ALBAY TOURISM LEAPS BY +109%, THIRD FASTEST GROWING TOURISM HUB IN PHL
LEGAZPI CITY --- The Department of Tourism (DOT) in Bicol said tourist arrivals in Albay posted a remarkable surge by 109 percent with 62,280 local and foreign visitors making the province the third fastest growing tourist hub in the country.
Albay Gov. Joey Salceda, quoting on Tuesday a DOT report, said tourist arrivals in Albay posted from July to September 62, 280, of whom 27,290 were foreign and 34,990 domestic tourists, a surge that boosts Bicol’s new title as the “third fastest growing tourist destination” of the Philippines .
Salceda said “Albay is finally actualizing its tourism potential both for hosting iconic endowments’ and for its role as gateway to Bicol’s emerging tourist destinations- witness: arrivals leaping to record high of +109% during the last three months. “
Tourism Secretary Albert A. Lim, during a recent visit here, referred to Albay as the third fastest growing tourist destinations in the country second only to Cebu and Boracay with new and diversified tourism come-ons.
Such standing, according to Lim, necessitated recommending the speedy completion of Southern Luzon International Airport (SLIA), to make Bicol a top tourist destination as well as support DOT’s target of doubling the number of foreign tourist arrivals in the country.
Lim at a with tourist stakeholders forum said “I will strongly recommend SLIA to Department of Transportation and Communication as one of the top priority airports in the country.”
Also a recent come for tourist – among others – was the province of Sorsogon due to Mt. Bulusan’s restive character, according to Governor Salceda. Mount Bulusan spewed ash about three weeks ago, but volcanologists said there's no threat of an explosive eruption.
“There is something truly amazing – and disturbing – in the way danger attracts humans. We saw similar display of predisposition for danger in the Mayon eruption only last year. In 2009, Mayon eruption induced arrivals in the month of December what it would take a majestic yet slumbering volcano a year to attract’, Salceda said.

But he said recent developments, such that of Bulusan Volcano eruption, were a bit different; Albay is getting tourists without incurring the risks clearly establishing the geostrategic position of Legazpi as the gateway to Bicol destinations.
He said Albay is more comfortable with tourists due to Donsol encounters than to Bulusan eruption.
Also boosting tourist arrivals in Albay is the six–times a day flight of three big airlines by way of the Legazpi City Domestic airport; PAL, Cebu Pacific, and most recently Air Philippines, which helps establish Albay’s role as gateway to the Bicol Region, Salceda added.

Albay's LGUs, entrepreneurs and civil society have made this surge possible - despite Salceda's somewhat ambivalent attitude to tourism. I agree it would be better if tourists came not just to see eruptions but in order for that to happen you need to be more proactive in your approach. I think this is lesson is finally being learnt.
As RDC Chairman of Region V and governor of Albay, and on behalf of all Bicolanos and Albayanos, I am greatly encouraged and most grateful to the Aquino administration for pushing closer to realization this project which constitutes the most vital anchor to our aspiration for development considering that the sole comparate advantage we possess is in tourism. An international airport has long been part of the Bicolano dream – now it is becoming a reality. Prospects for poverty reduction and MDG achievement should also be lifted by a higher economic growth that would create jobs and provide a larger market to sustain livelihoods.
Moreover, we thank the President for adopting “pockets of open skies:” which would lift the long term feasibility of an international airport in Bicol. Targeted to serve 7.1m (5.4m- Bicol and 1.65m – Samar island). Safely, OFW movement should already provide a stable base for international traffic. The demand for travel is also driven by the historical migration of Bicolanos and Warays. While Bicol accounts for only 8% of total national population, Bicol-speaking people account for 12% of national total.
Tourism however will serve as kicker or driver of demand growth. Albay along registered 109% growth in arrivals in 3Q of 2010. Foreign tourists account for a healthy 45% of such arrivals.

