hi to all...

10 Things I Like in Legazpi (Aug.30’06)
by GX

I grew up in Naga City and have always liked its slow-paced city life. It’s the place that gave me a lot of golden memories --- from the rearing days to the exciting high school days, and to the more exciting college days --- while gaining real friends and practical lessons along the way. Sabi ngani kayan “ dyan na tinubuan ning kulot na buhok”. . .he he he.

In 1988, I transferred to a job in Legazpi and stayed at Tito Pat’s house. I found myself going back to Naga every weekend without palta, until I got married to Jasmin, who also hails from Naga. For practical reasons and also to feed our pride of being Nagueños at birth, our four children were all born in Naga, despite the fact that we already managed to build a home of our own here in Legazpi.

Now that I have been living in Legazpi practically half of my lifetime, I can easily pick out 10 things I like (not necessarily in order) in this slower-paced city with the majestic Mayon Volcano as the backdrop.

1.Beaches - Legazpi lies beside the coast of Albay Gulf where one could stroll along the pier or the boulevard in the early morning or evening, with the seabreeze from the Pacific Ocean doing wonders for my firstborn Jan's asthma. It is also just 15-20 minutes away from the beach resorts of Sto. Domingo and Bacacay, allowing us to go to the beach any time during the day without much planning.
.
2.Parks – the Rizal Park at Penaranda St. and the Penaranda Park at Rizal St. are two public parks where people from all walks of life converge for whatever purpose a park should be (pwede pa mag-beer sa tabi-tabi)..

3.Villa Violeta – for occasions or even when there’s none, there’s no place like Villa Violeta where cousins, cousins' cousins, friends, and friends' friends can feel the warmth of Gil’s and Fried’s hospitality. No further words can describe the place, as well as the “feel at home” experience of being there. “Boys, madya na kamo!”, I would call out to my sons whenever I feel like wading in the villa’s swimming pool, which is only a text away from our house.

4.Rolly’s Kubo – the ambience is cozier than Friday’s, especially on a “thank God it's Friday” inuman session, because wit and laughter is at its best with HB at the helm and T2 Khyl and Sandy contributing their quips. Tony Boy has become a regular, together with the long-lost-found marcotted cousins Kutat and Tol. Raemark would sometimes cook pulutan for us, while Rod and Rik provide the entertainment, and alternately get their share of pulutan. Fun lasts only up to 12 midnight, because Rolly has to go straight home for his version of Cinderella before the ever-patient Dra Lindy’s face changes at the wallpaper of his cp.

5.Albay Park and WildLife – nestled at the foot of Lignon Hill, this park and picnic grove is host to a varied species of wild and gentle animals from snakes, monkeys, crocs, tiger, ostriches and eagles. Aside from animal viewing, children enjoy biking, boating, sliding, and running. The park closes at 6 pm, but as the night is still young, don’t be lured by the other wildlife at night (with crocs and low- flying doves) while going back to your places.

6.Gaisano Mall – The biggest mall in Bicol with a still ample parking space so far, yet so near that one could shop for just one blue envelope or an oslo paper that is needed by the kids for school the following day. No need to put on your shoes; a pair of fake Billabongs will do, as long as you don’t have a dead toe.

7.Victory Village – fresh catch of fish from Albay Gulf goes to the talipapa of this village located at the pier site, before distribution to the fish retailers at the city market. Here you could buy seafoods from lato, baulo, pasayan to balidbid kang malasugui na masiram na pulutan.

8. The Airport - the airport compound doubles as a jogging oval in the morning and tambayan and/or lover's lane at night where fishball and barbecue stands sprout. Long before the conception of the famous books on sorcery, Harry Potter was already coined when a cousin practiced jogging with his combat shoes on the airport grounds at 12 midnight (but that's another story).
9. St. Agnes Academy - one of the leading Catholic schools in Legazpi where the tuition fee is less than 50% that of the leading high school in Naga. With this low tuition fee, I would jokingly say to my daughter Neena that she can take her 2nd grade schooling twice.
10. The boys' room- a 3m x 3m room originally designated for Jano, J and Gio, this is the place at home where I usually wind up after a day's work, with one hand at the remote control of the 14-inch TV. It is a room surrounded by wide windows where the habagat or amihan wind freely and adequately passes through. On summer nights, or any other night when we feel the need to turn on the aircon, the whole family troops toward this room, each of us alternately choosing a particular spot or corner to sleep in. It is within this small space that I feel the closeness and the nearness of family (surosuan pati).
Madya na Kamo! Ang maogmang lugar na mayo ning sugok saka balatong kundi Bunay buda Antak. . . o, nem?. . .cpz,dmd.

The CITY of LEGAZPI
The Queen City of Southern Luzon
Regional Administrative Center of Bicol

Welcome to Thread number 9!

http://img.photobucket.com/albums/v739/dxpsycho/168.jpg
http://img.photobucket.com/albums/v739/dxpsycho/Beautiful20City21.jpg

The City of Legazpi is the business hub not only of the Province of Albay but also of the whole Bicol Region. It is regarded as the heart of Mayon and a friendly venue of conventions.

