DFA announces FSO exams for 2007

Cebu, Philippines (March 27) -- The Board of Foreign Service Examinations of the Department of Foreign Affairs (DFA) announces its forthcoming Foreign Service Officers Examinations for 2007 that are held in various parts of the country.

Testing centers for the QT are in Baguio City, Cagayan de oro City, Cebu City, Davao City, San Fernando City in La Union, Legazpi City, Quezon City, Iloilo City and in Zamboanga City. Tests are also held in Washington DC, USA ; Vienna, Austria and Dubai, UAE. Espiritu added that those who will pass the FSO qualifying test with a rating of at least 80% will be allowed to take the FSO Written Examination.

As far as i know Utol Tapos na yung Pmal expansion yung Building na may National Bookstore and Max's resto...

ei matt, yup the structure is already finished but stores inside are still U/C :) I have no info about the U/C building though.

bonixx, yup buti naman successful sila, evidence yung expansion ng Pacific Mall, and of course the different buildings & establishments sprouting around it.

Former Lebanon Ambassador Al Francis Bichara files his Certificates of Candidacy under the Nacionalista Party to run as congressman in Albay’s 2nd district.

Legazpi City -- An intense political battle is expected to take place in the second district of Albay after two political giants and a neophyte lady candidate filed their certificates of candidacy (COC) for a seat in Congress here.

Former Lebanon Ambassador Al Francis Bichara officially filed his COC under the Nationalista Party for congressional post with a throng of political supporters clad in red t-shirt as a show of force against his two rivals incumbent Carlos “Papay” Imperial of Lakas-CMD and Amelia Bonita Apin - PDP Laban-United Opposition.

Imperial is considered a veteran and powerful political kingpin in Albay’s second congressional district.

Bichara who was a former solon of the third district of Albay served as governor of Albay for three consecutive terms. After his term in 2004, his father Don Alfonso Bichara ran for Albay’s top post but lost to incumbent Gov. Fernando Gonzalez.

The third candidate is Bonita Apin, a former public relation officer of the Department of Social Welfare and Development, broadcaster and chief executive officer of the Ago Medical and Educational Center-BCCM.

Earlier, Bichara was discouraged by PGMA’s presidential chief of staff and economic adviser Joey Salceda from running against last termer Rep. Imperial. Bichara disregarded Salceda’s demand.

The municipal officials who joined Bichara were: Camalig Mayor Rommel Muñoz, Ex-Mayor Odes de la Cruz of Rapu-Rapu, Jueteng whistle blower Vice Mayor candidate Wilfredo “Boy” Mayor of Daraga, Albay and barangay officials originally identified with Mayor Noel Rosal and Rep. Imperial but opted to support Bichara’s candidacy.

“I supported the candidacy of Congressman Imperial for 42-year but now we need an alternative candidate who could effect a change in our district; and Ambassador Bichara is the right candidate to represent us in the House of Representative because of his good leadership as former governor of Albay,” Elmer de los Santos barangay captain of Estansa told the Bicol Mail.

Based on 2004 records at the Commission on Election provincial office, there are 213,373 voters in the second district of Albay.

7:00 Cagsawa Ruins (minimum fare if you proceed from Daraga; a little bit more than minimum fare from Legazpi)
9:00 Tabaco City, Tabaco Church (approx. 27 kilometers from Legazpi)
10:00 brunch
11:00 Tiwi, halo-halo at DJC (about five to eight km from Tabaco)
12:30 back to Legazpi, check out hotel/lodge
1:30 check in at the airport

If time's tight, you can drop Tiwi and try DJC at Landco back in Legazpi, instead.

^I just modified a Dex original itinerary for Tigs.

If you're coming here by bus, I hope you arrive way before six a.m., because buses are allowed to pass through Rizal Street before six. If that's the case, you can tell the driver to drop you off at BPI Albay rear side of Albay Cathedral, then check in at Lita's Lodging House a few steps away, no sweat!

But if you arrive after six... The bus will be diverted... You must leave Cubao the earliest possible time, say 5:00 p.m., but it also depends upon the kind of bus you take, what with the sorry state of Andaya Highway in Camarines Sur. Then we'll have to rework your itinerary...

