Sinjin P. August 2nd, 2006, 03:43 PM Mayon danger zone expanded; explosive eruption feared
Article posted August 2, 2006, 9:34 pm
The permanent danger zone around Mayon Volcano in Albay was expanded to a seven-kilometer radius on Wednesday as volcanologists warned of the increasing likelihood of an explosive eruption.
“We are moving toward a scenario where there will be one explosion or eruption," Philippine Institute of Volcanology and Seismology (Phivolcs) volcano monitoring chief Ernesto Corpus said in Filipino.
Corpus added that even volcano experts from other countries agreed that the present volcanic activity displayed by Mayon pointed to an imminent explosive eruption.
The lava flow has reached the earlier six-kilometer radius zone declared off-limits to the public by Phivolcs.
Residents of the villages of Mabinit, Miisi, Bonga, Matanag and Buyoan in the southeast side of the vocano were "advised to be vigilant and to be prepared for evacuation if activity escalates."
The Phivolcs earlier reminded the public "to be also aware of potential spread of fire in the upper reaches at Mabinit and Bonga, in addition to hazards associated with explosions from the summit."
However, despite the warnings and deployment of armed security officers in the area, residents, along with tourists who have flocked to the volcano, have been sneaking into the off-limits zone.
He also said volcanologists from the United States and Europe have asked for rock samples from the volcano.
“It is just to study how nature works, that’s the bottomline. On the practical side, to provide information that might be used by other people in the
mitigation of disasters," he said.
The volcano has already emitted 16 million cubic meters of lava.
The emitted lava is expected to surpass the 20 million cubic meters of soil that buried Guinsaugon village in the province of Southern Leyte last February.
The lava flows also triggered fires last week at coconut plantations at the fringes of the danger zone.
[dx] August 2nd, 2006, 03:45 PM ^^ I hope Mayon doesn't act up on the 17th and make a "grand" welcome for Cebu Pacific.
hehe. By the way @Monsi, i noticed that planes using LGP take off and land on both ends of the runway. Minsan take off/land sinda sa direction kang Daraga, sometimes towards Albay Gulf. Depende ini sa weather, right? or what? hehe curious lang..:D
Monsi August 2nd, 2006, 04:06 PM ...notice the direction of Mayon's fumes; it is 'habagat' thus landings and take offs use runway 24; i.e., from Rawis to Bagtang (Daraga). When it is 'amihan' landings and take offs use runway 06; i.e., from Bagtang to Rawis.

six August 3rd, 2006, 06:16 AM Life of Don Miguel Lopez de Legazpi exhibit opens at Legazpi City Museum
The Life of Don Miguel Lopez de Legazpi can be vividly traced in an exhibit when it officially opened yesterday July 18 at Legazpi City Museum in Legazpi City Hall until August 18.
The exhibit was in accordance with Bill No. 9187 proclaiming the 30th of June of every year as Filipino-Spanish Friendship Day named Enduring Friendship.
Fr. Pedro G. Galende, Director of the San Agustin Museum and who initiated to have the exhibit arrived in Legazpi to attend the opening as Guest Speaker.
“Don Miguel Lopez de Legazpi was the first appointed Governor-General and Adelantado of the Philippine Islands. Your city is the only city or town in the whole Philippines named after him. It’s but fitting that an exhibit of your beloved city’s namesake should be held,” Fr. Galende said.
Fr. Galende described the life and adventures of Don Miguel Lopez de Legazpi, most especially his travels to the Philippines, narrating that Legazpi made his way from Cebu going up north to establish the City of Manila and then eventually, becoming the first Governor-General of the Philippines and the country’s sole Adelantado.
Governor Fernando V. Gonzalez who graced the opening, expressed his thanks to Fr. Galende and San Agustin Museum for bringing over the rare exhibit to Legazpi City.
“It’s indeed a privilege for us to have this exhibit in our province and city. The Legazpeños can learn so much from this exhibit and gain knowledge about the roots of the name of their city,” Gov. Gonzalez said.
Governor Gonzalez stressed the importance of strengthening the ties with Spain so that “we could learn more about each other’s culture as depicted in our past and help us on how it can dictate the future.”
“We can’t deny the fact that our country’s culture is heavily influenced by Spanish culture and embracing this, it would allow us to fully understand ourselves,” Governor Gonzalez said, further saying that “I hope this exhibit shall move on to other cities and provinces so that they will be able to see what kind of a man Don Miguel Lopez de Legazpi was.”
The exhibit featured captioned pictures of the birthplace of Don Miguel Lopez de Legazpi and continued to show his successes in business and monumental decisions of leaving Spain to conquer the Philippines. (Ramon Carlo F. Fernandez III)

GO SOUTH, OR MOVE SOUTHWEST!
PHIVOLCS links posted by Tigre should prod our planners to start moving our city center way down south; e.g., Banquerohan,
Buenavista, or San Francisco. Notice how even Alobo is within 15 kilometers of Mayon's crater; it is barely within the area
prone to minimal ashfall but the Jovellar approach would be within area prone to moderate ashfall. (Areas prone to ashfall (http://www.phivolcs.dost.gov.ph/vmepd/hazard/mayonashfall.htm)) IBALIK AN SITE KAN SLIA
SA BARIIS, which is 27 kilometers from the crater way out of ashfall and thus air traffic will not be hampered! Instead of
Hon. Salceda's Metro Dale (sounds like Florida's Metro Dade), it should be Metro Lecaspi (Legazpi, Castilla, and Pilar) :).
On an optimistic note, impending disasters could also give us opportunity to plan better and build better as we can start from a clean slate.