The City of Legazpi is situated on the eastern portion of Albay Province approximately 534 kms. south of Metro Manila and centrally located in the Bicol Region. It lies approximately 123 44' longitude (east) and 130 08’ latitude (north). On the north, it is bounded by the Municipality of Sto. Domingo, on the west by the Municipality of Daraga, on the south by the Municipalities of Manito, Albay, Pilar and Castilla, Sorsogon, and on the east by the Albay Gulf and Poliqui Bay.

Measured from north to south, at the outermost tip, Legazpi City spans approximately 29 kilometers; and from east to west, the smallest width is about 3 kilometers (urban area), while the widest area spans about 15 kilometers (southeast area). Positioned in the geographical center of the peninsula and the between the two island provinces of Catanduanes and Masbate, Legazpi has the strategic advantage of being a commercial, institutional, and transportation hub. Legazpi City is the southernmost terminus of the Philippine National Railways Main Line South. It also services sea-going vessels through its port.

History of Legazpi City

http://i28.photobucket.com/albums/c211/hawayano/NatGeoMayonLegazpi.jpg

Origin of Name

Historically, the place was named Legazpi, to perpetuate to the memory of Adelantado Don Miguel Lopez de Legazpi. This was the agreement made between the original inhabitants of the place and the Spaniards during the former’s quest for autonomy. It took them 21 years, in which they sought the help and support of the Spaniards, then living in the town. As a sign of gratitude, the people readily accepted the name, which was also then proposed by the Spaniards upon fulfillment of their efforts.

Foundation

On September 22, 1856, through a Royal Decree, the name Legazpi was officially adopted to include the visitas of Lamba, Rawis and Bigaa, and declaring it an independent town. It was formally inaugurated on October 23, 1856.

It began as a barangay called Sawangan (now Legazpi Port) whose inhabitants were mostly fishermen and farmers. In 1587, Franciscan friars of the Doctrina of Cagsawa began to convert the settlement to Christianity and in 1616 they transformed it into a separate town and parish called Albay. Its first parish priest built a small chapel and established the “Mission de San Gregorio Magno de Sawangan.”

The progress of two centuries was razed to the ground in the eruption of Mayon Volcano on February 1, 1814. The people was evacuated to Makalaya (now Taysan) and on the decree of the Gobierno Superior on October 1, 1829, prohibiting the founding of another town they finally settled in Taytay (Bagumbayan). In 1818, Sawangan, then already known as the town of Albay, was separated from Cagsawa and was made the capital of Partido de Ibalon (the old name of Albay Province).

Some of the people, however, remained in the old town and began anew as a barrio. In lieu of their former patron saint, St. Gregory the Great, which had also been transferred to Albay, they adopted St. Raphael, the Archangel and transformed the ermita into a church. They finally regained their old status but never changed the name of the place as Albay Viejo or Banwang Daan. Even after their autonomy in 1856, they called it “Binanuahan”, meaning the former sit of a town.

Legal Bases of Existence

Now autonomous, and with a fast paced progress and prosperity, Legazpi was declared a Royal Cedula in May 18, 1872, open to world trade. Legazpi first became a city under the Becerra Law of 1892, which constituted the municipalities of Legazpi, Albay Nuevo and Daraga, into the Ayutamiento de Albay. With the American occupation in 1900, the city was dissolved. Upon restoration of peace, the three towns were re-established and in 1908 became the Municipality of Albay, the provincial capital. In 1922, the town of Daraga was separated from the capital, realizing the merger was doing more harm than good to their interests. Legazpi became a city for the second time on July 18, 1948 when Daraga and Legazpi were combined again to constitute its territory, under Republic Act No. 306. With the re-creation of the two municipalities, the city was dissolved in June 8, 1954. Finally, on June 12, 1959, Legazpi became a city once more under Republic Act No. 2234. This was later amended by Republic Act No. 5525.

On February 27, 1973, the City of Legazpi was declared under Presidential Decree No. 125, to comprise its present territorial jurisdiction and the adjacent Municipality of Daraga. With the onset of the Integrated Reorganization Plan however, the decree was permanently mothballed. This plan also made the city as the regional administrative center of the Bicol Region (Presidential Decree No. 1).

The Faithful Heroes’ Shining Times Inc., in cooperation with the Diocese of Masbate, has invited 17 Bicolanos to receive the "First Orgullo Kan Bikol Awards" on February 8 at 7 p.m. at the Manila Hotel Centennial Room.

Orgullo in Bicol means pride. The recipients, mostly government officials, are Bicol’s pride.

Jose Cardinal Sanchez, who is from Catanduanes, was for many years prefect of the Congregation of the Clergy in Rome. Vicente Madrigal, father of Doña Consuelo "Chito" Madrigal-Collantes, was from Albay. Doña Chito runs a foundation under her name at the Ateneo de Naga.

Maria "Nini" Ravanilla, tourism director of the Bicol region, is helping Tony Medina, president of Faithful Heroes, with the CD documentation of Bicol that will be shown by Tony’s son, Anwar, during the dinner event.

Besides Cardinal Sanchez (religious) and Doña Chito (philanthropy in education), other recipients are Justice Leonardo A. Quisumbing, Masbate (judiciary); Sen. Joker Arroyo, Camarines Sur (Senate); Rep. Luis Villafuerte Sr., Camarines Sur (legislation); Dr. Patricio L. Lim, Masbate (business entrepreneurship); Undersecretary Gabriel de Asis Cordoba, Camarines Norte (government service and youth); Loida Nicolas-Lewis, Sorsogon (international understanding); actor Eddie Garcia, Sorsogon (movie/films); Lt. Gen. Salvador Mison, Camarines Sur (government and military service); Dr. Justino Arboleda, Albay (service and technology); Mayor Jess Robredo, Naga City (local government service); and PEZA Director General Lilia de Lima, Iriga City (government service, investments, trade and industry).

Posthumous awards will go to Col. Bonny Serrano, Masbate (military service); Felix N. Imperial. Jr., Camarines Norte (architecture); Prof. Emerito Espinas, Albay (literature and arts); and Ambassador Leandro Verceles Sr., Catanduanes (government service).

The organizing committee started the project six months ago. Members of the committee are Masbate Bishop Joel Baylon, former OIC Masbate Vice-Governor Antonio Aguilar Medina, Rapid Steel Co. president Jose Arollado, Lydia Valencia Monfort, Raul Quisumbing Jr., former Masbate provincial administrator Daniel Valenzuela and lawyer Nelson Clemente, legal consultant.

A special Valentine concert of opera and love songs will be presented by tenor Frankie Aseniero and soprano Deeda Barretto. The Virtuoso Choir of the St. Francis of Assisi Church in Naga will also sing.

Emcees are television host Cory Quirino, advertising executive Bobby Caballero and Bicolano Junie Palencia.

Historian’s granddaughter fights for Legazpi’s heritage
By Ephraim Aguilar

http://images.inq7.net/img/07/02/01/new/hea/reg/art_46821/img/gal/pic_gal00.jpg

PEOPLE are usually nonchalant about preserving their heritage, but for Dr. Erlinda Gonzales-Belleza, 63, taking care of Legazpi City’s relics and book collection is a basic task. Belleza’s love for culture could have been inherited from her grandfather, Don Mariano Goyena del Prado, a Spaniard who was then a capitan de municipal (equivalent to city mayor) of Legazpi and historian known as the “Grand Old Man of Bicol Culture.”

Del Prado wrote the Bicol history book “Ibalon” in Spanish, now one of the rare books in the National Library. He was also responsible for the identification of local and historical spots, and the public observance of important historical dates.

But beyond tending the Legazpi City Museum and Library every day, Belleza also carries out a mission to enlighten people about the value of preserving their waning heritage, which, she would say, is the primary key to the city’s progress.

Bothered

Belleza, the museum curator since 2003, was instrumental in the museum’s establishment in 1993. She said she was bothered by the people’s lack of awareness of the significance of the city’s artifacts and records, and of keeping intact the culture that made them unique. In the midst of infrastructure facilities that have sprung up in Legazpi to beef up tourist arrivals and improve the local economy, Belleza maintained that any form of tourism was essentially “cultural.”

She said the Bicolanos should shy away from the “4-S” of popular tourism—sun, sea, sand and sex—and should first focus on keeping what made their place unique in terms of its history and culture. “Our visitors should experience who we really are and what we eat and drink. Instead of bringing them to restaurants offering foreign delicacies, why not let them eat our own pinangat or drink our own tinutong na bagas (rice coffee)? Our primary motivation should not be to please them but to earnestly impart to them our real own,” Belleza said. Not many establishments in the city promote the unique Bicol culture. Instead, they are but imitations with traces of outside influence, she noted.

Relics ruined

Belleza could only lament that some people were misguided by wrong development mindsets. “I’ve long been accused of being ‘antidevelopment’ for fighting the destruction of old historical landmarks in the city,” she said.

When the Peñaranda Park at the center of City Hall, the Capitol and St. Gregory the Great Parish in Old Albay District was renovated by the provincial government in 2001, three of the city’s historical landmarks were affected.

First was the Liberty Bell, a gift given by the Americans to the Albayanos on April 1, 1945. Inscribed on it were the words of the Americans to the people of Albay: “Individually or collectively, if oppression ever knocks at your door, feel free to ring this bell.”

Belleza said the Liberty Bell, which was a replica of the American Liberty Bell at the Independence Hall in Philadelphia, was not just the symbol of Albay’s liberation from the Japanese but that of the whole Bicol. Albay was the starting point of the region’s liberation through the Albay Gulf in Barangay Rawis on April 1, 1945. The bell was replaced with a fake. The real one is now in the protective custody of the museum.

Monuments

Another case is the Peñaranda Monument, an obelisk erected in 1854 in honor of Albay Gov. Jose Ma. Peñaranda, who served from 1834-40. Through Peñaranda’s encouragement of agriculture and industry, Albay was transformed into one of the most progressive provinces. After his term, the government structures of bamboo and thatch were replaced with sturdy rubble and lime. New roads were laid out and rubble bridges built.

Belleza said Peñaranda was also responsible for the opening of public highways and postal routes in northern and southern Luzon. The concrete marker, placed on Dec. 15, 1948 and containing the names of the early city officials, was destroyed. On Jan. 11, 2002, Belleza wrote a letter to the National Historical Institute, asking for comment, recommendation and intervention on the redevelopment of the park. “Despite warnings of the National Historical Institute to our local officials after I wrote the letter, they did not listen and still did what they wanted,” Belleza said.

