The COLLEGE STUDENT COUNCIL of Bicol University College of Business, Economics and Management and the STUDENTS EXCELLENCE IN ACADEMICS AND LEADERSHIP bring you the 1ST CBEM JUNIOR EXECUTIVE SUMMIT on February 6-8, 2012 at BUCBEM, Daraga, Albay. The first Parochial School in Bicol found in Libon, wayback 1573 and Camalig got it's named out of the so many Kamalig as bodegas of palay in 1574 and Cagsawa as town of Albay in 1575 and in 1587, Cagsawa Chapel was constructed out of bamboos and nipa and on 1636 they proposed for the partition of Camarines and on 1714 at Cagsawa, they hold the first meeting of Franciscan Priest for the Division of Camarines and Albay .

From Cagsawa going north is Partido Camarines and from Cagsawa to south is Partido Ibalong. After 7 years, Cagsawa flourished as town,with stone made church but Budiao is also booming barangay.They constructed also their own chapel.

The people of Cagsawa, filed a petition to transfer the church to the hill top barrio of Daraga, due to Mayon floodings and starvation suffered by the constituents of Cagsawa on 1772.

Again, the people of Budiao opposses for the transfer due to force labor and Don Julian de los Reyes , the Cabesa, ordered for the access to sea waters to look for limestone. On 1772, the church of Daraga started to be constructed or ground breaking and on 1778, Daraga was created as town and the church of Daraga completed on 1786

LEGAZPI CITY, Albay, Jan. 26 (PIA) -- The focus efforts of this city’s current administration to make Legazpi an attractive investment area for potential Business Process Outsourcing (BPO) investors is finally paying off when it tied in the 10th place with cities of Dumaguete and Dagupan City the next waves cities in the outsourcing industry. The selection was done by the Business Processing Association of the Philippines (BPAP) recently.

Currently, Legazpi is considered as a feeder city. It provides qualified manpower to other cities with existing outsourcing industries who conducts recruitment activities in the city. This is an indication that the city has more than enough qualified manpower to supply the needs of existing outsourcing industry.

Many college graduates from the city usually end up working in call centers in Metro Manila for those who cannot find available jobs here according to the city employment office and according to reports they are doing very well.
This city produces more than 4,000 college graduates every year and is also a center of higher educational institutions of the region.

The accessibility of the city from land air and sea transport from Manila and Cebu plus having reliable and dependable telecommunications providers like Smart, Globe, Bayantel and lately the PLDT that provides reliable Internet and bandwidth connectivity is an important factor for potential BPO investors to locate in the city.

Legazpi City Mayor Geraldine Rosal said that the city scored high in the cost of doing business and availability of needed physical information and technology (IT) infrastructures to support an outsourcing industry according to the BPAP ranking.

Rosal added that currently, Legazpi has two proposed IT park - the Embarcadero de Legazpi and the Legazpi Information and Communication Technology ( ICT) Park which could be used by outsourcing companies when they decided to transfer here plus the donated building by Bicol Hair in Barangay Bonot in this city.

Rosal said that this year they will be aggressively pursuing promotions of Legazpi as the next wave city for BPOs to consider investing.
Rosal is very optimistic that the city will be able to attract investors to locate their expansion in the city, thereby providing job opportunities to constituents.

Passion builds up as Albay’s newest and most historic tourism attraction, the Cagsawa Festival, kicks off here in February this year. The festival is expected to further rev up the spirited tourism drive of the province.
Albay Gov. Joey Salceda said the Provincial Capitol here and the municipal government of Daraga, led by Mayor Gerry Jaucian, have forged the partnership that gave birth to the Cagsawa Festival, which was immediately elevated to the category of Albay’s two other important provincial festivals: Magayon and Karangahan.

The month-long Cagsawa Festival kicks off at the historic and world famous Cagsawa Ruins Park, marked by the remains of a church belfry amid a tumble of bricks that define the layout of an Spanish era settlement. Only the top of the belfry remains above ground after the church and the settlement were buried by the violent Mayon Volcano eruption in 1814.

