How many storeys is this building? This could in the tallest region...possibly Bicol's first skyscraper.

I'm not sure if it's 80 metres though, but it certainly meets the criterion of "protruding above its built environment". :)

City Engineer perhaps will not issue Occupancy Permit if it does not follow the standards

may nabasa ako sa net or broadsheets ata yun na ang 9 storey building is not considered skyscraper so its ten and up..

the tallest building in Bicolandia is still the LCC legazpi it got 8 floors and i think LCC should improve the rooftop (9th flr?), it tell you guys they got an awesome 360 degree/birds eye view of the Downtown.
Naakyat ko na 'to nung nagkaron ng tsunami scare dito sa legazpi days after nung typhoon reming, i took refuge to this mall 'cuz' i got nowhere to run for a higher grounds.. Hahaha! And the tsunami was just a false alarm! Amph! :nuts:

geez, these giants are now envading the public markets... Tsk! Tsk! Im still not sure if its okay... Kawawa maliliit nating negosyante dyan.. Thats for sure. Sa LGU ok lang ata dahil ma-maximise nila ang building at malaki-laking income yan.. :nuts:

BAAD magimata na lang kita digdi DANTE sa Daraga magkataning na ang LCC and SM malls dyan sa poblacion :rofl:

Albay to host LGU+3i climate change national conference on November 4-6

Legazpi City (29 October) -- Local chief executives, planning managers, scientists and academe sector, civic society and community leaders, legislators, and development partners from across the country are set to meet here on November 4-6, this year, for the LGU Summit+3i in pursuit of mainstreaming the climate change adaptation program in the country.
Albay Gov. Joey Salceda told PIA News Service that the summit intends to to provide a venue for critical actors to agree that adaptation is a critical developmental concern that needs to be addressed to pursue and meet country's commitment towards Millennium Development Goals (MDGs) 2015.
Salceda furthered that local government units, as front liners in meeting the commitment towards achieving MDGs, must recognize that "development as usual" approach without considering climate variability and extremes, may pose as threat in meeting these development goals.
"LGUs across the country must have a concerted effort to fast track achievement of MDGs, especially at the local level, to meet the 2015 target and share experiences in tracking their MDGs' progress," he said.
The governor, acclaimed "Senior Global Champion of Climate Change and Disaster Risk Reduction" by the United Nations (UN), also stressed that the powerful role of LGUs to trail blaze an aggressive and proactive climate and disaster resilient development plans/programs is enshrined in the Local Government Code of 1991.
The summit, according to Salceda, is designed to demonstrate and translate effective and efficient implementation of science-based analyses for climate change adaptation and disaster risk reduction measures and build consensus towards a way forward for climate change adaptation action.
The Philippines continues to intensify its efforts to keep track with its commitments in the various Millennium Development Goals (MDGs).
For target year 2015, commitments in reducing poverty, increasing food security, improving health and ensuring environmental sustainability are progressing on a slow pace. According to the recent 2010 MDG Progress Report, some challenges include inadequate investment, ineffective government policies, and lack of commitment.
The same report also identified impacts that apart from the global financial crisis and price shocks, climate change (both climate variability and extreme) was identified as an eminent threat to achieving our poverty, education, health, gender equality and environmental sustainability commitments. Moreover, attainment of MDGs will be more difficult for a developing country, especially for a climate hotspot country, like Philippines.
Development as usual may not be enough to address these emerging threats. Non action may bring about short term (loss of lives, property and environmental integrity) and long term (reversal of development gains) impacts. Thus, increasing the Philippines' capacity to implement adaptation measures is vital for meeting its 2015 MDG target.
In a interview at PIA's Ugnayan sa Bikol radio program recently, Executive Director Manuel Rangasa of the Center for Initiatives and Research on Climate Adaptation (CIRCA), also the conference director of the LGU Summit 3+i, said that the interfacing will also showcase Albay's best working practices on disaster risk reduction citing "pre-emptive evacuation" of communities-at-risk resulting to "zero casualty" in times of disasters and emergencies as adopted models in the country and recognized by the UN.
Rangasa also emphasized that this year's title of summit carries along the "+3i" to signify that climate change adaption program must radiate in all three main islands of the country, Luzon, Visayas, and Mindanao.
In the end, according to Rangasa, local governments will be able to determine priority adaptation measures that would protect and facilitate MDG achievement by target year 2015.
"We also expect utmost support among local chief executives on the National Strategic Framework, signifying their commitment to assess their respective localities' vulnerability to climate change, identify possible adaptation measures and summarize in a vulnerability assessment matrix (VAM) by January 2011 as input to the drafting of the national and local CCAP," he said.
The Climate Change Commission (CCC), under the headship of Sec. Heherson Alvarez, cited that the country's strategic framework on climate change takes serious cognizance of the high vulnerability of the Philippine archipelago to climate-related hazards.
The commission noted that over 90 million people, now face threats from more intense tropical cyclones, drastic changes in rainfall patterns, sea level rise, and increasing temperatures.
"Indeed it is unequivocal that climate change will have serious implications on the country's efforts to address poverty and realize sustainable development for current and future generations-ultimately making climate change an issue of intergenerational equity," it also stated.
CCC stressed that implementation of direct adaptation measures to address climate variability and extreme is highly local, wherein the critical role of local governments in shaping and implementing successful adaptation measures that would ensure continuity of development and provide safety nets for highly vulnerable groups that are very dependent on natural resources.

Yes, I noticed that despite the hustle and bustle of its city centre Tabaco seems to be falling behind other cities judging by the latest income data. Perhaps the city is disadvantaged by its location? Its surrounding towns are still quite poor, unlike Ligao's neighbours which are mostly prosperous towns. This has an impact on the local economy as prosperous neighbours can boost a city's trade and economic potential. Even Tiwi is still a second-class municipality despite being home to the geothermal plant since the 1960s. Wealth hasn't really "trickled down" to the ordinary people. Not that I believe in this "trickle down" economic theory anyway. Another factor might be the small size of its land area, compared to Ligao, which seems to derive its prosperity from the wealth of its large farms. If you look at the figures closely, the value of land certainly boosts a city's income.

Yup. I also observed that the towns pulsating around Tabaco City are not that economically progressive as compared to the towns & cities of the 1st and 2nd districts of Albay. That may explain perhaps the investors hesitancy to invest heavily in Tabaco as they have this perception of the lower puchasing power of its residents.