Lastly, the Headless Monument, which was originally built near the port, was transferred to the Post Office compound because it was being desecrated by slum dwellers, who would tie ropes on it to hang their laundry.

The monument was built by Don Buenaventura de Erquiaga, the philanthropist founder of Legazpi College, in memory of the Bicolanos who suffered atrocities during the Japanese occupation. Belleza said that according to urban tales, the Headless Monument was a man who carried sacks of copra unloaded from the ships at the port. He was beheaded by the Japanese soldiers when he was found to be “stealing.”

Kapuntukan Hill

Now, Belleza is still closely watching the developments that could lead to the destruction of historical and cultural sites. One of them is the ongoing reconstruction of the boulevard area that might destroy the rustic structure of the Kapuntukan Hill rising above the central business district. The structure, strategically located at the coast of Albay Gulf, had served as lookout post against invaders.

“I have nothing against building new facilities and structures. They can build anything they want for as long as the original historical and cultural elements of the place remain untouched and preserved,” Belleza said. She said she felt glad that, finally, the city included in its 2007 priority plans the putting up of a separate building to house the new Bicol Museum. She hoped it would be given funding and realized.

At present, the museum and library occupies a 339-square-meter hall at the back of City Hall. Last year, 9,192 people visited the museum and 1,383 went to the library. The existence of a good museum and a library implies that the place is progressive, Belleza said.

She also saw the need to rewrite and reorganize Bicol history, this time, from the point of view of a Bicolano. She called on people to give facts and donate antiques and memorabilia about Bicol’s heroes to the museum.

According to a new classification of the cities, here is how Bicol cities fared:

LEGAZPI CITY and NAGA CITY: Second Class
All the rest are fourth class cities.

The new income classification is:

First P 300 M or more
Second P 240 M or more but less than P 300 M
Third P 180 M or more but less than P 240 M
Fourth P 120 M or more but less than P 180 M
Fifth P 60 M or more but less than P 120 M
Sixth Below P 60 M

It is surprising that some new cities like Tagum, Kabankalan, and Malaybalay are first class cities.

The classification is based on the Department of Finance Department Order No.20-05 Effective July 29, 2005.

I was wondering if there are other agencies which classify our cities based on the income.

Cebu Pacific doubles frequency for Manila-Legaspi

Cebu Pacific (CEB), the country’s low fare leader and leading domestic carrier will start operating a second daily Manila-Legaspi service in anticipation of the coming summer peak. The additional A320 direct service will operate from March 22 to June 12, 2007.

“We are very happy that after less than 6 months of operating a daily service to and from Legaspi, we are now announcing our second daily service for the summer peak travel season. We will be using our 179-seater A320 for this additional service and increasing our capacity for this route by 119%. This means that we will be able to provide more low fares to the public,” Candice Iyog, CEB marketing director said.

The additional A320 Manila-Legaspi service is scheduled to depart Manila at 6:05am, arriving in Legaspi at 7:00am; the flight departs Legaspi at 7:30am and arrives in Manila at 8:25am. The lowest ‘Go’ fare for this route starts from P288 one-way.

“Another travel tip for those who are unable to get the lowest ‘Go’ fares is to book ahead of time and think about traveling on Tuesdays and Wednesdays as there are a lot a low fares available in the middle of the week,” Iyog added.

Now in its 11th year, CEB has the newest fleet in the Philippines, and one of the newest in Asia as it operates 13 brand new Airbus aircraft to its 20 domestic and 7 regional destinations. The airline awaits the delivery of one more Airbus aircraft in March 2007 to complete its $670 million re-fleeting program.

Source: http://www.cebupacificair.com/aboutus/press/2007/02152007.html

CEB's not only increases frequency but also capacity! 5J will now deploy the larger Airbus A320! It's time PR deploy its Airbuses and retire the venerable Boeing 737-400 the airline still uses in this sector, although from time to time, PR deploys the slightly smaller A-319, yesterday for example... Last week, I saw an A320 flying PR-278.

Good Luck to the Bicolano delegates for the NSSPC 'O7! Bring home the strawberry (never mind the bacon)!

Hello! The NSPC is over. Our writers, cartoonists, broadcasters, scriptwriters, and photo journalists must have been Reming-inspired. The elementary delegation placed sixth overall (with 8 winners compared to last year's 4) and the secondary delegation placed second overall (with 10 winners--including two first placers--compared to last year's lone winner from Naga City). The best news scriptwriter is a senior from Tabaco National High School, while the elementary broadcasters bested 17 other regional broadcasting groups.

Congratulations and good luck on next year's NSPC in Zamboanga Hermosa!

There is a surge of vintage photos in this thread that has given me this idea:

Thread 10

Title: Legazpi, Ciudad Reina de Luzon del Sur - Vintage Edition

Introductory Topic: History of Legazpi

Introductory Photos: Vintage Photos!!!

I know it will take a lot of time but since it is only the 3rd page of the 9th thread, we have a lot of time to prepare. Anyway, it's only idea. The decision still lies on Dex and Monsi... heheh... what do you think???

