btw, meron pa diyan mga road opening along the shores and islands going to Bacacay, seems those roads and bridges were projects of Cong. Lagman.

Appears to be too low for tall ships to pass through. Will this bridge restrict the movements of ships in the channel? Let's not forget that the channel acts as a sanctuary for ships during bad weather. I hope this is not a blunder.
I think Sula now is only a sanctuary to small boats, i just can't recall if this bridge is after the Sula sanctuary or before that hidden channel, i passed this way before, it's really a scenic one with virgin forest along the shore and with the floating wooden wreckage of galleons, floating along the channel and those woods of the galleons were even being sold outside due to its antiquity values, but the government restricted on doing such. There are islets at the middle of the channel and another routes going to the channel enroute to Bacacay fishport.
I guess it's because the water is shallow from that point(bridge) up to the opening going to Bacacay fishport.So it cannot accommodate big ships for docking.In fact,common motorized bancas have a hard time passing along sula channel especially during low tide.

STOLENSHOTS, a SKA band that comes from the small town of Legazpi City, province of Albay.
The band was originally formed on 2003 by one of the members of the band, Payirl, who at that time wanted to set a band just to join the band fest.
But because the members of the band had one thing in common, being a music lover and inspired by the music of the renown SKA bands, they decided to continue what they had started, from that the name stolenshots was established.
On June 2008, stolenshots is featured in the MUSIKMAX BICOL Cd compilation album under Rebolusyon Rekords where they share three groovy and skankin’ original song compositions, “Movin’ to the Top” “Chocolate Brown Coffee” and the anthemic “Rudies Cry”. That year they were also featured on another Bicolano cd compilation album entitled RIBOK by Club Molotov, where their original song “All the while (I thought)” was the carrier single of the said compilation album.
They also participated on different gigs in Manila such as "Sweet and Dandy", "2nd Manila Ska Fest", and "Sarung Banggi".
The band dreams to build a SKA seal and scene not only on their hometown, but as well as throughout Bicol Region, and express the SKA beat on their own way.

ms. megz, Catanduanes is really a place for adventure, langgagayon san mga views, seas, resorts, an specialty ninda sa food is the binayway na carabeef. Water is really potable and fresh from the source and no more brown outs, under the Sunwest Electric .
You can stay at the Twin Rock Resort . What a view .

Bako tabi turbo planes ms. mega, it's jet planes they're using in Legazpi.
Speaking of flights, here's an interesting article from Catanduanes' online broadsheet
PAL used to have Legazpi - Virac and Legazpi - Masbate flights in the seventies and eighties. They were called mercenary flights because PAL did not make money on said flights. They were just mandated by Marcos' martial law government to do it. Yes, they were using Sunriser, and before that the turbo planes. Meron ding Legazpi - Cebu flights back then. So you will note the Legazpi was really a hub then.

Probably it 's true but maybe they will just put up a Hypermarket type of store similar to what they have along the SSHighway near Buendia and the one in C5 Pasig. But Bichara Mall is just too small for SM even for a Hypermarket. Let's wait.
As for Ayala or Villar going to the highlands of Legazpi or even Daraga, that can also be very possible. But knowing how Ayala moves, they might just wait for the old airport to be vacated. It has more potential and easily accessible. But in my personal honest opinion, I would prefer that these big time developers concentrate their investments in the highlands as early as now. The city government should formulate enticements to attract these big timers.

i know malakas ang sea current dito and quite risky for divers...pero yan ang challenge eh...kaya tama ka Carats sana ma maintain talaga ang ganda nitong lugar at sana mas dumami pa ang corals sa ilalim nitong sula...

Yes, Sula Channel has a lot of potential. When I was a kid, my father brought us to show us his property in Mancao, Rapu-Rapu. We took a motor boat from Bacacay and it took us about 3 hours to reach Mancao. Sula Channel is not that deep though to allow ships to pass through it and maybe that is the reason why the bridge that they built was not that high.
Looking at the bridge and its surroundings we just need some big time capitalists to see its potentials. Dakulon na pwedeng maginibo diyan.
Kawilihan Bikol Resort was a nice one during the time that it was operating. It was a novelty for us Albayanos. It even operated a large ferry boat that ferries their visitors to the island from the Legazpi Pier. But the problem was they lack facilities to offer. They didn't even had a beach where excursionists can swim. The development was nowhere near what you see in Misibis. But we enjoyed it. The owner (Pastor Martinez) was not able to sustain its operations though after he joined politics. He ran for Vice Governor in 1971 and lost.
There was another resort near Kawilihan but less popular. The name escapes me for the moment. It starts with a letter "D". Senior moment again. :bash:

Another interview, was DZRC, that was Saturday, for almost an hour again live on air, daming feedback, very good again, mukhang nasasanay na ako sa mga interview. One time yong tungkol sa Embalming/Mortician training,:lol::lol: daming nag aabang sa municipio sa akin for an interview, even the ABS-CBN, hahahaha, i told them, wag na nyo kunan ang mukhang ito, baka di lumabas sa tv.:bash::bash::bash:

Yes, Sula Channel has a lot of potential. When I was a kid, my father brought us to show us his property in Mancao, Rapu-Rapu. We took a motor boat from Bacacay and it took us about 3 hours to reach Mancao. Sula Channel is not that deep though to allow ships to pass through it and maybe that is the reason why the bridge that they built was not that high.
Looking at the bridge and its surroundings we just need some big time capitalists to see its potentials. Dakulon na pwedeng maginibo diyan.
Kawilihan Bikol Resort was a nice one during the time that it was operating. It was a novelty for us Albayanos. It even operated a large ferry boat that ferries their visitors to the island from the Legazpi Pier. But the problem was they lack facilities to offer. They didn't even had a beach where excursionists can swim. The development was nowhere near what you see in Misibis. But we enjoyed it. The owner (Pastor Martinez) was not able to sustain its operations though after he joined politics. He ran for Vice Governor in 1971 and lost.
There was another resort near Kawilihan but less popular. The name escapes me for the moment. It starts with a letter "D". Senior moment again. :bash:

LEGAZPI CITY, July 20 (PIA/DPWH) -- Albay province in the third congressional district is poised for progress with the near completion of the Albay West Coast road concreting projects in the municipalities of Libon and Pioduran.
Just recently, a port project in Pioduran became operational in addition to the existing Pantao Port in Libon.
“Our road projects serve as vital access to these port facilities. It goes without saying that motorists would choose paved roads over gravel roads resulting to an increased trade and commerce activities in the countryside,” said District Engineer Efren Manalo in an interview following his inspection of the projects thereat.
Majority of the constituents along the said coastal areas depends on marine and agricultural industries for their livelihood. Easy and timely transport of products to commercial centers translates to a corresponding increase in household income.
Regular Infrastructure Program for 2011 of the Department of Public Works and Highways (DPWH) earmarked a total of P28 million for the road upgrading (gravel to asphalt) of Albay West Coast road.
Per records gathered, the allocation for Albay 3rd District is P46.19 million wherein P2.2 is for the rehabilitation/reconstruction of damaged paved national road along Polangui-Poblacion in the municipality of Polangui and P15.9 for the preventive maintenance/asphalt overlay along Banao-Binogsacan-Morera Daang Maharlika Road of the municipality of Guinobatan.
Close monitoring is being done by DPWH Regional Office through its Regional Director Danilo Dequito for the completion of the current-year projects within the deadline set by Honorable Secretary Rogelio Singson which is before end of December this year. (MAL/LVCastañeda, DPWH V)

Young businessman Ken Clemente chooses the Binalot franchise route to establish his own entrepreneurial venture in Legazspi.
“After college in Manila, I thought Legazpi was boring, but I was wrong,” says Ken Clemente, a young entrepreneurborn into a family of business people. Ken’s parents are in the glass and aluminum business, and as with most children these days, Ken wanted to try his hand at something new.
Ken applied for a Binalot franchiselast year after seeing its stand at the Franchise Show. “I was looking around for a good business I could bring back to Legazpi and Binalot was it!,” he proudly exclaims. Ken could relate to Binalot’s green ways and the Corporate Social Responsibility initiatives of the company because he himself is active in a civic group, the Jaycees.
The Binalot branch in Legazpi is a dream space. It has two function rooms and a big dining area and a spacious parking lot as well. Ken personally supervises the store and makes sure everything is ready for each day part in the restaurant’s operations. He also meets and greets the customers especially the families who have come to like his restaurant, despite Legazpi being a culinary hub in Bicol.
“I like what I’m doing because it keeps me on my feet,” says the 25 -year old entrepreneur. “Everyday there are new challenges but I have learned to face up to each one with an innovative solution,” he says. Ken is one franchisee who has his own Binalot mascot, who even directs traffic on Legazpi City’s main thoroughfare where Ken’s Binalot branch is located.
He also opened a Binalot kiosk in Donsol, Sorsogon during the Butanding season. He truly knows his market in Bicol and proudly tells his parents that “this time, I make the decisions. Binalot trained me to be decisive while keeping the standards of the brand” Ken proclaims. “I also source the banana leaves from local farmers and get my vegetables from closest to the restaurant as possible,” the Bicol-born lad continues.
He loves it in Legazpi City and is thinking of opening another Binalot branch , this time in a mall. “I want to capture both markets,” he says. “I have my office people and families here in Old Albay, while the mall will get me the younger market,” he says. Truly a local marketing expert, Ken Clemente is a gem of a franchisee for Binalot.
Ken is a good example of a young entrepreneurcharting his own business path as he engaged in an enterprise very different from what his parents set up. This is a good way of showing them that good values learned at home can be applied to any business venture one chooses. In the end, it is the values that make the man, and the man that makes the business.
Ken is now looking forward to the other green projects he and Binalot espouse: a tree planting activity with the Jaycees to make sure our future generations can still enjoy Nature. He will round up all his employees, his customers and friends and make a mark to give back to Mother Nature.
A different mark, indeed, than what his parents made. Ken hopes to be remembered as a green entrepreneur, who started a green franchise business and will serve as inspiration to the youth to stay in the provincial cities and start their business.