Sinjin P. August 7th, 2006, 06:49 AM PHIVOLCS: Mayon eruption imminent
The Philippines raised the alert on its most active volcano to the second-highest level on Monday and ordered the evacuation of around 20,000 people after three ash explosions signaled a possible eruption within days.
Mayon volcano has been spewing lava and boulders the size of cars since last month, leaving a bubbling, pyrotechnic trail more than 6 km down its southeastern slope.
"We deem it necessary to raise the alert level to four because there were six ash explosions this morning," Renato Solidum, director of the Philippine Institute of Volcanology and Seismology (PHIVOLCS), told Reuters.
"That would mean that the hazardous eruption is more likely."
The military sent trucks to ferry thousands of villagers to evacuation centers outside an eight-kilometer danger zone on the southeast of the 2,462-meter-high volcano.
A 6 km no-go area, fringed by coconut plantations, encircles the mountain.
Residents reported seeing Mayon, famed for its near-perfect cone shape, belching cauliflower-like plumes of ash and gases 800 meters high this morning.
Disaster officials have previously said that around 60,000 people in Albay province would be evacuated in the event of a major eruption with lava moving as fast as 60 km/h.
The Philippines lies on the "Ring of Fire", a belt of volcanoes circling the Pacific Ocean that is also prone to earthquakes.
Mayon is the most active of 22 volcanoes in the country, having erupted around 50 times over the past four centuries. The most destructive eruption came in February 1841 when lava flows buried a town and killed 1,200 people.
The last time Mayon erupted was in 2000-2001

Mond87 August 7th, 2006, 12:51 PM hi guys... im new here and im from daraga... earlier, i've heard of gossips that there'll be an international airport in the town of Daraga w/in two years' time. Does anybody know about this??? Ps, one of the reasons why this new airport is being created is the fact that the Naga/Pili airport is the most dangerous airport in the country. Legazpi airport comes in second. :runaway: So putting up in a safer place - a southern portion of Daraga - is a great idea. Does anybody of you knows about this issue???
habagatcentral1 August 7th, 2006, 02:18 PM By the way, where specifically in Bicol did "Laing" and "Bicol Express" came from?
^^ Wow! An International Standard Airport will surely boost economy and tourism in the Bicolandia!

Mayon Volcano spews ash during its eruption in Legazpi City, Albay province, south of Manila August 7, 2006. The Philippines raised the alert on its most active volcano to the second-highest level on Monday and ordered the evacuation of around 20,000 people after three ash explosions signalled a possible eruption within days.

I never thought TABACO city is that progressive. I've read your posts before, and I'm very much amused with so many things about the city.
I think LCC should change its logo. Parang SM :D
And OT: Does anyone here know about the Ursuas of Bicol? I'm an Ursua kasi. They have a website proudly proclaiming Bicolano ancestry.
drfeelgood17 August 8th, 2006, 04:18 AM @Ady, this is actually the Legazpi/Albay thread, though posts about neighbouring provinces are also welcome. There is a separate thread for Naga if you scroll further down the threads' list. :)
Ady001 August 8th, 2006, 04:22 AM ^^ Ai... sorry...
Hehehehe... I thought of it :D
I'm talking about the Bicol region. Sorry for the designation.
Mond87 August 8th, 2006, 04:48 AM Ady001, I've never heard of Ursuas before but don't you know that Bicolanos originally came from the Visayas and Mindanao regions? However, geographically speaking, we're now part of Luzon...
Ady001 August 8th, 2006, 04:51 AM ^^ the language speaks for itself.
Dagos po KAMO.
Someone even said that Bicolano should be the national language for its heritage.
Mond87 August 8th, 2006, 05:05 AM Hey Ady001, i've just visited the Ursua family website... It's great that you have your own website and it said that Ursua originally came from Libmanan, Cam Sur!!! However, I don't know any Ursua in my life till you came... heheh... btw, I'm from Daraga, more than 100 kms south of Libmanan... my ancestry mostly came from Albay (my home province)... But some of my ancestors originated from down south ---> Visayas. My mother's maiden name, Mapusao, originally came from Aklan. But they spread towards Eastern Visayas, then landed in Sorsogon, their 'stronghold.' There are Mapusaos in Cam Sur and Quezon too!
Ady001 August 8th, 2006, 05:08 AM ^^ Ngek. That's not my website.
The Ursua from my family line orginally came from Aklan.
But I bet the Ursuas from Bicol and Aklan might be related.
Your family name might have the same effect on me also! :D
Mond87 August 8th, 2006, 05:12 AM What effect? Im sorta confused...
Ady001 August 8th, 2006, 05:17 AM ^^ Well you just said you trace your roots in Aklan. Which means I'm also the same!
Mond87 August 8th, 2006, 05:22 AM okay... u really confused me coz you earlier said that ursua came from bicol. then u later changed it... waha... anyways, this doesn't matter at all... we're not even sure whether we really came from aklan coz there aren't any mapusao there. It just so happens that there are Magpusaos there who claim that Mapusaos came from them...
Ady001 August 8th, 2006, 05:23 AM ^^ I'll just have to find Ursuas in this site. :D
Thanks for the help!