^^ PS, I think it will draw some attention to other folks...

I smell teen spirit! aka. animo! Seriously, I have several b/w photos of Legazpi. If I only have the time...

What does this mean? "Uragon Man Guiraray"

[dx]
February 27th, 2007, 03:17 AM
I should have provided a translation. My apologies.

It basically means "Magaling/Matibay pa rin" or "Still Great/Strong". (Uragon has lots of synonyms) In the light of recent tragedies, I though of that little subtitle to underscore the resilience of Legazpi and Albay folks, who have all gone through the wringer in the past few months, yet still remain steadfast and strong, aiming for recovery at the soonest possible time.

Bicol to get P5-B in rehabilitation funds

By Ephraim Aguilar
Southern Luzon Bureau
Last updated 10:49pm (Mla time) 02/23/2007

LEGAZPI CITY, Philippines -- The Bicol region will get a total of P5 billion in rehabilitation funds to rebuild and recover from the devastation wrought by typhoons late last year.

The P5 billion is the lion’s share of the P6.7 billion to be divided among 11 disaster-stricken areas. The region will get hold of the rehabilitation fund as soon as President Gloria Macapagal-Arroyo signs the 2007 general appropriations acts or the national budget.

From the total P8 billion set aside as special budget in the general appropriations bill, P1.3 billion will be released as emergency and calamity fund of the National Disaster Coordinating Council while the P6.7 billion will be used to implement the Calamity Assistance and Rehabilitation Efforts (Care) program of the government.

Bernardo Alejandro IV, regional director of the Office of Civil Defense in Bicol, said half of the P5 billion allotted to Bicol would go to Albay, the hardest-hit province.

Camarines Sur comes second to Albay and will get 27.8 percent; Sorsogon, 11 percent; Masbate, 4.5 percent; Camarines Norte, 4 percent; and Catanduanes, 2.8 percent.

Albay Governor Fernando Gonzalez said the P2.5 billion to be released directly to concerned agencies for the rehabilitation of Albay was smaller compared to the P6 billion rehabilitation fund it originally requested, but with it, he said, "many things can be done already for the province to move forward."

He said the rehabilitation projects would be implemented by the different government agencies but the provincial governments would the projects to be implemented.

In Albay, Gonzalez said the priority components of the rehabilitation plan would be: infrastructure, social welfare, agriculture, and power restoration.

The Department of Energy, during the NDCC meeting on Tuesday and Wednesday, reported that electricity had been restored in 100 percent of the municipalities in Bicol.

However, the DOE said 10 percent or 552 of the villages still had no power.

He said there was an immediate need for the Department of Public Works and Highways to fast track the repair or reconstruction of the flood control facilities, such as dikes, ruined by the storms that hit Albay late last year.

"The flooding situation is one of the biggest problems if we don't create some sort of defense systems that will ensure our safety. And flooding may not necessarily happen during typhoons only but with the onslaught of the rainy season," he said.

Orlando Roces, DPWH-Bicol regional director, said the agency planned to spend P550 million for the repair and reconstruction of flood control structures.

He said it was important to redefine the pathways of water since the lahar during the supertyphoon Reming on November 30 created new river channels and enlarged existing ones.

He added that the DPWH would prioritize the repair or construction of flood control structures in residential areas near river systems.

One of the main and biggest river systems here is the Yawa river system that stretches from Mt. Mayon to the Albay gulf by up to more than seven kilometers.

It has become heavily silted after mudflows, which threatens flash floods in low-lying areas.

In Bicol, a total of P629 million will be spent by the DPWH for flood control, P156 million for the damaged or destroyed national bridges, P158 million for national roads and P56 million for other infrastructures.

The total rehabilitation plan of DPWH for Bicol alone amounts to P1 billion but the agency will get a total of P2 billion, the highest among others, from the amount granted by the general appropriations act.

The Department of Agriculture will get P1 billion; the Department of Social Welfare and Development, P750 million; the Department of Health, P300 million; the DOE, P500 million; the Department of Agrarian Reform, P500 million; state colleges and universities, P400 million; and National Housing Authority, P500 million.

A separate P2 billion will also be released for the repair of damaged schools and P250 million for hospitals while the local government units will get P500 million.

Gonzalez lauded the help being extended by the private sector and non-government organizations in Albay and said it was a great help to hasten rehabilitation efforts.

He said there was a need to accelerate the construction of new houses for the displaced lahar victims to be relocated and it had to be done before the "bad weather" season comes.

"There is now a shortage of relocation sites in Daraga and other areas. And we are careful in choosing the location of these sites to be sure that it would be for the best interest of the people," Gonzalez said, adding: "We should do away with the system of choosing the cheapest land for the people only because we don't have the money. The location of these sites should be a primary consideration since people will be relocated there permanently."

Food-for-work projects are currently being implemented by the provincial government, providing an alternative source of living for the villagers who are mostly farmers.

"There is so much work to be done in the villages. Like for example the restoration of the day care centers, which we are currently doing. We now would release funds directly to the villages and let them do the work, hiring villagers for the reconstruction," Gonzalez said.

He said workers were compensated with 50 kilograms of rice each for their contributions to the rehabilitation efforts.

Seedlings and proper education on farming are also being given to farmers while the government also helps them reconstruct their houses.