LEGAZPI CITY, July 20 (PNA) –- Backed up by a powerhouse delegation, Bicol’s top guns in tourism development and promotion is now on a week-long foreign mission to deepen the region’s hold on American patronage and fortify its description as one of the country’s leading tourist destinations.
Among the members of the delegation led by Department of Tourism (DOT) regional director Maria Ong-Ravanilla are Camarines Sur Gov Luis Raymund Villafuerte; Albay Vice-Gov. Harold Imperial; former Legazpi City mayor, now City Administrator Noel Rosal; Daet, Camarines Norte Mayor Tito Sarion; Caramoan, Camarines Sur Mayor Constantino Cordial Jr.; and Bicol Regional Tourism Council Chairman Danny de Leon.
The July 13-20 trip is for the “10th Bicol Tourism, Trade and Investment Mission to the U.S.A†where the delegation met with the Bikol National Association of America (BNAA) while holding on the same week its 31st Convention hosted by the Bicol Association of Greater Jacksonville, Inc. at the Hyatt Regency Jacksonville Riverfront Hotel in Florida.
BNAA is the umbrella organization of over 5,000 prominent Bicolano professionals and businessmen all over the continental United States of America (USA) that has been helping Bicol in promoting the region’s tourism, trade and investment interests in that country. It is also involved in humanitarian activities to victims of calamities in the region.
“I would like to express my sincere thanks and appreciation to the officials of the Philippine government from the Bicol Region, led by Dir. Maria Ravanilla, Department of Tourism, who, despite their tight schedules, made time to attend this annual event. Your commitment and presence here, certainly give more meaning to the BNAA’s programs in the region and to all the Bicolanos here in the United States of America,†its president, Adolf Manlangit said in a statement posted on its web site.
In her statement e-mailed to the PNA over the weekend, Ravanilla said that part of the week-long BNAA convention was the three-day BalikBicol Product Presentation on July 15-17 where she presented the Bicol Tourism Landscape that has been placing the region at the center-stage of the Philippine tourism industry.
Ravanilla said that she presented to the BNAA Bicol’s remarkable achievements in the industry that for the first quarter of this year alone, the total tourist arrivals for the region was 685,757 with Camarines Sur and Naga City accounting for 59 percent or 406,036 of the entire figure.
Albay and this city came next with 121,867 or 18 percent, followed by Masbate with 45,472 or seven percent; Camarines Norte, 43,765 or seven percent; Catanduanes, 36,322 of five percent; and Sorsogon with 32,295 or four percent.
“What is exciting about Legazpi City which is home to the majestic Mayon Volcano is that it posted a 65 percent tourism growth rate from the last half of last year and has maintained it up to the first quarter of this year,†Ravanilla said.
Legazpi which is Bicol’s regional government center has been developing itself into a world-class city with an influx of investment and tourism-related developments that pushed the region’s journey towards the prominence it has achieved among tourist destinations nationwide. The region is presently second to Manila and has outshined Cebu and Boracay in the country’s top tourism sites ranking. It has also been emerging as the new convention center of the country while maintaining regional government center of Bicol and the academic and medical services center of the region. In Gross Receipts, she said the regional total amounted to P414,084,420, with Camarines Sur and Naga City accounting for 55 percent or P278,960,590 of the total; Albay/Legaspi City – P94,214,230 or 23 percent; Catanduanes with P25,325,390; Camarines Norte, P24,981,110; Sorsogon, 21,591,940; and Masbate, with P19,011,160.
In the BNAA presentation, Ravanilla said Legazpi City Vice Mayor Vittorio Roces, another member of the delegation, presented the city’s “Visit Legazpi†program composed of attractive travel packages and exciting come-ons for balikbayans and foreign friends.
“We were assured of continuous support and patronage of Bicol’s tourism, investment and trade by the BNAA and from that assurance, we are confident that this delegation has achieved its purpose of coming over for this event,†Ravanilla said.
From Florida, the Mission meets another big group of Bicolano-Filipino professionals in Los Angeles, California, she added. (PNA)

Young businessman Ken Clemente chooses the Binalot franchise route to establish his own entrepreneurial venture in Legazspi.
“After college in Manila, I thought Legazpi was boring, but I was wrong,” says Ken Clemente, a young entrepreneurborn into a family of business people. Ken’s parents are in the glass and aluminum business, and as with most children these days, Ken wanted to try his hand at something new.
Ken applied for a Binalot franchiselast year after seeing its stand at the Franchise Show. “I was looking around for a good business I could bring back to Legazpi and Binalot was it!,” he proudly exclaims. Ken could relate to Binalot’s green ways and the Corporate Social Responsibility initiatives of the company because he himself is active in a civic group, the Jaycees.
The Binalot branch in Legazpi is a dream space. It has two function rooms and a big dining area and a spacious parking lot as well. Ken personally supervises the store and makes sure everything is ready for each day part in the restaurant’s operations. He also meets and greets the customers especially the families who have come to like his restaurant, despite Legazpi being a culinary hub in Bicol.
“I like what I’m doing because it keeps me on my feet,” says the 25 -year old entrepreneur. “Everyday there are new challenges but I have learned to face up to each one with an innovative solution,” he says. Ken is one franchisee who has his own Binalot mascot, who even directs traffic on Legazpi City’s main thoroughfare where Ken’s Binalot branch is located.
He also opened a Binalot kiosk in Donsol, Sorsogon during the Butanding season. He truly knows his market in Bicol and proudly tells his parents that “this time, I make the decisions. Binalot trained me to be decisive while keeping the standards of the brand” Ken proclaims. “I also source the banana leaves from local farmers and get my vegetables from closest to the restaurant as possible,” the Bicol-born lad continues.
He loves it in Legazpi City and is thinking of opening another Binalot branch , this time in a mall. “I want to capture both markets,” he says. “I have my office people and families here in Old Albay, while the mall will get me the younger market,” he says. Truly a local marketing expert, Ken Clemente is a gem of a franchisee for Binalot.
Ken is a good example of a young entrepreneurcharting his own business path as he engaged in an enterprise very different from what his parents set up. This is a good way of showing them that good values learned at home can be applied to any business venture one chooses. In the end, it is the values that make the man, and the man that makes the business.
Ken is now looking forward to the other green projects he and Binalot espouse: a tree planting activity with the Jaycees to make sure our future generations can still enjoy Nature. He will round up all his employees, his customers and friends and make a mark to give back to Mother Nature.
A different mark, indeed, than what his parents made. Ken hopes to be remembered as a green entrepreneur, who started a green franchise business and will serve as inspiration to the youth to stay in the provincial cities and start their business.

