I say, “first regular meet” because we are going to have several meets in the future hopefully to realize and forward our ideals for our province. But don’t worry guys; our meets will always be informal and casual, nothing formal actually. Just having some fun discussing our ideas (like we always do :)). So far, the meet was a success and it was, as Dex said, a very productive night! :) :) :) We are looking forward to meeting all of you in the future! We had “minutes of the meeting,” by the way, and I was the “secretary” of the night. I had fun scribbling down all their ideas, particularly, Pading Romy’s, who’s energy levels were very high despite the brevity of his stay. He had so many good ones that I enjoyed writing them down with no amount of stress at all. Here are our agenda last night: Tourism *Food Tourism 1. There must be high quality in our pasalubongs. > standardize/regulate food preparation. >set up an umbrella agency that would see to it that our “pasalubongs” are of good quality and taste. 2. Put up a specific area or place where everything Albayano is featured. > “Pasalubong Center” 3. Market Albay as a “Culinary Destination” 4. Promote the preparation of Authentic Albayano Dishes> yum yum! > maybe we should make a list of these authentic albayano dishes *Cultural Heritage & History 1. Re Magayon festival > “naging Beer Fest na sana” – Pading Romy > lacks identity – what really is it about? >merge with Ibalong Festival >schedule: on the period with the least weather disturbance 2. Heritage Site > specify, protect and promote our pre-war buildings. 3. Publishing of a Coffee Table Book > a book covering the past (history), present, and future (ideals) of Albay. > we need the support of stakeholders and local government entities to fund this project. *General 1. Support from Local Government Entities >as observed by us, the private institutions are faster than the local government entities in marketing the city and the province. In fact, as what Pading Romy said, Misibis Bay almost overlooks the fact that it is located in Albay in promoting itself. >we believe that it will be more beneficial to the tourism industry to merge Albay Tourism Council with Legazpi Tourism Council. > I think we need to know the organizational structure of these councils too and maybe, just maybe, ask if we could have our own representative in them. 2. Revive the websites of Legazpi City and Albay Province. 3. Find out the real identity of Albay and market it to balikbayans and other tourists >What common element do we have that makes us Albayanos? What is our equivalent to Cebu’s Bisdak? >On the other side of the coin, what catchy phrase that sums up Albay is needed to lure and attract tourists to visit us? >What is Albay? What makes it different? 4. Organize Tourism Package >Currently there are no vans that would take up tourists to different places in the province (similar to that of Palawan) > “masamok” Future Actions Agreed Upon 1. Online Manifesto > we will make an online manifesto covering our grievances and ideals > first, we will post it on the internet, particularly on the Facebook Pages of Legazpi City and Pading Romy > then, gather signatures >> how nga pala? > send to Albay Tourism Council 2. PEMC also claimed in a statement Tuesday the cooperative failed to settle its obligations despite agreeing to do so in a mediated agreement on Dec. 9, 2010. As such, PEMC “is constrained to issue a notice of suspension and request for the electric cooperative’s disconnection." ALECO supposedly agreed to settle its December 2010 obligations as well as replenish its prudential requirement or security deposit by Jan. 25, according to Philippine Electricity. Here, Mr. Aquino put his money where his mouth is. The budget allocation for social services is expected to increase from P492 billion in 2010 to P560 billion in 2011, or by 14%. The Department of Education’s budget will increase by 19.2%, the Department of Health’s budget by 13.3%, and the Social Welfare and Development’s budget by a whopping 122.7%. The budget allocation for the defense sector will increase by 5.4% while that of the general public services sector will decline by 4.0%. Moving forward, on the fiscal side, the Aquino government will be faced with three major challenges. First, how to raise enough revenues to be able to finance bigger, more responsive budgets. Second, how to effectively and efficiently implement the budget. The challenge is extremely difficult for the Department of Social Welfare and Development. An agency that is so unaccustomed to handle large budgets, DSWD is now equipped with a humongous budget but faced with the enormous task of implementing the Aquino administration’s flagship program. Is the DSWD bureaucracy up to the challenge? Finally, how to make the PPP initiative work. And if it doesn’t live up to expectation, what is the Aquino III administration’s fall back option? The eight-man board of the Albay Electric Cooperative (Aleco) resigned on Thursday, an hour before the noon deadline set by the National Grid Corp. of the Philippines (NGCP) for Aleco to pay up or be cut off from its source of power. The Department of Energy (DOE) has agreed to step in and help keep electricity flowing into Albay but only on condition that the Aleco board resign and pave the way for reforms. But as the clock ticked, one member of the board, Rommel Aldea, refused to heed the DOE. Gov. Joey Salceda said he was able to persuade Aldea to quit the board, too, like seven of its other members. In a press conference, Salceda said copies of Aldea’s