Yup. Dapat medyo alion naman ining pagka-humble kang Albay or Legaspi
City and i-highlight talaga yung mga advantages kang satuyang lugar over other areas in Bicol. I read one article dati as to how one very effective mayor in one major city in Bicol used "sell" his city to would-be investors by having a comparison of the perceived advantages of his city over Legaspi City i.e. higher per capita income, telephone density, bigger number of business establishments, etc. And this really works as it tends to put Legaspi City as being economically inferior and wowing would-be investors to put their investments instead to that city.

Although investors naman can see through all of these rantings by politicians as they also do some in-depth studies first before investing in one area. And for this, Albay and Legaspi city are doing great as far as infrastructure development is concerned kaya it really feels good to be an Albayano talaga. :banana::banana::banana:

Iyo. We just have to present the facts as to the advantages of Albay or Legaspi City at warang raraotan dapat digdi. Ini ang pigaapod na "comparative advertising" at sa arog kaini ay specifically mentioned talaga ang competitor by name for the express purpose of showing as to the strengths kang satuyang produkto over the competitor's product.

Figures have shown that Albay is now the economic hub in Bicol yet BIA is not yet operational, and i think it was always been. But it was instilled to us to be humble that's why we don't see this much. This BIR report is a very good proof. Truly, the best is yet to come. METRO LEGAZPI, METRO ALBAY, MEGA DARAGA parang galing to sa signature ko dito ah. I wonder if gov salceda reads our posts hehe.

Albay is currently the highest-ranked Bicol province in terms of Human Development Index (HDI). it was ranked 17th out of 74 Philippine provinces. HDI attempts to give a broader picture of the standard of living than is achievable by GDP per capita alone. It includes such factors as life expectancy, literacy rate, knowledge and education, as well as GDP per capita at purchasing power parity.

The rankings for other Bicol provinces are as follows (2008/09):
Sorsogon :20th
Camarines Sur: 24th
Camarines Norte: 61st
Masbate: 65th
Catanduanes: 68th :ohno:

In conclusion: The rankings provide a very mixed picture for the performance of Bicol provinces. So although Albay, Sorsogon and Camarines Sur are doing reasonably well, at least three Bicol provinces are near the bottom of the list - not good enough! Even Albay's HDI at 0.718 is still below the national average, which is 0.751.
Over this decade I would really like Albay to progress to the Top 5. I believe this is achievable, especially with all these new developments and the future international airport. The local government's plan to expand healthcare coverage to most (if not all) will have a huge impact as healthcare (and specifically, life expectancy) is an important factor in HDI.
No doubt both Sorsogon and Camarines Sur will also progress towards the top of the rankings. It is only a matter of time. But the current performance of the bottom three provinces is quite worrying.

MANILA (PNA) — The Commission on Elections (Comelec) has dismissed the petition against Ako Bicol Party-list (AKB) questioning the legitimacy of the organization. In a 14-page resolution, the Comelec Second Division approved the presence of the AKB in the party-list race as it cited the group being regional political party and not a representative of a particular sector.

“In a way, marginalized and underrepresented political parties refer to groups advocating certain ideologies, principles and policies relating to the general conduct of government, which, because of domination of traditional politicians, major political parties and vested groups, could not win in the congressional district elections,” said the resolution, dated June 29.

It further stated, “This refers to groups, whose political agenda and advocacies could not be heard since they are incapable of winning a seat in Congress through the regular congressional election traditionally won by deeply entrenched politicians in the district.” The poll body also acknowledged that the party was able to get the highest number of votes in the last May 10 polls with 1,522,986.

“If there is an iota of doubt as to the qualification of AKB, the same should be resolved in its favor. AKB has garnered the most number of votes for the party-list groups. The electorate has spoken, a majority of them from the Bicol region. Their will should be respected and upheld,” the ruling added.

On July 26, a motion for reconsideration was filed by petitioners Marites Corteza-Lopez, Mae Ann Michelle Villagomez and Michael Malano, all residents of the Bicol Region, but it was filed after the allowable period, which was only three days upon receipt of the order. Without an appeal filed to the Commission en banc, the ruling of the Second Division has been deemed final and executory.

“Considering that as stated in the Certification issued by the Philippine Postal Office Corporation, dated July 21, 2010, that a copy of the resolution was received by Atty. Julius Matibag on July 6, 2010 and up to the present there has been no motion for reconsideration or any other similar actions, the resolution dated June 29 has now become final and executory,” said the “Entry of Judgment” order of the Second Division.

With this, the Comelec ordered the issuance of Certificate of Proclamation to the three nominees of AKB, namely Christopher Co, Rodel Batocabe and Alfredo Garbin, Jr.

The site that I know that Puregold is negotiating is the one presently being cultivated as an organic farm along Alternate Road. The last time I talked to the owner, they are still negotiating the price. Going rate of Lots in the area is now between P20,000 to P30,000.

This is on my wishlist for Legazpi Blvd: Better-looking and more energy efficient streetlights. Let's do away with those gaudy deco lamps from China. Dapat may aesthetic value maski mga street lights lang yan. It doesn't even have to be uber expensive. I suggest, since we're already building bridges made of indigenous steel materials (see news here (http://businessmirror.com.ph/index.php?option=com_content&view=article&id=27925:albay-engineers-design-bridges-made-of-indigenous-steel-materials&catid=45:regions&Itemid=71)), why not create our very own distinct street lights designed by local architects. Yes, LED lights are more expensive than high pressure sodium lights but they have a longer life span and consume less energy.

For example, I really like the designs of the streetlights in Putrajaya, Malaysia. It's simple, sleek, modern, energy efficient (it's LED) and streamlined (can better withstand typhoon winds?). I'm sure kaya ta man magdesign ki mas magayon kaysa dyan. Pinoy pa daw? Hehe

Puregold I understand requires 6,000 square meters and with P 20,000 to
P 30,000 price per sq. meter that's a huge initial investment just to put Puregold's foot in the City. However, there are lots available in the business district of the City that could satisfy Puregold's site location at affordable prices. Affordable because owners of these lots are willing to discount their prices if the City helps them to relocate squatters staying in their lots. For example, one lot owner is offering P 12,000 to P 18,000 per sq. meter. Let's (private-public) recognize and solve our housing problems and attract the following investments in the City: Multiple Screen Movie Center, Medical Center for doctors and labs in one building, Supermarket, Center City University building/campus, Row of Stores (a promenade of stores not another mall), Apartment Houses, Condos and yes as the traffic increases, affordable Parking Lots. City Mayor help us help the City.

The site that I know that Puregold is negotiating is the one presently being cultivated as an organic farm along Alternate Road. The last time I talked to the owner, they are still negotiating the price. Going rate of Lots in the area is now between P20,000 to P30,000.

Puregold I understand requires 6,000 square meters and with P 20,000 to
P 30,000 price per sq. meter that's a huge initial investment just to put Puregold's foot in the City. However, there are lots available in the business district of the City that could satisfy Puregold's site location at affordable prices. Affordable because owners of these lots are willing to discount their prices if the City helps them to relocate squatters staying in their lots. For example, one lot owner is offering P 12,000 to P 18,000 per sq. meter. Let's (private-public) recognize and solve our housing problems and attract the following investments in the City: Multiple Screen Movie Center, Medical Center for doctors and labs in one building, Supermarket, Center City University building/campus, Row of Stores (a promenade of stores not another mall), Apartment Houses, Condos and yes as the traffic increases, affordable Parking Lots. City Mayor help us help the City.

Southeast Asia's cheapest holiday destination

We conducted a poll last week to find out which Southeast Asian destination offers the best value -- because a bankers' ransom is not what it used to be.

The overwhelming verdict of our readers is that Indonesia is the cheapest place to go this summer, followed by Thailand, the Philippines and Malaysia, in that order. Despite our readers' increasingly eccentric voting patterns, Indonesia seems a reasonable choice.