The 1814 Mayon eruption and its accompanying avalanche of lava and lahar flows reportedly killed about a thousand people. The festival will put on center stage Mayon Volcano and the Cagsawa Ruins that was recently declared a national park. The park has since become a favorite destination for both local and foreign tourists.

The Cagsawa Festival aims to celebrate the indomitable spirit and resilience of Albayanos, and not the memory of the disaster’s horrors, Salceda said. “It will also offer tourists something more deeply cultural and meaningful than just walking around and taking souvenir shots, and watching the world famous scenery many see only on postcards,” he added.

For the entire month of February, the festival will showcase more than 50 sports and cultural events, including a competition in the native art of self defense Arnis, and a demonstration-summit of traditional healers or ‘herbolarios’ who once dominated Albay’s mythical world.

The festival will likewise feature on the spot “pamaypay” (hand fan) and other handicrafts making contests, and a once in a lifetime journey into the culinary world of the famous hot chili, known locally as ‘Lada’, beyond the limits of the traditional ‘Bicol Express’ cuisine.

Aside from Cagsawa Festival this coming February, Salceda said another new festival, Culinaria Albay, will be launched in August. The August festival is an extract and spin off from the Albay Green Christmas celebration now known as Karangahan.

Over all, Albay will have four major festivals, one every quarter of the year – Cagsawa in February and Magayon in April-May which celebrate all things beautiful in the province and which has been running for many years now; Culinaria Albay in August which celebrates Albay’s native and new cuisines, and Green Christmas Karangahan Festival which features environment friendly and safe celebration of the yuletide season in December. Culinaria Albay refers to Albayano cuisines and restos while Fiesta Culinaria refers to the festival celebrating Albayano food during December.

DARAGA—Albay Gov. Joey Salceda adds the latest Bicol attraction next week with the maiden celebration of Cagsawa Festival.

He said a partnership signed with Daraga town Mayor Gerry Jaucian is centered on two traditional events—Magayon and Karangahan.

The month-long Cagsawa revelry for the entire February kicks off at the world-famous Cagsawa Ruins Park, marked by the remains of a church belfry amid a tumble of bricks that formed the Spanish-era settlement. Only the top of the belfry remains above ground after the church and its surroundings were buried in lava by the eruption of Mayon Volcano in 1814.

The festival will put on center stage Mayon Volcano and the Cagsawa Ruins recently declared a national park.

Salceda said the event is aimed at celebrating the indomitable spirit and resilience of Albayanos amid adversity and the cheerful predisposition of people determined to live it up and move on.

“It will also offer tourists something more deeply cultural and meaningful than just walking around and taking souvenir shots, and watching the world famous scenery many see only on postcards,” he said.

Lined up are more than 50 sports and cultural events, including a competition in the arnis, native art of self defense Arnis, along with a demonstration-summit of traditional healers or ‘herbolarios’ who animate Albay’s mythical world.

For local and foreign foodists, a culinary spread covers the famous hot chili, known locally as ‘Lada’, beyond the limits of the traditional ‘Bicol Express’ cuisine and other delights across the peninsula.

The selection was done by the Business Processing Association of the Philippines (BPAP) recently.

Currently, Legazpi is considered as a feeder city.

It provides qualified manpower to other cities with existing outsourcing industries who conducts recruitment activities in the city.

This is an indication that the city has more than enough qualified manpower to supply the needs of existing outsourcing industry.

Many college graduates from the city usually end up working in call centers in Metro Manila for those who cannot find available jobs here according to the city employment office and according to reports they are doing very well.

This city produces more than 4,000 college graduates every year and is also a center of higher educational institutions of the region.

The accessibility of the city from land air and sea transport from Manila and Cebu plus having reliable and dependable telecommunications providers like Smart, Globe, Bayantel and lately the PLDT that provides reliable Internet and bandwidth connectivity is an important factor for potential BPO investors to locate in the city.

Legazpi City Mayor Geraldine Rosal said that the city scored high in the cost of doing business and availability of needed physical information and technology (IT) infrastructures to support an outsourcing industry according to the BPAP ranking.

