, Naga City has repeatedly lagged behind Legazpi City in tax collection efficiency based on the records of the Bureau of Internal Revenue (BIR) regional office here. Based on the cumulative report of the revenue collection bureau presented to the media practitioners on Friday by lawyer Diosdado Mendoza, BIR regional director in Bicol said that Legazpi City is the consistent top grosser in tax collection for several years now.

From January to June this year, the revenue district office of Legazpi generated at least P901,308,201.62 collection as against to Naga City with P648,549,462.56 collection only. Naga City is among the oldest cities in the Philippines wherein the tax revenues were declining for several years now as compared to the younger city of Legazpi.

Based on the bureau’s accomplishments report for the first semester of this year, Legazpi City’s economy is now the fastest growing and booming hub as more businessmen outside Bicol are setting up businesses because of its rosy business climate here. This is because of the rapid developments initiated by private sector which also compliment with the government initiatives to push robust developments aside from the businessmen are paying their taxes religiously.

The tax bureau officials in Bicol garnered at least P2.425 billion against to its collection goal of P1.958 billion or a glut of P468 million. This year’s collection increased by 23.92 percent compared last year with P1,878,091,348.07. Among the top revenue district office in Bicol were Legazpi City with P901,308,201.62 followed by Naga City with P648,549,462.56, while Iriga City garnered P138,223,552.80. The revenue district office in Daet Camarines Norte, garnered P256,705,371.17, Masbate City with P196,570,504.62, Sorsogon City P180,733,273,44 and Virac Catan-duanes with P103,600,679.79.

To generate and intensify tax collection target in Bicol, Mendoza asked the public to help out the government to collect more taxes from businessmen by demanding official receipts upon buying any goods. The bureau is also running against tax evaders in Bicol involving over P320 million tax evasion cases across the region.

Mendoza told the The Manila Times that his office is pursuing against the tax evaders throughout the region to generate more revenues to attain the government’s vital programs and projects for country’s development aside from achieving P4.4-billion tax collection goal here. Besides going against the tax evasion, Mendoza said that an informer’s reward would also continuously done in Bicol to help out their office to track down those businessmen and business entities violating the bureau’s law.

The bureau also launched a simple but effective strategy to collect taxes through “Txt-Tax Brigade” which uses the Short Message Service technology or the mobile phone to remind taxpayers of their obligations.

AFFLUENT young Filipinos are expected to spend more time surfing the Internet through mobile phones because of attractive tariffs and demand for social networking, according to Nielsen Media Philippines. In its Net Index Study, Nielsen Media said that mobile Internet usage has grown from zero in 2009 to 5 percent this year, with 40 percent of users planning to spend more time online.

Mobile Internet access is skewed to young adults ages 20 to 39. “We see that it’s going to be a consistent trend, given that the cost of devices and Internet access are going down,” Jay Bautista, executive director of Nielsen Media, said. Telecommunication firms such as Smart Communications Inc. offers SurfUNLIMITED for P50 a day, while Globe Telecom has Super Surf for P20 a day.

Nielsen Media said that activities driving mobile Internet usage are instant messaging with 77 percent; e-mail, 75 percent; and short messaging service (SMS), 59 percent.

The research firm added that social networking is the most popular social media activity with 53 percent followed by user-generated content at 30 percent. Blogging and forums are least popular with 7 percent and 11 percent, respectively. “With a generation of young Filipinos growing up as digital natives, understanding their media habits is critical to understanding the future,” Jack Madrid, Yahoo! Philippines general manager, said.

He added that the Philippines is one of the fastest-growing markets for the Internet in Southeast Asia. The study said that Metro Manila is home to the largest user-base of Internet in the country, but Tier 2 cities such as Tuguegarao, Olongapo, Dumaguete, Angeles, Baguio, Bacolod and Legazpi, are catching up.

The country has about 29.7 million Internet users. The study. commissioned by Yahoo!, aims to provide a rigorous and strategic “big picture” overview of Internet users—from their online activities, cross-media usage habits, lifestyles and psychographics to their brand preferences.

At the 6th World Choir Games in Shaoxing/China the Open and Champions Competitions are at full blast and continue until Sunday evening, July 25.

Till then choirs will compete in seven pending categories of the Champions Competitions to reach the title “Champion of the World Choir Games” and to get one of the coveted gold, silver and bronze medals. In six categories of the Open Competitions choirs sing for golden, silver and bronze diplomas.

The excitement before the performances start is correspondingly high at the competition venues. All over the town singers are waiting for the big moment. On Monday, July 26, the participants in the 6th World Choir Games will be celebrated in the exhibition hall of Shaoxing.

LEGAZPI CITY: Despite of claiming to be as the center of business and economic hub in Bicol region, Naga City has repeatedly lagged behind Legazpi City in tax collection efficiency based on the records of the Bureau of Internal Revenue (BIR) regional office here. Based on the cumulative report of the revenue collection bureau presented to the media practitioners on Friday by lawyer Diosdado Mendoza, BIR regional director in Bicol said that Legazpi City is the consistent top grosser in tax collection for several years now.

