LEGAZPI CITY -- Albay is set to receive another support package from Malacañang, this time in its disaster risk reduction program. President Benigno Aquino III himself assured the release next year of an initial P500 million budget for pump stations designed to solve flooding in Legazpi City.

The P500 million initial allocation will be for the improvement and construction of flood control dikes, drainage systems and seawalls in the coastal villages of Victory, San Roque and Baybay and along the incorrigible Macabalo River, he said.

Language: why use someone else's when we have our very own tongue.
History: Albayanos and Legazpenyos should write our own history.:)

I hope we cultivate and promote our own: "mari" or "digdi"; "trukis," "bunay," "ayam," "wara," "nata," "su," "buda." Taga-sain daw an nagsurat kan lyrics; questionable citizenship.:)

For sure pig re route na ngani so pa EM, all PUJ's from 3rd district should pass thru EM and that's part of development and decongest the main Rizal Street.

i don't think its a shopwise, the 3d visualizer can use any store or shops he like to represent a supermarket in 3d presentation. it just means that the proposed project has a slot for supermarket:)

Dubbed as Orgullo Kan Bikol (OKB), the regional trade fair of the Department of Trade and Industry (DTI)-5 garnered P17M in sales, the highest sales in 15 years staging of the said fair. It increased to 53% as compared to 2010. A total of 97 Bicol manufacturers, producers, exporters and institutional partners from the Bicol provinces exhibited and sold their products and services.

“The sales growth of the OKB only shows the interest of buyers to Bicol products and services,” said DTI-5 Regional Director Jocelyn LB. Blanco.

Held in SM Megamall last 06-09 October, the OKB 2011 was led by the DTI-5 with the OK Bikol Association and the Department of Tourism (DOT)-5 as partners. The fair is also sponsored by DTI-Rural Micro Enterprise Promotion Program (DTI-RuMEPP) for the second straight year. This partnership showcased the program’s successes to OKB exhibitors many of them are micro enterprises.

Also partnering the DTI-5 for the event is the DTI-Comprehensive Agrarian Reform Program (CARP). This year’s participation of DTI-CARP was successful with the top selling performance of its exhibitors particularly DTI-Albay CARP which bested third as top sellers.

The number one seller for the OKB 2011 is Jeanel’s Handicrafts of Daraga, Albay, makers of trays, baskets, hampers and other packaging materials made out of abaca, bangkuan and seagrass. Next top seller is Etbal Enterprises of Virac, Catanduanes, makers of home and office furnitures, fixtures and accessories made out of narra, yakal and rattan. Out of 97 participants, only 19 exhibitors made their debut in the OKB 2011. Most buyers went for housewares made of organic materials abundant in the Bicol region. The furniture and food sectors were next to garner the top bulk of sales at the fair.

During the four-day event, the DOT-5 organized daily shows which entertained the buyers at the fair. The first day of the event showcased Daet 2012 Roadshow featuring the best of the city and nearby communities. The succeeding days of the event showcased cooking demo, cultural presentations and musical numbers.

“The participation of other government agencies added value to the fair by showing convergence and active cooperation,” said Blanco.

The convergence of DTI and DOT promoted not only products but also tourist destinations. The partnership contributed to the increase of sales by combining marketing and cultural value to the fair. According to Regional Director Blanco, DTI will invite the Department of Labor and Employment next year to conduct job fair at the OK Bicol.

Bicol is a strategically positioned gateway to the rich East Asian market. It is located in the western rim of the Pacific Ocean, off the southeastern coast of the Asian mainland. The Bicol peninsula straddles the major sealanes that connect to Manila, the Philippines’ business center and its neighboring East Asian key cities. These include the emerging markets of China, and the leading business centers of Japan and Australia, which are all just a few hours away by plane.

It is known as the land of the majestic and mysterious Mayon Volcano, pilinut, abaca, geothermal power plants, butanding, pinangat, pristine beaches, forest parks, beautiful lakes, rivers and mountain ranges. The region is rich in natural resources suitable for agriculture, mining and tourism. Regional development shall be pursued by providing basic needs, sustaining economic growth, improving infrastructure facilities,promoting global competitiveness,and ensuring sustainable development.