Coz I haven't seen any extraordianry events happening in daraga? Is the construction process really on the way???
[dx] August 8th, 2006, 08:55 AM Hey mond87, here's some info about the SLIA culled from Wiki (http://en.wikipedia.org/wiki/Southern_Luzon_International_Airport)
Legazpi City International Airport is a planned international airport that would serve Legazpi City, the capital of Albay, in the Philippines. Although the airport will serve Legazpi City, it will actually be built in the town of Daraga. The airport would be 15 kilometers away from the Mayon Volcano. Some sources also name the airport Southern Luzon International Airport. The airport would replace the old Legazpi Airport, which is only 2-3 kilometers away from this airport.
The office of President Gloria Macapagal-Arroyo has released a total of 1.2 billion pesos for the project, although no figures were disclosed on how much the airport would actually cost.
Background
The airport was in planning since early 2006, when officials discussed the feasibility of an international airport in Legazpi. During March 4 and 5, 2006, officials in Daraga, where the airport would be constructed, discussed with the barangay capitains of barangays Alobo, Inarado, Kinawitan, Burgos and Mabini over the conversion of agricultural lands into industrial lands for the use of the airport. The airport is estimated to occupy at least some 200 hectares of land and many families could be displaced from the airport's construction.
No timeline has been given on when construction would begin or when the airport would be completed. However, it is believed that this airport would be the first international airport to be built in Bicolandia, and according to Daraga mayor Gerry Jaucian, would be a testament to economic growth in the region and of the dreams of Bicolanos, as shown in the following excerpt from the Manila Times:
"We’re grateful to the President for fulfilling the Bicolanos’ dream to have an international airport. This is the realization of our quest to become one of the booming regions in the country."

As far as i know, mayon doesn't erupt as violently as pinatubo... actually, may pathway ang lava niyan, lumalabas lang sa crater then may dadaluyan hanggang maabot ang Pacific Ocean... Portions usually affected by the lava flow: Extreme Northern parts of Legazpi and southern portions of Santo Domingo town. Daraga is not usually affected except for the 1814 eruption which buried Cagsaua, an ancient town laid in ruins found on a northern portion of Daraga. Hanggang saan? I think up to 8 kms south or southeast of the crater...

gurugeri August 8th, 2006, 10:23 AM ^^ Daraga looks like a twin city of Legazpi. Is it for cityhood? Kala ko kasi noong napadaan ako, tatlo ang sentro ng Legaspi: Ang isa ang downtown Daraga, ang isa ang kapitolyo tapos yung downtown area ngt Legazpi.
What's the population of the Legazpi and Daraga combined?
Wazzupwazzup to Daragang Magayon?
To answer your question, Legazpi had a censal population of 157,000 in 2000 while Daraga's was 103,000. So the combined population of Legazpi and Daraga that year was 260,000. I wonder what it is now. I hope I was ogf help to you.
gurugeri August 8th, 2006, 10:26 AM Hello, everyone! I am new in this forum, in skyscrapers, actually, but I have been reading a lot in this site. I am from Daraga, but I love Legazpi, of course! Was in Manila to work for six years, but I am back in Bicol. I am truly happy about how the region has gained some progress since then. Well, it's quite saddening that Mayon is erupting but tourists are coming to pulsating Legazpi.

According to Bicol oldtimers, the Mayon eruptions of the last few decades did not really reach big population areas, unlike the one that buried Cagsawa before. This is because of the frequent eruptions that let off steam every now and then. But lahar flows are still a force to reckon with. In the eighties, several communities were devastated by the mudflows after rains washed away huge piles of lahar that accumulated after these "minor" eruptions.
The main problem of the government are those still living in "permanent" danger zones (including the slopes). they shouldn't be there at anyti :sleepy: me.

I think they are still in the proces of buying land and the right of way. According to this news report (http://www.securityinfowatch.com/article/article.jsp?id=7671&siteSection=388) construction is set to start in the last quarter of this year following the approval of the 2006 General Appropriations Act or the national budget which includes the P2-billion allotment for the airport in Daraga. It is expected to be completed by 2009.

Thanks! Sure, I'll post some when I get home this weekend. I work here in Goa, Camarines Sur. That's three hours from my hometown Daraga. I'm actually borrowing the school's digicam since they also like that I take pictures especially of Mayon. Of course, I'll sneak out some chance to take shots of Daraga and Legazpi.
gurugeri August 9th, 2006, 07:27 AM Hello, everyone! Although it seems that politics shouldn't be discussed here, but I only would like to air my chagrin over our very own Congressman Imperial having made it to the top three congressmen who have had the highest number of absences from the House. I can't remember his rank; I think he was the topnotcher. Salceda was in the Top Ten but that was rather understandable given the many projects in his district. I really think that if not for the very good mayors of both Legazpi and Daraga, these two wouldn't have been budging towards progress. What do you think?