Mode of transpo: Jeepney--Most places of interest are within, more or less, the radius covered by minimum fare (about 4-5 kilometers). Let's say you're based at Lita's (budget accommodations, you said) and you're going to Cagsawa Ruins, look for one with Legazpi-Malabog emblazoned on its sides. Tell the driver to drop you off the access road to Cagsawa, that would be around 200 meters from the highway. For Tabaco or Tiwi, we have FX terminal close to the bus terminal.

One or two, or more of us locals might be available but it would be difficult if not impossible during the workweek. Saturday afternoons and Sundays are usually free, I hope; and November 30, Thursday, and December 8, Friday.

The merging of Magayon and Ibalong Festivals in May was finally approved at the recent executive committee meeting between the officials of the Provincial Government of Albay and the City Government of Legazpi.

This was revealed by Jose Briones of the Provincial Tourism Office (PTO) here on Monday.

Briones, the provincial and the city governments agreed to hold Magayon and Ibalong in May, saying the festivals can strongly institutionalize and bring the people of Albay to join the activities that will help promote tourism, trade, commerce, culture and the arts.

Bordering on a synchronized calendar of activities within a period of two weeks, Albay Governor Fernando Gonzalez and Legazpi City Mayor Noel Rosal have expressed optimism in solidifying the events that have been established seven years ago and well-known to have brought unforgettable fun, entertainment and multi-faceted events every year.

In ordering the technical working group (TWG) to work together in planning the set of events, the two local chief executives looked happy in steering the outlook of the festivals, citing that major events identifying the rich cultural heritage of the province and the city have to be sustained.

Dubbing it as "Ibalong Na, Magayon Pa" Festivals, Gonzalez and Rosal both agreed to jointly pursue the celebrations, saying that these festivals are already planted as institutions for years and they must not be affected by the election period, adding that the deep sentiments of the people in general must be seriously considered.

The major events that were agreed upon to be calendared are Agri-Industrial Fair on the part of Magayon and Street Presentation on the part of Ibalong Festival.

The other events eyed in the synchronized calendar of activities in the two festivals are Job Fair, Night Market, Night Market, Dog Show, Nightly Show, Sports Events (Marathon, Boxing and BMX), City/Provincial Tours, Photo and Art Exhibits, Dog and Garden Show. (PNA)

Indeed our runway, at 2,280 meters is longer than Iloilo's and Bacolod's. Of course, on the 16th the new airport in Sta. Barbara will be inaugurated (2,500 meters runway, 188 hectares). Soon Bacolod's will be transferred to Silay.

3:00 check in hotel/lodge
4:00 Padang, Sto Domigo (disaster tourism)
5:30 Lignon Hill till dusk (take note, this will be one heck of a hike, what time do they allow cars?)
8:00 dinner (small talk cafe) pinangat Pizza or spag.. will set you back about P400
9:00 coffee or eb with forumers

morning/afternoon next day
6:00 Donsol
8:00 Arrive Donsol in time for Whale shark Interaction (not sure of rates, but basically you'll want to look for companions to rent the boat, oh bring underwater cam, if you have to..beg, steal or borrow one hehe) budget, ummm last time I was there spent about P1300, there were 4 of us in the boat, that includes the tip for the BIO (Butanding Interaction Officer) Alone..I'm not sure...maybe other forumers can help.
10:00 Return to Legazpi (you can side trip to hoyop hoyopan cave, but I dont know it's condition after reming)
12:00 Lunch at Cres Restaurant/Waway's Restaurant
1:00 If you have the energy travel to Pili for CWC

wow.. thanks so much yves. actually i plan to make my day 1 as super light as possible..

this is because, i will be reporting for work on sunday night until 10AM of monday morning diretso na check in sa airport. so wala talaga ako tulog. nakaw idlip lng ako sa plane.

i just plan to do a city tour of legazpi on day 1, pero kung kaya ko pa at di pa ako antok (sana!) i could add extra more activities.

i saw the website of CWC and its very tempting to go there. eheh

and i cant stay long in legazpi kasi ang byahe ko dyan ay dayoff lang. on wednesday afternoon, ill be leaving legazpi, pero wed din ng gabi, duty na ako. :)

Meet with Eric was great! We were also finally able to meet Yves, Mond and of course, Monsi.

Day 1

1. Walking tour of Legazpi Centro (Pacific Mall, Battle of Legazpi Pylon, Legazpi Wharf, Future Embarcadero site)
2. Hike up Ligñon hill to enjoy the magnificent view of Legazpi at night.
3. A quick jaunt beneath the street lights of Quezon Avenue.

