9 LGUs in Albay receive Seal of Good Housekeeping Award

LEGAZPI CITY, Jan 30 (PIA) -- It seems that more and more local government units (LGUs) are becoming conscious that good governance if fully appreciated not just by government but also by people governed. One city and eight municipalities in Albay received the Seal of Good Housekeeping Award granted by the Department of Interior and Local Government for its third round of assessment and validation.
The Seal of Good Housekeeping is part of the performance-based incentive granted by the DILG to LGUs with good performance in internal housekeeping particularly on the areas of Sound Fiscal Management, Transparency and Accountability, and Valuing Performance Management.
Tabaco City, along with the municipalities of Camalig, Jovellar, Malilipot, Manito, Oas, Polangui, Rapi-Rapu, and Sto. Domingo are the LGUs recognized for their continued practice of transparency, accountability, and participation in governance.
The said grant also makes them automatic recipients of the Local Government Support Fund (LGSF), which will depend on the proposed projects submitted by the qualified LGUs. From the proposal submitted, Albay and legazpi City will receive P20 million each from the Fund, while Ligao City will get P25 million, and the rest will get amounts ranging from P600, 000 to P1 million.
With the Seal of Good Housekeeping in hand, the recipients are likewise set to receive the Performance Challenge Fund which grants P1 million for municipalities, P3 million for cities, and P7 million for provinces as support for their local development initiatives in line with the development agenda and priorities of the national government. Communist rebels torch bus in Albay

LEGAZPI CITY (27-Jan-12) – Suspected New People’s Army (NPA) rebels torched on Thursday night a passenger bus in Barangay Cagbacong, a remote village in this city, a Philippine Army officer reported on Friday.
The air conditioned Silver Star passenger bus was set on fire for refusing to pay revolutionary tax by the communist movement, Army Maj. Angelo Guzman, 9th Infantry Division spokesperson, said.
The bus carrying 21 passengers including three rebels was bound for Manila from Bulan, Sorsogon.
It was negotiating the Maharlika Highway at the vicinity of Barangays Cumadcad and Sogoy in Castilla town in Sorsogon when the three passengers with handguns introduced themselves as NPA rebels and subsequently hijacked the bus about 7:30 p.m. Thursday and ordered the driver to proceed to Barangay Cagbacong, an interior village in this city, where three more rebels with high powered assault rifles were waiting.
The passengers were told to get off after which the NPAs poured gasoline and set the bus ablaze.
After torching the bus, the rebels allowed the passengers to leave on foot trekking their way back to the national highway in Barangay Sogoy in Castilla.
An eyewitness stated the three rebels boarded the bus at the terminal in Sorsogon City.(PNA)

PAL uses their A330 in Cebu, Davao and Gensan. Sometimes in Puerto.

I don't think our current runway will Be able to accommodate them. If the new airport will be finished it can definitely accommodate the A330

Albay’s newest tourist attraction

DARAGA, Albay. – Passion builds up as Albay’s newest and most historic tourism attraction, the Cagsawa Festival, kicks off here in February this year. The festival is expected to further rev up the spirited tourism drive of the province.

Albay Gov. Joey Salceda said the Provincial Capitol here and the Municipal Government of Daraga, led by Mayor Gerry Jaucian, have forged the partnership that gave birth to the Cagsawa Festival, which was immediately elevated to the category of Albay’s two other important provincial festivals; Magayon and Karangahan.

The month-long Cagsawa Festival kicks off at the historic and world famous Cagsawa Ruins Park, marked by the remains of a church belfry amid a tumble of bricks that define the layout of an Spanish era settlement. Only the top of the belfry remains above ground after the church and the settlement were buried by the violent Mayon Volcano eruption in 1814.

The 1814 Mayon eruption and its accompanying avalanche of lava and lahar flows reportedly killed about a thousand people. The festival will put on center stage Mayon Volcano and the Cagsawa Ruins that was recently declared a national park. The park has since become a favorite destination for both local and foreign tourists.