GUARANTEES, easier access to bank loans and speedier processing were dangled by the government at yesterday’s rollout of key infrastructure projects that include $3.3 billion worth of rail, road and airport ventures up for bidding next year.
Even as officials admitted that funding to support the promised facilitation still had to be approved by Congress, a number of business leaders nevertheless expressed interest in the undertakings on offer.
Multilateral organizations also promised to help get the public-private partnership (PPP) program off the ground.
President Benigno S. C. Aquino III laid down the first pledge of the day, promising to compensate contractors should legal challenges prevent them from collecting agreed rates.
"If for some reason a court decision threatens [rate] adjustments, the government will compensate the private concessionaire for the difference between what the tariff should have been under the formula and the tariff which it is actually able to collect," he said at the opening of the two-day Infrastructure Philippines 2010 conference.
"If we are truly interested in a square deal for all, then what we shake hands on should be what endures," Mr. Aquino added.
The president’s economic team went on to bare plans for state agencies to speed up project processing by helping out with feasibility studies and right-of-way acquisition. These two objectives are to be funded by a P12.5-billion allocation specifically for projects up for bidding next year, Budget Secretary Florencio B. Abad said in a speech.
This is on top of the P300 million programmed for the Project Development and Monitoring Facility that is under the National Economic and Development Authority (NEDA), Socioeconomic Planning Secretary Cayetano W. Paderanga, Jr. said.
The NEDA will be charged with assisting other agencies in packaging their projects for auctions, he added.
Mr. Abad, however, admitted that funds to support the president’s promise of compensating investors had not been allocated.
"We still have to figure it out," he told BusinessWorld.
"We can reflect that to some degree in the contracts," he added without elaborating.
Mr. Abad also conceded that Congress had yet to approve the budget for right-of-way acquisition and feasibility study drafting.
"But after this conference, there will be a stronger urgency to keep that allocation intact," he said.
House of Representatives Speaker Feliciano R. Belmonte hinted that legislators would favor the infrastructure initiative.
"We are supportive of the President’s programs, particularly the PPP," Mr. Belmonte said at the event.
If realized, the support measures could lure private investment into 11 rail, road and airport projects up for bidding next year.
The government will be wholly responsible for the civil works of at least five of these projects, which will be turned over to a private sector concessionaire for operation and maintenance (O&M).
The five are:
the $170-million expansion of the Light Rail Transit (LRT) Line 1, to be turned over to a concessionaire at market prices;
the $140-million expansion and privatization of the Metro Rail Transit-3 under a scheme similar to the LRT-1 deal;
the $700-million LRT-1 South extension, where O&M will be worth $800 million;
the $120-million LRT Line 2 East extension with O&M worth $100 million; and
the privatization of the $28-million Laguindingan airport in Misamis Oriental with O&M at $5 million.
Meanwhile, in addition to O&M, private sector investors will have to partly fund the construction of the remaining six projects:
the 27.6-kilometer Cavite-Laguna Expressway worth $262 million;
an elevated 4.9-kilometer expressway worth $235.33 million that will link the Skyway and Manila-Cavite Coastal expressway to the Ninoy Aquino International Airport terminals;
the North Luzon Expressway-South Luzon Expressway link worth $467 million;
a new $120-million airport in Panglao, Bohol;
the $97-million rehabilitation of the airport in Puerto Princesa, Palawan; and
a new $71-million airport in Daraga, Albay.
The private sector will be tasked to put up and operate the terminals for all the proposed airports, save for the one in Laguindingan, with the government taking care of the "airside" development such as runway construction, Transportation and Communications Secretary Jose P. De Jesus said.
Public Works Secretary Rogelio L. Singson said feasibility studies for the three proposed roads had been completed.
Other minor projects, spearheaded by the Agriculture and Health departments and some local government units are also ready for bidding next year, officials said.
Already, several large corporations said they would be studying the project lineup.
"We’re very interested in all the projects... Our priority is tollways but we are interested in tourism, power and infrastructure [too]," San Miguel Corp. President Ramon S. Ang said at the sidelines.
Metro Pacific Investments Corp. Chairman Manuel V. Pangilinan similarly told reporters he was interested in the tollway projects, adding that "The government is setting the right tone."
Ayala Corp. Chairman and CEO Jaime Augusto Zobel de Ayala said his company had been "interested for a long time" and would study its options "more carefully."
The conference, SM Investments Corp. Vice-Chairman Teresita Sy-Coson, said was "a good start."
Officials of foreign business groups also weighed in, expressing optimism over what has been described as the Aquino government’s centerpiece program.
"It’s a strong stand. It’s the same feeling I had under the Ramos administration," European Chamber of Commerce of the Philippines President Hubert d’Aboville told BusinessWorld.
"I believe we’ve just passed a curve and now have a clear highway ahead," he added.
John D. Forbes, senior adviser at the American Chamber of Commerce of the Philippines, called the PPP initiative ‘a sea change."
"The government has made a strategic choice with limited funds to work on," he said.
"But the challenge is still there," Mr. d’Aboville said, noting that more meetings with the private sector and the final packaging of the projects should be next on the agenda. -- with reports from Emilia Narni J. David and Louella D. Desiderio

MANILA, Philippines—The Aquino administration’s economic team will soon hold road shows in several countries to win foreign investors’ support for key infrastructure projects under the Public-Private Partnership (PPP) program. Finance Secretary Cesar Purisima, who spearheads the government’s PPP campaign, said in a conference Friday that the government would bid out the first set of public infrastructure projects in the first quarter of 2011.
Purisima said road shows would be held in Japan, China and countries in the Middle East and Europe. “Following the launch of the PPP, the next step is ... road shows in targeted countries. We invite investors to participate in projects involving toll roads, bridges, water, power and social infrastructure such as schools and hospitals,” Purisima said.
The first set of infrastructure projects to be auctioned off are: MRT/LRT expansion project, MRT Line 2 East extension, Panglao Airport, Laguindingan Airport operation and maintenance, Puerto Princesa Airport, Daraga International Airport, Kalibo Airport, NAIA Terminal 3 upgrade full operationalization, CALA Expressway (Manila side), NAIA Expressway Phase II, Central Luzon Expressway Phase I, and supply of treated bulk water for Metro Manila.
The projects’ combined costs have been estimated at over P150 billion. To encourage investors, the government will address inconsistency of regulatory policies, tedious processes in putting up businesses, and corruption, Purisima said. The finance chief claims that the Aquino administration has set in place policies to rectify “sins of the past.”
However, Purisima said the government would no longer enter into deals that would give guaranteed returns to investors, saying lessons from the past also proved that such types of agreements put the government at a disadvantage. He also said the government would no longer entertain unsolicited proposals. Instead, it would focus on inviting investors to projects already in the administration’s pipeline.
Unsolicited proposals are usually tied to corruption, Purisima said. Meanwhile, Budget Secretary Florencio Abad said his office had already earmarked P12.5 billion from the proposed 2011 national budget to fund initial project requirements such as acquiring rights of way and access roads.
The budget chief said his office would soon identify the amount the government would need as counterpart funding for the infrastructure projects. Multilateral lenders—including the Asian Development Bank, the World Bank and the International Finance Corp.—have expressed keen interest in funding the projects.