"We have come up with a shelter plan that will not only benefit the urban poor in downtown areas. But how about the people in the countryside? Who will take care of them?" Gonzalez said.

Embarcadero (formerly Sunwest Wharf)
Original Post by six

http://i87.photobucket.com/albums/k153/sixth2006/city4.jpg
Stephen Blaxland of BN Group Pty Ltd, an Australia-based architectural, urban design, masterplanning, graphics and interior design firm integrates with Misibis and Inc for the Marina-inspired “Embarcadero”, formerly
dubbed as the Sunwest Wharf. The Embarcadero is regarded as the jumped off point to Bicol’s eight wonders of eco-tourism – the Mayon Volcano, Sula Channel, underground river of Pototan Cave, giant Manta Rays of Ticao Pass, Whalesharks of Donsol, Sorsogon, Vera Falls in Malinao, Albay, Nag-Asu Boiling Lake in Manito, Albay, and Misibis Resorts, Estates & Spa – and is projected to be the premier commercial, IT and recreational seafront development in the Bicol Region.

http://i87.photobucket.com/albums/k153/sixth2006/city6.jpg

Mr. Blaxland’s inception to the conceptual masterplan of the Embarcadero causes huge overturn in the entirety of the project. The BN Group is now
on process of reviewing the drawing list according to t h e i r international
standard of quality of documentation and design in order for the project not to suffer if being expedited by pushing the m i d - 2 0 0 7 g r a n d launching of the project. Henceforth, it is expected that the launch would be moved to a later date but worthy of its well-rounded modifications.

http://i87.photobucket.com/albums/k153/sixth2006/city5.jpg

The initial of the two-phase masterplanning of the BN group includes retail, amenities, public space and road layouts up to and including the Celebration Square. Mr. Blaxland’s partaking in the masterplanning of Embarcadero takes
account of (a) masterplanning, (b) architectural design for phases 1 & 2 concept and schematic design standard, (c) design development, (d) structural design, (e) design approaches to building including landscape designs and (f) signage approach.

Mr. Blaxland visited the Embarcadero (Sunwest Wharf) Site in Legazpi Port Area, Misibis Resorts, Estates and Spa last September 8, 2006 and the remarkable whaleshark-spotting area in Donsol Town in Sorsogon Province. He was accompanied by Sunwest Group Mr. Zaldy Co, President and CEO, Operations Manager Sly Natividad and HSAI Raintree staff during her extensive one-day trip. It can be noted that the BN Group is one of the most
r e p u t a b l e architectural and urban design firm in the world. BN Group were engaged by Suria KLCC in association with Petronas Bhd to p r e p a r e
s c h e m a t i c designs for a new one acre site directly adjacent to the existing Petronas Twin Towers and Suria KLCC R e t a i l Podium. The new 150,000 sq. ft. retail podium is fully integrated with the existing Suria retail at
all levels and a fifty storey, 750, 000sq ft signature office tower, that functioned independently of the retail podium with street level entry.
BN is also no stranger to wharf project as it heads the master planning of
the East D a r l i n g Harbour in S y d n e y , Australia. BN Group’s submission to the international design competition focuses on the desire to create an
active and vibrant ‘people place’, through the creation of an urban square, new parks and an amphitheatre that link directly to the harbour.
“With the fusion of BN Group in the Embarcadero Project, it is doubly expected that the project would foray the true meaning of world-class” development.”

http://i87.photobucket.com/albums/k153/sixth2006/city.jpg

The design recognizes the original history and geography of the site, by the regeneration of Millers Point as the headland and the reinterpretation of the old wharf buildings into residential and c o m m e r c i a l s p a c e s .
Moreover, the BN Group is also the masterplanner for the Queen Victoria
Lane Cove Market Square also in Sydney.

With the fusion of BN Group in the Embarcadero Project, it is doubly expected that the project would foray the true meaning of “ w o r l d - c l a s s ”
development. The economic booming of the Albay Province and its neighboring cities and provinces is expected to surge in the coming years with establishment and operation of this superlative man-made marvel. Truly, the Embarcadero shall epitomize Bicol at its best, featuring a spectacle of
man-made and natural wonders blended into one.

Condolence, Pex... :( I hope you can visit us soon...

Btw, I and my group went to Guinobatan for our feasibility studies. Upon, our arrival, we visited the parish church. My golly, the interiors were kinda astounding for a town church like that. The surroundings are neat and everything else are properly arranged. So far, there's no sign of the last typhoon's distraught too. Too bad, I did not bring my digicam with me. I could've posted a pic or two here... But, there's always a next time though...

I hope this project will click... Take note, nasa gilid na ini and many of the businesses in the eastern end of Legazpi have closed down recently... I agree... pinag-aralan naman talaga siguro nila... Kung sa location lang, I think there's no better alternative... If they move south or north, lalayo sila sa centro so dun na lang talaga... Hopefully the Embarcadero would push through even if most businesses in Legazpi are moving west. The Embarcadero is located on the east. But, anyway, as I've said earlier, they might bring back business vibrance to that area...