resignation letter would be sent to the NGCP and DOE. The NGCP, which runs facilities that transmit electricity to end users, was set to unplug Albay at noon Thursday over at least P3 billion in unpaid power bills. The resignation of the Aleco board would pave the way for the cooperative rehabilitation by the National Electrification Administration, according to Salceda. The DOE, in a letter last Feb. 1, said the NEA should take over Aleco but should start with a clean slate. Aldea signed his resignation letter in the presence of reporters, breaking into tears. Aleco board members had rejected calls for them to quit, saying their positions were a mandate from consumers. The pressure for them to quit, however, was growing. Salceda earlier said he would “move heaven and earth” to prevent the power disconnection and he joined a protest movement to press for the resignation of the board. The fate of Albay’s power supply was left hanging until 3 p.m. on Thursday after Salceda said he felt frustrated at a DOE position rejecting the letters of resignation of the board members for being addressed to the wrong office. The DOE said the board should produce another set of documents addressed to the NEA instead of to the office of Aleco’s general manager. On its website, Aleco said that as of July 2005, the cooperative has at least 165,328 members. Inefficient management and corruption were seen as causes of trouble in the Aleco, which has accumulated billions of pesos in debts to its power suppliers. The news said clearly that the BIA was not shelved, it was only deferred. So there is still a very good chance that it will be continued. I guess we should just give a little understanding of the current financial fix that our government is in right now. The only sad thing that I see is it dampened our enthusiasm to have a new airport at an earlier date. Now we are seeing a setback of at least a year. There is no way that that project is going to be shelved altogether. I guess everyone that uses the present airport and the terminal in particular, is becoming very inadequate with the volume of passengers that goes through it. With the current expansion mode of our airlines, there is a good chance that the low fares will become more consistent, and it will mean passengers will be using airplanes to travel and ergo, resulting to more flights. CDO airport's development is much advanced so I guess it has to proceed. Among the named airports for development, CDO is the busiest (I think with more than 20 flights a day) while its existing terminal in Lumbia is just a little bigger than LGP. For a while those expectations were supported by the President and his economic team saying the right things. But after over half a year in command of the country and its bureaucracy, we seem to be going nowhere fast. Indeed, fears are now being expressed that P-Noy himself is so laidback and so lacking in proper work habits to set the example and inspire the government machinery to move with a renewed sense of purpose and urgency. Even the business community, which constituted one of his staunchest supporters, is getting a bit more impatient about the pace of reforms. The reservoir of positive sentiment is running out in the absence of more developments by way of changes that would improve the business climate on the ground and beyond mere speeches, Power Point presentations and press releases. P-Noy cannot claim comfort in his still high approval rating. As local market guru John Mangun observed: “While the President still commands a very favorable ‘approval/trust’ rating, maybe there is a growing lack of confidence for the future. So growing a sense of caution or hesitation in the President could be reflected in our stock exchange. The next weeks of trading activity will be very interesting as we get nearer to 3,600 on the index.” The first signs of trouble can be seen in this administration’s centerpiece program for the economy: the PPP. It has apparently hit predictable roadblocks. According to a headline story of BusinessWorld, our economic managers have admitted delays in the PPP projects for this year. They are targeting 10 projects but unless they are able to iron out such things as how to compensate investors for change of rules and how to get LGUs to be more business friendly, they will be lucky to launch any major project this year. According to the BusinessWorld story, officials told them that they are pushing back bidding for several PPP projects because of unfinished studies and rules governing the centerpiece infrastructure program. Foreign business groups and diplomats were also told that the framework to implement promised guarantees remained incomplete. In other words, they didn’t do their homework before they launched with a big bang. As it happened, Business Mirror reports that the Foreign Chambers of Commerce raised the need to come up with clear protection from regulatory, legislative and judicial risks for long-term investors, as well as immediately resolve previous build-operate-transfer (BOT) projects that went wrong. Unless this happens, the Foreign Chambers warned that the administration will not be able to persuade the international investment community to participate in the administration’s public-private partnership (PPP) projects. Possible rules to guard against regulatory risks “are now subject to discussion at the National and Economic Development Authority’s infrastructure committee... and details will be provided in due time,” PPP Center Executive Director Philamer Torio told BusinessWorld. In other