MANILA, Philippines - The test-run for trains that will be plying the Manila-Bicol route was successful, an official of the Philippine National Railways (PNR) announced today.
Conducted last weekend, the test-run covered more than 400 kilometers through a newly refurbished locomotive train with several tourist class coaches donated by the Japanese government.
In my assessment, the Bicol test-run we conducted was 95 percent successful and we are nearing our objective to put back in operation the commercial PNR trips to Bicol region, said PNR General Manger Junio Ragragio Jr.
The Manila-Naga trip took only nine hours, shorter than the usual 10-hour travel time through bus, Ragragio said.
This makes trip to certain parts of Southern Luzon via train a highly viable travel alternative, he said, adding that all train coaches for the "Bicol Express" will be air-conditioned.
Also included in the test run was a locally refurbished passenger coach with several reclining chairs with a fit and finish comparable to imported train cars. It has better amenities to compete against imported first-class air-conditioned bus.
We have the tourist class where we have reclining chairs with more leg room compared to commercial buses. This includes a wide screen LCD with state-of-the-art sound system to comfortably watch movies during the long trip, Ragrario said.
We also have two types of sleeper coaches. One is a family suite that is good for a family or barkada of 4 to 6 persons. And we also have the executive class for passengers who would like extra privacy during the lengthy tour and the inclusion of a dining car with an ambiance of first class restaurant, he added.
He added that several projects are at hand for the Bicol Express route that includes the renovation of several train stations traversing along the provinces of Laguna, Quezon, Camarines Sur and Albay.
These train stations used to be teeming with commercial activities. However, after a long absence of train operations they are now in a state of neglect, he cited.
The PNR is mulling at putting up railway connections to Batangas, Camarines Norte and Sorsogon.
It is a very difficult and laborious undertaking but we are up to the challenge, he said.

HEEDING the advice of a marine biologist, a private foundation seeded a part of the Albay Gulf with 100 giant clams taken from Bolinao town in Pangasinan last year, hoping that this would improve the biodiversity of a dive site.
Seven months after, the clams (Tridacna gigas) are alive and thriving, reveals Arlie Juarez, recreation director of Misibis Coastal Care Foundation (MCCF).
In 2009, Juarez scoured the diving site of Misibis Island Resort near the Sula Channel and found not a single giant clam. He was told by marine biologist Gerry Reyes, director of the Philippine Commission on Scuba Diving, to seed the area with giant clams as these play an important role in the marine environment.
Giant clams filter wastes that settle at the bottom of the sea and make underwater conditions more conducive to marine life.
“In just a short period of time, we have already observed the emergence of new life in the dive site, including those of other species of giant clams and fishes,” Juarez says. Colorful fishes, including the clown fish popularized by the animated movie “Finding Nemo,” are seen often.
While the largest bivalve mollusks generally have a very low survival rate of 2 percent when transplanted, Juarez says he is overwhelmed by the fact that all of the 100 Bolinao clams seeded at a depth of 20 meters are alive. From 40 centimeters in size when they were seeded in October last year, the clams have grown to 55-68 cm, he says.
Juarez says transporting live giant clams hundreds of kilometers from its source is a very delicate procedure and costly, too. They bought the 100 clams at Bolinao Marine Laboratory run by Marine Science Institute of the University of the Philippines.
Each of them was carefully taken out from the hatchery, wrapped in a cheese cloth, placed in a plastic bag filled with sea water, then pumped in with oxygen, before packing them in Styrofoam coolers, Juarez says.
It took six hours to transport the giant clams by land and by air to reach its final destination in Cagraray Island.
MCCF plans to establish its own giant clam hatchery in Albay to increase the stock, and provide livelihood for local fishing families living along the coasts of the island.