VOLCANOALERT
The SSC Special Coverage
Mayon continues to simmer; 29,530 residents evacuated
Disaster management officials have taken some 29,530 people to various evacuation centers in Albay as Mayon Volcano slightly calmed down from its continued unrest.
While Mayon's activity in the past 24 hours appeared that it was simmering down, state volcanologists said this was a mere "anomalous" decline which reflects "high prevailing unrest" in the volcano.
Alert level 4, which carried a mandatory evacuation order of affected residents, continued to be in effect and government moved villagers to 18 evacuation sites Wednesday morning.
The evacuees, numbering 5,990 families, came from 23 villages from the municipalities of Daraga, Camalig, Malilipot, Guinobatan and Sto. Doming as well as the cities of Legazpi, Ligao and Tabaco.
The Philippine Institute of Volcanology and Seismology (Phivolcs) noted that the number of volcanic quakes in Mayon decreased from 109 down to 21 since 6 a.m. Tuesday.
Sulfur Dioxide emission rate also decreased from a high of 12,745 tons from Monday to 7,829 tons Tuesday.
"These changes or large swings in activity, along with the recent explosions, are indicators of the variability of the conditions of the magma system inside the volcano, and also reflect the high prevailing unrest," it said.
Phivolcs also said seismic instruments continued to record ground vibrations induced by the flow and impact of lava fragments onto the volcano's slopes.
About 294 brief episodes of tremor were generated as hot lava blocks tumbled from the accumulating lava deposits upslope in the general directions facing Mabinit and Bonga.
Mayon Volcano has spewed some 27 million cubic meters of lava since it underwent heightened activity last month, volcanologists said Wednesday.
Phivolcs said this considerably less than the 150 million cubic meters of lava spewed by Mayon in 1928.
Aside from lava, Mayon has spewed a total of 150 million cubic meters so far this year, a far cry from Mount Pinatubo's rage in 1991 when it spewed some seven billion cubic meters of ash and volcanic material.
Phivolcs Director Renato Solidum Jr said they continue to monitor the volcano's activity. He said eruptions may coincide with the earth's tides and phases of the moon.
"There are times that Mayon suddenly erupts without warning. So it is important that the people there be evacuated soonest," Solidum said during an interview on dzBB radio.-GMANews.TV

gurugeri August 9th, 2006, 08:16 AM Proposed 150 km. INPRES road project now set to link Daraga-Libon barangays
The proposed 150 km. road project under the Infrastructure on Productivity for Rural Enhancement Sector (INPRES) is now set to connect at least 30 barangays from the town of Daraga via Anislag going to the municipality of Libon that will open up the entire areas for agricultural development and improve the socio-economic upliftment of the people, Albay Governor Fernando V. Gonzalez said.
Gov. Gonzalez said in an interview the proposed road network project corresponds with the negotiations made between the local government units (LGUs) and the national government through the Department of Agriculture (DA) to push the rural economy in the countryside through the Asian Development Bank (ADB).
Asked on the importance of the road project, Governor Gonzalez said “the main framework (of the project concept) is the merging of the rural economy and of the urban centres to be able to give an opportunity for trade and commerce between the entrepreneurs in the rural with those in the urban centres.”
“It shall strengthen and unite one rural economy with another and then, with the urban economy, moving to become one, pushing and propelling the other towards growth,” Governor Gonzalez added.
Provincial Planning and Development Coordinator (PPDC) Engr. Macario Pavia who heads the Technical Working Group (TWG) tasked in preparing the feasibility study of the entire project said the road network is going to interconnect the Maharlika National Highway with the feeder roads of at least thirty (30) barangays of the 1st and 2nd districts of Albay.
Engr. Pavia said the TWG was made to undergo a long study and survey of the said INPRES road project with the aid of a consultancy firm and complete the feasibility study before it was finally given the nod by the Governor.
According to Provincial Engineer Dante Baclao, the proposed road network project will cut across the Maharlika National Highway from Daraga up to Libon to pass the barangays of Maopi, Magogon, Panoypoy, Comon, Cotmon, Florista, San Isidro, San Roque, Banwang Gurang, San Juan, Pistola, Camagong, Banao, Del Rosario, Topgon, Batbat, Paglawon, Salvacion, San Pascual, San Antonio, San Vicente, Villa Paz, Magallang, among others.
Meanwhile, the Sangguniang Panlalawigan ng Albay (SPA) has approved Tuesday this week during its 95th regular session the resolution authorizing Governor Fernando V. Gonzalez to secure a loan of P200 million from any government banking institution to be used as counterpart fund requirement in the proposed INPRES road network project. (Jose M. Briones)

don't worry Glam. A Chinese firm has already signed agreement that it will continue the proposed Southern Luzon Expressway. The government will fund the expressway from Manila thru Calamba City and to Lucena City. I think it will also run thru Batangas City. Then the Chinese firm will extend the expressway from Lucena City to Naga City to Legazpi City, and if I'm not mistaken, until Sorsogon City. I doubt it if it will run thru Daet.
I think I posted this news in the Naga Cith thread 1.

