Albay has the highest electric rate this time, but the constituents of Tiwi, are enjoying the lowest and sometimes free electric consumption due to the subsidy out of the geothermal plant and getting the highest slice of the pie from the royalty tax. This time Albay got 73 million plus out of the RT.
We will be expecting lowest rate if Albay Grid be completed which at of this moment, it is being continuously constructed at BacMan-PNOC. Albayano should enjoy for what God has gaven to us .
Economically, Albay will spur soon once, Albay Grid be operational. We will have such opportunities to enjoy for such a long time sufferings from the mismanagement of ALECO & NIA.
Let's wait and i can't really wait without brown outs.

Numerous school buildings like this were constructed in the province by the Spanish Government, that will served as evacuation centers and as a classrooms. That's the priced of naming Legazpi City from Miguel Lopez de Legazpi.
The biggest AICED building is in Daraga Public Market.

Good - let's hope this is a sign of things to come - and not just aid or grants, but trade agreements with foreign partners - Gov Salceda's economic expertise will hopefully attract more of these! :)

Additional power supply means less power interruptions. As to the power rates, we'll have to see in the coming months if we see a pattern in our bills going down. The rate according to Gov. Joey is at a fixed 4.70kw/hr compared to WESM which could go as high as 67 kw/h.

Let's hope that a separate grid will really boost the economy as the number one obstacle why industrial companies are reluctant to put up business here is the high power rates.

Sa ngonyan po, we have three ziplines in Albay, one in Lignon Hill, in Embarcadero and in Misibis.

Last year, Adamson failed to make it past FEU to enter the Finals. The yellow shirts would eventually be swept by defending champion Ateneo.
“Marami kaming mali," admits court general Lester Alvarez.
“Tsaka siguro kasi iniisip namin twice to beat kami. Nasobrahan sa kumpyansa," he adds.

The making of a winning tandem
The Falcons’ daring duo are both veterans in the league – Nuyles is on his fourth year, while Alvarez is on his fifth and final one.
“Parang kailan lang," he shares.
Hailing from Letran, Alvarez was a late addition to the Falcons in 2007. He spent two weeks in Team B and then immediately got elevated to Team A. His baptism into collegiate basketball was indeed made through fire – his first game ever was in the UAAP right away.
Nuyles, on the other hand, came from way farther. He was playing in an inter-barangay tournament in Bicol when a priest discovered him and referred him to Coach Austria. He had to spend two years in Team B before he finally suited up for the major league.

LEGAZPI CITY, Philippines – Spanish Ambassador Jorge Domecq inaugurated the first sanitary landfill in Bicol costing about P101 million during a simple ceremony in Barangay Banquerohan, about 22 kilometers away from the city proper, last Friday morning.
“I am happy this project has been completed… (It is) now a model in proper waste management in the country,” said Domecq after touring the facilities in Sitio Caridad.

5 PPP projects to be auctioned

MANILA, Philippines—Even with less than four months left in the year, the government has lined up five projects from the public-private partnership list to be auctioned to interested investors before the year ends.
Since the PPP program was launched last year, the government has yet to auction a project. The operations and maintenance contracts for the Light Rail Transit 1 and the Edsa Metro Rail Transit 3 was being touted to be the first, but it was shelved indefinitely to give Transportation Secretary Manuel Roxas II time to study the projects. He took over the reins at the Department of Transportation and Communications last July.

Two months ago, PPP Center director Al Vitangcol III said as many as nine projects were lined up for bidding during the remainder of the year, with most of the auctions to take place within the fourth quarter, particularly in December.
Projects that could still be included in the 2011 bidding list, he said, were the P6.8-billion New Bohol (Panglao) airport project, the P8.85-billion LRT Line 2 East extension, the P83.25-billion LRT Line 1 South extension, the P4.14-billion Puerto Princesa airport development project, the P450- to P675-million-a-year Laguindingan Airport O&M contract, and the P6.88-billion New Legaspi airport development.

