MANILA, Philippines – A local government unit in Bicol. A family-controlled conglomerate with various business ventures in Cotabato and Socsargen region in Mindanao. A technology institute in the Mountain Province.

These three were named the national winners of the Kabalikat Award 2010 during the 16th anniversary celebration of TESDA recently.

The city of Tabaco in Albay is the national winner of the Kabalikat Award, local government unit category. The city government started its technical vocational education and training (TVET) project over 10 years ago at the then municipal hall. Its skills development and jobs program benefited thousands as the center offered courses in engine servicing, consumer electronics, automotive mechanics, and vehicle driving. On-the-job training was provided by Honda Motor Parts Company and Panasonic Communication Philippines Corporation.

IN THE MOUNTAINS

XiJen College of Mt. Province, formerly XiJen Institute of Technology, is the pioneer private technical school to offer computer literacy training to residents of the farthest towns of the province through its Computer to the Barrios program.

The local college provided scholarships to 1,100 students and also donated over P2.8 million for training supplies and other expenses. A total of 179 graduates were assisted in getting jobs by the school’s placement assistance office.

HIGH IMPACT

The high-impact corporate social responsibility projects of RD Corporation in Central Mindanao and Socsargen Region earned for the company the national Kabalikat Award for the industry category.

The company owned and managed RD Technical Entrepreneurship Center (TEC) that provides facilities, tools and equipment, and other training materials for the transfer of technology and life skills the poor out-of- school youth. Graduates of TVET training programs are given priority in employment in the company and its divisions.

A special award was given to the Provincial Integrated Skills Training Center of Negros Oriental in recognition of its successful enterprise-based training program.

TRIBUTE TO SKILLS DEVELOPMENT PARTNERS

The Kabalikat Award was established by TESDA to recognize the invaluable assistance of its partners. The award is conferred to outstanding local government units, institutions and private firms/companies for best practices. Partners’ contributions include training scholarships; donations of training machines and equipment, supplies and materials, and training facilities; recruitment and placement of trainees; provision of on the job training; socially conscious industry practices; and other support services in pursuit of the advancement of TVET.

Other Kabalikat Award 2010 LGU regional winners were: Second Congressional District of Cagayan Office, Third Congressional District of Tarlac Office, Second Congressional District of Quezon Office, Municipal Government of Bulalacao, Oriental Mindoro, Municipal Government of Laua-an, Antique, Provincial Government of Davao Oriental, City Government of Tandag, Surigao del Sur, and City Government of Quezon City.

The Punta Riviera Resort in Pangasinan and Energy Development Corporation-Leyte Geothermal Production Field were regional winners in the industry category.

In last year’s Mayon Trail Run, Alquin Bolivar, 24, a member of the Philippine Army, was the first to reach the finish line set in Ligñon Hill. Luisa Yambao-Raterta won first place in the Special Prize for Females Category,

The race is a highlight of the annual Ibalong Festival of Legazpi. It is also designed to help in the awareness campaign for environmental issues such as global warming and climate change. Mayon Trail Run will start at the Peñaranda Park in the heart of Old Albay District, Legazpi City. Runners will then proceed to the 3 kilometer turn around point in Mt. Bariw, Brgy. Estanza with an elevation of 220 meters.

The next turn around point at 16 kilometers is located at the slopes of Mayon (elevation 275m) where previous eruptions have deposited tons of lava and debris. The race will finish on top of Ligñon Hill, a 160-meter high cinder cone just a few kilometers north of the city.

Participants of the Mayon Trail Run will not only experience one of the most arduous races but also some of the most stunning sights — with sweeping vistas of Mayon Volcano and the city of Legazpi and surrounding areas.

There was a research in Spain's archives few years ago commissioned by the municipality of Nabua and found out that Nabua was founded in July 1569 and the parish was established in 1578.

I think if I'm not mistaken Gerona is the surname of the person that was sent to Spain to conduct a research about Nabua's records :)

There was a research in Spain's archives few years ago commissioned by the municipality of Nabua and found out that Nabua was founded in July 1569 and the parish was established in 1578.

