Republic Act 9009 requires that a town should have a locally generated income of at least P100M annually before it could be classified into a city. It should also either have a land area of at least 100 square kilometers or a population of 150,000.

Now, I wonder if Daraga's area is beyond 100 square kilometers??? As far as I know, Albay's area is more than 2,000 square kilometers and there are 18 towns and cities. 2,000 divided by 18 is more than 100 square kilometers. Let's put Daraga's area at 125 square kilometers. This is only a ROUGH ESTIMATE...
I'm making these calculations because for sure Daraga has not yet reached 150,000 in population BUT as indicated by Sind24, a town must EITHER have 100 square kilometers OR 150,000 residents...

Land area of Daraga is equal to 11,860 hectares which is equivalent to 118,600,000 square meters. I went to a website and converted this into square kilometers. I was surprised that it is equivalent to 118.6 square kilometers, quite close to my estimate of 125 square kilometers... Heheh... :D

The City of Legazpi is the business hub not only of the Province of Albay but also of the whole Bicol Region. It is regarded as the heart of Mayon and a friendly venue of conventions. It is likewise, the Administrative Center for Bicol Region. It has a total land area of 20,420.40 hectares or 204.204 square kilometers, representing about 8 percent of the total land area of the Province of Albay. It is composed 70 barangays, 41 of which are urban and 29 rural. Legazpi also serves as the gateway to Bicol through its trunkline airport. the proposed new Bicol International Airport in nearby Daraga town bolsters this important role
The City of Legazpi is situated on the eastern portion of Albay Province approximately 534 kms. south of Metro Manila and centrally located in the Bicol Region. It lies approximately 123 44' longitude (east) and 130 08’ latitude (north).On the north, it is bounded by the Municipality of Sto. Domingo, on the west by the Municipality of Daraga, on the south by the Municipalities of Manito, Albay, Pilar and Castilla, Sorsogon, and on the east by the Albay Gulf and Poliqui Bay.
Measured from north to south, at the outermost tip, Legazpi City spans approximately 29 kilometers; and from east to west, the smallest width is about 3 kilometers (urban area), while the widest area spans about 15 kilometers (southeast area).

The Province of Albay
Population. Based on the May 2000 census, Albay has a total population of 1,090,907, which makes it the 22nd most populous province in the country. There are 208,640 households in the province with an average size of 5.22 persons, significantly higher than the national average of 4.99.
Languages. Bikol is the primary language spoken in Albay, being a part of the Bicol Region. There are other dialects spoken in the province, however, such as Bicolano Viejo, Daragueño, Legazpeño or Albayanon, Oasnon and others. The dialects spoken in the coastal areas of the province are similar to that spoken in Camarines Sur while those further inland are similar to each other but differs significantly from the coastal dialect. Majority of the inhabitants also understand Tagalog and English.
Economy
Traditional industries. Agriculture is the main industry in Albay, which produces such crops as coconut, rice, sugar, and abacá. Handicrafts is the major source of rural income. It continuous to provide fairly large share in the small-scale industries of the province. Forestry and papermaking are another source of livelihood. The manufacture of abacá products such as Manila hemp, hats, bags, mats, and slippers is one of the main sources of income in the rural areas. Fishing is also done along both shores of the province. Tourism, primarily because of Mayon Volcano, also draws income for Albay.
Heavy manufacturing industries. Of the total 6,369 manufacturing establishments of varied sizes in the Bicol Region, 48.6% are located in Albay. Bicol's largest industrial sites are in Albay: Tiwi and Manito boast geothermal energy plants, Camalig has the Goodfound Cement Factory, Daraga has its Isarog Pulp and Paper Company, Legazpi City has Bicol Hair, and Legaspi Oil Company and two other large coconut oil milling plants, making Albay top foreign currency earner this part of Luzon.
Transportation. Albay is also the region's principal transshipment point with its ports: Tabaco International, Legazpi National, Pio Duran Provincial, and the Pantao Regional Port (under construction in 2003). Legazpi City also has its own domestic airport which hopes to serve international flights in the near future. Legazpi Airport serves as Bicol's gateway to Manila and the Visayas.

Origin of Name
Historically, the place was named Legazpi, to perpetuate to the memory of Adelantado Don Miguel Lopez de Legazpi. This was the agreement made between the original inhabitants of the place and the Spaniards during the former’s quest for autonomy. It took them 21 years, in which they sought the help and support of the Spaniards, then living in the town. As a sign of gratitude, the people readily accepted the name, which was also then proposed by the Spaniards upon fulfillment of their efforts.
Foundation
On September 22, 1856, through a Royal Decree, the name Legazpi was officially adopted to include the visitas of Lamba, Rawis and Bigaa, and declaring it an independent town. It was formally inaugurated on October 23, 1856.
It began as a barangay called Sawangan (now Legazpi Port) whose inhabitants were mostly fishermen and farmers. In 1587, Franciscan friars of the Doctrina of Cagsawa began to convert the settlement to Christianity and in 1616 they transformed it into a separate town and parish called Albay. Its first parish priest built a small chapel and established the “Mission de San Gregorio Magno de Sawangan.”