A cursory glance at Mandarin Oriental's rack rates shows a deluxe room in August costs $345 a night in Bangkok, which would get you a club room in Manila -- plus change for a taxi to the airport. In Jakarta, a deluxe room is just $173 (and about the same in Kuala Lumpur), which is literally half the price of Bangkok.

The Economist's Big Mac Index, which uses the price of burgers around the world as a light-hearted measure of relative currency values, might be better used as a benchmark for tourists to work out how expensive an unfamiliar country is going to be. However, the evidence of this data is the opposite of the Mandarin data: a Big Mac in Indonesia costs $2.28 -- more expensive than either Thailand ($2.16) or Malaysia ($2.12).

The most recent iteration of the index, published in March, does not show how much it costs for a Big Mac in the Philippines, but anecdotal evidence suggests that it is lower than in either Thailand or Malaysia.

That makes the Philippines the cheapest place for both burgers and hotel rooms. The peso also has the advantage of getting cheaper. The rupiah, on the other hand, has strengthened so far this year. It costs about Rp9,000 to buy a dollar today, compared to Rp9,350 at the start of the year. Baht and ringgit exchange rates have also strengthened. The peso is almost unique in the region, having consistently weakened against the dollar this year.

On the upside, readers stuck in Hong Kong for the summer can take advantage of the second-cheapest Big Macs in the world -- cheaper even than China.

LEGAZPI CITY, July 29 (PNA) -- Fuelled by investment output in the field of energy, mining, tourism and agriculture, Bicol’s economy is moving in a accelerated pace -- making the region among the fastest growing regions in the country, the Regional Development Council (RDC) said on Thursday. Albay Gov. Joey Salceda, concurrent RDC chair, said Bicol, erstwhile fourth poorest region in the country now appears to have seized the title of fastest growing regional economy in 2009, based on growth indicators and feedback from local businessmen.

Salceda, a former Arroyo economic adviser, estimated that the 2009 Gross Domestic Product (GDP) growth of Bicol posted an 8.5 percent increase versus the national 1.1 percent real GDP. In nominal terms, Bicol probably grew by 12.7 percent to P215 billion as compared to 3.7 percent for the entire country.

He revealed that among the six provinces, Albay, whose annual output in 2009 is estimated at P85 billion is leading the growth in regional output, principally driven by the increased output of Tiwi geothermal and full production at LG mining operations in Rapu-rapu, as compared to its sporadic operations in 2008. Albay accounted for almost 48.7 percent of total industrial gross value-added of the entire region.

Another driver was the tourism surge given the combination of Camarines Sur CWC and Sorsogon Donsol Butanding interaction.

Agricultural growth also made way with Albay submitting the best performance in FIELDS in 2009 at plus 18.3 percent growth in rice harvest, despite the El Nino, and, Masbate, also experiencing bumper harvest. The Bureau of Internal Revenue (BIR) tax collection performance report of 29 percent growth in Bicol tax collections in first half of 2010 versus 12.2 percent nationally, strongly imply that, for the second year in a row, Region V is sure to retain its bragging right as the fastest growing economy of the Philippines. According to Salceda he is proud of Albay accounting for 39.89 percent of the total BIR take during the period.

Moreover, Salceda earlier reported that Albay's electricity sales volume of local distribution utility Aleco have spiked by 27.5 percent in May and averaging 17 percent in the first five months of 2010.

On the other hand, in hydropower supply reductions, Aboitiz production at Tiwi has further increased, although Bacman contribution remains zero for the third year in a row. Salceda said copra production increased, boosting local trade due to strong copra prices and robust output. This is at the back of the two major coco oil mills, Legazpi Oil, producing 300 metric tons per day and Global, also producing 300 mt/day.

Tourism also got another boost from Misibis and Embarcadero plus Magayon Festival, gaining market attraction on its third year. Another demand booster would be the initial full implementation of AHECS universal college access worth P120 million on top of the regular P37 million scholarship subsidy.

