Turn left to go towards BIA access road. Going towards Legazpi, hopefully it will link to Legazpi Boulevard. I agree, we need now proper zoning of the area to include farmlands, residential, commercial, reservoirs and tourist parks. A search for water supply should be undertaken. There should be a lot of spring water made available for thousand years and on-going by Mt. Bariw or simply by the rolling topography of Estanza. Here' s a picture of a part of Estanza, showing in the middle lower part of the picture, a nipa hut sheltering a well. Water supply should not be a problem in Estanza. It is a matter of making it potable and creating a water supply systen with water tanks and reservoirs. Due to popular requests, I am reposting this picutre on a bigger frame. Estanza is about 10 minute drive away from MIH (under renovation and new name). I rather see this highland view when I get up in the morning than an ocean view on a shoreline. The night time view with a full moon rising from Albay Gulf will equally be spectacular, if not romantic. We need to finish the roads and light them up with solar powered lamps. Fully developed with residential and commercial buildings, it would look like a Hongkong type of a city. Loterte LEGAZPI CITY, March 9 (PIA) — The provincial government of Albay, through the Centre for Initiatives and Research on Climate Adaptation (CIRCA) will embark anew in pursuing the advocacy on climate change adaptation (CCA) cum disaster risk reduction (DRR) … now with chief executives of some 800 towns across the country. Albay province, acclaimed a key front liner in CCA advocacy in the country and abroad, takes the lead anew in staging the LGU Summit+3i – Mindanao Leg set on March 15-17 at the Grand Regal Hotel in Davao City. Manuel “Nong” Rangasa, executive director of CIRCA, told PIA News Service that the Mindanao leg is the third and final of the series of the LGU Summit+3i in the three main islands of the country. Albay earlier hosted and sponsored the two CCA summits involving the League of Governors of the Philippines held in Albay on November 2010 and League of City Mayors in Iloilo on December, also last year. Rangasa said the summit evidently manifests that the implementation of direct adaptation measures remains local or lies on the hands of LGUs and residents. Rangasa added the Mindanao leg also forms part of the unrelenting pursuit and strengthen commitment to mainstream CCA to address climate variability and extremes, moreover, direct adaptation measures among localities in the country. The CIRCA executive director elaborated further that in the end local governments will increase appreciation on the concept that the “development as usual” approach, without considering climate variability and extremes, may pose as threat in meeting development goals. The series of interfacing among chief executives and other stakeholders, according to Rangasa, intends to raise the urgent need for a concerted effort to fast track achievement of the Millennium Development Goals (MDGs) set by the United Nations (UN), especially at the local level, to meet the 2015 target and share experiences of LGUs in tracking their MDGs progress; and “With provincial and city chief executives across the country earlier demonstrating their commitment to develop resilience and adaptive capacities of communities to the adverse impacts of climate change, the summit will now seek the commitment among towns’ chief executives to accelerate achievement of MDGs through appropriate interventions, including CCA measures,” he noted. Ash Wednesday is the first day of the 40-day season of Lent. In keeping with an old religious tradition, priests in purple vestments, the color of penance, will mark the foreheads of the faithful with a cross, while saying: “Remember man, thou art dust and unto dust thou shall return” (Genesis 3:19) or “Turn away from sin and be faithful to the Gospel” (Mark 1:15). Atty. Alvin Villamor, Bicol chief of the Department of Labor and Employment (DOLE) said the 45 owners and managers of business establishments from the province of Albay, Camarines Sur and Camarines Norte, Catanduanes, Masbate and Sorsogon underwent the training and now became fully aware of the labor and employment laws in the Philippines, such as issuances and policies of the agency. “They all committed to comply with these laws and policies. But the agency will remain on guard to ensure that employees will get their shares, benefits and claims due to them by their employers,” Villamor said. He added that most of the participants of the training were from Albay and Camarines Sur being the major business areas of the region. The training, according to Villamor, forms part of the three approaches in labor regulation compliant being implemented by the DOLE, including technical assistance visit (TAV) for establishments with less than 10 workers; labor inspection (LI) for establishments