Tabaco City has also a rather isolated location unlike the boom towns of Daraga and Ligao whose proximity to Legaspi City and the buzz generated by the BIA and GUICADALE projects are making real property rates to zoom up and economic activities to expand exponentially. Kaya expect their respective incomes to also shoot up in the succeeding years with Daraga as the biggest gainer in all of these activities. That leaves Tabaco City again out of this equation :ohno:

I'm not sure what the solution to this is. But since Tabaco cannot rely on a large agricultural hinterland to sustain its growth unlike Ligao, it might be more profitable to focus on trade. I think the key lies in expanding its market across the border to the adjacent "Partido" towns of Camarines Sur. That road from Joroan, Tiwi to Sagnay could perhaps be made safer - or widened to four lanes so that Albay and Camarines Sur will have a new coastal road link to complement the "national highway" that runs through the central part of both provinces. Trade would then increase between the border towns which at present, are rather isolated from each other because of poor connections, despite their close proximity. Tabaco could also specialise in retail and market itself as a shopping destination for the eastern coast of Bicol (once the aforementioned coastal road has been widened). The international port won't earn Tabaco as much money as we might imagine since these days much freight is transported via cargo planes and over roads rather than through ships. Shipping continues to decline in importance. Tabaco cannot therefore rely on its port, especially as traffic to that port is quite thin anyway.

Another alternative might be to merge with its neighbouring small towns such as Bacacay, Malilipot and Malinao - or even all the way to Tiwi - these are all pretty small towns with low income levels anyway. Tabaco can then market itself as a "large city" or at least a moderately large one, with a potential market of around 300,000. Or if that is too traumatic for local politicians, they could just opt for a Metro Tabaco - different label, same economic effect. Sell yourself as a big city to retail developers, mall owners, BPOs etc...in other words, I think Tabaco would benefit from greater urbanisation since it lacks a large agricultural base - and promote itself accordingly.

Kenyans rule Mayon run

LEGAZPI CITY—A 1-2-3 sweep in the men’s division highlighted the Kenyans’ domination of the 21-kilometer Mayon Trail Run International held here Sunday as part of the city’s month-long Ibalong Festival.


Philip Ronoh clocked 1 hour and 37 seconds to notch his first international win after a tightly fought race that saw the top four runners finishing within seconds of each other.

William Kigyego followed Ronoh home in 1:38, with Anthony Kosgei third in 1:40.

Top Filipino bet Cresenciano Sabal was fourth in 1:41.

In the female category, another Kenyan, 18-year-old Irine Jeptoo Kipchumba led from start to finish to prevail in 2:12.

Ronoh, 24, who started running in competitively in 2007, said winning a race in Kenya, a country of a million runners, is very difficult.

“There are thousands of Kenyan runners who compete in different continents,” he said.

The 21-km race over one of the world’s most grueling and toughest trails drew more than 250 runners, including entries from the United States, Italy and Spain.

The field negotiated three mountain trails with panoramic views of Legazpi City and Albay Gulf, went through a tunnel, crossed a river, and climbed a five-story lava wall.

Sabal said the Mayon race runners thought only of “how to survive the challenge.”

The competing field was fired off at 6 a.m. in the city’s Peñaranda Park.

Vicente Caurez, 73, of Los Baños, Laguna, was the most senior participant of the race organized by the Junior Chamber International-Legazpi Chapter, MTR project chair Yves Eli Yu and city councilor Cerilo Chan.

Legazpi City administrator Noel Rosal said the MTR was a way to promote the city.

Race sponsors included the Philippine Daily Inquirer, Bandera, The North Face, 100 Plus and AMA Computer College in Legazpi.

Salceda named UN senior global champion of disaster risk reduction

Legazpi City (29 October) -- Albay Gov. Joey Saceda was named on Tuesday the Senior Global Champion of Disaster Risk Reduction at the opening of the Asian Ministerial Conference on DRR at Convenzia, Songdo, Incheon Metropolitan City, in South Korea.
United Nations (un) Assistant Secretary General Margareta Wahstrom representing UN Sec Gen Ban Ki Moon haded the award to Salceda as Senior Global Champion of DRR during the opening ceremonies of the Asian Ministerial Conference on DRR on Tuesday.
Salceda in an emailed acceptance speech he said the people of Albay is honored by the award from the United Nations as a recognition of our zero casualty performance for the past 16 years.
He said," The people of Albay thanked the UN ISDR for this award, and we accept the award as a challenge to sustain our disaster risk reduction program in pursuit of Millennium Development Goal."
He claims that given the rising climate risks, no development is possible without adaptation, however it is development that gives meaning to adaptation.
"Adaptation is the duty of the state simply because it is the poor that bears the brunt of climate impacts and natural disasters- those who are most vulnerable are also the least capable of protection, those who have more in risks also have less in resources," Salceda noted.
Giving emphasis to CCA he said "this duty can not be outsourced, it can not be offshored, it can not be delegated. But it must do so by capacitating local communities and reinforcing local governance - by making cities and provinces resilient."
Similarly, in May this year, The United Nations International Strategy for Disaster Reduction (UN ISDR) has named Salceda as'Senior Champion' of climate change adaptation and disaster risk reduction, in Bonn, Germany.
Albay, a calamity prone province that faces the Pacific Ocean where most typhoons of the year originate, joined the conference dubbed as Asia First World Congress on Cities and Adaptation to Climate Change'Resilient Cities 2010', as a global model.
The UN ISDR aims to build disaster resilient communities by promoting increased awareness of the importance of disaster reduction as a component of sustainable development.
Salceda, pioneered the'zero casualty' policy through preemptive evacuation during disasters, and hosted the National Conference on Climate Change Adaptation in two successive settings; first at the Albay Astrodome in Legazpi City Albay in 2007, and the second at the Diamond Hotel in Manila in 2009. Both were well acclaimed and attended by international crisis managers, scientists, businessmen and students.
Salceda was recognized as an outstanding campaigner and implementor of Climate Change Adaptation (CCA) and Disaster risk Reduction (DRR) in a global gathering of that size since it puts the Philippines in the forefront of noble objectives.
"I joined the ISDR campaign for resilient cities as global role model for Asia for two reasons: first, Albay wants to learn from the best practices in the rest of the world; second, we want to push ourselves higher on standard to drive ourselves harder on this effort and to push the envelope on development through DRR and CCA," Salceda said.
He said adaptation is an investment, not a cost: "It reduces risks, thus increases business returns. Albay has seen a surge in investments even after typhoons Reming and Milenyo, Mayon eruption and a spate of recent disasters. CCA and DRR allow development to proceed amid disasters", since they don't disrupt people's lives since the provincial government takes charge of the disaster.

