Testing centers for the QT are in Baguio City, Cagayan de oro City, Cebu City, Davao City, San Fernando City in La Union, Legazpi City, Quezon City, Iloilo City and in Zamboanga City. Tests are also held in Washington DC, USA ; Vienna, Austria and Dubai, UAE. Espiritu added that those who will pass the FSO qualifying test with a rating of at least 80% will be allowed to take the FSO Written Examination. Eric, Dex, and Yves are like older brothers of mine! It was fun to have them! One word for each of them: Eric - TALKATIVE. Really, he's so many things to share with. He's a good conversationalist and quite kalog sometimes. It was really funny when he got in bad terms with an ice cream vendor in Cagsaua Park over some petty reasons. Heheh, Eric, balik ka uli dito! Yves - NICE. He is somewhat very nice and very generous. He drove us from Pacific Mall to Small Talk Cafe and then paid 300 php for us. He's so nice and quite surprising that he actually plays fencing from time to time. Grabe, nagulat kami kasi we never knew that fencing is existent in Legazpi... Dex - HUMBLE. Dex is like that simple "katambayan" you've always wanted to be with. He's so comfortable to be with. As in! We can well relate to each other as if we've known each other for a long time... Monsi - Monsi, Monsi, Monsi... Never have a chance to talk to him that much... I think we've spent only 30 mins. together at Lignon and at that time, he was conversing with Eric and Dex and I don't have any story to share at all! I just listened... But we conversed w/ each other thru text messages and I learned more about him. The problem is, I still don't have a word to describe Monsi. Maybe, we'll have more time next time! Well, if you and Mond were speaking in Filipino, the vendor might have thought he could get you fooled or hooked maybe. But based on the picture, you look intimidating (that's just an opinion, my dear :-). Oh well, the vendor must have learned how to deal with intimidating people. Pero nakakainis. Maria Ong Ravanilla, the regional director of the Department of Tourism in Bicol, said the Singaporean investors informed her last week of their plan to reopen the Mayon International Hotel under a new brand name. “They were planning to carry the Shangri-La brand in Bicol,” she said. A staff member of the 90-room hotel in Barangay Taysan, Legaspi City said the facility has been closed since 2002, but confirmed that investors were planning to reopen it this year once renovation and expansion works are completed. Tourism Secretary Joseph Ace Durano said Bicol is now rising as a major tourism destination, pending the completion of the Bicol International Airport in Daraga, Albay. “The procurement of land for the airport has been completed, and the feasibility study is ongoing. We hope to finish the project by 2010,” said Durano, who is also in charge of overseeing the various ports, airports and other infrastructure projects in Central Philippines, which includes Bicol region, Visayas, Palawan and some parts of northern Mindanao. Visitor arrivals in the six provinces of Bicol grew 27 percent to 635,000 in 2006 from 501,000 in 2005, owing largely to the popularity of new destinations such as the whale shark (butanding) interaction in Donsol, Sorsogon and the Camsur water sports complex in Camarines Sur province. Ravanilla said Europeans particularly Germans were attracted to different spots in Bicol, which is becoming one of the top eco-tourism destinations in the country. She said Legaspi City benefited from the increase in the number of visitors trooping to Donsol, Sorsogon where there are not enough accommodation facilities. Last year, Donsol lured more than 11,000 tourists, of whom 65 percent were foreign guests looking for a unique travel experience. Apart from whale shark interaction, Donsol offers a cruise of the Ogod River where thousands of fireflies define the shape of mangrove trees at night. Camsur, which opened only in April 2006, is the country’s fastest rising destination for water activities. “It offers the best cable ski site in Asia,” Ravanilla said. I don't know if it's reliable basta I got it from our prof: While we were consulting our prof regarding our feasibility study, a liberica coffee farm supposed to be located in Mauraro, Guinobatan, Albay, he reacted quite violently stating the fact that it's not viable. That farm of ours will be converted into a commercial area in the near future. Why? Here it goes... An international airport will be constructed in middle Daraga. Just few kilometers from it, in Panoypoy, Camalig, a train station will also be constructed and will be funded by a Swiss agency. TRAVEL TIME WILL BE LESSENED TO ONLY 4 HOURS. I don't know if it's going to be a maglev train or something basta travel time will only be 4 hours from Camalig to Manila. With the presence train station and the int'l airport, he said that Southern Camalig and Middle Daraga areas will be converted into highly-commercialized areas. Now, the barrio of Mauraro is just a couple of kilometers from Camalig and a 4-way-lane, I think it will be SLEX, will pass through it. Some portions of Guinobatan will be commercialized too... With these prospects plus the fact that Guinobatan is a 1st-class town, Camalig is a 2nd-class town, and Daraga is another 1st-class town, it is not far from impossible that these towns will also be converted into cities in the near future. As far as I know, the requirements for cityhood is now tighter than before which delayed the cityhood of the 12(?) towns around the philippines. One of the requirements I know is having at least a population of 150 000. If we base it from the 2000 census Legazpi will be the only one to qualify in this requirement, but its already 2007 and the population of Daraga might have risen near to this requirement. Treñas and Calbayog City Mayor Mel Senen S. Sarmiento, LCP President and Secretary General, respectively filed a petition before the Supreme Court to stop the Commission on Elections (Comelec) from conducting plebiscites in six municipalities pursuant to Republic Act Nos. 9389, 9391, 9392 and 9398 (Cityhood Laws). The plebiscites seek to convert the municipalities of Baybay (Leyte), Bogo (Cebu) Catbalogan (Samar), Tandag (Agusan del Sur), Borongan (Eastern Samar) and Tayabas (Quezon) into cities without complying with the minimum requirement of P100M in locally generated income, contrary to the requirements of the Local Government Code as amended by Republic Act No. 9009. Republic Act 9009 requires that a town should have a locally generated income of at least P100M annually before it could be classified into a city. It should also either have a land area of at least 100 square kilometers or a population of 150,000. According to the League, the Cityhood should be declared null and void for violating the constitution. LCP argued that the Cityhood Laws’ exemption from the income requirement violates the constitutional provision mandating that conversion from municipalities to cities must comply the requirements of the Local Government Code. Likewise, the League stated that the grant of undue special treatment to the six municipalities violates the Constitution’s equal protection clause providing that all persons shall be equally in law. Treñas said the towns failed to meet the requirements provided for under the Local Government Code which under the law does not qualify them for conversion into cities.