Day 2:

1. Trip to Naga
2. Meet with Yves at Pacific Mall
3. Yves and Eric had a quick tour of Legazpi aboard Yves' car. I think they went up to Imperial Ridgeview.
4. Dinner at Small Talk Cafe, Old Albay District
5. Another Mini-walking tour to Peñaranda Park

Day 3: As of this moment, Mond and Eric are exploring Daraga and Cagsawa. Then Eric will proceed to Tabaco or Tiwi :okay:

Meet with Eric, Yves, Dex, and Monsi was great! I enjoyed most of the time. Eric, Dex, and Yves are like older brothers of mine! It was fun to have them!

One word for each of them:

Eric - TALKATIVE. Really, he's so many things to share with. He's a good conversationalist and quite kalog sometimes. It was really funny when he got in bad terms with an ice cream vendor in Cagsaua Park over some petty reasons. Heheh, Eric, balik ka uli dito!

Yves - NICE. He is somewhat very nice and very generous. He drove us from Pacific Mall to Small Talk Cafe and then paid 300 php for us. He's so nice and quite surprising that he actually plays fencing from time to time. Grabe, nagulat kami kasi we never knew that fencing is existent in Legazpi...

Dex - HUMBLE. Dex is like that simple "katambayan" you've always wanted to be with. He's so comfortable to be with. As in! We can well relate to each other as if we've known each other for a long time...

Monsi - Monsi, Monsi, Monsi... Never have a chance to talk to him that much... I think we've spent only 30 mins. together at Lignon and at that time, he was conversing with Eric and Dex and I don't have any story to share at all! I just listened... But we conversed w/ each other thru text messages and I learned more about him. The problem is, I still don't have a word to describe Monsi. Maybe, we'll have more time next time!

To all the other Legazpi forumers, namely Guru, Mickey, Six, et al... Heheh, I wish we'd have some time to meet in the future!

jaz came back. thanks sa lahat. pag uwio ko bahay i just left my backpack took a cold shower para manawala ang antok. then go to work. 10PM pa duty ko pero im here at the office para maka tulog muna ako.

im jaz soooo tired today. so many emails to read, so many work-related blah blahs to read and sign :(

hay naku.,. that magnolia ice cream vendor. eheh di ko talaga palalampasin yun. i will report it to the provincial tourism office at sa daraga tourism office. ilan na kaya nabiktimna nun.

he's literally hostaging the CXagsawa ruins by putting his ice cream cart in front of the bell tower. tapos pag sinabihan mo sya, in a very nice way to move it kasi nga harang sa view pag kumuha ka ng pic, he wont move it until u buy hes uber expensive photos of mayun at 150pesos each. 3R Size.

That guy was somewhat desperate... heheh... sana makalimutan mo na yun... I just find it funny kasi sobrang desperate na yung guy na nakagawa siya nung bagay na hindi appropriate. Take things lightly, kuya Eric... Do some photoshop thingy, alisin mo yung lalaking yun para matuwa ka naman... On the other hand, look at the bright side naman... You were so downright lucky na walang clouds kanina around Mayon. In short, you have witnessed the naked beauty of the world's most nearly-symmetrical volcano. As for that guy, he's one guy only. Super, he's just a single guy. Don't let him ruin your memories. In fact, naaawa ako dun sa guy na yun. I think he's short of money that's why he's desperate na mapabili yung photos niya...

If that's possible, why not. We planned to go to Bikolandia last New Year's Day but it didn't pushed through. Ey, pinalabas kayo sa Pitong Paglalakbay ng GMA-7 last time along with us in Iloilo sa Paraw Regatta.

If only I have the money (Eric, manlibre da be palihog sang plete!:Dhehehehe!!!), then I really want to go back there. It has been 10 years since I last went there (passed by Albay on the way to Mindanao) and 15 years ago (I stayed at Tiwi for one week) and those big establishments were not yet there.

If that's possible, why not. We planned to go to Bikolandia last New Year's Day but it didn't pushed through. Ey, pinalabas kayo sa Pitong Paglalakbay ng GMA-7 last time along with us in Iloilo sa Paraw Regatta.