Yes, I noticed that despite the hustle and bustle of its city centre Tabaco seems to be falling behind other cities judging by the latest income data. Perhaps the city is disadvantaged by its location? Its surrounding towns are still quite poor, unlike Ligao's neighbours which are mostly prosperous towns. This has an impact on the local economy as prosperous neighbours can boost a city's trade and economic potential. Even Tiwi is still a second-class municipality despite being home to the geothermal plant since the 1960s. Wealth hasn't really "trickled down" to the ordinary people. Not that I believe in this "trickle down" economic theory anyway. Another factor might be the small size of its land area, compared to Ligao, which seems to derive its prosperity from the wealth of its large farms. If you look at the figures closely, the value of land certainly boosts a city's income.

Yup. I also observed that the towns pulsating around Tabaco City are not that economically progressive as compared to the towns & cities of the 1st and 2nd districts of Albay. That may explain perhaps the investors hesitancy to invest heavily in Tabaco as they have this perception of the lower puchasing power of its residents.

Tabaco City has also a rather isolated location unlike the boom towns of Daraga and Ligao whose proximity to Legaspi City and the buzz generated by the BIA and GUICADALE projects are making real property rates to zoom up and economic activities to expand exponentially. Kaya expect their respective incomes to also shoot up in the succeeding years with Daraga as the biggest gainer in all of these activities. That leaves Tabaco City again out of this equation :ohno:

I'm not sure what the solution to this is. But since Tabaco cannot rely on a large agricultural hinterland to sustain its growth unlike Ligao, it might be more profitable to focus on trade. I think the key lies in expanding its market across the border to the adjacent "Partido" towns of Camarines Sur. That road from Joroan, Tiwi to Sagnay could perhaps be made safer - or widened to four lanes so that Albay and Camarines Sur will have a new coastal road link to complement the "national highway" that runs through the central part of both provinces. Trade would then increase between the border towns which at present, are rather isolated from each other because of poor connections, despite their close proximity. Tabaco could also specialise in retail and market itself as a shopping destination for the eastern coast of Bicol (once the aforementioned coastal road has been widened). The international port won't earn Tabaco as much money as we might imagine since these days much freight is transported via cargo planes and over roads rather than through ships. Shipping continues to decline in importance. Tabaco cannot therefore rely on its port, especially as traffic to that port is quite thin anyway.

Another alternative might be to merge with its neighbouring small towns such as Bacacay, Malilipot and Malinao - or even all the way to Tiwi - these are all pretty small towns with low income levels anyway. Tabaco can then market itself as a "large city" or at least a moderately large one, with a potential market of around 300,000. Or if that is too traumatic for local politicians, they could just opt for a Metro Tabaco - different label, same economic effect. Sell yourself as a big city to retail developers, mall owners, BPOs etc...in other words, I think Tabaco would benefit from greater urbanisation since it lacks a large agricultural base - and promote itself accordingly.

I heard that once it rains in the area between Sagnay and Tiwi, the route is no longer passable. The route needs to be improved. The view there of the coast is spectacular, although I myself have yet to see it. Train operation have long ceased in Tabaco, I hope it gets revived and gets a direct connection to Ligao station.

Ligao seems to be more progressive than Tabaco because it has bigger annual income. However, if you will look closely Ligao's bigger income is I think attributed to its bigger IRA share because it has a much bigger land area compared to Tabaco. However, in terms of trade and commerce, Ligao lags far behind Tabaco. Tabaco is not really isolated as we may think. It is the gateway to Catanduanes. Many people from Catanduanes shops for their goods in Tabaco. Even people from Samar send their kids to school in Tabaco because there are vessels plying between Tabaco and Samar. You can easily gauge the volume of trade in a place by counting the number of banks that do business in the place. Tabaco has a number of bank branches - BPI, BDO, PNB, RCBC, what else. PNB, BPI and BDO have been there for a while. In the early years, Tabaco is home to a number of big business, like Candano Shipping and Cambare Shipping. Don't forget LCC, it started in Tabaco. Candano used to own La Trinidad Hotel in Legazpi.

I'm not trying to put down Ligao, I'm just stating facts. Just look at the downtown of Tabaco and you will see the difference. If you plan to put up a business in Albay outside of Legazpi/Daraga metropolitan area, Tabaco is the next best thing.

Ligao seems to be more progressive than Tabaco because it has bigger annual income. However, if you will look closely Ligao's bigger income is I think attributed to its bigger IRA share because it has a much bigger land area compared to Tabaco. However, in terms of trade and commerce, Ligao lags far behind Tabaco. Tabaco is not really isolated as we may think. It is the gateway to Catanduanes. Many people from Catanduanes shops for their goods in Tabaco. Even people from Samar send their kids to school in Tabaco because there are vessels plying between Tabaco and Samar. You can easily gauge the volume of trade in a place by counting the number of banks that do business in the place. Tabaco has a number of bank branches - BPI, BDO, PNB, RCBC, what else. PNB, BPI and BDO have been there for a while. In the early years, Tabaco is home to a number of big business, like Candano Shipping and Cambare Shipping. Don't forget LCC, it started in Tabaco. Candano used to own La Trinidad Hotel in Legazpi.

I'm not trying to put down Ligao, I'm just stating facts. Just look at the downtown of Tabaco and you will see the difference. If you plan to put up a business in Albay outside of Legazpi/Daraga metropolitan area, Tabaco is the next best thing.

Ligao seems to be more progressive than Tabaco because it has bigger annual income. However, if you will look closely Ligao's bigger income is I think attributed to its bigger IRA share because it has a much bigger land area compared to Tabaco. However, in terms of trade and commerce, Ligao lags far behind Tabaco. Tabaco is not really isolated as we may think. It is the gateway to Catanduanes. Many people from Catanduanes shops for their goods in Tabaco. Even people from Samar send their kids to school in Tabaco because there are vessels plying between Tabaco and Samar. You can easily gauge the volume of trade in a place by counting the number of banks that do business in the place. Tabaco has a number of bank branches - BPI, BDO, PNB, RCBC, what else. PNB, BPI and BDO have been there for a while. In the early years, Tabaco is home to a number of big business, like Candano Shipping and Cambare Shipping. Don't forget LCC, it started in Tabaco. Candano used to own La Trinidad Hotel in Legazpi.