Sinjin P. August 9th, 2006, 12:07 PM After 'anomalous' calm, Mayon spews ash again
Article posted August 9, 2006, 5:21 pm
Mount Mayon on Wednesday afternoon ejected ash for the 11th time in the last three days, a development which came hours after state scientists reported an "anomalous" decline in volcanic activity.
Philippine Institute of Volcanology and Seismology (Phivolcs) officials detected the minor explosion at 2:07 p.m. They were unable, however, to determine the volume of ash that was released.
"Cloud cover prevented us from getting an accurate picture of the ash it ejected. But this only shows that the volcano is still undergoing continuous activity," radio station dzBB quoted Phivolcs head Renato Solidum Jr as saying.
Solidum added that in the last three days, 294 tremors were recorded. He said some 7,629 tons of sulfur dioxide were emitted as of Wednesday.
Local government and disaster management officials have taken over 30,000 people to various evacuation centers in Albay.
Phivolcs noted earlier in the day fewer tremors and decreased sulfur dioxide emissions at Mayon, but said these reflected a "high prevailing unrest" inside the volcano despite the apparent calm.
Volcanic quakes in Mayon decreased from 109 down to 21 since 6 a.m. Tuesday until the following morning. The sulfur dioxide emission rate also decreased from a high of 12,745 tons from Monday to 7,829 tons Tuesday.
"These changes or large swings in activity, along with the recent explosions, are indicators of the variability of the conditions of the magma system inside the volcano, and also reflect the high prevailing unrest," it said.

A hundred proverbs reflect Bicol’s culture
By Juan Escandor Jr.
Inquirer
Last updated 03:26am (Mla time) 08/10/2006
Published on Page A15 of the August 10, 2006 issue of the Philippine Daily Inquirer
WHAT makes the newly published “Balalong” unique is that it attempts to chronicle Bicol culture through proverbs.
Balalong (stress on the second syllable) is a precolonial period instrument made of bamboo that is beaten by a stick and used by chieftains to summon the villagers. It is also the title of a 118-page book, which seeks to show that Bicol has its own set of proverbs that reveals strands of its unique culture.
The collection represents spoken Bicol in Naga City and most parts of Camarines Sur.
Witty
Sometimes witty and humorous, and at other times profound, the proverbs that author Fr. Philip Francis Reazon Bersabe compiled and classified provide windows to the wisdom and values of a section of Bicolanos through generations.
Classified into four categories—moral, psychological, religious and secular—the book tries to unravel the deeper meaning of each proverb as observed in daily life.
Explained and illustrated, the collection of 100 Bicol proverbs, like in any other cultures worldwide, expresses the perception of ideas and ideals that matter to people based on the norms and tradition in the localities.
For example, “Kun sa lubang ka mahayop, puling an saimong madadakop” (Blow into the mortar, and the dust will get into your eyes) conveys wisdom in simple terms.
Some proverbs are informal and hilarious, reflecting a contemporary outlook. “An tawong matorognon, naagawan nin agom (A sleeping husband loses his wife)” and “An babaeng mainikid-ikid, sa pungo nasasabit (A flirtatious woman gets caught in the protruding branch).”
Bersabe has more of this kind of proverbs that include Bicol’s version of machismo that, he says, originated from Caramoan, Camarines Sur. “An lugad nin lalaki, tinatahi nin nawi (The wound of a man is sutured by a large strand).”
Imagery
“Balalong” shows images that portray Bicolano values and wisdom. It is an addition to the growing list of Bicol literature that seeks to define the Bicolano identity.
But Bersabe, being a priest, tends to frame his discussion with biblical passages, which could narrow the readers’ appreciation of the entries.
It is not remote that several of these proverbs evolved from precolonial times when animism was the dominant worldview of the natives. Framing them from a Christian viewpoint alters their original context.
For example, in the proverb “An harayo sa gatong, dai matotong (One who is far from the burning wood will not get burned),” Bersabe explained this to mean that a person must avoid trouble by distancing oneself from quarrels, dissensions, misunderstanding and trouble.
But he concluded that this “may positively refer to a person who runs away from the love of God and needs to be closer to Him again, to get burned by His love.”
Although the book tries to provide a historical context to some of the proverbs, much work is needed to find their original meanings.
Language research can deconstruct the original meaning of the proverbs. Only thus can Bersabe unleash the universal meanings of the proverbs he has compiled.
Still, the author’s intention of documenting them before they are totally forgotten is laudable.
Bersabe has earned two summa cum laude honors, in 2000 when he finished his Bachelor in Sacred Theology and in 2002 when he obtained his Licentiate Masteral in Sacred Theology at the University of Santo Tomas Faculty of Sacred Theology and Graduate School, respectively.
“Balalong” came out from Goldprint Publishing House in Naga City only in June.