LEGAZPI CITY, July 18 — Inasmuch as the Department of Health (DOH) is yet to enforce its administrative order requiring cigarette manufacturers to print graphic warnings on cigarette packs due to some legal impediments, the local government here is mounting billboards in conspicuous places bearing similar striking messages.
This move will be part of the city administration’s “we-mean-business” campaign towards a tobacco-free locality fortified by Ordinance No. 007-2009, otherwise known as the “Revised Smoke-Free Ordinance of Legazpi City” that serves as an expression of its deep concern for public health.
In its 2011 global tobacco epidemic report, the World Health Organization (WHO) said large, graphic health warnings on cigarette packs are proven to motivate people to stop using tobacco and to reduce the appeal for people who are not yet addicted to it.
But in the Philippines, the DOH’s move to require graphic health warnings on cigarette packs has been met with opposition by the tobacco industry, which sought to block the implementation of the DOH administrative order (AO) issued in May 2010.
Several tobacco companies questioned the administrative order before lower courts and a preliminary injunction was issued against the printing of graphic warnings on cigarette packs.
For the meantime that it cannot be done on cigarette packs, City Mayor Geraldine Rosal over the weekend said the city is preparing large billboards bearing the graphic health warnings which will be mounted on strategic places around the city like parks, terminals, parking lots and major thoroughfares.
“Perhaps, these graphic billboards and other forms of signage will serve the DOH’ purpose and be more effective than printing it on cigarette packs as the warning will be delivered not only to smokers so that they give up the vice but also to would-be smokers so that are dissuaded from indulging before they get hooked into it,” Rosal said.
“We in the city government are fully aware of the hazards being posed by cigarettes not only to smokers but more among non-smokers who are exposed to its fumes that is why we are, by all legal means forbidding smoking, at least in public places like mass conveyances, school campuses, parks, churches and government offices, among others,” the lady mayor said.
While the city firmly forbids cigarette smoking however, tobacco-hooked cancer-risk takers may still smoke to their hearts content while here but not before public eyes, of course.
Otherwise, aside from the consequence of tobacco-related diseases that most of the times end to painful deaths, penalties of cash fine await those who would be cited as violators of a three-year old ordinance that declares the city a smoke-free territory.
Violators are fined P500 for the first offense; P1,000 for the second and; P1,500 for the third and subsequent offenses. Parents or guardians of minor offenders are made accountable for the offense.

LEGAZPI CITY, July 20 (PNA) –- Backed up by a powerhouse delegation, Bicol’s top guns in tourism development and promotion is now on a week-long foreign mission to deepen the region’s hold on American patronage and fortify its description as one of the country’s leading tourist destinations.
Among the members of the delegation led by Department of Tourism (DOT) regional director Maria Ong-Ravanilla are Camarines Sur Gov Luis Raymund Villafuerte; Albay Vice-Gov. Harold Imperial; former Legazpi City mayor, now City Administrator Noel Rosal; Daet, Camarines Norte Mayor Tito Sarion; Caramoan, Camarines Sur Mayor Constantino Cordial Jr.; and Bicol Regional Tourism Council Chairman Danny de Leon.
The July 13-20 trip is for the “10th Bicol Tourism, Trade and Investment Mission to the U.S.A†where the delegation met with the Bikol National Association of America (BNAA) while holding on the same week its 31st Convention hosted by the Bicol Association of Greater Jacksonville, Inc. at the Hyatt Regency Jacksonville Riverfront Hotel in Florida.
BNAA is the umbrella organization of over 5,000 prominent Bicolano professionals and businessmen all over the continental United States of America (USA) that has been helping Bicol in promoting the region’s tourism, trade and investment interests in that country. It is also involved in humanitarian activities to victims of calamities in the region.
“I would like to express my sincere thanks and appreciation to the officials of the Philippine government from the Bicol Region, led by Dir. Maria Ravanilla, Department of Tourism, who, despite their tight schedules, made time to attend this annual event. Your commitment and presence here, certainly give more meaning to the BNAA’s programs in the region and to all the Bicolanos here in the United States of America,†its president, Adolf Manlangit said in a statement posted on its web site.
In her statement e-mailed to the PNA over the weekend, Ravanilla said that part of the week-long BNAA convention was the three-day BalikBicol Product Presentation on July 15-17 where she presented the Bicol Tourism Landscape that has been placing the region at the center-stage of the Philippine tourism industry.
Ravanilla said that she presented to the BNAA Bicol’s remarkable achievements in the industry that for the first quarter of this year alone, the total tourist arrivals for the region was 685,757 with Camarines Sur and Naga City accounting for 59 percent or 406,036 of the entire figure.
Albay and this city came next with 121,867 or 18 percent, followed by Masbate with 45,472 or seven percent; Camarines Norte, 43,765 or seven percent; Catanduanes, 36,322 of five percent; and Sorsogon with 32,295 or four percent.
“What is exciting about Legazpi City which is home to the majestic Mayon Volcano is that it posted a 65 percent tourism growth rate from the last half of last year and has maintained it up to the first quarter of this year,†Ravanilla said.
Legazpi which is Bicol’s regional government center has been developing itself into a world-class city with an influx of investment and tourism-related developments that pushed the region’s journey towards the prominence it has achieved among tourist destinations nationwide. The region is presently second to Manila and has outshined Cebu and Boracay in the country’s top tourism sites ranking. It has also been emerging as the new convention center of the country while maintaining regional government center of Bicol and the academic and medical services center of the region. In Gross Receipts, she said the regional total amounted to P414,084,420, with Camarines Sur and Naga City accounting for 55 percent or P278,960,590 of the total; Albay/Legaspi City – P94,214,230 or 23 percent; Catanduanes with P25,325,390; Camarines Norte, P24,981,110; Sorsogon, 21,591,940; and Masbate, with P19,011,160.
In the BNAA presentation, Ravanilla said Legazpi City Vice Mayor Vittorio Roces, another member of the delegation, presented the city’s “Visit Legazpi†program composed of attractive travel packages and exciting come-ons for balikbayans and foreign friends.
“We were assured of continuous support and patronage of Bicol’s tourism, investment and trade by the BNAA and from that assurance, we are confident that this delegation has achieved its purpose of coming over for this event,†Ravanilla said.
From Florida, the Mission meets another big group of Bicolano-Filipino professionals in Los Angeles, California, she added. (PNA)