The region’s economy is based on light industry and agriculture. Its main products consist of rice, coconut, pili, Queen pineapple, corn, abaca products, cutlery, cement, ceramics, metallic and non-metallic minerals. The region also plays host to varied types of large companies belonging to local and multinational investors. These include the Rapu-Rapu Polymetallic Minerals, Inc., Filiminera Resources Corporation, Aboitiz Power Renewable, Inc., Energy Development Corporation and Chevron, among others.

I'm rather surprised by this statistic. I thought it would be a Mindanao province, but Albay leads by a considerable margin!
These Albay orchid growers should think about exporting these flowers - orchids are really expensive here in Europe.

Another aspects of our culture that need to be "nationalized"; er, "provincialized":
Language: why use someone else's when we have our very own tongue.
History: Albayanos and Legazpenyos should write our own history.:)

I hope we cultivate and promote our own: "mari" or "digdi"; "trukis," "bunay," "ayam," "wara," "nata," "su," "buda." Taga-sain daw an nagsurat kan lyrics; questionable citizenship.:)

MADYA is Bikol Naga for "mari"

TRUKIS I think is actually rooted from Spanish word "troquis" meaning to change; similar word in Bikol is SALIDA which is also Spanish rooted.

NATA' is actually spelled as "niyata" during the old days


One thing I noticed nowadays, the Bikol dialect continues to evolve as people changes it .

I was invited and given time to discuss matters relative to local governance and suggestions, comments and recommendations were thrown away with the 54 punong barangays of our town, re:Clean & Green, Food Production, the Climate Change Adaptation of the Governor, Vicinity Beautification, Barangay Hall systematic recordings thru Computerization , duties and functions, proper conduct of regular session, barangay boundary signages and "Tangod ko , Linig ko", and community improvements, etc. some accepted my challenges, some just ignore, some got mad:ohno::ohno::ohno::ohno:

I do really appreciate the effort of the LGU Guinobatan, for maintaining the beauty in all angles of the town proper and even in barangays, putting up signages, painting all the waiting sheds with murals about the status of their town, utilizing all vacant lots by putting up monuments, landscaping, smoke free, zero traffic due to rerouting and wide avenues in town, beautiful barangay halls, maintaining those old houses and blending buildings with those old ones, well maintained cleanliness everywhere, particularly the Municipio, they're very strict with the ordinances, even when my peer parked at the wrong place, etc. I salute the Local Chief Executive for those undertakings. If Guinobatan can make it, why not in other municipalities.

Ligao City , Tabaco City and most especially Legazpi City, were doing well on those aspects.

Pepperland used to monopolize the high end market when Venezia and the rest were nowhere in sight. But now it's relegated to an inferior alternative to St. Ellis and The Oriental. Their advantage though is being near the airport, so Cong. Bichara should make the move now to renovate and improve their services.

That's right - Guinobatan's LGU does seem to have a proper plan and implements it, unlike other LGUs.

perhaps now is the time to encourage the Gaisanos to develop their Business Park in the southern Legazpi highlands? Or otherwise, by the Legazpi boulevard. Besides, that area around the Pacifica Mall is already crowded.


According to the Indian CFO of Landco whom I recently had a meeting, only 3 lots in the business park remain unsold. So we really need a new business park somewhere. Next time we meet, I will encourage them to revisit their expansion straregy and put back Legazpi in their radar. I think their memorial park in Taysan Hills is also successful.

The first step is for the local government to physically identify the potential area for possible development. It will need a good land consolidator to come up with maybe 300 hectares contiguous area. If the area is identified, the planning must be assigned to professional urban planners who must come up with an integrated plan. Who knows, this can be the impact project that I am talking about. Come out with a well planned new urban center .

Albay launches Philippines’ first beauty pageant academy

LEGAZPI CITY, Albay: Eighteen-year-old aspiring beauty queen Monica Belgica tilted her head back and lifted her chin slightly.

The 5’8” dusky Bicolana then walked the runway with other local pageant titlists to mark the official launch of the Albay Pageant Academy (APA) here on November 25.