From January to June this year, the revenue district office of Legazpi generated at least P901,308,201.62 collection as against to Naga City with P648,549,462.56 collection only. Naga City is among the oldest cities in the Philippines wherein the tax revenues were declining for several years now as compared to the younger city of Legazpi.

Based on the bureau’s accomplishments report for the first semester of this year, Legazpi City’s economy is now the fastest growing and booming hub as more businessmen outside Bicol are setting up businesses because of its rosy business climate here. This is because of the rapid developments initiated by private sector which also compliment with the government initiatives to push robust developments aside from the businessmen are paying their taxes religiously.

The tax bureau officials in Bicol garnered at least P2.425 billion against to its collection goal of P1.958 billion or a glut of P468 million. This year’s collection increased by 23.92 percent compared last year with P1,878,091,348.07. Among the top revenue district office in Bicol were Legazpi City with P901,308,201.62 followed by Naga City with P648,549,462.56, while Iriga City garnered P138,223,552.80. The revenue district office in Daet Camarines Norte, garnered P256,705,371.17, Masbate City with P196,570,504.62, Sorsogon City P180,733,273,44 and Virac Catan-duanes with P103,600,679.79.

To generate and intensify tax collection target in Bicol, Mendoza asked the public to help out the government to collect more taxes from businessmen by demanding official receipts upon buying any goods. The bureau is also running against tax evaders in Bicol involving over P320 million tax evasion cases across the region.

Mendoza told the The Manila Times that his office is pursuing against the tax evaders throughout the region to generate more revenues to attain the government’s vital programs and projects for country’s development aside from achieving P4.4-billion tax collection goal here. Besides going against the tax evasion, Mendoza said that an informer’s reward would also continuously done in Bicol to help out their office to track down those businessmen and business entities violating the bureau’s law.

The bureau also launched a simple but effective strategy to collect taxes through “Txt-Tax Brigade” which uses the Short Message Service technology or the mobile phone to remind taxpayers of their obligations.

Naga's figures represent the taxes collected from the first to the third districts of the whole province while those of Iriga reflect taxes from the fourth and fifth districts (Partido and Rinconada, respectively). Legazpi's figures represent the taxes collected from the entire province, hence including the big collections in urban centers such as Tabaco City, Ligao City, Daraga, Polangui, and Guinobatan. Taking the figures by province, we see that Albay is ahead of the pack.

Yup. Agree on this and the writer should have disclosed somehow the coverage area as to the tax collections for the two district offices. I think a better comparison is to take the entire province of CamSur's tax collections against Albay. Although, I think BIR is also showing this comparison on a per district office to gauge performance of its respective district officers in its drive towards meeting its revenue targets for the government.

Mayon's crater has been glowing recently, which is a normal occurence since it is an active. The latest Phivolcs advisory says: The observed crater glow prevailed at intensity II (can be observed with the naked eye) but does not indicate any re-intensification. Steam emission was most of the time weak and passively rising from the summit crater.

Spearheaded by the Barangay Council headed by Kap Nong Briones, it made “Pasyar sa Kosta” a leisurely ride along the coast lines of Pantao, Rawis, Talin-talin, indeed a slice of paradise. “Baura”, the sandbar, which also houses the town’s Fish Sanctuary, was teeming wt fish jumping with gusto, as if welcoming the visitors. Had it been a low tide point, swimming in the allowed portion of the Baura (outside of the Marine Protected Area) could have been heavenly!" Rommel T. Juan, Founder and CEO of Binalot Fiesta Foods, Inc., is having a good year. In this month alone, his company bagged a Best Homegrown Franchise Award from Entrepreneur Magazine, opened a new branch in Eastwood Cybermall, and as its CEO, was able to “spread the gospel of Binalot” in major business seminars in and outside Manila.

Just what is this “gospel”? It’s merging sound business practices with Corporate Social Responsibility (CSR), and sustainability, that’s what. In Binalot’s case, it’s also promoting Filipino culture, values, and humor.

“We want to be the best the Philippines can offer; we want it represented in our stores,” says Juan. On the surface, you can see it immediately: murals with families enjoying meals together, a game of piko (hopscotch) drawn on the floor, and corny meal names like “You Bet Pinakbet,” “Sinigang With a Bang,” and “Pride Tilapia.” Juan shrugs. “Corny talaga ako, noong college pa. ‘Yang mga ‘what’s the matter peanut butter?’ Pinoy lang makakakuha nyan (I’ve always been corny, even back in college. Only Filipinos can get that kind of humor).”

The lofty ambitions of Binalot being “the no. one Filipino fastfood” started humbly, however. Rommel Juan, 38, just wanted to “have fun”.