Wow! Legazpi Restaurant, the inventor of the original and super delicious pancit canton of Legazpi City. Another trivia: The restaurant, used to be located on Penaranda Street right beside Saty's Department Store and Mike's Oakroom (now occupied by Graceland). They also serve the best siopao and empanada.
Legazpi Restaurant is already a legend. This used to be where the politicians and big businessmen of Legazpi and Daraga congregate every morning for breakfast and coffee and discussing about everything, including the future of our city. Sometimes, this is where some projects of our city are hatched over coffee by our political leaders and government officials with the participation of local businessmen. This is our own version of the 365 Club (founded by the late Doroy Valencia) at the Intercontinental Hotel in Makati and the old Taza de Oro on Roxas Blvd.
REgular habitues that I remember seeing there included the late Mayor Ramon Arnaldo (DX great grandfather), Vice Mayor Eduardo Jana, a number of city councilors, the doctors and lawyers holding office at the second floor of Los Banos Bldg. the big businessmen and also the member of the Lions Club, Jaycees and Rotary.
Every time I go home I still buy their uncooked pancit which I bring to Manila.

I am from Ligao but I never see this kind of development from our own city. it is true na mas halangkaw ang income ng Ligao City compare to Tabaco but take a look, after 8p.m. sarado na an gabos na establishments, we dont have a good malls, branded store, you can never see a high rise building and we dont even have a cinema... dakulon pang iba...haaayyy kelan kaya mafifeel ng mga Ligauenos ang pigtataram nindang high income na kinikita ng city :)

MANILA, Philippines (Xinhua) - The Philippine government unveiled Thursday ten projects which need private sector's assistance in order to be implemented.
In a presentation before participants of Infrastructure Philippines 2010: Investing and Financing in Public-Private Partnership (PPP) projects, officials said that eight of the 10 projects belong to the Department of Transportation and Communications (DOTC) and two others to the Department of Public Works and Highways (DPWH).
DOTC Secretary Jose de Jesus said that the projects that his office will initially pursue under the PPP program include the privatization of the operation and maintenance of the Light Rail Transit (LRT) Line 1 and of the Metro Rail Transit (MRT) Line 3, LRT 1 South Extension and privatization through concession, LRT Line 2 East Extension Project, the New Bohol Airport Development, Puerto Princesa Airport Development, New Legaspi Airport Development, and the Privatization of Laguindingan Airport Operation and Maintenance.
He estimated that for the eight projects, the government will have to earmark around $1.3 billion, while the private sector has to provide at least $1 billion.
DPWH Secretary Rogelio Singson said that his office is pushing for the $262 million financing of the 27.5-kilometer Cavite side section of the Cavite-Laguna Expressway, and $253.33 million worth of investment for the Ninoy Aquino International Airport Expressway Phase II.
Budget and Management Secretary Florencio Abad told reporters that while the administration has lined up 10 projects for initial funding of the private sector, investors could push for other projects of the government.

kahit na mataas ang income but tabaco looks progressive than ligao...nata daw?
We had a discussion about this a few weeks ago. Some of us thought that Ligao's higher income is merely a reflection of its much larger land area (which tends to inflate a city's revenue). In other words, if the cities were roughly of equal size Tabaco would have the edge and it seems obvious from the pics that its "centro" is more vibrant, economically.
I think future Albay cities to watch are Daraga, Polangui and even Guinobatan.
drfeelgood17 November 22nd, 2010, 03:20 AM MANILA, Philippines – (UPDATE) The Philippines will start liberalizing its civil aviation industry as a means to increase tourist arrivals in the country, President Aquino announced Thursday.
Mr. Aquino announced his government’s open skies policy during at the opening of the public-private partnerships and infrastructure conference.

