Transport strikes in Calabarzon, Bicol set tomorrow

MANILA, Philippines -- Transport groups in Southern Tagalog and Bicol regions are set to stage a strike tomorrow, Aug. 31, to protest the series of oil price hikes.

The region-wide transport strikes will be spearheaded by Southern Tagalog Transport Sector Organization (STARTER-PISTON-SOUTHERN TAGALOG) and Concerned Drivers and Operators for Reforms (CONDOR-PISTON-BICOL).

Transport workers will hold simultaneously protests at the Department of Energy in Cebu and Davao, Santiago City, Tuguegarao, Baguio, Angeles, Bulacan, Bacolod, Dumaguete, Iloilo, General Santos, Butuan, and Cagayan De Oro City.

Meanwhile, militant group Piston will also hold a multi-sectoral rally to protest the alleged P9 overpricing in petroleum products.

Piston secretary general George San Mateo said tomorrow's rally will pave the way for a unified transport strike in Metro Manila.

The group has been asking the government to scrap the oil deregulation law and the 12 percent value added tax on petroleum products.

Crab with Christ’s image draws attention in Legazpi

MANILA, Philippines – A crab bearing the image of Jesus Christ has drawn the attention of residents and tourists in Legazpi City.

Lilian Antiquera, a resident of Barangay San Roque, said she was about the cook the crab when she noticed an image resembling Jesus Christ on its body.

Antiquera then placed the crab in an altar, believing it holds miraculous powers.

Since Thursday last week, the crab has been drawing the attention of locals and tourists.

“Nung nalaman na nila po at nakita na nila, mas lalo pong dumami, iba-ibat klaseng tao ang pumupunta. Mayroon din po akong nakikita na nag-wiwish na mawala na yung sakit na nila…dinadayo na po kami ngayon,” Antiquera said.

Lawyer Catherine Manahan travelled all the way from Manila just to see the crab. She said the image may be sending a message.

“Siguro may dapat na gustong ipaalam sa tao, siguro magbalik-loob tayo, magdasal tayo,” she said.

Parish priest Fr. Ramon Tronqued said the crab has to undergo a certain process to prove if it is indeed miraculous.

Tronqued, however, said there is nothing wrong if devotees flock to see the crab if this will enhance their faith.– Report from Jose Caretero, ABS-CBN News Bicol

It is easier to cook meat, fish and vegetables. But Sili?

It's a difficult challenge to cook sili and this cookfest has the potential to attract chefs from all over the world.

Big LIKE :okay: ! Congratulations on your efforts Mr Dante! This is the sort of Bicol cuisine we should be showcasing to tourists, not the usual fast food (Mcdonald's Jolibee's, KFC, Starbucks, Biggs etc....). When tourists travel, they want to sample cuisine that is exotic and different to their own, otherwise, they might as well just stay at home.

Belgium and UNDP help Albay resettle 150 families out of harm’s way, more to follow

LEGAZPI CITY, Sept. 1 (PIA) -- The Albay provincial government has recently transferred about 150 families from flood and landslide prone areas to newly constructed abodes in two resettlement sites in Pioduran and Manito towns, in a continuous effort to ‘move people out of harm’s way’ under its disaster risk reduction program
Albay Gov. Joey Salceda said based on new risk maps and the recommendations of the Philippine Institue of Volcanology and Seismology (Phivolcs) and the Mines and GeoSciences Bureau of the Department of Environment and Natural Resources, Albay has to move out about 1,973 families from vulnerable areas, flash flood and landslide prone, around Mayon volcano.
Salceda said the recently finished two core shelter community projects, complete with electrical installation and water facilities were funded by the Belgian government, the Department of Social Welfare and Development and the United Nations Development Programme (UNDP), housing 70 families in Joroan, Tiwi town and 80 in barangay Caratagan, in Pioduran.
Belgian Ambassador Christian Meerschmar and UNDP country director Renaud Meyer opened the sites last August 25. More sites have been identified for the construction of resettlement homes under the Bicol recovery program.
Salceda said Albay is also set to adapt enhanced risk reduction measures to secure its ‘zero casualty goal’ during disasters, focused on; further relocation of people from new high risk areas due to geomorphologic changes in the Mayon slopes, enhanced defense structures for medium risk critical resources, and elevated – lahar-resilient – road network to ensure continuous mobility of economy and of people during crisis.
The ‘zero - casualty’ goal through preemptive evacuation during disasters was pioneered by Salceda, and is a continuous battle cry in Albay. This was adapted later by other local government units and the national government.
The governor said recent typhoons that hit the province prompted the Provincial Disaster Risk Reduction and Management Council (PDRRMC) to redraw vulnerability maps. Heavy rains have triggered massive lahar avalanches that took new routes and hit areas that were previously deemed safe.
He said the PDRRMC is seriously studying the recommendations of the Phivolcs’ Quick Reaction Team which recently investigated the impacts of, among others, Typhoon Juaning to Mayon Volcano and the province as a whole. Salceda has requested Phivolcs to conduct an investigation on why previously declared safe areas had been hard hit by flashfloods and landslides.
Disaster experts now have to reconsider new strategies, redraw Albay’s disaster map, and identify new high risk areas and population, thus the need for more resettlement sites, Salceda said. (MAL, PIA V/LGU Albay)

