Since when did Daraga experience flooding? During my entire 21 years of my life in Legazpi during the fifties and sixties and early seventies, I do not remember any instance where Legazpi was flooded except during the height of typhoon Olive in 1960. Much more Daraga. The flooding problem is really getting serious since both Albay and Daraga are now being visited by floodwaters. I gathered that during the height of Reming, a large part of Old Albay was flooded specifically those in the vicinity of the Albay Public Market up to Washington Drive.

It's really the ripe time now to fast track the development of the southern barangays. The low cost housing projects in the Taysan area should be continued. Maybe commercial development can be concentrated in the Puro-Dapdap area.

That's because of the unusually high amount of rainfall within almost a week (due to La Niña). If the same amount of rainfall fell in other cities, I'm sure they will also experience flooding, probably even much worse. Even California in the US was pounded by torrential rains and NY ground to a halt due to blizzard conditions.

Nevertheless, there is a need to overhaul the drainage system to ensure the rapid outflow of excess water to the sea. :okay:

It has become a tradition for me to give out PINANGAT as gift to my friends during the Christmas season. I've been doing this for the past almost twenty years, giving pinangat as presents to my officemates in the banking industry where I spent about 30 years of my professional career. They never get tired of it. Every year they expect it from me as my gift to them. They just love our gulay na natong. Almost all of these former colleagues of mine are now senior executives, with three of them becoming bank president. I order the pinangat from Albay and is sent to me frozen via Daily Overland Express.

I really don't know, but Legazpi I think is below sea level particularly the Port district since most of it is reclaimed. With this, no amount of drainage repair will be able to cure the flooding problem. But yes, overhauling the drainage system will definitely help in easing the problem even if not totally.

^Let's remember the wisdom of our forefathers who reclaimed these flatlands. We have, for example a barangay called Dinagaan. Why would you dump earth on a piece of swamp area only to see seawater flood it at high tide? (I think I posted something about this Legazpi being below-sea-level thing).

Of course they had made sure they step on dry land, low tide or not. They didn't build dikes or levees like those in New Orleans or Amsterdam (which are really below sea level); i.e., sea water can ebb and flow without impediment, so, what would prevent it from flooding the reclaimed lands during high tide if these areas are below sea level? As you have probably witnessed on an ordinary day (during your 20 years in the City), when the sun is up and it does not rain, everyone steps on dry land, isnt' it? That means the sea seeks its own level, and that is not 'above' even the lowest areas of the Port District. However, filled earth settles, that's why some areas; e.g., Oro Site, are more prone to floods than others (in the old aerial picture, Stilianapolus and the old Church building stand on what could have been if I guess it correctly, sand bars).

What is certain is (like what happened yesterday) you have high tide on one side and unrelenting downpour and runoff from as high as the crater of Mayon (where else would water from it go?) on the other: water will have nowhere to go but accumulate in the low-lying areas because high tide prevents it from flowing out to sea. Add to that unregulated development that paved and built up what used to be open spaces and greenbelts. That vast area between Bitano and Washington Drive (Tahao and Alternate roads) which used to serve as a catch basin is now increasingly being filled up. Pacific Mall and Gaisano stand on what used to be swamp land (again, of course, they built it a few meters above the high tide mark). Where will storm water from upland areas of Daraga go but to try to empty towards the Albay Gulf via rivers and streams (Sagumayon, Yawa, etc.) that have become narrowed by encroachments.

With sea-level rise due to climate change, the time to shift population centers away from flood-prone areas is NOW. We might soon give back the tidal flatlands to the sea as it is now trying to counter-claim not only in parts of our country (Malabon, for example, where it gets flooded sans rain) but in other coastal areas around the world.

In the meantime, officials should project 'business-as-usual' stance and mop the city clean, ready, and rolling. Who would invest in Albay if we focus on disasters? While Albay LGU should be commended for its 'zero' casualty initiatives, I would rather see the Governor really get his Guicadale development flatform rolling as what he has promised during his first term (he is now on his second).

--- This is make a lot of sense. The city should have a direct connection to the new airport plus this will decongest road traffic from Sorsogon - Legazpi trhu the town of Daraga.

3. Develop initially a 3-lane boulevard (meaning 3-lanes on both sides) on the identified site. The new City Hall shall be constructed at the end of this boulevard which can be from half to a kilometer long in length. The boulevard shall connect from the widened Legazpi-Manito road.
--- Couldn't agree more. If money is an issue the city gov can just acquire the proper size "RoW" (Right of way) then expand the road as needed. But it is better to develop it all in one go.

4. Site development maybe patterned after the present development being done at Global City at the Fort or the Mall of Asia complex where there will be working drainages, underground cables, adequate street lightings and traffic friendly. We can actually just copy it. Why reinvent something that’s ain’t broken or is working.
--- Add to it accessibility facilities for the disabled. Regarding drainage, for every square foot of road paved road takes away the water absorption capacity of that area. Every properly educated architect and engineer should know this. Thus for every squarefoot taken away an equivalent storm drain capacity should be provided or else flooding will still be inevitable.