“We will pursue the full implementation of E.O. 219 (the liberalization of air travel industry) in international aviation,” Mr. Aquino said in his speech to foreign and local business leaders.
“Our national development requires promoting an open and competitive international aviation sector that enables Philippine and foreign air carriers to expand their operations, maintain a strong Philippine-based aviation industry, and ensure international connectivity in order to allow Philippine and foreign air carriers to plan and make long-term investments in the Philippine market,” he said.
Sought for further comment during a break in the conference, Mr. Aquino said the liberalization would be done gradually.
“I think we will start withwhat is called pocket open skies. Then we will really strengthen and increase it. The bottom line is we see a bridge that can bring many more tourists to our country and an increase in the opportunity to use air services like air cargo,” Mr. Aquino told reporters.
The President said the government already liberalized telecommunications, trade and foreign investments.
“The change in the country’s investment policies has been a crucial factor in building up confidence in the economic prospects of the country. This is what we will do with aviation,” Mr. Aquino said.
Mr. Aquino said that despite its beautiful beaches, rich landscapes and many other attractions, the Philippines gets only three million tourists a year, while countries like Malaysia and Thailand get upwards of 14 million tourists a year.
“Needless to say the potential is significant. To tap this potential, we are embarking on a new campaign to re-brand the country as a tourist destination. We are also reviving our tourist police to deal with visitors’ concerns,” the President said.
“And if that is not enough, we are also rationalizing our network of airports
around the country, by expanding runway and terminal capacities in areas that we see as potential tourist hubs,” he added.
Last but not least, he said, is the recognition that international aviation is a major driver of economic progress and a leading catalyst and facilitator to tourism and trade development and to employment generation.
“Aviation moves 98 percent of international visitors, 54 percent of Philippine export value and more than 1 million overseas Filipino workers per year,” Mr. Aquino said.
He said Executive Order No. 219 provided the framework for liberalizing the country’s air policy as early as 1995.
“The impact of this measure has been dramatic in the domestic passenger market as passengers have enjoyed a wider range of choices and travel opportunities,” Mr. Aquino said.
“Additionally, it will also enable more aviation and tourism-related jobs through the increase in local tourism, trade and investment. What remains to be done is putting teeth to existing policy,” he added.

Gov’t dangles PPP promises
GUARANTEES, easier access to bank loans and speedier processing were dangled by the government at yesterday’s rollout of key infrastructure projects that include $3.3 billion worth of rail, road and airport ventures up for bidding next year.
Even as officials admitted that funding to support the promised facilitation still had to be approved by Congress, a number of business leaders nevertheless expressed interest in the undertakings on offer.
Multilateral organizations also promised to help get the public-private partnership (PPP) program off the ground.
President Benigno S. C. Aquino III laid down the first pledge of the day, promising to compensate contractors should legal challenges prevent them from collecting agreed rates.
"If for some reason a court decision threatens [rate] adjustments, the government will compensate the private concessionaire for the difference between what the tariff should have been under the formula and the tariff which it is actually able to collect," he said at the opening of the two-day Infrastructure Philippines 2010 conference.
"If we are truly interested in a square deal for all, then what we shake hands on should be what endures," Mr. Aquino added.
The president’s economic team went on to bare plans for state agencies to speed up project processing by helping out with feasibility studies and right-of-way acquisition. These two objectives are to be funded by a P12.5-billion allocation specifically for projects up for bidding next year, Budget Secretary Florencio B. Abad said in a speech.
This is on top of the P300 million programmed for the Project Development and Monitoring Facility that is under the National Economic and Development Authority (NEDA), Socioeconomic Planning Secretary Cayetano W. Paderanga, Jr. said.
The NEDA will be charged with assisting other agencies in packaging their projects for auctions, he added.
Mr. Abad, however, admitted that funds to support the president’s promise of compensating investors had not been allocated.
"We still have to figure it out," he told BusinessWorld.
"We can reflect that to some degree in the contracts," he added without elaborating.
Mr. Abad also conceded that Congress had yet to approve the budget for right-of-way acquisition and feasibility study drafting.
"But after this conference, there will be a stronger urgency to keep that allocation intact," he said.
House of Representatives Speaker Feliciano R. Belmonte hinted that legislators would favor the infrastructure initiative.
"We are supportive of the President’s programs, particularly the PPP," Mr. Belmonte said at the event.
If realized, the support measures could lure private investment into 11 rail, road and airport projects up for bidding next year.
The government will be wholly responsible for the civil works of at least five of these projects, which will be turned over to a private sector concessionaire for operation and maintenance (O&M).
The five are:
the $170-million expansion of the Light Rail Transit (LRT) Line 1, to be turned over to a concessionaire at market prices;
the $140-million expansion and privatization of the Metro Rail Transit-3 under a scheme similar to the LRT-1 deal;
the $700-million LRT-1 South extension, where O&M will be worth $800 million;
the $120-million LRT Line 2 East extension with O&M worth $100 million; and
the privatization of the $28-million Laguindingan airport in Misamis Oriental with O&M at $5 million.
Meanwhile, in addition to O&M, private sector investors will have to partly fund the construction of the remaining six projects:
the 27.6-kilometer Cavite-Laguna Expressway worth $262 million;
an elevated 4.9-kilometer expressway worth $235.33 million that will link the Skyway and Manila-Cavite Coastal expressway to the Ninoy Aquino International Airport terminals;
the North Luzon Expressway-South Luzon Expressway link worth $467 million;
a new $120-million airport in Panglao, Bohol;
the $97-million rehabilitation of the airport in Puerto Princesa, Palawan; and
a new $71-million airport in Daraga, Albay.
The private sector will be tasked to put up and operate the terminals for all the proposed airports, save for the one in Laguindingan, with the government taking care of the "airside" development such as runway construction, Transportation and Communications Secretary Jose P. De Jesus said.
Public Works Secretary Rogelio L. Singson said feasibility studies for the three proposed roads had been completed.
Other minor projects, spearheaded by the Agriculture and Health departments and some local government units are also ready for bidding next year, officials said.
Already, several large corporations said they would be studying the project lineup.
"We’re very interested in all the projects... Our priority is tollways but we are interested in tourism, power and infrastructure [too]," San Miguel Corp. President Ramon S. Ang said at the sidelines.
Metro Pacific Investments Corp. Chairman Manuel V. Pangilinan similarly told reporters he was interested in the tollway projects, adding that "The government is setting the right tone."
Ayala Corp. Chairman and CEO Jaime Augusto Zobel de Ayala said his company had been "interested for a long time" and would study its options "more carefully."
The conference, SM Investments Corp. Vice-Chairman Teresita Sy-Coson, said was "a good start."
Officials of foreign business groups also weighed in, expressing optimism over what has been described as the Aquino government’s centerpiece program.
"It’s a strong stand. It’s the same feeling I had under the Ramos administration," European Chamber of Commerce of the Philippines President Hubert d’Aboville told BusinessWorld.
"I believe we’ve just passed a curve and now have a clear highway ahead," he added.
John D. Forbes, senior adviser at the American Chamber of Commerce of the Philippines, called the PPP initiative ‘a sea change."
"The government has made a strategic choice with limited funds to work on," he said.
"But the challenge is still there," Mr. d’Aboville said, noting that more meetings with the private sector and the final packaging of the projects should be next on the agenda.