The progress of two centuries was razed to the ground in the eruption of Mayon Volcano on February 1, 1814. The people was evacuated to Makalaya (now Taysan) and on the decree of the Gobierno Superior on October 1, 1829, prohibiting the founding of another town they finally settled in Taytay (Bagumbayan). In 1818, Sawangan, then already known as the town of Albay, was separated from Cagsawa and was made the capital of Partido de Ibalon (the old name of Albay Province).
Some of the people, however, remained in the old town and began anew as a barrio. In lieu of their former patron saint, St. Gregory the Great, which had also been transferred to Albay, they adopted St. Raphael, the Archangel and transformed the ermita into a church. They finally regained their old status but never changed the name of the place as Albay Viejo or Banwang Daan. Even after their autonomy in 1856, they called it “Binanuahan”, meaning the former sit of a town.

Legal Bases of Existence
Now autonomous, and with a fast paced progress and prosperity, Legazpi was declared a Royal Cedula in May 18, 1872, open to world trade. Legazpi first became a city under the Becerra Law of 1892, which constituted the municipalities of Legazpi, Albay Nuevo and Daraga, into the Ayutamiento de Albay. With the American occupation in 1900, the city was dissolved. Upon restoration of peace, the three towns were re-established and in 1908 became the Municipality of Albay, the provincial capital. In 1922, the town of Daraga was separated from the capital, realizing the merger was doing more harm than good to their interests. Legazpi became a city for the second time on July 18, 1948 when Daraga and Legazpi were combined again to constitute its territory, under Republic Act No. 306. With the re-creation of the two municipalities, the city was dissolved in June 8, 1954. Finally, on June 12, 1959, Legazpi became a city once more under Republic Act No. 2234. This was later amended by Republic Act No. 5525.

On February 27, 1973, the City of Legazpi was declared under Presidential Decree No. 125, to comprise its present territorial jurisdiction and the adjacent Municipality of Daraga. With the onset of the Integrated Reorganization Plan however, the decree was permanently mothballed. This plan also made the city as the regional administrative center of the Bicol Region (Presidential Decree No. 1).

The commercial activities of the City of Legazpi are characterized by the presence of establishments engaged in various major economic activities. These include establishments in the primary industries such as agriculture, forestry and fishing, mining and quarrying; secondary activities in manufacturing; and in the tertiary industries such as banking and finance, real estate and related services
Presently the largest mall in Bicol, Pacific Mall Legazpi also serves as the centerpiece of Landco Business Park Legazpi. Recently, Pacific Mall has expanded its floor area to accommodate more tenants. Headquartered in nearby Tabaco City, and with its LCC Central Mall in Naga City, Liberty Commercial Center (LCC) Legazpi remains as Legazpi's original mall. Modernistic Bichara Silverscreen and Entertainment Center is a multi-story haven of shops, bistros, and cinemas.

The city hall and several provincial offices are located in what promises to be another progressive new downtown area known as Albay District (also Old Albay or simply Albay as this place was originally the capital town of Albay Province before it was merged with Legazpi) which has bistros that remain open till late at night although 24/7 shops are still scarce in the city. Legaspi has its share of popular fastfood restaurants such as three Jollibee stores: two in the Port District (LCC Metro and Pacific Mall), and one drive-thru in Albay District; a McDonald's store, two Chowking restaurants, and a Greenwich outlet.

Legazpi City is connected nationwide and the rest of the world through up-to-date communication facilities. It has two cable TV operators, DCTV (Digital Cable Television) and ESTV, and cellular and landline phone operators, Digitel/Sun Cellular, Globe Telecom, Smart/PLDT (Philippine Long Distance Telecommunication); and local MATELCO (Mayon Telephone Company), offering mobilephone, fax, data, and DSL Internet services.

A number of AM, FM, and TV stations including Manila Broadcasting Company's 99.5 LOVE RADIO, GMA (TV 12 and Campus Radio), ABC through its affiliate station TV 6 (ABC/PBN), and ABS-CBN TV 4 and M.O.R. FM broadcast local, national, and international news and shows. GMA TV 12 (10 kW), ABS-CBN TV 4 (10 kW), and MOR FM (5 kW) set up their transmission towers on top of Mt. Bariw, virtually expanding their broadcast reach not only provincewide, but into Camarines Sur, Catanduanes, Sorsogon, Masbate, and as far as Northern Samar.

Legazpi City has two air-conditioned arenas, including Albay Astrodome. These arenas served as venues of PBA games in the past.
US Auto Parts, one of the largest online retailers of automotive aftermarket parts and accessories in the U.S., has established its development arm, MBS Tek Corporation, in the city. MBS Tek provides back office support including software development, content development, Internet marketing, research and and customer care services. New York-based Innodata tapped the city's young population and put up a data conversion center that operates three shifts.