5. Side streets connecting to the main boulevard shall be developed according to specifications cited in item no. 4 above.
--- Every city and or province should have a "Standards Handbook" on how to implement public infra projects (IE: sidewalks, streetlights, accessibility, drainage, manholes, signage, cabling standards(overhead and underground), Aesthetics, etc.) If a contractor or maybe a telecommunications company does not adhere to this standards, then the city can easily site violation and slap them with a fine and fix the problem. This rules should be on top of our already archaic Building Codes.

6. Construct the City Hall large enough to accommodate all the departments plus a provision for future expansion. This is the initial magnet for commercial development and human traffic.
--- Couldn't agree more.

7. Allocate individual lots to the different regional offices. An alternative would be just to build 3 or 4 buildings which can be sold or rented out to the regional offices. This will be easier so these offices can transfer immediately.
--- Or get a private developer to construct and operate this structure with the specific purpose of renting it to National Gov Regional Offices. I believe privately developing it would be more practical and would minimize the effects of corruption. All BOT scheme can be done... but I prefer the earlier.

8. Funding can be sourced by the city internally or through financing. Financing of these projects (including land development and city hall construction) can be arranged directly with DBP or Landbank. This will be easy because the loan request can be packaged as a self-liquidating project. The city can also work out an RP guarantee so private funding can come in.

9. Development of the underlying areas can be assigned or subcontracted to private entities. I am referring here to the areas along both sides of the new boulevard. This area will be ideal for new office buildings (mainly BPO ready offices), commercial buildings, hotels, etc. LCC should be given the first crack to set up shop here not SM. We should give our homegrown businesses a chance to grow. But if SM will insist, we should be open to them too. lol
--- Agree, I used to hate LCC for monopolizing business in Legazpi during my earlier years, but now that I see how they have reinvented themselves I'd say yes give them a crack at it... but it should still be advantageous to the city. We should really support our homegrown businesses but there is a thin line between support and protectionism. This can drive away investors.

10. New subdivisions, both low cost and high end, will be developed at the periphery of this newtown development with the cooperation of private developers. We can then invite the big developers from Metro Manila to invest.

11. Aquinas University and Divine Word College should be invited to set up their new campus or future expansion in this new city. A prominent space should be allocated to them because they attract human traffic.

12. The Diocese of Legazpi shall likewise be invited to build a church. A town will not be complete without a church in the vicinity. A church also invites human traffic.
--- Not only catholic church. I'd say provide an area for all types of Houses of Worship.

13. Trees should be planted all over the newtown development.
--- Of course, this should not be an after thought.

14. To complete the livable city concept, jeepneys shall not be allowed to ply inside the newtown. I would suggest that only mini-buses be allowed. Taxi business will be benefitted by this development.
--- I'd say implement a Full BRT system created from a consortium of the existing jeepney operators and the city gov so to minimize any opposition to such a project. Our love hate relationship with the Jeepney should end somewhere and its better to sever it as early as possible before the rest of our Asian neighbors overtakes us.

15. To compensate for the loss of the greens and coconut trees in this area, a massive agricultural development and reforestation shall be implemented in the neighboring barangays down south. There are a lot of unutilized land in the area after Banquerohan up to Buenavista. These can be reforested or developed into agricultural lands. In Davao, cacao is intercropped under the coconut trees in many areas.

Dex, like you I’m also a sucker for urban planning. This has been the main ingredients of my initial postings here. I can see now your grumbling faces. This vision is not an unreachable goal. Guys, yo should visit the Cagayan de Oro thread so you will get a clearer picture of what I'm saying. They did a very similar program for their urban expansion. I know it will take a long time so let's start the planning now.

I'm amazed at how Daraga has been transformed into a bustling place over these years. Especially looking at the second pic from the top. It could easily be a street scene somewhere in Manila's urban sprawl. It's a city in all but name and looks far busier than many so-called cities in the country. Imagine what it would be like once the airport is operational.

Very much similar to the architecture of Iglesia ni Cristo churches, as well as some Protestant churches. This kind of architecture reminds me of Moorish architecture in the Middle East which was brought to Europe via the Moorish invasion in Spain, and was cultivated in Europe and transformed into this Gothic architecture...FYI this kind of architecture was unacceptable during the middle ages as it is labeled as a rude and an imperfect architecture but its use later became widespread that many large churches and edifices in Europe and in the West used this architectural style, and has become a classic, that is still popular even nowadays.

Uy...the "new look" Daraga Church :)
I must admit that from the pic of the facade, the restoration/re-plastering wasn't quite as bad as I expected. The overall effect seems to be that it cleaned up and whitened the dark bits between the sculptures and columns so they now stand out more. But at the same time the facade now looks a bit funny - so mixed feelings here, but overall not as bad as I originally thought.

Happy new year doc and we're safe and sound, we started our new year's office work right, conceptualizing project proposals for 2011 program implementation.

PAGASA, Legazpi forecasted again of heavy rains this coming weekend in the province , but our government is always ready anticipating such phenomenon.

The nucleus of the Bicol University when it was created in 1969 (please correct me if I'm wrong on the year) included Albay Normal School, Bicol REgional School of Arts and Trades, Bicol College of Fisheries, Bicol College of Agriculture and the Albay High School.

I'm flying to Legazpi Friday afternoon via Airphil just for an overnight stay, I hope it doesn't rain. Pag-asa forecast says that it will be raining hard in Albay starting Thursday night until Friday.

Happy new year doc and we're safe and sound, we started our new year's office work right, conceptualizing project proposals for 2011 program implementation.

PAGASA, Legazpi forecasted again of heavy rains this coming weekend in the province , but our government is always ready anticipating such phenomenon.

LCC expressmart and LCC Malls are sprouting all over Bicol. This is our pride. This is good move so that even when SM City comes in, LCC won't be affected that much. Healthy competition and wide variety of choices can be served to the consumers.

Just arrived from Legazpi this morning. I took the 950am morning flight of Airphil Express. I am so far very impressed by the Airphil Express services I experienced. Very smooth. The spanking new Airbus 320-200 smells and looked like it just came out from the factory. It was dark when we arrived yesterday afternoon but thank God we were able to land safely. This morning was no different. Pero may diit nang liwanag sa horizon.

I was able to go around the city last night. Dai man lamang ki baha ta bako man talaga makusog su uran. Turutagiti man sana. Nabaritaan ko si Korina Sanchez was broadcasting live in her TV Patrol live from Legazpi. At the Penaranda Park I think.

I like the taxi service in Legazpi. Not really that expensive. You pay P80 from Legazpi to Daraga. But if within Legazpi it's P60 or P70. From the airport to anywhere in Legazpi/Daraga is P150. Garo dakulon nang taxi ngonyan sa Legazpi. They're everywhere.

Abusado talaga an mga tricycle sa Legazpi. Kasubagong aga, may nawalat akong gamit sa hotel. I talked to a tricycle driver parked inside the airport and he was charging me P60. So I said why he was charging me that. He said - Iyo talaga tabi an singilan digdi. Sabi ko maduman na sana ako sa luwas kan kudal. I hailed a tricycle going to the hotel and back, and guess how much I paid for the round trip - P20.

That is the essence of a free market economy. If we won't allow LCC to expand is just like saying that we should not allow other big businesses to invest in the city because it will kill existing local businesses. For example, we should not allow ACE Hardware to come to Legazpi because it might kill local hardwares? Or we should not welcome Ayala Land to come in because it may kill the local subdivision developers? Instead we should look at these business expansions in a more positive manner. For example, the entry of Jollibee and McDonalds made Biggs and Graceland think of ways to improve its products and services. And look, they were able to survive.

101 % agree ako diyan, besides, LCC is bringing services and products closer to their customers, like putting up branches in the different cities and towns in the region, at least the business climate in a particular place, changes.
Maybe ,LCC now is the highest taxpayer in Albay .
They have now branches in Masbate City, Sorsogon City, Naga, Iriga, Pili, Nabua, Polangui, Guinobatan, Camalig, Ligao, Daraga, aside from Legazpi City which have 5 branches, Rawis, Sagpon, Old Albay, Penaranda infront of the church, infront of the LCC Main , the LCC Mall rotonda and the place where it originated, Tabaco City .
These establishments contributes to the reduction of unemployment rate in the region.
Watch out LCC Mall, Virac.

sir, tingnan din natin ang ibang angle. ang point ko din ay sa kakaexpand ng lcc baka naman so mga gustong maglaag ki new business arog kan SM ay hindi na ituloy ang pag-invest nila dahil mahihirapan na sila makapagpenetrate kasi hawak na ng LCC ang market. kung healthy competition man lang, dapat welcome ang LCC sa mga new players. kung dai siguro nagkaigwa ki savemore sa legazpi o sm naga, sa hiling ko dai mag-eexpand ang LCC.

The spanking new Airbus 320-200 smells and looked like it just came out from the factory. It was dark when we arrived yesterday afternoon but thank God we were able to land safely. This morning was no different. Pero may diit nang liwanag sa horizon.

I was able to go around the city last night. Dai man lamang ki baha ta bako man talaga makusog su uran. Turutagiti man sana. Nabaritaan ko si Korina Sanchez was broadcasting live in her TV Patrol live from Legazpi. At the Penaranda Park I think.

I like the taxi service in Legazpi. Not really that expensive. You pay P80 from Legazpi to Daraga. But if within Legazpi it's P60 or P70. From the airport to anywhere in Legazpi/Daraga is P150. Garo dakulon nang taxi ngonyan sa Legazpi. They're everywhere.

Just arrived from Legazpi this morning. I took the 950am morning flight of Airphil Express. I am so far very impressed by the Airphil Express services I experienced. Very smooth. sir, tingnan din natin ang ibang angle. ang point ko din ay sa kakaexpand ng lcc baka naman so mga gustong maglaag ki new business arog kan SM ay hindi na ituloy ang pag-invest nila dahil mahihirapan na sila makapagpenetrate kasi hawak na ng LCC ang market. kung healthy competition man lang, dapat welcome ang LCC sa mga new players. kung dai siguro nagkaigwa ki savemore sa legazpi o sm naga, sa hiling ko dai mag-eexpand ang LCC.


What you just said is exactly what I'm driving at. LCC is doing the right thing in saturating Albay with its minimalls because it is anticipating the entry of SM. If you are a smart businessman, you should always be on guard and ahead of what your competitor is thinking. SM had made it's entry in Legazpi already with the just opened Savemore. So before SM floods the entire province with Savemore stores, LCC is already there and had created its market niche. SM then will have to improve its offerings to topple LCC.
On the other hand, when Pacific Mall opened in Legazpi, LCC was forced to improve its services. When SM finally decides therefore to come to Albay, it better be good, otherwise it will eat dust catching up with LCC, PM and Embarcdero. While the latter three should always be on their toes to meet SM head on.

One difference is the legroom. Airphil is a value airline and therefore it will not be advisable for long haul flights if your height is at least 5'10". For short domestic flights therefore, it is just perfect like those of 5J planes. So far, I cannot complain about the services I experienced with Airphil. I will fly with them again this Holy Week with my family.

Hi sir Gary, JY is not a 24 hour convenence store. JY Daraga closes at 10pm, while the one in Albay closes at 11 I think. The only 24/7 stores in Legazpi/Daraga area are the Lucky 9/South Star Drug convenience store in Old Albay and Mercury Drug Daraga. The original 24/7 store was Magic 24 the present Generic's Pharmacy in Albay. Sadly it was gradually driven out of business when Lucky 9 began its operations next to it.

Quick mart Daraga, JY, LCC were better competitors in retailing/wholesale products here . They're offering the lowest price in town, Mercury Drugs chains and Jucky 9s' pricings were so expensive, compared to the 3 other stores.
The more competitors, the better, the happier our customers. They can now budget their earnings for their stuff.
Anyway, people are wiser now, if they had a little amount of money, they prefer to buy at sari sari stores or at the market, that is why market vendors, were not totally affected by the sprouting supermarkets.
Sabi kan mga taga Pantao, Libon, maray man na ayo na mall sa Polangui, at least dai na kami maga plete ki mahal, makalog man lang ki mall sa Legazpi.
Sabi man kan taga Camalig,, Ligao and Guinobatan, natutoto man an mga tawo ki pagbakal ki grocery na bako over the counter. Kami an napili kan goods and derecho sa cashier, di kariton pa, sosyal pag luwas,hehehehe.
Anybody is welcome to open their businesses anywhere.
Lets welcome more malls, more investors, more food chains,etc. etc.

I've been back from Manila since Jan. 2, & the sun has been so elusive :(
these rains have been unbearable, i had a hard time connecting to the internet :lol:

I went to Manito last weekend (I had to deliver late Christmas gifts) despite the heavy downpour that day (Saturday morning), disregarding the dangers of landslides as reported on national tv. The PUJ I rode was trailing behind a convoy of Phil. Army trucks, Red Cross ambulances & ABSCBN vans. According to the people I was with, Korina Sanchez & her team had relief operations over at Buyo Elementary School in Manito.

anyway, here's my observation:
Saturday morning
-most of the residences along the highway in Brgy. Tinapian & Malobago are deserted (some were probably still in evacuation areas, some might be eagerly waiting for Korina Sanchez at Brgy. Buyo :) )
-small mounds of eroded earth are neatly shoved on the roadside.
-the landslides seemed to have occurred on the same spots as the previous ones.
-the streams leading to the spillways look wider & the flowing water seemed dangerous... one spillway near Km. 560 in Malobago had a big hole, its Legazpi-bound lane is not passable.
-the road condition got a little worse, potholes got dug deeper by the rains. if it's any consolation, the road is not muddy at all (just peppered with sharp-edged rocks).

Sunday afternoon
- the sun appeared for a while... people started to "bilad" their palay, abaca, copra & pili, only to be drenched again by sudden rainshowers.
-residents of Tinapian & Malobago were back at their homes, at their favorite spots watching passing vehicles on the road.

I learned that the condition at Brgys. Pawa, Hologan & Nagotgot isn't as bad as it is depicted on TV newscasts. And I'd also say that from what I've seen, there's not much to worry about Manito (it is just unfortunate that there were 2 casualties from here). As one old lady remarked, "pinagmumukhang kawawa kasi tayo sa TV, eh ganito naman talaga dito pag malakas ang ulan... yan tuloy, alalang-alala yung anak ko sa Isteyts!" :) Well, at least this little town got the attention of the media & the provincial government, & hopefully, it gets all the help to improve the quality of life of its residents.

Abusado talaga an mga tricycle sa Legazpi. Kasubagong aga, may nawalat akong gamit sa hotel. I talked to a tricycle driver parked inside the airport and he was charging me P60. So I said why he was charging me that. He said - Iyo talaga tabi an singilan digdi. Sabi ko maduman na sana ako sa luwas kan kudal. I hailed a tricycle going to the hotel and back, and guess how much I paid for the round trip - P20.

The TV news about Albay are so exaggerated. Anyway, it only shows Albay's readiness to any bad situation. Action rather than sorry. Gov. Salceda is so good!

What you see in the news, both on print and TV are actually all exaggerated. As burntjay said, he was in Manito and the situation is not really that bad. I was also in Legazpi during the weekend, and what I saw was normal activity. The only thing that was abnormal was the non-stop "ambon". People are going through their normal activities. I think the main problem of the people is how to dry their laundry.

I hope the rain already stops. Even if it's just ambon, it still hinders some of the normal activities of the people.

I wonder why the Ibalong Centrum is not yet operational after the rehabilitation work. Previous picture posts here in the past threads show that the interiors of the Centrum is almost finished. But last Friday, I saw that the Centrum is still fenced.

At least dakul nang taxi sa Legazpi. Like, last Friday, I just took the taxi, so at least even if the pay was higher, it was comfortable. Dai ako nadumog kan uran.

Yup. This is very much welcome here in this thread :) I really appreciate what Naga City did when they involve the public in the design phase of its monument by having this design contest :banana::banana::banana: I just hope na sana Legaspi City had done the same thing to Penaranda Park and not just to award the contract sa sarong siguro na favored contractor ( this is just my assumption going into how the government "works"). Same thing with the Legaspi City public market near Philtranco terminal which has a very poor design and devoid of any trees so it is just your regular and typical market building. Iriga City has a very modern and clean public market so the city can learn from it.

So if the city is going to build a big monument in the Boulevard area , Kapuntukan Hill or the mountains overlooking Legaspi, the city government should also involve the people in the design aspect para naman mascreen talaga ang pinaka-da best na design tanganing maappreciate na marhay kang mga tawo :)

Just arrived from Legazpi this morning. I took the 950am morning flight of Airphil Express. I am so far very impressed by the Airphil Express services I experienced. Very smooth. The spanking new Airbus 320-200 smells and looked like it just came out from the factory. It was dark when we arrived yesterday afternoon but thank God we were able to land safely. This morning was no different. Pero may diit nang liwanag sa horizon.

I was able to go around the city last night. Dai man lamang ki baha ta bako man talaga makusog su uran. Turutagiti man sana. Nabaritaan ko si Korina Sanchez was broadcasting live in her TV Patrol live from Legazpi. At the Penaranda Park I think.

I like the taxi service in Legazpi. Not really that expensive. You pay P80 from Legazpi to Daraga. But if within Legazpi it's P60 or P70. From the airport to anywhere in Legazpi/Daraga is P150. Garo dakulon nang taxi ngonyan sa Legazpi. They're everywhere.

Hopefully more taxis mean even lower prices in the future. This also means more variety in terms of transport, adding to jeeps and tricycles, as well as mini buses. Are you still in Legazpi mrGary? I hope the weather has improved now. The floods in Australia show that even so-called first world countries can struggle to cope when faced with disasters of such magnitude.

Besides great views of Albay Gulf I'm guessing the area around Manito is also quite cool in January because of the hilly/mountainous terrain - probably a bit like Tagaytay.

The vacant site of the former market next to Quezon Avenue would be an ideal site for such a monument - it is large enough to accommodate a public square.

The Kapuntukan Hill would be an ideal site for a viewing platform - in fact I think the EM lighthouse should have been built there. If the LGU can afford a cable car ride to the hill (or perhaps have it funded through PPP), that would add another potential tourist attraction for the city. Copying or being "inspired" by Rio de Janeiro's Cristo Redentor statue would be very tempting indeed - the view is similarly spectacular but I think it would be very kitsch.
How about a cable car ride up the hill and a luge ride downhill - to complement the existing rides around EM? :)

A question about Lakandula Drive, hoping that there is someone out there with some background:

I started doing some GPS mapping with group here that is developing a free map for GPS users. Their map shows Bogtong Road running from the Yawa Bridge all the way to the Bañag crossing in Daraga. Many of the businesses on that road in Daraga use Lakandula Drive as their address. If you look at a map, you can quickly draw a conclusion that Lakandula Drive in Legaspi used to continue through what is now the airport and on to Bañag crossing. Are there now 2 Lakandula's - one in Legaspi and one in Daraga? If so, where does Bogtong Road end and Lakandula start (at the Legaspi/Daraga border?) Does anyone have any information to back up my theory? (I was going to check at Daraga Municipal Building today but did not get the time.)

I heard over one radio station in Legazpi City that the street lights from Daraga boundary to Legazpi Port district will be replaced with solar lamps. This was stated by former mayor Noel Rosal. This is good because solar lamps are more economical and more luminous. The current street lights are gloomy.

Lakandula Drive did not change since from wayback. What changed is the Bogtong road. Before the airport was extended, the road to Bogtong started at a junction along Lakandula Drive at about the boundary of Cruzada and Gogon. This road traversed the end of the original runway going to Bogtong. This is actually the old airport road because it connected to the old airport terminal which was at the foot of Lignon Hill. When the runway was extended in the late sixties, this old road was closed. Although the road is still there, it now ends at the runway. The new Bogtong road that passes along the fringes of Yawa River was built after the airport was extended. The road that extends up to Banag from Bogtong is the Tagas Road which originally ended in Bogtong.

I just stayed in Legazpi overnight Doc. And during my less than 24 hours stay, it was raining throughout although medyo tagiti sana. But it never stopped. I don't know but all my life this is the first time I experienced it. Parang phenomenon.

Salceda and the Albayanos. We're just good. Trying to live in any adversaries is making our place livable and not the cover-ups that are actually putting the place in an unsafe status. Remember even first countries may experience the same because of climate change. Be ready than sorry!

We will have at least 3 7-eleven stores soon!:banana: My friend is the proponent of 7-eleven Bicol, I exposed it here last year.

Meanwhile, SM has no initiation this year for Legazpi. 2012 is the target year. LCC is a big competitor driving SM away! Oh no.... I still want SM!:ohno: Legazpi City is offering the reclaimed area in Kapuntukan Hill beside Embarcadero for SM. Well SM City will be here soon!

Taxi cabs are rampant in the city right now. As in visible! hehe...It's cheaper than tricycle but more convenient. I heard there are 40+ units. It will rise to 100 once SM City Legazpi and BIA open according to the taxi organization here in Legazpi.

Eancra Commercial Center is now renovated and open for lease. It's a commercial establishment near SM Savemore Legazpi. Savemore is doing well. BTW any info about Savemore in Daraga?

Good morning sir, any updates on the BIA? How is the construction progressing?

Good morning too doc, technical working group continuously doing their task, but due to continuous heavy rains, heavy equipment operators got difficulty, pounding and clearing the place, due to thick mud on the ground, i'll try to have a pics on it, once the weather is fine.

Yes, Rawis now had a wide four lane highway, more regional offices were constructed and plenty of commercial establishments can be seen all around including the biggest, seafarers college and a private elementary and secondary school , more pension houses and hometels and gasoline stations.
It is now really an urban place.

Yes, we've seen fenced lots at the boulevard for the transfer of some city public offices along the seashore, embarcadero e jeep opened up their boulevard tours at night in the amount of 30 pesos and its really amazing touring such place due to colorful streetlights and chilly air from the pacific ocean, such a wonderful experienced for a family, a scenic jogging adventures for everybody and a wide fishing ground to fishing enthusiasts and a cool wide swimming pool, for free.

We've heard of putting up a wake boarding along the boulevard.

Toktok embarcadero is now available in the amount of 50 pesos touring centro 'till boulevard ,just like at the Serendra in Market Market.

MANILA, Philippines—In the power sector, non-oil sources of energy will account for 70 percent or more of power generation, especially geothermal, natural gas, coal, biomass, hydro, wind, and solar.

I would also venture to say that by 2020, the construction of a nuclear plant somewhere in the island of Mindanao would have started to reduce the dependence of that second largest and most populated island on the very unreliable hydro power.

Also, by 2020, I am confident that the reforms recommended by Daniel E. Chalmers, chairman and CEO of GN Power, in the 7 Big Winners Summit last 28 October 2010 would have been fully implemented: a) the promotion of open access and retail competition and the choice and the responsibility given to a consumer; b) users of power to be more proactive and educated in contracting their power supply as a prudent measure for their power requirements; c) encouragement of private investors for additional capacity to support demand growth and create stability both in the grid and the market.

A major portion of the yearly FDI flows of $7 to $10 will be invested in the energy sector led, among others, by AES, one of the largest energy companies in the US. Some of the largest conglomerates in the Philippines, e.g. San Miguel Corporation, the Metro Bank group, the SM group, the Aboitiz group, the Metro Pacific group will be heavily invested in energy, raising significantly the efficiency of the sector. Electricity rates in the Philippines will no longer be the highest in the region.

In the manufacturing sector, food and beverage will continue to be the largest component. Auto parts manufacturing will survive competition in the Asean, with the appropriate incentives (not necessarily tax) from the government. By 2020, the total domestic market for cars can exceed 500,000 units a year, enabling some local car parts manufacturing to reach the necessary economies of scale to be regionally competitive.

Electronics exports will continue to fuel the manufacturing of electrical machinery, with higher-value products replacing the merely labor-intensive items of the last thirty years. As recommended by John Forbes of the American Chamber of Commerce, manufactured exports will have diversified by 2020 to creative industry products (e.g fashion goods), minerals, processed foods, and solar panels, among others.

In mining, the Aquino administration will be able to implement the desired key reforms identified by Benjamin Philip G. Romualdez, president of the Chamber of Mines of the Philippines, to wit, a) resolution of all the issues surrounding conflict between local government units (LGUs) and national government in the development of mineral resources, such as the legality of local ordinances banning mining and open pit mining and imposition of taxes by LGUs on mining companies, in addition to those specified in national laws; b) maintaining stable investment environment to promote local and foreign investment in the mining industry; c) transparency and good governance to reduce cost of doing business.

With these desired key reforms, by 2020 exports of mineral ores can be contributing more than $10 billion of revenues, especially from gold, copper, and nickel exports, considering the rapidly expanding demand for these commodities in China, India, and the other emerging markets. More than 500,000 workers will be employed in the mining sector by 2020. The mining companies will be exemplary in the practice of corporate social responsibility (CSR), especially as regards protection of the environment and the humane treatment of indigenous people in the mining areas, as the CSR Guidebook for the Mining Industry launched in 2010 is fully implemented. The mining sector will make a major contribution to the reduction of poverty since mining operations are in the remote rural areas, where 75 percent of the Philippine poor reside.

In the tourism industry, there will be some seven million foreign tourists traveling to the Philippines as the Open Skies policy is implemented during the Aquino administration, allowing more foreign airlines to fly directly to the Philippines, especially to airports outside the National Capital Region.

Among the new airports to be constructed in the next five to six years will be the Panglao Airport, Laguindingan, Puerto Princesa, Daraga International Airport, Kalibo, and the NAIA Terminal 3 upgrade full operationalization. The Clark International Airport will replace the Metro Manila airport as the main gateway to the Philippines from abroad. Angeles City will be the hub of a new metropolitan area that will develop in Central Luzon.

Even more important as an engine of growth of tourism is domestic tourism as 20 million middle-income Filipinos are expected to travel out of their usual place of residence to tourist destinations all over the archipelago, many of them taking advantage of the Philippine Nautical Highway that was started during the Arroyo administration and will undergo continuous improvement in the next six years under the Aquino government. To accommodate these tourists, there will be a mushrooming of bed-and-breakfast facilities all over the countryside, giving a boost to small family-run enterprises in the tourism industry.

I do not claim this 2020 vision to be an accurate forecast. It is my vision of what could be a reality 10 years from now if the government, the business sector, and civil society will cooperate to implement the reforms and programs identified in several symposia, conferences, workshops, and consultations that I have attended over the last few months since the inauguration of the Aquino presidency.

I repeat my most important assumption: The persons put in charge by President Aquino in all the departments that have to do directly with the accomplishment of the objectives for which the state is responsible are highly qualified, experienced, and honest individuals who will work for the common good of Philippine society. I do believe we are in good hands. Anyone who disagrees with this assumption will, of course, highly doubt the realism of this 2020 vision.

^ wow vision 2020...i also think that Pampanga will be the next Metro Manila, with all those infrastructures in place it can easily overtake Cebu in terms of development. I wish to see a modern metropolis in Pampanga. Nevertheless, i also see Daraga to lead the bicol region in development, with the completetion of the Bicol international Airport and the "open sky" policy, the host municipality will have a direct impact on these development...but in general it will the whole bicol region that will benefit...Maray na albay sa gabos!

I heard that Puregold will be somewhere in Tahao Road and Embarcadero. Jaca Incorporated is hiring applicants for Puregold Legazpi. 7-eleven will open also in Bicol Region. We will have at least 3 7-eleven stores soon!:banana: My friend is the proponent of 7-eleven Bicol, I exposed it here last year.

Meanwhile, SM has no initiation this year for Legazpi. 2012 is the target year. LCC is a big competitor driving SM away! Oh no.... I still want SM!:ohno: Legazpi City is offering the reclaimed area in Kapuntukan Hill beside Embarcadero for SM. Well SM City will be here soon!

Actually, SM already found a place in Legazpi way ahead of the place they found in Naga. But unfortunately our city (government and Legazpenos) offered more problems to SM than solutions. Uminabot pa si Reming kaya naunsyami. But Legazpi was actually the first priority even if LCC and PM are already there. Don't be impatient guys. Maabot iyan.

MAYBE LEGAZPI CITY AND NAGA CITY SHOULD JOINTLY BID TO HOST THIS BIG EVENT. I THINK THE PARTICIPANTS WILL HAVE A GRAND TIME GOING BACK AND FORTH BETWEEN THE TWO CITIES. WE HAVE GOOD HOTELS AND EXTRA ACTIVITIES THAT CAN BE ARRANGED. ALBAY ASTRODOME WILL BE A GOOD VENUE.

MANILA, Philippines—The Advertising Congress of the Philippines—the biggest event in the local advertising industry—has opened up the bidding for the venue of the 22nd PAC to be held in November to local government units.

The biennial event, organized by the Advertising Board of the Philippines, brings together the country’s top business, advertising and media companies.

Alexandra Prieto-Romualdez, the president of the Philippine Daily Inquirer, is the chair of this year’s Ad Congress.

“We would like to aspire to have a congress that spurs movement and change, a congress that will move the industry toward introspection and hopefully create the power to break barriers to growth. We can start challenging the current state of affairs, raise some issues, and ask the industry the hard question of why? Or why not?,” said Prieto-Romualdez.

Strict criteria

This year, the organizers are strictly enforcing a set of seven criteria to ensure that the fittest city or locality is chosen to host the event, said Belen Fernando, vice president for marketing for Alaska Milk Corp., who heads the Ad Congress organizing committee.

“We’ll definitely step it up this time around. Launching a truly first-class Ad Congress this year starts with selecting the perfect venue so we’re hoping to get the best bids from cities and localities across the country,” Fernando said.

The last Ad Congress in November 2009 was hastily moved to the Subic Bay Freeport when three weeks before the event landslides and floods destroyed most of the roads leading to Baguio City, the original chosen venue.

The criteria include the following: the city or locality’s accessibility through various transport modes; infrastructure (such as conference center or plenary hall) that can support at least 2,500 to 4,000 delegates; affordability; availability of local suppliers; safety and security systems in place; and local government support.

“Aside from our usual criteria, we’ve also added in the list, for the first time, a city or locality’s value-added attractions to the delegates and guests as many of the participants view the Ad Congress also as a break from their usual hectic schedule,” Fernando said.

Interested LGUs may submit their bids anytime until Jan. 31, 2011.

Logistics to be outsourced

While all localities are welcome to submit bids, cities with huge conference centers and a large number of hotels would have a distinct advantage, said Fernando.

The winning locality will be announced in February, after which another bidding process will ensue. The second bidding will be for the selection of the events company that will handle the logistics, the setting up and the staging of the congress itself.
This is the first time that the logistics demand for the ad congress, such as booking and registration of participants, transportation and the meals of the delegates, will be outsourced.

“In the past, we’ve always had volunteers from the industry. And while we appreciate that, we believe outsourcing the logistics to more experienced people would best serve the interests of everyone,” Fernando said.

Like choosing the venue, the selection of the events company will also follow stringent criteria to ensure that the Ad Congress runs as smoothly and as professionally as possible, she said.

Organizers will be looking at the company’s integrity, competence, track record and completeness of service, Fernando said.

Sana before 2011 ends, tapos na ini, kadakula kaya kan Ivory, we had our party before diyan kan MIH pa ini, me sa irarom pa ini, me bar, fitness gym , bodega, opisina, etc. Kan magduman ako kan sarong semana, plenty of laborers nasa laog, bawal mag laog kaya sa luwas lang me naka pics, an tantiya ko , parang Waterfront Hotel, Cebu an kadakulaan kan site kaini and this will be the biggest hotel in Southern Luzon , world class, sobra pa to sa 5 star hotel.

Waterfront Hotel near the Mactan Airport? I think not, it might be as wide as the Waterfront Hotel at Cebu City proper , near the Cebu City IT Park, in terms of area.

Yes, MIH was the biggest and the best hotel in the region during its prime starting in seventies and up to the nineties actually. MIH was ahead of its time in Legazpi. This hotel was built in the mid-seventies almost at the same time with most of the big hotels in Metro Manila like, Mandarin, Manila Peninsula, Centruy Park, Holiday Inn, Manila Garden (now Dusit) in time when Manila hosted the IMF-World Bank convention in 1976. I used to stay there with my family during summers pag dai na kami husto sa harong ta pag sarabayan kaming magturugang nag-uuruli kairiba mga aki. Enjoy mga aki ko diyan sa swimming pool ninda. Igwa pa iyan ki disco buda videoke sa basement.

When it reopens as Ivory Classic, it will definitely regain its crown as the biggest and best hotel in the region. Truly 5-star in the truest sense. There will be no comparison. Misibis is another category.

What happened to the official website of Legazpi City? I can't find it anymore. Maybe Mayor Rosal should take a look and revive it. At this day and age, everyone who wants to find information about a place, the first tendency is to look at the web. Mayor Rosal is on Facebook so she must be somewhat computer savvy. She should look at the website of Palawan Province, its beautiful and informative.

In Bicol Region, skyscraper buildings are not permitted. We have as high as 9 floors only in Legazpi.

Well even in Davao there are less skyscrapers. So ask them too why!

In Daraga, Albay and Legazpi City, skycrapers are not permitted 'coz, Legazpi Domestic Airport is just within the perimeter of the urban areas. After the completion of the Bicol International Airport, we are hoping for the construction of high rise buildings.
Tabaco City , also in Albay province, is far away from the airport, that is why they have more skycrapes.