Learning The Ropes

After graduation and racking up work experience for a couple of big name automotive companies (one of the family businesses is producing wrangler-type jeeps), Juan worked for his father. Realizing he had enough free time for other ventures, he invited his brother Raffy to put up Binalot.

“Remember when we were young, how mom used to wrap our lunch in banana leaves?” he asked Raffy, jogging memories of weekend trips to the family’s small farm in Alfonso, Cavite. “So there.

Binalot (“wrapped”). But we didn’t dive into it right away. We researched, sold the products to our friends, gave out survey sheets and asked them what they thought.” The current red egg and tomato combination, for example, used to just be one hard-boiled egg. “People said they preferred that.”

After going through the initial phases of the business (see milestones), Binalot opened for franchising in 2004. “We started with almost nothing,” Juan says. “We had five investors who gave P10,000 each, and we just rolled it. By the time we started franchising, I realized we already had 50 people on our payroll. It wasn’t just for fun and a creative outlet anymore. People depended on us for a living.

“I also realized that with franchising, the business became relationship-based. May ibang tao na makikialam sa brand mo (other people already had a say in your brand), so I had to set up middle management, a system. So I invested in people—a marketing manager, human resources manager, finance consultant. It ceased to be a mom-and-pop shop. When we started, I did everything. But business is like that: you have to graduate from (a certain level) and replicate yourself and hire professionals to help you.”

Six years hence, Binalot will be opening a branch soon in Legazpi, Albay, “our farthest so far, and we’re also looking at abroad. The market is still growing,” says Juan. “You just have to find your niche. Ang dami nang players—but people love our food.

Pound for pound, you get better value for money.”

LEGAZPI CITY: Despite of claiming to be as the center of business and economic hub in Bicol region, Naga City has repeatedly lagged behind Legazpi City in tax collection efficiency based on the records of the Bureau of Internal Revenue (BIR) regional office here. Based on the cumulative report of the revenue collection bureau presented to the media practitioners on Friday by lawyer Diosdado Mendoza, BIR regional director in Bicol said that Legazpi City is the consistent top grosser in tax collection for several years now.

From January to June this year, the revenue district office of Legazpi generated at least P901,308,201.62 collection as against to Naga City with P648,549,462.56 collection only. Naga City is among the oldest cities in the Philippines wherein the tax revenues were declining for several years now as compared to the younger city of Legazpi.

Based on the bureau’s accomplishments report for the first semester of this year, Legazpi City’s economy is now the fastest growing and booming hub as more businessmen outside Bicol are setting up businesses because of its rosy business climate here. This is because of the rapid developments initiated by private sector which also compliment with the government initiatives to push robust developments aside from the businessmen are paying their taxes religiously.

The tax bureau officials in Bicol garnered at least P2.425 billion against to its collection goal of P1.958 billion or a glut of P468 million. This year’s collection increased by 23.92 percent compared last year with P1,878,091,348.07. Among the top revenue district office in Bicol were Legazpi City with P901,308,201.62 followed by Naga City with P648,549,462.56, while Iriga City garnered P138,223,552.80. The revenue district office in Daet Camarines Norte, garnered P256,705,371.17, Masbate City with P196,570,504.62, Sorsogon City P180,733,273,44 and Virac Catan-duanes with P103,600,679.79.

To generate and intensify tax collection target in Bicol, Mendoza asked the public to help out the government to collect more taxes from businessmen by demanding official receipts upon buying any goods. The bureau is also running against tax evaders in Bicol involving over P320 million tax evasion cases across the region.

Mendoza told the The Manila Times that his office is pursuing against the tax evaders throughout the region to generate more revenues to attain the government’s vital programs and projects for country’s development aside from achieving P4.4-billion tax collection goal here. Besides going against the tax evasion, Mendoza said that an informer’s reward would also continuously done in Bicol to help out their office to track down those businessmen and business entities violating the bureau’s law.

The bureau also launched a simple but effective strategy to collect taxes through “Txt-Tax Brigade” which uses the Short Message Service technology or the mobile phone to remind taxpayers of their obligations.

yup. i think these three are from the Pier Village of Legazpi (mali; Victory Village pala :lol:). The city government should develop a swimming/diving training facility/school for these kids para naman ma-enhance yung skills nila. :)

Tama ka Sir Garycooper :) I am quite surprised also by the big gap between the tax collections in Legaspi & Naga cities considering the bigger number of financial institutions in Naga ( more banks means more money circulating in the area right?) . I believe talaga na this boils down to the somewhat inefficient tax collection efforts in Naga as compared to Legaspi kaya dapat pukpukin talaga ni Commissioner Kim Henares ang district office duman para magising :nuts:

Legazpi City (23 July) -- Albay's Disaster Risk Reduction Management (DRRM) is an ideal model in building a resilient, safe community during times of disaster events, a research study said. In a research study by Oxfam, Bicol University and Albay province showed that Albay's DRRM model played a significant role in protecting lives of people and at the same time making communities strong and safe from and catastrophic event that may take place.