I'm not trying to put down Ligao, I'm just stating facts. Just look at the downtown of Tabaco and you will see the difference. If you plan to put up a business in Albay outside of Legazpi/Daraga metropolitan area, Tabaco is the next best thing.

you're right. Ligao seems more progressive than Tabaco, but in truth, Tabaco is more progressive than Ligao. However, in the long run, I think Ligao would be more progressive... well, I just think... :)

DPWH Bicol Launches 'Lakbay Alalay' Program for UNDAS

LEGAZPI CITY, Oct. 29 -- In line with the Department of Public Works and Highways' (DPWH) thrust of assisting all motorists in the forthcoming observance of All Saints' Day on November 1, Secretary Rogelio Singson has directed all regional directors and district engineers to activate a composite team who will aid the traveling public.
In Bicol, DPWH Regional Director Danilo Dequito has ordered the deployment of Motorists' Assistance Centers on strategic locations of the national highway of Bicol. Each District Engineering Office in the region has an existing organized team ready to give free roadside emergency repair assistance to motorists during long holidays.

These teams are composed of engineers, car mechanics, equipment operators and other service crews.

This program, dubbed as "Lakbay Alalay" will start at 6:00 a.m. on October 30, 2010 until 12:00 noon of November 3, 2010.

This is in coordination with the Land Transportation Office (LTO), the Philippine National Police (PNP) and the Local Government Unit (LGU) officials. These Centers will be installed at the following locations:

Albay province : Basud, Sto. Domingo (DM Jct.-Legazpi-Sto. Domingo-Tabaco-Camarines Sur Bdry. Road); Busay, Daraga, Albay (Daang Maharlika); Paulog, Ligao City (in front of Albay 2nd DEO);

Camarines Norte: Tabugon, Sta. Elena (Km 244+313, Daang Maharlika) (with roving unit);

Bicol bishop adds voice to 'abolish SK' calls

Reports of vote-buying by some candidates for Sangguniang Kabataan (youth council) have prompted a Bicol-based bishop to push for the abolition of the SK.

Legazpi (Albay) Bishop Joel Baylon made the call in a pastoral letter where he cited “corruption and cheating" during the elections in his diocese alone.

"We are calling for the abolition of the Sangguniang Kabataan. This institution may have lofty goals and some positive contributions but has been found generally wanting," Baylon said in a pastoral bulletin issued Saturday.

"It has failed in teaching the young the values of democracy and the skills for good governance. Far from being an empowering presence, it has become a corrupting influence on our youth," added Baylon, who also heads the Catholic Bishops’ Conference of the Philippines’ (CBCP) Episcopal Commission on Youth.

Baylon made the call less than a week after the synchronized barangay and SK elections, which was held last October 25. Before him, Senator Edgardo Angara had also proposed the abolition of the SK.

In his pastoral letter, Baylon said the problem is not with the young people but in the political structure and culture where the SK operates. While he agreed that there is a clear need for youth representation in governance, he said this should not in the manner and form of the current SK.

"Sorry state of affairs"

"Mere reforms in the SK will not resolve its inherent flaws, its recidivist nature and its sorry state of affairs. It has to be abolished, only then can we make way for better representation and genuine empowerment of the youth," Baylon said.

The text of the letter was posted on the CBCP news site Sunday.

Citing reports reaching him, Baylon said virtually every priest in his diocese reported vote-buying and selling were rampant in their respective places of assignment and hometowns. He said that in some places, vote-buying for the position of SK chairman reached as high as P1,500 per voter.

In some cases, he said young voters were "quartered" in various beach resorts and other places prior to and during Election Day by "political patrons."

"Most shocking," he said, were widespread stories of parents of SK bets who funded, supported and pushed their children to bribe other youths into voting for them.

"Vote-buying is morally wrong. It is unfair to candidates who have lesser means or who choose the path of principled campaigning. It is unfair to the electorate because it puts undue influence on their right to vote. It subverts the will of the people. Vote-buying feeds the vicious cycle of graft and corruption as politicians and their patrons later find ways to recoup their election 'investments' by stealing from government projects and exacting political favors," he said.

Abolition not the answer

Senator Francis "Chiz" Escudero had earlier opposed the abolition of SK, saying that the youth should be given a chance at governance.

"Tutol ako doon, kung may kulang, punuan natin, kung may baluktot, diretsuhin natin, kung may dapat gawin, gawin natin. Pero huway naman abolish agad," Escudero said in an interview last Wednesday.

(I oppose that. If there are shortcomings, let us make up for it. If there are things that should be straightened up, let's straighten them up. If there are things that have to be done, let's do it. But let us not abolish it right away.)

During the Senate hearings on the proposed postponement of the barangay and SK polls earlier this year, Sen. Ferdinand Marcos Jr., head of the local government committee, and Sen. Juan Miguel Zubiri also opposed the scrapping of the SK system.

President Benigno Aquino III had earlier said he wants the SK — composed of one chairman and seven councilors — to be restructured to have just one representative. Presidential spokesman Edwin Lacierda said that Interior Secretary Jesse Robredo has drafted a bill calling for such setup.

Higher stakes

But Baylon voiced fears the stakes will be even higher in the next round of elections.

"When the next round of election this time for the SK Federation President on the municipal, city and provincial levels come, another level of vote-buying, 'quartering' and corruption of youth leaders would almost certainly arise, involving bigger sums of money and more scandalous forms of bribery," he said.

Bayon said the SK elections have failed in teaching the young the values of democracy and the skills for good governance. "Far from being an empowering presence, it has become a corrupting influence on our youth," he added.

"The problem is not with our young people but in the political structure and culture where the SK operates," he added.

Baylon clarified that the youth should not be stifled, as there is still a clear need for youth representation in governance. He also said the training of the young should not be stymied, and there is a definite need for their political empowerment. “But not in the manner and form of the current SK," he stressed. - KBK, GMANews.TV

Government set to finalize SLEX rates

MANILA, Philippines - Malacañang and the Supreme Court (SC) agreed yesterday that the toll increase at the South Luzon Expressway (SLEX) may now push through.