I think if I'm not mistaken Gerona is the surname of the person that was sent to Spain to conduct a research about Nabua's records :)

Ibalong, the sixty stanzas that remain of a full-length folk epic that is today little known even in Kabikolan itself, was presumably jotted down in its complete Bicol narrative by Fray Bernardino de Melendreras (1815-1867), a Franciscan missionary in Ginobatan, Albay, from a minstrel referred to in the epic as Kadungung and who could be the same wandering bard described years later by another Franciscan, Fray Jose Castaño (b. 1854), as “Homero de Ibalon.”

Put afterwards into Spanish by Melendreras in Ibal, a 400-page manuscript in verse on the ancient custom of the Indios of Albay, its sixty-stanza portion was later included in a treatise on the Bicol Region by Castaño in 1895 as un pequeño fragmento inedito en verso. But because no credit was given to Melendreras by Castaño in the work, students of the Ibalong have since presumed that it was recorded and translated by Castaño himself.

Until a copy of the Bicol original is found, it would seem that what is left of the Ibalong – at least its sixty stanzas – is only the text in Spanish.

Fragmentary that it is, but just like any epic, the Ibalong portrays deeds in heroic proportions. Its three culture heroes – Baltog, Handyong, and Bantong – share glory in freeing Old Bicol of predatory and foraging beasts, of the sarimao and other monsters.

The caption in the source says it's in Jovellar - but I'm not sure if it's accurate - it might actually be somewhere in the southern baranggays of Guinobatan, close to the border with Jovellar and Pio Duran, but still in Guinobatan...I was looking at a terrain map of Albay and comparing it to the view shown on this pic of Mts Masaraga and Mayon, plus the Kawa-Kawa Hills of Ligao, just before Masaraga...it doesn't seem to match the location of Jovellar...parang alanganin yung angle...if anyone has been there or is familiar with the area, please help us clarify the location of these hills. Thanks!

Thanks, the lights of EM are particularly scenic at night! I think the pier should be repaired and tourists should be allowed to sit or walk along it to so that they can have a good view of this.

The hills of Estanza only minutes away from the city proper. Away from Mt. Mayon harms way. The future site of Legazpi City! The third picture depicts a real estate in Namantao only six minutes away (by car) from the international airport. Daraga has a phletora of dry lands on its highlands.

i never been to that hill in LIGAO CITY but i always grab the oppurtunity to get a good 'glimpse' of it from afar each time I go to Naga and back here in LEGAZPI.
What i noticed specially during early evenin trip is that the streetlights used on the way up the hill wer brighter than the ones on Lignon uphill service road. Though my friend told me, who was able to get on top of those hills by foot, Lignon is harder to climb and got greater views.

I was thinking of promoting tourism and the pilinut confectionary industry in Albay when I called it Pilinut Hills. Crocodiles or Buaya Hills could be perceived as an area (not the likeness) full of crocodiles. Perhaps if there are bodies of water or swamps on them hills and one might take a second look. A crocodile tour in Albay. Why not, it's still tourism, if you are not afraid of reptiles.

Salceda has said that he aims to promote Albay more as a tourism destination but I have yet to see what concrete plans or proposals the provincial government have in order to achieve this aim. Although I admire his grasp of green issues, too much focus on "disaster" and climate change could backfire if he's not careful. Tourists might end up staying away if in their minds the province is always linked with the word "disaster". Just be careful that's all.

I like your idea iMilo! It would just be an expanded version of Albay Wildlife Park but with real wildlife.

I also had this idea that since the unusual shape of these hills are best viewed from above (an elevation) why not promote sports such as hang gliding and paragliding and use the hills as a venue for such sports? Promote Albay as a centre for air sports!

and also promote trips on hot air baloons. That would be a great way to see these hills since from ground level you probably can't really see or appreciate their this odd topography.

I think activities like these, which combine sightseeing and sport, could be a winning formula. It gives tourists something else to do other than admire Mayon. For example the Mayon Trail Run could be made into an annual event and not just a one-off. And the Legazpi Boulevard is could be a venue for races (cycling, marathons...etc).

LEGAZPI CITY — The International Society for Southeast Asian Agricultural Sciences (ISSAAS) ‐ Bicol Chapter and Bicol University jointly host the 10th National Congress on September 28 to 30, 2010 at Bicol University Amphitheater here to provide an avenue to discuss updates on emerging trends, issues and directions in agriculture to help build more resilient communities in the country.