There were several regional offices, who had their own buildings outside the regional site, like the DOLE just at the back of Patio Napal, Old Albay, the DFA at Cruzada, the DWSD at Buraguis, the DOH at Bagtang, the PCA at EM'S Barrio, the CHED near the Governor's Guest House, the PHILHEALTH at Alternate but still, plenty are still renting, like the OWWA, CHR, etc. kadakol pa,an importante, digdi sa Albay an regional offices, base sa mandato kan gobyerno.

There are always plenty of tourist at this ruins, particularly summer, mostly Asians, so the DOT, should give more allocation for the development even though, income goes to the LGU Daraga.

Development is lethargic simply because it is on Mt. Mayon harm's way.
The very ruins itself is a testimony that it is on Mt. Mayon harm's way.

Gov. has a plan of putting up a safer, higher , bigger mega dike from AQ Yawa River to Binitayan, Daraga to protect the whole city and town from lahar floodings, atop the mega dike will be a wider avenue, comparable to the boulevard, if this happens, another wider street to decongest traffic within legazpi daraga areas, along the mega dike will be another tourist friendly, business establishment will sprout in here.:banana::banana:

At it's present status of development as reported by Pading Dan, I am positive that we will be seeing a new airport in 2013. If it is mentioned in the SONA most likely we will see the light of day. Thanks to Gov Joey for seeing to it that this project will become a reality.
garycooper July 22nd, 2011, 04:05 AM Remember the big real estate developer from Vismin that I mentioned earlier in the thread who was looking for a property in Legazpi? Here is a good news. They already found one they bought from a prominent family of Legazpi. A total of 22 hectares. This will be converted to a low cost housing project. With 22 hectares, that will be equivalent to about 2,500 housing units to be sold at a price ranging from P750,000 to P900,000 per unit. They intend to start the development next year. Housing units will have a floor area of about 56 Sqm in a lot with an area of about 60 sqm.

They already found one they bought from a prominent family of Legazpi. A total of 22 hectares. This will be converted to a low cost housing project. With 22 hectares, that will be equivalent to about 2,500 housing units to be sold at a price ranging from P750,000 to P900,000 per unit. They intend to start the development next year. Housing units will have a floor area of about 56 Sqm in a lot with an area of about 60 sqm.
I'll try to guess the real estate developed based on some of the tips on this post and of your previous posts garycooper.
Clues that your mentioned:

With the owner's Bicolano roots- imagine, just like Elizalde Co, Deca would make a big difference in Albay.