Presidential spokesman Edwin Lacierda said the Toll Regulatory Board will meet next week to determine the new rates based on public consultation and on their own computation.

“Let us not be too agitated,” he said.

“I know the concerns are there. I know that all of us have fears about the increases and their domino effect but look at what happened to NLEX (North Luzon Expressway).

“There had been big improvements and over time, people saw the benefits. People were willing to accept it. But, at the same time, in the meantime, let’s appeal to the public not to be so rash in their decision.”

On the other hand, SC spokesman Jose Midas Marquez said the government plan to increase toll may now proceed after the SC affirmed the legality of contracts of SLEX and two other major toll ways in Luzon.

“With the lifting of the temporary restraining order, this ruling is a go-signal for the increase in toll fees,” he said.

“It would be up to the operators to set when the increase will be effective.”



Lacierda said Malacañang will await the SC ruling on the petitions against the imposition of value added tax on toll.

It would be up to President Aquino to push through with the VAT, pending SC resolution, he added.

Lacierda said drivers and operators could file their petitions with the Land Transportation Franchising and Regulatory Board for fare hikes.

The public should look at the benefits of having well-maintained expressways, he added.

Lacierda said people also objected to toll increases at the North Luzon Expressway.

“But when we saw that the NLEX was good, (people) used it,” he said.

“There are benefits in the long run. As long as people see the visible effects in terms of road service, in terms of convenience, in terms of ease of traffic… we believe that the people are reasonable.”

The SC ruled that toll rates and periodic adjustments in the expressways are “simply predicated on the basic rationale for investing in a toll project” -- a reasonable rate of return for the investment.

“The viability of any infrastructure project depends on the returns – which should be reasonable – of the investment coming from the private sector,” read the SC decision.

“While the interests of the public are ideally to be accorded primacy in considering government contracts, the reality on the ground is that the tollway projects may not at all be possible or would be difficult to realize without the involvement of the investing private sector, which expects its usual share of profit.”

The SC also dismissed as “without adequate factual mooring” allegations and conclusions of the petitions as to the unreasonable increase of the toll rates.

“The use of a tollway is a privilege that comes at a cost,” read the SC decision.

“The toll is a price paid for the use of a privilege. There are to be sure alternative roads and routes, which motorists may fall back on if they are unwilling to pay the toll.

“The toll, as might be expected, is pegged at a level that makes the developmental projects and their maintenance viable; otherwise, no investment can be expected for the furtherance of the projects.”

Salceda: Ruling could have adverse effect

In Albay, Gov. Joey Salceda will ask the Supreme Court to reconsider its decision allowing a hike in toll at the Southern Luzon Expressway.

The Bicol Regional Development Council (RDC) chairman said the ruling would have an adverse economic impact on the welfare of small and ordinary commuters.

Salceda, a consultant to different international financing institutions, was one of those who opposed before the SC the proposed 277 percent hike in SLEX toll.

“I feel so helpless (with the SC ruling),” he said.

“Where will an ordinary person from the province go for protection? The ruling has long term adverse economic impact on the welfare of our small viajeros that depend on Divisoria trade, our fish dealers that rely on Navotas, our ordinary motorists that include students studying in Metro Manila or families visiting their relatives working there,” he told The STAR through email.

Salceda said affected provinces do not have the means to recover or offset the net resource outflow of at least P480 million annually from the small economic base.

“The ruling magically transforms a Marcosian instrument of economic disruption and social injustice into an act of liberal democratic establishment,” he said.

Salceda said the SLEX is the main artery for trade with Metro Manila, the lifeblood of Bicol.

“Easily, SLEX toll payments will disproportionately account for 8 percent of total fuel expense currently at about P2,800 (Manila-Legazpi using diesel),” he said.

“With air transportation limited and relatively expensive and the Legazpi-Manila Bicol Express unlikely to come full steam by 2015 and the Muntinlupa-Calamba section of the South road under heavy Calabarzon traffic, Bicolanos have no choice but to use the SLEX for their transport requirements.

“We cannot accept the tradeoff between the heavy traffic of the Muntinlupa-Calamba and high cost of SLEX since why do Bicolanos have to singularly pay for the ineffectiveness of DPWH public expenditures?

“The SLEX toll amounts to an unavoidable imposition on our traders, farmers, students who study in NCR, workers in PEZA zones in Cavite, Laguna and on ordinary families who visit their relatives in Quezon City.

“The prohibitive cost is tantamount to a curtailment of trade and our freedom to travel.” The state-sponsored road transport monopoly should be subject to a higher standard of public hearing since it is heavily affected with public interest, he added.

Salceda said the SC cannot rule aside the disruptive effects on fragile countryside economies and the aggravation of an already inequitable distribution of incomes and economic power.

“Considering this, we cannot simply give up - the fight is not yet over,” he said.

Dinky denies role in bond float

LEGAZPI City, Philippines - Social Welfare and Development Secretary Corazon Soliman said a sister of a former finance secretary was behind the P10-billion Poverty Eradication and Alleviation Certificate (PEACe) bond float in 2001.

“I was no longer with Code NGO when the bond float was made. The one who replaced me was Ms. Marissa Camacho and the executive director was Dan Songco and they’re the ones who led and undertook this process,” Soliman told The STAR in an interview here. Code NGO is short for Caucus of Development NGO Networks, the proponent of the bond issuance. Marissa is a sister of Jose Isidro Camacho, who served as finance secretary during the Arroyo administration from 2001 to 2003.

“As I understand, the bond proceeds were donated to the Peace and Equity Foundation, which helped a lot of people,” she said.

“If there will be any investigation, we are willing to face it. But I’d like to make clear, I have nothing to do with the PEACe bonds,” Soliman said.

The PEACe bonds issue is expected to set the tempo of the Commission on Appointments hearing on the confirmation of Soliman.

Moreover, some lawmakers, particularly Rep. Rufus Rodriguez of Cagayan de Oro, have moved for a House probe on the controversy upon the resumption of session on Nov. 8.

The DSWD has the biggest increase in the 2011 budget in the Aquino administration. At least P21 billion of its allocation would finance the conditional cash transfer, which is itself a subject of controversy.

“We have put in place at least five layers of controls to insure that the project really benefits the intended beneficiaries,” Soliman said, adding that her department has the capability to implement the project.



“This is not a dole-out because there were 16,000 beneficiaries who were already de-listed from the 900,000 beneficiaries nationwide for not following the conditionalities of the project,” she pointed out.