A mushroom cloud of volcanic ash is formed at the lower slope of Mayon volcano.
MATANAG, Philippines – A volcano in the Philippines showed more signs of erupting Tuesday, belching ash three times overnight as officials evacuated tens of thousands of villagers.
The Philippine Institute of Volcanology and Seismology raised the alert for the 8,118-foot Mayon volcano to Level 4 on Monday – the second highest level – after six explosions sent ash columns up to a half mile high. The explosions prompted the mandatory evacuation of about 35,000 villagers in Albay province, about 210 miles southeast of Manila on Luzon island.
Officials also extended the government's permanent “danger zone” from 4.3 miles to 5 miles on the volcano's southern side.
Mayon ejected ash at least three times late Monday and was emitting unusually high volumes of sulfuric dioxide, said volcanologist Ed Laguerta. He said instruments detected more than 100 volcanic earthquakes overnight, mostly unfelt by humans.
“This means there is more magma rising from beneath the volcano,” he said.
More than 28,600 of the 35,000 villagers who were ordered to leave their villages on the southeast slopes of the volcano had been evacuated by late Tuesday, said Jukes Nunez of the Provincial Disaster Coordinating Council of Albay province.
An additional 20,000 people would have to be moved out of harm's way in case of a major eruption, said Albay Gov. Fernando Gonzalez.
President Gloria Macapagal Arroyo commended authorities for an orderly evacuation so far and predicted no casualties even if a major eruption occurs. She assured evacuees there would be enough food rations and services in temporary shelters.
“With the ... effective handling of this crisis, we are confident of achieving a zero-casualty goal in this looming natural disaster,” she said. “We call on the local residents not to flirt with danger by going back to the declared danger zones.”
Despite the mandatory evacuations, many villagers stayed put on farms around Mayon to tend their crops and livestock while guarding their homes and belongings.
In Matanag, a farming village of about 1,400 people, about 600 residents left Monday, but many more chose to stay behind. An army truck sat at the village entrance, ready to assist in a quick escape and soldiers dropped a coconut tree across the road to Matanag to block incoming traffic.
“My mother said that we would not evacuate now unless it's really urgent and there's a big eruption,” 13-year-old Jennilyn Nantes said as she walked to school.
Lava began flowing from the volcano on July 14 and has been slowly extending down Mayon's slopes. Its most violent eruption, in 1814, killed more than 1,200 people and buried a town in mud. A 1993 eruption killed 79 people.
The Philippines is in the Pacific “Ring of Fire,” where volcanic activity and earthquakes are common.

Hi, Sinjin... You should visit Legazpi and see Mayon (I hope it just continue to 'secrete' (for lack of a better word: eject?) lava just like Kilauea).
You have no excuse as you now have more choices: PAL, Air Philippines, or Cebu Pacific. I hope Asian Spirit would also deploy its BAE-146 'Jumbolino' even only on Mondays-Wednesdays-Fridays
to complement Air Philippines' T-Th-Sat.
FYI: Not Ginoong Mayon but Daragang Magayon; that beauty could throw a tantrum if you disrespect her now that she is smoldering!

http://i82.photobucket.com/albums/j246/Monsigh/BasudBridge-1.jpg
(also page 6, post 109; but never mind; it will take a lot of time to download as that page is full of large-format pix).
It's good to see the bridge connecting Arimbay and Bigaa is finally spanned; next would be that in Padang.
Heard the news this morning...a pair of whalesharks fed on plankton too close to the shore of Purok 4 of barangay, Bigaa, that's SMB's place.
The pair was oblivious of the folks gathering in the "daragsaan."
Another news: MY Esperanza of Greenpeace will call at Legazpi Port August 25; the ship, er, yacht (MY stands for motorized yacht, I guess),
will be open to public; we might spy on each other there: you, SMB, and Dexter. Mini EB? I still enjoy the anonymity, but who knows;
our viewfinders could accidentally show any of us on the frame: I even suspect Oli, during his vacation, accidentally included me in
one of his composite panoramic frame of the Boulevard; was it I, in walking shorts and black sandals with arms at the back holding a black object,
perhaps my camera case (but too big) or my helmet (too small)? Not the one with hands akimbo, but he at the edge/end of the road pavement.
Coincidence, perhaps. I frequented the place last summer, especially before sunset. I get this from reading many works of fiction!

I have bug-trouble with my photobucket allowing me to post only one picture at a time. I have scores of pictures but it's a drag to upload.
Maybe Six can update our diasporic compatriots (pardon the verbiage) on Pacific Mall, which is nearly complete, and the ongoing construction
at the Boulevard. I visited last night and the piling of the bridge widening is done; now Sunwest is starting construction (one is a tourist information
center); the fence is going up; I saw several building footprints (for lack of term); i.e., laying out of foundation/groundwork going up to the Hill.
And, I think they started reclaiming the basin further towards the breakwater; that's where they are building the hotel as can seen
in pictures of the scale models.
Please keep the pictures posted, Six. That photobucket bug/glitch I have proved to be a mixed blessing.

Erupting volcano a tourist stop
Aug 16, 2006
LEGASPI, Philippines – Ominous posters around this city show the nearby Mayon volcano, erupting forcefully, shooting fiery sparks into the sky with blood-red lava dripping from its mouth.
But the words on the poster are cheerful rather than frightening: “Visit Legaspi: Mayon Eruption 2006.”
The posters are part of an impromptu campaign to find some benefit from a looming disaster that has already forced the evacuation of nearly 40,000 people from their homes on the rumbling volcano’s slopes into overcrowded evacuation centers.
While initial estimates of tourist revenues are not available, officials say the volcano, which began oozing lava on July 15 and is on high alert for a full eruption, has helped bring in more local and foreign tourists to this city of about 400,000 people on the poverty-stricken Bicol peninsula.
The posters are the brainchild of Legaspi City councilor Cerilo Chan who realized over a week ago that the tourism potential of the volcanic eruption was not being fully exploited.
He printed up the posters and had them placed in different parts of the city and also personally stuck copies at airports, hotels and at the tourism districts in Manila where potential visitors might see them.

that Bacacay is part of it, too, because when traveling to Tabaco, you pass by Bonga (pronounced "Bongga") which is part of Bacacay. I am not sure if there are other barangays too before you reach San Jose, Malilipot.