Another trivia: The restaurant, used to be located on Penaranda Street right beside Saty's Department Store and Mike's Oakroom (now occupied by Graceland). They also serve the best siopao and empanada.
Legazpi Restaurant is already a legend. This used to be where the politicians and big businessmen of Legazpi and Daraga congregate every morning for breakfast and coffee and discussing about everything, including the future of our city. Sometimes, this is where some projects of our city are hatched over coffee by our political leaders and government officials with the participation of local businessmen. This is our own version of the 365 Club (founded by the late Doroy Valencia) at the Intercontinental Hotel in Makati and the old Taza de Oro on Roxas Blvd.
REgular habitues that I remember seeing there included the late Mayor Ramon Arnaldo (DX great grandfather), Vice Mayor Eduardo Jana, a number of city councilors, the doctors and lawyers holding office at the second floor of Los Banos Bldg. the big businessmen and also the member of the Lions Club, Jaycees and Rotary.
Every time I go home I still buy their uncooked pancit which I bring to Manila.
Legazpi Restaurant must be one of the oldest, if not the oldest surviving restaurants in the city. Wasn't it in front of the old Farmacia Intia? Where is it located nowadays?

I think EM should sponsor an annual New Year's Eve firework's display on the harbour, with the fireworks launched from the boats or from EM -Imagine how spectacular the view would be - all those lights reflected by the waters. I think it would be a major crowd drawer and tourist attraction.

drfeelgood17 November 22nd, 2010, 03:59 AM Hello sa mga regulars ng Legazpi City and Albay Province thread. 2 days na pala ako sa province nyo. So far, I've been to Embarcadero, Hoyop Hoyopan Cave, Lignon Hills, Cagsawa Ruins, Daraga Church, Sto Domingo Church and the black sand beaches of Sto. Domingo and the city of Tabaco. Na starstruck ako sa ganda ng Mount Mayon. Its imposing presence is everywhere in Albay.
I also did the ziplines in Embarcadero and Lignon Hills plus ride an ATV to the foot of Mount Mayon. Nakaka-challenge yung route ng ATV papuntang lava wall (due to eruption in 2006), effort ang pag-climb but we enjoyed it. :lol:

They could extend the boulevard all the way to Bonot, but leaving some space aside so the black sand beach isn't totally paved over (unlike what happened to Puro beach). At the same time the boulevard (especially if built slightly elevated) would act as a sea wall, protecting this densely populated part of the city. At the southern end, they should consider extending it all the way to San Francisco or Buenavista - besides, it's almost half way there.

Sorry SSC! As much as I love you with all my heart (naks! :lol: ), but when it comes to spreading the word about our beloved city to more people across the globe, harnessing FB and social media is the way to go hehe :okay:
FB is undoubtedly far more popular than SSC. I'm a bit surprised though at the lack of discussions or debates at the Legazpi FB - despite there being a section for discussions. Instead, people mainly post brief comments about pics that have been posted or react to other people's comments, but there is little in depth discussion. Perhaps FB's format doesn't encourage it. You either click "LIKE" or you don't and move on.
Don't worry Dex, we all know "your first love" was Legazpi SSC. :)

