Here is why and please correct me if I am wrong: When we study accounting, it is taught in English, when we study all sorts of engineering, it is taught in English, when we study nursing, it is taught in English, when we study medicine, it is taught in English, when we study law, it is taught in English, when we study liberal arts, it is taught in English, when we study management (graduate (MBA) or undergraduate), it is taught in English, when we study communications, it is taught in English, when we take vocational schooling, it is taught in English. When we need to be certified, the examination is in English. When I visit the Philippines and talk to my professional relatives and friends with American accent, I get this reaction: “Yabang.” “Magbicol ka sana.” “Aram mo pa magdaragueno.” What happened to our knowledge of English? We simply do not practice it. We did not walk the talk. We forgot the “why” we should speak it. Japan spends millions in teaching employees involved in trading with English speaking nations how to speak English. China teaches their five year olds how to speak flawless English to prepare them in dealing with English speaking trading partners. Nevertheless, we found our “why.” Companies looking for BPOs prefer Philippines over India because we have a better accent and good command of English (yes, thanks to that schooling). We should continue to improve the way we communicate in English. Here are some suggestions. I know some of you will balk at these recommendations: We need to practice, practice and practice how to speak English. Read English novels. I challenge University presidents to make English the language in their campuses. We need to practice, practice and practice how to write in English. Write your posts in Skyscrapercity in English. To improve your accent do not pronounce the vowels (a,e,i,o,u) the way your parents or grandparents were taught in “katon.” I am not saying we should give up Albayano, Bicolano regionalism and Filipino patriotism. Just want us to be a better OFWs, BPOs and outdo India in this industry. Calleja LEGAZPI CITY, Dec. 19 – This city and two others in Bicol have been labeled in the government’s campaign to achieve robust and long-term growth needed for countryside development and poverty reduction as the region’s most business-friendly local government units (LGUs). The campaign is aimed at addressing the general perception that corruption, attributed to red tape, lack of political will on the part of local chief executives to carry out reforms and lack of vigilance on the part of the private sector to demand bureaucratic reformations is prevalent at the local level. Apart from this city, the two others cited were Naga City and Masbate City. City Mayors Geraldine Rosal, John Bongat and Socrates Tuason, respectively, received the plaques of recognition handed down by Department of Interior and Local Government (DILG) Secretary Jesse Robredo in simple ceremonies held here over the weekend. The formation of business-friendly LGUs is being spearheaded by the DILG under its stepped up implementation of Project CURE (Comprehensive Response to Eliminate Red Tape) in the local level to improve the efficiency and effectiveness of LGUs in the delivery of basic goods and services through policy audit and compliance tracking of local anti-red tape initiatives. Among the anti-red tape initiatives being looked into in determining business-friendly LGUs are their compliance with the formulation of citizen charters and establishment of their public assistance or complaint desks, one stop shops or walk-in services and courtesy lanes for pregnant women, senior citizens and persons with disabilities. In support o the campaign, the Department of Trade and Industry (DTI) has entered into a memorandum circular with the DILG for the nationwide streamlining of business permits and licensing system reform project to speed up the issuance of these requirements by city and municipal governments in order to encourage more investors in their localities. The cities of Legazpi, Naga and Masbate are so far the only three LGUs in Bicol that have completed their streamlining operations, paving the way for these areas to become “havens of investment”, Robredo said during the awarding ceremonies. These areas all boast of influxes of new businesses established over the past few years and those are proofs that indeed their LGUs have been able to make putting up investments in their respective localities easier and favorable on the part of the investors, the public and the LGUs that are now earning substantial revenues, the DILG chief said. On the part of this city, Rosal said her place is now fully saturated by dozens of top class hotels, posh malls, giant bargain centers, convenient stores, recreational accommodations, transport terminals and famous restaurants including internationally known food chains. “We have among others the billion-peso Embarcadero de Legazpi, a world-class tourist-oriented commercial hub sitting on a vast seafront property at the heart of the city; the Pacific Mall which is a multi-million-peso