DA gives Bicol P16-M assistance

MANILA, Philippines — The Department of Agriculture (DA) delivered more than P16-million worth of farm equipment, projects and inputs to the Bicol region as DA Secretary Proceso J. Alcala visited Albay and Sorsogon Thursday.

Alcala handed over the assistance to farmers and local officials of the two provinces on his third visit to Bicol from January 26 to 27.

The amount includes P14.7-M worth of various farm equipment like hand tractors, power tillers, flatbed dryers, palay shed, multipurpose drying pavements, seed cleaners, and shredders, a hauler truck, vermin composting facility and shallow tube wells, all for the Tastas Farmers’ Producers Cooperative of Ligao, Albay.

A rice mill was also delivered to the Capuy Basud Multipurpose Cooperative in Sorsogon.

He also handed over livelihood project funds totaling P1.23 million to 123 beneficiaries in Albay under the 2nd tranche of the Akbay program implemented by the Department of Agriculture (DA).

Thursday, he had a breakfast meeting with Albay Governor Joey Salceda and municipal mayors and other officials in Legazpi City.

He was joined by DA officials led Region 5 director Jose V. Dayao, Bureau of Fisheries and Aquatic Resources (BFAR) director Asis G. Perez, National Irrigation Administration (NIA) chief Antonio S. Nangel and Philippine Coconut Authority (PCA) administrator Euclides Forbes. Former Senator Victor S. Ziga was also invited.

Thereafter, Alcala will proceed to the office of the Naval Forces Southern Luzon at the Regional Government Center in Rawis, Legazpi City for the turnover of farm equipment and livelihood checks to beneficiaries of DA Akbay livelihood program.

He will then proceed to Bacacay, Albay for Agri-Pinoy Stakeholders’ forum just before noon and motor to Sorsogon City for another AgriPinoy stakeholder’s forum at the Provincial Gymnasium.

In both events, Alcala will distribute farm equipment and livelihood checks to poor agriculture stakeholders.

Upon returning to Albay, he will meet with 3rd district Rep. Fernando V. Gonzales and later preside over the meeting of the DA Region 5 Executive Committee (REC), comprised of the heads of DA-attached agencies in Bicol.

Cebu Air Inc : CEB holds select domestic seat sale as low as P288 for February travel

The Philippines' largest national flag carrier, Cebu Pacific (PSE:CEB) continues to offer the best low fare option to passengers with a seat sale as low as P288 from January 28 to February 2, 2012. This is for travel from February 1 to 29, 2012.

Passengers can buy P288 seats from Manila to Naga, and from Cebu to Iloilo, as well as P488 seats from Cebu to Ozamiz, from Cagayan de Oro to Iloilo, and from Manila to Iloilo, Legazpi or Kalibo.

CEB operates the most flights to and from Naga with four times daily flights. It also operates the most flights to Legazpi with direct thrice daily flights from Manila and daily flights from Cebu (starting February 8, 2012).

P688 seats are also up for grabs from Manila to Bacolod and Tacloban, while P888 seats are available from Manila to Butuan, Davao, Pagadian, Ozamiz and Zamboanga.

"These seat sale fares are up to 53% lower than our lowest year-round fares, especially those from Luzon to Mindanao. Passengers can always count on Cebu Pacific to offer its trademark lowest fares in all the routes it operates," said CEB VP for Marketing and Distribution Candice Iyog.

The airline earlier announced additional flights from Cebu starting February 8, 2012 to the following destinations: Manila (11 weekly flights), Boracay (4 weekly flights), Dipolog (3 weekly flights), Legazpi (4 weekly flights), Pagadian (2 weekly flights), and Siargao (1 weekly flight).

It will also increase seat capacity from Cebu to Bacolod, Cagayan de Oro, Iloilo and General Santos on the same dates. These routes will now utilize Airbus A319 and A320 aircraft.

CEB also introduces thrice weekly Cebu-Kalibo flights starting February 24, 2012, and adds four times weekly Iloilo-Cagayan de Oro-Iloilo flights starting February 8, 2012.