The research paper titled: Innovative Humanitarian Response within a Disaster Risk Reduction Approach: "Learning from the 2009 Mayon volcano Eruption, presented how Albay province attained a "Zero Casualty" target for one and half decade. The research paper was presented on Wednesday by the BU research team in cooperation with Oxfam, Albay province, APSEMO.

Donna Mitzi Lagdameo, Oxfam, Programme Manager for DRR, said the research paper would be out of the press next month while it is in the process of fine tuning, editing the document for publication in book form. The study reveal that with the institutionalization of the Albay Public Safety, Emergency and Management Office (APSEMO) the province has achieved the "Zero Casualty" goal during Mt. Mayon eruptions in 2001, 2006 and 2009.

The province DRRM had an effective and efficient system in monitoring and evaluation in implementing disaster operation, back up with adequate logistical and legislative policy support. The study also credited the APSEMO's DRM model for making the province become a landmark of and a voice in the international discourse of DRM.

With the DRRM the province was able to institutionalize disaster responses within the risk management framework designed to build a resilient and safe community towards sustainable development. Albay Gov. Joey Salceda said DRR model institutionalized by the province is an innovation where in stakeholders where put together working for a common cause.

Salceda likened the DRRM as an orchestra playing different tones that blends into one beautiful music. Snehal Soneji, Oxfam Country Director, has commended the BU research paper, in putting together the lessons learned, the good practices by various stakeholders during last years Mt. Mayon eruption.

Soneji was impressed of Albay's DRRM model saying "this is a unique model where you can see how partnership played a great role in disaster operation." "I have seen other models but the uniqueness of Albay's DRRM is the partnership and innovation made in performing its respective task," Soneji said.

Cedric Daep, APSEMO director said the research study was a follow up of the first DRR study made and subsequently published last year entitled "Building a resilient DRR." The BU research study would reinforce and enhance the first document which would highlight the lessons learned and documentation process. (PNA Bicol)

Tama ka Sir Garycooper :) I am quite surprised also by the big gap between the tax collections in Legaspi & Naga cities considering the bigger number of financial institutions in Naga ( more banks means more money circulating in the area right?) . I believe talaga na this boils down to the somewhat inefficient tax collection efforts in Naga as compared to Legaspi kaya dapat pukpukin talaga ni Commissioner Kim Henares ang district office duman para magising :nuts:

it simply indicates that there is something fishy about the BIR collection in Naga City. It needs attention from the BIR office.

Wow! i'm quite surprised, its a Huge jump on Legazpi's tax collection keep up the good work. i think its reasonable for Legazpi city to claim back the title as "Economic hub of Bicol".:)

Jul 27, 2010 (The Manila Times - McClatchy-Tribune Information Services via COMTEX) -- THE war among the country's broadcasting companies is expected to heat up as the new owner of TV5 is set to expand its network of stations in seven provinces. In a filing with the National Telecommunications Commission (NTC), MediaScape, a wholly-owned subsidiary of Media Quest Holdings Inc., wants the regulator to approve its application for a certificate of public convenience to install, operate and maintain a mix of 50 UHF (Ultra high frequency) and VHF (very high frequency) TV stations in Butuan, Zambales, Coron, Ormoc, Bohol, Tacloban and Albay.

MediaQuest is the media arm of Philippine Long Distance Telephone Co. (PLDT). The company is also asking for construction permits, permits to purchase and possess equipment for its continued operations. ABC Development Corp., the operator of TV5, had said that it would spend P5 billion this year to improve the network's coverage and signal strength nationwide.

On top of the P5 billion capital expenditure, ABC is setting aside P2 billion for the acquisition of new program content. ABC will build a state-of-the-art studio in Mandaluyong City and hire more talents to strengthen its programming.

The company wants to become the number one TV station in three years' time. TV5's bid to snatch talents has forced the industry's top two networks to rework their contracts, especially with their prized veterans.

The TV5 operator has already secured contracts with show business top guns like Dolphy Quizon and Maricel Soriano. ABC also pirated the head of the entertainment division of one of the top two networks. Media Quest said its investment in ABC is in line with its strategy of developing media, content and production resources to complement its other media assets and platforms such as Cignal, a direct-to-home satellite service launched in July last year.

Media Quest is also a majority shareholder of National Broadcasting Corp. and operates 360media, which offers direct to home TV services.

The cities of Cebu, Cagayan de Oro and Angeles have the most dynamic economy while the cities of Davao, Olongapo and San Fernando (La Union) have the best quality of life, according to a study by the Asian Institute of Management (AIM) Policy Center (APC). Cebu, Cagayan de Oro and Angeles were cited for generating a high level of market opportunities, lending activity, participation in business organizations and trade fairs, access to finance, foreign interest (number of foreign representative offices and consulates), tourist attractiveness and website availability.