with 10 to 199 workers; and, Self Assessment (SA) for companies with 200 or more workers. “SA is a developmental approach. Students in far-flung and upland public elementary and high schools in fact proved they were way ahead of their urban counterparts in Albay, results from the 2010 National Achievement Test (NAT) showed. This prompted Albay Governor Joey Salceda to mull on implementing in the province what he dubbed as the “Cinderella Rule,” or barring students from entering Internet cafés and computer game zones from 8 p.m. to 8 a.m. “There are no Internet cafés in these far-flung barangays so pupils really spend more time on their studies after doing household chores like fetching water, washing dishes,” Salceda noted. Proposed measure “Precisely why I have proposed for the approval of the Sangguniang Panlalawigan the measure called ‘Cinderella Rule’ that would penalize Internet pubs and similar establishments if they admit persons below 17 or are still in the basic education cycle between 8 p.m. to 8 a.m.,” said Salceda. The NAT results showed that Villapaz Elementary School, in an upland village of the outskirt town of Jovellar, topped all the other elementary schools in Albay in mathematics. The initial volume of 'coconut water' that O.N.E. would like to source from the Philippines is 10 containers a month. The country's total coconut production is placed at 16 million tons a year. Last year, PepsiCo and O.N.E., a Los Angeles, California-based coconut water company, has announced PepsiCo's increased investment in O.N.E., thereby acquiring a majority stake in the company. This represents a second round of investment in O.N.E. by PepsiCo and Catterton Partners, a private equity firm based in Greenwich, Conn. Coconut Water is one of the fastest growing categories in the U. S. beverage market. Victor Ramon Goyena, 50, a civil engineering graduate, said it took him six months of experimentation before he finally perfected in October last year the extraction of virgin pili nut oil from newly harvested nuts. “The temperature plays a very important role in maintaining the nutritional potency of the oil. Only when no alteration of its nutrient composition can we claim it as ‘virgin oil,’” he said. Goyena added that he got hooked into this undertaking after attending a series of trainings on pili nut food processing sponsored by the Department of Agriculture (DA) in Albay. Goyena, who was awarded with a three-hectare farm under the Comprehensive Agrarian Reform Program (CARP) in April 2008, said the oil is a good skin moisturizer as it helps smoothen ageing skin and soften dry and rough skin. “The oil is odorless and is easily absorbed by our skin. I personally use it and it makes my skin glow and healthy”, said Goyena, who is married to the former Jocelyn Faustino, with whom he has two sons, both in their late teens. Goyena also found that virgin pili nut oil is good at enhancing hair growth. Traditionally, pili nut oil is being used by local folks to treat skin diseases and as de-worming agent for poultry and livestock. Goyena is currently selling his virgin pili nut oil in 20 and 30 milliliter bottles in the Bicol region. He is working on hitting the national market anytime within the next two years. Dee said government and the private sector should harness their efforts in improving the welfare of the IPs, among the most disadvantaged sectors of our society. Dee said she is a staunch advocate in the protection of the rights of IPs. Dee said we should recognize their ancestral domains and provide them access to education and livelihood designed to improve the welfare. She said, “Dapat natin pagibayuhin ang pag bigay ng proteksyion at pagyamanin and kultura ng ating mga katutubo.” Dee said she would like to see that IPs are educated so that they could make right decisions. She even cited a non-government organization in Davao that put up a college exclusively for indigenous people. Last Friday, when the Philippine Institute of Volcanology and Seismology (Phivolcs) raised the tsunami alert warning from level 1 to level 2, not all residents responded in the 117 villages of this province within the projected area to be hit. Even with Gov. Joey Salceda’s enforcement of evacuation of residents in the coastal areas, the villagers of Victory, Pigcale, Sabang and San Roque of this city remained in their houses doing their daily chores that day. Salceda, whose goal in disaster response and management is “zero casualty” admitted there were problems because residents in the coastal areas did not leave their residences. “For a single precious life, the government is spending so much money but people are stubborn. We need to implement countermeasures here such as sustained community training including tsunami drills. On extreme situations, we will implement forced evacuation,” the governor said. At the peak of the evacuation that day the city experienced