This is a big leap for Legaspi City as the city together with another Bicol city were previously hovering outside the Top 10 in previous surveys (I think Legaspi got the 12th ranking in the previous survey). And base from one article that I read, the city government took into account the low points that the city got in the previous surveys and did something positive about it by conducting Training programs for its students. This is an example as to how the city government goes all out in effectively doing its job in elevating the city to become a major player in the BPO industry :banana::banana::banana:

According to my daughter teaching at Alobo Elem. School, despite of rains, workforce continues, with heavy equipment on it, some hills were being dug up to make the runway so smooth and plain, including one of the barangay in Camalig from Barangay Alobo, some parts of Burgos and Mabini in Daraga, such a long long runway.

Insurgency once blocked progress in Sitio Lantad, Misamis Oriental.
But now development is in full swing, with new roads promoting not only trade but also community understanding.
In a sixth class Leyte town, a local government nutrition plan assures poor children they no longer have to go to school hungry.
These and other initiatives by 10 local government units (LGUs) from across the country, which prove the power of effective local governance, will receive on Monday in Malacañang the Galing Pook Awards. The annual awards have recognized outstanding local leadership for 18 years now.
This year’s winners include four LGUs each from Visayas and Mindanao and two from Luzon.
Awardees from Luzon are the province of Albay and an inter-local health zone in Quezon, composed of the towns of Real, Gen. Nakar, Infanta and Panukulan.
Visayas winners are Limasawa, Southern Leyte; Alimodian, Iloilo; Bohol and one of its towns, Maribojoc, which was separately recognized.

Luzon winners
The Luzon winners were recognized for initiatives that promoted the health of their constituents.
The Albay provincial government has been pursuing a holistic health program in pursuit of the global Millennium Development Goals (MDG).
Galing Pook said the province was close to achieving MDG indicators in child mortality reduction, maternal health improvement, protection from HIV/AIDS and other deadly diseases, poverty and hunger eradication and environmental sustainability.
The towns of Real, Gen. Nakar, Infanta and Panukulan in Quezon collaborated on a community-based mental health management program to provide counseling to residents traumatized by death and destruction caused by typhoons in 2004.
The program has been assisting people suffering from post-traumatic stress disorder and other psychological problems. It has helped reduce new cases from 110 in 2006 to 28 in 2010.

Yes, it's probably well over 60 if you include all those little inns and "pension" houses that dot the outskirts of the city.
Btw, I hope police secure the border area between Sorsogon and Albay, dai ko na pigpost digdi but I'm sure you know which incident I'm referring to...we don't want the bad old days when Bicol was famous for only one thing....

Albay governor vents ire, bans coco lumberjacks

LEGAZPI CITY: Albay governor Joey Salceda demanded Agriculture Secretary Proceso J. Alcala to totally ban or prohibit the cutting of coconut trees in Bicol specifically in Albay to bring back the glory of coconut industry in the countryside.
The stand of coconut palms in Albay province is dwindling following the unabated cutting of coconut trees converted as cheap coco lumber.

The Philippine Coconut Authority in Bicol reported that there are more than 300,000 coconut farmers across the region dependent on coconut farming while 2.1 million Bicolanos are directly or indirectly dependent on the Coconut industry.

Among the six provinces of Bicol, Camarines Sur has the highest volume of copra in 2010 with 93,833 metric tons harvested from 119,045 hectares of land planted to coconut, followed by Sorsogon with 97,738 metric tons harvested from 97,692 hectares, Masbate with 87,478 metric tons harvested from 91,076 hectares and Camarines Norte with 82,002 metric tons harvested from 85,375 hectares.

Albay province ranked fifth only in coconut production with 38,593 metric tons harvested from 40,180 hectares. Catanduanes turned out 13,807 metric tons from 14,375 hectares for total of 447,764 hectares.

A year ago, Bicol coconut farmers enjoyed a windfall from a bumper harvest after producing a total of 430,054 metric tons of copra valued at P11.9 billion, providing some $1.5 billion worth of coconut products to the world market, the Philippine Coconut Authority Bicol reported.

Following Salceda’s request, Alcala ordered the total prohibition of cutting of trees in Albay.

“Effective Monday (January 30), there will be no cutting of coconut trees based on the request of governor Joey Salceda,” Alcala told reporters in a press conference held at Marine Fleet Quarter Deck, Naval Forces for Southern Luzon here.

Albay Vice-Gov to suspend benefits, privileges of board member always late, absent, non-partakers

LEGAZPI CITY (24-Jan-12) – It was about time for lunch today when all Board Members, present during the 73rd regular session of the Sangguniang Panlalawigan of Albay at the provincial capitol here, were given the penultimate aide memoire by Vice-Gov. Harold O. Imperial that benefits will be suspended for those who will be always late, absent and non-partakers to discussions.
The capitol wall clock hit 12:25 PM when Imperial, as presiding officer, told his last piece: “If this behaviour continues, I have the option to exercise my power to sanction those concerned in accordance with law, privileges and benefits may be suspended”.
Imperial’s computer generated message read at the closing of the session came as surprise after the committee reports and other matters were presented and discussed by the attending Board Members who used power point presentation as “paperless” method in action.
The reminder to his fellow capitol legislators came to heels following the failed regular session last Jan. 17, 2012, whereby only seven Board Members were present and the presider has to suspend it shortly to accommodate late comers, however, the said session was finally adjourned for lack of quorum.
He told them: “For the past months, it has been noted that several members of this august body have habitually failed to come on time and some even failed to appear at all during our regular sessions”.
“One of the main duties, as member of this august body, is not only attendance to sessions but also active participation in our intellectual discussions as we pass important and useful legislation”, Imperial ardently said.
He also insisted to keep their oath not only to the Sanggunian but also to the people of Albay who believed, as elected officials, who will serve as their own voice in the government. “ I enjoin everyone, to regularly participate in this essential mandate”, he added.
According to Imperial, the wrong behaviour showed by the legislators has affected the performance of the Sanggunian as a collegial body and will embarrassed the hard working Gov. Joey S. Salceda who showed dedication to his duty as chief executive.
He also said his message will not chastise anyone except to remind them to act according to the dictate of their conscience, learn to accept criticisms and use them as good examples to their constituents.

BacMan geothermal plant seen running by Sept.

ENERGY DEVELOPMENT Corp. (EDC) expects to complete rehabilitation work on its Bacon-Manito (BacMan) geothermal power plant by September, more than a year later than planned, an official said last week.
“For BacMan, the base case assumption is that the plant would run in September this year. We were hoping to get it running by July last year but we started running one unit last December and there are really some issues you will find in the unit after it hasn’t run in five to seven years,” EDC President and Chief Operating Officer Richard B. Tantoco told reporters in an interview.

He added the company is optimistic it will be able to put the geothermal plant back on line soon.

EDC won the bid for the operations of the power plant for $28.5 million in 2010. The company provides steam to the BacMan plant.

Rehabilitation work began in May 2010 right after EDC won the contract. It was originally planned to finish in as early as 18 months.

BacMan is located in Bacon, Sorsogon and Manito, Albay. The 110-MW (megawatt) BacMan I geothermal plants was commissioned in 1993 while the 40-MW BacMan II plants were commissioned in 1998.

It had a capacity of 150 MW. However, due to the damage to one of the units last year, only 130 MW can be restored.

Since last year, BacMan has been shut down.

EDC is also shutting down one of its other geothermal complexes consisting of the 305-MW Tongonan I geothermal power plant and the 192-MW Palinpinon geothermal plant in Leyte.

The company will rehabilitate two units of Palinpinon and two units of Tongonan.

“Four units of Palinpinon-Tongonan will go down. That’s scheduled until the end of March and June. We’re doing fairly significant work on those so we can finish within the year,” Mr. Tantoco said.

“The issue with Palinpinon, however, is the equipment is very old so we’re tearing down the entire cooling system and putting in brand new ones” he said.

EDC’s subsidiary Green Core Geothermal, Inc. won the bid to operate the power plant in 2009 for $220 million.