If only I have the money (Eric, manlibre da be palihog sang plete!:Dhehehehe!!!), then I really want to go back there. It has been 10 years since I last went there (passed by Albay on the way to Mindanao) and 15 years ago (I stayed at Tiwi for one week) and those big establishments were not yet there.

Yeah, 2/3 of April has gone now. Summer is the best time to visit Albay when the sky is clear and hopefully dumating ng late ang Agua de Mayo...

I think Eric being a tourist has a better right for the view to think that Cagsaua is a tourist spot and not a sanctuary for commercialization... But I hate to say this, Eric's reaction was somewhat hilarious. I forgot what he kept on saying that made me laugh it out.

DONSOL, Sorsogon—A Singaporean group has expressed interest in investing in Legaspi City for the reopening and expansion of the Mayon International Hotel, amid the rise in visitor arrivals in Bicol region.

Maria Ong Ravanilla, the regional director of the Department of Tourism in Bicol, said the Singaporean investors informed her last week of their plan to reopen the Mayon International Hotel under a new brand name.

“They were planning to carry the Shangri-La brand in Bicol,” she said.

A staff member of the 90-room hotel in Barangay Taysan, Legaspi City said the facility has been closed since 2002, but confirmed that investors were planning to reopen it this year once renovation and expansion works are completed.

Tourism Secretary Joseph Ace Durano said Bicol is now rising as a major tourism destination, pending the completion of the Bicol International Airport in Daraga, Albay.

“The procurement of land for the airport has been completed, and the feasibility study is ongoing. We hope to finish the project by 2010,” said Durano, who is also in charge of overseeing the various ports, airports and other infrastructure projects in Central Philippines, which includes Bicol region, Visayas, Palawan and some parts of northern Mindanao.

Visitor arrivals in the six provinces of Bicol grew 27 percent to 635,000 in 2006 from 501,000 in 2005, owing largely to the popularity of new destinations such as the whale shark (butanding) interaction in Donsol, Sorsogon and the Camsur water sports complex in Camarines Sur province.

Ravanilla said Europeans particularly Germans were attracted to different spots in Bicol, which is becoming one of the top eco-tourism destinations in the country.

She said Legaspi City benefited from the increase in the number of visitors trooping to Donsol, Sorsogon where there are not enough accommodation facilities.

Last year, Donsol lured more than 11,000 tourists, of whom 65 percent were foreign guests looking for a unique travel experience. Apart from whale shark interaction, Donsol offers a cruise of the Ogod River where thousands of fireflies define the shape of mangrove trees at night.

Camsur, which opened only in April 2006, is the country’s fastest rising destination for water activities. “It offers the best cable ski site in Asia,” Ravanilla said.

Durano said he expected Bicolanos to benefit from the growing tourism industry. “This region is ready for international tourism,” he said.

Yeah, i wanted to go to BU earlier to take some photos of the new infrastructure there. But, I went to Tabaco City instead; I accompanied our balikbayan aunt with her American partner. I didn't have the chance to take some photos though 'cause we didn't get out of the car, just took a sightseeing roadtrip, hehe.

Still, It's great to see the developments in Tabaco City, there's a lot of new buildings and establishments. It shows that development here in Albay isn't confined only in Legazpi City but in other towns and cities as well. :okay:

We may be welcoming a new airline flying to Legazpi soon. Hong Kong Airlines' managing director Li Quiang "noted that Hong Kong Airlines will be the first international airline to launch multi-point destinations in the Philippines as part of its expansion program.

He bared that soon, the airline will initiate flights between Hong Kong and Kalibo, and Hong kong and other key cities such as Legaspi, Bohol, Davao, Palawan, Cebu and Manila."

Here's a long story. I don't know if it's reliable basta I got it from our prof:

While we were consulting our prof regarding our feasibility study, a liberica coffee farm supposed to be located in Mauraro, Guinobatan, Albay, he reacted quite violently stating the fact that it's not viable. That farm of ours will be converted into a commercial area in the near future. Why? Here it goes...

An international airport will be constructed in middle Daraga. Just few kilometers from it, in Panoypoy, Camalig, a train station will also be constructed and will be funded by a Swiss agency. TRAVEL TIME WILL BE LESSENED TO ONLY 4 HOURS. I don't know if it's going to be a maglev train or something basta travel time will only be 4 hours from Camalig to Manila. With the presence train station and the int'l airport, he said that Southern Camalig and Middle Daraga areas will be converted into highly-commercialized areas. Now, the barrio of Mauraro is just a couple of kilometers from Camalig and a 4-way-lane, I think it will be SLEX, will pass through it. Some portions of Guinobatan will be commercialized too...