Before AHECS, college enrollment has increased by 15 percent and college graduation rate by 34 percent. Also to kick demand is the initial 5,000 Pantawid Pamilyang Pilipino Program (4Ps) which would add another P84 million on an annualized basis to local liquidity. Pantawid Pamilyang Pilipino Program, once fully implemented, would boost local consumption by P756 million, assuming the government targets the 45,000 families of school-age kids not in school.

Another critical factor to sustain Bicol's growth, given its natural advantage in tourism, would be the completion of the Southern International Airport in Daraga, Albay. Trade would significantly expand if the Bicol Express rail transport would be fully restored and, better still, extended to Matnog, Sorsogon. (PNA)

Rommel T. Juan, Founder and CEO of Binalot Fiesta Foods, Inc., is having a good year. In this month alone, his company bagged a Best Homegrown Franchise Award from Entrepreneur Magazine, opened a new branch in Eastwood Cybermall, and as its CEO, was able to “spread the gospel of Binalot” in major business seminars in and outside Manila.

Just what is this “gospel”? It’s merging sound business practices with Corporate Social Responsibility (CSR), and sustainability, that’s what. In Binalot’s case, it’s also promoting Filipino culture, values, and humor.

“We want to be the best the Philippines can offer; we want it represented in our stores,” says Juan. On the surface, you can see it immediately: murals with families enjoying meals together, a game of piko (hopscotch) drawn on the floor, and corny meal names like “You Bet Pinakbet,” “Sinigang With a Bang,” and “Pride Tilapia.” Juan shrugs. “Corny talaga ako, noong college pa. ‘Yang mga ‘what’s the matter peanut butter?’ Pinoy lang makakakuha nyan (I’ve always been corny, even back in college. Only Filipinos can get that kind of humor).”

The lofty ambitions of Binalot being “the no. one Filipino fastfood” started humbly, however. Rommel Juan, 38, just wanted to “have fun”.

Learning The Ropes


After graduation and racking up work experience for a couple of big name automotive companies (one of the family businesses is producing wrangler-type jeeps), Juan worked for his father. Realizing he had enough free time for other ventures, he invited his brother Raffy to put up Binalot.

“Remember when we were young, how mom used to wrap our lunch in banana leaves?” he asked Raffy, jogging memories of weekend trips to the family’s small farm in Alfonso, Cavite. “So there.

Binalot (“wrapped”). But we didn’t dive into it right away. We researched, sold the products to our friends, gave out survey sheets and asked them what they thought.” The current red egg and tomato combination, for example, used to just be one hard-boiled egg. “People said they preferred that.”

After going through the initial phases of the business (see milestones), Binalot opened for franchising in 2004. “We started with almost nothing,” Juan says. “We had five investors who gave P10,000 each, and we just rolled it. By the time we started franchising, I realized we already had 50 people on our payroll. It wasn’t just for fun and a creative outlet anymore. People depended on us for a living.

“I also realized that with franchising, the business became relationship-based. May ibang tao na makikialam sa brand mo (other people already had a say in your brand), so I had to set up middle management, a system. So I invested in people—a marketing manager, human resources manager, finance consultant. It ceased to be a mom-and-pop shop. When we started, I did everything. But business is like that: you have to graduate from (a certain level) and replicate yourself and hire professionals to help you.”

Six years hence, Binalot will be opening a branch soon in Legazpi, Albay, “our farthest so far, and we’re also looking at abroad. The market is still growing,” says Juan. “You just have to find your niche. Ang dami nang players—but people love our food.

Pound for pound, you get better value for money.”

Going Green


There was another level to hurdle after entering the world of franchising, one which Juan committed himself to ever since his aunt—Figaro founder and environmentally-conscious entrepreneur Pacita Juan—introduced him to the practice of CSR.