You know what, every time someone not from Bicol asks me where they could eat in Legazpi where authentic Bicol foods are served that are really hot, I cannot give an exact answer. The nearest that I can tell them is Waway's although their food are not really that hot. At least a number of their offerings are really Albayano. But I think there are a number of new eateries that serve local food along Alternate Road. I'm not sure though if their good. Have not tried them. For fine dining, I think Balay Cena Una is the place. But do they specialize in authentic Bicol food?

The nearest that I can tell them is Waway's although their food are not really that hot. At least a number of their offerings are really Albayano. But I think there are a number of new eateries that serve local food along Alternate Road. I'm not sure though if their good. Have not tried them. For fine dining, I think Balay Cena Una is the place. But do they specialize in authentic Bicol food?

Gaisano Metro supermarket's newly installed motorized conveyors for checkout counters --I don't think these are necessary--dagdag sana sa overhead ninda na dai dapat ipasa sa mga parabakal. Gaisano's been upgrading/renovating in anticipation of Puregold and that rumored Legazpi's second Savemore that will occupy the entire groundfloor of ABSEC (Dante could confirm this Savemore thing).

hi sir mons & dex, i dont think ipapasa ninda an sa consumer lalo na much cheaper an mga produkto sa Puregold, i think aside sa competition its more on convenience or mobility para mas mapakaskas an pila in favor sa costumer and Gaisano itself.

This what i got from the guards of BM, groundfloor will be the 2nd Savemore in the city, and i peep out of the glasses at the other side of the building, it was already vacant with that tarp at the lobby.

it's not a rumor sir. confirmed po ang savemore sa bichara. naisubmit pa lang namin ang bid estimate for that project. if ever kami ang manalo, magpapa-assign ako dyan to handle the project.

Yup! Growth in any so-called figures is not 'development' if it doesn't translate to meaningful and sustainable well-being of the citizens. It's good that our private sector is investing in the fun, comfort, and convenience of tourists while the provincial and city governments are investing in education (AHECS, TOTAL, etc), health (BRTTH improvements, new oncology center, anti dengue, anti malnutrition and more), disaster risk reduction and infrastructure (BIA, Guicadale, Legazpi Blvd, and more). These investments are not glamorous; they don't get splashed on front page news like dubious tourism statistics, but they are the fundamentals of future sustainable, long-term development. :okay:

Well said Dex. We are now currently experiencing in Albay an unprecedented growth not only in actual tourism development but also in infrastructure support. Even if we have the best hotels if it is not backed up by underlying developments like the new airport, road networks, and even hospitals as you mentioned, we will not be offering a complete package. What I like about the tourism industry is, it encourages the locality to improve its offering to the prospective tourists but it also put pressure to the local authorities to be more competitive.

We also have to be thankful that we had progressive and young leaders today like Joey Salceda and former Mayor Noel Rosal (replaced by the much younger Mayor Gie). Unlike the past leaders of our province who were of the old school type. In fairness though, Alfrancis Bichara started it all in the nineties after being stagnant in the eighties and early nineties. Compared to his predecessors, he was able to introduce much more in infrastructures.

