Aquino III granted to Senator Antonio Trillanes and the other soldiers involved in the Oakwood Mutiny in 2003, the Marine Standoff last Feb. 2006 and the Manila Peninsula Siege in Nov. 2007. "Albayanos are now happy to see its biggest contribution to national leadership and to the task of nation building finally realize his potential. While there are four Bikolanos in the Senate, Trillanes solely represents Albay, Arroyo from Camsur and Honasan and Escudero from Sorsogon. Trillanes gives pride to Albay but more than that he will prove to be a big help to PNoy in leading the country," Albay governor Joey Salceda said Tuesday. "The news spread like wild fire and we are happy both for our elected senator as well as thankful for our President," Romeo Echague, an ambulant market vendor in Daraga town said minutes after learning of the decision. Similar sentiments were in the air in other places during a short round of random interviews, saying their votes will not be wasted and that the fellow Bikolano senator will finally be given a chance to serve Filipinos in the legislative department. Major Harold Cabunoc, army spokesman of the 9th Infantry Division based in Pili, Camarines Sur, said in a telephone interview: "I personally welcome the amnesty to Senator Trillanes and the rest of those involved in the uprising because this signifies President Aquino's sincerity in implementing further reforms in the Armed Forces of the Philippines to better serve the people." Cabunoc said that he is fully supportive of the policy of P-NOY. "If we [grant amnesty to] the rebels, how much more with an elected soldier? [The President] is in the best position to help the soldiers and now is the time to realize those reforms that he had been advocating way back prior to becoming the President. Now is the time and I hope he stands firm by his promise." Tessa Lopez, the regional information officer of Bayan Bikol, said she also welcomed the development and added that "the amnesty must also be given to political prisoners who have languished behind bars for years already." Lopez referred to the "Morong 43" who had been accused during the previous administration and are still facing uncertainties. Albay Governor Joey Salceda said "since the disaster risk reduction (DRR) strategies and the respective rescue and response teams are in place, all we have to do is to pray the Oratio Imperata, a very powerful prayer, so that 'Juan' would spare the province as well as the country." "Before Juan entered the Philippine Area of Responsibility (PAR), we were notified and updated by other international agencies. But, since it entered PAR and it became tropical storm Juan, our provincial DRR policy is to exclusively use the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) weather bulletins as basis for response," Salceda added. Well, I noticed that there seems to be a trend for Spanish signage in Guinobatan, I remember seeing "Municipio de Guinobatan" on their LGU building, although perhaps that's more understandable if the building dates back from the Spanish era. In Spain, it's more likely to be called "Ayuntamiento de Guinobatan". Most educated people would probably understand "potables" from its very similar English equivalent, and also "aguas". When Anto, the informant , at the age of 16, with the community folks decided to enter and discover the cave , of being curious what's really could be found inside, using coleman and flashlights, they noted of the following: Whirling pool at the middle of the cave with a depth of almost the tallest coconut tree; Clear crystal water overflowing inside with almost one kilometer distance of the underground river; Stalagmites and stalactites inside all over the cave, still untoched; Fresh and chilly air inside the cave; One hole at the above middle of the mountain gave a straight light inside the cave; Riding in a banca in getting in, is impossible due to the small entrance gate and several difficult route, as obstacles ; Wonderful and amazing shapes of the stalagmites and stalactites formed like, jars, lifesized human shaped stones, doors compared to that of a church; Several different huged fish species inside the whirling pool; Flock of bats Rumor in the community; serpent as big as Anaconda; Virgin vast forest around the cave Baletes' around , served as the "malignos" central district Presently, nobody dares to get inside , due to the laughing sounds heard before dawn. The punong barangay of Kimantong, my pamangkin, requested me to make a project proposal on the development of the Kimantong Skyline, creating a world class tourist spot, like of that in Baguio City and Cebu, Daraga has the potentials of making it , the best place for tourist and urban development due to the terrain and topographic