“I wanted to close our supply chain and get our material directly from the source,” Juan says, “but I was never successful. People I talked to didn’t want to close a deal, or were hesitant…”

Then giant typhoon Milenyo happened in 2006. “All the banana leaves in Luzon were wiped out. We had to import our leaves from the Visayas, and I was selling it to our franchisees while losing money.”

Juan decided to look for his own suppliers. “We found a guy in Nagcarlan, Laguna,” he relates. “You wouldn’t think he could be trusted.” His “contact” looked more like a man given to drink than to manage a community. “But he really stepped up to the plate,” says Juan. “He thought we were placing just one order of 200 bundles of banana leaves. Di nya alam, tuloy-tuloy (he didn’t know that it was an indefinite contract). So he offered to organize his community to supply us with leaves. That’s how we started our initial CSR.”

That led to the DAHON (Dangal At Hanapbuhay para sa Nayon) Program, which won Binalot a Centennial Award and prize of US$10,000 from UPS for its Best “Out-of-the-Box” Small Business Contest in 2007. Soon to be a foundation, DAHON provides 30 families with sustainable livelihoods.

“The men harvest the banana leaves, the women trim and clean them. We also train them to make banana chips and ketchup, which we sell in our stores.” It’s a win-win situation. For example: it used to be that the women made P250 per four hours of trimming and cleaning leaves; now they can finish the job in just an hour and a half.

The DAHON program is being replicated in Calamba, and soon in Zambales. “So we like to say, if you order Binalot, you alleviate poverty one community at a time,” says Juan, “and you’re being environment-friendly too.”

Last year, Binalot saved 1.5 million styropacks from being used. “If you see photos of Ondoy,” Juan notes, “you’ll see that the flooding problem really stemmed from the problem of trash. If what we all use is biodegradable, that wouldn’t have happened.”

Slowly, Juan is phasing out the use of plastic from his stores. “I’d also like to encourage customers to bring their own water bottles. We also want to bank on the unique native packaging we have. Even the construction materials used in the stores should be eco-friendly.”

Also general manager of MD Juan Enterprises, makers of the electronic jeepneys plying Makati, and recently, Quezon City, Juan is also the first in the country to introduce electronic motorcycles for deliveries.

“Us Filipinos, we’re really not that wasteful.” He adds, deadpan: “Just a little more work and we can achieve Avatar status.”

This Petron Station is approximately eight minutes away from the Bicol International Airport (BIA). I am glad that companies such as Petron and it's franchise owners are following the possible growth area of Daraga. And this particular case the station location is strategically well chosen. Not only it is eight minutes away from BIA it is also facing, immediately accross the station, a three hectare real estate property suitable to house Daraga's Municipality offices if ever they decide to relocate. The big lot appears to be suitable for commercial estabishments serving Daraga and towns of Sorsogon. This is just the beginning. Because of ample availability of real estate around BIA (where Daraga can relocate), I really see Daraga with proper leadership and direction a Mega City. Perhaps another Makati. With BIA it is possible.

I'm not sure pero gari restaurant lang, not really a convention hall -- Caffe San Marco. Hotel St. Ellis has three function rooms:

It would be better if Daraga & Legazpi merged. They will then have a combined population of more than 330,000. Just imagine what the total income would be. Saceda's "Metro Albay" or "Metro Legazpi" or whatever he wants to call it, would be a truly deserved name. But I'm afraid vested interests from local politicians might prevent this from happening.

No doubt this is what's behind the strange, very strange, choice of name for the new international airport. Is there such a thing as the Southern Mindanao International Airport? or The Northern Luzon International Aiport? Or the Ilocandia International Airport? As far as I'm aware airports are usually named a) after the city or nearest city in which the said airport is located or...b) a famous person associated with that city or its history. I have yet to encounter an international airport named after a country's geographical region.

Campaign champions are recognized for their achievements in promoting disaster risk reduction, and will be given opportunities for a two-year period to participate in high-profile national or international events as a spokesperson for making cities resilient.