SORSOGON CITY---Volcanoes in Bicol share the same origin but they differ in system and sources of magma, according to a volcanologist here.
Ed Laguerta, chief volcanologist in Bicol, explained that six volcanoes in Bicol were formed by two colliding plates called the subduction which is indicated by the Philippine Trench that stretches 1,320 km, 30 km in width and 10,540 meters in depth from the northeast top of Luzon to Indonesia.
Laguerta said these volcanoes are on the same slab of tectonic plate that form the volcanic arc but have separate lava domes that are not connected so that their behavior are distinct from each other.
Classified active volcanoes are Bulusan in Sorsogon, Mayon in Albay and Iriga in Camarines Sur. Three potentially active volcanoes are Mt. Isarog, Camarines Sur, Mt. Labo in Camarines Norte and Mt. Malinao in Albay.
Laguerta said volcanoes are classified active when they have documented records of eruption and have erupted within 10,000 years.
But he said volcanoes are classified potentially active volcanoes when there are pieces of evidence of recent activities but have not been documented yet. The appearance of these volcanoes is young-looking geomorphology with lush vegetation.
Laguerta explained evidence like ashes, rocks expelled from the volcano and other carbonized objects around it are signs that make one potentially active while scientific validation is still to be done yet.
He said volcanoes are inactive when they have not erupted within historic times and its form is beginning to be changed by agents of weathering and erosion through the formation of deep and long gullies.
Pocdol, located in the geothermal reservation area in Bacon, Sorsogon City, is one volcano in Bicol classified inactive which is the source of geothermal powered-plant of the Energy Development Corporation (EDC).
Laguerta assures the active volcanoes in Bicol do not act up simultaneously because there is a trigger or common system.
“They are connected because they are formed from the same slab of the Philippine Plate where the Pacific plate goes underneath it and melts under the earth’s mantle,” he said.
“The simultaneous restiveness of the two volcanoes at present is coincidental with different environments. If Mayon and Bulusan erupt simultaneously, it’s because they are both active,” Laguerta explained.
He pointed out the different magma chambers Mayon and Bulusan have, with different sizes and depths which determine the repose period of each one of the volcano while the kind of eruptions are also not the same.
He said Mayon has always been associated with magmatic eruption while Bulusan’s recorded eruptions were mostly phreatic, except during the 1918 eruption.
Laguerta said magmatic eruption is characterized by spewing of molten rocks and lava from the lava dome of the volcano while phreatic eruption happens when magma heats the water underneath the earth which turns it into a steam that causes explosion and eruption.

I am an Albayano but had assumed my identity as a True Blue Nagueno as I really feel that way.
I fell in love with my adopted city of Naga and like everything on it. I believe it doesn’t make me less an Albayano by becoming a Nagueno.
I could be both. An Albayano and a Nagueno. If the Fil- Ams are allowed dual citizenship, I deserve to be entitled with the same privilege.
It’s my way of paying back to a place that that has been so good to me and made me what I am now.
It’s called gratitude.
Although I was born in Albay but spent more that half of my life living in Naga City so most of my posts in the SSC are about the city. I would not be a credible source for any information in Albay if would be posting something that I am not aware of.
And it doesn’t me make less loyal to my birthplace as allegiance and love to one’s home town is not being measured by his number of posts on SSC.
Really, jocuatro, if you are now a Taguig resident, it’s perfectly alright for you be proud of your present homeland. It’s a magnificent city and it’s a great pride for someone to ba a part of a fast growing metropolis.
Believe me, it would not make you less an Albayano if you do so.

What we should change here is for us to be sensitive to other people feelings and avoid rudeness and insulting slurs.