words, the issue has not moved from the day P-Noy promised it during the PPP launch. If the executive branch has not finalized those rules, how can Congress even start to discuss possible needed legislation? These problems should have been anticipated when P-Noy promised the guarantees. In fact, even as the business sector welcomed the President’s guarantee, they wondered how it would be implemented. It would most likely require legislation since money will have to be appropriated for the purpose. But now that it had been promised, the government must make good on it or lose credibility. P-Noy should use his current positive influence on members of Congress to help him out here. P-Noy should convene a LEDAC meeting to take this matter up. He should emphasize the urgency of crafting and passing appropriate legislation or the implementation of any PPP project this year may be wishful thinking. One route being explored to prevent arbitrary contract changes is to limit the involvement of local government units (LGUs), according to Board of Investments managing head Cristino Panlilio. They are looking at proposing amendments to the Local Government Code to “unravel the authority of LGUs which are subject to abuse”, Mr. Panlilio said. Such a proposal is likely to attract much opposition in Congress. According to a report filed by PhilStar reporter Ted Torres, IFC Resident Representative Jesse Ang said the Aquino government must make the program attractive to both domestic and foreign investors. “The government must do things right, and must create the impression that the Philippine is sincere, and that it will end the virtual cycle of corruption or inefficiency.” The same IFC official while supportive of the program that will invest on much needed public infrastructure, has also expressed the view that “the problem with PPP is the pipeline is not robust.” This is also the view taken by the Foreign Chambers: “We strongly recommend that a pipeline of bankable PPP projects be developed.” P-Noy was right to make PPPs a priority program because we do need to bridge the country’s infrastructure gaps amid a chronic lack in government funds. But this is not a new program. It is a rehash of the old B-O-T or Build-Operate-Transfer programs of the past. It is unclear how the Aquino Administration will introduce enough changes in it to mitigate the bad experience of the private sector in the B-O-T program in the past. It seems to me our officials should realize selling the program does not just mean making glitzy presentations to prospective investors. Convincing members of Congress and LGU officials to help should be top priority at this stage. SUPPLY By Boo Chanco (The Philippine Star) Updated February 11, 2011 12:00 AM Comments (7) View comments Part of the exuberance that greeted our new President is the expectation that good things will start to happen soon. For a while those expectations were supported by the President and his economic team saying the right things. But after over half a year in command of the country and its bureaucracy, we seem to be going nowhere fast. Indeed, fears are now being expressed that P-Noy himself is so laidback and so lacking in proper work habits to set the example and inspire the government machinery to move with a renewed sense of purpose and urgency. Even the business community, which constituted one of his staunchest supporters, is getting a bit more impatient about the pace of reforms. The reservoir of positive sentiment is running out in the absence of more developments by way of changes that would improve the business climate on the ground and beyond mere speeches, Power Point presentations and press releases. P-Noy cannot claim comfort in his still high approval rating. As local market guru John Mangun observed: “While the President still commands a very favorable ‘approval/trust’ rating, maybe there is a growing lack of confidence for the future. So growing a sense of caution or hesitation in the President could be reflected in our stock exchange. The next weeks of trading activity will be very interesting as we get nearer to 3,600 on the index.” The first signs of trouble can be seen in this administration’s centerpiece program for the economy: the PPP. It has apparently hit predictable roadblocks. According to a headline story of BusinessWorld, our economic managers have admitted delays in the PPP projects for this year. They are targeting 10 projects but unless they are able to iron out such things as how to compensate investors for change of rules and how to get LGUs to be more business friendly, they will be lucky to launch any major project this year. According to the BusinessWorld story, officials told them that they are pushing back bidding for several PPP projects because of unfinished studies and rules governing the centerpiece infrastructure program. Foreign business groups and diplomats were also told that the framework to implement promised guarantees remained incomplete. In other words, they didn’t do their homework before they launched with a big bang. As it happened, Business Mirror reports that the Foreign Chambers of Commerce raised the need to come up with clear protection from regulatory, legislative and judicial risks for long-term investors, as well as immediately resolve previous build-operate-transfer (BOT) projects that went wrong. Unless this happens, the Foreign Chambers warned that the administration will not be able to persuade the international investment community to participate in the administration’s public-private partnership (PPP) projects. Possible