^Agree! Ultimately, all efforts should be for the well-being of Albayanos, not tourists. Albay for Albayanos first (to paraphrase from Gov. Salceda)

And as all of us advocate here in the thread and elsewhere in the online and offline world, we should not settle as idle observers and hecklers on the sidelines because we are all stakeholders in the development of our own province. Let us do whatever we can to help uplift our locality instead of pulling it down.

Yes, that was my main purpose in launching the page, to reach a wider demographic because this social network now has 750 million users globally. Imagine the possibilities!

Meanwhile, the governor himself is quite active on FB, posting very useful information. He also sometimes uses the site to gauge public opinion (the more recent one was about the proposed marquee to be built on Lignon Hill - read here (https://www.facebook.com/media/set/?set=a.10150357895806756.401402.652921755&type=1)). But, yes, the best thing about this thread are the sensible forumers like you and the rest of the Legazpi forumers (especially the old timers) and the invaluable exchange of ideas and opinions over the years! :okay:

Well said Dex. We are now currently experiencing in Albay an unprecedented growth not only in actual tourism development but also in infrastructure support. Even if we have the best hotels if it is not backed up by underlying developments like the new airport, road networks, and even hospitals as you mentioned, we will not be offering a complete package. What I like about the tourism industry is, it encourages the locality to improve its offering to the prospective tourists but it also put pressure to the local authorities to be more competitive.

We also have to be thankful that we had progressive and young leaders today like Joey Salceda and former Mayor Noel Rosal (replaced by the much younger Mayor Gie). Unlike the past leaders of our province who were of the old school type. In fairness though, Alfrancis Bichara started it all in the nineties after being stagnant in the eighties and early nineties. Compared to his predecessors, he was able to introduce much more in infrastructures.

;83444175']^Agree! Ultimately, all efforts should be for the well-being of Albayanos, not tourists. Albay for Albayanos first (to paraphrase from Gov. Salceda)

And as all of us advocate here in the thread and elsewhere in the online and offline world, we should not settle as idle observers and hecklers on the sidelines because we are all stakeholders in the development of our own province. Let us do whatever we can to help uplift our locality instead of pulling it down.

It will just be a matter of time and we will see the fruits of these infrastructures that we are seeing now! I hope our future political leaders will be able to sustain these developments that were put in place by our current leaders.

What I would suggest to our local leaders now is to start a national campaign to invite investors to take a look at current developments in our city. This is to entice them to invest in what will be the new CBD. Our local officials should be able to put in place some enticements like tax holiday for the first three years or free business registration fees.

We have to put up marketing campaigns to showcase these accomplishments because if not, it will remain that way. But who knows, maybe they are doing it already but then the whole country cannot feel it.

Some grand infrastructure planning for Legaspi indeed ! Who ever implemented this massiv infrastructure cluster must have a marketing plan how to market this city expansion appropriately.

Hopefully the building-architecture will be beautifully master planned and executed as well, similar to Cebu´s Business District architecture. Legaspi has an enourmous opportunity here in my opinion, that may deal as model for further cities in the country to follow and utilize the beachfront for a new business approach for, lets say, IT companies and BPO businesses.

Congratulations Legaspi. Very well done !

I love to call this The Corniche.:) Pwede man kuta local; e.g., Dalan sa Baybay or Dalan pa Lamba (dalan sounds like jalan in Malaysia--this might confirm our affinity with the Malays). I was there last night, P20.00, magsawa ka na ki nilagang mani. The water's still clear and clean--and placid--habagat kaya. Occasional floating plastic bag--you can only recall Manila Bay after typhoon Mina--I hope in our lifetime we do not witness the same happen here: dagat ng basura. I had to look for the garbage can (at least peanut shells are biodegradable) for the plastic bags--the peanut vendor took 'em. I think even the ambulant vendors are now aware about proper disposal and waste segregation.

^Ambivalent about this--why are we celebrating the memory of the conqueror of the Philippines, and why is our city named after him? We could just accord him a street, a market, or a district. Why not consider replacing the name of our city: (1) Revert to its original name, Albay; (2) use the name of one of its oldest barangays, e.g., Lamba or Puro (Mega would like the sound of SM Lamba--gari SM Calamba, or Robinsons Puro--hey, Puro can mean 'pure' or 'point,' depending on the accent); (3) a name of a local hero, e.g., Ola.