location, bounded by its hills around. In Cebu, there's a place for the wealthy one, the higher your house is ,the richer you are, overlooking Cebu Metropolitan areas. Our good governor, resides already at Penafrancia, Daraga, out of his plan for Mega Daraga, soon, more development plans are already in the store for us. The two provincial legislators believed that House Bill 5043 or "An Act Providing for a National Policy on Reproductive Health, Responsible Parenthood and Population Development," is not merely aimed at curbing the country's population by allowing the use of contraceptive methods, but also seeks to alleviate the escalating cases of poverty caused by unplanned pregnancies. Borja also stated that it is the responsibility of the government to make all services available to the constituents. “RH Bill will further enhance the delivery of services related to reproductive health of every individual,” he said. “Aside from family planning, reproductive health also caters to prevention of infectious diseases like HIV and AIDS,” Borja said. Board member Glenda Bongao said the proposed measure is not limited to family planning. “We need also to respond to the problem of child mortality and reduce the number of deaths among women due to post natal (pregnancy).” Ranulfo Terragoza, president of Gayon Albay, a non-government organization working on HIV and AIDS advocacy, said their group is in full support to Albay 1st district congressman Edcel Lagman, author of the bill. “We been advocating for so many years for the enactment of the RH Bill,” he said. In Spain, it's more likely to be called "Ayuntamiento de Guinobatan". Most educated people would probably understand "potables" from its very similar English equivalent, and also "aguas". An annual honors program of the National Disaster Coordinating Council, the Kalasag Award aims to publicly recognize local government initiatives at disaster preparedness, risk reduction and mitigation. The Kalasag Award national selection committee took note of Albay’s mitigation and preparedness measures, which they said "can never be surpassed." The awards body said the Albay PDCC, as re-engineered by Gov. Joey Salceda "is an epitome of a resilient province… the model of disaster risk reduction and management scheme, not only in the Philippines but also in the global arena." The Kalasag committee stressed that Albay’s "response mechanism, early recovery and rehabilitation measures are commendable, enabling the PDCC to achieve its zero-casualty objective through the effective and efficient implementation of the four phases of disaster risk management." Salceda said Albay is serious in its plan to buy the lots of those residing in disaster-prone areas to stop them from going back to their places. Of the 8,216 examinees, only 3,973 or roughly 48 percent passed the licensure exam given early this month in the cities of Manila, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo and Legazpi. Some things I noticed in this map: 1) I'm amazed the road marked "route de Pilar" was already around back then. We used to drive down this road on the way to Buenavista where my aunt and uncle had a beach house (the "beach" was full of large rocks/boulders, like those in Cagsawa...but it had an amazing view of Mayon and Albay Gulf, similar to the pics from Manito). But I digress...the reason I'm amazed is that that road wasn't even paved (it was just a dirt road) so I always thought it was fairly recent, not more than 100 years old. 2) You can tell that back then (during the Spanish era) the Albay District was more important (politically and economically) than Legazpi Port by the way in which the map highlights it in bold letters. 3) This confirms that Sto Domingo was called Libog and Malilipot was Malilipod. 4) It is remarkably accurate in its detail of the Albay Gulf coastline. 5) The word "sources" in French refers to springs, perhaps hot springs, just like the ones in Tiwi. Interior and Local Government Secretary Jesse Robredo said the LGUs, which belongs to fourth to sixth class municipalities, will be awarded with P2 million each. They were picked based on their performance in governance, particularly in the areas of planning, fiscal management, transparency and accountability, and valuing performance monitoring. LGUs qualified for the seal should also not have any “adverse” report from the Commission on Audit, which means they have complied with all the requirements of the commission, Robredo said. LGUs who have been awarded with the seal of good housekeeping are qualified to avail of the Performance Challenge Fund (PCF), where they can acquire necessary funds for the development of their respective municipalities. If awarded with the PCF, an LGU should use the money to