POLANGUI, Albay --- Wanting to improve the standard of education in the field of science, english and mathematics, some 24 public elementary schools in this town were recipients of text2teach (T2T) launched here on Tuesday.
Text@Teach is a program that brings educational content through video downloaded via Short Messaging System (SMS) to public elementary schools.
T2T offers some 400 educational audio and video materials in Science, Math and English and Values Education that would reinforce the learnings of Grade 5 and 6 elementary pupils in public schools
The town of Polangui is the first in the division of Albay to receive the T2T program where 24 schools in this town will now be able to use the power of mobile technology in classrooms.
At the community launch held on Tuesday, T2T provided each of the schools with Nokia N86 8MP mobile phone pre-loaded with 400 educational audio and video materials on Math, Science and English, and a Globe pre-paid SIM card, and 29-inch colored television sets.
Town Mayor Cherille Sampal at the launching rites also turned over to the Text2Teach alliance P951,000 check representing the local government’s counterpart funds to implement T2T in this city.
The Text2Teach alliance is a collaborative effort of Ayala Foundation, Nokia, SEAMIO Innotech, Globe, Department of Education (DepEd) and Polangui LGU.
Under the program the SEAMEO will train some 120 school heads and teachers on the use of the T2T technology and educational materials, this will ensure the quality and standard of teaching using the program.
The 24 Polangui public elementary schools that received the T2T packages were Agos, Apad, Balangibang, Balinad, Danao, Itaran, Kinale, La Medalla, Lanigay, Lidong, Magpanambo, Magurang, Matacon, Maynaga, Maysua, Napo, Polangui North Central School, Polangui South Central School, Ponso North, Ponso Sout, Salvacion, Santicon and Sugcad.
Marisse Catangay of the Ayala Foundation said the T2T program was conceptualized in the United States of America (USA) in 2003 and was pilot tested in the country with a very satisfactory mark.
He said to date more than a million elementary pupils from 358 public elementary schools and 1,700 teachers nationwide are using the T2T, adding that the program has won several awards and garnered accolades from various institutions worldwide.
Catangay said the country was chosen as one of the pilot areas because the Philippines was tagged as the texting capital of the world.
She said “the program has proven to be effective as students’ learning was made easy, informative and entertaining while there was a noted decrease in the rate of absenteeism and dropouts among pupils .”
The T2T program also gives a wide range of interaction where an exchange of views evolves between the pupils and teachers, he said.
Nikka Abes, Nokia Corporate Communication Manager, at the project presentation said the Text2Teach evolved from the original satellite-based delivery to a full cellular platform using 3G-enabled device such as the Nokia N95 8GB 8MP equipped with an application called Nokia Education Delivery (NED).
NED allows teachers to download and choose the educational audio and videos on Math, Science and English specifically created for the project, Abes explained.
At the launch, public school officials, local government officials and students were amazed following a demonstration of the actual downloading of the T2T video to the mobile phone using NED and Globe’s 3G network.

LEGAZPI CITY, May 26 (PIA) --- “Prayers do work!” This has been the sentiments of some Albayanos after typhoon Chedeng spared Albay from its wrath and continue to move Northwest as of 11 a.m. today.
Governor Joey Salceda already ordered the decampment of evacuees within 1st and 2nd district of Albay and lifted the suspension order that he imposed 2 p.m. yesterday for government and private offices in the province.
In his advisory issued at 11;30 a.m. today, Salceda said that evacuees within the 3rd district of Albay should remain in their respective evacuation centers until further notice. But the provincial government maintained its position to ban all sea-faring activities.
Meanwhile, based from DOST-PAGASA bulletin # 13 issued at 11 a.m. today, typhoon Chedeng “has accelerated and gained more strength as it approaches the eastern seaboard of Northern Luzon.” It has a maximum sustained winds of 170 kph near the center and gustiness of up to 205 kph.
On Friday morning, Chedeng is expected to be at 200 km Northeast of Casiguran, Aurora and on Saturday morning it will be at 250 km Northeast of Basco, Batanes. By Sunday, the typhoon will be at 680 km Northeast of Basco or 90 km Southwest of Okinawa, Japan.
Public storm signal number 2 is still raised over Catanduanes and Camarines Sur while the provinces of Cagayan, Isabela, Quirino, Aurora, Quezon, Polillo Island, Marinduque, Burias and Ticao Island and Masbate are all under signal number 1. (MAL/JMM, PIA V)