Thus, change Legazpi to (1) Albay City (just like Mexico City or Brasilia echoing the name of what's they're a capital of); (2) Lamba City; or (3) Ola City (imagine, we can greet our visitors, Ola! --gari man sana Hola or Aloha!, heheh).
(4) Forget it! Stick to Legazpi City, heheh.

But look at Bombay, now Mumbai; Rangoon, now Yangoon; Madras, now Chennai, and other cities shedding their colonial names.

Dakulun man na mga aking nagbibisita sa Albay Parks and Wildlife, dapat baldesan man kan DOT nganing maka-million arrivals man kita, hahah!

even flight schedules....sa boracay nga halos oras oras ang byahe kan eroplano sa caticlan, buda may nagagamit pa na sarong airport sa aklan para sa mga tourists bound for the island...pero it can only muster 400,000 tourists sa sarong taon..:)

Yes, we have been espousing in the thread that our local governments should craft a master plan for our business district. As I see it, it is actually a residential/business district. This will be the new city of Legazpi.

No, I am not part of this development plans, although I wished I was. This is mostly government undertaking although the Embarcadero complex is private.

We also wish that the local government planners involved in this project disclosed their comprehensive plans for us to appreciate. There is a strong clamor to regulate the manner of development of the area. We are apprehensive that if this is not properly regulated, it will again result to a hodge podge development that we see in most Philippine cities. So this early, the city needs to come up with rules and strictly implement it.

Interesting. In the sixties and seventies, we used to have Albay Development Bank. or ADB. :) It's offices were located in a building right beside Hotel La Trinidad (now St. Ellis) which I think is also now being converted into a hotel.

I was just in Legazpi with my brother. We were touring the new developments there. One of the activities we were able to do was the ATV drive to the lava wall. Ang galing. I will definitely go back and bring my sons with me the next time I visit.

So while we were checking out the coastal road - Dalan Oragon? - we ran into Noel Rosal and his group. He was also giving a guided tour to a group of VIPs'. Noel is a very dynamic individual. Marami siyang nakwento that evening. One story I rememeber well is how the idea of putting the statue of Miquel Lopez de Legazpi where it is now. Noel also mentioned that in the area where 'White Beach' used to be will rise a 500 room hotel financed by Koreans. This project will start next year. White Beach was the cove right after Puro towards Lamba. Our family used to swim there just about every Sunday in the 60's and 70's.

THE operator of the Puregold supermarket chain and a small water utility will brave the market and push through with their respective maiden share sale in the coming months.

The Philippine Stock Exchange approved the initial public offering of Puregold Price Club Inc. and Calapan Ventures Inc. Puregold plans to go public next month, while Calapan Ventures is looking at a November offering.

Both IPOs are expected to generate a combined P13 billion.

Puregold would raise the bulk of P10.80 billion from a primary offering of up to 500 million common shares and a secondary offering of up to 100 million common shares at an offer price of up to P18 each.

The share sale has an over-allotment option of up to 90 million common shares, raising the gross proceeds to P12.42 billion.

The supermarket chain will spend P6.26 billion from 2011 to 2013 to expand its store network in Davao, Rizal, Cavite, Bataan, Pangasinan, Baguio City, Ilocos Norte, Caloocan, Bulacan, Camarines Sur, Laguna, Quezon City, Legaspi City, Iloilo City, Leyte, Cebu City, Tarlac City, La Union and Albay.

The firm will also pay down P2.24 billion worth of debt with China Banking Corp., Metropolitan Bank & Trust Co. and Banco de Oro Unibank.

Excluding the over-allotment option, bulk or 70 percent of the shares will be available to overseas investors, while 30 percent will be divided between the trading participants and local small investors.

The final offer price will be determined on September 21 after which the company would begin selling shares to domestic investors from September 23 to 29. The shares will be listed on the first board of the bourse on October 5.

Puregold appointed HSBC Ltd. and UBS AG as joint international book runners and lead managers, and BDO Capital & Investment Corp. and First Metro Investment Corp. as domestic lead underwriters.

A subsidiary of listed Jolliville Holdings Corp., Calapan Ventures would raise as much as P105.40 million from the sale of 42.161 million common shares to domestic investors at an offer price range of P2 to P2.50 per share, lower than the indicative price range of P3 to P4 announced in December last year.