LEGAZPI CITY—-Albay 2nd District Rep. Al Francis Bichara is backing up a major fishport as the province gains momentum in the tourism sector.
“We will put up a big fishport in Barangay Dapdap... I have initially allocated P10 million for the project,” he said at his birthday reception over the weekend in Pepperland Hotel.
He said the planned cold storage of Mayor Geraldine Rosal and her husband former mayor and now City Administrator Noel Rosal would complement the fishport which he said was at bidding stage.
“Once completed, fishermen and buyers will converge at the fishport,” Bichara said, assuring that trading at Victoria village would benefit from the expanded commercial activity.
“Because big traders will come to Legazpi City, they also boost local tourism,” he said, noting that he has filed a House resolution to upgrade the airport terminal.
Bichara said a bigger arrival area was needed for the increased flow of visitors along with improved navigational aids to meet busy air traffic.
“Because foreign tourists will not come here just to see Mayon Volcano, there should be a golf course and a casino for wealthy travelers,” he added, indicating Legazpi’s potential as a gaming hub amid the government’s pocket open skies policy.
“If we could have direct flights from Legazpi City to say Singapore, Korea or Taiwan, then I can invite more foreign tourists to visit Bicol because I’m scheduled to fly to Cambodia to attend the ASEAN Members of Parliament meeting,” Bichara told Manila Standard.

This is impossible. Photography didn't exist before 1814. The very earliest photographs of Manila date from the 1860s. So for the provinces, we are looking at around 1870 at the earliest. This must have been a much later eruption, you can tell from the photo that the church was already heavily damaged and partially submerged. Mayon was also hyperactive in the 19th century and there were lots of eruptions in the 1880s and 1890s. These later eruptions probably lead to the complete burial of the church (except for the tower).

Hmmm.. oo nga. bayae sana ta iremind ko su nagpost kaini sa fb. Linaag nya lang su watermark sapic. Nevertheless it's still one of the oldest photos of Cagsawa. :cheers:

There is a plan. Somewhere in southern Daraga but I don't know the status ofthat plan.

VIRAC, Catanduanes, September 23 (PIA) -- An airline based in Legaspi City is set to start its non-scheduled operations in Virac, Catanduanes on October 15, 2011.
The South West Air Corporation, headed by Al Francis Bichara, Albay II District Congressman and Legaspi Savings Bank owner, will start its operations with an eight-seater Britten Norman Islander for short-run flights twice a week under the Bicol Air Express line which is expected to reach Virac in 45 minutes.
According to Captain Ramon Torres, airline management representative, the SWA is in the marketing stage to promote the flight to areas with popular resorts, with Phase 2, non-scheduled trips, by October. Expected passengers in the flights are tourists with confirmed holiday package bookings.
The company will lease two 50-seater Nihon YS-11 jetprops for its third phase of scheduled airline operations, with travel time between Virac and Legaspi further reduced to just 15 minutes.
Torres added that the company is seeking the endorsement of the local government units in the proposed destinations so that it would be granted a permit to operate by the national government.

You're right DR!! it is said that all the bricks and stones of the church's facade are taken piece by piece over time....for recycling purposes...leaving just the bell tower....AWESOME PICTURE THOUGH! I have never seen such clear picture of Cagsawa Ruins until now! great find!!

I noticed that food presentation has really improved since my last trip to the RP - now, even restaurants that are not necessarily high end or expensive pay great attention to detail and presentation, instead of just piling food on plates haphazardly, as was the case in the past.

Since the area on top is only very limited, according to him, mga 20 rooms lang and negotiation with the city government particularly with City Councilor Celoy Chan was already verbally approved as per request of the latter to him for putting up such due to the function hall seen at the back of DepEd.
Restaurant will be part of the hotel atop.
Mogs is also contributing for the development of the hill, as i've seen, some part of the hill been included in his project such as landscaping .
He is the owner of 2 charisma's in Guinobatan and 1 pension house and canteens at the regional offices and and a caterer to the Palarong Pambansa and Bicol.
Their menus really palatable at lower rates, that 's why most of the seminars and trainings , he's the favorite.