“We now know, and every citizen in the province knows, that disaster risk reduction is a good investment,” said Governor Salceda, a strong supporter of disaster preparedness who joined the campaign in May.

The campaign’s aim is to enlist over 1,000 local government leaders worldwide to invest more in disaster risk reduction, which includes: improving urban planning, infrastructure and building safety; reinforcing drainage systems to reduce flood, storm and health threats; installing early warning systems; conducting public preparedness drills; and taking measures to adapt to the increasing impacts of climate change.

The article says Vietnam is geographically very similar to Japan. If anything, The Philippines is even more similar - lots of mountainous islands, with narrow coastlines, both are earthquake and typhoon prone and as well as severely overpopulated!
The article also fails to mention up to which part of Bicol the bullet trains will go - will it terminate in Naga, Legazpi or even Sorsogon?
A truly ambitious proposal would be to have it terminate at Matnog. That way, even the Eastern Visayas will just be a few hours away from Manila and other parts of Luzon.

Vietnam's bullet train project was shelved. I think for good. The article was posted sometime ago in the Asean thread.

Legazpi City (30 July) -- Mayor Geraldine Rosal averred the National Housing Authority (NHA) has approved the P8.4 million funding for the secondary line electrification of the eleven hectares resettlement site in Barangay Taysan, this city. In a recent dialogue with the Taysan United Home Owners Association, Rosal said her husband, former Mayor Noel Rosal and now the City Administrator, relayed the information to her office recently, adding that the local government is to waiting for NHA for implement the projects because this will take a slim leeway for the preparation and installation of the said project.

Rosal also labeled that this electrification project is precisely advantageous to the residents of the village. In the same dialogue, Ramon Diesta, president of COPE Taysan United Home Owners Association (THUOA) requested Rosal to fast track the installation of the electrification at the village.

Diesta likewise said that the village has only one electric mother meter for all the households, adding that the association was authorized to collect monthly payment from individual household and remit then to Albay Electric Cooperative (ALECO). The members furthered requested the city government to facilitate installation of meter for every household.

Rosal, on the other hand, responded that the local government will act on the request of the residents yet also urged villagers to promptly pay their obligations to ALECO to avoid any problem on the electrification project in the future. LEGAZPI CITY, July 29, (PNA) -- At least 50 hectares of ricelands, including vegetable crops, have been infested by army worms, prompting the Albay Provincial Agriculture Office to carry out contingency measure to prevent the spread of infestation in neighboring villages. Ruben Limos, provincial agriculturist, said some 50 hectares of riceland tilled by 16 farmers in Barangay Miti in Camalig was attacked by the army worms destroying newly planted rice crops and other vegetables.

The worm infestation, if not stopped, would spread to 1,080 hectares of rice land in said town, he said. Army worms are also called cutworm, or taro caterpillar is a nocturnal moth larvae that travel in multitudes, destroying any kind of vegetation including grass and grains in their path. Camalig Mayor Carlos Baldo, asked the PAO to send a team of agriculture technician to assess the extent of damage brought by the worm infestation and undertake mitigating measures to curb the spread of the destructive farm pest.

As this developed, Albay Gov. Joey Salceda directed Limos to make a thorough assessment and institute measures to prevent the further spread of the pest. Salceda said as soon as a complete assessment is made, a viable cultural and biological control measure be implemeted. And if the incident worsen, undertake massive insecticide spraying. Limos said his office has made available insecticide for distribution to affected villages and towns once the infestation becomes widespread.

Limos in an interview said Army worms are most destructive during their larva stage and they destroy vegetation during nightime. He said the control of the worms aside from the use of cultural, biological and insecticide are the cutting of vegetation and digging of shallow ditches. PAO statistics indicate that the province has a total of 26,496 hectares of riceland.

The army worm (Spodoptera frugiperda) is part of the order of Lepidoptera and is the caterpillar which has a month long life stage before it metamorphosed into a moth. It is regarded as a pest and can wreak havoc with crops if left to multiply. Its name is derived from its feeding habits. Armyworms will eat everything in an area and once the food supply is exhausted the entire "army" will move to the next available food source.