MANILA, Philippines - The government will be able to bid out only five to seven public private partnership (PPP) projects this year up to the first quarter of next year as opposed to the original target of 10 projects by the end of the year.
Board of Investments (BOI) managing head Cristino L. Panlilio identified five projects that are near the bidding process because they have completed the difficult feasibility study stage.
“At the rate the studies are getting done, we may not hit 10 but maybe up to seven,” Panlilio said. The original target of the government is to bid out 10 PPP projects by the end of the year.
Panlilio said the actual bidding for the first scheduled PPP project – one of the smallest – is targeted for December while awarding would be in January next year.
The Department of Public Works and Highways (DPWH) has started the bidding process for the Daang Hari-SLEX toll road with the first deadline in September, for pre-qualification documents.
According to Finance Secretary Cesar Purisima this project may be small compared to others in the list but would significantly help ease traffic in the south and would greatly contribute to an improvement of the business environment.
“It’s a short segment but it’s very important,” Purisima told editors and reporters of The STAR in a roundtable discussion Wednesday night.
DPWH Secretary Rogelio Singson said it may take three months after the submission of pre-qualification documents before actual bids are received.
“We’re trying to hit early December for the final bid submission for this PPP project,” Singson said. “We should be able to award early next year, January is our target date. So that means once submissions are made early December, we’ll work during the holidays and make the final determination and award January of 2012.”
The Daang Hari-SLEX moved up the list after the government shelved the July 11 bidding for the contract to operate Manila’s Metro Rail Transil 3 and Light Rail Transit 1 commuter trains. That bidding was put off after Transport Secretary Jose “Ping” de Jesus resigned and was replaced by Mar Roxas.
The Daang Hari-SLEX (South Luzon Expressway) contract became a priority after the government cancelled the July 11 bidding for the contract to operate Manila’s Metro Rail Transil 3 and Light Rail Transit 1 commuter trains.
The bidding was shelved because newly appointed Transportation Secretary Mar Roxas needed time to review the projects.
After the Daang Hari-SLEX contract, the government also aims to start the bidding process for the Ninoy Aquino International Airport Expressway (NAIAX) and the North Luzon Expressway-South Luzon Expressway (NLEX-SLEX) connector.
Purisima said the government is still aiming to bid out 10 PPP projects this year even as the composition of the 10 would change due to delays in doing the feasibility studies.
The PPP, considered as the Aquino administration’s centerpiece economic program, aims to tap private sector participation in 80 large-scale infrastructure projects worth P740 billion that will be undertaken from 2011 and beyond.
Under the PPP scheme, the government would be tapping the help of the private sector to fund the different projects.
The Daang Hari-SLEX project is a 4-kilometer toll road from Bacoor, Cavite to the South Luzon Expressway. At P1.6 billion, it’s the second smallest project in the government’s PPP list. Singson said it could be operational by end 2012.
Aside from Daang Hari-SLEX project, PP projects for 2010 roll-out include: MRT-LRT extension, P70 billion; LRT 2 extension, P11.3 billion; NAIA Expressway, P10.6 billion; CALA Expressway, P10.5 billion; MRT-LRT1 contract, P7.7 billion; Bohol airport, P7.6 billion; Puerto Princesa airport, P4.4 billion; Legazpi airport, P3.2 billion; and Laguindingan airport,P1.5-B.
The announcement of the start of the bidding process came days before President Aquino’s second State of the Nation Address. He had announced the program a year ago, at his first SONA.

Carats July 22nd, 2011, 12:03 PM I don't know what happened to what the gov. said before in Daraga park , regarding the Cagsaua Estate, with more hotels, more development at the site, new additional amenities and facilities, ano na daw kaya?
There are always plenty of tourist at this ruins, particularly summer, mostly Asians, so the DOT, should give more allocation for the development even though, income goes to the LGU Daraga.
Isn't this the Top Tourist Attraction of Albay?
So hopefully,it must also be given the top priority for further development.

Igwa na duman sa taas subdivision, tabi Pading Jocuatro, RESMONT VILLAGE and kadakul na house and occupants, kaya lang overlooking sinda sa southern barangays of the city, compared digdi sa Suncore na overlooking sa city mismo.

Bicolanos who were investing their millions/billions in businesses in Bicol, should be given due recognition by respective LGU's, since they contributed much to the local development, instead of investing their money outside of the region, they created more jobs, adds to business climate and remit taxes to BIR.

I think, this 22 hec. lot is already at the footstep of the 3 towers and still, those lots are wider and scenic, once you're here, you can see the whole neighboring towns, even Sorsogon, it's just beside the on going development of Suncore, going down to Gabawan of Daraga which Gabawan has also a developed Greenfields Subdivision, enroute to BIA and below is the Jaucian Village of Tabontabon.
So, mostly, you can find here nice villages, accessible to transpo with its on going concreting of roads, connecting to Embarcadero and the city proper.

Bacacay is really rich in mineral resources,like coal . Coconuts , rice stuff and rootcrops, thrive best in some areas, rich in seafoods, with beautiful islets and islands, several undiscovered caves, long and winding white beach like in Barangay Manila and of course the world class Misibis Bay, the scenic Sula Channel , the mangrove plantations along the islands.
It has the unposted old ruins of the Bacacay church, just at the back of the present one, it has several caves, the black sand nearby connecting Tabaco, Malinao and Sto. Doming shores.
Some antique homes still existing in towns, and most of all, the warmth, hospitable people .
Your town Sir Carats is one of the biggest in land area, manifesting the 3 district offices of the DepEd.
Truly Bacacay, is one of the best to discover and put in the map for tourism.

Actually, 22 candidates participated during the screening but only 20 were chosen as official candidates.

LEGAZPI CITY --- The fight against dengue by the provincial government of Albay was deemed successful after reported incidents of the dreaded disease dropped by 83 percent from 685 cases last year to only 114 cases during the first half of this year, the Provincial Health Office (PHO) said Monday.
Dr. Chito Mendoza, PHO chief, said that the drop in cases despite the wet spell during the first half of this year could be attributed to the diligent work of the health workers in the barangays who were partners in the provincewide community-based integrated vector control program called CHLEM.
CHLEM stands for Community participation, Health education, Legislation, Environmental sanitation and Mosquito control measures.
In his report to Albay Gov. Joey Salceda, Mendoza said at least four local government units (LGUs), namely, Malilipot, Malinao, Rapu-Rapu and Tiwi were able to sustain zero dengue cases in the past six months of the year while dramatic decreases were noted in the cities of Tabaco, Ligao, and Legazpi and the town of Daraga.
Mendoza said dengue is transmitted by Aedes mosquito infected with any one of the four dengue viruses. Dengue fever is a febrile illness that affects infants, young children and adults.
Symptoms range from mild fever to incapacitating high fever, with severe headache, pain behind the eyes, muscle and joint pain and rash.
There are no specific antiviral medicines for dengue. But it is important to maintain hydration.
Dengue hemorrhagic fever (fever, abdominal pain, vomiting, bleeding) is a potentially lethal complication, affecting mainly children. Early clinical diagnosis and careful clinical management by experienced physicians are highly recommended. Mendoza warned against the use of acetylsalicylic acid (e.g. aspirin) and non-steroidal anti-inflammatory drugs (e.g. Ibuprofen) for those suspected with dengue infection. The wisest thing to do is to bring the suspected patient to the doctor or hospital for closer check up or examination.