MANILA, Philippines (PNA) - President Benigno S. Aquino III said the Philippine economy is ready to soar stable and high as he appreciates and recognizes the unified stand of Filipinos to fully effect change and achieve progress.
In his speech during the Philippine Air Force Aviation Cadet and Officer Candidate Alumni Association (PAF-ACes) awarding ceremonies at the Manila Hotel on Saturday night, the President said the strong showing of the peso, the restored investor confidence and the country's positive march towards economic progress were the results of a unified effort to bring about genuine change.
President Aquino said he saluted and joined the dedication, patriotism and sacrifices of the men and women of the PAF who continued to provide quality public service and did their best despite their outmoded air assets and equipment.
He also cited other graduates of the PAF flying school now in the private sector who also help the country's tourism efforts while showcasing the world-class caliber of Filipino pilots here and abroad.
The Chief Executive has directed a study to implement an open-sky policy to strongly promote tourism and increase the inflow and outflow of goods and services that will open up other economic opportunities for the people.
To complement this, the President said the public-private partnership program (PPP) included the renovation and modernization of the tourism airports in Bohol, Puerto Princesa City, Legazpi City and Laguindingan airport in Mindanao.
Aside from acquiring new air assets and surveillance equipment as part of the AFP modernization program, the PAF would also be provided soon with more modern engines and assets such as combat utility helicopter and basic trainer aircraft, President Aquino said.
The President said the AFP, the Government Service Insurance System, and the Department of Budget and Management were collectively finding ways to fast track the release of pensions and ensure the provision of other benefits to the retirees and enlisted personnel of the AFP.
”Fasten your seatbelt Pilipinas, tuloy-tuloy na ang arangkada natin sa tuwid na paliparan,” the President said.
The President also led in honoring 17 PAF aviation cadets that included Rona Guevarra, the first Filipina military pilot to join the civilian air industry.
The President also awarded the Golden Eagle Merit Medallion to PAF pilot Arnold Ando for his heroism in the rescue of seven wounded comrades during an encounter with Communist terrorists last May despite difficult weather and terrain conditions in Davao del Sur.
Assisting the President were PAF Commanding General Lt. Gen. Oscar Rabena, PAF-Aces president Maj. Gen. Artemio Orozco and PAF-Aces chairman Rolando Capacia.
In behalf of the PAF-Aces and as responsible citizens, Orozco and Capacia pledged their support and joined the President Aquino's vision for change, citing the President's effort in fighting corruption and poverty for the common good as an example of professionalism and patriotism demonstrated by the son of their honorary member, the late President Corazon Aquino.
Also present during the event was former PAF chief retired Brig. Gen. Antonio Sotelo, one of the heroes of the 1986 people power revolution, who restored the PAF's high professional standards by instituting the "no flight, no pay" policy for all rated officers that revived the merit system as the basis for promotion and laid the groundwork for the re-modernization of the PAF.

I think EM should sponsor an annual New Year's Eve firework's display on the harbour, with the fireworks launched from the boats or from EM -Imagine how spectacular the view would be - all those lights reflected by the waters. I think it would be a major crowd drawer and tourist attraction.

The go kart is surprisingly cheap. Even the zip line is very reasonable. Is there a different rate for tourists (like at Lignon Hill)? I guess they don't want to price out locals from these rides, which is a good thing.
On second thoughts, at P150 for 2 laps, it's almost a fifth of the price of one of those Cebu Pacific promo flights, so maybe not so cheap after all for the locals, especially if you want more than two laps!

The go kart is surprisingly cheap. Even the zip line is very reasonable. Is there a different rate for tourists (like at Lignon Hill)? I guess they don't want to price out locals from these rides, which is a good thing.
On second thoughts, at P150 for 2 laps, it's almost a fifth of the price of one of those Cebu Pacific promo flights, so maybe not so cheap after all for the locals, especially if you want more than two laps!

What does PIA stands for? Philippine Information Agency? What is its function? Is it the local office of the Office of the Press Secretary or what they called before as Ministry of Public Information during martial law?
The regional director, Ed de Leon graduated from DWCL High School. I'm not sure, but I think he also finished his college at DWC.
FB is undoubtedly far more popular than SSC. I'm a bit surprised though at the lack of discussions or debates at the Legazpi FB - despite there being a section for discussions. Instead, people mainly post brief comments about pics that have been posted or react to other people's comments, but there is little in depth discussion. Perhaps FB's format doesn't encourage it. You either click "LIKE" or you don't and move on.
Don't worry Dex, we all know "your first love" was Legazpi SSC. :)
It's understandable doc, FB is mainly social networking. Anything under the sun is possible at FB. What I like about it is, you get to find long lost relatives and friends. :)

And to our partners, ICLEI, UN ISDR, UNEP, UNFCCC and UN Habitat, let me thank you for the constancy of purpose and guidance to local governments.
I am a Governor of Albay, a province of 1.2m people in a country, the Philippines, that is visited by 19-21 typhoons every year whose intensity has been rising year after year. Climate change has been an adverse reality to our people and to me since birth. It is the single biggest obstacle to our aspiration for development and more particularly to our achievement of MDGs. That is the main reason why we are all here today in Mexico City.

Despite the challenge of climate change, Albay has achieved zero casualty in disasters in the past 16 years except 2006 and has attained most of the MDGs (malnutrition, maternal mortality, infant mortality, under 5 child mortality) in 2009 ahead of schedule. We did so first (1) by consciously committing 9% of our annual budget, incrementally and institutionally, to climate change adaptation and disaster risk reduction, second (2) by fully integrating climate change adaptation and disaster risk reduction to our development plans and their execution and third (3) by working closely with civil society organizations and academic institutions in all our programs and projects.
The fight against climate change and its impacts is the primordial duty of the state to its people especially to the poor. But it can not do so without the people. And the closest and most direct unit of the state to the people is the local government. And the people’s interests are best articulated by civil society organizations. Thus, the horizontal conversations and engagements of local governments and civil society organizations are the most immediately viable fulcrum of intervention in the arena of climate change, particularly in adaptation. The allied forces of LGU-CSO, through partnerships on the ground that are, in our case, assisted by bilateral institutions and capacitated by national agencies, is the axis for any successful and substantial action on climate change. Certainly, this can not obviate nor substitute for the action of nation-states but it does show the way forward: we must put people at the center of any climate action.
The fight remains challenging. But the way forward is promising in local action and local partnerships with civil society organizations. Gracias a todos.