The city also boasts of a modern eye center, Legaspi Eye Center (LEC) which serves as regional referral center for ophthalmologic care in the Bicol region. The center has board certified ophthalmologists with subspecialty training in various fields. LEC is reportedly comparable to major eye centers in Metro Manila in terms of services, expertise, and equipment. Meanwhile, the Bicol Regional Training and Teaching Hospital in nearby Daraga is reportedly now capable of conducting open-heart surgery.
As a financial center, Legazpi City has more or less 40 bank branches that offer traditional bank products and services such as deposits, loans, and automated tellering machines (ATM).
Legaspi has hosted important events in the past such as Miss Asia-Pacific pageant in 2001. In 2002, it hosted an international convention of the Free Masons. In 2003, about 4,000 members of the Philippine Institute of Certified Public Accountants (PICPA) conducted their 57th annual national convention in the city.

Legazpi is the Gateway to a thousand and one delights - as the first line of the old tourism jingle of Legazpi in the '90s goes. The thousand delights being the various tourist destinations in the entire Bicol archipelago and that one delight being Mayon Volcano - still both a bane and a boon for Albay and Legazpi City.

Month of May, Albay
It relives the origin of Mayon Volcano. The festival features sports and cultural events and trade fairs. The focus of the event is the stage reenactment of the tragic love story of the legend of Daragang Magayon and Panganoron whose fatal deaths gave birth to the volcano. Legend has it that Magayon’s grave became Mayon while the clouds kissing her is Panganoron.
Pastores Bicol
The Pastores Bicol folk festival in Legazpi City offers carol-singing with a difference. Dressed as the shepherds who came to rejoice at the birth of Jesus in Bethlehem, young people (or pastores) dance through the city singing songs and dancing Christmas folk dances, accompanied by traditional musikeros.

Getting There:
Land: 10-12 hour bus ride from Manila
Air: 1 hour flight from Manila
Legazpi City is easily accessible by all modes of transportation: by land, by sea and by air. Legazpi Airport, with a runway of 2,280 meters, is the region's gateway and trunk line airport. Philippine Airlines and Cebu Pacific Airlines (CEB) flies daily to and from Manila. CEB utilizes its brand new Airbus 319, while PAL uses its Boeing 737. Air Philippines has three-flights in a week (Tue, Thu, and Sat), and soon will have daily flights from Manila to Legazpi and vice versa, starting on October 16, 2006. Legazpi City is also the southern terminus of the PNR South Rail, which is set to be redeveloped. It has a national seaport handling domestic and international cargo.

There are 80 schools providing the 3 levels of education needs of the city’s constituents and the neighboring towns in particular and the region in general. Of this number, 45 are public and 35 are privately owned. By location, 67% are urban-based while 33% are rural.
Primary
In SY 2005-2006, 23,357 public elementary pupils were spread out in 42 elementary public schools of the city; while 3,177pupils were accommodated in 14 private elementary schools.
Secondary
There are nineteen (19) secondary schools in the city, of which, four (4) are public and fourteen (14) are privately owned. All the private secondary schools are located in the urban area, while of the four (4) public secondary schools, two (2) are rural-based – one(1) located in the southern portion and the other one 1) located in the northern portion of the city - the other two (2) public schools are located in the city proper.
Tertiary
As of SY 2005-2006, Legazpi City has thirteen (13) schools of higher education. All of these are located in the urban area, with Bicol University the only public higher institution.

Yeah it is. If you remember the Rawis-Legazpi-Daraga A and B routes, they both pass by this place. Its adjacent to the Kalayaan Park (Imelda Park) where you can find that huge stone (?) sculpture of lovers intertwined in a tight embrace. hehe

It has been more than 10 yrs. since I left the homeland. I went there with 2 callings tucked to my belt --- as a doctor now practicing successfully in the Big Apple and as a lawyer who may never have the chance to practice lawyering in the states.
I visited our Albay home early this year, There is something in the states that hardens one’s survival instincts and one’s heart. But the sight I beheld in Albay/ Legaspi during my short stay, particularly in padang, and along Ligao-to-Tabaco hiway, was to my mind unforgettable in its horror. It has been a long, long time since I last cried.
I think the title to this thread is really very positive. I wish we can regain our foothold after the great devastation of typhoon reming/ durian/ xansanne, or whatever it was. Much of it depends on how our leaders lead us. Albayanos now have the opportunity in the coming elections to select leaders who would be unselfish and patriotic in their leadership. Otherwise the title is just wishful thinking.

I think there should always be objectivity and maturity in our views. Are we implying we are better to judge this writer than literary luminaries like Jose Luna Castro, Manila Times editor; Blas F. Ople, and Carmen Guerrero-Nakpil, whose contribution to Philippine journalism, I am sure, any Journalism professor worth his weight should know. Truth hurts, but it is still the truth. The moment we accept the truth no matter how it hurts, and start rebuilding, then we are on the way to something better. (Try reading an article like that from a foreign author, so you get doubly stung here. It happens everyday abroad, but FilAms raise their voice only when it's a baseless lie.)

i simply posted an excerpt of an article for everyone to see and read.
nothing more, nothing less.
im pretty sure everyone in this thread knows the actual state the land is in, without sugarcoating a lot of facts to present to the worldwide web.
both the good and bad points, the beauty and ugliness of the city and the province is presented here, not just 'some' good ones so the rest of the world would have a totally different view of the city and province.
i think the comments posted after my original post comes from something more than just plain judging. if you are a regular reader of that website, you cannot deny an observation that that site's contents usually leans more towards just one particular province in the region.
then again, im not speaking for everyone.