Soliman visited Libon in Albay and Claveria in Masbate to assess the implementation of the department’s anti-poverty projects.

She said there are now 85,395 beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) covering 571 barangays in 59 municipalities in Bicol.

Under the CCT, which covers more than 2.3 million households, a beneficiary-family would be given as much as P1,400 monthly for 10 months subject to certain conditions like requiring the mother to undergo regular check-up at a local public health center.

Purging of list

Meanwhile, Malacañang confirmed that DSWD was purging its list of beneficiaries of the CCT.

“As we speak, the DSWD personnel had started weeding out the existing list but we are (also) going over the list of beneficiaries and families that are to receive in order to make sure that those really in need will be the ones to benefit from the conditional cash transfers,” deputy presidential spokesperson Abigail Valte said over radio dzRB.

Valte also said the PEACe bond controversy has not affected the Palace’s trust in Soliman’s integrity and ability to implement the CCT program.

“And if I recall correctly, there are a number of names that were taken out of the list because they were not able to meet the criteria for the 4Ps (Pantawid Pamilyang Pilipino Program),” Valte said.

Some lawmakers said the list of the DSWD’s supposed beneficiaries was filled with “ghost families” and that under Soliman, the program’s credibility would be put into question.

“We are confident that Secretary Soliman is very able and capable of implementing the program of the conditional cash transfer,” she said.

“We can see that Secretary Soliman is continuing with her work even if she’s being criticized by some sectors,” Valte said.

“Despite criticisms against Secretary Soliman, we are confident that she is a very professional woman and that she knows it’s part of the job,” Valte said.

Valte said President Aquino “personally handpicked” Soliman and Presidential Adviser on the Peace Process Teresita Deles, who was also being implicated in the PEACe bonds controversy. With Aurea Calica

It's good to see the Grand Central Terminal is always busy and packed with tourist buses. Looking at the structure, especially the roofing, I'm just hoping it can withstand super-typhoons.

Before it became ELTA theater, this used to be named CINE MADRID owned by the Madrids of Daraga. It showed second run movies. First run movies were shown at Rex Theater in Legazpi. There were three original moviehouses in Daraga - Madrid Theater, Plaza Theater (owned by the Baylons) and Daraga Theater. Plaza Theater also featured first run movies while Daraga Theater showed those FPJ and Erap movies. In the late sixties, El Cid Theatre the first aircon moviehouse in Daraga opened showing first run movies.

Yes, Daraga has been a first class municipality. It's annual income, if converted to city, will most likely beat all other existing cities in Bicol except Naga and Legazpi.

I vaguely remember a Belen Theatre somewhere on Rizal St, and also Joya y Preciosa, which was somewhat like the theatre of the old La Trinidad. There was even a Shakey's nearby. By the time I was growing up, Rex Theatre had deteriorated to a seedy cinema, showing mostly "bomba" movies or cheap action thrillers. :lol:

These pics illustrate how the centre of gravity appears to be shifting towards the Landco area as the new CBD of Legazpi. With the ongoing development around EM and the Legazpi Boulevard, it might shift yet again. Does anyone know what type of buildings are going to be built on the reclaimed area next to the Sleeping Lion?

I love the clouds in this pic - it seems like they are descending down Mayon's slopes and threatening the city. The clouds are very low-lying and are at about the same altitude as the Mayon Skyline Hotel. It must be very foggy and chilly there by now.

Actually, the clouds are ascending. It's an example of "orographic lift". The prevailing north-easterlies force warm, moisture-laden to rise upwards when it encounters high elevations such as Mayon. As this warm air gains altitude it cools down, provokes condensation and clouds, and eventually rain. This is the reason why Legazpi is so rainy at this time of the year (Nov-Feb). For the same reason, the western side of Albay is drier than the east coast, as the rain-bearing clouds have to surmount the considerable obstacle of Mayon, before finally reaching the western shore, where it is often much reduced. This is also why Mayon always seems to have cloud formations "hugging" it. Because of the volcano's unusual conical shape, the rising clouds tend to follow the contours of its slopes, thereby forming interesting shapes, often resembling Saturn's rings.

Salceda, RDC Chair, cited the experience of Clark where international traffic virtually flew from 7,880 to 600,000 after open skies was applied in 2004. “An open skies should equalize the opportunities for regional destinations vis-a-vis the more developed incumbents like Manila, Cebu and Davao. “An open skies in Daraga” should further accelerate the tourism growth of Bicol which Sec. Lim acknowledged as one of the fastest growing destinations for foreign tourists with Legazpi serving as the gateway to a well-diversified portfolio that includes Misibis, Caramoan, Mayon, CWC and Donsol The synchronized pursuit of regional industrial policy laser-focused on tourism by the provincial governments of Albay, Camsur and Sorsogon utilizing their organic budgets should be complemented by the national government investment in Bicol Int’l Airport and further afforded a more conducive policy framework- an open skies. That should breed the beginnings of sustainable development in the countryside.

@Yvette, this is what I mean by making the future BIA a real international airport in the sense of a real alternative hub to NAIA and Mactan and not a white elephant airport that is "international" only in name (there are several examples of such airports in the country...). This is what I'm talking about when I say that the future int'l airport should be instrumental in stimulating the growth of tourism in Bicol. In order for this to happen, as well as implementing an "open skies" policy as Salceda suggests, I think we should also ensure that the future airport is ALSO a domestic hub, by encouraging passengers from the Visayas and Mindanao to use this airport when flying internationally or flying in from abroad. The idea is to reduce Filipinos over reliance on NAIA, easing congestion at that airport and giving other hubs such as Mactan, Davao and eventually BIA a chance to become regional hubs. If you look at the flight maps of Cebu Pacific, PAL, Asian Spirit etc....you will see that the vast majority of fiights radiate from NAIA. Clearly, this has to change. These maps illustrate why there is such a massive gap between MM and the rest of the country.

I vaguely remember a Belen Theatre somewhere on Rizal St, and also Joya y Preciosa, which was somewhat like the theatre of the old La Trinidad. There was even a Shakey's nearby. By the time I was growing up, Rex Theatre had deteriorated to a seedy cinema, showing mostly "bomba" movies or cheap action thrillers. :lol:


Yes, there was a Belen Theater along Rizal St. which was at the end of Magallanes St. (tinutumbok ng Magallanes). This theater was the original Najar Theater showing first run Tagalog movies. They had wooden chairs both in the orchestra and balcony sections. This theater was originally owned by the Najars who has their house in Cabangan near St. Agnes. They later sold it to the Madrids of Daraga. Beside Najar was the old Golden Dragon Restaurant, one of the most popular Chinese restaurants then, after Legazpi Restaurant. Both the theater and the restaurant are now part of LCC.