Hello. Legazpi's urban area is actually small. Like what I said in one of the threads, if ever, pa-south na ang expansion ng city. Sometimes, I think that Mayon is a curse, pero it's what makes Legazpi renown. Pero if Mayon had not been there, there would have been other populated areas on where Mayon stands, and Legazpi could have a northward expansion. But I tell myself, "Dream on." Wahaha!

Nevertheless, southern Legazpi, kahit na mabundok, can be developed.

At ang aking dear hometown--Daraga--ay ganun din, dun na sa taas (Tabon-tabon and Peñafrancia area) ang expansion kasi dun kami magpapagawa ng house. Ahaha!

Hello. Legazpi's urban area is actually small.
If that's the case, then building taller edifices in the future will be inevitable, to compensate for the lack of space. Geography should not be a hindrance to development, I think it actually presents both a challenge and an opportunity for Legazpeños.

BTW, As of now only 29 of Legazpi's barangays are considered part of the urban area, while 41 are rural.

I have a map of Legazpi city ramified into its 70 existing baranggays. From what I saw, there are 42 or 43 urban baranggays and only 28 or 27 rural baranggays. But then again, its not the number of baranggays we're supposed to talk about. It is the proportion of land area of urban baranggays to rural ones. My golly, I think two times that of the former would fit the latter (in my own estimates).

Mond87

Ahaha!

If the city moves southwards, it will take decades. I mean, there are only few transpo vehicles going to and fro the city's southern baranggays. Plus, there's only one town left after these baranggays and it is the sleepy 4th-class town of Manito. The hope for these Southern baranggays in the mean time is RESIDENTIAL PROMISE. Commerce may arrive later but these will only benefit evacuees and old residents. As of now, you can't see much development in that area. If the regional department buildings are transferred to these areas, growth may arrive. But, as I said, it will take a lot of time.

I think the center for growth right now is the area within the Tahao road vicinity. There are still a lot of free spaces. The Pacific Mall right now is located on its eastern side. And regional offices may be transferred here. The fact that transportation is not difficult in this area may prove it to be feasible.

For me, it's great to look back and see how far we've come when it comes to economic and structural progress.

I remember, rough asphalt road pa lang yata yung part ng Quezon Avenue back in those years. Now, IMO Legazpi has some of the best roads and streets in the region i.e. the smooth, four-lane Rizal St. lined with streetlights from Daraga to Cabangan, Legazpi. I hope i-continue nila yung asphalt overlay until Peñaranda Extension or sa Lakandula and Washington (F. Aquende) Drives. Yung Tahao Rd and Alternate Road, ongoing pa rin ang improvements, right?

Guys, I don't know how to post the table from the Inquirer website. Basta the first, second, and third figures refer to the number of registered voters, the number of voters who actually voted, and the percentage of voting. The figures are based from the 2004 polls. Pansin ko how big the difference is between Daraga and Tabaco CIty when their populations are almost the same . I viewed Camarines Sur's and Naga has 66,184 registered voters. Would someone explain this?

Bacacay--30,787--26,677--86.65%
Camalig--31,580--27,393--86.74%
Daraga--53,127--45,591--85.82%

Libon--33,672--28,174--83.67%
Ligao City--47,895--37,609--78.52%

The Rufous Hornbill, Buceros hydrocorax also known as Philippine Hornbill and, locally, as Kalaw is endemic to the Philippines where it occurs in primary, mature secondary and disturbed forests on 11 islands, Luzon and Marinduque (race hydrocorax), Samar, Leyte, Bohol, Panaon, Biliran, Calico-an and Buad (race semigaleatus), Dinagat, Siargao, Mindanao (plus Balut, Bucas and Talicud) and Basilan (race mindanensis). It is still patchily common, notably in the Sierra Madre of Luzon, but continues to suffer from substantial hunting pressure and widespread loss of habitat.

Extracting cash from Mayon’s rocks
By Ephraim Aguilar

Volcanic rocks scattered over barren fields would not mean much to ordinary people in Daraga town in Albay except as reminders of a tragedy for lahar survivors. But for six years now, Vicente Ajero, 46, has been creating images out of the rocks, wielding a hammer and a nail used as chisel. Ajero, who is called “Enteng Bato” in Barangay Busay near the Cagsawa Ruins, said he made his first sculpture after picking up a red rock while walking. He was fascinated by its color.

When he got home, he tried carving an image out of it with a hammer and a nail attached to a rubber pipe. He formed an image of Jesus Christ—his first artwork—in one week. The image was important for him, he said. But, unfortunately, he lost it to a flash flood at the height of Supertyphoon “Reming.” Volcanic rocks and other debris loosened from the slopes of Mount Mayon abound in surrounding lahar-struck villages like Busay, where Ajero’s Mayon Artstone Shop is found. The shop is a 3-meter by 4-meter nipa hut that Ajero himself built. It is near the historical Cagsawa Ruins—all that is left of a church buried in Mayon’s eruption in 1814 that killed 1,200 people and buried hundreds of houses in surrounding areas.

‘Buga’

It is easy to carve Mayon’s rocks, the hardened magma locally called the “buga,” because they are soft and brittle, Ajero said. He uses the same kind of stone to polish the surface of his sculptures. Ajero lives alone in a room in a dwelling damaged by lahar at Busay. He lost his house in the neighboring town of Camalig to floods. In his solitude, he draws out his ideas and emotions for his sculptures or the songs he writes, he said. The types and sizes of artwork vary in his shop. He carves human images, Mayon, the Cagsawa belfry, candle holders, chairs, tables and many other items.