The truth is, there are several sides of 'Truth'. You simply just have to point out both the good sides and bad sides of a certain place and a certain person. Having viewed a place only in a bad perspective is not truth, it's bias. Plus, it's like disrespecting the place for having pointed out only the bad sides when in fact, it also have good sides. I am not into journalism, but I think journalism sometimes paint something from A SINGLE PERSPECTIVE. They sometimes have the tendency to forget other aspects of a single object. It's like PUTTING SOMEONE IN A SINGLE TINY BOX AND PROCLAIM IT AS BAD OR USELESS. Take for example a stone, You see it and judge it as useless actually forgetting that it can be used to build a house side by side with other stones. ;)

Welcome! It's great to know that our little thread here continues to draw Bicolanos from all walks of life and from different parts of the world. Yes indeed, the title of this thread is positive. But as Matteo put it, it is not meant to portray a skewed image of our place. Yes we can go shaking our heads, tear up and mutter "tsk-tsk" over the disasters that hit our province and the region as a whole last year. But it won't do any good.
Instead of despairing and crying over what was lost, it is my personal belief that it is better to thank God for the immeasurable blessings that still remains and prevails and find the initiative to do something that will help our place move forward and continue its progress. Yes indeed, the title of this thread is positive. But as Matteo put it, it is not meant to portray a skewed image of our place. Yes we can go shaking our heads, tear up and mutter "tsk-tsk" over the disasters that hit our province and the region as a whole last year. But it won't do any good.

In a speech during one of his sorties, Rosal said the establishment of the bus terminal is in response to the clamor of the transportation companies and the riding public to have a common terminal.
“This multi-million facility promises to be one of the most modern transport terminals in the region, if not in the entire country,” Rosal said.
The terminal facility will be constructed on a 9.3-hectare lot while the main terminal building will occupy 2,000 square meters. As planned, there will be separate bus and mini-bus terminal, a jeepney terminal, a Filcab terminal, food court, souvenir shops, passenger lounge with TV and sounds and ample parking areas.

Yeah it is the newest branch in Albay. The first in Ligao City. @gurugeri told me about this one. btw, currently, there's one branch in Tabaco and 3 in Legazpi.

Isn't this supposed to be "The New Saint Jude Church". The architect of this project was my college Professor. Arch. Nestor Santiago. I was still in 3rd or 4th year when he designed this.

Anyway, about the mayoralty issue here in Legazpi. Basically the Supreme Court maintained the status quo ante allowing Mayor Noel E. For the Ligñon Hill Tourism Project, the Provincial Government of Albay and the City Government of Legazpi entered into a memorandum of agreement (MoA) on Oct. 6, 2006 authorizing the City Government of Legazpi to engage in the development, management and operation of Ligñon Hill as a tourist destination. Under the terms of the agreement, the city shall develop a portion of Ligñon Hill into an Observatory and Viewdeck area where residents and tourists will have a panoramic view of the city.
Phase I of the project has been completed and residents and tourists have gone up to the new tourist destination. Even President Macapagal-Arroyo had already visited Ligñon Hill during the eruption of Mayon Volcano. Incidentally, the Philippine Institute of Volcanology and Seismology (Philvolcs) has an Observatory on the other side of Ligñon Hill.
Targetted as another tourism project of the Rosal administration is the expansion of the seawall from Victory Village to Kapuntukan Hill, otherwise known as the "Sleeping Lion." Earlier, the city government, through the assistance of the President and some senators, had constructed the Legazpi City Boulevard, now the favorite of promenaders. I've just arived from the trip... I enjoyed strolling around the downtown area of the city... It's just kinda funny when I found out that the so called "Sleeping Lion" is a hill hehehe... I thought it's a name for a promenade area... Now I know hehehe. When I learned from a lady, whom I have asked for, that it's a hill I just can't help myself but to laugh :lol:
Here's my latest observation of the city:(Actually, I've seen them in the pics but it's different when you see them with your 2 naked eyes)...
1. Lots of beautiful lamp posts, I could say that they're the most expensive lamp posts in Bicol...
2. The park within the area of Old Albay is definitely beautiful it's just that the posters of politicians make it ugly and dirty to look at...But definitely beautiful and grand...
3. The wharf being constructed is amazing... It will be an added attraction for tourists... But there's something wrong with the "entrance" in going there, the buildings need to be repainted... It's not pleasing to the eye of the tourists... The city government should give a piecemeal allocation of budget in beautifying that area...
4. The roads and the area leading to the terminal should be given an attention.. Ah, oo nga pala thank God the city government has allocated millions of pesos to build an integrated city bus terminal...But the roads leading to that should be beautified and a proper zoning is required...
5. The areas that I like best are: The Old Albay, the wharf area, the streets where LCC is located (very clean there and pretty organized), of course LCC and PM are the best (I'm a mall rat you know hehehe)
6. The area that I hated the most is the area leading to the terminal, I would consider that as the ugliest part of the city just like the J. Hernandez Ave. here in Naga.
Those are my observations folks!
Next target will be the Lignon Hill!:)