Communication is vital to building a Strong Republic. Thus, the Philippine government operates a nationwide institution established to respond to the information needs of the citizenry.
This institution is the PHILIPPINE INFORMATION AGENCY,created in 1986 by virtue of Executive Order 100 signed by former President Corazon C. Aquino.
VISION
A well-informed citizenry able to understand, discuss, and vote on vital issues propelling the nation toward lasting peace and development.
MISSION
To provide people with adequate information to help them to make better decisions and identify opportunities that could improve their quality of life.
FUNCTIONS
Maintains information centers in the regions and in the provinces.

EXECUTIVE ORDER NO. 100 CREATING THE PHILIPPINE INFORMATION AGENCY
WHEREAS, there is a need for an agency in government with a means to communicate with the people, and in turn for the people to vigorously express their opinions, views and beliefs to the President; and in the same manner, a need for efficient flow of public information required by the people to assist them in decision-making to improve overall quality of life;
WHEREAS, the media reach in the country is sorely limited to a small portion of the population concentrated in certain key cities, thereby limiting access of people to information;
WHEREAS, the government in partnership with private media, can better meet the information needs of the people;
WHEREAS, the public has a right to information and an agency should ensure that they have access to information;
WHEREAS, basic information prior to February, 1986, focused more on the molding of public opinion toward the unquestioning acceptance of government thinking and that the flow of communication was predominantly one-way, from government to the people;
WHEREAS, before little distinction was made between political and development-oriented public information, hence resources for public information were often used for political purposes. In most cases, political information and/or political propaganda crowded out development oriented public information;
WHEREAS, a) there were no regular nationwide outlets, where citizens could obtain government publications and materials, i.e., brochures, pamphlets; b) intermediary coordination of public information efforts was not effective due to lack of appropriate mechanisms; c) people's participation in the planning and conduct of information programs was not encouraged;
WHEREAS, the manipulative nature of government information leads to deterioration of its credibility even of its public information officers concerned with development oriented information;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by the fundamental laws and sovereign will of the people, do hereby order the following:
Section 1. Creation of the Philippine Information Agency (PIA) to be headed by a Director.
Section 2. Mission. The Philippine Information Agency shall provide for free flow of accurate, timely and relevant information.
1. To assist people in decision-making and identification of opportunities to improve quality of life.
2. To enable citizens to participate meaningfully in the democratic processes.
Section 3. Functions.
1. Establish and maintain selected regional/provincial information centers on community needs for use in planning communications programs and provide basic information of government and on areas of particular interests to the community it serves;
2. Provide technical assistance to other government agencies on the communication component of their programs;
3. Plan and implement information programs of national scope;
4. Assess information needs of the people through opinion polls and surveys to be used to systematically obtain the public's needs and views on government programs and to plan information programs;
5. Conduct research studies for policy formulation and the evaluation of information program effectiveness;
6. Upgrade the skills of government information officers, rural broadcasters, communicators, journalists and other communications personnel through training services and/or consultancy;
7. Support the development and expansion of indigenous media and information/communications technology;
8. Perform whatever tasks may be assigned by the President.
Section 4. Access to Media. The Director shall have access to government media agencies not under his direct control for the purpose of disseminating development-oriented information.
Section 5. Organization. The Director shall prepare an organizational structure embodying the staffing requirements of his Office.
Section 6. Advisory Council. An advisory council composed of communication professionals and well-respected citizens will advise the Agency in the conduct of its activities to ensure that information needs of the people are met.

The PIA is likewise directed to cause the preparation of an operating budget in collaboration with the Ministry of Budget and Management on the details necessary to put into effect the implementation as prescribed by this Executive Order in accordance with the existing laws, rules and regulations. For succeeding budget years, appropriations for the PIA shall be prepared in accordance with the regular government budget procedures.
Section 8. Transfer of Records, Assets and Equipment. All records, assets and equipment of the OMA/NMPC/MOI and their bureaus, except those of Bureau of National and Foreign Information, Bureau of Broadcasts and the Maharlika Broadcasting Corporation, are hereby transferred to the appropriate units of the Agency.
Section 9. Implementing Order. The Director is hereby authorized to issue such orders, rules and regulations as may be necessary to implement the provisions of this Executive Order; Provided, that approval of the Ministry of the Budget and Management is obtained relative to the new staffing pattern including appropriate salary rates, the organizational structure at divisional and lower levels and the alignment of existing appropriations.

