Please post updates here :) drfeelgood17 September 24th, 2011, 10:33 AM Will the design change kaya for the seaport kasi I already like this one :) Yung conventional designs kasi to seaports (think Batangas seaport) is to just construct a typical building and haphazardly throw in the needed features to make it as a seaport kaya makanos ang kinaluluwasan. I see here a very modern design for our seaport which is comparable to a mini-fisherman's wharf whilst complementing the tourism value of the place. This will definitely be another tourist site for the city :banana: Bawal an makanos digdi sa Legazpi! :lol:I also hope that the final design will be very similar to this one. What about the fishing port in Dapdap? It has waterfalls, magnificent waves for surfing in Puraran, Batanes-like sceneries with mountains clashing with the sea, caves, white beaches and very old churches. We had our regional conference at Catanduanes and we stayed at the Twin Rock Resort, this province have such tourist potentials, yet undiscovered, scenic hills and mountains around and old churches around and what a huged waves for surfing activities and the white beaches, fronting the Pacific, more development are now on going at the town proper of Virac and also a national awardee for Mangrove reforestation, like Bato. Virac and Legazpi daily flight via Bicol Air Express will surely brings more commercial partnership since, LCC Mall will soon open in Virac. It takes three hours by ferry from Tabaco to Virac, and this time , a matter of several minutes, direct to Legazpi, at the regional offices, na agad. Unlike places like Cebu or Bohol which can be easily included in island-hopping packages, tourists have to make a special detour and effort to travel to Catanduanes. Flights to Virac are not very frequent, but hopefully, with the opening of the Virac-Legazpi route, things will start to improve from a transport point of view. As for the typhoons and heavy rains there is little they can do except to tailor their marketing/advertising for the least typhoon prone months - Feb, March, April etc.... The flight schedule somewhat looked like this: MWF : Manila - Legazpi - Masbate - Legazpi - Manila TTS : Manila - Legazpi - Virac - Legazpi - Manila PAL used propeller type Fokker planes. On top of these flights there was still the daily jet flights using BAC-111. Back then there were also already Legazpi - Cebu flights. If it's just a short railway link from the airport to the city, it might be better to seek foreign investors rather relying on funding from the central government - it will take them years to come up with the money. But we'll see once the BIA opens and Legazpi becomes a true hub, demand for more infrastructure investment will likely increase. More tourists will mean even more tax revenues for public spending. Sooner or later, we will need a railway link not just between the BIA the city but hopefully a railway line that serves most, if not all of the province. It will be expensive, of course, but local LGUs have to realize infrastructure investment is vital for economic development. You can't hope to achieve first-world living standards with a third-world infrastructure. Plus, more trains means fewer vehicles on the roads and less traffic congestion and misery. Legazpi-Sorsogon City(Bacon) 2. Legazpi-CRaBS 3. Legazpi-Caramoan 4. Legazpi-Catanduanes I think Tabaco-Caramoan is a more ideal route. Tabaco is only 2 hours away by sea. You can even see Caramoan from coast of the first district. Toursists could go from Legazpi to Tabaco by land which is only about thirty. So that makes it only about 2 hours and 30 minutes travel time. Plus Tabaco's port is excellent. If ever there would be a Legazpi-Caramoan route, it would be good if that route traverses the Sula Channel. Governor Joey Salceda of Albay, one of the three affected provinces, ordered the suspension of Monday classes in the elementary and high school levels as disaster officials braced for the entry of tropical storm Pedring. The governor also ordered the immediate evacuation of residents from flood-prone villages in the towns of Polangui, Oas, Libon and Malinao to ensure their safety. According to an 11 a.m. update from the Philippine Atmospheric, Geophysical and Astronomical Services, or Pagasa, the provinces of Catanduanes, Albay and Camarines Sur had been placed under signal No. 1. Pedring was sighted 600 kilometers east of Virac, Catanduanes, packing maximum sustained winds of 95 kilometers per hour near the eye wall and gusting at 120 kph. It was moving westward with the speed of 22 kph. “These areas should expect stormy weather tonight (Sunday night),” said weather forecaster Aldczar Aurelio. According to a Pagasa bulletin, these areas would experience winds of 45 kph to 60 kph within the next 36 hours. Salceda, through the Provincial Disaster Risk Reduction and Management Council (PDRRMC), which he chairs, said he decided to suspend classes and evacuate people based on the advisories of Pagasa and the Office of Civil Defense and as