This is always the case in pinas. They always fail to see that traffics is gonna get worse in the coming years and they should anticipate for it and not fix it when the problem is already there. I guess it due to lack of funds to buy all this right of ways. But heck if theres a will threre's a way. Also Legazpi governemnt should start a proper Jeepney Stop system and if possible replace those jeepneys with more efficient people mover like buses. They can also rehabilitate the the rail from Daraga to legazpi and convert it to a Light Rail System with strategic stops in between the two urban areas. Maybe frm Daraga..... Old PNR Station>> Bagtang Station>> Airport Station>> BU Engineering Station>> Washington Drive Station>> Tahao Road Station>> Pacific Mall Station>> Old Legazpi PNR Station.

Hey Matt, eto map nung area ng Alternate Rd and Tahao Road para ma visualize mo kung saan 'to. It's that tract of land in the middle of the photo that isn't built-up yet (puro grasslands, palayan, and some residential subdivisions). It's bounded by Rizal St sa South, Lakandula Drive sa North (not shown), Washington Drive sa West and the Legazpi Central Terminal (soon to be the new Integrated Bus Terminal Complex) sa East.

Sounds like a good idea -- If only the government have the budget and the will to implement such kind of projects. But, I think its doable since the railroad tracks from Daraga to Legazpi is only about 4-5 kilometers long. The new Southern terminus of the PNR will be in Matnog, right? Then maybe we can utilize the existing tracks either to make a new road from Regidor St. in Daraga to Peñaranda St. in Legazpi to decongest the main artery Rizal St. or that light rail system you've suggested. Ahh..wishful thinking :D :lol:

Yeah, I find Photobucket tricky too. You can try adjusting the settings on Photobucket. Just choose one default size for all images you upload (usually, 800x600 for 15" monitors or 1024x768 for 17" monitors). If you want your photos to remain their original size, there's also an option there. You can also try ImageShack (http://www.imageshack.us/) - I find it easier to use. Or if you want interaction with other users, try flickr (http://www.flickr.com/). :)

Yes, Mayor Rosal has already been proclaimed as Mayor-elect. But, Salazar was beaten by Buban for the vice-mayoralty position. And finally, after 42 years in power, Carlos Imperial was defeated by Al Francis Bichara for the position of Representative, 2nd district of Albay.

Yeah, I find Photobucket tricky too. You can try adjusting the settings on Photobucket. Just choose one default size for all images you upload (usually, 800x600 for 15" monitors or 1024x768 for 17" monitors). If you want your photos to remain their original size, there's also an option there. You can also try ImageShack (http://www.imageshack.us/) - I find it easier to use. The controversial political feud between Imperial and Rosal was aggravated by the relief Sunday evening of lawyer Sunshine Mortel Mallen by the Commission on Elections regional office as chairman of the board of canvassers for unexplained reasons.
Lawyer Juana Valeza from Comelec Manila replaced Mallen on Monday morning. For her part, Mallen immediately left the city after receiving the relief order on Sunday evening without a formal turnover of poll documents in her office. Earlier, Imperial issued a statement that alleged “dagdag-bawas” findings by his group was perpetrated in the tallying of votes, however, not one of Imperial’s watchers registered any formal protest, said lawyer Oliver Olaybal, counsel for Mayor Rosal.
Imperial said he was filing a protest but this will depend on the findings of the board of canvassers, whether it would be meritorious or not, Olaybal said. Imperial is the nephew of Rep. Carlos Imperial of the second congressional district of Albay who had lost to former Albay governor and Ambassador to Lebanon Al Francis Bichara of the Nacionalista Party.
When asked why he was opposing the proclamation of Rosal, Imperial told The Manila Times that his legal counsels are questioning the election returns (ERS) that allegedly had discrepancies. “My lawyers have raised objections to the ERs with defect and if you combine all of the election returns with defects and compute the total number of votes, it would total to 24 thousand.” Imperial said.
Political supporters of Mayor Noel Rosal gathered in front of the Legazpi city hall to show their support while the proclamation was put on hold. Imperial had served in the city council for two terms before running for mayor in 2004, where he lost to Rosal, which led to his filing of an electoral protest with Comelec contesting the results.
In May 2004 the city board of canvassers proclaimed Rosal as the winning candidate with 44,792 votes against Imperial who had 33,747 votes. Noting the difference of 11,045 votes, Imperial immediately filed an election protest that alleged misappropriation of ballots, substitute voting, disfranchisement of voters and ballot switching. On June 29, 2006, the Comelec ordered Rosal to vacate his post in favor of Imperial as legitimate city mayor, but the Supreme Court ruled out in favor of Rosal.
Looking back, the Imperials in 2000 coalesced briefly with the Rosals to topple the administration of former Legazpi City Mayor Imelda Roces, the political rival of 2nd district solon Carlos “Papay” Imperial. Rep. Imperial, uncle of Michael Imperial, fielded Noel Rosal for the mayoral post against Martin Roces, son of then congressional candidate and outgoing then Mayor Imelda Roces.