One of the designs closest to his heart is the “mother and child image” that reminds him of childhood days. His mother is now almost blind and lives with one of his siblings. No two designs can be exactly the same, Ajero said.

“My design would depend upon the rock. I don’t usually think much of what design I am going to carve. I don’t sketch it first on paper. I just do it and would end up with all these designs,” he said in Filipino. Among his collections are a mother breastfeeding a child; Daragang Magayon, the folkloric woman whose grave became Mayon; a woman under bed covers, and an almost abstract image of a man and a woman making love.

The price of each sculpture depends on how big or complicated the design is. Prices range from P300 to P10,000. Ajero finishes his sculptures in one day (for the simple designs) to at most one month (for the complicated ones.) The Cagsawa belfry costs P300; mortar and pestle, P350; candle holder that looks like a dumbbell, P150-P200; and mother and child varieties, P2,500-P10,000. All of Ajero’s sculptures are unpainted so that, he said, it would look authentic and natural. But some volcanic rocks come in colors other than the usual gray.

Lean sales

Ajero had thought that he could earn a living out of his stone art. He never really earned from his paintings and his folk songs. He survives mainly by doing contractual jobs. He now works for a project of the municipal government to clean and landscape the Ligñon Hill, where the unfinished Mayon View Deck lies. Not many people seem to be interested in his sculptures, he said. During lean months, he would sell only two items. “Almost none of the foreign tourists and travelers buy my work because they are hard to carry since they are made of pure volcanic rock. But I just love doing this,” Ajero said.

Hope

Ajero said he still sees hope in his craft and believes that it will take him out of poverty one day. “When someone buys my sculptures, I use the money to buy food and other needs. When there’s none, I rely on my income from my contractual jobs,” he said. If someone who trusts in his skills would be willing to invest in him, he’d take it. “In putting up this small shop, I did not have any capital but only my mind, my talent, and the rocks I can freely pick anywhere,” he said.

A Filipino expression puts it, “Pera na naging bato pa (the money turned into rock).” But Ajero said he wanted to be known as a man who could make a living out of rocks and reverse the adage to “Bato na naging pera pa (the rock turned into money).”

New International Airport to Begin Construction in Philippines

DARAGA, ALBAY-THE CONstruction of the first international airport in Southern Luzon has been set for the last quarter of the year following the approval of the 2006 General Appropriations Act.

The 2006 GAA or national budget includes the P2-billion allotment for the airport in Daraga.

Site development could be started before the year ends, according to Daraga Mayor Gerry Jaucian.

Called the Southern Luzon International Airport, the project will cover some 24 hectares in barangays Alobo, Kinawitan, Mabini, Burgos and Inarado in this town.

Areas for the runway, airport terminal and control tower are currently being identified in these villages.

The Special Technical Working Group headed by Air Transportation Office chief Frisco Sto. Domingo is handling the technical aspects of the proposed project, Jaucian said.

He disclosed that aside from the P150-million initial funding from Albay 3rd district Rep. Joey Salceda, House appropriations committee chair, Camarines Sur Gov. Luis Raymund Villafuerte, concurrent Regional Development Council (RDC) chair, has pledged P100 million as equity for the project.

The mayor expressed optimism that the international airport, which was expected to spur economic development in this part of the country, would be realized because of the support from the local chief executives in Bicol.

Earlier, members of the RDC-composed mostly of mayors and governors from all over the region-promised to extend whatever resources they could share to the project.

Legazpi City Mayor Noel Rosal, for his part, said the city government accepted Daraga as the site of the international airport.

Rosal said the port would not only benefit the host town and Albay, but also the entire region and Southern Luzon area in terms of business and tourism, once it is fully operational.

The project is expected to be completed by 2009. Edgar Alejo, PDI Southern Luzon Bureau

Nice shots, Dex!
Tabaco is indeed a growing city! Would you all accept it's the fourth among the seven cities of the region in terms of growth? But Sorsogon is also a strong contender. Gawin bang Miss Universe ang usapan? Haha!

^Raphael is sometimes shown (usually on medallions) as standing atop a large fish or holding a caught fish at the end of a line. This is a reference to Book of Tobit (Tobias), where he told Tobias to catch a fish, and then uses the galbladder to heal Tobit's eyes, and to drive away Asmodeus by burning the heart and liver. --Source: Wikipedia

btw, a unique feature of the St. Raphael church is its altar which is a huge block of volcanic rock from Mt. Mayon.

cge.. id love to meet you guys there in Legazpi. baka feeling ko ma alanganin ako sa April 10. pero yun talaga dapat target date ko.

its just me being very bery lazy, di ko naipasok sa bangko ang cheke ko today (budget for legazpi dapat ito) kaya ayun, maiipit na naman ito ng holy week. ayoko naman kasi gamitin pang byahe ang sweldo ko.

may mga murang accomodations ba jan?

wag kayo mag reccomend ng 5-star ha. ahahh im a backpacker so ok lng sa akin kahit anong klaseng room.

Thanks!