investment of the business giant, Gaisano Corp. and the Central Transport Terminal, a P300-million Public-Private Partnership (PPP) undertaking,” Rosal said. Apart from these, more and more new investments in information technology and business process outsourcing (BPO) firms are coming in and taking in thousands of local workers, Rosal added. Calleja LEGAZPI CITY, Dec. 19 -– The Department of Science and Technology (DOST) is coming up with measures that would address the infestation of Fusarium oxysporum f. Sp. Cubense or Panama disease that is threatening the country’s banana industry. The presence of the dreaded plant disease in some banana plantations in the Davao Region had already been confirmed and “we acknowledge the urgency of the issue moves to come up with immediate and long-term science and technology (S&T)-based solutions for the management of the disease”, DOST Secretary Mario Montejo said in a statement received here Monday. Commonly known as the Fusarium wilt (Fw) or banana wilt, the disease could infest both lowland and upland banana plantations and destroy the Cavendish banana industry in Mindanao, he said. It is considered as one of the most destructive plant diseases since it was first discovered in Panama. It is a soil-borne fungus that attacks banana plant's vascular system and obstructs the uptake of water and soil nutrients resulting to wilting and death of the pants. Specifically, Montejo said the DOST is pushing for the “S&T Intervention in Managing the Fusarium Wilt in Davao”, a program slated to come up with disease management measures and develop a resistant variety. The DOST’s Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD) will fund and coordinate the conduct of this program. In the same statement, PCAARRD Executive Director Patricio Faylon said PCAARRD's role in using S&T to enhance the needed interventions and in sharing the fund burden for the conduct of research and development (R&D) and other activities towards the development of disease management strategies. First among the proposed projects is the use of biological control agents against Fusarium oxysporumf. sp. cubense, the fungus causing the disease. Among the biocontrol agents to be evaluated are Trichoderma sp., vesicular arbuscular mycorrhiza (VAM) and plant growth promoting rhizobacteria (PGPR), Montejo said. In line with this activity, The DOST chief said the physico-chemical characteristics of soils will be studied to determine why some soils seem to suppress the disease. The project will also work on developing varieties that are resistant, locally-adapted and approximate the fruit quality of the prevailing Cavendish varieties. The Secretary hoped to enlist the assistance of the Taiwanese government in obtaining germplasm for this purpose. For its part, the Department of Agriculture (DA) has organized Task Force Fusarium to push local quarantine ordinances and promote the disease management protocol and currently, Montejo said several towns have adopted policies to restrict the movement of planting material in infected areas. Together with the Pilipino Banana Growers and Exporters Association (PBGEA), the DA is promoting the disease management protocol through development and distribution of information materials, and through protocol briefings. Stakeholders have also agreed to develop a unified action plan to incorporate all the individual actions and to fine tune the proposal developed by the Mindanao Agriculture and Resources R&D Consortium (SMARRDEC). Suspicions on the presence of Fw in the Philippines became rife in 2002 when some banana plants exhibited yellowing of leaves and deterioration of healthy tissues, with their color turning brown. Before 2002, Philippine bananas were largely resistant to the disease. While other countries were reeling from the effects of Fw infestation, the country was expanding the banana industry and eventually became the world’s second largest banana exporter. The first Fw outbreak in the country was recorded in an upland Cavendish farm in Mindanao in that year, followed by infestations in traditional lowland commercial Cavendish farms from 2004 to 2006. Abad said Monday. “We are ensuring the quick release of these funds so that victims will receive swift and proper assistance,” Abad said in a statement. He said that with the fund, the government “is generously equipped” to mobilize and support disaster relief efforts in Cagayan de Oro and Iligan as well as other affected areas. The budget secretary said that separate quick-response funds (QRF) were “adequately supporting” the Department of Social Welfare and Development (DSWD), Department of Public Works and Highways, Department of National Defense and Department of Education in their efforts to provide direct and immediate support to storm-stricken areas. “We also have the local government support fund shares of all affected local government units, for whom President Aquino will (on Tuesday) provide special allotment release orders and notices of allocation,” Abad said. He said that if additional disaster-response funds were required, the national government