What is your prime motivation? Have you ever really dreamed of being a doctor since nung bata pa kayo? Well, I can relate to you the story of my sister, it happened in 1994 (10 yrs old pa lang siya nun):
I was running around in out subdivision. I was only seven, fragile, and weak. In a moment, I tripped off and got one of my knees wounded. At first, I really don't care, there was no drop of blood coming out yet. However, my sister (who I fondly call "Ate") came in to the rescue. She actually grabbed her "kiddie medical kit" in which the items inside were stolen from my Mom's closet. My sister took all the necessary items, from the bandage to the cotton to the alcohol. She had all of them. She told me to be careful each time I play around and softly applied the alcohol and then covered my wound with the cotton and the bandage. I asked her, "yanga mo yan tigagibo?" She answered, "baga ka man tanga. siyempre, para mawara ang lugad mo. aram mo naman sana ako, gusto ko maging doktor." I forgot the exact words and yes, I added flavor to my story but the point is, 13 years later, my sister is now entering the medical field as a 1st year medicine student. I looked back and recalled when was the last time she told me that she wants to be a doctor. My memory brought me back to 1994. It was a time when we were just kids. :)

I am in favor... I am daragueño. There is no point having two heads for a small body. It will make it more efficient to govern this two urban areas for there will no longer be two negating bodies when it comess to implementing infrastructure and income generating projects. (Less politician means less headache and lesser kurakot)

Ahaha! Na-edit ko yung post ko so it also appeared there. Yes, superbusy ang Daraga. I know it will change a lot with a new mayor--not really a new mayor. I would have voted for him if I fate wasn't cruel to me.

I've been there a couple of times this summer all because of our feasibility study. I actually think that Guinobatan is one of the most beautiful towns in Albay. Its church is nicely cleaned and it's even better than Albay Cathedral (I've taken pics of it kaso di ko ma-post kasi wala pa akong USB cable or a memory stick reader. My mom won't even buy us one. Kelangan makuha ko muna sweldo sa ojt.) And to think that this is the most badly-damaged town during Reming!

RE: the merger, I think Daraga won't necessarily lose its distinct historical identity just as the different districts of Manila (Ermita, Malate, Tondo, San Miguel etc) haven't lost theirs and remain famous to this day. The fact that people still refer to the Old Albay District I think is proof of the strength of its identity. Just my 2 centimos...

RE: the merger, I think Daraga won't necessarily lose its distinct historical identity just as the different districts of Manila (Ermita, Malate, Tondo, San Miguel etc) haven't lost theirs and remain famous to this day. The fact that people still refer to the Old Albay District I think is proof of the strength of its identity. Just my 2 centimos...
Another reason why I think merging of Daraga with Legazpi has been unsuccessful in the past decades is the fact that some folks would lose their jobs. However, this is only an opinion of mine. Maybe I am wrong or what. Somebody told me that Daraga and Legazpi is too large to merge. Daraga and Legazpi had more than 300+ sqyare kilometers and 460,000 population all together. Also, these two have two separate dialects being spoken. IMHO, a council that will handle development of the Legazpi and Daraga urban areas is the best way to solve the existing problems in our community. If a single entity would develop Daraga and Legazpi, I think the benefits of Legazpeños would finally be shared with their Daraga bros and sis. A single entity may help improve the total state of these two which are very conjoined, they're almost inseparable.
But I think our discussions here would be almost useless if these info would not be make known to our political leaders. I'm just hoping that they're thinking the same things and that there are no existing barriers that will prevent this from happening. Again, this is only an opinion!

"Well I guess for me going the direction how manila created MMDA is wrong. MMDA is a failure not because they are not doing their job but because there are just too much redundancy of public work positions. MMDA will implement something then local mayors won't honor their projects just because they weren't the ones getting the credit. Get what I mean. This is the sickness of our political system right now. There is too much redundant positions leading to inefficiency in governance and too much people to pay salaries than what the government needs. Remember the hong Kong Guy whom Arroyo wanted to hire? He himself said that if he will be allowed the first thing he will do is remove the redundancy in the government system. This way the government gets more surplus from the tax revenues.
If Legazpi and Daraga is managed by a single entity this will be more efficient than the current setup. This is also the logic why Arroyo s pushing for Parliamentary and create the supper regions. This move will remove redundant position in our government system. Our government system is just too sick and full of loop holes to propel our country to prosperity. (Just my 2cents woth)