a traffic jam while schools, malls, banks and business establishments closed down to give employees and students time to go home and seek safer grounds. “Communications with the public should be continuous and it is highly critical to inform them that authorities are responding to the evolving risks. Correct science-based information on such risks provides the people reasonable basis for household decision-making while personal leadership has a calming effect,” Salceda explained. Last Friday, when the Philippine Institute of Volcanology and Seismology (Phivolcs) raised the tsunami alert warning from level 1 to level 2, not all residents responded in the 117 villages of this province within the projected area to be hit. Even with Gov. Joey Salceda’s enforcement of evacuation of residents in the coastal areas, the villagers of Victory, Pigcale, Sabang and San Roque of this city remained in their houses doing their daily chores that day. Salceda, whose goal in disaster response and management is “zero casualty” admitted there were problems because residents in the coastal areas did not leave their residences. “For a single precious life, the government is spending so much money but people are stubborn. We need to implement countermeasures here such as sustained community training including tsunami drills. On extreme situations, we will implement forced evacuation,” the governor said. Popcom Public Information Officer Miracle Bolanos said the commission has recently forged a partnership with Bicol University College of Arts and Letters (BUCAL) to pursue an advocacy among the young on RH and sexuality issues. Dubbed “Preparing Responsible Individuals as Movers and Enablers of Development (PRIMED)”, Popcom and BU intend to educate particularly the students on matters like pre-marital sex and teenage pregnancy. That's the danger of this picture. The mindset that, "Oh! Since no tsunami hit us last time, even if the government warned us of it, it won't come. I might as well stay put than waste my time and energy evacuating." I commend the Gov. for his zero casualty plan during times of disasters, but if the people won't be so cooperative, and if they stay stubborn towards this, then it would no longer be a zero casualty. It's not just whether the tsunami hits us or not after the warning, that's not even the point. Disaster preparedness requires everyone to follow orders. If they keep on this attitude, then all the good intentions and plans of the government will be for naught. Good day! I won't recommend that you take the bus. That supposed 1.5hrs travel from Naga to Legazpi will become 4 hours if you take the bus. I'd recommend you to go to the Van terminal instead and take the van from there. There are taxi's waiting on the airport, you may want to take one to the terminal, or, you can take the pedicab to the national highway and wait for a jeepney or a bus to take you to the van terminal. I commend the Gov. for his zero casualty plan during times of disasters, but if the people won't be so cooperative, and if they stay stubborn towards this, then it would no longer be a zero casualty. That supposed 1.5hrs travel from Naga to Legazpi will become 4 hours if you take the bus. I'd recommend you to go to the Van terminal instead and take the van from there. There are taxi's waiting on the airport, you may want to take one to the terminal, or, you can take the pedicab to the national highway and wait for a jeepney or a bus to take you to the van terminal. Reynulfo A. Juan, MBG regional director for Bicol, said that aside from the good volume of production of these mining companies, they also paid a total of P782.61 million in taxes in 2010. Of these three mining companies, Masbate Gold Project, operating in Aroroy town in Masbate province under Australian and Filipino management, produced a total of 4,000 kilograms of gold, 3,200 kilograms of silver with a total value of P6.9 billion, Juan said. According to BIR Regional Director Diosdado R. Mendoza, the seven Revenue District Offices (RDOs) collected a total of P759,903,411.77 for the months of January and February while the collection goal set by the bureau central office amounted to P707,773,000.00. Mendoza said that in terms of collection RDO 67- Legazpi City, headed by Ariel M. Calabia, collected the highest amount of P261,303,250.86 or P6.5 million over the goal of PP254.7 million; while second was RDO 65 - Naga City, headed by Soccoro R. Lafuente, with an actual collection of P212,614,766.09 or exceeding by P18.9 million its collection goal of P193.6 million. However in terms of collection over the goal, he said that RDO 64, headed by Nemesia G. Diano, was able exceeded its collection goal by 22 percent when it collected P13.8 million over the goal of of P63 million, while second is RDO 66- Iriga City, headed by Ma Luisa Belen, who surpassed its goal by 18 .21 percent when it collected P8.1 million over