The conference evolves on the theme “Resilient Communities through Agriculture” with five sub-themes; namely, climate change adaptation for sustainable agriculture, ensuring food safety, sustainable management of bio‐resources, agri‐entrepreneurship for productivity and efficiency and community empowerment.

This year’s congress aims: to (1) encourage and create awareness of the people on climate change and its possible impacts to the various aspects of agriculture; (2) share experiences and exchange current information on technological advancement as well as on implementation of innovative development and adaptation programs in response to climate change; and (3) discuss the role of agriculture in building resilient communities to climate change and natural disasters.

Three plenary lectures will be delivered by Mr. Alejo N. Balaguer of Department Environment and Natural Resources (DENR), Dr. Arnulfo M. Mascariñas, Director of Bicol University Research and Development Center (BURDC) and Dr. Nena O. Espiritu, professor at the College of Forestry and Natural Resources at the University of the Philippines Los Baños (UPLB).

Parallel sessions will follow where over 90 papers revolving around the congress theme will be presented. In addition, there will be poster presentations and an educational tour on the third day which will give the participants and first‐time travelers to Albay a chance to see tourist sites and local products the province has to offer. Business meeting of the members of ISSAAS ‐ Philippines and oath taking of new members and officers will also be conducted.

This congress will be participated in by researchers, practitioners and development/extension workers from government agencies, non‐government organizations and private sectors, academicians and teachers from various higher learning institutions, and students from the different provinces of the country. Salceda has said that he aims to promote Albay more as a tourism destination but I have yet to see what concrete plans or proposals the provincial government have in order to achieve this aim. Although I admire his grasp of green issues, too much focus on "disaster" and climate change could backfire if he's not careful. Tourists might end up staying away if in their minds the province is always linked with the word "disaster". Just be careful that's all.



Yes, I agree! I have been harping on this issue for a long time. It is not bad to be always prepared for disasters but to be consistently doing self-praise on the province's disaster preparedness is somewhat off-tangent to its tourism promotion.

Regarding Gov Salceda's tourism promotional activities, I don't know, but I have yet to see a real honest to goodness concrete campaign to usher the promotion, that is if you will compare to what is being done by other provinces, say Camarines Sur or Cebu or Davao. The city and provincial government should get its act together to do these promotional activities.

Maybe we need some fresh minds in our local government (provincial and city) to undertake these activities. Fresh minds to conceptualize new ideas. As of now, the things you see, lacks innovativeness that will create excitement. We need fresh ideas!!!

Sometimes, when I go home and I have time, I go to the Guinobatan market for a made to order longganisa. I request them to prepare the longganisa with more lean meat and only some bits of fat. Gusto ko ngani kuta puro sana laman, kaya lang bako man talaga masiram kun daing salak na taba'. Kaya mag "lipitor" na sana. :ohno:

Of course we all in agreement on Gov. Salceda's outstanding performance in putting in place the disaster management formula for the province which proved to be very successful. These are spread all over the national dailies and Albay is now known as one of those most prepared in countering the effects of a disaster. However, proud as we are of this accomplishment, there is also that fear that our province might be misconstrued as a "disaster prone province" which might just scare away would be tourists. If you are a tourist, you don't want to relax in a place where you know is a disaster prone area. That is why, as espoused by drfeelgood, there must be some balancing activities that should overshadow the effects of this connotation for the province. So far, I have not read any new releases that will rival the popularity of the province as a disaster prepared area.

I know the good Governor have all the good intentions for the province. I'm sure there are already some projects in the pipeline, but maybe he is just waiting for the right formula that will click.

btw, legazpi mayor is in naga city. she will have a meeting with mayor bongat regarding their plan to host the 2011 AD Congress (daet, naga and legazpi as the key venues). hope this regional effort (including other cities in albay and camsur) will materialize.