When Lance Gokongwei announced Cebu Pacific’s acquisition of 14 new ATR turboprop planes with seating of up to 74 passengers, he mentioned the airline’s desire to cover more of the nearly 70 airports in the country. Only 25 of these airports are capable of handling the new Airbus 320s that they are now using for domestic and regional routes.
Of course the initial target of Cebu Pacific is Boracay, just like Philippine Airlines when it also earlier announced it was buying planes that could land at Caticlan. Lance rejected the thought that Cebu Pacific, and PAL for that matter, will just ease out the two smaller airlines that had the Caticlan to Boracay market to themselves for a long time. Lance believes they will expand the market.
The way Lance sees it, the 600,000 or so tourists who used Caticlan to get to Boracay last year can be expanded to over a million. A number of high end resorts are soon going to open in Boracay. Cebu Pacific for one, intends "to bring low fares to the number one tourist destination in the country – Boracay via Caticlan airport." Expect the airfares to Caticlan to dramatically drop by summer next year.
But Boracay isn’t the only new destination with a small airport that Cebu Pacific is looking at. Lance wants to put up regular flights to Siargao, the so-called surfing capital of the Philippines. He is also looking at a number of destinations in Bicol and the Visayas where it is not economical or technically feasible to use the big Airbuses. What Lance dreams of is nothing short of developing new Boracays all over the country.
I guess that’s the entrepreneur in Lance. He is not satisfied with successfully introducing a new business model for the domestic airline industry that brought airfares down and rapidly expanded the market. He is now also thinking of expanding the number of local destinations that can be reached by his planes. Both PAL and Cebu Pacific are now investing heavily in their fleets. This is as it should be, to develop our tourism industry.
This is also what Sen. Dick Gordon had been saying all along. We cannot rely just on Boracay to drive our tourism industry. We need to develop other beach destinations. Dick, in fact, is thinking of the Visayas as the beach capital of Asia. But for that to happen, we need new resort hotels and new destinations. We need to make Cebu and the new Iloilo airports the hubs for beach developments in Bohol, Palawan, Camiguin, Siquijor, Negros and Guimaras.
In Luzon, the airports in Subic and Clark can be used as hubs to accelerate development of beaches along Zambales and Bataan as well as Northern Luzon. In Mindanao, the Davao and GenSan airports can be hubs for beach destinations in their area.
I am worried that Boracay is about to implode. It looks like it is about to reach its maximum carrying capacity. I get the impression that the Boracay businesses are just thinking of making money today and forgetting about the long term… environmental sustainability. There is no framework for the
island’s development from the government or from the private sector already making money there. Bahala na!
This is why we need that Tourism bill that should be passed by the lower House before Congress adjourns. The Tourism bill sets the development framework we need to make our tourism industry regionally competitive in this highly competitive industry. Right now, it is a mess. Too many duplication of functions among government agencies and no mechanism for organized growth.
For instance, the marketing and promotions function is being performed by both DOT and the Philippine Convention and Visitors Corporation (PCVC). I asked former Tourism Secretary Narz Lim about it and she agrees that the proposed Tourism Philippines is an excellent idea. But based on her experience, Narz says, it must be run as a private sector organization to free it from the red tape and slowness of the bureaucracy.
I am not sure now if the bill considers a joint effort between the government and the private sector in tourism promotion. But for Tourism Philippines to be effective, it should also have a sizeable budget for its activities and it need not come only from government or from a tax on tourists. The private sector, e.g., the real estate developers, the oil companies, the telcos, and all those who stand to benefit from a vibrant tourism industry, should be invited to sit in the Board, in exchange for huge donations on a continuing basis.
Just look at how much money Malaysia, India and Thailand are spending to promote tourism in BBC, CNN and other international media. Incidentally, I was told the creative brain behind the Malaysian tourism campaign is Julie Lingan, a Filipino who was pirated from a Manila ad agency. The beauty of this "Malaysia truly Asia" campaign is also in its consistency through the years. In our case, we change our creative theme every time there is a new Secretary of Tourism.
Narz also has a very sensible idea on the subject of tourism promotions. Tourism Philippines, she said, should appoint marketing representatives in our key markets (just like the Macau Tourist Office, which Narz now heads in Manila, does). These market reps are private, local companies who are specialists in destination marketing who know how to deal with the local travel agencies and the media. They are paid a retainer fee every month and given a sizeable marketing budget. This saves on huge overhead expenses because there are no rents, salaries, relocation of staff, and housing to be paid. The huge savings can go towards promotions. Our current system of appointing tourism attachés is too politicized. We can’t have this in tourism!
I am also not sure if the revised bill already considers this idea but I believe, and Narz agrees, the Philippine Tourism Authority should be abolished and its functions transferred to the DOT and the Tourism Economic Zone Authority. It makes no sense to effectively have two tourism agencies working almost independently from each other.
The best part of the bill that will truly help our reputation as a tourist destination is standard setting and enforcement. There are many establishments that claim five star status but are not five star as international standards go. I remember spending good money in a Bohol resort that claimed five star status, charged me five star rates but the facilities were worse than two star.
The problem here is that enforcement was devolved to local governments and not too many local governments have the expertise to enforce standards. Quality control is very important if we want repeat visitors and word of mouth advertising.
Anyway, we need the passage of the Tourism bill most specially in the area of building infrastructure. We lack hotels and other tourism-oriented establishments. While this is where the private sector should invest, they have to be given incentives to do that. Under the bill, all these tourism developments can be made into tourism enterprise zones which foreign and domestic investments can handle with tax incentives provided by the bill.
I hope the House leadership realizes how important this bill is. We needed it Sunday. Speaker Joe de V and Majority Leader Nograles should use their known expertise for passing bills in record time to good use on this tourism bill.