EDC posted a loss of P487.7 million in the nine-month period ending September 2011 from an income of P7.6 billion in the same period the year previous, latest financial statements show.

Aside from the BacMan geothermal power plant and the Tongonan I and Palinpinon plants in the Visayas, the Lopez-led firm also operates the 132-MW Pantabangan-Masiway hydroelectric facility in Nueva Ecija.

It also holds contracts to develop wind projects in Northern Luzon.

Shares of EDC closed at P6.30 on Friday, up 1.61% from its previous close of P6.20 apiece. -- Emilia Narni J. David

9 LGUs in Albay receive Seal of Good Housekeeping Award
LEGAZPI CITY, Jan 30 (PIA) -- It seems that more and more local government units (LGUs) are becoming conscious that good governance if fully appreciated not just by government but also by people governed. One city and eight municipalities in Albay received the Seal of Good Housekeeping Award granted by the Department of Interior and Local Government for its third round of assessment and validation.

The Seal of Good Housekeeping is part of the performance-based incentive granted by the DILG to LGUs with good performance in internal housekeeping particularly on the areas of Sound Fiscal Management, Transparency and Accountability, and Valuing Performance Management.

Tabaco City, along with the municipalities of Camalig, Jovellar, Malilipot, Manito, Oas, Polangui, Rapi-Rapu, and Sto. Domingo are the LGUs recognized for their continued practice of transparency, accountability, and participation in governance.

The said grant also makes them automatic recipients of the Local Government Support Fund (LGSF), which will depend on the proposed projects submitted by the qualified LGUs. From the proposal submitted, Albay and legazpi City will receive P20 million each from the Fund, while Ligao City will get P25 million, and the rest will get amounts ranging from P600, 000 to P1 million.

With the Seal of Good Housekeeping in hand, the recipients are likewise set to receive the Performance Challenge Fund which grants P1 million for municipalities, P3 million for cities, and P7 million for provinces as support for their local development initiatives in line with the development agenda and priorities of the national government. :okay: This should be done before. What's the use of a very beautiful boulevard if the structures along are very cramped and unsightly? Good move of the city gov't.

As a highland advocate, I find this too low unless you are in the highest peak of the property. But, there is always the ocean/boulevard view.

Suggestion to the city government of Legazpi:

This particular place is very good for retirement villages

Why not invite asian and other international races to put up their own village here eg:
Hindi Village
Korean Village
Japanese Village
European Village
Taiwanese Village
Australian Village
Etc.

They will be grouped and put up amenities according to their needs and culture. If Angeles City has an Ausie Village, we can also have that here, since the view and strategic location is unquestionable.

Hoping this will be read and taken by CA Rosal:banana::banana:

Sabi ni Bakunawa: “Kakaonon ko an bulan pag harani nang magbilog, dangan nasa luwas an mga tawo. Pag madiklom na an mundo saka kamo bumaba sa kadagaan. Ratakan nindo tulos an mga tawo buda mga hayop.”

Kan nahalon ni Bakunawa an bulan, nagbaba man nanggad su mga mampak sa Ibalong, rinatakan su palibot, su mga tawo, su pananom, su mga hayop.

Pagkaaga, pagkahiling sa nangyari, namundo si Gugurang. Dahil sa mga nagkagaradan, namuhay an takot sa puso kan mga tawo. Naging maalyas an mga hayop. May mga hayop na pagkatapos maruan, nagkaigwang mga sungayan, nagkapakpak an mga halas. Su mga pananom nagkagarabot, nagbaha su mga salog, narusay su gilid kan mga buludan.

Tinipon ni Gugurang su mga nasa Kamurawayan. “Kaipuhan tabangan ta an mga tawo. Ika, Batala an magmangno sa mga tribu, sa mga banwaan. Mga Katambay, surugon nindo an mga tawong kaalalay kan kada saro saindo, iharayo sa katikapuhan. Okot, ika an magmangno sa mga kabuludan buda kadlagan. Magindang, turuan mo an mga para sira buda mga dumagat kun pano makalikay sa Magindara, sa Daruwanak, sa Angongolood buda darakulang pating.”