garycooper September 23rd, 2011, 04:24 PM This is impossible. Photography didn't exist before 1814. The very earliest photographs of Manila date from the 1860s. So for the provinces, we are looking at around 1870 at the earliest. This must have been a much later eruption, you can tell from the photo that the church was already heavily damaged and partially submerged. Mayon was also hyperactive in the 19th century and there were lots of eruptions in the 1880s and 1890s. These later eruptions probably lead to the complete burial of the church (except for the tower).
Cagsawa church was not really fully buried. But the remains of the old church were destroyed later by natural calamities like typhoons and earthquakes. So the remaining belfry should be preserved well or it suffers the same fate of the main church.
You're right DR!! it is said that all the bricks and stones of the church's facade are taken piece by piece over time....for recycling purposes...leaving just the bell tower....AWESOME PICTURE THOUGH! I have never seen such clear picture of Cagsawa Ruins until now! great find!!

That's right Brandon, Albay is fortunate that, finally, it has politicians that work for the interests of its people, who are 100% committed to the province's development, like Mr Salceda. Their policies are at last bearing fruit, not only in tourism but also in the province's overall economic and social development, including poverty reduction, education and healthcare. Albay is lucky not to find itself in a situation where its politicians are too busy with petty bickering, where father and son are so desperate for power and publicity that they prepared to slander and humiliate each other in public!! Luckily, we do not have politicians who are so desperate to cling on to power they are prepared to create an artificial province to serve as their little kingdom. Let's hope it stays that way and let's take nothing for granted! In fact, let's remind our politicians of their duties and thank them whenever it's appropriate - most of them now have FB pages, please send them a message and thank them if you feel they deserve praise and remind them to continue to work for your interests! :cheers:

It really becomes a major concern among the constituents of a place if the politicians are bickering among themselves more so if they are blood relatives. It has happened in many places in our country from north to south. In some of them these conflicts even become violent where relatives even kill each other. The loosers are the people. The solution is not to allow these people to be elected again. Fortunately for our province, even if our current politicians belong to different parties, they cooperate when it comes to the implementation of projects. I recently had a short conversation with one of our major politicians in the province where I got this impression.
Well Albay deserves a break. We've been in the doldrums for the last three decades because of the inept leadership of our past politicians.

LEGAZPI CITY, September 23 (PIA) -- With the country still expecting several typhoons to come before the year ends, Albay Governor Joey Salceda has ordered the prepositioning of 300 sacks of relief goods containing 3,000 food packs to Rapu-Rapu Island Friday, September 23, as the province continues to build up its disaster preparedness posture.
In a meeting Wednesday, Director Raffy Alejandro of Office of Civil Defense (OCD) V, chairman of Bicol Regional Disaster Risk Reduction Management Council (RDRRMC), cited reports that a low pressure area (LPA) will enter the Philippine area of responsibility (PAR) by Friday or Saturday that may intensify into a tropical depression by Sunday.

That is due to Albay's preference to invest in infrastructure and brain power, investments which yield long-term results, rather than focusing on the gimmicky projects and kitsch which only benefit a tiny minority of individuals. Let's hope our politicians continue with this strategy and not be distracted by headline-grabbing stunts.