had sufficient reserves to augment the calamity fund and QRFs. Salary deduction In the House of Representatives, Speaker Feliciano Belmonte Jr. required each of the 285 members of the chamber to donate at least P20,000 of their salaries to victims of the storm. In a press briefing, Belmonte said House Resolution No. 2017 was already being circulated to House members for signatures to allow the donation. Belmonte and An Waray Representative Bem Noel said they were donating P100,000 each. Alagad Representative Rodante Marcoleta said he was donating his one month salary on top of the 25 sacks of rice he had given to victims in Cagayan de Oro, which he coursed through Abante Mindanao Representative Maximo Rodriguez. The Ako Bicol (AKB) party-list group said it would donate P250,000 to the victims in Cagayan de Oro. “The situation needs an immediate national response. We have decided to give our all-out efforts, not just as an institution but as individuals,” Belmonte said. He said he would present the resolution in plenary when the session resumes in January. “I am sure it will be unanimously endorsed by the entire membership. But we will now advance the amount to be given today (Monday) or tomorrow (Tuesday),” he added. P1M from pork Belmonte also urged congressmen to give P1 million each from their respective Priority Development Assistance Funds, also known as pork barrel, to be used in the rehabilitation of public infrastructure in the devastated areas. “I am confident our colleagues will support this move,” Belmonte said. Belmonte said the House would also give P1 million to the DSWD and half a million pesos each to the major television networks for their respective donation drives to aid victims of the calamity. Cebu City donation The Cebu City government will provide up to P5 million in financial assistance. Cebu City Mayor Michael Rama said he would ask the Cebu City council to allocate between P3 million and P5 million, which would be shared by Cagayan de Oro, Iligan and other areas affected by Sendong. Rama said the Cebu City budget office had certified the availability of P11 million in unused calamity funds. Mobile morgue He said the city would be sending its mobile morgue to Cagayan de Oro and Iligan to help identify and tag bodies fished out from the waters of neighboring provinces. In Legazpi City, Governor Joey Salceda said Albay province donated P1 million to Cagayan de Oro and Iligan on Monday. He said the cash assistance was drawn from the province’s calamity fund. Each city will get P500,000. Albay’s gratitude Salceda, in a text message, said “more than the amount which is modest, the Albay Sendong Aid Mission brings with it the spirit of solidarity and sense of kinship between our peoples,” a form of support which he said was “so critical to help them overcome this distressing period.” He said the aid was also an expression of Albay’s gratitude to the local government units and the national government for the assistance they gave to Albay when it was hit by past disasters. A team from the provincial legislative board and the provincial disaster risk reduction and management council is scheduled to leave for the two cities today to consult with local officials and communities on how Albay could further help assistance efforts. Relief goods Relief goods worth more than P17 million have been transported to Northern Mindanao to assist families in the devastated areas of Cagayan de Oro and Iligan, according to the DSWD. The DSWD is still welcoming donations. Clothes, mats, blankets and bottled water are among the preferred items. Volunteers are also needed in the department’s Cagayan de Oro office on Fr. Masterson Avenue, Upper Carmen, Cagayan de Oro City, for the repacking of relief goods. A total of P12.724 million worth of relief goods from the UN World Food Program, Maynilad and the Philippine Red Cross were brought to the DSWD office on Sunday. Another P4.35 million worth of relief assistance from the DSWD was also brought to its Northern Mindanao office as standby relief sources. Earlier, the DSWD said it had prepositioned P10.7 million in standby funds and P57.69 million worth of relief supplies for Sendong victims. Help is also coming from the Department of Transportation and Communications. In a statement, Transportation Secretary Manuel Roxas II said he ordered the release of P1 million for the victims of the typhoon. Of course, we all want to see that airport finished next year. But I just don't want to give myself false hope that that airport will be finished the way you guys expect it to be. Sometimes you just have to be practical based on actual experience. I don't have a problem either with the Gov. He is doing an excellent job. But the airport is not under his control, it's under a national budget. Arithmetically, there is no way at this point that BIA will be finished in 2014. Not with the way it is moving at the moment. That is why I agreed with Cong Bicharra's proposition that the old airport should at least be improved in the meantime. Calleja PIA (http://www.pia.gov.ph/?m=7&r=r05&id=69451) LEGAZPI CITY, Dec 23 (PIA) –- The Philippines spends over $ 200 million yearly for food wheat flour importation, an amount that could be saved had it has been established earlier that arrowroots locally called “uraro” is a good substitute. It is not too late however as the Bureau of Agricultural Research (BAR) of the Department of Agriculture (DA) had already developed technologies for the commercial production of the crop and its processing into flour for bread, pastry, and other flour-based products, according to DA regional executive director for Bicol Jose Dayao. In a statement, Dayao said the production technology is now being applied to pilot farms established by the DA-BAR and the Southern Tagalog Integrated Agricultural Research Center (STIARC) in Catanauan, Quezon for its arrowroot production enhancement program. The technology interventions in the program include land preparation as farmers began plowing and harrowing their soil unlike in previous planting where no land preparation was practiced; use of new planting stock each season unlike the use of the same old stock prior to the program; and cutting of top leaves and excess roots of the planting materials before planting, Dayao said. STIARC assistant manager for technical programs Rosemarie Olfato said in a separate statement that the program raised farmers’ “sense of ownership” in the project which enable able them to realize that agriculture can be a lucrative business. The use of organic fertilizer was one of the major interventions of government in raising arrowroot production in the project, she said. “We adopted the concept of participatory action research method derived from Social Psychology and Group Dynamics model developed by psychologist Kurt Lewin in formulating the uraro production program. It is aimed at improving performance quality of a community in an area of concern, agricultural productivity in this case," Alfato explained. Farmers were also taught planting of three suckers per hill at 30 centimeter (cm) by 50 cm distance compared to the disorderly ”bugsok-tanim” done previously. They were also told to do weeding two-three times yearly. In results, Alfato said yield increased over three times from 4.04 metric tons (MT) per hectare in 2010 to 12.7 MT in 2011. Growth was also impressive from 9.59 MT per hectare in 2010 to 20.8 MT. From planting to starch generation, gross income increased from P45,000 to P227,272 in 2011. Non-government stakeholders on the other hand are helping Calauan farmers in providing for drying and food grade processing facilities while the Food and Agriculture Organization (FAO) had committed to provide the farmers involved in the project an equipment to be used in the mechanized recovery of starch from uraro tubers, according to Alfato . The STIARC is also eying on the acquisition of a hammer mill for the uraro flour processing while the Quezon Provincial Agricultural Office will grant a cabinet type drying facility, she said. While end-product from uraro at present is mainly cookies, Olfato said that with a product development program, STIARC can expand products to include baby food and starch-based food for adolescents with digestion problems. “Our product is favored by our customers because of its color, purity, and consistency,” she added. Dayao said uraro thrives anywhere in the country for as long as there’s enough moisture and “we are replicating the project in Bicol where a vast area of land could be used for a larger scale production of the crop and farmers need more government interventions toward better agricultural productivity. According to BAR director Nicomedes Eleazar, “addressing the felt needs of farmers should be paramount to all development efforts as it encourages sustained people’s participation in government’s programs”. The Philippines has long been in a search for food and wheat-based flour substitutes that may help reduce the country’s dependence on food wheat importation. Among these potential alternates are corn flour used in pan de sal, pigeonpea flour used in noodles and pasta, squash flour used in Food and Nutrition Research Institute’s “yellow pan de sal,” Eleazar said A US Wheat Associates data indicated that the Philippines imported 2.28 million MT of wheat in 2010. ABADILLA December 27, 2011, 8:00am MANILA, Philippines — The Philippines’ largest national flag carrier, Cebu Pacific (CEB), is mounting additional flights on February 8, 2012 to and from Cebu after the arrival of its brand-new Airbus A320 aircraft from Toulouse, France. The airline flew 2.56 million passengers in and out of its Cebu hub from January to November 2011. CEB flies the most number of passengers, and operates the most number of flights, routes and destinations from Cebu. CEB flew close to 11 million passengers from January to November 2011, a growth of 14% as compared to the same period last year. It also succeeded in flying 1 million passengers each for the months of April, May, October and November, a first for any Philippine carrier. The province was also chosen as one of the country’s Ten Outstanding Local Governance Programs. Eddie Dorotan, Galing Pook