The Cagsawa Festival aims to celebrate the indomitable spirit and resilience of Albayanos, and not the memory of the disaster’s horrors, Salceda explained. "It will also offer tourists something more deeply cultural and meaningful than just walking around and taking souvenir shots, and watching the world famous scenery many see only on postcards," he added.

For the entire month of February, the festival will showcase more than 50 sports and cultural events, including a competition in the native art of self defense Arnis, and a demonstration-summit of traditional healers or ‘herbolarios’ who once dominated Albay’s mythical world.

The festival will likewise feature on the spot "pamaypay" (hand fan) and other handicrafts making contests, and a once in a lifetime journey into the culinary world of the famous hot chili, known locally as ‘Lada’, beyond the limits of the traditional ‘Bicol Express’ cuisine.

Aside from Cagsawa Festival this coming February, Salceda said another new festival, Culinaria Albay, will be launched in August. The August festival is an extract and spin off from the Albay Green Christmas celebration now known as Karangahan.

Over all, Albay will have four major festivals, one every quarter of the year – Cagsawa in February and Magayon in April-May which celebrate all things beautiful in the province and which has been running for many years now; Culinaria Albay in August which celebrates Albay’s native and new cuisines, and Green Christmas Karangahan Festival which features environment friendly and safe celebration of the yuletide season in December.

Harold Ong Imperial, Cebu Pacific flights will make BIA as their based hangar and trips bound to international flights to Singapore, KL, Japan , USA etc. , passengers will just have their connecting flights to Visayas, Mindanao and Luzon.

Gov. Joey Salceda announced earlier during the Cagsawa Festival Opening that the construction of the SLIA is "tuloy na tuloy" and Cebu Pacific is eyeing it as its hub South of Manila. That's what he said.

Legazpi City targets more BPO investors

LEGAZPI CITY, ALBAY— Legazpi has been included in the top ten “next wave” cities for business process outsourcing after scoring high in terms of cost of doing business and availability of physical information and technology (IT) infrastructure.

Legazpi is tied with Dumaguete City in 10th place in the rating card of industry group Business Processing Association of the Philippines (BPAP).

At present, Legazpi is considered as a “feeder city” providing qualified manpower to other cities with existing outsourcing industries, according to city mayor Geraldine Rosal.

“The talent pool here is an indication that the city has more than enough qualified manpower to supply the needs of existing outsourcing industry which makes it sensible to grow its own industry,” Rosal said.

Legazpi has two proposed IT parks: the Embarcadero de Legazpi and the Legazpi Information and Communication Technology ( ICT) Park, which could house facilities for outsourcing companies that want to expand outside of Metro Manila.

The donated building by Bicol Hair in Barangay Bonot is also a potential office for outsourcing companies, according to Mayor Rosal.

“The accessibility of the city from land air and sea transport from Manila and Cebu plus the presence of reliable and dependable telecommunications providers is an important factor for potential BPO investors to locate in the city,” she said.

Legazpi also produces over 4,000 college graduates every year and is also a center of higher educational institutions of the region.

Today, many college graduates from the city end up working in Manila call centers due to lack of suitable jobs here, according to the city employment office.

According to DZGB as per interview this afternoon with Vice Gov. Harold Ong Imperial, Cebu Pacific flights will make BIA as their based hangar and trips bound to international flights to Singapore, KL, Japan , USA etc. , passengers will just have their connecting flights to Visayas, Mindanao and Luzon.

BIA will be their main station in Luzon and dropping point from international trips........SUPER GALING:banana::banana::banana::banana::banana:

That's one reason. Asset pano baga ang port kaya halangkawon ang assets ninda. Another reason would be Libon's large area and relatively high population. Another would be their sound financial practices.

I believe Pio Duran's ranking will improve. The roro port just opened last year and this is the 2010 report.

Igwa po na cities but they have individual reports. Same with provinces.

P332.1-M port projects sealed in Jan.

THE PHILIPPINE Ports of Authority (PPA) has sealed a total of P332.1 million worth of port development projects last month, separate contracts from the agency’s Web site showed.
This, as the government agency is looking to seal P209.08 million worth of port projects after issuing separate notices of award in the same month.

The agency has signed a P290.49-million contract with HG-III Construction & Development Corp. for the Puerto Princesa Port Expansion Project, according to a copy of the contract dated Jan. 30.

The project involves the expansion of the wharf, construction of a backup area and rehabilitation of the lighting system at the Port of Puerto Princesa, according to the contract.

HG-III Construction & Development was chosen as contractor after it submitted the lowest bid before the PPA on Nov. 29, according to the contract. The contractor is expected to complete all works under the contract within 540 days, the document read.

Meanwhile, PPA has also signed a P41.61-million contract with J. S. Layson & Co., Inc. for the construction of a backup area at the Port of Lipata in Antique province.

The firm was chosen as contractor for the project during the opening of bids on Nov. 8, according to the contract dated Jan. 24.

The project, which is expected to be completed after 360 days, involves the reclamation of an area for Port of Lipata and the rehabilitation of the lighting system at the port, stated the contract.

Aside from sealed contracts for two projects, the PPA issued notices of award for four port development projects last month. A notice of award is issued prior to the signing of an actual contract for the project.

PPA on Jan. 24 issued a notice of award to JRY Construction for a P70-million project involving the construction of a passenger terminal and backup area at the Port of Tubigon in Bohol province.

In addition, an P83.08-million project for the construction of a wharf at the Port of Legazpi in Albay province was awarded to Sunwest Construction & Development Corp. on Jan. 10.

The PPA has awarded a P37.68-million project for the dredging of berths and maneuvering of areas at Baseport Tagbilaran in Bohol province to WTG construction & Development Corp. on Jan. 3.

PPA on Jan. 3 issued a notice of award to MRB Construction and Supply for the proposed dredging of berths and maneuvering of areas at the Port of Bauan in Batangas province.

PPA expects cargo volume to rise by 5% to 175.40 million metric tons (MT) in 2012 from a forecast of 167.82 million MT in 2011, the agency previously said.

Because of the expected increase in cargo volume, PPA said continuous port development projects will be undertaken by the government and various private firms.

In 2010, the country’s cargo volume reached 166.4 million MT. The 2011 projected figure of 167.82 million MT is a 1% growth from 2010 levels. -- Kathleen A. Martin

Salceda leads AIM awardees

LEGAZPI CITY—Albay Governor Joey Salceda leads the list of “Triple A” awardees of the Asian Institute of Management.

Also receiving the alumni achievement award are Alexandria Prieto-Romualdez, president of Philippine Daily Inquirer and three foreign graduates, according to

Gregorio Atienza, secretary general of the Federation of Asian Institute of Management Alumni Associations.

Joining Salceda and Romuladez in reconition rites on Feb. 23 at Fuller Hall, AIM campus in Makati City are Ravi Prashad, chief executive of Himalaya Drug Co.; Fu Shih-Choib, of Taiwan; and Milon Bikash Paul, of Bangladesh.

“I am honored to receive the 2011-2012 Alumni Achievement Award,” Salceda said. “I sincerely owe this award to all Albayanos whom I am sworn to serve.”

He has been cited by various bodies including the United Nations for his advocacies in Climate Change Adaptation and Disaster Risk Reduction.

Under Salceda’s leadership, Albay is a consistent recipient of the Department of Interior and Local Government’s ‘Galing Pook’ Award for Disaster Risk Reduction. Earlier, the province received its ‘Best Health Practices’ award.

Salceda, who earned his Master of Business Management at AIM in 1990, thanked his professor and now Presidential Communications Operations Office Secretary Sonny Coloma, who nominated him for Triple A honors.