LEGAZPI CITY, September 22 – The public health sector in Bicol is beefing up the campaign to promote the Renal Disease Control Program (REDCOP) as local government physicians and health institution administrators convene in this city for an interfacing Friday to deal on maximizing the use of basic tools for the diagnosis and prevention of kidney diseases.
The affair organized by the National Kidney and Transplant Institute (NKTI)- REDCOP in partnership with the Philippine Information Agency (PIA) regional office for Bicol based here will also serve as a seminar on urinalysis and approach to the kidney diseases to be held at the city’s posh St. Ellis Hotel.
REDCOP national manager Dr. Antonio Paraiso on Thursday said “it is important that physicians are proficient in the interpretation of urinalysis results and well-oriented on the approaches to the diagnosis of kidney diseases for proper management and treatment of patients.”
Kidney diseases, especially End Stage Renal Disease (ESRD) are already the seventh leading cause of death among the Filipinos as according to Paraiso, one Filipino develops chronic renal failure every hour or about 120 Filipinos per million population per year. More than 5,000 Filipino patients are presently undergoing dialysis.
Paraiso said in the past, chronic glomerulonephritis was the most common cause of chronic renal failure but today, diabetes mellitus and hypertension have taken center stage on the cause of ESRD, which together account for almost 60 percent of dialysis patients.
The cost of medical treatment for kidney disease is indeed exorbitant, beyond the reach of ordinary patients. Renal transplantation is limited due to the expense and the shortage of donors, he said adding that the best that can be done at present is to focus efforts on the prevention of progression of renal diseases.
Everyone should be aware of how to protect their kidneys that include regular exercise, eating healthy diet, maintaining ideal body weight, avoiding smoking, avoiding intakes of medications or herbal supplements without advice of physician, drinking plenty of water and avoiding excessive salt, Paraiso said.
An annual physical check-up with a doctor especially if with or with family history of hypertension, diabetes or renal failure should also be done, he added.
Strict blood pressure and glycemic control and adoption of healthy lifestyle play a major role in reducing if not totally controlling the epidemic of renal failure and this could be achieved through proper education, Paraiso said.
The human kidneys are important parts of the urinary system. They are found at each side of the spine, below the rib cage of the human body. Each kidney is as big as a fist, weighs one-fourth pound and looks like a kidney bean. These organs perform as monitors and regulators of body fluid. They excrete fluids when the body has an excess of them and retain the substances necessary for the body’s continuing function. They produce and release a variety of chemicals to keep the body healthy and filter the entire blood supply every two minutes, excreting waste materials through the urine.
The kidneys also produce erythropoietin, a hormone that controls the production of red blood cells by the bone marrow.
Some 105 participants from provincial, city, town health offices and rural health units (RHUs), medical doctors of the Department of Education (DepEd) and district hospital physicians from Albay, Camarines Norte, Camarines Sur, Catanduanes, Masbate and Sorsogon are expected to participate in the undertaking, according to PIA regional director Eduardo de Leon.
Resource speakers are experts in the field of technology, including Dr. Rodrigo Capahi who will expound on the basic anatomy of urinalysis; Dr. Edwin Tan, a Bicolano himself, who will discuss the approach to the diagnosis of kidney diseases and the 10 renal syndromes; and Paraiso, who will talk about urinalysis and the 10 clinical syndromes in Nephrology.
The seminar is expected to re-orient the participants on the anatomy of the urinary tract, urine formation and basic information about urine, to be informed and familiarized on the components of routine analysis and should be trained on the correct approach to the proper diagnosis of kidney diseases, De Leon added. It has happened in many places in our country from north to south. In some of them these conflicts even become violent where relatives even kill each other. The loosers are the people. The solution is not to allow these people to be elected again. Fortunately for our province, even if our current politicians belong to different parties, they cooperate when it comes to the implementation of projects. I recently had a short conversation with one of our major politicians in the province where I got this impression.
Well Albay deserves a break. We've been in the doldrums for the last three decades because of the inept leadership of our past politicians.
Yes, mr garycooper, that is the precisely the situation we want to avoid here in Albay. It was not so long ago that the province's development was constantly hampered by petty local interests. Fortunately, things are now changing for the better, but as I mentioned previously, we should never take anything for granted and there is no room for complacency. We should always encourage our politicians to work for us and for our benefit - TRAPO politics has no place in the 21st century.