Meanwhile, Davao, Olongapo and San Fernando got high points for their level of safety and the quality of their environment, including the peace and order situation and pollution management.

The year-long study, undertaken by the APC under its Philippine Cities Competitive Ranking Project, showed that Cebu also got high ratings in four other categories and San Fernando, in two other categories. The study aimed to determine how the cities could cope in an increasingly competitive world.

The other outstanding cities in the APC were:

Most honest and transparent cities: Cebu, Zambonga, Olongapo, Batangas, San Fernando (La Union), Pagadian, Legazpi, Surigao, and Tuguegarao.

Most support for micro, small and medium enterprises: Davao, Batangas and San Fernando City (La Union).

LEGAZPI CITY: The Commission on Elections finally proclaimed the nominees of Ako Bicol after being put on hold for almost two months after the militant organizations in Bicol led by Bayan Bicol asked the commission to disenfranchise the home grown regional political parties of the Bicolanos. The Comelec commissioners’ led by Chairman Jose Melo finally issued the certificate of proclamation to the nominees of Ako Bicol shortly before the first State of the Nation Address (SONA) of President Benig-no Aquino 3rd.

“We . . . hereby proclaim the Ako Bicol political party as having obtained the required percentage of votes under the party-list system of representation to entitle its qualified nominees Christopher Co, Rodel Batocabe and Alfredo Garbin Jr. to sit as representatives to the House of Representatives and to serve for three years,” Melo said.

The Comelec commissioners who signed the proclamation of Ako Bicol were Jose Melo, Rene Sarmiento, Lucenito Tagle, Nicodemo Ferrer, Armando Velasco, Elias Yusop and Gregorio Larrazabal. Lawyer Rodel Batocabe told The Manila Times that the certificate of proclamation was released to them five hours before the scheduled SONA of President Aquino.

“This is unexpected so we could not be able to attend the first SONA but we’re very grateful to our supporters, to the Bicolanos who never waive their support to us. With this, we could now be able to work further as legislator in order to pursue our programs for the betterment of the Bicolanos,” Batocabe said. Ako Bicol topped the elections in the party-list system of representation with more than 1.5 million votes nationwide with almost 1.1 million votes in the Bicol region alone.

Pilipinas Got Talent finalist Sherwin Baguion still could not believe that he is now living his dream of being a recording artist. The newbie singer who shot to fame as a finalist in Pilipinas Got Talent said he didn’t expect that an offer would still come although he didn’t win in the competition. “Hindi ko talaga inasahan na mabibigyan pa rin ako ng chance na makapag-record ng kanta. Siyempre akala ko si Jovit (Baldivino) lang ang magkakaroon nun kasi siya ang Grand Winner. Kaya sobrang thankful ako sa ABS-CBN, Star Records, at Sony [Music] na napili kami na magkaroon ng separate na album.”

The Pinoy You Got It album also features other PGT finalists Markki Stroem and the Ezra Band. In this CD, Sherwin recorded his rendition of the Gary Valenciano songs “Kailangan Kita” and “Tayong Dalawa,” both of which he performed in PGT, plus an original composition entitled “Bakit Hindi Mo Na Kaya?” Sherwin shared the odd feeling he got when he first stepped inside the recording studio for the making of the album. “Noon pinapangarap ko lang kung ano ang hitsura ng isang recording studio. Kaya hindi ako makapaniwala nung makapasok ako. Nakakakaba talaga. Buti na lang tinulungan ako ni Mr. Vehnee Saturno sa tamang pagkanta, kung paano ‘yung tamang feelings.”

The young probinsyano is also overwhelmed by the popularity that PGT has brought him. Sherwin said he is flattered whenever someone would approach him and ask for a picture or an autograph. “Naninibago po kami kasi parang biglaan ang lahat. Dati pangarap lang lahat ng ito, pero ngayon nandito na kami. Hinahanda na po namin ‘yung sarili naming makasabay sa buhay celebrity. Masaya kami na may mga nagpapa-picture sa amin, lahat gusto naming mapagbigyan.”

Sherwin hopes that with the showbiz opportunities that will come his way, he will be able to help his family. He and his father both auditioned for PGT, but it was only Sherwin who made it to the final twelve. Sherwin said he misses having his father around now that he is beginning to become busy with showbiz. “Nakaka-miss kasi nasa probinsya na siya ngayon. First time sa buong buhay ko na mapahiwalay nang matagal sa kanya. Since bata pa ako, lagi niya akong sinasamahan sa lahat ng sinasalihan kong contest. Sobrang nami-miss ko ‘yung lagi ko siyang kasama.”