Yes, exactly. His website, for example, is heavy on self-promotion but rather light on policy detail: http://joeyssalceda.wordpress.com. I would like to see what he (and other officials) are planning to get Albay's tourism industry up and running ( at the moment it's just strolling...). I hesitate to make another province to province comparison but sometimes it cannot be avoided - since 2006 our neighbours to the north have had: a wakeboard complex, tourists flocking to Caramoan as well as foreign film crews of Survivor, an international marathon as well as Ironman. The results are obvious - in under five years, a province, which previously wasn't even on tourists' radar is now the nation's top tourism destination. Albay can learn lessons from this. All of these activities can easily be replicated in Albay (with the exception of Caramoan, which is rather unique) - it's just that our leaders need to be a lot more proactive and opportunistic. We cannot only rely on Mayon and Misibis to drive growth in tourism. Tourists need to be given other things to do other than admire Mayon in case she is covered in clouds (which happens a lot) and as for Misibis, I have said before that since it is pitched at the very high end of the market Albay also needs to cater for the middle and budget ranges - backpackers and middle class vacationers, who, after all, make up the vast majority of tourists. There are things we could also learn from Cebu and other provinces. What are they doing that we are not doing? What can we learn from them? In my previous posts I have also suggested that once the international airport is built, it should also be made into a sort of domestic hub just like Cebu, to attract tourists from other parts of the country. I am shocked that there is still no Legazpi to Caticlan flights, for example. Albay leaders should BY NOW be busy promoting the province even before the new airport opens. You need to prepare the groundwork...lots of things can be achieved - you just need determination and political will, as well as some creative and innovative thinking.

I can send anyone to the Archivio de los Indios in Seville and find anything I want them to "find"...the fact that it was specifically commissioned by the LGU is rather dubious....the point is if it's a serious piece of research it would have been published, with references given, so that it can be peer-reviewed and the original source documents independently verified.

There's no need to be shy, even small, landlocked towns have their own attractions...just look at those Pilinut Hills (or Crocodile Hills) in the Camalig-Guinobatan-Jovellar borders. The hidden gems of Albay! :)

It is so so unfair. Consumers of San Fernando Electric Light and Power Co. are getting cheaper electricity from Albay.

So what do Albayanos get from supplying the country with cheap and clean energy- 330MW from Tiwi since 1976 although lower now at 160MW and next year BacMan another 240MW?

First, the nationalization of the geothermal fields single-handedly killed Albay tourism after the banos were forced to close.

Second, even if we strip out Aleco’s inefficiencies, power purchase costs are far higher at WESM and even a similar bilateral supply contract fetched higher costs for comparable volume.

Third, of course, what Albay gets is the depletion of its geothermal reserves that deprives future generations of Albayanos of their benefit even as the past generation as well as the present only enjoyed the bragging rights of hosting such national treasure with hardly any financial clawback.

LEGAZPI CITY: The provincial government of Albay is facing serious losses in rice production, as nearly 1,000 hectares of palay [unhusked rice] plantations across the province with a commercial value of P16.7 million, were devastated by black bug infestations here.

Gov. Joey Salceda told The Manila Times that the black bug infestations have been attacking palay plantations during its booting and ripening stage.

“It’s the first major incident of that magnitude in my memory, being a 49-year old resident of Polangui where the black bug infestations are completely colossal. All signs lead to El Niño and climate change is the culprit,” Salceda said.

Salceda admitted that the black bug infestations would seriously affect rice production in the province, especially the farmers. “We have asked the Department of Agriculture for assistance and Cedric Daep is now on standby for emergency action,” Salceda told The Times.

Board member Ramon Alsua, chairman committee on agriculture and fishery told The Times that 975 hectares of palay plantations in the towns of Oas and Polangui including Ligao City were seriously affected by black bug infestations.

“The effect is very alarming because millions of black bug attacking ricefields of Albay particularly in the third district—in the towns of Guinobatan, Oas, Polangui and in Ligao City—the rice granary of our province. Our farmers are gravely affected because they spent big money for farm implements unfortunately they could not harvest or get anything because of massive infestations,” he said.

The Rice black bug (RBB) Scotino-phora coarctata was first spotted in Oas in early dry season cropping. Few weeks after, presence of rice black bug were also noted in Polangui, Guino-batan and Ligao City.

Albay, where the pest was first reported in April this year, has closed to 1,000 hectares affected in 48 villages from two municipalities and one city alone here.

Every day, according to Alsua, millions of RBB locally called here as “rice tungro” raided the ricefields of Albay. “Our farmers and local officials conducted their concerted efforts to minimize if not to weed out these pests but to no avail,” Alsua told The Times.

Ernesto de la Torre, provincial rice program coordinator in Albay, reported that his office has been conducting continuous information drive on RBB management, as well as requested metharhizium anasopliae from Provincial Agricultural Services of Albay and Agriculture department regional office to be given to areas affected by pests causing damage to an on-going rice crop here.