LEGAZPI CITY , Sept. 24 (PNA) – Livelihood enterprises under the Community Enterprise Development (CED) program of the Department of Labor and Employment (DOLE) can fuel the Bicol region’s economic growth.
The region’s economic growth would be greatly dependent on the number of successful livelihood projects orchestrated and funded by the government.
This was the appreciation of Albay Governor and Bicol Regional Development Council (RDC) chairman Joey Salceda, for the relentless efforts of the agency towards providing tangible source of income for thousands of Bicolanos.
DOLE Bicol Regional Director Atty. Alvin M. Villamor is confident that these livelihood enterprises, if well managed and chosen perfectly, would become the “elixir” of Bicol region’s economy.
Villamor predicts that a single DOLE funded group project with at least 20 members, if successful, could generate an additional 20 more employees and could provide 40 more people with steady income in the form of a forward and backward linkages. Forward and backward linkages are the businesses that have direct link to the project. These are the suppliers, retailers and raw materials producers,” Regional Information Officer Raymond P. Escalante said Friday.
“Let’s take the Sea Weeds Pansit in Tiwi as an example. The members of the group are earning, the fishermen are earning the wholesalers are earning and the retailers are earning. In short, everybody in the community is earning. This is the basic concept of the Community Enterprise Development” Escalante quoted Villamor as saying during a phone interview.
The CED is the flagship livelihood program of DOLE that was launched in Bicol by Labor Secretary Rosalinda Dimapilis-Baldoz last September 7 here.
Villamor said the CED Program is aimed at uniting all government livelihood grants into a target community enterprise. It is designed to complement and not to compete with existing government funded projects like the One-Town One-Product (OTOP) of the Department of Trade and Industry (DTI) and that of the Department of Science and Technology (DOST).
“CED is more like a Bayanihan approach in order to help a certain project succeed,” Villamor explained on Friday. This process will be replicated in at least every town or municipality to create a chain of successful-working livelihood projects and transform it into a large business undertaking.
Since January, DOLE Bicol has already released a total of at least P3 million livelihood grants to some 10 group projects ranging from micro to medium enterprises, and extended individuals grants to over 150 persons under the starter kit and Negosyo sa Kariton project region wide.
“We want to educate and fuel Bicolanos that in order for Bicol to grow economically, one must not be content to be an employee but rather strive to become an employer through livelihood undertakings and small businesses,” Villamor said. (PNA)

Consequently, if the quality at JBMH becomes at par with BRTTH, families from Albay's third congressional district need not travel far to Legazpi Ciy for hospital care, or visit their patients, the paper said.With the merger, doctors in Albay will also no longer have to take leaves of absence to improve their skills. I also checked the local government website of Legaspi city http://www.legazpicity.info/index.php and there is nary a mention of other Bicol tourist sites except what the city can offer lang. I believe the local government leaves the promotion of these Bicol Tour packages to the private sector e.g. hotels, tour operators.
Although the intention naman of the other local government website is okay kasi they want their tourists to ferret out the other Bicol destinations aside from what they are now offering. Sort of making their location a jump-off point for tourists which will benefit Albay naman and we should be thankful for their initiative. Kaya lang para dai maprovoke ang sensitivities kang mga Albayanos, they should have provided a map or details kang lugar kung saen talaga ining mga tourist sites nakabugtak. I have been to other cities in the world na rin and from the brochures that I get from hotels/airport, a map is usually provided for tourists to ascertain the distance that they will be travelling to get to that place. Kaya a minor correction lang to their website will do the trick para maogma na giraray ang gabos :)

Will the design change kaya for the seaport kasi I already like this one :) Yung conventional designs kasi to seaports (think Batangas seaport) is to just construct a typical building and haphazardly throw in the needed features to make it as a seaport kaya makanos ang kinaluluwasan.
I see here a very modern design for our seaport which is comparable to a mini-fisherman's wharf whilst complementing the tourism value of the place. This will definitely be another tourist site for the city :banana:

VIRAC, Catanduanes, September 23 (PIA) -- An airline based in Legaspi City is set to start its non-scheduled operations in Virac, Catanduanes on October 15, 2011.
The South West Air Corporation, headed by Al Francis Bichara, Albay II District Congressman and Legaspi Savings Bank owner, will start its operations with an eight-seater Britten Norman Islander for short-run flights twice a week under the Bicol Air Express line which is expected to reach Virac in 45 minutes.
According to Captain Ramon Torres, airline management representative, the SWA is in the marketing stage to promote the flight to areas with popular resorts, with Phase 2, non-scheduled trips, by October. Expected passengers in the flights are tourists with confirmed holiday package bookings.
The company will lease two 50-seater Nihon YS-11 jetprops for its third phase of scheduled airline operations, with travel time between Virac and Legaspi further reduced to just 15 minutes.
Torres added that the company is seeking the endorsement of the local government units in the proposed destinations so that it would be granted a permit to operate by the national government.