implement its priority projects, which should be aligned with the national government’s goal to achieve the Millennium Development Goals, Robredo said. Robredo said the PCF is part of the agency’s proposed P86.9 billion budget for 2011. “By linking financial incentives to the LGUs own performance, the latter is motivated to perform better and deliver quality services to the people,” he added. It is a paradox of nature: peaceful and pleasing to the eye with its near perfection and yet that steady stream of smoke from above its peak is a constant reminder of its fearsome wrath and power. Like a mysterious, beautiful woman, she coyly hides herself under the clouds only to reveal sublimity in moments of clarity. You simply cannot take your eyes off her. No matter where you go, the thought of her lingers and haunts you. Touching down in Legazpi airport, coming down from the airplane, no garish tourism signs welcome you, just the awesome view of the volcano. Taking a boat ride off Bicol’s pristine coast line, shimmering blue waters contrasting with emerald green tropical lushness, Mayon towers over all, peering out into the Pacific eternally. Atop mountains and hills, or even strolling along the Embarcadero Mall, there is no escape from its presence. I was truly amazed by the beauty of Bicolandia. Black volcanic soil rich in nutrients begets the brightest green grass and luxuriant tropical foliage that blankets the hills and cliffs by the pristine seaside. Even in the rain and wind, which caught our last leg of the trip, there was something wistful and romantic that reminded me of dramatic scenes from Wuthering Heights. Going through the countryside to see the lava beds, I realized that I was in a micro-cosmos of Philippine geography. Volcanic formations, rice plains, tropical forests and coconut plantations, white-sand beaches and coral reefs, fishermen reeling in today’s fresh catch … everywhere I laid my eyes on something picturesque. I felt that rush of gratitude, that sense of pride in being Filipino — the recognition of luck and providence that I finally have the chance, more than ever, to discover my own country. In the past two months I’ve been to more places in my own country than I ever have growing up! Bicol gave me a sense of hope for our country as I saw a region that really is trying to develop in a sustainable manner. The port was so clean that children were swimming and I actually felt like jumping in myself. Outside by the street there was a line of people waiting to ride an E-Jeep. And all this time I also kept thinking about the different efforts made in Camarines Sur to develop eco-tourism. Why was I in Bicol in the first place? The luxury resort Misibis Bay graciously adopted me as a guest chef for an evening and in return organized for me experiences of a lifetime! First of all, this resort is truly splendid. I am quite frankly pleased to see that a local brand can give international luxury hotel chains a run for their money. The place is tastefully designed and built to let nature in. Apparently the hotel was packed, but for some reason I always felt like I was the only guest there. The service is impeccable and the staff anticipates your needs. Everything feels cozy and friendly, like being welcomed into a home. I also admire their conscious effort to support sustainable development. At the end of the month they are even organizing a giant clam-planting event to help bring back the steady growth of the coral reefs damaged by past blast fishing. Recreation’s Arlie will take you on some fun dives where you can actually also make a difference by cleaning kelp or being a champion windsurfer — he can teach you how! F&B manager Rex makes the best margaritas with fresh lemon and frozen like a sorbet, and I’m sure Chef Dan’s concoctions will make you swoon. I had an internal battle every morning: “Bed or breakfast?” The bed is like a giant marshmallow, enveloping you in pure, fluffy smoothness. I slept 10 whole hours straight on the first night despite the two-hour nap I had that afternoon. The only thing that kept me from lounging another 10 hours more was the breakfast. The true Pinay in me comes out during breakfast. Garlic rice, scrambled eggs, ensaladang talong and none other than crispy danggit, dilis, pusit and “new look” daing. My poor European boyfriend who accompanied me on the trip scrunched his nose every morning: “I can’t eat rice or salted fish this early.” I was so obsessed with the daing that on my last day, I actually attacked two breakfast buffets in two different hotels, Hobbit-style with second breakfast! Yikes! After two days of recreation (Misibis Bay has its own adventure park with a 600-meter zipline!), we spent some time in Legazpi City, where I actually got to meet some