Army worms are locally known as “arabas” or “harabas,” and “tagustos.” The adult moth has dark purplish brown forewings with numerous spots and light-colored lines. The hind wings are whitish with wingspan of about 30mm. The army worms live in all rice environment but are serious in upland rice as they need dry soil pupation. The worms gobble rice plants at night and are usually found in the soil around the base of the plants.

The Department of Agriculture (DA) in Bicol said reports of Army worm attacks were initially reported in the first district of Batangas, Cavite and Quezon. Agriculture Secretary Proceso Alcala has initially ordered the immediate distribution of P900,000 worth of knapsack sprayers and recommended insecticides in coordination with local government officials and agriculture technicians to control the spread of the army worms.(PNA)

30 July 2010 – Drawing from the experience of January’s catastrophic earthquake which devastated Haiti’s capital, Port-au-Prince, the city’s mayor today told a United Nations-backed conference in Shanghai that local governments must be better prepared for disasters.
Addressing a conference of his fellow mayors, Jean Yves Jason stressed the need to “be ready,” underlining the importance of developing a “culture of security” and access to the resources necessary to respond to a catastrophe.

Mr. Jason’s priority as Haiti enters the hurricane season, he said, is to bolster people’s safety through better information and simulation drills. “My people still live in a very precarious situation,” Mr. Jason said, with more than three quarters of his staff having perished in the magnitude-7.0 quake which claimed more than 200,000 lives and left 1.3 million more people homeless in Haiti. Countless buildings, including Government facilities, hospitals and schools, were also destroyed.

He was one of the 100 local government officials who took part in the Shanghai Forum on Disaster Risk Reduction, organized by the UN International Strategy for Disaster Reduction (ISDR), the UN Human Settlements Programme (UN-HABITAT) and other organizations.

Wrapping up today, the three-day event was held on the sidelines of the Expo 2010, being held in the Chinese city. Participants at the conference discussed how to link recovery with long-term economic development and to promote disaster risk reduction as part of the Millennium Development Goals (MDGs), the eight anti-poverty targets agreed upon by world leaders with a 2015 deadline.

They also committed to using disaster risk reduction as a means to reduce the impacts of weather-related catastrophes. In a related development, a ceremony was held today to welcome the signature of the five latest cities to join Making Cities Resilient, the UN initiative to boost their resilience against natural hazards.

Mayors and top officials from Makati City, Philippines; Makassar, Indonesia; Bhubaneswar, India; Chengdu, China; and Dalifort-Foiral, Senegal are the latest to officially sign on to the campaign, which has garnered the support of 63 cities spanning the globe so far.

Also today, Margareta Wahlström, Secretary-General Ban Ki-moon’s Special Representative for Disaster Risk Reduction, named Joey Salceda, Governor of the Philippine province of Albay, as a “Champion” of the campaign for his efforts in promoting disaster preparedness. The two-year initiative seeks to enlist more than 1,000 local government leaders worldwide to step up investment in disaster risk reduction by improving urban planning, infrastructure and building safety, among other measures.

The second question I like answered is whether the power generated will be for Albay first at an affordable rate, then sent over to Metro Manila or is it for Metro Manila first then bounce back (for lack of a better word) to Albay.
Albay will rise and fall with affordable electric power. I hope the answer is that Albay gets the power first at an affordable rate.

i think its one of the flagship program of albay gov.salceda to realize the long dream of cheaper power cost here in the province and bicol by providing the region its own grid.

Narumduman ko kan highschool days dyan dati pang BUSAT yan.. Nalaog mi iyan gabos na building, mag lalake ka o babae, makurong ka duman sa cosmetology building, maluto ka dyan sa food tech building, matahi sa garments tech o dress making pa iyan kaidto, makatam sa wood working, welding, magibo ki dustpan buda pala sa sheet metal, drafting, electronics and electricity...