Joya and Preciosa is a theatre complex owned by former Governor Pepita Seva Aquino and her husband Sec. Balthazar Aquino who also owned Mayon Imperial Hotel. Shakeys was within the theatre complex. This was in the late seventies up to the eighties. With these businesses, you will note that Legazpi was ahead of its own time. Legazpi was not ready for such establishments so they did not last long. We had in the seventies business establishments like Shakeys, KFC, Mayon Imperial Hotel - but then these were just too sophisticated then for our populace then so they died a natural death. But look at Shakeys today at PM, it's always full. Had MIH been operating today with the standard they used to have, they should have been making money. If LKY pushes with the re-opening of MIH, I'm sure it will be a gold mine for them.

Our city is now ready for the future.

DOT Secretary Lim bats for a speedy completion of Southern Luzon International Airport (SLIA) in Albay

LEGAZPI CITY—Department of Tourism(DOT) Secretary Alberto Lim said he wants a speedy completion of the Southern Luzon International Airport (SLIA) in Barangay Alobo in Daraga, Albay to make Bicol a top tourist destinations in the country as well as support DOT’s target to double the number of foreign tourist arrivals.

“I will strongly recommend it to Department of Transportation and Communication as one of the top priority airports in the country,” said Lim during a forum of local government officials and public sector representatives at the St. Ellis Hotel over the weekend.

Lim said “Bicol is now third fastest growing tourism destination in the country today second only to Cebu and Boracay with new tourism come-ons like Camarines Sur Water Sports Complex,Caramoan Peninsula, Misibis Bay Resort and Donsol, Sorsogon”.

“No amount of selling will work with a good product like Mayon Volcano whose tourism attraction is limited to its eruption compared to developing new tourism products where tourists enjoy while engaging in an activity like whale shark interaction, wake boarding or riding an MTV to view the lava trail at the footsteps of Mayon Volcano,” Lim told the participants which include Donsol mayor Jerome Alcantara,Legazpi City mayor Geraldine Rosal, Tony Tan of Albay Chinese Chamber of Commerce and Industry and Henry Buban of Albay Chamber of Commerce and Industry.

With the new international airport, tourists anywhere in the world can fly easily to Albay to enjoy their time with less travel time in commuting.

“Our target is to double the number of foreign tourist coming to the country in 2016,” said Lim who lamented that the country is now ranked sixth compared to Malaysia,Thailand, Singapore,Indonesia and Vietnam.

The DOT said country’s annual foreign tourist arrivals is just three million despite its bid as a tourism destination since the `70s.

Although the DOT’s role is recommendatory, Lim said government agencies which implements large government infrastructure projects such as the DOTC in its impact assessment also “get points or inputs from us.”

For his part, Albay Govenor Joey Salceda said the government has already bought 82 percent of the private agricultural lands in Alobo and neighboring barangays for the 3.4-billion Southern Luzon International Airport (SLIA) in Barangay Alobo.

Salceda said 32 percent of the construction of the runway and offices under Phase I has already been completed including 35 percent of P hase II has also been completed.

Salceda said P780 has already been released by the DOTC September this year for the on-going construction.

“ This new, modern international airport can boost tourism which is Bicol’s biggest potential where it enjoys comparative advantages,” Salceda said.

To be viable, Salceda the SLIA is now connected by a road network to and commercial centers and tourist destinations as far as Donsol. He said that more than 80 percent of the road network including bridges around the international airport has already been completed.

“Our Guicadale Economic Platform now is drawing private investments,” said Salceda, adding that with the threat of climate change intensifies as the years move on the private sector is now responding positively to our development guidance and should significantly lift the prospects of safe development in Albay.

Guicadale which stands for Guinobatan, Daraga, and Legazpi City where residents at risk in this areas will eventually settle at the new, safe and elevated economic hub of Albay with the airport’s completion.

“This is other half of adaptation mainstreaming- the first half is the integration of Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) into public investments program and the other half is the participation of the private sector in disaster-proofed/climate-proofed development.”

Property developments have sprouted with Jaucian Village in Daraga reporting near 100 percent take-up and similarly in adjacent areas in Legazpi City.

“ Raw land prices have leapt 10-fold from P50 per square meters,” said the Governor, adding that Bicol College will be establishing its campus in Anislag partly helped by the cash flows from our Albay Higher Education Contribution Scheme (AHECS) scholarship program.

The international airport sits on a 300-hectare land area and is slated for completion two years from now.

Well, I quite agree with you Doc. Regional tourism is still in the upswing. So maybe opening up BIA to regional airlines will stimulate the tourist arrivals from Taiwan, China and Korea. Maybe even Russian tourists will take notice.

I think you're right there Mr - there was a time in the late 70s to early 80s when Legazpi seemed quite progressive and ahead of its time. The PNR was still in operation and Mayon International was at its prime. I think the decline started in the mid to late '80s, especially after Sisang in 1987. However, as we can all see, the city has since been making up for lost time and its development and growth is henceforth unstoppable. Note how Reming only had a very temporary slowdown effect (see Dexter's post in the Bicol Region thread for the Albay's growth stats since 2000).

Exactly. Diversification of your target market is part and parcel of a good tourism strategy. The shooting incident at Luneta shows that we cannot rely too much on a few countries as world events and politics are always unpredictable. The old cliche of not putting one's eggs in one basket is still a good motto in my opinion. The advantages of having a diversified market is clear. In the case of recession in the US for example, we would still have other countries who are unaffected or less affected to fall back on.

Earlier, Yvette asked me to elaborate on why Legazpi should develop its southern barangays and what benefits a southward expansion of the city centre would bring. I have outlined the case for this in her new site. I have reposted it here so everyone can join in the discussion:

Here are the advantages of the southern barangays:

1) Relatively far from Mayon's lava flows and lahar - therefore safer. Also, because of its hilly terrain, most areas should be less prone to flooding than the present CBD.