rules to guard against regulatory risks “are now subject to discussion at the National and Economic Development Authority’s infrastructure committee... and details will be provided in due time,” PPP Center Executive Director Philamer Torio told BusinessWorld. In other words, the issue has not moved from the day P-Noy promised it during the PPP launch. If the executive branch has not finalized those rules, how can Congress even start to discuss possible needed legislation? These problems should have been anticipated when P-Noy promised the guarantees. In fact, even as the business sector welcomed the President’s guarantee, they wondered how it would be implemented. It would most likely require legislation since money will have to be appropriated for the purpose. But now that it had been promised, the government must make good on it or lose credibility. P-Noy should use his current positive influence on members of Congress to help him out here. P-Noy should convene a LEDAC meeting to take this matter up. He should emphasize the urgency of crafting and passing appropriate legislation or the implementation of any PPP project this year may be wishful thinking. One route being explored to prevent arbitrary contract changes is to limit the involvement of local government units (LGUs), according to Board of Investments managing head Cristino Panlilio. They are looking at proposing amendments to the Local Government Code to “unravel the authority of LGUs which are subject to abuse”, Mr. Panlilio said. Such a proposal is likely to attract much opposition in Congress. According to a report filed by PhilStar reporter Ted Torres, IFC Resident Representative Jesse Ang said the Aquino government must make the program attractive to both domestic and foreign investors. “The government must do things right, and must create the impression that the Philippine is sincere, and that it will end the virtual cycle of corruption or inefficiency.” The same IFC official while supportive of the program that will invest on much needed public infrastructure, has also expressed the view that “the problem with PPP is the pipeline is not robust.” This is also the view taken by the Foreign Chambers: “We strongly recommend that a pipeline of bankable PPP projects be developed.” P-Noy was right to make PPPs a priority program because we do need to bridge the country’s infrastructure gaps amid a chronic lack in government funds. But this is not a new program. It is a rehash of the old B-O-T or Build-Operate-Transfer programs of the past. It is unclear how the Aquino Administration will introduce enough changes in it to mitigate the bad experience of the private sector in the B-O-T program in the past. It seems to me our officials should realize selling the program does not just mean making glitzy presentations to prospective investors. Convincing members of Congress and LGU officials to help should be top priority at this stage. Arguelles Inquirer Southern Luzon First Posted 22:41:00 02/10/2011 Filed Under: Electricity Production & Distribution, Graft & Corruption, Government, Management Changes, Regional authorities LEGAZPI CITY, Philippines—The board of the troubled electric cooperative of Albay has resigned about an hour before a deadline expired for the cooperative to clear the way for reforms or be unplugged from its supply of electricity that would switch off power in hundreds of thousands of homes in the province. The eight-man board of the Albay Electric Cooperative (Aleco) resigned on Thursday, an hour before the noon deadline set by the National Grid Corp. of the Philippines (NGCP) for Aleco to pay up or be cut off from its source of power. The Department of Energy (DOE) has agreed to step in and help keep electricity flowing into Albay but only on condition that the Aleco board resign and pave the way for reforms. But as the clock ticked, one member of the board, Rommel Aldea, refused to heed the DOE. Gov. Joey Salceda said he was able to persuade Aldea to quit the board, too, like seven of its other members. In a press conference, Salceda said copies of Aldea’s resignation letter would be sent to the NGCP and DOE. The NGCP, which runs facilities that transmit electricity to end users, was set to unplug Albay at noon Thursday over at least P3 billion in unpaid power bills. The resignation of the Aleco board would pave the way for the cooperative rehabilitation by the National Electrification Administration, according to Salceda. The DOE, in a letter last Feb. 1, said the NEA should take over Aleco but should start with a clean slate. Aldea signed his resignation letter in the presence of reporters, breaking into tears. Aleco board members had rejected calls for them to quit, saying their positions were a mandate from consumers. The pressure for them to quit, however, was growing. Salceda earlier said he would “move heaven and earth” to prevent the power disconnection and he joined a protest movement to press for the resignation of the board. The fate of Albay’s power supply was left hanging until 3 p.m. on Thursday after Salceda said he felt frustrated at a DOE position rejecting the letters of resignation of the board members for being addressed to the wrong office. The DOE said the board should produce another set of documents addressed to the NEA instead of to the office of Aleco’s general manager. On its website, Aleco said that as of July 2005, the cooperative has at least 165,328 members. Inefficient management and corruption were seen as causes of trouble in the Aleco, which has accumulated billions of pesos in