preventive measures amid projection of heavy rains to be brought in by Pedring. Salceda also reiterated the no-sailing policy in all ports of Albay and advised fishermen to refrain from going out to sea amid turbulent weather expected by late Sunday or early Monday, the projected time that Pedring would hit Albay. Some rice farmers in Albay started harvesting in advance to cut on possible losses due to Pedring. Rice farmer Alfie Solano whose rice paddies could be found in the boundary of Guinobatan and Camalig towns said he felled the branches of a Talisay tree along the road to get sunlight and partly dry the rice. Yolanda Ortiola, also a farmer, said she had to harvest partly green palay. “We must not waste time before (the) storm snatches yet another cropping cycle,” she said. The typhoon hit the province in July 26, with the rains only starting to weaken two days later. When the storm hit, the team was in Sto. Domingo, Albay, a municipality facing the Philippine Sea. The team was even able to capture on film the devastation caused by Typhoon Juaning, as they tried to gain higher ground by moving from Sto. Domingo to Tabaco City. The team’s van plowed through the streets of Albay amidst raging floodwater which carried with it mud and debris. Pictures and videos of broken down bridges, and flood-damaged roads and schools remain in the team’s memories. Because of the typhoon, the Text2Teach community launches of Sto. Domingo and Legazpi City, scheduled for July 26 and 28, respectively, were postponed. While stranded in Tabaco City for two days, the Text2Teach team contacted Albay and Camarines Sur recipient schools through a mobile-text brigade to check on their status. The schools sent MMS responses to the text2teach helpdesk using their Text2Teach mobile phones. As a result, the team received feedback on the situation of its Albay- and Camarines Sur-based schools. Some schools in Polangui, one of the worst hit municipalities, even provided pictures using their text2Teach Nokia N86 mobile phone units. These same pictures and feedback sent to the helpdesk were broadcast to the Text2Teach partners. Because of this, Globe Telecom, a member of the Text2Teach alliance, extended assistance to Balangibang Elementary School in Polangui thorugh Brigada Eskwela. Globe employees, the school officials, and members of the local community participated. They all came together to help clean, paint, and repair chairs and blackboards of the school. Globe also provided materials for the school’s Home Economic classes. SEAMEO INNOTECH, another member of the alliance, replaced the Text2Teach Teacher’s Guides destroyed by the floods of Balangibang ES, Kinale ES and Matacon ES, all located in Polangui. By using the Text2Teach mobile device in the schools and Globe’s network, Text2Teach was able to reach out, get real-time status reports, and as a result connect communities. By July 29, with the skies clearing, the Text2Teach community launch in Tabaco City pushed through. City Mayor Cielo Krisel Lagman-Luistro, in her opening speech, emphasized the resiliency of Tabaqueños, citing how they were able to rise after the storm. As the mayor quoted: “We are a strong people and excellence is our thrust.” She also mentioned that this is the reason for Tabaco City’s investment in education, with its latest effort being the provision of Text2Teach to 12 of its public elementary schools. Two weeks later, on August 17, after Typhoon Juaning’s devastation in Bicol, Text2Teach was launched in Legazpi City and Sto. Domingo, Albay. Legazpi City Mayor Carmen Geraldine Rosal headed the launch of Text2Teach in the city’s ten schools, and reaffirmed her commitment to bringing quality education programs to her city with her statement, “We will expand Text2Teach to more public schools in Legazpi.” The local government of Sto. Domingo provided Text2Teach to six public schools during the community launch headed by Municipal Mayor Herbie Aguas. Mayor Aguas lauded the good performance of Sto. This is accessed via the new road that was built with its entry at Rizal St near Funerario Oro 2. I believe the building that was demolished here was the one where the former FNCB Finance (an affiliate of Citibank) branch was located. It means that the housing project maybe just about a kilometer from Rizal St. 3. If I am not mistaken, this a project of the city government. They should have located this housing project somewhere in Taysan where the first batches of the city's mass housing projects are already located. This six an expensive piece of property for mass housing. There is a lot of potential in this area after the Rizal St - Dapdap access road was completed. 