relatives. My lolo on my mom’s side is from Libon, Albay. I didn’t realize that we had so many relatives from the Calleja and Fernandez clan. The St. Ellis hotel is also such a surprise. This gem of a hotel is a lot more stylish and well maintained than many Manila institutions and the chef, Luis Jurilla, makes some really amazing comfort food. Apart from really soft beef short ribs Provençale and the super-tasty grilled chicken arrabiata, the winner was the crispy crab wontons, hands-down the perfect blend of creamy seafood goodness and deep-fried indulgence. There was a little cucumber salad on top for freshness and Bicol-worthy spicy sauce. It was truly sophisticated and one of the foodie highlights of my stay. Above all, as with any trip or adventure, despite the food, the activities, the hotels and even nature, it was the utter friendliness and openheartedness of the people I met on this trip that topped everything. They seemed immensely proud of where they come from, passionate about their food and of course, rightfully so of their wondrous Mt. Mayon. But to be perfectly honest, despite all the pili nut-filled supots I took with me for pasalubong, I actually wish I had tried more local fare as, being in the kitchen myself, I had no real occasion to do so. The punong barangay of Kimantong, my pamangkin, requested me to make a project proposal on the development of the Kimantong Skyline, creating a world class tourist spot, like of that in Baguio City and Cebu, Daraga has the potentials of making it , the best place for tourist and urban development due to the terrain and topographic location, bounded by its hills around. In Cebu, there's a place for the wealthy one, the higher your house is ,the richer you are, overlooking Cebu Metropolitan areas. ALEJO October 15, 2010 LEGAZPI CITY, Albay – With the majestic Mount Mayon greeting the racers upon touch down, “The Amazing Race Asia” travels to the Philippines with a pit stop here in magnificent island resort of Misibis Bay. Touted as the series’ most expensive production yet, Legazpi City and Misibis Bay Resorts host the Asian version of this popular reality TV race in an effort to show the world how beautiful the Bicolandia region is. A handful of media people were flown in to Legazpi with the two-man Philippine team of Richard Herrera and Richard Hardin (also called ‘The Riches’) to recreate the tasks on the race—or perhaps to torture them. “It was one of the most physical legs [in the race],” admits Herrera. But he did say that when they found out they were going to the Philippines next, “We were very, very excited…” “We were hoping that some part of it would be in Manila,” Hardin states. The other teams, they’ve had home court advantage… the Malaysian teams, they both [finished first], right? We were hoping we could move around Manila. ‘Cause we were pretty good in Manila, Alabang… Me and Rich (Herrera), north, south… we’ve been there… Makati.” But the boys didn’t have such luck. Hardin, who came to the Philippines roughly six years ago to play basketball for the MBA, has traveled to several provinces before. “I’ve been to Mindanao, Cebu, Osamis… But Legazpi, not once…” The Riches, as with the rest of the racers (including the other all-girl Philippine team composed of Jess James and Lani Pillinger), were faced with a Detour once they got to Misibis Bay. With two tasks to choose from, the hardy boys boldly went for the one where they could literally get down and dirty. Between the “Jig” (wherein they had to learn some dance steps to the severely LSS-inducing “Ibalong” song that told of Bicol’s early epic tale of heroes) and the “Pig” (a more physically demanding task at that!), the look on the boys’ faces as they relate their experience told us we’re in for hours of TV fun… at their expense! Of their choice to mud wrestle with wily pigs, Hardin kids, much to everyone’s amusement, “I saw some of the [‘Ibalong’] moves…It’s not my style!” He adds, “I’m more of a hip-hop guy,” demonstrating he’s got some swag right there on his chair. Posing a challenge to the members of the media, the Riches helped recreate their soon-to-be proudest TV moment—it certainly would go well when they watch the episode with their friends, which they often do—with a couple of press people. Indeed, the task seemed daunting, and the pigs (much smaller this time than the ones in the actual race) obviously weren’t too happy. “We kind of squeal like that on the show sometimes, too,” Herrera drawls. But the real danger is in what the eyes can’t see. “He was cut up from head to toe. He got pounded. He was rolling around in the mud,” Herrera says of Hardin, half in jest and half with pride. “Oh, I would say there’s more than [just] mud. There’s just things in the bottom of the