Belgica’s strong facial features and lanky build resemble those of Binibining Pilipinas Universe 2010 Maria Venus Raj, also a Bicolana.

“I hear a lot of people say I remind them of Venus Raj. It’s a big privilege for me because we all know that Venus has given such an honor to our country,” she said.

Raj of Bato, Camarines Sur province, finished fourth runner-up in the Miss Universe Pageant last year after a weak question-and-answer (Q&A) performance that many thought cost her the title.

“I have done many mistakes, but I think it is just natural for human beings. We all have mistakes and I consider mistakes as challenges for you to do better next time,” Belgica replied when asked the same question thrown at Raj in 2010.

She admitted that she struggled during the Q & A portion, but apparently her personality and beauty made her stand out at the Mutya ng Bacacay 2011 competition.

The crown gained her a scholarship at the APA, a project of the Albay provincial government aimed at providing a training ground for Albayanas poised to join national beauty pageants.

‘Big deal’
“Here in Albay, a beauty pageant is a very big deal. The participants really spend a lot of money in a beauty pageant. The prize ranges from P 150,000 to P200, 000 just for the title,” provincial board member Glenda Bongao, the main proponent of the project, said.

National pageant winners 1999 Bb. Pilipinas-Universe Miriam Quiambao, 2009 Bb. Pilipinas-International Melody Gersbach and 2011 Bb. Pilipinas-International Dianne Necio trace their roots to Albay.

Bongao said that the beauty-pageant academy provided training in personality development and conducts speech classes, which, she added, would help local promising pageant winners do well in bigger competitions.

“This is an academy like no other because it attempts to dig deep into the true essence of beauty. It is an academy that considers beauty not as a physical attribute or a fashion sense. It is an academy that espouses the principle of beauty as a lifestyle,” according to the provincial board member.

In the Philippines, the APA is the first school solely aimed at beauty pageantry and supported by the government.

Winners of local pageants in Albay such as Miss Bicol University, Miss Governor’s Cup, Mutya ng Pulang-Angui, Mutya ng Tabak, Mutya ng Ibalong and Mutya ng Magayon would be given priority admission to the academy.

Unlike ordinary schools, however, the APA lacks actual infrastructure.

“Some were asking me where the school is, they want to see it. But the APA has no actual classrooms. We will just provide training from experts,” Bongao said.

She added that the provincial government took pride in Albayanas representing the Philippines in the international beauty arena, thus, its support for the academy.

Crown shy
In the history of international beauty pageants, two Filipinas have brought home the Miss Universe crown (Gloria Diaz in 1969 and Margie Moran in 1973), four Miss International titles (Gemma Cruz in 1964, Aurora Pijuan in 1971, Melanie Marquez in 1979 and Precious Lara Quigaman in 2005) and none from the Miss World contest.

Early this week, Bb. Pilipinas-International 2011Necio arrived from the Miss International pageant in China, where she made it to the Top 15.

Bongao was part of the Philippine delegation who supported Necio and she noticed that height remains an advantage when joining international pageants.

In personality and in confidence, Filipinas stand out among the faces of beauty from each nation, she said.

For local pageant winners to go farther in future competitions, the APA would opt for tall girls to undergo training at the academy.

“When we went to China to support Dianne, we observed that those who qualified for the next rounds were mostly tall. We thought it would be better if we choose to develop those who are gifted with height,” Bongao said.

Celebration of beauty
Though she said that there would be speech classes for vital interview techniques, the scholars need not be fluent in English.

“It has been an issue ever since on whether our representatives should have an interpreter like other countries. To us, it does not matter. Whatever language the contestant finds herself more comfortable in, then she can use that. As good communicators, the participants can choose their medium as long as they can express themselves well,” Bongao explained.

Others might find beauty pageants, let alone a beauty pageant school, a form of exploitation of women, but not Bongao and Belgica.

“This is a celebration of beauty. The academy will not push women to alter what nature has endowed them with. The academy will enhance what nature has gifted them with,” Bongao said.

“To some it (joining beauty pageants) is a way to reach their dreams and accomplish their goals, not for them to be exploited. It just depends on how a true beauty queen will handle it,” Belgica said.