I think that's not Sipi though but the hills near the MIH. Only a part of Old Albay District is visible. Daraga will be visible if the viewfinder extends a little further to the right of the pic (on second thought, Daraga will be directly below the photographer since Ligñon Hill is in Daraga, right? hehe)

PHIVOLCS keeps alert level as Mayon simmers
The Philippine Institute of Volcanology and Seismology on Sunday kept Alert Level 4 hoisted over Mount Mayon as the volcano continued to show signs of activity for the past 24 hours.
PHIVOLCS recorded a total of 25 volcanic earthquakes and 354 tremor episodes in the past 24 hours while sulfur-dioxide emission remained high at 3,172 tons per day. Lava was also spotted flowing out of the southeast sector of the volcano.
The institute's science research specialist, Lesty Saquilon, meanwhile, denied reports of an ash emission on Saturday.
Saquilon said alert level 4 remains hoisted over Mayon, which means a hazardous explosion is possible.
"The volcano is gathering pressure inside and will eventually explode," Saquilon said.
"A mild or hazardous explosion is possible," he added.
The government earlier ordered the forced evacuation of people residing within the six-kilometer permanent danger zone around the volcano.
A total of 42,202 people or 9,275 families covered by the order are staying in 29 evacuation camps in the three cities of Albay, namely Legazpi, Ligao and Tabaco, and its five towns; Guinobatan, Camalig, Daraga, Santo Domingo and Malilipot.

Published on page A17 of the August 25, 2006 issue of the Philippine Daily Inquirer
LEGAZPI CITY—At least six whale sharks (Rhincodon typus), locally known as butanding, have been seen swimming in the waters off Barangay Bigaa in Legazpi City, facing the Albay Gulf. Jo Roco, science research specialist of the Department of Environment and Natural Resources, said that as of 3:56 p.m. yesterday, they had recorded nine sightings and five encounters with the butanding.
He said the biggest sighted butanding measured 7 meters in length and was observed at about 50-100 meters from the shore. He said they could not yet confirm when the gentle creatures started visiting the area.
“Some fishermen and residents are saying that the butandings have been here for two weeks and others are saying that they have been seeing it for a month now,” he said. “We cannot really say when, but one thing is for sure—that they have been here for quite some time now.”
Mayon-related
Roco said Mayon’s activities might have something to do with presence of the butanding in this side of the Bicol Peninsula. “Water sources in Mayon dried up so the water plankton went down with the rivers and end up in Albay Gulf. The butanding feeds on this plankton,” he said.
Roco said there had been sightings of butandings before but the attitude of the gentle creatures now were different. “They don’t leave and they really show themselves up,” he said of the largest fish in the world.
As if in a fluvial procession, 15 small bancas were waiting to see the butanding near the shore, said Roco. Anacleto Alzaga, 53, a fisherman for 30 years, said it was not the first time he saw a butanding in the area. “This is the biggest number and the longest time they stayed in this area,” he added.
Almost 200 people of all ages, mostly children, were also in the two-kilometer stretch shoreline. A banca sent onlookers laughing when its occupants were thrown off and forced to swim back to their boat.
Information drive
Roco, also the public information officer of the Bicol Scuba Divers Foundation Inc., said they would conduct an information dissemination campaign around the village. “We will meet with the barangay councils to inform and educate them regarding the butandings because their presence might be a big help to them, if ever.”
He said the abundance of food might be one of the reasons there are butandings in the area. “We have observed that the butandings we have seen were at the opening of the river connecting to the sea,” he said.
The butanding, which measures from four meters to as long as 12 meters in length, feeds only on plankton and krills and are harmless and “remarkably gentle and docile enough that it is generally safe to swim among them,” according to the Albay Tourism Council website.

Sinjin P. August 29th, 2006, 04:47 AM Explosion thwarts plan to lower Mayon alert level
Article posted August 29, 2006, 8:56 am
The Philippine Institute of Volcanology and Seismology (Phivolcs) has shelved plans to lower the alert level around Mount Mayon and allow evacuees to head home after a loud boom was heard from the restive volcano.
Lester Saquilon, Phivolcs researcher, said state volcanologists had considered lowering Mayon's warning status from alert level "4" down to "3" after Mayon kept relatively "quiet" for a week.
"Mayon had been quiet the past few days but acted up again Monday," Saquilon said in an interview on dzBB radio Tuesday.
He said Phivolcs' seismic network detected 313 tremors and 24 volcanic quakes from the volcano during the past 24 hours. Mayon also emitted 3,364 tons of sulfur dioxide during the same period.
"Very small explosions" were also recorded, including one at 12:26 a.m. Tuesday.
"We scrapped all talk of allowing some residents to go home because of Monday's explosion. We remain on a high level of alert," he said.
Some 44,000 residents were taken to various evacuation centers since government authorities raised the alert level around Mayon Volcano to "4" last Aug. 7.
Alert level "3" means that an eruption is "highly probable" while alert level "4" means that the volcano entered its "explosive phase" and that an eruption was "imminent."
Meanwhile, radio station dzBB reported that many residents in evacuation areas are anxious to return to their farms so they can tend to their farm animals.
Villagers have been unable to return to their farms as soldiers have been tightly guarding the permanent and extended danger zones.