LEGAZPI CITY --- For operating illegally since last year under the very noses of local public officials, Albay Gov. Joey Sarte Salceda finally issued a cease and desist order against a mining company known to be extracting gold and copper in a coastal village in Oas, Albay.
JML Mining Company, as represented by one Francia S. Nuyda had filed before the provincial government an application for a small-scale mining operation in Oas, Albay as early as last year, according to Oas Municipal Councilor Melanie Bumanlag.
Records at the Albay provincial capitol show the application for a mining permit by JML Mining has not been acted upon by the governor even as it also had a pending appeal for a permit to transport the mined products as endorsed by Municipal Mayor Gregorio Ricarte, according to Salceda’s chief of staff lawyer Carol Sabio.
Albay Provincial Board Member Arnold Embestro, chair of the Sangguniang Panlalawigan’s committee on environment said his office was not aware of the said mining operation even as Oas Councilor Bumanlag reported that trees had been uprooted and houses dislocated by the mining operation. Last week, a backhoe equipment arrived at the mining site with the operator claiming that they had a permit for the mining operation.
Gov. Salceda said he had formed a fact-finding team led by Board Member Embestro last July 13, 2011 in reaction to the series of published stories about the illegal mining operation.
Salceda said that the cease and desist order also called for the municipal mayor to implement and confiscate illegally extracted minerals and turn them over to the provincial government.
Salceda maintained that he is against metallic mining in Albay. He stressed he has not signed any mining permit since he first assumed office as governor last July 1, 2007.
As reported in this paper earlier, the mining operation in Oas town was reported to have been provided protection by members of the Civilian Armed Forces Geographical Unit (Cafgu).
Last week, Col. Arthur Ang, Albay Army brigade commander, said Sgt. Edgar Ribua, the Cafgu detachment commander, had been sacked from his post even as he denied that his men were guarding the mining site.
As this developed, Antonio Casitas of the Ugnayan ng Mamamayan Laban sa Pagmimina at Kumbersyong Agraryo (UMALPAS)-Bicol vowed that his group will continue to fight all forms of mining in Bicol.

As part of Bicol University’s (BU) commitment to innovate the science of agriculture, this prime government-run educational institution is pushing on strengthening the partnership between the public and private sectors towards addressing the region’s concerns for economic growth and sustainability in this field.
“We sit in an agricultural region so that it becomes imperative upon all sectors involved in the industry to establish a strong partnership in revolutionizing it through research, development and extension so that Bicolanos are able to profit from natural resources without disregarding their role in protecting and conserving it,” BU president Fay Lea Lauraya on Wednesday here said.
The partnership should be aimed at creating self-sufficient and conscientious Bicolanos who will no longer despise the science of agriculture but will be at the forefront of crop research, development, extension and industry, Lauraya said.
As part of this initiative, Public-Private Partnership (3Ps) which is an effective approach being put forward by the administration of President Benigno S. Aquino III in bridging the wide gap that separates economic excellence from mediocrity that is confronting the country was the focal point of the recent summit organized here by the BU among the country’s major stakeholders.
Lauraya said the summit called the 21st Scientific Conference of the Federation of Crop Science Societies of the Philippines (FCSSP) was themed “Public-Private Partnership for Sustainable Agricultural Research, Development and Extension” six prominent organizations both from the government and private sectors involved in the industry and environmental initiatives.
It included the six societies belonging to the FCSSP such as the Society for the Advancement of Vegetable Industry (SAVI), Philippine Fruit Association (PFA), Philippine Seed Industry Association (PSIA), Crop Society of the Philippines (CSSP), Philippine Association for Plant Tissue Culture (PAPTCB) and the Conservation Faming Movement (CFM).
It was also conducted in cooperation with the Provincial Government of Albay, City Government of Legazpi, Philippine Coconut Authority-Albay Research Center (PCA-ARC), Department of Agriculture (DA), Albay’s Center for Initiatives and Research on Climate Adaptation (CIRCA), Lauraya said adding that 350 delegates, both foreign and local made it to the gathering.
FCSSP chairperson Dr. Nenita Desamero said the conference emphasized on the importance of strong linkages and conglomeration of experts, workers and stakeholders in polling together their expertise and resources to benefit the Filipinos.
Dr. William Padolina, the Deputy Director General for Operations of the International Rice Research institute (IRRI) who was among the resource speakers, stressed on the significant role of both private and public sectors in ensuring that relevant technology is generated and properly disseminated to producers and consumers of goods.