Calapan Ventures controls Calapan Waterworks Corp., which owns, operates and manages the water system of Calapan City, Oriental Mindoro. The company also operates and manages the water distribution system in Tabuk City, Kalinga.

Proceeds will be used to fund the expansion of the storage facilities of Calapan Waterworks and finance its zoning works to be undertaken in 26 barangays. These include installation of district meters and isolation valves.

Its subsidiary will also undertake massive meter replacements to reduce non-revenue water to its target level of 20 percent.

Based on the approved timetable, book-building will run from September 8 to October 21, while the final price will be set on October 24. The offer period will begin on November 14 and will end on November 18. Listing date is tentatively scheduled on November 24.

Unicapital Inc. was tapped as the issue manager and underwriter.

Puregold and Calapan Ventures will conduct the second and third IPOs for the year after Megawide Construction Corp.

Laguna-based semiconductor firm Cirtek Philippines Holdings Corp. and San Miguel Corp.’s power unit SMC Global Power Holdings Corp. have pending applications for listing at the bourse.

Puregold Price Club Inc. is scheduled to open five new stores today (August 31) as part of its goal of doubling the number of its stores to 150 nationwide by 2013.

In an interview, Puregold president Leonardo Dayao said the five stores are located in Pasig City, Sta. Rosa in Laguna, Tiaong in Quezon Province, Los Baños in Laguna, and in Antipolo, Rizal.

“With the addition of these five new stores, Puregold now has 77 stores located in the National Capital Region and nearby provinces,” Dayao said adding they are accelerating store openings to meet its target of having 23 new stores opened before yearend.

Puregold plans to open at least 25 stores in 2012 and another 25 stores in 2013 to bring its network to a total of 150 stores.

Dayao said they are rapidly expanding their store network as they scramble for prime locations before these could be taken by competitors.

“If we don’t expand now, we may run out of locations,” he said.

Puregold’s strategy is to put up stores where its customers are instead of just waiting for property developers to put up mall space for them to lease. The firm has also teamed up with developers like Ayala Land and Vista Land for its bigger supermarket branches.

“Our aim is to ensure that more consumers will enjoy the unique shopping experience Puregold has always been known for: Excellent customer service, shopping convenience and wide variety of products sold at budget-friendly prices,” Dayao said.

He disclosed that the retail chain would open its first branches outside of its core in NCR and regions 3 and 4 within the year. Puregold aims to open one big store each in malls in Naga and Legaspi before yearend.

By next year, Dayao said Puregold would be venturing into Northern Luzon as well as in the Visayas and Mindanao with branch openings in Laoag, Cebu, Davao, General Santos and Cagayan de Oro cities.

The firm’s rapid store expansion will be funded by proceeds of its P12.42 billion initial public offering, which has been slated to start on September 23, 2011. -- James A. Loyola

This hidden treasure of Manito should be part of the development in the city, since those opened roads leading already to it, the Boulevard to Manito may be called also as Dalan sa Kangangalasan , since at the end of the road, tourist will discover the Nag aso Lake, the Parong Beach, The Boiling Lake and Seas of Albay Gulf, plus the green scenery of Manito , the Legazpi City Ecopark, the Waterfalls of Manito along the road, and that is from Lamba, the point of origin.

Tourist bancas/fast crafts from Embarcadero should be maintained/operational, serving those tourist vis a vis from EM to Manito to Misibis Bay to Rapu rapu Island, and discover the Pototan Cave in Tinukawan and the Sula Channel of Cagraray.

The province have those tourist potentials and it is only a matter of project developmental sustainability thru PPP's and if this is true, according to hopper,a 500 rooms at the Lamba Cove, it's just a matter of 15 minutes by the sea from Lamba to Manito, 45 minutes to Rapurapu from Manito and 1 hour from Rapurapu to Tinukawan, 45 minutes to Sula, Cagraray and back to Legazpi, presto, dining, drinking via sea craft, watching the beauty of those destinations and view of AlbayGulf.