MANILA, Philippines—The late Pope John Paul II had a special spot in his heart for laborers and farmers.
In fact, when the Pope visited Legazpi City on Feb. 21, 1981, he had a special message for them, according to retired Msgr. Honesto “Father Ham” Moraleda.
“Do not be ashamed of your work. Be proud of manual labor,” John Paul II said.
Father Ham never fails to quote this when he recounts the three encounters he had with the late Pontiff whose beatification at the Vatican today has been much awaited by the countless faithful who adore him.
John Paul II, who headed the Catholic Church for 27 years until his death on April 2, 2005, always placed a premium on the role of workers.
In his homily for the Jubilee of Workers on May 1, 2000, he prayed: “Lord, bless us and strengthen the work of our hands!”
The homily (available on the Internet, courtesy of the Catholic Information Network) reflects on the hidden life of Jesus in Nazareth where He spent 30 years of his earthly life.
“With His silent diligence in Joseph’s workshop, Jesus gave the highest proof of the dignity of work. Today’s Gospel mentions how the residents of Nazareth, His fellow villagers, welcomed Him with surprise, asking one another: ‘Where did this man get this wisdom and these mighty works? Is not this the carpenter’s son?’ (Mt. 13:54-55),” John Paul II said.
He said the Son of God did not disdain being called a “carpenter” and did not want to be spared the normal condition of every human being.
“The eloquence of the life of Christ is unequivocal: He belongs to the ‘working world,’ He has appreciation and respect for human work. It can indeed be said that He looks with love upon human work and the different forms that it takes, seeing in each one of these forms a particular facet of man’s likeness with God, the Creator and Father,” (Encyclical Laborem Exercens, n. 26).
Mesmerized
Pope John Paul II visited Legazpi City on Feb. 21, 1981, where thousands of faithful welcomed him. Two Catholic youth leaders—Ana Marie Sarte Onjoco and Daniel Valentin Simeon Calleja—placed a salakot (native conical hat) on the Pope’s head as he was welcomed at the airport.
After a motorcade around the city, the Pope celebrated Mass at the St. Gregory Church patio at 8 a.m.
Alumni from the St. Agnes’ Academy who participated in the Mass recalled how they were charmed and awed by the saintly Pontiff, who exuded an indefinable aura.
Father Ham, who was the parish priest of Legazpi City at the time, was the executive secretary of the committee in charge of the visit.
He was among those who sent Pope John Paul II off at the airport at about 2 p.m. that same day for his return flight to Manila.
“The Pope embraced all of us—including then Gov. Diding Imperial and then Mayor Goyito Imperial,” recalled Father Ham.
Mesmerized, he could not utter a single word, he said.
Second encounter
Father Ham worked hard for the construction of the Our Lady of Fatima Church on Tahao Road in Legazpi City. The church was completed in 1999.
“Before the church inauguration, we brought the statue of Our Lady of Fatima to Rome to have it blessed by Pope John Paul II,” Father Ham recalled.
He said their visit was facilitated by the Vatican-based Jose Cardinal Sanchez, archbishop emeritus of Nueva Segovia, who is from Pandan, Catanduanes. Cardinal Sanchez was appointed secretary to the congregation for the Evangelization of Peoples and later Congregation for the Clergy on July 1, 1991.
With the help of Cardinal Sanchez, Father Ham said he and his group were able to enter the private chapel of the Holy Father, where the latter celebrated Mass every morning at 7 a.m.
“After Mass, we went to the Pope’s private library beside the chapel,” he said.
Father Ham and two other priests—his former classmates, the late Msgr. Ernesto Alberto and retired Msgr. Francisco Molina—carried the statue of Our Lady of Fatima for the Pope’s blessing.
Before the blessing, Father Ham said the Pope talked to him.
“I was speechless. All I can remember is that the Pope kept on repeating ‘Mabuhay!’ ”
“From the chapel, we moved the statue to St. Peter’s Square in front of the St. Peter’s Basilica where the Holy Father appeared again,” Father Ham said.
Third encounter
He noted that there were only two statues—that of Our Lady of Fatima that he had brought and that of Padre Pio carried by Italian devotees.
From Rome, they transported the statue of Our Lady of Fatima to Portugal to be crowned by the bishop of Fatima in the presence of many people and Father Ham’s delegation of 43 devotees.
“I concelebrated the Mass with the bishop of Portugal,” he said.
After the pilgrimage, they took the statue back to Legazpi City on May 13, 1999, where it was displayed in a motorcade around the city before ending in the Albay Cathedral.
From the cathedral, the devotees transferred the statue to the newly built church at Tahao Road via one of the biggest processions in Legazpi City, Father Ham said.
Our Lady of Fatima has since become the patroness of the new church.
Thirty years later, Father Ham, now 78, always feels proud, blessed and fortunate as he reminisces on his unique experience.
He is leading the 6th Ave Maria Vacation Retreat of 30 pilgrims from April 26 to May 4 to attend Pope Paul John II’s three-day beatification event at the Vatican.

I do remember when we had our community immersion at Brgy. Balete in Guinobatan, one of the farthest barangay of this town, its already nearer to Pioduran, there is a wide river with a bamboo footbridge, constructed along the two biggest acacia trees and it was built at the middle of that huge trees, parang gusto ko yon balikan to take pics, super gayon and super high the bridge is, the problem is, super layo naman and super risky. It took us two hours hiking going back to Brgy. Sinangtan of Guinobatan.
Jovellar have plenty of undiscovered caves and waterfalls, like the Mataginting Falls, super gayon daw sabi ng informer ko, the problem is, masakay ka pa sa baruto along the Donsol - Jovellar River and when we had our community visit at La Medalla, Jovellar, after a week, one of the male teacher was stubbed to death by one of the parents infront of the school children, and until now the case is still unsolved, siisay kaya an gustong mag iba sakun, pasiring duman.

It's good that the train service to Bicol will be back but I'm a little worried about the condition of the coaches. They seem old. I know the Government is cash strapped but they could have invested more on newer coaches. If these decommissioned coaches break down in just a few years, this would mean additional expenses for the government. :ohno:

MANILA, Philippines – Environment Secretary Ramon Paje pledged to provide “straight and true service” on Friday after hearing news that he was to become a permanent member of the Aquino Cabinet.
Paje, in an interview on Friday, said he was grateful that President Benigno Aquino III permanently appointed him to head the Department of Environment and Natural Resources. “I am grateful for the President’s confidence in me. I assure the President of my straight and true service,” he said.
Paje, a former undersecretary at the Department of Energy and Natural Resources (DENR), has been serving as acting environment secretary pending his permanent appointment. Although he was heading the agency under an “acting” capacity, Paje said it did not affect his work.
“I did not consider it as part of my performance. I worked thinking I was a ‘casual’ employee. No one is a permanent member of the Cabinet,” he said.
Until Friday, Paje’s fate was uncertain. A few weeks before President Aquino’s declaration in Bangkok, it was reported that Paje would leave the DENR to make way for losing Liberal Party senatorial candidate Nereus Acosta, an environment advocate and former congressman.
Acosta himself admitted that he was being considered by Aquino to head the environment department and vowed to “clean up” the agency.
In a statement issued on May 11, Acosta also pledged to get rid of corruption, protect the environment, and encourage the mining industry. He also said that he was a victim of a smear campaign to block his bid as DENR chief.

LUNGSOD NG LEGAZPI, Mayo 28 (PIA) --- Matapos piliin ng Department of Education Central Office ang DepEd Bicol bilang pilot testing area ng Mother- Tongue- Based- Instruction, naging puspusan na ngayon ang paghahanda ng ahensya ukol dito.
Ayon sa Assistant Chief of Elementary Education ng DepEd Bicol na si Regida Vibar, pursigido at determinado silang maiplementa ang paggamit ng sariling dayalekto bilang pangunahing medyum sa pagtuturo sa mga piling paaralan sa rehiyon.
Sa isang pagpupulong na dinaluhan ni Vibar sa Thailand noong 2009, isang pag-aaral ang ipinakita at nagsasabing mas mataas ang komprehensyon ng mga mag-aaral sa mga araling tinuturo, gamit ang sariling dayalekto, kaysa sa Ingles. Sa tatlumpong araw ng paglalagi sa nasabing pagpupulong, nakita ni Vibar na malaki ang pagkakaiba ng mga estudyanteng tinuturuan gamit ang kanialng sariling dayalekto kaysa sa mga estudyanteng tinuturuan gamit ang Ingles.
Isa sa mga plano ng ahensya, ay ang pagbuo ng sampung-araw na in-house training para sa apatnapu't anim na guro at dalawampu't dalawang school heads, sa Mayo 21- 30, para magsanay at aralin ang bagong matrix ukol sa mother- tongue- based -instruction.
Dalawampu't dalawang pampublikong paaralan sa buong rehiyon ang napiling pagsagawaan ng nasabing programa. Sa Albay ang mga paaralan ng Bacacay Central School at Guinobatan East Central School. Sa Legazpi naman pinili ang Banquerohan Elementary School at ang Albay Central School. Sa Camarines Norte ang Daet Elementary School at ang Labo Elementary School ang napili, samantalang sa Camarines Sur naman ay ang Lagunoy Central School at Nabua East Pilot School. Sa Tabaco City naman ay ang Tabaco South Central School at sa Ligao City naman ay ang Ligao East Cental School.
Samantala sa Naga City ang Triangulo Elementary School at ang Naga Central I ang kasama sa lista.
Kasama din sa tala ang mga paaralan ng San Isidro Elementary School at Iriga Cental School sa Iriga City. Sa Catanduanes naman ay ang Virac Pilot Elementary School. Sa Masbate at Masbate City tatlong paaralan ang kasama sa lista, at ito ay ang San Jacinto Central School, Uson Central School at Jose Zurbito Central School.
Samantalang sa Sorsogon Province at ang Sorsogon City ay may tatlong paaralan din, ito ay ang Irosin Central School, Casiguran Central School at Sorsogon Central School.
Nilinaw ni Vibar ng tanging mga mag-aaral lamang na nasa unang baitang o Grade 1 ang sasailalim sa bagong programa. Ito ay matapos lumabas ang mga balitang kasama ang grade 2 at 3 sa bagong programa ngayong taon. Ang Grade 2 at 3 ay sasailalim din sa programa pero sa mga susunod pang school year, 2012-2013 para sa ikalawang baitang at 2013- 2014 para sa ikatlong baitang.
Sa bagong programa walang English subject ang mga mag-aaral. Tuturuan sila ng Mathematics, Science, at iba pang asignatura gamit ang sariling dayalekto. Ayon kay Vibar, may mga modules nang ginawa upang matulungan ang mga guro. Ang mga modules ay may mga ilustrasyon din na iginuhit ng mga lokal na ilustrador at mga teksto na isinulat ng mga lokal na manunulat.
Dahil sa pagkakaroon ng ibat- ibang varayati ng dayalektong Bicol, kung ano umano ang dominanteng ginagamit sa mga lugar na nabanggit ay ang gagamitin sa mga paaralan.
Dagdag pa ni Vibar na isa sa mga tumulong para makapaglabas ng mga modules ay ang non- government organization ng Agencia Espanyol International Corporation Desarolyo o AECID na nagbigay ng P 3.9 milyon.
Para sa mga paaralan na mayroong Section 1 and 2, sa section 2 i-implementa ang nasabing programa.
Wala pa naman umano silang natatanggap ng mga di- magagandang kumento mula sa mga magulang, bagkus puro positive comments ang kanilang nakukuha.
Inaasahang ngayong Hunyo-6 na magsisimula ang MTBI Program. (MAL/MMA, PIA Albay)

You are right Jo. Starbucks does not franchise its business to any individual or company for that matter except Rustan's Coffee Group which has the exclusive right to set up Starbucks operations in the Philippines. I still remember the first SB coffee shop at 6750 building in Makati City ta nagpila man kami duman days after the opening ta nali pa kami kaidto sa kape kang SB pero the accountants in us were already computing kung manggurano ang mark-up kang coffee and how many 3-in-1 Nescafe sachets we can buy for that one SB coffee. Hahahaha. In time, SB has changed the way pinoys enjoy their coffee and their cafes have become the official tambayan kang mga yuppies, tourists and students ta iba ang ambiance kang lugar pano relaxing ang dating at magayun talaga ang service. Nothing can compare din with pinoys natural cheerfulness and friendliness in delivering superb SB service for that enjoyable SB coffee experience :banana::banana::banana:
I also will be collecting the SB Naga and SB Legaspi mugs/tumblers pag nakauli ako diyan satuya :)

nakapasok na rin po ang SM sa Legazpi thru its SAVEMORE store. basta abangan nyo lang at magkakaroon tayo ng SM dyan on or before 2015! :) dito nga sa Tgauig eh na-delay din yung pag-gawa ng SM. there are 12 proposed/under construction na SM at 9 pa lang yung napangalanan na nila. Hopefully, yung isa sa 3 ay kasama na ang Legazpi.

Inspiration rooted from the abominable snowman turned dark. The key to achieving this was the fur and knits that mimiced the snowmans mangy fur. The idea slowly evolved naturally to a marriage of flow and structure that we did not expect would really happen once movement was added. It felt like the whole show was a dream because of the soft movements the fabrics made. Are dark dream.
We had done some last minute adjustments to the collection when we arrived in Singapore. Adjustments that made huge differences in the collection. Adjustments to the pants, adding panels to their sides and knits that were sewn and then knotted at the hips. Extra dimensions were added. And these pieces were the first sold.
Big things are in store for Jerome Lorico. Offers are coming in and I for one am so proud to have been part of this vision.

With four airlines, 48 round trip flights na gabos ngonyan, 45 of which are with Airbus A319 and A320, more than twice the full capacity payload of ATR 72-500 (used by Cebu Pacific) and Q300/400 (of APX) propeller-driven planes deployed to airports with short runways--that's growth!

Well, whatever is located in Legazpi is patronized by Daraguenos and vice versa so what is implanted in the minds of the locals are the two McDo branches and the McDo stall at EM. Just like iike in Cebu, when they say that they n branches in Cebu, it includes branches in the outlying units like Mandaue. The proximity of Daraga and Legazpi makes it very convenient for the residents of both communities. Like you go to market in Daraga on Mondays because it is "saraudan" day there and go to Legazpi market on Saturdays because it is its turn for its "saraudan" day.

This means that about 4,000 comes in and also about 4,000 goes out or a total of 8,000 people movement by air in Legazpi every week. This also mean that there are about 1,000 passengers who goes in and out of the Legazpi Airport daily. Our very small terminal is now really congested. I think it can just accommodate only about 150 passengers at any one time. The last time I was there, there were three Airbuses parked in the tarmac so the departure area was really bursting at the seams.
BTW, I read in the papers a couple of days back that the Legazpi-Daraga International Airport (this is the name mentioned in the Palace press release) is still in the priority list of the government together with the one in Bohol, CDO and Puerto Princesa. This means we can expect the continuity of the project in Alobo.

Business climate is actually not a problem in Legazpi. The problem is we already have two big malls in Legazpi, then idagdag mo pa an Embarcadero and the new LCC in Daraga. If you will study more closely, the combined population of Legazpi and Daraga is about 300,000 with more than half of that urban. Then you add to that the urban population of the 1st and 2nd class towns of the province. Albay's population is about 1.2 Million plus the 600,000 people of Sorsogon. The problem is we already have two big malls in Legazpi, then idagdag mo pa an Embarcadero and the new LCC in Daraga. If you will study more closely, the combined population of Legazpi and Daraga is about 300,000 with more than half of that urban. Then you add to that the urban population of the 1st and 2nd class towns of the province. Albay's population is about 1.2 Million plus the 600,000 people of Sorsogon. Mayon Volcano’s (13.2500°N, 123.6833°E) seismic network recorded one (1) volcanic earthquake and one (1) rock fall-related event during the past 24 hours. Steaming activity at the crater was moderate with white steam clouds drifting towards northeast. Crater glow was not observed due to thick cloud-covered summit the whole night. Results of ground deformation measurement (precise leveling) conducted last 07-11 May, 2011 showed slight inflation of the volcano’s edifice as compared with 06-10 March survey.
Alert Level 1 is in effect over Mayon Volcano. Although this means that no eruption is imminent, it is recommended that the public should not enter the 6-kilometer radius Permanent Danger Zone (PDZ) due to the continuing threat from sudden small explosions and rockfalls from the upper and middle slopes of the volcano. Active stream/river channels and those perennially identified as lahar prone areas in the southern sector should also be avoided especially during bad weather conditions or when there is heavy and prolonged rainfall. DOST-PHIVOLCS is closely monitoring Mayon Volcano’s activity and any new development will be relayed to all concerned.

LEGAZPI CITY, ALBAY— The provincial government of Albay and the Department of Education (DepEd) have integrated Climate Change Adaptation (CCA) in the curricula of elementary and secondary schools.
According to Manuel Rangasa, executive director of the Center for Initiatives and Research on Climate Adaptation (CIRCA), disaster risk reduction in education was pushed based on the results of the initial integration program implemented among pilot schools in the province.
Rangasa noted that the CCA is expected to provide students full grasp of climate change issues and its relevance to their studies.
The CIRCA also recently conducted a seminar for school mentors in laying out the preparations and foundation of CCA concepts, which will be used for this school year.
“We are now in full swing and the lessons will be given to all schools across Albay through CIRCA's supervision in partnership with the DepEd,” Rangasa said.
He also added that the integration of the program will be beneficial for the country in fulfilling the requirements of the Millennium Development Goals (MDGs) pursued by the United Nations, UN Development Program, Spanish Embassy and the Agencia Española de Cooperacion Internacional para el Desarollo (AECID).
Albay Governor Joey Salceda said the inclusion of the disaster risk reduction in the curricula is important as the province is under constant threat from Mount Mayon, categorized as an active volcano.

“We have finally added climate change into major subjects areas through the partnership of Albay and DepEd from grade four in the elementary to the high school levels, and we want to make sure that school children derive their Disaster Risk Reduction and Climate Change Adaptation strategies out of their lessons from English, Science, Social Studies, Arts and even Mathematics so that they become fully aware of our zero casualty goals every time there is a disaster,” Albay Governor Joey Salceda said.
Manuel Rangasa, Albay-CIRCA executive director, said the joint project provides seminars for school mentors in laying out the preparations and foundation of CCA concepts, which will be used for this school year and onwards.
“We are now in full swing and the lessons will be given to all schools across Albay through CIRCA's supervision in partnership with the DepEd,” Rangasa said.
He said that the integration of the program will be beneficial for the country in fulfilling the requirements of the Millennium Development Goals (MDGs) pursued by the United Nations, UN Development Program, Spanish Embassy and the Agencia Española de Cooperacion Internacional para el Desarollo (AECID).
Governor Salceda said the inclusion of the disaster risk reduction in the curricula is important as the province is under constant threat from Mount Mayon, categorized as an active volcano, lahar flash floods and inundations brought about by torrential rains, aside from tropical cyclones.
DepEd-Albay Division Superintendent Alice I. Terrell explained that 15 selected school teachers were trained per school district across the province. “These trained teachers will then train their fellow teachers at their respective campuses.”
A series of monitoring activity is being conducted and “we will gather the initial impacts to students by the end of the first semester and conduct an evaluation at the end of the school year so that we will be able to determine the level of awareness at various communities where the students belong,” Terrell said.
She added that there is a need to ensure a 100 percent saturated implementation of lesson exemplars and a sustained impact even outside the classrooms so that students would also be able to share what they have learned with their parents and the rest of their community, in a dynamic mood.
Rangasa, on the other hand, said that Albay-CIRCA is looking at the possibility of a partnership with private schools as a follow-up integration of the one that is now at work in the public elementary and high school curricula. (PNA)

Since the initial 11,160 AHECS scholars will still have to financed on their second year (P116m), the Local Finance Committee was compelled to limit new AHECS scholarship slots to only 5,000 scholars (P50m) this year. This is on top of the P50m for 13,000 students enrolled in community colleges under EQUAL (P50m). Thus, with 27,000 high school graduates annually, the Albay leadership has decided to provide a lifeline to 5,000 new college enrollees who can not be accommodated by AHECS. Due to budgetary constraints, the assistance is limited to an one-time P2,000. The new P10m program is called EFAST or Emergency Financial Assistance for Students in Tertiary Education. Like AHECS, the EFAST slots are being distributed through the Board Members to ensure geographical balance. EFAST vouchers can only be assigned to a tertiary institution accredited by the Provincial Education Department and is good only for the 1st semester of SY 2011-2012. However, the Provincial Government will exercise best-efforts to secure funding for future assistance. The new program has essentially compelled further cutbacks in other programs.
Total assistance to college students would reach P236m in 2011 and total assisted post-secondary / tertiary students would reach 34,000 in various degrees and year-levels.
Aside from being the only province and the only LGU that has a Provincial Education Department, Albay now has the single-largest college scholarship program in the history of the Philippines even exceeding Cocofed, GSIS or CHED at any point in their student assistance programs. If congressional scholarships beginning 1999 when he was still a representative are reckoned, some 87,000 college or post-secondary students have already been benefited by this program.

^^ that i think isn't possible at the moment the new airport operates..kulang ang international traffic digdi and LGP airport really needs expansion, but not in the same area thats why an airport in Daraga is being constructed..to cater to the growing passenger volume using LGP. hehe

At 2:00 p.m. today, the Low Pressure Area (LPA) was estimated based on satellite and surface data at 390 km West of Iba, Zambales (15.0°N, 116.0°E).
This disturbance is expected to bring monsoon rains over Luzon and Western Visayas becoming widespread rains over the Western section of Luzon which may trigger flashfloods and landslides.
Residents living in low lying areas and near mountain slopes are advised to take all the necessary precautionary measures.
The next weather advisory will be issued at 11 a.m. tomorrow.