4. Malacañang also on Monday called on the citizens to vacate low-lying, be extra cautious and follow orders from concerned government agencies following the announcement of the weather bureau that Tropical Storm Pedring has intensified into a typhoon as of 11 a.m. yesterday. Presidential Deputy Spokesperson Abigail Valte said that the Palace is continuously giving updates to President Benigno Aquino 3rd who is presently in Japan for a state visit. She added that the government is ready to extend help especially to areas susceptible to flooding, erosion, and similar incidences in times of typhoon. Classes suspended The Department of Education (DepEd) suspended afternoon classes in Metro Manila also on Monday, citing bad weather conditions brought by Pedring. DepEd-NCR Director Elena Ruiz said that the suspension of classes covered private and public schools in the preschool, elementary and high school levels. “Dahil sa magiging masama [ang lagay ng panahon] pagdating ng hapon, pinapasya namin sa NCR na suspendihin ang klase simula 12 ng araw na ito [Because the weather would be worsening by afternoon, DepEd-NCR has decided to suspend classes from 12 noon today],” Ruiz said in an interview over dzBB radio. Meanwhile, the Commission on Higher Education (CHED) said that the decision to suspend college and university classes will depend on school officials. CHED executive director Julito Vitriolo said that their protocol is to allow colleges and universities to decide on class suspensions. “Nasa heads of institutions ng colleges and universities ang discretion dito [The discretion to suspend classes in colleges and universities are with the school heads],” Vitriolo said also in an interview over dzBB radio. The CHED automatically suspends classes at the college level only under Storm Signal No. 3. Hard hit As tropical storm Pedring intensified to typhoon and gained more strength, Albay, Camarines Sur, Sorsogon, Camarines Norte and Burias Island in the Bicol region was hit by bad weather, forcing the mandatory evacuation of more than 200,000 people living in flood and landslide prone areas. “We’re enforcing immediate and mandatory evacuation of 21,547 families or 111,930 people to avoid casualties,” Gov. Joey Salceda of Albay told The Manila Times. Based on records of the Albay Public Safety Emergency Management Office, there are 34,337 families or 180,987 persons living in flood prone and 6,171 families or 26,842 persons residing in landslide prone areas in the province, or a total of 40,505 families equivalent to 207,824 people covering the towns of Libon, Oas, Polangui, Manilao and Rapu-Rapu. Salceda also ordered the suspension of classes in all levels, no sailing to sea, crossing of rivers and flooded areas upon technical advice of Pagasa. Also on Monday afternoon, the Albay governor ordered the suspension of work in government offices except for the elements of military, police, Departments of Social Welfare and Development, and the Department of Health. Private firms, offices and institutions were also encouraged to send their personnel home early. Canceled flights At least 41 domestic flights were canceled also on Monday because of the bad weather brought by Pedring, an advisory from the Manila International Airport Authority Media Affairs Division said. Flag-carrier Philippine Airlines canceled its flight from Manila to Legaspi City and vice versa—PR 277 and PR 278. Air Philippines also canceled its flights from Manila to Masbate City and vice versa—2P 021 and 2P 022; six flights from Manila to Naga City and vice versa—2P 261, 2P 262, 2P265, 2P 266, 2P 263 and 2P 264; Manila to Legaspi City and vice versa—2P 925 and 2P 926. Meanwhile, Cebu Pacific canceled its flights from Manila to Virac, Catanduanes and vice versa—5J 821 and 5J 822; Manila to Calbayog City and vice versa—5J 707 and 5J 708; four flights from Manila to Legaspi City—5J 325, 5J 326, 5J 827 and 5J 828; six flights from Manila to Naga City—5J 521, 5J 522, 5J 523, 5J 524, 5J 525 and 5J 526; four flights from Manila to Cauayan, Isabela—5J 196, 5J 197, 5J 323 and 5J 324; Manila to Tuguegarao City and vice versa—5J 508 and 5J 509; Manila to Caticlan, Aklan and vice versa—5J 901 and 5J 902; and Manila to Busuanga, Palawan and vice versa—5J 531 and 5J 532. Zest Air canceled its flights from Manila to Masbate City and vice versa—Z2 260 and Z2 261; Manila to Virac, Ctanduanes and vice versa—Z2 230 and Z2 231; and Manila to Legaspi City and vice versa—Z2 220 and Z2 221. Stranded passengers Meanwile, the PCG also on Monday said that at least 935 passengers were stranded in various ports of the country because of bad weather caused by Pedring. Lt. Commander Algier Ricafrente, PCG spokesman, said that the 935 passengers were mostly come from the ports in the Bicol region and Quezon province. He said that of the 935 stranded, 270 were from Tabaco and 158 in Pio Duran both in Albay province; 150 from Pilar port in Sorsogon province; 26 in Bapor port in Masbate province; 10 in San Andres port in Catanduanes; and 170 in Dalahican port in Lucena City, Quezon province. The PCG added that at least 18 ships and 13 motor boats, nine buses were not allowed to travel because of bad weather. It also said that all seacraft weighing less than 1,000 tons are prohibited to leave ports. The coast guard said that the public can reach the agency through its hotlines (02) 527-3877 or (02) 527-8481 and PCG