the goal of PP52.8 million. Currently, there are 24,721 families at risk or 128,751 people in 7 towns and 2 cities (Legazpi and Tabaco) in 150 coastal barangays. A total of 17,850 vulnerable households are on the eastern seaboard (impact area of the recent tsunami) and 6,871 are on the west coast of the province. The Albay Public Safety and Emergency Management Office (Apsemo), the first disaster management office established by a local government unit in the country in 1994, conducted tsunami-hazard assessments— essentially ground elevation surveys of areas close to the eastern and western seaboards using GPS. Tsunami maps are then generated as bases for planning and decision-making. The maps show areas and populations located within 1 meter (red), 5 meters (yellow) and 10 meters (green) above sea level. Institutional framework. First, the zero-casualty goal during disasters is ordained. Second, disaster-preparedness and response teams are organized from the provincial down to the barangay level. Functions and responsibilities of task units of the preparedness and response teams are discussed and defined through conferences and meetings. Based on the scenario and drill plan, the community and its leaders as well as municipal action officers and responders are briefed about the plan through conferences for three consecutive months by Apsemo and the Philippine Institute of Volcanology and Seismology (Phivolcs). Community awareness. Vulnerable communities are oriented on the nature and effects of tsunamis. They train on how to get involved in preparedness and response where the focus is warning and evacuation, not relief and rescue. When people are evacuated to safe grounds identified by the local Disaster Risk Reduction and Management Council (DRRMC) before a tsunami impact, rescue is not necessary. The communities are trained to become the first line of defense. Residents were informed of the proper procedure for observing earthquake behavior and sea-surface movement as their basis for community real-time warning and evacuation. Drills. Apsemo assists the local DRRMC in developing an earthquake scenario and in formulating local drill plans, which are pretested through a table-top exercise and practiced through actual on-site tsunami-warning and evacuation drills. In 2006, Albay was the site of the Pacific tsunami drill exercises observed by international agencies. Evacuation planning. Evacuation plans are undertaken for vulnerable areas. They revolve around evacuation route maps that are produced by vulnerable communities in partnership with Apsemo and Phivolcs. Evacuation drill plans are developed based on the established earthquake scenario. Warning system. Phivolcs or the National Disaster Risk Reduction and Management Council is the official source of warning. The Provincial Disaster Risk Reduction and Management Council (PDRRMC) communicates the warning to the community through Apsemo. The PDRRMC chair and members are informed of the warning so they can immediately activate emergency response requirements. Local tsunami. There are two types of tsunami disasters. If it is an immediate tsunami (like the tsunami that hit Sendai), the warning must be community-based as people have only a 10- to 15-minute lead time to run once a tsunami develops. Community-disaster officers in tsunami-vulnerable areas are trained after a major earthquake (not less than 6 magnitude) to detect from the sea surface movements—forward or receding waves—and roaring sounds (especially at night). But if it is a distant tsunami (like the one from Japan), (lead time is 4 to 18 hours), the warning must come from Phivolcs and the Office of Civil Defense informs Apsemo. The warning is communicated essentially through radio broadcast of advisories, radio interviews of Apsemo officers, and texts to local chief executives and village officers. Vulnerable communities are advised to evacuate. Employees and school authorities are advised to dismiss work and classes early. Response units are directed to execute preparedness-support activities like security and traffic management. Distant tsunami. They will get their money through postal money orders, according to Urbeta. The PDIC official said that depositors with deposits up to P500,000 would be processed within the next 90 to 120 days after filing their deposit claims. Those with deposits more than the P500,000 insurance limit of the PDIC would have to file claims against the assets of the bank. The PDIC will hold a series of depositors’ forums in BF branches this week after the Bangko Sentral ng Pilipinas placed the bank and 177,652 depositors under receivership last week after the bank was found to have insufficient funds to meet its obligations. In the hearing, Camarines Sur Rep. Luis Vilaffuerte questioned the PDIC for its failure to provide a receipt to acknowledge the documents and assets turned over by BF management to its