Section 8. Transfer of Records, Assets and Equipment. Section 9. Implementing Order. Albay is the country’s 2nd largest producer of camote. I always cited this as one proof of the spontaneous adaptation of our people given our limited land suitable for rice as staple and the adverse impacts of climate change on rice production. We consume 310,000MT of rice and can produce only 150,000MT. Thus, the recourse to camote is an adaptation given our upland capacity.
When I was in Seoul, camote-based liquor was surprisingly widespread. I was asking if the technology can be brought to Albay or we export camote to South Korea.
Also a month ago, a group representing a Japanese camote winemaking company and a scientist came over and made some documentations of our camote production/management/farming system. They showed interest on how we produce chemical free camote ( our usual practice- because most marginal farmers plant camote and lack the necessary capital to buy inputs). They’re looking at the possibility of maybe using some promising variaties ( “trescolores”- for wine making; and orange for fries).
I have instructed our agriculture staff to contact Clarita Lapus of Mama Sita so we can work on something to improve the value-added to our camote farmers / producers.

MISCELLANY. Every once in a while, I hear about private individuals and groups who take up wonderful projects and causes on their own.
First on my list is the campaign of Clarita Lapuz of Mama Sita to popularize the humble kamote (sweet potato) among Filipinos. She describes it as probably one of the most nutritious foods that can be easily grown in the Philippines. Moreover, unlike rice it needs less water than growing rice does. My late husband used to say he didn’t like kamote because they survived on it during the war. But now kamote is about to be glamorized and made into a top food export thanks to the efforts of Clarita. There are many recipes with kamote that one would not think of like kamote cheese cake (delicious) or chicken pastel with kamote.
The New York Times prepared two recipes for Thanksgiving, prosciutto wrapped sweet potato and crisp sweet potato fries. I do remember that while in Brussels, I loved the lamb dinners served with roasted sweet potatoes at the Australian Embassy.
This is not a food column but our food industry can be helped if kamote can be introduced into prestigious dinner tables. We have a Filipino cook in the White House. She could help by introducing some menus using our kamote. It is far superior to ordinary potatoes but this is little known. Clarita taught me how to start planting the lowly tuber by looking at all the varieties available and which variety best thrives in the area it is to be planted. This information should reach lowly farmers.

Yes, as Garycooper said, they are contiguous. Daraga was part of Legazpi before the it was split off from the city by the Americans in 1922. The pic above shows the area where the boundary between the two lies. You can just about see Mayon International Hotel.

Yes, I think you're right garycooper. The advantages of FB are mainly due to its vast global audience, and as you pointed out, it appeals to a lot of people as a social networking site because of such features as the ease of tracing relatives and friends from the past. On the other hand, SSC, as a forum is really a site for discussion, hence the more in depth debates that we have over here as compared to FB, where you either "like" a page, or you don't and move on to other pages. There is also a "discussion" section but it's interesting to note that no one has used it so far. :)
Like I said, people mainly leave brief comments of "like" other people's comments. Not much extended "discussion", yet, but maybe that will change.
I think the reason why people feel more comfortable discussing over here is that you are somewhat more anonymous in SSC than you are at FB (unless you are using an alias in your FB profile...). In other words, when you post something vaguely controversial in FB, it really is (usually) as yourself that you are writing that. :)
Kudos to Dex for making Legazpi @ FB such a stellar success. :okay:

denz161 November 24th, 2010, 02:16 AM Mexico City – Albay Governor Jose Salceda is urging local officials to work with civil society to help their respective communities to cope with the impact of climate change.
In a speech delivered Sunday at the World Mayors’ Summit on Climate, Salceda stressed that it’s local government officials like the mayors who should lead in implementing climate adaptation measures as they are the “closest and most direct unit of the state to the people.”
“The fight against climate change and its impacts is the primordial duty of the state to its people especially to the poor. But it can not do so without the people,” he said, adding, “and the closest and most direct unit of the state to the people is the local government.”
Local officials should also linked up with civil society as they best articulate the people’s interests.
“We must put people at the center of any climate action,” Salceda stressed.
Salceda said that the provincial government of Albay has successfully employed this strategy. This allowed the residents of this province, which is known for being disaster-prone, to cope with the adverse impacts of a warmer planets.
“Despite the challenge of climate change, Albay has achieved zero casualty in disasters in the past 16 years except 2006 and has attained most of the MDGs (malnutrition, maternal mortality, infant mortality, under 5 child mortality) in 2009 ahead of schedule,” he said.
Apart from close coordination between local officials and civil society organizations, Salceda said integrating climate change adaptation and disaster risk reduction in the province’s development agenda helped them in achieving their zero-casualty goal and meet most of the province’s MDG targets. He noted that every year, 9 percent of the province’s annual budget goes to climate change adaptation and disaster risk reduction.
“The fight remains challenging. But the way forward is promising in local action and local partnerships with civil society organizations,” Salceda concluded.

well, how fast does a camote grow? it should be faster than rice and is not as sensitive as rice... we really shouldn't be dependent on rice now. I've watched a show in History channel last Sunday, "If Food Runs Out"
The world is dependent on these three major crops for food, "Rice, Wheat, Corn." According to that show, we need to diversify our food sources...

I'm not sure how fast it grows but another one of its advantages over rice is that it requires far less irrigation and drainage and is a lot less labour-intensive. Yes, it's time to diversify our food sources.

We are publishing an article titled "Gayon Bicolandia". I need some clear and big-file-sized pictures for printing ( sa centerfold po ng school paper namin). I am finishing the layout tonight. I agree camote is very nutritious but I think banana-cue is more popular as it tastes better. Also cassava-cue, but it's a bit starchy and hard IMO....