The Department of Agriculture in Bicol reported that a biological control measure using Metarhi-zium, a fungus that could infect the rice black bug, is the major activity being undertaken by the department to arrest the spread of this pest.

A Metarhizium laboratory has been established at the Agriculture department regional office for the main purpose of producing this biocontrol fungal agent. Currently, some 765 kilograms of metarhi-zium have been distributed by the department to over 280 farmers—aside from the establishment of some 39 light traps given to the local government units.

The Agriculture department in Bicol reported that the RBB are affecting in four provinces of Bicol such as Albay, Sorsogon, Camarines Sur and Catanduanes.

State seismologists have noted increased volcanic tremors around Taal Volcano in Batangas and Mayon Volcano in Albay province, but maintained that alert level 1 remains over both volcanoes, a radio report said Thursday.

DzBB's Carlo Mateo quoted Philippine Institute of Volcanology and Seismology director Dr. Renato Solidum as saying that Phivolcs has recorded 10 volcanic quakes around Taal and four tremors around Mayon in the last 24 hours.

The report said Phivolcs has maintained Alert Level 1 on both volcanoes.

Phivolcs noted an increase in seismic activity around Taal this month, but maintained this is not enough to raise the alert level there.

"At present, no imminent eruption is indicated although the public is advised to observe some safety precautions," it said in a September 28 advisory posted Thursday on its website.

It said that from September 1 to 27, a total of 274 volcanic earthquakes, or an average of 10 events per day, were recorded.

Last Monday, a quake at Taal was felt at Intensity III in Barangays Calauit, Tuoran and Pira-piraso, north and northeast of the Volcano Island and was accompanied by rumbling sounds.

Another event was also felt at Intensity I at Calauit at 9:16 p.m. last Sunday, it said.

It also said three unfelt volcanic earthquakes were recorded at 11:08 a.m. and 5:05 p.m. Monday, and 3:21 a.m. Tuesday.

But it said field surveys at the Main Crater and at the 1965-1977 New Eruption site indicated no anomalous observations in the thermal and surface manifestations of both areas.

"In this regard, Phivolcs reminds the general public that the Main Crater should be strictly off-limits because sudden steam explosions may occur and high concentrations of toxic gases may accumulate. The northern portion of the Main Crater rim, in the vicinity of Daang Kastila Trail, may also be dangerous when increased steam emission is reactivated along existing fissures," it said.

Also, it reminded the public the entire Volcano Island is a Permanent Danger Zone (PDZ), and permanent settlement in the island is strictly not recommended.

Phivolcs lowered the alert level at Taal to "1" last August 2, after noting lower levels of volcanic activity there. — LBG/RSJ, GMANews.TV

LEGAZPI CITY: Rep. Edcel Lagman of the First District of Albay said the Energy Regulatory Board (ERB) was not inclined to grant the proposed power rate increase—equivalent to P1.66 kilowatts per hour—for the province.

The congressman, however, clarified that the ERB has not yet received the petition for the power rate increase from the bankrupt Albay Electric Cooperative (Aleco), which is supported by Gov. Joey Salceda.

In an effort to spare Albay from future power disconnections, the governor had proposed that Aleco should be allowed to increase its rate equivalent to P1.66 per kwh from P8.66.

The controversial proposal came on the heels of the disconnection threat the company received on September 12 from the Philippine Electricity Market Corp. on account of its unpaid P982 million debt.

Salceda, who managed to avert the threat after he sought the intervention of President Benigno Aquino 3rd, opined that the proposed P1.66-per-kwh rate increase is the only solution to make Aleco stable and avoid future disconnections.

But the six Albay congressmen, including the three nominees of the Ako-Bicol party-list, strongly opposed Salceda’s efforts.

For his part, Rep. Rodel Batocabe of Ako-Bicol party-list blamed the National Electrification Administration’s negligence in redressing the culture of abuses within Aleco, now branded as the worst among the three poorly-performing electric cooperatives in the country.

In addition, officers of Aleco’s employees union accuse the power cooperative of extreme graft and corruption and mismanagement under the leadership of general manager Alex Realoza.

The Albay Consumers’ Watch, the Catholic Church’s Social Action Center, and Bayan Muna also joined the union’s fight against the Aleco management. They complained that, despite the P300-million rehabilitation fund (not P50 million as earlier reported) allocated to it after the devastation caused by Typhoon Reming in 2006, Aleco still needs to be rehabilitated.

Rep. Al Francis Bichara of the Second District of Albay said it’s quite disturbing that Aleco still talks about rehabilitation in spite of the enormous funds it received from the Calamity Assistance Rehabilitation Effort.

He lamented that in June 2008, Aleco, through the provincial government of Albay, entered into a contract with the National Power Corp. (Napocor) for its “operation and maintenance” in an effort to avoid total bankruptcy.

He said that with Napocor getting impressive rehabilitation for Aleco, its board suddenly terminated the contract so it could harvest the gains.

In a privilege speech he recently delivered in Congress, Bichara exposed Aleco’s ills and how these continue to affect its 250,000 consumers. He said a congressional inquiry is forthcoming for Aleco.

The conference evolves on the theme "Resilient Communities through Agriculture" with five sub-themes; namely, climate change adaptation for sustainable agriculture, ensuring food safety, sustainable management of bio-resources, agri-entrepreneurship for productivity and efficiency and community empowerment.
This year's congress aims: to (1) encourage and create awareness of the people on climate change and its possible impacts to the various aspects of agriculture; (2) share experiences and exchange current information on technological advancement as well as on implementation of innovative development and adaptation programs in response to climate change; and (3) discuss the role of agriculture in building resilient communities to climate change and natural disasters.
Three plenary lectures will be delivered by Mr. Alejo N. Balaguer of Department Environment and Natural Resources (DENR), Dr. Arnulfo M. CITY OF SAN FERNANDO—Looking for good governance models?

Try looking at this Pampanga capital and 33 other local governments that are doing a quiet kind of revolution in the last seven years.

Their common tool comes in the Performance Governance System (PGS), which makes local government an efficient service organization. PGS, Philippine style, also taps civil society and communities in decision-making.

In the Harvard University-designed PGS, everything such as vision, mission, goals and objectives is measured using the “balanced scorecard.”

“We have strategies for the changes we want to make, baseline data and targets. We perform our roles according to our respective scorecards,” Mayor Oscar Rodriguez said. “It’s a systematic sort of people power by the public and private sectors.”

The beauty of having the scorecard, he said, is that “you don’t have to tell department heads and employees what to do all the time because they’re guided by the scorecards.”

Leaders, he said, come in to bring in political will in such efforts as stopping corruption and raising taxes to improve the quality of life and restore hope.

With five years of experience in using the PGS, the city government was inducted to the “Palladium Balanced Scorecard Hall of Fame for Executing Strategy” on Sept. 22.

The award validates that the city government is a top-performing organization, said Jesus Estanislao, founding chair and president of the Institute for Solidarity in Asia (ISA).

The ISA introduced the practice of PGS initially to eight cities, including Iloilo, the first Philippine city to qualify for the hall of fame.

The experience is not unique to the City of San Fernando. The initial “dream cities”—Calbayog, Iloilo, Marikina, Naga, San Fernando (La Union), Sorsogon and Tagbilaran—have success stories to share.

The ISA also cited the following local governments as PGS partners: Sorsogon (city and province), Iriga, Tagaytay, Balanga, Bani, Bayawan, Cebu, Dumaguete, Tangub, Tacurong, Toledo, Dagupan, Ligao, Panabo, Tuguegarao, Escalante, Masbate, Sagay, Santiago, Isabela, Legazpi, Tabaco, Dipolog, Talisay and Santa Fe.

The League of Cities of the Philippines (LCP), which Rodriguez heads, wants to be initiated into the PGS, said Estanislao.

“It will be good for the entire country if the 123 cities that host 40 million Filipinos would have the kind of the process that San Fernando went through,” said Alaminos City Mayor Hernani Braganza, LCP secretary-genera

PArtido Area used to be a part of Albay Partido de Ibalong

Earlier Camalig and Libon (and Bikol Peninsula) used to be a part of Tierra de Camarines. Camarines name actually was derived from Camalig.

"Known centuries ago as the Tierra de Camarines, the province is distinctly Spanish-founded settlement. Its name having been derived from 32 "camaronchones" or "camarines", a Spanish word for "kamalig" referring to small nipa or bamboo-made huts by the natives. "

In 1574, Governor General Guido de Lavezarez referred Camarines Sur to the King of Spain as Los Camarines, after the abundance of camarins-rice granaries - which were conspicuous features of the area.
Spanish colonizers later subjugated its people and denominated the area into two distinct aggrupations. The southern portion comprising the area south of the present town of Camalig (in Albay), Sorsogon, the islands of Masbate and Catanduanes, and the area, which is now Partido in present day, then called “Partido de Ibalon”. The northern, upper portion, which included from the present day Camalig town in Albay, and all towns of Camarines Sur and Camarines Norte, was called “Partido de Camarines”.
Partido de Camarines was partitioned into Camarines Sur and Camarines Norte in 1829, and thereafter underwent fusion, annexations and re-partitions until March 19, 1919 when two provinces, jointly called Ambos Camarines, were finally separated with their present boundaries by decree of the First Philippine Legislature. "

they also bombed the roof of Daraga Church btw....

:okay: yes brandon, wag lang lagyan ng isa pang boulevard and kung di maiwasan wag sana mismo sa shoreline iconstruct mga 30 meters or more inland from the shoreline... A good example is the Bagasbas Beach in Daet, CamNorte...

During the old times, the fishes that are usually used for picadillo are "bataway" and "small karpa". Bataway is readily available in Albay mostly coming from Pio Duran. In Naga, since it's landlock, they normally use small carp which are abundant in the lakes. These days however, with the ploriferation of cultured tilapia, it is now the most popular. By the way, the small bataway is the one used for making "kuyog".

I doubt though if the one shown in the picture is a picadillong tilapia. It looks more like paksiw na dalagang bukid. Picadillo has pechay, tomatoes, ginger, onion cooked in coconut milk together with the fish. In the Tagalog region, it is called by another name which I can't remember right now.

PArtido Area used to be a part of Albay Partido de Ibalong

Earlier Camalig and Libon (and Bikol Peninsula) used to be a part of Tierra de Camarines. Camarines name actually was derived from Camalig.

"Known centuries ago as the Tierra de Camarines, the province is distinctly Spanish-founded settlement. Its name having been derived from 32 "camaronchones" or "camarines", a Spanish word for "kamalig" referring to small nipa or bamboo-made huts by the natives. "

In 1574, Governor General Guido de Lavezarez referred Camarines Sur to the King of Spain as Los Camarines, after the abundance of camarins-rice granaries - which were conspicuous features of the area.
Spanish colonizers later subjugated its people and denominated the area into two distinct aggrupations. The southern portion comprising the area south of the present town of Camalig (in Albay), Sorsogon, the islands of Masbate and Catanduanes, and the area, which is now Partido in present day, then called “Partido de Ibalon”. The northern, upper portion, which included from the present day Camalig town in Albay, and all towns of Camarines Sur and Camarines Norte, was called “Partido de Camarines”.
Partido de Camarines was partitioned into Camarines Sur and Camarines Norte in 1829, and thereafter underwent fusion, annexations and re-partitions until March 19, 1919 when two provinces, jointly called Ambos Camarines, were finally separated with their present boundaries by decree of the First Philippine Legislature. "

I'm amused with still the presence of those sikad-sikad with the big tires used for the ordinary bicycles in old times. The most famous bicycle brands then was callet "SONNET". There was also the "FUJI" brand.

AboitizPower Corp., the Aboitiz family’s holding firm for investments in power utilities, has announced that it is already supplying clean energy to San Fernando Electric Light and Power Co.

AboitizPower said it started supplying San Fernando Electric in Pampanga with power from its Tiwi and MakBan geothermal facilities in Bicol and Laguna, respectively, on Sept. 26.

San Fernando Electric will have AboitizPower as its exclusive energy supplier until Dec. 25, 2012, AboitizPower said in a statement.

“We buy power at a cheaper price and the customer pays less because there is no value-added tax imposed on renewables," Antonio de Leon, senior vice president of San Fernando Electric, said in the statement.

“The world also wins because of smaller carbon footprint from geothermal energy," he added.

“We believe that as a distribution utility, it is our primary duty to serve our customers well and at the same time to treat our environment well," said Michael Escaler, president of San Fernando Electric.

“By going green, we achieve both goals simultaneously," he said.

The maximum demand under the contract is expected to reach from 70 megawatts (MW) to 90 MW, AboitizPower said. —JE/VS, GMANews.TV