Aside from singing, Sherwin revealed that he is also open to trying other fields in showbiz. “Isang bagay na napapansin kong gusto ko at napapansin din ng mga friends ko na magaling ako is hosting. Pero kahit anong trabaho po ang ibigay sa akin ng ABS-CBN, gagawin ko po at ibibigay ko ‘yung best ko. Minsan nagbibiruan kami ni Markki na gusto naming maging next host ng Pilipinas Got Talent. Mga reality talent competition parang gusto kong i-try.”

Mediascape, a unit of MediaQuest Holdings Inc., filed 50 separate applications to operate and maintain a very high frequency and ultra high frequency TV broadcasting system in the 50 areas, including the cities of Butuan, Ormoc and Tacloban, the provinces of Zambales, Bohol and Albay and Coron Island in Palawan.

At kagayunan duman dai mo siya mahalata na taxi ta warang surat sa pinto at warang 'taxi-light' sa ibabaw. Pero igwang metro installed

I remember Rawis beach very well, it's directly opposite the AU campus. We used to swim there. The waters are calm during Habagat (June-Sept) but can be very turbulent the rest of the year, with big waves. There is also a sudden dip approx 10-15 meters from the shoreline, not good for small kids - so you better be a good swimmer - don't mess with Rawis beach, black, beautiful but deadly! :lol:

Great views of the sunrise and Rapu-Rapu island though

MANILA, Philippines - San Miguel Corp. (SMC) has set its sights on what could probably be its most ambitious and expensive project to date as it spearheads the Philippines’ bid to become the first country in Southeast Asia to build and operate a bullet train.

SMC president and CEO Ramon Ang told The STAR that they have commissioned a group that includes international companies with experience in bullet trains to study the possibility of building a bullet train railway that will run from the north to the south end of Luzon.

As planned, the bullet train railway will run the Laoag-Manila-Bicol route. As for the right-of-way acquisitions, Ang said this will be up to the government.

He revealed that they hope to submit their unsolicited proposal to government by the end of the year.

SMC’s top executive expressed optimism about the possibilities that this venture will present to the country’s tourism industry. “We want to help tourism. If nobody dared, we will,” he said in an interview. A high-speed train service is also expected to help boost not only tourism but also the economy in general.

Travel from Manila to Laoag takes around 12 hours by land. The Philippine National Railways (PNR) has a train service that runs the Manila-Bicol route – the Bicol Express which carries as much as 20,000 passengers daily – although it has not been operational for three years due to heavy damage wrought by typhoons. There are plans to resume operations before President Arroyo’s term ends.

Both the Manila to Laoag and Manila to Bicol lines are also currently accessible by air and there are public buses that ply the two routes.

Running speeds of as fast as 300 kilometers per hour, a bullet train can cut travel time to the far ends of Luzon from Manila significantly. Fares are also expected to be cheaper than plane fares but higher than bus fares.



With SMC’s plan, the Philippines will be pitted against Vietnam in the bid to build Southeast Asia’s first bullet train.

The Vietnam project is estimated to cost $56 million and may choose either the group of Sumitomo Corp. and Mitsubishi Heavy Industries Ltd, or Itochu Corp. and Kawasaki Heavy Industries Ltd, all Japanese companies, for the project. The two groups currently run lines in Japan similar to what would be built in Vietnam.

Vietnam is said to be favoring Japanese technology for the 1,555-kilometer Hanoi-to-Ho Chi Minh City line as Vietnam “is geographically similar to Japan with not enough land and too many people, and a long coastal line,” Nguyen Huu Bang, chair and CEO of Vietnam Railways Corp., was quoted as saying.

The Nomura Research Institute has helped with initial studies for the project, and Japan’s Ministry of Economy, Trade and Industry will fund a feasibility study that will start in June, Vietnam Railways said.

Work on the Vietnam bullet train line is due to start in 2012, with services beginning on the first section by 2020. The high-speed train will probably be financed by a mix of overseas development aid, state funding and public-private partnerships.

A ticket for the full Hanoi-to-HCM City high-speed rail journey may cost about 75 percent of the average current plane fare, Bang said.

China is also working on building high-speed trains to support its surging economy. The country in December opened a high-speed rail link of more than 1,000 kilometers between the cities of Guangzhou and Wuhan.

Back in 2004, South Korea became the second Asian nation after Japan to build a high-speed train service between major cities.

The Tokaido Shinkansen, connecting Tokyo, Nagoya, Kyoto and Osaka was inaugurated in 1964 as the first shinkansen (high speed train or bullet train line) and the world’s first high speed train service. At that time the trains already ran at about 200 km/h. Nowadays they reach speeds of 300 km/h.

The article says Vietnam is geographically very similar to Japan. If anything, The Philippines is even more similar - lots of mountainous islands, with narrow coastlines, both are earthquake and typhoon prone and as well as severely overpopulated!
The article also fails to mention up to which part of Bicol the bullet trains will go - will it terminate in Naga, Legazpi or even Sorsogon?
A truly ambitious proposal would be to have it terminate at Matnog. That way, even the Eastern Visayas will just be a few hours away from Manila and other parts of Luzon.