2) As this area is still thinly populated, there is still plenty of room for expansion

3) These southern barangays would be quite close and accessible to the future BIA
4) The area, especially the southernmost part, is about half-way between the current centres of Legazpi and Sorsogon cities - a strategic location for trade between the two cities

disadvantages:

1) crime and safety: police presence will need to be increased vastly to reassure future businesses and residents that this area is indeed safe from criminals and "insurgents"

2) the road network in the area is still very patchy (although this seems to be gradually changing with the opening of that road in Dap-Dap, for example)

3) to take full advantage of point 4 above, a more direct road between the southern barangays and Sorsogon City must be built - if I'm not mistaken, at present one has to go through Daraga first then exit through to Cumadcad, Castilla, before finally reaching Sorsogon City - total travel time -1.5 hours, or even 2 hours in bad traffic. Am I right? If so, an alternative and faster road could be built between, for example barangay San Francisco or Buenavista straight through to Sorsogon. This would end the isolation of this corner of Legazpi.

Before it became ELTA theater, this used to be named CINE MADRID owned by the Madrids of Daraga. It showed second run movies. First run movies were shown at Rex Theater in Legazpi. There were three original moviehouses in Daraga - Madrid Theater, Plaza Theater (owned by the Baylons) and Daraga Theater. Plaza Theater also featured first run movies while Daraga Theater showed those FPJ and Erap movies. In the late sixties, El Cid Theatre the first aircon moviehouse in Daraga opened showing first run movies.

Yes, Daraga has been a first class municipality. It's annual income, if converted to city, will most likely beat all other existing cities in Bicol except Naga and Legazpi.

Bicol bishop adds voice to 'abolish SK' calls

Reports of vote-buying by some candidates for Sangguniang Kabataan (youth council) have prompted a Bicol-based bishop to push for the abolition of the SK.

Legazpi (Albay) Bishop Joel Baylon made the call in a pastoral letter where he cited “corruption and cheating" during the elections in his diocese alone.

"We are calling for the abolition of the Sangguniang Kabataan. This institution may have lofty goals and some positive contributions but has been found generally wanting," Baylon said in a pastoral bulletin issued Saturday.

"It has failed in teaching the young the values of democracy and the skills for good governance. Far from being an empowering presence, it has become a corrupting influence on our youth," added Baylon, who also heads the Catholic Bishops’ Conference of the Philippines’ (CBCP) Episcopal Commission on Youth.

Baylon made the call less than a week after the synchronized barangay and SK elections, which was held last October 25. Before him, Senator Edgardo Angara had also proposed the abolition of the SK.

In his pastoral letter, Baylon said the problem is not with the young people but in the political structure and culture where the SK operates. While he agreed that there is a clear need for youth representation in governance, he said this should not in the manner and form of the current SK.

"Sorry state of affairs"

"Mere reforms in the SK will not resolve its inherent flaws, its recidivist nature and its sorry state of affairs. It has to be abolished, only then can we make way for better representation and genuine empowerment of the youth," Baylon said.

The text of the letter was posted on the CBCP news site Sunday.

Citing reports reaching him, Baylon said virtually every priest in his diocese reported vote-buying and selling were rampant in their respective places of assignment and hometowns. He said that in some places, vote-buying for the position of SK chairman reached as high as P1,500 per voter.

In some cases, he said young voters were "quartered" in various beach resorts and other places prior to and during Election Day by "political patrons."

"Most shocking," he said, were widespread stories of parents of SK bets who funded, supported and pushed their children to bribe other youths into voting for them.

"Vote-buying is morally wrong. It is unfair to candidates who have lesser means or who choose the path of principled campaigning. It is unfair to the electorate because it puts undue influence on their right to vote. It subverts the will of the people. Vote-buying feeds the vicious cycle of graft and corruption as politicians and their patrons later find ways to recoup their election 'investments' by stealing from government projects and exacting political favors," he said.

Abolition not the answer

Senator Francis "Chiz" Escudero had earlier opposed the abolition of SK, saying that the youth should be given a chance at governance.

"Tutol ako doon, kung may kulang, punuan natin, kung may baluktot, diretsuhin natin, kung may dapat gawin, gawin natin. Pero huway naman abolish agad," Escudero said in an interview last Wednesday.

(I oppose that. If there are shortcomings, let us make up for it. If there are things that should be straightened up, let's straighten them up. If there are things that have to be done, let's do it. But let us not abolish it right away.)

During the Senate hearings on the proposed postponement of the barangay and SK polls earlier this year, Sen. Ferdinand Marcos Jr., head of the local government committee, and Sen. Juan Miguel Zubiri also opposed the scrapping of the SK system.

President Benigno Aquino III had earlier said he wants the SK — composed of one chairman and seven councilors — to be restructured to have just one representative. Presidential spokesman Edwin Lacierda said that Interior Secretary Jesse Robredo has drafted a bill calling for such setup.

Higher stakes

But Baylon voiced fears the stakes will be even higher in the next round of elections.

"When the next round of election this time for the SK Federation President on the municipal, city and provincial levels come, another level of vote-buying, 'quartering' and corruption of youth leaders would almost certainly arise, involving bigger sums of money and more scandalous forms of bribery," he said.

Bayon said the SK elections have failed in teaching the young the values of democracy and the skills for good governance. "Far from being an empowering presence, it has become a corrupting influence on our youth," he added.

"The problem is not with our young people but in the political structure and culture where the SK operates," he added.

Baylon clarified that the youth should not be stifled, as there is still a clear need for youth representation in governance. @ Yranoa, great capture - was this taken yesterday? The EM/Legazpi Boulevard seems to be busiest in the early evening. It's full of shoppers and sightseers.

doc, that was taken on june 24, 2010 yes this boulevard going to emba gets a load of crowd late in afternoon till midnight and when the weather is good.
Yuletide season is here and expect a ten fold increase on these crowd to embarcadero. Last year was surprising, toddlers with their parents young and adults mingles on this part of legpazpi till the mall closes early in the morning.

That's a good sign yranoa - people are gearing up for the festive season. That means more shopping and business from gift-buyers and vacationers. Legazpi is now a 24-hour city! :cheers:

that is true! Slowly but surely this would be the 1st 24-hour city on this part of the region.

Before emba jeepney service here in legazpi stops at 1AM, now anytime you wished you may want to go home there wer jeepneys plying daraga legazpi route and even going to the 1st and 3rd districts of Albay till dawn! :banana:
