Salceda, chairman of the Regional Development Council (RDC), pointed out during the full council meeting last Friday that transferring the housing loan from GSIS to Home Development Mutual Fund (HDMF) will increase the cost of the loans because of the add on administrative cost and the expected higher interest rates due to higher cost of money transferred to it. “Why should GSIS transfer funds to HDMF or Pagibig when GSIS members are already members of Pagibig and are already entitled to borrow from the fund?” Salceda asked. GSIS funds are taken from the 9 percent deducted from the gross salaries of government employees as its member and 12 percent government share. During the same conference, RDC Bicol has approved a resolution expressing its strong objection to GSIS top management’s recent decision suspending housing loans to its members and transferring funds to the Pagbig fund, further urging the same to review its negative implication to its members as expressed by chairman Salceda. Environment Sec. Ramon Paje has assured the Bikolanos that the Department of Environment and Natural Resources (DENR) through the Mines and Geosciences Bureau (MGB) has made its move against unscrupulous mining speculators by strict implementation of the “use it or lose it” policy. “President Aquino’s order is to cleanse the mining industry with all non-compliant projects, we will never compromise environmental protection, and we are mining to progress not to ruin our communities or our environment” Sec. Paje emphasized during a recently concluded Communication and News Exchange (CNEX) Forum aired at Radyo ng Bayan nationwide. Secretary Paje confirmed that 1,148 mining applications were already cancelled by DENR since the implementation of the “use it or lose it” policy. Paje criticized scheming speculators that made claims over mining tenements which they hardly managed properly or put an investment to, instead used it as an opportunistic tool in the Philippine Stock Exchange (PSE) to raise their stock prizes. “The government’s focus is to help real miners, and get rid of speculators in this industry,” he added. The environment chief however warned “if a company will venture into mining, it should be compliant to environmental laws, clean and pollution-free, since the president requires us to cleanse this industry.” Engr. Ricardo P. Nacional, chief, Mine Management Division of MGB Bicol disclosed that 153 aging/pending mining applications were stricken out while 11 others were endorsed to the central office for further action. “MGB Bicol has 85 per cent compliance of the “use it or lose it” policy,” he averred. Nacional said by end of the second quarter at least 194 mining speculators will be weeded out from 2,180 mining tenement applications in the region. Mining tenements include mineral production sharing agreement (MPSA), exploration permit (EP) and financial and technical assistance agreement (FTAA). Under the “use it or lose it” policy, exploration contracts that have already expired for five years or more and mining contracts that have not implemented the three-year work program for two consecutive years are also subject of final action by the DENR. Jocelyn Berango, information officer of DTI V, said demands for pili (Canarium ovatum) products continue to increase both in the local and international market with a competitive edge at par with food garnishing nuts, extracted oil, resin, among others in the world. She said that under the Comprehensive Agrarian Reform Program (CARP) and through the farmer-beneficiaries, the agency has since planted at least 10,000 pili seedlings this year in different parts of the region. This came out after employment experts from the Department of Labor and Employment (DOLE) regional office here recently studied the ‘employment trending’ in the region from 2009 up to the early quarter of this year. Generally, more and more females are up for a job or employment, a trend that in a deeply cultured region, has yet experienced in the early years. The rise of female workers was actually first seen by DOLE Bicol in the later part of 2009, during the onset of the Global Financial Crisis, wherein female household members and mostly “moms” are going ‘out of the shelves’ to look for a job in pursuit to help their husbands. DOLE Bicol, in its series of sponsored jobs fairs, has recorded 11,591 female applicants in 2009, 11,093 in 2010 and consequently 5,489 applicants from January to May this year. Combined this would yield a total of 28,173 female applicants which is only about 0.77% less than the total male applicants of 36,373 -- just a little few to be almost at par with the macho genes. A data never before seen in Bicol. Records also show that in the formal sector workplace, female applicants are more favored than male applicants. Establishments in Bicol region, especially those in the category of services like restaurants and malls or those that require front line services, whether big or small, would prefer female than male workers. A phenomenon that stirs Bicolana women to take advantage of the job opportunities being made readily available for them. In fact, from 2009 up to press time, there were 10,329 females hired. Gina Bermas Echaluce, 38-years old , married with 3 kids and manager of Globalink Co., a local chain of internet café here, with a total workforce of 5 males and 10 females, said that she prefers to hire the latter. “Hahaha! Of course I prefer females specially when it comes to paper works. But there are tasks, like the technical stuff that only males can do, so I still hire them (chuckles)” she added. An HR manager of a large company in Albay, known for its female front liners, outlines the reason why they prefer female workers like the females patience, ability to adopt, most of the time giving and sheepish not arrogant, easily trained, attention to details and most importantly being ‘easy to handle’. Meanwhile, services establishments like to hire female employees due to its additional ‘ads’ value. Owners claim that their business is ‘better’ if they have a female employees specially the cute ones. “Before I had more guys here then I tried hiring a female then whala! Suddenly my business booms. I duno perhaps its (female employees) a natural advertising” A local shop owner who does not want to be named blurted. POEA and OWWA Bicol also recorded an increase in the number of females and ‘moms’ going abroad to work. OWWA Bicol’s data dated 27 June recorded, a remarkable 27,284 females, mostly ‘moms’, working as land based OFWs abroad which is 0.56% higher than the 15,529 recorded male land based OFWs. In 2010, female OFWs are also higher than male which OWWA recorded at 26,029 land based female OFWs compared to only 14,921 land based male OFWs. The female OFWs work either as domestic helpers (DH), nurses, caregivers etc. DH however is still the highest OFW placement for Bicolanos. The 2nd is nurses which is also a female led work environment. This, DOLE said, can be attributed to the need to earn money to support their families. While DOLE Bicol is quite ‘happy’ about this workforce trend, the office is also somewhat ‘disturbed’ of the underlying circumstances that may come into the so-called parenting issue vis-à-vis the slow death of the old Bicolano tradition and notion that the husbands work and the wives stay home to care for children. “This trend can be both good and bad. Good, because if both parents are earning then there is more financial freedom for the family. Bad, because children will be left to nanny’s or other family members earlier without the supervision of parents.” DOLE Bicol Regional Director Atty. Alvin M. Villamor said. Rodrigo Alcoy, 47-years old, DOLE Bicol’s messenger, a father of four and a husband to a Hongkong OFW wife, said that if only he had more income he would not have permitted his wife to leave home. “Lalo na sa mga bata, iba pa din pag may nanay sa bahay…kung di lang talaga kailangan, nungka!” he shared. Bicolano critics however are wary of this trend. They said that while a family may be financially stable, the upbringing of the children will be compromised. They said that this trend may bring more evil than good and that they prefer to keep the old notion that women, specially moms, must stay home to care for the children. Some concerned groups are even pointing to working parents as the main culprit in teenage juvenile delinquency. But this, DOLE said, is not verified. “There might be a truth regarding this accusation but it should be supported by studies and researches. Parents want the best for their children and the best can be given if it is backed up financially. Working means having more financial freedom for the family. What working parents need is quality time for their kids” DOLE Bicol assistant regional director Irma S. Valiente, a working mom herself said. John Ariate, 18-years old, a student of STI College taking up Diploma in IT, said that he prefers his mom to be around to ‘raise’ him and his 3 siblings rather than to work. He said that the time of his ‘mom’ with them is priceless and can never be replaced by money. He also said that when he was small, he misses his mom every time she would leave for work. “Iba po syempre pag nandiyan ang nanay. Currently, the office has a total of 66 workforce with 44 females and only 22 males. Malls and drugstores in the region share almost the same ratio of men and women workers while service establishments like restaurants and food chains have a higher women workforce. “The issue here is not about women or men power, but the relevance of employment in the lives of the Bicolanos. More and more Bicolanos are now open in finding jobs and this is the challenge to us, DOLE, to provide decent jobs to these new breed of workers.” Villamor added. Ang proyekto ay ipapatupad simula sa susunod na taon, at napakalaki nang magiging epekto nito sa ekonomiya ng Albay at buong rehiyon. Samantala, malaking pasasalamat naman ang inihayag ni Pioduran Mayor Dante Arandia sa pagbubukas ng nasabing pantalan dahilan na rin sa magiging kapakinabangan nito sa lokal na ekonomiya, maghahatid ng negosyo, pagkakaroon ng trabaho ng mga residente ng bayan, at marami pang iba Kaugnay nito, inihayag naman ni Rosenda Sumagaysay, regional manager ng Philippine Ports Authority sa Bicol na ang Port of Pioduran ay may halagang P62 milyon. Matapos itong pasinayaan noong isang linggo kaagad nagsimula ang pitong biyahe ng mga barko ng Sta Clara, Montenegro at Medallon Shipping Lines. Ang ruta ng mga ito ay mula sa bayan ng Pioduran patungong lungsod ng Masbate at bayan ng Claveria sa lalawigan ng Masbate. Sinabi ni Sumagaysay na mahalaga ang kaganapang ito sa PPA Bicol sapagkat sa loob ng buwang kasalukuyan tatlong pantalan ang nabuksan at nagsimula ang operasyon, una ang Nato Port sa Bayan ng Sangay sa lalawigan ng Camarines Sur. Ang nasabing proyekto ay may halagang P39 milyon, kung saan ang P30 milyon ay mula sa USAID samantalang ang P9 milyon ay mula naman sa kanilang tanggapan. Inihayag ni Escudero na ang hamon kay Pangulong Aquino o anumang hamon ng tadhana sa ating bansa ay hindi kayang tugunang mag isa ng Pangulo, kundi kailangan ang supurta ng bawat sektor ng lipunan, partikular mula sa hanay ng mga inhenyero. Binigyang diin ni Escudero na malalagpasan ng Pangulo at ng bansa ang lahat ng mga ito kung tayo ay magkakasama bilang isang bansa at isang lahi. Joey Salceda said. Salceda, an economist, said he believed this was the reason why, as shown by a recent Social Weather Station (SWS) survey, the overall hunger incidence in the country has dropped by 6 percent, from 3.9 million families in the second half of 2010 to 3 million families in the second quarter of this year, freeing 977,000 families from hunger. He attributed the decline in hunger incidence to the expansion of the CCT program, popularly known as the Pantawid Pamilyang Pilipino Program or 4Ps. The program, managed by the Department of Social Welfare and Development, grants P1,400 each month to poor families so they could avail themselves of health, nutrition and education services from government as long as their children attend school, have regular health check-ups and vaccinations. Salceda, who also chairs the Regional Development Council in Bicol, noted that government records have shown that from 1.3 million poor families enrolled in the 4Ps program in June 2010, 2 million were enrolled in May and 2.3 million in June this year. “The funding for 4Ps has proven to be an inspired move while prompting positive and significant consequences in the lives of ordinary families, particularly food-poor rural families,” he said in a statement Saturday. As the country’s hunger incidence eased, Salceda proposed that the current 4Ps’ coverage be expanded to cover the rest of the 4.77 million poor households across the country. He also proposed increasing the budget for the CCT from P21 billion in 2011 to P34 billion in 2012. Calleja LEGAZPI CITY, July 4 (PNA) – Environment Secretary Ramon Paje has assured Bicolanos that the Department of Environment and Natural Resources (DENR) is instituting a thorough housecleaning of mining claims list in Bicol that would eliminate mining speculators and safeguard the legitimate mining industry players in the region. “President Aquino’s order under the ‘use-it or lose-it’ policy is to cleanse the mining industry from all non-compliant projects under scheming speculators so as not to compromise environmental protection. We are mining to progress not to ruin our communities or our environment,” Paje stressed in a statement here over the weekend. Scheming speculators are individuals or business organizations that register claims over mining tenements which they hardly manage properly or put an investment to instead used it as an opportunistic tool in the Philippine Stock Exchange (PSE) to raise their stock prizes. “The government’s focus is to help real miners, and get rid of speculators in this industry,” he added. The Environment chief, however, warned that “if a company will venture into mining, it should be compliant with environmental laws, clean and pollution-free since the President requires us to cleanse this industry.” Meanwhile, Ricardo Nacional, regional chief of the Mine Management Division of the Mines and Geosciences Bureau (MGB) revealed that 153 pending and aging mining applications were stricken out of their list while 11 others were endorsed to the central office for further action. MGB-Bicol so far had 85 percent compliance with the “use it or lose it” policy” and by end of the second quarter this year, at least 194 mining speculators more will be weeded out from 2,180 mining tenement applications in the region. At least 1,148 mining applications were already cancelled since the implementation of the policy last year, Nacional said. Mining tenements include mineral production sharing agreement (MPSA), exploration permit (EP) and financial and technical assistance agreement (FTAA). Under the “use it or lose it” policy, exploration contracts that have already expired for five years or more and mining contracts that have not implemented the three-year work program for two consecutive years are also subject of final action by the DENR to protect the region’s mining industry while at the same time preserving its natural resources, Nacional said. For Reynulfo Juan, the MGB regional director, Bicol is the country’s fastest growing region in terms of mining that grows at an average rate of 12 percent yearly. Operations of three mining firms in Bicol alone have boosted the region’s economy after it produced a total of P11.4 billion worth of metallic and non metallic products and paid P782.6 million in taxes last year. The Masbate Gold Project operating in Aroroy town in Masbate province under a Filipino-Australian management alone produced 4,000 kilograms of gold, 3,200 kilograms of silver with a total value of P6.9 billion. In Albay, the Rapu-Rapu Polymetallic Project (RRPP), operating in Rapu-Rapu town under a Korean -Malaysian-Filipino management, produced a total of 34,200 metric tons of copper concentrate, 34,800 metric tons of zinc concentrates with gold as by-product with a total value of P3.79 billion, Juan said. The Palanog Cement Plant Project (PCLP) in Camalig town, also of Albay, produced last year a total of 6.89 million bags of cement valued at P872 million pesos, the MGB regional chief said as he expressed optimism that Bicol’s outlook for the industry this year would be healthy pointing to more investors wanting to invest. “While we welcome only new mining ventures who will operate in a responsible manner like the three currently operating firms who have committed a total of P310.32 million pesos in environmental protection enhancement projects, we are strictly implementing the use-it or lose policy,” he added. Albay Governor Joey Salceda, a topnotch economist however is not happy with these developments in the local mining industry as the benefits that Bicol gets from it is “very little compared to the billions of pesos worth of mineral resources extracted from the region”. He said the gains from mining operations are only artificial that it bloats the region’s Gross Value Added (GVA). “P11.4 billion in production, yes, but, for whom? For the mining companies,” he averred. “They paid taxes of P782 million where we have little share and have not received our share at all. There is that social fund of P41.71 million or only three percent so, graphically Lilliputian to the P11.7 billion of Gulliver,” Salceda said. Calleja LEGAZPI CITY, July 4 (PNA) – The Department of Education (DepEd) regional office here is optimistic that the shortage of classrooms being experienced by public schools in Bicol would be significantly addressed during the last five years of the administration of President Benigno Aquino III. The region needs about 9,000 classrooms more to accommodate the about 1.5 million school children presently enrolled in the kindergarten, elementary and secondary levels. These figures are expected to rise every school year and the DepEd regional office here on Monday said hopes are high that at least 80 percent of the classroom shortage could be solved in the next five years. There are good indicators that lead to this optimism, Education regional director Orfelina Tuy said, citing the continuous constructions by the DepEd, Department of Public Works and Highways (DPWH) of school buildings in the region and by local government units (LGUs) under the counter-parting implementation scheme. The DPWH draws its school building construction projects from its annual regular infrastructure program while the DepEd also had its Basic Education Physical Fund for similar projects. Counter-parting on the other hand is a scheme wherein an LGU and the DepEd put up an equal amount for school building projects within the jurisdiction of that particular province, city or municipality. Private groups like the Pinoy Power Bicol Coalition of Volunteers Inc., led by presidential sister Pinky Aquino Abellana, have also been donating classrooms. It has recently donated six new pre-school classrooms, three in Camarines Sur and three in Albay. The group is also constructing four classrooms it calls Silid-Pangarap (Dream Room) for the municipalities of Bulan, Donsol, Pilar and Irosin, all in Sorsogon. These projects are under the Foundation’s AGAPP or the Aklat, Gabay, Aruga Tungo sa Pag-angat at Pag-asa (Book, Guidance, Care Toward Advancement and Hope) project. In Masbate, Tuy said six school buildings are ongoing construction in the municipalities of Aroroy, Milagros, Balud and Mandaon while in Naga City, the local government signed last week an agreement with DepEd Sec. Armin Luistro that provides for a P6-million counter-parting school building projects. At least 17 classrooms will be built by this amount. Tuy said Naga City is the fourth LGU in Bicol that has entered into the counter-parting scheme with the DepEd. Earlier the City of Ligao in Albay had also signed a similar agreement for the construction of 17 classrooms in its localities. The province of Albay under Governor Joey Salceda was the first province in the region to go into this scheme with the province and DepEd putting up early this year an amount of P87 million on a 50-50 sharing for the construction of 142 classrooms in the province. Albay allotted P43.5 million and the DepEd equaled the amount. The province of Camarines Sur followed with Gov. Luis Raymund Villafuerte signing last February a 50-50 counter-parting agreement with the DepEd for the construction of 347 classrooms amounting to P276 million, Tuy said. Under the counter-parting program, the initial 50 percent of the building cost will come from participating LGU. The release of DepEd’s 50 percent counter-part funds will be made upon receipt of certification from the LGU that its share has been fully spent and that the construction is 50 percent complete as certified by DepEd’s schools division superintendent, she added. Titus A. Sangil , BOC Bicol customs collection chief, said that the 2011 first semester collection is also 157.02 percent higher compared to the agency’s actual collection during the same period in 2010 of only P44.08 million, Sangil said that the dramatic increase in January to June collection this year was due to the agency’s strict collection efforts from Bicol based importers and exporters. He said that the booming mining industry in Bicol has contributed largely to the steady growth in the collections of taxes from its export of gold, copper, zinc and other minerals, and importation made by Sea oil of oil products. (MAL/EDL, PIA V) jocuatro July 5th, 2011, 03:26 AM Albay inflation rate down by 0.5 % in May; CPI, lower by 0.4 index point LEGAZPI CITY, July 4 (PIA) -- The provincial inflation rate of Albay has exhibited a decrease of 0.5 percentage point from the 3.2 percent in April 2011 to 2.7 percent in May 2011 and compared to the 4.0 percent inflation rate in May last year, this month’s rate is 1.3 percentage points lower. The National Statistic Office (NSO) provincial office here bared that the current level of Albay’s inflation rate was due to the decrement in the rates of the heavily-weighted food, beverage and tobacco (FBT) index (2.96 percent from 3.38 percent) and non-go0od commodity/service index (2.35 percent from 2.89 percent). Data from the agency (NSO) also showed that contributory to the decrement in the FBT were the significant decreases registered in the following indices – cereals and cereal preparation (1.86 percent from 2.20 percent), fish (2.08 percent from 6.29 percent), meat (-0.87 percent from 0.44 percent) and miscellaneous (4.78 percent from 4.96 percent). After Camella opened in CamSur in 2006, there has been a lot of promotional materials and even newspaper items (on national broadsheets some of which were even posted on this thread) regarding Camella Legazpi in Taysan Hills. But lately nothing was heard about Camella Legazpi then. I don't know what happened. Yesterday I inquired at their SM City Naga Office, they said that the project would go on, no specific date yet but they said it would possibly be in Daraga near the BIA. Although their main office have not confirmed it yet. They are aware of Taysan as the original location and they also did not know the status. In fact, when Ayala/Avida opened in Naga City in the mid- 90's there were also talks that they will open in Legazpi. There were even promotional materials on their brochures announcing Avida Legazpi. I also do not know what happened as nothing was heard about it eversince. Maybe, just like what Camella is doing they are just waiting for the right time and location. We should see them start building. The same thing happened with LandCo Pacific Mall in Naga, where they even started promoting and advertising their lots for the Business Center in 2005 or 2006. Like central Luzon highways lined with yellow corn or palay, the unpaved road is like a long aisle adorned with colorful mats up to an altar. Or as a visitor would think, there was a red-carpet welcome when journalists visit the rural areas. Some passers-by just step on the mats, while most find the little spaces in between mats to step on. It was a very humid morning and soon dark clouds covered the sun after lunch that the women rushed to gather the mats and the raw leaves, some colored, rolled into a circular thing that resembles a hot pad. Mat-weavers, mostly women and girls, are hoping for fine weather to stay longer to enable them to gather and dry wild palm leaves to eventually weave into mats. Best in summer With unusually long dry spell this year, business appears brisk for the local para-banig (mat-weavers). "Our trade depends heavily on the volume of tourists coming to see the Mayon Volcano," said Christine, 28 and mother of two. She and most women and girls in Barangay Cabasan and neighboring Napao in Cagraray Island make one or two mats a day depending on the volume of house chores they could forego. The majestic Mayon Volcano in Albay is the major tourist attraction in Bicol region and whether it would show up to visitors or not, depends largely on the weather. "Siyempre 'pag tag-ulan, kaunti lang ang bisita kaya 'di kami nakabebenta nang marami," (Less tourists arrive during the rainy season so we do not make brisk business) another mat-weaver said. Besides, the raw material for banig has to be dried under the sun before this is further processed for weaving. The finished banig also needs a one-day drying before it is brought to stall-owners in Tabaco, Albay. Learning to weave early Like Christine, Sheryl, her cousin, says she learned how to weave when she was a little girl and made her first mat while still in grade school. She is now in her late 20's and is starting to teach her eldest daughter the art of mat-weaving. Her own mother taught her the craft. "Children learn by watching and later by doing it little by little," she narrates her own experience at teaching her daughter. According to the Cabasan women, they engage in weaving in between their house chores, Because most of them are young mothers of two to five children, they only attend to mat-weaving when the school-aged children are off to school and if the smaller tots are asleep. Labor-intensive Karagumoy, a palm grass resembling a pineapple plant, abound in the hills, not so far from Barangay Cabasan. The supply of karagumoy comes from the forest also in Cagraray Island and the women have to travel on foot to get their supply. They and either their espouses or grown-up children gather the leaves, de-thorn and haul these home where these are dried for about a day before passing these under a heavy coconut trunk to soften. A first-time visitor to Cagraray Island will notice the ingenuity of the gadget and wonder what the long trunk is for. It could be very tedious for the new-comer to do the softening activity, pushing the round coconut log through the strips of karagumoy leaves some six to eight feet long. These undergo dyeing by boiling the rolled leaves in "dyubos," a locally available coloring medium. These are further left to dry some more to extract the water. After weaving, the mats are spread on the hot road before packing them for their final destination: Tabaco trading area near the port. Making a living One of the women brings the mats to Tabaco once a week. She either gives the other women an average of P20 for weaving for her a mat or buys the mats at a lesser price to allow for a modest markup. This is socially acceptable in Cagraray Island because to go to Tabaco, one pays P30 per trip, paying more depending on the volume of mats. A mat commands P45 to P80 depending on the size, which is determined by its width measured based on the number of "feet." In Tabaco, the price starts at P75. In either Baclaran in Paranaque or Divisoria in Manila, the smallest mat is around P200. "May apat at kalahating paa, anim at walo," (There is 4.5, six or eight) says Christine demonstrating by walking through the width of a single mat, measuring almost five with her petite foot as a unit of measure. These represent the single, double and queen-size beds. Christine sells 50 to 60 mats to Tabaco per week. When she has more time, she goes to Camalig town "because the price of banig is higher there. The mountains and forests of Cagraray Island still abound with karagumoy and the women parabanig are optimistic the supply for mat-weaving is far from dwindling. As long as their environment remains friendly to the plant that gives them the raw material for banig, Cagraray women and their daughters will have a sustainable means to make a living. The stretch of the trek from Cabasan to Napua reveals sites of areas where the plant grows, showing a steady supply of karagumoy. From time to time, meadows and roadsides are lined with the same bright green mats laced with neon green, yellow and pink. Boys carrying rolled mats on their heads emerge from a row of houses into the soft slopes and hills. All of a sudden, the idyllic rural scene comes alive with people who create in the visitors from Manila a nostalgia for the banig. Soon each of these Manila-bound women have folded banig on each of their heads while the women of Cagraray Island in Albay count their money without even going to the port area in Tabaco to sell their mats. If anyone survives and is happy over the heat of the prolonged summer due to changes in climate, the Albay parabanig does. Lyn V. Robert Joseph, Tourism Educators and Movers (TEAM) Philippines chairman, said they would be coming out with a tourism package that includes travel using the newly rehabilitated Bicol Express. “Having the Bicol Express as a complementary mode to visit sites in the south would be a new experience for travelers and tourists,” Joseph said. He said the return of the Bicol Express is a welcome development for the country’s tourism industry since it gives foreign and domestic travelers an alternative means to reach destinations in the Bicol region. Attractions like Donsol whale watching, non-stop trips going to the Camsur Watersports Complex and sites near Mayon Volcano in Albay will be given a new perspective as tourists will be riding on world-class sleeper coaches now being offered by the Philippine National Railways (PNR), Joseph explained. He noted that top destinations in the US, Europe and other Asian countries have first-class train services to encourage local and foreign tourists to explore the wonders of their country. “I think it’s about time that we rehabilitate and resume operations of the railway in the country,” Joseph said. Despite delays and other minor hitches, the Bicol Express had a soft opening last week. The Bicol Express used to be a popular mode of transport to the south, but operations were halted for almost six years. Joseph said the PNR is determined to revive the Manila-Naga City route. “I believe that PNR’s master plan for the south is to rehabilitate the Legazpi route and build additional tracks connecting it to the province of Sorsogon,” he added. Joseph said they would promote the train experience through the League of Tourism Students of the Philippines, SKAL International, Rotary Tourism Movement, non-IATA local agencies nationwide, Travel Cooperative of the Philippines, Fair Trade Alliance, Federation of Philippine Industries, 777 and 888 news forums, and the consular and diplomatic community. Barcia, Correspondent POLANGUI, Albay Lethal levels of water pollution and lack of conservation measures were the final blows that wiped out Pandaka pygmea, or dwarf goby — once the world’s smallest fish that teemed then in the ditches and waterways of what is now Malabon City in Metro Manila. The dwarf goby went extinct in the 1980s. So sinarapan (literally caught with fine-mesh net called sarap) or tabios (Mistichthys luzonensis) took the distinction in the Guinness Book of World Records as the world’s smallest commercial fish—average length is 12 mm.—and is apparently taking the same route to extinction. Once thought to be confined to Lake Buhi and Lake Bato, where overfishing and fish corrals also nearly wiped out tabios stock, the world’s smallest fish may have found a new haven atop Mount Masaraga in Albay, thriving in a 11.3-hectare heart-shaped Lake Danao some 500 meters above sea level. Tabios is served as a native delicacy — simmered in coconut cream with red, hot chili peppers, vinegar and greens. Mayor Cherry Mella-Sampal of Polangui told The Manila Times that the world’s smallest fish enjoys some protection in Lake Danao and provides livelihood to communities in nearby areas. Sampal said that with the discovery of bountiful source of tabios in Lake Danao here, the endangered species will be protected as they will not allow any fishpond operations to be put up within the lake to ensure conservation for the smallest fish in the world. Tabios feeds on aquatic microorganisms called plankton. So, Bicol Peninsula stands out as home to both the smallest and biggest fish in the world—“butanding’ (whale shark) in Donsol, Sorsogon. Heart-shaped Lake Danao on top of the mountain is also home to tilapia, carp, mudfish, freshwater eel and bangus (milkfish), aside from being surrounded with vegetables and palay (unhusked rice) farms here. The lake offers an exhilarating environment surrounded with verdant vegetation and is an angler’s haven as big eels, tilapia, carp, mudfish and other fresh water fish abound. It is a 20-kilometer commute from the town proper here. An underwater survey conducted on December 10, 1997 indicated that the lake’s deepest portion is 12.7 meters with three different bottom layers. The first layer with a depth of 0.30 meter is of sand mixed with rocks and boulders—freshwater mussels abound here. From a depth of 3.0 meters to 7.6 meters, the bottom consists mainly sandy loam and rotten logs and vegetative debris. The third layer has a depth of 7.57-12.7 meters with silt bottom. Diosdado Braceno, 54, of Danao village and father of 12 children, said that the peak tabios season is from October to December during which they could catch as much as 4-5 kilos in just a few hours of fishing using gill nets and scoop nets. I still remember when we had our educational tour to UPLB, that was my first time to ride in a train, imagine , our fare was only 15.00 from Camalig to College, Los Banos, the train station is COLLEGE, that is in Los Banos, mismo, inside the UPLB Campus. We just had our chika chika and playing tong its with almost less than a hundred students from BUCA. We left Camalig then at 3: 00 PM and reached Los Banos at 3:00 AM and we cannot see the places of stopover except Guinobatan, Ligao, Polangui, Iriga, Naga and wala na, it was all greens, coconuts, hills and mountains we were passing by. We reached UPLB, with all greens all around also, UPLB really occupies a very huged campus. They still maintain the biggest acacia trees and the church is surrounded by a pool with a live crocodile , weird, but with railings along. You 'll have to ride in a jeepney if you are going to visit one department to another, especially the College of Forestry and the IRRI. While we were roaming around, fraternity members had their rumble at the school canteen, and we just kept on staring what might happened next.Parang wala lang nangyari after that incident. Each fraternities in the campus have their own, tambayan, a kiosk or waiting shed with their fraternity seal. We did some research work at their biggest library, the SEARCA, the biggest library in Asia, with so many foreign students, mostly Thais, Indian nationals and others. That was my first discovery of a huged building going down instead of going up, comparable to several storey building, with complete amenities and facilities of a state university , the UPLB and that was my first and last trip via BICOL EXPRESS.