debts to its power suppliers. Aleco has been buying electricity at higher rates from independent power producers. The National Power Corp., which sells power at lower rates, has been supplying only a small amount of Albay’s power demand. Actually, it was a drastic decision on the part of the ALECO Board of Directors to resign and give way to the NEA Management again, they came to that decision due to the intervention of our Governor. The bottomline, Governor really moved heaven and earth just to unplug the whole province from electric interruption, Bravo, Gov. The question is...until when we will have the same scenario? Based on my personal analysis, these are necessary to avoid further financial setbacks our country will face if we keep on the spending spree done during the past 10 years. We are all to blame for the financial fiasco our country is currently experiencing. We tolerated them. There are many reasons why our government finances are in disarray. For one, we are now paying for the unabated corruption in the past. Just look around you, there are so many projects left half finished because the contractor run short of funds because of the 10 to 25% pocketed by politicians. There are so many non-priority projects that were given priority. All these were done para sa pagpapapogi kan satuyang mga politico starting from the top. I still believe in the sincerity of the current government in straightening the bureaucracy. There are still corruption being done here and there. It will take time before those bad eggs in government are wiped out. I am so glad of the series of events that are currently happening which are unearthing the rotten state of our military institution. These are actually well known facts that many of us know that are happening in our military, but nothing is done because people are afraid to speak out. Now, everything is coming out straight from the horses mouth. Col Rabusa should be protected from harm so he can continue his revelations. But the one I really admire is Heidi Mendoza, because I can see her sincerity in coming out. Gen Reyes should have told the truth, it should have been a more heroic act compared to what he did. The completion of the BIA is not an all in solution to fast track the economic development of our province. It is just one of the factors. There are so many other worthwhile projects that can be undertaken that can be locally funded. Our local leaders should be just be more creative and dynamic in handling our finances. Based on my personal analysis, these are necessary to avoid further financial setbacks our country will face if we keep on the spending spree done during the past 10 years. We are all to blame for the financial fiasco our country is currently experiencing. We tolerated them. There are many reasons why our government finances are in disarray. For one, we are now paying for the unabated corruption in the past. Just look around you, there are so many projects left half finished because the contractor run short of funds because of the 10 to 25% pocketed by politicians. There are so many non-priority projects that were given priority. All these were done para sa pagpapapogi kan satuyang mga politico starting from the top. I still believe in the sincerity of the current government in straightening the bureaucracy. There are still corruption being done here and there. It will take time before those bad eggs in government are wiped out. I am so glad of the series of events that are currently happening which are unearthing the rotten state of our military institution. These are actually well known facts that many of us know that are happening in our military, but nothing is done because people are afraid to speak out. Now, everything is coming out straight from the horses mouth. Col Rabusa should be protected from harm so he can continue his revelations. But the one I really admire is Heidi Mendoza, because I can see her sincerity in coming out. Gen Reyes should have told the truth, it should have been a more heroic act compared to what he did. The completion of the BIA is not an all in solution to fast track the economic development of our province. It is just one of the factors. There are so many other worthwhile projects that can be undertaken that can be locally funded. Our local leaders should be just be more creative and dynamic in handling our finances. But most of all they should be HONEST! May kasabihan baga . . . Its great to see the latest projects ongoing in our province. There had been some comments and unlikely reactions about what is being done in Daraga church. That is understandable because we would like to see the original as we would like to appreciate the beauty of it. We might not know the real intention of the parish as to why they done it. On the other hand, we know that it is being done because the structure (church) needs some conservation/preservation effort. Original color and texture of the church is actually "WHITE". What? White? Yes, white is the original color of the church made from lime mixture used as mortars and plasters in the construction during the early times. Most likely, hopefully not, that it is not paint what is being used but a mixture of lime materials mostly similar to the original with some added modern mixture. This is being done so that the external structure can be save from deterioration of the elements surrounding it. Reason why we saw it dark or black as what we thought was the original because of time. As long time passes, chemical reactions, weather conditions, climate change render it black.