Legazpi City celebrates the Ibalong Festival this October and transforms this city by the foot of Mayon Volcano into a huge theater for folk arts.
The Ibalong Festival takes its inspiration from the 18th-century epic poem that presents life during pre-Spanish times in the land called Ibalon or the present-day Bicol peninsula. Former Legazpi City mayor and now United Nations Educational, Scientific and Cultural Commission (Unesco) Commissioner Imelda Roces started the celebration in 1992 in a bid to instill among Bicolanos a sense of identity and pride.

Mond87 August 31st, 2006, 05:22 AM @gurugeri, I think Bacacay doesn't have any portion w/in the 8-km danger zone... Al though it is sandwiched by Malilipot and Sto. Domingo, its territory is far and safe enough from Mayon.
@six, that's a wonderful church... I hope its interiors are as good as or better than its exteriors...
@Monsi, my friend here told me that MY Esperanza loaded those Caucasians trying to destroy La Fayette's operations. The 'GreenPeace' name itself, implies so... Furthermore, my friend of mine is from Dap-dap, very close to the Port of Legazpi. Rapu-Rapu, on the other hand, is on the other side of the Albay Gulf.

So you're still a student? Where? BU ba? I am also enrolled there. Anyway, yes, it's such a small portion of Bacacay that the whole town isn't really affected when Mayon gets to be wrathful.
Daraga, the town that never sleeps? Hehe! Totoo yan. One time, my two friends and I had some drinking spree at Jazz Up (cheap ba?) until 2am, then we just strolled around the twon until 5 in the morning. Pero sana on the soonest time, we'd say, "Daraga, the city that never sleeps."

Wow, another feat for our dear city! Is that the same organization which ranked the cities' competitiveness? I was just wondering kasi yung unang citations (also this year) there was no ranking given. An organization declared Legazpi as one of the Ten Most Competitive Cities (small cities category).

------
In the overall ranking in the small cities category, non Metro-cities with population less than 200,000 residents, Surigao City ranked number eight in most competitive list with cities of San Fernando in La Union, Legaspi and Tagbilaran occupied the first, second and third ranks respectively.

San Fernando, Legazpi, Tagbilaran ---> Fist, Second, Third...respectively!
Hope it helps!

RP city rushes to turn volcano
menace into tourism windfall
By Mynardo Macaraig
Agence France-Presse
LEGAZPI, Philippines--Ominous posters around this city show the nearby Mayon volcano, erupting forcefully, shooting fiery sparks into the sky with blood-red lava dripping from its mouth.
But the words on the poster are cheerful rather than frightening: "Visit Legazpi: Mayon Eruption 2006."
…The posters are the brainchild of Legazpi City councilor Cerilo Chan who realized over a week ago that the tourism
potential of the volcanic eruption was not being fully exploited.
He printed up the posters and had them placed in different parts of the city and also personally stuck copies at airports, hotels and at the tourism districts in Manila where potential visitors might see them...

DOT recommends viewing areas for Mayon
LEGAZPI CITY - The Department of Tourism in Bicol has come up with a list of viewing areas for local and foreign tourists expected to come to the city to experience what Mount Mayon has to offer, specially at nighttime.
Tourism regional director Maria "Nini" Ong-Ravanilla said these designated viewing areas are Mayon View Deck at Lingñon Hill, atop of the Kapuntukan Hill in Victory village; Imperial Ridgeview in Buragwis village; Legazpi City ship port fronting the volcano; Mayon International Hotel, Taysan Hills, Barangay Estanza; Cagsawa Church and Cagsawa National Park in Daraga town.
Other viewing sites are the National Highway within the boundary of the towns of Camalig, Guinobatan, and lower portion of Malabog in Daraga, Padang and Basud in Legazpi City as well as the national roads going to the municipality of Santo Domingo and Tabaco City.
The said locations provide a view of lava zigzagging from the crater, flowing toward the southeast quadrant facing Bonga and the villages of Mabinit, Matanag, Buyuan and Miisi, which are south of Daraga town.
Ravanilla told The Manila Times that from July 15 to 18, at least 51-percent occupancy rate was noted from five DOT’s accredited hotels as compared with its normal flow of 36 percent with a figure of 551 tourists, 41 percent foreign, 59 percent are domestic. The five hotels accredited by tourism department here were Hotel Venezia with 60-percent occupancy rate followed closely by Tanchuling, 54 percent, Casablanca, 44 percent, Pepperland Hotel, 42 percent and Magayon Hotel.
Romeo Caraan, Philippine Airline branch manager in Legazpi City, confirmed that foreign tourist arrivals at the Legazpi City Domestic Airport showed a slight improvement since Mount Mayon exhibited glowing tracks of lava flow.