Yan an pigataram ko, Daraga should now make a better master plan of a nice CBD, before converting it to a city, dai na ngani nagbukas so Mang Inasal, ta wara parking space so rerentahan, saen na ilalaag so 7 eleven, goldilocks, etc, With that GUICADALE plan and road openings , all leading to BIA, Southern Barangays like Tabontabon, Bascaran and Penafrancia, should now be the best place for another CBD, then that hills fronting downtown, via Gabawan and Kiwalo, what a nice CBD on a plateau, all buildings, overlooking Mayon and Daraga and flood free, lahar free, surely will decongest the MASAMUKON na banwa ko and derecho na sa Emba. Where is now the plan of Gov. na Mega Daraga?

Noel also mentioned that there is left over funding for the coastal road and that the Palace did not pull back any of the left over funds. As far as he knows, the construction of the coastal road will continue until the funds run out. He did not say how much more will be added to the existing road.

1. Ibalong Boulevard
2. Mayon Boulevard (It's ironic that sa Legazpi wara lamang na main road named after our own volcano.)
3. Noel Rosal Avenue (dakul ma react digdi)
4. Gilid Road (in reference to Tahao Road hahaha!)
5. Legazpi Seaview Boulevard (masyadong mahaba)
6. Miggy Boulevard (in reference to the statue at the beginning of the road)

^August 6, within Puro; one of many that connects the boulevard/corniche to the Guicadale plateau leading to the SLIA; tumbok kaini su Ridgeview and joins that newly asphalt-overlaid road from Rizal Street passing through Binanuahan, Buraguis, and Puro. Yes, asphalt overlaid na su dating barangay road all the way to Lamba; and for the first time, nagkabaralda ko na pati su Maslog sagkod pabalik sa Taysan. There is still plenty of space down south!:)

DILG cites 30 top provinces, cities

MANILA - The Department of Interior and Local Government has cited 30 provinces and cities as top performing local government units (LGUs) for 2010 based on the areas of good governance.

In a statement on Sunday, DILG Secretary Jesse Robredo said these 30 LGUs, composed of 20 cities and 10 provinces, garnered high scores in the department’s Local Governance Performance Management System (LGPMS), a web-based, self-assessment tool that measures LGU performance in key governance areas and provides information on the status of LGUs in terms of local governance and development.

Managed by the DILG’s Bureau of Local Government Supervision, the LGPMS assesses LGU performance on the areas of: administrative, social, economic, and environmental governance, and fundamentals of good governance which include transparency, participation and financial accountability.

Robredo said the 30 top performing LGUs got an average overall performance index ranging from 4.6415 to 4.9370, with one as the lowest and five as the highest.

The top 10 high performing provinces according to rank are: Bohol (4.9370); La Union (4.9115); Bulacan (4.8628); Negros Oriental (4.8331); Pangasinan (4.8185); Ilocos Norte (4.8185); Albay (4.8064); Cavite (4.8031); Compostela Valley (4.7812); and Tarlac (4.7773).

Top performing cities in the highly urbanized and independent component cities category are: Valenzuela (4.9150); San Juan (4.8875); Puerto Princesa (4.8640); Angeles (4.7410); Davao (4.7380); Naga (4.6940); Zamboanga (4.6865); Iligan (4.6710); Cebu (4.6633); and
Taguig (4.6415).

For the component cities category, the top performers are: Ligao (4.9240); Laoag (4.9193); San Fernando (4.9177); Vigan (4.8617); Gingoog (4.8568); Cabanatuan (4.8363); Dipolog (4.8113); La Carlota (4.7553); Iriga (4.7522); and Batac (4.7430).

How about Anislag? It's where the resettlement area and Daraga South National High School are.

Anislag now is really thickly populated due to 3 resettlement sites here, and colleges from Legazpi and Daraga areas were sprouting, and the best place for Daraga expansion is Villahermosa, Mayon, Namantao, Bascaran , and Tabontabon.

2. Embarcadero de Legazpi
3. Legazpi Boulevard
4. Legazpi Grand Terminal
5. Mayon Imperial Hotel
6. The local's appreciation of clean coastal areas and seas, including creeks and rivers
7. Very busy Legazpi Seaport
8. More and more hotels sprouting
9. Emergence of new CBDs
10. More investors coming in (BPO, retailers,etc)
11. lots of tourists visiting the city
12. ...and the rumored 500 room hotel rising at the Legazpi boulevard!

Right on Sir Dante! You got those locations right. Case in point is Namantao where there is already a Petron station perhaps anticipating the expansion of Daraga.