MANILA, Philippines—The Commission on Elections (Comelec) has annulled the proclamation of Rep. Fernando Vallejo Gonzalez of the third district of Albay after he failed to prove he was a Filipino citizen. In a resolution written by Commissioner Nicodemo Ferrer and issued on July 23, the Comelec en banc said that Gonzalez failed to follow the procedure to attain Filipino citizenship.

The disqualification case against the veteran Bicol politician was initiated by Stephen Bichara and Gonzalez’s opponent in the May 2010 elections, Reno Lim. Their petition said Gonzalez’s certificate of live birth did not state that he was a Filipino citizen, implying that he only took it when he reached the age of majority. The Comelec said Gonzalez, whose father was a Spaniard and whose mother a Filipino, did not renounce his Spanish citizenship. As such, he was disqualified from running for public office.

“Not having been able to prove that the respondent is a natural-born citizen as he did not perform his election of Philippine citizenship, it is clear that the respondent is still a Spanish citizen, hence, not qualified to be a candidate for any public position in the Philippines,” the Comelec said.

Gonzalez said he swore an oath of allegiance before the justice of the peace in Ligao, Albay, on Sept. 11, 1961, his 21st birthday, which made him a Filipino citizen. But the Comelec said that was not enough to void his Spanish citizenship or establish his status as a Filipino citizen.

Vietnam's parliament already rejected the bullet train project last month.
However, there are plans to revise and resubmit a proposal already rejected by Vietnam's legislature.

Vietnam legislature rejects bullet train project
HANOI : Vietnam's legislature on Saturday rejected a proposed 56-billion-dollar bullet train project, after concerns that more basic needs should take priority over a scheme dismissed as economically unsound.

In a rare decision by the communist-dominated National Assembly, which usually backs proposals from the government, deputies said they had asked for further study of the plan.

"The National Assembly did not approve a resolution on this project," one deputy, Duong Trung Quoc, told AFP after the vote, which was closed to foreign reporters.

He said a slight majority of 20-30 deputies voted against the plan.

Under the communist government's proposal, the train would have linked the capital Hanoi with the southern commercial hub of Ho Chi Minh City 1,570-kilometres (975 miles) away, at speeds of 300 kilometres an hour.

On the country's existing single-track railway, the journey takes almost two days.

Plans called for the high-speed link to be built by 2035 at a cost amounting to almost 60 percent of the country's gross domestic product (GDP) last year.

"I think it's a reasonable result that shows the responsibility of the deputies," Quoc said of the rejection.

Although more than 90 percent of the nearly 500 deputies are Communist Party members, they have in recent years become more vocal over the country's major problems.

Assembly president Nguyen Phu Trong said the North-South train was a very important project which became "a particular preoccupation" of deputies and voters.

"The National Assembly examined it in a serious manner, carefully and prudently, and charged the government with continuing to examine the country's transport system," Trong told the assembly.

Le Dang Doanh, a visiting fellow at the Economic College of Hanoi, told AFP ahead of Saturday's vote that most ordinary people would prefer the government focus on more immediate concerns such as healthcare and electricity.

He called the train a "very risky" investment given the country's economic imbalances.

According to the World Bank, Vietnam's budget deficit reached a "very high" 8.4 percent of GDP last year. Public debt accounted for about 47.5 percent of GDP, which the World Bank said was high but sustainable if the government is prudent.

"Our country is still poor," Tran Hung Viet, one of many deputies to criticise the plan during debates, was quoted as saying by VNExpress news website.

Vietnam is developing rapidly, but roughly half the population still works in agriculture, the per capita income is about 1,000 dollars and the minimum government salary is 730,000 dong (38 dollars) per month.

Oxfam International-Philippines pinapurihan ang DRR

Legazpi City (26 July) -- Pinapurihan ni Country Director Snehal Soneji ng Oxfam International-Philippines ang lalawigan ng Albay sa mga ipinamalas na "best practices" sa larangan ng disaster risk reduction and response kung saan Ang Albay ay naging modelo hindi lamang para sa mga lalawigan, lungsod, bayan at barangay sa loob ng bansa kundi pati na rin sa buong mundo na kinilala pa ng United Nations (UN).

Inihayag ni Soneji na ang Oxfam International-Philippines ay patuloy na makikipagtulungan at magbibigay ng suporta sa Albay dahil sa mga inisyatibo ni Governor Joey Sarte Salceda para ipatupad ang "pre-emptive measures" at patuloy na makamit ang "zero casualty" sa lahat ng panahon na may kalamidad sa lalawigan.

Ikinuwento ni Soneji na bago siya dumating dito sa Albay, ito ay kilala niya at maging sa buong mundo dahil sa Bulkang Mayon. Subalit higit naging kilala ang Albay sa program nito sa larangan ng disaster risk reduction and response kung saan palagian nang nakakamit ng lalawigan ang zero casualty sa mga panahon ng kalamidad, kagaya na lamang ng pinakahuling pagsabog ng Bulkang Mayon noong Disyembre at pagdaan ng bagyong Basyang.