hot text 0917-PCGDOTC or 0917-724-3682. The agency also said that the coast guard is now accepting relief goods, which will be distributed to typhoon affected areas. Meanwhile, the Department of Public Works and Highways said on its advisory that as of 8 a.m. also on Monday that all roads were passable in the Albay Second and Camarines Sur Foruth Engineering Districts, even if these were affected by minor flooding and landslides It said that Disaster Risk Reduction Management teams are on standby and will be deployed as soon as weather permits. The flight schedule somewhat looked like this: MWF : Manila - Legazpi - Masbate - Legazpi - Manila TTS : Manila - Legazpi - Virac - Legazpi - Manila PAL used propeller type Fokker planes. On top of these flights there was still the daily jet flights using BAC-111. Back then there were also already Legazpi - Cebu flights. If I am not mistaken PAL used its Sunriser planes.Yes, my uncle and aunt apparently used to fly direct to Cebu from Legazpi way back in the late 1970s and early '80s. There was even a direct train service all the way to Legazpi from Manila back then. And there were air conditioned carriages, however, the trains were very slow. My father used to take PAL YS 11 to Cebu in the late 70's/early 80's. PAL then had missionary sectors from Legazpi to Virac, Masbate, even Catarman. PAL introduced the BAC 1-11s in the early 70's after runway 06/24 was extended to more than 2,000 meters (at 2,280 meters, that's longer than Mandurriao and old Bacolod). There were evening and early morning flights--dubbed PAL Bulilit (no, the planes were not small properller-driven aircraft, but BAC 1-11 twin jets--btw, the jet age firct came to Southern Luzon in Legazpi--the fare was 'bulilit' because evening and early morning flights were supposed to be priced 'cheap.' As you know, a pope even visited Legazpi because he had to fly using a PAL Boeing 727 trijet--no airport in Southern Luzon has the capability to welcome this medium range/haul aircraft, not even Virac, which used to host then Asian Spirit's BAE's (four-engined Avro 100's). All of which are less than one hour's drive from Legazpi. Daraga, which will be the next city, is right next to Legazpi. Sorsogon City is also just an hour's drive - an additional 150,000 mall customers on top of those Albay cities. That is quite an achievement for such a small province. for Albay to have a million tourists...it needs the SLIA to operate and will take probably 5 more years to achieve it...ang Boracay nga, kilalang-kilala na worlwide as tourist destination eh hindi man lang makaabot ng 1M tourists for one year...ang clark/subic...may international airport na sila..pero hindi pa nila ma achieve ito...pwede pa cebu at manila kasi matagal na silang established as urban and tourist destination sa asia kaya kaya nila ang million visitors...:):) - Boracay - yes, it is popular and internationally well known, but somewhat disadvantaged by its location. The flight transfer AND boat transfer puts off tourists who don't have much time to spare. - Clark/Subic - despite its international airport, it isn't that popular with international tourists. Unless you're really interested in the Pinatubo area landscape, there isn't much else to see. And it's too close to Manila's NAIA, with which it directly competes. - Cebu/Manila - international tourists have no other choice but to enter the country through either NAIA or Mactan. That automatically boosts the tourists numbers in those cities, even if they are just passing through or transiting. Legazpi will get a similar boost from BIA, just watch this space! After seeing the effects of typhoon in all parts of the country, I can say that Legazpi should be thankful for having an airport that could serve the whole Bicol because many relief and operations can be delivered the soonest possible way. BIA can serve the region even there is bad weather, unlike today that most flights are cancelled because our airports here in Bicol are not much equipped for landing unlike what Cebu, Manila or Davao has. Time for Bicol Region to have an international airport and we should be thankful that it is coming in 2013. WAKEFIELD September 29, 2011 MANILA, Philippines — The medal haul of the Philippines in the most prestigious mathematics and science competitions in the world continued as four high school students bagged gold, silver and bronze medals in the recently-concluded 5th International Earth Science Olympiad, the Department of Science and Technology – Science Education Institute (DoST-SEI) disclosed Thursday. Bringing honor and pride for the Philippines from Modena, Italy where the competition was held were gold medalist Williard Joshua Jose of Philippine Science High School (PSHS) Main Campus, silver medalists Christoper Jan Landicho of PSHS Bicol Region Campus and Charles Kevin Tiu of St Jude Catholic School in Manila and bronze medalist John Allan Olesco of Aquinas University Science High School. Jose earlier won a silver medal in last year’s IESO held in Nigeria. The winning