LEGAZPI CITY- Despite the onset of rainy season, Albay has noted a dramatic decline in the number of dengue cases from the month of January to July this year, as compared to the same period last year.
In a data released by the provincial government, Albay registered an 83% decline wherein from January to July this year, there are a total of 114 cases, compared to 685 of same period last year.
Among the municipalities with zero dengue prevalence this year are Malilipot, Malinao, rapu-Rapu and Tiwi. Last year they have 1, 3, 6 and 15 cases respectively.
Tabaco City’s dengue case plunged from 101 last year to 2 cases this year, Ligao has 18 cases in 2010 and 1 this year, Daraga also has a significant drop in the number of cases from 180 to 22. Legazpi likewise registered a huge decline from 287 to 39 cases.
In Manito, 5 cases were registered last year and 1 this year. Pioduran has 14 cases in 2010 and 1 this year, Camalig’s dengue occurrence also drop from 24 to 7, Bacacay from 8 to 4 and Polangui from 7 to 5.
Oas and Guinobatan registered same number of cases in 2010 and 2011, with 2 and 13 respectively.
Meanwhile, Santo Domingo’s dengue cases increase from 9 last year to 10 this year, Jovellar from 1 last year to 2 this year and Libon has five cases this year compare to 1 last 2010.

LEGAZPI CITY – Some 300 mining engineers converged in Legazpi City for their Bicol regional conference last July 13 to 15, 2011. This event is unfortunate because it projects the impression that mining engineers are blind to the plight of their fellow Filipinos suffering from the environmental damage and economic injustice wrought by mining companies, according to PANGATAMAN-BIKOL (Bicol Center for Environmental Protection)
The local environmental group reminds the Provincial Government of Albay about the Sangguniang Panlalawigan Resolution 2011-020 issued on March 8, 2011 banning all future mining activities in the province. It should have shown consistency by expressing disfavor against the convention.
The groups rebuke the City Government of Legazpi for going against the sentiments of Albayanos against the continued destruction of our environment. The city has recently manifested its inability to walk the talk. In Mount Bariw, Barangay Estanza, a large swath of hillside is severely denuded yet it has done nothing. The silt from the denudation has flowed to Barangay Pinaric where it is several inches thick. In Embarcadero, large volumes of floating garbage greet the citizens whenever they go for a leisurely stroll along the boulevard. The city government has been so preoccupied with pleasing tourists but compromised the welfare of local residents who voted them into office and pay millions in taxes.
“Tourists bring in income but that income is just a means towards providing better living conditions for local residents. The means cannot be exchanged for the end. If the welfare of citizens is disadvantaged by the city government’s preoccupation with pleasing tourists, then it is time to withdraw the trust reposed in them during election”, PANGATAMAN-BIKOL said.
“The hosting of the mining engineers’ convention in Legazpi is a misstep of the city government. It betrays a failure to understand genuine environmental advocacy. While the city brags about its sanitary landfill, it fails to prove its pro-environment agenda by making a prominent endorsement of mining as a stimulant of progress. While we need products derived from mining, we insist that it should be done in the right place and the right manner. That is what responsible mining is all about. So far, however, all claims of responsible mining by many companies are nothing but hot air because of the evident damage wrought on their surroundings like what is happening in Rapu-Rapu, Aroroy, Palanog, Matnog, Paracale, Catanduanes, Caramoan”, the environmental group added.
The group also said, “That if the local governments do not want mining then we should not use the products of that industry. They are dead wrong. We want mining that does not destroy the environment. We want mining that reserves the natural resources of the Philippines for Filipinos. We want mining that spreads the fruits of development to the masses and not only to the foreign investors and their local junior partners”.
“We want mining that does not sacrifice our agriculture so that we protect our own food supply. Mining generally provides for non-basic needs while agriculture produces our most basic needs like food, clothing, shelter and livelihood. While mining generates a few temporary jobs, agriculture provides long-term sources of income thus genuinely assuring sustainable development”,
PANGATAMAN-BIKOL calls on all mining engineers to support our notion of genuinely responsible mining. In view of the bad record of mining in Bicol, we ask them not to project the impression that they condone what is happening here contrary to declarations by the DENR, MGB, EMB and companies that all is well in Bicol mining. So in their visit to Rapu-rapu today, they should make an objective assessment on the effect on mining ion the island and its residents and not make it a mere field trip.
Bicol is severely suffering from the impacts of mining and the statements of the aforementioned entities are belied when we see the plight of the farmers and fishermen and the condition of our mountains, rivers, creeks and seas. We ask you to wake up to realities and not be deceived by the lies of those who support mining operations in Bicol, the environmental group ended.

The property is in Estanza. But I'm sorry, I am not at liberty to reveal the name of the seller. They might want to protect themselves from scheming bastards of our society. The sale involved a large amount of money.
This is quite a large project by Bicol standards. The developer will be investing maybe a couple of billion pesos for this project which may take 5 to10 years to be fully completed with about 2,500 units. First phase should be about 5 hectares with 500 units to test the market.
I hope they will be able to start next year depending on how fast our local government will act on the land conversion and development permit.
Sorry Mega the units are townhouse type not unless they will change their mind and create single detach later.

Coconuts , rice stuff and rootcrops, thrive best in some areas, rich in seafoods, with beautiful islets and islands, several undiscovered caves, long and winding white beach like in Barangay Manila and of course the world class Misibis Bay, the scenic Sula Channel , the mangrove plantations along the islands.