pen… it cuts you up,” Herrara adds, shaking his head. “I actually went in with shoes, but I take them off because they would get stuck.” Needless to say, the clothes they were wearing then were ruined for good. Hardin reveals that for the task, somebody rubbed what he says was vegetable oil “on our arm and our chest.” “The guy was having too much fun putting it on, too,” Herrera jokes. “The crowd was going insane,” Herrera says, recalling the task. Indeed, there were about 200 people who cheered the boys on, shared Misibis Bay resort manager Ian Varona. And Herrera exclaims, “I think it was the most Tagalog that I spoke in the entire leg!” interject At the pit stop, over by the amphitheater overlooking the sea, a short distance above the Misibis Bay resort, the racers were greeted by the ebullient Tessa Prieto-Valdez in a colorful gown of roses and a matching headdress designed by Pepsi Herrera, styled by Eldzs Mejia. A source reveals that the ever-quirky Prieto-Valdez has, in fact, become one of the production team’s favorite greeters in the entire race. While there is still a long way to go to determine the winners of “The Amazing Race Asia,” the Riches could at least reveal one thing—a valuable lesson. “Keep your mouths closed,” Herrera dryly says. “First hand experience… it does not taste well.” Indeed, pushing themselves to their limits, the Riches might have still made it past the Philippine leg—they wouldn’t reveal anything, no matter how hard we try (bribes and plying them with alcohol do not work). Retracing the racers’ path, the media also visited the Ligñon Hill Nature Park, where tourists could also go on several zip lines with a view of Mayon; as well as the Cagsawa Ruins, where tourists could visit what remains of the bell tower when Mayon erupted in 1814, burying the main church and the reported 1,200 people that sought refuge there. Cagsawa Ruins could be reached via an hour-or-so ride on All Terrain Vehicles (ATVs), which the racers did—as did the media, led this time by the unstoppable Riches. “We ran as hard as we could all the time,” Herrera reveals as much of their racing strategy. “But it doesn’t necessarily mean it was in the right direction… So we try not to run too far in the wrong direction.” How did the Riches fare in the Philippine leg of the race? Blandino Maceda, DILG regional director, said the towns of Sto. Domingo in Albay and Mobo in Masbate were among the top awardees of the good housekeeping seal among other 4th-5th class municipalities in the country. The awarding rites which was held on Monday at Malacanang Palace, highlighted the Launching of New Initiatives with President Benigno “Noynoy” Aquino III in celebration of the 20th year of Local Autonomy. Albay Gov. Joey Salceda, who accompanied Sto. Domingo Mayor Herbie Aguas in Malacanang, commended the political leadership of Aguas for being the recipient of the house keeping seal. Salceda said “We congratulate the people of Sto. Domingo and its political leadership under Mayor Herbie Aguas.” In the statement, Salceda goes on to explain that in a recent comparative analysis on Human Development Index (HDI) of the Millennium Development Goal (MDG) performance, Sto. Domingo also came out on top followed by Polangui, Albay, among 18 LGUs in Bicol. The two Bicol towns that belong to the 4th and 5th class municipalities that were bestowed the seal received P2 million each. Maceda said Sto. It was doubly significant, therefore, when the National Historical Institute unveiled last week two markers at the Manalang-Gloria ancestral home near the city’s international port. Sitting on a 3,700-square-meter property, the house was built in the early 1900s by a wealthy Bicolano, Don Mariano Villanueva. It was considered one of the most beautiful houses of its kind in the country. Its old Spanish architectural design has been preserved through the years and protected from renovations. With an 800-sqm floor area, the two-story structure has four big bedrooms, two living rooms, a dining hall, a kitchen, a terrace and a basement. The stairs, floors, ceiling and windows are wooden. Capiz in the windows filter the glare of tropical sunlight. Bahay na Bato Though seemingly bare, the house has some old furniture, photographs and some of Manalang-Gloria’s books. In the mid-1900s, the house became a trading center of Smith, Bell and Co., an American-owned merchandise firm which had a branch in Tabaco. Manalang-Gloria, described as a “pragmatic businesswoman” in a literary biography written by Edna Zapanta Manlapaz, bought the house in 1965 for P50,000 from an American agent of Smith, Bell and Co., who was clueless of its real estate value. Manlapaz said the poet felt no compunction for having “taken advantage,” as it were, of the agent’s ignorance because, she maintained, it was his business to know what he was selling. Legazpi City museum curator Erlinda Belleza said the bahay na bato, or the stone-and-wood houses of the 19th century, is a product of native and Spanish parentage. In the book “Igkas-Arte: The Philippine Arts During the Spanish Period,” the bahay na bato features a sala (living room) flanked by bedrooms with wide doors and bounded, sometimes on two sides, by the volada or airy gallery. Space flows from one room to another. When all doors to the rooms are opened, the house becomes one vast space. It has an elaborate system of openings and shutters—the windows wide and high, sometimes extending the whole length or width of a room, the book said. Elemelita Almosara, NHI deputy executive director, said the agency put up the historical markers in front of the house after a team of heritage architects surveyed and analyzed its features. Tourist attraction “Based on an analysis of the NHI, the Bahay-Kalakal (trading house) of Smith, Bell and Co. is really a remarkable and classic bahay na bato, the oldest in the city of Tabaco,” Almosara said. Tourism regional director Maria Ong-Ravanilla said the place would be included in Bicol’s tourism packages. More than the grandeur of a heritage site, what makes it significant is the story behind it, she said. The site would be of great help in showcasing the rest of the historic city, Mayor Krisel Lagman-Luistro said. “We want to give our tourists good memories of how we once lived and how simple life was before.” According to Manlapaz, Manalang-Gloria bought the house only for investment purposes. Although she found it to be very beautiful, she never considered moving into it. “I don’t like living in an expensive house,” she was quoted by the biographer as saying. Manalang-Gloria’s clan today values the old house in a much different way. While the matriarch had no room for sentimentality, her only daughter and heiress, Angelina Gloria-Ong, lives a less complicated life as a housewife. Poet’s clan “It was only during the last few months of my mother’s life when she lived in the house she had bought. It was where she died in August 1995,” Gloria-Ong, 65, said. “People would think my mother was romantic because she was a poet. But she was more of a businesswoman—strict and very conservative,” she said. She said the recognition given by the NHI both to the house and to her mother has made her feel proud and honored. Gloria-Ong said she started to live in the house only in February 1995. Now, only the sixth of her eight children—Michael, 28—also lives there. The rest, except the youngest, have their own families. Michael said his nephews and nieces still frequent the place, which is near their school. The clan also holds special family occasions in the house. “After the markers were placed, passersby would come near and read them. Nobody gave this much attention to our house before. Some things I noticed in this map: 1) I'm amazed the road marked "route de Pilar" was already around back then. We used to drive down this road on the way to Buenavista where my aunt and uncle had a beach house (the "beach" was full of large rocks/boulders, like those in Cagsawa...but it had an amazing view of Mayon and Albay Gulf, similar to the pics from Manito). But I digress...the reason I'm amazed is that that road wasn't even paved (it was just a dirt road) so I always thought it was fairly recent, not more than 100 years old. 2) You can tell that back then (during the Spanish era) the Albay District was more important (politically and economically) than Legazpi Port by the way in which the map highlights it in bold letters. 3) This confirms that Sto Domingo was called Libog and Malilipot was Malilipod. 4) It is remarkably accurate in its detail of the Albay Gulf coastline. 5) The word "sources" in French refers to springs, perhaps hot springs, just like the ones in Tiwi. Have we lost another tourist attraction due to the exploitation of our natural resources? In return what do we get ? The whole Aleco fiasco... 