After many requests to visit Legaspi on previous trips I finally managed to do as such in February.
Sadly I was hoping for a few days there but only got one afternoon and an early morning :-( Despite a number of requests to stay, she who must be obeyed refused to listen (just no negotiating with a grumpy Pinay huh :-) ).
Anyway I have ben promised a longer stay next time and I am looking forward to it. Although next time it will be by plane or train (if line is rebuilt by then) and certainly not a bus. Agggghhhhhh buses.
You guys really have a lovely city (well what I got to see of it in such a short time). We stayed at the Magayon Hotel next to the PNR Legazpi station (mostly so it was easy for me to explore the railway station itself) and went down to the shops for a traditional Jollibee dinner with some relatives there.
Despite my main interest in railways, the highlight for me BY FAR was the awesome Mayon Volcano. I have so long wanted to see this amazing natural feature and to stand right near it really blew me away. How can something be so amazing be so dangerous.
I stood for around half an hour watching the Mayon and the asawa ended up having to drag me away. :-)
Also there is a sari sari store near the Legaspi station (along tracks just beyond platforms) that sell Coke in glass bottles that is soooooo cold it must be bordering frozen. Dang beautiful (or masarap) on a hot Legaspi day.

That's a nice research, mr.olineil! I also like that Legazpi and Daraga to be merged. However, andami talagang masasagasa. Promise! Consider the many folks working in Daraga and the folks that depend on them (like families and stuff). The socio-economic benefits that will be extracted from the Daraga's municipal hall are great. Those people being given the salaries and stuff will be very benefited. Along them are the merchants that will supply them all the needed stuff. These merchants will be very benefited as well (from the payments for commodities from these employees in Daraga's municipal hall). There is a domino effect in them that is currently working in Daraga's system. To take out all those employees would definitely be a huge loss to the town.
I guess we cannot compare the officials of Daraga and Legazpi to the tourism authorities the country now have as there is no existing redundancy. Daraga is so much different from Legazpi. Only that, they are so much connected, their urban areas are conjoined. What I really want is for the two of them to collaborate with each other first, with plans b/w the two of them be pushed through. I thought that a council will be good but that council will only include the existing officials of Daraga and Legazpi and not outside personas to prevent redundancy as you have stated. That council will only support infrastructural plans that will definitely improve the state of Daraga and Legazpi. If you want the two to merge, I think it will really take time. To me, this council will serve as a bridge to that dream.

olineil May 29th, 2007, 02:49 PM That's a nice research, mr.olineil! I also like that Legazpi and Daraga to be merged. However, andami talagang masasagasa. Promise! Consider the many folks working in Daraga and the folks that depend on them (like families and stuff). The socio-economic benefits that will be extracted from the Daraga's municipal hall are great. Those people being given the salaries and stuff will be very benefited. Along them are the merchants that will supply them all the needed stuff. These merchants will be very benefited as well (from the payments for commodities from these employees in Daraga's municipal hall). There is a domino effect in them that is currently working in Daraga's system. To take out all those employees would definitely be a huge loss to the town.
I guess we cannot compare the officials of Daraga and Legazpi to the tourism authorities the country now have as there is no existing redundancy. Daraga is so much different from Legazpi. Only that, they are so much connected, their urban areas are conjoined. What I really want is for the two of them to collaborate with each other first, with plans b/w the two of them be pushed through. I thought that a council will be good but that council will only include the existing officials of Daraga and Legazpi and not outside personas to prevent redundancy as you have stated. That council will only support infrastructural plans that will definitely improve the state of Daraga and Legazpi. If you want the two to merge, I think it will really take time. To me, this council will serve as a bridge to that dream.

Yes it definitely will take time. But if it comes to a point that these two urban areas need to merge. I honestly think that going the Manila Style Direction is not the way to go. Manila is by no means a model urban area to be copied. Manila is an Urban Decay (not urban development). Those who live outside the Philippines knows what I am talking about. Light has been shown to us and we want our kababayans to experience the same. I honestly believe that Legazpi and Albay is being managed much better than manila. So lets continue to do that. Let us find our own potential as Albayanos and hopefully become the model government and citizens for the rest of the country to follow.
Put it plainly... I don't agree in councils(unless both parties agree to Honor the councils power, which doesn't really happen coz our politician tend to be egotists than true servants). Merge the two with one Government heading it.

Its nice looking at pics u guys posted. I miss home and visiting in this forum makes me feel im home again. Im in Melbourne by the way. Hope im welcome here.