team, which he claimed proved that regulators were too quick to declare the bank insolvent and have it closed. BSP legal counsel Juan de Zuniga argued that the BSP bank investigating team had given BF a failing grade as early as December. A total of 17,850 vulnerable households are on the eastern seaboard (impact area of the recent tsunami) and 6,871 are on the west coast of the province. The Albay Public Safety and Emergency Management Office (Apsemo), the first disaster management office established by a local government unit in the country in 1994, conducted tsunami-hazard assessments— essentially ground elevation surveys of areas close to the eastern and western seaboards using GPS. Tsunami maps are then generated as bases for planning and decision-making. The maps show areas and populations located within 1 meter (red), 5 meters (yellow) and 10 meters (green) above sea level. Institutional framework. First, the zero-casualty goal during disasters is ordained. Second, disaster-preparedness and response teams are organized from the provincial down to the barangay level. Functions and responsibilities of task units of the preparedness and response teams are discussed and defined through conferences and meetings. Based on the scenario and drill plan, the community and its leaders as well as municipal action officers and responders are briefed about the plan through conferences for three consecutive months by Apsemo and the Philippine Institute of Volcanology and Seismology (Phivolcs). Community awareness. Vulnerable communities are oriented on the nature and effects of tsunamis. They train on how to get involved in preparedness and response where the focus is warning and evacuation, not relief and rescue. When people are evacuated to safe grounds identified by the local Disaster Risk Reduction and Management Council (DRRMC) before a tsunami impact, rescue is not necessary. The communities are trained to become the first line of defense. Residents were informed of the proper procedure for observing earthquake behavior and sea-surface movement as their basis for community real-time warning and evacuation. Drills. Apsemo assists the local DRRMC in developing an earthquake scenario and in formulating local drill plans, which are pretested through a table-top exercise and practiced through actual on-site tsunami-warning and evacuation drills. In 2006, Albay was the site of the Pacific tsunami drill exercises observed by international agencies. Evacuation planning. Evacuation plans are undertaken for vulnerable areas. They revolve around evacuation route maps that are produced by vulnerable communities in partnership with Apsemo and Phivolcs. Evacuation drill plans are developed based on the established earthquake scenario. Warning system. Phivolcs or the National Disaster Risk Reduction and Management Council is the official source of warning. The Provincial Disaster Risk Reduction and Management Council (PDRRMC) communicates the warning to the community through Apsemo. The PDRRMC chair and members are informed of the warning so they can immediately activate emergency response requirements. Local tsunami. There are two types of tsunami disasters. If it is an immediate tsunami (like the tsunami that hit Sendai), the warning must be community-based as people have only a 10- to 15-minute lead time to run once a tsunami develops. Community-disaster officers in tsunami-vulnerable areas are trained after a major earthquake (not less than 6 magnitude) to detect from the sea surface movements—forward or receding waves—and roaring sounds (especially at night). But if it is a distant tsunami (like the one from Japan), (lead time is 4 to 18 hours), the warning must come from Phivolcs and the Office of Civil Defense informs Apsemo. The warning is communicated essentially through radio broadcast of advisories, radio interviews of Apsemo officers, and texts to local chief executives and village officers. Vulnerable communities are advised to evacuate. Employees and school authorities are advised to dismiss work and classes early. The organizer, which calls itself REACH or Run for Earth Consciousness Hour, believes that every individual and corporation have a social responsibility to save the earth, to which its chairman, Carmen R. Pancho said “our planet, our abode”. The fun run will start 7:30pm from the BU Oval up to the main entrance of LCC Mall along Quezon Avenue. By 8:30 in the evening when the world will simultaneously switch off lights, a candle-lighting follows forming the word MAYON. REACH organizers call it the local badge for national recognition. With three days before the event, the organizing committee calls on those who have not registered to the five-km fun run to contact 0929-135-8819 or 0917-383-4298 for details. A registration fee of P150 per person is required of every runner in exchange for a t-shirt, a bib and a glow stick. Prizes await the top