Kaugnay nito, inilahad na rin sa media ang nabuong pananaliksik ng pinag-isang team ng Albay Public Safety and Emergency Management Office (APSEMO), Bicol University (BU) at Oxfam International-Philippines bilang isang modelong sa larangan ng disaster risk reduction and response. Ito ay napapaloob sa at inilimbag nang aklat bilang batayan hindi lamang sa bansa kundi sa buong mundo at saklaw nito ang "innovative humanitarian response within a disaster risk reduction approach".

Ayon kay Dr. Lorma Licup, ang namuno sa isinagawang pananaliksik, sa gitna ng kagandahang ipinamamalas ng Bulkang Mayon ay may nakaambang panganib sa mga mamamayan ng Albay, dagdag pa niya na sa nabanggit na pag-aaral kailangang may hakbangin na ipatutupad, na kailangang pag-aralan muli, at ipatupad muli ang mga bagong napag-aralan ayon sa kinakailangan. Para naman kay APSEMO chief Cedric Daep, ang pananaliksik na isinagawa ay pangalawa na sa Albay na nagging katulong ang Oxfam International-Philippines, una ang pagpapatayo ng pamahalaang panlalawigan ng Permanent Disaster Management Office.

Ang mga nabanggit na mga inisyatibo ni Salceda ang siyang naging susi para maisabatas rin ang Disater Risk Reduction Management Act of 2010 o ang RA 10121 o DRR law. Ayon kay Salceda, mahalaga ang pagbuo ng resilient community o pro-active na pamayanan, para maisulong at makamit ang paglago ng ekonomiya sa gitna ng banta ng mga kalamidad, Kaugnay nito. (PIA V)

wara akong idea kun iyan ang magiging pinaka alangkaw na building sa south luzon...pero one thing im sure...it will be an addition to the growing vertical structures sa ciudad ta..:cheers:

LEGAZPI CITY, July 26 (PNA) - Albay is emerging as the economic hub in the region as it continuously leads and surpasses its internal revenue collection goal among the six Bicol provinces, the local Bureau of Internal Revenue (BIR) office said. BIR report claimed that of the P2.4-billion tax collected for the first semester of this year, P901 million or 37 percent came from Albay, followed by Camarines Sur with P787 million; Camarines Norte – P257 million; Masbate – P197 million; Sorsogon – P180 million and Catanduanes with P103 million.

Lawyer Diosdado Mendoza, BIR regional director, said over the weekend the P2.4-billion tax revenue collected during the first six months of the year was P468 million or 23 percent above the target goal of P1.9 billion. He said the tax revenues were derived mostly from withholding taxes from fixed income earners, business, professions, and value added tax (VAT).

Mendoza said P1.8 billion in taxes was collected last year, surpassing with P548 million or 29 percent against the 2009 target. Mendoza said his agency is expected to raise some P4.4 billion this year, and half of the goal had been already achieved by the first half of this year.

Based on tax collection efficiency, Albay was consistent for several years as the leading province in tax collection because of the industries and business centers set up here, making the province the rising business and economic center in the region.

Albay Governor Salceda said the province's economy is gaining grounds because of investors' confidence on the province's socio-economic platform that would firmly position the province in the country's economic road map for investment and tourism. Salceda said the platform has 5 Es which stand for Economy, Education, Environment, Equity and Health. This, he added, would place Albay in the map of the country as trade, investment and tourist center.

“This should carry us into the next sequel of the Albay Saga to be called Albay Boom which should commence once the international airport is completed," the governor said. Salceda, has committed to "attain development through low-carb, low-energy intensity, low-rise strategies compatible with the regeneration capacity of our environment so that future Albayanos will benefit not pay for the current entitlements."

The notable projects of 5 Es include, among others: the Southern Luzon International Airport (SLIA), Guicadale Business Platform, National Renewable Energy Program, Barangay Capacity enhancement, 4Pcs, Higher Education Contribution Scheme, Education Quality for Albayano (EQUAL), Albay Higher Education Contribution Scheme (AHECS), Bicol University and the Bicol Regional Training and Teaching Hospital modernization and the Universal PhilHealth coverage.

Meanwhile, the BIR would intensify tax collection target in Bicol by launching tax campaigns that would run after tax evaders and cheats. Mendoza said they are in pursuit of P320-million worth tax evasion cases involving persons and companies with businesses in the cities of Legazpi, Tabaco, Masbate and in Camarines Sur.

To further improve tax revenue generation and monitoring and prosecution of tax cheats, the bureau also launched campaigns such as “Txt-Tax Brigade”; Tax me Not campaign (Knowing the Limitation of Tax Exemption) and “Be inspired with Reward”. (PNA)