Failure to prepare is preparing to fail, as the saying goes. I hope beauty queens from Bicol, especially with this initiation will grab the international titles. Bicolanas are truly beautiful. If you watched "America's Next Top Model" you will realize that it is the sincerity in what you project that oozes to the viewers and critics that will determine your inner beauty. I failed to watch the Ms. Magayon Pageant but the 2nd runner-up from Masbate has the "X" factor based on the previous pictures. :) And of course the winner was like Toni Gonzaga which I find it common, but who knows she could be better?!

Coconut lang po nakalaag duman. Wara kita sa top 30. Maybe because of our small land area and higher rate of urbanization. Quezon province is the top coconut producing province. That's because of its sheer size. Camsur and Masbate are in the top 20.

Yup, it's undoubtedly due to Albay's very small land area and increasing urbanisation (3 cities).


But coconut oil mills are in Albay. Isn't that ironic? They chose Legazpi because of its strategic location. Legazpi Oil in Arimbay was set up in the early sixties by American investors represented by Frank Jerome. But it was later sold to San Miguel Corp. I am not sure, but the reason could be the expiry of the Laurel-Langley Agreement where Americans were given equal footing with Filipinos in engaging in business.

The same investors also put up a coconut oil mill in Davao City also named Legazpi Oil.

My family and I stayed here on the 29th evening of November. We had fun of the place because of the numerous pools in the resort. The kids just went wild :nuts: from one pool to the other.

That's right Sir Gary. Makaaddict ang parong kang copra pag nagaagi jan sa Arimbay. Legazpi Oil produces the Minola Cooking Oil right. I read somewhere that it used to be included in the top 100 largest corporations in the Philippines back in the 70s. It had its ups and downs during the 90s but was given new life by former PGMA several years ago. Now it's back.

Hope to see more coco oil companies in the near future.

Same thing with Abaca, we're not the top producer but most of the handicraft factories are found here in Albay.

Yes, I've been there so many times I keep on coming back. Nakaka-addict ang Misibis. Well-endowed by nature. The most beautiful resort in Bicol. No question about that. It's more than a resort! The management take good care of its environment. It has sewerage system better than Boracay. Modesty aside, it is a haven to critic tourists who want privacy with nature, money-back guarantee and "safe" customers. If you're there you won't think about the money you've spent because it's worth it. You will feel you're a privileged one once you're there. I shoudn't become a tourist in my own place but Misibis makes me feel like that. Truly they pomper!:cheers:

Didi ngani sa balay pigabuksan ko sana an bintana pag gabi ta baga man sana aircon. lol Magayon asin matubang talaga an orchids. Isang bagay lang ang naobserve ko di pa masyado scientific ang way of planting ng mga farmers. Pero malaki ang potential. Visiting Legazpi City primarily as Special Guest of Honor to inaugurate the Climate Change Academy of Albay inside the Bicol University Campus, P-Noy, after the ceremonies, immediately proceeded to the newly opened hotel, and met with Albay Province Governor Joey Salceda and the local officials from the different towns and cities of Albay as well as the local media.

Upon his arrival at The Oriental Legazpi, he was warmly welcomed by LKY President Mr. Wilbert T. Lee as well as all hotel department heads and staff who showed him a taste of genuine Bicolano hospitality. Camlig Tourism is HAPPY... Why? Archt. Reynaldo S. Lita, Restoration Architect, Historic Preservation Division, National Historical Commission of the Philippines will visit Camalig on December 26-27, 2011 to inspect and document the different sites in Camalig like the Old Church, Old Houses, Caves and Japanese Tunnels for declaration as Historical Sites. I noticed that it's not just those hills behind Pioduran that look "denuded". If I remember correctly, those famous pilinut hills around Guinobatan are also almost entirely devoid of trees. Could it be they are part of the same topography? In this case, it's possible it may not be due to logging at all but other factors - maybe due to the climate? Pioduran is on the southwest coast of Albay, whereas the prevailing winds in this part of the country are normally northeasterly winds - so they probably don't get that much rain. Actually this is only a recruitment office. The ones they get here are sent to CamSur. There are other call centers set to open in Legazpi, especially with the proposed Legazpi City Technohub at the former building of Bicol Hair in Bonot.