With these prospects plus the fact that Guinobatan is a 1st-class town, Camalig is a 2nd-class town, and Daraga is another 1st-class town, it is not far from impossible that these towns will also be converted into cities in the near future.

Of course, these are only prospects but I'm really hoping na matuloy ito...

afaik, plans that are already in the pipeline are the new airport in Daraga and the rehabilitation of the Southrail. Of course, when these projects are realized, they will open up new avenues for progress in these areas.

Still, it's encouraging to note that even without these infrastructure, the towns of Daraga and Guinobatan (together with Polangui) have achieved first-class municipality status.

Maybe it has something to do with the reclassification. Remember Naga and Legazpi were reclassified from 1st class to 2nd class (well, according to the NSCB)

Three - Polangui and Guinobatan, both in the third district; and Daraga in the second district. Former 1st class municipalities Tabaco and Ligao became cities in 2001.

This is due to the fact na kumokonti na ang revenue derived from the powerplant... That's what I heard a few years ago... Pero anyways, andami pa ring 1st-class towns ang Albay. There are 3 1st-class towns out of 15 which is 20%. Pretty impressive!

^tall, decorative fences now enclose the area, separating the wharf from the "Badjao-like" settlements in Victory Village; the road leading to the wharf and the Embarcadero site is also being widened.

Daraga is indeed ready to become a city. but I think it will take some years for the other 1st class municipalities to apply for cityhood. As far as I know, the requirements for cityhood is now tighter than before which delayed the cityhood of the 12(?) towns around the philippines. One of the requirements I know is having at least a population of 150 000. If we base it from the 2000 census Legazpi will be the only one to qualify in this requirement, but its already 2007 and the population of Daraga might have risen near to this requirement. Another is the area and the income in which I forgot the cut-off:lol:

Bacolod City (16 April) -- The 118-strong league of Cities of the Philippines, led by Iloilo City Mayor Jerry P. Treñas and Calbayog City Mayor Mel Senen S. Sarmiento, LCP President and Secretary General, respectively filed a petition before the Supreme Court to stop the Commission on Elections (Comelec) from conducting plebiscites in six municipalities pursuant to Republic Act Nos. 9389, 9391, 9392 and 9398 (Cityhood Laws).

The plebiscites seek to convert the municipalities of Baybay (Leyte), Bogo (Cebu) Catbalogan (Samar), Tandag (Agusan del Sur), Borongan (Eastern Samar) and Tayabas (Quezon) into cities without complying with the minimum requirement of P100M in locally generated income, contrary to the requirements of the Local Government Code as amended by Republic Act No. 9009.

Republic Act 9009 requires that a town should have a locally generated income of at least P100M annually before it could be classified into a city. It should also either have a land area of at least 100 square kilometers or a population of 150,000.

According to the League, the Cityhood should be declared null and void for violating the constitution. LCP argued that the Cityhood Laws’ exemption from the income requirement violates the constitutional provision mandating that conversion from municipalities to cities must comply the requirements of the Local Government Code.

Likewise, the League stated that the grant of undue special treatment to the six municipalities violates the Constitution’s equal protection clause providing that all persons shall be equally in law.

The COMELEC together with the municipalities of Baybay, Bogo, Catbalogan, Tandag, Borongan and Tayabas were named respondents to the petition.

Treñas said the towns failed to meet the requirements provided for under the Local Government Code which under the law does not qualify them for conversion into cities.

The six are among the 16 towns which sought exemption from the requirements of RA 9009. The Congress has so far approved the cityhood laws of 15 towns despite strong opposition from the LCP.

Sarmiento said the conversion of these “unqualified” towns into cities will set a “bad precedent” and shall invite a deluge of applications practically from all towns which have the same status, which can now all become cities even without complying with the law.

He said that LCP will be filing similar suits against the other towns as their cityhood bills become law.

The cityhood bills lapsed into law after the president failed to sign them 30 days after they were submitted to Malacañang. Despite failing to meet the requirements of RA 9009, these were still pass by Congress. (CMO-PIO/PIA) [top]