team was mentored by Prof. Miguel Cano of Bicol University and Dr. Marietta de Leon with PSHS Main Campus Director Dr. Helen Caintic acting as an observer. IESO, held September 5-14, 2011, is the premiere international earth science competition for secondary school students, 17 years old and below. It was the first time that the competition was held in Europe and in Italy. The Philippines hosted the IESO in Bicol in 2008. The competition covers areas such as astronomy, geology and geophysics, atmospherics and meteorology. DoST-SEI Director Dr. Filma G. Brawner extended her congratulations to the team, urging them to venture into science careers. “The IESO is a good starting point for students to look at the earth from a different point of view and explore it. Bringing honor and pride for the Philippines from Modena, Italy where the competition was held were gold medalist Williard Joshua Jose of Philippine Science High School (PSHS) Main Campus, silver medalists Christoper Jan Landicho of PSHS Bicol Region Campus and Charles Kevin Tiu of St Jude Catholic School in Manila and bronze medalist John Allan Olesco of Aquinas University Science High School. Jose earlier won a silver medal in last year’s IESO held in Nigeria. The winning team was mentored by Prof. Miguel Cano of Bicol University and Dr. Marietta de Leon with PSHS Main Campus Director Dr. Helen Caintic acting as an observer. IESO, held September 5-14, 2011, is the premiere international earth science competition for secondary school students, 17 years old and below. It was the first time that the competition was held in Europe and in Italy. The Philippines hosted the IESO in Bicol in 2008. The competition covers areas such as astronomy, geology and geophysics, atmospherics and meteorology. DoST-SEI Director Dr. Filma G. Brawner extended her congratulations to the team, urging them to venture into science careers. “The IESO is a good starting point for students to look at the earth from a different point of view and explore it. There is still so much more to be discovered and we are hopeful that the IESO winners will take the lead in looking for new information about the world we live in,” Brawner said. Brawner said contests, such as the IESO, is a good venue for students to be competitive and to excel in the fields they want to pursue. “Competitions make pupils go beyond what they learn inside their classrooms. With time pressure incorporated in competitions, students are trained to work with grace under pressure. Calleja LEGAZPI CITY, Sept 28 -– A new local air transport firm is set to start commercial operations of amphibious aircrafts that would fly the routes between this prime Bicol city and major coastal destinations in the region on October 15, its management announced on Wednesday. Southwest Airlines (SWA), which is owned by millionaire-congressman Al Francis Bichara of the second district of Albay, will initially field an eight-seater Britten Norman Islander aircraft for short-run flights within the so-called Bicol Air Express line connecting this city and Naga City with major beachfront tourist destinations in the region. At first, SWA will also offer non-scheduled flights for tourists from this city to diving and water surfing destinations in Catanduanes and Camarines Norte, whale sharks and manta ray interaction sites in Donsol, Sorsogon and Ticao Pass in Masbate and major beach resorts in the region. Airline manager Ramon Torres said on Wednesday they are already in the marketing stage of the first phase of SWA’s operations which is the non-scheduled flights exclusively for tourists with confirmed holiday package bookings to areas with popular beach resorts. However, should the flight manifest would only list a minimum number of passengers past break-even point, ordinary passengers would be accommodated for a fee of not more than P1,500 for a one-way flight, Torres said, explaining that their “boutique airline” cannot play in competition with the budget fares being offered by bigger airline companies. When SWA enters its second phase of operations which is the scheduled flights, it would lease two 50-seater Nihon YS-11 jetprops that would fly Virac, Catanduanes from here for only 15 minutes, he said. For the third phase, Torres said two 60-seater Fokker F50 jetprops would also be added to the airline’s fleet for its Air Palawan that would serve the routes between the Visayas and Mindanao cities. It also plans to order a 19-seater DHC-6 Twin Otter seaplane which will be based in Cebu to serve tourists destinations that do not have airports like Siargao, Camiguin and Siquijor, among others. For the meantime, the airline manager said they are in the process of obtaining endorsements of local government units (LGUs) of the proposed destinations which are needed for SWA to be granted a permit to operate by the national government. “Talks with resort and tour operators are also being undertaken for them to come up with marketing programs for local destinations,” he added. Department of Tourism (DOT) regional