Why not put in Legazpi? Dae na magduman kung saen saen ta mahal ang fare. Yaon naman sana digdi gabos gabos sa Legazpi eh.

I noticed that it's not just those hills behind Pioduran that look "denuded". If I remember correctly, those famous pilinut hills around Guinobatan are also almost entirely devoid of trees. Could it be they are part of the same topography? In this case, it's possible it may not be due to logging at all but other factors - maybe due to the climate? Pioduran is on the southwest coast of Albay, whereas the prevailing winds in this part of the country are normally northeasterly winds - so they probably don't get that much rain. This area is "rain-shadowed" by Mayon to the northeast, in addition to those hills - although they are not very high. By the time rains reach this place, they don't amount to very much.

I stayed here for 2 years, during the time when its means of transportation were the Vikings & Alatco buses, tsk, tsk, tsk, long, long time ago and the place was then being called, Malacbalac. Pioduran before was part of Guinobatan. Haluyon na panahon bago natapos an pag semento kan tinampo digdi:ohno::ohno::ohno:

Some of these crops seem to confirm my earlier conjecture about this town's climate - corn and garlic tend to do well in drier areas.

Well Pio Duran, like all the areas on the western side of Albay has a type 3 climate meaning, seasons are not very pronounced, relatively dry from November to April, and wet during the rest of the year.

This Puregold seems to be the busiest store in EM by far - and that is why EM was keen to get them. I suppose their plan was for a "domino effect" to take place and for customers to spill over to the other shops and businesses in the area.

This is precisely what I'm referring to - the city MUST eliminate this negative perception - whether it is true or not. If people are able to spread negative vibes on FB and in forums, you can imagine how much WORSE it can be in the real world of business, when business rivals do everything they can to secure opportunities - because millions, if not billions are at stake.

P-Noy sat at the veranda of The Oriental with Bicol’s pride Mt. Mayon a perfect backdrop behind him, chatted with Lee, Gov. Salceda, DILG Sec. Jesse Robredo and some other cabinet members. The president appeared animated yet relaxed and had lunch of mostly seafood dishes prepared by the hotel chef himself. Impressed with The Oriental P-Noy praised Lee for his faith in putting up such a project in the midst of conservatism in business investments today.

Mr. Wilbert Lee, president of LKY, the company who also owns the Grand Terminals in Legazpi and Sorsogon cities, felt it was a singular honor that the president of the country visited his latest business unit in the region he loves. “Paying forward” is the motivation of Lee, getting his inspiration from his late father Lee King Yek, a Chinese settler in Sorsogon who founded the business and legacy that he is now continuing.

The Oriental Legazpi opened this November with 115 rooms, function and ball rooms, a restaurant, infinity pool, spa and the most amazing view of the famous Mt. Mayon and the province of Albay. The five star hotel aims to be one of Bicol’s top destinations, a perfect jump off point to other tourist spots in the region.

The other is Friends and Neighbors along Burgos St in Makati (near Makati Ave.) which I guess is older and more popular than Top Meal. I've been a loyal customer of Friends since 1977 when most of you were not yet born. :lol: It's owned by someone from Guinobatan. Their food is really authentic Bicol in looks and taste.

Believe me, SM will not put up a stand alone department store at this point. It's pointless for them to do that. If at all, they will put up a Hypermarket but not a stand alone department store.

Looks the same as the PICC Reception Hall. St. Ellis should be promoting its facilities more particularly to the Metro Manila corporate clients. Dakulon na kitang convention facilities sa Legazpi. Oriental's convention hall sits 1,000. That's big. Maybe even bigger than the Rizal Ballroom of Makati Shangri-la.

The lobby of the old MIH was adobe all over which was in vouge in the seventies. But those huge structures were already there.


I think megz is referring to comments made by a certain person on FB regarding Oriental Legazpi. He said something about the hotel lasting only 2-3 years then it's gone just like the other hotels that went before it. :ohno:

The former US Ambassador has been bad mouthing the country in her reports even while she was still here. What she has been saying to the local press was the opposite of what she was reporting to her government. Her reports has been quoted in wiki leaks. I guess you guys have read about it.