finishers of the run. The remaining proceeds from the registration fee will find the tree planting activity at Mayon Volcano Natural Park, Lidong, Sto. Domingo, Albay. The observance of Earth Hour in the Philippines will be its fourth time this 2011. Advocates hope to enjoin Filipinos to mantle the entire country in darkness. This hour-long event started in Sydney, Australia in 2007 with the country joining the global event starting 2008. This year, people are enjoined not only to switch off lights for an hour but are encouraged to go beyond the 6-minute switch off with actions that will save the planet from destruction due to effects of global warming. Kenyan runners made a clean sweep in the 21 kilometer run with the fastest male runner Phillip Rhono finishing at 1:19 while Susan Chepkwony ruled the distaff side. According to Escudero in an email to PIA Bicol News Service, it is high time for government officials to seriously consider tapping natural sources of energy such as geothermal, solar and wind, which are readily available in the country. The senator made the statement in the wake of the nuclear crisis in Japan brought about by a 9.0-maginitude earthquake and tsunami that completely paralyzed the nuclear power plant in Fukushima last March 11. Even after the powerful temblor hit the highly-industrialized Japan, which heavily relies on nuclear power, some quarters are still pushing to activate the establishment of nuclear power plants in the country as an alternative source for a reliable and cheap energy. Escudero, however, explained that any move to resurrect the Bataan nuclear power plant should take a back seat until a comprehensive study and planning had been carried out by experts. “While the use of this technology should not be totally set aside, it is important that we should go slow, gain expertise and learn from the best practices as well as the shortcomings and mistakes of countries which rely on nuclear energy,” Escudero explained. “The lesson from the Japan incident should not be a reason for us to totally close our doors on nuclear power, but it should serve as a tipping point to explore better practices in the course of designing and maintaining nuclear power plants,” he added. This means that further research on the use of this technology and its safety should be done before entertaining proposals to put up nuclear power plants in the country. “We do acknowledge the fact that we do not possess the technical capability as of yet compared to advanced countries and economies relying on nuclear power, but there are advantages that we think we’ll be able to harness from best practices should we take the path towards nuclear energy,” Escudero said. “In fact, there are no standard operating procedures that exist yet that serve as the bible of nuclear energy operations. Paje, calling for the creation of local task forces in all regions of the country, except in the National Capital Region (NCR)” DENR Regional Executive Director Joselin Marcus Fragada said in the first assembly of the RAILTF held on March 16, 2011. Director Fragada stressed the importance of the creation of the regional task force in checking a hundred percent compliance on the local level with President Aquino’s EO 23. “The task force is set to monitor activities in natural and residual forests in Bicol Region with agents deputized by virtue of the EO” he added. Fragada explained that the task force will conduct surveillance, apprehension of illegal loggers and pursue cases against them as provided for by EO 23. Fragada urged local executives to provide support to the RAILTF in the crusade against illegal logging which is further underpinned in Resolution No. 2011-003, as it designates the task force to act on reports by local executives, through their provincial governors or the regional directors of the Department of Interior and Local Government (DILG). Resolution 2011-003 provides that “all concerned municipal/city mayors, though their respective barangay captains” are to conduct upland monitoring “to ensure that no illegal logging, kaingin and other forms of forest destruction” take place within their jurisdictions with the injunction to report to the RTFs, “through the Provincial Governor and/or the DILG Regional Director,” incidents of forests destruction especially slash and burn farming (kaingin) and illegal logging activities. The RAILTF members included the DILG, the Armed Forces of the Philippines 9th Infantry Division and its 901st, 902nd and 903rd Infantry Brigades, Phil. Navy - Naval Forces Southern Luzon, Phil. Air Force Tactical Operations Group V, Phil. National Police Regional Office V, Phil. Coast Guard, Department of Transportation and Communication, National Bureau of Investigation and Department of Justice. As of press time, the inter-agency task force is organizing an operation center (OPCEN) to ensure speedy mobilization of all its assets.