director for Bicol Maria Ong-Ravanilla said the impending SWA operation is a welcome development for the region’s tourism industry. “Its amphibious plane flights will certainly facilitate the movement of tourists to more local destinations, particularly those that are in isolated islands or far from airports. Ravanilla said tourism is a prime industry of Bicol that has been achieving tremendous growth owing to the development of more destinations and attractions initiated by both the national and local governments. “We are now receiving over two million tourists yearly since about three years ago and this number is persistently growing,” she said. Bicol had even overtaken Cebu, Boracay and Davao in numbers of arrivals last year making the region the second most visited tourist destination next to Manila. The region’s tourism industry also ranked number one in growth last year, Ravanilla added. Most visited areas in the region are Albay for its majestic Mayon Volcano, fantastic beaches, wonderful eco-tourism sites and aggressive urban development particularly in this city, the regional government center that offer world-class support facilities and Camarines Sur for its Camarines Sur Watersports Complex (CWC) and Gota Village Resort in along the Caramoan Peninsula. "From broadcasting of news and issues to broadcasting of seedlings," as the adopted slogan of the activity, KBP Albay Chair Edgar S. Barrameda disclosed that some 5,000 trees will be planted on the dump site of Barangay Banquerohan, Legazpi City. The organization is targeting at least 300 hundred broadcasters from the 16 member stations and non-broadcasters including their families and friends to plant narra trees at the said location designated by the Department of Environment and Natural Resources (DENR). AKB Party-List acknowledges and commends the Department of Health in their efforts to control or eradicate Dengue in the country, however, has the need to strengthen the existing health policy by mandating local government units, communities, households, business establishments and schools to participate in the nationwide program against Dengue. The DOH has reported a decrease in dengue cases from 25%-50% in the past year. As of September 10,2011 there are 70,204 reported cases nationwide, which shows that Dengue has remained one of the major health problems especially during rainy season. In tropics and sub-tropics, such as the Philippines, and where population density is high, such as urban centers, and where solid waste collection and water supply and storing is inadequate, dengue is an all-year round disease and a threat to public health. Representative Rodel M. Batocabe said that since most transmission happen among family members and inside the homes, where breeding places of the mosquitoes are most of the time overlooked, the bill engages private individuals, households, and establishments in the participation to effectively eliminate dengue. This bill focuses on preventive measures which includes, but are not limited to, cleanliness of surroundings, personal hygiene, awareness of symptoms, and active reporting of possible incidence of dengue, which in general, are ways to prevent mosquito bites. You know it's busy 7 days a week SUNDAY 6:30 AM SM CITY is already full of eager shoppers 10:30 pm, five minutes before closing time but people are still busy shopping, the guards have to forcefully escort them out of the premises. As for me I'm so happy I have no eaten my 11th Big Mac of the day. Oh and my maid has now visited 126 countries, thanks to me. She is so lucky. I hope this includes proper landscaping. Trisha Anne Oliveros, Jea Kassandra Talavera, Matthew Thomas Tan, and Jan Vincent Llaguno have qualified to join the Philippine team that will compete in the All Nation Swimming Cup to be held in Singapore on Nov. 19. Last August, the four young swimmers, together with six other swimmers from Ibalong Magayon Swim Club, were part of the Philippine team that competed in Singapore where they won several medals. The Ibalong Magayon Aquagliders will also participate in the Patana Invitational Swim Meet to be held in Bangkok, Thailand Dec. 9-11. Albay Provincial Governor Joey Salceda and Legazpi City Mayor Gie Rosal have given their full support to the young Bicolano swimmers. Coastal investments are not viable because of rising ocean level, typhoons or hurricanes with powerful winds and heavy rain, tidal wave, seasonal but heavy torrential rains caused by global warming. SM on a coastal reclaimed area? Don't even think about it. Instead, I see high end malls in the highlands of Daraga surrounding BIA for Albay and Sorsogon. I envision also office buildings in the area, convention hotel, gourmet restaurants, university extension campuses, governmental regional offices, high end subdivisions, light industry industrial parks, windmill farms, and a Medical City for medical tourists. All of them away from rising ocean level, tidal waves and Mayon harm's way. I must be dreaming. But accomplishments start as dreams.