It would be nice to know that Kayabon Geothermal Power Plant is in Albay. The second question I like answered is whether the power generated will be for Albay first at an affordable rate, then sent over to Metro Manila or is it for Metro Manila first then bounce back (for lack of a better word) to Albay.
Albay will rise and fall with affordable electric power. I hope the answer is that Albay gets the power first at an affordable rate.

The Kayabon Geothermal Powerplant project is exclusively for Albays use...it will only generate 40MW of electrical power...just enough to supply the demands in Albay...Total marami namang pwedeng i drill na steam sa Albay...maybe the succeeding projects will be devoted to the rest of the bicol region provinces...

if im not mistaken nabasa ko man sana iyan in an article...na ang albay is consuming around 37-38MW of electrical power...buda if i recall it right iyan na Kayabon ay ang plano ni Governor na exclusively gagamitun kan albay para bumaba ang singil sa kuryente..

and nabasa ko ulit na gari sa 2015 matatapos ang Kayabon project...

so lets hope tama ini...

MANILA, Philippines -- Energy Development Corp., the country’s biggest producer of geothermal energy, is eyeing to invest some $1 billion over the next five years to put up greenfield power plants. This move is expected to help propel EDC to become the top geothermal company in the world over the next three to five years. In a briefing following the company’s stockholders’ meeting, EDC president Richard B. Tantoco said EDC has been targeting to put up geothermal facilities that could generate a combined 230 megawatts (MW) within its existing concession areas.

EDC has been planning to start either within late 2010 or early 2011 the construction of an 86-MW wind farm in Burgos, Ilocos Norte, he added. According to Tantoco, they expect to spend as much as $3.5 million to produce a megawatt of geothermal power through these greenfield facilities, and about $2.5 million per megawatt for its wind power project. Aside from the $1 billion investment needed for these new power plants, EDC has also earmarked a combined P20.6 billion for its capital expenditure projects for years 2010 until 2015. The amount would be used to rehabilitate existing power plants, conduct further drilling activities and to improve the company’s facilities.

Tantoco said about P12.2 billion would be used for underground activities and resource development (to include drillings), while the remaining P8.4 billion would be earmarked for above ground activities (to include rehabilitation, installation of new pipes, among others). He further disclosed that for this year alone, the company had allocated close to P7 billion for its capital expenditure activities.

In particular, the greenfield, expansion and rehabilitation projects that are expected to be completed by 2015 include the 150-MW Bacman geothermal plant and the 86-MW wind farm in Burgos, Ilocos Norte (2012); the 40-MW Tanawon and 20-MW Nasulo geothermal projects (2013); 50-MW Mindanao 3 geothermal project (2014); and the 40-MW Rangas geothermal project and 40-MW Kayabon project (2015).

Overall, Tantoco said the general target was to increase the company’s attributable generating capacity by 38 percent to 1,542 MW within a five year period starting 2011, from the current 1,116 MW. We are now in a position to decisively move on to our organic expansion after successfully acquiring all the National Power Corp. assets we targeted,” he said.

“We will be drilling in the Tanawon field of the Bacman concession by September. By July 2011, we will have a total of four rigs in Tanawon and one in Mindanao all working to deliver the fuel supply for our growth projects,” Tantoco added. EDC’s steamfield and power plant operations are now fully integrated with the acquisition of the 112.5-MW Tongonan 1, 192.5-MW Palinpinon and 150-MW Bacman geothermal plants from Napocor. The 106-MW Mindanao plants had also already been turned over by partner.

EDC also owns and operates the Unified Leyte plants consisting of the 125-MW Upper Mahiao, 180-MW Mahanagdong, 232-MW Malitbog and 51-MW optimization plants. To date, EDC remains the largest producer of geothermal energy in the Philippines accounting for 62 percent of the total country installed geothermal capacity. Aside from geothermal, EDC also owns and operates the 122-MW Pantabangan-Masiway hydro electric plants.