Awards executive director, in a letter to Albay Gov. Joey Salceda, said the National Selection Committee cited Albay’s Health Strategy Towards Early Attainment of the MDG. The Galing Pook Award will be officially conferred to Albay by January next year. Albay has repeatedly won awards over the years, both national and international in the field of climate change adaptation and disaster risks reduction, education and health, and MDG-related programs. Albay’s health programs have been comparably ingenious if not exceptional. building a health system that is sustainable through multi-sectoral contributions, revenue shares, and a domestic-universal health insurance scheme with a holistic aim of “health for all”. Salceda said this strategy has helped his province attain the MDGs for health – infant mortality, child mortality and maternal mortality – in 2008, well ahead of the global target of 2015. With the help of the Department of Health, Albay initiated the merger of the Bicol Regional Teaching and Training Hospital (BRTTH) in Legazpi City, the Ziga District Memorial Hospital in Tabaco City and the Josefina Belmonte Memorial Hospital in Ligao City. The agency said not a single district engineer and assistant district engineer in the region’s 16 districts passed the test. A source who requested anonymity said of the more than 60 engineers who took the Oct. 1 promotional test, only 17 passed it. The test was held at the New Era University in Quezon City for Luzon-based engineers, Tacloban City for Visayas-based engineers, and Davao City for Mindanao-based engineers. The source, however, said he has no idea as to the passing percentage for all the examinees. The DPWH-CSC promotional test was first introduced during the stewardship of Secretary Gregorio Vigilar in 1997. It was a difficult test compared to the recently held test which had only 200 questions and multiple-choice answers that deals on management decision-making and technical aspect. DPWH regional maintenance engineer Antonio Saguinsin who also took the test confirmed that only seven engineers from Bicol had passed the test, saying Fermin Peteza who was the overall topnotcher in the 1997 promotional test was among the seven passers. Peteza is the current chief of the region’s Quality Assurance Unit holding a rank of Engineer V. Only those with the rank of Engineer III upward were qualified to take the test. The test is the basis for promotion to a higher rank similar to the criteria of the promotional test in 1997. But retired district engineer Manuel Saret who was among the passers during the 1997 test said that many DPWH engineers in Bicol who flunked the 1997 test were promoted for unknown reasons. A source from the Civil Service Commission said the 1997 test flunkers should have never been promoted. Saret said among the flunkers who was an engineer III at that time was promoted to district engineer in 2000 and is now among the division chiefs at the regional office holding an item of Engineer V. Those who passed the recently held promotional test were Fermin Peteza, Benjamin Buitre, Eleanor Areola, Rebecca Roces, Marilou Sariba all from the regional office; Nilda Doloiras from Sorsogon Distrrict Engineering; and one from Camarines Sur District Engineering whose name has not been provided. The digital tilt meter is an instrument owned and used by Phivolcs to measure slight changes in the inclination of the earth's surface, especially volcanic and seismic activities of the Mayon volcano. With the loss of the instrument, Baloloy said, the observatory center can not and will not be able to detect activities of Mayon in that specific site, furthermore, it will hamper the issuance of more precise reports and advisories that may help save the lives of residents nearby. In the wake of the incident, observers urged barangay officials, including residents, with similar monitoring instrument in their area to be also more vigilant and protect the instrument for their own good. Phivolcs in Mayon Volcano Observatory Center meanwhile remains optimistic that the instrument would be returned. Phivolcs, on the other hand, has already requested headquarters for funding of the replacement of the instrument, according to Baloloy. Escudero said while the government coped and did what it could to address the impact of Climate Change, it needed to reorganize the composition of the CCC and be a 24/7 fully functioning commission. He said that Congress had made a mistake when it passed the bill creating the commission and putting the President as its chairman. The President has so many work to attend to, and placing him to chair various commission under him would not be manageable and efficient. Escudero said: “When the President heads a commission, meetings are always dependent on his availability, and therefore vital issues and concerns could not be immediately resolved.” The Bicol solon at a press conference here said the impact of Climate Change was indeed felt in the communities, citing that Mindanao has always been free from typhoons but because of climate change, the path of typhoons now passes this area.