1. I guess Pilar was already an important town back then due to its Port. That's why it has 'special mention' in this map hehe 2. Yup, Albay and Legazpi were once two separate towns and here it is clear which was more important 3. Yup! According to this link (http://stodomingo-albay.org/history-of-sto-domingo-albay.html), the name Libog may have come from 'labog' or unclear water because there used to be little potable water in the vicinity, 'libot' or winding way, since one has to divert from the Legazpi-Tabaco road to reach the town, and 'labog' or jellyfish which abounds in its coastal waters. I read somewhere that 'Malilipod' is from the word 'lipod' which means 'to shield or to protect', referring to the mountainous ranges protecting it from Mayon's fury. (I love trivia! lols) 4. Agree! To Batan Island Rapurapu it takes 2 hours, while to town proper is 3 hours,tabi doc. People from Bogtong, Batan Island told me that if they were invited for fiestas in Manito, its just an hour. That's a long time to be in one of these small boats/ferries...I'm wondering, is it possible to travel to Manito and take a boat from there to Rapu-Rapu? Would that be any faster? Or even slower? Is the road to Manito already fully asphalted? I remember it used to take us about 35 minutes to drive to Buenavista, which is just before Manito. Back then, it wasn't asphalted and was a very rough journey. It does sound like a very scenic and adventurous trip from the way you've described it. This Albay Gulf Adventure sounds promising. I've heard before, that the Sunwest Group of companies will also develop, Manito Boiling Lake (NAG ASO LAKE )into a world class spa and as part of the facilities perhaps of the tourist in Misibis , i don't know now the development of such plan. denz161 October 20th, 2010, 04:26 AM The investment of the provincial government of Albay for this year’s education sector has reached P67.4 million, the highest budgetary allocation of the provincial government next to health, which it has properly divided among different projects. Albay Governor Joey Salceda’s thrust in education is to ensure that there is a college graduate in every family and to give recognition to outstanding teachers, principals, and students as well as providing cash incentives to local government units implementing new innovation in education projects. “Education is the only investment that guarantees a return, the moment a child is born, parents are thinking about education. When employees come to work, a vast majority is working to pay for education in one form or another, this is why the provincial government is investing more to education sector,” Salceda said. Every year, the provincial government through the Provincial Education Department (PED) is appropriating P6 million for Gawad Albay sa Edukasyon. This program aims to give recognition to the Outstanding Principal in the province; Ten Outstanding Teachers in Albay (TOTAL), Student Excellence in Academic Leadership (SEAL) and Kadunong Award for Best Practices in Education program being implemented by the local government unit. The awarding ceremony for all categories of Gawad Sa Edukasyon is set every 17th of December. As of October 18, 2010, there are 16 finalists for SEAL; 15 finalists for TOTAL; eight qualifiers for outstanding principals; and four LGU finalists for Kadunong Award. Governor Salceda said that winners for TOTAL and Outstanding Principals will receive P100,000 each plus a plaque of recognition while SEAL winners will receive P20,000 each, a plaque of recognition and a Lakbay Aral Program sponsored by private partner. The best local government unit with best education practices will receive P200,000 and a plaque or medal of recognition. Aside from giving recognition to individuals with excellence performance in the sector of education, the provincial government has maintained its Education Assistance for the past four to five years with a total amount of P38.8 million fund for calendar year 2009 to 2010. “This amount is being utilized as financial assistance to some 7,000 college students enrolled in 12 indentified educational institutions in the province including 3 Bicol University Local Campuses,” Salceda said. Since last year the province is implementing the Graduate Study Subsidy Program (GRASSP) for teachers taking master’s degree. This program has a total budget allocation amounting to P2 million. Governor Salceda emphasized that GASSP’s main objective is to promote highly competitive, intellectual standards and teaching competencies through quality research and this program is available to all graduate students. For thesis writing, each student will receive a minimum of P30,000 and a maximum of P60,000 subsidy while for dissertation writing, a student is entitled to a minimum of P50,000 and maximum of P100,000.00 subsidy. Meanwhile, the Albay Higher Education Contribution Scheme (AHECS) is now is now on the 2nd semester of implementation. This is a newly introduced education program in the province with a total budget appropriation amounting to P16 million to cover at least 1,600 target student beneficiaries for school year 2009-2010.” AHECS is a study now pay later scheme for poor but deserving students in the province. “Because of the increasing number of scholars and high school graduates every year, the provincial government has decided to provide a new program to help students decide what course they wish to enroll to in college,” Salceda said.
